TRUTH PREVAILS THE truth will always prevail. No amount of sugar-coating will ever hide the truth from coming out and we are glad that this is what has happened. The country’s naysayers have been put to shame, that their evil intentions to mislead the nation and the international community has backfired. They should instead be ashamed and scared that they will be exposed over their lies that President Edgar Lungu had promised to help Rwandese insurgents financial help to fight President Paul Kagame’s government in Rwanda. What has transpired, much to their chagrin, is that President Kagame has pledged to help Zambia trace the source of false allegations by a convicted criminal Callixte Nsabimana against President Lungu. Foreign Affairs Minister Joe Malanji said yesterday that President Kagame does not give credence to the allegations made by the convict. He said Mr Kagame told him that he has a sound relationship with President Lungu as a person and could not see him sponsor mercenaries to overthrow him. It is ironic how Zambians thrive on fake news when they could easily get the truth from relevant government organs. The whole nation has been awash on social media by an unsubstantiated story emanating from a court in Rwanda in which a convict purportedly claimed President Lungu had promised financial aid to Rwandese insurgents. Even appeals from Government did not satisfy the naysayers – yet they knew the stories were fake. But as Zambians have come to learn, anything goes with some political figures as long as it paints or puts President Lungu in bad light. Former Defence Minister, George Mpombo, and former Foreign Affairs Minister, Katele Kalumba, said such manoeuvres were well known because certain opposition leaders were power angry thereby trying by all means to discredit the Head of State. They cautioned that allegations against President Lungu must be approached with level headedness and Zambians should do well to heed the advice from State House - to allow the due process of the diplomatic channels. And that is what President Lungu did – quietly. Mr Malanji disclosed that the President had sent him to Rwanda where he had a long discussion on Thursday with President Kagame. “I had a lengthy meeting with the President of Rwanda, Paul Kagame and he was very categorical that this convict has been to five countries prior to his arrest and Zambia was not one of them,” Mr Malanji said. Like we have stated before, Mr Malanji said President Lungu’s alleged involvement in sponsoring mercenaries to overthrow the Rwandan government were unfounded. As Mr Malanji explained, the allegations of course which had been made against President Lungu were not coming from the government of Rwanda, but a convict. He said Government could not act on impulse, when the allegations were reported but thought of engaging the Rwandan Government to make sure they give a response from an informed position. We are glad the two governments have agreed to work together to expose the source of the lies. “We are going to dig diplomatically, we are going to engage Rwanda and find out the reason and who could have enticed this convict to bring the name of President Lungu and Zambia into disrepute. “We are following up this, and soon our officers are going to Rwanda to make sure that we dig and find out why he had to bring the name of President in disrepute,” Mr Malanji said. A suspected Rwandan terrorist alleged in court that President Lungu facilitated the National Liberation Forces (FLN) in its attempts to overthrow the Rwandan government. Callixte Nsabimana Sankara, who was spokesman for the FLN, told a High Court in Rwanda’s Nyanza district on Monday that President Lungu had allowed them space to operate and even pledged some money to help topple the Rwandan government. Yes, Sankara must own up and expose those he is working with, or promised him a fortune to tell lies about Zambia. But like we said in our editorial yesterday, the truth will always prevail in the end as has happened.

