THE decision to re-open all institutions of learning has evoked relief just as it has generated anxiety among parents and learners. There is relief because learners will not have to repeat the learning calendar and anxiety because parents and learners fear the disease may affect their families. Over and above, relief must take precedence because no one, including health experts and scientists, knows for certain when COVID-19 will be eliminated. Thus everyone must remain steadfast and carry out academic and other activities under the new normal with extreme caution, lest a spike occurs. Learning institutions, bars and night clubs have remained closed for five months and this is certainly too long a period for business as well as academic entities. As for learning institutions, they will need to fasttrack their learning programmes in a manner that will not inconvenience or disadvantage learners while liquor traders should maximise the restricted time allotted to them. Firstly, learning institutions have a mammoth task of ensuring that the learning environment is replete with all requirements such as hand-washing basins, soap, hand sanitisers and sufficient running water. Social distancing in classrooms, dining halls and hostels must be guaranteed while all learners must wear and use face masks appropriately. In pre-school and early grades of primary section, teachers must be alert all the time to ensure the safety of the children in as far as the use of face masks is concerned. Face masks can reduce the rate of infections, but at the same time they can be a hazard to the young ones, if not used properly. It will be ideal for parents and teachers to work together in ensuring adherence to health regulations, impressing upon the pupils to observe rules both at school and at home. As at Saturday, Zambia had a cumulative 13,466 cases while active ones stood at 1,147 and the death toll stood at 312 after six were brought in dead. On the same day, 108 recovered. Total recoveries are 12,007 from the time the disease broke out in March this year. The statistics in the past three weeks have shown a drastic drop in the daily infection rate, perhaps, because of the onset of the warm weather. As Health Minister stressed, there must never be any aorta of complacency among members of the public, but total adherence to health regulations. One of the most critical areas that ought to be strictly policed is the public transport sector, as many of the pupils use buses to and from school. Therefore, the same traffic police that invade the road network must enforce the health regulations, especially the rule on face mask wearing on public buses. Traffic police officers must not only focus on defects on the vehicles, but also check on passengers’ adherence to health regulations. There has been a tendency by passengers pulling down the masks below their chins and only adjusting them on the face upon seeing law enforcement officers. Therefore bus crew members are cardinal in this regard; they must always check on passengers and ensure that they are in face masks until they disembark. Zambians must hold hands in fighting COVID-19 particularly now that schools are re-opening to avoid a spike. Let’s protect ourselves and our children!

TAX FOR HIGHER INVESTMENTS By BUUMBA CHIMBULU
GOVERNMENT should lower Corporate Income Tax (CIT) for investment above US$500,000 located in the Multi Facility Economic Zone (MFEZ) to enhance Zambia’s growth trajectory. This is according to the Zambia Association of Manufactures (ZAM) Chief Executive Officer, Florence Muleya’s expectations for the 2021 national budget. Ms Muleya said the investments should be for manufacturers who invested US$500,000 and above in priority products and those that invest into the MFEZ. Finance Minister, Bwalya Ng’andu, is expected to present the 2021 national budget to Parliament next week Friday.
“The Government should also in the 2021 budget grant manufacturers who invest US$500,000 and above in priority products and those that invest into the MFEZ a lower CIT rate of 15 percent to enhance Zambia’s growth trajectory,” Ms Muleya said. Ms Muleya regretted that though Zambia’s manufacturing sector had been crying for reduced CIT rates, this request had not been granted. She stressed that manufacturing CIT at 35 percent was too high and threatened the growth of the manufacturing sector, especially with the outbreak of Covid-19. “In ZAM’s perception, the Covid-19 pandemic creates an opportunity for Government to attract better investment into the manufacturing sector by reducing
the CIT rate from 35 percent to 25 percent,” Ms Muleya suggested. Additionally, she said, various custom duties and excise duty rates on certain raw materials were still high and debar local value addition. “Raw materials such as acrylic fibre at 15 percent duty, sheet steel at 25 percent duty, palm stearin at 15 percent duty, filler master batch at five percent, and bulk milk powder for further processing at 15 percent among others, should be removed or reduced to five percent. “Besides the high excise duty rate on imported ethanol of 125 percent should be reduced to 60 percent while the excise duty rate on alcohol made from malt should be reduced from 40 percent to 30 percent,” Ms Muleya said.

BOB Sichinga is a frustrated opportunist and failed politician whose ranting should be ignored by Zambians, PF Lusaka Provincal Secretary Kennedy Kamba has charged. Mr Kamba said Mr Sichinga who is a former Commerce Minister was bitter because he was rejected by Zambians after his attempt to ascend to the Presidency when President Michael Sata died. He told the Daily Nation in an interview that the former Minister had no moral right to accuse the PF Government of having failed the people because he totally failed to deliver anything when he was given an opportunity to serve as a cabinet Minister apart from mere rhetoric. Mr Kamba was reacting to a story in one of Zambia’s daily tabloids attributed to Mr Sichinga where he accused President Edgar Lungu and the PF Government of being corrupt. Reacting to President Lungu’s speech on Friday in Parliament that the government had delivered to the Zambian people, Mr Sichinga said that was just a mere dream, charging that the PF Government had only delivered in their pockets and not to the Zambian people. But Mr Kamba urged Zambians to ignore Mr Sichinga whom he described as a frustrated opportunist and failed politician. “These are frustrated souls who wanted to ascend to the Presidency when President Michael Sata died but had nothing to offer,” Mr Kamba said. He said despite having studied economics at universities, Mr Sichinga lamentably failed

