WE are not part and parcel of truck drivers who are planning a countrywide strike, Zambia Union of Tanker Drivers vice president Vincent Shamilimo has said. Mr Shamilimo said the union was surprised that there was an association called Professional Truck Drivers which was planning a countrywide strike. She said the government is not in support of the action because it is not supported by the law especially sections 75 to 78 of the Industrial and Labour Relations Act Cap 269 of the laws of Zambia. She said the law clearly provided the procedure that must be followed before a strike action or work stoppage could be undertaken.

TIME TO SIT UP JUSTICE Minister Given Lubinda did not mince his words yesterday when he bemoaned Government’s disappointment at the failure by law enforcement officers to successfully prosecute criminal cases. Indeed, it is the laissez-faire approach given to serious corruption cases that has led to the public losing confidence in the law enforcement agencies. The Anti-Corruption Commission (ACC), the Drug Enforcement Commission (DEC) and even the Zambia Police Service have all lost public credibility to their dismal failure to handle high profile cases. Hopefully, this will be a thing of the past, that the officers will apply themselves and deliver to the expectation of the public by heeding Mr Lubinda’s warning. “The amended Public Finances Management Act is in operation and public officers that cause Government to lose money shall be surcharged in accordance with the provisions of the Act. “Government has amended the Public Finances Management Act to surcharge arresting officers in institutions that have powers to arrest including Police, ACC and DEC who arrest people and prosecute them on half-baked information and later lose the case,” Mr Lubinda said. Often times, their investigations have been selective, targeting those in government services but leaving those in the opposition - the ACC’s failure to act over the 48 (51) housing units in Lusaka’s Chalala residential area and the controversial Saturnia Regna Pension Trust Fund. But even in the few cases that have been taken to court for prosecution, what has emerged is that they have been weak owing to shoddy investigations. If anything, even a lay person could question whether the prosecution had done its homework. What has emerged from such shoddy investigations is that blame has gone to the wrong people – the government. But we are glad that the Justice Minister has been blunt with the law enforcement wings, that they must stop presenting half-baked investigations for prosecution. Mr Lubinda said the law enforcement officers should only take to court cases which have a high chance of success to avoid unnecessary costs on the State. This is elementary advice that the officers ought to know from the moment a case is brought to their attention – the need for thorough investigations covering all the loose angles. As Mr Lubinda said, we too have noted that Government had continued to lose huge sums of money due to negligence by arresting officers who detain people without strong cases against them. The public has not forgotten the dramatic manner in which the high-profile corruption case involving Health Minister Dr Chitalu Chilufya fizzled out in August as it raised more questions than answers. And at the centre of the whole drama was the ACC which prosecuted the case. The case, heard before Chief Resident Magistrate Lameck Mwale in Lusaka was held against a backdrop of accusations against the ACC that it was biased in the manner it prosecuted cases. In this matter, Dr Chilufya was facing four counts of having property suspected to be proceeds of crime. But its own officer, Mr Chipampe Chipili Manda, who investigated the case, told the court that during his investigation, he found out that Dr Chilufya did not corruptly acquire the said properties which he was being prosecuted for. It is our hope that the amended Public Finances Management Act will not make officers shy away from handling cases but instead prod them to apply it diligently and restore the credibility of the law enforcement agencies. In short, it is time to sit up.

ILITARISING gold through a “Marshall Plan” will help Zambia stock up the resource in order to stabilise the Kwacha, a mining expert, Mwimba Bwalya has said. Mr Bwalya said using Zambia National Service (ZNS) personnel and thousands of unemployed youth cadets would be progressive. This follows calls on Government to come up with a “Marshall Plan”to exploit gold reserves because Zambia was losing millions to illegal mining and exports of the mineral resource. Mr Bwalya said training ZNS officers to help mine the newly discovered gold deposits would enable the Bank of Zambia stock up more of the mineral resource. He said in an interview that militarising gold would also help stabilise the local currency against convertible currency.
By KETRA KALUNGA REVISION of the NonGovernmental Organisation (NGO) Act is time because some entities were becoming a national security risk, says the Citizens Democratic Party (CDP). CDP president, Roberty Mwanza, said some NGOs had turned out to be partisan and were ready to betray the country in order to advance a particular agenda. He said Cabinet’s approval to repeal and replace the NGO Act No.16 of 2009 was timely because certain NGOs were even more political than a political party. Mr Mwanza said in an interview with the Daily Nation that a number if NGOs had
“This is a good idea as long as we do not open too much. This can increase gold production which in turn can help stabilise the Kwacha,” Mr Bwalya said. Earlier, another mining expert, Mr Edward Simukonda said ZNS officers and unemployed youth cadets should be employed to replace illegal miners, most of them funded by foreigners. He said the plan should be aimed at mopping up the gold
to fortify Government coffers and aid economic recovery. Mr Simukonda said it was unacceptable for Zambia to grapple with economic recovery because it is endowed with many resources. He observed that the newly discovered gold was not being exploited to the maximum and that there was potential for the mineral resource to earn fortunes for the country. Mr Simukonda said despite
‘NGO Act review timely’ deviated from their mandate. The review of the NGO Act, he said, would now enable NGOs carry out their mandate effectively and to the benefit of the country. “The revision to the Act is timely, the issues to do with gay rights which would completely drill our normal way of living would be done away with,” he said. Mr Mwanza said the Act should ensure that NGOs that propagated the agenda of foreign NGOs to attract funding should be de-registered. Cabinet has approved the revising of the
Non-Government Act and the introduction of the bill in parliament during the current sitting. Chief Government spokesperson, Dora Siliya explained that the objective of the Bill was to amend the Non-Governmental Organisations Act of 2009 to revise the functions of the board to monitor the risk of abuse of NGOs for serious crimes. She said the NGOs Act of 2009 was inadequate in dealing with issues relating to the use of NGOs in money laundering, financing of terrorism or any other serious offences.
'Foreign firms flouting 20p.c. policy' By PETER SICHALI THERE has been poor adherence to the 20 percent subcontracting policy by foreign contractors, National Association for Medium and Small-Scale Contractors president Mutale Mpepo has said. Mr Mpepo said the local contractors had not received a fair share of the contracts as enshrined in the policy. He said the association was happy that parliament was tabling a Bill that would ensure that the subcontracting policy was enshrined in the law to compel foreign contractors to sub contract foreign firms.
Mr Mpepo “We are so encouraged by the support local contractors are receiving from parliamentarians as evidenced by the backing the bill got when it came up to Parliament for third reading,,” Mr Mpepo said it was impressive that Members of Parliament from both ruling and opposition had shown political will to ensure that local contractors were empowered. "We are so encouraged by the support local contractors are receiving from
parliamentarians as evidenced by the backing the bill got when it came up to Parliament for third reading,," he said. Mr Mpepo said the new Bill had given hope to local contractors who were looking forward to growing. Mr Mpepo said the local contractors were looking forward to seeing an increase from the current 20 percent to about 40 percent. He.added that Zambians had developed capacity to undertake big contracts. "We have built capacity for most of the local contractors and we are looking forward to seeing Zambians believing in our local companies," Mr Mpepo said.

