PEACEFUL CO-EXISTENCE

AS the country gets closer to the campaign period for next year’s general elections, political players must espouse levelheadedness and objectivity in their conduct and public discourse. Many a time, politicians, civil society organisations and the general citizenry get highly charged during campaigns. It is, however, the politicians who must set a sober and healing tone so that the political landscape remains violence free. In fact, this is the opportune time for politicians and stakeholders to take introspection and thereafter plan peaceful strategies for the 2021 election campaigns. They should get to the drawing board and plan issue-based campaigns, this time around, because the electorate is fatigued with political violence and rhetoric. For once, politicians both in the ruling Patriotic Front (PF) and in the opposition must only proclaim that which is realistic as opposed to promising “Heaven on earth.” Political parties ought to retrieve their party manifestos from their shelves and expound issues therein so that voters have a clear opportunity to choose a party with a realistic vision. Foul language and violence are not the best political strategies, hence the urgent need to consign them to the political trash can. As a sure panacea to political violence, political parties must disband their security wings, whose members are often the instruments of violence. Most of the time, the offensive weapons are retrieved from vehicles used by the security wings which are formed under the guise of providing protection when in fact they are used for bludgeoning opponents. We, therefore, concur with Deputy Inspector-Generalof Police, Bonny Kapeso, that cadres must give chance to police officers to conduct their work without interference. Mr Kapeso feels that political cadres have been conducting themselves in a manner that make law enforcement officers’ work very difficult. Often, cadres become an encumbrance and are seen during political gatherings attempting to provoke police officers. Quite frankly, cadres from opposition political parties believe that police officers apply the law selectively. This is the source of conflict between police and opposition cadres. In fact, UPND during Wednesday’s meeting with Mr Kapeso came out strongly, accusing police of favouring the ruling party and being high-handed against opposition members. Thus the meeting has provided a starting point to thrash out sticky issues, especially in as far as conducting public meetings is concerned. Such meetings must continue to reduce tension between police and political parties. However, there will be need for parties from both sides of the political divide to get to the round-table and discuss matters that usually lead to violence. There is absolutely no need for political cadres to maim each other during campaigns or each time they meet. Clearly, the 2021 general elections are a make or break contest for some political parties, hence the imperative need for political parties to meet and denounce violence. They should not only denounce violence, but identify causes and also seek remedial measures. Many times, political rivalries have met and denounced violence, but resort to physical confrontations immediately they get into the campaign field. For once, political nemesis must not apply the “panga-for-panga” formula but adopt humane and civil ways of resolving differences. Elections are not an end in themselves neither are they a “do or die” affair but an ordinary democratic process to choose leaders.

EALTH Minister Chitalu Chilufya did not commit any crime by acquiring properties he is alleged to have acquired corruptly, a state witness yesterday told the Lusaka Magistrate’s court. Testifying for the second day, ACC investigator Chipampe Manda, told the court that the total income for Chilufya from his legitimate earnings were more than the assets he is accused of having obtained corruptly. Mr Manda was testifying before Chief Resident Magistrate Lameck Mwale in a case in which Chilufya is facing four counts of having property suspected to be proceeds of crime. He also told the court that Chilufya obtained a K15 million loan from the Development Bank of Zambia and K2 million from the Citizens Economic Empowerment Commission (CEEC).

He was speaking in Kitwe yesterday. Mr Chanda said that the ZRA did not discuss individual taxpayer accounts to the public but was ready to disclose everything if false statements continue. “I have asked the director of mines to write to the Chamber of Mines to confirm if the statement was sanctioned by mining firms, and if it turns out to be true, we will have no choice but to tell the public the truth,” said Mr Chanda. REVELATIONS that Zambia is losing millions of Kwacha through illegal gambling and betting proves that there is deep rooted corruption at the Lotteries Board which is responsible for regulating the industry, Zambian Youths Association in the fight against Corruption has said. The association’s Executive Director, Mr Maurice Malambo said it was sad that the country could be losing the much needed resources and called for an investigation into the matter. He said the revelation was a clear indication the board responsible for regulating the industry was corrupt. Mr Malambo urged the AntiCorruption Commission (ACC) to ensure that the matter was investigated thoroughly. “Revelation that the country is losing about K800 million in illegal

gambling makes sad reading and is a clear indication that there is corruption in the regulation of this industry,” Mr Malambo said. He said it was surprising that the country could lose such huge sums of money when it had a functional regulatory body in place. Mr Malambo said stakeholders should audit the legal framework on laws regulating the industry. He said some laws that guide operations of the casino industry were outdated and had loopholes for corrupt practices. “We feel the laws that guide the operations of casinos were outdated because in other parts of the world, financial-related crimes are the most difficult,” he said. Mr Malambo said the Zambia Revenue Authority, Zambia Tourism Board and the Ministry of Finance should cooperate and seal loopholes to bring to an end illegal gambling, betting and money laundering.

