OVERNMENT has suspended operations at Roseblooms Zambia in Chongwe for negligence. Ministry of Labour and Social Security Permanent Secretary, Chanda Kaziya, said the decision followed investigations between August 31 and September 7, 2020 into an accident which occurred on August 15, 2020. Mr Kaziya said “On the very day, Ireen Mupeta and other two workers was assigned to apply fungicide called Xanbac D in the field using a small cup thereafter the victim developed a rash on her hands
and feet which was treated at a nearby clinic. “The victim was not wearing any PPE as she carried out tasks assigned to her including the application of chemicals.” He said in a statement yesterday, findings were that the farm did not have a person specifically responsible for health and safety and the general manager oversees most of the issues relating to health and safety. Mr Kaziya said safety data sheets were not readily available and that those in place were kept with the farm manager. There are 249 chemicals in use which can be categorised broadly as insecticides,

THE Attorney General has denied allegations of beating and kidnapping levelled against former State House aide Kaizer Zulu and others by four men in the Lusaka High Court. In this case, Bernard Nshindo, Sengelwayo Jere, Saul Masikoti who are qualified surveyors and businessmen, as well as, Mason Mweemba, a driver, sued Zulu and his two acquaintances; Kachingwe and Rashid. They sued for alleged beating and kidnapping on accusations that they were taking pictures of Zulu’s speed boat at Chita Lodge, in Kafue. Others sued are Chita Lodge Limited and Bella Mwanza, an employee of the lodge. The four are seeking damages for assault, false imprisonment and kidnapping. But the Attorney General Likando Kalaluka who is the sixth defendant in the matter in defence stated that on September 7 last year, Mr Zulu and his entourage brought and reported the four and an unknown person to Kafue Police station on accusation of having fired a gun at him.
He contended that none of the suspects were found with a gun at Kafue police station and no docket was opened because Zulu did not want the plaintiffs to remain in the station in question but would take them to Lusaka. The State advocate stated that the four plaintiffs were on September 9, 2019, held in police custody at Lusaka Central Police station. And in the Arrest Prison and Property Book (APPB) it indicated the offence of threatening violence. He also stated that the four were released for insufficient evidence as there was no docket opened both at Lusaka Central Police station and Kafue Police station. The defendant stated that the complainants were referred to Kafue Police Station since they complained of being beaten in Kafue. The Attorney General stated that the plaintiffs were not entitled to any of the reliefs claimed. “Save as herein expressly admitted, the 6th defendant (Attorney General) denies each and every allegation made in the statement of claim as if the same were so forth and traversed seriatim,” he stated.

as such plans to cancel orders would not be entertained. Mr Mubanga reminded Mopani management that people were going through hard times during this period and they wouldn’t afford to lose money just like that. It had been revealed that about US$10 million planned for orders for mine suppliers and contractors were on the verge of being cancelled by Mopani. This comes a few months after another set of orders was
cancelled by the mining firm in May this year. According to the association, Mopani’s Chief Commercial Officer, Snedha Deepthi, communicated that the orders would be cancelled citing Covid-19 dynamics. But Mr Mubanga said in an interview the association would not condone such moves, stating that Mopani should know that after it had requested for orders, suppliers and contractors had gone ahead to acquire what was
needed so their money would not be allowed to go to waste. He said the association would request for an audience with Mopani management to sort out the matter. Said Mr Mubanga, “We shall make arrangements to have a meeting with Mopani because these plans are not welcome. “The only challenge is that Mopani is now being run by Glencore, so when you request for a meeting it can only take place when Glencore approves but we shall ensure that we meet them so that we settle this matter,” he said.

The newspaper executive editor, Mary Mbewe, in her testimony before judge Sharon Newa in the Lusaka High court yesterday said the story under the headline ‘ Kabimba spills beans” was authentic and of public interest. This is in a matter in which Mr M’membe has sued Rainbow Party leader , Mr Wynter Kabimba, Daily Nation Newspaper and Millennium radio for defamation. Ms Mbewe said she
assigned a reporter to monitor the Millennium radio phone in interview where Mr Kabimba was being interviewed. She described the interview as interesting as Mr Kabimba is a public figure and as a political leader with ambitions to seek top office (Presidency) in the land. Ms Mbewe said the interview was of public interest and even the political party (Sociality Party) mentioned in the interview was also seeking to lead the country. “As a media, it is our duty to inform the public of matters of public interest. It is a fair comment because the media is an avenue through which the public get to know views of public leaders. It was therefore, our duty to inform the nation of what was