MWENSE District Commissioner (DC) Edward Mumbuluma has died in a road traffic accident. Mr Mumbuluma 46, died in the early hours of yesterday in an accident at Toka area in Nchelenge District along the Mansa-Nchelenge road. Luapula Province Permanent Secretary,m Charles Mushota, said Government received the news of the demise of the DC with shock. Mr Mushota said Mr Mumbuluma died on the way to Mansa General Hospital where he was being rushed for medical attention after the accident. He described the late DC as a hardworking man who fought hard for the wellbeing of the people, not only in Mwense where he also saved as Patriotic Front District Chairperson, but the province as a whole. has been engaged to ensure members do not involve themselves in violence,” he said. Earlier, Mwata Kazembe called for continued peace in the country especially during campaigns for the upcoming Mwansabombwe parliamentary by-election. He said it was better to have a one party state than a multiparty country that was marred with violence. The report indicates that some mines were not declaring accurate sales prices for their copper production. “Many copper mines are not paying corporate income tax because they are declaring no profits despite producing larger amounts of copper,” the report states. It indicates that Zambia was every year losing around $2 billion in corporate tax avoidance, $264 million in tax evasion and an unspecified amount in tax incentives. “In the five years 2007 to 2011, for example, a named Copper Mine’s annual reports suggest that it produced $4.3 billion worth of copper. Using copper prices given by the US Geological Survey, however, this production would have been worth $6.8 billion, there is a difference of $2.5 billion,” the read states.
The report explains that the discrepancy may be accounted for by the mine’s third party tolling such as supplying other parties with its copper production, meaning that its own sales figures are reduced. The extractive report stated that overly generous tax incentives provided to companies by the government have also played a role. “That is why the attempts by the Zambian government to reform their tax system have met opposition from powerful mining companies and international organizations supported by Northern countries where the multinationals concerned are based,” the report states. The report recommends further investigation by Zambian authorities, given the possibility of mining companies’ under-reporting sales in order to reduce their taxable income. ABOUT 1,065 first year students at Mulungushi University have been awarded loans for the 2020/2021 academic year out of the 1,218 applications. Government has awarded student loans through the Higher Education Loans and Scholarships Board (HELSB) which would cover tuition fees and book allowances only. HELSB Corporate communications officer, Chiselwa Kawanda, said in a statement that from the 1,218 applicants, 1,065 were eligible for the award while 153 were ineligible, representing 87 percent and 13 percent, respectively. Ms Kawanda said only two applications were received from students living with disabilities. She said of the 1,218 applicants, 796 were male while 422 were female representing 65 percent and 35 percent, respectively. “Of the 1,065, one student has been awarded at 50 percent, 466 have been awarded at 75 percent and 598 have been awarded 100 percent, representing 0.1 percent, 43.8 percent and 56.1 percent, respectively,” she stated. Ms Kawanda said 950 students applied under the science category while 268 were under the non-science category, representing 78 percent and 22 percent, respectively. Last academic year, HELSB granted 300 loans to first year students for the 2019/ 2020 academic year at the same institution.

Covid-19 recovery rate improves By SIMON MUNTEMBA
GOVERNMENT has implored Zambians to heighten their Covid-19 adherence rate so that the country can surpass the 7.5 percent positivity rate recorded in the last two weeks. Meanwhile, the Ministry of Health was in the process of introducing a rapid Covid-19 test kit that would be able to detect the virus within 15 to 20 minutes. Giving a COVID-19 update yesterday, Ministry of Health Permanent Secretary for Technical Services, Kennedy Malama, called for strict adherence to Covid-19 health guidelines so that Zambia could surpass the 7.5 percent positivity rate recorded in recent weeks. Dr Malama said 73 new Covid-19 cases had been recorded out of 982 tests conducted in the last 24 hours, giving Zambia a positivity of 7.5 percent. He said that was a sim-
ilar picture in the last two weeks. “In the last 24 hours, Zambia recorded a total of 73 new COVID-19 cases. These were reported from 10 districts including; Lusaka, Kasama, Chinsali, Livingstone, Kalomo, Mazabuka, Mungwi, Monze, Kabwe and Nakonde,” Dr Malama said. In other words, he said, Zambia recorded a lower positivity relatively of less than 10 percent now compared to the time the coun-
try would post around or above 20 per cent. “ This is a good sign and we should ensure that we don’t relent on this,” he stressed. The Permanent Secretary said the cumulative number of cases in the country now stood at 13,539. Meanwhile, National coordinator for Pathology and laboratory services at the ministry, Aaron Shibemba, said once a rapid Covid-19 kit was introduced the results would be accessed within 15 to 20 minutes. Dr Shibemba said the kit would also expedite testing for covid-19 in rural areas. He however warned that Government would take stern action against people issuing fake COVID-19 Certificates. Dr Shibemba said the ministry would soon announce health centres where people could go and collect authentic certificates to be given by certified health officials for the sake of traveling purposes.

TWELVE communities in the Luangwa valley are benefitting from direct cash payments of K50 million (US$2.3 million) following their partnership with forest conservation business, BioCarbon Partners (BCP). The public-private-community projects set a new standard in forest conservation that puts the nation at the forefront of global efforts to combat climate change, while protecting forest resources and creating livelihood opportunities for local people. BCP Chief Executive Officer, Hassan Sachedina, said his company was complementing Government and community efforts to conserve the Luangwa-Lower Zambezi ecosystem. Dr Sachedina said this was just the beginning of a long-term, self-sustainable conservation model which benefitted communities and wildlife. “This has been a tough year due to the pandemic; tourism and conservation funding have declined, but through the extraordinary efforts of our partners such as Forestry Department, the LCFP has channelled K50 million into communities in 2020. We are grateful for USAID backing the LCFP’s development,” he said. BCP is a leading African conservation social enterprise with a mission to make wildlife habitat conservation valuable to people. Chief Bunda Bunda, said his community had worked towards the Lower Zambezi and verification success for Zambia. “We thank the government for helping our Chiefdom to access REDD+ benefits and to BCP for the partnership, which has increased employment, livelihoods and development projects,” the chief said. BCP employs over 160 people across 13 chiefdoms in Zambia, partnering to help conserve one million hectares of habitat in critical ecosystems.

THE CLERGY MUST RECONCILE FIRST …then unite politicians

NTIL the clergymen and women themselves reconcile it is impossible to bring politicians together, Bishops Council of Zambia general secretary Able Kaela has said. And Bishop Kaela has advised the Ministry of National Guidance and Religious Affairs to do away with church mother bodies. He observed that Church mother bodies had contributed to the segmentation of the church adding that the Catholic Church could not influence a Pentecostal churches decision because they belong to different
mother bodies. Bishop Kaela said in an interview yesterday that it was difficult to reconcile politicians because the church was also divided. He said that clergymen and women in the country had taken political sides, making it impossible to unite political leaders. The Bishop observed that the church had a lot of issues to clear before they could think of reconciling and advising politicians. He challenged the Ministry of National Guidance and Religious Affairs to help reconcile the church and honour each and every clergy as equal. Bishop Kaela alleged that
some churches and some clergy men and women were classified as more important than others hence the segmentation. “The church has got problems, they have segmented themselves so it has become very difficult for the church to reconcile politicians and they have taken political sides. “As a church we should be neutral, the Ministry of National guidance should bring the church together. It is their mandate because when the church reconciles, it will be very easy to reconcile politicians but it has issues as well. The ministry should not take sides,” he said.

