48 houses arrests loom - ACC

INVESTIGATIONS into the mysterious 48 (51) houses in Chalala have been completed and arrests are to be effected as soon as the Director of Public Prosecution gives consent. Anti- Corruption Commission (ACC) corporate Manager, Timothy Moono has revealed that investigations which established allegations bordering on corrupt acquisition of property reasonably suspected to be proceeds of crime against known suspects of the 48, now 51 houses, had been completed. And Mr Moono said that the Commission had not received any letter from the alleged initial owner of the forfeited properties, Charles Loyana, a senior accountant in the Ministry of Finance demanding to be given back the said houses. He said contrary to speculations, there was no error on the proposed sub-division the Commission publicized. Mr Moono said since

Daily Nation investigations early this year revealed that the owner of the 48 (51) bought the initial plot where the houses sit in 2013 from the developer of the housing project. The Daily Nation also discovered that between 2013 and 2015 the owner of the house paid K1, 060, 000 cash in crisp banknotes from the Bank of Zambia for two sets of properties on which he built the controversial 51 houses. FDD chiefs confirm receiving convention petition By PETER SICHALI FORUM for Democracy and Development (FDD) has received petitions from provincial chairpersons over its failure to hold a national convention ahead of the 2021 general elections. FDD spokesperson Yotam Mtayachalo said the national secretary has received the petitions and that it was within the chairpersons’ rights to air their grievances on party matters. Mr Mtayachalo said the national secretary has confirmed receiving the signed petitions from provincial chairpersons for an urgent national policy committee meeting at which the leaders want the convention and mobilisation to be discussed in readiness for next year’s general elections. Mr Mtayachalo said the secretary has since communicated to the top leadership about the development and was still waiting for a feedback and the way forward. “By and large we would llike to call for patience from the provincial leadership and the general membership while the top leadership is attending to the matter,” Mr Mtayachalo said.

The traditional leader said mechanized mining would be the best way for the country to exploit required resource that would enable the country to earn much needed revenue. He said in an interview yesterday, the investors who were financially stable were the ones who would help the country to earn more revenue. Recently ZCCM-IH announced that it had partnered with the small scale miners and had started mining and exploiting alluvial gold at Kasenseli gold area. ZCCM-IH said more other small scale miners had applied to partner with it and it would soon consider them so that they can mine more gold.

Govt warns against fraud in NRCs issuance By SIMON MUNTEMBA IT is a serious crime to fraudulently obtain a National Registration Card (NRC) or represent undeserving individuals to acquire it, the Ministry of Home Affairs has warned. Public relations officer in the ministry of Home Affairs, Nephas Chifuta said as the mobile registration commences next month, only eligible Zambian citizens should obtain NRCs. In an interview with the Daily Nation, Mr Chifuta warned that those who would want to try to obtain the NRC dubiously, and those aiding them risked being jailed. He urged the stakeholders including parliamentarians, traditional leaders and parents to ensure only eligible Zambian citizens who had attained the age of 16 years were issued with NRCs. “Any person that shall try to obtain or represent undeserving individual for the purpose of acquiring an NRC shall be committing a serious crime and will be reliable for prosecution before the courts of law,” Mr Chifuta warned. Mr Chifuta explained that the mobile registration exercise which was scheduled to start in the second quarter of 2020 would only take place from August to October this year. Sergeant Jeyson Chipepo, who claims to have resigned from the Police Service because of unprofessionalism in the service has been absent from work since February 2020, Police spokesperson Esther Katongo has said. Reacting to a video that has gone viral on social media where the officer was saying that he had resigned due to some irregularities in the Service, Ms Katongo said that police in Muchinga province

Equalisation fund is for projects not salaries - PS By SILUMESI MALUMO in Kalulushi

OVERNMENT has instructed all councils across the country to stop using equalisation fund to pay emoluments for workers. Local Government Permanent Secretary Ed Chomba said the equalisation fund was meant for development and not paying monthly salaries. Bishop Chomba said Government introduced the equalisation fund in order to help the councils to actualise development in their areas. He said yesterday when he addressed Kalulushi Municipal Council workers , said that the 80 percent of the equalisation funds need to be used for development in the districts.

Ed Chomba The Permanent Secretary said only 20 percent of the equalisation fund needed to be used for operations for the local authority. He said that development was not being actualised in the districts because the local authorities were using the funds meant for development to clear salary arrears. Bishop Chomba said local authorities needed to raise their revenues in respective districts in order to pay salaries for the workers. Bishop Chomba said there was need for mindset change to ensure that councils raised their own revenue and stop depending on the equalisation fund. "This equalisation fund we send to you it’s not for salaries, it's for development. I think I want it straight so that people have correct information instead of making noise every time you don't receive the fund," he said. Meanwhile Bishop Chomba instructed all workers in councils across the country to develop individual work plans. He said there was too much laziness among council workers and from now on they would be appraised according to the individual work plans.

