COVID-19: SAVE RURAL AREAS AS the number of Covid-19 cases continue to swell in the country, it is clear from the figures that urban areas have overly been hit by the disease compared to rural areas. Continued abrogating of the Covid-19 control measures by the public throughout the country has been attributed to the spike in cases especially in cities where overcrowding is a recipe for transmission of the virus. It is clear that since the disease broke out in Zambia in March this year, urban areas have continued to record the highest number of cases compared to rural areas largely because of poor adherence levels to the preventive measures. But this disturbing scenario reflected in urban areas should not be allowed to be replicated in rural areas where Covid-19 cases are still relatively low. A spike in cases can be prevented. This can be done by aggressively enhancing sensitisation on preventive measures among rural folks before the cases increase in these areas too. We urge Government not to relent especially that the low number of Coivd-19 cases being recorded in rural areas has caused some rural dwellers to believe the virus was only targeting urban areas. This is preposterous because at no time should people think they are immune from the deadly virus as it knows no boundaries, colour, race or religion. For as long as people continue to disregard the Covid-19 control measures such as observing social distancing and wearing of masks in public places, among others, the virus is capable of engulfing all the rural areas too. Therefore the misconception that “corona yaba ku town” (Covid-19 is confined to urban areas) should quickly be defused through a robust sensitisation campaign in all the rural towns. Movement of people from urban to rural areas or vice versa is a daily phenomenon and remains a catalyst for transmission of the virus. As earlier alluded to, we vehemently implore the government to extend the preventive measures to rural areas without delay before a spike in cases. The sooner rural areas are protected, the better because after all, unlike urban areas they lack properly equipped and staffed heath facilities. Time to act is now before the situation gets out of hand.

Ministry of Mines and Mineral Development Permanent Secretary Banarby Mulenga said yesterday, government, through ZCCM-IH has capacity to run Mopani Copper Mines (MCM) if Glencore leaves. “ The operations will be run smoothly,” he said.
Mr Mulenga said even if Glencore was to pull out today, the mining firm would continue operating because the country had people with mining expertise. Mr Mulenga said in an interview yesterday, Government would not be worried if Mopani pulled out today. He was reacting to sentiments by National Union for Miners and Allied Workers (NUMAW) that the acceptance by Glencore to allow ZCCM-IH to get majority shares was an indication that it wanted to pull out. GOVERNMENT will increase the placement of Zambians in international organisations, Foreign Affairs Minister Joe Malanji has said. Mr Malanji said the Government had taken particular note of past shortcomings that made it difficult for Zambians to aspire to coveted positions. The minister was speaking when he introduced Mr Albert Muchanga as Zambia’s candidate for re-election at the African Union Commission. He said that Government has since put in place measures to support any suitably qualified Zambian who aspires for the positions. "All that is required is that they be an upright citizen and be qualified to compete favourably in their given area of expertise. "This initiative has further been enshrined in the country's diaspora policy which was launched in April last year and is currently under my ministry oversight," he said. Mr Malanji said President Edgar Lungu deemed it appropriate for Mr Muchanga to re-contest the position of African Union commissioner in charge of economic development, trade, tourism and mining for the period 2021 to 2025. Government, he said, was very satisfied with Mr Muchanga’s record and that he has received commendations from various leaders around the continent. He noted that among his contributions in his capacity as his efforts which together with the commission secretariat and the AU member states resulted in bringing to fruition the African Continental Free Trade Area. Mr Malanji appealed to all AU member states to once again put their trust in Mr Muchanga as his selfless record speaks for itself. His track records include the position of SADC deputy executive secretary. He was also Zambia's aAmbassador to Ethiopia and permanent representative to the AU and also served as ambassador to Brazil. “Here in Zambia he held various professional positions which enabled him to rise through the ranks ending up as permanent secretary at Cabinet Office,” the Minister add-

PHASE two of the 2020 mobile national registration card issuance exercise which was scheduled to start on September 1 2020 has been postponed to a later date. Home Affairs Minister Stephen Kampyongo announced that the decision to delay the start of phase two was arrived at following challenges faced during
phase one due to late delivery of equipment because of Covid-19. He said Government was assessing the situation to ascertain areas where the exercise started late and that distribution of equipment and materials to provinces under phase two was already being rolled out. Phase two will cover Lusaka, Southern, Western, Central and Muchinga provinces and is expected to capture 730,000 eligible
citizens. Mr Kampyongo urged citizens to take keen interest in the phase two mobile national registration cards issuance exercise which was scheduled to start on a date to be announced. He said the exercise was a vital as it legalised one’s identity. Kampyongo said people who felt there were some irregularities in the exercise were at liberty to report to the authorities.

