LET’S SECURE LAND
THAT President Edgar Lungu has seen it fit to comment on the purported practice of selling huge tracts of land by village headmen means it is getting out of hand and must be checked. And it is apparent this is being done without following government procedure. The President is the chief custodian of land and has every right to voice his concern when things are not being done right. It is therefore up to the government officials on the ground to ensure that this scourge is stopped before villagers find themselves landless. President Lungu said he had noticed that the trend was growing among traditional headmen, who were selling huge pieces of land without consultation from chiefs and the local authority. The President voiced his concern when he addressed village headmen and women in Ngabwe yesterday. It is clear that this is being done illegally for we wonder where the village headmen and women draw their authority to sell vast tracts of land when they serve under respective chiefs, who are the overall supervisors. Moreover, as the President noted, there are procedures to follow in the manner that traditional rulers sell land in their jurisdictions. Traditional land in Zambia has been governed by traditional customs and has generally been accepted to be stable in so far as it has never led to serious conflict over land. The Land Act of 1995 is the guiding Act which recognises customary tenure. The Act further allows for the conversion of Title from traditional to state lease. To preserve traditional land, the government does not allow chiefs to sell anything over 250, 000 hectares without its approval. This is meant to guard against foreigners especially those who might want to buy huge tracts of land, thus depriving villagers of their inheritance. As President Lungu noted in Ngabwe, there would be no chiefdoms in future if village headmen continued selling land illegally. “You are giving land anyhow illegally, this is not going to help us. There is a procedure when giving traditional land,” President Lungu said. Traditional leaders ought to realise that land is their biggest asset and need to be careful how it is administered. At local level, they hold the land in trust for their people. They do not own it but merely administer it for the villagers. Villagers must have communal grazing land for their animals and we wonder if traditional leaders would be in a position to create any should they sell all the land in their areas. Greed must not make chiefs and their village heads lose track of their grave responsibilities towards their subjects in relation to land. As President Lungu noted, land was the only power people had and it should be preserved for the future. The independence struggle was not just about political rights, it was about ownership of the country’s land which had been seized by the colonial administration. Moreover, nations throughout history have gone to war over land – that is how important land is and it would be folly for any traditional leader to gamble with it.

FAKE DRUGS FLOOD ZAMBIA MARKET By PETER MALASHA
THERE is an increase in illegal importation of drugs in Zambia while many outlets are selling medicines without permits, pharmaceutical expert Jerome Kanyika has said. Mr Kanyika, who is former Pharmaceutical Society of Zambia president, said the illegal importation of drugs was on the increase, especially those containing codein and tung. He noted that the trend was growing such that the drugs were prone to be abused. Mr. Kanyika stated that only duly registered pharmaceutical companies and monitored under the Zambia Medicine Regulatory Authority ZAMRA were allowed to import the drugs. He challenged ZAMRA to intensify inspection on buses and individual vehicles coming into Zambia at borders posts so as to arrest the situation. “We are watching this while we have the

He said those who be found wanting risked being prosecuted and imprisonment.

