THREATS WON’T DO THERE is nothing wrong for citizens to ask their leaders, whether they are in politics or otherwise, to explain what they know about an issue. After all, is this not what good governance is all about, where leaders are asked to account for their past deeds for people to make an informed decision? United Party for National Development (UPND) president Hakainde Hichilema has found himself in the spotlight to shed light on his role in the privatisation programme of the 1990s. But instead of responding to these calls, Mr Hichilema’s cohorts have come out with guns blazing threatening mayhem. Senior Chief Mukuni of the Toka-Leya, a business associate of the UPND leader has warned that the battle lines would be drawn if Mr Hichilema was arrested for the role he played in the privatisation of State-owned enterprises. His royal highness must explain what he means. The gist of the matter is that Mr Hichilema allegedly manipulated the privatisation programme in which he was one of the consultants engaged by the MMD government to help in the disposal or sale of state-owned enterprises. It is in the public domain that Mr Hichilema’s role in the privatization programme has always been questioned especially that he often has boasted about his wealth earned through his business acumen. But the calls for Mr Hichilema to come out clean increased when former Finance Minister Edith Nawakwi questioned his conduct during the privatisation era when she appeared on ZNBC’s Sunday Interview programme. Ms Nawakwi, who is FDD president said Mr Hichilema did not declare interest in the sale of Intercontinental Hotel in Livingstone to Sun International despite having interest in it. She said he only advised Government that the lowest bidder was the best because the firm would invest US$50 million and create more jobs unlike other bidders. According to Ms Nawakwi, the privatisation documents for Intercontinental Hotel indicate that Sun International of South Africa, with a bid of US$5.65 million for the hotel was the lowest bidder even if it was offered the deal. The transaction document states that Victoria Falls Travel Bureau, a private company incorporated in Zambia bid US$20 million but was sidelined. Ms Nawakwi, said as Finance Minister at the time, she called Mr Hichilema who was the negotiating chairman in the privatisation of the hotel aside and asked him why he was advocating for the lowest bid when there were higher bids. Ms Nawakwi said Mr Hichilema assured everyone that Sun International Hotel had reserved significant amounts of money to invest in the hotel and increase the bed capacity, subsequently increasing jobs. “Mr Hakainde convinced us that the highest bidders were not only going to buy the hotel and change a few things but use it as it was. He said the lowest bidder was ready to invest US$50 million, which would result in more jobs. We accepted because we wanted more jobs for our people,” she said. Ms Nawakwi said Mr Hichilema was not telling the truth to claim that he did not convince anyone to give the deal for the sale of Intercontinental Hotel to the lowest bidder. In a nutshell, Sun International, registered in South Africa was linked to Mr Hichilema. And to add some drama, Senior Chief Mukuni is a partner in the business. But as Zambia Republican Party president Wright Musoma says, Senior Chief Mukuni should stop issuing threats against those seeking answers. With so much talk about corruption being alleged against those serving in government, the public must also be allowed to question opposition leaders when serious allegations are raised against them. What the nation wants are answers over what are perceived to be clear cases of dishonest dealings by the socalled “squeaky clean” individuals.

Ms Nawakwi said Mr Hichilema should answer pertinent questions arising from his TV statement: • How did he become director at Director at Southern Sun Zambia Limited? • How did he become the owner of Lima Bank house? • And we want him to explain how, he as receiver at RAMCOZ, how they left the workers there unpaid and they ranked themselves as preferential creditors. A similar behavior at LIMA Bank, where they paid workers very little money and paid themselves a lot of money. • We want him to explain how they performed as receivers at RAMCOZ. • How much money they found in the bank account?

• How much concentrates were there and at close, he must give account of how many workers were given dues and if the pension funds received their money. These are NAPSA, Mukuba, the creditors and the other interested parties at RAMCOZ. Ms Nawakwi, who is also Forum for Democracy and Development (FDD) president, said, “These are simple and straight forward issues and they cannot be the subject of an apology. “ He, she said, needs to understand that an apology will not arise, it will not happen and it will never happen. “Especially to a person from whom the people of Zambia want clear and unambiguous answers in his breach of trust in which he was involved in the privatization of public assets

and he needs to tell the public about his dealings. About him being director, shareholder and chairman of Southern Sun. That is what the people of Zambia want to know,” she said. She also said as the chairperson of the privatization of Livingstone Intercontinental Hotel where he found himself as chairman, these are the issues at stake which he needs to and cannot truly be a subject of an apology. She further said, “Advise him that Lima Bank, the back bone of Zambia, have one common denominator and that is government was a shareholder. Government in its wisdom, trusted this cahoot of a socalled private sector consultant who seemed to have connived to deprive the government of the republic of Zambia for liquidation or receivership of pub-