GOVERNMENT has directed the Water Resources Management Authority (WARMA) to revisit all water permits that have been granted on all water bodies across the country by Friday, September 18, 2020. And Minister of Water Development, Sanitation and Environmental Protection, Jonas Chanda said he was concerned that human activities were causing water bodies to dry up. MISA Zambia has welcomed the call for Zambia to embrace issued-based campaigns during elections as the country heads to the polls in August 2021. According to MISA, Zambia must remain peaceful during any elections in the country. MISA Zambia chairperson, Helen Mwale, noted with gratitude the pronouncement by President Edgar Lungu during the official opening of the fifth session of the twelfth National Assembly at which he made known his expectations for the 2021 elections. Ms Mwale said it was pleasing that the Head of State in his address called for issue-based

Justice Chulu said that the commission wants to deliver free, fair, transparent and credible elections adding that the commission want poll staffs who are non-partisan. “The commission wants to deliver a free, fair and transparent election so we want staff who are nonpartisan,“ he said. And ECZ chief electoral officer Patrick Nshindano called for discipline among polling staff. He said that there are a number of changes that the commission has done such as from streams to polling stations. Speaking at the same function Marian Muyinda implored polling staff to pay attention to the guidelines of the commission. Meanwhile ECZ commissioner Ali Simwinga called for integrity and impartiality among polling staff manning the Mwansabombwe by-elections.

AFARGE Zambia has reported an increase in revenue by 27 percent to K637 million as at June 2020, compared to the previous year amidst a rise in exports and local demand. Cement sales volumes decreased by nine percent over the same period, according to the unaudited results for the half year ended June 2020 posted on Lusaka Securities Exchange (LuSE). The report however indicated that production costs had been adversely affected by the
depreciation of the Kwacha, and increase in prices leading to reduced margins. It indicated that the company recorded a loss before tax at K12 million compared to loss of K36 million in 2019, a positive increase of more than 66 per cent. “Cash generation of K16 million due to decrease in receivables and inventory. A MOBILE application designed to provide access to real-time information for clearing agents has been launched by the Common Markets for Eastern and Southern Africa (COMESA) Regional Customs Transit Guarantee Scheme (RCTG Carnet). The Application is a one-stop shop that will allow clearing and forwarding agents in member countries, such as Zambia to view current bond balance and active carnets, get notifications on carnet acquittals and expiry of RCTG Bonds. Carnet is a guarantee document that is used throughout the transit process as a proof of a valid guarantee or bond and an undertaking to comply with customs obligations within each transit country. The RCTG scheme is a customs transit regime developed to facilitate the movement of goods under customs seals in the COMESA region. It provides the required customs security and guarantee to the transit countries. Among key benefit is the reducing the cost of bond or guarantee and collaterals charged by sureties and agents. COMESA Secretary General, Chileshe Kapwepwe, said the launch of the application would improve the cost of doing business. “I certainly believe that the creation of this Mobile Application is a very practical way of enabling Clearing and Forwarding Agents to access real-time information on their RCTG bonds from wherever they are without going through Customs Authority offices,” Ms Kapwepwe said in a statement. The RCTG scheme has 13 members namely, Burundi, Djibouti, DR Congo, Ethiopia, Madagascar, Malawi, Kenya, Rwanda, South Sudan, Sudan, Tanzania, Uganda and Zimbabwe. Currently, the scheme is operational in Burundi, Kenya, Rwanda, Tanzania and Uganda. The RCTG carnet is fully digitalized and integrated with the National Customs IT Systems.

• The establishment of CFTA could also resolve the challenges of multiple and overlapping memberships by encompassing the RECs across the continent and progressively harmonising and integrating their activities. • The CFTA may result in increased food security through reduction to barriers on trade in agricultural products. • The CFTA may result in an increased rate of diversification and transformation of
Africa’s economy and the continent’s ability to supply its import needs from its own resources. RECOMMENDATIONS FOR ZAMBIA
• The Ministry of Commerce, Trade and Industry is urged to build the capacity of Zambian firms to compete in the continental market by implementing strategic policies to encourage investment in the manufacturing sector. Special focus should be given to Industrial policy, Trade policy and other policies related to the cost and ease of doing business. • Support must be provided for small scale producers to avoid crowding out by a market run by the private sector. Small scale producers may adapt to the post-CFTA market through enhanced technical, managerial and financial skills to meet industry standards. • Government is urged to conduct research on and prioritize sectors where the country has comparative advantage and build domestic production capacity. • There is need to increase sensitization about the CFTA and the impact of Zambia joining because this will equip businesses and manufacturers in strategically positioning themselves to benefit from CFTA.
Kenyans to wait until 2025 for oil billions 7 / Daily Nation, Monday 14 September, 2020 HARARE – Industry and Commerce Minister, Dr Sekai Nzenza, says the closure of steel giant, Ziscosteel, has forced the country to spend about US$1.1 billion every year importing steel and steel products. She made the remarks in her keynote address during the inter-ministerial committee tour of the Ziscosteel plant in Redcliff at the weekend. Dr Nzenza said this was a signal that the revival of Ziscosteel should be a top priority for the economy. “The revival of Ziscosteel is vital to the revival of the steel industry as it unlocks the whole steel value chain. I trust that we all agree that the steel industry is the backbone of the industry as it provides raw materials to the agriculture, construction, mining and transport industry among others,” she said. “Currently the country is importing about US$1.1 billion worth of steel and steel products per annum. This shows that the revival of the company should be number one priority for the government.” Dr Nzenza said Government was gravely concerned about the “astronomic” figure that is used to import steel yet all the required resources were locally available. “We are importing steel from

