Clearing agent gets suspended sentence for false import documents

THE Nakonde Magistrate Court has sentenced a clearing agent of Ntindi Village to 12 months imprisonment with hard labour for altering false import documents. Zambia Revenue Authority (ZRA) Corporate Communications Manager Topsy Sikalinda, said Teddy Sikaonga, aged 29, was found guilty on eight counts for altering import documents in order to clear goods with ZRA contrary to section 352 of the Penal Code Act, Chapter 87 of the laws of Zambia. Mr Sikalinda said the court sentenced Mr Sikaonga to twelve months imprisonment with hard labour on each count but the court

suspended the sentence for a period of 24 months. He said in a statement yesterday, the court ordered that Mr Sikaonga would not conduct any business with ZRA as a clearing agent for a period of 1 year and 6 moths effective from July 23, 2020, failure to observe the order he would serve a term of imprisonment of the suspended sentence. "The country has suffered economic setback due to covid-19 and there is need for a public policy that will see the reduction of public wage bill," Dr Kalumba said. Dr Kalumba said there is need for Government to halt creation of new districts to reduce the national wage bill. "We must engage the public in debating the impact of the national wage bill across the board particularly the creation of new district," Dr Kalumba said. He said there is need for the country to make a bold decision to resuscitate the declining economic indicators. Dr Kalumba said the cost of state wage bill was high and must be reduced to have an impacted on the economy. Dr Kalumba said it was unfortunate that clergymen are using the pulpit to insult and preach hatred and violence. ‘’Moral guidance does not entail involving yourselves in politics, right now the country needs spiritual direction rather than your engagement in politics , we need our soul to be ministered to,” he said. BOOST SCHOOL COMPLIANCE AS the COVID-19 cases escalate in the country, learning institutions must stock up essential requirements such as face masks, hand sanitisers, soap, buckets and running water to protect pupils. Although pupils in examination classes are not many, it will just be prudent to take extra care of the vulnerable boys and girls. School head teachers and other members of staff must not only monitor pupils’ adherence to health guidelines, but must also observe and implement such guidelines. Members of the staff must not drop the guard and trudge the school corridors with masks dangling from their chins. They should put preventive measures into practice themselves as they stand as role models to pupils; they must be exemplary. Teachers who have been trained in basic preventive lessons must enhance sensitisation on COVID-19 on a daily basis. Correct information about the pandemic must sink deeper into the minds of pupils and this can be achieved through effective dissemination of information; not through casual approach. COVID-19 is real, fast-spreading, highly -infectious and the virus can affect anyone and anywhere! Teachers must particularly emphasise the imperative need to practice social distancing, which has proved to be a challenge in many areas. The cold weather is not helping matters as figures have escalated and more worrying is the rising numbers of Brought In Dead (BID) positive cases. Yes, COVID-19 is highly infectious, but the social and economic sectors ought to continue running, the reason why Government resolved that examination classes should continue. In boarding schools in particular, authorities must upscale all efforts and ensure that pupils are fully protected. In fact, the figures are picked through tests, meaning many more out there, who are asymptomatic are moving around with the virus and interacting freely. Therefore, preventive measures must be embraced all-around so that pupils and other people are protected. Examination classes have up to November and it is just prudent that they are taken care of so that there is no disruption to the learning process. Yes. COVID-19 is a killer disease and should be seen as such; preventive messages must continue. In fact, the sensitisation messages should not become monotonous, but continue reverberating in all media outlets and in public places. Indications so far are that compliance levels are very low and this could lead to a spike, hence the need for sustained information dissemination.

ZAMBIA'S Non Traditional Exports (NTEs) increased by 11.3 percent in June with agricultural products taking a lead. The country’s NTEs include sugar, cotton, coffee, soybeans, maize and tobacco. NTEs increased by 11.3 percent to K2, 519.7 billion in June 2020 from K2, 263.3 billion in May 2020, says Zambia Statistics Agency (ZAMSTATS) Interim Statistician, Mulenga Musepa. He said this in Lusaka through ZAMSTATS Assistant Director for economics, Joseph Tembo, when announcing the Monthly Bulletin for July which took place via webinar. “During June 2020, Agricultural NTEs increased by 68.8 percent while Non-Agricultural NTEs decreased by

