HE secrecy surrounding the funds that have so far been donated towards the construction of the House of Prayer in Lusaka needs unbundling to avoid speculation, MMD president Nevers Mumba has said. Dr Mumba said the House of Prayer was a Christian project which should not be shrouded in secrecy. He said in an interview that there was need for transparency and accountability

in the manner resources donated towards the project were being handled. Dr Mumba, who is a former republican Vice President, urged the Ministry of Religious Affairs and National Guidance to issue a comprehensive statement on the status of the project and funds raised so far. “They should prove to the nation that the money that was raised is still intact and not tampered with. Otherwise the secrecy being exhibited so far is worrying,” he said.

Dr Mumba urged the ministry to tell the nation why the first board that was spearheading the project was changed. “Information on the ground is that they misappropriated the funds that were raised towards the project,” he said. Don’t abuse doctors, warns ZMA

THE Zambia Medical Association (ZMA) has condemned public abuse of medical doctors in the workplace. This follows a video that has gone viral showing a patient disparaging medical officers at the University Teaching Hospitals (UTHs), casualty and emergency area. ZMA secretary general, Dr Masiku Phiri said the association was aware of the unfortunate incident and commended its members for the exceptional professionalism exhibited in the face of immeasurable provocation. “Yours is a calling and ethical vocation, but you are human too and we know to what extent you went to hold your ground. ZMA is immensely proud of you,” Dr Phiri said. He said the association had launched its own investigation into the matter at hand in order to establish facts. In the meantime, he said, we would like to reassure the victims that should the alleged offender be found wanting,

358 covid-19 cases recorded By OLIVER SAMBOKO ZAMBIA recorded 358 new Covid-19 cases from 1568 tests conducted in the last 24 hours, Minister of Health Chitalu Chilufya announced yesterday. Updating the nation on Covid-19, Dr Chilufya also disclosed that the country had recorded 10 BID deaths bringing the number of people who have succumbed to the disease to 256. He said the cumulative number of Covid-19 cases in the country since the outbreak has escalated to 9021, while the number of deaths stands at 256 and recoveries at 7586. Dr Chilufya said six of the BIDs were recorded in Lusaka while Ndola recorded four. He also said of the 74 patients admitted to Levy Mwanawasa University Teaching Hospital, three are in critical conditions while another 41 patients are admitted in other facilities across the country. The Health Minister advised members of the public to always mask up and adhere to the Covid-19 guidelines so

