Partnership to Benefit Education
C
urrently, Belo Horizonte, capital of Minas Gerais, can be considered a model of how to offer the population more schools in less time, all with a high quality standard. At the end of 2012, Inova BH – an Odebrecht Properties company – and the Municipal Government began the first public-private partnership (PPP) in the area of Education in Brazil. The initiative includes the construction and operation of non-educational services for 37 public school units, including 32 Municipal Preschool Units (EMEIS) and five Municipal Elementary Schools over a 20-year period. “It is innovative work that demonstrates the strength of the government when combined with the expertise of private initiative,” emphasized Sueli Baliza, Municipal Secretary of Education. The project was elected one of the 100 Most Innovative in Urban

Infrastructure Worldwide, based on the ranking elaborated by KPMG, a consulting company. “The ones to benefit the most will be the teachers and the students, which will have sufficient infrastructure to teach and to study,” said Christini Kubo, responsible for Investments at Inova BH. “The educators can dedicate themselves exclusively to educational issues. The PPP model frees the government from having to maintain the units and also guarantees the return of assets to the cities in perfect conditions of conservation at the end of the contract,” she emphasized. The first unit completed by Inova BH – the Belmonte UMEI – was inaugurated by the Municipal Government on September 21. The institution has the capacity to receive approximately 400 children ages 0 to 6. Another four units will be delivered by the end of 2013. All 37 institutions will be available by the start of the 2015 academic year.
In addition to the construction, Inova BH will be responsible for the installation and operation of non-educational services, such as the maintenance of the electrical and hydraulic installations, safety, cleaning, environmental sustainability and furniture. The units will respect the regulations of the Brazilian Ministry of Education, Brazilian Association of Technical Standards and the Belo Horizonte Municipal Department of Education. The Belo Horizonte City Government works through the Municipal Department of Education to serve more than 46,000 children – 23,000 at the UMEIS and municipal schools and another 23,000 at the partnering network. The PPP will
benefit nearly 20,000 students in all regions of the city, including 14,000 at the preschool and 4,800 at the elementary level.
BELMONTE RECEIVES FIRST UMEI On September 21, the first UMEI, located in the neighborhood of Belmonte, was inaugurated by the Belo Horizonte City Government during a ceremony that included the presence of MĂĄrcio Lacerda and other authorities, professionals from the area of Education, students and members of the community. Christini Kubo represented Odebrecht Properties. The ceremony was opened with a presentation by the students of the first

CONSTRUCTION METHODOLOGY The units are being constructed using the Light Steel Frame methodology, still new in Brazil, but extensively adopted in other countries. It uses as its main structural element galvanized steel – which has a low weight and is designed for buildings with shorter heights – together with fiberglass, which adds to the thermal and acoustic comfort of the cementitious screeds. “The method adopted by Odebrecht allows each school to be ready in eight months, less time than that required for a traditional construction project, which is from 18 to 24 months,” explained José Aloísio de Castro, Infrastructure and Physical Network Manager for the Municipal Department of Education. With the new construction system, little material is wasted and less debris generated, in addition to allowing for the acceleration of the completion time while ensuring safety, finish quality and comfort for those who frequent it. Another benefit is the ease of the installation and maintenance of the electrical and hydraulic networks, which improves energy efficiency and allows for the use of renewable products.

Flamengo and Maracanã: Partnership Strengthened The Flamengo Regattas Club and the concessionaire that administers Maracanã – in which Odebrecht Properties participates – signed a contract for the Rio de Janeiro club to use the stadium until the end of this year. Therefore, Flamengo will play at least 10 games at Maracanã as the home team, both during the Brazilian Championship as well as during the Brazil Cup. If the team qualifies in the second competition, the future games will also be included under the agreement.
The partnership establishes that the bigger the gross earnings through the sale of tickets, the higher the percentage of the club’s stake in the net game result. The fans will help drive Flamengo’s earnings at Maracanã. During the past weeks, the Flamengo board and the concessionaire worked together to format a contract model that would benefit the club and its fans, in addition to guaranteeing the continued quality of the Maracanã operation.
Based on the new agreement, the larger the presence of the Flamengo fans at Maracanã, the greater the gross earnings and gains for the club

