EVERS Mumba is a danger to the nation because his careless statements will cause unarrest as the country is going towards the general elections, Evangelical Youth Alliance (EYA) has said. And Lusaka PF provincial youth chairperson, Daniel Kalembe has said it is hypocrisy of the highest order for the MMD president, to claim that the Patriotic Front rigged the Lukashya by-election when his party could not even beat smaller opposition political parties. EYA Executive Director, Moses Lungu, said it was sad that clergymen who were supposed to be unifiers were in forefront putting the country in danger. Reverend Lungu said at
a media briefing yesterday, it was strange that Dr Mumba’s malicious attacks on government and Electoral Commission of Zambia had not attracted attention of the three church mother bodies. This gesture, he said risked denting the image of the church. “Dr Mumba has a church background and is a political leader. He said in an interview that it was important that ZCCM-IH moved quickly in ensuring that it started running the mine. Mr Musukwa last month announced that ZCCM-IH would increase its shareholding in Mopani to 51 percent or even more from the current 10 percent. Glencore, the holding company has offered 73.1 percent stake in Zambia’s Mopani Copper Mines to the government’s mining investment arm ZCCM-IH rather than becoming a minority
stakeholder. And Mr Musukwa bemoaned sentiments from some section of society that ZCCM-IH would not manage to mobilise funds to run the mining firm. He said that ZCCM-IH had stake in various mining houses and it would use the resources to run the mine. The minister said Government only wanted ZCCM-IH to mobilise the resources as quickly as possible to start running the mine. “ZCCM-IH has all it takes to run Mopani. So we are expecting them to raise money as soon as possible to start running the mine,” Mr Musukwa said. He said that ZCCM-IH was expected to run the mine professionally and independently.

HE Bank of Zambia (BoZ) will re-channel K3.5 billion stimulus package to other interested parties after an institution, which had earlier applied for the funds decided otherwise. This is from the Targeted Medium-Term Refinancing Facility (MTRF). According to the central bank, the K3.5 billion would now be rechanneled through other Financial Service Providers (FSPs).
This is contained in the latest MTRF update report released yesterday. In the report, BoZ indicated that it had received applications worth over K10 billion from the FSPs under the MTRF which was initiated in April this year. The K10 billion MTRF is meant to provide financial support to businesses and households during the Covid-19 period. The latest report however indicated that an application worth K3.5 billion, out of those received amounting
to over K10 billion, had been withdrawn. According to the report, the central bank currently has applications worth about K7.1 billion. The report indicated that the central bank had approved over K5.8 billion to both commercial banks and non-banks. “The funds were approved for 10 commercial banks and 11 non-banks,” the report said. The BoZ also indicated that more than K1.8 billion had been disbursed to six

THE Covid-19 pandemic has affected the entire global economy leading to currency depreciations in both trading and exchange value, Patriotic Front media director Sunday Chanda has said. Speaking on Hot FM’s Hot Seat program, Mr Chanda said the issue of the dollar rate was a reality faced by the global village and Zambia was no exception. “The issue of dollar rate is a reality that we have to deal with. We are aware that from the onset of Covid-19, the pandemic has affected global economies and in Africa it has caused severe distress to several economies and currencies have weakened as a result in both trading and exchange in value. “That is why we need to diversify the economy because when some countries shut down their borders then it means we are in problems. We can diversify the economy by looking at investing in critical sectors,” he said. And Mr Chanda also said government is borrowing in order to transition and develop the

A LAW to compel manufacturing companies to belong to the Zambia Association of Manufactures (ZAM) is expected to be taken to parliament during the current sitting. The move is expected to curb illicit manufacturing of products which currently being experienced in the country, says Ministry of Commerce, Trade and Industry Permanent Secretary, Mushuma Mulenga. Mr Mulenga was optimistic that the move, once approved, would bring sanity in the industry. He was speaking yesterday in Lusaka during the 34th ZAM
annual general meeting where president, Ezekiel Sekele, complained of illegal trading by some players in the industry. In response, Mr Mulenga said: “we will work with ZAM to ensure that this is done in the current sitting, not next year. We are pushing to ensure that it is passed this year, although it will depend on other businesses required for cabinet to consider. “The vision is that anyone in manufacturing must be a member of ZAM in whatever category they find themselves,” he added. Mr Mulenga said records at PACRA indicated that close to 15,000 companies had manufacturing as their primary activity.

‘Zambia must curb tax evasion in mining’

THE Zambia Revenue Authority (ZRA) should come up with a martial plan to curb tax evasion among mining firms, Golden Party Zambia President Jackson Silavwe has suggested. Mr Silavwe told the Daily Nation in Kitwe that there was need to set priorities right if the country was to realise the much-needed benefits from the mining sector. He charged that lack of political will to derive maximum benefits from mining firms was contributing to cheating. "ZRA has been busy chasing other things on the market, leaving out the real meat of what can contribute to the economy of the country," he said. He said it was sad that the country had never realised the full benefits from mining firms, post privatisation, stating that the benefits were derived during the time the mines were run by ZCCM. The opposition leader said that Zambians
would never get anything meaningful from the mining sector as long as companies remained in the hands of foreign nationals. He said that Government needed to have a tax regime that would ensure that the country retained maximum benefits from the mineral resources. "Zambians need to realise that they have the capacity to run the mines on profitability. The fear that no one would buy the copper should end because buyers will always be there as the commodity is also needed for many other things," he said.

