RE: AGGRIEVED LETTER FOR BENEFITS
We want to bring to your attention our plight and grievance over the unprecedented change over of our retirement package. Below is our heart melted feelings and grievances: 1. We have been deprived of our rights and wealth in and by our own nation 2. The agreements and conditions have been tampered with 3. After serving and going through turmoil of voluntarily contributing to the scheme which earlier showed care, we have been disappointed to find that our money has gone into a drain hole after learning that the conditions have changed over night. 4. In the first instance, Bencon took over Saturnia Regina without informing us the members as stated in the pensions authority Act of the laws of Zambia Cap 255 sub Cap 18 subsection B 5. According to the agreements we signed for in 2000 when Anglo took over from ZCCM, and when Aflife and Saturnia Regna came in, we were exempted from NPF as well as NAPSA and the mining pension scheme was formed where one of the conditions is to get our benefits in a lump sum or optional to other payment modes 6. Following the change of retirement age by the Zambian Parliament from 55 to 60 years in 2015, all miners were informed by their respective employers about the change. This made us feel we had more years to work which even made us borrow loans bearing in mind that we have 5 more years in employment in which to pay back. But with abrupt change of the law after the court of appeal ruled that only those employed after 14th August, 2015 are eligible to retire at 60 years, this purely means that we are to pay back the loans in full and this will leave us with nothing, and turn us into destitute. 7. Following the court ruling on retirement age, we refer to the same that since we joined the scheme in 2000 we can not be bound by the revised 2013 conditions of Bencon. Let Bencon consider those who joined the scheme in and after 2013 as the ones who are par and parcel of the new law of life pension. 8. We have school going children who are in higher learning institutions who need colossal sums of money for their courses. • This letter speaks the mind of all affected families that : we will not allow Bencon to play with our hard earned precious money • We will not accept your not called for ideas of life pension which was not signed for in the agreement with Saturnia Regna • We appeal that you reconsider this and advise us as soon as possible • Signed by aggried members and families Cc Vice President - KCM Human capital management The district commissioner Honournable Minister of Mines Chamber of Mines

SORT OUT PENSION INDUSTRY ZAMBIA’S pension industry requires urgent and serious attention. Many workers who served multinational companies in the banking sector and the oil industry have died without receiving their pension benefits. As if the suffering of the banking and oil industry workers was not enough, the nation has been shocked to discover that workers in the key mining industry have also become victims of the ever deepening pension scams. Over 700 retired miners have cried foul over the way they have been treated by the managers of the Saturnia Regna Pension Trust. Unfortunately, each time a complaint is raised against the managers of the Saturnia Regna Pension Trust Fund, there are accusations of political propaganda. As we went to print last night, the social media was awash with insults levelled against the government for allegedly being involved in political propaganda against United Party for National Development leader Hakainde Hichilema. And yet, that is very far from the truth. The complaints raised by the retired miners yesterday were genuine and deserve a very concise answer; not political discourse. The miners have complained that the managers of the KCM Pension Scheme who happen to be the founders and managers of the Saturnia Regna Pension Trust Fund have changed the rules many times from the time that they took over the management of the scheme in 2000. The KCM Pension Scheme fiasco is another example of the mishandled privatisation exercise in Zambia. The KCM Pension Scheme fell into the hands of Saturnia at the time that Anglo American bought the mining company. Anglo insisted on moving the KCM miners from the Mukuba Pension Fund because they had their in house pension scheme called Saturnia Regna Pension Trust Fund. It therefore follows that at the time Anglo pulled out of KCM, the miners should have gone to another pension fund manager. But Saturnia refused to give up the KCM account because it was good business. Over the years, the management of Saturnia changed and invariably, the changes also affected KCM. Two new companies African Life Financial Services and Benefits Consulting Services were formed to manage and administer the Pension Fund in accordance with the Pension Scheme Regulation Act which was amended in 2005. Both these two new companies are owned by Hakainde Hichilema, Munakupya Hantuba, Valentine Chitalu and Bradford Machila through their company Menel Management Services Limited. Their partner in both companies are Botswana Insurance Fund Managers. This has led to very serious conflict of interest. The Act requires that the Fund Manager and the Fund Administrator must not be related parties. It is this mistake which has led to a lot of abuse of the funds that are managed by Aflife and Bencon. It is impossible to understand how and why the Pension and Insurance Authority has allowed such a glaring anomaly to go on forever. Government Should immediately conduct an investigation into this anomaly. The government must also investigate the role that Bencon has played in court cases. Such an exercise must aim at ending the speculation about the ownership and conduct of Bencon and Aflife. As for the issues in court, the executive arm of government must impress upon the judiciary to immediately conclude all pension matters in court. This will not amount to interference in court matters, because the government will not ask the judiciary to pass judgment in favour of anyone but to conclude matters that have already been adjudicated. Judicial independence does not mean divorce; after all the three arms of government are there to serve the people of Zambia.

