...in another mukula scam BY PETER SICHALI
ZAMBIANS should not vote for ghost Members of Parliament who disappear after an election, says Paramount Chief Mpezeni of the Ngoni of Eastern Province. Paramount Chief Mpezeni said Zambians should not vote for non performing members of Parliament because they are a danger to national development. The traditional leader said members of Parliament who disappear after elections should not be given another mandate to represent the people because they do not have their interest at heart. ‘UPND ASSASSINATION CLAIM IS DANGEROUS PROPAGANDA’ By PETER SICHALI
U
P N D claims that Government plots to assassinate their leader Hakainde Hichilema are a recipe for chaos and should not be e n ter-
tained, former State House Deputy Minister Blackson Sikanyika has said. Mr Sikanyika said political parties should compete on ideologies and not propaganda that is likely to put peace and security of the nation at risk. Mr Sikanyika said it was unfortunate that the UPND had continued putting the peace of the nation at risk for them to win elections. He said the UPND should instead tell Zambians and diplomats what they intend to do differently as opposed to talking ill and making up false stories which was just eroding investor confidence. "The opposition should try by all means to avoid propaganda that would put the peace of the country
at stake. It is unacceptable that UPND would resort to lies that Government plots to assassinate its leader to stop him from contesting the 2021 elections," Mr Sikanyika said. He said in as much as the UPND was desperate to form Government, patriotism should be at the centre of their dealings. "I don't think the government can resort to assassinating a citizen just to remain in power," he said. Mr Sikanyika said there is need for both opposition and ruling party to embark on telling the people their agenda for the country and refrain from personal attacks and dangerous propaganda.
Stakeholders pressure govt over taxes
By BUUMBA CHIMBULU
TAX relief measures that have been introduced to assist industries survive the storm caused by Covid-19 have reduced Government’s tax and non-tax revenues but more stakeholders have continued to put pressure on Government for more relief. Government in April this year introduced various tax relief measures meant to mitigate the impact of Covid-19 on key economic sectors. These measures however, coupled with the involuntary scaling down of productive activities across all economic sectors, have generally translated into a reduction in tax and non-tax revenues.
During the first half of 2020, total revenue collections and grants amounted to K32.2 billion, 5.1 percent below the K34 billion projection, says Secretary to the Treasury, Fredson Yamba. “Prior to the onset of the Covid-19 pandemic, the overall budget performance remained relatively fair despite fiscal challenges. “However, the unplanned adjustments due to Covid-19 have severely impacted the country’s fiscal health,” Mr Yamba said in a statement yesterday. Regarding expenditure, he said, the treasury released K46.8 billion, amortization included. Mr Yamba explained that this was seven percent below

Debt service gobbles K14.3bn for period January to June
By BUUMBA CHIMBULU
GOVERNEMENT has spent K14.3 billion between January and June this year to service both its domestic and external debt. Preliminary figures indicate that expenditure in the first half of the year amounted to K46.8bn, including
the projection for January to June, due to lower than projected disbursements for the foreign financed component. “It must be noted here that the slowdown in economic activity has generally affected collections by ministries, provinces, and agencies, hence causing an under performance in the fees and fines collection category,” he said. The Ministry of Finance, Mr Yamba said, would continually review the economic sustainability initiatives that were in place, so that in the foreseeable term, the negative impact of Covid-19 on the economy was moderated. He indicated that in view of the general revenue decline and expenditure increases, the treasury would continue
amortisation. In the period under review, K14.3bn was released for debt service, says w. Mr Yamba said domestic debt service payments totalled K8bn, which included K1.9bn principle repayments on government securities. On the other hand, he explained, external debt service
“Going forward, it will be our duty at the Treasury to continue giving priority to effective resource management so that we help the nation to address the urgent health risks while facilitating economic sustainability and the well-being of the people of Zambia,” amounted to K6.3bn with principle repayments amounting to K3.3bn. “Achieving fiscal consolidation is a priority target that is why as Government, we will continue to constrain public debt accumulation while ascertaining the effective implementation of public financial management regulations
to strengthen domestic resource mobilisation because doing so was central to effective facilitation of national development. Mr Yamba said this was a priority matter for the near term and the future. He expressed concern that the economic situation continues to be challenging and the fiscal situation is constrained. “To this effect, the Treasury will continue to strive for efficiency in domestic resource mobilization so that effective and value for money responses to the competing needs of the country in tackling the impact of the Covid-19 pandemic on health and the economy, are implemented,” Mr Yamba said.
at all times,” he said in a statement. Mr Yamba also said out of the K46.8bn total expenditure for the first half of the year, K33.7bn was financed from domestic resources, and K7.9bn was foreign financed. He therefore stressed that the need for prudent management of resources across all sectors had even become more critical in view of the resource requirements to fight the Covid-19 pandemic. Mr Yamba said it was this reason that expenditure cuts would have to be introduced. “Going forward, it will be our duty at the Treasury to continue giving priority to effective resource management so that we help the nation to address the urgent health risks while facilitating economic sustainability and the well-being of the people of Zambia,” he said.