5.6 percent. “Agricultural products accounted for a share of 34.6 percent of Zambia’s NTEs in June 2020 compared to 22.8 percent recorded in May 2020,” Mr Musepa said. He explained that the export earnings from agricultural products increased by 68.8 percent from K515. 7million in May to K870.6 million in June. He indicated that the ma-

SMUGGLERS should stop importing goods illegally into Zambia and start adhering to international trade laws as their activities are detrimental to the country’s economic development. In a EuroMonitor report of 2018, it was revealed that tax revenue losses through illicit alcohol market, in Zambia increased from US$50 million in 2014 to US $145 million in 2018, the largest contributing factor being smuggling. Smuggling robs the country of the much needed revenue, says Zambian Breweries Country Director, Jose Moran. Mr Moran stressed that smuggling was detrimental to Zambia’s economic development and called for an end to such illegal act. “Smuggling is not only illegal, but robs the country of the much needed revenue for economic development. So, stop smuggling, and start adhering to international trade laws,” he said in a statement. Mr Moran therefore commended the Zambia Revenue Authority (ZRA) for its spirited fight against smuggling of alcohol into the country.

He said his company was proud of the revenue collector for championing the war against the illegal movement of alcohol and other goods. Mr Moran noted that Zambian Breweries stood together with ZRA in condemning smuggling in Zambia. In the last week of July, 2020, the ZRA fought running battles with smugglers at COMESA market in Lusaka after it intercepted a truck carrying smuggled alcohol. “We are delighted that ZRA has taken the bold step of clamping down on this illegal activity. It is not an easy fight, but it is a praiseworthy move,” he noted. The country director also urged ZRA to continue fighting the illegal activity for the betterment of the country. “Our country depends on you for timely revenue collection. Please continue doing what you do best and we shall all win this war against smuggling,” he said. Earlier in the month, the authority destroyed various illegally imported goods valued at more than K1 million at Chirundu One-StopBorder-Post.

HE Zambian Government through the Seventh National Development Plan (7NDP) have identified the important role of Information and Communication Technology (ICT) in service delivery as part of its e-governance agenda. According to the 7NDP, ICTs are a catalyst for socio-economic development as they promote competitiveness and are an enabler of good governance. Though ICTs over the years have been adopted slowly by Government into the e-governance agenda compared to other countries in sub Saharan Africa, Zambia has focussed on gradually developing ICTs to spur growth in

the digital economy through technologies such as mobile phones, broadband internet and computers which have changed the way people work and access services in the Health, Agriculture, Education and Financial sectors. In the wake of the COVID-19 pandemic, teachers and learners have had to adapt to a world of almost universal online education that solely relies on ICT infrastructure as nearly 94% of all learners have faced closures and disruptions to their school calendar. In the education sector, Zambian schools have over the years adopted the use of computers, projectors, photocopiers and other related ICT equipment by both teachers and learners. The adoption of ICTs in the sector has occurred on two levels. The first has been the introduction of computer studies as part of the curriculum for learners as a subject and the second level was the introduction of ICTs training in tertiary institutions for teachers as a way of

facilitating for better knowledge transfer to learners. One of the objectives of using ICTs in the education system in Zambia has been to improve and expand access to education, training and research but this process has not been without challenges as schools acquire and roll-out use of ICT equipment in various levels of teaching and learning. There are a large number of initiatives that are using ICTs in an attempt to improve the quality of school education.

Whereas, children in urban areas have more access to laptops and the internet in schools and at home, children in rural areas are faced with a severe digital divide exacerbated by poor access to electricity and poverty. Some of the challenges this process has faced stem from inadequate computers for use among learners leading to a higher computer-learner ratio, lack of infrastructure to support delivery of subjects and in some instances other schools use

semi-functional computer laboratories. Another huge challenge is that of internet connectivity especially in rural areas while in urban areas the sustenance of the internet services is difficult due to budget constraints. Zambia’s current mobile broadband penetration currently stands at 51.3% while fixed internet penetration is 0.5% (ZICTA Q1-2020) In order to actualise the e-governance agenda of improved service delivery in the education sector, the Government is urged to prioritize the formulation and implementation of an ICT policy which will guide implementation of efforts to improve ICTs in schools such as funding for ICTs equipment and infrastructure as well as teacher training for better delivery of subjects in schools. In conclusion, the use of ICTs in the education sector may not be the solution for all the challenges that are currently faced in the education sector, many challenges still remain in ensuring universal access to education.