CIVIL society organizations have petitioned Republican President Edgar Lungu, to institute a Commission of Inquiry on the privatization of state run companies during the MMD Government. Speaking at the launch of the petition held at Chrismar hotel in Lusaka, Young African Leaders Initiative (YALI) African Leaders Initiative (YALI) president Andrew Ntewewe said the country should remained steadfast in seeking social, economic and political justice. Mr. Ntewewe said that the CSOs were encouraged by the response by Justice Irene Mambilima who recommended that such an Inquiry can only be set up using the presidential powers conferred on the Republican President. “It is for this reason that we are, today, launching this Citizen’s Petition to the Republican President to set up that Inquiry. We intend to present this petition to the President this Friday once we able to collect 20,000 signatures,” Mr. Ntewewe said. He said the civil society organizations are delighted that UPND
leader Hakainde Hichilema who negotiated the sale of Rainbow and Mosi-O-Tunya assets in Livingstone, has indicated his willingness to be scrutinized. Mr Ntewewe explained that the privatisation exercise was designed to enable state companies which were key drivers of the economy, to become productive, thereby allowing the country to compete favorably at both regional as well as global economic fronts. Mr Ntewewe said it is unfortunate that the well-intended privatization of national assets did not yield the desired maximum benefits due to underhand methods employed by some of the people who were tasked to evaluate, negotiate and recommend the sale price of the assets. He said the privatization of state companies caused a lot of misery on the people that many citizens who lost their jobs and went into depression while many others died due to destitution. Mr Banda said he only heard noises and that when he came out of the house he saw his daughters being chased by the cadres. “They came home running until I came out to save them. They managed to run into the house unhurt but the cadres still kept on throwing
objects in our yard after we closed the gate,” he said. Mr Banda said police officers who rushed to the scene just shielded the cadres from entering the yard but did not make any arrests despite finding the cadres on the scene. “The police only kept on telling me to go into the house but did not attempt to make any arrests. Those people were throwing objects in our yard in the presence of the officers,” he said. When contacted, Lusaka Province police commissioner, Nelson Phiri said he had not received any report on the incidence.
ZCCM-IH wants court to dismiss minority shareholder’s claim By GRACE CHAILE- LESOETSA
ZCCM-IH has asked the Lusaka High Court to set aside a matter in which its minority shareholder wants to challenge the alleged fraudulent sale of KCM to Vedanta Resources Plc. According to an affidavit in support of summons to raise preliminary issues and dismiss the matter, ZCCM-IH stated that the minority shareholder was not eligible to commence the action. The shareholder, Dennis Mumba, last month launched a derivative action, stating that Vedanta Resources Plc should have paid US $2.909 billion instead of US$25 million which led to financial problems in KCM. Mr Mumba stated that ZCCM-IH was a shareholder in KCM and as such he was authorised to bring the derivative action on behalf of the respondent, ZCCM-IH, against Vedanta and others. Mr Mumba has cited ZCCM-IH as the respondent
while Zambia Copper Investments Limited ( ZCL), Vedanta Resources plc, Milingo Lungu as provisional liquidator of KCM and Konkola Copper Mine(in liquidation) as defendants in the matter. But ZCCM-IH through its lawyer, Lombe Mbalashi, stated that Mr Mumba’s allegations relate to Mr Lungu and not ZCCM-IH. The respondent further stated that Mr Lungu was not a nominal party to the intended proceedings. Mr Mbalashi said ZCCM-IH was wrongly cited as the nominal defendant in the intended writ of summons exhibited in the applicant's affidavit in support of his application. He stated that the originating notice of motion did not properly describe the respondent and that the affidavit in support of the summons did not fulfill the requirements of the Authentication of Documents Act chapter 75 of the laws of Zambia. Mr Mbalashi contended that the application has no skeleton arguments accompanying it.

Speaking yesterday during a press briefing, KCM ex-miners Chairman Mr Ilunga Kasompe demanded that companies owned by Mr Hichilema release the title deeds for all the properties belonging to KCM pension scheme and that all pensions for serving miners be transferred from Saturnia to NAPSA with immediate effect. Mr Kasompe said Saturnia had destroyed lives of many Zambians and this time around it should be stopped. He appealed to President, Edgar Lungu, to use the powers bestowed on him by the Constitution to stop the rampant pension fraud. Mr Kasompe said that the ex-miners had undergone hardships at the hands of Saturnia Pension Trust Fund but time had come to ensure that they got their hard earned money. “Saturnia Pension Trust Fund cannot be more powerful than the government of the 17 million people of Zambia. There is adequate evidence to prove that Saturnia is abusing people’s rights and President Edgar Chagwa Lungu should not allow the situation to deteriorate any further. “We repeat our call on the President of the Republic of Zambia to intervene in the KCM pension matter and stop the misery that
politicians who own companies such as Saturnia are causing among thousands of Zambians,” Mr Kasompe said. He said that the KCM retirees’ pension had undergone a number of changes from the time of privatisation. He explained originally the pension scheme was ran by the Saturnia however there had been new developments which seemed to indicate that the scheme was now being run by Benefits Consulting Service Limited Trustees (BCSLT. Mr Kasompe said Saturnia had been managing and administrating the KCM pension scheme since 2000 and all retired miners from that time had been receiving 100 recent of their contribution retirement. Then, he said , suddenly in January 2019 the so called administrators of the pension scheme, BCSLT again which said to be owned by Mr Hakainde Hichilema decided to only give retired miners 50 percent of their pension contributions then forced them to buy annuities from Sanlam which he described as criminal. He said it was important that Government intervenes and ensure such impunity was not tolerated. Mr Kasompe stated that the problem they are in is the offshoot of the failures of the mismanaged privatization process and said the miners have since joined other stakeholders who have launched a campaign to look into the matter which unscrupulous businessmen took advantage of. “We demand an immediate account of the offshore investments that were made for KCM pensions scheme from 2000 up to 2018 as well as an immediate investigation into the conduct of the KCM pensions scheme board of trustees, the trade union and the KCM management” he said. Mr Kasompe who called on Mr Hichilema to fix the pension issues before talking about state matters said there is enough evidence that Mr Hichilema’s Saturnia pensions trust fund has abused the rights of miners and is a scandal schemed and planned by these businessmen, politicians and foreign multinational companies to trap and embarrass the PF government.