She has since directed the institutions of higher learning to continue with on-line lessons for the non-graduating classes to ensure that learning continues. Ms Siame “Non-graduating students will not resume classes due to the evolving of the Covid-19 pandemic which has gone upward with the new cases in the recent past,” Ms Siame said. “For students in graduating classes, all universities and colleges must intensify the implementation of the health and safety measures for both students and lecturers to reduce the risk of the spread of Covid-19 pandemic,” she said. Meanwhile, Ms Siame said the usual way of holding graduation ceremonies will not be possible this year on account of public gathering restrictions. “The guidance from the ministry, is therefore that all graduations ceremonies will have to be held virtually to ensure that adherence to the public health Covid-19 public gathering restrictions,” she said. Covid surge continues, 408 new cases recorded By SANFROSSA MANYINDA THE surge in Covid-19 new cases has continued with the country recording 408 cases in the last 24 hours with two deaths. The cumulative number of deaths has reached 151 while cases recorded since the outbreak stands at 5, 963 with 3, 803 recoveries. Permanent Secretary for Technical Services in the Ministry of Health Dr Kennedy Malama said during the Covid-19 daily updates in Lusaka that the ministry would not lose focus on other diseases amidst the deadly pandemic. “We will ensure as a ministry that we do not lose focus on other diseases such as non communicable diseases, trauma as well as preventing maternal, child and newborn deaths,” he said. He explained that guidelines have since been disseminated to all provincial health offices to see how they could be carried out. Dr Malama also assured that the ministry would continue protecting the people especially children during the pandemic. He said that the country would not afford to lose more people living with other diseases noting that the country had already been through a lot. “We will always re-emphasise on the use of face masks, sanitising, maintaining physical distancing and maintaining personal hygiene as it is the only way that will help us keep safe,” he said. Dr Malama also said that relatives of those dying of Covid-19 were advised to work with health personnel and observe health guidelines as per directives during burial to avoid more infections.
Remove skeletons, KBF told By NATION REPORTER
KELVIN Bwalya Fube has been challenged to clear the skeletons in his own life and background before seeking to lead the country and attacking others. Two opposition leaders have catalogued a list of issues which they want Mr Fube to explain. “Kelvin Bwalya Fube must know that he cannot ascend to power by trying to scandalise President Edgar Lungu,” two opposition political parties have said. The two political parties are Zambia Republican Party (ZRP) and the National Congress Party (NCP). NCP president Peter Chanda said it was unfortunate that Mr Fube wanted to gain political mileage by attacking the Head of State yet he had unresolved issues in his background which needed to be cleared. Pastor Chanda said leadership comes from God and people cannot ride leadership by scandalising other people or humiliating people or over rating themselves to be the wisest person. He said at a media briefing yesterday, each time Mr Fube was given platform to talk he was only lashing his anger on President Lungu. The opposition leaders
KBF said the Lusaka based lawyer was going round the country trying to tarnish the name of the Head of State but that would not make him be adopted a Patriotic Front (PF) presidential candidate because President Lungu was eligible to contest. “Zambia is at a level where every Jim and Jack will rise up and state that they are messiahs and when they come into power they will come and do this and fix that. “My first question to our brother Mr Fube is that does he respect the laws of this country because we have seen him going around the country stating that President Edgar Lungu is not eligible. Being one of the petitioners I feel when judgement is passed by competent Judges everyone ought to respect that, I believe Mr Fube is a lawyer worthy to be sort after and therefore he must respect the verdict passed by the courts law,” he said. ZRP president Wright Musoma Mr Musoma said there was need for Mr Fube to be patriotic for once instead of engaging in character assignation. He said that politics was not about insulting or attacking each other but it was about giving a service to the people of Zambia.
Home News FROM PAGE 1 Last year the country recorded about 100, 000 metric tonnes of copper. Zambia Chamber of Mines president Goodwell Mateyo said the country saw production drop in 2019 due to new mining taxes, which were also the primary cause of the drying up of investment. But Mr Mulenga said the increase in copper production this year was due to the strategies which various mining houses had put in place. He said in an interview yesterday, Lumwana, Kansanshi, Kalumbila and NFCA mines had ramped up their production this year. “It is an issue obviously tied to the individual companies that have been able to produce a lot more. We need to admit that North-Western Province is like the new Copperbelt because of the 420, 000 metric tonnes, about 60 percent has been produced by the mines from North-Western Province. So Lumwana, Kansanshi and Kalumbila produced very well,” Mr Mulenga said. He said with this development it was expected that the country would benefit from the high prices of copper on the international market. He said that the country would be able to export more copper which

The Paramount Chief said there are some MPs who are in the habit of abandoning their constituencies soon after elections and only reappear when elections approach. “Such MPs do not have people’s interests at heart therefore they should not be allowed to continue using voters for their own personal gains at the expense of their constituencies,” the Ngoni Paramount Chief said. Paramount Chief Mpezeni has advised political parties to only re-adopt performing MPs. He said political parties should adopt people who have shown commitment to serve people’s interests and aspirations. And Paramount Chief

Ignore armchair critics, be focused - Lungu By SIMON MUNTEMBA
PRESIDENT Edgar Lungu has implored ministers and other senior government officials to ignore armchair critics who are bent on derailing his administration’s development agenda but to remain focused, resilient, and hardworking. The President said this yesterday at State House in Lusaka when he swore in the newly appointed minister of Water Development, Sanitation and Environmental Protection Dr Jonas Chanda, and the new Zambia National Service (ZNS) deputy commandant, Major-General Benson Miti. Until his elevation as deputy commandant, Maj-Gen Miti, who was by rank a Brigadier- General served as the ZNS chief of administration. President Lungu has terminated the contract of ZNS deputy commandant, MajGen Alick Kamiji. Mr Lungu thanked Maj-Gen Kamiji for the services he rendered to the government and wished him well in his future endeavours. Meanwhile, the President yesterday swore in Brig-Gen Miti and reminded him
on the need to respect the hierarchy of power. President Lungu noted with dismay that despite having scored massive development, some armchair critics were detracting from his government’s attention of delivering the much needed development by engaging in counterproductive issues. He said the government has so far performed well and urged his ministers to remain focused and explain its success to the people. President Lungu appointed Dr Chanda as minister of Water Development, replacing Dr Dennis Wanchinga who was transferred to the Ministry of General Education in the same capacity after he terminated Mr David Mabumba’s appointment. President Lungu said he expected all his ministers to put the interest of the nation first before themselves, because as a team, their performance would be judged by the people of Zambia during the 2021 general elections. He reminded the newly appointed minister that they were in those positions to offer services to the Zambians by
delivering development. Mr Lungu said his government had continued to make strides in improving service delivery in the provision of water and sanitation services as well as access to sanitation. He however said more was required to be done to ensure that the population of Zambia, especially in the rural areas had increased access to water and sanitation to reach the target of universal access by 2030. Mr Lungu urged Dr Chanda to ensure there was improved access to water in the country, saying it was inexcusable for citizens to continue experiencing water challenges when Zambia boasts of plenty of water bodies dotted across provinces. And speaking to journalists after being sworn in, Dr Chanda who thanked God and the President for his appointment said he never expected it and it came as a surprise. Dr Chanda said he would hit the ground running and promised to ensure there was improved access to water in the country as he built on the successes of his predecessors, while working with other line ministries.