According to the President of Fluminense, the partnership with the concessionaire that administers Maracanã has allowed for a substantial reduction of the club’s operating costs
Good Fruits of a New Relationship Approximately two months after establishing the 35-year contract for the use of Maracanã and recognizing the importance of the partnership with the concessionaire that administers Maracanã for the financial restructuring of the club, the President of Fluminense, Peter Siemsen, emphasized the solid relationship with the company led by Odebrecht Properties during the team’s first games at the stadium. Siemsen also revealed part of his conversation with the Governor of Rio de Janeiro, Sérgio Cabral, during a meeting at Guanabara Palace in September. “The governor asked what we thought of the equipment and it was easy to answer,” he said. “We are very pleased, since this is what Fluminense has always wanted.” According to the President of the concessionaire, João Borba, the benefits of the partnership with major Rio de Janeiro clubs are visible to the institutions, and primarily, to the city’s population. “The partnership with Fluminense has demonstrated that the management model adopted is extremely beneficial for fans, who enjoy more comfort and safety, and for the clubs, who can earn more and have access to high quality technical infrastructure,” explained Borba. The President of Fluminense also reinforced that the agreement is balanced and has met the club’s objectives. “The concessionaire has been very transparent and works in an integrated way with the clubs,” he said. “The first events naturally demonstrate what needs to be improved.” Borba added: “For us, who will administer Maracanã, the partnership with Fluminense has served as a major opportunity to improve the stadium’s operation, bettering the service offered to the fan with every game. “Together with the club, we are returning Maracanã to the Rio de Janeiro families who, together with the traditional fans, make all the difference on the grandstands.”

Step-by-Step Look at Corinthians Arena The roof piece, which weighs 312 tons, was hoisted by a “supercrane.” Currently with 1,600 Members, the construction work is 89% complete
Odebrecht Infrastructure, responsible for the Corinthians Arena construction work in São Paulo, has placed the sixth metal module of the South grandstand roof. The module is part of a set of seven that will form a span of 170 meters – similarly to that which has begun to be assembled in the North grandstand. The two sets will be concluded in November of this year. The roof of the East and West grandstands should be finalized in October, when other sectors of the arena will be in the finish phase. The deadline for the delivery of the equipment is December of this year. The toilets have already been completed, together with some of the 59 spaces for the stores, the floors, as well as the glass front of the East sector (large LED screen) and the grass field. The finish services for the Corinthians players’ locker rooms, as well as those of the visiting teams, are moving forward at an accelerated pace, while the glass front of the West sector has more than 50% of its parts installed. Members already began the construction of the grating to mark out the entire area of the sports complex, which will have two large areas for outdoor parking and two floors in the West building for indoor parking. In all, there will be approximately 3,000 parking spots.

Architecture with Brazilian Inspiration Three years away from the start of the 2016 Olympic Games, the three Olympic Park arenas, currently being built by the Rio Mais Concessionaire – formed by Odebrecht Infrastructure, Andrade Gutierrez and Carvalho Hosken –, began to earn color, shape and more finished traits. The work is being completed by four architecture offices contracted by Rio Mais under the coordination of ARUP, a British company specialized in sports arenas. With a reddish coloring on the outside part, the project sought to have the facilities reflect the local architectural language, considering the environmental certification and period for completing the work established in the contract. “We are working focused not only on the 2016 Games, but also the legacy of the Olympic Training Centers,” emphasized Juliana Alonso, Executive Methodology Coordinator at Rio Mais. The structures will be made of reinforced concrete and the roofs will be metallic. The lighting of the environments will prioritize the use of the “zenital” system, in which the natural light is distributed throughout the site through openings in the roof. The architectural project also features the use of crossed ventilation – that reduces the need for air conditioning. The functionality of each arena during the Olympic Games has already been defined. Arena 1, which is 38,000 square meters (m2), will host the Olympic Basketball and Basketball and Wheelchair Rugby games. Arena 2, with its 24,000 m2, will receive the Judo and Olympic Taekwondo competitions, together with Paralympic Judo and Bocce. Extending 23,000 m2, Arena 3 will host the Free Style Fighting, Wrestling and Seated Volleyball. At Arenas 2 and 3, the “free floor plans” were adopted, allowing for flexible use after the 2016 event.

Conclusion of a New Phase
With modern architecture, the fourth phase of Belas Business Park includes 74 commercial rooms extending up to 1,535 square meters each
In August, Odebrecht Infrastructure delivered the fourth phase of the Belas Business Park project in Angola: the Bengo corporate building. The project was finalized five months ahead of time by a team formed mostly by Angolans (94%). “Odebrecht has earned a name in the country’s real estate sector due to its commitment to the established deadline, quality of the delivery and training of the Angolan people,” emphasized Eduardo Mattos, Contract Director.

