HE Zambia Revenue Authority (ZRA) has signed memorandum of understanding (MoU) with neighbouring countries to seal loopholes for tax evasion, Manager Corporate
Communications Topsy Sikalinda has said. He said that ZRA has also put in place others measures to maximize revenue collection. Mr Sikalinda said his organisation was committed to maximizing revenue collection as enshrined in the corporate strategy 2019-2021. "One of the things we are doing is to seal all possible loopholes for tax invasions. What we are doing is to sign Memorandum of Understanding with other countries for data exchange. We have signed MoUs with Zimbabwe, Tanzania and others," Mr Sikalinda said.
Mr Sikalinda explained that the MoU would help the country ensure that goods entering the country were not under declared. He added that in order to curb tax evasion, ZRA was also depending on informers who could information on suspicious transactions. "We are still relying on citizens who may have information on suspicious transactions then ZRA will move in," he said. Mr Sikalinda said ZRA has opened up new service centres across the country to increase tax compliance and also scaled up inspections.

ACC infiltrated, says Mumbi By AARON CHIYANZO THE Anti- Corruption Commission (ACC) has been infiltrated by enemies of the State and is now being used in regional fights while ignoring straight forward graft, former UPND presidential spokesperson Edward Mumbi has said. Mr Mumbi wondered why ACC was not investigating suspected dubious dealings involving Saturnia Pension Fund but targeting Government officials from Luapula. He questioned why suspicious undertakings involving southerners were being ignored but only going for people from one region. Mr Mumbi said the commission had been infiltrated and was being used by the opposition. “Is ACC saying they don’t have the file on Saturnia on their desk or what, why are they not investigating that but only going for people from Luapula? Do they mean Southerners are not doing anything wrong?” he questioned. And Mr Mumbi warned that the UPND’s underhand tactics aimed at painting the ruling party black through falsehoods and hazardous propaganda will backfire because some of its leaders are deep rooted in criminality after amassing wealth through dubious means. leaders who today want to use the suffering of citizens as a campaign opportunity. He said in an interview that it was deceitful for the causer of people’s sufferings to use the same hardships he inflicted as a strategy for gaining mileage against opponents. Mr Mumbi said any propaganda ploys meant to hoodwink the Zambian people would not work because they were wise enough to see through treachery. He said the cheap propaganda by the UPND was likely to backfire once proper investigations were done on some public undertakings that left some people and their foreign associates extremely rich while the rest of the country was subjected to abject poverty. Mr Mumbi observed that there had been too many falsehoods being peddled by the opposition in an effort to tarnish the image of the ruling party. “There have been too many claims by the UPND against the Government which always end up to be a blue lie. They have never produced evidence of any of the claims that they have showered on the Zambian people but continue to shower us with more lies. “Up to now there is no evidence of Zesco, NRDC, ZNBC or any of the state institutions they talked about being sold. Today they continue with lies which they fail to substantiate,” he said. Mr Mumbi advised the UPND to focus on rebuilding their party and going for a convention to ensure tenets of democracy were upheld.
‘Zambia food secure’
Mr. Kafwabulula THE Food Reserve Agency (FRA) says Zambia is food secure. FRA Executive Director Chola Kafwabulula says the country has had approximately 60 thousand metric tonnes of maize before the maize purchasing season that began on June 29, 2020. Mr. Kafwabulula has also told ZNBC news in Lusaka that government will in the next few days release another
one billion Kwacha for the current maize purchasing season. Two point two billion kwacha hadbeen budgeted for maize purchase this season. Government has already released one billion Kwacha for the exercise, resulting into prompt payment of farmers. Mr. Kafwabulula says farmers who supplied maize to the FRA few days ago have already received their payments. Meanwhile the Zambia National Farmers Union (ZNFU) has praised the FRA following its decision to pay maize suppliers promptly. ZNFU Spokesperson Calvin Kaleyi said the move would empower farmers with capital for the next production activities. And Lusaka’s Twikatane Farm Products, managing director, Rudolf Faerber also welcomed the decision by FRA to effect prompt payments to maize suppliers- ZNBC.