FOCUSED UNIT
REMAIN disciplined, resilient and focused was President Edgar Lungu’s apt advice to ministers and senior government officials yesterday. In the midst of nonstop criticism from the opposition ranks and other professional critics, they would indeed gain to heed the President’s counsel. Even though there has been massive infrastructure development throughout the country, visible to any naked eye, detractors have still continued to attack the government on the projects. But as President Lungu pointed out, the criticism is aimed at derailing development programmes and make them lose concentration. Indeed discipline is key to success for the two people the President was swearing-in yesterday at State House as proof that his government values discipline. President Lungu swore-in Dr Jonas Chanda, the Bwana Mkubwa Member of Parliament as the new Minister of Water Development, Sanitation and Environmental Protection. He also swore-in the new Zambia National Service (ZNS) deputy commandant, Major-General Benson Miti, who was elevated from BrigadierGeneral in which position he served as Chief of Administration. President Lungu has terminated the contract of ZNS deputy commandant, Maj-Gen Alick Kamiji. For Dr Chanda, the new minister has been one of the most hard working and disciplined backbenchers in the National Assembly and his addition to the cabinet will surely add value. For as President Lungu noted, the government has so far performed well and wants ministers to remain focused and explain its successes to the people. As the nation heads to general elections next year, discipline will play a key factor for the opposition will up their game in an effort to distract government functionaries from concentrating on their work. The nation expects ministers and other public figures to put the interest of the nation first before themselves. The President emphasised this point when he reminded the new minister that they were in those positions to offer services to the Zambians by delivering development. “Let me use this opportunity to remind you, and indeed other Cabinet ministers that we are here to serve the people of Zambia. “The people of Zambia expect us to deliver, and we are delivering. But above all, you should tell them where we are delivering because some of them don’t see, or they are simply naïve or myopic. So explain to them what we have done and what we are doing,” President Lungu said. The bigger picture, as President Lungu pointed out is that by remaining resilient and focused, their performance will show and be judged by the people come the 2021 general elections. Mr Lungu said his government had continued to make strides in improving service delivery in the provision of water and sanitation services as well as access to sanitation. It is these achievements that ministers and other leaders need to market to the people but they can only do this by working as a unit. Armchair critics will always be there for their specialty is to distract those in government to lose focus and abandon their development agenda. But if they are focused, they will not be distracted, but deliver.

Minister explains suspension of Kitwe, Lusaka councils
By SILUMESI MALUMO and NOEL IYOMBWA THE suspension of Kitwe and Lusaka councils does not show that there is corruption in the Patriotic Front Government, we only want to establish whether there are illegalities involved in the land administration, Minister Local Government Charles Banda has said. However, National Revolution Party president Cosmo Mumba has said the suspension of the Lusaka and Kitwe city
councils was denting the image of the Patriotic Front. And the minister said Lusaka Mayor Miles Sampa and his Kitwe counterpart, Christopher Kang’ombe have not been stopped to perform their mayoral duties during the suspension period. Dr Banda said the suspension of the two councils was meant to establish whether any ill was done by the councillors in the land administration. He said yesterday when he announced the appointment of Local Government Administrators Nixon Nkwapu and Adam
Jere that what was being done was a mere process in order to establish the truth which would be communicated to the public. Dr Banda also said the two mayors, councils had not been suspended from their positions, therefore, they were free to perform their duties but they cannot perform administrative duties. And commenting on the recent action by Dr Banda to suspend the two councils over suspected illegal land allocations, Dr Mumba accused the minister of illegally suspending the two councils and ordered the minister to reinstate the two councils.
250 citizenship applications approved By NOEL IYOMBWA GOVERNMENT through the Citizenship board has approved 250 citizenship applications. Home Affairs minister Steven Kampyongo disclosed this when he appeared on let the people talk programme on Radio Phoenix. Mr Kampyongo said that the 250 approved are from the 589 applications made by Zambians living in the diaspora. He also said the government has also granted citizenship to some foreign applicants. The minister stated that his
ministry is working with the Ministry of Foreign Affairs in developing guidelines in line with the diaspora policy on how to access documents and how to enjoy other privileges that come with citizenship. He observed that the old constitution on citizenship was segregative hence Zambians living in the diaspora thought it was pointless to come back and invest in Zambia because they thought they were not recognized. And the minister said it shouldn’t be a problem for citizens to obtain national documents such as NRC and passports.