Austrian firm won’t be part of new road safety system By SILUMESI MALUMO THE Austrian firm, Kapsch International, will not be part of the new road safety and traffic management system that will be implemented, Minister of Transport and Communications, Mutotwe Kafwaya has said. Mr Kafwaya said Zambia needed a system which was intelligent enough to manage all aspects of road safety. He explained that the 17year concession agreement that was signed in 2017 between Zambia and Kapsch International had not yet been officially cancelled. The ministry had submitted a proposal for the agreement to be terminated. Mr Kafwaya said once officially terminated, Government would come up with a new traffic management project. “Speed is not the only thing, we have drink and driving, bad driver behaviour and we want a system which is intelligent enough to manage all aspects of road safety,” he said. Mr Kafwaya said the procurement process among other things would be addressed after the current speed camera contract was cancelled.

UPND cries foul Displaced

“We can see that they are already struggling with the NRC issuance exercise. Sometimes materials run out and vehicles struggle with fuel,” he said. But PF Lusaka Province Secretary Kennedy Kamba however said that the opposition were just frustrated because the cleaning of dead voters was progressive. Mr Kamba said revelations that about 1.4 million voters had died was reason enough to have a new register. “Why should UPND president Hakainde Hichilema insist on having the deceased people on the voters’ roll? It's because they know that's where their numbers come from,” he said Mr Kamba observed that Mr Hichilema had been scheming to frustrate the voters’ roll cleansing process with careless talk. He said the UPND, and its ally the NDC want to frustrate the process because they were aware that PF was too popular for them. “They have seen another election defeat coming and they are just hating everyone,” he said. Mr Kamba observed that despite most leaders Mr Kamba appreciating that the voters’ roll needed to be reviewed, UPND kept insisting on the old register. At the political parties’ presidents summit, ECZ chief executive officer, Patrick Shindano warned that sticking to the old voters’ register would lead to voter apathy because some voters had died. He called on political parties and other stakeholders to work together in cleaning up the voters’ register in readiness for next year’s polls. Mr Shindano said the current register had over one million ghost voters and that the ECZ alone could not cleanse the system. He said ECZ was within its mandate in undertaking all the activities and had the capacity to register nine million voters within the planed timeframe. Mr Shindano called on political parties to encourage their members to get NRCs and get registered as voters during the exercise.Ends

Probe Nchito forgery case, police urged By KETRA KALUNGA POLICE should quickly investigate Mr Nchima Nchito and two other lawyers for presenting forged documents in court because it is a serious criminal offence, the Youth In Action For Sustainable Development (YASD) has demanded. YASD executive director, Zededy Lukwesa, said the police should quickly move in and investigate the matter. The matter, he said was very serious and all those involved should be brought to book.
Mr Lukwesa said several people had been prosecuted for uttering documents and that the same should happen. He said there were no sacred cows when it came to facing the law. “The police should quickly move in and investigate the Nchitos’ forgery issue. Why should it only end with reporting to LAZ when other people have been prosecuted for the same offence,” Mr Lukwesa said. Mr. Lukwesa urged the LAZ to ensure that Mr Nchito and other lawyers have their practicing licences
revoked if proven guilty of the offence. “We call on police to investigate the case and punish them if they are proven guilty. It’s unacceptable for a lawyer to cheat the judiciary in order to win the case,” he said. Mr. Lukwesa said the alleged forgery case against the lawyers had sent a wrong signal to Zambians and could dent the image of the legal profession.