discussed,” she said. In cross examination, Mr M’membe’s Lawyer Ms Lillian Mushota asked why the newspaper did not make an effort to balance the story by getting the views of the Sociality Party, the witness said the reporter tried on several occasions to get a phone-in interview, but the call was cut or unanswered. Ms Mushota also queried
as to why the reporter did not go to the party secretariat to ensure the story was balanced. Ms Mbewe said that on a number of times that she has sent the reporters to party functions, they are chased. Judge Newa reserved judgement to a date to be communicated to both parties.
‘Ministers entitled to K8, 000 repatriation allowance’ By GRACE CHAILE-LESOETSA THE 64 ministers who continued to earn a salary after dissolution of Parliament prior to the 2016 elections are entitled to repatriation allowances of K8, 000 each and not the K15, 000 they are claiming, Secretary to Treasury, Fredson Yamba has told the Constitutional Court. And Mr Yamba said the total amount recoverable from the former cabinet ministers and former deputy ministers for the period between May to July 2016 is K4, 266, 664.10 and not K4, 778, 664.10. This is according to an affidavit in reply to the notice of non-objection to the quantum settled by the Attorney General.
“That regards to the issue of repatriation allowances, the correct figure to be paid to the former cabinet ministers and former deputy ministers is K8, 000 each. My office has thus duly re-computed the summary for net pays and allowances to be recovered from ministers taking into account the K8, 000,” Mr Yamba said. He told the court that the former deputy minister Mr Obius Chisala was paid his salary for the months of May, June and July, 2016. Last month, the ministry of Finance told the Constitutional Court that former Cabinet Ministers and Deputy Ministers who continued to earn a salary after dissolution of Parliament between May and July 2016 owe the State K4, 778, 664.10. The State through the Attorney General’s Chambers had asked the
Constitutional Court to assess the amount that ministers who continued to earn a salary after dissolution of Parliament in 2016 are required to pay back. This follows a judgement of the Constitutional Court on August 8, 2016, which ordered the ministers to payback emoluments accrued during that period. The judgement was as a result of a matter where the Law Association of Zambia and UPND through its secretary-general, Mr Steven Katuka, challenged the continued stay in office of the ministers after Parliament was dissolved ahead of the 2016 general elections. By PETER SICHALI GOVERNMENT should cage corrupt traditional leaders getting bribes from foreign gold miners to legalise their activities because the resource is for Zambians, Bemba Chiefs have said. Senior Chief Nkula said Government should be firm in dealing with foreign gold invaders and chiefs conniving with them to deplete the country’s resources. This follows relations that foreigners who have invaded gold sites in Zambia are paying royalties to some chiefs to legalise their activities. The foreigners pay about 30 percent of their earnings to the traditional leaders through their appointed headmen. Senior Chief Nkula however called for the immediate arrest of corrupt traditional leaders. He said Government had made it clear that gold and other precious natural resources should benefit Zambians and chiefs against that policy were working against the State. “Government has clearly told us that natural resources including gold should benefit Zambians and chiefs who are allegedly conniving with foreigners to mine the

Senior Chief Nkula said selfish chiefs should not be handled with kid gloves instead they should be caged.
PSZ distances itself from Kanyika remarks By NOEL IYOMBWA THE Pharmaceutical Society of Zambia (PSZ) has distanced itself from Mr. Jerome Kanyika’s statement questioning the quality and safety of the Health Centre Medicines kits under distribution to health facilities in the country. PSZ Interim president Marlon Banda said that the statements and stated opinions do not represent the views of the society. Mr Banda said that PSZ is a professional body of pharmacists and pharmacy technologists who are trained in the manufacturing and use of medicines, including the determination of the quality and safety of these. He said that these aspects of medicine quality and safety can only be determined through systematic and technological assessments utilising established procedures and processes. Mr Banda stated that issues of such nature are so sophisticated that need specially trained and equipped organisations such as ZAMRA to carry out tests and controls. “PSZ does not have the mandate and capacity to assess medicines quality and safety. The professional body has to rely on ZAMRA. In the case of
the health Centre kits, PSZ has done no work or investigations to determine their efficacy and safety. Indeed, it is not our job to do that. That is the legal duty of ZAMRA. “ZAMRA does not allow anything into the market, whether imported or locally manufactured without their licensing, which depends on checks they do. “Where safely or quality concerns are discovered after release into the market, ZAMRA can institute product recalls. In the case of the health centre kits under discussion, PSZ is not aware of any concern raised by ZAMRA or indeed any product recall, “he said. He clarified that PSZ does not have the technological capacity, or the mandate to comment on the quality and safety of the health centre kits, and neither has it conducted any assessment to make any judgement. Mr Banda noted that Mr. Jerome Kanyika was suspended by PSZ Council and had no capacity or jurisdiction to represent the PSZ adding that he had no authority to speak on behalf of the Society. He urged all its members to act in a manner which strengthens national efforts to contribute to public health and welfare.

SAFETY AT WORK GOVERNMENT’S decision to suspend operations at a Chongwe-based company for flouting safety regulations should send a clear message to companies that the honeymoon is over. That the rampant disregard for safety must be a thing of the past. If anything, workers’ safety should be a priority for any serious business concern. They ought to be aware companies are expected to ensure that workers are protected by providing them with protective personal clothing at all times. It is in this vein that we welcome Government’s decision to suspend operations at Roseblooms Zambia in Chongwe for negligence. According to Ministry of Labour and Social Security Permanent Secretary Chanda Kaziya, the suspension followed investigations between August 31 and September 7, 2020 into an accident which occurred on August 15, 2020. The facts as explained by Mr Kaziya were that a Ms Ireen Mupeta and other two workers was assigned to apply fungicide called Xanbac D in the field using a small cup thereafter the victim developed a rash on her hands and feet which was treated at a nearby clinic. “The victim was not wearing any PPE as she carried out tasks assigned to her including the application of chemicals.” Mr Kaziya said in a statement yesterday that findings showed the farm did not have a person specifically responsible for health and safety and the general manager oversees most of the issues relating to health and safety. The happenings at the Rosebloom Zambia are in fact what is obtaining in most other similar operations in the country where hapless workers are exposed to dangerous chemicals every day. It is quite shocking to learn that there are 249 chemicals in use which can be categorised broadly as insecticides, herbicides and fungicides and workers working with these chemicals were not fully aware of the danger. Mr Kziya said safety data sheets were not readily available and that those in place were kept with the farm manager. Management at Roseblooms must be taken to task that with so many dangerous chemicals in use, there are no safety guidelines for the workers. They did not even apply first aid but had to take the workers to a government clinic. This is a lesson for Government to take a proactive stance in the operations of agricultural concerns that obviously use a lot of chemicals to treat their fields. What is even more frightening is that the workers must have been exposed to these chemicals for a long time and no one can vouch for their health, that they might not suffer long-term effects in future. We are glad though that in the aftermath of the Chongwe tragedy, Government has taken action by not only suspending operations, but insisting that safety measures are put in place. Mr Kaziya said basing on the findings the ministry had suspended operations at the company and directed it to ensure that all activities involving applications of chemicals were done only by employees wearing appropriate PPE. Mr Kaziya said management must ensure safety operating procedures were put in place for various activities. Ideally, this should not be done by the government but in the absence of the company abdicating its responsibilities, the State had to step in. Mr Kaziya has since ordered that all supervisors must ensure job safety analysis was carried out as part of the safe operating procedures in the work place. Mr Kaziya said PPEs must be provided to all employees regardless of the nature of their employment. What employers must realise is that looking after their workers is cardinal to their success. It entails a win-win situation for both the company and the workers.