He disclosed that the department is migrating from analog to digital adding that the ministry has advised all the stakeholders in the project.
Mubanda Chileshe said Mr Jiang’s permit was revoked for his misconduct of mistreating workers during a protest as evidenced in a video that was made available. PF penetrating UPND stronghold By KETRA KALUNGA THE Patriotic Front (PF) has continued penetrating the UPND stronghold as it takes over 10 wards in the just ended local government by-elections. Eight out of the 10 wards won by the ruling party are in the heart of the opostion UPND strongholds. PF secretary general, Davies Mwila said in a statement that the winning of even eight wards in UPND strongholds was a pattern which reaffirmed the fact that the opposition have no muscle to unseat the ruling party. “The wind of change is sweeping across the formerly UPND strongholds. A pattern which reaffirms the fact that, where UPND used to win by landslides at grassroots level, even if they win now, they do so by very small and negligible margin,” he said. And President Edgar Lungu, has congratulated all political parties that participated in Thursday, 30th July, 2020 local government by-elections. The President has paid glowing tribute to the ruling Patriotic Front (PF) for winning 10 of the 15 by-elections conducted in North Western, Western and Luapula Provinces. President Lungu also congratulated the five candidates from the opposition who won the elections. The President has also commended all parties for their peaceful conduct during the campaigning and the voting. “This is as it should be. At the end of the day we are one, no matter the political differences and the different political parties sponsoring us,” the President said.

Mr Chanda said the elections were characterized by low voter turnout. He attributed the low voter turnout to outdated voter

ALL retired civil servants and council workers who are still occupying Government houses must vacate the units, Southern Province Minister Edify Hamukale has directed. Dr Hamukale said Government was facing challenges accommodating new officers because retirees were still occupying institutional houses despite being paid. The minister cited former Livingstone District Commissioner, Omar Munsanje, who was still occupying a Government house. He said that Mr Munsanje was paid but wondered why he was still staying in a Government house. He was speaking when he addressed heads of government departments. Dr Hamukale said, going forward, he will not allow that because it is a challenge to the government. The minister called directed office of
Dr Hamukale
the District Commissioner to work with the department of works and supply and compile a list of all former government employees who were still holding to houses, despite receiving all their dues from the Ministry of Finance. “We are having a lot of difficulties in accommodating new comers because some of the retired council employees and main stream civil servants are still staying in state owned houses which they should vacate,” Dr Hamukale said. Dr Hamukale said all of them should vacate the houses so that new officers could be settled. “For those who have been paid their retirement packages, repatriation and other dues, they should vacate public houses as soon as possible. “I am so disappointed...sorry to mention that Mr Omar Munsanje is one such a case. The house where he lives is supposed to offer services to the National Institute of Public Administration (NIPA). He was paid repatriation but he is not leaving,” the minister said.
South Covid-19 cases escalate By ANDREW MUKOMA
SOUTHERN Province has experienced escalating numbers of Covid-19 escalating numbers with cumulative cases hitting 71. Chikankata district is leading followed by Choma, the provincial capital. As a result, provincial Minister Edify Hamukale has sent a passionate appeal to residents to ensure that they adhere to the guidelines all the time. Dr Hamukale observed that Livingstone and Kazungula were more susceptible because of their locations. He said that in an event the cases continue rising and the two towns were placed under lockdown, residents would suffer because the two have fragile economies. “As a province, we are very vulnerable and we need to increase surveillance and contact tracing. For all the truckers crossing Kafue River coming to our borders, they must get tested from where they come from before reaching our borders. “Those deliberately avoiding being tested and once they cross into Botswana and Zimbabwe are they are found positive, we will not allow them to be in our isolation centres but will be escorted to where they come from,” Dr Hamukale said.
UPND CB boss unopposed By SANFROSSA MANYINDA
Dr Hamukale was speaking during the Covid-19 preparedness committee meeting for Livingstone and Kazungula in the tourist city yesterday. The Minister said the two districts were border areas, hence the need to scale up surveillance and contact tracing. “You have seen that in the past, we were nearly on top of things as a province and we commend you for the efforts you put in by ensuring that Southern Province was Coronavirus free for a long time and yet it is a high risk area. “Your town particularly

Livingstone even Kazungula are centred on Tourism and travelling. The two towns have a very fragile economic set up and just a small disruption like a lock down could disrupt economic growth. The Minister said that Livingstone and Kazungula were service towns, hosting hotels, taxis and food industry. Dr Hamukale therefore said it was important that the two towns were protected from the spread of Covid-19 . “Let us see how we can work together and come up with strategies to stop Coronavirus infections,” he said.
Development (UPND). PF’s Oliver Inambao who contested in Silumbu ward got 362 against Kwaleyela Masheke of UPND who polled 267 votes. In Imusho ward, Mayaha Rasken of PF got 388 votes against Manyama Manyama of UPND with 384 votes. The two local government seats fell vacant after Lawrence Sitoboha and Brian Liemo both of the UPND resigned from the opposition party. Mr Joseph Kanyemba the returning officer for Silumbu and Imusho wards declared Mr Inambao and Mr Mayaha as duly elected as members of the Sesheke District Council at 02:20 hours yesterday.
UNITED Party for National Development (UPND) Copperbelt Chairman Elisha Matambo has retained his position unopposed. The opposition party has elected new office bears. It all started in April 2020 with the party in its quest to demonstrate intra party democracy holding elections at branch, ward, constituency and district levels. On Saturday the party on the Copperbelt started conducting intra-party polls at provincial level under the supervision of Election Commissioner Sylvia Masebo. She was accompanied by senior members who included Dr Choolwe Beyani, Bernard Mpundu and other National Management Committee members. Mr Matambo noted that he was happy that some new faces had emerged in the leadership positions while some familiar faces had moved to other ranks which he said were equally important. “These were dictates and culture of democracy and they must be respected as such,” he said. Mr Matambo called on other members of the party not to look down on the losers as democracy did not praise the winners but recognised the entire process. He said that his team had a mammoth task of ensuring that leadership was in the correct hands ahead of them and ensure that the governance of the country did not collapse. Mr Matambo said that he would embrace everyone in his team during the tenure of his leadership regardless of the position they held in the party.