CATEGORY 1 ANNOUNCEMENT - TERMS ANNOUNCEMENT IN RESPECT OF THE SALE BY CAVMONT CAPITAL HOLDINGS ZAMBIA PLC (“CCHZ”) OF THE ENTIRE SHAREHOLDING IN CAVMONT BANK LIMITED (“CAVMONT BANK”) 1. Introduction Pursuant to the cautionary announcement by CCHZ published on SENS dated 8 July 2020, shareholders are hereby advised that CCHZ has signed a Share Purchase Agreement with Access Bank (Zambia) Limited (“Access Bank Zambia”), a subsidiary of Nigeria based Access Bank Plc, regarding a proposed merger of Access Bank Zambia and Cavmont Bank as at the effective date, subject to the terms and conditions as set out herein (“the transaction”).

6. Description of the banks Cavmont Bank was established on 1 January 2004, following a merger between Cavmont Merchant Bank Limited (incorporated October 1992) and New Capital Bank Plc (incorporated June 1992). The bank was historically a savings bank but was subsequently repositioned as a full scope retail and commercial bank. Cavmont Bank is the 12th largest bank in Zambia with a strong commercial book and retail banking operations with branches in seven provinces of Zambia.

2. The transaction In terms of the agreement, CCHZ will dispose of 100% of the issued ordinary share capital of Cavmont Bank (“the Cavmont shares”) to Access Bank Zambia, resulting in Cavmont Bank merging with Access Bank.

The vendors CCHZ is a subsidiary of the Capricorn Group Limited (“CGP”), a Namibian-owned financial services group listed on the Namibian Stock Exchange, which holds 98.03% of the ordinary share capital of the Company. Access Bank Zambia is a subsidiary of Access Bank Plc, Nigeria’s largest full-service commercial bank operating through a network of more than 600 branches and service outlets, spanning three continents, 12 countries and 31 million customers. Access Bank Plc is the majority shareholder in Access Bank Zambia. 4. Rationale for the transaction The merger between Cavmont Bank and Access Bank is a highly complementary transaction, combining Access Bank Plc’s wholesale and trade finance capabilities with Cavmont Bank’s retail and commercial banking operations. The combined bank will be able to leverage Access Bank Plc’s best-in-class digital platform and product suite and build on Cavmont Bank’s branch network and offering to existing customers, creating a platform for further growth. Following the merger the combined bank is expected to boast a strong capital base in excess of ZMW600 million, significantly exceeding the capital requirement for foreign-owned banks of ZMW520 million under the regulations of the Bank of Zambia. The robust capital structure will not only form the foundation for sustainable banking operations and future growth but will ensure the banks’ customer deposit base benefits from the greater security offered by one of the most capitalised banks in the country. Through this merger, the combined bank will play a role in Zambia’s economic recovery by building on Cavmont Bank’s contributions to develop entrepreneurs and SME’s and making Access Bank Zambia’s trade finance, treasury, and corporate lending expertise available to Zambian multi-national customers and SME’s via the enhanced distribution network. 5.

