ELAYS to release funds for various approved Constituency Development Fund (CDF) projects has angered Mpika Central Member of Parliament (MP) Sylvia Chalikosa. Ms Chalikosa expressed concern that some approved CDF projects had not taken off due to delay in releasing funds. She said she was disheartening that funds that were allocated last year were still laying idle in the bank accounts when there were projects that need to be worked on. "I am very worried that most
projects are not happening because of inertia by the procurement department at the Mpika district council to release funds or procure materials," Ms Chalikosa said. Ms Chalikosa, who is also Works and Supply Minister, said most CDF projects that could have been completed by now had stalled. She said had directed the local authority to expedite the procurement processes and ensure that funds were released. "We are in hurry to ensure that projects that were approved for CDF funding are quickly worked on," Ms Chalikosa said. The MP said there were

CHIPATA district in Eastern Province is expected to record a bumper Maize, Soya beans and Sunflower harvests because of the good rainfall and timely distribution of inputs by government, district agriculture coordinator Philimon Lungu has said. In an interview in Chipata, Mr Lungu said the district was expecting a 10 to 15 percent production increase in the three crops. “ We had good rains compared to the previous season although we experienced a dry spell at the end of the season. Our crops have performed fairly well especially Maize, Soya beans and Sunflower. We expect a 10 to 15 percent increase in production,” he said. He said the quick response from government when Armyworms invaded the district also contributed in saving the crops. “ We had Army worm invasion in the middle of the season but there was quick response from government, we were given enough pesticides to save the crops.

Mr Lungu however said the district is expecting a low production of groundnuts because of the rosette virus disease that invaded the crop. More farmers are cultivating Soya beans, groundnuts and Sunflower because of the demand from companies who produce cooking oil,” he said He said the district agriculture office was encouraging farmers to go for conservation farming in the awake of climate change. “ We have been encouraging our farmers to use conservation methods which is better than the conventional method. Because conservation able to serve moisture among other factors which enables a farmer to have a good harvest even during a dry season,” he explained.

The area, she said, was unreachable and there was no mobile phone network for proper communication. "The district is a bit scattered, the other part of the district is in Bangweulu wetland in Chiundaponde. There is a challenge of the road even communication. There are some areas where there is no network," Ms Chisenga said. She however added that despite the challenge, sensitisation on COVID -19 had continued and people were living in conformity with the health guidelines.

THE World Bank has warned that the ongoing globe spread of Coronavirus has the potential to spark a food security crisis in Africa, with agricultural production likely to decline. According to the Bretton Woods institution, agricultural production would be potentially contracting between 2.6 percent and up seven percent if there were trade blockages. In the “Africa’s Pulse report” the World Bank stated that food import would decline substantially to as much as 25 per cent or as little as 13 percent due to a combination of higher transaction costs and reduced domestic demand. “Several African countries have reacted quickly and decisively to curbthe potential influx and spread of the coronavirus, very much in line with international guidelines,” the report indicated. It however pointed out several factors that posed challenges to the containment and
mitigation measures, in particular the large and densely populated urban informal settlements, poor access to safe water and sanitation facilities, and fragile health systems. “The magnitude of the impact will depend on the public’s reaction within respective countries, the spread of the disease, and the policy response,” the report said. World Bank Chief Economist for Africa, Albert Zeufack, said in addition to containment measures on Covid-19, countries were opting for a combination of emergency fiscal and monetary policy actions with many Central Banks cutting interest rates and providing extraordinary liquidity assistance. “However, it is important to ensure that fiscal policy builds in space for social protection interventions, especially targeting workers in the informal sector, and sows the seed for future resilience of our economies,” Dr Zeufack said. BOTSWANA'S President Mokgweetsi Masisi has been quarantined, along with his whole cabinet and the entire parliament, after a nurse who was testing legislators for coronavirus was later confirmed positive. Botswana's House of Assembly was sent into panic on Thursday after revelations about the healthcare worker. A Batswana legislator confirmed to this writer that all MPs will undergo 14 days of quarantine after they came into contact with the nurse on Wednesday. Botswana Congress Party (BCP) leader Dumelang Saleshando on Thursday confirmed the development. The country has 13 confirmed cases and one death so far. Minister for Health Dr Lemogang Kwape in an update on Covid-19 confirmed that one of the seven new cases was "a health worker who was based at Block 8 clinic and yesterday was on duty at Parliament." The news was revealed to all MPs during a debate on the country’s state of emer-
gency, which Mr Masisi has proposed extending to sixmonths. Mr Saleshando had rejected President Masisi’s proposed extension. Dr Malaki Tshipayagae, Director of Health Services, has recommended that everyone be quarantined. "Everyone who was here (in parliament) has to undergo mandatory quarantine from here. They are all casual contacts. They're not going home," he said. Dr Kwape has urged the nation to remain calm and to continue following directives from health officials. ZAMBIA has recorded three new Covid-19 cases after tests conducted in the last 24 hours, Health Minister Chitalu Chilufya has announced. Dr Chilufya said during a media briefing in Lusaka yesterday that the new patients who had tested positive were a 58-year-old man, a 13-year-old girl and a 41-year-old woman. The Minister said that the 58-year-old man contracted the disease after being in contact with a patient who visited the high risky COVID-19 country. He said that the 41-yearold woman and the 13-yearold girl got the virus after being in contact with a patient at University Teaching Hospital. “From the tests which we conducted in the next 24 hours, three more new cases have been recorded. We conducted tests from 600 suspects and this is where the three cases tested positive. “As we speak right now all the three patients who tested positive with COVID-19 are now in isolation centres. So the cases have accumu-