The provincial chairpersons have demanded that the national secretary and national chairperson call for an urgent extraordinary National Policy Committee meeting within 14 days. The provincial chiefs have also challenged FDD president Edith Nawakwi to make a public statement on rumours that she would be President Edgar Lungu’s running mate in next year’s general elections.
Zambia not under State capture-TIZ ZAMBIA is not under state capture, Transparency International Zambia (TIZ) has said. TIZ Programmes Officer, Raymond Mutale, however, said there was need to track finances that go into political parties and their campaigns. Mr Mutale said failure by various political parties to have their books of accounts audited was a source of worry and could be a recipe for resource mismanagement. He said this during the civic education meeting for media personnel held at Mufla Lodge in Kabwe yesterday. Mr Mutale said TIZ was engaging political parties, stakeholders and the media in tracking political party financing
and campaign resources. “As TIZ we are not focusing on an election as an end, even as we discuss we are looking at the bigger picture. “The bigger picture is that our focus this year going forward is to engage political parties, stakeholders and the media on issues to do with political party financing and campaign financing,” Mr Mutale said. He said once people who financed the party campaigns take charge while leaders in various positions would be ceremonial and not able to determine the development trajectory of the country. “But for us the moment we start tracking finances that are going into political parties, finances that are going
‘Ministers to pay back over K4m’ By CHINTU MALAMBO THE Ministry of Finance has told the Constitutional Court that ministers who continued to earn a salary after dissolution of Parliament between May and July 2016 owe the State over K4 million. This is according to assessment confirmed by the Director of Policy Research Standards in the Office of the Accountant General, Ministry of Finance, Mr Fides Kalangwa. In this matter, the
State through the Attorney General’s Chambers had asked the Constitutional Court to assess the amount that ministers who continued to earn a salary after dissolution of Parliament in 2016 are required to pay back. This follows a judgement of the Constitutional Court on August 8, 2016, which ordered the ministers to payback emoluments accrued during that period. The judgement was as a result of a matter

State terminates Kamuchanga Market contract By SILUMESI MALUMO in Mufulira GOVERNMENT has terminated the contract awarded to Construction Africa to put up a K15 million Kamuchanga market in Mufulira for failure to comply with the contractual obligations. Meanwhile, Government has warned Horizon Properties Construction Limited awarded to construct the K4 million Buteko Market to complete the works as agreed. Ministry of Local Government Permanent Secretary, Ed Chomba, said yesterday that the contract was terminated to pave way for the quick completion of the project. Bishop Chomba, directed Mufulira Municipal Council to prioritise labour intensive for the project to be
completed within a short time. He disclosed that Government had allocated about K800, 000 to enhance the completion of the project. He said the project was important in the area as it would have a number of facilities that people required. Bishop Chomba instructed the local authority never to engage any contractor but ensure that locals were prioritised to speed up the work. While addressing council workers yesterday, Bishop Chomba threatened to engage the Anti-Corruption Commission to investigate individuals who had been engaged in illegal land allocation. Thefts derail train service By NATION REPORTER TRAIN operations between Livingstone and Victoria Falls Town on the Zimbabwean side have been suspended following theft of 647 pandrol clips. Zambia Railways manager for Southern region, Joel Chilufya said that running of trains between Zambia and Zimbabwe was temporarily suspended as the track had been rendered risky for train operations. Mr. Chilufya said in a statement that the theft was discovered around 10:00 hours on Thursday by one of their workers on patrol and immediately reported to both Zambia Railways and State Police. He said among the goods affected by the temporal closure of the line were 35 wagons of copper concentrates destined for South Africa as well as 26 wagons of wheat destined for Lusaka. “I must mention that this is the first time we have experienced theft of such magnitude on this particular line. It has largely been quite and secure compared to other sections of the main line. We treat theft of vital rail components as sabotage and culprits have to face the full force of the law,” said Mr. Chilufya. Mr Chilufya assured ZRL customers as well as members of the general public that its Emergency Response Team was already on the ground and normal operations were expected to be restored within 24 hours. He appealed to the public to help protect vital railway infrastructure by reporting suspects to the nearest Zambia Railways offices or any security enforcement wings. Statistics from the ZRL Police Unit indicate that the company records cases of theft or vandalism of key railway components on a weekly basis, thereby hampering the smooth operations of the company.