China bans German pork imports after African swine fever case SHANGHAI - China banned pork imports from Germany at the weekend after it confirmed its first case of African swine fever last week, in a move set to hit German producers and push up global prices as China’s meat supplies tighten. China’s ban on imports from its third largest supplier comes as the world’s top meat buyer deals with an unprecedented pork shortage after its own epidemic of the deadly hog disease. The ban on Germany, which has supplied about 14 percent of China’s pork imports so far this year, will push up demand for meat from other major suppliers like the United States and Spain, boosting global prices. German exports to China are worth around 1 billion euros ($1.2 billion) annually, and volumes had doubled in the first four months of this year on soaring demand after Chinese output shrank around 20 percent. A spokeswoman for the German Food and Agriculture Ministry confirmed the ban, adding that the ministry remained in talks with the Chinese government on the matter. German farmers on Friday urged China to avoid a nationwide ban on imports of their pork, and the agriculture ministry said it had asked Beijing to apply a regional approach to the swine fever case. But the ban, announced by China’s customs agency and its agriculture ministry, had been widely anticipated given Beijing’s history of moving quickly to implement bans in such cases. NAIROBI - Kenyans will have to wait until after 2025 for petrodollars from Turkana oil fields to start trickling in after the government extended the exploration timeline for Tullow. The British oil explorer said it had been granted another 15 months for exploration phase of the Turkana oil project, essentially pushing ahead production timelines and extending the long-awaited final investment decision. Tullow in a statement accompanying its half year results to June 2020 said the extension was part of the deal that led to its lifting of a force majeure on the project last month. The explorer said it had suspended its intended sale of stake in the project without specifying its next move on the intended farm down for a 50 percent shareholding in blocks 10BB and 3T in the Turkana. “Kenya has agreed to an initial extension to the second additional exploration period for the 10BB and 13T licence blocks until 31 December 2020 with a final extension until 31 December 2021, contingent on an agreed work programme and budgets. “Separately, the farm down
process has been suspended while the joint venture partners complete a comprehensive review of the development concept to ensure it continues to be robust at low oil prices, and also consider the strategic alternatives for the asset,” Tullow said in a statement. The move now pushes further away the timelines for the project that had originally been set for 2021 before several extensions. Tullow whose half year net earnings dropped 138 percent to a loss of $1.3 billion, will need to source for funds together with the Kenyan Government to build a pipeline after the investment decision has been made. This will be followed by another 38 months to build the Lamu-Lokichar pipeline, effectively putting Kenya’s first yield from the oil resources beyond 2025. UK agrees first major post-Brexit trade deal with Japan LONDON - Britain says it has secured its first major post-Brexit trade agreement - a free trade deal with Japan – coming soon after bitter wranglings with the European Union. The Department for International Trade said the deal, which largely replicates the current EU-Japan deal, will be worth 15.2 billion pounds. The UK-Japan Comprehensive Economic Partnership Agreement was agreed in principle by International Trade Secretary Liz Truss and Japan Foreign Minister Toshimitsu Motegi during a video call. Bilateral trade is currently conducted under the EU-Japan deal that came into effect last year, but that agreement will no
longer apply to Britain from December 31. Britain left the EU in January, nearly four years after a seismic referendum that saw voters opt to end close to five decades of European integration. A standstill transition period is in place until the end of the year while London and Brussels try to thrash out the terms of their new relationship from January 1 next year. But the talks are increasingly fractious, and on Thursday the EU threatened legal action after the UK vowed to implement a new law that would break its binding divorce treaty. The UK government will hope the new bilateral deal with Japan shows Brexit opponents that agreements can be made
elsewhere. “This is a historic moment for the UK and Japan as our first major post-Brexit trade deal,” said Truss. “The agreement we have negotiated - in record time and in challenging circumstances - goes far beyond the existing EU deal, as it secures new wins for British businesses in our great manufacturing, food and drink, and tech industries.” The deal was an “important step” towards joining the Trans-Pacific Partnership, she added. US budget deficit soars to $3tn record WASHINGTON - The US budget deficit has hit a record high of more than $3trillion, driven by the government’s massive spending on coronavirus relief. The federal government spent more than $6tn in the first 11 months of its financial year, including $2tn on coronavirus programmes, the Treasury Department said. The figure outpaces the $3tn it took in from taxes. The shortfall is more than double the previous full-year record, set in 2009.
At the time, Washington was grappling with the aftermath of the 2008 housing financial crisis. Even before the pandemic, the US was on track to run a deficit of more than $1tn this year large by historic standards. But the spending approved to try to cushion the financial impact of the virus has exploded those projections. The Congressional Budget Office this month predicted that the US was likely to run a full-year deficit of $3.3tn, more than triple the shortfall
recorded last year. The federal government’s financial year ends in September. The agency said it expected total US debt to exceed $26tn. At a hearing in Washington in June, Jerome Powell, the head of the US central bank, told members of Congress that America’s spending path was “unsustainable”, but said reducing the shortfall should not be a priority given the state of the economy. The economy shrank at an annual rate of more than 30
percent in the April-June period, its worst quarterly contraction on record. Data suggest job layoffs and business closures are continuing. Roughly 30 million people - about 20 percent of the American workforce - remain on some form of unemployment benefits, despite reopening underway, the Labour Department said this week. ‘I cant breathe’ Dear Editor, Good morning Dr. Masuwa. I shed tears reading your article. Just two weeks ago I was on the verge of death. Being asthmatic and having Covid Pneumonia, my life hang in a balance in those minutes. My Asthma shot up, my inhaler and salbutamol tablets did nothing for me, I literally fought for air, gasping for it, my eyes bulged, I saw death Doc, it’s painful. Now I understand what George Floyd went through. Thank God, I was promptly attended to at Levy Hospital, first thing they stabilised my Asthma, within an hour of being at Levy my attack had stabilised. I’m home now in isolation taking prescribed medication and recovering well from Covid Pneumonia. Being asthmatic I would like the Pulse Oximeter, please arrange for me. The other thing Doc, after 14 days, does Covid-19 clear automatically from the body? How do I know I’m free from it, do I need to test again? God save children from misguided global powers Dear Editor, FIRST it was Donald Trump’s USA that separated American children from their non-American parents, and kept and still keeps these children in concentration camps without basic parental care. Trump’s own sister is on record expressing the general indignation of the American society by drawing attention to her dismay at the picture of Trump’s daughter cuddling her children when other American children are denied this basic right of a mother’s shoulder to lean on. For America which has traditionally been known to go an extra mile to protect the American citizen regardless of their social status or colour, and is known for protection of children, this is a new chapter in American social practices. In all human societies, parental care of children is seen as basic in human development. If children are robbed of that care at the critical time in their lives, society may be planting seeds of human monsters without human values of empathy. When you look at pictures of the American children separated from their parents, it is hard to imagine them growing into adults with love and care for society because they are denied an opportunity to assimilate these values from their environment. If it were possible it would be better to keep families together by deporting the American children together with their parents, and for the American citizen to return after they do not need parental care. But this would prove legally difficult for the US President to deport an American citizen. Thus, before Trump, the human approach to keep families together was to accept parents of American children in the US. This practice changed with Trump’s show of toughness against immigrants of colour. But
As if the Trump’s American tragedy is not enough, now Germany and France are proposing to take 400 minors to be separated from their immigrant parents in Europe. This is now to reinforce and perpetuate and institutionalise Trump’s separation of families - especially minors from parents in the global system. this is anything, but toughness. Where is the toughness against helpless innocent children who did not choose the circumstances of their birth? As if the Trump’s American tragedy is not enough, now Germany and France are proposing to take 400 minors to be separated from their immigrant parents in Europe. This is now to reinforce and perpetuate and institutionalise Trump’s separation of families - especially minors from parents in the global system. Germany and France should find another way of helping without separating families of immigrants.
To the best of my knowledge, there are no Zambian parents/ families involved in the USA or European cases, but as a global citizen I am concerned about the immediate affront of family separation to basic human values, and even more concerned about the risks of creating future human monsters out of innocent children. ALL KITWE SCHOOLS UNDER SCRUTINY By SANFROSSA MANYINDA
T
HE Kitwe City Council has embarked on an inspection exercise of all learning institutions to ensure that they meet public health requirements for them to be issued with compliance certificates in readiness for re-opening.
The local authority would collaborate with the Ministry of Health to thoroughly inspect all learning institutions and ensure that they were compliant with the stipulated Covid-19 guidelines before they could begin to operate. Kitwe City Council Director of Public Health, Rodney Banda, said the local authority would only allow learning institutions that would have valid health compliance certificates. The council, he said, would be tough on any institution disregarding the laid down public health procedures. "We have devised an assessment criteria and forms to conduct the inspection before issuance of Health Compliance Certificates to those who will adhere to the Covid-19 guidelines," he said. Mr Banda said learning institutions should ensure that
classrooms had proper ventilation, sitting arrangement at minimum of one metre apart, with constant water supply. Additionally, schools should be replete with washing facilities, soap or sanitizers while pupils should always mask up. He stated that the local authority would continue conducting random monitoring of learning institutions so that compliance levels were maintained. Mr Banda has since appealed to all managers of schools, colleges and universities to immediately obtain health compliance certificates.

