WHEN THE BURGH WAS AT WAR This month and next offers the chance to see one of the most remarkable local exhibitions of recent years – one which is perhaps as important in its own way as the superb Clydebank display which recalled the horrors and heroism of the 1941 Blitz. This one is in Dumbarton Library and Heritage Centre, and has been prepared over many months to mark the impending centenary of the 1918 Armistice which brought an end to the Great War. Although these events are inevitably distanced by time, the photographs on display “speak” across the gulf of decades to bring us face to face with people who look just like us, have names we can recognise in school or

workplace today, and who had families just like ours. In 1914, on a tide of jingoistic war fever – capably whipped up by years of press agitation – Great Britain declared war on Germany and its ally the Austro-Hungarian Empire, determined that Belgium would stay neutral and that Europe would not be dominated by a megalomaniac Kaiser and his militaristic Prussian cohorts. It was to be a short war, and many were afraid it might be over before they had been given the chance to win battlefield glory, but dragged on – with stupendous loss for the nations involved – year after terrible year. “From Living Memory to Memorial – Dumbarton’s WW1 Stories”, is a poignant local focus on the supposed “war to end all wars”, tracing the lives of ordinary local people caught up in extraordinary events. In many ways it is also a local dimension to the wider story of one particular regiment, the Argyll

and Sutherland Highlanders, in which countless West Dunbartonshire men served. However local men also served in a multitude of other units, and of course in the Royal Navy, in a conflict which raged from the killing fields of the Western Front to the Balkans and Middle East. The famous poem which promises: “We shall remember them” is not always honoured in fact, as witness sometimes dilapidated and neglected – even vandalised – war memorials around the country.

Happily that is not the case locally, where lottery funding was used to research the real-life identities of the names inscribed on memorials in the Burgh, Cardross and Bowling. By all accounts the cultural and heritage team, ably assisted by local families, have produced a vivid impression of a holocaustal period which lingers in the public consciousness as a time of suffering on the epic scale – and it fully deserves a visit.

HISTORY OF OUR WATERWAY The Lennox Heritage Society launched its new season last month with a fascinating talk on the history of medieval Dumbarton, and for October will fast-forward to one of the area’s most impressive assets – the Forth and Clyde Canal. This once-flourishing waterway fell on hard times over recent decades, but has been massively upgraded to the point where boats can navigate most or all of its length – although operators Scottish Canals have their hands full keeping it and the Union Canal working at full stretch. As ever, funding is at a premium when the amount of repairs needed to keep a feat of 19th century engineering safe and up to modern specifications, and at time of writing arguments continue over just where spending should be prioritised. However at the same time the

Forth and Clyde Canal today bears no relation to the overgrown and crumbling relic of just a few years ago, and has certainly proved popular with both residents and visitors on several levels, both scenic and practical. Once just a pipe dream, much has been achieved since the wide range of improvements carried out along the length of the canal, and canalside housing projects have sprouted which add character and vitality to areas from West Dunbartonshire to Glasgow and beyond – and of course the canal also plays host to the famous Kelpies giant horse

sculptures in Grangemouth, now a major tourist attraction. The date of the next talk is Wednesday, October 10, when speaker Tommy Lawton will be tracing the canal’s fascinating story. The Lennox Heritage Society meetings take place in the Concord Centre in central Dumbarton (next to the Denny Civic Theatre) and start at 7.30pm. Tea, coffee and biscuits are available from about 7pm at the cost of 40p per person. New members are always welcome but individual sessions may be attended at the cost of £2 per talk.

MAGNIFICENT FLYING MEN It’s one thing watching a film like “The Blue Max” or brushing up on your Biggles, but a group of West Dunbartonshire pupils recently got a much more vivid impression of First World War air combat. They underwent training on a special virtual reality Bristol Fighter, using a fascinating simulator invented by Glasgow University Professor George Barakos, an aerospace expert, which gave an idea of just how rickety and vulnerable these early flying machines really were.

INVESTMENT IN YOUTH JOBS School leavers are to be the principal focus of a major investment in apprentices across West Dunbartonshire, as part of a £1million investment to be made over the next four years. By encouraging firms to take on modern apprentices, the council is seeking to answer a local skills shortage, enhance the local economy and have a positive impact on West Dunbartonshire communities.

Until recently the 1st Vale of Leven Company of the Boys Brigade – and a number of community groups – have had to make the best of life at the BB Hall in Alexandria’s Smollett Street with an old 1960’s heating system… but they can now face the winter with confidence. Thanks to a local grant they gained the installation of a new renewable heating system (air to air heat pumps), which seems to have made a dramatic improvement, in what must be a case of “perfect timing”. The environmental spin-off is welcome too, as the new system will result in an overall carbon saving of no less than 3.3 tonnes of CO2 per year.