WORKERS at Stalwart Investment Limited in Mkushi have protested demanding to be paid their three months’ salary arrears. The irate workers, who staged a protest within the company premises, have given management a 24-hour ultimatum in which to pay their dues or down tools. The workers, who spoke on anonymity for fear of victimisation, said their families were wallowing in poverty because of delayed salaries. According to the workers, Government
has paid the company for the work they were doing but wondered why the firm was not paying them as well. Government engaged Stalwart Investment Limited to complete the 20.2km Mkushi township roads after terminating Karen motors’ contract in 2018. They lamented that they were failing to send children to school as they could not afford to pay school fees and added that landlords had evicted them from their houses because they had not paid rentals. “We have worked for three months now without being paid salaries. Our children have been chased away from various
schools and we have been removed from rented houses due to accumulated rental bills. “Government has given the money to pay us as workers but we are wondering why not paying us even overtime allowance has been affected,” one of the workers lamented. The workers appealed to Government to intervene into the matter because they were the same contractors who were tarnishing the image of the President. Efforts to contact the contractor proved futile by press time.
3 ex-DCs sue State over unpaid perks By GRACE CHAILE-LESOETSA THREE former District Commissioners from Western Province have sued the State demanding payment of their outstanding terminal benefits. Mr Ndombo Litambo, the former Limulunga DC, Alfred Miyato, former Mitete DC and former Shangombo DC, Sampaya Nyambe have cited the Attorney General Likando Kalaluka as the respondent in the matter. The trio wants the Lusaka High Court to order the state to reinstate them on the payroll pending payment of their full terminal benefits. Mr Litambo and two others are also seeking an order that
the State pays them salaries from the time they were removed from the payroll until the time they are reinstated on the payroll or paid their terminal benefits. In the statement of claim, Mr Litambo stated that his contract of employment was terminated on January 3 this year but his terminal benefits from the provincial administration comprising leave days from early 2013 to January 2020 including repatriation allowance remain unpaid to date. Mr Miyato said his employment contract was terminated on February 20, 2018, but his terminal benefits from the provincial administration comprising
Chomba orders annual refresher courses for procurement officers in councils By NOEL IYOMBWA GOVERNMENT has directed local authorities to be conducting refresher courses every year for procurement officers to enhance efficiency. Local Government Permanent Secretary, Ed Chomba said the ministry would work with the Zambia Public Procurement Authority to keep track of the performance of all local authorities. He said there should be no substitute to efficiency and effectiveness in the local authorities because they were the fulcrum of decentralisation. He was speaking at graduation ceremony for procurement officers at Chalimbana Local Government Training Institute. Dr Chomba said that the refresher courses targeted both civic leaders and technocrats in local authorities who were key players in the
leave days from early 2014 to February 2018, settling allowances and repatriation remain unpaid to date. He said despite not been paid his full terminal benefits, he was without prior notice removed from the payroll in December, 2019. And Mr Nyambe said his contract was terminated on January 7, 2020 but his terminal benefits from the provincial office comprising 98 leave days, balance on settling allowances as well as repatriation allowance remain unpaid to date. “Despite not being paid his full benefits, Mr Nyambe was without any prior notice removed from the payroll in August.”
procurement process. He expressed concern that the Auditor General’s reports for the year 2015, 2016 and 2017 revealed an increased in the number of local authorities cited for either noncompliance with procurement procedures or mismanagement of stores. He warned that the ministry would not condone any breaches in the procurement process. Dr Chomba added that failure to adhere to procurement guidelines was not an option for procurement officers. He said that after the training programme, Government expected all local authorities to proactively plan for procurement, facilitate the procurement of quality goods and services and follow the appropriate procedures in the procurement of goods and services. In a vote of thanks, a civic leader Friday Mulenga thanked Government for working with the Zambia Public Procurement Authority for the training. Ms Mulenga said that the training that had been undertaken would go a long way in reducing irregularities and omissions that councils were experiencing in the procurement process.
Minimum wages for drivers advance GOVERNMENT has made progress in developing a minimum wage for the transport sector through the Labour Advisory Committee, says Labour Commissioner Givens Muntengwa. Mr Muntengwa said the minimum wage would act as a basis for unions in the transport sector to negotiate for improved conditions of service for their members. He reiterated Government’s commitment to developing a Statutory Instrument that would regulate conditions of service for protected workers. Meanwhile, the Labour Commissioner advised drivers in the transport sector against going on strike over the minimum wage because they did not fall under protected workers. He said the planned strike was illegal because drivers in the transport sector had no sector minimum wage. Mr Muntengwa was addressing leaders of four transport sector unions at his office in Lusaka yesterday. He explained that said the unions were instead supposed to negotiate for better conditions of service for their members. He said striking before any dispute had been declared was illegal and drivers found wanting risked being fired by their employers. The transport sector unions that attended the meeting were National Union of Transport and Allied Workers, United Truck Drivers and Allied workers Union of Zambia, Zambia Bus and Taxi Union of Zambia and Zambia Union of Tanker Drivers and Allied workers. - ZNBC
Horizon Education Trust gets court relief By GRACE CHAILE-LESOETSA THE Lusaka High Court has restored to the active cause list the application by Horizon Education Trust Limited to dismiss the bill of costs demanded by the State. This is according to an ex-parte order to restore application to dismiss bill of costs to the active cause list granted to Horizon school. “Upon hearing counsel for the applicant and upon reading the affidavit in support thereof it is hereby ordered that the application to dismiss bill of costs be and is hereby restored to the active cause
list,” ordered Ms Justice Ruth Chilembo. The matter comes up on October 26, for hearing of the application. Horizon Education Trust limited is seeking judicial review challenging the Government’s decision to compulsorily acquire its premises in Lusaka’s Kabulonga area where Horizon School is located. On June 20, this year, the school’s application to dismiss the state’s bill of costs was struck out with liberty to restore within seven days. In an affidavit in support of summons to restore application to dismiss bill of costs to the active cause list, lawyer
representing Horizon School Susan Phiri said the failure to attend on the part of the applicant’s advocates was not intentional. Ms Phiri explained that the non attendance was not deliberate or in any way intended to disrespect the court but was due to illness. Ms Phiri said that Horizon Education Trust was unable to make alternative arrangements to have another advocate as they had prior scheduled engagements before the constitutional court. She said that it was the first time the applicant was unable to attend due to circumstances beyond control.

NO AMNESTY FOR MUKULA DEALERS, KAPATA MANTAINS
trade was abused in the past. The minister advised that traders who still had legally harvested Mukula, should instead sell their logs to the Zambia Forests and Forestry Industries Corporation (ZAFFICO). “Government gave enough amnesty in 2018 and we have no intentions. Therefore, we will not allow export of Mukula,” Ms Kapata said. Ms Kapata said Government through the Industrial Development Corporation had given the mandate to ZAFFICO to buy and export legally harvested Mukula logs.

