The traditional leader said this on Thursday evening when chiefs met Religious Affairs and National Guidance Minster, Godfridah Sumaili and PF national mobilisation committee member
Bizwell Mutale. He said that there was need for unity of purpose among Zambians regardless of their tribe, religion and political affiliation. Chief Chikanta said traditional leaders from Southern Province were more than ready to embark on a mission to sensitise people across the country on dangers of tribalism. “What we want is that people from Southern Province can freely associate with the people from Northern and Eastern provinces. Kazungula Bridge ready this month By ANDREW MUKOMA in Kazungula THE Kazungula Bridge Project consisting of two One-Stop Border facilities in Zambia and Botswana will be handed over next month. According to information, the construction of the bridge will be completed before the end of this month while the One-Stop Border facility on the Zambian side is anticipated to be completed next month. This came to light during a tour of the bridge by Road Development Agency (RDA) board members led by vice board chairperson Yamfwa Mukanga. Others in the entourage were Nelly Namwali, Dr Mutaba Mwali and acting RDA Chief Executive Officer George Manyele. Kazungula Bridge Consultant and Team Leader, Kabamelo Kgoboko, explained that between now and the completion date, there would be a number of inspections before the two countries take over the project.

“All the projects are nearing completion, we anticipate that during the month of October, this (one-stop border on the Zambian side) facility will be completed and ready to be handed over. “The bridge itself, we anticipate that it will be completed next week or so. The contractor is required to finish the bridge by Saturday but he will be a week or two behind. Generally, all the three packages will handed over by the beginning of October,” Mr Songeya said. Mr Mukanga said that there would be need to have an authority that would be running the facility

Police have identified the suspect as Charles Sinyangwe, who is UPND Nakonde vice chairperson and 2016 Parliamentary elections losing candidate. THE Zambia Correctional Service (ZCS) should continue providing a conducive environment for inmates to transform into responsible citizens, Northern Province Minister Chungu Bwalya has said. Mr Bwalya, who is also PF provincial chairperson, said the ZCS was the custodian of Zambia’s system to transform inmates, therefore, it was important to ensure that citizens under its care were transformed. He said the ZCS should
therefore start with improving its correctional infrastructures and improve the attitude of workers within the service. The minister was speaking in Kasama when ZCS Deputy Commissioner General, Loyd Chilindika, paid a courtesy call on him. Mr Chilindika said the service was receiving overwhelming support from Government in the transformation of its operations in the country. He was happy that the traditional leadership in Northern Province had allocated 5, 000 hectares in Mungwi for agricultural production to the service. The ZCS, he said, had also been allocated more than 800 hectares for ranching in Mporokoso to enhance production. Mr Chilundika said his visit was to acquaint men and women in uniform with the progressive policies the government has put in place for them.
Lusaka specialised hospital completed By SIMON MUNTEMBA CONSTRUCTION of the Lusaka specialised hospital has been completed and President Edgar Lungu is expected to commission it this month, Minister of Health Chitalu Chilufya has disclosed. Dr Chilufya said the US$40 million project would offer specialist medical services such as cardiac and other related cases. The minister said this yesterday when he inspected state-of-the-art installation, at the first ever 160-bed capacity specialist hospital in the country. He explained that the Lusaka specialised hospital would enable the country to save resources as opposed to where most patients would be evacuated outside the country to

I
T is a worrisome character aberration that a prospective state President can think of being poisoned while in state custody when nothing of the nature has happened in Zambia’s 56 years history. And Government said UPND president Hakainde Hichilema’s unfounded and repeated allegations that the ruling PF have plans to kill him in police cells or in prison was a cheap attempt to invoke sympathy. Speaking yesterday on a syndicated programme to defend himself against alleged crimes of privatisation, Mr Hichilema claimed that the PF were busy making trumped up charges to have access to him and kill him through surrogates like former Minister of Finance Edith Nawakwi. But Chief Government spokesperson Dora Siliya rubbished the claims via a tweet saying they were meant to invoke sympathy. Ms Siliya said Government was shocked by baseless allegations by Mr Hichilema. She said unlike Mr Hichilema’s unfounded claims, Zambians were simply asking him to account for his wealth and the role he played in privatisation process. “Government is surprised by unfounded allegations by Mr Hichilema’s broadcast today that Government and the PF party want to imprison him and/or kill him. “That is a cheap attempt, as usual, to invoke sympathy,” Ms Siliya said.