The Head of State challenged the ACC to be objective and take more interest in the awarding of contracts than fighting corruption one sided. Mr Lungu expressed displeasure that some construction projects which were recommended to be implemented by the Zambia Army and Zambia Nation Service had been corruptly awarded to underserving contractors. Meanwhile, the President tasked Housing and Infrastructure Minister Vincent Mwale and his counterpart, General Education Dennis Wanchinga to complete Mwenda Boarding secondary school by next year. He urged the two ministers to engage the Zambia Army and ZNS to complete some of the stalled projects.
‘No maize exports until Zambia secure’ BY NATION REPORTER AGRICULTURE Minister Michael Katambo says Government will only allow export of maize once it buys the targeted one million metric tonnes strategic food reserves. Mr Katambo said Government wanted to ensure that Zambians had enough food before it considered exporting grain. He said heightened security screening in all borders and bush paths would continue to curb maize smuggling until the country was food secure. “We will not allow any exports of maize until we buy our targeted one million metric tonnes, we want our farmers to understand that the stance Government has taken is not a ban on exports but a restriction,” Mr Katambo said. He said this on Thursday when he toured fertiliser and seed depots in Lundazi. Mr Katambo advised farmers to be patriotic and sell their maize to the Food Reserve Agency (FRA) so that they help contribute to national food security. “Even after meeting our target, we will only allow export of 210, 000 metric tonnes we recorded in the crop focus survey. ZAMBIA has undoubtedly already started feeling the economic effect of Covid-19 with a drop of 30 percent in revenue, the Zambia Chamber of Mines has said. The mining sector has been affected by Covid-19 between 50 and 65 percent with copper prices dropping to about 12 percent. Additionally, there has also been a drop in royalties between January and August from 90 to about 65 million. According to the chamber, the economic growth in the sub-Saharan Africa had declined from 2.4 percent in 2019 to between -2.1 and 5.1 compared to the three percent target for Zambia. ERB Public Relations Manager, Kali Mfuni, said that the board had taken note of calls by stakeholders for reduction of fuel pump price. She said currently the importation of crude oil which was facilitated by Government was currently in the process and a review would be done when a new cargo arrived. Recently Zambia Private Sector Development, Chairperson, Yusuf Dodia, indicated that there was need for Government to reduce fuel prices because currently the barrel of crude was being procured at as low as US $20 on international market. THE revamping of the Zambia-China Mulungushi textiles has been derailed by the outbreak of the coronavirus global pandemic. The manufacturing plant has been undergoing renovations and about US$2 million has been pumped into the renovations of the quarters for experts that would come from China to install the new machinery and the office block among others. Central province minister, Sydney Mushanga said in an interview that the outbreak of Covid-19 has delayed the acquisition of a loan by the Chinese equity partner in that country. Mr. Mushanga said the coming of new machinery from China that would be installed by Chinese experts has also been delayed by the global pandemic. “The revamping of the Mulungushi textiles has been delayed due to Covid-19, the investor is waiting for funds and machinery but all have been delayed by the pandemic,” he said. Mr. Mushanga said two months ago that works at the Zambia China Mulungushi textiles were ongoing despite everything
being affected by the outbreak of Covid-19. He said a lot of rehabilitation works have been done at the manufacturing plant which has been put under the care of the ministry of defense. The provincial minister said it was the government's desire that the Mulungushi textiles be reopened and offer employment to about 2 000 people in the province and the country at large. And Mr. Mushanga stated that the re-opening of the Zambia-China Mulungushi textiles was not political as may be perceived by some sections of society. OPPOSITION UPND have filed an application in the Lusaka High Court for leave to commerce judicial review to stop the Electoral Commission of Zambia (ECZ) from conducting online voter registration. And they want an order to quash the decision by ECZ to give a 30 days cut off time for the voter registration exercise scheduled for October 18, 2020. Ms Gertrude Imenda suing in her capacity as UPND deputy secretary general has cited ECZ and the Attorney General as respondents in the matter. In an application for leave to commence judicial review, UPND submitted that the decision to launch and host the online voter registration is illegal as it is not anchored or authorised by any law. Ms Imenda stated that ECZ did not consider that the cut off period of 30 days will either cause "panic registration" reaction in the minds of the citizens in order to meet the deadline that will result in congestion at the designated registration stations and a resultant surge in Covid-19 cases. She said in the alter-
native, the public will react with apathy to the process of registration to protect themselves from getting infected with Covid-19 which will result in low turnout of eligible voters at the registration. ‘Stop taking politics to palaces’ By MUYANI SHINJABALE THERE should be no politics in chiefdoms and palaces to allow traditional leaders to make sound decisions based on Christian principles, says Senior Chief Chiwala of Masaiti District. He said traditional leaders must remain non-partisan so that they make fair judgement and on Christian doctrine. Scribes schooled on NCDs, Covid-19 links By LINDA SOKO TEMBO THERE is a serious link between noncommunicable diseases (NCDs) and Covid-19 cases especially, with people suffering from the pandemic being at high risk of dying from the disease, Zambia Heart and Stroke Foundation member Simweembo Chabota has said. Dr Chabota said it was sad that most of the people in the community were not aware that they had underlying conditions such as hypertension. According to the World Health, NCDs statistics show that there are about three million deaths related to NCDs every month. He said this at a media workshop organised by the Zambia Non-Communicable Disease Alliance (NCD Alliance) to train journalists on Covid-19 and NCDs