Mukula smuggling scam unearthed By SILUMESI MALUMO

THE Financial Intelligence Centre (FIC) has unearthed a scam where locally harvested Mukula is being smuggled out of the country using forged documents purporting that it was in transit from the Democratic Republican of Congo (DRC). In 2019 trends report, the FIC stated the Statutory Instrument which authorised DRC to transit forestry products through Zambia was manipulated to facilitate forgery of documents for forestry products harvested

locally and disguised as being from the neighbouring country It explained that the DRC government has not banned harvest and export of Mukula which some people were now taking advantage by forging documents to cheat to the authorities that the consignment was from DRC going to a certain destination when in fact not. The report indicates that some of the reports analysed by the FIC involved interception of Mukula by authorities in neighbouring countries who identified forged or falsified docu-

ments relating to the export of the endangered tree. The report indicates that in the case of Kalowa Mooto and the Director of Forestry and Attorney General (2017/HP/1016) the applicant sought the court to quash the Minister of Lands and Natural Resources’ decision that banned the export of all types of timber species for an indefinite period. It states that the judge ruled that the Minister’s decision to ban all types of timber export was illegal as it was not supported by any provision in the Forests Act No 4. of 2016.

382 proposals for 2021 budget received By BUUMBA CHIMBULU

GOVERNMENT has received 382 proposals from stakeholders for the 2021 National Budget which is expected to be presented this month on the 25th, bordering on both tax and non-tax measures which should be included in the plan. Out of the 382 proposals, 225 were on customs and excise, 90 were on direct taxes, 55 were on Value-Added-Tax (VAT) while 12 bordered on non-tax revenue. The inter-ministerial Tax Policy Review Committee comprising experts in direct taxes, mining matters, customs and

the inter-ministerial Non-Tax Policy Review Committee will be finalising their assessment of proposals and recommendations to arrive at the best possible revenue generation measures for the 2021 National Budget. This is according to the Ministry of Finance Spokesperson, Chileshe Kandenta. Mr Kandenta said in a statement that the bulk of the proposals focused on agriculture, agro-processing, manufacturing, tourism and mining sectors. "The response from the public is impressive because the submissions are generally in line with our commitment to

promote an open, inclusive, participatory, and transparent preparation process that promotes citizen ownership of the national budget," he said. Mr Kandenta said most submissions were also in line with the Governments development thrust and paradigm. He said all officials that were involved in the budget preparation process had been directed to deeply reflect on the assignment and implement well-structured engagement programmes with development partners. Mr Fwanyanga said that the issue would not go to sleep not until Mr Hichilema comes out in the open to tell Zambians the truth. He said in an exclusive interview that Zambians have the right to know because the properties that were privatised were public assets. “There is nothing wrong with people asking about privatisation. We want to know because HH is on record to say anyone who will prove to the nation that he mismanaged the privatisation process...so let him give Edith Nawakwi the two houses he talked about,” Mr Fwanyanga said. “Mr Hichilema claims to be the cleanest and capable person in Zambia so let him not cry foul when Zambians question him,” he said. Mr Fwanyanga charged that Mr Hichilema took advantage of the situation and manipulated the process. Consortium spokesperson, Spuki Mulemwa, said Zambians expected the UPND leader, to account for how he disposed of public assets. ZICTA fines all mobile network operators K5.4m By NATION REPORTER THE Zambia Information and Communications Technology Authority (ZICTA) has fined all the three mobile network operators a total of K5.4 million for failure to adhere to the Quality of Service Guidelines in April and June. A seven-day ultimatum has been given in which to pay the fines. Airtel Zambia has been fine K4.8 million for failing to meet parameters for call set rate in Chipata, Kalulushi and Lusaka. ZICTA corporate communication manager, Ngabo Nakonde said the charge also included the drop rate for Ndola, Chipata and Lusaka, and HTTP download rate on 3G in Chisamba. Ms Nakonde said