Government through the Ministry of Labour and Social Security has directed the Zambia Union of Tanker Drivers (ZUDDAW) to cease the collection of K370 from members and would-be members. The union has also been directed to desist from imposing membership fees on tanker drivers. In an interview yesterday ZUDDAW general secretary Humphrey Kapesha said following a meeting held across the 72 branches of the union, it had been agreed that the drivers will continue contributing the K370 membership fee. But when the matter came up, yesterday, Mr Zimba argued that classified information under the Security Act was well documented and that the disclosure of the personal emolument for the ZAF commander was not one of them. ECZ shifts voter registration dates By NOEL IYOMBWA THE Electoral Commission of Zambia (ECZ) has rescheduled the dates for the registration of voters. ECZ chief electoral officer Patrick Nshindano said the move was aimed at ensuring that no-one who had obtained an NRC was disenfranchised. He said the voter registration exercise was scheduled to start on October 19, 2020 to November 20, 2020, would be conducted from October 28, 2020 to November 30 to accommodate eligible citizens who would have obtained their NRCs. Mr Nshindano noted that this situation had put pressure on the already tight election calendar and that the ECZ was working with the Department of National Registration, Passports and Citizenship (DNRPC) and was confident it would be completed before that time. He said if there would be any further adjustment in the issuance of NRCs, the ECZ would however not be able to adjust the start date due to legally binding dates especially the constitutionally enshrined date for the general elections which is August 12, 2021. Mr Nshindano said in an event that the issuance of NRCs was further delayed, they would have to work with DNRPC in terms of deployment plans so that those who were issued with NRCs are also captured by the ECZ and issued with a voter’s card. Meanwhile, Mr Nshindano disclosed that the dates for the start for online pre-registration remain unchanged.

Chitimukulu speaks out on summons, says chiefs entitled to shares in projects By NATION REPORTER

ARAMOUNT Chief Chitimukulu says chiefs surrounding the water falls are entitled to shares in the projects so that their subjects benefit. And the Chitimukulu has questioned why summons
were issued to him to appear in court in a case where the Water Resources Management Authority (WARMA) sued Luapula Hydropower Corporation for not surrendering two water permits. Luapula Hydropower obtained the water rights through a High Court consent judgment with the WARMA.
WARMA had written Luapula Hydropower on August 6, 2020, informing them of the cancellation of the water rights and that they needed to surrender them immediately. “Items of section 86 (1) (c) of the Act, this serves as a notice for you to forthwith surrender the Water permits numbers
10371 and 10372 to WARMA . You are further requested to have the said permits surrendered to the Authority no later than seven days from receipt of this letter,” read the notice in part. However, Luapula Hydropower, in its response, reminded WARMA of the consent judgment and said they
were wrong to cancel the water permits. Luapula Hydropower further appealed WARMA’s decision to the minister, urging that the cancellation must be reversed because it was flawed. Commenting on the summons which Lusaka magistrate Nthandose Chabala issued to the shareholders and directors
of Luapula Hydropower, the Chitimukulu of the Bemba speaking people stated that as chiefs surrounding the water falls, they are supposed to have shares in the projects so that their subjects benefit. The Chitimukulu said they also get something from the projects as corporate social responsibility.
Mulobezi train to resume ops next week By ANDREW MUKOMA THE Zambia Railways Limited operated Mulobezi train which suspended operations in March this year, will resume operations next week. Mulobezi train suspended operations in the wake of the covid-19 outbreak in March The decision to resume operations follows engagements by members of community, North-West Province Minister Nathaniel Mubukwanu who hails from that area and ZRL management. Mr Mubukwanu said ZRL management’s decision to resume operations of the Mulobezi train came after numerous complaints which were raised during his recent visit to the district. “As a result of the foregoing, the Mulobezi passenger train will be expected to resume the service between Livingstone and Mulobezi on Tuesday 15th September 2020,” he said. Mr Mubukwanu however said that the continuation of the train service was highly dependent on the people’s cooperation in observing public health guidelines for combating Covid-19. “Your total cooperation with Zambia Railways Ltd is essential. Official details will follow but meanwhile inform the other members of the community about this development,” he said. He said Government was desirous to continue providing such services even during difficult times especially under the new normal. Zambia Railways Limited spokesperson Caristo Chitamfya was not available for a comment as his phone went unanswered.

