ZRA ON RIGHT TRACK WE applaud the pragmatic strategy that the Zambia Revenue Authority (ZRA) has adopted to fight and stem the rampant smuggling going on in the country. The strategy, announced by ZRA Commissioner-General Kingsley Chanda in Lusaka yesterday entails the organisation reporting its officers to the law enforcement organs. This must be a first for a company to take such an initiative. The practice has been to send such erring officers on administrative leave pending investigations. At times, it mostly leads to dismissal from employment. Not anymore. What is commendable is that the ZRA chief has publicly admitted that some of his officers had been involved in smuggling cases. “We are also aware, and let me be honest here, that these smuggling activities, in fact most of them, are facilitated by our officers,” said Mr Chanda. There is no doubt that many smuggling syndicates are run by serving officers in the ZRA. This makes it easy for them to beat the system. Mr Chanda said ZRA would report any of its officers involved in illegalities such as smuggling to the Drug Enforcement Commission, Anti-Corruption Commission and the Zambia Police Service. It is common knowledge that smuggling robs the nation of valuable income that Treasury needs to finance the country’s development programmes. This is more so in financing health and education, not forgetting the cash-transfer programme that helps the most vulnerable in the country. It is sad that ZRA officers, who ought to be in the forefront in fighting smuggling are actually the ringleaders, as Mr Chanda said. They are the ones who must be leading proponents against smugglers because they know the harm the scourge does to the country’s economy. The ZRA’s new tough approach is matched with action as confirmed by Mr Chanda. “We recently reported three of our own officers to ACC and they have since been arrested, so this will continue. I want to warn our own officers that this will not be tolerated going forward,” he told reporters in Lusaka yesterday. This is how it should be. Mere rhetoric will not do. Erring employees must realise from the onset that they will not be spared if they do not control their greed and connive with criminals to rob the government. They are the ones tarnishing the image of the ZRA and its hardworking staff. But even as it implements its zero-tolerance towards smuggling among its staff, we are glad that the ZRA will equally be tough against smugglers – particularly businesses and transporters. “They know that we are desperate to get revenues, so they take their chances to smuggle, because they know when they are caught they will only be fined and they will get away with it. “We will stop charging and giving penalties and instead continue with seizing and forfeiting. That way we feel that when smugglers lose their goods and transporters lose their trucks, they will become more serious in dealing with ZRA,” Mr Chanda said. Smugglers must be left in no doubt that when they are caught, as with their ZRA cohorts, they could end up serving time in a correctional facility to help them reflect on their misdeeds.

National Assembly challenges Mwiimbu’s court action By CHINTU MALAMBO THE National Assembly has contended that issues raised by leader of the opposition Jack Mwiimbu, pertaining to the deliberations of Constitutional Amendment Bill 10 of 2019, are wrongly before the High Court because they raise matters of a constitutional nature. In this matter, the UPND Monze Central Member of Parliament has asked the court to allow him challenge the decision of the Speaker of the National Assembly of June 24 this year, where he allowed continued debate on Constitutional Amendment Bill No 10 of 2019 regardless of the fact that the Bill allegedly lapsed on June 4 this year. Mr Mwiimbu argued in his application for judicial review that the decision of the Speaker, Dr Patrick Matibini was unreasonable and unjustifiable because the Bill lapsed on June 4 and is not amenable to further consideration, debate or process in the National Assembly. The reliefs sought by Mr Mwiimbu is an order by the High Court directing the Speaker to discontinue any further consideration, debate or other proceedings in relation to Bill 10. A declaration that the decision of the Speaker is invalid, null and void and of no effect.