IN THE CLAWS OF COVID ZAMBIA is well and truly in the throes of the Covid-19 pandemic. The paroxysmal attack of the pandemic is evidenced in the increased number of BIDs (brought in dead) in hospitals throughout the country. This is a national emergency which calls for urgent measures to step up the fight against coronavirus also known as Covid-19. Stories of people dying in unexplained circumstances such as collapsing at home and being declared dead at the hospital or clinic are now common. This is frightening and should be a concern to every Zambia. It would be foolish at this stage for any sane person to down play or ignore not only the existence Covid-19 but the danger that it possess. We do not think that this is a country of foolish people who would ignore a danger so stark in reality that even our health facilities are fast becoming overburdened. If we continue on this dangerous and ignorant path of ignoring preventive measures from experts, we will be consigning a good part of the population to early graves because hospitals will not be able to cope with the increased demand. The country may reach a stage where there will be more people in need of treatment for Covid-19 than the existing sector can handle. This is what would lead to a catastrophe which the country has been warned about. The health experts have advised that everyone without exception should mask up. However, very few people are observing Covid prevention guidelines. Despite President Edgar Lungu making the declaration many times about masking up being mandatory, this has not been enforced. In his last two addresses to the nation, the President made it clear that wearing of masks in public was mandatory. By implication this would have entailed that everyone walking on the street, entering a shop or using public transport such as buses, would be required to wear masks. However, this is not the case, as very few public places enforce this measure. If anything, bus drivers and taxi operators have deliberately ignored wearing of face masks, to the extent that passengers cannot therefore be expected to respect the rule. This, must change. The nation is faced with a crisis. A Covid crisis that experts had warned about and which might get worse. It is time to get serious and tough. This is no time for rhetoric warnings. Like Mr Ishmael Kankhara of Capital Buses has put it, wearing of masks in public should be made mandatory now in view of the surge in Covid cases. There may be other ways of handling the crisis, such as enforcing a lock down, which might have far worse impact on the economic situation of the population. But something has to be down. The country cannot cast a blind eye to the explosion of BIDs in the community. People of all ages and with a different range of health issues are suddenly dying at home or in a health facility after being rushed there at the point of near death. This is a crisis and critical decisions must be made now rather than later. It may be too late to act later. The number of BIDs recorded in hospitals may be just a tip of the ice berg. We shudder to think of those of our brothers and sisters without access to health facilities who are burying relatives without precaution because they have no way of knowing the source of death is Covid.

Energy Ministry pilots petroleum procurement plans By SILUMESI MALUMO MY ministry is being piloted to prepare procurement plans for the purchasing of petroleum to promote efficiency and transparency, Energy Minister Mathew Nkhuwa has said. Mr Nkhuwa said his ministry was an agent for the procurement of petroleum and petroleum products therefore it was being piloted by the Zambian Public Procurement Authority (ZPPA) for the task. The minister said that ZAPPA had tasked the ministry to prepare procurement plans as a way to promote efficiency and transparency in procurement of goods and services. Mr Nkhuwa said this development would bring sanity in the procurement of petroleum in the country. He said that the procurement of the petroleum would be done in the right manner for the betterment of the country. Meanwhile, the minister has encouraged Zambians to invest in the fuel sub sector. Mr Nkhuwa however said the major reason many Zambians were not engaging in fuel business was because the investment capital was high. He said those who were willing to get into the fuel sub sector would be given a go ahead by the Government as long as they had the financial muscle. "Some people say that Government does not give Zambians chance to get into the fuel sub sector. I might say that the entry point is high, it is the capital requirement to get into this industry which is expensive. “It is not that there is any red tape, there is no red tape at all. Bad language inciting violence - Mwanza By NOEL IYOMBWA THE Language being used by some political party leaders is what is inciting their members to react negatively and with violence, Patriotic Front deputy media director Antonio Mwanza has said. Appearing on ZNBCs national watch program, Mr Mwanza said that leaders must check the language that they use because it is the language that leads to political violence. He said that politicians must have language that builds, takes responsibility for anything that happens and that guides the nation. Mr Mwanza noted that it is very sad to learn that some political leaders and their members are rejoicing over the death of two members of parliament. Covid strikes Judiciary By NATION REPORTER A MEMBER of staff at the Commercial Court Building in Lusaka has contracted Covid-19, Judiciary chief administrator, Nalishebo Imataa has said. And Zambia police spokesperson Esther Katongo said that police cannot completely end political violence. She said that it has to take political leaders and other stakeholders to stop political violence. Ms. Katongo said that political leaders should sensitize their members when it comes to political violence.

HE UPND have been condemned for celebrating the death of two Members of Parliament stating that Bill 10 will now flop. Fight covid seriously, Govt urged By SILUMESI MALUMO GOVERNMENT should lead by example in the fight against covid by avoiding meetings with large crowds, former Finance minister, Felix Mutati has said. Mr Mutati has appealed to President Edgar Lungu to consider instituting affirmative life saving regulations spearheaded by leaders in Government due to escalating cases and deaths associated with COVID-19. He said as a way forward, Government and the Patriotic Front must henceforth be instructed to fully observe all public health guidelines, including those related COVID-19 as a demonstration to the public, stating that currently what was being seen were leaders who are unconcerned with anti COVID-19 regulations which had a negative effect on the general public. He said as things stand many leaders do not wear masks or ob-

