To sustain the efforts of the local government unit, the Sangguniang Kabataan (SK) Federation of this city launched various fundraisers to extend assistance to marginalized residents. Food packs containing rice, canned goods, instant milk drink, poultry products such as chicken and egg, crackers, and face masks were given to chosen beneficiaries. One of such partnerships included that with Tudlo BXU, a non-profit, youth-led initiative that aims to help increase underprivileged students’ access to online learning. In July, they teamed up with the said youth group in four of its programs: Hataget; Caraga INFOCUS
Tudlo BXU Fundraiser; and Scratch4ED and distributed school supplies such as printers and reams of bond papers to select schools in the city. Even with the gradual adoption of the new normal, the local SK Federation continues to launch activities to cultivate youth engagement in the comfort of their own homes. A three-day online discourse entitled “An Hour with YOUth” was launched from May 17-19, 2021, to showcase Butuanon youths who have made significant contributions to the community in various ways.
For the first session, they featured Butuanon youth who excelled by pursuing their passion in sports, arts, and in their careers. Youth leaders whose a dvocacies are tied strongly to building peace and development in their community were featured in the second session and in the last session, youth advocates of philanthropy discussed their projects in response
to the current crisis. With the upcoming elections, Nietes said they are now actively encouraging the youth to actively participate in shaping the political climate of the country and have themselves register as voters. “Kami kasi yung dapat nasa frontlines. Dapat hindi kami indifferent at nangingialam dapat kami sa nangyayari sa bayan,” she added. This participation, the youth leader went on, can best be shown by religiously abiding health protocols. In addition to accessing basic necessities, maintaining mental health had also become even more challenging during the coronavirus disease 2019 (COVID-19) pandemic. This urged a group of public youth servants in this city to intervene and promote the importance of having a sound mental health, especially during an ongoing health crisis. Dubbed as #MindfulMonday, the city’s Sangguniang Kabataan (SK) Federation launched the campaign earlier this year on March 22, 2021 to address the deteriorating mental

RTWPB Caraga conducts training on biz continuity planning The Regional Tripartite Wages and Productivity Board (RTWPB) Caraga in coordination with the Department of Trade and Industry (DTI) Caraga recently conducted a Training on Business Continuity Planning and Management, here. The said activity was conducted in four batches, two sessions in the morning participated by 19 establishments and two sessions in the afternoon participated by 15 establishments aimed to give relevant ideas and inputs on how to drive businesses into more productive and bounce back as resilient industries during this New Normal. Caraga agri-fishery sector joins in peace, dev’t conference In achieving peace and sustainable development through a holistic approach, representatives of the six sectors under the Sectoral Unification, CapacityBuilding Empowerment and Mobilization Cluster (SUCBEM) of the Caraga Regional Task Force on Ending Local Communist Armed Conflict (RTFELCAC) convened on May 31-June 1 for the Regional Conference on Peace and Development. The SUCBEM is one of the 12 clusters of the RTFELCAC which include the identified sectors such as the farmer-fisherfolk, indigenous peoples, labor, peasant, youth, and women. In support of the event, the Department of Agriculture (DA) – Caraga, together with the farmers and fisherfolk representatives, take part in the discussion of the issues and concerns that needs action and may serve as the basis

for the priority plans and programs of the government. DA-Caraga Regional Executive Director Abel James I. The Barangay San Jose Farmers and Fisherfolks Association (BSJFFA) had recently received its livelihood grant under the Department of Labor and Employment Integrated Livelihood Program (DILP).
Mr. Verlan Diaz, outgoing DOLE PDISO Provincial Head reminded the officers and members of the association to be well-equipped in terms of business management to ensure the success of their livelihood.
The DOLE-Province of Dinagat Satellite Office (DOLE PDISO) conducted the turn-over ceremony of two fishing boats, nets, and other fishing gears for the Deep-Sea Fishing Livelihood project worth Php332,230.00 to BSJFFA, an association composed of 46 members of Brgy. San Jose, Cagdianao, Province of Dinagat Islands.