SORT OUT IMPASSE, MOPANI, CONTRACTORS TOLD By SILUMESI MALUMO OVERNMENT has directed the Mine Suppliers and Contractors Association of Zambia to engage Mopani Copper Mines and iron out the one-month contract which has raised concerns among contractors. Recently, the association’s president, Mr Augustine Mubanga, complained over the one-month contracts Mopani was awarding contractors. He appealed to the government to ensure that the matter be resolved because if left unchecked many jobs would be lost as contractors cannot hold on to workers when there were uncertainties on contracts being awarded. Covid-19 cases drop to lowest level By SIMON MUNTEMBA ZAMBIA’S Covid-19 positivity rate was yesterday down at one of its lowest points as cases were low despite high testing. Meanwhile, Health Minister, Chitalu Chilufya, said children under five years were not required to wear masks as they could pose a challenge to their respiratory system. Dr Chilufya said Government was encouraged to see reduced cases of the pandemic in the country as only 61 positive cases were recorded from 1,521 tests done in the last 24hrs. He said the gains could be sustained with continued adherence to set guidelines and urged the Zambians to continue doing so. “Reduced positivity has informed relaxation of restrictions (into normalcy) and the gains can be sustained with continued adherence to set guidelines,” Dr Chilufya said. The Minister said 253 people were discharged, bringing the total recoveries to 13,618 while the cumulative number of cases is now 14,131. Meanwhile, Dr Chilufya said children under five years were not required to wear masks as they could pose a challenge to their respiratory system. He, however, said a loose cloth could still be placed on a child's face to prevent contracting or spreading the virus.
Musukwa, said the association must ensure that it engaged Mopani management so that the matter was resolved. Mr Musukwa indicated that it was the mandate of the association to ensure that it protected the interest of its members who were affected.
He said it was prudent that the association took the matter seriously so that contractors who were affected can be given hope. The minister said the association should not wait for the government to move in but it had powers to engage
the mining firm when serious issues such as the one at hand arise. “It might the issue that because Mopani management does not know how long it will continue running the mine that is why it has decided to go with such moves.
Remember Glencore has offered all the shares to Government through ZCCMIH and does not know when it will stop running the mine. But all in all, the association must ensure that it engages Mopani and try to reason how best things can be done.
“Because when you are given one-month-long contracts you can’t be allowed by a bank to get any loan and how can they operate if they do not have money. So it is important that the association irons out this matter with urgency,” Mr Musukwa said.