VER K126 million has been collected from farmers by the Zambia Industrial Commercial Bank (ZICB) under the collection services for the Farmers Input Support Programme (FISP) contributions. ZICB Chief Executive Officer, Ignatius Mwanza, said the over K126 million had been collected from more than 300,000 farmers for their FISP contributions. Mr Mwanza was speaking during the official launch of the 2020 FISP by President Edgar Lungu. “For the period from late July up to Tuesday, the 8th of September 2020, we have supported over 300,000 farmers and collected over K126 million, which represents close to 40 percent of the current national celling of one million targeted farmers,” he said. ZICB, Mr Mwanza said, in collaboration with Smart Zambia, had been providing support to

number of farmers that ZICB had supported and the value of its collections were more this year than what was achieved last season. He explained that was due to the implementation of digital invocations that ZICB had done with Smart Zambia which were ready for use in the pay-out exercise to agro-dealers. Mr Mwanza said the invocations were also used by other Smart Zambia initiatives such as Social Cash Transfer, Food Reserve Agency farmer payments and Zambia Revenue Authority payments among others. “In percentage terms, we have so far supported 187 percent more farmers than last season and our total collections are 156 percent higher,” he said. Mr Mwanza acknowledged
that the success in this exercise had been made possible by the support of its partners. Working with our partners, he said, ZICB would continue to support the efforts of Government aimed at poverty alleviation and the attainment of food security for the country. He indicated that ZICB looked forward to supporting and working with more farmers in the next FISP cycle as part of its contribution to the sustainable development of Zambia’s agricultural sector. “We would like to also thank Smart Zambia for being a key enabler of the digital transformational agenda for our country, more especially given the current challenges of managing economic activities in the era of the Covid-19 pandemic,” Mr Mwanza said.

The company’s first-ever report on coloured gemstones in China titled Sustainability, has revealed that now is the time to seize the opportunity of meeting Chinese consumers’ expectations of corporate responsibility and sustainability. Gemfields Chief Executive Officer, Sean Gilbertson, said China was an important market to Gemfields and integral to the company’s growth, Mr Gilbertson said it was highly positive that 97 percent of jewellery owners were willing to pay a premium for responsibly mined gemstones. “We expect responsible sourcing will continue to receive ever-increasing attention, and become progressively more important to Chinese jewellery buyers,” he said in a statement. Gemfields Marketing and Communications Director, Emily Dungey said research indicated an opportunity to increase the popularity of coloured gemstones. She said this would be done by focusing marketing efforts on modern design concepts and creative, personalised styling. ““It is encouraging to see that it is the gemstone itself – in terms of clarity, colour, carat and cut – that is the decisive factor in a purchase decision on gemstones. “The research also indicated that an overwhelming number of consumers are specifically seeking coloured gemstones set in more contemporary jewellery designs, as well as advice on how to style coloured gems with their look,” she said. According to Gemfields, all proceeds from the sale of Kagem’s emeralds are repatriated back to Zambia, generating tax revenue for the Government as well as employment and associated economic growth. HE Zambia Consolidated Copper Mines (ZCCM) was a monolithic conglomerate with mining assets and its thriving subsidiaries. The World Bank hired London-based consultants N.M. Rothschild and Clifford Chance, had given a damning verdict. The mine assets were dilapidated, and that the price of copper would remain low for decades. Second President, Dr. Frederick Chiluba had received regular updates on the process of its sale as this was Zambia’s Family Silver, the crown jewel of its state assets. He was deeply concerned by the extremely low price being offered by buyers. Deputy Minister of Mines, Dr. Mathias Mpande had broken ranks with Cabinet and had raised a strong lobby in The Post newspaper. “Unbundle the Mines, sale the mine units separately, and subsidiary comp a nies.”
SALE OF THE MINES, THE UGLY TRUTH
His argument quickly gained traction among local experts and non-governmental organisations. President Chiluba was forced to fire him, not because of the cogent of his ideas but for probably taking the idea to the gallery and abandoning collective responsibility. Dr. Chiluba’s concerns were that the assets were grossly undervalued; and were being sold as a single bundle to the Kafue Consortium. He also questioned the hyped up estimates that the Zambian government was losing US$1 million a day in maintaining production and the assets. President Chiluba also expressed fears that the continued low copper prices could be a manipulation. The Kafue Consortium was the sole bidder led by a British State-owned enterprise, Commonwealth Development Corporation (CDC), the initiator of the consortium, and South Africa’s Anglo Vaal (Avmin). “And Minister, if we are privatising our national assets, why are we selling them to

