OMINATED MMD Member of Parliament Raphael Nakacinda has sued the MMD in the Lusaka High Court seeking a declaration that his purported expulsion from the party is illegal, invalid and void. Mr Nakacinda wants the court to declare that his purported expulsion from the MMD was illegal by reason of procedural impropriety and absolute defiance of the established rules of natural Justice. He cited MMD national secretary Elizabeth Chitika as the defendant in this matter. Mr Nakacinda also wants an order of interim injunction restraining Ms Chitika either by herself, agent, servant or otherwise from continuing to interfere with his membership in the MMD. He also seeks any other reliefs the court may deem fit plus costs. According to his statement of claim Mr Nakacinda claimed that Ms Chitika informed him that he had been expelled from the party on allegation of arrogance, insubordination and disregard for the party leadership among others.
NAKACINDA SUES MMD OVER EXPULSION, SEEKS INJUNCTION Mr Nakachinda stated that Ms Chitika claimed the party was unable to serve him a letter requesting him to attend a disciplinary hearing on November 15, 2019. He said this was in relation to an exculpatory letter rendered to him (Nakacinda) sometime in 2016 and that by its own admission, the party proceeded to consider its failure to notify him of the then pending disciplinary hearing to amount to arrogance, insubordination and disregard for party leadership. He claimed that Ms Chitika accused him of holding meetings in Lusaka, Chipata, Luangwa and other places in the country and that he continued to bring the name of the MMD party into disrepute, slander thereby injuring the name of the party and abrogating sections of the MMD constitution. Mr Nakacinda stated that he was accused of failure to adhere to the conditions of his suspension restraining him, his agents and servants
from having any dealings and contact whatsoever with party structures during the period of his suspension. He stated that in the said letter the party through its national executive committee using their supposed coherent powers purported to be vested in them by Article 52(2) and 19 (N) of the MMD party constitution resolved to expel him from the party with immediate effect from June 20, 2020 . "The plaintiff will show at trial that the defendant neither formally charged him on any of the grounds alleged in the defendants letter nor was he ever given an opportunity to be heard on the allegations levelled against him by the defendant," Mr Nakacinda said. He stated that he only became aware of the purported alleged offences against him on June 22, 2020, the date he was informed of his wrongful purported expulsion from the MMD. Mr Nakacinda stated
that the allegations levelled against him were never communicated to him prior to his wrongful purported expulsion from the party. He stated that no formal charge of any purported misconduct was ever prepared against him or if preferred the same was not communicated to him prior to his wrongful purported expulsion from the party. Mr Nakacinda stated that he had therefore, suffered loss, damage and inconvenience. " The loss I continue to suffer at the hands of the defendant will be irreparable unless the defendant is restrained. No prejudice will be occasioned to the defendant by the grant of an injunction but the interest of Justice will be saved. I undertake to abide by the conditions which may be imposed by the court as to damages should this injunction be deemed to have been erroneously obtained," he stated.
CEC counter claims from Zesco in power tiff By GRACE CHAILE and CHINTU MALAMBO COPPERBELT Energy Corporation (CEC) is counter claiming compensation from Zesco for loss of income in the Lusaka High Court, following Energy Minister Matthew Nkhuwa’s decision to suddenly end negotiations between it and Konkola Copper Mines (KCM) for the renewal of the power supply agreement. This is in a matter where Zesco limited and Konkola Copper Mines in liquidation have sued CEC PLC for switching off the supply of power to KCM. The plaintiffs want an order or declaration that the action by CEC to unilaterally restrict power supply to KCM contravenes the law as promulgated
Mr Nkhuwa under the Electricity Act (common Carrie) (Declaration) Regulations Statutory Instrument No.57 of 2020("S.I No.57 of 2020"). Zesco and KCM want an order of injunction restraining CEC by itself, directors and officers or its agents from
interfering in the time sheet agreement between Zesco and KCM through restricting KCM from receiving supply from Zesco pending determination of the matter. CEC in its defence and counterclaim to Zesco and KCM's claims, said the decision by Mr Nkhuwa to declare its transmission and distribution lines as common carriers under statutory instrument No.57 of 2020 is the epitome of conspiracy between Zesco and KCM It said that it supplied stable and reliable electricity to the mining firm during the life of the Power Supply Agreement (PSA) therefore the term sheet signed between the two plaintiffs is a product of the conspiracy between them with intent to injure CEC in its business. CEC said following Mr
Nkhuwa's directives to declare the transmission and distribution lines as common carriers, power was restored to KCM within hours and in any case CEC was contractually and legally entitled to restrict the supply of electricity to KCM's facilities due to its indebtedness to CEC. It charged that ZESCO had no right to impose terms for the PSA irrespective of the dominance in the market as terms of the PSA ought to be mutually agreed on by the parties. CEC claimed that Zesco decision to impose oppressive and non-negotiable terms was in breach of its Statutory duty against section 19(4) of the Electricity Act. It stated however, started that Zesco and KCM are not entitled to the reliefs they are claiming in their statement of claim.