360 FARMERS WIN CASE From Page 1 ...of losing their investment if the said consent is not executed. This is in a matter where Osick Chilembo sued Elizabeth Catherine Cooke as the executrix and beneficiary of the estate of the late Elizabeth Catherine Swanepoel, Howard Cooke, Peter Swanepoel, Hugo Jacobs the attorney general and Kafue district council seeking a stay and to set aside the consent judgement dated February 19, 2020 for irregularity and fraud. The appellants formed two groups, one group led by Chilembo and 25 others seeking a stay of the consent judgement and the other group comprised of more than 300 appellants represented by Dr. O.M.M Banda who are opposing the application and are represented by Lusaka lawyer Germano Kaulungombe. We note that Order 59/9/13 on stay of execution of judge is clear that the application should be made in the High court in the first instance. The judgement being sought to be stayed is not the High court judgement which was subject of the withdrawn appeal, but the consent judgement which was executed in the court of appeal.
Elizabeth Catherine Cook and three others had sued Chilembo and more than 300 others in the Lusaka High court for illegally occupying their land. The High court upon being satisfied that Cook and others had proved on a balance of probabilities that they were lawful holders of certificates of title to the said farms the illegal occupants were ordered to vacate the said farms and to pay damages for trespass. Dissatisfied with the judgement of the High court the squatters appealed the said decision to the Court of Appeal attacking the findings of the judge in favor of the complainants. However, on February 19, 2020 the parties executed a consent judgement where it was agreed that the owners of the farms in question would give the squatters an option to purchase the pieces of land subject to them paying costs and damages awarded to them (land owners) and the said judgement was signed by a panel of three judges of the Court of Appeal. Chilembo and others filed an application to stay the execution of the consent judgement and to set it aside and stressed that if the same was not granted Cook and three others
would enforce the judgement and render the appeal academic. Chilembo alleged that following the judgement of the High court Kaulungombe wrote a letter to their advocates threatening to demolish all the properties on farms 394a/A, 738 and 1958 but a print out from the ministry of Lands reveals that farm no.1958 was confiscated by government. He further alleged that Kaulungombe asked some of the appellants to pay him K17,000 each as damages and costs when the matter is still in court. Chilembo also prayed that Kaulungombe be restrained from asking for money from them. Chilembo and others further sued Kaulungombe in the High court claiming that he fraudulently signed a consent judgement on their behalf without their authority. But on May 6, 2020 Chairman and Secretary of the Lusaka west community exonerated Kaulungombe stating that the consent judgement was not fraudulently signed as they instructed him to do so on their behalf. During hearing, lawyer representing Cook and others argued that a consent judgement being a final judgement cannot be stayed. He said since the action was against Kaulungombe and not the owners of the land there is no ground on which the court could stay the execution of the consent judgement. In their ruling , the court said that it is trite law that a consent judgement can only be set side by commencement of a fresh action as this can only be done in the lower courts which conduct trials unlike the appellate courts. “We note that Order 59/9/13 on stay of execution of judge is clear that the application should be made in the High court in the first instance. The judgement being sought to be stayed is not the High court judgement which was subject of the withdrawn appeal, but the consent judgement which was executed in the court of appeal,” the court said It ruled that it was inclined to grant the stay pending determination of the fresh action in the High court but since the 300 plus appellants oppose the grant of the stay and have averted that they instr the stay of the consent judgement should be for the benefit of Chilembo and 25 others. The court said that part of the land subject of the consent judgement affecting the 300 plus should be executed as consented while the other involving Chilembo and 25 others be stayed as prayed.

… 3 solar power plants coming By SILUMESI MALUMO ZESCO has entered in an agreement with Power China to set up three solar power plants with capacity of 600 megawatts. Zesco Corporate Affairs Manager John Kunda said the power plants would be installed in Chibombo, Kafue and Chirundu with 200 megawatts respectively. Dr Kunda said the project was an engineering procurement construction plus financing model. He said in an interview that in this model the power utility company would not spend any money instead Power China would do the construction and
the funding of the project. Dr Kunda said some works had started on the construction site but the actual works for the construction the plants had been delayed due to Covid-19. He said the projects were expected to be completed in June next year, adding that Zesco would benefit about 30 percent of power which would help to enhance generation in the country. “This is not a loan, this is a very unique business model. Zesco is not coughing out any money because we have already an existing infrastructure. It’s the investors we are going to work with who will put up these solar power plants,” Dr Kunda said.
Dr Kunda however said the power utility company would embark on other renewable energy projects in various parts of the country. He said the power utility company would put up Kafue lower solar plant in Chikankata in Southern Province with capacity of 100 megawatts, Shangombo solar plant, Masen wind power project in Nakonde, Muchinga Province with capacity of 150 megawatts. Others are Kasiya geothermal project in Kaputa, Chongo geothermal project in Mpika, Kanona solar project with capacity of 200 megawatts in Serenje, Muzuma solar project in Southern Province with capacity of 200 megawatts,