Mwandi UPND MP nabbed UPND Mwandi Member of Parliament (MP) Sililo Mutaba has been arrested for assault and causing actual bodily harm on a fellow party member. The incident is alleged to have happened following a dispute during inter party elections. Western Province Police Commissioner Charles Lungu confirmed the arrest of the MP and three others in Mwandi district. “Mr Mutaba has been arrested along with Mwandi Town Council Chairperson Lubinda Nyawa and two other senior unidentified officials,” he added. NO MAIZE EXPORTS, INSISTS GOVT By SANFROSSA MANYINDA GOVERNMENT cannot allow maize exports because the country has not produced excess grain, Agriculture Minister, Michael Katambo has said. The minister has thus challenged farmers to show that they have the capacity to produce more, only then can the export be expressly granted. He told the Daily Nation in Kitwe that demanding to open up the borders for maize sales was all politics. Recently, the Zambia National Farmers Union (ZNFU) said that lack of policy consistency by Government on export of products, especially maize was a drawback to farmers. But Mr Katambo said: “People should reason and not include politics in this matter because it is for our own good. Certain measures are put in place and the reasons are crystal clear. Mr Katambo said Government being a caring one and wanted to safeguard the national strategic reserves, hence the restrictions. In a message of condolences to India’s President Ram Nath Kovind, President Lungu said Zambians join India in remembering the departed leader as one of the greatest in history. “As the country mourns the departed former leader, I wish to take this opportunity to offer Your Execellncy, the people of Indian and indeed the bereaved family strengthen in God during this trying period,” President Lungu said. And Foreign Affairs Minister, Joe Malanji has signed the official book of condolences for the late former Indian President Pranab Mukherjee. Mr Mukherjee who was Indian’s leader from 2012 to 2017 died last week at the age of 84 in the Indian Capital, New Delhi. Mr Malanji signed the book of condolences in Lusaka at the Indian High Commission. Speaking to Journalists later after signing, Mr Malanji said the Zambian Government joined the rest of the world in remembering a great leader who had left an indelible mark on the developmental trajectory of that country. Malanji said it was imperative for Zambia to mourn with India because of the cordial bilateral relations the countries have enjoyed for a long time. He said the late former Indian president who was until his death a member of Indian’s Congress Party was an inspiration to many around the world and that country. HE Young African Leaders Initiative (YALI) has written to the Chief Justice to institute a commission of inquiry or a tribunal into the sale of national assets which took place between 1992 and 1998. Banda could however not take plea because the offence he is charged with is triable by the High Court of Zambia. It is alleged that on July, 6, 2020, Emmanuel Banda, John Lungu, Maxwell Pito, Moses Silyonde, and Lyford Phiri assaulted Allan Mbewe at Lusaka Central police station. After the offence they are charged with was explained to

them by Magistrate Mwale, the five said they understood the charge. Magistrate Mwale then informed the accused that they could not take plea before him because the offence they were facing was only triable by the High Court. The matter has since been adjourned to September, 25, for mention after the state informed him that the Director of Public Prosecutions had not yet issued a certificate of committal to the High Court for trial. Magistrate Mwale however wondered why the certificate of committal was not yet ready when the state was aware that the matter had delayed. Banda, of plot number 504 Petauke Turn-off, is facing another case of unlawfull assembly in the Chipata Magistrate’s court. Ms. Skinner said Germany’s support will allow the country to bolster not only the frontline response to Covid-19, but the continuity of essential services. And receiving the donation, Health Minister Chitalu Chilufya said the partnership will support the continuity of life-saving essential health services while responding to the Covid-19 pandemic. Dr. Chilufya said the donation will also mitigate the adverse economic impact of Covid-19 on vulnerable households by supporting the Government’s Emergency Cash Transfer programme. And the minister said no death of Covid-19 has been recorded in the Zambia in the last 24 hours as the total number of death stands at 292. The country has however recorded 108 new cases of covid 19 out of 1, 077 tests done bringing the cumulative number of cases to 12, 523. 68 recoveries were recorded bringing the total number of recoveries to 11,562. In the last 24 hours, Zambia has recorded 108 new cases of COVID-19 out of 1,077 tests done , 0 deaths and 68 recoveries. This is according to the Federation of Small Scale Mining Association of Zambia (FSSMAZ) president, Joseph Mwansa. Pastor Mwansa emphasised that small scale miners were struggling financially as they were unable to access capital needed for their businesses. “The issue of the bank asking for collateral is really putting the small scale miners in a corner and making them not to function. Most of small scale miners do not have collaterals. “These banks that we have in Zambia are unrealistic and unfair, how do we improve the mining sectors without capital?” he asked in an interview. Pastor Mwansa said that affordable financing was also critical in helping small scale miners to busy machinery for their businesses. Small scale miners, he said, owned by Zambian lacked machinery and that it was difficult to improve business without the required machinery. “Small scale mining in Zambia is an economical vehicle of