Lusaka Town Clerk ordered to compile list of illegal structures By NATION REPORTER LOCAL Government Minister Charles Banda has directed Lusaka Town Clerk Alex Mwansa to compile documentation from residents of Emmasdale who are illegally trying to extend structures. Dr. Banda said he wanted to establish whether the documentation that the residents
claimed to have was genuinely obtained from the local authority. The minister said after the findings, appropriate action would be taken because such illegalities needed to be stopped without fail. Dr. Banda said institutions were supposed to be doing things in the right manner to serve the people of Zambia. Speaking when he
conducted a spot check to address the complaints of some residents in Emmasdale area in Lusaka with Minister of Lands, Jean Kapata, Dr Banda said during his tenure in office he would never allow illegalities to escalate in the country. “These are the things we have been talking about as Government. We can’t allow people to engage in illegalities,
we need to correct this, people to follow the right procedure instead of using dubious means. As Government we shall not allow that,” Dr Banda said. And Ms Kapata said the two ministries and the local authority would have a meeting and correct the wrongs because Government was concerned with what was going on.

Zambia stuck with US$100m ivory By PETER SICHALI ZAMBIA is still stuck with ivory worth more than US$100 million as it intensifies efforts to garner support for permission to dispose of the commodity which it cannot sell due to a global ban on ivory trade. Tourism and Arts Permanent Secretary, Auxilia Ponga said Government had intensified efforts to mobilise support on sale of ivory following previous failed attempts to get permission to dispose of the commodity. Dr Ponga said Zambia was stuck with 27, 234.28 kilogram of legally acquired ivory and over 14, 000 kilograms confiscated from poachers. She said in an interview Zambia would need to seek the support from elephant range states, USA, potential consumer states such as China and Japan, regional economic blocs such as the European Union and BRICS (Brazil, Russia, China and South Africa). Dr Ponga said considering the current circumstances, it was unlikely that Zambia would succeed in getting permission from CITES to sell part of or all the ivory stocks until more lobbying for support was done. “According to the CITES Rules of Procedure, a proposal is passed by the parties that attend the CoP through consensus and through a two-thirds majority vote and therefore adequate preparations and lobbying to get international support for Zambia’s proposal is critical,” she said. Dr Ponga said Zambia’s proposal needed two thirds majority votes at CoP to allow the country to sell ivory but efforts so far have been unsuccessful. “Zambian’s proposal at Cop18 was in the negative mostly because there were elements of trade in ivory. “To win support of majority members we need to show cause that much of the proceeds from the sale will be used to improve anti-poaching methods, recruit more wardens and improve monitoring of killing of elephants and set up elephant trade information system,” she said. Dr Ponga said the country was running out of storage space as the stock numbers had continued to increase because elephants were dying out of aging and poaching.
Handle Mopani with care, MUZ warns State By SILUMESI MALUMO
GOVERNMENT must handle Mopani Copper Mines matter well or else it will de-campaign them because people will lose confidence, the Mineworkers Union of Zambia (MUZ) has warned. MUZ president Joseph Chewe said people were agitated with what was prevailing regarding the mining firm. Mr Chewe said that it was unfortunate the government was not updating the nation on what had been discussed when it understood very well that a number of people were affected. He said in an interview recently, currently over 8, 000 people had lost jobs at the mining firm and was wondering whether that was the ruling party’s manifesto to send people on the street. Mr Chewe said if Government stood firm such huge numbers of people cannot
be thrown on the street and it was likely that the mining company would offload another bunch of employees as it had continued to insist putting the mines in Kitwe and Mufulira on care and maintenance. He said Mopani had identified weakness in Government that was why it wanted to convince Government by all means so that it can be allowed to close the mines which would send about 11, 000 employees on the street. He said it was important that Government arrested the tendency of the mining firm of getting rid of workers any time it felt like. Mr Chewe said Government must use its powers to ensure that the miners were protected at all cost. “If Government is not careful it will be left in an awkward situation by Mopani. And currently we are thinking as stakeholders that Government is not providing a sustainable solution on this matter. So we are advising Government that the ball is in their hands to create certainty in this investment otherwise people might start losing confidence. “We can’t be dealing with one issue every time, it is always Mopani retrenching and there have been no solution to stop this,” Mr Chewe said.