Dr Chabota said tobacco had a direct effect on the lungs especially if a person was to contract Covid-19. He urged people to take precautions and avoid contracting the pandemic as well as to visit health facilities to be screened for NCDs. Meanwhile, NCD Alliance chairperson Fastone Goma said the organisation was concerned that most of the people suffering from Covid-19 were living with NDCs. Professor Goma said given the vulnerability of Covid-19 to people living with NCDs it was key to ensure a vibrant and strong media team that could elevate the voices of communities and people living with NCDs. “We realise that the media has a critical role to play in raising awareness on the linkages between NCDs and COVID 19. We are going to rely on the media. We want you to also take advantage of our social media platforms such as Facebook,” Prof Goma said.

OSIDA risks plunging the nation into turmoil with its alarming and false statements, Chinsali Member of Parliament Kalalwe Mukosa has warned. Mr Mukosa observed that OSIDA was harboring an evil agenda which was a danger to the peace and unity the country was enjoying. He said ever since the organisation was registered it had been issuing false and alarming statements which had the potential to cause panic in the country. Mr Mukosa said falsehoods could easily be believed by some individuals and result in unnecessary lawlessness. Chisamba access road to boost farming By KETRA KALUNGA THE Ministry of Local Government has started working on an access road from Chisamba to Kabwe covering a stretch of 58km and valued at K66 million. The road which passes through the Mwomboshi Irrigation Scheme up to Kabwe is of economic importance to the district whose mainstay is farming and livestock rearing. District council chairperson, Fred Choongo, said in an interview the road would help mitigate challenges faced by farmers in transporting produce and livestock to the market in Kabwe. Mr. Choongo said the local authority was happy with the idea of the road because it
would enable them deliver services to the people who live in areas through which it passes. “This is an all-weather road, it goes up to Cassava near Zambia Correctional Service Kabwe Training School connecting Chisamba to the underlined areas of Kabwe. We appreciate the road as the people of Chisamba and the local authority,” he said. Mr. Choongo said in an interview that the road would uplift the living standards of the people as it would improve access to a number of social amenities offered by Government. Mr Mwale said that private schools had been affected by the outbreak of COVID-19 as they were unable to generate any income. He said the union was concerned for teachers in private schools adding that owners were unable to pay salaries for teachers, hence their lives have become difficult. Mr Mwale said if teachers in private schools had formed cooperatives, they would be able to generate funds, instead of depending on salaries. He said that school owners could not be blamed because their income was generated from schools fees which were only paid if schools were operating. However, schools closed because of the Covid 19 pandemic. “Our teachers in the private education sector are suffering because schools have closed meaning that parents are not paying schools. We cannot blame school owners because the only way they pay their teachers is when parents pay which is not the case at the moment due to the pandemic. “Even if we engage them, they don’t have money to pay teachers it’s very difficult for them as well, “he said. I direct this to Dr Chilufya because he has on several occasions said we have enough medical supplies. Can the minister tell us where these medicines are kept so that when we are issued with prescriptions, we go and get these medicines from there. Who is hiding these medicines Government is saying are in abundance? It is shocking that my 30-minute observation at Chabanyama Health Centre on Saturday revealed that even just panadol, elder people were told to go and buy yet the overnment is saying something else. Health care is a right and so much has been spent by the donor community and is therefore uncalled for, for essential drugs like panadol, malaria drugs, injection drugs to be running out. It is like the duty of Doctors or/ and Nurses in government facilities now is to investigate a patient of the ailment and write prescriptions of what drug to go and buy to get healed. So can the ministry come in the open and tell the nation what has brought up these shortages of essential drugs in our health facilities and stop playing with people’s lives. NATIONAL values and principles are important in preserving peace and unity in Zambia, National Guidance and Religious Affairs Minister Godfridah Sumaili has said. The minister said it was important for Zambians to remain patriotic and accountable to guarantee peace and unity. Reverend Sumaili said values, principles and ethics were paramount to national development because Zambia would not develop in their absence. She was speaking when she called on Copperbelt Minister Japhen Mwakalombe at his office in Ndola yesterday. Rev Sumaili said that it was important to preach peace and unity in the country for morals and values to be followed by members of the society. She said she would engage a number of chiefs in the province so that they would be able to reach out to the grassroot in sensitising people on values and principles. The minister commended some traditional leaders who had been championing good values and morals in the nation. “The chiefs have welcomed the need to promote values, ethics and principles as they are in line with the cultural values,” she said. Rev Sumaili also called on political parties taking part in by elections in Mwasabombwe, Lukashya, Lufwanyama and Mpongwe to preach peace and unity even as they go about their campaigns. And Mr Mwakalombe said the majority of the Churches in the province had welcomed and received Bill 10 positively. Mr Mwakalombe said the churches had admitted that they were Christians and were not ashamed to be identified as such as enshrined in the Bill.
GREED ROOT-CAUSE OF ILLEGAL LAND DEALS, SAY RESIDENTS By ROGERS KALERO THE rampant illegal sale of land by some councillors in Kitwe is as a result of people seeking leadership positions for personal gain, some resident have charged. Mr Kelvin Chunga said during a debate on Kitwe residents blog that many councillors end up in land scandals after discovering that the allowances they get are minimal. The bloggers were reacting to a story in the Daily Nation concerning a land scam which was unearthed in Parklands residential area where a play park was illegally sold using altered council minutes During the debate, Mr Chunga said some councillors seek positions for personal gain and hence they start laying their hands on plots including reserve land. “I guess people campaign to be councillors in the hope of serving the people. But when elected, they discover that allowances they get are very minimal and on top of that people knock on their doors for assistance too. “They later start using their own unaudited resources. So in the end majority go into these things not really to serve the people but for their own gain....the sad reality,’’ Mr Chunga