The President is expected to fly back to Lusaka on Sunday.
GOVERNMENT has no intention of giving amnesty to Mukula traders to export legally harvested logs, Lands Minister Jean Kapata has declared. Ms Kapata said Government in 2018 gave six months amnesty to traders to export all legally harvested Mukula. Ms Kapata said continued calls for amnesty were an indication that people were still illegally harvesting Mukula trees. She said Government would not allow traders to export Mukula logs because the

GOVERNMENT is keen to see Kalengwa Mine in the North-Western Province re-open as soon as the court settles the ownership wrangles, Vice President Inonge Wina has said. Ms Wina said the matter had been in the courts of law or many years and the Government could not deal with it. The Vice President was responding to a question from Mufumbwe Member of Parliament (MP), Elliot Kamondo who wanted to know when Kalengwa Mine would re-open. Mr Kamondo said that Government had been promising the people of Mufumbwe that the mine
would re-open but there were no operations up to now. But Ms Wina said: “Even when we would like to see that the mine is re-opened but the issue is that the matter is in the courts of law.” She said that currently Government’s hands were tied as the matter was before the courts and nay interventions could amount to contempt. “Government’s hands currently are tied, as much as we would want to see the Kalengwa mine re-open the issue is before the court. “This matter has been before the court for past years now and it is not possible that Government can deal with the issue which is in court,” she said.
ZAMBIA has continued to engage traditional leaders in an effort to reform traditions and customs that have been perpetuating the harmful practice of early and forced marriages, an envoy has said. Zambia’s Permanent Representative to the United Nations (UN), Ngosa Simbyakula, said Zambia was committed to the fight against early and forced marriages as the vice robbed the girl child of her rights to health, education and consequently her future and better life. He said this at the ongoing 75th United Nations General Assembly (UNGA 75) General Debate for the Third Committee in New York. He said the Government had continued to engage traditional leaders in an effort to reform traditions and customs that had been perpetuating the harmful practice. Dr Simbyakula said Zambia was implementing the Re-Entry Policy which promoted the girl child’s right to school. The policy, he said, had helped reduce the prevalence of Child Early and Forced Marriage among girls. Dr Simbyakula said Zambia recognised that increasing the girls’ access to education had the profound impact on the realization of their full potential including the status of their families. In order to promote the social and
Dr Simbyakula economic lives of girls, Dr Simbyakula said, Government had prioritised the enrolment and retention of girls in schools, which was a sure way of promoting gender equality and women’s economic empowerment. “Government has put in place policy measures such as the introduction of the ReEntry policy and the construction of primary and secondary schools in various parts of the country. “The Re-Entry Policy in particular has helped in reducing the prevalence of Child Early and Forced Marriages as the policy allows education authorities to grant leave to girls who fall pregnant to write their examinations while pregnant or take leave from studies,” he said. Dr Simbyakula said Government had continued to safeguard livelihoods of its citizens by scaling up the social protection programmes such as the Social Security Pack, the emergency Cash Transfer Scheme and the Support Women Livelihood Programmes. This is contained in a statement Issued by First Secretary (Press) Permanent Mission of the Republic of Zambia to the United Nations, Wallen Simwaka.

KASEMPA Town Council, Kamakechi Ward Councillor Morgan Mabamba has resigned from the UPND. Mr Mabamba said he has resigned from the UPND because it had failed to deliver any development to the people of Kamakechi Ward. He cited one of the main reasons for failure of delivering development as being in the opposition UPND. This is according to a resignation letter which was addressed to the Council Chairman Stanley Kaindu. However, Mr Mabamba thanked the UPND for having given him an opportunity to serve the people of Kamakechi. And Kasempa Town Council Secretary, Tryson Chunga said he would formally inform the Electoral Commission of Zambia (ECZ) concerning the issue.

COPPER PRICES REBOUND
By BUUMBA CHIMBULU
C
OPPER prices in London were on track for their biggest weekly gain in three months yesterday over hopes for more United States (US) stimulus and a labour strike at a mine in top producer Chile. Three-month copper on the London Metal Exchange rose 0.8 percent to US$6,737 a tonne, says Absa Bank Zambia daily market. According to Absa, the contract was up 2.8 percent on a weekly basis and set for a biggest weekly rise since July 10, this year. The positive performance comes after the copper prices on Thursday slipped from a near one-week high hit in the previous session. This was because top consumer China stayed away from the market due to a major holiday. “Three-month copper on the London Metal Exchange fell 0.5 percent to US$6,645.50 a tonne. “The contract touched the highest since October 1 on
Wednesday at US$6,710 a tonne on expectations of improving growth and robust demand,” Absa said. Still on metals, gold prices rose one percent yesterday, supported by a weaker dollar and optimism over a new US coronavirus relief package after President Donald Trump said talks with Congress had restarted. Spot gold gained 0.9 percent to US$1,910.96 per ounce.
It was up 0.7 percent for the week. U.S. gold futures were up 1.2 percent at US$1,916.90. Meanwhile, Absa indicated that the Zambian Kwacha traded steady against the dollar in a relatively quiet session with very little activity seen on the market. It said dollar supply still remained thin on the day with importer greenback demand from across the business sectors piling up and unmet.
“The local unit was quoted at K20.10/20.15 per dollar on the bid and offer respectively, the same level as Wednesday's close and it traded flat throughout the day until closure. “As the tax week comes to a close, we anticipate the local unit to trade defensively in the near term with factors of demand and supply being the main drivers of the currency’s next move,” Absa said.