MQHZ Director General Quince Mwabu said in an interview the situation at hand needed serious intervention especially that the virus was a unique one. Dr Mwabu said it was worrying that hospitals were daily receiving so many BIDs (brought in dead cases) for the first time in history, caused by the coronavirus. "This is time to take very serious measures. Let all functions be suspended before we lose a lot of lives," he said. Dr Mwabu noted that with the already overwhelmed poor health system, the country was not doing itself a favour by not taking the health guidelines seriously. He said that citizens were not helping the situation by attending funerals among other public gatherings without strictly following the health guidelines. He advised the public to always mask up, sanitise, wash their hands and always practice social distancing if the virus was to be suppressed. And Dr Chilufya said the country has recorded 154 cases in the last 24 hours with two deaths bringing the death toll to 136. He said the country has in the last 24 hours recorded 136 cases of Covid-19 with 16 patients on oxygen. Dr Chilufya said all 5 MPs are in stable condition. Dr Chilufya said the 154 cases are from routine community screening and
health facility screening. From the community screening 70 cases were recorded in Lusaka, 29 in Kabwe, 12 in Kitwe and three in Ndola while 27 cases were through health care facility screening in Lusaka 16, Kitwe and two in Chingola. Dr Chilufya said 11 are contacts to known positive cases. He said the death toll for Covid-19 cases has reached 136. And the United Nations Development Programme (UNDP) yesterday handed over three ventilators to the Ministry of Health out of six that will be donated to help Zambia’s frontline health personnel combat the novel coronavirus pandemic and save lives. “Leveraging on our strengths in the procurement of life-saving drugs and equipment, UNDP is providing a total of six Aeonmed VG70 ventilators, worth US$114, 000 to the Ministry of Health, funded from our Core Resources as part of a UN system-wide support to help the government combat Covid-19,” the UNDP Resident Representative in Zambia, Lionel Laurens said at the handover ceremony. Home Affairs Minister Stephen Kampyongo says the police headquarters has recorded some confirmed cases of Covid-19. Mr. Kampyongo said the officers who tested positive have since been isolated for treatment and the entire premises has been disinfected. He said during a press briefing that all police officers have been requested to undergo Covid -19 tests at designated places.

Government takes over Fountain of Hope GOVERNMENT says it will turn Fountain of Hope Orphanage into a grant aided institution to help meet its operational costs effective next year. Minister of Youth and Sport, Emmanuel Mulenga says his ministry has already engaged the Ministry of Finance and commenced the process to turn the facility into a grant aided institution.

ENGINEERS who derail government projects should be blacklisted, says Copperbelt Permanent Secretary Bright Nundwe. Mr Nundwe said some engineers do not mean well as they always derail government projects by missing certain components. COVID-19 DEATHS REAL SELF-DISCIPLINE is the hallmark in most, if not all, undertakings that have been successful in Zambia and world over. Lack of this important value has unfortunately been rife in many careless individuals, who only realise the depth of their predicament at the 11th hour. In Zambia, some people tend to become political even on matters that require cohesion and concerted efforts. The case of Covid-19! Sadly, some loud-mouthed individuals want to speak against every initiative, even those which are aimed at saving human life at a very critical time. At the moment, the global community is confronted with the challenge of bringing down one of the most fast-spreading viral diseases, which has claimed many productive lives. The Covid-19 cases, which seemed to have been reducing in initial stages, are now spiralling upwards in Zambia. Some people have proffered empty arguments about Covid-19, but are now gnashing their teeth. Yes, Covid-19 is real; it is a killer disease! Yet, some people have also taken an academic front row to school the media not to “instill fear” in the citizens through messages such as “mask up or die.” The truth still remains that Covid-19 kills and the media has the duty to tell it all instead of being euphemistic. Carelessness in townships and public places abound! Therefore, there is no better way of putting it under the circumstances; the message must get across so that citizens are informed about the consequences of ignoring preventive measures. The media and others managing information on the pandemic must tell the story and in fact emphasise the deadly effect, especially in a scenario where some people are disputing the existence of the Covid-19. It will not be enough to simply maintain a narrative of “keep safe” without explaining the deadly effect of not keeping safe. It is a fact that viral infections are difficult to manage especially in people with underlying conditions such as diabetes, hypertension, asthma and other respiratory conditions. Why should a few careless characters endanger the lives of people with such conditions! It is mind-boggling that even with the regular national address showing rising cases, some rogue citizens are drinking and dancing their nights away in beer dens along with their companions of the opposite sex. In Kitwe, Town Clerk Mbulo Seke has sent a strong warning to revellers who have a tendency of dancing in the face of the raging Covid-19 behind closed doors in bars and night clubs. The rules are clear, but charlatans want to spoil the soup by abrogating clear guidelines in their careless beer drinking escapades. While some disobedient citizens are gyrating their waists in the night clubs, other misfits are colluding with restaurant owners to gulp beer in large volumes from such premises. This is at the height of awareness campaigns across media outlets including bill-boards at every strategic location. The Kitwe Town Clerk yesterday for the umpteenth laid out the regulations governing operations of restaurants under the “New Normal.” Mr Seke clearly guided that the number of clients to be admitted at any one moment in a restaurant should not exceed the certified seating capacity; number of clients per table should be limited to two at not less than one metre social distance. Additionally, no client without a seat or table should be allowed to remain in the restaurant while beer should be restricted to two bottles or glasses. Even with such clear guidelines, some people are still going overboard. Therefore, the media must just tell it as it is; mask up to avoid infection and death!