Factory of Results At COMPERJ (Rio de Janeiro Petrochemical Complex), currently being built with the participation of Odebrecht Engenharia Industrial, the automation at the pipe factory increased the production at the construction project by 30% and generated financial savings of 50%. The semi-automatic spray paint cabin earned an important role in production due to its process of launching the pipes and profiles in a line of rolls, passing through the equipment in which the grit is thrown by four turbines. The method does not launch residue into the environment and produces gains in production and safety. “Piping is the main item within an electromechanical assembly line,” said Evandro Osório, responsible for the Interface Area at the contract. Situated within an 180,000-square meter area at the construction site, the factory has some 700 workers – including Members and partners –, all headed by Osório. The space is setting visitation records as a model in production speed and organization. “If today we have success in terms of costs and deadlines, this is a good sign that we were able to form a solid team,” he said. “For this purpose, it is necessary to dedicate time and presence, valuing Members and giving them the resources for production.”
When completed, COMPERJ will produce oil derivatives and first and second generation petrochemical products. The piping factory belongs to the units of the TUC Consortium (formed by Toyo, UTC and Odebrecht)

The family is presenting two resins: HD7600U and HD7600M, produced in Rio de Janeiro and in Bahia, respectively
New in the Portfolio In September, Braskem announced the expansion of its portfolio of high density polyethylene resins (PEAD), with the launch of the HD7600 family, especially designed to serve the segment of thermo-shrinkable films (secondary packaging for the use of cans and bottles), also known as shrink films. The main differential offered by the line is the low level of gels, thereby guaranteeing a compact packaging without holes or any marks on the surface that maintains the proper look of the packaged product. In addition to PEAD, the formulation of the shrink film includes low density and liner
polyethylenes (PEBDL and PEBD). The combination of the properties inherent to each one of the resin families guarantees the hardness, shrinkage and compacting of the units simultaneously. “The expansion of the portfolio to include shrink films demonstrates the segment’s importance for Braskem,” said Renato Augusto Yoshino de Lima, responsible for the Commercial area of the Industrial Film Segment at Braskem. “HD7600 is the result of the joint work of our engineers with clients, developed over nearly a year, which guaranteed the supply of high performance resins to meet a wide variety of market needs,” said Lima.

New Airs for Namibe With the revitalization of the Namibe Airport, Angola now has three international airports, including the Luanda and Catumbela Airports – with the latter built by Odebrecht
36
I
n Angola, Odebrecht Infrastructure has overcome a major challenge in only 16 weeks: the remodeling of the Namibe Airport for the country’s National Airport and Air Navigation Exploration Agency (ENANA), a state-owned company responsible for Angola’ airports and associated with the Ministry of Transport. The construction work that represents the first phase of the Yuri Gagarin Airport modernization was completed with a symbolic re-
inauguration flight on September 6. The event was attended by the Minister of State and Chief of Staff to the Presidency, Edeltrudes Costa, other authorities from the Angolan government, representatives from Odebrecht and members of the community. The building’s entire structure was remodeled and its holding capacity increased from 100 to 400 passengers per hour. The airport now has a new, spacious arrival and departure area, and the control
tower, administrative area, restaurant and support and logistics zones were all revitalized. On the “Air Side,” where the aircraft circulate, paving work was completed to create the take-off and landing strip, taxiways and a parking lot. With aims of qualifying the airport to enter a superior category in the aeronautical classification, the runway was expanded by 7.5 meters on each side for a final width of 60 meters. “The runway extends 2,500 meters in length and is ready to receive airplanes such as the Boeing 737700,” said Félix Martins, Contract Director. According to Félix Martins, other work will begin during the next phase, which should be concluded in February 2014, including a new cargo and service terminal for the stateowned oil company Sonangol. “With
the conclusion of the modernization work, the airport will have the capacity to serve 240,000 passengers per year,” said Martins. For João Ernesto dos Santos, the Namibe Province Director of Transport and Telecommunications, the investments in infrastructure are important for the country. “It is a center of attraction, since it allows for the development of other economic and social projects in the region, and also opens new horizons of growth for the province,” said Santos. Manuel Pereira Gustavo Ferreira de Ceita, Chairman of the ENANA Board of Directors, invited the population to visit the Yuri Gagarin Airport: “For the airport to reach international dimensions, we need work hard,” he said. “This work is up to ENANA, the tourism area, the companies and the province.”
The take-off and landing strip was expanded and now has a length of 2,500 meters and width of 60 meters