Terms of the transaction

5.1 Sale consideration and mechanism CCHZ will dispose of the Cavmont shares to Access Bank Zambia for a cash consideration of ZMW 1, subject to such terms and conditions as are normal for such a transaction. Furthermore, the Share Purchase Agreement requires that in addition to a minimum adjusted net asset value of ZMW 1 (including existing preference shares of ZMW 176 million and net of intangible assets and any non-transferable deferred tax assets) Cavmont Bank should also have additionally issued preference shares of at least ZMW 300 million at the date of completion of the transaction. To achieve the minimum ZMW 300 million additional preference shares, CGP will, in addition to the existing ZMW 176 million preference shares held in Cavmont Bank, convert existing funding instruments in Cavmont Bank to the value of USD10 million into preference shares and make a further investment into preference shares depending on the final audited results of Cavmont Bank for the financial year ending 30 June 2020. At the date of amalgamation of Cavmont Bank and Access Bank Zambia, all preference shares in Cavmont Bank will be replaced by preference shares to be issued by Access Bank Zambia for the same nominal value (“the Access Zambia preference shares”). Only ZMW 300 million of the Access Zambia preference shares will accrue interest at an agreed rate. The Access Zambia preference shares must be acquired by Access Bank Plc at any time during the 5 years following the completion of the transaction, for a maximum purchase amount of ZMW 300 million. Access Bank Plc is entitled to deduct certain losses incurred from the preference share purchase amount under certain general and specific loss provisions included in the agreement during the period from the completion date until the purchase of the preference shares. However, such deductions are limited to the preference share purchase amount of ZMW 300 million and an additional guarantee of ZMW 48 million from CGP. 5.2 Effective date The effective date of the disposal is the date on which the last of the conditions set out in the Share Purchase Agreement is satisfied. Completion is expected during Q4 2020. 5.3 Conditions precedent The transaction is subject to the fulfilment of certain conditions precedent, including inter alia: ï approval from the CCHZ shareholders; ï approval from the Bank of Zambia; ï approval from the relevant Competition Commissions; ï approval from any other relevant regulatory bodies having oversight over the parties in Zambia, Namibia and Nigeria; and ï subscription by CGP in the preference shares to be issued by Access Bank Zambia.

Introduction Further to the cautionary announcement released on the Stock Exchange News Service (“SENS”) of the LUSE on 8 July 2020, and the transaction announcement released on SENS on 6 August 2020, shareholders of CCHZ are informed that CCHZ has received a nonbinding expression of interest from Capricorn Group Limited (“CGP”), the majority shareholder of CCHZ, in terms of which CGP intends to make an offer to acquire all of the outstanding ordinary shares in CCHZ not currently held by CGP (“Offer Shares”), subject to the Delisting Resolution as set out in paragraph 2 below. (“Intended Conditional Offer”). The amount offered in terms of the Intended Conditional Offer is cash only consideration of ZMW2 per Offer Share (“Offer Price”), subject to the successful passing of the Delisting Resolution as set out in paragraph 2 below. STATE PONDERS DISPOSING $100M IVORY LOCALLY Government needed to carrying out a market research on potential buyers, despite the calls by CITES to close down domestic ivory measures. CITES is a multilateral treaty to protect endangered plants and animals and was drafted as a result of a resolution adopted in 1963 at a meeting of members of the International

Union for Conservation of Nature. The brief stated that CITES did not have the mandate of domestic trade and regulated international trade. However, any potential buyer would not be able to export the ivory due to CITES restrictions. The brief stated that there

was need for a review of domestic legislation and putting in place mechanisms for legal trade. “Domestic trade options need to be explored by carrying out a market research on potential buyers, despite the calls by CITES to close down domestic ivory measures. CITES does not have the man-

date of domestic trade and regulates international trade,” the brief reads in part. The brief indicated that a joint meeting of SADC Ministers responsible for Environment, Natural Resources and Tourism directed the SADC Secretariat to coordinate the development of minimum standards for management

and disposal of stockpiles. According to the brief, the secretariat was also told to commission a consultant to explore an alternative traceable system to trade in ivory and rhino horn stockpiles benchmarking on the existing systems for valuable products such as the Kimberly Process for global diamond trade.

NATIONAL Pension Scheme Authority (NAPSA) has dragged Intelligent Mobility Solutions Limited (IMS) to the Lusaka High Court, claiming K141, 000 in respect of penalty arrears. The social security firm contends that IMS allegedly remitted monthly contributions late. NAPSA is claiming payment of K141, 760.07 in respect of penalty arrears as a result of non or late contribution of penalty arrears. It also wants interest, damages, costs and any other relief the court may deem fit. In a statement of claim, NAPSA stated that despite several reminders on the mandatory requirement to comply with the law, IMS had neglected to pay the sum of K141,760.07. The matters is before the Lusaka High Court. "That if the aforementioned payment is not made within the stated time limit, such a payment would attract a 20 percent cumulative penalty for each month. “IMS has been remitting monthly contributions albeit late, as a result IMS has accumulated debt in penalty arrears in the sum of K141,760.07," read the claim. NAPSA stated that it was a statutory body whose principal function was to implement policy relating to the National Pension Scheme and control and administer the scheme. It added that it was by law mandated to collect monthly statutory contributions from contributing employers. NAPSA stated that IMS was a statutory body established under the provisions of the Road Traffic Act No.11 of 2002. It stated that it shall state at trial that IMS was a contributing employer registered as a Tax Payer with contracts of service with employees under the National Pension Scheme Act No.40 of 1996. NAPSA further stated that IMS was mandated to pay to the National Pension Scheme a contribution in respect of its employees in its employment at the end of each month.