NCZ LOSES K453, 000 IN UNDELIVERED FERTILISER By SILUMESI MALUMO
NITROGEN Chemicals of Zambia (NCZ) lost K453, 488 paid to Zal-Bro Trading Limited for supply of urea fertiliser in 2018 which was never delivered, the Auditor General’s report has revealed. The report indicated that on December 4, 2018, NCZ signed an agreement with Zal – Bro Trading Limited for the supply and purchase of 1, 000 metric tonnes of fertilizer.
According to the agreement, Zal-Bro Trading Limited was to supply 1, 000 metric tonnes of urea fertiliser at an agreed fixed amount of US$375 per metric tonne bringing the total contract sum to US$375, 000. The fertiliser was to be collected from a designated warehouse in Lusaka at NCZ’s cost within 14 days. On December 13, 2018, NCZ made a down payment of K453, 488 equivalent to
US$37, 500 being 10 percent of the contract sum as provided in the contract. The report revealed that after the down payment was done there was no evidence that procurement procedures were followed prior to the signing of the agreement in that there were no minutes availed to confirm how ZalBro Trading Limited was engaged. As at December 31, 2019, NCZ had not collected any

Law Commission proposes electronic voting THE Zambia Law Development Commission has recommended electronic voting as one of the means to actualise prisoners’ rights to vote. It has also recommended that the Electoral Process Act be amended by repealing section nine sub-section one clause “E” and section 47 to establish polling stations in Correctional facilities. Further examination of records revealed that although the fertiliser was delivered in May 2017, NCZ only raised the invoice in July 2019. Chinese counterfeit ATM cards case ruling set for Aug 21 By OLIVER SAMBOKO
THE state has closed its case in the matter where a Chinese, Weng Jin Chang is appearing in the Lusaka Magistrate's Court for allegedly stealing K17, 500 using Zanaco counterfeit ATM cards. Weng Jin Chang, 36, is charged with three counts of unlawful possession of Automated Transmission (ATM) cards, unauthorised access of data and theft. In count one, the accused is charged with unlawful possession of a device designed to overcome security measures for protection of data contrary to section 99(3) of the Electronic Communications and Transaction Act number 21 of 2009 of the Laws of Zambia. It is alleged that between May 1 and July 10, 2019, Weng possessed Automated Transmission (ATM) cards which were primarily designed to overcome security measures for the protection of data. In count two, Weng is charged with unauthorised access of data contrary to section 99(1) and 99(8) of the Electronic Communications and Transaction Act number 21 of 2009 of the Laws of Zambia. Particulars of the offence are that the accused intentionally accessed data stored in a critical data base namely, Zanaco data base. In the third count, Weng is charged with theft contrary to section 272 of the Penal Code Chapter 87 of the Laws of Zambia. It is alleged that on July 10, 2019, Weng stole K17, 500, from Zanaco ATM. And testifying as state witness, Mark Hansingo, 46, head of security at Zanaco, explained that to ensure the bank properties are secured, all its premises and installations are installed with CCTV cameras and recorders. He said on July, 11, 2019, he received search warranties from DEC requesting for CCTV footage particular ATM transaction at Mukuba Mall Branch in Kitwe. Mr Hansingo who produced a flash disk in court containing footage showing the accused withdrawing money at an ATM, told the court that according to the ATM report and the footage, the accused made five transactions totalling K17, 800. Another witness, a DEC anti money laundering officer, Patrick Kafusha said on June 14, 2019, information was received that four Chinese nationals were apprehended for suspected ATM fraud. He told the court that documents, a laptop, two wallets, ATM cards and point of sale (POS) machines were also seized from the suspects. Mr Kafusha said during the investigations, the suspect accepted to have withdrawn the money but claimed that the same was rental payment from his tenant. Magistrate Mwaka Mikalile has since adjourned the matter to August 21 2020, for ruling on case to answer.