SURVIVAL COURSE SUCCESS AUTUMN WALKS most of us live and work – and this particular stint may have encouraged some to think about the possibility of a career as a ranger in years to come.

The National Park is only a short drive from most local people’s doors, and is capably served by a whole range of safety officers of one sort or another – but what if these people simply weren’t there? The Junior Rangers from the Vale of Leven Academy have proudly received John Muir Award certificates after a week spent “learning how to survive in the wild” – the sort of activity that’s second nature to senior Venture Scouts but a novelty to youngsters who don’t necessarily have much experience of roughing it in the great outdoors.

Of course the well-organised trip didn’t require anyone to simply “survive”, but did pose practical challenges in a supervised but stimulating way. Their success underlines the importance of the Park to the local area, offering as it does a complete contrast to the busy urban environment where

The junior rangers enjoyed their survival challenge, ably assisted by Ranger Pauline from Forest Holidays, but also cleared the footpath of Ben Lomond, learned about fen habitat at RSPB Loch Lomond reserve and – amongst other activities – also helped out with a marine litter pick at Ardgarten. Those taking part described the whole outing as a fun experience, with a great deal of learning and healthy activity packed into one fascinating week – and the National Park organisers have passed on their congratulations to everyone who was involved. It is likely to be just one of many such adventures in months to come, as the handy location of the Park makes it a natural for excursions and more elaborate exercises for pupils at local schools, many of whom are already well aware of ecology and conservation issues, and keen to find out more.

OUR GREAT WALL HERITAGE West Dunbartonshire has just had the honour of leading a special conference to celebrate the 10th anniversary of the inscription of the Antonine Wall – featuring a range of high profile speakers. The Rediscovering the Antonine Wall project organised the event to promote the site’s fascinating history and celebrate the ongoing involvement of the communities along the Wall.

Staged in Banknock, near Falkirk, the summit allowed various interested groups the opportunity to see in one single presentation the new work taking place along the whole length of Scotland’s most famous ancient monument – and to see its potential for visitor tourism in years to come. Attendees were given a guided tour of particular parts of the wall, which runs through West Dunbartonshire to mark the western end of the famous “final frontier” of the Roman Empire. Last year, the Heritage Lottery Fund awarded £97,000 to the project, and a range of improvements were planned.

They included five new replica distance slabs, new interpretive play spaces with themed equipment merged with digital content to create exciting new learning environments; a series of arts/performance events designed and delivered by local communities; and the recruiting of a “21st century Legion” to help promote the Antonine Wall in local areas.

SUPERB RESULT FOR RNLI There are many ways of raising funds for a worthy cause, and the local branch of the RNLI have probably tried most of them – and with notable success.

But as a way of raising the profile of their cause the members surely struck gold with their imaginative recent partnership with McTears the Glasgow-based auctioneers. Programmes like Antiques Roadshow and Bargain Hunt are hugely popular, because everyone likes the mystique of a venerable item that may or may not be valuable – and which may at least

have an interesting story to tell. At a special valuation day staged in Dumbarton’s St Patrick’s Church Hall McTear’s experts carried out valuations for a small charge, with funds going to the local RNLI, and at the end of the day a few pounds short of £700 was the magnificent total. It isn’t the sort of event you could stage every week, even if the

auctioneers were available, but hopefully there will be a return date at some point in the future – there’s certainly no shortage of material out there which people might potentially like to have professionally valued, if only out of curiosity.

Judicial review is the mechanism used to ask the court to review decisions, acts or a failure to act by a public body, such as a local authority, or other official decision making bodies.

One of the most popular young people’s activities of the summer is still going strong in Alexandria’s Argyll Park – the late night football sessions involving both boys and girls.

It can only be used where all other effective remedies have been investigated and there is no other remedy available.

The programme ends on October 19, so there’s time – just – for anyone who hasn’t tried it to find what it’s all about. Each Friday session 10pm to midnight, costs £1, and even if you aren’t that interested in football it’s a safe venue, staffed and monitored by the council, where you can spend some time with friends. All abilities are welcome, and individual players can be placed in teams – why not give it a try?

The court does have the power to extend this to a longer period of time if it considers it appropriate to do so. Unfortunately, even following a successful action for judicial review, the decision maker may be able to make the same decision again, so long as it does so in a lawful way and following the correct process.