‘RESOLVING DEBT BURDEN KEY‘
By BUUMBA CHIMBULU
RESOLVING public debt remains a crucial priority as that is key to Government delivering its ambition for growth and development, says Irish Ambassador to Zambia Seamus O’Grady. Mr O’Grady, also Zambia’s Cooperating Partners Group Chair, stressed that resolving public debt was not only critical to development, but was key to Government taking its discussions with the International Monetary Fund (IMF) further. He said Zambia had faced enormous challenges, including the drought of 2018/19, economic downturn that had weakened the country’s ability to cope especially in the areas of social spending, as well as the Covid-19 pandemic. Mr O’Grady was speaking recently during the virtual meeting of Permanent Secretaries and other governmental officials, Development Cooperating Partners, Civil Society Organisations and Private Sector among others. “In the wake of the recent IMF virtual mission, resolving the public debt issue remains a crucial priority as that is key to Government delivering on its ambition for growth and development and is key to government taking its discussions with the IMF further,” he said. Mr O’Grady said cooperating partners were supporting an emergency procurement of essential drug kits for districts together with the Ministry of Health. He said prioritising the expenditure

During the same meeting, Finance Minister, Bwalya Ng’andu, said the negative impact of Covid-19 had filtered through the economy by way of health shocks, domestic economic restrictions and lockdowns. Dr Ng’andu said the pandemic had also led to revenue
Affordable lending rate root to growth, says expert By BUUMBA CHIMBULU PROVIDING affordable lending rates will spur the development of local ideas into sustainable businesses, says Sampay Chief Executive Officer, John Samaras. Sampay is a Zambian online financial platform which integrates businesses and encourages young entrepreneurs to venture into different sectors of the economy. Mr Samaras said local ideas only needed skills and most importantly, affordable finances to actualise the business plans. Lending rates on the market are currently prevailing on an average of 26.2 percent. “It is a simple equation and economic theory that has already been improved, the higher the interested rates, the lower the development so what we need to do as a nation is to make finance available and get to develop different ideas and this is what we are doing,” he said in an interview. Local ideas, Mr Samaras stressed, would not only put Zambia on the map by ensuring that the money was circulating within the economy. On Tuesday this week in Lusaka, Sampay set aside K 1 million to individual young people with workable business ideas. According to Mr Samaras, his company was targeting 50,000 applications by end of this month from young people wanting to venture into entrepreneurship in various sectors of the economy.
losses, increased spending, reduced exports, capital flow reversals and lower commodity prices. These developments, he said, had severely affected the implementation of the 7NDP and Sustainable Development Goals, as funding to most programmes had drastically reduced. The Minister said the Government and other stakeholders would need to be innovative to achieve more with less. “I call upon you to candidly bring out key issues and provide workable solutions as to how to effectively and successfully implement the 7NDP in view of the emerging issues of Covid-19. “One of the common cries is always insufficient funding. This is an inescapable reality as funds will [not] always be enough, hence the need to reduce costs and do much with the available means,” Dr Ng’andu said. Ministry of National Development Planning Permanent Secretary for Development Planning and Administration, Chola Chabala, said the rescoping of the 7NDP was intended to prioritise programmes to be included in the 2021 budget. Mr Chabala explained that these programmes would be implemented during the remainder of the Plan period 2021. He said the Government decided to re-scope the implementation plan of the 7NDP, by reducing the number of development programmes and milestones that should be undertaken in the remaining one year of the 2017-2021 lifespan of the Plan.
THE United Nations Capital Development Fund (UNCDF) is offering financial support of up to US$100, 000 for partners who will assist in setting up an improved distribution and agent models in Zambia to foster inclusive innovation. UNCDF is seeking partners in Zambia, who can support it to foster inclusive innovation, by setting up an improved distribution and agent models in Zambia. Inclusive Innovation partnership for improved distribution and agent models in Zambia will involve to test, develop and implement shared space agent hub models, says UNCDF in a statement. Selected partners would win financial support that can range up to US$100,000, technical assistance, strategic partnerships and a chance to pilot or scale their solution. According to the UNCDF, focus area of intervention includes supporting a sharedagent model resulting from a partnership between two or more providers. UNCDF said providers should share a physical location and that could provide lastmile services in rural areas. “Other areas included support partnership models between financial service providers or between financial and non-financial services providers with the objective of leveraging the partnership to achieve improved access to financial services in rural areas. “They should also support partnerships or models that could leverage additional services other than financial services in line with the needs of rural communities in Zambia e.g. a financial institution offering additional services like pay-as you go solar,” UNCDF said. The organisation indicated that applicants should be registered in Zambia and with at least one year of operations. Applicants, UNCDF said, may apply independently or in a consortium, provided that the consortium has a pre-established partnership agreement prior to the submission of proposals. “The project shall target financially excluded communities like rural populations, smallholder farmers, women and youth, precisely in the Zambian provinces of Lusaka,” UNCDF said.