‘Great North Road is stressed’ By NOEL IYOMBWA in Kapiri Mposhi ROAD Development Agency board chairperson Samuel Mukupa has observed that cracks on the Great North Road is an indication that the road is stressed. Mr Mukupa said that it is imperative for Government to work on Lusaka Ndola road (Great North Road) which he said has been stressed. He said the stage and levels of stretches along the road speaks volumes how stressed the road has been. Mr Mukupa stated that even in the midst of less funding, government will come up with a program to work on roads to better levels. He said the government is committed to ensuring that there is a good road network in the country. Mr Mukupa noted that the construction of urban roads in Lusaka and the Copperbelt among other roads is one of governments commitment to-
wards improving the road network. He observed that reinstating railway is another way of increasing the life span of roads as abnormal loads can use railway. And National Road Fund Agency board chairperson Christerbel Banda said that the rolling out of toll plazas has been successful. She said that the project has contributed to the growth of the road network in the country. Ms Banda empahasized that the money raised from toll gates was being ploughed back. She explained that apart from raising funds from toll plazas, government has been contributing funds to support the various projects.

Mr Trotsenburg said the group was organising a crisis response across the three stages of relief, re-
structuring and resilient recovery. ‘Provide alternative for tobacco growers’ By BUUMBA CHIMBULU THERE is need to address measures and strategies aimed at ensuring alternative sustainable livelihoods for tobacco growers, says Centre for Trade Policy and Development (CTPD). CTPD Researcher for Legal, Chileshe Mange, said tobacco Control Bill if effectively implemented would enable the country to make significant gains in reducing the burden of harmful effects of tobacco on the Zambian public. Ms Mange recommended that Government should developed a national policy on tobacco control to synergise efforts between the various sectors. She was speaking at the launch of CTPD’s analysis on the Tobacco and Nicotine Products Control Bill 2018.

Guard against cyber-crime, businesses advised By BUUMBA CHIMBULU BUSINESSES need to continually monitor their internal network security systems and architecture as they navigate the Covid-19 environment which has forced companies to adopt digital platforms. Covid-19 has created new and complex commercial logistical challenges of managing cyber risk for businesses, says Institute of Risk Management Zambia (IRMZ) Executive Director, Francis Ziba. Mr Ziba observed that the current business environment created by Covid-19 needed companies to adopt the digital platform which also came with cyber risks. “Many businesses have failed to accelerate the pace of digital transformation across their value chains and supply management systems and
to coordinate in a dispersed and digital workforce to the scale and capacity that meet the need of greater digital distribution in ecommerce,” he said. Mr Ziba said the digital platforms increased in velocity had led to major increases in cyber security risks as hackers or criminals had intensified their level of thrash as they try to exploit and take advantage of the current Covid-19 situation. He warned that hackers had become opportunistic and unfortunately, they had seized the corona virus outbreak to exploit the weakest link in cyber security, human element. “With most organizations displacing their workforce from offices, this has led to an abundance of more avenues and opportunities for hackers and attackers to exploit and
gain access to networks and sensitive information,” Mr Ziba said. He urged businesses to ensure that employees were trained to detect cyber-attacks before allowing remote connections and know how to report a system compromise. “A lot of risky employee behaviour such accessing social media platforms while using company network computers or unnecessary issuing of sensitive personal or company data tend to lead to most of these vulnerabilities which hackers exploit. “Businesses need to continually monitor their internal network security systems and architecture, including network access controls and weaknesses by putting in place remote access review mechanisms for risk-based access and authentication,” he said.