However, the continued implementation of ICT education in both rural and urban areas in Zambia presents a great opportunity for the nation to have greater access to information and communication platforms that can foster new and better skills for the young generation and this will enable Zambia to make use of, contribute to and create international information platforms. In order for Zambian schools to derive the benefits that come with the use of ICTs in schools, serious financial commitment and implementation frameworks are required especially for girls and other vulnerable groups to guarantee them successful ICT skills acquisition and quality education in order for them to be easily competitive in the global labour market. JOHANNESBURG – Finance Minister Tito Mboweni will ask Parliament’s standing committee on finance to have certain Covid-19 tax relief measures extended, National Treasury said in a statement. Treasury and the South African Revenue Service have published four draft tax bills for public comment. These comments are to be received by the organisations by August 31. The Covid-19 Tax Bills, however, which were introduced in Parliament during the tabling of the supplementary budget in June, make tax provisions which are over and above the other four bills. Treasury and SARS have provided R70 billion in tax relief measures to cushion the blow of the pandemic, by improving cash flows of households and businesses over a four-month period. Some of these measures came into effect on April 1 and May 1, and were due to end on July 31 and August 31, respectively. Having considered written public comments and presentations by stakeholders at public hearings hosted by the standing and select committees of finance, the minister of finance, will in terms of the Money Bills Amendment Procedure Act, request extensions on three measures from the standing committee of finance, according to Treasury. The measures are: Streamlined special tax dispensation for funds established to assist with Covid-19 disaster relief efforts. Deferral of payment of employees tax liability, for compliant small and medium-sized businesses: A 90-day deferral for the payment of excise taxes on alcohol and tobacco. Treasury said additional proposals aimed at reducing the negative impact of the Covid-19 pandemic, but which are not already included in the Covid-19 tax bills, will be considered based on their impact on the fiscal framework approved by Parliament, among other criteria. – FIN24.

THE Ministry of Labour and Social Security should take keen interest in the welfare of employees at Nkandabwe and Maamba Collieries Mine in Sinazongwe, an aspiring parliamentary candidate has said. Boston Muzyamba said labour inspectors and other officials should regularly check on the welfare of employees at the two mines in Sinazongwe district. Mr Muzyamba noted with concern that workers at the two mines were being underpaid and subjected to poor conditions of service. He told the Daily Nation in an interviewsthat with the current economic challenges, workers needed to be well taken care off. Zambian labour laws, he said, were being flouted with impunity by management at the two miming companies in Sinazongwe. "If a worker miss work for a day, the company multiplies that by three times and deduct from the little salaries they are paid. Even the contracts workers are being subjected to are not good. We need the Ministry of Labour to move in," he said.

Monze chiefs want new district created By ANDREW MUKOMA THREE traditional leaders in Monze District have appealed to President Edgar Lungu to consider creating a new district in their chiefdoms in honour of the late freedom fighter Mainza Chona. Chiefs Mwanza, Ufwenuka, and Chona also contended that their areas had lagged behind in development as most Government programmes were skewed towards three other chiefdoms in Monze. The traditional leaders were speaking during a meeting with hundreds of village headmen and senior Government officials at Napeyo school grounds yesterday. Chief Chona argued that the late Mainza Chona who held key Government positions including that of Republican Vice-President, contributed immensely to the liberation of the country and deserved to be honoured just like other freedom fighters. He noted that other freedom fighters like Harry Mwaanga Nkumbula, Simon Mwana Kapwepwe among others had been honoured through naming of key infrastructure. The traditional leader appealed to President Lungu to do the same in honour of the late Chona by creating a new District in his name. Monze District Commissioner, Munachoongo Muleya, said she was aware of cries for more developmental projects in the district and that she was up to the task as long as people were ready to work with the Government.