A check by Daily Nation at some selected shopping malls in Lusaka found that all the chain stores dealing in food were in breach of coronavirus guidelines as workers were found serving ready to eat food to customers without putting on gloves and face masks. And when contacted, Public Health Institute (ZNPHI) country director Professor Victor Mukonka warned chain stores selling ready to eat food to the public to adhere to strict COVID 19 prevention measures or risk being pounced on by Heath inspectors. Dr Mukonka said a team of health workers was going to be dispatched to all shopping malls and other shopping centres to ensure that prevention guidelines put in place by Government were being followed. He said it was wrong for any
public place to abrogate the guidelines that had been put in place to prevent the spread of COVID 19 in the country and that he was surprised that some chain stores had still did not provide gloves and masks as directed. Only Shoprite was among chain stores providing masks, though Dr Mukonka advised that they provide the right ones. SAVE MOPANI! Glencore International, the major shareholder in Mopani Copper Mine, has certainly stirred up a hornet’s nest which requires an eagle’s eye to examine all salient points. Clearly, Zambia feels that Glencore’s arbitrary decision to place Mufulira and Kitwe units under care and maintenance is a breach of trust. The decision was so sudden that miners and other employees at Mopani were caught off guard and greeted by shut premises as they reported for duties last week. Be as it may, Glencore has stood its ground, spurning Government’s advice to rescind the hasty decision when, under normal circumstances, partners are supposed to be on the same wave length. Yes, Glencore International AG is the majority shareholder at 73.1 per cent with First Quantum Minerals Limited holding 16.9 stake while Government through ZCCM-IH has 10 per cent but there ought to be mutual respect. A cursory look at history will unravel Glencore’s promise of heaven on earth. Zambians, and captains of industry in particular, do recall that Glencore commissioned an ambitious $232 million synclinorium shaft at Mopani in Kitwe in May 2016. Memories are still fresh that the international conglomerate made a firm undertaking that with the coming on stream of the synclinorium project, the mine’s lifespan was extended to between 25 and 30 years. At the time, Glencore also flaunted $1.1 billion pledge for a number of projects aimed at transforming Mopani into a modern mining operation. The investors did categorically state that come rain or sunshine, operations will remain on track, an assurance which has come to haunt the Switzerland headquartered firm. That copper prices and the outbreak of coronavirus have precipitated the closure of the mine is far-fetched. Mopani management must explain what has happened to the synclinorium shaft in Kitwe and the massive concentrator that was put up in Mufulira at great cost. How much of the rich ore in Kitwe at the synclinorium has been mined and is the Mufulira concentrator operational? Copper prices have not dipped to force any mining powerhouse to shut down as they are now around $4,963 per tonne on the London Metal Exchange – not too bad a price! Even if it were not shipping the commodity, the mining firm could have been stockpiling and export after the situation in many countries normalises. It appears though that investor has underlying woes as recently Glencore’s Katanga Mining sent 350 workers packing last week in the Democratic Republic of Congo after delaying the commissioning of an acid plant. Yes, 350 Indian contractors from the mine site near Kolwezi to Lubumbashi were to be repatriated. When Mopani was conceived in April 2000 in Zambia assets that were purchased from ZCCM included underground mines, a concentrator, a smelter and a refinery at Mufulira mine site. In Kitwe it had underground mines, open pits, a concentrator and a cobalt plant at Nkana mine site but today the story is different. Thus Glencore must fulfil all promises made at the time, lest Zambians conclude that that was mere hot air. Therefore, it is not too late for Glencore to come to terms with the reality and state the truth other than proffering unconvincing reasons for the drastic decision. The effects of such a decision will be too deep for the 11,000 miners, contractors and suppliers as well as the country’s economy.

He said Bembas were content to vote for others, though not a bad thing but they should also push for development. THE Law Association of Zambia (LAZ) Council’s mandate is over and immediate past members must vacate office immediately and stop misleading the nation with misguided partisan statements, Lusaka lawyer Tutwa Ngulube has charged. Mr. Ngulube says currently LAZ has no Council as the mandate of the immediate past one expired on April 2, 2020 when the association was scheduled to elect new office bearers at the annual general meeting which has been deferred due to the COVID-19 outbreak. In a statement, Mr. Ngulube, who is also Parliamentary Deputy Chief Whip, said therefore, former LAZ president Eddie Mwitwa has no powers to issue media statements on behalf of the association. He said the association’s general membership had not extended the said mandate and as such it was illegal and misleading for some people to masquerade as Council members. The Kabwe Central member of Parliament said Mr. Mwitwa’s statement on the closure of Prime Television station by the Independent Broadcasting Authority (IBA) was illegal and that LAZ members will not accept any illegality. “I challenge Eddie Mwitwa to tell us which section of the LAZ Act gives him a fresh mandate to give a statement on media houses that have their own personal relationship with government. “It is professional misconduct for Mr Mwitwa and Ms. Mutumu Nzala-Mwape, who is vying for the position of LAZ president, to masquerade as Council members because the association currently has no Council,” Mr. Ngulube said. He said in as much as LAZ has no power to evaluate merits of the IBA’s decision; those speaking on the association’s behalf should desist from using its name. presidential advisor Edward Mumbi said Mr Mwitwa was offside to issue a statement Prime TV closure. Mr. Mumbi said Mr. Mwitwa’s statement was mischievous and must be treated with the contempt it deserved. He said in a separate interview yesterday that Mr. Mwitwa cannot condemn government because it had investigated before closing Prime TV. Mr. Mumbi said it was obvious that government agencies consulted the Attorney General for them to arrive at that decision. He challenged Mr Mwitwa to seek legal redress if he was not happy as opposed to issuing disparaging statements. On April 9 this year, IBA cancelled Prime Television’s practice license in public interest. The IBA is responsible for regulating the broadcasting industry in Zambia by ensuring promotion of a pluralistic and diverse broadcasting industry. Its functions include among others, granting, renewing, suspending and cancelling radio and television broadcast licences. It was established through an Act of Parliament Number 17 of 2002, which was amended through the IBA (Amendment) Act Number 26 of 2010 and became operational in July 2013. It is also mandated to set standards to be followed by radio and television stations as well as monitor licensees to ensure they are compliant. To achieve this, the Authority has set up an Inspectorate as well as a Consumer Affairs unit that will receive all complaints that the public may have concerning radio and television stations or content that the stations churn out. The IBA is overseen by a Board consisting of nine nonexecutive members and all the board’s decisions are executed by the Director General; who is supported by an executive team with expertise in law and enforcement, economics, technical and engineering, information technology, journalism, and finance.

