He said in a statement yesterday, any allegations of impropriety or fraud can render the entire electoral process null and void. Mr. Banda since advised MMD president Nevers Mumba to report any allegations of impropriety and fraud to the relevant authorities for action to be taken, rather than
playing to the gallery and using the press to alarm the nation. "We view Dr Nevers Mumba’s attempt to taint the ECZ with unsubstantiated allegations as a serious affront to our democracy and we wish to condemn this in the strongest terms. Allegations that the recently held by-elections in Lukashya were rigged are very serious and have the potential to disturb the peace we enjoy in this country." He however hailed the ECZ for introducing online registration. "We are living in a digital world now, and it is inevitable that most processes will involve some level of information communication technologies. We as citizens of Zambia, and political stakeholders alike, will have to adapt to this new age we are living in.

Kamanga police post burnt as residents riot over killing By NOEL IYOMBWA
RIOTING Kamanga residents in Lusaka yesterday torched a police post in the area and damaged police vehicles after an officer shot dead a civilian during an operation to check on compliance for Covid-19. The incident happened after midnight when police reserve officers and members of the neighborhood watch went to close a night club in the area which was reported to have been operating beyond stipulated hours. Police spokesperson Esther Katongo who confirmed the incident said that as police tried to close the premises, patrons rose against the officers and during the process of the confusion, a firearm went off and shot Timothy Zulu aged 17 years of Kamanga Compound who died instantly. She said that the confusion sparked riots in which Kamanga Police post and two police motor vehicles have been damaged while one officer who was among those who went to pick the body of the victim has been injured. Ms. Katongo said that calm has been restored and officers are on the ground keeping vigil and that an inquiry has been launched into the incident. She appeal to members of the public to remain calm as investigations continue in the matter. And area councilor Smart Mwitwa confirmed the incident in an interview and said that police are manning the area.
Man nabbed for impersonation NATION REPORTER POLICE in Livingstone have arrested a male identified as, Justine Michelo, aged 23 years old for impersonating a nurse. Police Public Relations Officer, Esther Katongo, said the man was arrested after the public handed him over to police. She told the Daily Nation yesterday, the public spotted Mr Michelo clad in a nursing uniform and reported the matter to officials at Livingstone Central hospital to verify if indeed he was a nurse or not. But it was later established that the said person was not a nurse which prompted the public to apprehend and surrender him to the police. 3 directors of Ultimate Insurance locked up as Lusaka Magistrate reports the Nchitos to LAZ By NATION REPORTER
LUSAKA Magistrate Alice Walusiku has locked up three directors for absconding criminal court. This is in the case of three Marshlands Directors:Tobia Milambo 48, a chartered insurer of Woodlands, Nachi Musonda aged 33 years and Richard Lubemba aged 31, who are appearing in court charged with fraud and forgery. The Court has also ruled their defense lawyers led by Mr. Nchima Nchito SC tendered false medical records in the Lusaka Magistrate Court to justify the absence of one of the accused persons, Nachi Musonda. This came to light when the court summoned medical experts from CIDRZ Lab and Levy Mwanawasa Hospital to court to establish and confirm on the authenticity
of the medical record. In his submission to court to argue about the absence of Musonda, defence lawyer, Nchima Nchito stated that the medical records submitted in court were authentic as he has been at the bar for 30years and could not tender forged records into court for the sake of an adjournment. However, the experts from both CIDRZ Lab and Levy Mwanawasa Hospital established that the medical records submitted into court were utter forgeries. The trio are involved in a dispute where they fraudulently changed records for an Insurance company, Ultimate Insurance Company bought by Tomorrow Investments Limited Founder and Chief Executive Officer, Chanda Katotobwe and his wife, who bought the firm as an on-going concern. MMD president Nevers Mumba has a chance to prove that he practices politics of decency and not that of dancing to the gallery to make newspaper headlines. Dr Mumba has been summoned by the Zambia Police in connection with allegations he made of electoral rigging in the Lukashya by-election in Kasama. The MMD leader claimed that there was widespread rigging in the Lukashya by-election won by the ruling Patriotic Front in which his candidate was politically bruised. Dr Mumba was initially expected to be questioned on Friday but his session has been brought forward to today. We hope that Dr Mumba’s appearance at the Police headquarters would provide the evidence that various stakeholders have demanded, and not use the occasion to score political points. Opposition leaders have a knack for playing to the gallery because it guarantees them coverage in the media. In the case of the MMD president, we hope he will cooperate with the police as is expected of a law-abiding citizen, more so one who is aspiring for the republican presidency. Dr Mumba owes it to his supporters and the nation at large to help strengthen the country’s electoral system by telling the police all that he knows about the rigging he alleges took place. Although he has stated that he is prepared to defend himself after being threatened with a legal suit by the Patriotic Front, we think that is not the spirit to adopt. He made serious allegations against the conduct of the elections, that undermines the integrity of the Electoral Commission of Zambia (ECZ) which should be above partisan politics Zambians want to see their political leaders practice decency devoid of making baseless allegations against the organs responsible for running elections. It is for this reason that we agree with the Authentic Advocates for Justice and Democracy (AAJD) when it says political stakeholders must respect and support state institutions that are mandated with the important role of managing elections. AAJD Public Relations Director, Samuel Banda, said institutions such as the (ECZ) were cardinal to the democratic dispensation of the country. All political players must realise that the ECZ is not there to serve the party in government but the entire nation across the political divide. Its successes and failures depends on the support it receives from the political parties and other interest groups. We do not see any reason why political players for example do not want to engage the ECZ apart from mudslinging in the media alleging perceived shortcomings. As Mr Banda said, Dr Mumba must report any allegations of impropriety and fraud to the relevant authorities for action to be taken, rather than playing to the gallery and using the press to alarm the nation. “We view Dr Mumba’s attempt to taint the ECZ with unsubstantiated allegations as a serious affront to our democracy and we wish to condemn this in the strongest terms.” We do not want to say Dr Mumba’s reaction to the loss in Lukashya was a matter of sour grapes for he must be used by now that the MMD, with its internal wrangles, is past its prime. But even as Dr Mumba wants to make himself relevant, he ought to realise that it is his conduct that could rebuild his party, that each time he opens his mouth, his speech resonates with wisdom that will build the nation. After all, what will he come and rule over if he destroys the country? Let Dr Mumba’s date with the police heralds a new beginning – with the clergyman turned politician helping police nab those who allegedly rigged the Lukashya polls. There should not be any cry of police persecution. Respect must be earned.

