EXPEL QUACKS One of the hallmarks of journalism is feeding society with truth and progressive ideas that can help bring positive change. This objective will remain active even as journalism and society continue to evolve with advanced technology and latest societal trends. Therefore, the World Press Freedom Day commemoration in Zambia must always emphasise credibility in this valuable profession. Ghanaian journalist, Anas Aremeyaw Anas, once put it aptly, “journalism is about results. It’s about affecting your community or society in the most progressive way.” This position is further supported by Czech-born screenwriter, Tom Stoppard, who averred that, “I still believe that if your aim is to change the world, journalism is a more immediate short-term weapon.” The emphasis in all this is bringing positive change through honesty and objective reporting. It is important, therefore, for journalists to embrace ethical and objective reporting because they have a responsibility to serve society with utmost care. This means that media personnel must never constrict themselves to serving sectarian interests or sink so low as to only disseminate information in order to derive personal gain. At individual level, journalists must espouse personnel development through further training and reading widely. The old adage that “a journalist is a jack of all trades and master of none,” may be too dangerous in the modern world; journalists need to depart from such a concept. It is abundantly clear that the world is advancing and so is the media landscape, hence the need for journalists to embrace a progressive approach. Modern journalism demands that practitioners should continue training and delving into other disciplines at higher level for them to expertly interpret national and international issues. Thus journalists should pursue training in other disciplines such as economics, business studies, law, political science, sociology and other professional programmes. This has happened and it is happening! Journalists in Zambia and elsewhere have been complaining about plummeting standards in the profession. They must move a step further. The approach to solving this problem should be two-pronged. Firstly, to build institutional capacity so that media outlets are able to run profitably and able to remunerate journalists appropriately. Secondly, Government must strictly regulate training institutions to ensure they churn out highly-competent journalists that can meet the demand in the competitive industry. Most of all, journalists and Government must ensure that the self-regulatory mechanism is operationalised. Media houses must craft business strategies to guarantee sustenance of their operations and become profitable and only employ highly-competent journalists. The above measures will automatically rid this noble profession of quacks and pretenders that mostly hide behind faceless social media outlets. Too many quacks have invaded the media space and it is time that the journalism profession was sanitised. Quacks and pretenders are speaking the loudest, even attempting to hijack leadership in credible journalism associations. This is the reason why there is always character assassination and confusion during annual general meetings in these associations; quacks always contaminate such gatherings. In fact, some quacks have formed ‘professional’ associations and issuing media statements, which unfortunately hit the airwaves and newspaper headlines. Engineers, human resource practitioners, lawyers, marketers, accountants, procurement specialists, doctors, nurses and other professionals are managing themselves decently. Journalists must follow suite; they must expel quacks!

There was pandemonium at the border as the foreign nationals forced their way into Zambia in large numbers with others physically attacking Zambian security personnel that were trying to stop them. Govt beats revenue collection target NAPSA exposes By BUUMBA CHIMBULU GOVERNMENT has exceeded revenue collection for the first quarter of 2020 by 0.11 percent due to positive performances of certain tax types such as income and customs and excise duty which were all above target. Total revenue and grant collections amounted to K15.32 billion, 0.11 percent above the projected K15.31 billion for the quarter, said Secretary to the Treasury, Fredson Yamba. “Revenues, grants and domestic financing totalled K18.1 billion in the first quarter of 2020. Of this amount, Tax revenue accounted for K11.87 billion, non-tax K3.18 billion, grants K271.96 million, and K2.8 billion came from domestic financing,” Mr Yamba said in a statement yesterday. Mr Yamba indicated that at K7.1 billion against a target of K5.8 billion, income tax collection was above target by 23 percent, He explained that this was mostly driven by company tax from the mining sector and positive performance of pay as you earn. Mr Yamba also said revenues, grants and domestic financing totalled K18.1 billion between January and March 2020.
Of this amount, he explained, total revenue and grant collections amounted to K15.32 billion, 0.11 percent above the projected K15.31 billion for the quarter. He indicated that tax revenue accounted for K11.87 billion, non-tax K3.18 billion, grants K271.96 million, and K2.8 billion came from domestic financing. Mr Yamba further said at K1.89 billion, Customs and Excise Duty collections were above the target of K1.86 billion by 2 percent, attributing the development to increased imports during the first quarter. “Collection of Export Duties reached K88.8 million between January and March 2020 against a target of K52.99 million. The 68 percent above target performance is attributed to the increase in exports of precious metals and copper,” he said. On Non-Tax Revenue, Mr Yamba said collections reached K3.18 billion against a target of K2.74 billion. He said the positive performance was attributed to a dividend received from the Bank of Zambia and improved collection efficiencies by ministries, provinces and agencies such as National Road Fund Agency and the Road Traffic and Safety Agency.