PUT MUMBA TO THE TEST ALLEGATIONS of election rigging are serious and should never be taken lightly as these border on the integrity of the nation’s electoral process. It also touches on the democracy and the people’s will freely expressed through the ballot. To allege that such a process was tampered with, is a serious matter which the ruling party, the Patriotic Front should not laugh or brush off. The Movement for Multi-Party Democracy (MMD) president Dr Nevers Mumba has made serious allegations about the Lukashya constituency by-elections, in which his own party candidate performed dismally, only managing to garner about 114 votes. This was against more than 13, 000 votes for the winner, the PF’s George Chisanga, a lawyer and therefore more than capable of helping his party defend its honour against the pastor-turned politician, Dr Mumba. After his press briefing, Dr Mumba continued with his allegations on radio, a serious enough attack on the ruling party. We know that as a losing party, it is rare in Zambia to hear of losers conceding or giving credence to the victory of their opponents, and it is not surprising to hear Dr Mumba making noise about the elections. The MMD is one of the oldest parties, apart from UNIP and should therefore perform much better that it did in the Lukashya constituency. The dismal performance could be the catalyst to Dr Mumba’s anger and his desire to find an escape for the shameful showing. We are therefore elated that the PF is considering legal action against Dr Mumba so that his allegations can be put to strict proof. Since Dr Mumba claims to have gotten the information from a PF senior member, perhaps a court appearance would be an ideal opportunity to clear the air. To this effect, the Patriotic Front has threatened to sue Dr Mumba over his allegations that the ruling party rigged the Lukashya Parliamentary by-election in Kasama. “We are contemplating on taking Dr Mumba to court so that he can prove his rigging allegations,” PF deputy Secretary-General Mumbi Phiri said. She dismissed allegations that the PF had set up computer servers to hack into the Electoral Commission of Zambia (ECZ) system. Ms Phiri said lies that PF had hacked ECZ system were there even in 2016 but no one came forth to prove the allegations’ That is why it is imperative that this matter is dealt with now in a conclusive manner. As the ECZ introduces electronic registration, it would not augur well to have unfounded inflammatory statements flying around. The PF needs to take Dr Mumba at his word and ensure that he can prove his allegations in court. Even some opposition parties have expressed surprise at the allegations made by Dr Mumba, New Congress Party president, Peter Chanda, said Dr Mumba must be ashamed for lying to the nation. He said the opposition leader needed to tell the nation the truth instead of spreading lies. RETIRED judge Esau Chulu and five others have sued David Mwitumwa in the Lusaka High Court for breach of contracts of sale after he failed to issue them land which they purchased from him. Mr Mwitumwa, the owner of subdivision no. A of farm no. 2161 in Chisamba is said to have demanded that they top up money on the purchase price. Justice Chulu, who is chairperson of the Electoral Commission of Zambia, Museke Chilufya, Beatrice Makukula, Kashoki George Mubanga, Rabecca Lwando and Ignatius Mwanza are seeking specific performance of the various contracts of sale, exemplary damages, damages for mental distress and anguish. Other reliefs being sought is interest on the amounts due, costs of and incidental to the proceedings. In their claim, Judge Chulu and others stated that they entered into various contracts of sale with Mwitumwa relating to the 25 acres of proposed sub-division of farm no. 2161, Chisamba, in Chibombo district, Central
Province on September 11, 2012. Judge Chulu said the agreement between himself and Mwitumwa stated that full purchase price for the property was K200, 000,000 which is K200, 000 rebased and the amount was payable by initial installment of K100, 000,000 or K100, 000 rebased on signing the contract and the balance on or before completion. He stated that he paid K100, 000 as initial installment. Judge Chulu stated that despite remitting the initial payment to Mr Mwitumwa, he neglected and willfully decided not to comply with the terms of the contract by failing to obtain consent to assign or to complete the contract within the 90 days allocated from the date of execution of the contract of sale. He said the defendant through his agents, Nationwide Estate Agents, wrote a letter to him alleging that the contract of sale had become outdated, frustrated and expired due to excessive lapse of time without performance. Mr Mwitumwa through his agents purported to make a new offer of sale of the property at K360, 000.