‘STOP SPECULATIONS OVER ZAMBIA-IMF TALKS’ By BUUMBA CHIMBULU

HE public should avoid making speculative statements on the virtual meeting Government had with the International Monetary Fund (IMF) as a formal report will soon be released, says Finance Minister Bwalya Ng’andu. Some stakeholders were quoted in some sections of the media indicating that the virtual talks Government had with the IMF recently had collapsed. An IMF team led by Dhaneshwar Ghura, held virtual meetings from June 22 to July
10 to discuss Zambia’s request for emergency support under the Rapid Credit Facility. The discussions covered Government’s response to the Covid-19 pandemic, recent economic developments, the economic outlook and policies for 2020 and the medium-term. In response to the speculations, Dr Ng’andu said the IMF would soon issue a detailed statement on the outcome of the virtual meetings so people should be patient. Dr Ng’andu in an exclusive interview yesterday emphasised that the IMF would soon issue a statement on the way forward. “Why don’t you wait for the
IMF to give you a report, the IMF will issue a statement. They have issued a preliminary statement which shows that the talks went on. Then they will issue a formal statement now which will tell the results. “So all we have to do, instead of speculating, let us wait for the report to come out. They will issue it. It is better than speculative. Let us wait. Wait for it to come. It will come,” he said. The minister said: “What you see usually is a statement to which both of us have agreed because what they do they will send us the statement, we go through it and then say okay fine, and then it
is released.” On July 15, the IMF issued a preliminary statement indicating that the virtual discussions focused on the economic policies needed to respond to the fallout from the Covid-19 pandemic. According to the statement, discussions would continue on the fiscal stance and policies to move forward with the request for IMF support. At the conclusion of the virtual discussions, Mr Ghura issued the following statement: “Staff express their gratitude to the Zambian authorities for the constructive discussions that were held and look forward to continuing discussions.”

UPND’s attempt to block Bill 10 dismissed By GRACE CHAILE LESOETSA UPND’s attempts to block Constitutional Amendment Bill number 10 of 2019 from being debated in Parliament has again failed. This was after the Lusaka High Court dismissed Monze Central MP Jack Mwiimbu’s application to direct the Speaker of the National Assembly to stop deliberations in relation to the bill. In this case, the leader of the Opposition in Parliament had applied to commence judicial review proceedings against the decision of the Speaker, Dr Patrick Matibini to allow debate on Bill 10 to continue. Mr Mwiimbu had contended that the Bill lapsed on June 4 this year and cited Attorney General Likando Kalaluka as a respondent. Mr Mwiimbu’s lawyer, Mr Mulambo Haimbe argued that there was clearly a question as to the procedural propriety. He said there was no legality and reasonableness in the manner in which the Speaker proceeded to make the impugned decision of June 24, this year when the Bill had lapsed by that date. However, in her ruling yesterday, Justice Sharon Newa said her jurisdiction in the matter has been busted on account of the exclusive cognizance given to the National Assembly by Section 34 of the National Assembly Act. Section 34 states that neither the Assembly, the Speaker nor any

recorded 190 new cases of Covid-19 out of the 848 tests conducted. The Minister also disclosed that of the active cases, 22 are in a critical condition and on oxygen. Dr Chilufya said the cumulative number of coronavirus cases in the country stands at 2, 620 out of over 67, 000 tests done. He, however said the
country had so far recorded recoveries of 1, 434 patients. Dr Chilufya who expressed concern on the reduced levels of compliance to Covid-19 guidelines, urged the public to continue observing the preventive measures. He warned that Covid-19 was not a hoax and that people should always take precautions.

She said the Speaker was protected from any court action where he exercises his powers under the internal procedure of the National Assembly. Justice Newa explained that the Speaker would only be amenable to such court action if in the exercise of that power, there was alleged breach of the constitution. She said the Constitutional Court by virtue of article 128 (1) of the Constitution is the court that is vested with jurisdiction to deal
with such matters. Justice Newa also said that if she had jurisdiction to interrogate the exercise of the Speaker’s powers pursuant to the internal practices and procedures of the National Assembly, it would ultimately involve the interpretation of the Constitution from which the said powers are derived. “On that basis, I find that this is not a case that is fit for further investigation, and I accordingly decline to grant leave to commence judicial review proceedings, and dismiss the matter. “Looking at the fact that matter seeks to enforce matters of national interest, I order that each party bears their own cost of the application. Leave to appeal is granted,” Justice Newa said.