serve social distance. “Ironically, some of the leaders hold very large meetings but on the other hand they are directing citizens to comply with regulations. Unless leaders show seriousness, it is a tall order to expect ordinary members of society to take the stipulated regulations seriously,” he said. Mr Mutati said President Lungu should also consider sanctioning and suspending any leader in Government or party who was seen disregarding anti CIVID-19 regulations. PF gets furniture donation By PETER SICHALI A WELL wisher has donated furniture to Patriotic Front Lusaka Province Mobilisation Committee to help them in their strategizing meetings ahead of next year’s general elections. Lusaka Province Mobilisation Chairman Jeremy Chibuye said the furniture would enable the mobilisation committee to prepare and plan adequately before and when embarking on any mobilisation

activities in the province. He said the donated furniture includes a work station, table and several chairs valued at undisclosed amount of money. "The well wisher, a Lusaka based company, delivered the consignment to the provincial mobilisation committee’s newly established secretariat in Woodlands recently," Mr Chibuye said. Mr Chibuye said the gesture was an indicator that the Lusaka mobilisation committee was prepared to undertake mobilisation activities under the new normal. Mr Chibuye said the donation will ensure that efforts of Lusaka committee in mobilising the party in the province are sustained.

‘Expedite Chita Lodge concession agreement’ L By SILUMESI MALUMO

UANO community resource boards (CRBs) have written to the Ministry of Tourism to expedite issuance of a wildlife conservation concession agreement for Chita Lodge to start safari operations in three chiefdoms. This is according to a letter addressed to the permanent Secretary dated July 15, 2020 and signed by Ching’ombe village headman Evaristo Chose, who is also CRB chairperson in Chief Mboroma chiefdom; Chief Chembe’s CRB chairperson Gabriel Lungula, Chief Mbosha’s CRB chairperson Gilbert Chisenga, and secretary Edwin Kanakamo. The letter states that the residents have been working with Chita Lodge for two years in wildlife and other natural resources conservation and that the company has spent huge sums of money in reducing poaching. It says that the community is aware that Chiefs Mboroma, Mbosha, and Chembe have given Chita Lodge a mandate as their partner to constitute conservation concession in Upper Luano. “Unfortunately, this process is taking too long to formalize through your department of wildlife, causing the investor (Chita Lodge) to give us an ultimatum to resolve this matter. You recall that Upper Luano has been without an operator for too long. “We have resolved that the area, earmarked as natural preservation zones in the management master plan for Upper Luano, which was adopted in Kabwe, be converted to community conservancy,” the letter reads in part. The residents appealed to the Ministry to respond in the quickest possible time to avoid breaking the relationship they have with Chita Lodge. And in an interview in Lusaka last Friday, Mr. Chose said the Ministry last year promised to process the concession agreement for Chita Lodge within three weeks but since then there has not been any feedback. He said people of Luano district have continued to wallow in poverty because of lack of concession agreement for the proposed investor while there is development in other chiefdoms that have safari operators. He said if people in the three chiefdoms have jobs poaching will reduce drastically as many of them depend on the vice to feed their families and educate their children. And Mr. Chisenga said there has not been a safari in Luano since 2012 when the previous one left and that the district is lucky to have Chita Lodge invest in the area. He said government should not make any more delays to formalize Chita Lodge’s operations.

Contractors warned over 20% subtracts for locals

S

TATE House has warned that contractors not adhering to and complying with the Presidential directive of 20 percent sub- contracting of local contractors risk losing their contracts. Special Assistant to the President for Project Implementation and Monitoring Andrew Chellah said the 20 percent sub-contracting of local contractors on any project awarded to a foreign or main contractor must be followed. Mr Chellah said this was because it was a directive from the President who was the highest authority. He was speaking after inspecting the road construction works for lot 1 and 2 along the Great North Road on a stretch between Chinsali and Nakonde. Mr Chellah said complying with the policy would not only bring economic value to the local contractors but the nation at large as money paid to them will be retained in the country.

He said that the 20 percent sub-contracting would also give the Zambian contractors an opportunity to acquire skills and knowledge. Mr. Chellah was also happy that Zambians were able to operate big machines used in the construction of the road. He said he was happy with the levels of skills transfer on the contractors working on the stretch between Chinsali and Nakonde on the Great North Road. Meanwhile, Construction works on the Chinsali-Nakonde road project along the Great North Road in Muchinga province were progressing well. Consulting firm Civil and Planning Group Resident, Jonathan Marvin said works for both Lot 1 and 2 of the projects are so far impressive. Mr Marvin said the project was on schedule despite some challenges of failing to procure certain material like bitumen as it is sourced from South Africa which is still on lockdown due to Covid-19. He was however confident that both contractors will complete the project within the stipulated time frame which is on August 30, 2022. Meanwhile, the Road Development Agency (RDA) has urged motorists to exercise patience during the road construction period. - ZANIS.

Dear editor, HONESTLY, President Lungu doesn’t look so inspiring but on several occasions his decisions have proved to be inspired. Whether you like it or not, there is something more than President Lungu in the way he does things, which keeps this Country at peace, stable and promising. Opposition leaders hypocritical - Clergy By KETRA KALUNGA

T is hypocritical for opposition political parties to disrespect the office of the President that they are eager to occupy, a clergyman has said. Evangelical Youth Alliance president, Reverend Moses Lungu, said the current crop of opposition political parties had challenged the unity of the nation. Rev Lungu said in an interview that the opposition had created a lot of potential elements that could easily lead the nation into anarchy.