PLAYERS in the insurance industry are committed to promoting financial inclusion in Zambia through financial education. This is according to the Insurers Association of Zambia (IAZ) Executive Director, Nkaka Mwashika. Dr Mwashika observed the need for other stakeholders to ensure that financial education got the attention it deserved, as it was a tool for development. Insurance, he explained, was a financial service that needed to be better understood and utilised fully, for the financial protection of all. He said this in a statement issued yesterday. “Insurance provides financial protection against the cost of unexpected misfortunes, and also provides for future financial needs. There is insurance that protects us against the cost of losses arising from natural calamity such as floods, fire, drought and other natural phenomena. “There is also the cost of medical treatment, loss
of income, bereavements and financial needs at retirement,” Dr Mwashika said. He said insurance could help bear the cost of losses such as robbery, malicious damage or infidelity of employees, and the cost of legal liability. Dr Mwashika said financial protection was important so that consumers could have peace of mind, even in the face of financial loss. Meanwhile, Dr Mwashika said the insurance week would be launched by the Finance Minister Bwalya Ng’andu on ZNBC TV tomorrow evening. “We will hold a press conference on the state of the insurance industry, on Monday 12th October 2020. “The PIA acting Registrar Mr Tresford Chiyavula, the IAZ President Ms Christabel Banda and the Insurance Brokers Association of Zambia (IBAZ) President Mr Emmanuel Kwenda, will speak about the challenges and opportunities in the insurance sector,” he said. He said there would be limited physical presence of journalists due to the COVID-19 restrictions. Dr Mwashika however said the event would also be streamed on the IAZ Facebook page. “We will hold a number of consumer education sessions using media and online platforms in line with the new normal. “The different insurance providers will also carry out various activities, in order to ensure that the message reaches many more Zambians,” he said.
AfDB wants increased spending on infrastructure By BUUMBA CHIMBULU
THE Covid-19 pandemic has sharpened Africa’s already urgent need for added infrastructure spending, says the African Development Bank (AfDB) vice president, Solomon Quaynor. Mr Quaynor said the Covid-19 pandemic was pushing the continent to refocus priorities. He said African countries typically lacked the fiscal space of wealthier ones to cushion the pandemic’s impacts. He said in Global Infrastructure Forum event on infrastructure project preparation that the pandemic posed a challenge also for institutions like the AfDB. The AfDB hosted an online seminar on Wednesday as part of the fourth annual Global Infrastructure Forum, drawing together representatives of government, the private sector and multilateral development institutions to discuss strengthening infrastructure development in the Covid-19 pandemic era. “Never waste a crisis. One of the potential positive impacts of this crisis is it’s pushing all of us to really focus priorities. “And also make sure that we build quality infrastructure that maximizes the positive
impacts to the economy and we also build it to withstand natural disasters, pandemics and epidemics going forward,” Mr Quaynor said. He observed the need to be innovate, come up with better project preparation approaches and design risk mitigation instruments because a lot of private sector would not be willing to take the risk of government obligations without a counter-guarantee. The AfDB estimates Africa’s infrastructure financing needs at up to US$170 billion a year by 2025, with an estimated financing gap of as much as US$108 billion a year. Chief of the Public and Private Partnership Thematic Group, Asian Development Bank, Srinivas Sampath, said there were many building blocks which could be put in place, both in terms of managing the crisis, as well as medium to long-term infrastructure. Dr Sampath stressed the need for quality preparation of infrastructure projects, and making sure they were structured and attractive for the private sector to come in and invest. “There is enough project preparation support available in the multilateral community,” he said.

'NorthWest next food-basket of Zambia' By JACKSON MAPAPAYI
NORTH-WESTERN Province is set to be the next grain basket of the country because of the favourable climatic and weather conditions, Provincial Minister Nathaniel Mubukwanu has observed. Mr Mubukwanu noted that annually the region receives an average of normal to above normal rainfall, sufficient to turn the region into a grain basket. Mr Mubukwanu said in addition the province was endowed with arable land and water bodies that do not dry up. "So, people should take advantage of this and invest in the agricultural sector and see the benefits that comes with it," he said. He was speaking during a virtual Provincial Development Coordinating Committee (PDCC) meeting.

Let there be fairness in the recruitment of military officers Dear Editor, THE three Government defence wings namely the Zambia Army (ZA), Zambia Air Force (ZAF) and the Zambia National Service (ZNS) are recruiting regular officers. The requirements for the applicant are as follows; the person must be aged between 18 years and 25 years, single, mentally and physically fit and with 12 points at Grade 12. The recruitment exercise has come at the right time in that most youths particularly the school leavers are languishing on the streets due to lack of employment opportunities. Other youths cannot go to the colleges and universities because they do not have money. To recruit people by the three wings is one thing and to conduct the recruitment in a fair manner is another. This is because the recruitment
Debunking Shishuwa’s claim on planned 2021 election rigging Dear Editor, SHISHUWA accuses the same government that tolerates him to continue writing his anti-government theories of being intolerant, forgetting that it is also the same government that feeds him? To us, this proves the obvious that Shishuwa represents an agenda that is beyond fair academic commentary but a deeper political interest. Our conclusion is that Shishuwa is just another disgruntled and half-baked politician hiding behind the curtain of academia and must be treated as such Were it not for Shishuwa Shishuwa’s impeccable academic background, we would have ignored him because we have followed his many biased political commentaries against Edgar Lungu and his government and we know his inclination towards the opposition from the time of the Post Newspaper, but given his academic background and the audience he represents (UNZA) we are forced to debunk his sensational claim in his recent ranting titled “This is how President
can be marred with such things as corruption and nepotism, among other vices. If the recruitment exercise won’t be conducted in a fair manner, this will disadvantage the deserving people by depriving them an employment opportunity. I call upon the officers responsible for the recruitment to conduct the exercise in a fair manner. This will enable deserving people to get employed on merit. This is the way it should be. However, I wish to laud the ZAF command for pledging that the recruitment will be above board. This entails that people will be employed on merit. The ZA and the ZNS should also resolve to carry out the recruitment on merit. Oftentimes, some people have cried foul as regards the recruitment of the military personnel by the defence wings. The Police Service is not spared either of corruption and other irregularities when it comes to the recruitment exercise. I reiterate the call for fair recruitment of the military personnel by the defence wings and wish all the best to the people who will be recruited. ELEMIYA PHIRI, Lusaka. Youth Rights Activist, Lusaka.
YOUTHS SHOULD IGNORE POLITICAL RHETORIC Dear Editor,
has been disbursing various empowerment programmes targeting youths and women through different ministries and spending agencies.
U
PND and NDC youths wanted to stage demonstrations against The Electoral Commission of Zambia (ECZ) among other things. We have been told that reason has finally prevailed and they have since called off their planned demos. Here are the facts which those youths must bear in mind before they allow themselves to be used and abused by selfish politicians: 1. All politicians have children but none of them send their children to the streets to protest, instead they use other people's children and put them in harm's way. While you are out in the streets endangering your life, your leaders and their children are enjoying life in the comfort of their houses, watching tv, eating caviar, studying and making business deals. To them, you are nothing but ladders they use to climb to their political apex. In fact they use you to make money from their local and foreign donors. When you are arrested, none of those leaders will be there to help you or your families. They will forget you like they have done to so many others before you. You are nothing to them other than imitanto (ladders).
Their philosophy is simple: Its use and dump! 2. UPND is not a serious party hence it is a sheer waste of time to use your energy and time fighting for these crybabies. Look, they are complaining about ECZ, the electoral process, police conduct and the Constitution but they are the same people who have boycotted the constitution-making process which is aimed
at addressing their very complaints. Government through the National Dialogue Forum has come up with the Constitution Amendment Bill, the Public Order Bill as well as the Electoral Process Bill to deal with all these issues yet the same UPND which is crying the loudest have boycotted the process. They are not serious, so why waste your time and energy
doing their bidding! 3. When ECZ calls for a meeting to discuss these very issues, the same UPND boycotts or walks out of the meetings. So why waste your time on these good for nothing characters? 4. It is this same UPND which campaigned against the Bill of Rights yet today they want to feed you junk about their rights being taken away. Which rights? The same rights
they campaigned against? Come on guys! Here are empowerment programmes that President Edgar Lungu and his Government have created for you the youth. Take advantage of this and make money for yourselves instead of wasting your energy on meaningless demonstrations: G O V E R N M E N T E M P O W E R M E N T PROGRAMMES AVAILABLE Since 2011, Government