US Congressman hails Zambia By SIMON MUNTEMBA WE are thankful to Zambia for being a good friend of the United States and we are happy about the common goals that our two countries share, United States of America Congressman Robert Pittenger has said. Mr Pittenger hailed the good friendship between the US and Zambia, a bond he described as based on shared values and goals between the two countries. Mr Pittenger, who is chairperson for parliamentary intelligencesecurity forum, said this when he met Zambia’s Ambassador to the United States, Lazarous Kapambwe at the Embassy of Zambia in Washington D.C. The two met to discuss the hosting of the Parliamentary Intelligence-Security Forum in Lusaka next year as well as the COVID-19 situation in Zambia. This is contained in a statement issued to the Daily Nation by Zambia’s first secretary for press and public relations in Washington DC, Eric Mwanza. “Thank you (Zambia) for being a good friend of the United States. We are happy about the common goals that our two countries share. We are interested to learn more about how you are dealing with COVID-19 and how Zambia is doing,” Mr Pittenger said. He added, “Next year, we want to expand our work in Africa and partner with Zambia in dealing with matters of security. “We want to collaborate with the Zambian parliament in addition
to state departments so that we can strengthen capabilities in dealing with security concerns that have resulted in huge losses of money for many African countries.” Mr Pittenger said the US was ready to offer financial support in helping host the Forum and build capacity to deal with security related matters. He said COVID-19 had caused so much distress across the world and was eager to be briefed of Zambia’s progress in dealing with the pandemic. Meanwhile, Mr Kapambwe hailed the US Government’s support to Zambia in fighting COVID-19 and informed Mr Pittenger that Zambia’s economy had been adversely affected by the ravages of the global pandemic. Economies across the world had contracted and Zambia was no exception, Mr Kapambwe said adding that as a result of the ravages of COVID-19, the country would see significantly reduced growth in the fiscal year 2020. “We’re grateful for the support the United States has given us – both in kind and financial,” Ambassador Kapambwe said, stressing that that support had helped government undertake critical interventions such as mass-testing, sensitization as well as strict adherence to health and safety protocols. Mr Kapambwe further told Mr Pittenger that he would convey to the Speaker Dr Patrick Matibini the request for Zambia to consider hosting the Parliamentary Intelligence-Security Forum in Lusaka in 2021.
‘WALK OUT’ UPND MPS ARE COWARDS, SAYS NAKACINDA I By SILUMESI MALUMO T is cowardice for UPND Members of Parliament (MPs) to walk out of Parliament instead of giving a service to Zambians, nominated MP Raphael Nakacinda has said. Mr Nakacinda said the behaviour being exhibited by the UPND MP clearly showed that it was not ready to govern the nation. He said in an interview that if the Zambian gave UPND a mandate to run the affairs of the nation there would be chaos in the country. Mwiimbu but failed to understand parliamentary procedures which had been followed time in memorial. Some UPND MP walked out of Parliament on Friday when Vice President Inonge Wina, moved a motion to reinstate bills, including the constitution amendment Bill 10 which were not debated in the last session.
Ms Wina said parliamentary procedure was that when it resumes sittings, bills such as amendment Bill number 10 of 2019, Food and Nutrition bill, Food Reserve Agency bill among others which were not concluded were supposed to be reinstated. But the leader of the opposition, Mr Mwiimbu, indicated that the UPND MPs would
never support Bill 10 which had already elapsed. Mr Nakachinda said that it was shocking that UPND MPs were adamant about parliamentary procedures. He said that it was prudent that the MPs ensured that they gave a service to the people who took them to Parliament instead of promoting their selfish interest. “Unfortunately you have a lawyer like Mr Mwiimbu who is supposed to be sound with law being ignorant which is very unfortunate. Mr Mwiimbu is not a lawyer who has practiced for six months but for many years, we expect him to do right things. “These people are expected to use their heads and not emotions, so we don’t know where they are heading with their leadership,” he said.
‘UPND prematurely in court over ECZ’s online process’ By GRACE CHAILE-LESOETSA THE Electoral Commission of Zambia (ECZ) and the State have filed that proceedings for judicial review against the decision by the electoral body to conduct online voter registration in 30 days is prematurely before court. According to the ECZ and the State, the opposition UPND has not exhausted administrative channels before getting to court. In this matter, Ms Gertrude Imenda suing in her capacity as UPND deputy secretary general, cited ECZ and the attorney General as respondents before Lusaka High Court. UPND submitted that the decision to launch and host the
online voter registration was illegal, insisting that it was not anchored on any law and that it should be quashed. But ECZ chief electoral officer, Patrick Nshindano, in an affidavit in opposition to originating summons for judicial review, said the electoral body was scheduled to launch the online pre-registration of voters on September 21,this year. Mr Nshindano said ECZ was merely conducting the “Pre-Registration Beta Testing Platform “ aimed at sensitising the general public on the procedures to follow for online pre-registration of voters once the same was officially launched. “Pre-voter registration merely entails the electronic submission of an applicant’s
details prior to the actual voter registration and applicants will be required to present themselves before the registration officer to complete their registration process,” he stated. Mr Nshindano said contrary to the allegations by the UPND, the registration of voters and the prescription of the cut off dates and the compilation of the register of voters were prescribed under the Electoral Process Act. He said the UPND was prematurely before court as ECZ had not launched the online pre-voter registration platform. Mr Nshindano stated that there was a similar matter pending hearing before the Constitutional court under cause number 2020/
CCZ/0010. He said UPND’s application seeks to challenge ECZ’s mandate to register voters and compile a register of voters as enshrined under the constitution and the Electoral Process Act. And principal state advocate in the Attorney General’s office, Sam Mujuda, in an affidavit in support of summons for an order to discharge leave, said it was trite law for an aggrieved party to invoke administrative channels to air any grievances until they are fully exhausted. Mr Mujuda said the UPND had not exhausted administrative channels therefore the matter was prematurely before court.

There are a lot of political, social, religious and economic reasons why we have failed to do so but allow me to focus on social one now because we overlook these factors but they are very important. • We have read the Bible wrongly The saying that “it will be easier for a poor man to enter the kingdom of God than a rich one” has made us find comfort in poverty. Trust me God hates poverty that’s why he gave us brains to think. • Jealousy After living in other societies and having friends from more than 50 countries, I would like to confirm that jealousy levels in this country are too high!!! People climbing above the food chain find strong opposition from almost everyone because we don’t want others to live better off than us. We deny each other land, permits and other things but we are quick to give those to foreigners because we can’t stand a fellow
citizen being better off. This jealous is the reason why the whole country waits for public figures to be disgraced. Because we can’t stand our fellow successful citizens. We want to crucify them. We want to bring them down. We can’t stand other people’s success. • Culture The African extended family culture is a cancer to wealth creation. We have a very advanced begging system no wonder mobile money is so advanced in Africa. It was actually born in Africa. Because anyone who just gets a job or establishes a business becomes a donor even when not on solid ground, it becomes difficult to accumulate wealth. Those people we give money become dependent on us and sit idle without any innovation because they know they will receive a grant. • PhD (Pull Him/Her Down) The pull him down syndrome is almost similar to our jealousy. When we discover that our friend is excelling, we team up on them and pull that person down. Because we pull everyone down, no one
succeeds and even us pulling others down never succeed because we are preoccupied with monitoring other people’s races instead of running our own race. Remember by punching holes in other people’s CVs you don’t make yours any better. Each person has a group of people whose job is to pull him down. Even me, I have a group whose preoccupation is to check what I do and then respond. Am sure colleagues you have that one guy or girl at work, church or elsewhere busy waiting for your downfall. Remember you can’t bring a good man down. So colleagues continue with your thing. • Lack of exposure We just need to be exposed. We need to understand other cultures. We need to understand the universe for us to stand out. Unless we know what wealth is or what wealth can create, we can’t be rich. Inferiority complex Colleagues am sorry to say this but we still have an inferiority complex post independence. We are scared of the white man. When a black person brings in a good idea, it is never taken. If it comes from a white person we embrace it.
How many such ideas of ours did you shoot down until we gave them to a white person for them to introduce it. I also often hear people condemn the construction of modern infrastructure. They are used to living in filthy and dirt. Some of my friends are scared of even drinking at pubs in modern buildings despite prices being competitive. They prefer a bar with questionable toilets and hygiene. The reason is that we feel we don’t belong to the high class. So how can you accumulate wealth when you are scared of its products? • Hatred We hate each other colleagues. I have never seen a people that act so peaceful but inside hate each other. Because we are cowards and can’t tell things to each other in the face, we rush to social media where we think our identity is hidden. We vent this anger and hatred on each other so bad that you can’t read certain comments. This hatred exists in real life. That is why title deeds take 10 years to come out, building permits can take 20 years, approvals never come and multimillion dollar contracts are never given. Hating