our nation which can help to lift the standard of our people, Small scale miners in Zambia are facing big challenges which are like mountains that we are failing to level. “Lack of machinery is another issue in the mining sector this a sector that is supposed to change the picture and the economy of our nation,” Pastor Mwansa said. ‘Step up manufacturing to save falling Kwacha’

THE exchange rate has revealed key structural issues such as the need to step up manufacturing potential, including fertiliser production to assist shore foreign exchange buffers. The Kwacha has been on a losing streak and is almost approaching 20 for a unit of dollar. According to the Business Telegraph Magazine, the Kwacha’s performance could also be an indication of the need for self-sufficiency in fertiliser manufacture locally. The magazine explained that the Farmer Input Support Programme (FISP) cycle lumped the markets with significant dollar demand which could be absorbed more effectively through allowing Nitrogen Chemicals of Zambia to produce fertilisers for the programme. “With an aggressive currency rout as agriculture input and petroleum demand builds at a time, reserves are as feeble to decade lows at below three months of import cover. “Arrears are being dismantled, liquidity getting to suppliers and contractors but because Zambia is a net importer, all these actions are pushing dollar demand higher,” the Telegraph said. The Telegraph indicated that Covid-19 had ravaged markets to render traditional economic correlations meaningless. As such, it explained, monetary policy has shifted not only in Zambia to prioritise growth which had been eroded significantly while inflation and currency depreciation ranked second. Zambia’s recession forecast stands at 4.2 percent for 2020 as consumer demand shrunk, forcing a 350 basis points rate cut to the lowest ever policy rate of eight

ARARE Money changers in Zimbabwe are finding the going tough following the ban on mobile money agent lines and the introduction of daily transaction limits. The Reserve of Zimbabwe recently banned mobile money agent lines as well as set $5, 000 as the cap for daily transactions for individuals. The central bank also introduced a policy that limits mobile wallet users to only one account per individual. Agent lines were being used across the country to cashin and cash-out as well as for sales transactions. The RBZ suspected that some of the lines were being

used to fuel the black market causing a spike in foreign currency rates. Reports abound that the lines had become a conduit for hundreds of millions of dollars monthly, part of which was being used to attack local currency. The Government in June this year, however, ordered the suspension of mobile transactions to allow for investigations in the parallel market. “Agent wallets are no longer serving any legitimate purpose and were now being used primarily for illegal foreign exchange transactions. Agents’ mobile money wallets are therefore abolished, with immediate effect,” the

RBZ said recently in its Midterm monetary policy statement. When EcoCash was first introduced agent lines were used for cash-in purposes at a low level. However, some unscrupulous individuals took advantage of cash shortages that the country is facing to fleece members of the public, charging almost 100 percent to cash out. The RBZ said agents who currently had funds in their accounts would transfer them into their bank accounts after providing sources of the money. “Agents currently holding value in suspended and frozen wallets shall be allowed to liq-

uidate the funds to their bank accounts, upon the Financial Intelligence Unit (FIU) having satisfied itself of the legitimacy of the source of the funds.” When the RBZ suspended and froze agent and bulk-payer wallets in June, mobile money operators allowed illegal foreign currency dealers to use multiple individual wallets as a means to bypass the transaction limits and continue with their illicit transactions. “Mobile money operators shall, with immediate effect, close all multiple wallets, and allow just one wallet per individual,” directed the RBZ. – NEW ZIANA/HERALD BUSINESS.