'Dirty' water supply worries Kitwe residents By SANFROSSA MANYINDA

THE bad quality of water supplied to some areas of Kitwe has left residents worried. Residents of Kwacha, Buchi, Kawama and some parts of Nkana East complained that the water they had been supplied with for the past few weeks had not been clean. The residents have appealed to Nkana Water and Sanitation Company (NWSC) to quickily establish what could have been the cause of dirty water supply. " We are usually supplied with brown water these days and this is worrying us because we do not know what causes that since we have not received any information or notice," one of the Buchi residents, Mainess Bwalya said. Ms Bwalya explained that most of the times, the water that comes out of the tap is only used for bathing. Another resident, Mr

GOVT CAUTIONED ON WEANING OF FARMERS UNDER FISP By SANFROSSA MANYINDA
G
OVERNMENT should be cautious when devising mechanism to wean graduating farmers from the Farmer input Support Programme (FISP), the National Union of Small Scale Farmers has advised. This comes after Agriculture Minister, Michael Katambo, told parliament last week that all farmers deemed to have overstayed on FISP would in 2021 be removed by way of
graduating them. National Small-Scale Farmers Union programme coordinator, Ebony Lolozhi, said it was imperative for the Ministry of Agriculture to be cautious before going ahead with the decision. Mr Lolozhi was speaking in an interview in Kitwe "Government should first put in place mechanisms such as how such farmers will be identified as well as what will happen to farmers who have been under the programme for longer than they should
but are still unable to stand on their own," he said. Mr Lolozhi who however commended Government for the move adding that it was high time that other farmers were given an opportunity to benefit from the FISP program. He said that those who had been under the program for more than three years were hindering others. Mr Lolozhi noted with concern that some people had been benefiting from the programme for the past 10 years,
a situation he said should be critically looked at.
Joseph Ziwa, feared that water borne diseases would break out in the area if the situation was not rectified especially that we were approaching the rain season. And when contacted for a comment, NWSC Public Relations Officer Agnes Simwinga said that the company has had for the past few months been experiencing leakages and bursts across the district some of which were caused by vandals, a situation she said may have been causing the problem. Ms Simwinga told the Daily Nation that when there was a burts, there was always the collecting point for different particles. " We advise the residents to always purify the water before drinking as we are trying to sort the matter out. The will send technicians in the field to establish what the exact problem could be," she said Ms Simwinga said that the company was committed to ensuring that people accessed clean water and advised them to report any noted faults as soon as possible. She also advised the residents to report such cases to the company for easy follow ups.

THE lifting of Kitwe Mayor Christopher Kang'ombe and former District Commissioner Binwell Mpundu's suspension is a true sign of reconciliation in by the ruling party, Change Mindset Zambia Executive Director Geoffrey Musonda has said. The two were on Wednesday suspended for gross misconduct. But Copperbelt PF chairman, Nathan Chanda, lifted the suspension in the spirit of unity and reconciliation in the PF. Mr Musonda said that the PF being the party in power had led a good example to other parties and the country at large. "This is the way to go and it is what we want to be seeing more of such moves in the political arena," he said. Mr Musonda advised that the same spirit should continue in all party structures and

DRC probes sex abuse charges by Ebola workers
KINSHASA - DR Congo said on Thursday it would launch an inquiry into accusations that international workers in an anti-Ebola campaign had sexually abused local women. A report last month said dozens of women described sexual exploitation by aid workers from the UN’s World Health Organisation and leading NGOs during the 2018-2020 Ebola outbreak in eastern Democratic Republic of Congo. – AFP.
Fuel truck blast kills five in Lagos
ABUJA - A gas-laden truck exploded and caught fire early on Thursday in Nigeria’s commercial capital Lagos, leaving five dead and three others seriously injured and destroying dozens of homes and shops, the emergency services said. The incident - the latest in a string of fuel accidents in Nigeria occurred at around 06:00 hours as the truck was offloading gas at a depot in the district of Baruwa-Ipaja, Ibrahim Farinloye of the National Emergency Management Agency said. – AFP.
Mali hostages freed in prisoner swap
BAMAKO - Four people abducted and detained in Mali, including 75-year-old French charity worker Sophie Pétronin and ex-Malian opposition leader Soumaïla Cissé, have been released. Two Italian nationals were also freed. The release was part of a prisoner swap for more than 100 jihadists, believed to be affiliated to al-Qaeda although the government has not revealed how it was able to free the hostages. – BBC.
UN food agency wins 2020 Nobel Peace Prize STOCKHOLM - The United Nations food agency, the World Food Programme (WFP), won the Nobel Peace Prize yesterday for its efforts to combat hunger. The Rome-based organisation says it helps some 97 million people in about 88 countries each year and that one in nine people worldwide still do not have enough to eat. “The need for international solidarity and multilateral
cooperation is more conspicuous than ever,” Chairwoman Berit ReissAndersen of the Norwegian Nobel Committee told a news conference. “The coronavirus pandemic has contributed to a strong upsurge in the number of victims of hunger in the world,” the Nobel committee said in its citation. “Until the day we have a medical vaccine, food is the best vaccine against chaos ... “There is an estimate within the World Food Programme that... there will be 265 million starving people within a year, so of course this is also a call to the international community not to underfund the World Food Programme.” The World Food Programme said this was “a proud moment ... nothing short of a feat.” – REUTERS.