You are being given money, at last people will stand against you and it won’t be good,” President Lungu said.
He said the headmen should be involving chiefs and the local authorities so that before the land was given everyone should be aware. President Lungu said land was the only power should people had and it should be preserved for the future. President Lungu also appealed to village head men and women to respect Chiefs. He said he was getting reports of some headmen who were disrespecting chiefs and that some headmen wanted to proclaim their own chiefdoms which was bringing unnecessary friction. And speaking earlier on behalf of the headmen, Paison Ngangula, thanked Government for the early distribution of the 2020/2021 farming inputs. Meanwhile, President Lungu has called on the church to pray for him so that he does not plunge the country into chaos. He said the country should continue holding together in peace, love and unity. President Lungu said it was important that the church continued to pray for the leaders in order for the country to hold together just as its motto one Zambia one nation because that it how it had been all along. “Dr Kenneth Kaunda didn’t plunge us in chaos, President Levy Mwanawasa, President Fredrick Chiluba and President Sata did not,” he said.
Chitotela sued over K397, 000 rent arrears By GRACE CHAILE-LESOETSA TOURISM and Arts Minister Ronald Chitotela has been sued in the Lusaka High Court over unpaid rentals amounting to K397, 000. Proprietor of Plot No 291 in Kawambwa, Mr Charles Mpundu, wants the court to order Mr Chitotela to pay him interest on all sums found due, any other relief as the court would deem as well as costs of and incidental to the claim. He stated in a statement of claim filed on Wednesday that Mr Chitotela was a tenant of a warehouse leased from September 2017. Mr Mpundu stated that the property was leased at an agreed rent of K10, 000 per month after Mr Chitotela’s pleas to reduce the rent from K16, 000 (at which it was pegged with the previous tenants). He said that by a letter dated April 15 last year, he advised Mr Chitotela of his decision to increase the rent to K16, 000. He stated that by Statutory Notice to quit issued on or about November 25, last year, he did give Mr Chitotela the statutory six months’ notice to vacate the premises on the ground that he had persistently defaulted payment of rent. “As at the date of issuance of the notice, the defendant was indebted to the plaintiff to the extent of K221, 000,” he said Mr Mpundu stated that Mr Chitotela has failed to attend to payment of the accrued rentals and that he was now desirous of taking possession of the premises and recover the accrued rentals.
‘Amending Companies Bill will curb tax evasion’ By SILUMESI MALUMO AMENDING the companies Bill will help address the rampant tax evasion in the country, Government Deputy Chief Whip Tutwa Ngulube has said. Mr Ngulube said a lot of people who own companies had many times been engaging in illegalities which needed to come to an end. He was speaking yesterday when Commerce, Trade and Industry Minister, Christopher Yaluma, present the companies Bill for second reading in Parliament yesterday. Mr Ngulube, who is also Kabwe Central Member of Parliament, said many people cheated that their companies were in foreign land while they were operating in the country, thereby evading tax. He said that amending the bill would bring in the aspect of identifying all companies that evade tax and would be dealt with according to the laws of Zambia. Home Affairs Minister, Stephen Kampyongo, said amending the bill was not about targeting some individuals. He clarified that amending the bill was in line with the international obligations and that people involved in businesses must be transparent instead of being involved in illegal activities.
Speed up minerals mapping exercise, says chief By PETER SICHALI THE Ministry of Mines should expedite the ongoing countrywide geological mapping for minerals to safeguard resources from illegal miners and to come up with a proper plan in which the resources can be utilised, Chief Katyetye of Isoka has said. Chief Katyetye said reports of illegal gold mining are worrying and that there is need for Government to carry out countrywide mineral exploration so as to enhance security in areas where gold and other mineral are found. “The recent discovery of gold many parts of the country is an indication that there is gold in several other parts of the nation that is yet to be discovered therefore Government should carryout countrywide mapping of minerals and safeguard the resourcest,” Chief Katyetye said. He said the country has enough resources that can help to clear both internal and external debts and help revamp the economy. Chief Katyetye said there is need for the ministry to have a hands-on information on availability of minerals in various areas to safeguard it from dishonest investors who illegally mine on pretext of doing explorations. “Prudent management of our mineral resources is key if the country is to benefit from its resources because without it foreigners will continue riping us off,” Chief Katyetye said. The traditional leader said Government should tighten security of the natural resources by deploying security personnel in gold sites. Chief Katyetye said Government through the Ministry of Mines should identify local firms to partner with ZCCM-IH to develop the gold mining sector. Earlier, the ministry announced that the geological mapping had reached 60 percent.