But the National Assembly through its deputy Clark, Cecilia Sikatele want the matter thrown out of the High Court for want of jurisdiction. According to the affidavit in opposition, Ms Sikatele explained that Constitutional Amendment Bill 10 of 2019 was adopted by the National Dialogue Forum (NDF) on May 14 2019, after the NDF concluded its deliberations on the Bill. THERE is no policy pertaining to the conduct of political party campaigns in correctional facilities, Vice-President, Inonge Wina, has told Parliament. Ms Wina said that not even the ruling Patriotic Front (PF) would be allowed to go and campaign in correctional facilities. She was responding to a question from Monze Central Member of Parliament Jack Mwiimbu who wanted to know what measures were in place to ensure access to correctional facilities during campaigns. Mr Mwiimbu said the Commissioner General of the Zambia Correctional Service, Dr Chisela Chileshe, recently said that the correctional service would ensure that PF wins the 2021 general elections. However, the Vice President told the House that so far there were no policies governing conduct of political parties in correctional facilities. Ms Wina said that if the Co m m i s s i o n e r- G e n e ra l made a statement on the issue, it was out of his own utterances and it was not Government’s position. “Not even the ruling party will be allowed into correctional centres to campaign, if the Commissioner-General said it, Government has not received an official presentation of that report, it might be his utterances. And the Vice President said that ministers who stayed in office after Parliament was dissolved in 2016, had not yet paid back the money to Government. Ms Wina said that the case has not concluded in the courts of law, adding the announcement will be made at an appropriate time. She was responding to a question from Manyinga MP, Robert Linefu, who wanted to know when the ministers would pay back the money to the government.

COPPERBELT Energy Corporation ( CEC ) has applied for leave to commence proceedings against Konkola Copper Mines (KCM) provisional liquidator, Milingo Lungu and Zesco for purposes of counterclaiming $144million owed to it. This is in a matter in which Zesco Limited and KCM have sued the Copperbelt Energy Corporation (CEC) in the Lusaka High Court, seeking a declaration that CEC’s action to restrict power supply to KCM contravenes the law. Zesco and KCM are seeking an order of injunction restraining CEC by itself, its directors, officers or agents from interfering in the Time Sheet Agreement between the Plaintiffs through restricting KCM from receiving supply from ZESCO pending determination of the matter. They also want among others, an order restraining CEC from effecting or taking steps to take out any supply units, lines or delivery points to KCM as they are Common Carriers as declared under S.l. No 57 of 2020. But in an affidavit in support of ex parte summons for leave to counter claim against KCM, Christopher Nthala , a chief operations officer at CEC ( intended plaintiff ) stated that following the expiration of the power supply agreement on March 31 2020 between CEC and KCM, the intended plaintiff continued to supply power under the Power Supply Agreement (PSA) to KCM
at a request and instance of Mr Lungu. He stated that this was for purposes of continued operations of the mine and the position was confirmed by the terms of the Supplemental Agreement to the PSA dated July 18 2019 and consequently, CEC issued invoices which as of May 15 2020 stood at USD131, 81 1, 794 which is equivalent to 11 months supply to KCM. He stated that the outstanding amount have continued to accrue and the said amount have accumulated to well over USD 144 million as at June 1, 2020. “The sum of USD 144 million represent the cost of power supplied to KCM by CEC for purposes of running or operating a mine and therefore an expense of winding up,” Mr Nthala stated. Mr Nthala stated that despite several requests and demands KCM has refused or neglected to settle the summon USD144 million owed to CEC. He stated that the intended plaintiff has various claims against KCM which it wishes to pursue in this action. “It is appropriate for this court to grant leave to the intended plaintiff of the intended counterclaim to commence proceedings against the second intended defendant being a company in liquidation and against the other defendants,” the application reads. CEC has in its application for leave to counter claim, cited KCM and Mr Lungu as the intended respondents.

PATRIOTIC Front and UPND cadres yesterday clashed in Mufulira after PF cadres stormed a building housing a local radio station which was featuring a team from the opposition party. It is believed the PF cadres were acting in retaliation to the booing of President Edgar Lungu in Monze last week. The PF Copperbelt mobilisation chairman Bowman Lusambo has vowed to make it difficult for UPND to conduct any business in the province. The clash ensued between the ruling party and the opposition at Mufulira’s MAFKEN Radio Station where the opposition was scheduled to feature. Confirming the fracas to the Daily Nation, UPND provincial information publicity secretary Kennedy Kalunga said the party leadership was grateful that their security personnel defended themselves and other members on the programme. And UPND provincial chairman Elisha Matambo said that violence had no place in the country and reiterated that the declaration of certain areas as no-go area for the party was not a good idea.