It is a book of political philosophy by an American political scientist, Professor Francis Fukuyama, which argued that with an ascendancy of Western liberal democracy which occurred after the Cold War (1945–1991) and the dissolution of the Soviet Union (1991) - humanity had reached “not just ... the passing of a
liberal democracy as the final form of human government. “Sir, Capitalism is a dirty word, but capitalism and liberal democracy is the future and standard for all governments,” Penza would repeatedly say. After the 1991 revolution and election of Frederick Chiluba as President of Zambia, Penza was appointed Minister of Commerce, Trade and Industry. Following an internal mini-revolt, President Chiluba fired the Minister of Finance, Emmanuel Kasonde in a cabinet reshuffle in 1993 and appointed Penza as Minister of Finance. In these roles, he was largely responsible for the dismantling of the established policies of President Kenneth Kaunda’s socialist planned economy. In 1994, Penza was nominated by the financial magazine

media that Kafue Consortium is paying $650 million,” said the President. Tell the truth, tell the truth even if it’s ugly. “Let that jet go back, leave your proposal here. We may have to table it before Cabinet.” And earlier, Penza had been in a public spat with the President and salaula traders. In his Budget Speech of March 1998, he had introduced sales tax on second-hand clothes popularly known as Salaula. President Chiluba had shortly after the Budget Speech directed that the tax be dropped as the matter was deemed to be against poor people. But Penza had proceeded to publicly defend the tax claiming that he targeted the importers not the traders or end users. A few days later, State House announced a sudden reshuffle that saw Penza dismissed and Edith Nawakwi made Minister of Finance, the first female Finance Minister in the country. Fukuyama has since revised his optimistic thoughts. He now says that liberal democracy and free trade may actually be rather fragile achievements. In his book, he recognises identity politics as the biggest threat to Democracy in “Identity: The Demand for Dignity and the Politics of Resentment” (Farrar, Straus & Giroux). Similarly economist Dambisa Moyo in the book; “Edge of Chaos: Why Democracy is Failing to Deliver Economic Growth and How to Fix it.” Dambisa believes Democracy is in crisis. And Dr Chiluba’s fears about prices on the London Metal Exchange have been proven right as mining companies can escape prevailing market prices by the use of various financial tools such hedging and transfer-pricing. It would be amiss and grave neglect on our side without acknowledging the categorical role played by the woman who has been at the helm of this publication and privileged to serve as its Executive Editor, Ms. Mary Malama Mbewe. Her award by Women in News (WIN) is a point of reflection and a vivid opportunity to re-define our approach toward gender issues. In the multiparty political dispensation of this youthful democracy of ours, women have been subjected to unfair competition when it comes to key decision making positions. They have been excluded from competing with men on a level playing field. It has become fashionable in the apparent chauvinistic Zambia to associate women’s ascendancy to the top with promiscuity even when they genuinely deserve.

