Embraport Earns Rights to Operate Express North Coast Service

E

mbraport, a private port terminal run by Odebrecht TransPort and DP World installed along the left bank of Santos Port in São Paulo, announced the start of operation of the Express North Coast Service by Log-In. With trips every two weeks, the route connects the Manaus Port in Amazonas; Santos Port in São Paulo; São Francisco do Sul Port in Santa Catarina; Salvador Port in Bahia; Suape Port in Pernambuco; Fortaleza Port in Ceará and Vila do Conde Port in Pará. The service increases the cargo transport capacity between the ports of Brazil’s South, Southeast and North regions, in addition to allowing for a record travel time between Manaus and Santos: 10 days.

HEADING TOWARD THE FUTURE The company’s goal is to consolidate itself as a Hub Port at Santos Port for ocean-going and cabotage navigation, and become a reference in productivity and efficiency, achieving levels of excellence in its operation. With the new service, Embraport will now operate three cabotage lines that together represent 20% of the volume

n April 23, the Vía Costa Verde Callao Consortium, headed by Odebrecht Infrastructure - Latin America in Peru, won the bid to build the new stretch of the Costa Verde Highway in the Callao Constitutional Province between the municipalities of La Punta and La Perla. The action was granted by the Callao Region Special Public Bidding Committee, which determined that the consortium’s proposal was the best option in technical and economic terms. The new stretch will add five kilometers to the Costa Verde Highway, starting at the intersection between the avenues Buenos Aires and Jr. Chanchamayo, in the district of La Punta, until reaching the avenue Jr. Virú at the border between the municipalities of La Perla and San Miguel. It will have three lanes in each direction (going and coming), two underground access ways and four viaducts. The road will be paved with asphalt that is 10 centimeters thick. The project also includes the construction of maritime barriers at a distance of 4.3 kilometers to reinforce the protection of the road in those spaces in which it will be necessary

World Cup Tour Begins at Maracanã From April 22-25, Maracanã Stadium – an Odebrecht Properties asset – kicked off the 2014 World Cup Trophy Tour. The tour will pass through 27 capitals in the country and end in São Paulo, the city that will host the opening of the championship.

Set up in the outside area of Maracanã, the event offered fans a one-of-a-kind experience. Besides recording the moment standing next to the trophy itself, the public was able to learn more about the history of the World Cups through interactive exhibits, and also watched dance performances

Braskem Presents New Product Attentive to the start of the second phase of the Brazilian Federal Government’s Growth Acceleration Program (PAC), Braskem developed a new polyethylene resin designed for tubes and pipelines at its Technology and Innovation Center in Triunfo, Rio Grande do Sul. The company invested R$ 16 million in the trials, pilot plants and adjustments to the industrial plant in order to start production. The new system used in the process improved the product performance, with a durability calculated at 100 years for pressure pipes – until then, this period was 50 years. The improvements in mechanical properties – creep (cold heading under tension), impact resistance and rapid tear propagation – ensured that the new resin met all applicable standards used

in the segment (ISO, DIN, EN and NBR). “In addition to the PAC2, the growing demand for this specific type of resin is associated with the federal government’s Sanitation for Everyone program, designed to improve the population’s health conditions by reducing deficits in water supply and sewage treatment services,” said Marcos Celestino, Application Engineer at Braskem. Some of the main uses for the resin include in piping for the water and natural gas distribution network, transport of ore slurry, oil, sewage networks and water mains. In addition to the companies specializing in sanitation and water supply, companies such as Vale, Petrobras and Odebrecht are some of the final users of the materials.

New Residential Development On March 25, Odebrecht Realizações Imobiliárias held a convention for the real estate brokers of Vent Residencial, a development that will be launched in May in Rio de Janeiro. The event gathered approximately 1,600 brokers from the real estate companies Patrimóvel and Brasil Brokers at Maracanã, serving for the first time as the stage to a sales convention . In addition to the presentation of the product by the Incorporation team at Odebrecht Realizações Imobiliárias, the brokers were invited to visit the stadium’s grandstands. Participants were surprised by an appearance by former soccer player Tulio

Quality of Life Odebrecht Infrastructure - Latin America, working in partnership with the Caracas Subway construction consortium, finalizedthe construction of 40 apartments in the Santa Cruz low income housing complex in Venezuela. The event to deliver the units took place in March, and was headed by the country’s president, Nicolás Maduro. The project is part of the Venezuelan Government’s Housing Project program and involves the development of a social urban complex, focused on the construction of homes in areas of sustainable urban development. The two buildings have five floors each, with apartments that have an area of 52 m². The condominium also has green areas and leisure spaces. The program should benefit some 750 low income families who lost their homes in natural disasters, such as floods.