Government, he said, was spending a lot of money on the health care system as a result of increased numbers of infected people. Ms Kapata had said that the Choma Central MP on Diamond TV’s “COSTA” programme attacked the VicePresident during the interview by using derogatory remarks. She added that Mr Mweetwa rode on the Member’s question to attack the Vice-President in the media. Making the ruling yesterday, the Speaker said that Mr Mweetwa attacked another member’s freedom of speech and debate outside the House. He said that the freedom of speech and debate in the House was a fundamental privilege guaranteed to MPs under the law and parliamentary practice and procedure.
“It is a breach of privilege and contempt of the House to make speeches, or to print or publish any libels, reflecting on the character or proceedings of the House or its Committees, or any member of the House for or relating to his character or conduct as a member of Parliament. “Speeches and writings reflecting on the House or its Committees or Members are punished by the Houses as a contempt on the principle that such acts will tend to obstruct the Houses in the performance of their functions by diminishing the respect due to them,” Dr Matibini said. The Speaker stated that members were entitled to go about their parliamentary business undisturbed. He added that assaulting, menacing, or insulting of any member on account of his behaviour during a proceeding in Parliament, is a violation of the rights of
Parliament. Dr Matibini said that the Office of the Clerk wrote to Diamond Television to request for the video recording of the ‘COSTA’ programme on which Mr Mweetwa featured. He also told the House that the Mast Newspaper, Edition Number. 1206 for Tuesday, February 25, 2020, published an article on the Costa Programme entitled: “Wina Shallow, Shameful to Link Gas Attacks to Regime Change – Mweetwa.” Dr Matibini explained that the office of the Clerk also wrote to the Mast Newspaper to confirm whether or not the statements alleged to have been made by Mr Mweetwa were correctly attributed to him. “Honourable Members, in his response to the letter from the Office of the Clerk, Mr Mweetwa, denied attacking the persona of Her Honour the Vice-President, as alleged in the Point of Order, by calling
her shallow and shameful,” the Speaker said. “Members, in view of the foregoing, I find Mr Mweetwa, MP, to have been out of order, in breach of parliamentary privilege, and in contempt of the House. “In view of the foregoing, I have decided to admonish him in accordance with section 28 (1) (b) of the National Assembly (Powers and Privileges) Act, Cap 12 of the Laws of Zambia,” he said. Dr Matibini then asked Mr Mweetwa to apologise but the Choma MP said he could not apologise for exercising his freedom of expression. Mr Mweetwa insisted that the Vice President should instead apologise for allegedly misleading the nation. After several attempts of asking him to apologise, he maintained his stance and walked out with some UPND MPs.

control the UPND misconduct in Parliament, that will be the end. We will be like South Africa where when the Speaker is talking anyone can tell him anything. “In fact, in the constitution, one of the grounds upon which an MP can vacate his seat is gross misconduct. An MP who behaves in a manner that is so gross in misconduct can be expelled in Parliament and lose his seat,” Mr Ngulube said. Mr Ngulube said Mr Mweetwa deserved a stiffer punishment because he was an unrepentant wrong doer who has continued disrespecting the decorum of the house with impunity despite being warned before. “He is not a first offender, he has been warned before, so he needs a much stiffer punishment to deter would be offenders because Mweetwa has demonstrated that he does not respect the Speaker. And the rules of the House which belong to all Zambians demands that all MPs respect the Speaker.
“And remember, this is not the first time that Mweetwa is doing that. He has been doing that several times, he would go to the media to insult the house, insult the vice President, and insult the Speaker himself. “There was an exchange of words with the Speaker, followed by his refusal to apologize, followed by him walking away, that is the greatest disrespect we can ever have in the highest law making organ of the land and in other jurisdiction, a person can even lose his seat as an MP, expelled from Parliament and a byelection declared. Because that kind of misconduct is gross,” he said. Mr Ngulube further charged that it was unfortunate that Mr Mweetwa who had been rejected in his constituency was trying to prove his relevance and secure an adoption in 2021 using the wrong method. “I don’t know if he is trying to prove his relevance or trying to fight for a party adoption where the people in Choma don’t want him,” he said.