Zesco’s Corporate Affairs Manager John Kunda said in an interview they bought power from private suppliers at 11 cents but were selling it at 5 cents to its customers. Dr Kunda said the difference in the buying and selling prices represented a subsidy of about 6.7 cents per kilowatt per hour. “We are buying power from various IPPs at prices ranging from 8 cents per kilowatt hour to 13.3 cents per kilowatt per hour. The buying
price is higher than the selling price,” he said Dr Kunda said for the power utility to break even, the buying price should be lower than the selling price. He said what Zesco Limited was applying for from IPPs was a tariff that could give returns for investment not only for the state enterprise but to all the parties involved. Dr Kunda said the electricity utility was looking at attracting private sector investment in the energy sector. “We would want to buy at a price lower than what we are buying. When you are encouraging business activities in the sector you don’t need to argue about the selling and buying price because there is money to be made,” he said.

GERMANY has committed 10.8 million Euros (K266.1million) for a water and sanitation project to benefit residents of Choma and Livingstone. Germany Ambassador to Zambia, Anne Wagner Mitchell, announced the funding when she met Water Development, Sanitation and Environmental Protection Minister, Jonas Chanda at his office yesterday. She said the support would mitigate effects of climate change in the two districts of Southern province. She added that Germany had provided a further eight million
Euros for Covid-19 response to secure access to safe and clean water and sanitation. Ms Mitchell said another 4 million Euros would be made available to strengthen the water and sanitation sector for any possible second wave of the coronavirus. She has since commended the Zambian Government's response in fighting the Covid - 19. Meanwhile, Dr Chanda said the help was greatly contributing to enhancement of human development and poverty reduction, in line with the Vision 2030 and the Seventh National Development Plan. The minister noted that the country has made substantial progress in accelerating universal access to water supply and sanitation. He said 72 percent of Zambia's population has access to clean and safe water compared to 65 per cent in 2014.

THE Copperbelt University (CBU) has launched the 2020-2024 strategic plan, emphasising research, innovation and industrialisation. The strategic plan, would enhance the university’s funding through income generating ventures in agriculture, hospitality, mining and innovation in different parts of the country. CBU vice chancellor Professor Naison Ngoma said the university would grow scholarships, research, innovations, infrastructure such as laboratories and get into game ranching which will provide practical learning opportunities for students. "The university also seeks to improve its funding through enhanced interest in solar plants, computer assembly, innovations incubation hubs, turning its aluminum into a business opportunity," he said. Prof Ngoma said that the immediate past strategic plan for 2014 to 2018 revealed that the university's fees were not cost reflective, was over dependent on the government grants for operations. Permanent Secretary in the Ministry of Higher Education, Kayula Siame, challenged CBU to do more research, evolve continuously and remain relevant industry and the country's vision 2030. UPND president Hakainde Hichilema is an inherently selfish person who is using the smaller political parties in the alliance as a springboard to ascend to power, Patriots for Economic Progress (PeP) leader Sean Tembo has said. Mr Tembo said talk about opposition unity ahead of next year's election without first defining what it really is was a problem in itself. "There does not appear to be any consensus among political players on a common definition of opposition unity. Each one has their own, and the definition varies from one end of the spectrum to the other," he said. He said some bigger parties like the UPND consider opposition unity means total submission of all smaller political to them for the
common purpose of kicking out the ruling party from power. He said political leaders like Mr Hichilema and NDC leader Chishimba Kambwili believe that in an opposition alliance smaller parties should always be submissive to the main party. For example, when we were in an alliance with him, his party enjoyed our full unconditional support, but were unwilling to sacrifice even a single constituency or ward in return, for our party to field candidates under the alliance umbrella. THE murder trial involving Kabaso Mulenga, popularly known as Spax, yesterday took a new twist when the court ordered for the investigation of torture allegations against one of the suspects. The defense objected to continued trial arguing that their client Jimmy Bwembya had been tortured in police cells. As a result, the court ordered that trial within a trial would commence to establish whether the suspect was truly tortured by the police or not. In this matter, Spax 29, Boyd Kamizhi 24, Maclean Kamizhi 22, Gilbert Zimba 22, Syvio Kwibisa 22, and Jimmy Bwembya 23, are appearing before Kitwe High Court Judge, Abha Patel, for three counts of attempted murder, rape and murder. Between January 22 and 23, last year the accused jointly murdered Emmanuel Mapon-