Judge Chulu said on the same day, Lwando was offered to purchase a piece of land in the extent of 10 acres by the defendant through his agents at the price of K80, 000 and she has paid the full purchase price. Mwanza was also offered a piece of land by Mr Mwitumwa at K150,000 and he paid a deposit of K20,000 and he was shown a plot on the road frontage of Great North Road in Chibombo. He stated that there was consistent communication between him and Mr Mwitumwa through his agents regarding the purchase of the said piece of land. He said that the opposition have been caught up in their own web of lies so that they say that he has cancelled the trip. "The President had no intention of going to Southern Province in the first place. It was a hoax created by the opposition. "Now that they are caught up in their own web of lies, they want to say he has cancelled the trip. But did State House announce any trip to Southern Province. All we saw were briefings from people who don't work in State House,” Mr Chipampe said. United Party for National Development Party (UPND) has alleged that the party has unearthed a scheme in which the Patriotic Front (PF) wanted to disrupt President Lungu's trip to Southern Province and implicate Hakainde Hichilema. UPND National Chairperson Mutale Nalumango alleged that the party was aware of a well-hatched scheme in which the PF had allegedly lined up a number of violent cadres to boo the President on his supposed visit. Mr Chipampe has however said there was no such visit planned and hence no announcement had been made by State House as was standard practice.

EU commits K5.5bn to Zambia’s energy sector By BUUMBA CHIMBULU
OVER 2 € 40 million euros (K5.5 billion) has been committed by the European Union (EU) to support Zambia’s energy sector. The funds are earmarked to support the country’s energy sector under the current 11th European Development Fund (EDF). This is according to Jacek Jankowski, the head of delegation of the EU to Zambia and Common Market for Eastern and Southern Africa (COMESA). Mr Jankowski said the EU was committed to supporting the growth of the energy sector in Zambia by ensuring that there was affordable, reliable and accessible energy for every citizen. He said as much as the EU was in favour of the energy production, transmission and distribution, it also paid special attention towards development of renewable energy. Mr Jankowski said this when he addressed Journalists in Lusaka. “For us it is very important for the Zambian people to have reliable, accessible energy which they can afford and which is clean especially with our current situation of climate change,” he said. French Ambassador to Zambia, Sylvain Berger, observed the need for electricity in Zambia.
He said lack of electricity was an impediment to the growth of businesses. Mr Berger said it was critical to assist Zambia in stopping the costly load-shedding being currently experienced. He explained the role of the French Government in the funding energy projects through the French Development Agency and EU. Mr Berger emphasised the role of EU and its representative who would be an active participants at the forth-coming two-day conference to be held on 27th and 28th October on the theme, “Renewable Energy in Zambia –opportunities for French and Zambian companies. “France believes in partnerships; this conference will also include African Development Bank (AfDB) and the Institute of Finance and Economics (IFE) which house the French-Zambian Chamber of Commerce,” he said. Over 100 companies have confirmed participation at the renewable energy conference slated for next month in Lusaka. The conference objective is to assess the potential of the renewable energy sector in Zambia and its prospects, highlight the technical expertise of the French companies involved in renewable energy projects on the national level.

