Meanwhile Patriots for Economic Progress (PeP) President Sean Tembo has charged that currently there is no candidate among the opposition peers who has a demonstrable vision and competence to form a better government which would uplift the social-economic welfare of the Zambian people. Dr Pule said whoever was joining the pact should be ready to endorse Mr Hichilema and not expect to be above him. He was reacting to Mr Hichilema’s calls for the opposition to field one candidate in the 2021 elections to secure victory. Dr Pule noted that it was clear that Mr Hichilema was talking about himself and obviously wanted to be the leader of the pact. He said that Mr Kambwili on the other hand can accept to be under someone and cited the last attempt where the UPND and the PF went into a pact but the two did not agree on a sole candidate. “It is clear HH would want to be the leader of the pact, he wouldn’t accept to be vice President. Dr Pule also advised politicians to know why they are going into any pact before joining and understand the term and conditions. The CDP President said politicians should always understand why they are in that pact and know who has ambitions to be President of the group. And Pep leader, Mr Tembo said that the party do not intend to be complicit in ushering into office an experimental government that is likely to add to the tragedy of leadership deficit that this country has been bedeviled with already. Mr. Tembo observed that none of the current opposition peers understand how to formulate and implement government policy, hence their failure to develop any alternative national budget or alternative national development plan for the past two decades. Mr. Tembo said that over the years in the pact and through close interaction fellow opposition leaders, PeP came to realize that none of the opposition peers actually possess the capacity nor appetite to form a better government that would uplift the wellbeing of the Zambian people.

Court rejects Kambwili injunction against Daily Nation By GRACE CHAILE LESOETSA NATIONAL Democratic Congress party leader Chishimba Kambwili has lost an attempt to stop the Daily Nation Newspaper and its employees from publishing articles about him after the court rejected his petition. In a ruling delivered by the Lusaka High Court, Judge Mwila Kombe, dismissed Mr Kambwili’s application for an injunction against the Daily Nation, Editor-in-Chief and three reporters. In this matter, Mr Kambwili claimed that Daily Nation had carried false and malicious articles in September and October 2017, headlined “Kambwili implicated in US$4m Mongu Stadium Deal” and “Kambwili arrest ordeal,” among others. He stated that the newspaper quoted PF cadre Munir Zulu who alleged that the construction of the US$4m Mongu Stadium was marred by corruption when he was Minister of Information. He asked for an injunction restraining the Daily Nation or any of its agents from publishing similar libelous material against him. But Justice Kombe said Mr Kambwili’s application

lacked merit. “For the foregoing reasons which I have highlighted above. I find based on the fundamental principles in relation to injections in defamatory cases that this is not an appropriate case in which I can exercise my discretion and grant an interlocutory injunction. The application therefore dismissed for lack of merit with costs to the defendants,” read part of the ruling. The court held the view that Mr Kambwili had not demonstrated that the newspaper and its reporters had an intention to continue publishing the alleged defamatory words, damages would be adequate should he succeed at trial. “The view I hold is that since the defendants have not pleaded justification that the words complained of are true and the plaintiff has not demonstrated that there is an intention by the defendants to continue publishing articles in relation to matters at hand, damages would be adequate remedy should the plaintiff succeed at trial,” she said. The Editor-in Chief Richard Sakala and the reporters jointly sued in this matter are Oscar Malipenga, Aaron Chiyanzo and Simon Muntemba.

The parties shall bear their own respective costs,” Judge Mulembe read. “As can be seen from the provisions of Article 128, the Constitutional Court has very wide jurisdiction subject to Article 28. However, although this jurisdiction is extensive, it is still limited by the Constitution itself in Article 128. Therefore, as a creature of the Constitution, the Constitutional Court can only exercise the jurisdiction and power given to it by the Constitution,” read Justice Mulembe. The court also said that Parliament enjoyed exclusive cognizance over its internal proceedings, hence the Constitutional Court cannot interfere with the conduct of the internal affairs of Parliament when it is exercising its constitutional mandate to legislate. And Justice Munalula in giving her dissenting view to the majority judgement said the courts’ intervention in Parliamentary proceedings was necessary to ensure the Parliamentarians were acting in accordance with the Constitution as they legislate. “Under the separation of powers doctrine each arm of Government including the judiciary (this court in particular) enjoys the freedom to do their work in accordance with the people’s aspirations as expressed in