WATER Resources Management Authority (WARMA) is taking audit and assessment of Lunsemfwa sub catchment area water bodies, WARMA Luangwa catchment area manager Oscar Silembo has said. Mr. Silembo said the authority was taking stock of water permits if people were complying and operating within the confine of the law. In an interview, Mr. Silembo said WARMA was making assessment to ensure that those with water rights were following the conditions. Mr. Silembo said in a situation that one was found wanting of diversion of the stream or river the law was clear on action to be taken against offenders. He said the authority was trying to protect the water bodies and put up measures for domestic and non commercial users to follow. about 10:30 hours and met Mbahwe at the reception area of the police station. Mr Mbahwe requested that Banda accompanies him to his office but he became emotional, unruly and aggressive and began shouting, 'kill me the way you killed my relative'. In a bid to calm Banda down, Mr Mbahwe got closer to him. At this point, Pito slapped and kicked Mr Mbahwe while Lungu, Silwonde and Phiri equally became unruly and disorderly. Lungu, Pito and Silwonde said that they thought Banda was about to be kicked by Mr Mbahwe hence their reaction. While this was happening, the police officers in the vicinity, quickly came and broke up the scuffle thereby apprehending Lungu, Pito,
Silwonde and Phiri. In mitigation for Pito, Mr Ngoma said the convict was equally remorseful and wanted to reconcile with Mr Mbahwe. When the matter came up for sentencing yesterday, Mr Justice Muma said he had considered the convicts' mitigation and that they deserved leniency. He said a police station ought to guarantee order for everyone but to the contrary the convicts misbehaved hence making it a circus. "A police station is supposed to be a place of sanctity. That's where everyone runs to as a sanctuary and for protection. But you turned it into a circus," he said. OVERNMENT has urged Brazilian companies to assist Zambia in enhancing investment in bio fuels which will help in maintaining a stable supply of fuel in the country. Commerce, Trade and Industry Permanent Secretary, Mushuma Mulenga, said there were several lessons to draw from Brazil particularly in the biofuels sub sector. Brazil, Mr Mulenga noted, had been a key partner in many development cooperation ventures. Mr Mulenga expressed confidence that Brazil had capacity to assist Zambia in developing the biofuels sub sector. He said the domestic prices of fuel were determined by several factors, among them the international oil prices and the exchange rate of the Kwacha to the United States Dollar. He said this in a speech