Daily Nation Executie Editor receives more kudos It has become a “new normal” 20th century public life for deserving and qualified women who rise to be accused of having sexual affairs with their superiors or any other unethical acts yet little is said to men who rise the ladder unobstructed. All this is calculated to technically knock out women from fair competition with their male counterparts thereby creating the artificial dominance of men in key positions. Many women whose success we celebrate have endured such bullying and we assume Ms. Mbewe is no exception going by the vulnerability of women. The prestigious and lucrative award that Ms. Mbewe is being conferred with is a vindication that Zambia has sufficient women cadres of qualified and deserving human resource that has been unutilised at the peril of Zambia’s national development. There is no doubt the likes of Ms. Mbewe are still alive and
flourishing amongst sisters. They cannot be as courageous as Ms. Mbewe or women or like other women of her stature. We are grateful to have the current Head of State in President Edgar Lungu who against all odds has used his discretion to place youths and women in key decision making positions. The current political will should be supplemented by the efforts of other citizens in the private sector. Women are equally resourceful and useful wheels to promote national economic development. At the Daily Nation Newspaper for example, Ms. Mbewe has established herself as a dependable leader and many journalists at the institution whom we are privileged to associate with have attested this indisputable fact. In this society which is thirsty for authentic information, under the reign of Ms. Mbewe, the privately-owned paper has not starved us with balanced information.
It has subjected leaders both from the ruling and the opposition to accountability and scrutiny through its professional and unmatched editorial independence. It has not spared those aspiring for public office, especially that they came on the political scene under the guise of running an accountable Government yet their history is a mismatch from their self-centred claims. Having said that, we wish to join the nation and congratulate our gallant daughter of the soil Ms. Mbewe for this award that has made her to rise to prominence. Government must pay retirees their benefits Dear Editor, THE retirees who rendered valuable service to the country during their working life have become destitute. This is as a result of the government’s failure to pay them terminal benefits. Some of the affected retirees were retired ten years ago for instance. The worst part being that some retirees died before they could be paid their terminal benefits. This is not right. The gist of the matter is that it is the expectation of every employee to get his or her terminal benefits after retiring from active employment. The problem of delaying to pay the retired civil servants on time has been trending year in year out. In light of this sad state of affair, there is need for the government to put in place certain mechanisms so that the retirees are paid on time unlike what is currently prevailing; the retirees flock to their former work places pressing for their money. In light of the poor economic state of Zambia, the delay to pay the pensioners on time ultimately causes more suffering owing to the high cost of living. These
retirees don’t have the purchasing power to enable them meet their basic needs like food for instance. There are over 12, 000 retired civil servants waiting to receive their terminal benefits. Realistically speaking, this is not a small number. The government should find amicable solutions to ameliorate the problem of not paying the retirees on time. The Minister of Justice, Mr Given Lubinda is on record of having assured the retirees last June that the government had disbursed K500 million earmarked for paying them. To the contrary, Mr Lubinda can’t give the reason to justify the non payment to the retirees despite his assurance. Truth be told; there is still a backlog of cases of retirees who have not yet been paid their terminal benefits. Simply put, the government owes the retirees huge sums of money. The way forward is that the government through the Ministry of Finance should mobilise and release money towards the payment of the retirees’ benefits. The retirees have been waiting for their money for so many years. They have been reduced to beggars after rendering their service towards the development of the country. ELEMIYA PHIRI, Lusaka.
How parastatals can be compelled to empower youths Dear Editor, THERE is a quote that goes like "A Nation with Wealthy youths is a Wealthy Nation.” As 2021 is approaching really fast and I’m concerned at the pace we are moving in terms of both youth empowerment and employment. In as much as we have seen and heard of brilliant initiatives aimed at improving the welfare of youths regardless of our political affiliation the implementation has not really been effective to appease the majority of youths. Truthfully speaking we seem to have a lot of opportunities within our care yet failing to administer them to empower youths. It will be politically unwise to depend on the corporate vote alone ahead of 2021, because truthfully speaking the biggest share of votes come from grassroots mainly youths hence the need to devise models on how issues effecting them in terms of empowerment and employment can be addressed. PF is a grassroots party, therefore if we lose touch with the grassroots we should be ready to lose power come next year. Having said that, I wish to make my humble request to our distinguished Secretary to the Cabinet and Special Assistant to the President Political to cast the net wide, for sure they will discover that the real answer to challenges affecting our youths today in terms of empowerment and employment is right in our parastatals. The Secretary to the Cabinet and Special Assistant to the President Political, should engage all heads of parastatals to come up with models on how their respective institutions can assist with youth empowerment and employment. A policy must be made pending to be turned into law to make all parastatals give five percent on every major business contract to the youth. Employment opportunities, preference to be given to youths who have the capacity to deliver and possess necessary qualifications. Parastatals should be compelled to support apprenticeship programmess which will give our graduates the necessary experience being demanded by most institutions that clearly frustrate graduates. In as much as we have and appreciate the 20 percent sub contract policy we should understand that it will not yield desired results until we push it to Parliament to be made law. The Procurement Act must be revisited to favour Zambians mainly the young people trying to venture into business above all small medium enterprises (SME) unlike what is happening currently were it only favours foreigners or people with massive capital muscle. The threshold of K50, 000 worth of business that does not qualify to tender must be uplifted to K100, 000 with a law supporting it restricting it in favour of Zambians only, that way we shall support our small medium enterprises favourably and keep money in circulation. Business amounting to K500, 000 should be supported by law restricting it to Zambians that will surely win us back people's confidence as a caring government. Zambian-owned companies or business entities must be supported by law to allow them be paid first in full before commencing on paying foreign-owned companies. Come up with exciting incentives that are easily accessible for those who want to venture into the agriculture sector to allow it flourish which will certainly attract an influx of foreign currency through exports of finished products. The list of ideas is endless however I do believe that with the little I have suggested the morale on the ground can be revived making our political dominance unshakeable on the ground mainly among the youth. Mr Munkombwe assured that the corporation has planned various virtual events and initiatives for the rest of the year and 2021. “The artists on the Mosi Day of Thunder 2020 lineup will be incorporated into a number of brand initiatives that we are running to support the industry. The cancellation of the Collabo edition is an unfortunate outcome of the dreaded pandemic but we will try our best to engage with artists during this trying time for the arts industry.” And Director of National Arts Council, Adrian Chipindi said to cushion the loss suffered by artists, the Government had provided relief to the arts sector through the Youth Empowerment Scheme to help recover the losses made in 2020. IT is too harsh for the Teaching Council of Zambia (TCZ) to propose prosecution of teachers who are not registered, the Zambia National Education Coalition (ZANEC) has said. TCZ intends to take action against 3, 000 teachers who have not registered with the council. But ZANEC said the prosecution of erring teachers was ill-timed despite being supported by the Teaching Profession Act, No. 5 of 2013 given the negative impact that Covid-19. ZANEC Executive Director, George Hamusunga, said they were concerned about reports that TCZ was planning to take legal action against the 3, 000 teachers that were yet to get their practicing licenses. Mr Hamusunga said in a statement that the decision to take away 3,000 teachers from the limited pool of teachers would have a devastating impact on the country’s education system. He explained that the decision was too harsh because the education sector was among the many sectors that had been severely affected by Covid-19 as schools had been closed since March this year. Mr Hamusunga said similarly, a number of teachers in public schools were also currently highly indebted, mainly as a result of having over-borrowed from either the local banks or from the micro- finance lending institutions. Mr. Hamusungu urged TCZ to consider extending the grace period for getting licences in order to give an opportunity to teachers to comply with the legal requirement.

By ANDREW MUKOMA LIVINGSTONE Member of Parliament (MP), Mathews Jere, has proposed the creation of an additional constituency in the tourist capital. The MP said that the creation of another constituency would enhance development in Livingstone. Mr Jere said that the current K1.6 million which Livingstone Constituency receives from Government as Constituency Development Fund (CDF) was not enough. He observed the need to split the constituency into two as always advocated by the people in Livingstone. The MP was speaking during the unveiling of the market shelter and stands at Mbita Market constructed at the cost of K 415,000 under the CDF. Mr Jere said an additional constituency would entail more money under CDF. "It is our hope that Livingstone will have two constituencies so that more projects can be done in the city because what we receive now is not enough to see meaningful development," Mr Jere said. Mr Jere expressed delighted that the project had been completed, noting that the first amount which was released in 2012 was K195,000 and a further K 220,00 last year. He described the market shelter as a descent infrastructure which traders should not vandalize. At the same event, Livingstone Deputy Mayor John Lilema said the opening of the market shelter would enhance the safety of the traders’ goods at the market. Mr Lilema said traders would now be conducting their business in a conducive environment. “The key to the smooth functioning of this market shelter will highly be based on the effective cooperation between the marketeers and the council with an emphasis on both sides because the council alone cannot ensure the maintenance of this property,” he said.