impersonation scam By OLIVER SAMBOKO A SCANDAL has been unearthed where unscrupulous people claiming to be acting on behalf of NAPSA board Chairman Evans Chibiliti are defrauding unsuspecting individuals and companies on the pretext that they had been sent by him. National Pension Scheme Authority (NAPSA) Head of Corporate Affairs Cephas Sinyangwe warned the public in a statement against falling in the hands of the fraudsters and instead report such people to police. He said it had come to the attention of NAPSA that some unscrupulous individuals were going around asking for money and other favours from individuals and corporate entities with existing or potential business relations with NAPSA, claiming that they had been sent by the Chairman of the NAPSA Board of Trustees when in fact not. “Unscrupulous people are defrauding unsuspecting individuals and companies on pretext that they have been sent by NAPSA Board of Trustees Chairman of to collect financial and material benefits on his behalf,” he said. He said the matter has already been reported to the Zambian Police who are currently conducting their investigations and the law will take its course on anyone found wanting once the inquiry has been concluded in the mater. NAQEZ wants academic calendar restructured By BENNIE MUNDANDO
GOVERNMENT must call for an emergency national indaba to restructure the national academic calendar now that it is clear that the coronavirus (COVID-19) has managed to fundamentally disturb it, the National Action for Quality Education in Zambia (NAQEZ) has said. NAQEZ executive director Aaron Chansa yesterday said says NAQEZ was of the view that the two Ministries of Education should convene a meeting of educational stakeholders to critically analyse the effects of the pandemic on education and craft projected alternatives for
the remaining months. Mr. Chansa said just like the case was across the world, there was need for an emergency stakeholders’ indaba for collective restructuring of the national academic calendar. He said seeing the coronavirus cases were on the increase and the fact that institutions of learning were not likely to reopen this month or even in the next two months, the expected Indaba must seriously consider cancelling all extra- curricular activities for 2020. He said it was also inevitable need to consider pushing grades 9 and 12 August national examinations to November or December.
“Now that it very clear that the novel coronavirus has managed to fundamentally disturb the Zambian academic calendar, just like the case is across the world, NAQEZ is calling for an emergency stakeholder’s indaba for collective restructuring of the national academic calendar. “As an outfit promoting quality education in the country, NAQEZ urges the two Ministries of Education to convene a meeting of educational stakeholders to critically analyze the effects of the pandemic on education, so far recorded, and craft projected alternatives for the remaining months,” Mr. Chansa said.
He warned that insisting on August examinations may not achieve any academic purpose as the country may not know when the virus will be defeated hence the need for the country to have alternatives in place for the rest of the national academic life. “As we wait for an alternative plan for our education, NAQEZ appeals to the Ministry of General Education to make use of provincial and Community Radio stations by engaging local teachers. At the moment, the TV educational channel and all E-learning platforms are not helping the situation at all,’’ he said.

Speaking to the Daily Nation yesterday, Mr. Simukonda said the current situation where any discovery of minerals was a preserve of the Industrial Development Corporation (IDC) Zambia Consolidated Copper Mines Limited (ZCCM) was not helping citizens. He said for a long time now, he and other experts had advised Government to allow citizens to carry out small scale mining activities but that each time minerals were discovered, the locals were not considered in any way. “I personally feel citizens must participate in gold mining and let them be given artisan licences as small scale miners because this is the empowerment that we need if we are to reduce poverty and create employment among communities.

“There is nothing wrong with Zambians asking to mine their own minerals because that is their natural resource. It is their birthright and all they need is just some kind of legality for them to venture into mining benefit,” Mr. Simukonda. He pleaded with Government to, for once, listen to independent voices from experts in the sector when they spoke because they meant well for the development of the country and the future of mining in Zambia and not that they had vested interests. “The locals should be empowered. The people within an area where these minerals are discovered should be given an opportunity to participate in mining. I gave them a typical example of how this is done in Tanzania. “All the areas in that country where gold deposits are discovered are given to the locals to participate in mining by Government. They are the major participants because that is their land and Government just comes in to facilitate. “That is the advice I have been giving Government but that is not being heeded to. Everything is now a preserve for institutions like IDC and ZCCM to the exclusion of the citizens. Locals are simply ignored and they don’t even talk about them. This is very unfortunate,” he said. He said driving away communities from minerals was not the best but to empower them.