In this matter LAZ and Chapter One Foundation Limited had petitioned the Constitutional Court over the government’s decision to alter the constitution through Constitution (Amendment) Bill 10 of 2019. The petitioners cited Attorney General Likando Kalaluka as the respondent in the matter. LAZ petitioned the Constitutional Court to declare that the manner in which Government seeks to make changes is unconstitutional and illegal. It alleged that the manner in which Government seeks to make changes to the constitution through Bill 10 was illegal and unconstitutional. While Chapter One Foundation Limited was seeking an order that Minister of Justice Given Lubinda withdraws Bill 10 of 2019 from the National Assembly. It wanted the Bill to be removed because the process of its enactment and proposals allegedly do not comply with national values, principles and provisions of the Constitution. The state had argued that the Constitutional Court has no jurisdiction to hear a petition on allegations of the contravention of the Republican Constitution on proposed laws or bills. It therefore, asked the court to dismiss the petition for want of jurisdiction.

Kampyongo explains mobile NRCs issuance By SIMON MUNTEMBA THE mobile issuance on National Registration Cards (NRCs) is not for the purpose of voter registration only but also for identification of Zambians, Parliament yesterday heard. Home Affairs Minister, Stephen Kampyongo, told Parliament that NRCs were important national identification documents that distinguished citizens from non-Zambians. Responding to questions after delivering a ministerial statement on the 2020 mobile NRC exercise, Mr Kampyongo

He said his ministry was targeting to issue 1.5 million NRCs across the country in a two phased approach with the first phase consisting of Luapula, Northern, Copperbelt, North-Western and Eastern provinces. Mr Kampyongo said phase two would be conducted in Western, Southern, Lusaka, Central and Muchinga Provinces respectively.

PLAYERS in the agriculture sector in Mkushi, Luano and Serenje have agreed to promote climate smart agriculture for better crop yield. The consensus was made during a stakeholders’ forum organised by Zambian Rainbow Development Foundation (ZRDF) held at Mkushi’s Shalom lodge. At the forum, it was agreed that accurate information dissemination to farmers was key to combat climate change and attain desired results. To enhance climate smart agriculture, stakeholders would use the media and possible alternatives to ensure that farmers received accurate information in order for

them to understand the concept and aim for high productivity. The three districts would engage schools in raising awareness about climate change and tree planting. As a result, children would grow up with the knowledge of the significance of conserving nature and get to know effects of deforestation amidst global warming. The forum also agreed that stakeholders would sensitise farmers against deforestation as well promote climate smart agriculture in the prevailing changes in climatic conditions. During the meeting. Mkushi acting senior agriculture officer Patrick Mutale advised farmers to engage in conservation farming and irrigation and not depending on

rain-fed farming. Mr Kabiti said the essence was to promote food security because farmers needed to be secured with food all-year round. And ZRDF director, Brandy Mungaila, said the world was talking about climate change hence the decision to organise the forum in order to get various expertise and experience from stakeholders. “The whole world is talking about climate change. Rufunsa gold mining cooperatives ready for business By JOHN KOMBE The Rufunsa gold mining cooperatives are now ready to begin mining having received adequate technical support from ZCCM-IH. Chimwetu Gold Mining Cooperative chairman, Emmanuel Tembo made the observation after a two days’ training by ZCCM-IH which involved corporate governance, use of mining equipment among other lessons. The event was attended by representatives of the three cooperatives namely: Chimwetu, Pokela and a newly registered Kamandu at the council chambers in Rufunsa. Mr Tembo said that the training by ZCCMIH was enlightening and that the cooperatives were now ready to begin their mining activities as the groups were now capable of handling the mining equipment and manage the affairs of the cooperatives. According to him all the areas of concern were adequately addressed. Some of the issues of concern was the grading of the gold which he said would be done in collaboration with ZCCM-IH. He said this concern was raised because most of the gold in the district was 99 % pure gold. He said that this raised concerns of possible undervaluing by buyers who would take advantage of the locals’ lack of technical knowhow. He also disclosed that ZCCMIH has assured them that boreholes will be sunk on all three sites to enable them perform their processing well. And Kelvin Ngulube, chairman of Pokela Gold Mining Cooperative, also confirmed the development. He also observed that the technical support from ZCCMIH would go a long way in enhancing the operations of the cooperatives.