Chapter One runs to court over voter registration By CHINTU MALAMBO

CHAPTER One Foundation has petitioned the Constitutional Court alleging that the Electoral Commission of Zambia (ECZ) has breached the Constitution by restricting Voter registration to 30 days. Cleophas Lungu, who is the chairperson, cited the Attorney General Likando Kalaluka and ECZ as respondents in the matter. Chapter One Foundation wants the court to order the state to implement the mobile issuance of NRCs throughout the country and an order for the ECZ to carry out continuous voter registration between elections. The petition follows an announcement that the period for the voter registration had been reduced to 30 days. According to the petition, Chapter One Foundation, which is a non-governmental organisation, argued that implementing the issuance of National Registry Cards (NRC) in a manner is was being done was a contravention of the Constitution. The petitioner relied on Article 128 (1) (b) of the Constitution of Zambia and alleged that the actions taken by Government and ECZ are a violation of the Consti-

tution. It added the court has jurisdiction to determine the petition. It also relied on Article 128 (3) (b) of the Constitution and alleges that the decision made in the exercise of the legislative mandate to register citizens and register voters is unconstitutional. Chapter One Foundation argued that Government has been implementing the issuance of NRCs to citizens pursuant to the national registration act chapter 126 of the laws of Zambia. It stated that the registration of citizens in accordance with the national registration act chapter 126 of the laws of Zambia had been accelerated by the policy of mobile registration in various parts of the country. The petitioner stated that Government has not rolled out the mobile registration to all parts of the country and further that the registration services are not uniformly available to all citizens. The NGO argued that following the 2016 Constitutional amendment, the electoral process Act was amended to provide for continuous voter registration to be carried out by ECZ. According to the petitioner, ECZ has wilfully or in ignorance of the law acted outside perimeters of Constitutional limits. "The respondents in undertaking national registration and deciding to undertake voter registration have neglected to apply the principles that apply to the system of elections in Zambia which principles are mandatory," read part of the petition.

SOME residents have encroached the airstrip belonging to the Civil Aviation Authority (CAA), Isoka District Council chairperson Charles Simukoko has said. Mr Simukoko warned that the illegal structures on the airstrip would be demol-

ished as the CAA had a plan to put a new airstrip and that the land was still gazetted. "We would want to urge those that are building on the airstrip to immediately stop because they risk having those structures demolished," Mr Simukoko said. Mr Simukoko said it was disappointing that people

had built structures in the airstrip and the buffer zone. He advised the traditional leaders in Mwembe and Mwaiseni villages to stop allocating land on the airstrip until it was de-gazetted. He said the village committees that had allocated plots on CAA land would be forced to compensate peo-

It is not easy for teachers to adapt and offer lessons through the internet,” Mr Katoti said. Teachers, Mr Katoti said, would now be mandated to undertake a course under Information Communication Technology before graduating for them to able to provide e-lessons. Mr Katoti said the Ministry of General Education had not yet invested much in e-learning and therefore not easy to provide the lessons through the internet platform. This, he explained, had posed a challenge in providing infrastructure to transmit the lessons.

Mr Katoti stressed that Zambia does not have adequate infrastructure to support e-learning platform. “We are not ready for now. Looking at infrastructure, we do not have necessary infrastructure to support future shocks but Covid-19 has been a wakeup call and we hope that between now and the future, we should be ready to provide e-lessons. We will have to invest in infrastructure,” he said. Mr Katoti observed the need for a deliberate policy to provide learning platforms for pupils to access the lessons during and after the Covid-19 pandemic. He also observed the need to strengthen alternative model of teaching for teachers to adapt to new ways of teaching.