ZAMBIA and the United States (US) have signed a Memorandum of Understanding (MoU) on wildlife management and combating of illegal wildlife trade. Tourism and Arts Minister, Ronald Chitotela, noted with concern that illegal offtake and trade of wildlife products remained high in the Country. Mr Chitotela said it was the duty of his ministry entrusted with the management of precious wildlife resource to put an end to the scourge. The minister said this after signing the document. He added that collective efforts in responding to the challenge of poaching were needed, given the scale and international character the vice had assumed. Mr Chitotela said closer cooperation was needed in devising strategies, protocols, training, intelligence and resource interven-
tions. This, he said, would assist in combating poaching and other wildlife crimes. He expressed happiness that the signing would address the many challenges to Zambia’s wildlife protected areas, including encroachment, increased human-animal conflicts, high demand for game meat and limited sustainable revenue sources from tourism. Competition Commission clears Foschini-owner’s purchase of Jet Stores JOHANNESBURG - The Competition Commission says it does not see any reason why the acquisition of Jet Stores by The Foschini Group (TFG) should be prevented, despite concerns raised by competitors that TFG would enjoy market dominance. The watchdog recommended that the proposed transaction be approved with certain conditions including increasing TFG’s procurement of merchandise in SA and trying to save more Jet stores than the fashion retailer initially agreed to takeover. TFG offered to buy some Jet Stores for R480 million in July. But the Competition Tribunal heard on Wednesday that concerns have been raised by the South African Commercial, Catering and Allied Workers Union (Saccawu) and competitors like Mr Price. Tribunal Member, Enver Daniels said Mr Price was concerned that the lower rental rates that Jet managed to negotiate, as well as the roughly R800 million worth of stock that TFG will get as part of the deal will give it an unfair a competitive advantage. The National Treasury is trying to re-prioritise funds in the medium-term expenditure framework due next month to fill the funding hole at South African Airways, said the people, who asked not to be identified because the information hasn’t been made public.
The money will have to come from other government departments and programs, and may undermine efforts to revive an economy that’s been battered by the coronavirus pandemic, they said. SAA, which last made a profit almost a decade ago and has been reliant on state bailouts to survive, has been in administration since December. Firm gold price rescues RioZim HARARE - Listed miner, RioZim Limited, says gold production volumes plunged 39 percent in the interim to June 2020 largely weighed down by power outages, frequent mill breakdowns, low grade ore and delayed payments for gold deliveries. However, firm international gold prices partly offset damage caused by volumes decline. The diversified miner, which also has interests in diamond, coal and nickel processing, said payment delays for gold deliveries to Fidelity Printers and Refiners, a unit of the Reserve Bank of Zimbabwe, had remained inconsistent albeit amid the payments being intermittent. This, the miner noted, had
resulted in stock outs of key raw materials required in the production of bullion. The company said it was still owed a substantial amount and can only produce to the extent it has adequate inputs. RioZim, which operates three gold mines namely Renco Mine in Masvingo, Cam and Motor in Kadoma and Dalny Mine in Chegutu, said output fell 39 percent to 986 kilogrammes in the half year period compared to the same period last year. Power shortages negatively impacted mill throughput while persistent mill breakdowns and low grade ore from One Step Mine also weighed down on performance, one of Zimbabwe’s biggest gold mines said this week.
Kenya to go solo in trade discussions with Britain NAIROBI - Kenya will go it alone in negotiations for an economic partnership agreement with the United Kingdom, leaving its East African neighbours with an option to join later. This follows a decision by Tanzania and Uganda to agree on joining Kenya later to conclude the trade deal as a regional bloc as time ticks closer to the December 31 Brexit date. Brexit will close the window on the current trade arrangement in which EAC partner States
enjoy duty-free and quota-free access to the lucrative UK market. ECZ MAKING ELECTORAL PROCESS CREDIBLE
T
Dear Editor, HE credibility of elections in a multiparty democracy lies in the inclusivity approach by the body responsible for their conduct, the Electoral Commission of Zambia (ECZ). The electoral body has always been inclusive and has been very consultative and the online voter registration is a reflection of its inclusion of all stakeholders save for those who elect to exclude themselves from the process. The openness of the ECZ has made us repose more confidence that it is equal to the task in running free and fair elections. Here is our ten reasons which forms the basis of our belief; 1. The creation of the fresh register is meant to give Zambians a fresh start following the hostile political atmosphere. In 2016, others alleged that rigging was done using the deceased voter’s particulars. This will be helpful in ensuring that the ECZ working with other stakeholders from the ruling, opposition, the civil society and the citizens in general. Moreover, ECZ has told us that the voter’s cards to be issued will have a number of security features which will eliminate the possibility of fraud. 2. The new voter register will result in reduced voter apathy which was artificially created by the expansive yet slim voter register. The previous elections have recorded 30 percent voter turnout and this does not resonate with the
reality. It does not make sense that we should perpetually be having the three million voter turnout against the six million registered voters. This therefore necessitate the need to conduct and audit the current voter turnout and it resonates with the existing registered eligible voters. 3. Enhanced security in the conduct of the elections. Government has procured the state of the art equipment for the police and this will be proportional to suppress any possible violent conduct by those who may resort to extreme and unconventional ways of conflict management. In other words, voters will exercise their democratic right in a calm environment free from uncertainty. 4. Proactive approach by relevant institutions in maintaining law and order. There is zealousness in the enforcement of the electoral laws. Zambia Police through the office of Mr Bonny Kapeso has launched a series of interactive meetings with the various electoral stakeholders. That is meant to achieve the predetermined outcome of the free and fair elections. For the first time in the case of Dean Musaule and Another v. Romeo Kang’ombe (2020), the Constitutional Court acknowledged that the ECZ has wide powers to deal with electoral violence and it is high time it exercised them. This therefore gives the ECZ confidence and impetus to discharge its constitutional and statutory duty. Not too long ago, the ECZ even