In Zambia today, it’s okay to show pictures of dead accident victims, funerals or something bad but not vacation pictures, parties etc. No wonder some of us have two accounts. One for Zambians and another one for our university friends. People are forced to hide wealth because we glorify poverty. Let people show their wealth so that we get inspired. SAA FUNDING …Gordhan says SA government will provide initial funding for airline

OHANNESBURG The South African government will provide initial funding to cover certain restructuring costs for South African Airways, said Minister of Public Enterprises Pravin Gordhan. SAA needs about R10.5 billion to restart. Funding is needed for workers severance packages, to pay creditors and cover operational costs, the minister said in response to questions from Bloomberg News. "The money issue from government side will be resolved in the coming week in meetings due, but commitment has been settled," Gordhan said by email. While the government has been considering different options and approached institutions and lenders to secure funding, it might have to put up some money from state coffers to save South African Airways and ensure a future equity partner deal. "The equity partner process will still take a bit of time to process. So that is later. Right now money is needed for restructuring costs," the minister said. TSP stabilises economy HARARE - The Transitional Stabilisation Programme (TSP) has managed to stabilise the economy, priming the country for sustainable and inclusive growth, although economic analysts say the interventions have come at some cost for social service delivery. A recent progress update report from Treasury showed the Government has made major strides in the implementation of TSP programmes across the broad spectrums of political, Government, institutional, and competitiveness reforms.
This includes the $6.6 billion the Government has spent on infrastructure development, as at the end of June this year, out of the $25 billion that is being mobilised for investments across various capital projects and economic enablers. The TSP, which entailed roll out of austerity measures was adopted by the Government in 2018 to correct several structural flaws, stability and recovery. Economic experts say it normally takes up to 18 months for reform efforts to show signs of economic
recovery where austerity measures have been implemented and the Government appears to have struck the right chords as the benefits of the reforms bear fruit. Authorities have managed to stabilise the exchange rate after introducing the auction system, which replaced the interbank and the temporary fixed rate regime adopted in March, and this has had a positive impact with the prices of goods and services now largely stabilised. – THE HERALD, Zimbabwe.

OP-ED: PMRC EXPECTATIONS OF THE 2021 NATIONAL BUDGET INTRODUCTION The 2020 National Budget of K106 billion (representing 32.4% of GDP) was aimed at achieving real GDP growth rate of at least 3%. With the theme; “Focusing National Priorities Towards Stimulating the Domestic Economy”, the budget was premised to achieve positive fundamentals for the country but alas, the onset COVID-19 pandemic destabilized its implementation. We observe that the 1st quarter performance of the budget was favorable but the second especially due to adjustments that have had to be embarked the COVID-19 pandemic. In April 2020, The Ministry of Finance indicated that; “Zambia’s budgeted revenue was estimated to fall short of target by close to 20% as a result of economic adjustments due to COVID-19.” Planned expenditure was adjusted in line with revised revenue projections, but social spending remained a priority. How did the 2020 National Budget perform at the midterm (January to June 2020)? a) Revenue performance (January to June 2020) During the first half of 2020, total revenue collections and grants amounted to K32.2 billion, 5.1 percent below the K34 billion projection. Tax revenue accounted for K24 billion, non-tax revenue K7.5 billion, and project grants K729.6 million. In addition, the Treasury accessed K8.9 billion domestic financing. b) Expenditure performance (January to June 2020) Expenditure in the first half of the year amounted to K46.8 billion, including amortization. This was 7 percent below the projection for January to June, due to lower than projected disbursements for the foreign financed component. Of the total expenditure, K33.7 billion was financed from domestic resources, and K7.9 billion was foreign financed. Notable items under this category included K500 million for some outstanding pension payments, K1.1 billion for grain purchases under the Food Reserve Agency, and K1.4 billion for dismantling arrears.
Below are some of the highlights of the PMRC’s expectations in the 2021 National Budget; Road Transport Infrastructure: In the 2021 National Budget, we propose that there is urgent need to seek alternative financing for infrastructure projects especially the roads and airports that are currently being constructed. There is also need to increase the use of local contractors in the implementation of these projects. Regional and International Trade: The African Continental Free Trade Agreement (AFCFTA) remains key for Zambia especially focusing on our central position in the region. The CFTA was supposed to be launched this year but has been postponed to 2021 in view of the COVID-19 pandemic. To a National CFTA Implementation Plan that prepares the country, its industries and businesses to participate support this initiative, as it presents a positive outlook for the growth of commerce and trade in the medium term. Industrialization: Industrialization remains very critical and Zambia must review the performance of Industrial Yards and Multi Facility Economic Zones to establish lessons that can be learnt and then set out a next phase of strategically developing industrial yards across the nations. PMRC also submits that the National Local Content Strategy should also be emphasized across all manufacturing lines. The Debt Situation: PMRC proposes that the public external debt should be restructured, especially the high interest Eurobonds and external commercial bank loans. This restructuring should be aimed at reducing interest payments and principal payments so that Zambia is not assessed to be at greater debt risk than ‘moderate – with space to absorb economic shocks’. Government is encouraged to speedily reform the procurement process and introduce “benchmark pricing” to ensure value for money.