Southerners know what they are doing but Bembas are too nonchalant and just want to be led and don’t mind voting for other tribes. Chitimukulu said this was dangerous because they might end up with a difficult leader and they would be in trouble. “Bembas do not like voting because they don’t know that is the most important. They are 21 percent and must determine the leader of this country. Bembas are not segregative and just vote for anyone. Anyone can lead as long as they have rights,” he said. UZI Zambia still fails to launch ops By SILUMESI MALUMO
NO progress has been made so far by Uzi Zambia to launch operations in the country, Minister of Transport and Communications Mutotwa Kafwaya has said. Mr Kafwaya said the fourth mobile service provider had not shown any progress to start operating in the country. He said in an interview yesterday, since Government extended the operation licence which expired in November last year, the four mobile service provider was still moving at a low pace to start the operations. Mr Kafwaya said the operation licence was expected to expire next month and if nothing would be done to start operations then Government would take action.
The six months extension of the operation licence which was given to the fourth mobile service provider will expire next month. “From what I hear the progress remains as it was when we renewed their licence, this information is coming from the people Uzi Zambia is working with. “So from the look of things nothing reasonable is being done to ensure the fourth mobile service provider starts operating in the country. “As you are aware, we gave them a six months extension and we categorically said the licence will not be renewed if they do not start operating,” he stated. He said the nation would be informed on the decision Government would take once the licence expires next month.

OVERNMENT should intensify the actualisation of making marijuana a money spinner for the country now that the mining industry is staggering and not contributing meaningfully to state coffers in the wake of the Corona virus, Green Party president Peter Sinkamba has said. Mr Sinkamba observed that the agriculture sector was also likely not to contribute much because more crops had been destroyed by droughts. He said in an interview that in as much as it was prudent to focus all energies in fighting the deadly coronavirus, a recovery plan should start being hatched slowly. Mr Sinkamba said with the mining sector not performing well, marijuana was the best option to help the country recuperate faster once the war against
the coronavirus was over. He said industrial marijuana was still very profitable and could earn the country fortunes to help it recover quicker from the economic shocks that would be incurred as a result of Covid-19. Mr Sinkamba advised Government to intensify the actualisation of making marijuana a money spinner for the country. “Yes all energies now must be focused on mitigating the spread of the coronavirus but slowly we have to prepare a recovery plan. Now looking at the way the mining sector, which is the number one contributor to our national coffers is performing and in agriculture most crops having been destroyed by the floods, industrial marijuana remains our best option to recuperate of economy,” he said. Mr Sinkamba said he had engaged the Ministry of Health and the Drug Enforcement Commission over implementation of the
marijuana strategy but that very little progress had been done. Cabinet last year gave approved in principle through the the ministerial technical committee the cultivation, processing and exporting of cannabis for economic and medicinal purposes.

Mitete heightens Covid-19 sensitisation

COVID-19 sensitization has been heightened in Mitete western Province, following President Edgar Lungu’s extension of restrictions on movements and closure of bars last week. The restrictions which include the closure of Bars, Casinos and Gyms among others are aimed at mitigating the spread of coronavirus in the country. Mitete district commissioner, Nayunda Mukwamataba who undertook several prevention sensitization tours in the area thanked the President for the good measures put in place to ensure the people remain save from the deadly disease. his district Council secretary Mr Mainga Sifaya, district Health Dirrector Dr Mundemba and other heads of Government departments, urged the people in the district to continue adhering to all guidelines put in place by Health Authorities if the country was to defeat the spread of Covid-19 He told the people that the closure of bars, night clubs, schools and ban on social gathering was not meant to punish them but to lessen their risk of contracting Covid-19. Mr Mukwamataba emphasized the need for the community to continue following preventive measures like washing hands, avoiding handshaking and social gathering if the district

And District Health director Dr Mundemba who took time to explain the symptoms of covid-19 encouraged the people in the area to visit health facilities whenever they experienced sneezing, coughing or difficult in breathing. CHINA Geo Corporation must employ local people as they work on the Luwingu-Lupososhi- Chaba Road, Northern Province Minister, Chungu Bwalya has demanded. Mr Bwalya who is also Member of Parliament (MP) for Lupososhi Constituency said the Chinese construction company was free to employ experts from elsewhere but general workers must be employed from within local community. said this on Thursday when he visited the China Geo Corporation construction camp in Luwingu district. He said government has continued to mobilise relief efforts to help the victims of floods. Ms Chalikosa expressed concern with the state of most Infrastructure in Mpika and urged institutions to take responsibility. GOVERNMENT should find two different investors to take over Mopani Copper Mine units in Mufulira and Kitwe, miners have proposed. Glencore, the major shareholders in Mopani, has placed the mine under care and maintenance despite Government insisting that the move was illegal. The miners said giving two units to one investor could be devastating to the country’s economy and to the miners, if an investor holding the licence for both units decided to pull out. If the one of the two investors decided to leave, they observed, the number of miners to be affected and the impact on the economy would not be as much. Stanslous Mukupa, an operator at South ore body shaft, said the Mopani saga was a learning point for Government to split units in future privatisation. He said, therefore, that Government must repossess the units from Glencore now and hand them to two credible investors. "From whatever has happened, there is a lesson to learn and as miners we think from this development, Government should
learn a lesson of not giving two units to one investor,” Mr Mukupa said. Another miner, Trevor Chisenga, said Mopani management had been sweet talking miners and Zambians in general into believing that it was contributing to the country’s development, but the actions were opposite and ill conceived. He said Mopani management had drilled a synclinorium shaft and invited President Edgar Lungu to commission it with the promise that it would last for 25 years, but suddenly changed the stance. It was for this reason, he said, that Government should repossess the assets and give them to two different investors such that when one operator decided to relocate, the other one would still be mining. Mr Chisenga said Mopani did not mean well for Zambians and should go and leave miners in peace. "But before they can go, they should give us, our money. Glencore has not been a good investor. It has always been problematic from as far as 2015 "Other mining companies are working with Government to fight covid-19, but they want to use covid-19 to leave Zambia, what kind of an investor is Glencore?" Mr Chisenga wondered.