THE number of COVID-19 cases in the country has jumped to 124 from the first two cases recorded on March 18 2020 involving a couple that had travelled to France. Health Minister Chitalu Chilufya announced at a media briefing yesterday that five more cases had been recorded from the 926 tests conducted in the last 24 hours, bringing the cumulative number to 124. He also disclosed that the number of COVID-19 recov-
eries had risen to 78 after three more patients were discharged. Dr Chilufya said of the five new cases, three were from Lusaka, one from mass screening from Kafue while the other one was a truck driver from a foreign jurisdiction. He said cumulatively cases now stood at 124, 78 recoveries, 3 deaths and 46 active cases, all stable including the 3 months old baby whose condition he said had tremendously improved. Dr Chilufya said the Ministry had enhanced commu-
nity surveillance screening in Lusaka and other areas with 1,190 people having screened in Rhodes Park. He said more health personnel had been trained in various sectors so that sample collection and response was enhanced. "The strategy in the COVID-19 is finding the cases, and quarantining to avoid continuity of new infections," he said. K6.86bn released for development programmes By BUUMBA CHIMBULU
GOVERNMENT last month released K6.86 billion to finance developmental programmes and other public service delivery operations. Secretary to the Treasury, Fredson Yamba, said of this amount, the key items to which funds were released include K1.4 billion for the public service wage bill, K823.6 million for subsidies and social benefit programmes and K736.2 million for service delivery. Mr Yamba said in a statement yesterday that K271.6 million was released for on-going capital projects such as transport infrastructure and rural-electrification. “The Treasury also released K2.55 million to help dismantle liabilities relating to the consumption of goods and
services by various ministries, provinces and agencies. “During the address to the nation made on Friday April 24 2020, His Excellency the President of the Republic of Zambia Dr Edgar Chagwa Lungu directed the Ministry of Finance to expedite the payment of K1 billion to various suppliers of goods and services to Government,” he said. Mr Yamba said an update on progress made to date would be given during the week. In April 2020, he said, Government released K823.6 million towards transfers and subsidies, of which an amount of K227.73 million went towards propelling revenue generating activities under the Appropriation-In-Aid (AIA) mechanism against the amount of K201.4 million earlier profiled. Mr Yamba said K178.4 mil-

lion was released to support the operations of Grant Aided Institutions. Notable among the recipients were National Assembly which got K5.5 million, Zambia Education Publishing got K5 million, and Zambia Revenue Authority which received K127.5 million to support operations and resource mobilisation. “The Minister of Finance is emphatic on the need for the new ZRA Board to not only ensure that the recently issued economic stimulus Statutory Instruments are thoroughly communicated to stakeholders but also effectively implemented in line with the commitment made by President Lungu for the Government to cushion the impact of COVID-19 on business and enterprise, countrywide, and achieve a positive knock-oneffect on sustainability,” he
said. To support continuous operations, he explained, hospitals received a total of K104 million in April 2020, part of which is front-loaded financing. Mr Yamba said in addition, K111.2 million was released for purchase of drugs and other medical supplies. He indicated that K79 million was given to public universities and K22.2 million was pumped in the Local Government Equalisation Fund to cover the outstanding balance for April 2020 - having earlier received more than its monthly requirement for March 2020. Mr Yamba also said the Treasury released K629.70 million to facilitate service delivery in various Ministries Provinces and Agencies to combat covid-19.

The sources said these resignations have rocked the country’s main opposition party, forcing its senior members to put pressure on Mr Hichilema to take action against Mr Musangu.

This includes all directly employed workers and those engaged by contractors, he said. He told the Daily Nation yesterday, government would continue to dialogue with Mopani in next 90 days with the view to finding long term solutions for the company. “Mopani will issue a fresh notice of 90 days indicating that to the citizenry at large that the pro-poor government of his Excellency the President, Mr Edgar Changwa Lungu will not neglect the workers. He has personally been concerned that this matter be amicably resolved because the workers cannot be neglected nor abandoned. Government is alive to the plight of the miners, contractors and citizens hence the determination of his the President to ensure that the livelihoods of the people are secured. “Government will engage in constructive dialogue with Mopani to understand the challenges the company is facing and also look at the sustainable solutions going forward,” he said.
In addition, Mr Musukwa said, government would continue to encourage open dialogue to promote the mining industry in this critical period of COVID 19 and unstable commodity prices. Government will continue to create a conducive investment climate which promotes sustainability and encourages growth in mine development through reduced costs of production by encouraging local contractors and local skilled personnel to play a pivotal role anchored on mine operational safety and health. Meanwhile Mopani Copper Mines Public Relations Officer Nebert Mulenga confirmed that constructive discussions had taken place with the Government. He said Mopani would re-start mining operations and issue a notice of its intention to place the mining operations on care and maintenance after 90 days. “During the 90 day period, Mopani will continue to engage with the government on potential solutions to its current challenges. The health and safety of the workforce and surrounding communities is our top priority, “ he said. Mr Mulenga said Mopani would engage with its employees, relevant contractors and local communities regarding the restart of operations. He said Mopani remains committed to supporting its community projects, hospitals and schools.