Traffic Safety The Rota dos Coqueiros Concessionaire, administered by Odebrecht TransPort, promoted a unique action in February, during the week before the Carnival celebrations, to raise drivers’ awareness about the importance of safe driving. The PIT STOP: Let Loose Safely encouraged those vehicles that drive along the road Via Parque to stop and receive orientations about traffic, health information and services and maintenance for their vehicles. The strategy was to use fun, information activities of public interest to reinforce the preventive and educational work focused on developing safe values, postures, attitudes and behaviors when driving. The action included a voucher for the alignment and balancing of vehicles and the repair of windshields, automobile inspections and, for drivers,

blood pressure and blood sugar readings, as well as recreation for both children and adults. The event involved the participation of 492 people, including bicyclists, drivers and residents of Paiva Reserve. Antonilda Miranda, a resident of the condominium Enseada dos Corais, enjoyed the activity. “It is really great to receive these services,” said Miranda. “I’m going to travel with peace of mind.” José Alencar, age 66 and resident of Cabo de Santo Agostinho, took advantage of the opportunity to update his exams. “I don’t have the patience to go to the doctor, since I am unable to schedule an appointment quickly,” he explained. “I liked the idea. Besides taking care of my car, I can also take care of my health.”

Long Term Partnership In April, Odebrecht Agroindustrial held an event at the Taquari Center to strengthen its relationship with the Leaseholder Partners of the land set aside for the sugarcane plantation. The initiative presented the Business objectives and goals in the sugar-energy sector and reinforced information about the Organization. “Through this contact, we were able to detect areas of improvement related to our service, as well as the expectations of our Partners,” said Marcello Bento, Lease and Sugarcane Supply Manager at the Taquari Center. The event featured four lectures about technical topics related to cultivation, the, market and information to support traditional grain producers that are entering the sugarcane business. “In our region, we traditionally plant soy, corn and cotton,” said Bento. “Meetings like these are important in terms of exposing our culture,” he said.

2014 Intermodal South America Event For the second consecutive year, Embraport participated in the 20th edition of Intermodal South America, considered the largest global event for the logistics, cargo transport and foreign trade sectors. The fair was held in São Paulo from April 1-3 and gathered 48,436 visitors, including executives and sector leaders from different parts of Brazil and the rest of the world. With an 81 m² stand, Embraport had the opportunity to present all

of its infrastructure and technology and the details of its first months of operation, which began in July 2013 . This year, visitors had the chance to learn more about Odebrecht TransPort and Dubai Ports World, the company shareholders. The Members of Embraport took advantage of the event to establish new contracts, form partnerships and add to the services offered by the Port Terminal.

Trunk Transfer System In March, the Santo Antônio Civil Consortium (CSAC), which involves the participation of Odebrecht Infrastructure - Brazil, began the construction activities for the Trunk Transfer System (STT) at the Santo Antônio Hydroelectric Power Plant in Rondônia. The system will be responsible for guaranteeing the passage of the tree trunks carried by the Madeira River, from downstream (reference site of a river based on the view of an observer), without causing damage to the Generator Units and Spillways at the plant. With its installation, the trunks will be sent to the STT through the Trunk Management System – metallic lines with floating modules in the form of cylinders that are interconnected.

A total of 420,000 cement bags will be required to prepare the structure’s 60,000 cubic meters. Gustavo França, Production Manager, revealed that everyone is working hard on the construction of the STT: “We can see that the entire team is committed and motivated by this challenge,” said França. The STT will be 75 meters long and 30 meters wide. It will consist of one span, which will house a segment gate and two cofferdam gates (one is upstream and another downstream). The work will be finalized in August 2015, allowing for the filling of the river bed enclosures for the generation of energy.