MOPANI Copper Mines (MCM) has declared that it will appeal the decision by Government rejecting its intention to place the mines on care and maintenance, barely 24 hours after assuring that it will go ahead with production The mining firm has again written a memo to workers that it will appeal the decision by Director of Mines Fred Banda rejecting the decision to place the Mufulira and Nkana assets on care and maintenance. Acting Chief Executive Officer, Charles Sakanya, said the company had opted to appeal the decision by the Director of Mines in the Ministry of Mines and Mineral Development. He said Mopani would initiate an appeal pursuant to the Mines and Minerals Development Act against the Director of Mines’ decision within the permitted timeframe. "Mopani respects the authority of the Government of the Republic of Zambia and will continue mining operations pending the outcome of the appeal processes, following the Director of Mines’ decision. “Furthermore, Mopani continues to engage with the relevant Government ministries on identifying potential solutions to address Mopani’s current challenges," he said. Mr Sakanya said Mopani had formally been notified by the Mines Development Department that it had rejected its proposal to suspend the operations. This, he said, was pursuant to S.37 (2) of the Mines and Minerals Devel-
opment Act (2015) (MMDA) and place them on care and maintenance but it would ensure that an appeal was done for this decision. Meanwhile, Mineworkers Union of Zambia (MUZ) president Joseph Chewe stated that the manoeuvres by the mining firm showed that it had resolved to leave the country. Mr Chewe said Mopani could have found other means of restoring production instead of appealing Government's decision. He said in an interview yesterday that it was obvious that Mopani had resolved that, if Government rejected the appeal, then it would decide to leave the country. Mr Chewe said Government must be wary of such acts by Mopani because soon many people would be left in the cold. "Mopani has written to workers that it will appeal to the same office which rejected its proposal and this leaves us with more questions. Is Mopani trying to leave this country or they have another motive which they want to do. “So we are advising Government to open their eyes and think beyond what Mopani is trying to do. Currently, over 8, 000 contractors have lost jobs, is it the PF manifesto allowing companies to send workers on the street. "It is clear from our view that Mopani wants to leave and Government must be careful because more jobs will be lost. Let Government engage Mopani so that it can come out openly because they’re bringing uncertainty to the workers," Mr Chewe said.

‘Equalisation Fund for councils inadequate’ By ANDREW MITI THE Local Government Equalisation Fund is still insufficient and is not a panacea to all challenges facing the local government sector, the Local Government Association of Zambia (LGAZ) has said. LGAZ executive director, Maurice Mbolela, said contrary to perceptions that the grant was the answer to setbacks facing local authorities, the fund was inadequate to meaningfully support operations in councils. Mr Mbolela said this was why LGAZ had continued to call for the immediate and full implementation of the provisions in the Republican Constitution on local government some of which define own revenue sources for local authorities. Twenty per cent of the grant is conditional to finance capital projects while 80 percent is discretional to support operations which include salaries and wages. Mr Mbolela was speaking during the fourth media orientation workshop on local government at Chita Lodge in Kafue on Thursday.

The defectors, led by UPND Mafinga constituency information and publicity secretary Luwani Muwowo, cited lack of leadership in the opposition party. Mr Longwe said local authorities should be given a chance to control and retain their own sources of revenue as provided for by the current Constitution for effective service delivery and to ensure financial autonomy. Under the constitution, local authorities are mandated to levy, impose, recover and retain local taxes in line with the decentralisation policy that is currently being implemented through devolution of Central Government functions. Mr Longwe bemoaned the lack of a policy that governs local government in Zambia, saying this was making it difficult for the local government system to operate in a guided manner. He urged the media to help sensitise the communities on the importance of participating in local governance and regretted the low levels of participation by the citizens. “The levels of community participation in local governance are very low, I am therefore appealing to the media to help sensitise the citizens on the need for them to participate in decision making as it was critical under the current local government dispensation,” Mr Longwe said.