Kazungula, Lstone get COVID-19 assistance By ANDREW MUKOMA ENVIRONMENT Africa a non-profit making organisation operating Livingstone and Kazungula Districts has donated assorted COVID-19 materials and food to the District Disaster Management and Mitigation Unit. And the organization has secured a K 600, 000 COVID-19 Response Fund to be utilized in the two districts for sensitization and prevention of the spread of the pandemic. Environment Africa Country Director, Namo Chuma, said his organization has over 20 years of African experience in responding to the needs of all Africans and their environment. Mr Chuma said the donation was a gesture towards the call by Government for cooperating partners to help in the fight against the COVID-19. Mr Chuma encouraged Livingstone residents to follow the guidelines and measures aimed at preventing the spread of COVID-19. He said it was important for citizens to regard every person as possible transmitter of the pandemic. Mr Chuma said, since the outbreak of COVID-19 in Zambia, Environment Africa has trained 16 youths as COVID-19 ambassadors in the Tourist Capital. The organisation has also trained 10 youths who are producing face masks for distribution in Livingstone and Kazungula districts. Livingstone District Commissioner Pascalina Musokotwane said that the donation would go a long in helping those in need especially those in isolation centres and frontline health workers.
Lstone’s Intercity station completion period extended By ANDREW MUKOMA THE completion of the Intercity Bus Terminus and the ultra-modern market projects in Livingstone has yet again been pushed to next year. Zambia National Service (ZNS), which was engaged to complete the two projects, has extended the completion period by seven more months. When ZNS took over the works last year, it was projected that the projects at the two facilities would be completed by October this year. But during a full Council meeting, Livingstone City Council Town Clerk, Gertrude Chibiliti, announced that the projects would be completed in the next seven months. Ms Chibiliti said that the contractor asked for an
extension of seven months due to “unforeseen circumstances.” She was responding to Nansanzu Ward Councillor Sakubiwa Nyambe who want-

Ms Chibiliti said that for the modern market, the people that would be prioritized for space occupancy were the old members who were listed prior the demolition of the then Zimbabwe Market. "The works will be completed in the next seven months because the contractor (ZNS) had asked for an extension to complete all the works," she said.

DEEPEN KITWE LAND PROBE By ROGERS KALERO
T
HE suspension of the Kitwe City Council should yield desirable results such as punishing erring councillors and finding amicable solution to land wrangles in the city, stakeholders have demanded. Stakeholders have demanded that stern disciplinary action must be imposed on erring councillors. Copperbelt Cross Border and Integrated Business Association (CCBIBA) Publicity Secretary Poster Jumbe said that in addition to disciplinary action on erring councillors, an amicable solution must be found to end perpetual land disputes. Mr Jumbe said Government must vigorously investigate how various pieces of land were illegally allocated and why certain properties had raised disputes. He said the council should explain how it allocated the land near the Show ground and Polo club and why squatters were
SAINT Barbara Catholic Church has donated beds, mattresses and linen to Itezhi Tezhi District Hospital worth over K735, 000. Parish Priest in-Charge, Kenneth Katema, said the donation was part of the church’s efforts to supplement Government efforts towards improving health care delivery in the district. Fr Katema said the donation valued at K739, 016 included 50 metal hospital beds with adjustable backrest, 50 high density mattresses, 150 bed sheets, 120 blankets, six baby cots for the maternity ward among

One of them is the land surrounding the show ground and Polo club. This was done in unexplained circumstances and it one of the contentious land issues in Kitwe “We have raised these issues now when the council has been suspended because we think this is the right time to investigate how various pieces of land were allocated and why certain pieces of land had raised disputes,'' Mr Jumbe said
DAYS are numbered for the free-reigning criminals in Ndola’s Mitengo residential area as measures are being put in place to stop the escalating crime levels. Thieves in the area have gone on a rampage, stealing household items and pulling down ZESCO cables. This has been happening for the past six months, raising concern among residents
civic leaders, who were only interested in cutting deals instead of serving the resident. Annie Nkonde said separately that now that the councillors had been suspended, Government should restore sanity in the administration of land. Mr Nkonde said the face of the city had been negatively impacted as unplanned settlements had rapidly grown, making planning and development a challenge. Another resident, Andrew Chewe appealed to fellow resident to ensure that ther only voted into office people of high integrity.

Itezhi Tezhi District Commissioner (DC), Isaac Nabuzoka who witnessed the donation of the items, commended the church for the gesture. “I would like to thank the Catholic Church for being an all-weather and development partner with the government,” Mr Nabuzoka said. Kitwe has been experiencing numerous cases of illegal allocation of land to the extent that councillors attempted to demarcate land close to the Presidential Lodge at the endge of Ndeke Township. Recently, a video went viral of a councillor inciting youths to protest against people who have genuine documents and were claiming a piece of land which he had illegally given them A resident, Charles Chola, said in a separate interview that the suspension of the council had given the Government an opportunity to weed out rogue
who have now mobilised to bring down the organised crime ring. Community members and area Member of Parliament (MP) Frank N'gambi will organise full police patrols to ensure that all criminals were wiped out. Mr Ng’ambi told the Daily Nation in an interview yesterday that efforts were being made quietly and that all criminals would soon be brought down.
Itezhi Tezhi District Hospital. Mr Nabuzoka urged other churches in the district to emulate the Catholic Church in supplementing government’s efforts in improving health care delivery in the country. And Itezhi Tezhi Hospital Senior Resident Medical Officer, Jean Kapenga, said the donation would go a long way in helping the hospital to care for patients in the wards. Dr Kapenga said the hospital was grateful to the church for its continued support to the health institution.
“When Father Michele came to the hospital, he asked if the hospital would need to be helped with beds and linen but then the COVID-19 pandemic emerged and we thought it would never come to fruition, but recently he contacted us that the church was ready for the first part of the donation,” Dr Kapenga said. The donation at the district hospital was facilitated by Itezhi Tezhi Parish Priest In charge Father Michele Crugnola. - ZANIS
"My office has been making efforts to open a police post in the area in order to curb these criminal activities. We have also been holding meetings with the police command to see how we can intensify patrols so that properties and lives are secured," he said. The MP warned that it certainly would not take long for perpetrators to be brought to book as the police service was well equipped and ready to arrest them. He said there were other measures that would be put in place, but could not reveal them, fearing to alert the criminals about the imminent trap. Mr Ng’ambi further appealed to the residents to revive and intensify the neighbourhood watch to ensuring
that there was security in the area. He advised residents to report suspicious persons to the nearest police and that strangers would be treated with caution as some of them could be involved in the spate of crime. Mitengo, which sits between the Ndola-Mufulira Road and Chifubu Township, has recorded a spate of crime in the last six months. Residents suspect that some care-takers in unfinished properties couldbe conniving with criminals and former domestic workers. They have since called for registration of care-takers so that theywere monitored while domestic workers should be screened thoroughly.