Kambwili is before the Lusaka Magistrate’s court facing three counts of forgery, uttering a false document and giving false information to a public officer. Earlier, he gave unsworn evidence which meant that the prosecutors could not cross examine him. Kambwli’s wife Carol was also at pains to explain to the court how her son became a director in Mwamona Engineering when he was only eight years old at the time of incorporating the company in 2001. The matter came for continued defence before Magistrate David Simusamba. Defence lawyer, Musa Mwenye, applied for an adjournment to next week because the witness, Ms Kambwili was not available due to work commitment in the United Kingdom where she works as a staff nurse. “Your honour, we seek for any adjournment because the witness who is supposed to be on the stand is not

STOP THE ROT PILFERAGE of drugs in government health institutions is a cancer that needs to be wiped out if people are to regain confidence in the health system. It is worrisome that patients seeking treatment in government institutions, be it hospitals or health centres, are turned away with empty hands or given prescriptions because of a suspicious shortage of drugs. There is a sense of expectation when a patient goes to hospital that not only would they be examined but would also be treated. However, for a long time now there have been complaints of health facilities both in the urban and rural areas, running without adequate or no medicines at all. It is surprising that some health institutions claim not to have for instance examination gloves and basic medicine. For the quality of care of patients to be effective, it is imperative that our hospitals are adequately stocked with all medicines. It is the reason people go to be treated in hospital, because they expect to be covered adequately. However, it is disappointing that the opposite is what obtains in some hospital all because of pilferage. Health Minister, Dr Chitalu Chilufya, is therefore right to order the new board of directors at Medical Stores to stamp out pilferage to ensure that the medicine gets to all health centres. Most importantly, the medicine should get to the end user, the patient. While some people may not think twice about going to buy medicine from private pharmacies, not every patient can afford this. As a result poor patients may unwittingly be consigned to an early grave all because they cannot afford to buy medicine. In January this year, Dr Chilufya went on a countrywide fact finding mission to ascertain the availability of drugs in health institutions. The findings were startling as in one case, it was discovered that some pharmacists were hiding medicine and conveniently directing patients where to get the prescribed medicines. Needless to say that those involved were promptly suspended. It appears that unless there are consistent and regular inspections of pharmacies in government hospitals, people may continue to be short-changed. Pilferage of drugs is not a new scourge, and the Medical Stores Board will have to be bold to stamp this out completely. Like most criminal activities, this is a tight knit network and only those who are involved are aware of the rot that goes on. And therein lies the problem. The entrenched thieving of drugs which are then used to stock personal pharmacies belonging to health personnel. As Dr Chilufya said there is need for the people of Zambia to have access to the medicine. The directive from the minister should be taken seriously by the board to ensure that government aspirations of having a healthy workforce and citizenry is attained. Dr Chilufya said this would help to attain a healthy workforce which would drive the social economic development agenda. He said this was the only way the country would attain the aspirations for the target 2030 to become a middle income prosperous nation. In order to attain these aspirations, the government in June 2013 launched the construction of 650 health posts across the country. The idea was to take health services closer to the people, who had been walking long distances to access the same. It is therefore disappointing that after all these health posts are constructed, there should be no medicine because of pilferage. This must be stopped by putting robust tracking systems in place to ensure that the medicine supplied to hospitals is used on patients within those facilities and not end up on shelves of hospital workers. With all this modern technology available, the ministry can surely find or source a tracking system that will bring sanity to the sector.