A TANZANIAN, Moses Okida, who was arrested for unlawful stay after being intercepted at Mongu Harbour has been fined K20, 000 or in default 12 months imprisonment with hard labour. Immigration Department public relations officer, Namati Nshinka, the 41-year-old was apprehended on July 13, this year when he failed to produce a valid travel document. Mr Nshinka said Okida was subsequently arrested and charged with unlawful stay in Zambia. “Moses Mbapuli Okida between 1st January, 2019 and 13th July, 2020 in Mongu stayed in Zambia without a valid travel document and failed to regularize his presence in Zambia,” Mr Nshika said in a statement. HE Copperbelt Energy Corporation (CEC) has teamed up with Zambia’s Forest Department to set up a US$35, 000 five-year programme meant to restore forests and river sources to their original status starting this year. The programme will involve restoration of degraded river sources and forestry reserves, afforestation of water catchment areas and establishment of an indigenous seedlings bank to stock seeds from identified indigenous trees, among others. The programme was rolled out in January with 4, 000
indigenous trees planted around the Mwekera River source in Ndola. CEC Managing Director, Owen Silavwe, called for strict adherence to the practice of sustainable development as a key to the conservation of our natural resources and habitat. Mr Silavwe said CEC was keen to develop innovative technologies while keeping the environment safe. “Sustainable development digs deeper. This means we want companies to expand, people to have the best jobs, everyone to afford nutritious food wherever they live, quality and affordable education for everyone, and our economies to grow exponentially,”
he said. Senior Research Officer at the Forestry Department, Mpande Sichamba, said the Mwekera River source fell in the Mwekera National Forest Reserve, a national protected area. SOUTHERN Africa is expected to register well above average net maize supply of over four million tonnes this year, as Zambia’s exports are expected to remain below average. The supply will be above the previous 2019/20 marketing year and similar to 2018/19, says Regional Maize Supply and Market Outlook. According to the report, structurally deficit countries were expected to maintain typical import dependence, while the import gap in Zimbabwe would be well above average. “South Africa, the region’s largest maize exporter will have an above average surplus while Zambia will maintain its surplus at below average levels. Malawi will also have an above average surplus,” the report said. In terms of intra-regional trade, the report indicated that South Africa’s maize export volumes to Zimbabwe were expected to remain above average while Zambia’s exports would be below average. The report said given anticipated imports by Kenya from international markets, export demand from Tanzania destined were expected to be limited.