Ms. Nawakwi has accused him of criminality in acting against privatisation statutes demanding declaration of interest. “He should have declared interest before recommending to Government to accept the lowest bid of US$5million instead of the higher bids of $20million, as the lead negotiator in the transaction on behalf of the government. But in the writ of summons issued to Ms Nawakwi, Mr Hichilema makes no mention about the sale of the Inter-Continental Hotel. Mr Hichilema is instead claiming for damages for libel arising from the defamatory words which the defendant caused to be broadcast and published in the course of a radio programme entitled “the hot seat” which was broadcast on Hot FM and Kwithu FM on August 27, 2020 in relation to the acquisition by the plaintiff of the property known as 14/3/A/F488a Serval Road, Lusaka. Mr Hichilema claimed that he was not a shareholder in Sun International when it bought the Inter-Continental Hotel. Meanwhile, Ms Nawakwi has challenged Mr Hichilema to stop playing cat and mouse with the Zambian people by taking the most trivial issues to court and leaving out the most critical issues such as insider trading and non-declaration of interest in the sale of the hotel. Ms Nawakwi said Mr Hichilema should sue her for saying the following: That the public wants answers on his non declaration of interests and insider trading of Hotel Intercontinental sale. She has asked Mr Hichilema to indicate to which official from the Ministry of Finance or Zambia Privatisation Agency he declared interest to in the sale of the hotel. Secondly, in the case of RAMCOZ
he should answer on how much money they found and left as receivers when they were done. Ms Nawakwi has asked Mr Hichilema how much they paid themselves and workers at Lima Bank. “I have challenged that there is a family in Kalomo that they evicted after they had welcomed him as a tenant and the owner of this farm has a stroke,” she said. Mr Hichilema was welcomed in Naminwe in Namwala where he was made a headman and proceeded to evict the villagers, could he deny that? And Mr Hichilema’s reaction to accusations of dubious deals during the privatisation programme, is infantile and a worrisome reflection of his character, the National Congress Party has charged. NCP president, Peter Chanda said this was a worrisome reflection of character depravity which may be realised if he became President, as no single Zambian has been poisoned while in detention. Mr Chanda wondered why Mr Hichilema was making wild allegations that government wanted to arrest and kill him. “How many Zambians have been arrested and poisoned. If President he could do that?,” he asked. This shows his characteristic predilection to being less than truthful,” Mr Chanda said. And Ms Nawakwi has insisted that Mr Hichilema yesterday failed to answer questions on his role in the privatisation programme in a radio interview which also left other leaders wondering why he skirted round the pertinent issues raised by the former finance minister. “I have even more questions. He didn’t need the radio to explain himself. He should have answered the specific questions,” Ms Nawakwi said. “One of conflict of interest. We shall answer in court,” she said.

THE Anti-Corruption Commission (ACC) and the Drug Enforcement Commission (DEC) should investigate the abuse of the privatisation process than setting up an inquiry, says former Finance Minister, Katele Kalumba. Dr Kalumba said setting
up an inquiry to investigate crimes of privatisation was counter-productive and a waste of tax payers money. Speaking when he was featured on Muvi TV’s Assignment Programme, Dr Kalumba said setting up an inquiry or tribunal at this time would be injurious to the country’s economy, as the timing was wrong.
He proposed that mandated law enforcement agencies were better placed to quickly investigate the abuse of the process. “Let the appropriate Government investigative wings investigate the matter. Setting up an inquiry would be a waste of tax payer’s money and time,” he said. Dr Kalumba said the Zam-

OVER 80 properties belonging to the United Bus Company of Zambia (UBZ) worth about US$5.5 billion have vanished after liquidators handled them back to Government in 2001. The properties, most of them houses were supposed to be sold so that the money is used to pay ex-workers’ terminal benefits following the liquidation of the company. According to an appeal pe-

tition that was addressed to the President dated October 8th, 2017 by the Committee of Inspection for UBZ (in liquidation), the liquidators who were engaged managed to dispose of some properties and proceeds were used to clear off dividends for majority of the creditors. The President reportedly directed the office of the Secretary to Cabinet to deal with the matter and come to a logical conclusion. The initial letter indicates that the first liquidator, R. M
Sombe in his final report indicated that the terminal benefits of former employees were agreed to be treated outside the liquidation law. Its states that the joint liquidation team comprising C. Lumpa, A. I. Kalaluka and C. He said it was disappointing because the man spent too much time complaining of being victimised because of his tribe and as a potential presidential contender. Mr Chanda said there was nothing candid in the answers which Mr Hichilema gave during the interview because he failed to show evidence of when he became a director of Sun International Hotel.

In an interview on Hot FM, in what was deemed to be an opportunity to silence critics and assure doubting voices, Mr Hichilema chose to skirt around issues of his role and blamed the process on the MMD government. He also strongly touted the tribal card as the reason the privatisation issue has kept resurfacing. “This matter keeps coming up because it is Hakainde and not someone else involved. Other people would have been praised for what I did. But because Hakainde comes from a certain region, he is being hounded. Mr Hichilema’s wild allegations included claims that the government wanted to assassinate him through the privatisation scheme, by having him arrested so that he could be poisoned. On allegations raised by Ms Nawakwi, Mr Hichilema denied grabbing a Lima Bank house in Kabulonga but “admitted” owning one which he allegedly acquired in 1995 from a company. On RAMCOZ, Mr Hichilema said he was not involved in the privatisation of the company but again failed to state clearly if he was involved with the company at all after its privatisation. Perhaps the most telling of all was his denial of any links with Intercontinental Hotel during the privatisation programme, which Ms Nawakwi had claimed had been a criminal transaction. Asked if he would welcome a commission of inquiry into the privatisation process, Mr Hichilema rejected the idea insisting that it would be a waste of time because it was already done by the former MMD government under late President Levy Mwanawansa.