He said that the operations at the refinery would start today now that the commodity was now available. Mr Nkhuwa said crude oil was now being pumped in tanks so that operations can commence at the Oil Refinery. “Everything is on course, right now as I’m talking they have started pumping in the tanks and I was talking to Managing Director for Indeni this morning (yesterday), Managing Director Tazama and they told me that they are pumping and they will fill up two tanks so that they start

In a joint statement issued by the Power Generation and Allied Workers Union of Zambia General Secretary Mutukelwa Lubita recently said there was no pumping at Indeni despite the many assurances by the Ministry of Energy. Mr. Lubita said the situation raised many concerns and must not be allowed to continue. He said that there is need for every patriotic Zambian to reflect on the efforts and selfless approach put in by former President Dr. Kenneth Kaunda and his team. “They built the pipeline from Dar-es-Salaam through to Ndola where Indeni Refinery is. The plant is an expensive installation whose safety gets compromised when left to lie idle. It must not be allowed to be exposed to the elements while in an idle state,” he said.

SECURE GOLD SITES ZAMBIA must devise a water-tight security model around gold sites in order to stop the rampant theft of the precious mineral. Clearly, illegal gold dealers are having a field day in many areas including Mumbwa, Luano, Rufunsa, Mwinilunga and some parts of Eastern province. There are, however, a few reported cases of arrests in North-western province. The fact that some people are being intercepted on buses and other vehicles with stolen gold, points to the fact that the gold mining areas are vastly porous; they have been invaded. In fact, gold has been illegally exploited in Zambia for many, many years, considering that the history of mining of this precious mineral dates back to 1902 when the white settlers begun exploration. Information available shows that more than 300 gold occurrences have been reported in the country by exploration geologists. But gold mining is currently being discussed as though it is a new phenomenon when activities have been going on for quite some time. In the same vein, illegal gold mining and trading could have been going on for a long time and only came to the fore when the Kasenseli story broke out. For purposes of easy understanding, it will be important to go over the Kasenseli story once again, lest some readers and citizens in general lose track. In August 2019, a group of children in Mwinilunga district innocently came across pieces of raw metal like material and started playing around with it, oblivious of the fact that it was gold. They got it from Kasensele River and from then on, hell broke loose; the locals invaded that area and were only dispersed by armed police. Truth be told, before that ‘gold’ rush, illegal traders from the Copperbelt, Lusaka and other areas had been sneaking into Kasenseli to exploit the mineral, which is easy to mine. In any case, Zambia has many areas of gold deposits which remain unguarded as locals have continued to cry for police presence. Intruders who include foreigners have continued to exploit the precious mineral. It is against this background that Government needs to re-do gold mapping and immediately fence off such sites. Government should tighten security in gold mining sites and thereafter encourage viable projects, which would earn the country the much-needed revenue. Yes, ZCCM-IH has started fencing the Kasenseli gold site, but this process must be extended to all areas. Economics Association of Zambia President, Lubinda Habaazoka, has time and again emphasised this point and it is time that the country took a bold and practical step to exploit gold on a sustainable basis. Gold trade is very lucrative as it is now fetching $57.18 per gram or $57,172.30 per kilogramme on the international market while copper, on which the country has concentrated, is at $6,000 per tonne. The advantage with gold is that demand does not fluctuate as is the case with copper whose prices could plummet and throw growth prospects in disarray. Gold is found in electronic devices which are being manufactured in large quantities such as smartphones, computers of varying models, calculators and GPS units, television sets musical machines and many others. Therefore, demand will always be high, so will be the prices on the international market. Zambia must thus secure all gold sites and exploit the mineral on a sustainable basis; illegal traders must be kept at bay.

HINA is Zambia’s more strategic partner in economic recovery because it has become inter-linked with the country’s economy, Party for National Unity (PNU) has said. PNU president, Highvie Hamududu, said that trade statics between the two countries showed that the Asian giant had become one of the major trading partner. Mr Hamududu who is an economist said: “For that reason China is key to the country’s economic recovery because one evidence of knowing who your economic allay is you look at trade stat-