He warned that rather than get preoccupied with the elections, the nation should come together and deal with the current threat from the covid 19 pandemic. He said this was not the time for the coming elections to take centre stage because the nation has a more serious threat to deal with. “The 2021 elections that most political parties are focused on might not be there because of COVID-19, and concerted efforts needed to fight it because people would want to vote in a COVID-19 free environment,” Mr Ntewewe said. And YALI has welcome submissions from stakeholders that the UPND should be disqualified from the 2021 general elections if the party does not go to convention. He also said the calls from the people including the party members that the UPND should hold its intra-party elections were genuine because they were backed by the constitution. Meanwhile, Mr Ntewewe says the 2021 general elections were hanging on a thread because of COVID-19 hence the need for political parties to cease fire and work together to end the deadly disease. Mr Ntewewe said this was not the time for political parties to level accusations against each other but to join hands in fighting the pandemic that is claiming lives of many Zambians. He said the funds would play a critical role to miners in their operations. omy. Mr Chani said what Government had done was a step in the right direction, and urged other stakeholders to help the miners who were adversely affected during this period. He also urged the banks to allow small-scale miners to access soft loans for them to improve their operations. "The grant might look small but it will help smallscale miners who are suffering out there, and as an association any intervention meant to preserve the industry is a very welcome move. I think we would want to call upon other players to emulate this particular move which has been undertaken. They should come on board and provide other facilities ranging from grants, possible flexible loans and other facilities which will keep the industry afloat”. UPSCALE COVID-19 AWARENESS THAT some Zambians have resorted to self-oxygen prescription, calls for an immediate repackaging of information about COVID-19 in a manner that will be persuasive and touching to the masses. At the moment, many citizens appear to be detached because the response to all precautionary measures has been lukewarm. They have to be forced to wear masks, they have to be policed to observe social distancing and have to be watched to wash their hands or sanitise and are only doing so when they reach commercial banks and retail outlets that are strict and compliant. Thus sensitisation programmes must be enhanced and redesigned to include an appealing and human element that will resonate with the public. The current formal and straight-jacket messages across mainstream media, bill boards and other platforms are invariably not able to stimulate action or change of mind-set. Government, multi-sectoral teams and other stakeholders have struggled to convince the larger portion of the population on the imperative need to strictly adhere to preventive measures. For five months now messages about COVID-19 have not had a significant impact on the citizens as information about preventive measures sounds like routine chorus. The message that ‘mask-up, observe social distancing and wash your hands regularly’ is simply not working in the manner it is being disseminated, particularly in high-density townships. Authorities must enhance monitoring as information flows and also evaluate its impact on the masses so that gaps can be closed; adjustments are supposed to be done on regular intervals. Health promotion officers and other personnel are key in information dissemination in their various jurisdictions across the country. The media stands as the most important tool to effectively disseminate information across the country and thus needs to be proactive rather than stick to the daily updates from the Ministry of Information. It will be helpful for the media to package information in an appealing manner that will generate interest and behavioral change. The media should also educate the masses on the provisions of the Public Health (Infected Areas) (Coronavirus Disease 2019), regulations 2020 as provided through the Statutory Instrument (SI) number 22. Under the regulations, a person who fails to comply with restrictions, prohibition or contravenes regulations commits an offence and is liable upon conviction to a fine or imprisonment not exceeding six months or both. Information about SI 21 and 22, which were invoked in March this year has not been adequate in the public domain. Surprisingly, the social media was awash this week on the punitive measures portraying them as new yet, they were introduced through the same SIs in March this year in the Public Health Act. It is for this and many other reasons that information handlers need to do more in sensitising members of the public. Health teams and other stakeholders must get into markets and bus stations and work with associations to disseminate information about COVID-19. Information splashed on static and immobile bill boards is simply moribund while radio and television advertisement are proving monotonous. Drama and other forms of performing arts can still be implemented under the new normal in markets and bus stations to small groups and not necessarily large gatherings that could compromise social distancing. In a nutshell, there must be an immediate paradigm shift in the way information about COVID-19 is packaged to a much more appealing and touching fashion.

GOVERNMENT will probe reports suggesting that some Health workers are deliberately withholding Covid-19 test results in order to solicit for bribes from patients, Ministry of Health spokesperson Abel Kabalo has said. Reacting to information that has emerged that test results are being deliberately delayed by some unscrupulous health workers to entice patients to pay for quick release of results, Dr Kabalo said while the Ministry was not aware of such development, the matter will be conclusively investigated. ZAMBIA’S private sector last month experienced signs of recovery despite the persistent contraction to record the highest Purchasing Managers’ Index (PMI) reading since the COVID-19 outbreak in March. This is despite the sector recording further reductions in output, new orders, and employment for the sixth successive month while input costs rose for first time in four months. Stanbic Bank’s PMI for July 2020 indicates circumstantial evidence suggested COVID-19 was the main factor affecting business conditions even in July. Head of Global Markets, Victor Chileshe, however said there were signs that the worst of the downturn could have passed with the PMI reading posting its highest reading since March 2020. Mr Chileshe said in a statement that

this was despite the business conditions continuing to deteriorate. “What we saw in July was that the rates of decline in output and new orders eased further from what we had in May despite business conditions continuing to deteriorate during the month. Operating conditions have now contracted for 17 successive months,” he said. Mr Chileshe explained that at 44.6, the headline PMI for July recorded a marginal improvement on June’s 42.3. He however indicated that the figure still represented an overall marked decline in business conditions across the Zambian private sector. ZAMBIAN Breweries is engaging potential partners to set up a project for ethanol from cassava for manufacturing of hand sanitisers. Meanwhile, demand for alcohol has remained high despite the closure or bars and night clubs. The company has started discussing with some partners how to use the local sourcing to benefit small scale farmers by buying cassava from them, Zambian Breweries Country Director, Jose Daniel Moran. Mr Moran said Zambian Breweries would use the crops to produce ethanol and hand sanitisers. Govt urged to fund ZRA adequately to enhance operations - PMRC POLICY for Monitoring and Research Centre (PMRC) has urged government to support the Zambia Revenue Authority (ZRA) operations through provision of adequate funding to enhance its activities. According to the PMRC Research and Analysis Division report, ZRA has achieved a number of milestones in tax administration attributing the successes to the changes in tax reforms. The report stated that due to the changes in system updates such as the addition of Value Added Tax (VAT) as well as the introduction of online tax transactions (e-services), ZRA has effectively improved tax services on both parts of the customer and the government. It noted that implementation of socialeconomic development projects in the country has escalated due to the increased contribution of tax revenue to the national budget. PMRC stated that infrastructure development such as the construction of and rehabilitation of roads, schools, health facilities, provision of national security have been achieved due to increased tax revenue collection. “The ZRA system has proven to be better than the previous tax system, in that it is more capable of capturing more revenue when the economy is doing well and has similarly recorded revenue declines during bad times when the economy is in a recession due to it being a semi-autonomous institution that uses modern management methods and often updates its systems,” the report pointed out. It however indicated that ZRA has also lost tax revenue because of challenges such as lack of trained tax inspectors, thereby undervaluing property which leads to less tax revenue collected.