Progress on the Runway

O

debrecht Infrastructure - Latin America is completing revitalization and modernization work at the Maiquetía International Airport - Simón Bolívar, in Venezuela. Located in Caracas, the airport is considered the country’s most important and is one of the most highly recognized in Latin America for its volume of air traffic. With the project, the Maiquetía International Airport Institute (IAIM) hopes to optimize the infrastructure in the passenger circulation area and improve aircraft takeoff and landing safety levels. For this purpose, the contract with Odebrecht includes remodeling work at the following points: � Revitalization of the main runway, between points 10 and 28 � Main runway shoulders � International Terminal North Platform � Expansion of National Terminal � Cargo movement platform � Runway drainage system � Optimization of the air conditioning system

In March, workers completed the first stage of the project, which includes the geotechnical and civil studies of the soil. Tests conducted included the SPT (Standard Penetration Test), CPT (Cono Penetration Test), soil inspection well, CBR (California Support Relationship System Test), REMI Seismic Refraction (Seismic Refraction and Refraction Microtremor), Standard Seismic Refraction and Georadar. In this way, it was possible to define the structural, hydraulic and geological behavior of the terrain to move forward with the construction work. After that, the project team started the recovery work on the main runway and the old concrete plates began to be replaced. This phase will extend for 500 meters along the runway and will not affect the operation of the airport, which still has 3,000 meters of ground for takeoffs and landings as pursuant to aeronautical standards. At the end of the project in 2015, the country will have an international airport with the capacity to receive aircraft of different sizes along the 3,500-meter extension of runway.

uperVia, an Odebrecht TransPort company responsible for operating the railroad passenger transport system in Rio de Janeiro, received the 2013 Best Passenger Operator Award on a national level. The distinction was delivered by Ferroviária Magazine on March 19 during a ceremony held in São Paulo.

The award highlighted the improvement in the SuperVia productivity indicators, expansion of the number of passengers transported, acquisition of new trains, revitalization of the branches and stations, new Operational Control Center (OCC) and the future Automatic Train Protection – ATP system, which will allow for a reduction in the interval between trips and increase the safety of the operation.

mode of transport is the future of rapid transit.” The Odebrecht TransPort contract for operating the 270 km of the SuperVia tracks began in 2011 and the contract term lasts until 2048. Since July 2011, the company has also been operating the Alemão Cable Car in Rio de Janeiro, Brazil’s first public cable transport service.

WHAT’S NEW IN COMMUNICATION In order to streamline the arrival of information to passengers, SuperVia created the Operational Communicator function at the Control Post inside the OCC. The Operational Communicator has the duty of transmitting information to all channels in which there is communication with the passenger so that the news can be replicated quickly and effectively. “This person will have the duty of unifying and distributing information,” said Washington Ferreira, leader of the Integrated Communication Center (ICC) at SuperVia. “In this way, we will ensure that the information is accurate, transmitted quickly and reaches more sites,” explained Ferreira. Priscila Cunha, who previously worked on the SuperVia Phone team, stated that 10% of the information received came through the passengers themselves who were on the train. “Now, I can help to ensure not only that the information reaches the SuperVia Phone, but also the stations, networks and all other channels.” Vanessa Souza de Oliveira, who led the Audio team, believes that her new challenge is a big, yet important one. “Depending on the situation, the changes can come very quickly,” she said. “My new position requires a great deal of dynamic, but our group is here to make a difference and offer support for this communication.”

A STORY OF PROGRESS April 30, 1854 marked the inauguration of Brazil’s first railroad line, the Imperial Steam Navigation Company and Petrópolis Railroad, better known as the Mauá Railroad. The railroad line increased in extension over time and brought progress to the country, bringing development to every site it passed through. The train transported cargo, making the growth of the different regions possible. For example, it made it possible for people who lived in places located far from downtown Rio de Janeiro to go to the city to work and study. Being part of the evolution of the country’s railroad system makes the SuperVia Members proud to also be a part of this history. Claudino Barreira has been a Member since

1975. “This is my life,” he said. “I experienced so many important moments here. During these 37 years, I have seen so many things change, such as the concern with Workplace Safety, more modern work materials, more qualified labor and new trains.” Oséias Ramos, age 58, began working on SuperVia when he was 19. “My father was a railroad worker, and my three brothers as well.” said Ramos. “I remember ‘Maria Fumaça’ (local name given to the traditional steam locomotive) and I saw all the trains arrive: the 500, 700, 800 (8000), 900 (9000) series trains,” he said. “I really like it here. Everything I know about work, I learned in practice. I have also taught many people, and I’m proud of this,” he added .

ince 2007, the Odebrecht Run and Walk has gathered Members and families for a morning of physical exercise in a pleasant environment. Whether in São Paulo, where the event first began, or in Guatemala, which held its first race this year, the event has the same purpose: to encourage people to care for their health. “We live in an increasingly dynamic world, one which often times has a stressful routine,” said André Amaro, Executive Director of Odebrecht Defesa e Tecnologia. “The negative effects on our organism are inevitable if we do not care for our health. It is important to give our bodies attention, just as we give our work attention,” he said.