THE opposition UPND wants to ride on fake promises in an attempt to ‘sneak’ into Government and then later abandon the people, Patriotic Front (PF) youths on the Copperbelt have said PF Copperbelt youth chairman Don Mungulube said if the UPND were serious about improving people’s lives, they would have in a small way demonstrated to improve people’s lives instead of waiting to form Government , Mr Mungulube said this in reaction to UPND Copperbelt chairman, Elisha Matambo, who promised people in Lufwanyama district that if UPND forms Government, it would give them 10 bags of fertilizer, comprising five bags of urea and five of basal dressing. During the campaign meetings for the September 17 local government by-elections, Mr Matambo also said UPND leader, Hakainde Hichilema, would give farmers in Lufwanyama cattle to plough fields.

Why wait for by-elections to make those sugar-coated promises? Mr Mungulube urged UPND leaders to desist from using propaganda, lies and hate speech and instead prove that they were a responsible and caring party capable of looking after Zambians. He said political parties should compete on ideologies and policies that would help alleviate the challenges facing the nation and the world as a whole. The PF youth leader said it was unfair for UPND to continue exhibiting hatred against President Edgar Lungu, but when challenged to explain what they would do to revive the economy, they were failing to clearly put issues into perspective.

‘Early input distribution good for agro’ By NOEL IYOMBWA THE early flagging off farming input distribution is a sign that Government is committed to promoting agriculture, PF Chibombo district acting Chairperson Remmy Mukosa has said. In an interview yesterday, Mr Mukosa said that over the years farmers had failed to harvest as expected due to delay in input distribution across the country. Government, he said, had demonstrated commitment to ensuring enough food for citizens was available and that the plight of small scale farmers was taken care of. Mr Mukosa stated that now that inputs had been flagged, farmers should start early preparation so that the yield sufficient harvest. He called on traditional leaders and youths in Central province to venture into farming as a profitable business, especially for youths who were not yet in formal employment. “We now have the inputs so it is up to us to ensure that we start preparing on time so that we don’t blame Government that they did not give us inputs on time, “he said. President Edgar Lungu on Wednesday flagged off the distribution of subsidized farming inputs to smallholder farmers under the Farmer Input Support Program (FISP). Launching the programme Chisamba district, the President said Government had established a robust data management and monitoring system to ensure that unintended beneficiaries were removed from the programme. According to him, the distribution of agricultural inputs last year, coupled with improved targeting of FISP beneficiaries and good rainfall resulted in the country recording a bumper harvest for the 2019/2020 farming season.