threatened to disqualify the political parties that were engaging in political violence. In the Lukashya by-elections, the police freely arrested the perpetrators of political violence irrespective of political affiliations. 5. Increased funding to the ECZ. The ECZ has been given the financial independence in so far as fulfilling its spending programmes. At some point even the Chief Electoral Officer Patrick Nshindano expressed confidence that there will be increased budgetary allocation for the organisation. The funding will also be boosted by the increased fees payable as nomination fees by those wishing to stand for elective offices. 6. Openness in the procurement processes of voting materials. Although Government Printers was ready to print ballot papers for the 2021 electoral materials, it became necessary to look for a neutral actor to undertake this important duty. With ECZ’s honesty in sourcing the printer from outside Zambia, this will give Zambians enough time to debate and scrutinise the integrity of the printer. 7. Promotion of press freedom. The government has been resisting from censuring the media houses and there are no recorded incidences where it has censured any media for exercising its editorial independence. Government has gone an extra mile to put in the necessary institutional framework to promote dignity in the journalism profession. 8. The access to justice by concerned stakeholders as
citizens have been freely in taking up public interest litigation. For instance, the citizens petitioned the Constitutional Court to pronounce itself on President Edgar Lungu’s eligibility which was dealt within the reasonable time and it is now water under the bridge. In 2021, other citizens have been freely expressing their interest to present the frivolous suits against the President when he files the nomination papers. In addition, both the National Democratic Congress and Democratic Party have successfully challenged their de-registration in the courts of law. Additionally, the prisoners successfully defended their right to vote in the courts. That is what democratic governance demands. 9. Access to the ECZ facilities through the online voter registration. The ECZ portal will provide a platform for continuous interactions between the citizens and the organisation. The interaction between the electorates and the ECZ has been unheard of and this will uphold confidence among Zambians. 10. Lastly, ECZ has been autonomous in the discharge of its mandate and free from interference from the government, the President inclusive. Its autonomy needs our support. Debunking online voter registration (OVR) myths Dear Editor, I HAVE watched videos and read on several media platforms the issues that a section of the citizenry has been raising concerning Online Voter Registration (OVR). My conclusion is that most of these are false and misleading. I speak as one that has been involved in conducting elections programmes in Zambia and can boast of adequate experience to speak on the same. The Electoral Commission of Zambia (ECZ) was set up by an Act of Parliament to serve the interests of all Zambians regardless of political affiliation and must be seen as such. The negativity, scorn and venom being poured on ECZ is very dangerous and toxic for this beautiful nation. The ECZ is clearly on record explaining the purpose and benefits of Online Voter Registration (OVR). This has been introduced to quicken up the process and save on time for both the person registering and the registration officer and the organisation as a whole. OVR means a person does the larger part of the process and only leaving the biometric part and collection. (The biometric stages involves fingerprints, portrait and signature). The traditional way of Voter Registration (VR) will still be done but for a reduced period of about a month or so. So the question of rural voters where there is little or no access to technology should never arise. The reduced period of VR translates into a gigantic saving of taxpayers’ money, your money, by GRZ because registration officers and hiring of transport and other logistics will reduce. This saved money can in turn be channeled to other equally demanding sectors. The entire world is going digital and adopting smart ways of conducting business, and Zambia is only adapting to the same demands of this digital age. In as much I cannot personally guarantee the safety
of the OVR, I equally have no basis to doubt it. Unless any one individual has proof or grounds to doubt it and can clearly show its flaws. Why should this become a “suspicious” issue when most of us are heavily relying on these same digital platforms for our day to day activities? Banking is now largely an online activity and most of us trust our banks to be safe. Our life’s earnings and savings are being managed online and we even peacefully go to sleep knowing our monies are safe. People are studying online and obtaining degrees. Are we saying those degrees are fake? Meetings and conferences are now largely an online activity. Decisions have been made by governments and corporates through online meetings. Are those not binding? Some have even gone so the extent of meeting and marrying virtually. Why can’t we do the same with OVR? Why can’t we for once trust ourselves and our institutions that we can digitally do the right thing for our benefit? The tendency by certain sections to oppose everything Government and its agencies do is ancient and retrogressive. The Electoral Process Act of 2016 forms the basis for all these activities. And it is very clear on how the whole process must be done. It does not in any way disqualify OVR in preference to VR. The Act says ‘as creative’s. Who prescribes? ECZ has the mandate to prescribe. In both OVR and VR, voters are expected to submit their personal details and Registration Officers will need to check and verify this data before issuance of a Voter’s Card is done. Anything wrong with that? OVR or VR, we, as a nation, must strive to do the best by criticizing ‘wrongs’ and promoting ‘rights’ beyond our political party affiliations. Is this a repeat of the infamous Nikuv Register of 1996? Remember, some parties boycotted the 1996 Elections on flimsy grounds and have never recovered. Is any political party willing to go that route? This OVR must be supported by all Zambians and left to run its course. After all, we are in the new norm where online interactions must be promoted owing to the Covid-19 pandemic. ECZ is correct to go this route. This pessimistic approach is very unhealthy for the growth of our democracy. PERCY MWALE.