COURTS must stop convicting offenders to hard labour as the country moves from punitive punishment to correction, says the Prison Care and Counselling Association (PRISCCA). PRISCCA executive director, Dr Godfrey Malembeka said words of stigma such as convicting an offender with hard labour should be avoided by the courts of law when passing a ruling. ‘CREDITORS SHOULD GIVE RELIEF TO LOW-INCOME COUNTRIES’

PRIVATE creditors should provide temporary standstill on official debt service payments by low-income countries to help them preserve international liquidity. The countries will then be able to channel resources towards combating the Covid-19 pandemic. Liquidity assistance is urgently needed for countries confronting health shocks and external funding shortfalls, says the International monetary Fund (IMF). IMF in its World Economic Outlook Update for June 2020, indicated that multilateral assistance through the global financial safety net could help further cushion the impact of funding shocks. It indicated that countries must cooperate on multiple fronts to combat the shared challenges considering the global scale of the crisis. The IMF said as the G20 initiative for a temporary standstill on official

THE Common Market for Eastern and Southern Africa (COMESA) will receive US$10 million technical assistance grant to support the region’s off-grid energy market. The grant is part of the US$415 million Regional Infrastructure Finance Facility (RIFF) approved by the World Bank’s International Development Association (IDA) to Eastern and Southern African Trade and Development Bank (TDB). OVER 10,000 Zesco customers have accessed the online app which was launched two months ago, as the power utility company introduces a new initiative for clients without internet connectivity. Zesco Managing Director, Victor Mundende, said the company’s agenda was continued innovation in the provision of services to enhance efficiencies and reliability. Mr Mundende said the mobile app launched two months ago had been well utilised, with over 10,000 users accessing the application. He said this yesterday in a speech read on his behalf by Zesco Senior Corporate Affairs Manager, John Kunda, at the launch of the new initiative called the Unstructured Supplementary Service Data (USSD). “I am delighted to say that this app has been working to our expectations in light of the feedback we have received from well over 10,000 users,” he said. Mr Mundende however said the application was only accessed by customers with smartphones. He said Zesco had therefore launched a new USSD application for customers without smart phones. Mr Mundende explained that the USSD was a text driven technology that allowed customers to access selected services directly from their cell phones. This, he said, was a service that would provide instant answers to queries leading to reduces need for physical interactions of calling the customers centre. “Our desire is to continually capitalise on the use of technologies to make it easy for our customers to access information interact with us and to enhance customer experience,” Mr Mundende said. Zesco Director Commercial and Customer Services, Chiti Mataka, said the company’s desire was to ensure that it’s over 1.2 million customers has access to the technically driven apps. “Right now we are just about 10,000. We would like to be talking about 20 -30,000. Our entire customer base is over 1.1 million as we speak. We would like to move as many customers as possible to this digital environment,” Mr Mataka said.

support non-commercial activities in TDB member states. TDF Chairman of the Board of Directors, Oliver Saasa, underscored the significance of the development. Professor Saasa stressed the importance of regional member countries, including Zambia, to take advantage of the Regional Bank’s just concluded World Bank-supported facility. He also sits on the Board of Directors of the Mauritius-based Eastern and Southern African Trade Fund. Prof Saasa encouraged countries to access the requisite finances to expand infrastructure development and trade expansion for enhanced regional integration in the Eastern and Southern African region. “This is another first in Africa and speaks volumes to the ever-growing confidence that TDB, as a multilateral investmentgrade development financial institution, continues to receive globally,” he said.