AMBIA’S debt servicing has gobbled 36.6 percent of Government’s total expenditure of K17.4 billion for the first quarter of 2020. Debt service payments between January and March 2020 reached K6.4 billion, therefore, accounting for 36.6 percent of total expenditure, said Secretary to the Treasury, Fredson Yamba. The country’s external debt currently stands at US$11.2 billion while domestic debt is around K26.2 billion, excluding Value Added Tax arrears. Mr Yamba said expenditure during the first quarter of 2020 amounted to K17.4 billion of which K14.8 billion was financed from domestic resources while K304.9 million was foreign financed. “In that period, domestic debt service payments totalled K3.7 billion – including K665.8 million principal repayments on government securities. On the other hand, external debt service reached K2.7 billion with principal repayments amounting to K1.6 billion,” he said. Government last month released K3.7 billion for both domestic and external debt service to ensure the country remains on track with its debt management and fiscal sustainability strategy. Mr Yamba also said personal emoluments accounted for 36.9 percent and that K6.4 billion was released to cater for salaries, third-party payments and allowances for officials in Zambia’s missions abroad.
More funds go to debt servicing “The K1.5 billion released for general government operations accounted for 8.5 percent of total expenditure; notable of which was K197.7 million allocated to Drugs and Medical supplies, K133 million for foreign financed activities, K41.4 million for Census and K20 million for the Compensation Fund.
Mr Yamba said subsides, Transfers and other Payments accounted for 8.4 percent of total expenditure. PRESIDENT Lungu’s strong action taken against the Mwinilunga illegal gold dealers proves his hate for criminality, validates his fight against corruption and calls for support from every well-meaning, PF member Tobias Banda has said. Mr Banda said for a number of weeks now, the airwaves had been flooded with news of illegal gold miners, gold dealers, including thieves who broke into police cells and stole the gold that was forfeited to the State. OVERNMENT should order the Covid-19 herbal drug discovered in Madagascar so that it can be tested for safety and efficacy, Forum for Democracy and Development (FDD). FDD acting spokesperson, Yotam Mtayachalo, said Government should dispatch a team of health experts to the Island nation to learn more about the drug and carryout necessary tests so that it could be administered in Zambia.
"It is better to allow the drug to be administered in Zambia notwithstanding that the World Health Organisation(WHO) has not endorsed it because people are dying while the economy is on its knees hence relying on the world body for approval which has a bureaucratic system maybe catastrophic," Mr Mtayachalo said. Mr Mtayachalo said the Covid-19 should also serve as a wake-up call to African governments to increase budgetary allocations to the health sector more importantly to the field of
medical research. He called for increased funding to research institutions such as the Tropical Diseases Research Centre(TDRC) in Ndola and the University of Zambia of school of medicine among others. The items donated include five infrared gun thermometers, 5 boxes of hand sanitisers, 5 boxes of hand wash soap, 5 containers of disinfectant, five boxes of surgical masks and 5 sprayers. THERE is need for inmate and prison warders to exercise high levels of hygiene to ensure health safety and stop any potential spread of COVID 19 in correctional facilities, Luashya Mayor Nathan Chanda has said. Speaking when he donated assorted items to inmates at Luanshya correctional facility, Mr Chanda said COVID-19 was a global problem that needs everyone’s involvement if the pandemic was to be defeated. He urged inmates to use the donated items comprising reusable face masks, soap, sanitizers and razorblades to keep themselves safe from coronavirus. “Always wash your hands with water using soap and wear face masks and observe social distancing to keep yourselves safe from COVID-19,” he said. Mr Chanda said President Edgar Lungu and his PF Government were always concerned about the welfare of Zambians in correctional facilities and will continue prioritizing programs aimed at ensuring good health for every citizen. "Today as we fight Covid19, President Edgar Lungu has remembered you. When you are here it is not that you are condemned. You are citizens like all of

PLANS to construct to a university campus in Isoka under the auspices of Chalimbana University, have advanced, university’s deputy vice chancellor Geoffrey Tambulukani has said. Speaking when he visited the site in Chief Katyetye's area in Isoka, Dr Tambulukani said the plans to construct a school of agriculture under the school of mathematics and science were aimed at enhancing research and agricultural practical skills. Dr Tambulukani said the lands development committee was currently working on developing a strategic plan on how the project would be implemented. He said the university campus would have a research centre and a farm for students to acquire hands on experience in agriculture. AMBIA’S export volume of refined copper last month increased by 13.2 percent despite prices for the red metal being low on the international market. The volume of refined copper exported in March 2020 increased by 13.2 percent from 63,515.8 tonnes in February 2020 to 71,882.2 tonnes, said Zambia Statistics Agency (ZSA) Interim Statistician, Mulenga Musepa. Mr Musepa said this was despite the copper prices on the London Metal Exchange (LME) decreasing by 8.9 percent. “Copper prices on the LME
decreased from US$5,686.5 per metric tonne in February 2020 to US$5,178.7 per metric tonne in March 2020,” he said in a monthly bulletin for March this year. Mr Musepa also said Zambia recorded an increase in non-agricultural products. He explained that non-agricultural products accounted for a share of 77.5 percent of Zambia’s Non-Traditional Exports (NTEs) in March 2020 compared to 68.3 percent recorded in February 2020. “The export earnings from Non-Agricultural products recorded an increase of 0.1 percent from K1, 505.5 million in February 2020 to K1, 507.1 million in March 2020.
“The major export commodities were Sulphuric acid; oleum in bulk accounting 12.3 percent, Portland cement and Wire of refined copper, maximum cross-sectional dimension,” Mr Musepa said. Mr Musepa however indicated that agricultural products accounted for a share of 22.5 percent of Zambia’s NTEs in March 2020 compared to 31.7 percent in February 2020. He explained that the export earnings from agricultural products decreased by 37.4 percent from K697.7 million in February 2020 to K436.8 million in March 2020. “The major export commodities were 'other raw cane sugar accounting for 19.3 per-
cent, ‘oil-cake and other solid residues, of soya-bean’ (6.6 percent) and Soya bean flour and meal (5.9 percent),” Mr Musepa said.
GOVERNMENT should immediately re-work at the 2020 national budget and find solutions of how available resources can be utilised following a projected revenue deficit of at least K14.8 billion. If Government does not re-work the K106.0 billion 2020 national budget, there will be no point of framing the national plan for next year in the next two months, said former Finance Minister, Ng’andu Magande. The current Finance Minister, Bwalya Ng’andu, however recently indicated that Government was undertaking a mid-term budget review. Mr Magande nevertheless stressed in an exclusive interview the need for Parliament to immediately sit through a virtue meeting and vote for a revised national budget. “Government has to sit down and re-work the national budget for this year. Covid-19 is a completely a new player on the scene, we cannot continue to do things as usual or yesterday. “These things require people to be creative and come round this issue, if Government will be short on revenue by K14.8 billion, there will be no point of them in the next two months to start framing a national budget for next year because there will be no money,” he said.
Mr Magande emphasised that revisiting the national budget meant that Government should invoke certain acts which would assist to formalise payment plans for suppliers and contractors they owed. He warned of war of words between suppliers, contractors and Government if nothing was formalised.
Mr Magande “The problem is if we say we continue like last year, then it means contractors for different projects will still believe that they will continue to build those projects even if there is no money. “So what will happen is that Government will just decide to be defaulting but if we come up with a new budget, we will put a provision in there that because of this complication, we are invoking certain things which are beyond us,” Mr Magande said.