TAXI DRIVERS WANT NEW STATION By ANDREW MUKOMA

AXI drivers in Livingstone have requested the local authority to create another station as the Kazungula Border taxi is “highly politicised.” In the letter to the Livingstone City Council, the drivers said that the Kazungula Bor-
der taxi rank was more of a political station with restrictions to new members. The drivers have asked the council to designate a place where they could operate from other than the politically inclined taxi rank. Led by Victor Mweela and Joe Hansi, the drivers wrote a letter to the Town Clerk pro-
posing the creation of another taxi rank to accommodate more drivers. However, Livingstone City Council Public Relations Manager said that despite the contents of the letter being genuine, the local authority has no immediate plans of creating a new taxi rank or a bus station. In an interview with the
Daily Nation, Mr Mukela however noted that the issue would be tabled before the relevant committee. "Yes the council received a letter from some drivers proposing for the creation of another Kazungula station. However, as you know doing so requires a lot of things," he said. "It is not an issue that can
be done there and then because there are a lot of things involved. A station needs to have things like shelter, bathrooms for people to use as they wait for the bus or a taxi to get full," Mr Mukela said. He said even the Lay-by at the Tank and Mingongo were illegal bus stationsand that people were removed from

A 66-YEAR-OLD woman in Kabompo has died after a trailer of a speeding motor vehicle rolled over her. The woman identified as Ms Grace Mtonga was run over as she was walking on the pedestrian track and die at Kabompo District Hospital. North-western province Commissioner of police, Elias Chushi, said accident happened on Wednesday around 12:00 hours at Kufwayinda village along Zambezi road. He identified the driver as Frederick Bwalya, aged 36, whose vehicle, Toyota Surf, was towing an unregistered trailer. Due to excessive speed, he said, the trailer detached from the vehicle and rolled out to the left side of the road and hit into a pedestrian. "And due to the impact, the victim sustained fatal injuries and died upon arrival at Kabompo District Hospital," he said. Mr Chushi said the body has been deposited in Kabompo District Hospital mortuary awaiting post-mortem while the driver of Ndeke compound in Zambezi has been charged with causing death by dangerous driving. Meanwhile, a 30-year-old man has drowned in Kabompo River and the body was discovered decomposed. According to details made available to the Daily Nation, the man went missing for some days and was only discovered later. Mr Chushi identified the deceased as Davy Weyeke of Chisokone village in Pokola area. Mr Chushi explained that Mr Weyeke went missing from home on Sunday but was later found floating on Kabompo River at Lumbwe crossing point. "The Police were later informed and visited the scene, and the body was found partially decomposed such that, the body was buried there and then," he said. He stated that no foul play was suspected.

CELEBRATING THE ZAMBIAN PHARMACIST’S ROLE AND SERVICE AMIDST THE COVID-19 PANDEMIC By EDIFY HAMPANDE

PART from the fact that the inventors of Coca-Cola, Pepsi and Ginger Ale were all pharmacists, it is always a great joy to celebrate pharmacists from across the world whenever September comes along. The month of September is distinct to every pharmacist globally, particularly the 25th day because it commemorates the World Pharmacists Day. Every year, World Pharmacist Day is celebrated to promote awareness about the importance and role of a pharmacist. This year's theme is “Transforming global health.” On this day, the main aim is to showcase pharmacists and their positive effects on global health around the world. Historically, World Pharmacist Day was created by the International Pharmaceutical Federation (FIP) Council at the World Congress of Pharmacy and Pharmaceutical Sciences in Istanbul, Turkey in 2009. The FIP is the global body representing over 4 million pharmacists and pharmaceutical scientists across the world, including Zambia. This year’s commemoration of the World Pharmacist Day occurs when the world is ravaged by the deadly Covid-19 pandemic. In this article, I reflect on the role and services of Zambian pharmacists during the Covid-19 pandemic even as I align this to this year’s World Pharmacist Day theme "Transforming global health." My primary emphasis is to highlight how Zambian pharmacists are contributing to the shared vision of eliminating Covid-19 and transforming health through enhancing access to safe, effective, quality and affordable medicines and healthcare products, as well as from pharmaceutical care services for all. From time immemorial, the pharmacist has been one of the key health professionals actively and directly involved in care of patients in hospitals and in the community through the responsible provision of quality, efficacious and safe medicines to achieve the desired goals of medication therapy and improvement of the patients’ quality of life. This role has placed importance of the pharmacist in any healthcare system to ensure the selection and use of medicines is rational amidst scarce resources and health commodity security is assured at all times even in times of crisis such as Covid-19 pandemic. The rate at which Covid-19 infection was spreading globally, the World Health Organisation (WHO) feared that most health systems would be strained particularly in Africa, where the situation may be worse, and Zambia was not an exception. In view of this, there was need