HE Zambia Chamber of Mines (ZCM) is not aware of the K19.68 billion owed to Government by the mining industry, its Chief Executive Officer, Sokwani Chilembo has said. This follows revelations from an investigation conducted by the Daily Nation which indicated that the mining industry owes in excess of K19.68 billion in unpaid taxes. The investigations also revealed that contrary to claims by the ZCM that Government owes the industry US$1 billion (equivalent to K18 billion) in unpaid Value Added Tax (VAT), official figures indicate that the sector is instead owed K10.4 billion. But Mr Chilembo in an interview said he was not aware of the figures which had been provided as they

ARARE - The Chamber of Mines of Zimbabwe (CoMZ) has agreed to effect a slightly over 100 percent salary increment for mine workers as the mining companies’ representative body moves to cushion workers against inflation. The salary adjustment is applicable for the third quarter (July 1 to September 30,) and will see the least paid mine worker getting $14, 750 per month. Prior to this agreement, the least paid worker was getting $7, 000. Of the new wage rate, the equivalent of US$95 will be paid in local currency at the prevailing interbank exchange rate, which stood at $76.70 to the US dollar as of the last foreign currency auction. minimum wage to determine the balance to be paid in the local currency,” reads the new NEC schedule. “For clarity, the total earnings for each grade will be equal to the respective minimum for that grade. “Non-foreign currency generating companies are excluded from the requirement to pay in US dollars,” advised the NEC. The huge adjustment will go a long way in cushioning workers from the continuously

African supply bottlenecks fuel cobalt price surge LONDON - Transport delays from South Africa against a backdrop of increasingly robust Chinese demand have fuelled a price rally for cobalt hydroxide, used to make chemicals for electric vehicle batteries. Chinese cobalt refiners have moved to replenish stocks of hydroxide feedstock as they gear up for a rebound in demand as coronavirus lockdowns are eased. But Covid-19 lockdowns in southern Africa have created bottlenecks, delaying cobalt shipments from Zambia and the Democratic Republic of Congo, which accounts for over 70 percent of global supply. “We are seeing a scramble for cobalt hydroxide in China, (but) buyers are finding it isn’t there,” said Benchmark Mineral Intelligence’s (BMI) head of price assessment Caspar Rawles. Cobalt from Congo comes in the form of hydroxide which is converted into chemicals for the lithium-ion batteries used in electric vehicles, mobile phones and the aerospace industry. Cobalt hydroxide prices are typically a percentage of the metal price, known as a payable. According to an assessment by BMI, payables hit levels around 75 percent in July, their highest in two years, from around 67 percent last month. Traders said payables had risen even further, to around 85 percent currently. Cobalt prices CBD0 on the London Metal Exchange are at $33, 000 a tonne, the highest since early March and up more than 15 percent since the end of July, when the price slide due to stalled activity and Covid-19 lockdowns came to an end. – REUTERS.

Gold price rises above $2, 000 for first time LONDON - Gold has topped $2, 000 (£1,527) an ounce for the first time as traders look for havens amid the pandemic. Investors have moved cash into the precious metal as Covid-19 cases rise in the United States and more money is pumped into the global economy. The record high gold price has also been driven by concerns over tensions between Washington and Beijing. Prices of other precious metals, including silver, have also risen sharply since the start of this year. The price of gold has increased by more than 30 percent this year as coronavirus cases continue to rise in America, causing dozens of states to halt or reverse their plans to reopen. The rapid rise in cases, which has dented hopes of a swift US economic recovery, has also helped to drive up the price of silver by around a third this year.

Among the reasons for those rises is investors preparing themselves for a possible pick-up in inflation due to the impact of trillions of dollars of stimulus from governments and central banks around the world. In Washington, Trump administration negotiators have said that they will work “around the clock” with Democrats as they attempt to strike a deal on more economic relief measures by the end of the week. According to Bank of America, governments around the world have already announced approximately $20 trillion worth of stimulus to combat the economic impact of the pandemic. Some investors see the fallout from the Covid-19 crisis, along with ongoing tensions between the US and China, continuing to push up the price of gold. Market strategist Margaret Yang says she sees potential for bullion to continue rising in the coming weeks and months: “The mid-tolong-term prospect of gold and other precious metals remains bullish against the backdrop of low interest rate environment and fiscal and monetary stimulus.” Peter McGuire from XM.com said he sees gold reaching “$2,200 by Christmas” with silver, platinum and palladium also set to see strong gains. – BBC.