GOVERNMENT approved the employment of 750 agriculture extensions officers countrywide, Finance Minister Dr Bwalya Ng’andu has told Parliament. Dr Ng’andu said his ministry provided resources to recruit 750 agriculture extension officers of which 500 were to be recruited at the Ministry of Agriculture and 250 at the Ministry of Fisheries and Livestock. The minister said this when he appeared before a parliamentary committee on government assurances. Dr Ng’andu told the committee that the approved employment was provided for in the 2018 National Budget. He said that the minimum number was across the two ministries and not the Ministry of Agriculture alone. Dr Ng’andu said Government had to recruit 698 agriculture personnel of which 661 are extension officers. He said that the policy formulation for livestock
and aquaculture had not been developed despite baseline data having been provided. Meanwhile, Dr Ng’andu said his ministry had taken note of the recommendation to secure requisite funds or consider disbanding the Zambia Credit Guarantee Scheme immediately to put an end to waste of expenditure on wages and allowances. He however told the committee that the issuance of partial guarantees was one technical area that required various systems be put in place to safeguard public funds as well as the integrity of the guarantee scheme itself. Dr Ngandu explained that the large part of the K29.9 million had been spend on setting up the scheme and all the required system that included risk management systems, financial management
interventions, the government is working towards facilitating private growth in line with the Seventh National Development Plan pillar of creating conducive governance environment for diversified and inclusive development,” Mr Yaluma said. Mr Yaluma said the 7NDP envisioned to position Zambia as a middle income country that offered decent employment opportunities and that could only be achieved in a conducive business environment. “As you are aware, information plays an important role in doing business and should therefore be made available and easily accessible for timely decision making. And Ministry of Commerce Permanent Secretary Mushuma Mulenga added that Government would create competitive business environment in Zambia. ABOUT 12 foot bridges in Minsaka and Kamfinsa areas of Kitwe need urgent rehabilitation to ease the movement of people in the two areas. Minsaka and Kamfinsa are predominantly agricultural areas, accommodating smallscale and peasant farmers. Farmers in the two areas said most of the bridges were either damaged or death traps hence the need to urgently work on them. Mr Sosten Banda, a peasant farmer, said some of the bridges were damaged more than a year ago, but nothing had been done even after bringing the matter to the attention of the representatives at local government and parliamentary levels. “These bridges were not damaged at once. They got damaged at different times, but those representing us did not care about rehabilitating them when they got
damaged and so the number increased up to 12,’’ Mr Banda said. Mr Banda said there was need to lobby Government and private institutions to work on the bridges in order to ease the movement of people and agriculture produce. Meanwhile, a political activist, Kelvin Chipili, said representative of the people such as councillors and Members of Parliament ought to get attached to the electorate during their tenure of office so that together they could resolve problems. THE Kitwe Teaching Hospital (KTH) has advised the public to avoid moving around its premises aimlessly to avoid contracting diseases. The hospital is usually crowded with people who access the premises through many entry points that it has. Most people take advantage of the damaged boundary wall and find their way inside whether they have got patients at the facility or not. Others use the hospital premises as a short-cut from Parklands to Buchi Township and vice- versa, a situation that has unsettled hospital management. KTH Senior Medical Superintendent, Abidan Chansa, explained that it was not safe for people to get in and out of the premises whenever they felt like. “It is not safe for people to frequent the hospital premises as the situation also disturbs the working routine of health personnel. “Moreover, we have a deadly outbreak in our midst and frequenting the hospital is the last thing people should be thinking of because they may end up contracting the virus should there be covid-19 patients,” he said. Dr Chansa noted with concern that people had stopped following the stipulated visiting hours as most of them visited their relatives anytime they felt like. He said that the hospital had guidelines on visitation hence appealing to those going to visit their loved ones to do so at stipulated hours.

Health watchdog gets tough regulating the health sector because it was a sector bordering on human life and general health of the country’s population. Ms Namfukwe said that a few gaps had been discovered with regards registration of health practitioners and renewal of their practicing certificates. She cited Central Province where some practitioners had been working without valid licences especially in Kabwe and Kapiri Mposhi. “We have noted that some health practitioners’ practicing certificates expired and they have not renewed while others have failed to upgrade
their status from provisional registration to full registration which they are required to do after working for a specified period,” she stated. Ms Namfukwe said the regulatory body was engaging human resource personnel as they were key in ensuring that practitioners working in their institutions were operating with valid licences. The Health Professions Act number 24 of 2009 of the Laws of Zambia prohibits any practitioner from operating without a valid certificate and it gives powers for HPCZ to prosecute defaulting members. “We have since warned
and cautioned the defaulting practitioners, our desire is not to rush to the Courts of Law but we have asked them to quickly normalise their status of registration and make sure they renew their practicing certificates.” Ms Namfukwe said. The organisation urged all health training institutions, health facilities and practitioners to operate in line with the set standards in order to assure the public quality provision of healthcare services. HPCZ conducts routine inspections across the country in order to promote compliance to healthcare and training standards.