Alternative financing should also be sought for the completion of several power plants being constructed. This would help to stabilize power production and stimulate economic development. Agriculture Sector: PMRC proposes that Government prioritizes upfront funding to the Farmer Input Support Programme (FISP) focusing on the Electronic-FISP as opposed to Direct Input Supply (DIS). Electronic-FISP will help the treasury to save on logistical costs (such transportation and distribution) associated with DIS given constrained fiscal space amidst the COVID pandemic. PMRC further proposes for increased funding to the Zambia Meteorological Department (ZMD) to assist Ministry of Agriculture (MOA) to adequately package early warning information on climate change and crop failure. Social Protection: PMRC expects Government to increase budgetary allocation towards the Social Cash Transfer Program to reflect inflationary adjusted amounts. We recommend that Government migrates the Social Cash Transfer (SCT) programme from the traditional cash transfers to an electronic platform which has the potential to cut costs, reduce leakage, improve accessibility and provide better security compared to physically delivering cash to fixed pay points. Commitments on the Food Security Pack must reflect an increase in the number of household beneficiaries in line of the targeted number of 120,000 beneficiaries as stated in the Seventh National Development Plan. Government should further outline measures to improve allocation and disbursement of funds towards the pension funds.

Overall, as an institution, PMRC remains very optimistic with the 2021 Budget, as we have worked to contribute to the formulation through our submissions and continued engagements with the Ministry of Finance. We finally submit that the 2021 National budget should be aligned to the Cluster Advisory Groups (CAGs) budget prioritization scope, as this would also contribute towards priority setting especially in relation to implementing the 7NDP.

The packages should include cutting down on some of the costs for tourists, says Sharad Nayee, Honorary Life Member, Kitwe Chamber of Commerce and Industry. Mr Nayee stressed that the packages would attract a number of local tourists interested in visiting local destinations. We have an economy which is like a roller coaster it goes up and down. “You need to be aware and be prepared for it and need to ride it through, we are going through the downturn at the moment and I am sure we will overcome the challenges. Kelvin Chipili said the newly elected councilors and MPs should prove the opposition wrong and remain humble as they deliver development to the expectations of the people who voted for them. In an interview in Kitwe at the weekend, Mr Chipili said the ruling party must set a firm stage for the 2021 elections by listening to the demands of the people. The PF on Friday scooped the Mwansabombwe and Lukashya by-elections through Kabaso Kampampi and George Chisanga respectively. In the local Government polls, the PF scooped three seats which were previously held by the UPND in Lufwanyama and Mpongwe districts. Majority of the seats in North-western province went to the PF. KAFUBU RIVER POLLUTED ‌Government orders probe By SANFROSSA MANYINDA

OVERNMENT has directed that investigations must be instituted on the levels of pollution and encroachment on the Kafubu River in Ndola. Water Development, Sanitation and Environmental Protection Minister, Jonas Chanda, issued the directive at the weekend. Dr Chanda said Water Resources Management Authority (WARMA), the Zambia Environmental Management Agency (ZEMA), and the Kafubu Water Supply and Sanitation Company (KWSSC)
should carry out investigations. He explained that the Kafubu River was a lifeblood for water supply to the entire south population of Ndola and other areas. He was speaking in KX area in Kabushi Constituency in Ndola when he inspected the Kafubu River, which was visibly polluted with discoloured smelly water. Houses have also been constructed along the river with soak-away toilets in water recharge areas, polluting both surface and underground water. Some residents were also involved in gardening activities with some of them
discharging raw sewer into the Kafubu River. "I wonder why WARMA, ZEMA and Ndola City Council have not acted in line with the law to prevent encroachment and pollution on the Kafubu River," he wondered. The minister has since directed WARMA, ZEMA, and KWSSC, in collaboration with Ndola City Council, to submit a comprehensive report on pollution and encroachment levels on the river within a week. Dr. Chanda said the levels of pollution and encroachment on the Kafubu River were totally unacceptable as they posed a serious health hazards to people.
Pollution and encroachment, he said, could cause diseases including hepatitis, cholera, dysentery and typhoid. He said that the river also risked drying up completely. Meanwhile, Dr Chanda said his Ministry would soon come up with a Statutory Instrument (SI) to protect all water resource and recharge points in catchment and sub-catchment areas, and water bodies, from illegal human and industrial activities. The SI would be based on Section 29 of the Water Resources Management Act No 21 of 2011, as well as the Environmental Management Act