He said it was therefore important that Government found a strategic partner to provide resources for operations. Mr Kavindele said: “The state should not take the route which it took in the past because doing so would be a huge burden on Government which will incur more debt by running the

DIVERSIONARY TACTICS UPND president Hakainde Hichilema has resorted to using diversionary tactics to shift attention from himself as a nation asks pertinent questions about his conduct in the privatisation programme of the 1990s. We find his claims that he is the target of an assassination plot by the government – Patriotic Front – baffling. Even more interesting is his use of the tribal tag – that it is because he is Tonga, hence the reasons for his being targeted. These are diversionary tactics which should be dismissed with contempt. The allegations do not hold water. As Chief Government spokesperson Dora Siliya said yesterday, Mr Hichilema’s unfounded repeated allegations that the ruling PF have plans to kill him in police cells or in prison is a cheap attempt to invoke sympathy. Or is it a question of “The guilty are afraid” to borrow one of novelist James Hadley Chase’s classics? Mr Hichilema, speaking yesterday on a syndicated programme to defend himself against alleged crimes of privatisation, claimed that the PF were busy making trumped up charges to have access to him and kill him through surrogates like former Minister of Finance Edith Nawakwi. Ms Siliya said Government was shocked by baseless allegations by Mr Hichilema. She said unlike Mr Hichilema’s unfounded claims, Zambians were simply asking him to account for his wealth and the role he played in the privatisation process. The gist of the matter is that Mr Hichilema allegedly manipulated the privatisation programme in which he was one of the consultants engaged by the MMD government to help in the disposal or sale of state-owned enterprises. “Government is surprised by unfounded allegations by Mr Hichilema’s broadcast that Government and the PF want to imprison him and/or kill him. “That is a cheap attempt, as usual, to invoke sympathy,” Ms Siliya said. There is definitely no dull moment in the unfolding drama as Zambians across the political divide demand answers from some of the key individuals involved in the privatisation programme of the 1990s. The controversy over Mr Hichilema’s role during the privatisation has been in the public domain for years, except that they took on a new twist with Ms Nawakwi’s disclosure last Sunday when she featured on ZNBC’s Sunday Interview programme. Ms Nawakwi, who is FDD president said Mr Hichilema did not declare interest in the sale of Intercontinental Hotel in Livingstone to Sun International despite having interest in it. She said he only advised Government that the lowest bidder was the best because the firm would invest US$50 million and create more jobs unlike other bidders. According to Ms Nawakwi, the privatisation documents for Intercontinental Hotel indicate that Sun International of South Africa, with a bid of US$5.65 million for the hotel was the lowest bidder even if it was offered the deal. The transaction document states that Victoria Falls Travel Bureau, a private company incorporated in Zambia bid US$20 million but was sidelined. Ms Nawakwi, said as Finance Minister at the time, she called Mr Hichilema who was the negotiating chairman in the privatisation of the hotel aside and asked him why he was advocating for the lowest bid when there were higher bids. Ms Nawakwi said Mr Hichilema assured everyone that Sun International Hotel had reserved significant amounts of money to invest in the hotel and increase the bed capacity, subsequently increasing jobs. We feel Mr Hichilema must not blame the government or the PF that through what he claims are its surrogates. New Hope MMD president Nevers Mumba is right to say Mr Hichilema should not get agitated when citizens question the manner in which the privatisation of state assets was done. As Dr Mumba said, the current debate on privatisation was meant to audit the nation and a call to accountability on both sides of the aisle that mismanagement and corruption did characterise most transactions involving the privatisation process.
GOVERNMENT is working on a policy to ensure that trade and export of Mukula, once lifted, will benefit the entire country, Lands and Natural Resources Minister Jean Kapata has declared. Ms Kapata said in an interview should Government decide to lift the ban on Mukula tree harvesting and export of the logs, the programme would be handled through the Industrial Development Corporation (IDC). The minister, however, said the ban would not be lifted now because dealers and oth-

TWENTY people aged between 20 and 46 years have been apprehended for forgery and impersonation during the on-going 2020 grades 12 and 9 external examinations which started on August 31. The suspects were apprehended in Lusaka, North-Western and Eastern provinces by the Zambia Police working with the Examinations Council of Zambia (ECZ). According to ECZ corporate affairs officer Nicolas Nkhuwa, this follows an intensive ongoing examination monitoring exercise by the council and other stakeholders in examination centres countrywide. Mr Nkhuwa said of those apprehended two were teachers, a fifth year university student in Lusaka and some