ZAFYAC rejects UPND electoral violation claims By PETER SICHALI THERE is no law that halts Government operations in an area where there is a by-election, says Zambia Youths Association in the Fight against Corruption (ZAFYAC) executive director Maurice Malambo has said. Mr Malambo said claims by UPND deputy secretary general Patrick Mucheleka that distribution of relief support in the flood-hit areas and the efforts to roof a named school within the precinct of Mwansabombwe Constituency where a byelection was scheduled to take place on Thursday were a violation of the Electoral Process Act of 2006, were misplaced. Mr Malambo said the Electoral Process Act of 2006 does not advocate suspension of Government operations in areas where there was a by-election. "In respect to Sub-section 7(h), under the headline, Prohibit does not allow strictly any contender in an election to in any way induce a voter by provision of ACTUAL GIFTS during the campaign period.� Mr Malambo said it was important for the UPND and others alleging violation in relation to the said conduct by DMMU and its functionaries to understand the clear distinction between a government functionary and a party functionary. He said the DMMU is a government department and Mr. Chanda Kabwe as National Coordinator of DMMU is a government functionary or employee at the rank of Permanent Secretary, and any other members of the District Disaster Management Committee in relation to the execution of the office mandate is not a violation of any provision of the electoral process Act, 2006 or any other law during a General Election or by-election to the best of the knowledge as an organisation. "This is so because there is no law in Zambia that halt the operations of government either during a by-election or general election, instead on the contrary there exist a law that upholds the subsistence or continued existence of political office even during the General Election, such as the Offices of the President, Vice-President, Permanent Secretary, Deputy Permanent Secretary, council secretary, district commissioner, members of the diplomatic corps and technocrats of the government machinery.“ Mr Malambo said as such they find no violation in the said conduct by the Disaster Mitigation and Management Unit and its operatives. And Mr Malambo has commended all political parties and other stakeholders for maintaining public tranquility in all the byelections taking place across the country.

YALI calls for peace By SILUMESI MALUMO WE call upon political party leaders to preach peace and tolerance at every fora as the country goes towards 2021 elections, Young African Leaders Initiative (YALI) has said. YALI Governance Advisor, Isaac Mwanza, said there must be peace building and stability in the country while politicians must focus on issue based campaigns. Mr Mwanza said President Edgar Lungu had already set a tone for peace even when political players differ in terms of opinions and ideologies. “So let everyone preach peace. They shall be always differences but these differences will only be dealt with by our competent, professional and independent institutions such as ECZ and the judiciary. “The bottom line is that we must engage in constant dialogue, respectful and mutual coexistence knowing that we are only have one Zambia and One Nation,” Mr Mwanza said. He said at a media briefing yesterday that Zambia must bea peaceful nation. “It is important Zambian people regardless of their political affiliation to embrace each other as this is fundamental to the country’s development,” he said. Mr Mwanza said it was prudent that all political party leaders urged members to refrain from all forms of provocation and violence. Meanwhile, Mr Mwanza said his organisation was excited that President Lungu had put practical efforts in creating opportunities for young people and women. “We therefore implore young people to take advantage of the calls to form cooperatives as a vehicle to access empowerment funds so that they can engage in economic activities such as agriculture, gold mining, aquaculture and other commercial initiatives,” Mr Mwanza said.

Govt wants quality work from local contractors GOVERNMENT has implored local contractors to commit themselves to work once they are given contracts such as road and construction projects. Local Government Minister, Charles Banda, said Government wanted quality works from local firms if they were to be given more contracts. The Minister said this when he inspected the construction of the 21-kilometer LukupaMwamba-Kalense road in Kasa-ma district which is being upgraded to gravel standard. "Prove yourself that you can deliver quality work if you are to be given more contracts by the Government," Mr Banda said. Government, he said, wanted more local contractors given contracts to help grow the economy but noted that this would only happen if they demonstrated that they could deliver quality work. Dr Banda has however hailed Construction World, a local contractor that is working on the project for showing quality work. He however,urged the company to expedite the work so that people in the area could start using it. The Minister, who also toured TAZARA market, commended Kasama Municipal Council for delivering quality work on the shelter at the market. Dr Banda saidhas since urged other local authorities to emulate Kasama and do similar projects. Meanwhile, Construction World Limited Site Engineer, Frank Mangena, pledged that his company would deliver the best road. Mr Mangena explained that the company has so far done bus- clearing and sub-grading on the entire stretch. A resident, Shepherd Kangwa, said the upgrading of the 21 kilometer road to gravel standard would ease the movement of people in the area. Meanwhile, Northern Province Minister Chungu Bwalya said the repair of the road would open up the areas as, farmers would easily transport their produce to the market. "We had applied for a Land Development Fund from the Ministry of Lands so that we can use it to open up new districts, this fund has however, not been forthcoming so we also appeal to you to help us to push for this fund" he said. - ZANIS

This new partnership allows customers pay school fees through the new channels, says Atlas Mara Head of Corporate Investment Banking, Betsy Nkhoma. Mr Nkhoma announced that Schoolpay partnership had expanded distribution footprint alongside existing channels of the Atlas Mara Bank network of 50 branches and Atlas Mara Mobile App. He said in a statement that Atlas Mara Bank was continually making success through its tailor made products and services for its customers. “Today, we are excited to once again introduce a partnership on our SchoolPay platform that allows for contactless and remote payment of school fees conveniently anytime, anywhere across the country by simply using a payment code on our digital banking platform” he said. Mr Nkhoma said the bank would leverage on branches nationwide and digital platforms to offer customers the widest access, convenience and ease of paying school fees at their door steps. This, he said, provided a refreshed value proposition for school fees payments and collections for many registered schools across the country especially with the introduction of Airtel Money and MTN MoMo to the platform. Mr Nkhoma explained that this enhanced the Atlas Mara Bank customer value proposition through the digital banking strategy. “This platform empowers students and learning institutions in two evolutionary ways; firstly offering reliable and convenient payment channels for students and secondly helping the various learning institutions reconcile their accounts receivables in real time via a self- service, easy to use and robust platform,” he said. He said Atlas Mara aimed to create a trusted brand partnership between Schoolpay, students, Learning institutions, the general public and the various payment channels. “This platform is a service designed with our clients in mind, the customers who pay for the school fees and the learning institutions who are the recipients of the school fees,” Mr Nkhoma said. Atlas Mara has so far partnered with over 78 learning institutions to help ease their day to day transactions, improve efficiency as well as reduce on the manual processes which sometimes can take time.