KALULU TAPUSUKA MIPYA IBILI (Part iv)
...open letter to President Lungu By DR. HENRY KANYANTA SOSALA “KALULU tapusuka mipya ibili,” is a Chibemba proverb which can literally be translated as: “The hare does not escape the burning plains twice.” The actual lesson is that no one should take his luck for guaranteed or push one’s lucky star too far. Politics is said to be a dirty game because of how it is played. A lot of scheming, deceit and intrigues are employed to attain desired goals. Some even involve in character assassination as in the case at hand. In the first place, it was just too much of a coincidence that the serious false allegations you are about to read by Mainda Simataa were brought up after the joint statement of condemning me by the leaders of the Opposition Alliance. And in Chibemba we say: “Ubushiku bwaluba umukote ne cimbwi canye mfwi. Kanshi abantu bonse kuti batila cimbwi eulile shikulu bantu.” And according to Dr. Lumbwe’s translation this means: “The day an old person goes missing, the hyena has grey hair in its dung. And the people would automatically conclude that the hyena has eaten the missing old man.” And therefore three leaders i.e., Messrs. Hichilema, Milupi and Lukuku are automatically involved. Here is what Mainda Simataa wrote: THE SKELETONS IN CHITIMUKULU’S CLOSET:………. Then BOOM! I remembered the story of how boxes of “ENGRAVED FORM” - codename for Bank of Zambia (BoZ) CASH IN TRANSIT went missing under the chiefs watch when we worked as an accountant at Zambia Airways. He reportedly served jail time, and may be those traumatic years in isolation are coming back to affect his mind. The short story is that on dates unknown, but certainly before many of us were born, a certain airport forklift driver accidently pierced a carton box marked “ENGRAVED FORM’,” and was astonished to see money coming out, and he quickly reported to the boss, Chief. It’s said Chief and his few friends decided to pounce on some of the boxes. BoZ security quickly discovered the scam and traced it back to Chief. President Kaunda was alerted about the young crown prince’s mischief, and immediately ordered that the culprits be arrested and brought to book. State lawyers however reported back that they couldn’t secure a solid conviction because the prosecution could not prove to the court that “ENGRAVED FORM” was missing, and that it was actually money, and therefore state property. However, President Kaunda couldn’t let a legal technicality get in the way of Justice. He confiscated all the houses chief had bought in Chelstone, and Chief was sent to jail. But Kaunda was kind enough to spare the prince from hard labour, and arranged long-distance studies for him

In fact, I was very sure that my Judas Iscariot was among the living four because the author used the term “engraved form” which was a secret code used by CAA airlines to conceal the real contents of any parcels which contained money on cargo manifests and only the senior staff knew of it and such parcels were normally sent by what was called the “hand of the pilot.” And humanly speaking, I was pinned down and there was totally no way out and I believe my conspirator was celebrating and no wonder he even taunted me in big letters: “SO WISE CHIEF, TELL US ABOUT ENGRAVED FORM.” And I agree with most of the people who think that such an individual who can tell such blatant lies with a
seared conscience must be an initiated Freemason and Satanist and a member of the Grand Lodge of Zambia which is the Masons Temple in Lusaka’s Cha Cha Cha Road. And as usual what actually the group of satanists had not taken into account in their equation to damage my reputation was the presence of the Living and Almighty God in the universe. It is said that God’s Word is absolute truth and triumphs over every issue of life. It holds the solution to every problem. And being a staunch Catholic, I strongly believe and I have proved far beyond any doubt that the Rosary is a tremendous and powerful weapon against Satan. And there are “15 promises of the Blessed Virgin Mary to Christians Who Recite the Rosary.” And Promise number 11 states: “You shall obtain all you ask of me by the recitation of the rosary.” And therefore having prayed on the rosary about my predicament, I travelled to Lusaka and on Monday, July 13, 2020, I walked into the National Achives library without any idea of what I was going to do in there! But in an instant, I requested for copies of the Times of Zambia from January to December 1969. And after about five hours of perusal and when I was just about to give up just then, I came upon the Times of Zambia of September, 1969 where it was reported that Barclays Bank was offering a reward of K5, 000 to any information leading to the arrest of a person who stole two parcels containing K53, 000 which was in transit. The money was sent from Barclays Bank Livingstone branch to the head office in Lusaka. Then BOOM and my eyes almost popped out of my sockets, Times of Zambia of November 8, 1969 came out with the headline: GOOD-TIME THIEF WHOPED UP ON K53, 000. …….’’The man was jailed for five years for stealing two parcels containing K53, 000, and he gave himself away by throwing a series of wild parties and gave out money to those who attended. I have people who in their fertile evil imaginations created terrible lies about me to destroy my integrity; created situations where friends suddenly become antagonistic against me; situations where I am rescued from danger at the last minute. For instance, I was at one time fast asleep at Lusaka’s Chrismar Hotel, when my brother Colonel Chanda Sosala came to wake me up