SOME UPND members who lost provincial intra-party elections on the Copperbelt boycotted a solidarity march to support five candidates who were filing nominations in local government elections set for September 17 in Mpongwe and Lufwanyama. They said they could not be part of the crowd to give solidarity to the candidates because they lost elections which were fraudulently conducted ion the Copperbelt. Members who spoke on condition of anonymity, said UPND had degenerated into an authoritarian party, which had preferred officials and candidates. They said morale of supporting
all party activities had waned following the loss they suffered at the hands of some preferred candidates of some senior party officials who have no regard for democracy in the party “Some senior party officials in the province were raising people to challenge those they didn’t like. What kind of democracy is that, where you use your position to fight your juniors. We are still hurt,’’ said one vanquished UPND member. UPND Copperbelt provincial information and publicity secretary, Lawrence Mwanza, confirmed that some party members who lost the elections were still bitter about the loss. He however advised them to find a way of recovering and continue to support the party. Mr Mwanza said those who lost
elections were still members of the UPND and should not stay away from its activities, especially the filling of nominations.He said it was unfortunate that those who lost elections had decided to boycott party activities instead of supporting the newly elected executive. “”Yes, I know that some people are still bitter after losing elections and do not want to participate in party activities, but my humble appeal to them is that despite losing the elections, they are still UPND members “Yes, they are still UPND members and should find a way of recovering so that we can move together. Chiefs want more projects in CB rural

COPPERBELT rural has not benefited much from the mines in terms of Corporate Social Responsibility (CSR), Chief Lumpuma of Lufwanyama has complained. The traditional leader said it was unfortunate that the rural parts of the province were neglected despite contributing much to the GDP of the country. Chief Lumpuma said the mines only concentrated in urban areas which were already developed.
“We have been complaining because we have not seen the benefits of having copper mining activities that take place in our areas,” he said. The chief wondered why areas on the Copperbelt were not getting the treatment that areas in North-Western Province were getting when they both carried out the same activities. He said that the mining companies operating in NorthWestern Province did not neglect rural areas but took development to all parts of the province regardless of the set up. Chief Lumpuma demanded that the same situation be seen on the Copperbelt which he said contributed hugely to the development of the country. “At times we are shocked to learn that small mining companies that are new rural parts of the province are doing much more than what old companies are doing,” he said. The traditional leader further called on the Ministry of Mines to ensure that Copperbelt especially the rural part also gets a share of the national cake.