The opposition leaders was reacting to a statement by Chinese Ambassador to Zambia Li Jie that his government would consider cancelling Zambia’s debt in form of interest free common loans that would mature by the end of this year. Mr Jie also said China would extend Zambia’s period of debt suspension from May 2020 to December 2020. Lunda Royal Establishment pledges support Lungu beyond 2021 THE Lunda Royal Establishment under senior Chief Ishindi in Zambezi district in North-Western Province has pledged to support President Edgar Lungu beyond 2021. Speaking at a consultative meeting held yesterday at Mukandankunda royal palace, prime minister, Jones Kantumoya said President Edgar Lungu and Patriotic Front government have the full support of the Lunda royal establishment. "We have resolved to work with the PF government for now and beyond 2021. We will ensure that peace is promoted, and co- exist as one people so as to develop our district Zambezi,’’ the prime minister said. Meanwhile Deputy Inspector General of Police In- charge of administration, Eugene Sibote, has warned people in the district to desist from breaking the law, saying those who chose to break the law will have themselves to blame. Mr Sibote said that Zambia police service has deployed enough manpower to handle people planning to break the law and cause confusion in the district. "We are not going to tolerate lawlessness to take place in our country and harm innocent lives who do not know anything. People should realize that there is no individual on earth who has ever made an application to God to be born from any tribe we find ourselves in", he said. Mr Sibote further stated that Zambia police will do everything possible to ensure that peace prevails all the time not only in Zambezi but throughout the country. ‘Climate change is real’ THE effects of climate change in Zambia especially in the agriculture sector is serious and that cannot be underestimated, Zambia Rainbow Development Foundation ZRDF director Brandy Mungaila has said. Mr. Mungaila said this during stakeholders consultative meeting held at Mkushi's Shalom lodge. Mr. Mungaila said his organisation supports and will always supplement government efforts in mitigating climate change to promote climate smart agriculture. Mr. Mungaila said to supplement government efforts in mitigating effects of climate change, his organisation has come up with the roadmap from 2020- 2023. He said according to the roadmap ZRDF will be using platforms of schools,farmers'groups and community organisation to strongly advocate for climate smart agriculture
techniques. He said among others included re-forestation, alternative energy and conservationists methods also to work with line ministries such as agriculture and forest departments on district level. Mr. Mungaila further said ZRDF will adopt the "reduce,re-use and recycle" agenda to adhere to green regulations as well as contribute towards mitigation. Retired judiciary officers on contract must vacate, insists magistrate By NATION REPORTER MAGISTRATE Benjamin Mwelwa has complained to the Constitutional Court that he is one of the officers in the judiciary who have not been appointed Resident Magistrate because the positions are being occupied by retired officers. In this matter, Mr Mwelwa has petitioned the Constitutional Court to order that contracts given to retired judicial officers must be terminated. He is also demanding that the retired officers should pay back salaries or allowances, insisting that they have been earning them illegally. Mr Mwelwa, who is Livingstone magistrate, has cited Attorney General Likando Kalaluka as the respondent in the matter. Recently, the State through Judiciary Chief Registrar Charles Kafunda argued that Mr Mwelwa had failed to cite the provisions of the law that prohibits the retaining of a retired judiciary officer on a contractual basis. Mr Kafunda stated that Article 145 of the Constitution of Zambia (Amendment) Act No.2 of 2016 provided that a judiciary officer shall retire at 65 years and also that a such an officer may retire with full benefits on attaining the age of 55 years. He argued that the petitioner’s argument that offering contracts to retired judiciary officers was counterproductive, discriminatory, demotivating
and unconstitutional, was a misapprehension of the law. And in his reply to Mr Kafunda’s answer, Mr Mwelwa insisted that any contract offered to retired judiciary officers was not legally enforceable and whatever income those who had been retired earned must be paid back to the treasury. “There are many magistrates after being admitted to the bar and I am one of those magistrates who have not been appointed Resident Magistrates for the judiciary not having positions and yet the positions are being held or occupied by the retired judicial officers,” read his reply. The magistrate stated that he was entitled to all the reliefs sought in his petition.

‘LAND DISPUTES SCARING AWAY INVESTORS’ L
AND disputes among chiefs in the country are a threat to economic development as they scare away investors, Chiefs and Traditional Affairs Minister, Lawrence Sichalwe, has said. He observed that protracted land disputes arising from chiefdom boundaries were scaring away potential investors that Government was trying to attract. The Minister was speaking when he visited Chiefs Shimbizhi and Kaingu of the Ila people in Itezhi Tezhi istrict in Central Province. “Government does not tolerate land disputes because they retard development and scare away potential investors,” he said. Mr Sichalwe said conflicts kept investors at bay because they would not know who to work with and whether their investment would be safe. The Minister said Government has enhanced the 1958 chiefdom maps with topographical features that would help resolve widespread chief boundaries in the country. “Government policy is that it recognises only the 1958 chiefdom maps, and to that effect it has enhanced the topographical