OUR bodies were exhumed in the first quarter of this year in Kitwe in acts of criminality, the Kitwe City Council (KCC) has said. The council has since warned of stern action against people who will be found exhuming bodies from any of the six cemeteries in the city.

According to the council, section 94 of the Public Health Act states that, “it shall not be lawful to permit the exhumation of anybody which may have been interred in any authorised cemetery, burial ground or other places without
a permit granted.” Council Public Relations Manager, Chola Mwamba said that all the four cases were recorded at Nakayombo cemetery, after Kamatipa Township and East of Ganerton. "People should be aware
that illegal exhumation of dead bodies for whatever reasons is unlawful, unacceptable and inhumane behaviour that the local authority cannot condone," he said. Ms Mwamba said that exhumation of dead bodies in
Zambia could only be authorised for purposes of carrying out an enquiry or an autopsy on the death of a person and transferring of a body from one burial site to another. She said that that could however be only done through

a lawful procedure. Ms Mwamba explained that the local authority would commence a sensitization programme on the dangers associated with illegal exhumation of dead bodies from cemeteries. She appealed to all residents to refrain from loitering in cemeteries and tampering with burial sites of the deceased which she said was against the law.
‘Kick out failed opposition MPs’ By ROGERS KALERO MOST opposition Members of Parliament are out to criticise the ruling party to disguise their own failures in their respective constituencies, the Patriotic Front on the Copperbelt has said. PF Copperbelt youth secretary, Moses Musonda, said most opposition dominated areas had continued to lag behind in terms of development because MPs were failing to coordinate Government developmental projects. He said the MPs had thus resorted to condemning Government in order to hide their inefficiencies and failures. Mr Musonda was speaking in an interview in Lufwanyama yesterday. He noted that Lufwanyama had continued to lag behind in terms of development because the people in the area had been voting for the opposition MPs who did not care about them, but were only interested in making allowances for themselves and their families. Mr Musonda said however that PF MPs had been initiating empowerment programmes for marketeers while the opposition lawmakers were not willing to help the people in their constituencies. He said, therefore, that the electorate in lufwanyama should reject the greedy and nonperforming opposition MPs in next year’s general election. “When you vote for the opposition MPs, they dump you and every time they come here they give you excuses why they are failing to improve your lives. This area has been an opposition dominated area and this is why development has lagged behind and poverty has continued,” Mr Musonda said.

Jumbos target FRA maize By NATION REPORTER ELEPHANTS have continued to pose a threat at Food Reserve Agency (FRA) Kazungula main depot. The wild animals were searching for food and usually mill around FRA Kazungula main depot, posing a threat to the grain and the people around the area. FRA Executive Director, Chola Kafwabulula, said he was worried that many elephants that were in search of food would mill around the depot in the night. He said the latest incident happened on Tuesday night this week when the wild animals destroyed part of the depot boundary wall. “We know that since Livingstone is more or less like a national park animals have a right of way. But in working with the Department of National Parks and Wildlife (DNPW), they have told us that they can help us erect a special electric fence which can prevent elephants from getting here,” Mr Kafwabulula said. He said FRA did not want to use an ordinary electric fence because it could end up killing the elephants. He described the situation as a risk and that FRA management was givingpriority because there was a lot of maize at the depot. “Our concern is that we may end up losing that maize if it is not shielded from the elephants. They come for maize and buffaloes come for grazing but it is something we are giving very serious attention. “Staff working at the depot are not safe but as a temporary measure we normally buy them fire crackers to drive the elephants away. So they have been here from time Immemorial and if anything it is we human trespassing,” he said.

NEW YORK - New York City restaurants will be able to resume indoor dining at 25 percent capacity with some restrictions on September 30, New York Governor Andrew Cuomo said on Wednesday, relaxing one of last big lockdown limitations on life in the nation’s most populous city. Cuomo said the restrictions will include mandatory temperature checks at the door and requiring one member of each party to provide contact information for contact tracing should there be a Covid-19 outbreak originating from a restaurant. The state, which has refrained from reopening
restaurants in New York City due to concerns it would spread the novel coronavirus, could lift capacity to 50 percent by a reassessment deadline of November 1 depending on infection rates, Cuomo said. The governor told a news conference that the state would establish a whistleblowing system whereby patrons can anonymously report restaurants not in compliance by sending a text. “New Yorkers themselves will help with compliance,” Cuomo said. “New Yorkers will keep New Yorkers safe.” In a statement New York City Mayor Bill de Blasio admitted that dining at 25 percent capacity will not mark a full return to normal but characterised it as a starting point and a way to lift the city’s economy. “We are continuing New York City’s economic recovery by bringing back indoor dining,” de Blasio said. ” – REUTERS.
Brazil administrative reform to generate at least $57bn savings over 10 years, economy minister says BRASILIA - The Brazilian government’s administrative reform proposals to simplify and reduce the cost of the public sector will generate at least 300 billion reais ($57 billion) of savings over the next decade, Economy Minister Paulo Guedes said on Wednesday. This was the first estimate of how much the wide-ranging reforms will save the public purse. The government presented its constitutional reform bill to congress last week, the first of a three-part legislative process. Officials said savings forecasts would come when second and third phases of guidelines on salaries are presented. But speaking in an online live event hosted by the Braziliense Institute of Public Law, Guedes on Wednesday said a conservative estimate would be 300 billion reais over the next decade. “In a very moderate way, we
believe that it (savings) will be about 300 billion reais over 10 years. It is an important number,” Guedes said, noting that this follows last year’s social security reform that aims to generate savings of around 800 billion reais over 10 years. “When you add it all up, you really regain control over the future path of public spending, which was our main concern - how to control the explosive dynamic of public spending,” Guedes said. The economy ministry last week revised its 2020 fiscal forecasts to new record levels, to account for the extension of emergency payments to the poor through the end of the year. The ministry now expects the central government primary deficit excluding interest payments to reach 866.4 billion reais ($167 bln) or 12.1 percent of gross domestic product this year, up from 787.4 billion reais, or 11 percent of GDP, as forecast in July. – REUTERS.