‘Mines must deal with local firms’

On diversification from copper and cobalt mining to gold mining, Mr Mubanga said a strategic plan for gold mining should be put in place so that the desire of Zambians to benefit from gold mining was
guaranteed. He said such policies should include how the Bank of Zambia should participate in buying gold from gold mines. “We need to set up institutions which will verify the gold mining processes. To do this, a proper policy or formula should be put in place so that the desire of Zambians to benefit from gold mining is guaranteed unlike the situation was now,” he added. Mr Mubanga also said the mine suppliers and contractors were expecting ZCCM-IH to expedite commencement of operations at Mopani Copper Mines so that it could take advantage of the high copper prices. Mr Mubanga added Chambishi Metals should equally start operations to create direct and indirect job opportunities for the local people.
“Yes, we may have challenges, but as mine suppliers and local contractors, we are stakeholders who will always give our views on issues affecting the mining and the general economy because what happens in one sector of the economy may affect mining which is our main industry,” he said. He advised Government to ensure that it gives out more incentives to help revive the manufacturing and other sectors of the economy. “If we have a strong manufacturing industry, we will increase production and the performance of the Kwacha to the US dollar will improve. Apart from that, it will create job creation. “However, I must say Government has tried its best in the agriculture sector where it has been delivering agricultural inputs on time,” he said.
Lungu is eligible - Mundubile PRESIDENT Edgar Lungu is eligible to stand for President in 2021, no more arguments, lawyer and Government Chief Whip, Brian Mundubile has said. Mr Mundubile, who is Patriotic Front Party Legal Committee chairperson, said there should be no more debate on whether President Lungu was eligible or not as the matter was settled in court. He said he agreed with the Law Association of Zambia that the courts were very clear in stating that the period between 2015 and 2016 did not amount to a term and as such, “President Lungu is eligible to stand in 2021, the question of whether he served a term is neither here nor there”. Mr Mundubile said people who think President Lungu was not eligible because he had already
served two terms were wasting their ‘precious’ time because the courts ruled that the other period from 2015 to 2016 was not a term. He said their advancements were flimsy and cannot hold water. ZRA thwarts Nyimba smuggling bid

ZAMBIA Revenue Authority (ZRA) has intercepted a local Scania truck with smuggled cell phones and accessories. This was during a predawn operation around 02:00 hours in Nyimba yesterday. ZRA Corporate Communications Manager, Topsy Sikalinda, said yesterday, the intelligence team had been on the ground trying to break the puzzle of various smuggling cartels happening in various
borders. Mr Sikalinda said the consignment was captured in Nyimba after evading authorities at Mwami border port. He said “the phones and accessories are believed to be originating from the United Arab Emirates and could have landed in Malawi at Lilongwe airport and were smuggled using various taxis into Zambia and them loaded in the Scania truck on the Zambia side. “The driver of the truck and another vehicle a Mercedes Benz was being used as