He said in an interview yesterday that the situation was saddening hence Government must ensure that laws were put in place to stop illegality in the country. Unions to take legal action to prevent SAA liquidation; call for Mboweni to be fired CAPE TOWN - The National Union of Metalworkers of South Africa (Numsa) and the South African Cabin Crew Association (Sacca) intend to take legal action to prevent the liquidation of South African Airways (SAA), and have urged President Cyril Ramaphosa to fire Finance Minister Tito Mboweni. Numsa and Sacca had noted “with absolute shock and dismay” the recent press statements attributed to Mboweni and the National Treasury to the effect that SAA, and other state-owned entities including SA Express, “should be closed down”, the two unions said in a joint statement on Sunday.
“Mboweni has effectively confirmed that he supports the liquidation of South African Airways (SAA) and SA Express. Minister Mboweni has been on record making similar reckless statements since 2018, and the most recent position he and his department adopted directly contradicts the official position of government and, more particularly, the position of the department of public enterprises [DPE], where minister [Pravin] Gordhan has formally adopted the position that DPE is against the liquidation of SAA. “DPE has gone as far as setting up the leadership consultative forum (LCF) emanating from the compact agreement, the main purpose of which is to avoid liquidation and to restructure it into a sustainable, profitable, and efficient airline,” the statement said. KENYA AIRWAYS BEGINS JOB CUTS AMID PANDEMIC LOSSES

ENYA Airways has started a three-month round of job cuts as lawmakers in the country debate a bill that seeks to nationalize the carrier due to the impact of the COVID-19 pandemic. The process by the troubled airline is expected to be completed by 30 September, according to Chief Executive Officer Allan Kilavuka in a memo to employees, seen by Bloomberg. The memo highlighted that the carrier was projecting a reduced demand for air travel after resumption of operations as travelers remain hesitant to resume normal lives. “We have projected that demand is going to slow down to at least 50% between now and December,” Bloomberg quotes
Kilavuka. “Our assets need to reflect that. Our operations need to reflect that, that goes without saying.” The Bloomberg report notes that Kenya Airways employed 3,734 people by end 2019, with a total wage bill of 13.5 billion shillings ($126.6 million). That accounted for 11% of the airline’s total operating costs in the year. Passenger flights accounted
for 81% of the airline’s revenue by the end of 2019, compared to 6.8% from cargo. Earlier this week, the International Air Transport Association (IATA) urged African governments to reconsider mandatory quarantine requirements for travelers arriving in the continent in order to allow economies to restart. IATA noted that over 80%
of travelers are unwilling to travel when quarantine is required, adding that the impact of these measures means countries remain in lockdown even if their borders are open. The body warned that more than 8.6 million jobs in the Africa and Middle East airline industry and businesses supported by aviation are at risk due to the lockdowns in place. - AFRICALIVE
VANDALISM OF ZESCO INSTALLATIONS: AN ACT OF ECONOMIC SABOTAGE A COUPLE of weeks ago, I was hosted on a live radio show regarding continued cases of vandalism against Zesco infrastructure. The interviewer wanted to know why installations continue being vandalized, what components get vandalized, economic impact of vandalisation and if we are doing enough to deter vandals in terms of enforcement and prosecution. Before I attend to some of this pertinent issues, let me share some of major vandalism acts recorded in Zambia. In November 2016, suspected criminals attacked Zesco pylons causing them to collapse thereby plunging five provinces into a six day power blackout. The provinces affected included Northern, Muchinga, Eastern, Luapula
and parts of central provinces. Because of the extent of the above blackout, this blackout qualified to be listed as one of the longest power blackouts this part of the world. It was virtually economic sabotage. It was an attack on the people regardless of what caused it. After the above sad development, police on the copperbelt reported that in conjunction with a team of officers from Zesco, they had retrieved some explosives which were planted under power pylons on the copperbelt. Copperbelt Commanding Officer revealed that Police was closing in on arresting the suspects. A week before the above incidence, the nation was informed of acts of vandalism against Zesco pylons in Kafue which affected power distribution to Kafue and other areas. This was confirmed by government and Zesco. The
damage attracted emergency load shedding to Kafue and other surrounding areas. Around the same time, a similar incidence happened in Ndola where it was reported that unknown people burnt two major Zesco supply lines leaving half the city and the Levy Mwanawasa stadium without power. Energy is the life blood of an economy. The nation has suffered enough setbacks due to in adequate electricity; a situation which will end sooner than later. Therefore, acts of vandalism aggravate the situation as it triggers unplanned power supply interruption. Each time, there is power supply interruption, some business operations get disrupted. The public suffers an inconvenience. The disruption translates in monetary losses which are quantifiable as revealed by studies which have been
conducted on the impact of load shedding. Replacing vandalized components costs significant amount of resources. The total amount spent to replace vandalized equipment runs into millions of Kwacha. It is not just about lost money, but in many cases, vandals have also gotten electrocuted and died while others have gone with severe injuries. This act is conducted in dangerous space. We cannot tolerate criminal activities aimed at undoing the economic recovery through acts of sabotage. This must be brought to an end. When evil is not challenged, the perpetrators gain increased confidence which can lead to worse actions of catastrophic proportion. These acts of criminal malfeasance are condemned in the strongest terms. We call upon those seating in alpha
positions in security wings not to relent but increase the intensity of investigations, surveillance and arrest those suspected to be behind this sabotage. It affects security of investments and security of the nation. It is very costly to put up electricity installations and networks. Therefore, costs of making replacements