In São Paulo, for example, the Health area indexes indicate that 39% of Members are overweight and 53% are sedentary. “Engaging in physical activities offers us quality of life and allows us to be healthier to deal with the fast-paced daily routine,” said Amaro. A firm believer in the benefits of the event, he was one of those who promoted the idea of the Odebrecht Run and Walk in the Organization’s different sites of operation in Brazil and worldwide. “I’m proud and pleased,” said Amaro. Health is an important factor for each person, whether they are in Brazil, Angola or Portugal. With each edition, more people have become engaged with the idea of exercising and this demonstrates the project’s effectiveness,” he said.


WARMING UP FOR 2014 The first edition of the 2014 Run and Walk gathered 9,000 Members and their families from 26 sites in Brazil, Angola, Argentina, Austria, Cuba, Arab Emirates, Ecuador, United States, Guatemala, Mexico, Mozambique, Panama, Peru and Portugal. The launch of the Organization’s 70-Year commemorative seal – and in Angola, the seal for its 30-Year Presence in the country –, printed on the participants’ t-shirts, gave the event a special touch, making the participants proud to belong and share this moment at Odebrecht with the community.

Up On All the Latest Trends On April 9-10, Odebrecht Corretora de Seguros participated, in the Latin American Generali Insurance Company Conference in Miami, Florida. The object was to discuss insurance management both within and beyond Latin America, with a focus on the related challenges an needs, as well as address the role that insurance companies play as global solution providers. “Because it is a company with a high number of Members and wide geographic spread, the Odebrecht Personal Insurance program assumes a quite unique challenge when it comes to administering such a diverse Organization,” said Alessandra Seixas, responsible for Personal Insurance in the Americas at Odebrecht Corretora de Seguros. Professionals were present from 12 countries: Argentina, Belgium, Brazil, Chile, Colombia, United States, Guatemala, Italy, Mexico, Panama, Paraguay and Peru. On the panel “Multilatinas Going Global,” there were also representatives from multinational companies like Orica, Salinas and Cerveceria Centroamerica, who shared their own experiences in the area.

Training in the Area of Equipment On April 30, the Functional Equipment Support (AFEq) area kicked off the 1st Equipment Training Program (PCE) - Application in Equipment for Angola. The course is focused on increasing knowledge related to the mobile and fixed equipment used to move earth and rock, cargo and people, industrial installations, generator groups and paving. The program is directed at Members from Angola who work at the contracts and are those responsible for the Equipment or Production areas. The goal of this PCE is to develop technical competencies, qualifying the Member to evaluate the importance of a correct configuration: identifying the right accessory for the application, understanding the operational limits and techniques, evaluating risks

associated with use and estimating production levels. The course is structured into three modules, with both onsite and distance phases. The training addresses topics such as the application of Industrial Centers, application of Cargo Movement Equipment, application of Land and Rock Movement Equipment, application of the Generator Group, application of the Paver, soil and asphalt compacting and tires. Disseminating Culture In Venezuela, Members from the Sustainability, Quality and Document Control areas of the PDVSA AgrĂ­cola project, currently being completed by Odebrecht Engenharia Industrial, took part in the Viva the TEO initiative. The initiative was created by the Members themselves so that they could practice the TEO for 30 minutes each week, through

readings of the book Survival, Growth and Perpetuity, which holds the essence of the Odebrecht Entrepreneurial Technology (TEO). In addition to the reading, the participants also perform an analysis and offer their own comments about the topic based on their work-related experiences. The goal is to train them to serve as agents that can disseminate the culture, primarily, through, example.