Demand for commodities such as copper and crude have significantly ebbed lower causing fiscal balancing concerns for ‘Dutch diseased’ nations. Copper on the London Metal Exchange (LME) slid to lows of $4,343 per metric ton in March and has reversed some of the losses to trade at $5,010 a metric ton after starting the year at $6,150 levels. Emerging Market Currency Rout has not spared the Kwacha Asset sell-off pressure and disinvestment risks across emerging and frontier markets has sucked purchasing power from currencies as the dollar environment tightens. The dollar index against a basket of 6 major currencies – DXY- is at highs of 101.2 as green back scarcity grips the world. Pressure on the Kwacha with the Bank of Zambia’s lean reserve levels has exposed the copper currency’s vulnerabilities to external shocks given its anaemic import cover of 1.8 months.

Suspended entities hurt Zim dollar, says RBZ HARARE – The two financial institutions whose operating licences have been suspended by the Reserve Bank of Zimbabwe (RBZ) over alleged illegal foreign currency dealings, were reportedly behind the sudden and drastic fall of the Zimbabwe dollar exchange rate in the last few days. After the Zimbabwe dollar exchange rate against the United States dollar appeared to steadily strengthen since the 21-day lockdown started over a week ago, particularly on the parallel market, the exchange rate suddenly started rising again, inexplicably, over the last few days. The RBZ had fixed the rate at 25 to the greenback just before President Emmerson Mnangagwa announced the lockdown to contain the spread of Covid-19, as part of broad measures to ensure certainty of pricing, make transacting easier and minimise the deadly impact of the pandemic. Reserve Bank officials noted the suspicious rate movement lately and traced
it to illegal forex buying by Cash Twenty-Four and Crediconnect, which are licensed bureau de change and credit only microfinance entities, respectively, prompting authorities to suspend their licences. “The suspension of the institutions’ operating licences is with immediate effect, pending further investigations. If found guilty, the institutions will be liable to further regulatory action, which could result in cancellation of licence and / or criminal prosecution,” RBZ Governor Dr John Mangudya said in a statement. He said the bank was in possession of information showing that the two institutions have been engaging in illicit foreign currency transactions, which have been adversely affecting the economy. As such, highly placed central bank sources further confirmed that the bank had proved that the two financial institutions were behind a hard currency buying spree that has been pushing the exchange rate up of late, possibly explaining the recent dramatic increase in the prices of basic goods. US jobs bleed a warning to SA - analyst JOHANNESBURG - Body blows to the USA economy – which has seen unemployment claims increase by some 17 million in the past three weeks – come as a warning to South Africa, according to an analyst. Former Goldman Sachs head, and now Yale Senior Fellow Colin Coleman told Fin24 the possibility of 1.5 million job losses locally, or some 10 percent of the roughly 16-million strong workforce, is not unimaginable. South Africa is also battling record unemployment levels at 29 percent. Another 6.6 million Americans submitted claims for unemployment benefits in the week ending April 4, the US Department of Labour reported. This was over and above the record number of jobless claims submitted the previous week – 6.6 million claims, later revised upwards by some 219, 000 to over 6.8 million, Fin24 reported. The previous week's average was revised up by over 54, 000 to 2.67 million. Before the current wave of unemployment, the previous high was in May 2009, when claims also came in at just over 6.6 million. The US labour force reached a high of 165.6 million people in February this year, meaning the unemployment claims in just three weeks amount to over 10 percent of that number, Fin24 reported. Coleman says the severe toll on the USA economy is a warning shot to South Africa. "There are different dynamics between the world’s biggest economy and South Africa’s. We come from a high base of unemployment, but we don’t have the fiscal firepower to protect our economy the way that the USA has," Coleman told Fin24. Economic mitigation strategies in the USA include interventions like the $2 trillion monetary stimulus announced on Thursday by the Fed and a $2.2 trillion fiscal package passed by US legislators. – FIN24.

NAIROBI - About eight in 10 Kenyans believe that working from home is ineffective, a survey conducted by Consumer Insight Africa has revealed, even as employers increasingly ask their staff to work from home in the wake of the Coronavirus pandemic, which has drastically changed the way business is conducted. The poll released Thursday shows that 81 percent of Kenyan workers interviewed are of the view that working from home is unproductive. Only a meagre two percent felt productive working from home while three percent of the 1, 083 respondents said their productivity had remained the