Dr Mumba said failure by the PF to deliver most of its campaign promises will work to the advantage of MMD in 2021. Dr Mumba has alleged that the ruling Patriotic Front government had nothing to offer. “PF has shown you what they have got. Nothing more they will offer in the next 12 months,” he said.

President Lungu has many people fighting him from different angles, a clear indication that he is a threat to their political careers. In the event he was a nonentity the UPND led alliance would by now be disbanded and dedicate the energy to mobilize their parties. The opposition have already admitted that they cannot beat PF unless they have teamed up with each other to satisfy their desperation for power. We can speculate that UPND leader will force his way as alliance Presidential candidate while NDC president Mr Chishimba Kambwili will be relegated to the position of running mate. The likes of James Lukuku will lead the propaganda team. We are also aware that the UPND has planted spies in the police and other departments in the public service so that they can undermine the government. In addition, they have entered into partnerships with foreigners such as Cambridge Analytica with the view to hijack our democratic process by manipulating the online patrons. All that is clear indication that in a genuine game, the PF is still a strong force to reckon
with. The scheme to oust ECL has been a concerted one and even professionals have been hired to abuse the evil of their noble calling while disguising themselves as Patriots. Other musicians have also been recruited while people from other walks of life still taking on the deceptive nature. Despite their differences in their backgrounds, we are aware they are pulling the same anti-lock direction. We wish to assure the nation that we are determined to secure ECL’s second term of office. By ballot, by hook we will renew the mandate of PF for the next five years. Our Lawyers will fight our battles within the courtroom, and our foot soldiers will fight political battles in the field.
We have no doubt that in line with the case of Dan Pule and Others v. Attorney General, President Lungu is in his first term of office and heading for the second one which he is entitled and eligible to claim. Dear editor, AS we have indicated in the past, the Patriotic Front government is driven on the platform of inclusiveness. This means that irrespective of one’s political affiliation, they are valued as a stakeholder in the governance process of nation. No wonder the theme of the Seventh National Development Plan is entitled “leaving no one behind.” By implication, everyone has a fair opportunity to offer themselves in the governance process. Parliamentarians are important stakeholders because they have the mandate to convey the voices of their electorates to those in the corridors of power. They are required to work hand in gloves with the government of the day. Republican President Dr Edgar Chagwa Lungu was in Southern province on a none partisan working visit.It is therefore expected that the parliamentarians in the province had the golden opportunity to have free audience with the Head of State and engage him on national matters. We saw the Chiefs in the province engaging the Presidency just like their counterparts in other provinces. As custodians of the people, the chiefs know their place in the political and governance issues. They may hold divergent views but they know that their divergence can only be channeled to the Presidency and using applicable procedures. This, in our view is diametrically different from the UPND parliamentary personnel. They have perpetually lamented on how they are not consulted. To the contrary, they have boycotted any government platform for exchanging views. According to UPND policy, it is blasphemous to theurgod Hakahinde Sammy Hicilema to interact with the Presidency or any of his subordinates. Despite their belonging to the UPND (a party that suffers from retarded political growth), we consider them as National leaders. We are also disappointed that elected MPs can be taking orders from HH who in his entire life has never won and will never win any national election. The MPs from UPND should stand their grounds and disregard any illegitimate, divisive partisan policy or order from UPND. SEPA believes that the mineral revenue sharing mechanism was a good project as it sensitizes Zambians on their rights to natural resources. SEPA Chief Executive Officer Mailes Zulu said in an interview with the Daily Nation in Kitwe that Zambians would not be poor if they were aware their rights to natural resources. “There is also need for councils to focus on capacity building and come up with by laws on how citizens can benefit from minerals and natural resources,” Ms Zulu said. Ms Banda stated that the programme would be crucial to citizens who were complaining of not benefiting from mineral resources. She also appealed to the ministry of mines to extend the period of revising the mines act to allow more citizen participation.