Retired Zesco workers cry for contracts By ROGERS KALERO

SOME of the workers who were recently retired from Zesco have asked the company to consider giving contracts to former employees to do various jobs like working on lines and cables. Retired Chief Lineman, Adolf Mulenga, said retired Zesco workers should be given contracts to do works on the lines and cables because they know the quality of ZESCO unlike some of the companies which were doing pathetic works. Mr Mulenga was speaking at the Zesco Regional offices in Kitwe when the National Energy Sector and Allied Workers Union (NESAWU) gave out 10 pockets of cement each to the 150 members who had just retired from the power utility company. But NESAWU General Secretary Manson Mutambo advised the retirees to come up with viable businesses to sustain them after employment unlike spending benefits on socialising. Mr Mutambo said the idea of Zesco giving contracts to retirees was a good idea, but stressed that once given such contracts, the retirees should ensure that they execute the jobs properly. And Zesco Copperbelt Divisional Manager, Tom Daka, said the idea of giving contracts to retirees was progressive, but the problem was that some retirees were applying for contracts when they had run out of money and had no capacity to do the jobs.

Mopani pays K8m property rates By SANFROSSA MANYINDA MOPANI Copper Mine (MCM) has paid K8 million for property rates and committed to settle the balance of K21.2 million in five days, the Kitwe City Council (KCC) has confirmed. On Wednesday, the council set bailiffs on the mining giant to recover money in property rates but later agreed that the money be settled in instalment. This was after Copperbelt Permanent Secretary, Bright Nundwe, intervened. “We are hopeful that the mining firm will honour its commitment within the next five days as promised because as a council, we require resources in order to provide the much needed service in the district,” Council Public Relations Officer Fridah Leyamina said. Ms Leyamina said the mining firm had not paid property rates from January to June, this year despite having been offered debt swap options by the council. She explained that the council’s resolution on the 1.65 ngwee rate levy was published in the gazette on October 14, last year and in the print media two days later to invite leaseholders to inspect the valuation roll which inspections ended on November 11, 2019. Ms Leyamina said the amount was accrued under the new valuation roll

On October 11, 2019 the council passed a resolution to propose the rate levy from 1.6 ngwee in 2014 to 1.65 ngwee under the 2019 valuation roll. Earlier, Mopani stated that the rate had been increased by 600 percent and disputed owing the council K54 million in mining property rates. The mine also indicated that it had a binding five year agreement with the council which was entered in 2015 and would that it would expire this

year. Mopani said that the council without prior consultation, increased the rates to K58 million contrary to the provisions of the agreement, and rejected their offer to pay the undisputed amount of K8 million while negotiations were ongoing. The mining firm complained in a statement the sending of the bailiffs to collect a disputed debt which was a matter before the courts of law. But Ms Leyamina said that the mine lodged an objection to the effect that the rate levy of 1. 65 ngwee was too high but that did not dispute the value of properties on the roll. Ms Leyamina stated that meetings between the Mopani and the local authority were held to narrow the differences and that it was agreed that parties proceed to seek the valuation tribunal decision on the rate levy proposed by council. “The valuation tribunal sat in Kitwe on November 26, 2019 at which sitting the mine made oral and written submissions to support their objection. “The valuation tribunal, after hearing both parties, agreed with the council and awarded the council accordingly. The 2019 Valuation Roll came into effect on January 1, 2020,” she said. Ms Leyamina added that after receiving the bill, Mopani sued the council and obtained a conditional stay of execution which had elapsed by the date of execution.

AGREE with UPND president Hakainde Hichilema that Zambia should not have a power deficit as it was endowed with a lot of power generation resources such as Wind, Sun (Solar), Coal (Thermal) and Water (Hydro). Of these, only coal is nonrenewable as it is a fossil fuel and it will eventually run out and is now heavily frowned upon by environmentalists as a major cause of global warming.

BACKGROUND OF POWER GENERATION IN ZAMBIA

Hydro power is the most important energy source in the country after wood fuel contributing about 10 percent to the national energy supply. However, there has not been any major addition to the country’s generation capacity in the last 20-30 years despite the huge potential In hydro resources, it is estimated that Zambia possesses 40 percent of the water resources in the Southern African Development Community. Zambia has about 6, 000 MW unexploited hydro power potential, while only about 1, 985 MW has been developed. On the other hand, the demand for power in the various sectors of the economy has grown rapidly over the years. From 1980 to 2011, Zambia’s installed capacity grew from 1538MW to 1812MW, an increase of only 274MW in 30 years. In 2011, due to increased Economic activities in Zambia, for the first time, peak demand outstripped installed capacity. In 2011, PF won the Zambian elections and i’s President Michael Sata became President. Well aware of the growing demand for electricity, the PF government embarked on a vigorous programme to invest in power generation to meet the growing demand for electricity. THE REAL INVESTMENT IN POWER GENERATION