“Are we dealing with 100 percent normal people, if they can allow such a thing to happen, don’t we have other provinces, other tribes that can also feel the same way,” Rev Lungu said. "We never saw this from PF when MMD was in power, we never saw this with MMD when UNIP was in power. This particular regime has challenged us morally, it has challenged our unity, it has brought a lot of serious challenges that have shaken the statehood of the country," Rev Lungu said. The clergyman said the perceived quest of some opposition political party to attain power had led them to disrespect the Presidency. He said it was unfortunate that the opposition had chosen to put shame on the office of the President that they so much look forward to occupy. Rev Lungu lamented that the behaviour of UPND members towards President Lungu in Monze recently was wrong. He said in respect of the Head of State, the UPND was expected to come out clean and condemn the behaviour of its members. THE closure of foreignowned stores in Zambia should serve as an eye opener to all Zambians, the Leadership Movement has said. The Leadership Movement National Youth Coordinator, Chalwe Chandalala, told the Daily Nation that Government should promote and support local Investment in all the 10 provinces and create permanent jobs for the locals unlike depending on companies that could close at anytime. “This is a danger of giving tax breaks and tax holidays to foreign companies. What is going to happen to the local suppliers and workers,” he wondered. Mr Chandalala said that foreign stores were closing down after enjoying tax breaks and holidays, a situation he said should not be allowed. He called on Zambians to support local companies and allow them grow and make profits which would result in job creation.

Kambwili demands K5, 000 presidential nomination fee

By PETER SICHALI NDC leader Chishimba Kambwili has demanded that the newly proposed nomination fees by the Electoral Commission of Zambia (ECZ) be reduced to K5, 000, K500 and K50 for Presidential, Parliamentary and local government elections respectively. And several other opposition political parties have rejected the new fees demanding for a further reduction. ECZ has proposed to increase nomination fees from K95, 000 for male Presidential candidates, K75, 000 for female candidates and K70, 000 for youth candidates. It has also pegged fees for Parliamentary aspirants as K15, 000 for male candidates, K13, 500 for female candidates and K10, 000 for youth candidates. ECZ has also proposed to increase nomination fees for councillor K1, 500 for male candidates, K1, 000 for female and youth candidates respectively.

Mr Kambwili, said in an interview recently that the revised nomination fees for the 2021 general elections were still high and that ECZ should reduce the amounts further. He said ECZ should reduce the nomination fees to K5, 000, K500 and K50 for Presidential, Parliamentary and local government respectively. He said ECZ was funded by Government and therefore there was no need for the organisation to be exorbitant when setting nomination fees. And UPND spokesperson, Charles Kakoma, said the leadership should not be a preserve of the few rich people. Mr Kakoma cited that K1, 500 for a person aspiring to be a councillor was too high and would deprive people of good representation. Meanwhile, PAC president, Andyford Banda, said the fees were still high and ECZ should instead maintain the 2016 nomination fees. And the Continental Leadership Research Institute said the second proposal by ECZ to increase the nomination fees at this particular time was not necessary. Institute director, Mundia Hakoola said quality leadership was one of the key attributes that was important for citizens to look at for them to choose the candidate of their choice during elections.

OUNG people appointed to senior political and Government positions should not squander their opportunities, but learn to be humble and committed to serving the interests of the public, Local Government Permanent Secretary Ed Chomba has said. Bishop Chomba said it was sad some young people become disrespectful even to the appointing authority upon assuming some positions. He said young people must always demonstrate humility and hard work once given an opportunity to serve the public. You can blame politicians for certain things, but to a larger extent, people should blame themselves. They need to work hard,’’ Mr Munalula said.

"The problem is that sometimes when you give power or leadership to novices, they become arrogant and disrespectful even to the appointing authority. As young people, I am urging you not to squander opportunities given to you. "President Edgar Lungu wants young people in leadership therefore don't disappoint him. Work with him, be loyal and work hard. He has given you chance to prove yourselves,'' Bishop Chomba said Meanwhile, Kitwe entrepreneur Moola Munalula urged youths to develop a positive attitude towards work to gain and hold the confidence of society. Speaking in an interview, Mr Munalula said Zambians, youths in particular, should develop a positive attitude towards work before blaming government for everything. Mr Munalula said the role of the government was to put up infrastructure and policies to support economic recovery and national development where local people should participate. "You cannot expect to be supplied food on the plate every day, You need to work hard to put your own food on the table. People should lobby government for better policies that will empower them in various ways. Mr Munalula said politicians in general should dwell on finding solutions to the country's problems and challenges as opposed to engaging in fault-finding. He said fault-finding was retrogressive because it would not bear any desirable fruits, but only serve to promote divisions.