New Highlights at Braskem Idesa
Braskem Idesa, the joint venture responsible for the future petrochemical complex in Mexico, located in the State of Veracruz, recorded two new achievements. In September, the construction work currently being undertaken by Odebrecht Engenharia Industrial reached the 10,000-worker mark. In order to offer support to the teams, 10,000 meals and 28,000 uniforms are distributed each day, and an additional 300 trucks will be used for transporting materials. Because most of the Members come from the region’s municipalities, the construction of the complex represented a significant increase in job opportunities. Furthermore, 150 operators are already completing their degrees at the Technological University of Southeast Veracruz (UTSV) as part of a training course developed in partnership with the National Industrial Learning Service (SENAI). On August 29, two new pieces of equipment that will be part of the project’s installations arrived to Pajaritos Port after traveling for 45 days: the “C2 Splitter” column, which weighs 880 tons, and has a length of 92 meters and

width of 9.30 meters; and the “Quench Water Tower,” which weighs 400 tons and has a length of 36 meters. The equipment was transported by teams specialized in super-heavy cargo, which has to be moved at extremely low and controlled speeds. With 45% of the construction work already concluded, the earth leveling and foundation phases were finalized. The development is currently in the phase of the metal and piping structure installation, together with the installation of the first static equipment.
More than 2,700 Hours in the Harvest Simulator With aims of offering training for sugarcane harvester machine operators, Odebrecht Agroindustrial completed 2,712 hours of training in the Harvest Simulator with 113 Members trained. Installed at the Alcídia Unit located at the São Paulo Center at the start of the year, the tool contributes toward professional development and helps boost the teams’ productivity. The training program, which has a course load of 24 hours/class, has five practical modules that address cabin command, the procedure for turning the harvester off and on, cruise control (an electronic traction system with commands activated by a joystick type device), the maneuvering operation and basic harvest operation. After the training, the Member practices on the equipment while it is still in the test yard. According to Rogério Germino, Agricultural Manager at the Conquista do Pontal Unit, the operator’s difficulties are identified and corrected inside the harvest simulator. “By
foreseeing possible errors, the operator is better trained to face difficult situations in the field and prevent a premature breakage or accident from occurring,” explained Germino. The adoption of the new tool reduces training times and allow for training anytime during the year, even between harvests, without negatively affecting the harvest schedule and also offering an opportunity for the previously trained operators to update their skills. The initiative also generates savings for the Business, since it reduces fuel expenses and prevents the premature wear of the harvesting machines that are not used as much, in addition to preventing damage to the reed beds.

New Online Features The Distance Education Portal (EAD) of the Functional Equipment Support (AFEq) area earned three new features in September. The first is a video library that uses real cases to teach Equipment area concepts, good practices and accident prevention. In the “Courses” space, three new training sessions are being offered: Automan, Calcheq and Basic Hydraulics. Another benefit is Competence in Focus, a website that offers Volvo Construction Equipment online courses, available to the EAD AFEq users in the “Manufacturers” tab. This partnership allows those interested
to complete the online and onsite training offered by Volvo, while also giving them access to the information available on the company’s website. The EAD Portal was created in 2011 to streamline and improve Members’ qualification, development and training process through distance training (e-learning). The advantages include the possibility for involving a high number of Members from different countries, respecting the learning pace of each; flexible times; acceleration of the participant training process; reduction of travel costs and the promotion of digital inclusion.

Evaluating Responses in the Case of Accidents The emergency alarms located along the Panamá Colón Highway were activated immediately when a user’s call was recorded by the free communication channel. A bus had collided with a car, which had flipped over, and dozens of people were injured.
The simulated actions were completed in 45 minutes, offering pre-hospital assistance to the injured, guiding drivers to keep traffic safe and allowing for the passage of emergency vehicles
44
This was the case that the Members of the Madden Colón Concessionaire and members of emergency institutions from Colón Province in Panama would have to face and resolve in order to evaluate the response capacity of the teams when offering accident assistance. The scenario was a simulation for the professionals to put into practice the strategies for immediate assistance of the highway users. The goal was to check the compliance with international standards that help improve the level of highway security in order to make it one of the safest in Central America. The simulation involved the participation of the Colón Fighter Fighters’ Department, the National Police, 911 Emergency Service System, Red Cross, Land Transit and Transport Department, National Civil Protection System and Manuel Amador Guerrero Hospital. The Panamá Colón Highway unites two of the country’s most important port cities, complementing the operation of the Inter-Oceanic Channel, known as the “Dry Channel.” The administration of the highway falls under the responsibility of the Madden Colón Concessionaire, an Odebrecht Infrastructure company.