Zambian DNA lauds Lungu tours By BENNIE MUNDANDO PRESIDENT Edgar Lungu’s continued country-wide tours to check on various projects shows his commitment to improve the Zambian people’s livelihood, the Zambian DNA has said. Zambia DNA spokesperson Spuki Mulemwa said President Lungu’s desire to roll out various developmental projects in Western Province and many other parts of the country underscored the PF government’s commitment to creating jobs for the locals. Mr. Mulemwa said in an interview that this was also a demonstration of his desire to ensure that the Western Province got a fair share of developmental projects. “It’s also worth noting that the government started working on the Mongu-Limulunga Road that not only leads to the Litunga’s Limulunga Royal Village, a place where the tourist attraction Kuomboka Mr Mulemwa ceremony is held annually, but also an economic road that connects farmers to the market. “We are also aware that Western Province was allocated 64 health posts out of 650 health posts planned for construction countrywide, and 60 out of 64 have already been completed. Further, in an effort to bring development closer to the people, the PF government has created an additional nine districts in Western Province,” Mr. Mulemwa said. He expressed confidence that the people of Western Province will give President Lungu a thunderous welcome by turning out in large numbers whenever he toured that province.

Harrington seeks fresh case on Forest 27 By GRACE CHAILE LESOETSA FORMER Lands Minister, William Harrington and an environmentalist Robert Chimambo have again applied for leave in the High Court, challenging the alleged refusal by the Deputy Chief Justice to appoint a tribunal to investigate Lands Minister Jean Kapata. Mr Harrington and Mr Chimambo want a High Court order compelling deputy Chief Justice, Michael Musonda to establish a Tribunal to investigate
the alleged illegal acquisition of land in Lusaka East Forest Reserve 27 by Ms Kapata. “The applicants ask for stay of the decision of the DCJ to refuse to appoint a tribunal under order 53 Rule 3 of the Supreme Court Rules, 1999 edition until after the determination of this application and an interim order that he appoints a tribunal forthwith as the Minister of Lands is likely to see out her term of office as a Member of Parliament and Cabinet Minister before this matter is determined by the court and as such could be rendered a mere academic exercise,” reads part of the application.
They are also seeking an Order of Certiorari to remove into the High Court for purposes of quashing the said decision of the acting Chief Justice to refuse to appoint a tribunal to investigate the various allegations of the conduct of Ms Kapata. Mr Harrington and Mr Chimambo also want an order of mandamus to compel Judge Musonda to re-reconsider his decision in line with the provisions of the Parliamentary and Ministerial Code of Conduct Act, chapter 15 of the Laws of Zambia after receipt of the written allegations giving factual particulars alleged by them.