ABOUT 15 young cooperatives in Ndola's Chifubu constituency will receive car washing machines worth K100, 000 as part of the empowerment programme. The machines will be procured using the 2018/2019 Constituency Development Fund (CDF) Chifubu Constituency Development Funds Committee Treasurer Bruno Nsakaza said that the machines would be given to Ndimba Multi-Purpose Society Limited. This is under Chifubu ward councillor, Friday Sikazwe, on behalf of all the cooperatives. "The Ministry of Local Government has already approved the release of the funds and the procurement unit at Ndola City council is finalizing procurement
arrangements for this empowerment programme," he said. Mr Nsakaza said that another K800, 000 from the 2020 CDF was already secured for the massive empowerment programmes in the constituency. He expressed confidence that the programme would see over 5,000 youth and women getting empowered. Mr Nsakaza called on the cooperatives to remain patient as the finalization of procurement arrangements was under way. The Ministry of Local Government has already approved the release of the funds and the procurement unit at Ndola City council is finalizing procurement arrangements for this empowerment programme.

nal combustion equipment manufacturers and business alike. Sulphur in petrol and diesel is linked to a host of undesirable effects, including increased emissions and poisoning of advanced exhaust after treatment device such as three way catalysts and diesel particulate filters.
CCORDING to Vehicles, Air Pollution and Human Health Report published in July, 2014, passenger vehicles are a major pollution contributor, producing significant amounts of nitrogen oxides, carbon monoxide, and other pollution. In 2013, transportation contributed more than half of the carbon monoxide and nitrogen oxides, and almost a quarter of the hydrocarbons emitted into our air. The same report revealed that the health risks of air pollution are extremely serious. Poor air quality increases respiratory ailments like asthma and bronchitis, heightens the risk of life-threatening conditions like cancer, and burdens our health care system with substantial medical costs. Particulate matter is singlehandedly responsible for up to 30,000 premature deaths

Therefore, most countries use low sulphur diesel with a grade 500ppm. gine operating at optimum efficiency, thereby ensuring peak performance. As mentioned earlier, a clean engine yields improved fuel economy as well as improved vehicle performance. A clean fuel system in particular diesel injectors are critical in ensuring optimal combustion. • Foaming
An inherent property of diesel fuel is its tendency to foam when being dispensed through a forecourt/filling station nozzle. Foaming then builds up in the inlet tract of the vehicle fuel tank and may spill over onto the vehicle or the ground. Most ultra low sulphur diesel is loaded with an antifoam additive which significantly reduces the volume of the foam that forms during the filling process as well as collapsing the foam in the shortest time possible. This feature significantly improves the flow of diesel and as such improves the filling time of diesel compared to that of ordinary diesel. • Sulphur content

Opponents of ultra low sulphur diesel ague that due to the absence of sulphur in the diesel, there is total loss of lubricity leading to increased friction in critical parts of the engine such as pumps. While it is a fact that sulphur has good lubrication, the absence of the same has been taken care of by adding special additives to the diesel. ‘Northern Province receives adequate seed, fertilizer’ NORTHERN Province has received enough seed and fertilizer to be distributed to farmers, provincial minister, Bwalya Chungu has confirmed. This follows President Edgar Lungu’s directive to ensure efficient distribution of farming inputs countrywide. Mr Chungu said districts in his Province have already started receiving inputs such as fertilizer and seed . The Minister, who is Lupososhi member of parliament was speaking when he witnessed the fertilizer distribution exercise in his Constituency accompanied by NERIA’s Investments General Manager Mr. Martin Chaikatisha on Saturday. Mr Chungu thanked President Edgar Lungu for declaring Lupososhi a district as it had eased the accessibility of inputs by farmers . The district now has exclusive depots where farmers access their inputs , reducing the time they spent way back when they accessed them from Luwingu. “For many years now we have had to move long distances, all the people in Lupososhi Constituency have had to go to Luwingu Boma to collect fertilizers. His Excellency the President Dr. Edgar Chagwa Lungu saw it fit to create Lupososhi as a district so that services such as the distribution of FISP fertilizer may be as close as possible to the people in Lupososhi Constituency,” he said. Mr Chungu said the countrywide distribution of inputs meant that farmers would have enough time to prepare themselves before the onset of the rains. “The President launched the distribution and what it means is that now the farmers will have an opportunity to prepare for the rain season,” he emphasized. He said that the early distribution also indicated that government cared for peasant farmers in the country. Meanwhile, Mr. Chaikatisha who concluded his tour of some districts in the Province to witness how the fertilizer distribution was being conducted expressed happiness that agriculture officers were on the ground receiving farm implements following the Presidential directive. He said exclusive storage facilities in the district would enhance efficiency and reduce transport costs for farmers. Prior to his visit in Lupososhi, Mr. Chaikatisha checked on some depots in Mpulungu where he found farmers collecting their Urea and D compound fertilizer. PF, UPND YOUTHS CLASH IN LSTONE By ANDREW MUKOMA