MULOBEZI Town Council has started preparations for projects following the disbursement of 2019/2020 Constituency Development Funds (CDF). The district received K 1.6 million which the local authority intends to utilize in carrying out a number of projects in all the eight wards. Council Public Relations Officer, Elvis Muleya, told the Daily Nation that the council would distribute funds to projects in different sectors ranging from health, education, agriculture, infrastructure development and road maintenance. “So far, we have sent out adverts calling for submissions of applications for possible funding from the general public and the response is overwhelming, “We have already received quite a number of applications and as soon as we are done with receiving applications, the Constituency Development Committee (CDC) will sit to look at these applications, then we can begin the works,” he said. Mr Muleya said a number of areas that needed to be attended to and the local authority was making efforts to balance up in every sector in the district. He said that the council was also looking at other avenues such as donor funding and capital investments so that it could supplement the CDF. THE Ministry of Local Government has allocated 110 boreholes to be drilled in Monze District of Southern Province. Council Secretary, Benson Bweenje, said the boreholes would be drilled in chief Hamusonde and Chief Choongo’s chiefdoms to ease the critical water challenge the two Chiefdoms were facing.
Mr Bweenje said, apart from drilling of boreholes, the local authority was working on a number developmental projects. He told the Daily Nation that Monze was one of the few towns in Southern Province that were growing at a quick rate. He said the district

Mali junta frees ousted president Keita BAMAKO - Coup leaders in Mali have released President Ibrahim Boubacar Keita and he has returned home, nine days after he was ousted and detained, his representative said on Thursday. A group of military officers has controlled Mali since August 18, when they detained Keita at gunpoint and forced him to resign in a takeover foreign powers fear could further destabilise the West African nation and undermine a fight against Islamist militants in the wider Sahel region.
Keita’s release is one of the demands of West Africa’s regional bloc, which sent a delegation to Mali’s capital Bamako at the weekend to discuss a timeline for transition to civilian rule with the coup’s leaders. On Thursday morning, Keita was freed from where he was being held outside the city, a spokesman for the junta, Djibrilla Maiga, said. The president’s former chief of staff, Mahamadou Camara, confirmed Keita had returned to his residence in Bamako’s Sebenikoro district.
“He has gone home. I do not know if he will travel,” Camara told Reuters, when asked if the leader planned to leave the country. The U.N. peacekeeping force in Mali said its head had visited Keita at his home on Thursday. The junta leaders say they mutinied because the country was sinking into chaos and insecurity which they blamed largely on the government. Museveni declares Covid-19 prayer holiday KAMPALA - Uganda's President Yoweri Museveni has declared today a national prayer day for Covid-19. The president said he got the idea from a Ugandan citizen who had a vision from God. "God had told him in a vision that I should organise national prayers, scientifically organised, for God to deliver us from Covid-19... I declare 29 August 2020, a day of national prayers and a public holiday. Stay in your houses or compounds and pray," Museveni said in a social media post. Uganda has so far record-
ed 2, 679 coronavirus cases and 28 deaths. The government imposed strict restrictions in March after confirming the first case. Meanwhile, Malawi will allow airlines and schools to resume operations from September 1, as it seeks to limit the economic and social damage from its coronavirus lockdown, authorities said on Thursday. Schools and airports have been closed since March, when the government imposed a lockdown to try to contain the epidemic. Malawi has recorded 5, 474 cases and 173 deaths from
the virus so far, although the real figure may be higher as fewer than 50, 000 tests have been conducted. The main international airport in the administrative capital Lilongwe will now open to limited flights next week. The school closures left more than five million pupils across all levels out of class. “We’ll take a phased approach starting with examination classes from September 7 to the others later in October,” Education Minister Agnes Nyalonje said in a statement. – REUTERS.

DAR ES SALAAM - Tanzania's Communications Regulatory Authority has suspended privately-owned media house, Clouds TV, for a week for violating the broadcast code. The regulator said the media house - which owns a TV station and radio stations - was suspended for announcing election statistics that had not been approved by the National Electoral Commission. Concerned that the electoral process may not be free and fair, football’s world governing body had requested FIF’s electoral commission to send the five files by yesterday at the very latest. “Pending your documents and information, we invite you to suspend all actions relating to the electoral process until

This week’s main buzz has been Patson Daka’s brace for Red Bull Salzburg in a 2-2 friendly draw against English and former European champions Liverpool on Tuesday. The match also saw another Zambian Enock Mwepu putting in a wonderful shift for Salzburg. Daka and Mwepu have not been the only ones sparkling. In South Africa, Gamphani Lungu has scored two goals in the last two league matches for Superport United. Former Zanaco striker Mwape Musonda has also been banging goals having already netted three since lockdown for relegation threatened Black Leopards. And finally, Lazarous Kambole broke the silence with a debut goal for Kaizer Chiefs.