PF has no hand in UPND resignations - Veep By NOEL IYOMBWA THE UPND should not blame the Patriotic Front (PF) for many by-elections arising from resignations of their councillors countrywide, Vice President Inonge Wina has said. Ms Wina told Parliament that holding of elections at all levels was a constitutional obligation that Government has to provide. She was responding to Kasempa MP, Brenda Tambatamba, who alleged that Government was quick to release money for by-elections but has failed to release Constituency Development Funds Ms Wina said that it was surprising that an MP who passes the law was complaining about elections. She said that the councillors had been in office for almost four years but realised that they were getting nowhere hence decided to jump ships The Vice President said the PF has nothing to do with the resignation of UPND councilors, adding that they there doing so after realising that they were not on firm ground in the opposition. “Mr Speaker let us stop blaming the PF for the many resignations of UPND councillors. The councillors have been in office for almost four years now, so they have realised that they’re not getting anywhere and decided to start jumping ships,” she said.
Tenant put on defence for assaulting landlady By OLIVER SAMBOKO THE Lusaka Magistrate court has found a case to answer in a matter in which a tenant is facing the charge of assaulting his landlady for demanding monthly rental arrears from him. Charles Mpololo is charged with one count of assault contrary to the laws of Zambia. Mpololo is alleged to have on March 15, 2020, assaulted Ms Eunice Daka, his landlady after she demanded rental arrears from him. The matter has been adjourned to July 14, 2020 for commencement of trial while Mpololo has been remanded in custody. Meanwhile, the case in which NDC leader Chishimba Kambwili is
facing three counts of forgery, uttering and giving false information to a public officer in respect to Mwamona Engineering, has been adjourned to Monday, July, 13, 2020 for continued defence. When the matter came for continued defence before Magistrate David Simusamba, yesterday, Kambwili was informed that the matter has been moved to Monday. In the matter, Kambwili is alleged to have on October 29, 2013, with intent to defraud or deceive, forged a PACRA “no change return form” purporting to show that it was genuinely signed by his son Mwamba when in fact not. It is also alleged that on the same date, Kambwili knowingly and fraudulently uttered the same document to an officer at PACRA. Earlier, Kambwili gave unsworn evidence which meant that the prosecutors could not cross examine him. Carol, Kambwli’s wife was also at pains to explain to the court how her son became a director in the firm when he was only eight years old at the time of its incorporation in 2001.
ZAMBIA’S Copper production has increased to 342, 734.00 tonnes for the period of January to May 2020 from 330, 023.58 tonnes for the same period during last year. With this development, Government had projected a positive outlook of the mining sector in the second half of this year, says Ministry of Mines and Minerals Development public relations officer Lucy Shawa Ms Shawa said in a statement yesterday, there would be significant increase even despite the closure of North-shaft at Mopani Copper Mines in Kitwe and the depletion of ore at Chibuluma Mine. She said Kansanshi Mine copper production increased from 93, 048.55 tonnes between January and May last year to 105, 608.16 tonnes between the same period this year, while Lumwana Mine’s copper production rose from 40, 800.92 tonnes in the first five months of last year to 49, 237.52 between the same period this year. However, Ms Shawa said Mopani Copper Mines recorded a drop in production from 19, 266.62 tonnes between January and May last year to 11, 446.41 tonnes between the same period this year. Production at Konkola Copper Mines also dropped from 29, 133.65 tonnes from January to May last year to 25, 428.69 tonnes between the same period this year. ZCTU Muchinga Province Coordinator, Kasanda Nondo, said Government should expedite the implementation of debt swap so as to provide a relief to highly indebted civil servants. He said many servants’ pay slips are “crowded” with loans from various leading institutions and therefore provision of soft loans to

UPND harassing officers issuing NRCs - Kamba By SILUMESI MALUMO THERE is evidence of UPND officials instructing its members in Southern Province to harass National Registration Officers, the Patriotic Front (PF) in Lusaka has said. PF Lusaka Province secretary Kennedy Kamba said a video had gone viral showing a UPND official, instructing cadres to harass officers issuing NRCs. Mr Kamba said the said video which had gone viral led to the arrest of the party official for inciting violence. “We all recently saw a video on social media where a UPND official was captured telling people to beat up officers from the department of the National Registration Office. There is a man actually who has been arrested for inciting such violence,” he said. He was reacting to the sentiments

The K1 million seizure comes barely few days after ZRA impounded other trucks with alcohol that was declared as onions and fuel that was in transit but offloaded in Zambia. ZRA Corporate Communications Manager, Topsy Sikalinda, said his organisation was employing sophisticated ways of monitoring all imports and exports in order to curtail all forms of smuggling. “Smugglers will not have it easy this time around as we will continue to seize and donate publicly both the goods and vessels used in smuggling,” Mr Sikalinda told the media yesterday in Lusaka. Mr Sikalinda said ZRA had been working round the clock signing Memorandum of Understandings (MoU) with its sister revenue authorities