G20 finalising work on common framework for debt reductions WASHINGTON - Group of 20 finance officials expect to complete work on a common framework for dealing with the debt problems of the world’s poorest countries when they meet today, with G20 leaders due to give their stamp of approval a week later. Agreed in principle by G20 officials last month and endorsed by the Paris Club of official creditors, the framework will essentially extend the rules of the informal creditor group to include China, which accounted for 63 percent of overall debt owed to G20 countries in 2019, according to World Bank data. “We expect to go ahead with the common framework, and it’s a very important step to have this creditor coordination at the G-20 level. The idea is that this will be finalised by the time of the leaders summit,” Ceyla Pazarbasioglu, director of the International Monetary Fund’s Strategy, Policy and Review Department (SPR), told Reuters in an interview. She said the framework was important because it included China, and would help ensure comparability of treatment “much more forcefully” than the G20 freeze in official bilateral debt payments that runs through June 2021. JOHANNESBURG - Finance Minister Tito Mboweni has vowed that policy interventions by multilateral organisations such as the World Bank will not be allowed on his watch. In a wide-ranging interview with Fin24, the minister spoke on the state of the country’s borrowings, and the tough decisions that had to be taken in stabilising debt. Government earlier this year successfully secured loans from the International Monetary Fund, the African Development Bank and the New Development Bank to fund its responses to the Covid-19 pandemic. Negotiations with the World Bank, however, appeared to have stalled. officials had been meeting with private lenders to explore ways to increase participation in the G20 Debt Service Suspension Initiative (DSSI). “There is potential for having the private sector participate in the DSSI, especially for nonbonded debt,” she said. Private creditors are pushing for a case-by-case approach. “The options that investors face with regard to the DSSI cannot be simplified to participate or not participate in debt service suspension,” Ashok Parameswaran, president of the Emerging Markets Investors Alliance representing some 2, 000 asset managers said in a letter to the IMF last month. Today’s extraordinary meeting comes amid signs the pandemic has exacerbated problems for the poorest countries, 50 percent of which are now in or at risk of debt distress. World Bank chief economist Carmen Reinhart has warned that debt reductions, not just deferrals, are needed, and that failure by the G20 to move in this direction could result in a “lost decade.” She said China had thus far been reluctant to embrace the prospect of debt cancellation. One source familiar with the negotiations on the framework said China had sought to “water down” some of the guidelines adopted by the Paris Club, including definitions of state-owned banks -- an attempt to shield the China Development Bank and China EXIM from full exposure to potential restructurings. Loans from the IMF and the World Bank are notorious for having strict conditions tied to them – requiring countries to roll out structural reforms and, say critics, lose their sovereignty. The $4.3 billion secured from the IMF is a rapid financing instrument – it does not come with conditions – Mboweni and Reserve Bank Governor Lesetja Kganyago, however, had to iron out repayment terms of the loan. Mboweni says he won’t be conceding to any policy interventions from the World Bank. “We are not under any pressure, so any international organisation that thinks that they can provide funds to us but dictate policy are wasting their time…If the World Bank thinks it can dictate policy, let them