Ex-Speaker sued over restricted access road By GRACE CHAILE- LESOETSA FORMER Speaker of the National Assembly Amusa Mwanamwambwa has been sued in the Lusaka High Court by Pioneer Safari Lodge Limited and another, seeking a declaration that they are entitled to a right of way from their properties through the access road. Pioneer Safari Lodge and Chriss Christian Wienand who have also sued the Attorney General, want damages for inconvenience, loss of quiet enjoyment and loss of business. They also want an injunction restraining Mr Mwanamwambwa by himself, servants or agents from placing or allowing to be placed on the said way either substantially restricting, preventing or otherwise interfering with the reasonable enjoyment of the said way by them, their servants, clients and licensees on foot, motor vehicle or other conveyances at all times and for all purposes and from doing any act whereby they may be hindered or obstructed in the free use thereof. In their claim, Pioneer Safari Lodge stated that it was the legal owner of property No. Subdivision 9 of Subdivision W of farm No. 380a. They stated that the State in granting planning permission and creating the survey diagram of subdivision C1 of Farm 380a, the Surveyor General failed or neglected to recognise the existing access road on the said survey diagram. The plaintiffs stated that on unknown dates, Mr Mwanamwambwa placed gates at every entry point to their properties and restricted access thereto by restricting timing of entry through these gates by placing sign posts. They stated that the restricted times had infringed on their freedom of movement from their properties through an access road and had caused hardships to their businesses they were running on their properties, including Pioneer Safari Lodge’s business of tourism, lodging and restaurant facilities. The plaintiffs stated that they had tried on numerous occasions to engage the defendant to resolve the issue amicably but to no avail.

THE Local Government Association of Zambia (LGAZ) has welcomed Government's decision to appoint local authorities as tax agents on behalf of the central government. Finance Minister, Bwalya Ng’andu, has in the 2021 National Budget proposed to appoint local authorities as agents to collect turnover tax, base tax and withdraw in the medium term on commission basis in their areas of jurisdiction. By BUUMBA CHIMBULU OVER one million Euros (K23.5 million) has been loaned to exporters under the Zambia Export Development Fund (ZEDEF) which seeks to improve the country’s exports. ZEDEF, a three million Euros fund managed by the Zambia Development Agency (ZDA) with the European Union (EU), was launched in January 2017. The fund is working with close to 50 Small and Medium Enterprises (SMEs), says ZDA Manager - Exports, Albert Halwampa. “Under ZEDEF at the moment, we have close to 50 SMEs that we are working with. So far in excess of one million euro has been loaned. We want to ensure that we do more but we also need to look at the size of the fund,” Mr Halwampa said in an interview. Going forward, Mr Halwampa said, the fund management

ZAMBIA’s traditional export earnings rose by 19.7 percent to K10.54 billion in August this year from K8.8 billion the previous month. However, Non-Traditional Exports (NTEs) earnings declined by 1.7 percent to K3.4 billion from K3.5 billion in the same period. This is according to Zambia Statistics Agency Interim Statistician General, Mulenga Musepa, at the monthly bulleting briefing held in Lusaka. Mr Musepa explained that in terms of share in total exports, traditional exports and NTEs accounted for 75.4 percent and 24.6 per cent of the revenue earnings in August this year respectively. In terms of the traditional exports, the volumes of refined copper exported in August rose by 14.3 per cent to 89,195.3 tonnes from 78,023 tonnes in July 2020. “The copper prices on London Metal
Exchange (LME) market for the corresponding months increased by 2.2 per cent from US$6,353.8 per tonne in July 2020 toUS$6,496.7per tonne in August 2020,” Mr Musepa said. He said the major export destination in August was Switzerland, which accounted for 44.5 per cent of the total export earnings. The main export product to Switzerland was copper anodes for electrolytic refining, accounting for 53.9 per cent of total export earnings from that country. Mr Musepa said China was the second main export destination accounting for 20.0 per cent of the total export earnings. The major export product was copper anodes for electrolytic refining, accounting for 54.4 per cent of total export earnings from that country. “Singapore was the third main destination of Zambia’s exports accounting for 12.4 per cent of the total export earnings,” Mr Musepa said. On the NTEs, he said agricultural products
accounted for a share of 38.5 per cent of Zambia’s NTEs in August compared to 35.1 percent registered the previous month. Mr Musepa said the export earnings from agricultural products increased by 7.8 per cent from K1, 226.8 million in July 2020 toK1, 322.8 million in August 2020. The major export commodities were tobacco, not stemmed/stripped accounting for 17.6 per cent, other raw cane sugar and tobacco, partly or wholly stemmed/stripped. He said non-agricultural products accounted for a share of 61.5 percent of Zambia’s NTEs in August 2020compared to 64.9 per cent recorded the previous month. “Export earnings from non-agricultural products recorded a decrease of 6.8 per cent from K2, 264.4 million in July 2020 to K2, 110.7 million in August 2020. The major export commodities were 'electrical energy' accounting for 9.7 per cent', Portland cement and other non-alcoholic beverages,” Mr Musepa said.