small hydro power projects currently under implementation. It is situated in the Northern Province of Zambia standing at a latitude of 12.9884 and a longitude of 30.8649. This infrastructure was designed for a capacity of 12 MW with four units. Zesco embarked on a project to rehabilitate the existing mini hydro power stations in a quest to enhance the quality and reliability of power supply in the Northern and Eastern provinces.

Lower (KGL) Hydroelectric Power Plant commenced in January 2016. The main works include the construction of a 139m high Roller Compacted Dam, a water intakes structure from where water will be abstracted from the reservoir, a 4.4 kilometre common headrace tunnel, five power tunnels from the end of the headrace tunnel to the individual generator units, a powerhouse accommodating the five generator units and a switchyard from which the power will be transmitted to the National Grid. 1 Mega Watt Shiwang’andu Mini Hydro Power Station. The Shiwang’andu 1 Mega Watt Mini Hydro Power Station is located in Shiwang’andu, and situated in one of the most historic and scenic locations in the country. One MW is enough power to electrify a small town and Shiwang’andu has been a life changing developmental initiative to the people of Chinsali. Zesco has through projects such as the Shiwang’andu mini hydro Power Station extended electricity to rural areas to promote socio-economic growth by providing a sustainable energy source.

commissioned in March, 2016 was a joint venture between Zesco and TATA Zambia at a cost of $245 million and has been operated by Itezhi Tezhi Power Corporation (ITPC). The hydropower station which was originally constructed to provide storage capacity for the Kafue Gorge Power Station, is located on the Kafue River some 300 kilometre from the confluence of the Kafue and Zambezi rivers with both ITPC and Zesco having the ItezhiTezhi dam as a shared facility. Itezhi-Tezhi does not just add capacity to the national grid, but it also improved power reliability within the district as power is readily available for mining and farming and has also brought about job creation. 14.8 MW Lunzua Hydro Power Station Lunzua Hydro Power Station is located 23km west of Mbala and three kilometres from the Mbala-Mpulungu road on Lunzua River. The power station is almost mid-way between Mbala and Mpulungu. The power atation was upgraded from 0.75 MW to 14.8 MW. Before upgrading, Lunzua used to supply power at 11kv to critical installations such as the Zambia Air force (ZAF), Outward Bound, to Zambia National Service (ZNS) and Mbala General Hospital and surrounding areas. The new upgraded power station to 14.8 MW power station supplies Mbala, Mpulungu, Sumbawanga export line and Nkamba/Kasaba Bay at 66kv and surrounding areas.

This is partly due to the government’s commitment to encourage cost reflective tariffs to attract private investment in the Electricity Sub Sector. THE construction of $100 million hotel in the Mosi-oa-tunya National Park in Livingstone will create about 1,000 jobs in the tourist capital. Apart from the creation of employment, the hotel will also add value to the city and increase on bed spaces. The Minister was speaking during a media briefing at his office in Livingstone yesterday to announce President Edgar Lungu’s two days working visit. The Head of State would at the ground breaking ceremony for the hotel. Dr Hamukale said that the hotel would increase room capacity in Livingstone and enhance tourism in the country. He added that the hotel comes in the wake of investment pledges that were given during the Southern Province Exposition in 2019. “I wish to notify the general public that President Lungu will be on a working visit to Southern Province from the 3rd to 4th July 2020. During his visit, he will break the ground for the construction of four star hotel,” he said. “This hotel is valued at 100 million dollars, it will have 180 rooms, 500 seater-conference centre and also expected to create 1000 jobs After that undertaking, he said, the President would proceed to Monze to handover 70 housing units which were constructed for the Zambia Correctional Facility. RELIGIOUS and faith leaders in Livingstone are reliable partners in advocating easy accessibility of Sexual Reproductive Health Commodities in communities. The Medicines Research and Access Platform (MedRAP) has said. (MedRAP), is a NonGovernmental Organization whose objective is to strengthen health systems in Zambia, which has engaged church leaders to play the role of advocacy in Livingstone through Sexual Reproductive Health Commodities (SHRC). Liyoka Liyoka, who is MedRAP national coordinator, said that the organisation was training Church leaders in Livingstone to equip them with knowledge on how