“Despite the ZRA having in place the taxpayer’s education and advisory services programme and taxpayer charter, many Zambians remain tax illiterate. ZRA needs to develop training and dissemination strategies in order to increase tax literacy, this could help bring basic understanding of the tax system and could encourage tax compliance In addition, PMRC observed that most Zambians have low levels of tax literacy because ZRA has very little programs to enhance tax knowledge among taxpayers adding that the Authority further struggles with tax avoidance due to some loopholes. Hence the report recommended that continued support both financially and materially is needed to enable ZRA increase capacity in revenue collection through implementation of various programmes. “Despite the ZRA having in place the taxpayer’s education and advisory services programme and taxpayer charter, many Zambians remain tax illiterate. ZRA needs to develop training and dissemination strategies in order to increase tax literacy, this could help bring basic understanding of the tax system and could encourage tax compliance,” PMRC explained. AFRICA’S outlook remains positive despite the impact of the Covid-19, says African Development Bank (AfDB) Acting Senior Vice President, Bajabulile Swazi Tshabalala. Ms Tshabalala said the positive outlook for Africa was reinforced by the establishment of the African Continental Free Trade Area (AfCFTA). She explained that the AfCFTA seeks to deepen regional integration across the continent and allow the free movement of people and trade across borders. During a recent virtual conference hosted by the Confederation of Indian Industry (CII) and its partners. “There is a tremendous opportunity for Indian industry to work together with the Bank in sectors such as power generation and transmission, energy, agricultural transformation, healthcare and pharmaceuticals, technology, transportation, and industrialization,” Ms Tshabalala said. She highlighted business potential in Africa, noting that the continent had great prospects for investors, with a growing consumer market that Indian firms could not afford to miss. “AfDB is seeking to expand the number of bankable projects in Africa and has set aside US$100 million for project preparation activities in low-income countries. It is also keen to mobilise greater private sector participation in these projects from all countries,” Ms Tshabalala said. THE construction of a one-stop border facility at Kipushi in Mushindamo district should be expedited to enhance trade between Zambia and Democratic Republic of Congo (DRC). ON-EXAMINATION classes are obviously missing out as we all know. HOW CAN WE TRY TO NORMALISE THE SITUATION? We can, maybe, share the learning process by saying: (i) EXAMINATION CLASSES go to school MONDAYS, WEDNESDAYS, and FRIDAYS. (ii) NON-EXAMINATION CLASSES go to school on TUESDAYS and THURSDAYS. (iii) Schools with a lot of learners can do the usual double shift with an incentive for teachers for their tireless efforts. Schools with a double shift can interchange learners’ reporting time every week.