RE-LOOKING at the taxation system in Zambia was necessary because it will help the private sector stimulate the economy as intended in the just unveiled K119.6 billion 2021 national budget. This is according to the Economics Association of Zambia (EAZ). Finance Minister, Bwalya Ng’andu, has proposed more tax relief measures to improve businesses’ cashflow while prioritising economic stimulation during the COVID-19 period. The Minister announced more tax relief measures from the ones provided in April this year in an effort to stimulate the economy whose growth has been eroded by COVID-19 related factors, among others. Reacting to the 2021 national budget proposals, EAZ president, Lubinda Haabazoka, indicated that the plan was descent, but called for discipline to implement. “I think that it is a descent budget but calls for discipline to implement and I think it also needed to take into consideration COVID-19 because what if the second wave hits, then it means we have to revise the figures. “I think the budget overall reflects the challenges that we are facing, we need total discipline,” Mr Haabazoka said. And commenting on the tax relief measures announce during the budget presentation, EAZ National Secretary, Mutisunge Zulu, said the move was necessary. Mr Zulu explained that the move was expected and necessary for taxes to be relooked at as there had been a general cry that taxation was high in Zambia. He however observed the need to look at it in tandem with other factors because taxes were an avenue through which Government raises money. “So the Government having to forego certain taxes then would cause a concern on one end that they will not collect as much taxes revenues. So just on that itself, I will link it to infrastructure. “I am very excited about the Kazungula Bridge and the toll gates. Toll gates uncompleted are income and revenue forgone. They need to complete those tollgates and start to collect revenue,” Mr Zulu said.

Special focus should be given to Industrial policy, Trade policy and other policies related to the cost and ease of doing business. • Support must be provided for small scale producers to avoid crowding out by a market run by the private sector. Small scale producers may adapt to the post-CFTA market through enhanced technical, managerial and financial skills to meet industry standards. • Government is urged to conduct research on and prioritize sectors where the country has comparative advantage and build domestic production capacity. • There is need to increase sensitization about the CFTA and the impact of Zambia joining because this will equip businesses and manufacturers in strategically positioning themselves to benefit from CFTA.