Banks rush to comply with deposit box rules NAIROBI - Banks are rushing to implement a directive by the Central Bank of Kenya (CBK) on declaration of the contents of safe deposit boxes held in lenders' vaults. Last week, banks continued writing to their customers urging them to adhere to the directive that seeks to curb potential for abuse of the privacy of the facilities by money launderers. Ethiopia, Sudan and Egypt have been locked in a bitter dispute over the filling and operation of the Grand Ethiopian Renaissance Dam (GERD), which remains unresolved although the reservoir behind the dam began filling in July. “State has decided to

Aquaculture loans in low uptake KASEMPA District Administration is disappointed with the low number of applicants interested in getting aquaculture loans from $6 million. Mwiya Thulani, the District Administrative officer, said it was disappointing that youths were failing to apply for the loans. “The aquaculture seed fund is meant to help youths who are in fish farming but they are not applying for the loans,” Mr Thulani said. He said youths should not hold back from applying for the aquaculture loans as the repayment period was very flexible. Mr Thulani was speaking in an interview. “They apply for it they have about two pounds, they will be given a free time of about six months before they start repaying the loans,” he explained He said the Citizen Economic Empowerment Commission (CEEC) would only demandpayment on the loans after the person has sold the produce. “The time you start selling that is the time that you start paying back something so it is very fair”, he said. Mr Thulani advised the youth who applied for the loans to consider planning their business in such a way that there was constant cash flow. “They should do their fish farming business in such a way that it produces a revolving income instead of one off sales,” Mr Thulani added. The fight which took place in the council chairman's parlour was as a result of misunderstanding between the two according to sources. According to sources, the Council Secretary is said to be operating from the chairman's parlour, a situation which angered Mr Mangisha.

By ANDREW MUKOMA CONFUSION has emerged in Livingstone’s Zambezi Ward where residents are accusing their Councillor, Robert Wandila, of being behind the sale of land which belongs to the community. The community land known as Magoregore which sits next to the National Heritage Commission site, has been used for community meetings and also as a polling station by the Electoral Commission of Zambia (ECZ). At one time, the area was bombed during a raid before independence and had been lying bare since the 1960s. However, the residents were shocked to see someone developing a structure on the piece of land. One of the residents Mr Michael Inyambo who was once a councillor, called on Livingstone City Council to respond to allegations that the councillor had sold the land. He said the community would not allow anyone to develop structures on the land in question. Mr Inyambo said the community had on several occasions called on the Councillor to explain why someone was digging a foundation at Magoregore. “This place was being used as a centre to train women in tailoring and chicken rearing for their empowerment. We also used this place for community meetings since President Kenneth Kaunda’s regime in

"And in the process, he punched me twice on my nose, until I shouted for help, that's when some council staff came in and separated us," he said. He mentioned that he has reported Mr Mangisha to police for assault. Meanwhile, Mr Mangisha has also reported Mr Kaoma to police for assault. Efforts to get confirmation from Northwestern province Commissioner of police, Peter Chushi, over the incident proved futile by press time.

FORMER Roan Antelope Coppermine Limited (RAMCOZ) and dozens of displaced residents of Luanshya will receive empowerment in form of building materials from Government as a way of alleviating their suffering. The government will render help through the Disaster Management and Mitigation Unit (DMMU) for the former RAMCOZ employees, who were retrenched before Luanshya Copper Mine management took over operations in 2004. DMMU national coordinator, Chanda Kabwe, said that Government was aware of the former miners’ suffering after the privatisation of the mine. “Plans to empower the families who have been displaced in Luanshya’s Kawama area and those whose houses collapsed during the last rainy season in Roan’s Pama Church are underway. Mr Kabwe explained that the DMMU was working closely with the offices of the Mayor and District Commissioner in Luanshya. He assured that former miners, who did not benefit from land, were assisted and that the displaced and those whose homes collapsed were assisted with building materials to construct new houses. Mr Kabwe said Government was determined to ensure that all Zambians regardless of their status in society were helped in preventing contracting Covid 19. About 50, 000 face masks were given for residents to adhere to Covid-19 regulations and the Public Health Act. And Luanshya Mayor Nathan Chanda thanked the DMMU for the timely intervention aimed at addressing the plight of the displaced Kawama Township residents. He said that some residents of Roan whose houses collapsed during the rainy season were assisted with land to build their houses by the Luanshya Municipal Council. Mr Chanda, who is also PF Copperbelt chairman, said that most of the residents who were offered land lacked building materials. The mayor explained that the people of Luanshya were among the most affected victims of the mismanaged privatisation of the country’s mining sector. THE Zambia-China Economic and Trade Corporation Zone (ZCCZ) will construct a bus shelter and an ablution block at Sabina junction in Chambishi Township. This follows a council resolution for ZCCZ to construct a bus shelter and an ablution block as a trade-off for the property rates arrears among other requirements. ZCCZ Corporate Affairs Manager, Steven Lindunda, said the project cost had been estimated in the range of K600, 000 to K700, 000. “We are ready to start the works following the construction site hand over by the Local Authority and the company intends to complete the project before the onset of the rains,” he said. And Kalulushi Mayor, Rashida Mulenga, expressed gratitude to a private individual who offered the parcel of land where the bus shelter and ablution block would be constructed. The Mayor said the bus shelter and a decent ablution block would e convenient for the commuters and the development would address the requests from the residents for a decent bus shelter in the area. Ms Mulenga said that it was gratifying that investors in the area were thinking of developing areas they were operating from. She however called on other stakeholders and cooperating partners to emulate what others were doing to develop their areas of operation.