There’s lots happening in Mugdock over the next few months and something for everyone to get involved in!

Mugdock has welcomed a host of visitors to the Park this summer and it’s been great for everyone to enjoy such fantastic weather. The Sensational Safari and Forest School events have kept the kids busy and the new Treasure Hunt and Bug Hunt have proved really popular, with a prize at the end being an added bonus.

OH YES IT IS... PANTO TIME! Dumbarton Peoples Theatre members are heading to the charming town of Drumtartan this month – home of Dumbarton’s pantomimes since 1974. On Tuesday, October 9, DPT members will gather at their Rehearsal Studio in Glasgow Road to audition for this year’s production, which will run from December 8 to 15 in the Denny Civic Theatre. No panto is complete without a conspicuous baddie, and this year it’s a very evil queen who (much like her soul-sister in the Chronicles of Narnia) aims to keep the town in the grip of permanent winter – she already had a practice session with this concept back in March, as you’ll recall. So, how will the ‘goodies’ overcome this and restore Drumtartan to normal? The scriptwriters, Andy Allan, Janette Barnes, Siobhan

The Big Glasgow Comic Page is coming to town. Throughout the day there will be workshops, cosplay competitions, quizzes, guest comic artists and writers to name but a few. There have been some fantastic fundraising events over recent weeks for CHAS, the charity which runs the much-loved Robin’s House facility in Balloch – but a recent driving stint from Scotland to Mongolia arguably takes the biscuit.

The epic car slog involved driving a staggering 10,500 miles, and had its share of mishaps along the way – on one occasion arriving at the wrong border, not to mention a broken rear axle and numerous tyre changes. But they stayed the course and duly arrived at their destination point in one of the world’s most remote and mysterious locations – and, safe home at last, were able to present CHAS with a magnificent £1,800 collected through sponsor cash.

CLOSE FIGHT FOR FLAMINGO For weeks it looked as if the entire area was preparing to give a resounding thumbs down to the controversial Flamingo Land plan for a key site in Balloch – but as this issue goes to press the saga has developed an important new twist. Opponents of the scheme – which involves elaborate plans for chalet and other accommodation, woodland paths, and other attractions – last month staged a protest rally to gather support for their bid to squash the move to gain planning permission in principle. West Dunbartonshire’s MP also joined the ranks of those who don’t believe the £30 million plan will ultimately be good for the area, but in what some see as a surprise development the group

Friends of Loch Lomond – who most agree could not be more committed to the principles of conservation and sustainability – have given the scheme their qualified backing. The fight for Flamingo could go down in history as the most hotly-contested planning bid in the area of recent decades, with all sides in the debate playing for enormous stakes. There are arguments about whether the already under-

pressure traffic nexus could support even more peak season drivers on difficult local roads, and about whether a new deluge of people will be good for the National Park – which is already operating what some see as tough rules on where and when you can camp. But Friends of Loch Lomond, in a widely-reported statement, have clearly tried to stay aloof from emotional arguments about potential loss of amenity and instead tried to bring dispassionate analysis to the argument – and, cutting a long story short, are broadly in support of what appears to be the overall aim and scope of the plan. It’s a scheme with huge implications for Balloch, obviously, but also for the wider area, which would add a new seam of tourism facilities to an already busy local scene, and a bitter and closelyargued debate is guaranteed.

BEWARE RIP-OFF CHARGES Cases of West Dunbartonshire shoppers being hammered with hidden charges for using debit or credit cards in some local outlets have prompted a sharp warning from local trading standards officers that this practice is simply illegal. They warn that businesses – including online shops - may be subject to test purchases, and could face court if they are caught making illegal charges. This isn’t the same as imposing a minimum charge for a card payment – and it’s a fact many customers who could easily produce a few coins for some trifling item still try to use card payment – so long as that is transparent. What trading standards are concerned with is a practice which is inherently illegal, and which could land those concerned in serious trouble. Regulatory services convener Councillor Ian Dickson said: “The law was changed at the turn of

the year following concerns that some shops and other businesses were charging rip-off surcharges on customers who paid by card.” He added: “Consumers should be able to use their cards without worrying about hidden extras so it’s unfortunate that some local businesses still don’t seem to be familiar with new legislation around this. “I fully support the work of our trading standards team in encouraging awareness and compliance throughout West Dunbartonshire, protecting consumers and businesses to ensure everyone trades on a level playing field.” Trading standards say that where businesses refuse to accept card

payments altogether, or impose a minimum transaction price for accepting a card, a prominent sign for customers explaining their policy should be put in place.