SHORTLIVED FREEDOM …Freed Westgate terror suspect 'seized by armed men' in Kenya
N
AIROBI - A man who was cleared of terrorism charges over the 2013 Westgate shopping mall attack in Kenya has been abducted by unknown gunmen. On Wednesday, two men were convicted over the attack in the capital, Nairobi, which saw more than 71 dead. The third on trial, Liban Abdullahi Omar, whose brother was one of the attackers killed in the raid on the mall, was found not guilty.
But witnesses say the next day gunmen stopped his taxi and abducted him. Omar, a Somali refugee in Kenya, had just left anti-terror police offices in Nairobi when he was seized, according to Khelef Khalifa, the director of the NGO Muslims for Human Rights. He had been released from the Kamiti Maximum Prison and was going through clearance at the anti-terror office, as is the procedure with terror suspects. Khalifa said hooded
gunmen dressed in black intercepted Omar's taxi. His lawyer, Mbugua Mureithi, told the Kenyan TV channel NTV that the men identified themselves as security agents. Police have declined to comment. On Wednesday, Mohammed Ahmed Abdi and Hussein Hassan Mustafa were convicted of planning and committing acts of terror, as well as supporting and helping a terrorist group. They will be sentenced on 22 October 22. – BBC.
Supporters 'shield' Sierra Leone ex-leader from probe FREETOWN Anticorruption investigators in Sierra Leone say supporters of the former President, Ernest Bai Koroma, have prevented them from questioning him at his home. They say hundreds of supporters blocked roads and threatened violence. The former president’s opposition party has denied the accusation. Koroma and more than 100 officials were barred from leaving Sierra Leone last week, when an inquiry accused them of enriching themselves with tens of millions of dollars during his 11year presidency, which ended in 2018. He says the accusations are an unfounded smear campaign against him. In South Africa, State capture inquiry chairperson Deputy Chief Justice Raymond Zondo has granted
an order authorising the issuing of a summons compelling former President Jacob Zuma to appear before the commission for five days in November. Zondo granted the order yesterday after hearing an application which was brought by the legal team of the commission. Zuma's lawyers were not present at the
Ex-Burundi MP charged with undermining state security BUJUMBURA - A former Burundian legislator and outspoken government critic has been charged with defamation and undermining state security, his lawyer said, signalling no easing of widespread repression under new President Evariste Ndayishimiye. Predecessor Pierre Nkurunziza's sudden death earlier this year after 15 years in office marked by rampant human rights abuses raised hopes of Burundi reviving ties with donors and wooing investors needed to develop its moribund economy. But there has been no turnabout from Nkurunziza's legacy under Ndayishimiye, a
commission. Zondo said after reading the affidavits placed before him he was "satisfied" that it was a matter in which he should grant the application. "I am satisfied that a proper case has been made out for an order authorising that the secretary of the commission should sign and issue a summons against Mr Jacob
Gedleyihlekisa Zuma, former president of the Republic of South Africa, to appear before the commission at 10:00 on 16 to 20 November 2020." He said should Zuma make appropriate arrangements with the commission prior to the dates to give evidence via video link "that would be a sufficient compliance with the summons." – BBC/NEWS24.
retired general who took power in June, with U.N. officials saying violent state-sponsored abuses and arbitrary arrests have continued. Former opposition lawmaker Fabien Banciryanino was detained a week ago and charged late on Thursday with undermining state security, defamation, "calumny and rebellion against institutions," said his lawyer, Nkeringanji Christophe. His alleged offences are linked to his previous work as an opposition MP from 2015 to July 2020, Christophe added. As a lawmaker, Banciryanino documented alleged killings and disappearances perpetrated by state security agencies and flagged the incidents in parliamentary debates. He also opposed a law granting a one-off payment of $500,
000, a villa and a lifetime retirement salary to Nkurunziza, who was due to step down in August before he died in June. Nkurunziza's rule was marked by frequent extrajudicial killings, forced disappearances, rapes and arbitrary detention of critics among others. A UN report last month said impunity for rape, murder and other abuses remained widespread in Burundi under the new government, accusing the ruling party's youth wing of continuing to perpetrate beatings, kidnappings and sexual violence. Ndayishimiye has promoted high-ranking military officers involved in human rights abuses and included in his cabinet two men under international sanctions for rights violations, according to the UN report. – REUTERS.

By ANDREW MUKOMA THE demand for hand soap, sanitisers and hygienic soaps in Livingstone has dropped . However, the demand for face masks has remained moderate than it was during the early days. This came to light when Southern Province Minister Edify Hamukale made a visit to all pharmacies in the central business district yesterday. Ms Charity Malambo of Livingstone Pharmacy informed the Minister that people had become complacent in purchasing covid-19 health preventive products. Ms Malambo wondered what could have gone wrong for the demand to have gone down. On face masks, she said people were still buying the products because it was mandatory for citizens to wear them in public places. At HK Pharmacy proprietor Kishore Patel said that even though residents were purchasing face masks, most people were not wearing them. Ms Patel attributed the behaviour to the myth that the virus could not survive when the temperature were high. The minister appealed to residents not to take covid-19 lightly because the virus was still active. Dr Hamukale said there was clear complacency by members of the public in compliance towards the covid-19 regulations. “We have also seen a reduction on the consumption of sanitizers, hand washing liquids and also purchasing of masks... this is so because here in Livingstone, there are a number of masks that are home made so residents are buying so much from the shops but for the sanitizers, clearly there is complacency on the side of the public.