It is not in the interest of our country neither does it add credence to our 2021 quest to renew President Lungu’s mandate for 2021 and beyond. We wish to remind the adversaries and followers of President Lungu’s government relation with other countries. Since assuming the Presidency, President Lungu has been a prominent figure in peace building in the SADC region and beyond. The President has played an active role and notably has served as chairman of the SADC Troika on Security and Defence. During his tour of duty on the SADC portfolio, President Lungu spearheaded the peaceful transition in Zimbabwe, South Africa, Angola and Democratic Republic of Congo. A person of President Lungu’s stature cannot therefore deliberately choose to disown his own legacy and undermine the enviable reputation he has earned at international level. It is therefore inconceivable that any objective person can believe the cheap propaganda from unknown sources misusing the evil of anonymous. We also wish to remind the loudest proponents of misinformation that our President has been so desirous to lift the flag of Africa. Not so long ago, President Lungu was on record to demand that Africa has a permanent seat at the UN Security Council. Therefore, these accusations are grossly inconsistent with the persona of President Lungu. We refuse to undermine the collective intelligence of the Heads of State in southern Africa and Africa at large who once upon a time entrusted our leader with the responsibility to mediate over a number of internal disputes in a number of sovereign states. We are also alert that the opposition clique has resorted to the help of invisible enemies such as Cambridge Analytic. EVERAL Mkushi residents have called on Government to ensure that the revised national land policy will protect the poor and vulnerable in rural communities. The residents said they expected the national land policy to provide a favourable environment for the country to realise a diversified and resilient economy. They said the porous parts in land administration should be addressed so that Zambians were favoured to own land, especially women. In random interviews, a farmer, Nalishiwa Lishomwa said dual legal frame work that provided customary and statutory land tenure system had made it difficult for people to access land. Mr Nalishiwa said due to the loopholes in the policy and statute some chiefs had been allocating huge pieces of land to foreigners for little money as compared to the value of the land given out. He said as a result majority of poor people who were financially incapacitated failed to fight investors hence displaced from pieces of land they had occupied for many years. "Currently, the land administration system has left little chance for empowering land to Zambians especially the poor in rural communities
like Mkushi," Mr Nalishiwa said. Another resident, Richard Musunga, noted with concern that many times land disputes came up due to buyers of pieces of land especially under customary land not being protected hence disadvantaged. He said land occupancy permits obtained from the traditional authorities were subjected to change at some point and people take advantage of selling land using fake documents. Mr Musunga said in the revised land policy, Government should ensure that citizens buying land from traditional authority were protected so that they did not lose out pieces of land and hard earned money easily. He said there were some situations were one piece of land could be sold to several people with documents from traditional authority and all claiming ownership. "My appeal to government is to at least look into the law and come up with land policy which is not difficult to acquire land but also the law that is protecting people who have bought land especially under customary," Mr Musunga said. He added that Government as custodian should include clauses in the revised policy that would seal loopholes whereby if one acquire land no one should again claim ownership of that piece of land.

Force is defined as the pull or push exerted on an object. The SI unit for force is Newton(N). The force exerted on an object cause it to move, stop or increases the velocity, change direction or change shape. Study the diagram below that demonstrate force exerted on an object.

The other effect of force is changing the shape of an object. Certain object are soft in nature, therefore, when force is exterted to it, its shape can be distorted or changed. See the diagrams below illustrating this effect.

The larger the mass of an object, greater is its inertia and the smaller the mass of the object, the less is its inertia. Mass therefore, measures the inertia of a body. A moving object with greater mass is difficult to stop than a moving object with a smaller mass. For example, a truck is difficult to stop than a car. Force and acceleration The relation between force and acceleration, lead to Newton’s second law motion. Newton’s second law of motion states that unbalance force acting on a body produces acceleration which is in the direction of the force. The acceleration produced is directly proportional to the force and inversely proportional to the mass of the body. This means that the larger the force applied on the object, the greater the acceleration it will cause. This can be expressed as: F = ma As stated earlier, the SI unit for force is Newton(N). One newton is defined as the force which gives a mass of 1kg an acceleration of 1m/s2. The relationship between acceleration and force helps to understand the cause of motion of an abject. Force exerted on a body can be linked to the equations motion.

ABOUT 17 grass thatched houses have been burnt to ashes leaving a 37-year-old woman dead in Kabompo. Consequently, police in Kabompo have instituted investigations to establish the cause of the fire. North-Western Province Commissioner of Police Elias Chushi, said the incident happened in Kayambila area and that it was reported by Mr Jackson Kafwala. He explained that 70-year-old, Florence Mahongo, died in the inferno. Ms Mahongo went to Mulanji village in Kayambila area to seek treatment for her swollen legs at the house of a traditional healer Kachala Kamangala when the incident happened. “Unfortunately, on Wednesday around 11:00 hours, the grass thatched house she was in caught fire and she was burnt to death,” he said. Mr Chushi said due to her condition, the old woman failed to come out of the house. “She only crawled a bit near the door but the house had already been engulfed by fire,” he said. He said police visited the scene and found the body had already been burnt, but the occupants of the other 17 houses managed to escape unhurt.