Training Young Entrepreneurs On April 10, 27 youth participated in a meeting held by the Cambambe Hydroelectric Facility project, currently being built by Odebrecht Infrastructure - Africa, Arab Emirates and Portugal in Angola. The event promoted the exchange of experiences between Young Partners (JPs), those Responsible for the Programs (RPs) and the Contract Director, Gustavo Belitardo. During the meeting, which featured the theme Workplace Safety, João Bosco Magalhães Barros, the professional responsible for Sustainability, spoke about the program PreVENT (an initiative focused on the practice of Workplace Safety). For Environmental Engineer Natacha Ndenga, the meeting added new knowledge. “It was a great source of learning to accompany the team during the inspection of the service fronts,” said Ndenga. “We were able to analyze the risks involved with the different activities, increase our understanding of the execution of the construction work itself

and integrate the different areas.” On the same day, the Cambambe Hydroelectric Facility held the certification ceremony for Group 31 of the Believe program’s Basic Module. The program trained 17 professionals from the National Electricity Company (ENE) with aims of qualifying them and transferring knowledge for the participants’ professional development. This is the third group of ENE to receive the training, and a total of 50 people have been qualified through the program. “The differential of this training is that the interaction with specialists from the areas of Workplace Safety, Health and Environment and Social Responsibility from the contract help participants gain more in-depth knowledge of transversal topics and make the Members more familiar with the client and reality of the project,” said Luciana Pita, Coordinator of the Cambambe and Luanda Believe Training Centers.

First Day on the Field On February 19, 20 and 26, the Capanda Agroindustrial Center Development Society(SODEPAC) – at which Odebrecht Infrastructure - Africa, Arab Emirates and Portugal is responsible for the management of the Capanda Agroindustrial Center (PAC) – held the first edition of Field Day. The initiative is designed to present farmers, entrepreneurs from the region, students, suppliers and service providers more information about the development of different technological packages (techniques indicated for a certain production condition), obtained by validating crop adaptation tests, and demonstrates the good agricultural practices used at PAC. With the motto “For Integrated Rural Development,” the event addressed topics related to the importance of analyzing soils, such as the practice of soil collection; conservation methods at the farm used for seeds of different varieties; learning more about the Soil profile and the agricultural machines and equipment used to grow sugarcane. The companies Brasáfrica, Cegonha, Fertiangola

and Sediac were invited to participate in order to bring together entrepreneurs and farmers that offer seeds, goods and services. “The meeting offered us support in terms of training and the transfer of technology, which allows for a practical interaction with the exchange of information between investors, entrepreneurs, students and interested parties,” said Elielda Fernandes, responsible for Agrarian Development at the project. “Some of the participants will become future agricultural technicians and these initiatives are important for building relationships between them and the entrepreneurs,” she said. In order to hold the event, SODEPAC formed a partnership with Biocom – an Angolan agroindustrial company administered with the participation of Odebrecht Infrastructure - Africa, Arab Emirates and Portugal –, the Malanje Agronomic Investigation Institute (IIA) and Malange Agrarian Development Institute (IDA), as well as the Agrarian Development Station (EDA), Plant Genetics Resource Center (CRF) at Agostinho Neto University and the Ministry of Agriculture’s Central Laboratory.

Meeting on Knowledge On April 11 and 12, Odebrecht Infrastructure - Brazil gathered 130 Members for the General Supervisors’ Meeting. The event is designed to promote the integration and updating of these professionals when it comes to Business Strategies, in addition to reinforcing the role of leadership they play at the contracts. During the opening portion of the event, Carlos Hermanny, Corporate Management Director, talked about the Business’ perspectives, the 2020 Vision and the supervisors’ role disseminating the Code of Conduct. The programming also included the participation of Luiz Claudio Lyrio, from the Sustainability team, who presented the Workplace Safety indicators and encouraged

n April 15, Odebrecht Infrastructure - Africa, Arab Emirates and Portugal held the ceremony for the fourth edition of the Odebrecht Award for Sustainable Development – Angola to honor the winners from 2013. The main goals of the award are to encourage university students to learn more about how engineering has contributed to society’s sustainable development and

strengthen their relationship with university institutions in the country. “The fourth year of the award demonstrated a growing desire among Angolan students to reflect about the main topics related to sustainability,” revealed Paulo Campos, responsible for Sustainability in Angola. “The youth selected with notable insight those topics of highest interest to the country, offering creative solutions for each one of them,” he said.