NATIONAL Democratic Congress (NDC) Mkushi district chairperson, Thomson Kazeze, has been suspended. The ban follows allegations that Mr Kazeze was missing party meetings and working in isolation of other people. Addressing party members, new district chairperson, Modestor Chisanga, said the district committee has a mandate to suspend any member in the NDC. Mr Chisanga added that the committee has also the mandate to maintain the status of NDC according to the constitution. "We cannot do things without consulting our provincial chairperson. Even the SG is aware of this story about Mr Kazeze. "Kazeze thinks he has more powers in NDC but
he is forgetting that he was just elected to be a chairman, the same people who elected him have the mandate to remove him," he said. Earlier in an interview, Mr Kazeze said the district committee had no powers to suspend him but the provincial chairperson, adding that he would continue leading the NDC as district chairperson. And when contacted, NDC Central province chairperson, Jerry Chama, confirmed the suspension of Mr Kazeze. Mr Chama accused Mr Kazeze of working in isolation and working with other people. THE Lusaka City Council has decided to develop the Old Chilenje cemetery land for commercial purposes despite 30 years remaining before the 100 years mandatory period expires. In 2016, Chilenje residents called on the council to consider selling the Old Chilenje cemetery to a private investor so the land could be used for productive purposes such as building a recre-
ation centre for youths. The council however said then that it could not sell the land because it was less than 100 years old, which is the mandatory period given before an old cemetery could be developed. THE Zambia Institute of Chartered Accountants (ZICA) should strengthen the supervision of accounting and audit firms to ensure that financial statements are of reasonable quality. Additionally, the accounting regulatory body must ensure that financial statements can be relied upon as a basis for determination of tax liability. The actualisation of this recommendation will have positive ripple effects on other sectors of the economy, says the 6th Money Laundering and Terrorist Financing Trends Report, 2019. According to the report, some corporates continued to employ false accounting techniques to reduce their tax obligations. This, the report noted, was done through group company loans and use of personal accounts for business purposes. “Methods employed to evade tax include repatriation of proceeds from mining companies in Zambia to offshore jurisdictions while declaring losses in Zambia. “It also include use of employee accounts by corporates; proceeds were channelled through

employee accounts in order to reduce the revenue and therefore the tax liability,” the report said. In addition, the report said, analysis in 2019 indicated that some institutions were operating in Zambia without being registered for taxes. It said in other instances, institutions were registered in the wrong tax category. The report cited that some institutions were registered for turnover tax when their turnover had already significantly exceeded the prescribed threshold. This, the report said, called for the strengthening the supervision of accounting and audit firms. “The Government through the Ministry of Mines and Minerals Development should enact a law that compels companies in the precious metals sector to auction precious stones in Zambia to ensure transparency in the pricing mechanism and therefore fair taxes,” the report said. The report however indicated that from 2018 to 2019, there was a decline in cases involving tax evasion. It attributed the decline to increased implementation and enforcement of tax laws and regulations by the Zambia Revenue Authority (ZRA).

According to the Absa Bank Zambia daily market update, copper prices gained yesterday following low inventories in exchange warehouses, disrupted ore supplies and recovery in top consumer China lent support. This is after the London copper prices rose on Thursday as data from China showed a steady economic recovery in the world’s biggest copper consumer after the hit from the Covi-19 pandemic. “Three-month copper on the London Metal Exchange advanced 0.7 percent to US$6,610 a tonne, while the most-traded October copper contract on the Shanghai Futures Exchange fell 0.8 percent to 51,500 yuan (US$7,526.38) a tonne, tracking overnight losses in London,” Absa said. Meanwhile, the Zambian Kwacha weakened slightly in Thursday’s trading session as United States dollars remained scarce on the day.

Demand and supply was in equilibrium throughout the trade day as dollar inflows coming from corporates converting for their tax obligations were matched off by importers who sought for dollars. In the near term, the local unit is anticipated to trade in a tight band with a bias to strengthen as the tax window approaches.

ing their products within the continent are adequately addressed through the development and harmonization of standards,” he said. Mr Mutale Zambia, through ZABS, had been elected to sit on the Standards Management Committee under the African Organisation for Standardisation (ARSO). The ARSO is established by the African Organisation for Standardization Council (ARSO Council) to oversee the standards development processes and harmonisation programs in the Africa. This is the first time that Zambia has been elected to

He said Belinda Soko Kancheya, the Standards Development Manager, was voted onto the Committee together with five other candidates from National Standards Bodies of Burkina Faso, Kenya, Nigeria, South Africa and Uganda. H E President stepped out of the banquet hall at the end of his three-day state visit. He bowed to the guests and walked passed a cordon of the masculine uniformed officers who all froze for salute. The neatly cleaned - white and beige checkered mosaic floor mirrored his image when he suddenly made a stop. “Have your eaten?” He asked the ascaris. “No sir...,” they responded in unison. Outside, sirens were blaring - signifying the start of the presidential procession - headed to the airport. The streets were closed while residents lined up to have a glimpse of the motorcade of the visiting Zambian President. The