“The locals are entrusting their property to law enforcers even more, yet they seem to be doing little,” lamented Victor Mweela, a resident of Dambwa North Extension. Mr Mweela said he felt helpless and called on police to enhance patrols and arrest the culprits. “It is unfortunate that police do not want civilians to roam in the night yet our property remains at stake. It is high time our leaders delved fully into the issue,” he said.
Mr Davies Phiri said people were now living in fear for both their lives and property and appealed to police command to deploy officers. UPND youths cry foul over empowerment funds

YOUTHS from the United Party for National Development (UPND) in Livingstone have ruled out the possibilities of youth empowerment fund benefiting all youths in the country. The party’s leadership in Livingstone has also expressed concern with the way youths are being looked upon by politicians in Livingstone. UPND District youth chairperson for politics and security, Phillip Musela, said that the K30 million empowerment funds came at the wrong time when the nation was preparing for next year’s general elections. He was speaking during a media briefing yesterday. Mr Musela claimed that
the funds were meant to silence artistes particularly musicians who had not been working with the ruling Patriotic Front. He said that some artistes would not benefit from the K30m empowerment funds. He accused the ruling party of using the youth empowerment fund as a dangling carrot to hoodwink those with divergent views.

ZASSA okays Copa Cup sponsorship halt
ZAMBIA Schools Sports Association (ZASSA) president Chipangano Tembo has welcomed the move by Coca Cola to withdraw funding for the COPA Coca-Cola Cup. Tembo said the Covid-19 pandemic has made it difficult for both ZASSA and Coca Cola to plan for this year’s COPA Coca-Cola Cup which promoted the development of football at grassroots level. Coca Cola has withdrawn the sponsorship for the COPA Coca Cola tournament from this year 2020 until further notice. Coca Cola Director Marie Valerie Rochecouste said all commercial advertising and sponsorship of events in the region have been put on hold as the company shift its focus to Covid-19 relief and response efforts for the most affected communities. Rochecouste said this is a challenging period for the company which is deeply concerned about the growing impact of Covid-19 in the region. “The company has come to a difficulty yet necessary decision to withdraw its sponsorship for the COPA Coca Cola tournament for the year 2020 until further notice. “As a company we are doing our part to prevent the further spread of the virus by prioritising the health safe and security of all the participants of the tournament with the global health guidelines issues by the health authorities,” Rochecouste said. She however reaffirmed Coca Cola’s commitment to maintain its partnership with ZASSA. “As we continue to monitor the situation closely, our partnership with ZASSA remains strong. We will continue to take guidance from the local government and health officials and it is our hope that we shall reengage in due course for future Copa Coca Cola tournaments,” she said.

‘Don’t personalise Matero Stadium’ By MUKWIMA CHILALA MATERO Stadium should not be personalised nor be used to fight political battles says Emack Kaoma, a Matero Township resident. Kaoma said the stadium should instead be used to the benefit of the community because it belongs to the people of Matero. In an interview, Kaoma hailed the Lusaka City Council (LCC) for having advertised for invitations to lease out the facility saying it was the way it should be done to bring
development at the stadium. Matero Stadium has been a bone of contention for some stakeholders in the community with Lusaka Mayor Miles Sampa maintaining that he holds the lease until next year. But Kaoma expressed concern in the manner in which the issue of the stadium was being handled saying the issue was being personalised by some of the parties involved. He said that being a resident of Matero, he felt duty bound to advise Lusaka Mayor Miles Sampa that the manner in which he was handling the stadium was affecting community members because the facility has now been personalised. “I’ve been prompted to comment on the matters surrounding the stadium because what is happening is not healthy and as a concerned resident of this community I think we need to signal that there should be a new order regarding this facility.