A Glance At Financial Inclusion (FI) Facts FI has been a key agenda for sustainable economic development. Central banks worldwide have come up with initiatives to enhance Fl in their countries. The story has not been different for Zambia. Following the first publication of the FINSCOPE survey in 2009, the Bank of Zambia (BOZ), made a commitment through the Maya declaration of 2011 to at least achieve FI of 50% in the medium term from the 37% of Zambia’s population by 2015 (the Maya Declaration is the first global and measurable set of commitments by developing and emerging country policymakers to unlock the economic

FI has attracted and continues to attract growing interest from various stockholders who include academicians, politicians, business communities, individuals and the international business community. Some studies have identified FI as one of the factors causing widespread rural poverty in countries, especially developing ones. This huge interest in FI exhibits its significance in economic and social development. It shows a growing and tremendous recognition of FI and justifies that access to financial services has an important role in reducing extreme poverty, boosting shared prosperity, and supporting inclusive and sustainable development as highlighted by the World Bank. Setting The Tone For Agency Banking Model In Zambia In an effort to increase FI, organisations such as the International Monetary Fund (IMF), the G-20, International Finance Corporation (IFC), the Alliance for Financial Inclusion (AFI) and the Consultative Group to Assist the Poor (CGAP) have taken an active role at the international stage in gathering data and setting standards of various Central Banks. It is critical to note that in defining what FI is, our Central Bank has clearly stated that FI goes beyond having access to finance, it also means having access to financial products and services that are affordable and appropriate or suitable for one’s needs. The period between 1990 and 2005 saw banks in Zambia close their rural branches in preference to urban ones. This resulted in people in rural areas being financially excluded. Other factors that have contributed to low FI in Zambia include but are not limited to limited financial access for the rural and periurban areas, low financial literacy and limited knowledge on the financial sector demand as well as supply and market opportunities countrywide. It became very clear along the years that banking services were/are less accessible in rural areas and that there is very low financial depth for bank products among the adult population in Zambia. This called for alternative or branchless banking solutions. This birthed the Agency Banking Model in Zambia. The Agency Banking Model At Work This is an alternative to traditional brick and mortar way of conducting banking business through branches. More importantly, it is a solution to bridging the gap between the financially included and those excluded.

Agency Banking Model – A Success Story For Zambia Agency Banking in Zambia is among the important initiatives that BOZ has pledged to undertake to enhance FI. To this effect, BOZ developed a regulatory framework for Agency Banking to facilitate Financial Services Providers to take banking and financial services to all the unbanked parts of Zambia. Many banks have since taken up this challenge and successfully so. Some of the success attributed to Agency Banking include the following: • Wider customer coverage leading to widened and deepened financial market as well as enhanced customer loyalty. • Increased number of bank outlets which has led to enhanced access to financial services, increased financial inclusion and raising overall levels of financial literacy in the country. • Increased Access to bank products and services; Agents offer selected banking services offered by banks, thereby increasing knowledge of financial products and services. with the giant oil marketers and EPRA over the former’s decision to unilaterally introduce new charges that have wiped out the Sh1.14 increment they had received in November 2019, and even more. For the retailers under the umbrella of the Kenya National Petroleum Dealers Association (KENAPEDE), EPRA has become nothing more than a bystander, watching as the giant multinational oil marketers disregard the regulations on the profit margins by introducing new charges that are also not covered by Marketing License Agreements (MLAs). The dispute is now the subject of judicial review proceedings at the High Court as retailers seek to have the court compel EPRA to enforce its laws and regulations. “The applicant submits that the 2nd respondent (EPRA) has by its action to ignore the ex parte applicant’s grievances contained in its several letters amounts to a breach of its statutory duty towards the applicant who is a stakeholder in the petroleum industry, and the failure to address its grievances has caused its members to suffer through being subjected to low retail operating margins due to manipulations by the oil marketing companies,” the association says. The dispute over profit margins is one among several issues the retailers on the one hand, and oil marketing companies and EPRA on the other, have locked horns. For instance, retailers have also accused the regulator of

failing to take action on fuel losses during delivery of up to 350 litres per order, and complaints over intimidation by oil marketing companies. EPRA did not respond when Sunday Nation reached out to them. In the particular case of profit margins, the retailers say that oil marketing companies came up with new charges such as working capital charge, Health Safety, Environment and Quality (HSEQ) charge, digital charge, research and development, training and assistance charge and through-put charge. They say that before EPRA’s announcement of November 14, there were no such charges. According to the court papers, the oil marketing companies have been trying to regularise the illegal charges by coercing the dealers to sign amendments to the existing dealership marketing license agreements. “Even though in theory the members of the ex parte applicant seem to be receiving the prescribed margins, the oil marketing companies by introduction of these new charges through the back door are exploiting the margins as the members have to provide for these charges from their margins,” the association says. As a result, they say that retailers have been getting margins as low as Sh3 per litre, contrary to the Sh4.14 prescribed by EPRA in the new regulations published in November 2019. Brad Smith says millions will need to learn new skills to get jobs, or even to hang on to their old one, as the digitisation of economies races ahead. Microsoft recently announced a plan to deliver skills and training to 25 million people globally this year. It will offer training, skills, certifications and help finding jobs. The firm will do this with the help of Microsoft-owned LinkedIn. IRTY bank notes should be deposited into the banking system where they are destroyed and replaced by the Bank of Zambia (BoZ). The Central Bank has warned of hash penalties for production of counterfeit money. As a rule, the BoZ destroys and replaces dirty bank notes which are deposited into the banking system, says BoZ Manager-Currency, Patrick Phiri. Mr Phiri explained during a radio show programme in Lusaka that BoZ held enough stock to be able to replace notes which had been returned into the banking sys-

tem. “Once you deposit the dirty notes into the banking system, they will at one point land at Bank of Zambia through commercial banks. During this time of the Covid-19, we are trying to make sure that all notes out there are clean. “So we urge the public to make sure the dirty notes are deposited into the banking system, if they are mutilated bank notes, there is always a window at the BoZ on Tuesdays and Fridays where you can come andexchange them for better notes,” he said. Mr Phiri said the Central Bank was aware of the soiling of the K2 and K5 bank notes as they had high velocity. “We know the level of soil-