INVESTMENTS in digital transformation will set the standards and paths beyond Covid-19 recovery to build back economies and support Government recovery plans and response. This is according to the United Nations Development Programme (UNDP) Resident Representative, Lionel Laurens. Mr Laurens said digital technology had played a critical role in the fight against Covid-19 and that it would have an even greater role in the preparations for the new normal. He said this in Lusaka during a handover ceremony and launch of the pilot phase of the Digital Initiative to respond to Covid-19 in Zambia. “Beyond the digital disruption, investments in digital transformation will also set the standards and paths beyond Covid-19 recovery to build back better where the efficiency of the service delivery will drive the government recovery plans and response,” Mr Laurens said. He observed that many individuals and households were using digital tools to minimise the disruption and

Mr Laurens said the State of Human Rights study in Zambia by the Human Rights Commission demonstrated that out of a population of more than 16,600 prisoners, almost 40 percent of these were pre-trial detainees (over 6000 detainees). “The study also found significant delays in all stages of the court process from cause listing to sentencing and for juveniles up to conveyancing to appropriate reformatory institutions. “In the context of Covid-19, such delays have the potential to contribute to the further spread of the virus and to undermine government-wide efforts for containment,” he said. He assured Government that UNDP stood ready to support and explore opportunities that would ultimately lead to stronger e-governance capabilities in Zambia.

THE return of street kids has worried the clergy and other stakeholders in Ndola In an interview yesterday, Kratos Faith Ministries International Pastor, Daniel Bwalya, said the Government and the local authority should place street kids in convenient areas for them to receive skills training necessary for them to reform them. Pastor Bwalya indicated that over 30 kids that had been recently removed from the streets and taken to foster homes had gone back to the streets. He said the children needed to be counselled before taking them to new places for them to understand the benefits of staying away from the streets. Pastor Bwalya regretted that the street kids were involved in all sorts of illegal issues and immoral activities and that if they continued plying the streets, they would be spoiled forever. He said a good number of them had become addicted to drugs, illicit behaviour, hence the need for them to undergo rehabilitation.
Anglican Native Priest Reverend, Leonard Tembo, in a separate interview lamented that despite Government providing shelter and other incentives for street kids they still went back to the streets. Reverend Tembo, therefore, advised the public to refrain from giving money to the children on the streets as it encouraged them to continue living on the streets. He stated that it was everyone's responsibility to ensure that the street kids were removed from the streets and not leaving the task to the Government.

THE avocado project which will soon be established in Chingola, should benefit the youth and women once operational, the Leadership Movement has demanded. An Indian firm, Rudra Copper Limited, has pledged to invest about US$20 million in an avocado plantation in Chingola and also plans to set up a processing plant for the product. The company recently said that the soil on the Copperbelt was suitable for avocado plantation. Leadership Movement National Youth Coordinator, Chalwe Chandalala,
said it was only prudent that jobs were created for the youth and women once the firm was fully operational. "We demand that the $20 million avocado project should go towards creating permanent jobs for the women and youths in the district and nothing else," Mr Chandalala said. He said that the party expected that locals would be employed in management positions as they were also capable of doing the work competently. Mr Chandalala said that the party further expected clearing, transportation and supply services to be offered to local companies and individuals within Chingola.

I remember the love that our grandmothers showed strangers that came to visit our homes. Sometimes our grandparents even made us relatives with people (ichi bululu chaku londolola) but now because we have been taught to be selfish it’s each one for himself God for all. No wonder even certain things only a family or those loyal benefit rather than ordinary people. We claim to be Christians but we insult God’s intelligence. God is not human that you can con or dupe with actions or sweet talk him like an ordinary person, he already knows your motives no wonder when we pray and our prayers go unanswered is because we use God for personal gains. We can recover now from these problems through love for one another and I mean love without conditions to come out of this problem. It’s not political but spiritual love your neighbour as you love yourself but today we teach our children to hate
even our own relatives. Certain battles or wrangles, hatred that most families have are just inherited ones from ba mbuya aunties etc.