OHANNESBURG - SA's business confidence rose in the third quarter of the year from record lows, indicating that the stark fall in second quarter GDP announced on Tuesday may be the year's low point. Rand Merchant Bank and Stellenbosch University’s Bureau for Economic Research published their quarterly gauge of business confidence on Wednesday. The data is based on responses from 1, 800 executives spread across the retail, wholesale and motor trade. Confidence picked up from a record low of just five in the second quarter to 24 in the third. "From such a low base, when the strictest of lockdowns took effect, this improvement is not entirely
unexpected," said RMB in a statement. The increase, according to RMB, suggests that SA's GDP can "recover some lost ground" when data for the third quarter is released. RMB and BER see a possibility of a 20 percent to 25 percent increase in GDP for the third quarter on a yearly basis. This would correspond, roughly, to an increase in GDP of five percent between the two quarters on a non-annualised basis. "While no doubt discouraging, the improved RMB/ BER BCI in the third quarter is supportive of these figures representing the worst point for this cycle", said Ettienne Le Roux, chief economist at RMB, in a statement. Meanwhile, FirstRand has enough capital to absorb dividend payments, its Chief Executive Alan Pullinger

HARARE Zimplats, Zimbabwe’s biggest platinum group producer, delivered another strong performance in the full year to June 30, 2020, navigating challenges and threats to workers and operations from Covid-19 pandemic, to help drive positive group results for Impala. The South African based platinum group metals (PGMs) producer, however, delivered marginally lower mine-to-market Six-Element concentrate volumes of 2.5 million ounces, a five percent decline from the comparable period, due to Covid-19.
But maiden contributions from Impala Canada and stable deliveries from Zimbabwean offset the impact of Covid-19 on South Africa where operations were suspended during a three week national lockdown initiated on March 25, 2020. NAIROBI - Copper vandals have shifted to targeting Kenya Power cables used in underground connection, threatening the firm’s effort to reduce outages and stabilise supply. Going under, which has seen Kenya Power spend billions in major towns, was billed as among the most secure ways to keep cables away from vandals but the cartel has taken the same route. An attempt to vandalise
a section of the 220 kilovolt (kV) line, which evacuates bulk power supply from Embakasi substation to the city centre, near Lang'ata Estate has sent stakeholders back to the drawing board on how to secure their lines. Energy Cabinet Secretary Charles Keter said there are plans to upgrade systems to detect such breaches given the high cost associated with repairing vandalised copper. “They use very crude

A key factor that motivated the state to increase the retirement age was to open a moratorium window during which to mobilise resources to pay off the huge backlog of retirees inherited from the previous administration in 2011. Therefore, it is imperative to pose the inevitable questions; what is the way forward? How does Zambia get out of this entanglement? Firstly, it is important to note that the situation is not irredeemable; it can be salvaged. While ERM like the traditional risk management does consider compliance it is a top-down process that prevents and mitigates losses and looks for opportunities in adversity for the organization thereby creating value and ensuring that the organisation’s objectives are met with minimal disruptions. FTER attracting interest from English giants Liverpool, Manchester United and Arsenal, Chipolopolo striker Parson Daka has caught the eye of Jose Mourinho's Tottenham Hotspurs. According to football. london, Spurs are considering to beef up their squad with the Red Bull Salzburg striker who scored a historic brace against Liverpool last
month. The 21-year-old former Nchanga Rangers and Power Dynamos striker who can also play out wide if required, scored 24 goals in 31 games in the Austrian top flight and laid on eight assists. Meanwhile, Daka became the first Red Bull Salzburg player to score a haul in an Austrian Cup match since 2014. Daka scored four goals and chipped in with two assists for the Red Bull Salzburg side that thrashed SW Bregenz 10-0

Salzburg continued to attack without mercy with Okugawa dribbling into the box and was brought down as Daka turned and tucked the ball in the near post to make it 3-0 in the 23rd minute. The Austrian giants continued to press on and Mo Camara unleashed a real rocket to sink the ball into the top corner in the 28th minute for Salzburg's fourth goal. Six minutes letter, Enock Mwepu slotted it in tidily from close range before Daka saw off two defenders and the goal-
keeper to fire in to complete a hat trick in the 38th minute. Daka made it 7-0 a minute later after benefitting from Kristensen who picked him out again to smash it into the back of the net before Sucic scored his first goal for the Red Bulls who were gifted a penalty two minutes before halftime.