Russia, China willing to fund nuclear projects as several African countries explore controversial power source JOHANNESBURG - Faced with power shortfalls, demands for greener energy and drought threats to hydropower, a growing number of African countries are considering a shift to an unexpected power source – nuclear energy. South Africa has the continent’s only commercial nuclear power plant. But according to the International Atomic Energy Agency (IAEA), a third of the 30 countries
around the world considering adopting nuclear power are in Africa. Ghana, Kenya, Egypt, Morocco, Niger, Nigeria and Sudan have engaged with the IAEA to assess their readiness for a nuclear programme. Algeria, Tunisia, Uganda and Zambia are mulling the possibility, according to the agency. Altogether, at least seven sub-Saharan African countries have signed agreements
to explore nuclear power with the backing of Russia, according to public announcements and the World Nuclear Association, an industry body. “Africa is embracing nuclear science in general,” said Colin Namalambo, a commissioner of the African Commission on Nuclear Energy (ACNE), in an interview with the Thomson Reuters Foundation during a recent meeting in Accra on nuclear power opportunities.
That growing interest comes despite evidence that solar power and wind energy might be a cheaper and greener way to expand electricity production in Africa, where one person in three still lacks access, most of them in rural areas. ow does the cancellation of the Prime TV’s licence for its rogue and irresponsible reporting have to do with the 2021 general elections? How does IBA’s independence and professionalism, an independent organization just like LAZ come under fire by LAZ? Is LAZ’s accusation of IBA a reflection of what they stand for?* The importance of media freedom cannot be overstressed, but each one of us must understand and accept that media freedom comes with great responsibility to report the news accurately, fairly and responsibly. LAZ needs to understand that the PF government allows and accepts, just like any other democratic government worldwide that dissent is always welcome but not advocacy of disintegration, for democracy can thrive only when all shades of opinion are expressed freely.* Any attempt to stifle or shut out contrarian viewpoints will stunt intellectual development in the same way that cooked propaganda to make a country ungovernable or propel regime change will do, so all media houses must be fair and responsible and not extreme. The negligence by LAZ to do a due diligence on Prime TV and its kind of news reporting in the last few year sbring a lot of question on the fore on the integrity of LAZ and what it really represents. Do they represent impartiality or do they represent an agenda? For a while now, the current LAZ regime has portrayed signs of being a leftist organization against the PF government and not an organization that is supposed to be impartial, but is a story of another day. If LAZ had even tried to do their due diligence, they should have discovered that Prime TV had been warned before in the past and they had also saved a 30 days suspension imposed by IBA for gross negligence. Below is an extract from the statement by LAZ, _In view of the above provisions of the IBA Act and the contents of the Press Release issued by the IBA on 9th April 2020, LAZ is of the view, and did establish from Prime TV, that the IBA never issued any notice or warning to Prime TV, as required by Section 29 (2) of the IBA Act and that the IBA did not go further to avail Prime TV an opportunity to be heard.
WITHOUT PREJUDICE, LAZ IS OUT OF ORDER Accordingly, LAZ is of the view that the conduct of the IBA in cancelling the licence for Prime TV was done prematurely and contrary to the clear provisions of the law._ The question I beg to ask is, where was LAZ when Prime TV was warned and it saved a 30 days suspension? Does that not amount to a notice or warning to Prime TV a s per LAZ?* Second extract from the statement by LAZ* LAZ is also of the view that the action and conduct of the IBA is an affront to the freedom of the media and an assault on the democratic right of freedom of expression. With the recent decision by the Government to stop all government officers from dealing with Prime TV owing to Prime TV’s reported decision not to allow the Government to air any COVID-19 announcements on Prime TV and the removal of Prime TV from the TopStar platform, the timing of the cancellation of Prime TV’s licence raises a lot of speculation and reasonable doubts about the independence and professionalism of the IBA in this matter. This is a serious concern for the future of the private media in Zambia especially as the nation heads towards the 2021 Presidential and General Elections._
How does the cancellation of the Prime TV’s licence for its rogue and irresponsible reporting have to do with the 2021 general elections? How does IBA’s independence and professionalism, an independent organization just like LAZ come under fire by LAZ? Is LAZ’s accusation of IBA a reflection of what they stand for? With the fore going, it is very easy to conclude, unless otherwise that LAZ is also a compromised organization just like Prime TV with a hidden agenda for regime change. Without prejudice and as food for thought, LAZ must take time to ponder the following points: -* • Why is LAZ mute on the irrefutable fact that the media space has continued to exponentially expand under the tenure of PF? • In terms of media freedoms, it appears LAZ has chosen to ignore the fact that it is the PF Government that operationalized the IBA act, which had been in limbo for years. As result of the PF’s media in diversity policy prompting plurality, more than 70 TV and Radio licenses have been issued- INCLUDING PRIME TV - This level/ dimension was only dreamed of under previous regimes.

Using that framework, those who have reacted negatively to what the Chitimukulu said had issues the moment they came across the following words “bemba, majority, determining who becomes President.” It’s that simple. Deal with your passive hatred for those words. 1. First of all, the Chitimukulu was addressing his subjects. He was NOT addressing the nation of Zambia. He is Paramount Chief of Bemba people. Don’t expect the President of Zambia to address
the interests of Namibia in his national address. Despite being an African, the President of Zambia acts and speaks in the interest of Zambians. So lets not be naive or petty. 2. In his address to his subjects, the Chitimukulu bemoaned the lack of leadership in the Bemba community as no one was speaking on their behalf hence the diversion of funds meant for projects in Chinsali as the case was with the Luwingu road when the MMD Government used money meant for that road to fund its convention. 3. The Mwine Lubemba did not spare the leadership of certain political parties that have been formed but lack substance hence most of them fall by the way side. 4. He also expressed concern over those who are sponsored politically to demean their tribe for whatever reasons.
5. On voting, he claimed since Bembas were in the majority, they have always determined who becomes President from KK days. To put some emphasis, he actually said they have voted for whoever they believe in with no tribal lenses. He therefore asked them to use their numbers and put in the right leadership in place. He did not mention the tribe or party to vote for. He just asked them to vote in numbers as the case is in Southern Province. 6.Lastly, he challenged his subjects to embrace values of a true Bemba I.e. frankness, aggressiveness and giving things their proper names without fear. AUTHORITIES in Kitwe and Kalulushi, including Members of Parliament (MPs) and civic leaders have upscaled the Cocid-19 sensitisation programme in hot-spots such as highly-populated areas. They have however expressed concern that some people entering the two Copperbelt towns did not have masks, even at the point of screening. Nkana MP, Alexander Chiteme, his Kalulushi counterpart, Kampamba Mulenga, Kitwe District Commissioner (DC) Chileshe Bweupe, Kitwe Mayor Christopher Kangombe and his Kalulushi counterpart Rashida Mulenga toured a dry-port at Zamtan in Kitwe to check on preventing measures. Mr Chiteme, who is National Development Planning Minister, said people who were entering Kitwe from other parts of the country must wear face masks to avoid the chances of spreading the disease. “As Minister and MP in Kitwe, I must say establishing a dry port is a good idea to screen people for COVID 19 as they enter Kitwe. We may face challenges and
gaps, but we should work together to fill up the gaps and the challenges,” Mr Chiteme said And Ms Mulenga, who is also Community Development Minister, said Kitwe and Kalulushi should work hard to prevent the spread of the diseases to the two districts. The MP said challenges like lack of sanitizers and others should be addressed because COVID-19 was not selective. “We should ensure that Kitwe and Kalulushi are locked down through effective preventive measures like this dry port. Let us work in close collaboration to fight this disease. “What we need is close collaboration in ensuring we reduce the chances of COVID 19 spreading to this place,’’ Ms Mulenga said. Meanwhile, Mr Kang’ombe said the newly established dry port required enough manpower, sanitizers and other items key in fighting the spread of COVID-19. He said he was however impressed with collaborated efforts from health officers and members of the public. “There is collaboration from health workers and also cooperation from public transporters who are accepting to disembark from the vehicles to be screened and they are following all guidelines at the Luangwacheckpoint,’’ Mr Kang’ombe said The Mayor proposed that two more dry ports to should be established at Sabina and Kandabwe. “Resources permitting, we expect next week to establish two more dry ports at Sabina (Kitwe - Mufulira junction) and Kandabwe (KitweKalulushi junction),” he said