PF MUST MOBILISE MEMBERS TO REGISTER AS VOTERS

HILE THE UPND is complaining about the process of re-registration of voters being conducted by the Electoral Commission of Zambia (ECA), their supporters are self-motivated and determined to register enmasse in readiness for the 2021 general elections. On the other side, the ruling Patriotic Front are being misled by crowds that attend their rallies into believing that their supporters will do the expected thing to go and register as voters, this is not the case with PF supporters. PF supporters are material and benefit-driven, they are not self-motivated. If PF leaders were keen to mobilise voters the way the Secretary-General, Binwell Mutale, Geoffrey Mwamba, Japhen Mwakalombe, Nixon Chilangwa and the way Father Bwalya was doing, there would be no voter apathy in their strongholds we are witnessing today. To be honest, people love the party, the only problem is that the real people who understand grassroots mobilisation are not given the necessary resources to do their work. The SG should change the way party resources ought to be apportioned for party mobilisation. Look at the team that went to campaign in Luangwa in
the recent ward by-election, how much resources was given to them? What was the return on investment? PF won the seat with a marginal difference, what does that tell us about the attitude of the team that camped there with the resources they had at their disposal? It means they did not use the resources for the intended activities in the ward. It had to take Lusaka Province Minister , Bowman Lusambo to go and beef up the campaigns. PF has no luxury of entrusting the responsibility of mobilising the members to register as voters with the Lusaka district committee in case of Lusaka, this is the responsibility that should be given to serious minded people like Mr Lusambo, Mr Kelvin Kaunda, Mr Charles Chimumbwa, GBM, Mr Clement Tembo, Mr Given Lubinda, Ms Charity Banda, Mr Mwakalombe and others who are not seen to be self-centred.
Voter registration is an important exercise that should be taken seriously by the PF. We don’t seem to have a problem on the Copperbelt, the problem is in Lusaka. Unfortunately, the same selfish members of the district are the ones that are aspiring for the same positions in the upcoming district elections. What this means is PF is likely to lose grip in Lusaka not because they have lost members to the opposition, no, but because members are tired with the current district officials who only want to start make shift mobilisation when they realise that there are material benefits. You can’t win hearts like that. People should be convinced that supporting PF means human dignity not handouts and lip service, that is manipulation (let’s do this together but only me should benefit) this is wrong. I hope the PF top leadership will take this seriously
and make necessary changes at Lusaka district to improve party operations as well as grassroots mobilisation in Lusaka. Let us learn from the past best practices where many volunteers would go to the people to explain the PF and its programmes of action, they would go on printing campaign material with their money because they felt that they were part of the family called PF. Today, even the media team at secretariat level avoid calls from people with suggestions and ideas on how to improve information flow. Frank Bwalya used to be in constant touch with all media teams be it those who were in charge of social media, print and traditional media platforms, and international media. Emmanuel Mwamba is there for them to ask how he was managing to give the PF side of the story to hostile international media houses. Media experts, will tell you today that you don’t avoid critical media houses, you furnish them with correct information since your target is not them but their audience but the PF media team today don’t seem to realise this. Dear Editor, CHILD abuse can be defined as unfair, cruel or harmful treatment of a child at any given time. In a nutshell, child abuse is criminalised in Zambia meaning that it is an illegal act. Child abuse falls into the following categories: emotional, neglect, physical and sexual among others. Emotional abuse is one that is attributed to the perpetrator making nasty comments or abusive language to the child. Neglect is a form of child abuse which arises as a result of not providing the basic needs of life such as clothes, food and shelter. This can also be termed as lack of parental care. Physical abuse implies physically beating the child for no apparent reasons or on flimsy grounds. Inflicting any physical harm on the child also amounts to physical abuse. Even though there is a valid reason, physical abuse should not be used as a way of disciplining the child. Sexual abuse entails having carnal knowledge with one child under the age of 16. This form of abuse takes various forms as defilement, sodomy to mention but a few. Cases of child abuse have taken a toll and are common to both boys and girls. An old woman may entice a little boy to have sex with her for instance. Other than that, fondling the breasts or private parts of the child is tantamount to sexual abuse too. In the majority of cases involving child sexual abuse go unreported or escape the dragnet. This happens for the sole reason of fearing embarrassment in the family from the community members. This is absolutely so in that the perpetrators of these offences could be the relatives of the
victims. The family members may include among others; the following: aunties, brothers, fathers, grandfathers, grandmothers, mothers, sisters and uncles, The perpetrators of child abuse does not exclude non relatives. Non family members have been involved in rampant cases of child abuse. However, the safety of children is uncertain because the perpetrators of the crime of child abuse have no empathy. From the psychological aspect, the mind of the abused child is damaged either intellectually or otherwise. Worse still, the child is affected psycho-spiritually. There is a growing mirth among some men that having carnal knowledge (sex) with a virgin or small girl, one would be cured of sexually transmitted diseases (STDs) including HIV and AIDS. The war against child abuse cannot be won single handedly. It requires concerted efforts in that individuals and the civil society organisations should come on board to fight the vice. Civil society organisations should scale up their programmes in fighting child abuse which has become rampant. On the other hand, there is also need for political will. Politicians should formulate policies aimed at stiffen punishment against perpetrators of child abuse. Zambia is a signatory to the United Nations Charter of the rights of the children. As such, there is need to ensuring that children are protected from any form of abuse so that they can grow up well and become responsible citizens in future. It is high time people broke the walls of silence of child abuse by reporting all forms of abuse inflicted on children to the appropriate agencies such as the Victim Support Unit (VSU) to the police stations for punitive measures to be meted out. Pray for President Lungu, Church urged By SIMON MUNTEMBA THE Church should pray for President Edgar Lungu as he leads the nation more especially in difficult times so that God can continue giving him wisdom, Home Affairs Minister Stephen Kampyongo has said. Mr Kampyongo said being a political leader was a tough task which required prayers from the Church members. The minister said this yesterday when he graced the induction ceremony of Reverend Penias Mbewe as resident minister of the Reformed Church in Zambia (RCZ) Matero congregation in Lusaka. Mr Kampyongo said President Lungu was a Godfearing leader and urged the Church to praying for Government leaders in their pursuit to lead the country. “Continue praying for the President so that God can continue showering him with wisdom as he leads the nation during this difficult time of Covid-19 pandemic,” Mr Kampyongo said.
He urged the Church and Zambians at large to respect those in leadership positions because,” there can only be one leader at a time.” And speaking earlier, Rev Mbewe thanked church members for having received him well since he came to Matero in June this year. Rev Mbewe said he was humbled by the warm reception he had received from the church and promised to serve them diligently. He also thanked Government for allowing churches to worship during the Covid-19 pandemic. Meanwhile, RCZ Secretary General Dr William Zulu asked Government to help the church with finances to hold the conference of church leaders across the country on October 27. He also pledged K,5000 towards the church national conference on behalf of PF Matero constituency, chairperson Lee Mukuka. Meanwhile, Mr Kampyongo toured the Matero National Registration Card issuance office where he implored registration officers to efficiently execute their duties for the interest of Zambians in the community. The Minister further advised officers to be vigilant in order to deter unqualified individuals who would want to take advantage of the exercise to obtain NRCs.
Poverty bites in Chief Mwanachingwala’s area By NOEL IYOMBWA POVERTY levels have increased in Itebe Village of Chief Mwanachingwala in Mazabuka district after the Magoye River which is a tributary to the Kafue River dried up, headman Live Makala has said. Headman Makala said that due to human activities, the river had dried up, resulting in some residents mining sand in the river which he said is a danger. The headman was speaking when Water Development Sanitation and Environmental Protection Minister, Jonas Chanda toured the area. Dr Chanda was accompanied by World Wide Fund for Nature (WWF) Zambia Country Director, Nachilala Nkombo, and Mazabuka District Commissioner, Jane Chirwa. The Headman said some people on the upper land blocked the river so that they could irrigate their farms and this resulted in the drying up of the river. He said that most residents used to depend on fishing but now that the river had dried up, they had resorted to mining sand, an activity which he said was a danger to the environment and the miners themselves. The traditional leader called on Government to intervene in the matter adding that the situation had also led to severe flooding during the rainy season. Meanwhile, Dr Chanda explained that illegal human activities on the Magoye and other water bodies needed urgent protection through a Statutory Instrument (SI) based on the Water Resources Management Authority Act of 2011. He said this was why he had directed the Water Resources Management Authority (WARMA), to urgently review all water permits on rivers, dams and water bodies across the country. Meanwhile, Ms Chirwa said that her office had partnered with Solidaridad to look at all the natural resources in the district, specifically to ensure that the Magoye River reverted back to life. She said that illegal sand mining activities had greatly contributed to the drying up of the river.
Mr Mulemwa said some opposition leaders had demonstrated that they were selfish and puffed up with ‘I don’t care’ attitude towards the vulnerable people they seek to serve. “However, unlike the said selfish and greedy opposition leaders, President Edgar Lungu is a selfless and humble leader who has demonstrated that he has a heart for the people,” he said. Mr Mulemwa said President Lungu listens to the cries of the poor and vulnerable in society and was concerned about their plight.
He added that President Lungu demonstrated a tacit commitment to improving the Zambians’ welfare through various citizens’ empowerment initiatives that target vendors, marketeers, women, the youth and the vulnerable people in society. “It’s for this reason we are urging Zambians not to be swayed by some opposition leaders’ sugar-coated campaign messages because if given a chance to govern they will sell all national assets to themselves as they did during privatization, and mortgage the country to the highest bidder,” he said.