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend. This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation. Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency. This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain
luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth. For decades Zambia has enjoyed government subsidies on food and essential services such as electricity. With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure. We need to ask ourselves; "Who feeds Zambia?" "At what cost do they do it?" "Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of
the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price. This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand
for packaging materials such as sacks The ultimate result is new jobs, new income streams and a broadened tax base all with an aim of enhancing the nation’s quality of livelihood. The increase in mealie meal prices is therefore a blessing in disguise whose benefits will be appreciated beginning next harvest season. Chanda, Chanda Kasolo, Paul Chanda, Kaizer Zulu and other allied tribes men. We understand that neither Bemba Chiefs nor the bemba speaking people rebuked the President for firing one of them. Why should it matter now? The merchants of tribalism particularly the Hichilema led opposition alliance must be reminded that all the people in the public service or any government institution serve at the President’s pleasure and that President is Lungu. Therefore, any unifying and peace living Zambian people must accept and come to terms with the decision to fire the underperforming Namachila. Like we indicated in our previous press statement to the Daily Nation newspapers, all civil servants are there to implement the PF manifesto. As regards this matter, President Lungu’s fight against corruption is clearly espoused
and widely shared in the PF manifesto. It is therefore immoral for anyone to use the firing of Namachila as a battering ride against President Lungu. It is therefore disheartening for the tribalist to support their tribe’s men even when things go wrong under their watch. We further appeal to the ranks and file of the Zambia Police service to once again restore a smile on President President Lungu’s disappointed face by following up with his concerns. As well meaning and disciples of the good leadership of President Lungu, we look forward to seek accountability for any wrong. Lastly, there is no tribe which is immune from dismissal. CEC LAND INVADERS FACE ARREST CB scribes toast their day By SANFROSSA MANYINDA
THE Copperbelt Energy Cooperation (CEC) has been advised to immediately report to police party cadres and other people in Kitwe that are illegally demarcating land near the power lines stretching from Parklands, Kwacha to Chimwemwe. Party cadres and residents in Kwacha have been fighting over land running parallel to CEC high voltage power lines , which they have invaded. Kitwe Town Clerk, Mbulo Seke, told the Daily Nation that as far as the council was concerned, the land in question was not handed over to any group of persons by the rightful owners, CEC. Mr Mbulo maintained that the land was still under CEC and that both the groups that were fighting for it had no rights over it. The Town Clerk advised CEC to report the matter to the police so that the law
could take its course on both cadres and some Kwacha residents. “We advise the company to report the matter to the police so that people can lay their hands off the land. This is not the first time people are fighting over this land this why I feel allowing the law to take its course will be a good idea,” he said. Mr Mbulo further advised the CEC to

NORMEC acting chairperson, Kennedy Mupeseni, said media professionals worked hard and sacrificed to ensure steady flow of information and hoped that the independent media could survive financially. The day was commemorated in Kitwe under the Theme “Journalism without fear or favour” without the usual march past because of the coronavirus (covid-19) outbreak. Mr Mupeseni said that the Covid-19 pandemic had placed the media in the front and centre in providing verified, accurate and potentially life-saving information. “May 3 also acts as a reminder to Governments of the need to respect commitment to press freedom and is also a day of reflection among media professionals about issues of press freedom and professional ethics,” he said. Mr Mupeseni reminded Journalists to take precautions as they went about their duties to ensure safety as most areas being visited in the line of duty were covid-19 hot-spots. He further said that NORMEC joined the rest of the world in mourning the over 55 deaths of media workers across 23 countries from the novel corona virus in the past two months as a result of lacking proper protection. He also said that it was important for media personnel to remember media colleagues who had been thrown on the streets following the suspension of their broadcasting licences.