HE levels of bitterness, agitation and aggression that Senior Chief Mukuni exhibits every time Hakainde Hichilema is called to account on his wealth or the role he played in privatisation is utterly shocking. Why is it that Mr Hichilema and his close allies that include Senior Chief Mukuni get so bitter when the man is called to explain himself and tell the nation about his wealth and the role he played in the country’s privatisation

programme? The other issue we are surprised about is the levels of hate and bitterness that Senior Chief Mukuni has against the Patriotic Front and President Lungu. The statement we have read where Senior Chief Mukuni is quoted having stated that they are ready for the PF should they touch Mr Hichilema leaves much to be desired. In the statement we have received, Senior Chief Mukuni is making wild allegations that the PF wants to arrest the UPND leader, poison him and

eliminate him ahead of the 2021 general elections. It is extremely unfortunate and unacceptable that Senior Chief Mukuni is making weird allegations against the State and the ruling party. We have stated before that Senior Chief Mukuni seems to have forgotten his primary responsibilities as a traditional leader who should be a parent to all of us and has resorted to divisive and tribal approach to issues. This is very dangerous! We know the traditional ruler is UPND but his position and status requires him

to approach issues with high levels of sobriety. He is more of a UPND cadre and a tribalist than a chief! This country expects traditional leaders to be a uniting factor and not divisions and hatred. Mr Hichilema is not above the law. If he was involved in any criminality at the time of privatisation, he must face the law like anybody else. That’s why we have courts of law. The courts will either exonerate him or convict him. This has nothing to do with the PF or President Lungu and we should not be insulted over concerns or allegations levelled against Mr Hichilema by the FDD leader, Ms Edith Nawakwi who served as Finance Minister at the time of privatisation. Some PF ministers and members have been subjected to facing the law on various allegations of corruption and the courts have acquitted them. Therefore, there is nothing sinister about subjecting Mr Hichilema to the court process should there be need for such an action as by law established. Mr Hichilema is seeking the highest office of the land, to become Republican President. There is absolutely nothing wrong to do due diligence on him and to subject him to the court process if he was involved in any criminality. KENNEDY KAMBA, PF Provincial Secretary, Lusaka Province.

I WRITE with disgust on how Zambia and Zambians at large have lost it out on real politics and politicians. The current crop of politicians leave much to be desired to say the least. They have just assigned themselves to be noise makers instead of being the government in waiting. No wonder PF is having it easy because they face no real challenge on the political battle front. Instead of giving alternatives to the government, they are busy embroiled in a fight to get into power, much to the disappointment of the general citizenry. Dear Editor, AGRICULTURE has been regarded as the mainstay of Zambia's economy. Our country is slowly but surely reducing her overdependence on copper as the major foreign exchange earner. This is because copper is a wasting asset; meaning that once depleted through mining, it cannot be replaced. It is a fact that agriculture is business and it is no longer the preserve for the old people. This is because both young and old people can undertake agricultural activities. These include crop farming, animal husbandry and poultry farming among others. Ii is important that Government expedites the distribution of farm inputs across the country. The late distribution of

farm inputs can adversely affect the crop yield for the next farming season. Worse still, some roads particularly in rural areas become impassable during the rainy season. Ultimately, the distribution of farm inputs exercise will be very difficult to be carried out. The Minister of Agriculture, Mr Michael Katambo is on record of assuring the nation that the distribution of farm inputs would be quicker, so we expect just that. I itherefore implore the government through the ministry of Agriculture to expedite the distribution of farm inputs across the country. SARSCOV 2 AND ACE 2, THE LOCK AND KEY MECHANISM.