"A wise person will learn from other people's experiences, but a fool will wait for his own experience to find a solution to his or her problem. I am sure Kitwe has learnt from what is happening in Lusaka regarding COVID 19 "Kitwe has a history of a mass grave of people who died of Cholera in 1992 and people should handle this COVID 19 with the seriousness,'' Mr Simwinga said He said the Copperbelt city has a reference point for pandemic outbreaks because of various factors, hence the need to come together in the fight against covid-19 "This is an extremely difficult period for economists, ordinary people, scientists, journalists, pilots, drivers, teachers, lawyers and every other profession,” he said. And Association of Vendors and Marketeers (AVEMA) President Able Chikwa has warned marketeers to observe social distance, a measure which was proving a challenge. Mr Chikwa has said Government had been flexible to allow markets to operate in the face of the COVID 19 and so it

In the three plants or vegetables the Israelites found a medicinal food that helped them avoid and cure respiratory disorders and also gave them vigor and health. In our effort to supplement our diet and maintain our good health, as was said in the last issue some of these useful vegetables can be grown in our backyard gardens. The three, onion, garlic and leek are easily grown and have a lot of beneficial effects on our health. Seven booze peddlers nabbed By ANDREW MUKOMA SEVEN people have been arrested in Sesheke for defying the health measures and guidelines put in place to prevent the spread of Coronavirus in the country. The seven were cornered for selling beer in cooler boxes on the street of Sesheke and included five women and two men. A combined team of security officers pounced on the suspects in the Western Province district during an operation. Sesheke District Commissioner (DC), Sililo Sililo, who accompanied the team, confirmed the development to the Daily Nation in Sesheke. Mr Sililo said that during the operation, beer valued at K 2, 850 was recovered and the culprits were detained.
“We’ve constituted a task force at district level compulsory of all security wings and we did patrols in Katima and Sesheke town, where we arrested five women and two men, who were selling beer in cooler boxes valued at K 2,850, he said. The DC said that the suspects had breached the law introduced to stop the spread of COVID-19 through people gathering in large numbers and without observing social distancing. Mr Sililo further said the district had identified the Katima Mulilo Trade School as the quarantine centre for all truck drivers coming from Namibia. “The drivers will be quarantined from there for 14 days and after that, a special arrangement will be made for the trucks to be escorted from Sesheke to Livingstone. “However, BHL Company has provided two vans which will help us to escort BHL trucks from Sesheke to Kaoma and thereafter, Police in Kaoma will escort them up North-Western where driver will be quarantine from,” he said.

OME Livingstone residents have expressed happiness that some truck drivers, who were quarantined for14 days, have started moving out of the tourist capital. The residents have described as a relief the decision by government to start releasing those that had completed their 14 days observation in view of the outbreak of Covid-19. International truck drivers were quarantine at the Livingstone Institute of Business and Engineering Studies (LIBES) as a measure to contain the spread of Covid-19. By Thursday, over 147 trucks left the tourist capital heading to their destinations while more left afterwards.
This development has elated some Livingstone residents especially those that live near LIBES, who feared that some drivers could transmit the deadly disease as they were mingling with people in the community. KANSANSHI Mining PLC has donated 2,838 library books to Solwezi Municipality Council to improve literacy level in the North-western capital. The donation was made through Kansanshi Foundation and was aimed at assisting improve the low literacy levels. Kansenshi Foundation Education Advisor, Onward Mandevu, said that Solwezi and Zambia at large could not develop with low literacy levels hence the donation of the novels, early childhood and senior school textbooks.

He said the council was in the process of establishing a library at the Kimasala Community Centre and planned to set up another one at the Civic Centre. Mr Mukumbi said other libraries would be set up in each ward in order to reduce the movement of people from distant places to access reading materials. The Mayor encouraged members of the community to read the books once the Library was opened and expressed gratitude to the mining company for the gesture. And Kimasala ward councillor, Nephan Kamwandi said bringing education services closer to the people guaranteed improved literacy levels. Mr Kamwandi said the community would be enlightened about the donation and the importance of reading because it was for their benefit.