Kitwe ward projects approved By SANFROSSA MANYINDA THE Ministry of Local Government has approved the implementation of the Ward Development Fund (WDF) projects in Kitwe. Last month, Kitwe City Council set aside K2.5 million for wards for the period April to December, this year. Council Public Relations Officer, Nelly Nkolongo, said that the fund was for developmental projects in all the five constituencies in the city. She was speaking in an interview with the Daily Nation. “These projects are meant to cover a wide range of services such as garbage collection, road grading, vegetation control, unblocking of the drainages and construction works. “Other services include water reticulation, sinking of boreholes and provisioning of street lighting within the city of Kitwe,” she said. Ms Nkolongo said that it was to that effect that the chairpersons and secretaries for each of the 28 Ward Development Committees (WDCS) had been invited to flag off the implementation of the projects. She further hoped that there would be smooth deliberations as well as planning on the matter until completion.

GOVERNMENT has not been losing revenue to the Democratic Republic of Congo (DRC) at Kasumbalesa border as speculated by some sections of society, the Zambia Revenue Authority (ZRA) has clarified. According to the ZRA, a good working relationship exists between the Zambian and Congolese authorities to avoid congestion and allow smooth flow of traffic. ZRA Commissioner Customs Services, Sydney Chibbabbuka, noted that there had been misinformation in the country concerning the revenue collected at Kasumbalesa border. He explained that ZRA did not

collect revenue or taxes from transit consignments. Mr Chibbabbuka was speaking when he toured the Kasumbalesa border post to appreciate certain projects. “There is no revenue lost on transits and exports because we do not collect tax from them. The only thing we do is facilitating trade between the two countries,” he added. Mr Chibbabbuka said that Zambia had embraced the coordinated border management for successful execution of border duties. And ZRA Kasumbalesa Senior Manager, Malama Chiwama, expressed confidence that the measures that were put in place were helping with the smooth flow of

traffic at the border. Mr Chiwama said that there were a lot of trucks that were marooned at the border especially those that were headed to the DRC due to certain procedures and the size of the road. “The Congo bound trucks had so many procedures to go through and our yard could not hold many trucks hence having had congestion. “We also only had two lanes of the road getting into Congo but I can now confirm that we have created the third one to allow traffic flow,” he explained. He said that the Zambian side made an agreement with their Congolese counterparts to have certain procedures carried out on the Zambian side so that trucks were not taking long to be cleared.

HEALTH experts in Chililabombwe have advised against stigmatisation of Covid-19 patients and individuals have recovered from the disease. Stigmatisation in the border town has worried the district health office, which has appealed to residents to desist from the retrogressive trend. Chililabombwe district Health Director, Martha Chakulimba, said it was of concern that individuals coming out of quarantine were being stigmatised in the communities. Dr Chakulimba said the stigma was coming from members of the community once someone who had recovered from the virus re-joined society from isolation. She said the district health office was looking at how the issue would be dealt with in order to move from the stigmatisation. The District Health Director stated that it was important to educate the public that Covid-19 was something that could affect anyone, thus the need to stop the stigma. She indicated that as the health office worked on strengthening prevention strategies there was also need to control stigma. Dr Chakulimba stated that the health office had continued to work on preventive strategies in order to avoid falling into uncontrollable cases of COVID-19. She indicated that her office was working with the officers at the Kasumbalesa border as well as the mines in order to ensure that economic activities did not collapse. Dr Chakulimba said her office was also working with the local authority, which was conducting patrols to ensure preventive guidelines were being followed.

Shebeens emerge in L/Stone

FARMERS in Pemba should start making deposits of their K 400 so that they can start accessing farming inputs for the 2020/2021 under the Famer Input Support Programme (FISP). Pemba District Commissioner Reginald Mugoba said previously, farmers were making deposits at the last minutes. He said, therefore, that farmers should immediately start to make their deposits and that the K400 would reflect on their phones. In an interview, Mr Mugoba said that the district was still under the e-voucher programme. “We are encouraging farmers to start depositing their K400. The development has raised concern among residents who fear that this could lead to further spread of Covid-19 pandemic. Simonga ward councillor, Peter Munyama, observed that some shebeens at Indeco Market were operating with impunity and appealed to the public to desist from patronising illegal beer outlets. Mr Munyama encouraged the department of public health and council police to move in bring sanity at the market. He said that the same shebeens were causing noise pollution and were operating even beyond midnight. Mr Munyama said he had been engaging those involved in the illegality to stop but his efforts were not appreciated. “I have been receiving complaints of noise pollution at Indeco Market which is coming from some shebeens being operated by some residents. This is a serious issue. The shebeens are running through up to 02:00 hours and residents are complaining about it. Mr Munyama observed the local authority needed to take action against such people. “There is no way that a market can house shebeens and operate beyond midnight. The law does not allow that,” he said.