He could not eat while gun-trotting officers were trolling around. Everyone must eat - was his principle - regardless of rank. Off-course, that was impossible to achieve! “Tiyeni tilye,” or let us eat, became his code-name. And the - “We have already eaten sir” - was the choreographic response from the bodyguards - at least the Zambian ones. They knew how to handle that question. Anyway, even now he still acts like that. He will demand that the drivers who have brought the VIPs for meetings at his house come out and eat too! “Driver ni muntu naye...” he always say, meaning that a driver is human too! These are little life lessons we often ignore. We sometimes get engrossed in our official duties and protocols and forget the “least of my people” among us and never bother to find out about their well-being. People’s audit of the nation Dear Editor, GOD has remembered Zambia. The intention of the current debate on privatisation is meant to audit the nation. It is a call to accountability on both sides of the aisle. The MMD’s intention and policy was to restructure the economy by privatising the loss-making parastatals. This singular move created a new private-driven economy and raised the economic profile of our nation. The exercise was not without difficulties. Mismanagement and corruption characterised most transactions. Until we conclusively deal with this matter, Zambia will not learn from the mistakes of the past. Today, God has remembered Zambia by bringing back this subject to bring closure and audit ourselves as a nation. The issue of privatisation is only a trigger to bring all leaders to account and review the strength and integrity of our institutions. If we don’t fix the problem of yesterday, we shall fail to fix the problem of tomorrow, when the PF leaves government. Privatisation revealed the weaknesses of our system. The overpriced infrastructure contracts of today can only be fairly prosecuted if we identify the problems arising from the privatisation exercise. We should therefore not be shaken when any one of us seeking the trust of the people is asked to account for anything we are suspected to have done. This is not the first time we have been accused, arrested and thrown in jail. It is the right of both the State or any individual to ask us any question. Our role is to provide answers in an honest manner. The Patriotic Front in 2011 decided to accuse me of misappropriation of funds in Canada during my service as High Commissioner. My job was to clear myself. It took seven long years to clear my name from the allegations. So we are not intimidated to stand in any court and prove our innocence. We now have an opportunity to get the same levels of accountability from our colleagues in government. This is the healing moment Zambia has been waiting for. Now Zambians can demand that the same question asked to Hakainde Hichilema be asked to the current crop of leaders in the PF government. How did they get rich on a government salary? We shall finally get all the answers we have been waiting for. Who took the extra $750, 000.00 from each of the 42 fire engines? What have we done with the over $15 billion debt contracted. To clean up our society, Zambians have to put aside the divisive political affiliations, the segmentation of society along tribal or racial lines and face this opportunity as one people. We must march to State House together and stay there
for as long as it takes until we get all the answers we have been waiting for. Anything less than such an approach will be a futile exercise. This is the revolution we have been waiting for. The revolution for truth and accountability. For this reason, we welcome the questions being asked by Ms Edith Nawakwi or anyone else as long as they are asked in good faith and in the interest of the nation. We expect that Mr Hichilema shall answer these questions. That’s what we do as presidential candidates. We answer questions so that the voter is clear when making a decision to cast the vote. But we also must demand that the leaders in Government answer questions about their source of wealth individually. This is a great day for Zambia. My fellow Zambians, our nation cannot survive another five-year cycle without a deep cleansing of the system of governance. Whatever the intention of this debate is, God has initiated a cleansing process for the country. The responsibility on Mr Hichilema’s shoulders is to look into the camera and lay to rest the allegations as raised by Ms Nawakwi. This will give an opportunity to Zambians to demand the same from the ruling PF. Going by the recent history of the PF, we expect them to refuse to account for their activities in office. It is at this point that we are calling on Zambians from all corners to march together to demand for answers from our leaders. This movement is irreversible. Next year should give Zambia a new package of clean and accountable leadership which will take advantage of a new sanitised system of government. We must start afresh beyond 2021. This planned march dubbed MARCH ON LUSAKA shall signal the rebirth of our country in as far as accountability is concerned. OLICE in Solwezi have detained two men and a woman for unlawful possession of explosives. The three have been identified as Emmanuel Chitambala, 52, a Congolese,
Esther Mwansa, 40 of Roma Township in Lusaka and Emmanuel Mujimanzovu, 29 of Kaunda Square in Lusaka. North-Western Province Police Commissioner Elias Chushi who confirmed the incident explained that his officers intercepted a Toyota Hilux registration umber AAR
3517 which was being driven by Mujimanzovu. "And upon searching the vehicle, police found a carton box containing 156 innopak explosives, three electric detonators, one roll of white electrical cable, one small yellow cable and 23 non-detonators," he said.
Mr Chushi said after being interrogated, the suspects failed to give any convincing reasons as to how the explosives were in their possession. He said the suspects have since been remanded in police custody awaiting court appearance while the motor vehicle has been impounded.
THE Livingstone City Council (LCC) has closed nine shops that deal in hardware and assorted food items for failing to pay various levies. The shops were shut during the Revenue Task Team routine levy collection exercise, with some shop owners scampering ifor fear of being penalised. But some traders have complained of poor income as their reason for failing to pay, urging the local authority to allow them to reopen businesses. Traders complained that they had been affected by the effects of Covid-19. The operations was carried out at Livingstone’s Dambwa North Market Mr Eddie Tembo, who deals in hardware, said the council would find it difficult to collect levies if it continued “harassing” traders. Mr Tembo called on the