EVENING OF CELEBRATIONS The event, located at the Epic Sana Hotel in Luanda, was attended by authorities such as the country’s Minister of the Environment, Fátima Jardim; Minister of Higher Education, Adão do Nascimento; and Minister of Science, Maria Cândida Pereira Teixeira. Unified Walk On April 5, the Rota das Bandeiras Concessionaire – an Odebrecht TransPort company responsible for administering the highways that form the Dom Pedro Corridor, located in rural São Paulo – organized its walk with a different goal in mind: the collection of items for the Warm Clothing Campaign, promoted in partnership with local city governments. Participating were Members and residents from five cities that make up the Dom Pedro Corridor: Atibaia, Bom Jesus dos Perdões, Cosmópolis, Jundiaí and Nazaré Paulista. In each one, a “Unified Walk” event was held. Members of Rota das Bandeiras, municipal employees, as well as people belonging to the local communities walked along

the streets of each municipality, asking for donations of articles of clothing in good condition. Of the five cities, Atibaia was the one that had the highest number of donations: 6,198 garments. The residents of Bom Jesus dos Perdões donated 3,925 pieces of clothing, and 3,335 items were collected in Nazaré Paulista. Jundiaí, with 1,288 garments, and Cosmópolis, with 995, finished off the list. The material was delivered to needy families by the Social Fund of each municipality. “We were very pleased with the results,” said Marcela Rezende, Social Responsibility Coordinator for Rota das Bandeiras “All of the cities mobilized their efforts and demonstrated a serious effort to help,” she said.

icrosoft believes that technology transforms and can help improve people’s lives, and that is why it invests in initiatives that help expand access to information and supports social projects all over the world. One of these is the Bahia Southern Lowlands Environmental Protection Area Mosaic Program for Development and Growth Integrated with Sustainability (PDCIS). Supported by the Odebrecht Foundation in partnership with public and private partners, PDCIS has the challenge of transforming a rural area with major environmental heritage into a prosperous and dynamic region, encouraging young talents to stay in the rural region. In April, Microsoft expanded its partnership with the Odebrecht Foundation and donated approximately U$ 1.5 million in computer software licenses to the projects supported by the program. A portion of the resources will be directed at the Hit the Net project, the result of joint investments by Odebrecht S.A., Microsoft, Semp Toshiba, Cisco and Telebrás. The initiative has already benefitted approximately 4,800 youth from the Southern Lowlands and seeks to transmit information and basic computer skills for daily use, in addition to promoting accessibility, leveraging Internet use and also implementing educational projects that

contribute toward specialization and the generation of jobs and income. The licenses will further allow for the expanded use of the Indicator Panel, a Microsoft Business Intelligence (BI) platform installed in 2013 by the Odebrecht Foundation at the institutions associated with PDCIS. The tool consolidates information into three systems that allow for the realtime monitoring of the program’s main performance indicators. It allowed for third party administration of the servers, reducing costs and boosting performance. The Odebrecht Foundation was the first non-profit institution to install the platform and Microsoft currently cites it as one of its success stories. “We reduced the manual work of collecting information and optimized the leader’s action, allowing for the analysis of previously consolidated information,” explained Cristina Weber, responsible for Information Technology at the Odebrecht Foundation. “We also improved the integration between the institutions, since the results are available to everyone,” said Weber. For Juscelino Macedo, Coordinator of the Manioc and Produce Business at PDCIS, BI is a tool that is easy to access and use. “Our Members are quite enthusiastic about using it, since it generates results in a simple and updated way,” said Macedo.

Engineering:

The Principle of Development DANTE VENTURINI has been the Engineering RAE at Odebrecht Infrastructure - Brazil since 2009. With a degree in Civil Engineering with an emphasis in Construction from the State University of Rio de Janeiro (UERJ), he joined the Organization in 1985 and participated in the construction work for the Rosana Hydroelectric Power Plant, located at the border between Sรฃo Paulo and Paranรก. Always working in the area of Engineering, although with experience in the Commercial and Production areas, he also participated in sanitation projects in Goiรกs. In 1992, he traveled to Mexico to work on the construction of the Huites Dam, a development with multiple purposes: flood control, irrigation and the production of electricity. Upon returning to Brazil in 1995, he worked with studies and proposals of international hydroelectric power plant projects and on developments in the areas of rapid transit, low-cost housing and hydroelectric power plants in Brazil