Dear Editor, BEFORE you crucify Southern Province Deputy Permanent Secretary on the list of six artists selected to represent the province at the launch of the K30 million Empowerment Fund for artists, are you aware that the six artists are not the final beneficiaries of the fund? Their role for now is to learn how this fund is accessed then come back and share with their colleagues here in the province. So there is nothing to fume about here balombwana. Quite allright, you would have wanted that favourite artist of yours to be among them but listen, if you advise him or her to remain calm and wait for the time to apply, they might provide a best business plan that will earn them something from these funds. The six artists are just bearers of the message from Government to all the artists in the province. I feel let's not throw mud on Mr. Kennedy K. Mubanga and his team at the province for now because this is just the beginning. Let me draw you back a bit in case you have forgotten colleagues. When Southern Province was about to host the Tourism Investment Exposition in Livingstone, there was a suggestion that the EXPO theme songs be done by BIG national artists such as JK, Chester, Macky-2 etc. I remember the accusation was that artists in the province are not united and that they have a bone to chew with the government of the day. It is the same Mr Mubanga you are calling to insult today who defended CUUNDU music artists saying they must do a theme song for their own province of origin. During the EXPO, I'm told from the K130, 000-plus someone somewhere suggested that local artists be given a K15, 000 to share the five of them. It is Mr Mubanga again who fought for the raising of the figures to what they got, the man was almost hated with some superiors threatening to fire him. Really, have we forgotten? My advice to the artists in the province, just familiarise yourself with the process of applying to get these funds through the provincial arts council and you might be that lucky one. Peddling lies saying the artists are being assembled to do a song for a political party are not there. Let's accept Cuundu music has been uplifted by Mr Mubanga who has the passion to see it grow. HOUSE-BREAKING IN NDOLA SPREADS TO MINSUNDU By SANFROSSA MANYINDA

DOLA, known to many as the friendly city in the country, is slowly becoming a den of criminals as most new residential areas are now a targeted of menacing thieves. For the past seven months, Mitengo area has been a hotspot for housebreaking and thefts, but now the criminality has spread to other new residential areas such as Minsundu and Hillcrest Extension. Criminal activities are slowly spreading to other townships in the city, a situation that is worrying many residents. But the Zambia Police Service said it was ready to bring down those that would want to make the city ugly. Minsundu residential area has been the latest target by

thieves who are mostly targeting vehicle accessories and household goods. The thieves jump over boundary walls to steal items from vehicles and also burgle into houses and lay their hands on electronic items such as television sets. A family in the area had its bags of maize stolen by the

thieves who also broke in one of the vehicles but failed to steal the music system and other valuables. Residents interviewed said the thieves were crossing from the nearby Nkwazi Township, which was previously known as senior compound. "We will not allow bu-

glers to have their own way and destroy other people's homes and property. We will bring them down in no time," Copperbelt Province Commissioner of Police Charity Katanga assured. Ms Katanga warned that time was almost up for the thieves as the police service was doing all it could to increase patrols in such areas. She said that those that would be found wanting would face the wrath of the law. Ms Katanga however appealed to members of the public to report suspicious people to the police, stating that most of them were known in those same areas. Residents in Minsundu appealed to the police to start patrolling the area, which is only separated from Nkwazi Township by a railway line.

SAVE Environment and People Agency (SEPA) with support from Oxfam and the Ministry of Mines has empowered women engaged in mining activities with technical know-how. The women will also be tutored on innovation in order to survive in the mining industry which for many years has been dominated by men. SEPA Chief Executive Officer, Mailes Zulu, said women had been trained on environmental management, safety and gender-related issues in the mining activities. She was speaking to the Daily Nation in Kitwe. Ms Zulu said women were also trained on how to manage the environment during the course of their activities. "Women are given the skills on how to deal with environmental issues because mining activities not only degrade the land but also pollute the underground water through illicit deposits of mine waste," she said. Ms Zulu explained that women were taught that they needed to take care of the environment each time they carried out mining activities. She said that the training in mining environmental management included the exist plan regarding

what would happen to the mine holes. She observed that after mining, the miners had an option of either burying the mine holes or transforming them into fish ponds, which were also another money generating venture. Ms Zulu said women having basic knowledge on safety measures would help them reduce negative accidents associated with the activities. The safety measures which were taught to women, she noted, included skills on how to protect their children from mining threats. She said women were given serious warning to never allow their children access to the the mine environment. "This warning is in line with the international protocols which protect the rights of children from hazardous activities. “Zambia is a signatory to the international protocols that protect the rights of children and women who will be found wanting risk not only losing their mining rights but prosecution," she said. Ms Zulu further disclosed that gender issues were emphasized during the training to remove the notion that mining activities were an exclusive right for men. She said since women were also involved in the mining activities, there was need for men to respect and embrace them. She said that it was not only about mining that mattered but value addition to the industry which was required.

UNCOORDINATED developments in various parts of Kitwe have led to encroachments and rampant vandalism on the water and sewer installations, Nkana Water and Sewerage Company (NWSC) Managing Director Diana Makwaba has said. According to the Managing Director, the sad development was affecting the water utility’s service delivery in the city.