ward Councillor, Owen Muteba, to help address the situation at the market. He said in an interview that business had been slow since the outbreak of the Covid-19 in March this year. Dambwa North market committee vice-chairman, Samuel Limbali, was concerned that shops had been closed at the time traders were faced with challenges presented by Covid-19. Mr Limbali argued that the traders must be allowed to resume businesses adding that the local authority should come up with an affordable payment plan for traders to settle their dues. However, the council said it was prompted to close down the shops after owners failed to renew their licences within the two months’ grace period that was given in October 2019. Council Assistant Public Relations Manager Numba Mafwenko said for the council to continue giving services to the market traders should meet their financial obligations. Ms Mafwenko noted that the council was financially challenged and would not buy into COVID 19 excuses from the traders. She said that the council has since decided to add penalties for their failure to pay fire certificate and renewal of annual levies, among other statutory fees.
Cerebral palsy patient gets aid By ANDREW MUKOMA A 12-YEAR-OLD cerebral palsy patient in Livingstone has finally gotten help from a non-governmental organization following media reports about his condition. The boy's family has been shifted to a house which has running water and electricity, leaving the old house they occupied for many years in Linda compound. Philip Lubasi who has lived with the condition shortly after his birth in 2007 has challenges with his mobility and could not get to the washroom by himself. Philip's mother, Monica Lubasi, explained that her son was put on medication but his condition has remained the same. “My son was put on a lot of medication which did not help in any way. He had seizures which further affected his appetite and could not eat after being diagnosed with cerebral palsy," she explained. Ms Lubasi a single mother told the Daily Nation that her son has never spoken normally in addition to losing his sight. She added that she was only informed that Philip was
a cerebral palsy patient at the Livingstone Central Hospital after the prescribed medicine failed to work. “He cannot move even after many years of being on therapy at the Livingstone Central hospital. We have tried everything but nothing is working and the hospital informed us that he was also blind after failing to respond to simple exercises he was put on," she explained. The African Woman Foundation which supports over 6,000 vulnerable people across Africa, responded to Philip’s situation after a media report. The NGO donated a wheelchair and assorted food parcels, detergents, and mattresses. Foundation president, Joseph Moyo, said that it was a concern that Philip was subjected to an environment without water and electricity despite his condition which calls for proper care with running water. “Looking at the condition the boy is in, we decided to come in and help through our little resources by buying a few things such as food and mattresses and this wheelchair to aid his mobility.
“We also realised that hygienically the child was not well taken care of because he had mobility challenges which limited his movement to the toilet hence, we relocated the family to a house which has running water and electricity because they have to wash his clothes all the time," he said. Meanwhile, a community worker Alvin Mhongo has applauded the foundation for the gesture which included constructing a bay which would enable the wheelchair move in and out of the house without challenges. “We are very grateful that such an organization has come to the aid of this family with a cerebral palsy patient who had no access to clean water. “As a community worker, I urge the community to be vigilant on such issues involving marginalized people like Philip who needs proper care from all of us," he said. While the Foundation has committed to pay for the family's rentals for years to come, Philip's mother has also shown willingness to venture into a business to help support two of her daughters who are in school.