Youths be responsible by refraining from social vices
WHY OPPORTUNITIES DON’T REACH THE GRASSROOTS Dear Editor,
P
E R M A N E N T Secretaries play a very important role in our systems of good governance in terms of fostering national development and of course making sure that the welfare of our people is improved by virtue of them being controlling officers in their respective institutions, making them be the custodians of opportunities. Permanent Secretaries are expected at all times to be firm believers of the Patriotic Front’s propoor ideologies and indeed share the same dream and vision with President Edgar Lungu However it's shocking to see that we seem to have some permanent secretaries that only care more about their PLOTS and FARMS than the pro poor ideologies of our PARTY PF. I have noted with great concern at the rate some Permanent Secretaries rubbish PF officials and sympathisers by saying “I am not a politician and I don't deal with party cadres.” I am challenging all Permanent Secretaries to tell me where have they seen an advert saying the government is looking for a permanent Secretary. Ignoring Article 3 from the constitution when appointing Permanent Secretaries is what has weakened the PF structures with frustrations as a result of lack of both employment and
empowerment opportunities made available making our members look like they belong to the ruling opposition. Let's take a look at what Article 3 of the PF Constitution says: ARTICLE 3 PUBLIC INSTITUTIONS The Party shall ensure that all the public institutions, Stateowned enterprises and popular mass and similar organisations are led by persons who are members of the Party and who are uncompromisingly committed to achievements of the Party. Any genuine, loyal and committed member of the PF will agree with me that Article 3 has not applied fairly and favourably on Permanent Secretaries. Out of plus/minus 40 Permanent Secretaries in offices today under the PF government, only five can be said to be from PF structures who clearly understand the pro-poor ideologies of the party and of course share the same dream and vision with President Edgar Lungu. Looking at the total number of permanent secretaries compared to those appointed from party structures, would one be shocked why opportunities don't reach the grassroots? Is anyone going to be surprised why people from the opposition seem to have easy access to opportunities than PF members? Are you still going to complain that we have people in the civil service frustrating government
efforts with such unbalanced numbers in key positions? Would you be shocked to hear people complain day in day out in blogs? I know that Permanent Secretaries in some cases are expected to be technocrats, my worry is that we seem to be ignoring our own capable and qualified PF members who truly understand and believe in our pro poor-ideologies as the party PF and share the same dream and vision with President Edgar a Lungu. MAXWELL CHONGU. PF DIE HARD
Dear Editor, IN Bemba, there is a wise saying which goes: Imiti ikula empanga. This means that the children of today are the future leaders. In another vein, it is quite clear that the greater part of Zambia’s population comprises the young people or youths in other words. For the current generation to produce credible leaders in future, there is need for this category of people to position themselves and one the ways to do this is by leading an exemplary life. Leading an exemplary life in this context means refraining from
drug abuse such as cocaine, dagga, casual sex which might lead to contracting of sexually transmitted diseases including the deadly HIV and AIDS to mention but a few. It is heartbreaking to see many youths ruining their lives by engaging in these vices which should not be the case. These youths can make meaningful contribution to the national economy by venturing into income generating ventures in view of the looming unemployment levels in the country. They can do this by accessing empowerment funds from the Ministry of Youth and Sport, There are many business opportunities which should be exploited by those who are very innovative. In this way, they will be able to earn a living and create job opportunities for their fellow youths. Moreover, it is said that an idle mind is the devil’s workshop. It is incumbent upon every youth to be responsible for his or her life by staying away from the social vices mentioned. ELEMIYA PHIRI, Lusaka.
Councillors are conduits for Government policies, projects Dear Editor, MUCH as councillors are many a time over looked by society because of the way they portray themselves, they are a very important body of Government because they are the eyes and ears for the central Government on the ground. They are the only elective body that lives amongst the electorates and therefore have the opportunity to disseminate information regarding Government programmes to the electorates and also report to the executive
of the cries of the electorates. It is very important that councillors know that they are actually very important and that they are a bridge between the executive and the electorates since they live amongst them. Their task therefore is not to only take development to their areas but to also inform the electorates why certain things are not being done by Government. Where information flows systematically, peace and unity prevails. However, where there is lack of it, gossip engulfs society thereby creating unwarranted tension. WISDOM MUYUNDA, Chingola.

Although this patient was keen to receive treatment quickly we agreed on some basal blood tests including liver function, renal function, blood sugar, inflammation markers, CRP, amylase and FBC as well as a stool test for helicobacter pylors, we also consider a trial course of PPIs because OTC treatments such as ranitidine had not helped.
TREATMENT OF BAD BREATH Apocrine bromhidosis: This is the common type of bromhidosis and it only occurs after puberty when Apocrine glands develop. They are mostly found on certain areas such as armpits, groin, areola and nipples of the breast, perianal areas and external areas of genitalia. The rest of the body is covered by eccrine sweat glands. Eccrine sweat glands are primarily responsible for thermoregulation.
Eccrine bromhidrosis: This is classified as a rare form of bromhidrosis. A bad smell can also develop when bacteria on the skin break down eccrine sweat. This break-down process produces as bad odour. Causes The following are the factors