IT is a well known fact that UPND has lost grip in Western Province hence the need for the opposition party to accept the results from the just ended local government by-elections, Livingstone PF aspiring candidate Ikuka Muleta hรกs said. Mr Muleta said that the earlier UPND accepted the crushing defeat the better. He said that the PF had gained momentum in Western Province and that the popularity was now spreading to the Southern Province. Mr Muleta was speaking in an interview with the Daily Nation in Livingstone shortly after donating mealie meal, cooking oil, kapenta and beans to elderly and vulnerable citizens in Kashitu Compound of Simonga ward. He said that it had always been expected of the PF to perform well because of unprecedented development rolled out to all parts of the country. He said with the current support the party was receiving in Western Province, PF was sure of scooping majority seats at parliamentary level in 2021. CORONAVIRUS: SOUTH AFRICA VIRUS CASES PASS HALF MILLION MARK

MORE than half a million coronavirus cases have been confirmed in South Africa, according to the country’s health minister. Zwelini Mkhize announced 10,107 new cases on Saturday, bringing the tally to 503,290, along with 8,153 deaths. South Africa is the hardest-hit country on the continent and accounts for half of all reported infections in Africa. It also has the fifth-highest number of cases in the world after the US, Brazil, Russia and India. Researchers have said the true number of deaths in the country may be far higher. South African health authorities have said the rate of infection is increasing rapidly, with cases currently concentrated around the capital, Pretoria. South Africa’s outbreak: Eight lessons for the rest of the continent More than a third of all infections have been reported in Gauteng - South Africa’s financial hub, and a province that has quickly become the epicentre of the national outbreak.

Barakah: UAE starts up Arab world’s first nuclear plant The United Arab Emirates has launched operations at the Arab world’s first nuclear power plant, on the Gulf coast just east of Qatar. Nuclear fission has begun in one of four reactors at the Barakah plant, which uses South Korean technology. The plant was expected to open in 2017 but the start-up was repeatedly delayed because of various safety issues. The oil-rich UAE wants Barakah to meet a quarter of its energy needs, as it adopts more sustainable energy sources. Just two weeks ago the UAE sent a probe on a mission to Mars - another high-profile scientific first for the Gulf nation. The UAE is also investing heavily in solar power - a plentiful energy source in the Gulf. Some energy experts question the logic of Barakah - which means “blessing” in Arabic. They argue that solar power is cleaner, cheaper and makes more sense in a region plagued by political tensions and terrorism. Last year Qatar called the Barakah plant a “flagrant threat to regional peace and environment”. Qatar is a bitter regional rival of the UAE and Saudi Arabia. Across the Gulf lies Iran, hostile to the UAE, and subject to US sanctions because of its controversial nuclear programme. Dr Paul Dorfman, head of the international Nuclear Consulting Group, wrote last year that “the tense geopolitical environment in the Gulf makes nuclear a more controversial issue in this region than elsewhere, as new nuclear power provides the capability to develop and make nuclear weapons”. - BBC

The influx of patients has put an incredible strain on South Africa’s hospitals, and a BBC investigation found an array of systematic failures that had exhausted healthcare professionals and brought the health service near to collapse. President Cyril Ramaphosa said last month that 28,000 hospital beds had been made available for Covid-19 patients but the country still faced a “serious” shortage of doctors and nurses. Last week the World Health Organization warned that South Africa’s experience was a likely a precursor to what would happen across the rest of the continent. - BBC

In Africa, stigma surrounding coronavirus hinders response KAMPALA - After 23 days in quarantine in Uganda — far longer than required — Jimmy Spire Ssentongo walked free in part because of a cartoon he drew. It showed a bound prisoner begging for liberation after multiple negative tests, while a health minister demanded to know where he was hiding the virus. “The impression was that we were a dangerous group and that what was necessary was to protect the rest of society from us,” said Ssentongo, a cartoonist for Uganda’s Observer newspaper who was put in quarantine when he returned from Britain in March. The fear he describes is indicative of the dangerous stigma that has sprung up around the coronavirus in Africa — fueled, in part, by severe and sometimes arbitrary quarantine rules as well as insufficient information about the virus. But with testing in Africa limited by supply shortages and some health workers going without proper protective gear, fear of the virus on