and urgently asked me to dress up in a woman’s clothing because he had just received an urgent call from a senior diplomat at the Zambian mission in London that I should quickly move out of the hotel, otherwise something bad was going to happen to me. My worry is that there is somewhere in the Constitution an article which I cannot now recall where it is stated that one can raise issues or complaints which can if proved valid can disqualify a person from standing for elections. But this would, I am sure, prove fatal to many innocent people if you can deduce from my earlier predicament. It was the same for President Lungu, some evil went to Eastern Province trying to prove that he was a Malawian. Then they later came up with a story that he was a “duplicate Edgar Lungu.” And as I indicated in PART III, the problem arises in many people mainly from lack of self-contentment and self-confidence since they see more in me than in themselves which translates into uncontrollable envy. I know some people will say why Dr. Chitalu Chilufya who is facing court cases. Let me put it on record that he is facing court cases as a Minister not for being a member of the PF and that should be treated as a separate legal entity from the affairs of the party. Therefore when need arises for him to work for the party and deliver desired goals we should never look at him as a minister or
someone facing court cases but as a bonafide member of the PF who is capable of delivering according to people’s expectations in the best interest of the party and President Edgar Lungu. The campaign team in Chilubi was too solid, well equipped and extremely powerful in the sense that it delivered more votes as compared to what the party got in 2016 leaving the opposition with no reason to complain about their loss. In Eastern Province, there is a saying that goes like “Chisilu chinaona nkondo.” The PF must also send in serious intelligence personnel on the ground with the interest of the party and President Lungu at heart so as to get raw data on who is really on the ground having a good relationship with both the ground and traditional leaders making it easy for our party to have an outright victory. I am afraid if we are going to treat Lukashya Constituency by-election with kids gloves we may just end up facing the same fate we faced in Roan constituency which will give the opposition confidence to penetrate Northern Province. The combination of Mr Brian Mundubile, Dr. Chilufya and GBM has proved beyond any reasonable shadow of a doubt to be a political armoury ready to face and crush any opposition whenever PF is faced with a by-election. E wish to respond to the statement that has been issued by the opposition NGO calling itself Our Civic Duty (OCIDA) in which they claim to discuss the state of political affairs. We are concerned that the first paragraph of the statement singled out the Patriotic Front and its allies as the subject of reference yet the reports of UPNDperpetuated violence has been widespread. The statement, in our estimation is a calculated plan to conceal the violence by the opposition while using the same as a yardstick to paint the PF as a violent party. OCIDA has so far ignored the fact that the PF and President Lungu has endeavoured to lead by example in condemning violence within the ranks of the party. We are also surprised that OCIDA could condemn President Lungu for directing Home Affairs Minister Stephen Kampyongo and the Inspector General of Police to firmly apply the law

As regards their corruption allegations, OCIDA is promoting misinformation by blowing the trumpets on the basis of the unverified corruption claims. The allegations they have raised have not pointed at any wrongdoing by the high ranking government officials, the members of the PF Central Committee or indeed any party supporters. Environmentalists call for stiffer measures to curtail land degradation ENVIRONMENTAL conservation stakeholders in Kalomo district in Southern Province have called for the formulation of a deliberate policy to mete stiffer punishment to anyone found engaged in land degradation practices. The call came at a stakeholder’s workshop organised by the Community Based Natural Resource Management (CBNRM) under the Collaboration and Operationalizing the Landscape Approach for Biodiversity Benefits, Policy and Practices (COLANDS) project held at Pazuri lodge in Kalomo yesterday. Participants at the one day workshop observed that the major challenge that threatens environmental degradation is lack of concerted coordination by stakeholders to conserve the little remaining natural resources which are at the mercy of the community. Officially opening the workshop, Kalomo District Commissioner, Brenda Mwenda urged participants to come up with strategies that would sustain the use of the local natural resources for the future generation. And COLANDS Project Manager, Annie Mwape said the involvement of all stakeholders in the three chiefdoms of Kalomo district to lessen environmental degradation practices is cardinal as the entire country is posed with severe climates change effects emanating from the misuse of natural resources. The five year COLANDS project aims to contribute to reduced emissions, reduce poverty through sustainable use of natural resources alongside seeking to promote evidence based implementation of the integrated landscape approach. The project is financed by the Federal government of German and being implemented by the Centre for International Forestry Research (CIFOR) in Chiefs Chikanta, Siachitema and Sipatunyana’s areas in the district. The same project is also being implemented in Burkina Faso and Indonesia.- ZANIS