H

ELLO from the inside, how are you my dearest reader, I hope you, your moods are high with the dawning of summer. As for us here it doesn’t matter how hot it gets or how much we sweat, the donning of PPEs continues as usual in the hope of saving someone’s life. As a matter of fact, it’s around 01:00 hours that I’m editing this article. I’m just from doffing (removing) my PPE from ICU where we were resuscitating a strong fighter who’s been holding on and is still fighting on though at the same time is prepared to say the final goodbye which a lot have said. Some say it in their agonising voices while others say it through notes because they can’t use their voice to reach us. Nonetheless anyone who reads the note can hear the tonation of their voice so clearly. I wish and hope you could also hear the tonation of my voice as you read these words “BELOVED WE ARE AT WAR, OUR ENEMY IS VERY POWERFUL, NEVER RESTS AND IS CLAIMING LIVES AT A RATE UNFATHOMABLE, IT’S UP TO YOU AND ME TO STOP HIM LEST HE STOPS US FROM SEEING ANOTHER BEAUTIFUL SDUNRISE. AGE AND SEX DON’T MATTER SO IS WHETHER YOU HAVE AN UNDERLYING CONDITION OR NOT. There has become a worrisome notion to think that Covid-19 only claims those with underlying conditions, this is very dangerous, have addressed this in one of my upcoming articles entitled “COVID-19 IS OLD ENOUGH TO STAND ALONE.” As we proceed with the second part of “Know thine enemy,” let me first congratulate all of you who are not of medical background for still holding on. I know Medicine is boring to most of you and has too many jargons, this I understand very well and do sympathise with you that is why I try as much as possible to make these articles simple and yet still carry the intended message. Unfortunately, not every-

thing can be simplified or translated in our language for instance words like Endoplasmic reticulum are hard to translate or even the word virus itself, we can just call it kadoyo but even a bacteria is a kadoyo. Then there are amino acids which are the building block of proteins, the genetic codes DNA and RNA, it’s hard and these are all huge topics in Biochemistry and I owe it to Svetlna my Russian Professor of Biochemistry that I love and you understand Biochemistry so well because she would literally make us live in the world of chemicals and reactions such as Bismark, Martin,Tosin and I incorporated the terns and reactions in our daily lives. THERE ARE 2 THINGS INVOLVED. To try to summarise Part 1, I WILL PUT IT IN THE FAMOUS FORMAT OF KLINT THE NIGERIAN COMMEDIAN In this world or as others may say “in the Weldi” it, the survival of the fittest, every species is trying to survive even at the expense of others there. We humans are very good at attacking and eating other organisms especially chicken and cattle etc including very strange wild animals like those found in the wet market of Wuhan province where the Covid-19 pandemic is believed to have started from. Likewise other species also want to prolong their existence like SASRCOV 2. So here there are two things involved, its either humans are the hunters or we are the hunted, if we are the hunters we are safe but if we are the hunted there are two things involved. It’s either our enemy is a Bacteria (and other organisms) or a Virus If it’s a Bacteria we are a bit safe, but if it’s a Virus, there are two things involved. Its either it’s a DNA virus or RNA virus, if a DNA virus we are a bit safe, if RNA virus, there are two things involved, it’s either a Negative sense RNA Virus or a Positive sense RNA if Negative RNA sense virus we ae a bit safe, but if it’s a positive sense RNA, there are

two things involved, it’s either it has less affinity for receptors or higher affinity, if it’s less affinity we have SARS of 2003 but if its High AFFINITY THEN SARSCOV 2 and we are not safe, we chose the worst guy to mess with – TRAPPED. To try to understand the second part, I will highlight the main characters in this invisible war. The characters ae as follows; THE VILLAINS SARSCOV 2 THE MASTER MIND , THE SMOOTH CRIMINAL. ANGIOTENSIN 2 (abbreviated AGII), THE REBELLIOUS PRODIGAL SON THAT NEEDS TO BE CONTROLLED AFTER PERFORMING HIS INTENDED FUNCTION. THE HERO ANGIOTESIN COVERTING ENZYME 2 (ACE2) RECEPTORS, THE CHIEF OF SECURITY AT THE GATE AND THE CONTROLLER OF ANGIOTESNSIN ACE2 ACE2 is a protein on the surface of many cell types. It is an enzyme that generates small proteins – by cutting up the larger

protein that then go on to regulate functions in the cell. Being an enzyme it interacts with other molecules to increase or decrease some reactions and these interactions are very specific as the two should perfectly fit like a lock and key. The normal function of