Causes of Halitosis Halitosis has a number of possible causes which include; 1. Acid reflux from stomach; the back flow acid from the stomach through the esophagus, may cause bad breath odour. 2. Poor oral hygiene; can be caused if an individual doesn’t brush or clean the mouth regularly. The unclean mouth including tongue, gums and dentures may trap bacteria that may cause bad breath. Food particles that remain in the mouth may also cause bad breath. 5. Drugs; some medications can reduce saliva and, therefore, increase bad breath
due to dry mouth. Other drugs as they breakdown in the body may release chemicals that can be carried on your breath. 6. Smoking tobacco; tobacco smokers are prone to gum diseases, which may cause bad breath. Smoking can cause dry mouth which can also contribute to halitosis. 7. Dry mouth; dehydration results in decreased production of saliva which allows bacteria to grow. Dry mouth contributes to bad breath. Saliva INV7740

Zim businesses closed, streets deserted on day of protests HARARE - Zimbabwe’s businesses were shut and streets deserted in the capital Harare early on Friday as security forces increased patrols to stop antigovernment protests called by activists over corruption and economic hardship. President Emmerson Mnangagwa, who is under pressure to revive a stricken economy, has said the protests constitute an “insurrection” by the opposition. In central Harare and nearby Mbare township - a hotbed of past protests - businesses, including banks
and supermarkets, were shut as police and soldiers patrolled the streets. “Workers were told not to come today just in case there was trouble,” said a security guard, who identified himself as Martin, having a meal of tea and sweet potatoes at a bank. Security forces increased check points on roads leading into central Harare. A journalist in the second biggest city Bulawayo said businesses were also closed with few cars on the road. Scores were killed during a crackdown on the last major protests in January 2019 and the government shut the internet. Zimbabwe’s worst economic crisis in more than a decade is marked by inflation running above 700 percent, acute shortages of foreign currency and public hospitals crippled by strikes and a lack of medicine. – REUTERS.

Botswana’s mysterious elephant deaths could be due to natural toxin
GABORONE - Preliminary tests to explain the reason for hundreds of mysterious elephant deaths in Botswana point to a naturally occurring toxin as a probable cause, a senior wildlife official told Reuters. African children among worst-hit by lead poisoning
LONDON - New research indicates a third of all children have high levels of lead in their blood, noting that Africa is the worst-affected region after South Asia with Nigeria topping the list for the region, the study says, The research, carried out by the UN children’s agency (Unicef) and the environmental group Pure Earth, warns concentrations of lead in the body can be so high that they stop the development of the brain, heart and other vital organs. – BBC.

PREMATURE END
…as Wanderers, KYSA, Nakambala are relegated from Super Division
Mulenga also noted that the long delays in securing test appointments and results after being tested meant that certain matches could not be played due to the inability of clubs to produce results when called upon to do so. He said clubs were struggling to adhere to the guidelines put in place by the Ministry of Health after games were allowed to resume on July 18, 2020. “The feedback from ZNPHI and other public health authorities who conducted surprise, snap inspections has been very negative, as can be seen from failure to manage the isolation of players and of-
ficials who tested positive. “Other reasons include unrestricted access to camping sites and training sessions, failure to observe social distancing and lack of sanitisers and disinfectants at designated places,” Mulenga said. He said failure to adhere to the set guidelines directly contravened health guidelines promulgated by Government and FAZ. Mulenga said certain arrangements will have to be made to ensure the league is brought to a close without any outstanding issues. “All teams unable to fulfil fixtures for any reason will forfeit them while all match-
es that have been postponed or deferred will be referred for resolution by the FAZ Disciplinary Committee expeditiously,” Mulenga said. The decision to end the league prematurely has sent Wanderers, KYSA and Nakambala Leopards to the national division one league. Wanderers and KYSA are 17th and 18th on the league table with 14 points respectively while Nakambala are on 17 points and would never survive the relegation battle even after winning the remaining two games which would push them to 23-points as Kansanshi Dynamos occupier 15th position with 26 points.
NAPSA in CAF games pushing NAPSA Stars into Continental football as his fifth minute strike gave the home side the lead. NAPSA looked the better side in the first half with Tapson Kaseba, Collins Sikombe and Danny Silavwe combining in the attack. Kaseba could however not continue tormenting Buildcon as he was forced out of action after he was crudely tackled in the 26th minute, forcing coach Mohammed Fathi to bring in
striker Bonwel Mwape. Kaseba was immediately taken to the hospital following the crude tackle suffered as the first half ended 1-0 in favour of NAPSA. The pensioners continued to dominate play in the second half after Fathi made a tactical substitute, replacing Danny Silavwe with Musonda Kapembwa who brought in some life and won a penalty for NAPSA following his run on the left that saw Collins Sikombe stepping up to score his second goal of the game. The win cheered coach Fathi whose focus has shifted to winning the FAZ Super Division title which will be concluded on Wednesday. "We have already secured our continental position now we focus on the championship. We will look at the games tomorrow and plan for our last game on Wednesday against Forest Rangers," Fathi said. Meanwhile, with the league set to end next week, 12-time champions Nkana will be seeking for a win against Red Arrows this afternoon in their week 26 fixture to be played at the Nkoloma Stadium so as to enhance their chances of bagging a 13th title that has been elusive in the last seven years. With NAPSA, Green Eagles, Forest Rangers, Zesco and now Zanaco all in contention for the title, Nkana will look to avoid any slip up as they face a Red Arrows side that has
nothing but pride to play for as they are far from being in contention of the coveted title. The afternoon will also see champions Zesco United rejuvenate their ambition to retain the title having started to a slow a fortnight ago after playing to a 1-1 stalemate against Kansanshi Dynamos in Ndola. Zesco will be seeking a win against middle table Lusaka Dynamos who they play in a lunch time kick off at Nkoloma Stadium.