11 KIDS LANGUISH IN KAMFINSA CORRECTIONAL FACILITY

A M F I N S A Correctional Facility in Kitwe has recorded an increase in the number of circumstantial children. According to the information obtained by the Daily Nation, the number of children has increased from six to 11 between June and September, this year.
Circumstantial children are those who get to correctional facilities along with parents, who have been jailed such as those still breast-feeding, toddlers and others who could have no one else to look after them other than mothers serving their sentences. The Zambia Correctional
Services has since called on well-wishers to help the children with balanced diet for the children at Kamfinsa where the youngest circumstantial child is one month and the eldest six years. This came to light when National Development Planning Minister, Alexander
Chiteme, visited the facility at the weekend. "We find it difficult to offer a balanced diet to the children who only feed on what their mothers eat," Kamfinsa correctional service female section Officer in Charge Mable Himoonga said. Ms Himoonga said that the

‘Check conduct of aspiring candidates’ By ROGERS KALERO ZAMBIANS must seriously analyse the conduct of some opposition political party leaders who are aspiring to vye for public office to avoid settling for greedy and selfish individuals, an activist has warned. Mr Kelvin Chipili said in Kitwe in that some leaders had been promising the electorate unattainable incentives just to get into office, hence the need to interrogate their pledges. He said whoever wanted to be in public office must be ready to be investigated on how they acquired wealth and how their relationship had been with the communities. “A person aspiring for public office, he must demonstrate that he is a servant of the people with good language, but if a person aspiring for public office is cruel, stingy and not helpful, then that person is a problem. “So let us investigate some people aspiring for public offices. CB UPND youths plan demo By SANFROSSA MANYINDA UNITED Party for National Development (UPND) youths on the Copperbelt have resolved to hold a peaceful demonstration over the online voter registration. The Electoral Commission of Zambia (ECZ) introduced the new platform to enable eligible voters start pre-submitting their details online and later collect their voter’s cards at designated collection centres once voter registration starts. But UPND Copperbelt youth chairman, Ronald Manenga, said that the party would demonstrate over the exercise on grounds that it was disadvantaging people from registering. Mr Manenga said that many would be disadvantaged because not all Zambians had access to the internet. "The ECZ should reconsider the decision regarding this matter because we do not accept it in any way," he said. He described the decision as malicious, insisting that it would only favour a small group of the society. Mr Manenga complained that the UPND, as one of the stakeholders, was not consulted regarding the decision of online voter registration. MONZE Town Council has raised concerns over the complacency among residents in adhering to the Covid-19 health guidelines. Council Secretary, Pythias Samakonga, said that people in Monze especially in the Central Business District (CBD) had stopped masking up, washing hands, sanitizing and observing social distancing. Mr Samakonga charged that residents of Monze were underestimating the pandemic, a situation he said was worrying. He told the Daily Nation in an interview that the fight against covid-19 would be won if people were not adhering to the health guidelines. “Monze Town Council has some concerns with the way people are behaving toward Covid 19. People are not taking the Covid-19 seriously, they are not wearing face masks, washing hands and observing social distancing. “As a Council, we are worried with the situation especially in the Central Business District,” Mr Samakonga said. The Council Secretary appealed to traditional leaders, civic leaders and the Church to come on board and join in sensitizing the masses. “As you are aware and as you watch on TV what is happening on globally, people are dying, they are finishing and this virus is real. “I am encouraging the traditional leadership, civic leaders and churches to disseminate the information to the people about Covid-19,” he said. Meanwhile, Mr Samakonga said that the local authority had started receiving renewals and grants for business permits, fire certificates and health permits. IRST Quantum Minerals (FQM) has invested about US$4.5 million (K90 million) in conservation activities around West Lunga Game Management Area in Mwinilunga in North-Western Province. Meanwhile, over 15,000 wire snares have been removed from the West Lunga Game Management Area since 2014. In the same area, 150 illegal guns have been confiscated from poachers. FQM country manager, Kingsley Chinkuli, said the mining firm had been creating initiatives which serve as excellent models in many spheres of mine operations in Zambia. General Chinkuli was speaking during the inauguration of the Ntambu Community Game Ranch in Mwinilunga at the weekend. He said of the pledge to tackle climate change and preserve natural habitats, was the more reason why FQM had invested such a huge amount of money. House of Chiefs decries succession wrangles By ANDREW MUKOMA THE House of Chiefs has advised the traditional leadership and subjects to desist from succession wrangles each time a chief dies. Chieftainess Mweenda of Chikankata, who is House of Chiefs Vice-chairperson, said succession wrangles were retrogressive and caused divisions in chiefdoms. She particularly advised Sekute Royal Family not to engage in succession wrangles following the death of Chief Sekute. Chiefainess Mweenda noted that there had been a trend for some chiefdoms in southern province to quarrel and take each other to court over who suppose to the chief. She said that it was embarrassing to start taking each other to court over a simple issue which could be handled within chiefdom linage.