ngineering can be considered the start of development for regions by turning infrastructure projects like highways, hydroelectric power plants, port terminals or schools into a reality. This activity also dates back to Odebrecht’s very foundation. It is the pillar that allowed for its creation back in 1944, as well as its survival and its growth. With the diversification of Odebrecht’s operations in 1979, engineering has supported the Organization’s perpetuity as well, also by ensuring synergy between its 14 Businesses. “The majority of the companies are created through the engineering developments, and can leverage their growth with the support of Odebrecht Infrastructure,” explained Dante Venturini, responsible for the Engineering Entrepreneurship Support area (RAE) at Odebrecht Infrastructure - Brazil. Throughout its history, Odebrecht has also been involved with the development of the regions in which it operates. “Often times, we arrived to inhospitable places, and with good planning, we set up not only a development, but also a community surrounding it,” said Venturini. “By offering job opportunities, we train people and encourage growth and trade in the municipality, always focusing on the principles of sustainability: economic, social and environmental. By delivering it, we are helping to attract new investors and promote the increased development of that region.” 67


PIONEERING APPROACH Since its very origin, Odebrecht has cultivated among its Members the constant quest to overcome challenges, always through innovation. In the 1940s, it built the Belo Horizonte Building in Salvador in just nine months to meet its clients’ need – the period for construction for a building of this type was three years. This was possible by innovating the construction method used at the time: when the first slab was ready, the walls of that floor were then erected. “Innovation has been an Odebrecht characteristic over all these years,” said Venturini. “It is a way of completing complex developments that are increasingly more sustainable and functional. This principles remained and resulted, for example, in the slabs used for the Federal District Administrative Center made from plastic spheres (bubbledeck); or the European methods that streamlined the construction of the schools at Inova BH in Minas Gerais, and which currently facilitate the administration and maintenance of results by Odebrecht Properties, allowing the principals and teachers to focus on teaching as opposed to administrative issues. “I had already worked in the Coordination area of another Children’s Municipal Education Unit (UMEI) and in terms of our role

here, we do not have this concern,” said Janaina Pedrosa Dias, Vice Principle at the Belmonte UMEI. “At the other schools, we purchased material, and we administered the cleaning and maintenance of the building,” she said. With the freedom to attempt new things, encouraged by the Odebrecht Entrepreneurial Technology (TEO), the Members can develop their curiosity and creativity to help promote this innovation. It is what ensures the Organization’s pioneering approach to the market with respect both to the engineering practices as well as the training of people. “We innovate by creating methods that optimize the period required and cost of a development and also by implementing programs such as Believe, focused on training people for civil construction work,” said Venturini. He reinforced that the practice of training professionals is something intrinsic to the Organization’s history. “This is an Odebrecht brand,” he said. Since the very start, the Organization’s projects have offered at least literacy courses. As time went by, the idea developed and now the Organization has programs that offer everything from the training of labor for the construction work to that designed for entrepreneurs in the communities. This is the case of Include – a program focused on women


who live near the Ethylene XXI project in Mexico, for the generation of work and income with handicrafts, for example, as well as the promotion and prevention of health and literacy classes. VISION OF THE FUTURE “We always seek out innovative methods, products and professionals at our developments,” said Venturini. The Members especially are offered the tools necessary to increase their knowledge, primarily through Education For and Through Work, and become “Knowledgeable People who are capable of satisfying their Clients’ needs through innovative solutions that contribute toward a better world,” as oriented by the Organization’s 2020 Vision. Among the different tools available to Members are the initiatives of the Knowledge Network (Communities of Knowledge and Training Programs) and the Odebrecht Technological Innovation Program (POIT) – created in 2008 and classified under Law 11.196/2005 of the

he practice of financing both national and international infrastructure projects with financial institutions administered by the local government is common in several countries, including Brazil, and contributes toward the country’s development. The following is the article published in the newspaper Valor Econômico on April 17 about the

practice maintained by Brazil’s National Economic and Social Development Bank (BNDES) – a Brazilian institution – of supporting infrastructure projects abroad that are undertaken by private companies, such as Odebrecht. The article was written by Luciene Machado, an engineer in the Foreign Trade area at BNDES, and Luiz Filipe de Castro Neves, an economist from the same area at the institution.