ONDON - The former first-daughter of Angola Irene Neto has denied any wrongdoing by her husband, a top figure in the oil industry who is the focus of a Swiss money-laundering probe and subject to one of the largest personal asset freezes in Swiss history. Prosecutors say Carlos Manuel de São Vicente’s monopoly over insurance and re-insurance for state oil giant Sonangol from 2000 to 2016 culminated in huge bank transfers into accounts in his own name, his
companies, wife and family members, according to court documents seen by Reuters. The Geneva-based law firm representing De São Vicente has told Reuters he refutes the charges and had always acted according to the law. His wife, Neto, reinforced that denial in a statement to Reuters via the political foundation she heads. Neto is the daughter of Angola’s first president from 1975 to 1979, Agostinho Neto, and was herself a former deputy minister from Angola’s ruling MPLA party. She is
not accused of any wrongdoing as part of the probe. “Any allegation of a possible link between her late father’s position and her husband’s activities is defamatory,” the statement said. “Ms. Neto stresses that her husband at all times and in any circumstances conducted his business according to the law and has no doubt that justice will prove so.” Angola is seeking to tackle a legacy of alleged corruption which has dogged the nation as it seeks to attract foreign investment into its struggling economy. – REUTERS.
Thousands rally to support Congo's threatened Nobel Laureate BUKAVU, DRC - A city in eastern Congo has rallied in support of Denis Mukwege, the Congolese Nobel Laureate who received death threats in recent weeks after he called for justice over serious human rights violations. On Thursday his supporters snaked through the streets of Bukavu, the lakeside home of the doctor who has helped thousands of survivors of sexual violence, honking motorcycle horns, singing and waving signs like “Don’t touch our
Nobel Prize.” Mukwege has won international recognition, including the 2018 Nobel Peace Prize, for his decades of work treating female victims conflict in the east of the Democratic Republic of Congo. Last week the United Nations said his life was in danger after he and his family received death threats via social media and by phone. Alongside his medical work at Panzi hospital in Bukavu, Mukwege has long been an advocate for prosecuting armed groups responsible for
the endemic sexual violence in eastern Congo. “Our sisters in the forest got raped and ruined. Some completely lost their wombs, and some carried their wombs in their hands,” said Safina Kusimwa, one of the demonstrators. “Mukwege put all his efforts into rescuing these women... we do not want to see this. They should leave him in peace.” Meanwhile, around 100 heavily-armed rebel fighters entered the city of Bunia in eastern Congo with a police
escort yesterday, in an apparent show of force in protest over their treatment during a continuing peace process. Wearing white headbands to distinguish each other, the fighters from the CODECO militia surrounded Bunia’s prison in the morning and demanded the release of their comrades. Africa to get 220m Covid-19 vaccine doses GENEVA - The World Health Organisation (WHO) has said that once a Covid-19 vaccine is approved, Africa will get at least 220 million initial doses. The first batch will prioritise front-line healthcare workers and vulnerable groups, according to the WHO Africa Programme Area Manager Richard Mihigo. He said distribution will be based on the population of each country. Mihigo said all 54 countries had expressed interest in a Covid-19 vaccine. Africa has a population of more than 1.3 billion people. The global vaccine initiative, called COVAX, intends to help purchase and fairly distribute two billion doses of approved vaccines by the end of 2021. The initiative has nine vaccine candidates that are being tested globally. Two of the vaccine candidates are being
tested in Africa, according to the Coalition for Epidemic Preparedness Innovations boss Richard Hatchett. Meanwhile, an independent panel reviewing the global response to the Covid-19 pandemic will ask “hard questions” and has been assured of access to the records of the WHO, its co-chairs said on Thursday. Former New Zealand Prime Minister Helen Clark and former Liberian president Ellen
Johnson Sirleaf named the 11 members they have selected to help prepare a final report for next May. “This is a strong panel, poised to ask the hard questions,” Johnson Sirleaf told a news conference. Trump tells North Carolina voters to vote twice in US election WASHINGTON - US President Donald Trump has told people in the state of North Carolina to vote twice in November’s election, despite this being illegal. Trump suggested voters send a postal vote and then vote in person to test the system. The president has frequently made false claims that postal votes are vulnerable to significant electoral fraud. “Let them send it in and let them go vote,” he told North Carolina broadcaster WECTTV on Wednesday. “And if the system is as good as they say it is then obviously they won’t be able to vote (in person).” On Thursday, he tweeted that if people vote by post they should also go to the polling station “to see whether or not your mail-in vote has been tabulated” and vote in person if necessary. After President Trump made the initial comments, North Carolina Attorney General Josh Stein tweeted that he had “outrageously encouraged” people in the
state to “break the law to help him sow chaos in our election.” “Make sure you vote, but do not vote twice!” Stein added. “I will do everything in my power to make sure the will of the people is upheld in November.” Democrats have also accused President Trump and the Republican party of attempting to suppress the vote to help their side in the election. President Trump was in Wilmington, North Carolina, to formally designate the city an American World War Two Heritage City. What would happen if people tried to vote twice? The electoral process is run by the individual states. Karen Brinson Bell, executive director for the North Carolina State Board of Elections, has reassured voters that there are numerous measures in place to prevent anyone getting two votes registered. Someone who has already voted by post would show up in an electronic pollbook used at polling stations, and prevented from voting, she said. Only the first vote would be recorded, she added. And audits are carried out after each election to check voter history against ballots cast. Voting twice intentionally is a crime, said Brinson Bell. Olympics-bound Siame expelled from training centre By MUKWIMA CHILALA OLYMPIAN Sydney Siame has been expelled from the African Athletics Development Centre (AADC) Lusaka for misconduct against the Zambia Athletics (ZA) executive. In a letter to Siame, an Olympian and Police Officer, ZA General Secretary Davison Mungambata said he was being removed and handed over to his employers. Mungambata said that the decision was arrived at during an executive meeting that Siame be removed and discontinue his privileges of training under the AADC -Lusaka and handed back to the authorities for normal duties. It was alleged that the athlete in a Whatsapp group misconducted himself by disrespecting the ZA executive despite several attempts to counsel him by some coaches and other officials to use normal channels of communication. Mungambata also alleged that Siame, being a police officer had been in the habit of undermining ZA officials saying police officers do not take orders from civilians. He noted that Siame’s behaviour was disappointing as he was supposed to have been a role model to other upcoming athletes. “This serves to inform you that the executive meeting held on August 18, 2020 resolved to discontinue your privileges of training under the AADC-Lusaka and hand you back to your authorities for normal duties. “The decision was arrived at following your recent behaviour where you were so disrespectful of the ZA leadership on Whatsapp despite coach Mushipe and other officials advising you to follow the right channels of consulting your club officials first on what you may not have knowledge on,” read the letter. “This is not the first time this kind of behaviour, in 2016 you portrayed the same behaviour to authorities and apologised. ZA shall have no obligation over your behaviour this time you have been handed over to the authorities and we have informed the I.G of this decision,” Siame is the only athlete to have qualified to the Tokyo Olympic Games to be held next year.