NORTHWEST EXCEEDS NRCS ISSUANCE TARGET

THE North-western province has exceeded its initial target of issuance of National Registration Cards(NRCs) in the ongoing mobile exercise, area Minister North Western Province Nathaniel Mubukwanu has disclosed. Mr Mubukwanu said that the initial target was to issue 80,000 NRCs but that the province had exceeded by over 5,250. The Minister said 57,304 NRCs had been issued under replacement while 27 946 people acquired the cards as first timers. "As at Monday, we had exceeded our target of 80,000 by 5,250 people, and the broken down as follows; 57,304 for replacements and 27,946 is for those that

beginning. Mr Mubukwanu said Government wants to ensure every eligible Zambian acquires the card, not only as a way of identifying themselves, but also for participating in empowerment
programmes rolled out across the country. "Without this important document, one does not qualify to access the various empowerment programmes Government has initiated to uplift people’s welfare," he added. He urged all eligible citizens to take advantage of the mobile issuance exercise to get the identity card. Phase one of the mobile issuance of NRCs started on August 1 and was scheduled to end on September 10 2020 covering North Western, Copperbelt, Luapula, Northen and Eastern Provinces. Government has since extended the exercise in the five provinces by 10 days, citing logistical challenges and to allow more people to acquire the documents

N Friday, the 11th September, 2020, I was invited to the ZNBC Studio TV1 to be part of the panel that would discuss what we thought the President was going to deliver to Parliament from different sectors. We were not privy to the Presidential speech at all. I was tasked to comment on the energy sector. I articulated my opinion and expected that the President was going to talk about load shedding and how it has negatively affected the economy.
In addition, the President was not going to miss the opportunity to highlight how he was ending the load shedding through the development of the 750MW Kafue Lower Gauge Power Plant which is partially being commissioned this year and the remaining part by May next year. In other words, I expected His Excellence to make his speech which is informed, guided and mentored by the 7th National Development Plan framework which has been the road map

I stayed on in the chilly studio from 09:00 hours up to 13:00 hours thanks to my hosts who kept us comfortable and engaged throughout until the President has finished delivering his speech built around the theme, DEDICATION, RESILIENCE AND INNOVATION as a guiding anthem in the new normal. It has been very easy to give up in this COVID-19 laded era. At times, one just feels like just giving up. Therefore, we were looking to a Presidential Speech which would deliver certainty and restore hope. In addition, innovation has been the means of survival in this era and will continue to undergird our approaches going forward. According to literature, the word “resilience” appears to have originated in the 15th century from a Latin world “resili” whose connotation is to “spring back” or to “rebound” Resilience can be defined as the power or the ability to return to the original form or position after being bent, compressed, stretched or seriously challenged by either internal or external forces or both. It also refers to

Mr. Horatio Spafford (1828-1888), a devout Christian and very wealthy Chicago businessman lost almost all his wealth in a day shortly after the death of his son. Thereafter, he scheduled a boat cruise to take his wife and daughters to Europe so that they can rest and recover from the shock while he remained behind to attend to some last minute business. Several days later, he received a notice that the ship carrying his family encountered a collision. All his daughters drowned. Only his wife survived. While aboard a ship to go and join his grieving wife, he penned the first lyrics of what has become one of the most famous hymns in main stream traditional and charismatic churches, “when sorrow like sea billows roll; it is well, it is well with my soul.” Back to the Presidential Speech, I of the view that he was on firm ground and his speech was informed by facts on the ground. We have a power deficit of about 810MW. The 750MW Kafue Gorge Lower Power which is also complete will initially give us 300MW this year and later on in the first quarter of 2021, it will give us 450MW. In addition, we have a number of plethora of solar power plants here and that at different developmental stages. Put together, we expect to obliterate the 810 MW deficit. It must also be noted that should we receive above average rainfall, our reservoirs will also have improved water which will lead to producing a bit more electricity over and above what we are expecting from the expansion of the generation. When you analyse critically, Government has done a commendable job in terms of expanding the generation capacity, launching other forms of energy, setting up off grid solar systems, mini hydro power. Some of the legal projects include the 750MW Kafue Lower Gorge, 2,000MW
Batoka Gorge, 300MW Maamba Coal Power Plant, 100MW of Solar and another 600MW of Solar which just got started. There have also been some upgrades here and there. In addition, government has given direction regarding

The country has a new a National Energy Policy of 2019 and two new laws in the Energy Sector-The Electricity Act of 2019 and the Energy Regulation Act of 2019 which came into force in February, 2020. the future of Zambia’s energy requirements 50 years from now. This is what gives me confidence that the Government put Zambia on the correct energy sector trajectory. The country has a new a National Energy Policy of 2019 and two new laws in the Energy Sector-The Electricity Act of 2019 and the Energy Regulation Act of 2019 which came into force in February, 2020. Therefore, President Lungu’s assurance regarding load shedding coming to an end must be taken seriously as it is informed by facts which are on the ground. The 7th National Development Plan Development Outcome 4 promises Improved Energy Production and Distribution for Sustainable Development. Strategy one under this Development Outcome is to enhance generation, transmission and distribution of electricity while Strategy 3 focusses on renewable and alternative energy and Strategy 4 is focusing on improving electricity access to rural and peri-urban areas. THERMALPHYSICS PART 3 HEAT TRANSFER Heat transfer is the flow of heat energy from a hot region to a cold region through matter. When two regions are at different temperatures heat will be move from the hot region to the cold region until the two regions are at equilibrium temperature. When you touch an object and it feels cold it means your body temperature is higher than the object you have touched. Similarly when you touch the object and it feels hot it means you body temperature is less than the object you have touched. There are three ways or methods by which heat moves from the hot region to the cold region and these are: conduction, convection and radiation.
Conduction Conduction is the transfer of heat energy from the hot region to the cold region within a solid or between two solid objects in thermal contact.As explained earlier, particles in a solid are closely parked and they just vibrate to and fro. When one end of the solid is heated, they particles will gain more kinetic energy and begin to vibrate at a faster rate. As the heated particles vibrate at a faster rate, they pass energy to the neibouring particles until heat energy reaches the other end. During conduction, particles do not move. See the figure below.

The following are examples of bad or poor conductors of heat. • Wood • Plastic • Glass • Air • Convection Convection is the flow of heat energy through liquids and gases. As earlier explained, heat energy will flow from a place of higher temperature to a place of lower temperature. Unlike under conduction, convection invloves the movement of the particles that have been heat. The particles of a liquid or gas become less dense when they are heated and they begin to rise on top of the unheated particles. Similarly, the unheated particles sink to the bottom since they are denser than the heated particles. The rising of the heated particles to the top of the liquid or gas and sinking of the unheated particles forms a convection currents. The formation of the convection currents ensures that heat energy is distributed throughout the entire liquid of gas. See the figures below that show convection in a liquid.
During day time, the land is heated faster than the sea. This is because the heat capacity of the sea is much more than that of the land. Therefore, the air above the land will be heated and begin rise moving towards the sea. On the other hand, the cold air from the surface of the sea will move towards the land to replace the hot air. This movement of the hot air from the land towards the sea and cold air from the sea towards land is called sea breeze. Sea breeze occurs during the day. See the figure below.