WHY IT MAKES SENSE FOR BNDES TO SUPPORT PROJECTS ABROAD Public support programs for exports have existed for nearly 100 years in developed countries BNDES’ support for infrastructure projects abroad has been a source of intense debate. In this discussion, the main criticism of the bank’s activities is based on a false dilemma between financing projects in Brazil or abroad. There is a misconception that limiting or ending BNDES’ actions beyond our borders could benefit our country and the companies operating in it, as if supporting exports and generating development for Brazilians cannot coexist. In an immediate way, the harmful effects would emerge with the reduction of high added value exports and Brazilian companies’ reduced exposure to the global market. Because the topic has been addressed in a distorted fashion, it is important to explain the focus of the financing for projects abroad. BNDES’ support is designed to facilitate the export of Brazilian goods and services, or in other words, national content, which generates jobs and income in Brazil. The resources are disbursed directly to the exporter, in Brazil and in reais. However, there is no foreign remittance of funds. To the contrary, it helps promote the entry of foreign currency at the companies located on national territory. It is incorrect to indicate shortages and demands in the domestic plan as factors that should inhibit the bank’s international action. This is because the multiplying effects that exports have on jobs and income are widely

recognized and even more visible in the case of goods and services with a higher added value and technological content (machines and equipment, software, aircraft, engineering and construction services, etc.), which generally power an extensive chain of suppliers in Brazil. The main benefits of internationalization are being felt in Brazil. For companies, international insertion represents not only an opportunity to expand their production and obtain economies of scale, but also a way of diversifying their portfolio of clients and mitigating risks. Achieving success in the international market, where competition is steeper, requires high quality products and competitive prices, as well as the capacity to absorb and develop new technologies. The domestic market, on the other hand, benefits not only from the favorable impacts on jobs and income, but also due to the gains in the quality of the goods and services available to consumers, usually at lower prices. A simple reminder is the automobiles sold in the country in the 1980s. In this sense, Brazil is acting similarly to the majority of countries, since the support for exports through government-owned institutions is part of the national strategy to promote development. The international competition process is a strong selective environment and the official support is used by governments to assist the companies from their own countries. There is enough competition in the international market to eliminate those that do not present types of financing suitable to their operations. Besides this, there is a consensus that a strong exporting sector is an important mitigator of external vulnerability. It is important to note


here that the trade surpluses recorded over recent years allowed Brazil to accumulate foreign exchange reserves that have proven to be instrumental for reducing the impacts of the crisis that has dragged along since 2008. Public support programs for exports have existed for nearly 100 years in developed countries, and have become more dispersed over recent decades. The United Kingdom was the first to offer public credit and financing insurance to its exporters in 1919. In the 1920s, new programs emerged in Belgium, Denmark, Holland, Finland, Germany Austria, Italy, France, Spain and Norway. During that period, the reactivation of the exporter activity, which had been interrupted by World War I, was viewed as a way of generating jobs and recovering industrial production. Today, the largest export support programs are headed by export credit agencies from the United States, Canada, Germany, France, Italy, Japan, South Korea and China, which move volumes of more than US$ 140 billion per year as part of medium and long term financing operations. Emerging countries, such as India, Mexico, Turkey and South Africa, also have well structured public support systems for exports. In Brazil, BNDES is the main source of medium and long term financing for Brazilian exports, working together with other official agencies. It is an essential public policy instrument for the success of Brazilian companies, particularly suppliers of higher added value goods and services, which is the bank’s focus of support.

In the case of engineering services, exports have gained momentum over the past decade, due not only to the growing demand in developing countries for infrastructure projects, but also because of efforts by Brazilian construction companies to internationalize their operations. The international market is dominated by European, Chinese and North American construction companies, which move some US$ 500 billion each year, only US$ 12 billion of which correspond to Brazilian exports. The Latin American market itself is dominated by Spanish companies, which recorded a stake of 32% in 2011, compared to the 16.4% held by Brazilian companies. Being a part of this market and enjoying the benefits generated by this participation would not be possible without offering financing at competitive costs that is compatible with what is offered by other export credit agencies. Similarly to what occurs with the sale of knowledge-intensive goods, the offer of financing is a necessary condition for the engineering service exporter to be able to make business feasible abroad . Once contracted, the exporter will add Brazilian goods and services to the project, such as the materials consumed during the construction work, equipment, qualified labor, etc. Accordingly, the absence of a public support instrument for exports would constitute an obstacle to the success of Brazilian companies abroad and not, as some claim, an additional source of resources for projects in Brazil.