turely at week-27. According to the fans’ national chairman, Emmanuel Zulu, the decision to obtain a court injunction against the association was misguided. Zulu said the fans’ action was illegal in as far as the law governing football is concerned and put Nkana Football Club in an awkward position as the action posed a great risk for stiffer punish-
ment which could have been costly for the club. “At the climax of the Zambia Super League, we made some decisions that brought the name of the Football Association of Zambia into disrepute by the action taken which intended to obtain an injunction against the Association, “This is a learning curve and the action has taught
us a great deal in managing grievances in football. In view of the foregoing, I would like to unreservedly apologise on behalf of the Nkana Football Supporters Club and my own personal behalf for taking such a decision,” Zulu said. “Nkana being one of the oldest and most decorated clubs in Zambia, we ought to have conducted ourselves in line with the current football

TRIKER Collins Mbesuma says the Red Bull Salzburg duo of striker Patson Daka and Enoch “Computer” Mwepu are ripe enough to play for big leagues such as the English Premier League. Mbesuma said the duo are ready for big teams as he spoke following reports that Manchester United and Liverpool were said to be interested in the lethal RB Salzburg striker Patson Daka' after the Zambian scored twice for the Austrian side in
their friendly against Jurgen Klopp's side last week. Mbesuma said both Daka and Mwepu have developed to become great players who can compete anywhere in the world. The 2012 AFCON winner however noted that the decision to join any big team in Europe rests in the hands of Mwepu and Daka who are in the best position to make the right call for their football careers. Mbesuma who still have ambitions of playing for the Chipolopolo at 36 years said Zambians would be very
proud to see the duo representing the country at the highest level. “We are watching together and if he can score two goals against Liverpool, then he can play. He has played against most big teams in Europe so I think he can give it a try. “It would be good for Zambian football to see someone like Patson Daka to play in big leagues but it would be up to him as an individual because us people we can just talk but it is up to him as a player to determine whether he is ready or not,” said the burly Kaizer Chiefs

GRACE CHAILE LESOETSA WHEN is it going to end? The jostling for power has made football in the country to shrink to its worst. Many could have hoped for the Football Association of Zambia (FAZ) wrangles to finally end earlier this week but alas! the stakeholders’ meeting called by world football governing body FIFA could not take place due to the failure of the aggrieved parties to show up for the virtual meeting. Quite a disappointment on the fans’ end. One would have hoped that the meeting takes place and the matters buried one and for all. The wrangles have been on-going and September 1, should have marked the end. Dialogue is needed and with an independent body like FIFA presiding over the meeting, it could have yielded favourable results. The aggrieved parties who include Damiano Mutale have been swift in handing out injunctions and it is astonishing they were not ready for the meeting this time
around. The same people who had “prevented” the provincial FAZ elections from happening were supposed to be ready for this meeting. Didn’t they put the pile of files together to provide FIFA with evidence of injustice? Well, only they can know. But before squeezing the aggrieved “squad” who should ponder on their no-show, FIFA informed all stakeholders on Friday, August 28, 2020 that there would be this meeting the next Tuesday. Logically speaking, it is not easy to organise everything during weekends, who knows maybe they were busking in the summer sunshine when FIFA reminded them they needed to exonerate themselves as to why they have put FAZ president Andrew Kamanga and co to the sword. With a lot being said, one thing is certain, this meeting rescheduled to October 31 must take place because Zambian football has been on a decline as a result of a tug-of-war between the Kamanga-Kalusha Bwalya camps. If anything is to move, the two camps must reach an agreement for the betterment of the beautiful game in the country. It is not about an individual but it’s for the pride of the nation. Even as the meeting has been rescheduled, we hope that the aggrieved parties will come back ready and prepared to dialogue for the benefit of football. No one expects excuses from either FAZ or the aggrieved parties, they all have enough time to prepare. Time is running out, it’s time to dialogue. It’s now or never!