for multi-sectoral action to find containment solutions. One of the key sectors to consider as part of the local solution are the pharmacists. Their unique services and roles they provide in community health remains valuable.
INFECTION The rate at which Covid-19 infection was spreading globally, the World Health Organisation (WHO) feared that most health systems would be strained particularly in Africa, where the situation may be worse, and Zambia was not an exception. According to the International Pharmaceutical Federation (FIP), pharmacists and the pharmacy workforce at community and hospital pharmacies and clinical biology laboratories are capable of preventing the spread of Covid-19 appreciably through supply of prevention products, advising the public, and supporting the efficient management of infection by supplementing efforts of the mainstream healthcare system interventions put in place by the Ministry of Health. Harnessing this sectors’ contribution to the Covid-19 mitigation strategy can go a long way in Zambia. Since pharmacies are often the first point of contact with the health system, the FIP made a call to national governments to support the sector in these roles and to count on pharmacists worldwide as key partners in the global effort to contain the pandemic. Many people may not think
of a pharmacist as an essential healthcare worker because they do not necessarily see them running around the emergency room or injecting them with syringes and intravenous lines at their local hospital, but this cadre of healthcare worker is more essential than people might think. In the current Covid-19 pandemic, pharmacists are working on the front lines to ensure patient safety while putting themselves at risk every single day. This year alone, pharmacists and pharmacy technologists have been pumping out much more volume of service with much less support, including proper personal protective equipment (PPE). Anyone can walk up to a pharmacy counter, making the pharmacist the most accessible healthcare worker to populations across the country. The role and services of a pharmacist is to provide pharmaceutical care to all populations, regardless of the risks involved. In performing this role, pharmacists are essential healthcare workers contributing to the country’s goal of ensuring universal health coverage and uninterrupted access to safe, quality and effective essential medicines for all, leaving no one behind. This role and service has been so increasingly important especially during the difficult time of Covid-19 pandemic which has seen an upswing in medicine and pharmaceutical product needs and demands for the prevention and management of Covid-19 amidst the induced global economic crisis and bottlenecks in the global pharmaceutical supply chain. Even in the face of the raging Covid-19 pandemic, hospitals (both public and private), local pharmacies and chemist outlets in all districts of Zambia where pharmacists provide their services have remained operating and serving the general public