FORMER Kitwe District Commissioner (DC) Binwell Mpundu has been reported to police for allegedly threatening violence on a Kitwe resident Thabo Kawana. Mr Kawana reported Mr Mpundu to Kitwe Central Police for allegedly threatening violence. According to Mr Kawana, he received threats from the former DC after he reported Kitwe Mayor Christopher Kang’ombe to the AntiCorruption Commission (ACC) in Kitwe When contacted, Copperbelt Police Commissioner Charity Katanga said she had not received a report to that effect. But in an interview, Mr Kawana confirmed that he had reported the matter to Kitwe Central Police and that an inquiry had been opened. Mr Kawana said Mr Mpundu allegedly threatened him on social
media platform called ‘Zed Youths’ where the former DC is alleged to have said he would start old ways of beating up people like Mr Kawana. In an interview, Mr Kawana wondered why Mr Mpundu was getting agitated over his decision to report Mr Kang’ombe to police on corruption allegations “After I reported Mr Kang’ombe to the ACC, Mr Mpundu has been throwing tantrums on me and calling me all sorts of names. Things came to a boil when Mr Mpundu threatened violence on me. “So after he threatened violence on me, I decided to report the matter to the police in case something happens to me. I have reported the matter to Kitwe Central Police,’’ Mr Kawana said When the Daily Nation reporter contacted him, Mr Mpundu rubbished the allegations and added that Mr Kawana was not worth threatening. He said he had better issues to attend to than wasting time on Mr Kawana. “Firstly, I cannot threaten violence on Kawana. Why should I waste time on a person like Kawana,’’ Mr Mpundu said.

The company now wishes to recruit for the positions to be based at its Head Office situated at COMESA Head Office in Lusaka. 1. OPERATIONS MANAGER Job Summary To provide daily operations oversight of all the organization payment streams ATMs, POS, Mobile, Cheque Truncation System (CTS). Key Accountabilities The successful candidate will among other things: - Develop and implement policies and procedures on clearing and settlement of all payment streams. - Ensure operations’ policies and procedures of the Organisation are followed correctly to avoid risks; and also ensure that the credibility of the Organisation is upheld by enforcing professional standard of operating in staff members. - Good understanding of contemporary payments systems and their effect on the payment eco system - Monitor daily operations to ensure a free flow processes, and also supervise the execution of daily tasks - Provide mentorship to members of the operations team by observing their daily activities and assisting them in solving complicated issues arising from errors in operations. - Provide support to Banks on all clearing and payments streams and settlement issues; - Coordinate the review and update of business rules for all payment streams from time to time; - Ensure client data is protected from the public and secured against fraud by enforcing access rights and verification levels - Co-ordinates and implements the testing of the Business Continuity Plan (BCP) as set out in the BCP procedure document; - Verification of Settlement positions for all clearing payment streams; - Allocation of workloads, supervision and coaching of subordinate staff - Monitor the functionality of the system and applications for integrity and availability. - Implement approved improvements to clearing payment streams. - Increase the effectiveness and efficiency of Support Services through improvements to each payment clearing stream; - Manage customer help desk. HE United Party for National Development (UPND) under leader Hakainde Hichilema is not a viable alternative for Zambia, the PF in North-western province has noted. Provincial acting chairperson, Koshita Shengamo, said Mr Hichilema and the entire UPND leadership were too bitter, hence not a viable alternative for the country. Mr Shengamo stated that Zambians would be gambling with their lives if they attempted to usher into office a political party which was led by bitter individuals. He said Mr Hichilema and his party leaders were bitter and angry. "You don't give leadership to bitter and angry people, you will destroy this country. The people of Zambia should be very careful, don’t be wood winked and stop gambling with your lives," Mr Shengamo said. He said the UPND and the entire leadership believed

the president Lungu, we need to ensure that we go flat out to market him," he said. He also advised the party members not to be speculative over the party leadership in the province and added that he was just acting as provincial chairperson following the suspension of the incumbent, Jackson Kungo. "I am just acting as provincial chairperson and the party programmes will continue as planned," he emphasised.

FARMERS in Southern Province should not to sell their maize to exploitative businessmen but wait for the Food Reserve Agency (FRA) to buy their grain at attractive prices. Southern Province PF Chairperson, Lawrence Evans, said that rushing to sell maize to unscrupulous individuals would only disadvantage the farmers. Mr Evans noted that President Edgar Lungu had already directed the Food Reserve Agency (FRA) to procure one million tonnes of maize in this year's marketing season across the country. He said that the directive was good news for farmers because Government would this year procure twice as much as last year’s 500,000 tonnes target. "We therefore, wish to appeal to farmers in Southern Province who have produced surplus maize not to sell to briefcase buyers at low prices but instead wait for FRA to commence the buying of the produce if they are to reap a profit on their investment," he said. "We have no doubt FRA will offer a competitive and attractive maize price this
marketing season just as the case was last year which many farmers appreciated and motivated them to increase maize field tillage in the 2019/2020 farming season in anticipation of a stable maize floor price," Mr Evans said. He said that the Government had been walking the talk in the drive to ensure agriculture took centre stage in the economic transformation of the country. The PF South chief said this was so because of sound policies dealing with inputs and eventual marketing of produce with the farmer's ultimate interest in mind.