ONG Kong - The African community in Guangzhou is on edge after widespread accounts were shared on social media of people being left homeless this week, as China's warnings against imported coronavirus cases stoke anti-foreigner sentiment. In the southern Chinese city, Africans have been evicted from their homes by landlords and turned away from hotels, despite many claiming to have no recent travel history or known contact with Covid-19 patients. CNN interviewed more than two dozen Africans living in Guangzhou many of whom told of the same experiences: being left without a home, being subject to random testing for Covid-19, and being quarantined for 14 days in their homes, despite having no symptoms or contact with known patients. Health authorities in Guangdong province and the Guangzhou Public Security Bureau did not respond to CNN's request for comment. The move comes amid heightened media coverage of the so-called second wave of coronavirus cases, emanating from infections outside of China. Earlier this week, Chinese President Xi Jinping urged authorities to carefully watch for imported cases from other countries, state news agency Xinhua reported. But one aspect of the data has received relatively less public attention: on March 26, Vice Minister of Foreign Affairs Luo Zhaohui said 90% of China’s imported cases held Chinese passports. On Thursday afternoon, Chinese Foreign Ministry spokesman Zhao Lijian said: “Since the beginning of the coronavirus outbreak, China and African countries have always supported each other and have always fought against the virus jointly. “I would like to emphasize that the Chinese government treats all foreigners in China equally, opposes any differentiated practices targeted at specific groups of people, and has zero tolerance for discriminatory words and actions.” Cases spark a backlash Guangzhou has long had the largest African community in China. Because many Africans in the city have short-term business visas, they travel into China several times a year, making it difficult to calculate the size of the African population the city. But in 2017, approximately 320,000 Africans entered or left China through Guangzhou, according to Xinhua. African residents say local hostility to their presence is nothing new. But when coronavirus cases emerged in the African community this month it served to amplify existing tensions. A report on April 4 alleged that a Nigerian national with Covid-19 had attacked a Chinese nurse who tried to stop him leaving an isolation ward at a Guangzhou hospital . authorities said five Nigerians had tested positive for Covid-19. Fearing a cluster among the African community, Guangzhou authorities upgraded the risk level of Yuexiu and Baiyun, the areas home to the city’s two African enclaves, from low to medium, stateowned Global Times reported. The local government Tuesday reported 111 imported cases of Covid-19 in Guangzhou, with 28 patients from the UK and 18 from the US. In interviews with CNN, Americans and British nationals in Guangzhou said they had not heard reports of forced testing, home evictions and additional quarantine measures being imposed on members of their communities. On Saturday, however, the US Consulate in Guangzhou warned African-Americans to avoid travel to the city. “In response to an increase in Covid-19 infections, officials in the Guangzhou metropolitan area escalated scrutiny of foreign nationals,” the consulate said in a statement. “As part of this campaign, police
ordered bars and restaurants not to serve clients who appear to be of African origin. Moreover, local officials launched a round of mandatory tests for Covid-19, followed by mandatory self-quarantine, for anyone with ‘African contacts,’ regardless of recent travel history or previous quarantine completion. “African-Americans have also reported that some businesses and hotels refuse to do business with them.” Homeless in Guangzhou On March 21, Nigerian goods trader Chuk, who did not want to use his full name for fear of government reprisals, flew back to Guangzhou, his home since 2009. With China’s coronavirus cases seemingly under control, he wanted to resume his trading business, which had been stymied by the pandemic. The area around Guangzhou is a manufacturing heartland, where many Africans buy cheap goods to sell back home. Chuk returned seven days before China closed its borders to most foreign nationals, but upon arrival, he says he was
told that he needed to enter government quarantine at a hotel for two weeks. As a trader, Chuk travels frequently, and is accustomed to staying in hotels during his time in China. But on Tuesday, Chuk says that when he was released, along with about 15 other Africans, with a clean bill of health, they effectively became homeless. Africans sleeping on the street in Guangzhou, after being unable to find shelter. “We went to the hotel with the certificate, but we were rejected,” he said. The group went to the police station to report that hotels were refusing to let Africans stay, but “they refused to talk to us.” The Guangzhou Public Security Bureau, which oversees the police, did not respond to CNN’s request for comment about events described by anyone CNN interviewed. Chuk says he had no choice but to sleep rough for two nights, before finding a friend’s couch to crash on. “Rain fell that day and the next and we were all drenched and our
belongings soaked,” he said. His story was echoed by others who spoke to CNN. Earlier this week, images began circulating online of rows of Africans sleeping on the streets of Guangzhou, beside their luggage, having either been evicted from their apartments or been turned away from hotels. Other videos showed police harassing Africans on the street. On Thursday, CNN called 12 hotels in Guangzhou, wanting to book a room for an African guest, and was informed by 10 that they would not be “accepting foreign guests anymore.” Meanwhile, multiple Africans CNN spoke to reported being abruptly evicted from their homes. No one had evidence of a government directive asking landlords or hotels to turn away or reject foreigners. Rather, they say, these appeared to be decisions made by private individuals and business owners. On Wednesday, Nigerian trader Nonso, whose name has been changed to protect his identity due to fear of government reprisals, says he and his
girlfriend received a message from their landlord at 7 p.m. on WeChat, a Chinese messaging app, saying they needed to vacate their flat by 8 p.m.. “I told him I can’t vacate in one hour,” said Nonso, who pays 1,500 yuan ($212) a month for his apartment in the Nanhai, on the outskirts of Guangzhou, and has lived in China for three years. At 10 p.m. he says his landlord came to the flat and cut off the electricity and water supply. “I asked them, what did I do? I’ve paid rent until September with two months’ deposit. They didn’t give me any reason,” he said. Nonso called the police, who let them remain in the apartment for the night. But in the morning, Nonso says the landlord returned with a different officer, who said he had to leave. Nonso says he has struggled to find a new apartment to rent. “We have contacted a lot of agents none of them are leasing to black foreigners,” he said. Chris Leslie, also from Nigeria, said he was abruptly evicted from his Guangzhou apartment on Thursday, despite not defaulting on his rent and having a valid contract. He had nowhere to sleep that night. “I will just hang out outside,” he said. “It is so pathetic. In a country where people don’t accept you and they criticize, this is just a bitter humiliation. The most important thing is having somewhere to sleep.” On Thursday, several volunteer groups emerged on WeChat, mostly populated by scores of other foreigners, rallying around the displaced Africans, organizing food, masks and sanitation products for those left wandering the streets of Guangzhou without a bed. Katie Smith, an American living in Guangzhou with her Moroccan boyfriend, made two deliveries to newly homeless Africans on Thursday. Her name has been changed to protect her identity, as she, too, fears reprisal from local authorities. - CNN