By DR EDWIN S. SIANZINDA WHAT is world rabies day? World Rabies Day is one of the largest global awareness days and it is held on September 28 each year. This day was chosen to mark the anniversary of Louis Pasteur’s death, a French Chemists and Microbiologist who first discovered the rabies vaccine. Preparation for this day begins worldwide during the month of April when the annual theme is chosen and announced, along with some useful resources to help in our preparations for these events. This years’ theme is “End rabies; collaboration and vaccine,” which means that we have to collaborate with all stakeholders in fighting rabies by vaccination of our pets and the risk population especially those in high risk areas. Why this theme? End rabies: a reminder that we have 10 years to end human deaths from dog rabies and that we can raise awareness at the global level through the “End Rabies Now campaign.” Collaborate: The United Against Rabies coalition was formed and subsequently launched the Global Strategic Plan. We need to continue collaboration at the international, national and local levels to eliminate rabies – especially keeping in mind that it’s a disease that knows no borders. Vaccinate: A massive breakthrough was recently made in the rabies world – GAVI, the vaccine alliance, has included rabies into its portfolio of vaccines. This means that with their support, 181, 000 more human deaths from rabies can be prevented. In Zambia, there over 7, 900 dog bites cases and over 30 deaths every year reported. However, there are over 960, 000 domesticated dogs but only one percent are registered with the local authorities and approximately five percent are reported to have vaccinated every year. We also need to remember to vaccinate dogs to prevent rabies at its source so that we can eliminate the disease by 2030. Rabies can be prevented in both domesticated animals and human beings. This can be prevented through vaccination of both human beings and animals. It is cheaper to vaccinate our animals than human beings. Therefore, there is need to take our animals to a veterinarian to be vaccinated against rabies. If one is bitten by a dog they must first wash the wound with running water for at least 20 minutes to help in arresting the spread of the virus.
In Zambia, it is mandatory that all dogs and cats are vaccinated at the age of three months and gets a boost after six months, thereafter the animals will receive annual booster. services What is Rabies? This is a deadly viral disease that affect all mammals (warm blooded animals) caused by a rabies virus. It is rhabdovirus spread by bites from an infected animal such as dogs, cats, bats, monkeys, foxes even without noticing some bites. Even though rabies has a broad host range, it can infect all mammals, but only certain mammals are important source of infection for humans and it is mainly transmitted through saliva. Transmission and epidemiology The virus is transmitted by the bite of a rabid animal that manifests aggressive, biting behaviour induced by viral encephalitis from animals such as dogs, cats, foxes, however bats have been also implicated to have been transmitting the virus through their secretion which is known as non bite exposure while rodents and rabbits have not proven yet. There is slightly risk from scratches, or licks to the cuts, mouth and eyes. The rabies virus live in certain carrier state animals in the wildlife such as jackals without them getting sick. Pathogenesis of rabies When a dog or cat is bitten by a rabid animal, it will get sick within 14 days to 90 days; this is the incubation period for the virus. After this they become infectious and can transmit the disease. Once an individual is bitten by the rabid animal, the virus in the saliva, the virus will multiply locally at the site bite, infects the sensory neuron then moves to the spinal cord and then goes to the brain. During this movement the virus is sheltered from the immune response. The virus multiplies in the central nervous system and then travel to the peripheral nerves to the salivary glands
and other organs. In the salivary glands, it enters the saliva to be transmitted by the bite. It does not go into the blood system. In the central nervous system, encephalitis develops, with the death of neurons and demyelination. What are some of the signs and symptoms exhibited by a dog or cat that has rabies? When an animal has rabies, it may start to behave strangely with the following signs and