HAT we are at war can never be overemphasised. Despite this war having been raging for about nine months now some people still just seem not to know what is going on or just don’t care. Sometimes I just wish I could stand on top of Lusaka’s Findeco House with a big megaphone screaming my lungs out reminding the people that our formidable adversary knows no rest and is claiming lives day by day. I passionately want to reach out to as many people as possible before corona itself reaches to them; for there is no telling what it can do. I’m doing this not as the spokesperson of the Ministry of Health as I am extremely far from that. I write these articles in my own capacity as a frontline medical doctor who has attended close to 200 Covid-19 patients in the hope that most, if not all of us can at least start seeing things from the same lens. I do put in a lot of energy and time. Usually I write around 03 hours. This is my gift to Mother Zambia in whose soil my umbilical cord is buried. I hope you’ll take what you read with the seriousness it deserves and then take necessary action as we are all soldiers in this war and literally so even in God’s eyes. Each one of us has a role play in defeating this invisible enemy. In the coming series, I will be sharing knowledge on Covid-19 with some stories of success and some of the battles lost at the battlefront. Also a segment called “In their own words,” in which I will be interviewing Covid-19 patients, those who have recovered and those in isolation, with their identities withheld of course as a matter of privacy, especially that there is still stigma associated with this disease in some sectors of the community. As words or information is the greatest weapon in every battle so is this one. Amidst so much information some so outrageous I have taken upon myself to try and share with the public.

BOTSWANA BANS ALCOHOL SALES AMID COVID-19 PANDEMIC

Mauritania PM and government resign amid graft probe NOUAKCHOTT - Mauritania’s prime minister and his entire government resigned yesterday, a day after parliamentary investigators probing alleged graft under the previous administration submitted a report whose authors questioned several ministers. The political system in Mauritania has been rocked this year by a parliamentary investigation into alleged corruption in the government of former President Mohamed Ould Abdel Aziz, who stepped down last year after a decade in power. His close ally Mohamed Ould Ghazouani won the election to succeed him, but Abdel Aziz quickly found his government’s actions, including deals involving offshore oil projects, under scrutiny by parliament. The investigators on Wednesday gave a report documenting their findings to the public prosecutor.

GABORONE - Botswana's government has banned the sale of alcohol and suspended all liquor licences. A notice issued in the government gazette said the suspension was until further notice. THERE was drama at Kitwe’s Arthur Davies Stadium when Nkana’s celebrations for a 13th league title were halted after the FAZ appeals committee rescinded the disciplinary committee’s decision to award Zanaco three points over their un-played match against Forest Rangers. With Forest beating NAPSA Stars 1-0, Nkana were set to be crowned Champions as they would end the league with 50 points. However, FAZ General Secretary Adrian Kasha said the coronation of the 2019/2020 Super Division champions would await the tie involving Rangers and Zanaco who will face off on Sunday at Levy Mwanawasa Stadium in Ndola. “The appeals committee which is the final disciplinary

Futsal back next month, says PFL

THE 2020/2021 Wildcat Premier Futsal League (PFL) will kick off on September 4, PFL chairman Tarak Mehta has said. Mehta said the PFL is doing everything to ensure that the league returns after the 2019-2020 Futsal season was declared null and void due to the Covid-19 pandemic. In an interview, Mehta said there is need for teams in the Super League and the Division One to speed up the process of registration because the PFL is ready to start the new season. He said PFL has delayed to resume the league to supplement the government’s efforts in preventing the spread of the Covid-19 pandemic which caused the premature end of the 2019/2020 Futsal season. Mehta said the Wildcat PFL will come up with strict measures aimed at promoting the players’ safety when the league returns. “The Wildcat PFL has been conforming to the directives from the government the Ministry of Health and Ministry of Sports which had banned all contact sports.