South Africa says police caught in liquor sales after coronavirus alcohol ban JOHANNESBURG - South Africa, which banned the sale of all alcohol and cigarettes under a coronavirus lockdown that triggered a wave of lootings of liquor shops, said on Sunday it had caught police officers who were complicit in illegal alcohol sales. South Africa’s police minister Bheki Cele says a ban on all sales of alcohol has helped lower crime during a coronavirus lockdown. But with liquor stores shut, the country has seen a growing black market for alcohol and a wave of attacks on shuttered shops. In a statement, the police ministry said there had been at least 16 reported instances of burglary and the looting of liquor stores in the Western Cape, home to the city of Cape Town. Cele “has in the meantime noted with concern the alleged involvement of police members in some of the liquor related crimes,” it continued. Two police warrant officers had been arrested after being caught buying alcohol, allegedly for resale, on Thursday, alongside a store manager and cashier. Two further members of the police in another province were caught on Friday escorting three light pick-up trucks loaded with alcohol, the statement said. UNDREDS of people have died and thousands more have been poisoned in Iran after drinking high-concentration alcohol in the mistaken belief it can cure coronavirus. More than 600 people have died after attempting the cure and some 3,000 are now in hospital, Iranian judicial spokesman Gholam Hossein Esmaili said Tuesday. ‘The numbers are very high and are beyond our expectations,’ Esmaili said. ‘Alcohol consumption is not a cure but can be lethal.’
Speaking to state-run Tasnim News Agency, he added: ‘A number of people have been arrested... and we will deal with them decisively. ‘They must be held accountable for their criminal acts, for causing death and damage to citizens.’ Iran is the site of the Middle East’s worst coronavirus outbreak, having confirmed 62,589 cases of the virus and 3,872 deaths. Questions have been raised over Iran’s data after the country initially downplayed the severity of the outbreak. So far medics have identified no cure for coronavirus, and have identified only a limited number of drugs that may help to ease symptoms. Iran’s parliament convened Tuesday for the first time since the coronavirus outbreak forced its doors to close, as the country reported a drop in new infections for the seventh
straight day. More than two-thirds of the legislature’s 290 members gathered in the absence of speaker and veteran politician Ali Larijani, who tested positive for COVID-19 last week. At least 31 members of the parliament, or Majles, which had been shut since February 25, have contracted the disease. State television footage of the opening session showed some MPs huddling together despite guidelines on social distancing to stop the spread of the virus. Parliament debated and eventually blocked an urgent bill to totally lock down the country for a month, with those against arguing it would damage the economy. ‘This plan is against jobs and growing productivity. Who’s going to pay for implementing it?’ MP Shadmehr Kazemzadeh said, according

PRIME Minister Boris Johnson has left hospital after being treated for coronavirus, but will not immediately return to work, Downing Street says. Announcing a 24-hour figure of 783 new deaths, he noted the last several days had seen around the same number. "That is not an all-time high, and you can see that the number is somewhat stabilising but it is stabilising at a horrific rate," Mr Cuomo said. "These are just incredible numbers depicting incredible loss and pain." Meanwhile Mulenga denied social media allegations accusing him of sponsoring banned football administrator Damiano Mutale, former FAZ boss Kalusha Bwalya and Patson Lusaka to cause confusion at FAZ. Mulenga who was on Tuesday given a fourday ultimatum by Bwalya, Lusaka and Mutale to dissolve the FAZ executive committee led by Kamanga said government had no preferred candidate for the FAZ presidency. He said Governments’ interest is to see Zambian football going forward rather than saving the interests of Kamanga or Kalusha.
“If I was supporting Kalusha Bwalya I would have ordered that his name be on the ballot but that is not my interest. “I’m not in support of Kalusha Bwalya, neither am I in support of Kamanga. In fact my prayer is that whoever will win will unit everyone because their fights are detrimental to the growth of football. We are not growing where football is concerned,” he said. The decision to call off August's WTA event in Montreal has been made with both the women's and men's tours already suspended until 12 July. A WTA statement said the move was because of "measures

A SPORTS administrator is concerned at the lack of investment in sports psychologists in Zambia saying there was need for athletes to be counselled in the wake of inactivity due to the indefinite suspension of sports activities. OYDC Zambia executive director Fred Chitangala said the life of all athletes revolved around the playing field and as result athletes had been affected with the closure of all facilities due to the COVID-19 Pandemic. Dr Chitangala said that there was need for experts and psychologists to work hand in hand with athletes so as to help them out during this COVID-19 period. He said not only athletes that had qualified to the Olympics but all sports person in general needed help and care on how to cope up with inactivity induced by the pandemic. He noted that majority of athletes had lost out on income during this period as all facilities had shut down and that there were no resources coming from gate takings. Chitangala called on sports persons to devise programmes that would enable them train from home so as to avoid conditions such as obesity and depression. “WE don’t want to have obese athletes or lose our sports men and women due to depression caused by a loss on income or anxiety of just staying home. So our athletes need to devise programmes to enable them continue training from home,’’ Chitangala said. Unfortunately it’s of concern that we as a nation have not invested much in sports psychology because our athletes need the guidance of experts during this period.