ZAMBIA’S business conditions in the private sector have for the first time in 90 days signalled hope for improvement despite the negative impact of Covid-19 on local enterprises. This is according to the latest Stanbic Bank Zambia IHS Markit Purchasing Managers’ Index which indicated that business in June experienced the softest deterioration in commerce conditions in the last three months. URAL women have for a long time been excluded from accessing formal financial products and non-financial services because they are often not tailored to suit their circumstances. Therefore, financial service providers need to recognize that rural women tend to understand complex financial services through simplified informal networks such as “chilimbas” and savings groups. These interventions have proved to be instrumental in propagating access to credit and saving facilities among this under-served group. In order to bridge this gap, various organisations have

The case of savings groups in Zambia been implementing the savings groups model which operates on a self-selecting mechanism among community members. It works by pooling resources to create a source of lending funds in accordance with group constitutions that define the terms and conditions of savings, loan disbursements, loan interest rates and repayment plans. Most importantly is that members are given financial literacy lessons in order to understand how the model operates and maximize its benefits. It has been demonstrated that enhancing women’s direct access to and control over resources is associated with positive economic and social outcomes for women, their families and their communities. When women have access to finances the family tends to benefit most through improved nutrition, health, child enrolment in school and children are more likely to be literate.

The survey also revealed that 20% of the population use informal financial services such as savings groups which play a significant role in expanding financial inclusion, particularly in rural areas and among women. Furthermore, a 2018 survey by Financial Sector Deepening Zambia indicated that 96.3% of its members were women with an annual membership growth of 16.7%. Additionally, 86% stated that their welfare

So as youths in Sinazongwe we have indorsed him as the candidate for 2021,” he declared. He explained that anyone claiming to own the same piece of land and seeking to sell it must have a letter of offer or a title from the Ministry of lands. “That piece of land belongs to Mopani and those who are involved in the sale of that land are doing it illegally. This is why members of the public who are buying land in Mindolo area stand to lose out their hard earned income. “The council is not part of the illegal land transaction being perpetrated by some individuals who were selling land in Mindolo area,’’ Mr Seke said.

Kitwe has been experiencing numerous cases of illegal allocation of land in Zamtan area, Zambia Railways land near Manica Freight Services, Presidential Guest house area and other parts of the city. In some cases, councillors have been implicated in the illegal sale of land. Copperbelt PF Chairperson, Nathan Chanda, said his team and other structures below were working well with the mobilisation team, which also had gone all-out to get new members and also propel the existing membership. The Copperbelt PF chairman was speaking during a meeting with party members at the PF Copperbelt Province mobilisation Chairperson Bowman Lusambo’s residence in Ndola. He stated that he was aware that the mobilisation team was running across the province to meet the public. He assured Mr Lusambo that the executive team would embrace and work with him to achieve the goal of the party and ensure that President Edgar Lungu remained in State House beyond 2021. And Mr Lusambo who is Kabushi Constituency Member of Parliament (MP) pledged to work hard with the provincial executive to retain PF in power. Town Clerk, Mbulo Seke, observed that some people would end up losing their hard-earned money f they continue buying plots from private individuals without involving the local authority or the Ministry of Land The Town Clerk particularly singled out residents attempting to buy land in Mindolo area from where unscrupulous people were on the loose. He said people could lose out on their hard earned income because the whole deal was an illegal transaction being perpetrated by criminals in Mindolo. Mr Seke said the council was not part of the illegal land transaction being perpetrated by some individuals who were selling land in Mindolo area. He, therefore, cautioned members of the public not to buy land from such individuals or else they would regret their decision. Mr Seke said the land in question was a subject of a court judgement giving possession of land to Mopani Copper Mines (MCM) as part of mining rights sold by ZCCM-IH.

GOVERNMENT should put flood and drought victims as number one priority when receiving recovery support and farming incentives, Care for Nature Zambia has advised. The organisation believes that the windy weather conditions and drop in temperatures which is being experienced in some parts of the country will impact heavily on women and families that have been affected by floods and drought. Care for Nature Zambia is a non-profit making NonGovernmental Organisation (NGO) that ensures that there was a balance in how people consume and conserve natural resources. According to the Climate Change Gender Action Plan, Zambia is already feeling the effects of climate change with increasing rates and severity of floods, leaving hunger and poverty in their wake, with each affecting at least a million people. The 2019/2020 Recovery Action Plan further states that about 2.3 million people during the lean season between October 2019 and March 2020 were estimated to be facing worse food security situation. Care for Nature Zambia Executive Director, Nsama Kearns, said that flood and drought victims were in need of long term empowerment. She was speaking in an interview in Kitwe. “Apart from causing negative health conditions, the

