Full refunds may be requested three business days prior to the start of a program/season. Refunds requested within three business days prior to the start of a program/season may offer the potential for proration or a full refund. Registrations paid in cash or check will be refunded in the form of an RecTrac credit or city check; city check may take up to 30 days. Registrations paid with credit will be refunded via a personal credit refund or an RecTrac credit. The service fees and scholarships will remain Satisfactionnon-refundable.Policy:

Passes can be picked up at The Jule Intermodal Center (950 Elm St.) and City Hall (50 West 13th St.) during regular business hours. For additional information, including route and schedule information, visit www.JuleTransit.org or call 563.589.4196.

Patrons may request a refund at any time after the start of a program if they are unhappy with it. These must be submitted in writing or email and sent directly to the appropriate supervisor. The type of program will determine the amount of refund provided (this may be adjusted due to pre-advertised supplies purchased, etc.).

The Leisure Services Department is always seeking help in providing improved services to the community. If you have a desire to volunteer time to assist with a program or clean a park, or would like to donate a tree or provide materials or money to improve a certain facility, please contact the office at 563.589.4263.

Place your form and payment in a sealed envelope and drop off in mail slot in the drop-box located outside 1157 Central Ave. or Bunker Hill, 2200 Bunker Hill Rd. If paying by check, please make checks payable to City of Dubuque Leisure Services. To protect your personal information, if you choose to mail in, email, fax, or drop off forms and pay with a credit card, staff will call you at the contact number provided to process payment. Do not write your credit card information on forms.

The City of Dubuque Leisure Services Scholarship is a $125 household credit which can be used for program registration, pavilion rentals, and other services provided through the Department.

Scholarship Information

Up to 200 income-qualified families (two or more related people from the same address) residing within the Dubuque city limits (residents). Foster children may receive scholarship credit if their family is above income level.

Capoeira Afro-Brazilian Dance & Martial Arts Age: 6 yrs. & older FREE! Sat, 11 a.m. – 12:15 p.m. Multicultural Family Center Capoeira (pronounced cap-oh-air-uh) finds its roots deep in the culture of slavery in Brazil. Capoeira was a way for them to blend their past culture with their newfound culture in Brazil. The movements reflect the dances of northern Africa, and the martial arts were a way for the slaves to stay limber and practice self-defense. The Miracle League of Dubuque Baseball League serves children and adults who suffer from any physical or mental disabilities which cause them to be excluded, whether intentionally or not, from conventional baseball leagues. Here are the rules:

All adult atheltic leagues are designed to be recreational and fun. However, in an effort to keep the games fair and competitive we have classified the leagues into different divisions. Teams can register for the league of their choice. To be considered a resident team 50% of your roster must reside within Dubuque city limits.

Participate and follow along virtually as a member of the Korean Spirit and Culture Promotion Project (KSCPP) demonstrates how to make a lovely lotus flower lantern using colored paper and wire frames. This virtual Zoom workshop will include a documentary film about Korean culture. Registration will begin two weeks prior to the program and is limited to 20 participants. Kits with all the supplies to make a lantern will be available for registered participants to pick up prior to the event.

Have you always wanted to know how ghost hunters look for signs of the paranormal? Join the Great River Investigative Paranormal Society (GRIPS) in learning about the various equipment used in paranormal investigations and how it works. Members of GRIPS will share where they have been, the evidence they found, and will share the art of debunking. You’ll even hear about rumored hauntings right here in Dubuque!

Eagle Point Park

Eagle Point Park is located at 2601 Shiras Avenue. Admission is $1 per car, $5 per bus. Bicycles and pedestrians are free. The park is open 7 a.m. to 10 p.m., Sunday through Thursday, and 7 a.m. to 11 p.m., Friday and Saturday. Eagle Point park will be open to vehicles through Sunday, Oct. 23.

Explore a .75-mile moderate trail over bluffland, high along the Mississippi River and through our woods and ravines. through forests and prairie. Hunting is not allowed on the grounds. Visitors are welcome to hike through open areas and woodland. Four Mounds is open to the public year-round.

Composed of untamed, wooded land, this 1,432-acre park offers hiking, hunting, paddling, picnicking, and cross-country skiing. There are six individual nature walks within the park, including those at the E.B. Lyons Interpretive Center and at the Horseshoe Bluff Site.

Eagle Point Park is one of the most outstanding parks in the Midwest. This park is 164 acres overlooking the Mississippi River and Lock and Dam No. 11. It also offers a stunning view of Iowa, Illinois, and Wisconsin.

Four Mounds

Mines of Spain is open yearround, with park hours of 4 a.m. to 10:30 p.m. The interpretive center is open year-round weekdays 7 a.m. - 3:30 p.m. and weekends 10 a.m. - 2 p.m. Please call to verify the center is open to 563-556-0620.

3 Parks to Visit This Fall

Four Mounds and the City of Dubuque partner to help protect over 220 acres of largely undeveloped land along Upper Mississippi River.

City parks are open year-round. Park amenities such as restrooms, pavilions, and drinking fountains close each season on the fourth Sunday of October and will re-open on the first Saturday of May. The road gates at Eagle Point Park and Miller Riverview Park & Campground are also closed during this time. Note, while vehicles are restricted, the two parks remain open and accessible to walkers and bikers during the off-season!