ACE2 is to regulate AGNII after the latter plays a role in Blood pressure regulation. When renal blood flow is reduced, cells in the kidneys release renin and secrete it directly into circulation. Renin then carries out the conversion of A PROTEIN called angiotensinogen, released by the liver, to I. Angiotensin I is subsequently converted to angiotensin II by the angiotensin-converting enzyme (ACE) found on the surface of vascular endothelial cells, predominantly those of the e to increase by acting directly on the blood vessels and also stimulating the glands on top of the kidney to do the same by produce a hormone called aldosterone which also raises BP. However AGII doesn’t end here if not regulated he causes damage to cells to cells, that is where ACE2 comes in to regulate AGII,so ACE 2,changes AGII to some other form that is not harmful to the cell. ANG II drives lung injury. If there is a decrease in ACE2 then ACE2 can’t break down the ANG II protein, which means there is more of it to cause inflammation and damage in the body.

SARSCOV 2 THE SMOOTH CRIMINAL Sarscov2 doesn’t come to break in like an armed robber with guns, or indeed with machetes like the infamous 14 boys of Chalala which Duze helped to lock up,he slides into your yard quietly and

like sophisticated experienced smooth criminal he has studied your lock and key mechanism and has made the exact copy of the key such that when he

gets to the door of the house, he doesn’t struggle using the spike-like protein on its surface, the SARS-CoV-2 virus binds to ACE2 – like a key being inserted into a lock – prior to entry and infection of cells. Hence, ACE2 acts as a cellular doorway – a receptor – for the virus that causes COVID-19. THE TRAP The binding of SARSCOV2 TO ACE 2 RECPTORS CAUSES THE BODY A TERRIBLE DILEMNA.. Of greatest relevance to Covid-19, ANG II can increase inflammation and the death of cells in the alveoli which are critical for bringing oxygen into the body; these harmful effects of ANG II are reduced by ACE2. When the SARS-CoV-2 virus binds to ACE2, it prevents ACE2 from performing its normal function to regulate ANG II signalling. Thus, ACE2 action is “inhibited,” removing the brakes from ANG II signalling and making more ANG II available to injure tissues. This “decreased braking” likely contributes to injury, especially to the lungs and heart, in Covid-19 patients. When the amount of ACE2 is

reduced because the virus is occupying the receptor, individuals may be more susceptible to severe illness from Covid-19. That is because enough ACE2 is available to facilitate viral entry but the decrease in available ACE2 contributes to more ANG II-mediated injury. The virus also impacts other tissues that express ACE2, including the heart, where damage and inflammation (myocarditis) can occur. The kidneys, liver and digestive tract can also be injured. Blood vessels may also be a site for damage. Some researchers even argue that a key factor that determines severity of damage in patients with Covid-19 is abnormally high ANG II activity. Does everyone have the same number of ACE2 on their cells? No. ACE2 is present in all people but the quantity can vary among individuals and in different tissues and cells. Some evidence suggests that ACE2 may be higher in patients with hypertension, diabetes and coronary heart disease. On the contrary some studies have found that a lack of ACE2 (in mice) is associated with severe tissue injury in the heart, lungs and other tissue types, this likely due to unchecked ANGII. Does the quantity of receptors determine whether someone gets more or less sick? This is unclear. The SARSCoV-2 virus requires ACE2 to infect cells but the precise relationship between ACE2 levels, viral infectivity and severity of infection are not well understood. But as explained when the amount of ACE2 is reduced because the virus is occupying the receptor, individuals may be more susceptible to severe illness from Covid-19. End of PART 2. HE aggrieved parties in the FAZ electoral process have taken strong exception to reports that the highly anticipated FIFA meeting is to exclude lawyers on account of being none football people. Blackwell Siwale, one of the aggrieved parties said they are yet to get any official communication from the soccer governing body on who will attend the meeting. According media reports, the meeting is to exclude none football people thereby casting a drawback on the aggrieved party represented by lawyer Gilbert Phiri of PNP Advocates. But Siwale said there are no statutes in the FAZ constitution which forbids members from being represented in a dispute. He said his group had written to FIFA seeking the governing body to say who should attend the meeting and they were yet to get a response. Siwale also noted that FIFA was yet to also set the date for the meeting as his group had