predicated change in weather may affect home based gardening, blow off roofs and damage houses especially those built of mud or have been recently rehabilitated after suffering collapse from floods,” she said. Ms Kearns observed that this was a crucial and most critical time to implement the Climate Change Gender Action Plan on grounds that climate change driven disasters were threatening food security at house hold level which would in turn accelerate poverty. She said that the problematic risk of a single flood in the future was estimated to cause an absolute loss of US$ 25 million to the Zambian economy which she said the country was not ready for. “Agriculture and food security, education, health, nutrition, infrastructure, social protection and water and sanitation are some of the key sectors of development that require intervention under the recovery plan,” Ms Kearns said. She further stated that there was urgent need to build community resilience to natural disasters through economic empowerment programmes, livelihood diversification and assert creation at household level. She however said that the NGO was ready to work with Government to ensure that families affected by natural disasters received information, awareness, disaster risk reduction, preparedness and early warning signs. Ms Kearns added that her organisation would want to see empowerment for victims that will help them to recover and cope from the effects of floods and drought including the ravaging corona virus pandemic.

HILANGA Town located about 15 kilometres from Zambian’s capital city Lusaka is historically, believed to have started as a colonial settlement. Following Zambia’s independence in 1964, most of the foreigners left and local residents took over. Recently, in 2012, after assuming power, late President Michael Sata of the ruling Patriotic Front (PF) made Chilanga a district and its own town. It covers the area bordering Shibuyunji, Chibombo, Kafue and Lusaka districts.The district has one constituency comprising 10 wards. With agriculture having been Chilanga’s initial economic activity, the town has seen growth in commercial and small-holder farming. It has one of the country’s renowned agriculture research centres called Mount Makulu Research Station and is also home to Mundawanga Environmental Park as well as Larfage Cement formerly Chilanga Cement. With such a profile, Chilanga has the great potential to transform into a huge industrial hub, as believed by Hon. Maria Langa the current PF Member of Parliament (MP) for Chilanga. The MP who was elected into office in a 2018-by election, taking over from the opposition United Party for National Development (UPND) says she wants to bring change that will transform the area into a huge industrial park. Hon. Langa was speaking in an interview following a tour of Chilanga Constituency meant to profile and highlight her projects in the area. This visit was facilitated by the Zambia Women Parliamentary Caucus (ZWPC) with support from Hivos. “I want to set up an industrial park in Chilanga so that it can employ most of our youths and employ our women,” she said. She said though this could be her long-term plan, the need to turn Chilanga into an economic hub is priority. “For me, I am looking at it that we could have some factories that are sewing for example, I am also looking at it in the sense that we have a lot of

mini-hospitals in her time as MP. She is particularly grateful that through her lobbying, Nakachenje Mini Hospital was established and is fully operational. Others are Mundengwa and Tubalange. “One time I was here (Nakachenje) I found a baby had been born. There was a small building in the back there which they looked at as a clinic. The day I passed through I had found that a caretaker had helped to deliver a baby and according to her information, she had delivered many babies there," Hon. Langa narrates saying that people had been going there to deliver but there was no clinic, no nurse, no doctor and no equipment. “That touched my heart and that is why I lobbied for this hospital,” she said. In Mundengwa Ward, she is glad that finally the residents have a health post as for a long time, there was none. “Mundengwa is in our rural area, very rural. We have villages with a big community. Our people had been moving long distances to access medical facilities. They used to go all the way to Nyemba ward. We thank our President who heard their cries. He heard my cry as I lobbied for this facility,” she said. Additionally, she has lobbied for a District Hospital and that plans are underway to have it established in Chilanga. In education, Hon. Langa has worked tirelessly to respond to the growing demand of schools in her constituency due to the rise in population. In most wards, there has been a need to upgrade a school or construct more classroom blocks to accommodate the growing numbers. In Chinyanja Ward for example, Hon. Langa facilitated for the construction of a one by three classroom block at Shampule Primary School. This was a joint venture between the PTA who put in 25 per cent and a donor that gave it 75 per cent.

This need came with the purpose of upgrading the school to grades nine and eight. In addition there is also another one by three classroom block under construction at Shampule Primary through CDF. Hon. Langa has also facilitated for the purchase of building sand, quarry dust and crushed stones using CDF to see the construction of an administration block at St Michael School in Chimanja Ward. There has also been rehabilitation of a

Hon Langa has achieved this through CDF and support from well-wishers. “Here we are doing a lot as well. Thanks to the President, he gave us 10 boreholes. These are dotted in the constituency. These were lobbied for and I also lobbied from Esther Lungu Foundation who gave us five more,” she explained. Added to the water projects is the construction of water borne toilets to improve hygiene and sanitation at Nyemba Clinic. Hon. Langa’s busy project schedule also extends to road infrastructure. She says during her campaigns, one of the things she lobbied for in Chilanga was the construction of roads especially Mungwi Road. Although all these roads are done under government programmes, she said her advocacy to see this happen in her time has made her very proud. She named Middle West Road as one important road that has been done including Castle Road that has been upgraded to a tarmac. She hopes that in due course, more roads could be done especially Linda-Mount Makulu which needs upgrading. This improvement has also come along with the installation of solar-powered traffic lights on Kafue Road at Chilanga Post Office junction which the MP considers an international road. Kacheta School is also getting upgraded to Grade 12. “We want to build more schools especially for the girl child,” she adds. Chilanga being a peri-urban constituency is faced with water challenges as some of its areas are hilly. Being aware of this, Hon. Langa has put water reticulation as another top priority. She has championed the sinking of bore holes and lobbied for water in most areas.