HERE is urgent need for behavioural change among citizens towards COVID-19, Livingstone Mayor Eugene Mapuwo has advised. Mr Mapuwo noted with sadness that citizens in the tourist capital had become complacent towards the disease and were no longer following stipulated guidelines. The Mayor said now that Livingstone has recorded some cases, residents must take it seriously that COVID-19 was real. In an interview with the Daily Nation in Livingstone, Mr Mapuwo said that residents must realise that COVID-19 would not spear anybody if they were careless. “My word to the community of Livingstone is that they must understand that COVID-19 is real. It is a pandemic that does not spare anybody and so, we need to follow the guidelines of wearing masks, sanitizing and washing hands,” he said. “It is unfortunate most people are not adhering to these guidelines especially when you visit the markets and the community,” Mr Mapuwo said. He said the council and
other stakeholders would continue inspecting public places and sensitising the masses in order to raise awareness. “But, I can confirm that in Livingstone, we have four cases which being managed in their homes. They are not yet at the hospital. “They might not be symptomatic but the cases are there. Kitwe Town Clerk, Mbulo Seke, warned that businesses should follow stipulated conditions for which licences were granted or owners would face prosecution. He singled out restaurants owners whom he urged to follow prescribed guidelines to avoid getting into trouble with the law. The local authority, he said, would not hesitate to prosecute businesses that were abrogating regulations from which licences would also be withdrawn. Mr Seke said some bars and night clubs had resumed operations despite the Government directive that such outlets should remain closed. He said despite Government directive, some business owners had instead turned restaurants into bars. He said the council had since issued a stern warning to the restaurant owners not to use their places as bars. The council, he said, would deal firmly deal with those found to breach the stipulated conditions. Mr Seke said any breach of the conditions attracted a fine not exceeding two thousand five hundred penalty units (K750) per incident including withdrawal of certification and prosecution. “The council has decided to issue a warning to business owners turning their restaurants into bars because it has come to our attention that some bars and night clubs have resumed operations despite the Government directive that bars and night clubs remain closed. Mr Seke said restaurants have been allowed to operate only upon certification and subject to complying with the stipulated conditions. He said the restaurants should provide adequate hand washing facilities with soap or alcohol based sanitizers while all clients should wear face masks except when eating a meal. Mr Seke added that the number of clients to be admitted at any one moment should not exceed the seating capacity certified; number of clients per table should be limited to two at not less than one metre social distance. Additionally, he said, no client without a seat or table should be allowed to remain in the restaurant. “No beer should be served at a counter except at a guest’s table during meal, number of beer served during a meal should not exceed two bottles/glasses. metering residents. However, we facing a set back because in as much as we want to supply water to residents and meter them, the same stand pipes for prepaid meters are being uprooted and then sold on the markets, he said. “So far, more than 50 houses are affected and have no water because the pipes have been dug out and stolen. These are the pipes you find in the market. This is discouraging because we have very little resources due to the effects of Covid-19,” Mr Saluseki said. We’re Covid-19 free, says Kansanshi By MICHAEL MIYOBA FAZ Super Division outfit Kansanshi Dynamos FC have refuted allegations suggesting that the club has recorded seven positive cases of Covid-19. In an interview, club chairman Mark Silimi said the team has not received its Covid-19 results since taking the tests on Saturday July 18. Silimi however noted that the health officials in Ndola allowed Kansashi Dynamos to play Zesco United before receiving the Covid-19 results. Silimi said FAZ allowed the game to go on despite Kansanshi having informed the local soccer governing body of the lack of Covid-19 results which are part of the requirements as guided by the Ministry of Health for any Super Division game to be fulfilled. “The results circulating on social media are not
confirmed because we haven’t received the results yet from the time we did the tests,” Silimi said. “We did the test on Saturday in Ndola and we were given a go-ahead to proceed with the game against Zesco United by the doctors who were handling the testing and we haven’t been officially communicated to concerning the outcome of the tests and FAZ is very much aware of our situation,” he said. Kansanshi is not the only team to have played a Super Division game without Covid-19 results as Kitwe giants Nkana who humbled Zanaco 3-0 on Wednesday were allowed to face the bankers before their Covid-19 results were ready. Zanaco had six of their players disqualified for being Covid-19 positive. Asked on whether it is true that some clubs are allowed to play without their Covid-19 results, FAZ Super Division manager Brian Mulenga refused to comment but noted that it is not the duty of the league management team to announce Covid-19 results for respective clubs. “