Marblearch Investment Limited Property Manager, Noah Chitumbo, said the church illegally constructed the house of the Reverend on a piece of land in Parklands on Lukasu Drive which by that time belonged to Highland Investment despite knowing that the piece of land did not belong to the church. Reverend Chitumbo was reacting to media reports that there was a land wrangle between the church and Marblearch Investment Limited which bought from Highlands Investment. Last week, St Andrews Presbyterian Church Reverend In-Charge Lazarus Chirwa said Marblearch was planning to demolish his house as the company was claiming that it was built on its land. Reverend Chirwa said the church was

By ROGERS KALERO MY interest to support various projects in various parts of Kamfinsa constituency in Kitwe is not driven by political ambitions, but the passion to see that people’s lives were improved, a political activist has said Kelvin Chipili, a PF member, said he had worked hard in Kamfinsa constituency even before 2016 that the community started to persuade him to stand as parliamentary, but he had to give way to the incumbent Member of Parliament (MP) Elario Musonda. In an interview in Kitwe yesterday, Mr Chipili said even after paving way for Mr Musonda, he continued with various community projects like supporting women and youth projects and also helping out during funerals. He said he was aware that some people who had just awakened up from slumber together with their supporters wanted to malign him. “I have been working with various communities of Kamfinsa constituency not because of political ambitions, but my passion to see that people’s lives are improved. “People saw my passion and started to persuade me to stand as MP. I am humbled that people saw the passion in me and thought I should stand as MP. If I am given chance to stand, I will,’’ Mr Chipili said. He said, if given chance to stand as MP, the people of Kamfinsa would make their choice on who should be their MP depending on how they know them and how they relate. A total of K2.5 million has been released as Ward Development Fund (WDF) in Kitwe for the period April to December, this year. THE Kitwe City Council Public Relations Officer, Fridah Leyamina, said the money was meant for projects in all the wards in the city. Ms Leyamina said community works to be undertaken would include grading of roads, among other projects selected by residents under the Ward Development Committees (WDCs). “I must confirm that that the Kitwe City Council has released K2,520,000.00 ward development fund for all the wards for the period April to December,2020. “The works to be done are those already selected by residents during community meetings organised by the Ward Development Committees,’’ Ms Leyamina said And Riverside ward councillor, who is also Kitwe Deputy Mayor, Chando Mbao, said the release of the funds would help the wards carry out some small projects. Mr Mbao said, for the wards which had already carried the projects, the funds would be used to pay members of the community who had worked on the projects. “I can say the release of the WDF is a job well done to our management at the council. We have all submitted our projects and some of them have been done. “The people who worked in these projects are members of the community therefore for those projects which have been done, we will use the same money to pay them, while those which are yet to start, we will use the funds to execute the projects,’ Mr Mbao said.

HE opposition United Party for National Development (UPND) should accept that its popularity in Western and North-western provinces has dwindled, PF eputy Secretary General Mumbi Phiri has charged. Meanwhile, about 850 UPND and MMD members have defected to the PF in Kabompo district. Ms Phiri, therefore, advised the UPND to accept its falling fortunes and restratigise instead of reducing itself to a ‘cry-baby.’ The Deputy Secretary-General was speaking in Kabompo at the weekend. Ms Phiri said no single individual had been bought to join the PF and advised the opposition to stop spreading malicious falsehoods. "Those accusations are unfounded, baseless and hold no water. And if I may ask, for a prod-
uct to be bought, there should be a seller. So who is selling those councillors," she asked. She asked the new members to feel free and work closely with old members in recruiting more members. Ms Phiri also bemoaned the growing tendency by UPND Members of Parliament (MPs) to shy away from Government programmes aimed at fostering development in their respective constituencies.
THE Patriotic Front (PF) leadership in Southern Province has welcomed the appointment of new District Commissioners (DCs) and pledged to support them. PF Southern Chairman, Lawrence Evans, said the party leadership has no doubt in the new crop of DCs and the old ones that have been maintained. Mr Evans said that party was hopeful that the DCs would implement the Government’s developmental agenda and vision for Southern Province. "The appointments are a clear demonstration of the President’s trust and confidence in the new DCs abilities to work for the people of Southern province, despite the negative impression being created by the opposition that government does not wish to work and develop the area," the statement reads. "We urge the new DCs to deliver to the President’s expectation and justify their appointment by working tirelessly in line with the PF’s manifesto which is aimed at transforming citizens’ lives across various sectors," said Mr Evans. Livingstone Council revenue improves By ANDREW MUKOMA
THE Livingstone City Council has recorded an improvement in revenue collection after Government lifted some Covid-19 restrictions. Public Relations Manager, Melvin Mukela, said after President Edgar Lungu opened some sectors of the economy the local authority has seen an improvement in revenue collection. Mr Mukela said that from the council's projected budget of 2020, there was an improved compared to the first quarter when the country went into partial lockdown. "It was difficult to get money from people because there was a complaint that some people were out of employment," he said. "And now since we are in the second quarter of the year, we are hoping and optimistic things will improve," he said He was speaking in an interview with the Daily Nation in Livingstone over the weekend. Mr Mukela observed that revenue collection had improved after the President re-opened the Victoria Falls while some lodges and guest house had gradually started operating. He was hopeful that the revenue level would improve further as the Harry Mwaanga International Airport had also re-opened.