Taking advantage of the Enhanced Smallholder Livestock Investment Programme (E-SLIP) several women groups are now into livestock farming. Lukamantano Women’s Cooperative formed in 2001 for example, received 20 cows and is physically involved in caring for these animals. “This livestock will help us financially and during our farming. I personally have my own animal under this project and I am happy that women can now

own animals. We thank the MP for choosing us,” said Hellen Kamwendo a beneficiary. Mtengo Lumono Women Club, Hope of Good Deeds and Chimanja Women Associaition have all received chickens for their poultry business. Others like Tipindule Literacy Women Club received a peanut butter making machine. Knowing that women are very key to economic development, Hon. Langa also lobbied for the construction of Katandabale Market in Chilanga Ward

Chikondano and Mailoni markets in Namalombwe Ward both had market shelters constructed to roof level to support more women empowerment. Promotion of fish farming is also one important empowerment project Hon. Langa has pursued. On this score, through the ‘Breathing Fish Farm Training Centre’, over 120 youth and women have been trained in aquaculture. These farmers are now awaiting loans from Citizen’s Economic Empowerment Commission to start their projects. Other notable projects she initiated especially working with corporate partners include the construction of Marcopolo Police Post by Marcopolo Tiles and also the roofing of a market by SunShare Company. She is thankful that in this time of Covid-19 companies like CAMCO and Trade Kings provided Covid-19 preventive materials to Chilanga. She is also appreciative to Radian Stores for donating TV sets to Mwembeshi Correctional Facility. All this, shows she is trying to work with the corporate community to better Chilanga. However, her biggest plan is to introduce an Arts and Crafts Centre at Mundawanga, which she believes will promote tourism in her constituency. On this move, she has already engaged stakeholders including the tourism ministry. These projects, according to her, are targeted at uplifting the lives of the people of Chilanga and Hon. Langa is ready to take up another challenge come 2021 to turn Chilanga into an industrial park.

Molecular mass is another another factor that affect the rate of diffusion. The particles that are small in terms of molecular mass move fater than those that are large. For example, a gas that has larger molecular mass will move slowly than the one with smaller molecular mass. 41 MILLION KENYANS TO GET COVID-19, OVER 620,000 TO DIE - PROJECTION

Up to 41 million Kenyans could be infected and more than 620,000 die with Covid-19 by January in the worst-case scenario, University of Nairobi researchers predict. But with the current rate of infection and restrictions of movement and closure of schools, nearly 32 million people will be infected with 479, 848 dying. The study was conducted before April 6, when President Uhuru Kenyatta enforced travel bans into and out of four hotspot counties and enacted other measures to contain the virus. It means that with the current measures the higher rates of infection projected by UoN’s department of microbiology are highly unlikely. Prof Omu Anzala, a researcher on the Kenya AIDS Vaccine Initiative (Kavi) team presented the projections before the Senate Committee on Covid-19 Situation on Thursday. “The model assumes uniform transmission throughout the

country, however, with intensive preventive measures it would be possible to prevent transmission in particular regions,” Anzala said. Prof Anzala said that by midSeptember, at least 5,551,243 people will have been infected with mild or asymptomatic cases. Some 786,344 will be moderate and 241,360 others will be severe cases in the worstcase scenario. Last week, acting director general for Health Patrick Amoth said that the county will hit its peak in August-September going by the current rate of infection. The UoN researchers projected that by the September peak, the country will require 786,344 hospital beds, with 241,360 with ventilators in the worst case. But at the current projection, 355,909 beds will be required with 114, 740 in ICU with ventilators. Nairobi will require 4,420 ICU beds and 13,711 hospital beds, Kericho will require 6,585 ICU

beds and 20,424 hospital beds, and Kiambu will need 3,325 ICU beds and 10,315 hospital beds. The researchers listed 15 counties that are likely to have extreme or severe cases that may require special attention from the government. On Saturday night the Department of Health confirmed that South Africa currently has 350 879 Covid-19 cases, an increase of 13 285 cases since Friday. A total of 144 deaths were reported over the past 24 hours, the national Department of Health said. The recovery rate has remained stable, with 182 230 people, or 52 percent of patients, having fully recovered. On Saturday night Health Minister Zweli Mkhize issued a statement reiterating an appeal he made on June 28 for South Africans to take the pandemic seriously and to adhere to government’s strategy and regulations to curb the spread of the virus. “We are extremely concerned that fatigue seems to have set in and South Africans are letting down their guard at a time when the spread of infection is surging. We see poor or no social distancing in communities. Mulenga said the players that had tested positive were in isolation at Levy Mwanawasa stadium. The four join the 28 players and club officials who tested positive for Covid-19 from Forest Rangers who were set to take on ZANACO FC on Saturday in a league opener which was eventually cancelled. However Mulenga who is also a Ndola lawmaker indicated that the league was going to proceed as planned despite the recorded cases.