AMNESTY INTERNATIONAL WARNS AGAINST HARASSMENT OF JOURNALISTS FOR COVID-19 REPORTING JOHANNESBURG - As the coronavirus Covid-19 continues to spread across Southern Africa, governments are targeting journalists and media houses critical of their handling of the pandemic, Amnesty International warned yesterday, World Press Freedom Day. “From Madagascar to Zambia, we have seen governments criminalising journalists and shutting down media outlets that are perceived to be calling out poor government responses to Covid-19,” Amnesty International director for East and Southern Africa Deprose Muchena said in a statement. “With the disease continuing to spread, and no end yet in sight, there has never been a greater need for accurate news and information to help people stay informed and safe. Yet, the authorities across the region are targeting journalists and media houses for their critical reporting on the pandemic, which is weakening this vital information flow,” Muchena said. Attacks on the right to freedom of expression, media freedom, and the victimisation of journalists for questioning governments’ handling of Covid-19 North and South Korea have exchanged gunfire in the Demilitarised Zone (DMZ) which divides the two countries. Seoul’s military said shots from the North hit a South Korean guard post in the central border town of Cheorwon. It said it returned fire and delivered a warning announcement. There are no reports of injuries. Such incidents across the world’s most heavily fortified border are rare - the last occurred in 2017. It is not clear what led the North to open fire. Military officials in the South say there was no sign of unusual troop movements. They are trying to find out if this was an accident or deliberate. There’s a “low possibility” that the shots fired by North Korea were intentional, according to the South Korean military. But at this stage is unclear how they’ve made that assessment. Even if it was an accident or a miscalculation, it shows just how important it is for troops to keep level heads in the heavily fortified DMZ to ensure the situation isn’t made much worse. If it was a more tactical decision by North Korea then that’s a very different matter. The timing is interesting. It’s just 24 hours since the North Korean leader Kim Jong-un re-appeared after a 21-day absence. There have also been a large number of military drills in the North in recent months to improve readiness to fight

reverse the license cancellation for Prime TV and allow it to continue broadcasting without any harassment and intimidation, Muchena said. In Zimbabwe, journalists and newspaper vendors had been subjected to arrests and intimidation during their work on Covid-19. At least eight journalists had faced interference and harassment in the line of their duties. Two journalists, Nunurai Jena in Chinhoyi and Panashe Makufa in Harare, were accused of working without valid journalism accreditation cards, normally issued by the Zimbabwe Media Commission (ZMC), even though the commission was yet to issue the 2020 accreditation cards to journalists. Both journalists were reporting on the enforcement of the lockdown, including policing. This harassment and intimidation of journalists in Zimbabwe prompted the Media Institute of Southern Africa (Misa) Zimbabwe chapter to eventually seek a High Court order ordering the police and other law enforcement agencies charged with enforcing the Covid-19 lockdown not to interfere “in any unnecessary way” with the work of journalists. - IOL