Malawi's new President Lazarus Chakwera has named relatives as ministers in his new cabinet, sparking criticism. The president's former running mate in the 2019 elections Sidik Mia has been appointed minister for transport while his wife Abida Mia is the deputy minister for lands. Kenny Kandodo is the new labour minister while his sister Khumbize Kandodo is the health Dr Haabazoka minister. Businessman Gospel Kazako has been appointed information minister and his sister-in-law Agnes Nkusa Nkhoma is the deputy agriculture minister. President Chakwera's previous appointee in the justice ministry lawyer Modercai Msiska refused to take up the position saying it would look like a reward for representing him in court during the case that nullified President Peter Mutharika's election win. The president criticised his predecessor for being nepotistic and filling his cabinet with people from his region. Another criticism of President Chakwera's cabinet is that it comprises more than 70 percent of people from the central region which happens to be his political stronghold. ILONGWE - Malawi’s new President Lazarus Chakwera has responded to criticisms of nepotism by saying that he had good reasons to select the cabinet that he did. He has included a husband and wife duo as well as people who are related to each other. There are also cabinet posts for some prominent business people which has raised questions of conflicts of interest. The president's former running mate in the 2019 elections, Sidik Mia, has been appointed minister for transport and his wife Abida Mia is the deputy minister for lands. Critics “may have a point (but)… both of them are accomplished politicians” in their own right, Chakwera said on a BBC radio programme.

Kenya loses first doctor to Covid-19 NAIROBI – Doctors in Kenya are mourning a colleague who died after contracting coronavirus, the country's main medics' union has reported A colleague described the medic as a "young doctor with so much to offer." She was a gynaecologist who was hailed by many of her patients for her professionalism. The health ministry said at the beginning of the month that 186 health workers had tested positive for coronavirus and that no doctor had died from the virus. Meanwhile, 21 health workers in Zimbabwe’s second city of Bulawayo tested positive for Covid-19 on Wednesday, according to the latest ministry of health update. The workers had come into contact with confirmed coronavirus cases and had been in isolation. It comes days after nurses unions called a strike over poor pay and a shortage of personal protective gear. This week has seen a dramatic spike in confirmed
cases. Ninety-eight were recorded on Wednesday, 51 of them from Bulawayo. On Thursday, 41 people from across the country tested positive for the virus. In all Zimbabwe has recorded 926 cases. And the premier of Gauteng, the South African province that has become the epicentre of the country's coronavirus outbreak, has tested positive for the virus. David Makhura said yesterday he was tested for coronavirus after showing symptoms. Makhura will now self-isolate and work from home for 14 days while monitoring his health as his symptoms are still mild. South Africa yesterday recorded its highest-ever single-day increase in Covid-19 cases. In Rwanda, police have arrested four people who escaped from a Covid-19 treatment centre at a school in the eastern region. The four escaped at about 19:30 local time on Wednesday and were arrested the following day.
And the World Health Organisation on Thursday released new guidelines on the transmission of the novel coronavirus that admit some reports of airborne transmission of the virus that causes Covid-19, but stopped short of confirming that the virus spreads through the air. In its latest transmission guidance, issued on Thursday, the WHO admitted that some outbreak reports related to indoor crowded spaces have suggested the possibility of aerosol transmission, such as during choir practice, in restaurants or in fitness classes. But the WHO said more research is "urgently needed to investigate such instances and assess their significance for transmission of Covid-19." The report follows an open letter from scientists who specialise in the spread of disease in the air - socalled aerobiologists - that urged the global body to update its guidance on how the respiratory disease spreads to include aerosol transmission. – BBC/REUTERS.