If an animal is or human is vaccinated, their body knows how to recognise and kill the rabies virus very quickly, so if they are exposed, their body knows how to fight the disease, and they are able to kill the virus at the site of the dog bite, when it first enters the body. This means that in vaccinated animals or human beings, the virus will never reach the brain to cause disease, as it is recognised and killed by the antibodies. How is vaccination done? In Zambia, it is mandatory that all dogs and cats are vaccinated at the age of three months and gets a boost after six months, thereafter the animals will receive annual booster. In case of human beings especially those who work with animals and laboratories, they will receive injections of 1ml human diploid cell rabies vaccine at days 0, 7 and 21 or 28 then annual booster. In case of dog bite, the victim will receive 1ml of rabies vaccine and rabies immune globulin (RIG) given on days 0, 3, 7, 14 and 28. Conclusions Rabies is a deadly viral transboundary zoonotic disease of mammals caused by rabies virus through animal bites. It is transmitted by animal bites especially dogs and cats. As we mark World Rabies Day on September 28, let us join together to end rabies through collaborations and vaccinations. Let us take our pets for vaccinations and prevent dog bites. Let us be responsible dog owners by vaccinating them and train our children to be safe by avoiding provoking stray dogs and never excite them. We must remember that vaccinating a dog is cheaper than human vaccination. Let us support each other and end rabies and human death through dog bites by 2030.

ITALIAN FAMILY FOSTERS GAMBIAN MIGRANT: 'THE SON WE NEVER HAD'

UHAMMED Sanneh was an orphan when he left The Gambia aged 16 to try and find a way to support his two younger siblings. They had all been living with his grandmother in the northern town of Basse, where life was a struggle. Five-and-a-half years later, the young migrant - who prefers to go by his childhood nickname of Lexy - lives on the Italian island of Sicily, where he is fluent in Italian and has been fostered by a local family. His Italian foster parents say he is the son they had always hoped for but never had. In fact, it was his two foster sisters who badgered their parents to foster him after admiring his dance moves at a reception camp where he had ended up after being rescued by Italian lifeguards on the Mediterranean in August 2015 following a traumatic and arduous nine-month journey from The Gambia. It was a camp for migrant minors in Agrigento, which was run by his parents-to-be, Antonio and Giusella Ferraro. He was fostered through a process in Italy known as “affidemento” whereby a child is placed in the family or home of a government-certified caregiver or foster parent. I’d been in touch with him for a while through a mutual friend and had been intrigued to see his stream of positive social media posts about his new family - sharing photos like that of him and his foster father beaming as they proudly wore Barcelona FC T-shirts to cheer on their favourite player Lionel Messi. So on a trip to Sicily I wanted to see for myself this young African migrant whose life was so different from the often
tragic stories of others who make the dangerous journey to Europe. On a blistering summer morning I arrived at the Ferraros’ summer beach house in the village of San Leone. Over several days of eating mountains of pasta, sunbathing and seeing the family relax on holiday, I could see the love felt for Lexy and how much his presence had changed them. Giusella, who is fiercely proud of how well he has
integrated into Sicilian society, including his mastery of the Italian Favara dialect, loves cooking him his favourite pasta dish - al forno with courgettes, eggs, carrots and parmesan. But she says his Gambian roots have also altered her kitchen spice cupboard, which now has ingredients foreign to most Italian kitchens. She shows me jars of cumin, chilis, coriander, peppers and even Jumbo, the seasoning powder popular in West Africa.
Ramadan meals Food is a big part of family life and when Giusella is away at work Lexy takes over the kitchen. She has taught him how to make many Sicilian dishes and he even jokes that his sisters - Alexia, who is his age, and 19-year-old Alysea now prefer his cooking to their mother’s. In fact he says Alysea often begs him to make domoda, so crazy is she for the famous Gambian peanut stew. Lexy says his new family respects his Islamic faith, they celebrate the Muslim festival of Eid with him. Even during the fasting month of Ramadan, his mother gets up at around three in the morning to cook him sahari, the pre-dawn meal. HARTOUM Sudan does not want to link its removal from a U.S. terrorism list that is hindering access to foreign funding for the country’s economy with a normalisation of relations with Israel, Prime Minister Abdalla Hamdok said at the weekend. Sources said last week that U.S. officials indicated in talks with a Sudanese delegation they wanted Khartoum to follow the United Arab Emirates and Bahrain and open ties with Israel. Sudan’s designation as a state sponsor of terrorism dates back to its toppled ruler Omar al-Bashir, and makes it difficult for its new transitional government to access urgently needed debt relief and foreign financing. Hamdok said Sudan had told U.S. Secretary of State Mike Pompeo during a visit last month it was necessary to separate the removal from the U.S. list from the normalisation of relations with Israel. – REUTER.
MOSCOW - Russian President Vladimir Putin has called for a truce between the United States and Russia, asking for both countries to agree not to meddle in this year’s elections.