best they could sensitize their members and communities in general on issues of SHRC. In an interview with the Daily Nation in Livingstone yesterday, Mr Liyoka said that the church was an important stakeholder in MedRAP’s governance systems as well as in the health coverage of citizens in the country. “This is the reason why we bring in the church and share with them the fundings of our report study so that they can understand the challenges communities have in accessing Sexual Reproductive Health Commodities in Zambia,” Mr Liyoka said. And Livingstone Pastors Fellowship Chairperson, Oscar Muyunda, said the Church occupied a special place in society and was able to effectively advocate for the accessibility of Sexual Reproductive Health Commodities in Zambia. KAMPALA - A 29-year-old motorcycle taxi rider in Uganda has died after setting fire to himself inside a police station after officers failed to release his impounded bike. Hussein Walugembe’s motorbike was confiscated in the south-western district of Masaka, about 134km from the capital, Kampala, on Monday. As part of the restrictions to control the spread of Covd-19, the government has banned motorcycle taxis - or boda bodas - from carrying passengers. They are able to operate between 06:30 and 17:00 local time but must only transport cargo. According to the police, Walugembe had lent his bike to a friend, who was caught ferrying a passenger on Monday. Israeli billionaire denies DR Congo laundering claims KINSHASA - Israeli billionaire mining investor Dan Gertler has denied that he had tried to evade US sanctions in the Democratic Republic of Congo. An investigation by the Platform to Protect Whistleblowers in Africa (PPLAAF) and campaign group Global Witness said he had used a global money laundering network to get around US sanctions and extract mineral wealth from DR Congo. The report by the two rights organisations published on Thursday cited evidence indicating that Gertler had moved millions of dollars through Afriland First Bank’s branch in DR Congo in order to dodge the sanctions. “Gertler appears to have used a money laundering network stretching from Democratic Republic of Congo to Europe and Israel to evade US sanctions against him, funnel millions of dollars abroad, and acquire new mining assets in DR Congo,” the report said. Its said its findings were “based on documents provided by whistleblowers despite great risks to their personal safety.” The report pointed to leaked bank documents allegedly showing millions of dollars moving in and out of Afriland accounts opened by people with ties to Gertler, Reuters news agency reported. Gertler denied the allegations: “I have no relationship whatsoever with numerous individuals supposedly identified in this story and the cash deposits referred to are fictitious or have nothing to do with me, or anyone on my behalf.” In 2017 the United States froze all the assets and accounts of Gertler, a close ally of former DR Congo President Joseph Kabila accusing the billionaire of profiting from massive resource corruption in Africa. Plato, who said on Thursday morning that the dignity of the man, Bulelani Qolani, was impaired and that he was “truly sorry for what he experienced”, told eNCA on Thursday night that the Khayelitsha dad would “have to come clean with regard to his role, if it was deliberate or not.” Plato said he had viewed footage and images of the incident, which were taken by City officials who make their own recordings when they “move” onto a site. He claimed the footage showed that Qolani was clothed “moments” before he was evicted, when he stood at a shack the officers went to previously. “I have the pictures in front of me. He had clothes on,” Plato said. He said the City’s preliminary investigation, from its own videos, gave a “completely different account of what precisely happened there, despite the latter part of the video footage.” News24 has requested

Plato alleged that it was “common” during the removal of illegal structures that “people stand in front of the structure naked.” “Our officers act under the very most difficult of circumstances and … have to make split (second) decisions.