Outside of local borrowings, South Africa also has international bond issues that are dollar denominated. Treasury’s target for international bond issues is $7 billion this year. ‘US$70bn economy possible by 2030’ HARARE – Zimbabwe could build a US$70 billion economy by 2030 from the current level of US$21 billion, which will require a consistent annual growth of 10 percent in the coming years, according to the Zimbabwe Investment and Development Agency (ZIDA). Already the Treasury, with concurrence of the International Monetary Fund (IMF), anticipate that the economy would be out of the woods next year with a positive growth projection of between 4.2 percent to 7.4 percent from an estimated minus 4.5 percent this year. Ban energy and sex boosting drinks
Let’s learn to read Dear Editor, IN Zambia, we waste a lot of time arguing on straight forward issues because many of us do not read; we just follow what others are saying on facebook. For example we lost a lot of potential candidates in 2016 because of the so-called Grade 12 certificate when in fact there is no such thing as a Grade 12 certifcate. Because of failure to read, those who did not have the eroneously so-called “Grade 12 certificate” but actually qualified because of some papers which they had either in photocopying or stapling and binding did not contest because they were told that they did not have the so-called Grade 12 certificate. They lost out because of ignorance. Today, I see people ignorantly arguing that prisoners cannot be allowed to vote. They do not know that the Constitutional Court already passed judgement on this matter giving prisoners the right to vote and I quote: “The Constitutional Court declare that the persons in lawful custody and those whose freedom of movement is restricted under a written law are entitled to vote in future elections,” the court said. The judges agreed with the petitioner that Sections 9 (1) (e) and 47 of the Electoral Process Act contravene Article 46 of the Constitution as amended. Even with the eligibility of President Edgar Chagwa Lungu, instead of reading the Judgement of the Court, people are busy arguing out of ignorance. Why waste your time on opinions when there is a court judgement? Why not read the judgement and save yourself from all these empty hullabaloo from political shenanigans? Mulonga Water Supply deserve kudos Dear Editor, I WRITE to commend Mulonga Water Supply and Sanitation Company Limited for going flat out to lay pipes in readiness to water Chingola Central Police Camp. This police camp has dilapidated pipes where Mulonga has actually been losing a lot of water through uncontrolled leaks year in year out. The impending installation of new pipes and water connection to the area will surely not only ease the police officers’ livelihood where safe, clean and availability of water is a must but also serve as a cost saving measure for the company by completely resolving the leaks problem. One interesting fact is that this is not the only area where we see Mulonga Water digging trenches in readiness for this watering exercise but they are over Chingola, which is a plus for the residents. Chingola residents have for many years complained of dirty or erratic water supply many times and lack of it in most areas where people are using wells to get water. This exercise when completed will therefore bring sanity to a lot of households as we know water is a very important household commodity we should not undermine. Kudos ba Mulonga Water Supply. Ubusaka campaign Miles within promoting clean, health environment Dear Editor, LUSAKA mayor Miles Bwalya Sampa came up with Ubusaka campaign whose main objective is to promote cleanliness among the people. Ubusaka is a Bemba word meaning cleanliness. The mayor came up with the Ubusaka or cleanliness campaign at the time Zambia had just experienced a cholera outbreak which claimed many lives mostly in Lusaka. More than 5, 000 cases of cholera were recorded in the country. The cholera outbreak was, however, attributed to poor sanitary conditions in dwelling and trading places. Drinking of water sourced from shallow wells and street vending were cited as other causes of cholera.
The Zambian government spent a lot of money in a frantic effort to contain the waterborne disease. This was indeed a financial drain on the part of the central government. However, the Ubusaka campaign operates in such way that every month, the mayor randomly selects the cleanest house or school in a particular residential area. The deserving winner is rewarded with money ranging from K1, 000 to K1, 500 for instance. The criterion used in determining the cleanest house or school is that it must be clean, green and health environment. The building should also be well painted. The concept of Ubusaka has twofold benefits; it empowers
winners of the cleanest house or school with money and it also promotes hygiene in the environment. Bauleni and Matero are some of the residential areas in which some of the Ubusaka winners have been selected. To make the Ubusaka campaign possible and ensure its sustainability, there is therefore need for companies to come on board and render the financial support. To wrap it up, kudos to Mayor Sampa for initiating the Ubusaka campaign which is slowly but surely bearing fruits in keeping our environment clean, green and healthy. ELEMIYA PHIRI, Lusaka.
ZAMBIA has in the recent past witnessed the proliferation of energy drinks containing sex boosting substances. Power energy is one type of drink which was reported to contain sex boosting substances. However, this came to light when a Tanzanian man experienced a prolonged erection after consuming the Power energy drink. Just recently, Konyagi is another energy and sex boosting drink that has been making rounds as men and women consume it in excess. The drink is said to make men strong.
The prolonged erection can certainly lead to some side effects both in the short term and the long term period. In view of the energy and sex boosting drinks which are flooding the market, I earnestly appeal to the government to consider banning them. This is because these drinks are not good by virtue of the fact that they lead to increased sexual immorality by the consumers. The prolonged erection caused by consuming these energy and sex boosting drinks can prompt men to resort to masturbation to relieve themselves. These drinks which cause prolonged erection whether they are manufactured within or outside the country should be tested to establish their efficacy. If they are found to contain sex boosting substances, they should be banned. E.P, Lusaka.