ENIOR chief Ishindi of the Lunda people in Zambezi has assured the police of abundant peace in Zambezi District. The traditional leader said he and his subjects have been preaching peace in the district and beyond because peace was a pre-requisite to development. He was speaking when he held a meeting with Deputy Inspector General for Administration, Eugene Sibote, when he called on him at his palace. "My desire is that the people of Zambezi and Chavuma Districts live in harmony because they have a lot of common interests that bind them together," he said. He said the both Zambezi and Chavuma districts were one and same, hence the need to live in harmony and coexist. The traditional leader also com-
mended the Zambia Police Service for maintaining law and order in Zambezi and Chavuma districts. He has however called on Government to quickly connect water and electricity to the police post together with the three modern police houses constructed near his palace. The senior chief said the construction of the police post and houses was completed some time back but it had not opened due to lack of water and electricity. "People seek police services in the Boma which is a very long distance, that is why the police post should be opened," he said. And the Deputy Inspector General of Police who was accompanied by North-western Province Police Commissioner, Elias Chushi, said the police were mandated to provide law and order everywhere in Zambia. Mr Sibote said enough police manpower had been deployed
to Zambezi to make sure that the peace currently prevailing in the district was not disturbed by a few individuals with selfish motives. "We have brought in more officers and they will be here in Zambezi district for as long as the security situation dictates," Mr Sibote said. He said few individuals and those inciting to destabilise the peace in the district would not be spared.

BOMB explosion at a restaurant in the southern Somali town of Baidoa has killed six people, officials have told the BBC. There has also been a suicide bomb attack close to the port of the capital, Mogadishu, which injured at
least seven. Militant group al-Shabab said it was behind both incidents. The UN-backed government has been battling against al-Shabab for control of the country for more than a decade. The militants, who are allied to al-Qaeda, said that in Baidoa they were targeting tax collectors, who
were holding a meeting at the restaurant, and soldiers. They added that two soldiers died in the attack but officials said the victims were all civilians. Police told the BBC that in Mogadishu officers opened fire on a vehicle after it failed to stop at a checkpoint. The suicide bomber

Jets hit Libya's al-Watiya airbase where Turkey may build base, sources say BENGHAZI, Libya Warplanes struck overnight at an airbase that was recently recaptured by Libya’s internationally recognised government from eastern forces with help from Turkey, a military source with the eastern forces and a resident nearby said. The strikes were carried out by “unknown aircraft”, the military source with the Libyan National Army (LNA) of eastern-based commander Khalifa Haftar said. A resident at the nearby town of Zintan said explosions were heard from the direction of the base. Watiya’s recapture in May by the Government of National Accord (GNA) in Tripoli marked the start of a sudden collapse of the LNA’s 14-month assault to seize the capital and its retreat along the coast to the new frontlines. Ghana’s president self-isolates after close person tests positive for coronavirus ACCRA - Ghana’s President Nana Akufo-Addo will self-isolate for 14 days on the advice of doctors after a person in his close circle tested positive for coronavirus, the government said in a statement late on Saturday. “He has, as at today, tested negative, but has elected to take this measure out of the abundance of caution,” the statement said, adding that the president will continue to work during the period, in compliance with COVID-19 safety protocols. The statement did not say if the close person was a staff or family member. Ghana has recorded 19,388 coronavirus cases, one of the highest number of

Some sports teams and production crews will not have to quarantine upon arrival in England if they are essential to the event or production. The scheme gives the green light for Formula One, international football, golf and snooker tournaments to return. The government’s new quarantine exemptions mean Silverstone will be able to stage races in August, while Champions League and Europa League football, the PGA British Masters Championship and the World Snooker Championships will go ahead. Announcing the scheme, which applies to England only, Culture Secretary Oliver Dowden said: “The British summer of sport is back on.” Under the new rules, sports authorities, event