the continent as it approaches 1 million confirmed infections is hindering the ability to control it in many places — and also discouraging people from seeking care for other diseases. The way people were treated early in this pandemic is “just like the way, early on in the HIV epidemic, patients were being treated,” Salim Abdool Karim, an epidemiologist who chairs South Africa’s Covid-19 ministerial advisory committee, told a World Health Organization event last month. People with HIV were often shunned by their own families, and reports of health workers refusing to care for them were common in the 1990s. Now, some people avoid testing for the coronavirus “because if they test, they’re ostracized,” Karim said. Or simply locked away. Ssentongo, who was released from quarantine on the 24th day after testing negative three times, told The Associated Press that he and others were poorly treated at the facility, a hotel. Like him, many were held for far longer than the required 14 days, and he saw some bribe their way out. He was among those that went on hunger strikes in a bid to be freed. “It was dehumanizing,” said Ssentongo, who also noted that there was no social distancing at the facility, and medical workers were rarely seen and inconsistent in their efforts to control the virus. A medical team once took a woman suspected of having the virus from her room and sprayed her with disinfectant, but ignored her partner. In neighbouring Kenya, people in quarantine reported similar poor treatment and discrimination. At one facility, those inside said their money was rejected by the staff and the surrounding community when they tried to buy food, according to a Human Rights Watch report in May. At another, kitchen staff sometimes declined to serve them, forcing a security guard to bring the food. -IOL

Coronavirus: Media to be barred from Trump election nomination THE US Republican Party’s vote to nominate its presidential candidate this month will be held in private, without press in attendance. A Republican National Convention spokeswoman gave coronavirus health guidelines as the reason, the Associated Press reports. Delegates are due to gather in North Carolina to formally renominate President Donald Trump. The 336 delegates will meet on 24 August in the city of Charlotte. They will cast proxy votes for some 2,500 official delegates. Mr Trump is the party’s sole remaining nominee, and his renomination will officially launch his re-election bid. The party was “working within the parameters set before us by state and local guidelines regarding the number of people who can attend events”, the spokeswoman said. The decision marks a significant change for the convention, which historically has worked to draw media attention to spread party messaging to the public. Mr Trump had switched the location of the convention to Jacksonville, Florida, after the Democratic governor of North Carolina insisted in May on limiting the crowd size at the convention, on the grounds of social distancing. But Mr Trump later scrapped the Florida convention, blaming the state’s coronavirus “flare-up”. - BBC

Kenya Airways resumes international flights after virus curbs lifted NAIROBI - Kenya Airways resumed international flights on Saturday, heading to about 30 destinations for the first time since the routes were suspended in March due to the coronavirus. The carrier, in which Air France KLM holds a small stake, resumed domestic flights in mid-July after the government cleared local air travel. “We announced we are starting with 27 destinations, we increased it to 30 just following demand,” Allan Kilavuka, the airline’s chief executive officer, said during a ceremony ahead of seeing off a flight to London. He said for the rest of the year the airline expected demand to remain below 50 percent of capacity, but it would increase flight frequencies

depending on demand. “In fact 2020, we call it a lost year. Because at some point we even see demand of 25 percent in some months, in some months we see 38 percent,” he later told Reuters. The Covid-19 pandemic has depressed the global aviation industry, with African carriers alone expected to lose $6 billion this year in revenue. In July, Kenya Airways said it would lay off an unspecified number of workers, reduce its network and offload some assets due to the coronavirus crisis. Kilavuka said so far the company had laid off some 650 people, mostly trainee pilots, trainee cabin crew, technician trainees and newly hired staff on probation. The airline was struggling long before the coronavirus outbreak, posting 2019 losses of almost $120 million. Last month the Nairobi Securities Exchange suspended trading of Kenya Airways shares for three months, citing the government’s plan to restructure the carrier, after it submitted to parliament a draft law on nationalising the airline. – REUTERS.

THERE was drama at Edwin Imboela Stadium in Lusaka and Mazabuka Stadium in Southern Province yesterday when Kabwe Youth Soccer Academy (KYSA) and Nakambala Leopards FC failed to show up for their week26 MTN/FAZ Super Division fixtures against Green Buffaloes and Zanaco FC respectively. Buffaloes who were scheduled to host KYSA were shocked to find out that the Kabwe based Super Division outfit had not travelled for the game while Zanaco who travelled to Mazabuka were left wondering what was going on after finding the stadium locked with the home team nowhere to be seen.