To ensure that the liquid is heated fast, the source of heat should be placed at the bottom so that the heated molecules can rise to the top of the liquid and cold particles can sink to the bottom forming convection currents. For this reason, the heating element in a gyser is placed at the bottom. If the source of heat is placed on top of the liquid, heat will flow by conduction and because water is a poor conductor of heat, it will take a lot of time for the liquid to be heated. See the figure below that shows that an experiment to demonstrate that water is a poor conductor of heat.
When the source of heat is applied at a point as shown in the above figure, the water on top will start boiling while the water at the bottom is still cold. The ice wrapped in a wire gauze will remain for a longer period of time. In this case, heat flows from the top to the bottom by conduction and not by convection. Since water is poor conductor of

Uses of conductors of heat Good conductors of heat are used wherever heat energy is required to move fast through something. The following are some of the uses of good conductors of heat. • Making radiators • Making boilers • Making of sauce pans and pots For the above uses mainly copper and aluminium
Sea breeze
At night the opposite of sea breeze happens. During the night time, the land cools faster than the sea. Therefore, warm air will be rising from the sea going towards the land. Similarly, cold air from the land will be flowing towards the sea to replace the warm air. That is the reason why when you go to the river or any water body on a very cold day in the morning, you will notice steam on the surface of water. See the diagram below that shows land breeze.
Even if all solids conduct heat, the rate at which they conduct heat energy differs from one solid to the other. Solids that conduct heat energy at a faster rate are called good conductors of heat. Generally all metals are good conductors of heat energy, however, they too, conduct heat at different rates. The figure below shows an experiment to show that metals conduct heat at different rates.
When the experiment is set up as shown above, metals will conduct heat energy from the end dipped in hot water towads the ends not dipped in hot water. When heat reaches the other, the wax will melt and this will result in the pins falling off. Because metals in the above experiment donot conduct heat at the same rate, the pins will not fall at the same time. The pin on copper will fall off first,folllowed the pin on alumnium, brass and lastly iron. Among the four metals, copper is the best conductor of heat and iron is the leat conductor of heat.

Good and bad absorbers Certain materials absorb radiation and become hot. Such materials are called good absorbers. Generally, black or dull objects are better absorbers of radiation than white or shinny object. For example, a person wearing a black suit on hot day will feel hotter than a person wearing a white suit. The figure below shows an experiment to demonstrate that black or dull objects are good absorbers of radiation. MOROCCO INTERCEPTS NEARLY 200 MIGRANTS TRYING TO REACH SPAIN THE Moroccan coast guard intercepted 168 migrants this week who tried to reach Spain using makeshift crafts, including jet-skis and kayaks, the official MAP news agency reported Saturday. MAP, quoting a military source, said the migrants who had come from subSaharan Africa were intercepted on Wednesday and Thursday and brought back to Morocco after receiving medical care. Located in north-western Africa, the kingdom is a key transit route for migrants from sub-Saharan Africa attempting to reach Europe. According to the EU border protection agency Frontex, the number of migrants who tried to reach the Spanish coast from the Western Mediterranean fell by more than half during the first eight months of 2020, compared with the same period last year.
In total, 8,200 illegal migrants made the sea crossing in the first eight months of this year, Frontex said, adding

Mali coup: Military agrees to 18-month transition government MALI’S new military leaders have agreed to establish an 18-month transition government until an election can take place, following last month’s coup. Spokesperson Moussa Camara said the interim government would either be led by a military officer or a civilian. The pledge came after three days of talks with opposition and civil society groups on a timeline for Mali’s return to civilian rule. Ousted President Ibrahim Boubacar Keïta fled the country last week. The 75-year-old former leader flew to the United Arab Emirates (UAE) on 5 September for medical treatment, after suffering a minor stroke, military officials said. His former chief of staff said he could be away for up to 15 days. After the coup, West African
leaders said they wanted a rapid return to civilian rule. Mali’s new military rulers had previously said they wanted the interim period to last for two years. “We make a commitment before you to spare no effort in the implementation of all these resolutions in the exclusive interest of the Malian people,” Col Assimi Goita, the head of Mali’s military junta, said.
President Keïta was overthrown on 18 August following mass protests against his rule over corruption, the mismanagement of the economy and a dispute over legislative elections. The coup sparked international condemnation, but it was welcomed by many Malians. Mr Keïta was detained by the military, but later freed. Coronavirus: Cases in France leap past 10,000 a day it contains, the less airy it is, the more you increase the risks." France is one of several European countries to see a surge in new cases. As authorities across the continent eased stringent lockdowns imposed in March to tackle the outbreak, new cases began to creep up in June and jumped significantly in the last month. Makembo said early preps for the championship which features players who play in their domestic leagues will help Zambia to triumph in Cameroon. “Now that CAF has indicated when the CHAN will be played, the focus should be on drilling the team because that January is just around the corner and our prayer as fans is that the coach will be able to come up with a strong squad to represent Zambia diligently at the CHAN in Cameroon,” Makembo said. “The coach needs to engage those players he feels can deliver results for Zambia. has hailed Government for paying Micho his seven months’ salary arrears after his contract as Chipolopolo coach was approved. Makembo said the decision by government to approve Micho’s contract and to settle his allowances will motivate the Serbian to deliver as expected by the Zambian people. “The coach issue has been resolved and there is nothing wrong with our technical bench because everything concerning their allowances has been resolved and now it is that time to start preparations for the CHAN and the COSAFA,” He said. Micho will lead Zambia who finished third in 2009 and have been quarter-finalists in the other two editions of the CHAN. The Chipolopolo will compete in group D with Guinea who finished 4th in 2014 and will be making their third appearance in the tournament in Cameroon. ROAN United Football Club has hailed former striker Collins ‘King David’ Mbesuma for donating Roan United branded facemasks and T-Shirts to the club where he started his professional football ca-reer in 2003. Speaking after receiving the facemasks, Roan United Secretary General Geoffrey Ngulube said the do-nation will help the club as it prepares to resume games under the new normal.