HE University of Lusaka held its eight graduation ceremony last Friday at the Leopard Hill Campus under the theme “Conquering beyond the new normal through technology, innovation and excellence,” The memorable event was held virtually as a way of following the Covid-19 health guideline. Students also followed the event live on television, as the university partnered with Zambia National Broadcasting Cooperation to beam it live. The University partnered with popular restaurants like Granddays, Keg and Lion and Fig Tree and Copper Creek Spur who offered a 10 percent discount on meals. One thousand five hundred and seventy nine students graduated, comprising of six at doctorial level, while 620 at masters level in different fields. Nine hundred and fifty three were undergraduate from various schools which included school of Law, School of Medicine and Health Sciences, Social Sciences and Technology School of Education. Zambian Ambassador to Belgium Professor Esther Nkandu was guest of honor who joined the ceremony virtually. Other guests included chancellor Dr Caleb Fundanga,vice chancellor Professor Pinalo Chifwanakeni and his vice chancellor Dr Chipasha Mulenga. Addressing the guests and the graduates Dr Fundanga said that higher education has experienced challenges due to the outbreak of the deadly Covid-19 outbreak. He noted that the theme of the event reflected that solutions lie with the graduates no one else. Dr Fundanga stated that categorically that on technology, the health and safety guidelines have made physical classes no longer the primary method of teaching. He said that the University is utilizing technology to bride the social gap that has
come with Covid 19. The Chancellor expressed happiness that UNILUS has mounted a robust approach to upgrading its online learning platform and technological infrastructures to enhance teaching and learning. On excellence, he observed that the university has been able to maintain and build on its tradition
of teaching excellence inspite of the pressure brought upon the institutions by the Covid-19 pandemic. He stated that this is evident by the deliberate efforts to train faculty and students in the use of adopted e learning platforms. The Chancellor further challenged the graduates to go out and make use of their acquired skills.
“Some graduates were pursing the last part of their studies under stressful circumstances during the new normal, I wish to encourage you to soldier on and maximize your potential,” Dr Fundanga stated. Dr Fundanga said the University is using existing infrastructure to meet the health guidelines by way of adopting the blended learn-
ing approach, which uses the physical and technological space allowing people to overcome physical limita-
tions and enabled a successful transition from physical classes to online teach as the main mode. “This means maintaining Covid-19 safety within the university management must be commended for this innovation. And Prof. Nkandu stated that the theme for the graduation was timely as the new normal demands a shift in thought and action. She said that the new normal must not be the lens through which examine the changing world.

ZRA extends electronic queue system By ANDREW MUKOMA

AMBIA Revenue Authority (ZRA) with the help of Germany’s GIZ has launched the electronic queue management system (EQMS) in Livingstone, Chipata and Solwezi. The system which was first commissioned in Lusaka, Ndola and Kitwe aims to identify areas of service that require improvements. ZRA Commissioner General, Kingsley Chanda, said that this facility had already proved to be very helpful in the three stations where the system was first launched. Mr Chanda said, through the system, ZRA was able to monitor the duration taken to serve one client as well as know how long a client waited before being served. He was speaking when he commissioned the EQMS in Livingstone yesterday. “As ZRA, we realize that time is money and so we will endeavour to continue to implement strategies that reduce taxpayers' dwell time in our offices as well as borders “The EQMS also enables the authority to monitor staff performance in order to continuously improve our service delivery," Mr Chanda said. He stated that in this modern and changing business environment, good customer experience through efficient service delivery is the cornerstone of customer loyalty.

Burying without permits! By JACKSON MAPAPAYI SOLWEZI Municipal Council has advised residents to always obtain burial permits before putting to rest their relatives or friends as it is a legal requirement. Meanwhile, the local authority has issued about 668 burial permits between January and September this year and buried about seven unclaimed bodies during the same period. Council Assistant Public Relations Manager, Esther Chirwa, said that of the 668 burial permits, five were from the high cost while the remaining were from the low cost burial sites. Asked if the council has had situations where people could bury their beloved ones without getting burial permits, Ms Chirwa responded in the affirmative. She however advised members of the public to always get burial permits from the council before proceeding to Kimiteto grave yard. "The document is very important because it can be used in various circumstances that may befall them," she stated. Ms Chirwa added that K13, 260 was collected from the low cost and K25, 000 from the high cost in form of revenue bringing the total to K38, 260.

WOMEN International Boxing Association (WIBA) Lightweight champion Alice Mbewe says she is ready for today’s non-title fight against Tanzanian Zulfa ‘Macho’ Yusufu at the Next Door Arena in Masaki, Dar es Salaam. The Exodus Boxing Promotions boxer who won her WIBA Flyweight Intercontinental championship after beating Zimbabwean boxer Kudakwashe Nyagura via a unanimous poinst decision last year said she has done everything to ensure victory today. Mbewe said she wasn’t intimidated facing the Tanzanian boxer deemed as one of the best in the region. “I’m not worried, we have trained adequately for this fight.