FEUD erupted between United Party for National Development (UPND) and Patriotic Front (PF) at the weekend at the Tank road side station in Livingstone after opposition members were evicted from the facility. Police were forced to fire tear gas canisters to disperse the rampaging youths. PF cadres displaced the
UPND who have been running the station for some time now. Hell broke loose when officers from Mbita police post went to the station when the two camps engaged in physical confrontation, scaring the motorists and travellers. The police had a tough time in controlling the unruly cadres and had to use tear gas canisters to separate the rivals parties. In the ensuing confusion, a cadre identified as Martin
Mupotola aka ‘Mali K’ from the PF camp who has been on the run for alleged burglary and theft offences, was cornered. Livingstone District Commissioner (DC), Pascalina Musokotwane, expressed concern over the increasing intolerance between political cadres especially the youths from PF and UPND. Ms Musokotwane advised the police to ensure that anyone who engaged in bad activities was apprehended

More gold mining tools coming By JOHN KOMBE ZCCM-IH has assured the gold mining cooperatives in Rufunsa that it will provide more mining equipment. Public relations manager, Loisa Kakoma, said in an interview that they were in the process of sourcing more equipment for the mining cooperatives.
She, therefore, appealed to the cooperatives to share the equipment in their possession as they wait for more. Ms Kakoma said that the company with the Ministry of Mines and Mineral Development and cooperatives was working to enhance mining activities across the country. Kamba chides ‘malicious’ Changala By SIMON MUNTEMBA BREDNER Changala should know that the PF is not in any way scared of losing power but confident to sail through the 2021 general elections with President Edgar Lungu as leader, PF Lusaka Province Secretary Kennedy Kamba has said. Mr Kamba said PF believed in democracy and the rule of law unlike in unfounded allegations by Mr Changala that the ruling party would not give up power because leaders feared to be sent to prison. He was reacting to remarks attributed to Mr Changala, the good governance and human activist, in one of Zambia’s daily tabloids in which he was quoted as saying “the PF won’t give up power because they know their next stop is prison”. But Mr Kamba said Mr Changala should stop making noise and hallucinating that PF leaders were fearing to go to prison. He said all the PF had done was to dedicate commitment to delivering the much-needed development across the country. Mr Kamba said it was only a bitter and frustrated individual like Mr Changala who could not see the development that PF had implemented since it came to power. He said genuine citizens who were subjected to abject poverty for many years were now seeing their communities coming out of the shackles of poverty, the reason why they had continued to give President Lungu massive support as evidenced by landslide victories the PF recorded in the just ended by-elections. “We want to warn Brebner Changala to stop these malicious accusations about the PF because they will not take him and the UPND anywhere. They should know how to manage election defeat. They lack wisdom in that area. “The PF is for democrats, it’s the people who rule and we respect the rule of law. We will never impose ourselves on people but the people chose the PF and in 2021 it is the people who will vote for President Lungu and the PF,”he said.

YOUTHS who have attained 16 years should acquire National Registration Cards (NRCs) when the exercise starts, former acting Livingstone District Commissioner James Zimba has said. Mr Zimba said that there were a number of young youths in Livingstone who were above 16 years but did not have NRCs. He said that constitutionally, anyone who has attained 16 years in Zambia must have an NRC which would help them get voter registration cards when they turned 17 years. Mr Zimba was speaking in Mwandi Township when PF aspiring candidate for parliamentary Ikuka Muleta addressed a group of women. He encouraged the people in the area to have faith in President Edgar Lungu, who has always prioritised women and youths. “We all know what President Edgar Lungu has done in Livingstone in terms of development. Therefore, for him to continue, we need you young boys and girls who have finished school to get NRCs and voter’s cards.
“As PF in Livingstone especially in Akapelwa ward, we are going flat out to encouraging young people who do not have NRCs to take advantage of the situation when the exercise commences in Livingstone,” he said. Speaking at the same meeting, Mr Muleta said it was high time that people in Livingstone rallied behind the leadership of President Lungu. Mr Muleta said leadership was not about gambling and therefore, people of Livingstone have for a long time been voting for the opposition yet it does not help them in anyway. He said, Livingstone was a cosmopolitan community that must redeem itself from being held under hostage of the UPND.

ROMINENT opposition figures are among 24 people charged with terrorism in Ethiopia. The charges were laid in connection with a wave of ethnic unrest which followed the killing of popular Oromo singer Hachalu Hundessa, leaving more than 150 people dead in late June.
The country's attorney general said the group would appear in court on Monday. Critics have accused Prime Minister Abiy Ahmed of locking up those who oppose his government. Jawar Mohammed a media mogul turned opposition politician with a huge following among young people in Oromo - was among
those charged. He was arrested in July as security forces cracked down. His lawyer dismissed the charges announced on Saturday as baseless. A former ally of Mr Abiy, Mr Jawar has criticised the Nobel Prize winner for not having done enough to address the long-felt grievances of the Oromo people, the group which they
both belong to. In an opinion piece in this week's Economist, Mr Abiy said people opposed to his reforms were harvesting the seeds of inter-ethnic and inter-religious division and hatred. A number of other critics, some of whom are not in the country, were also named as being among the group of suspects.

A PACKAGE containing ricin poison that was addressed to US President Donald Trump has been intercepted before it reached the White House, officials told US media. The letter was discovered at a screening facility for White House mail earlier this week, the officials said. They said a substance found inside the envelope was identified as ricin, a poison found naturally in castor beans. The Trump administration is yet to comment on the reports. The Federal Bureau of
Investigation (FBI) and the Secret Service are investigating where the package came from and whether others have been sent through the US postal system. "At this time, there is no known threat to public safety," the FBI told CNN in a statement on Saturday. The CDC said the poison - which has been used in terror plots - can be manufactured into a weapon in the form of a powder, mist or pellet.