UP-TO-DATE WITH THE LATEST NEWS FROM THE MARITIME SECTOR In Seattle, 35 Members gathered to combine information about maritime infrastructure: 19 from Brazil, six from Peru, three from Cuba, two from Angola, two from the United States, one from Mozambique, one from China and one from the Dominican Republic
52
In order to share the opportunities identified at the Organization’s maritime projects, on August 29 and 30, 35 Members gathered in Seattle, Washington, for the 5th Meeting of the Maritime Infrastructure Community of Knowledge. During the opening portion, Alexander Christiani, community leader and Technical Director of the SONAREF project, currently being completed by Odebrecht Infrastructure in Angola, emphasized the purpose of the
meetings, which is to disseminate the knowledge acquired by the participants during the year. He also encouraged them to use the portal – which has recorded approximately 18,000 accesses since 2010, the year the page was launched. “We need to promote the use of the portal increasingly more, publishing technical works and documents, and use the internal forum, which allows us to have an extensive discussion on the topics with everyone’s involvement,” said Christiani. The city of Seattle was chosen to serve as the host, from August 25-28, of Port’s 13, an important international conference in the maritime sector

promoted by the American Society of Civil Engineers. Of those who participate in the Community, 12 people were at Port´s 13 with the challenge of absorbing the knowledge offered and sharing it with the other Members. The first day of the meeting, therefore, was dedicated to the forum on the latest news from the sector that caught the attention of all those present at Port´s 13: which of what was revealed can be applied at Odebrecht and the perception about the Organization’s positioning in the market. In order to back the arguments at the debate, invited consulting firms presented four real cases about maritime infrastructure: the automatic container terminal at the Long Beach Port in the United States; the lessons learned from Hurricane Katrina (which hit New Orleans in 2005); how to assess and mitigate risks in the projects involving
dredging; and the construction methodology in boxes adopted at the Angola Mineral Terminal. This allowed the group to gather what they learned into an electronic folder that is now available on the Community portal. The event continued with the presentation of project cases from the Businesses, covering the different ways of going about maritime construction work. Rubens Sabino, from the company EXE Engenharia, presented a study about the techniques for driving stakes into the ocean floor. The consulting firm has accumulated experience with Odebrecht through the partnership in maritime infrastructure at the contracts. The consultant’s idea was to transmit the lessons learned during his work at the Organization, presenting the results and aspects relevant to the stake driving process obtained and documented in different works.

Virtual model of the new recycling plant, which will have a handling area, areas for the receipt and storage of materials, dressing rooms, a cafeteria and leisure space
Itatiba on the Recyclable Route On September 11, Rota das Bandeiras, an Odebrecht TransPort concessionaire, launched the Recyclable Route project. The initiative is promoted in partnership with the Itatiba City Government in rural São Paulo to reformulate the city’s curbside garbage collection system, and includes everything from raising the population’s awareness to the final treatment of the waste. The main action will be the construction of a model recycling plant in an area granted by the municipality, with the Revivir Cooperative responsible for supplying the labor. The Reviver Cooperative has the capacity for approximately 130 tons of recyclable material per month. Through the initiative, the group expects to select, press and ship up to 220 tons of recyclables each month – enough to serve the entire municipality and process all of the reusable garbage collected along the 297 kilometers of Dom Pedro Corridor roads. The project allows it to operate on another two fronts: raising the population’s awareness and promoting the professionalization of the cooperative members. The training also
includes the handling of the new machinery, donated by Tetra Pak, as well as the use of basic safety equipment. It is expected that the initiative will increase the cooperative members’ income by up to 50%. Vilmar Dionísio left the profession of industrial locksmith to work with trash collection. “I work with recyclables because I like it,” he said. “To be able to do this under humane conditions, at a real company, will be a dream come true.” The plant will be ready in 10 months after obtaining the municipal permit to begin the construction work.