AMBIAN medical doctor Naeem Dalal joined Dr Matshidiso Moeti, WHO Regional Director for Africa during a virtual press conference on October 8, 2020 organised by APO Group. Dr. Dalal shared the barriers of mental health care due to Covid-19 and also added that ‘people who survived Covid-19 have developed psychosocial distress including their family members who have been stigmatised against. Up to 20 percent of this population has developed acute stress disorder and a few have gone on to complicate to post traumatic stress disorder. This has been captured in private practice as many avoided government hospitals.’ It was further reported that “Save The Children Zambia’s” report shows that every four hours, one child is molested! Between April 1 and June 30 of 2020, the Zambia police recorded 554 child defilement cases, these are only reported cases. ‘Gender based violence cases, interpersonal violence, job loss, economic – financial stress, children growing in overwhelming homes, all these are risk factors to one’s mental health that are leading to mental illness.’ Said Dr. Dalal at the press briefing. It was echoed that Covid-19 is halting crucial mental health services in Africa, WHO survey showed that African countries account for 15 of the top 30 countries globally for suicide per 100, 000 people. While there is scant data o n h o w
ZAMBIAN MENTAL HEALTH PERSPECTIVE Covid-19 is increasing mental health conditions on the African continent, one study in South Africa found that 10–20 per-
cent of the 220 people surveyed reported potent experiences of anxiety and fear as a result of the pandemic. During her closing remarks, Dr. Moeti agreed with the case made by Dr. Dalal that youths are a key population and there is need to address mental health literacy in tandem with mental health services on the African continent due to stigma towards mental health on the continent. This year’s theme for World Mental Health Day

which falls on October 10 every year is Greater investment, greater access, time to invest in mental health. Return on economy, individual and society is key as mental health illness leads to loss of productivity on the economy. According to the return on individual report for mental health by speak your mind, it’s clear that a new approach is needed, one that puts individuals, real people, at the centre. Return on economy: Overall companies on average receive
a $5 return for every $1 invested in employee mental health and wellbeing. Return on individual: it is well established that for every US$1 invested into improving common mental health conditions US$4 are returned. The return on society: By promoting good mental health, we promote the ability of everyone to fully participate in society, whether in their social networks, workplaces, schools, communities or families. The WHO Regional Office
for Africa has released guidance on managing Covid-19 and mental health for health workers and the general public. WHO is assisting African governments in responding to the pandemic as fits their unique circumstances. Dr Naeem Dalal, Psychiatrist Registrar, University Teaching Hospital, Lusaka was also joined by Dr Manaouda Malachie, Minister of Public Health, Cameroon who shared mental health care systems in Cameroon.

“I’m extremely satisfied with the way we applied ourselves. We dominated throughout the game except for the two defensive blunders we made we showed that we dominated play,”
…as ‘Micho’ records first defeat By MICHAEL MIYOBA
A
FTER beating Malawi 1-0 in his first two games as Chipolopolo coach, Milutin “Micho” Sredojevic recorded his first defeat following Kenya’s humbling of the Copper Bullets in yesterday’s international friendly match in Nairobi. “Micho” started the game with seven of his foreign stars in Fashion Sakala, Edward Chilufya, Kabaso Chongo, Tandi Mwape, Lubambo Musonda and the Kangwa brothers of Klings and Evans. The Serbian however watched in agony as an unimpressive Chipol-
opolo allowed two goals in the first half to lose 2-1 to Kenya. An own goal from TP Mazembe defender Tandi Mwape and a beautiful strike from Cliff Nyakeya gifted Kenya the victory over the Chipolopolo who are preparing for the AFCON qualifiers and the CHAN tournament to be held in Cameroon. Zambia had started the match on a positive note but it was Kenya who had the first attempt at goal as Brian Onyango skied his shot in the ninth minute. Zambia’s first chance on goal came in the 13th minute when Fa s h i o n Sakala tested
goal keeper Ian Otieno. The Kenyan goal keeper who features for Ndola giants Zesco United was alert to deny the KV Ostende striker from breaking the deadlock. Kenya went ahead in the 23rd minute when Mwape directed Nyakeya’s cross into the back of his own net, beating Sebastan Mwange who had misjudged the ball for a cross before it was deflected. Klings almost grabbed the equaliser at the half hour mark but was unfortunate as his shot came off the post before Fashion Sakala’s shot which was blocked by a Kenyan defender at the half hour mark. With six minutes before the break, Nyakeya doubled Kenya’s lead after beating
Mwango with a beautiful long range shot following a counter attack which started from the middle of the pack. “Micho” made several changes in the second half, introducing, Gampani Lungu, Colins Sikombe, Emmanue Chabula and Mubanga Kampamba. The subs changed the momentum of the game as Zambia dominated play with Mubanga Kampamba combining with Chabula to give the visitors the consolation goal 10 minutes before the final whistle. Zambia got the equalizer in the dying minutes of the second half. The goal was however ruled out for a goal kick as it was deemed to have been cleared before it crossed the
line. Despite the defeat, “Micho” expressed satisfaction that his boys dominated play in both halves and were unfortunate to allow two goals from two clumsy mistakes. “I’m extremely satisfied with the way we applied ourselves. We dominated throughout the game except for the two defensive blunders we made we showed that we dominated play,” “Micho” said after the game. After the defeat to Kenya, the Chipolopolo shifts camp to South Africa where they will play Bafana Bafana tomorrow before engaging Orlando Pirates and Sundowns in other friendly matches for the local Chipolopolo stars.
Pirates seek redemption By MICHAEL MIYOBA THE Premier Futsal League enters with six this weekend with Livingstone Pirates seeking redemption when they face CSS Petauke at Automotive Futsal Arena. Pirates, who were whitewashed 6-0 by George FC will seek maximum points to move into the top six as they are holding eighth position with six points after the first five rounds of matches. saka, who won the 1964 Super Division title and will campaign in the Eden University National League next season after winning promotion on October 2nd 2020. The Serbian born coach will be the third European trainer to drill City of Lusaka Football Club after former Aston Villa and England national team striker John “Jackie” Sewell coached Yamoto in 1964, and Italian National, Roberto Landi. In August last year, the Football Association of Zambia FAZ had
appointed Veselin Jelusic as new Chipolopolo coach. The Serbian who was set to be unveiled as Chipolopolo coach as permanent replacement for Belgian Sven Vandenbroeck was rejected after government questioned the transparence of the Serbian’s appointment. The much-travelled Jelusic’s appointment as Chipolopolo coach was however reversed before the association settled for another Serbian in Milutin “Micho” Sredojevic as Chipolopolo coach.