Russia saw a record rise of 9,623 new infections on Saturday with 57 more deaths. The country is now the seventh most-affected country in terms of cases, having surpassed China, Turkey and Iran this week. Officials estimate around two per cent of all Muscovites have been hit by Covid-19 with the capital city considered a hotspot compared to the rest of the country. If the estimate is correct it means more than 250,000 have contracted the virus in Moscow, according to a calculation based on the screening. But mayor Sergei Sobyanin defended the two per cent figure. He said: “Judging by the health screening of various population groups, the actual number of those infected amounts to about two per cent of Moscow’s population. “It is the lowest level among major global cities hit by the pandemic,” he claimed. “We have succeeded in preventing the infection from spreading through discipline and Muscovites’ support for self-isolation measures.” The country has officially acknowledged that some 214,800 people are under medical supervision across its 11 time zones suspected of having caught the virus. It is not clear what provoked the initial gunfire an “actual war”, according to state media. Pyongyang has sometimes used the tactic of escalate to de-escalate, using its military posturing as leverage in later negotiations. But any sign of direct fire will be a disappointment to many in South Korea. Johannesburg - Former president Jacob Zuma on Saturday reiterated his claim that he had always wanted “my day in court”. “I’ve always said I wanted my day in court. It is (time for) South Africans to hear the truth. My silence has always been to keep unity, but it is now time,” he told Independent Media. It remains unclear whether Zuma’s appearance at the Pietermaritzburg High Court will take place during level 4 of the nationwide lockdown. It had been planned for Wednesday. However, Zuma’s lawyer, Eric Mabuza, said the matter had through agreement been postponed to June 23. Yesterday, Chief Justice Mogoeng Mogoeng issued a directive to nine judge presidents on how court cases should be handled during
lockdown. On criminal trials, which might affect Zuma’s case, Mogoeng said: “Criminal trials already set down for hearing during the national state of disaster period shall be dealt with and disposed of in a manner determined by the head of the court”. Mogoeng’s spokesperson Nathi Mncube said the chief justice’s circular meant that all judge presidents would have to decide on their own directives. “They can say all trials shall proceed or all trials shall not proceed,” said Mncube, who added he was not in a position to comment on the Pietermaritzburg High Court’s readiness to accommodate Zuma’s case. He said the judge presidents were yesterday not in a position to decide as “I only sent them (these directives) now. Labour unions scramble to save jobs amid the Covid-19 outbreak in SA
Johannesburg - On Friday, Workers’ Day was commemorated amid the Covid-19 outbreak which has threatened millions of jobs and an economic depression, but unions and labour federations said they are engaging with the government and other stakeholders to save jobs. According to the projection by the National Treasury, South Africa could lose up to 7 million jobs and see unemployment surging up from 29.1% to 50%. It projected the economy to contract by 6.4%. This week, S&P Global ratings downgraded South Africa further into junk status, citing the effect of Covid-19 pandemic on the economy and heightened concerns about the long-term sustainability of the country’s debt. However, Cosatu spokesperson Sizwe Pamla said the union was negotiating at Nedlac to set conditions for
any assistance in order to save jobs. “We came up with the idea of using UIF to assist employers to pay workers and minimise retrenchments,” said Pamla. On April 21, President Cyril Ramaphosa announced a R500 billion social and economic stimulus package aimed at keeping the economy going during the Covid-19 pandemic. The package was budgeted to save jobs, help companies that struggle to pay workers and operate, as well as help those in need. Giving details of the government stimulus package last week, Finance Minister Tito Mboweni said restaurants and other businesses should be compelled to ensure at least half of their staff were South Africans, and this was supported by Cosatu. “We support the sentiment of the minister and we expect him to work with other Cabinet colleagues to ensure that this is enforced. It is
a myth that foreigners are the only ones that are hardworking. South Africa was built by local workers and no one complained that they were lazy,” said Pamla, adding that South African employers suffer from apartheid legacy where they had glorified slaves at their disposal. “If these companies are going to ask for help then they need to comply or they can go and request help where they plan to create jobs.” Cash-strapped SAA has also gone under with its thousands of jobs. In March, SAA issued a notice to 4700 of its workers that it intended to begin consulting on retrenchments. The airlines promised to preserve as many jobs as possible, but cautioned that the outlook for its operations had dimmed further following Covid-19 and its impact on international travel. National Union of Metalworkers of SA spokesperson Phakamile Hlubi-Majola said the
union wanted to assure workers and its members that it will spare no moment in furthering their interests and addressing their fears under the current difficult and overwhelming conditions. Hlubi-Majola said the union had also met with Minister of Public Enterprises Pravin Gordhan and raised the fact that it was fully committed to ensuring that both SAA and SA Express (which was placed on provision liquidation) were restructured. “In this regard, government should consider the capitalisation of both institutions if we are to get out of the crisis.” South African Transport and Allied Workers Union general secretary Jack Mazibuko said the union was talking with Gordhan and SAA business rescue practitioners to consider implementing new prescriptions for the crisis at hand. A devastated woman has shared her husband’s decision to open their relationship. He plans to rent a second flat for his rendezvous. Samples from at least 180 street children encamped at Nakivubo Blue Primary School during the lockdown following the outbreak of coronavirus in the country have been taken for testing. Officials at Kampala Capital City Authority (KCCA) on Friday said this will enable them know the status of the children especially those who going to be reintegrated with their families. At least 40 street children have come to terms with the authorities to unite with their families while 80 others have chosen to join vocational training. Ms Harriet Mudondo, the director gender community services and production at KCCA, said the children have reached this decision with the help of psycho-social support and counselling. Yesterday Zambia recorded 5 cases of covid-19 from the 926 tests that were conducted in the last 24 hours. As can be noted in the trend analysis, Zambia has been recording an average of 5 cases in the last ten days while in the first ten days when the first two cases were recorded, the country registered an average of 4 covid-19 cases. This shows that there is a steady increase in the number of cases being recorded owing to the increased tests.

by donating face masks and foodstuff to two orphanages in Lusaka. ZJA provided 150 face masks, 10 Chitenge material and food stuff to Garden Islamic Centre and Home of David and Faith respectively. This is part of the 10,000 face masks that the association is donating to different beneficiaries across the country amid the Covid-19 pandemic. ZJA president Alfred Foloko said his association felt duty bound to donate because many communities could still not afford to buy such.

Foloko has urged all communities to adhere to the guidelines by government if the war against the coronavirus was to be warn quickly. He praised government for carrying out the programme of integrating street children into safe homes as they were in danger of contracting and spreading the virus. Sakala who features for KV Oostende said the KK11 was an inspiration to the current team to continue working hard to make the dream a reality. “Yes, almost everyone says the same about the team that crashed that they could have qualified to the World Cup and it shows that it was a great team.