DSWD, IJM equip frontliners handling online sexual exploitation cases In light of the coronavirus disease 2019 (COVID-19) pandemic, protecting the children has never been more emphasized. Within this context, the International Justice Mission (IJM) and the Justice Peace and Integrity of Creation (JPIC) had recently supervised a weeklong online Video In-Depth Interview (VIDI) training to frontliners handling cases of Online Sexual Exploitation of Children (OSEC), with full support from the Recovery and Reintegration Program for Trafficked Persons (RRPTP) of the Department of Social Welfare and Development (DSWD) Field Office Caraga VIDI aims to uphold the best interest of children by protecting them from potential re-traumatization. Other objectives in the conducted training include (1) Understanding underlying policies in investigating and prosecuting OSEC cases; (2) Admissibility of VIDIs under the law in the context of the COVID-19 Pandemic; (3) Guiding principles in conducting forensic interviews to children; (4) Practice skills in conducting a forensic interview of children in accordance with trauma informed standards and

admissibility requirements under the law; and (5) Obtain stakeholders’ insight and perspective on the use of VIDIs and other child protective measures. VIDI was further discussed as a recorded “inquiry or proceeding conducted by duly trained members of a multidisciplinary team or representatives of law enforcement or child protective services for the purpose of determining whether child abuse has been committed.” In layman’s term, the VIDI will serve as the evidence in lieu of the live victim’s testimony during the trial. Through this, the victim may need not to testify live during the trial and face the perpetrators once more. Studies have confirmed that these court appearances cause anxiety, re-
traumatization and revictimization on the children’s part. Hence, VIDI is considered as an effective alternative measure to protect children against fear of having to face their abusers again. The training was participated by law enforcers from Women and Children Protection Desk (WCPD), DSWD and LGU Social Workers who conduct assessment and interviews of children regarding any reported abuse including OSEC cases, as well as public prosecutors who utilize VIDI as evidence. One of the highlights in the training was the mock interview session where participants experienced court hearings using actual OSEC cases that once utilized VIDI as a prosecution strategy. Surigao Norte LGU, NHA ink MOA for Mamanwa housing project By Susil D. Ragas
The local government unit (LGU) of San Francisco and the National Housing Authority (NHA) have recently signed a Memorandum of Agreement (MOA) for the construction of the Mamanwa tribal village. According to Human Resources Management Office (HRMO) chief Ace Orcullo, following the recommendation of the Tandag City Health Office, some 20 employees were temporarily isolated at the SP office and will undergo the 14-day quarantine while waiting for the scheduled swab next week. Renewable Energy for Tawi-Tawi Seaweeds (RETS) Project, which focuses on solar and diesel hybridization in the seaweed farming municipalities of Sitangkai, Sibutu, Panglima Sugala, and Tandubas. The project aims to provide electricity access for some 5,000 households and increase seaweeds production in the island province of Tawi-Tawi. The
PhP262 million project is being implemented by the United Nations Industrial Development Organization (UNIDO), in partnership with MinDA, Local Government of Tawi-Tawi, Tawi-Tawi Electric Cooperative (TAWELCO), and BARMM Regional Government. Project gains support: MinDA, partners set up 10 more irrigated upland rice pilot garms What started as just a privately-funded experiment on the use of Pressurized Irrigation for Upland Rice Farming in a small portion of my farm has now become a Mindanao-wide program as institutional support started coming in. Yesterday, representatives of US Seedworks Philippines came to visit the 460-square meter plot where we set up a raintype pressurized irrigation system to plant a hybrid upland rice variety, TH 82, which was developed by the company in its fields in India. In previous trials conducted in the nonirrigated areas of Central Mindanao, TH 82 was planted using the dryseeding process relying mainly on rain and posted a record harvest of 10.2-metric tons per hectare. Engr. Rey Cajandig said his company offered to support the project by covering the expenses involved in the

development of the pilot farm. I then asked US Seedworks to support my plan to expand the area of the pilot farms in the next planting season and help establish at least 10 more in different areas in Mindanao. With this development, MinDA will now make this project one of its programs under the advocacy to improve productivity, reduce poverty and sustain the gains of peace in Mindanao. The Irrigated Upland Rice Farming Program in Mindanao will now involve MinDA as the lead agency, the Phlippine Rice Research Institute (PhilRice) Midsayap Field Office and US Seedworks Philippines. We will be reaching out to
organic or mineral fertilizer production companies to complete the team. In the meantime, we will identify the 10 Pilot Sites preferably in the highlands of Mindanao where farmers traditionally plant upland rice varieties once a year. The Pilot Farms will be established shortly after the harvest of the traditional upland rice between July and August and technical people will attempt to plant a second cropping for the year using Pressurized Irrigation. The success of this experiment will have a huge impact on food sufficiency and poverty alleviation programs in the highlands of Mindanao and maybe later in the rest of the country. The Philippines is finally seeing a steady supply of Covid-19 vaccines from the World Health Organization (WHO) and Gavi Alliance-led COVAX facility.