Ms Makwaba said uncoordinated developments had been one of the major challenges for the water utility company in terms of providing quality services because some people were constructing structures on the sewer and water facilities. MADAGASCAR PRESIDENT'S HERBAL TONIC FAILS TO HALT COVID-19 SPIKE

ospitals in Madagascar have been struggling to cope with a surge of Covid-19 cases, while the president has been promoting an unproven product he says can cure the disease despite the World Health Organization (WHO) warning against using untested remedies. Cases have quadrupled in the past month in the Indian Ocean island, with more than 13,000 infections and 162 deaths from coronavirus, which has spread to all but one of its 22 regions. Despite the spike, President Andry Rajoelina stands by

the herbal concoction called Covid-Organics, which was launched to great fanfare in April. It is produced by the Malagasy Institute of Applied Research from the artemisia plant - the source of an ingredient used in a malaria treatment - and other Malagasy plants. The drink has been marketed as a prevention and remedy - and for the last four months been offered to children at school. Earlier in the month the

president was out again distributing the tonic, along with essentials such as rice, oil, sugar, to poor communities in the capital, Antananarivo. He faced criticism for drawing crowds during a lockdown, but his attitude remained upbeat: “The epidemic won’t last, it’s only passing through and we will defeat it.” He also suggested that the number of infected people was not high in suburbs of the capital where the free distribution

of the drink had started a few months ago. The WHO says it welcomes innovations based on traditional remedies but it wants scientific evidence before backing their use. So far no results of clinical trials have been made public - though that has not stopped stop the tonic from becoming a source of African pride for some. Mwenya cries foul By MUKWIMA CHILALA KONKOLA Mine Police president Gideon Mwenya is concerned that the planned meeting between FAZ president Andrew Kamanga and Super League clubs will disadvantage other players in the forthcoming elections. Mwenya, a vice presidential candidate in the forthcoming Football Association of Zambia (FAZ) general elections. He is concerned that Kamanga will be meeting a big constituent of councilors when the Association was yet to hold its polls. He claimed this would be viewed as campaigning. Mwenya said Kamanga being a player himself in the FAZ elections, should instead delegate the General Secretary and other secretarial staff so as to level the playing field for all. He said that the FAZ president should be sincere not to take advantage of his incumbency by going out campaigning in the name of meetings. “The FA president (Kamanga) is an interested party in this coming election, so let him not attend that consultative meeting that will be held tomorrow. THE curtains to the dramatic Zambian Super League 2019/2020 season came to a close last Sunday with Kitwe based club Nkana bagging their 13th title. Nkana’s triumph stretched their unmatched record as the most successful club in the domestic league. Dramatic as it was, the 2019/2020 season provided some mouth dropping action which saw four teams securing continental berths. Nkana and Forest Rangers qualified to the CAF Champions League while Choma based Green Eagles and Napsa Stars will be campaigning in the second tier of CAF Confederation Cup. The biggest puzzle whenever continental representatives have been ‘unmasked’ has been whether they can compete at such a big level and bring pride to the nation. For the first time in nine years, giants Zesco United will not be representing the country in any of the two CAF competitions after missing out on the four slots. But can the four compete favorably at continental level? For Green Eagles who have been consistent in the last two seasons, they will need to add more flair to their squad which comprises entirely of local players. An addition of a few foreign players could add a bit more life but with the

club protocols in mind, hunting for some great local talent wouldn’t be a bad idea. Nkana are definitely a sure competitor with some good continental experience in their bag. They could have missed out on the ongoing CAF competitions but are surely expected to come back strong. Their concentration could probably be on keeping key players (which they have been struggling to do). With their experience they might do well. It is on the two ‘unfamiliar’ envoys Forest Rangers and Napsa Stars where many have cast doubt. The two sides are new to continental football and still have milk in their mouths to compete. However, we have seen debutants even in European tournaments doing fine. Atalanta, Red Bull Leipzig are among the teams that have shone in the UEFA Champions League this season. Some big money moves of highly rated local players could help them in their quest for continental glory. Getting a couple of players on loan deals can also be a good idea just to aid in widening the pool for selection. Quality foreign players should also be on the execution plan for the two inexperienced sides. Foreign players provide the balance needed in the team, players from certain regions possess mental and physical strength that local players may lack. So getting quality foreign players and incorporating them could propel the sides to refreshing waters. Technical benches must also be equipped and bolstered. It will require comprehensive planning for the clubs’ managements. It is my hope that the four teams will bring glory to the nation.