Importantly, pharmacists have ensured that essential medicines for effective treatment of other endemic communicable diseases (e.g. malaria, diarrheal diseases, etc.) and non-communicable diseases (e.g. diabetes mellitus, hypertension, asthma, etc.) remain available to patients in the country. While the majority other formal and informal workforce in Zambia closed shop and reclined to work mostly from home owing to Covid-19 risks and lockdown mitigation measures enforced by the Government, Pharmacists could not
afford to close the pharmacies and not serve clients in preference to preserve their health, they continued to provide pharmacy services to all communities normally, despite the risks to their individual health. During the Covid-19 pandemic, pharmacies operating in communities of Zambia remained the first point of contact for most people seeking prevention products and medicines for
their health needs. Today, studies have shown that a pharmacist is the most accessible healthcare provider more specifically, the community pharmacist. Through their expert knowledge, skills and attitudes, pharmacist are well trained to respond to common minor ailments that present to the pharmacy thereby reduce overcrowding in hospitals and clinics while initiating appropriate referral of complicated ailments accordingly for further clinical management. They also respond to, identify and prevent medicine-related problems thereby safeguarding the public from harm associated with consuming substandard medicinal products. In the medication safety value chain, pharmacists are a key resource for the country. By accrediting eligible retail community pharmacy outlets to the National Health Insurance Scheme, Zambian people will be accorded not only enhanced access to essential medicines across the continuum of care but access to professional services of pharmacists. This is a positive stride Government is making to attain universal health coverage. Amidst the avalanche of reports concerning the spread of the Covid-19 virus, there is also recognition that pharmacists using their unique knowledge and skills are in unique position to make essential public health contributions in enhancing infection prevention and control (IPC). For instance, hand hygiene and respiratory hygiene being essential preventive measures against Covid-19, the WHO recommends the use of alcohol-based hand sanitiser as a practical alternative to hand washing with soap and clean running water. This product is, however, not routinely available for many people and places, exacerbated by the commercial supply shortage due to Covid-19. Pharmacists are uniquely trained in pharmaceutical compounding and have capacity to locally produce using raw materials WHO standard handsanitiser for both small and large scale supply. This capacity has been harnessed by ongoing initiatives such as the Brighton-Lusaka Pharmacy Link (BLPL) with support from the Tropical Health Education Trust (THET) (https://www.thet.org/covid-19/ hwaf/) conducted on-site handon capacity-building of hospital pharmacy staff to locally produce hand sanitizer. In June 2020, trainings and start-up materials were given in the five tertiary level public hospitals in Zambia namely; University Teaching Hospitals, Ndola Central Teaching Hospital, Kitwe Central Teaching Hospital, Livingstone Central Hospital, and Levy Mwanawasa University Teaching Hospital, respectively. Through a telephone inter-
view, I interviewed some pharmacists working in Zambia’s Covid-19 Isolation Facilities to find out what roles they were performing there. "We have been making hospital-grade hand sanitisers and supplying it within the hospital for use and at various entry points. Also, we have ensured proper storage, security and supply of personal protective equipments (PPEs) within the hospital and ensuring availability of emergency drugs," Mr. Sylvester Zimba – a Pharmacist at Levy Mwanawasa University Teaching Hospital said. Mr Zimba's response showed that pharmacists were at the front line in the fight against Covid-19. Undoubtedly, pharmacists are among the unsung heroes of the Covid-19 fight in Zambia. As a result of such pharmacist-led initiatives, skill gaps and capacity for enhancing IPC through in-house production of hospital-grade hand sanitiser for institutional use can be addressed by Zambian Pharmacists across all the public tertiary teaching hospitals in the country. Pharmacist-led initiatives such as this provide a model for sustainable capacity-building through internal skill transfer across national and international institutions. The capacity to locally produce hand sanitiser by pharmacist professionals can be nationally scaled up. This however needs support at national level to ensure sustainability. On the international front, pharmacists have continued to play a big role to provide guidelines and public health procedures aimed at curbing Covid-19. For instance, the FIP has issued a pack of 10 summaries for guidance on Covid-19 so as to prevent and control the spread of this pandemic. As we commemorate World Pharmacist Day on September 25 2020 even amidst the “new normal” of living amidst the Covid-19 pandemic, the value of the pharmacists in transforming health outcomes through innovative solutions is demonstrable by the roles and services the Zambian Pharmacists continue to provide. This year, let us reflect on these role and services that have risen to the challenge posed by Covid-19. Allow me to use the words uttered by one of the beneficiaries from the services of a pharmacist: "If life is a solution, then a pharmacist is a solute; a major ingredient of life," Sikawala said. Indeed, the dream of pharmacists to transform global health is a sense of good will. On this day of September 25 2020, let us all take time to celebrate the pharmacists in Zambia and across the world. Monuments glorifying SA’s divisive past must be relocated - Ramaphosa JOHANNESBURG - President Cyril Ramaphosa says that any symbol, monument or activity that glorifies racism and “represents our ugly past� has no place in South Africa. In his speech to mark yesterday’s Heritage Day, Ramaphosa said the government had worked hard to transform the heritage landscape of the country since democracy, coming from a history of prejudice and exclusion. “The naming and renaming of towns and cities forms part of this, as well as the erection of new statues and monuments,� he said in his speech. “Monuments glorifying our divisive past should be repositioned and relocated.� He said this had generated controversy, with some accusing the government of trying to erase history. “Building a truly non-racial society means being sensitive to the lived experiences of all this country’s people,� he said. “We make no apologies for this because our objective is
to build a united nation. Any symbol, monument or activity that glorifies racism, that represents our ugly past, has no place in democratic South Africa.� Ramaphosa said restoring dignity was the preoccupation of the current administration. The Department of Arts and Culture recently confirmed to Arts24 that the national audit of monuments had not yet taken place and that no statues had yet been earmarked for relocation. ZESCO PETITIONED ...as fans demand club hires a modern coach By MICHAEL MIYOBA ESCO United fans have urged the club’s executive committee to replace George Lwandamina with a modern coach who will restore the team’s status as a big team after missing out on the local league title and the CAF Champions League. Zesco United is expected to name Lwandamina’s replacement today. Speaking in an interview, Zesco United FC fans executive committee chairman Ernest Phiri hailed the club for releasing Lwandamina, in a move that has left the fans with mixed feelings. Phiri said that, while some fans feel disappointed others believe the decision taken will help redeem the club after failing to qualify for the CAF continental games and the Super Division won by rivals Nkana of Kitwe. And Zesco United Fans Executive Committee general secretary Moore Kaumba hailed Zesco United for heeding the fans’ cry to have a new coach with new ideas to manage the team. Meanwhile, Lwandamina, who won two league titles and one Absa Cup in his second stint at Zesco has been linked with a move to South African PSL outfit Black Leopards. Zambia Soccernet reports that if confirmed, Lwandamina will join former NAPSA Stars coach Samuel Banda who is Leopards goal keeper coach.

THE Zambia Boxing Federation (ZBF) has hailed the Zambia Army for promoting Green Buffaloes and Zambia national boxing team coach Wisdom Mudenda. Mudenda has been elevated to the rank of warrant officer class two by the Zambia Army. ZBF general secretary Bright Chomba said his executive was proud of Mudenda who will lead three Zambian boxers at the 2021 Olympic Games in Tokyo. Chomba said the move to elevate Mudenda will motivate him to continue working hard in the army and as a boxing coach. Chomba said Mudenda had achieved a lot since he was appointed as national boxing team coach, helping boxers to win medals at international tournaments. "As an executive from the time we appointed Mudenda, he has achieved a lot as a
coach. In 2017 he led a team of five boxers who won two bronze medals in Congo Brazzaville and qualified to the 2017 Germany world championship, in 2018 four boxers reached the quarter finals during the Commonwealth Games in gold coast Australia and in 2019 he led a team of five boxers during the All-Africa Games in Rabat, Morocco where the team won one bronze while five boxers won four gold medals during the five nation's tournament in Zimbabwe. "Mudenda guided three boxers to qualify for the Tokyo Olympic after impressing at the Africa games in Dakar, Senegal and as a federation we really appreciate Zambia Army command for recognising our coach," Chomba said. Chomba encouraged Mudenda to continue working hard as the boxing national team prepares for the Olympic Games where they will be expected to win medals.
