GOVERNMENT should reduce fuel prices following the continued decrease in crude costs on the international market, Private Sector Development Association chairperson Yusuf Dodia has said. Mr Dodia said it was unfortunate that the price of fuel in Zambia was still high despite
the drop on international markets. He said the price of fuel was between K16 and K17 per litre when a barrel was pegged at US$90 and that it was unfortunate that prices of fuel have remained high even when the price of a barrel had reduced to between US$20 and US$30. TO PAGE 2

fraternity, Mr Shonga called on lawyers to speak out on Covid-19 to help raise awareness of the risk the pandemic presents to the entire nation as an integral part of the steps required to combat the virus. “My fellow lawyers, following a Covid-19 test I took a few days ago, I wish to notify you that my results came back positive for Covid-19. “It is critical for us to speak out on Covid-19,” he said.

FORMER State House aide Kaizer Zulu and his acquaintance Rafique Rashid have denied assaulting and kidnapping three Lusaka businessmen and a driver for allegedly spying on them. This is in a matter where Bernard Nshindo, Sengelwayo Jere, Saul Masikoti who are qualified surveyors and businessmen, and Mason Mweemba, a driver, have sued Zulu and his acquaintances Mpange Kachingwe, Rashid, and Bella Mwanza a director at Chita lodge Limited. They are seeking among other claims damages for assault, false imprisonment and kidnapping, on the pretext that they were photographing his speed boat at Chita Lodge, in Kaf-

The four, who have also cited Chita Lodge Limited in the matter, are claiming that Zulu, who was political adviser to the President, accused them of wanting to assassinate him when they allegedly photographed his speed boat. They said he manhandled them whilst firing gun shots in the air and pointed a pistol to their heads and threatened to kill them. But Zulu and Rashid in their defence argued that the plaintiffs were hiding while taking pictures of them who were having a private and confidential meeting within the vicinity of the secluded part of the lodge. The duo claimed that they alerted a police officer who was nearby to check on why the three businessmen and a driver were hiding, recording and taking

"Government has turned the petroleum industry into a money making venture through expensive fuel, even though the prices of the commodity on the international markets have reduced," Mr Dodia said. Mr Dodia said Government has made money through the Tazama, Indeni value chain and should now reduce the prices to boost the economy. Mr Dodia said Govern-
ment should do the right thing by ensuring that fuel is supplied at cost effective prices for the development of the economy. "Tariffs are controlled by regulators to avoid the situation, where the economy can come to a standstill and if government itself is going to be in the forefront of increasing these prices then the role of regulators is no longer necessary," Mr Dodia said. He said government should ensure that prices of fuel support the growth of the economy especially in the Covid-19 era.

Giving a daily update of the Covid-19 pandemic situation in the country, Health Minister Dr Chitalu Chilufya said there has been a rise in

It is that time we feared and we have not yet reached the peak!” On average, 20 percent of the samples are positive. Covid-19 can mimic any condition," Dr Chilufya has said. The country has recorded 226 new cases out of 782 tests done in the last 24 hours. This brings the cumulative number of coronavirus cases to 8, 501. Five BIDs were recorded in Ndola during the mortuary screening.

K5 million released for masks suppliers By SILUMESI MALUMO GOVERNMENT has released K5 million to pay youths who supplied face masks to Disaster Management and Mitigation Unit (DMMU) which were distributed to various schools across the country. GOVERNMENT cannot be blameless for the shamble of a national religious platform that should have been held today to discuss several important issues of the day. The government should be sensitive to the “ecumenism” challenges faced by principal churches and the need to give them due diffidence in ensuring prior and extensive consultation before such important platforms are formulated. It is our sincere hope that this platform can still be held after appropriate consultations have been made. However, it is heartbreaking and demoralising that the conscience of the nation represented by our religious leaders should abandon and boycott a high level national dialogue at a time when the nation urgently needs guidance in the face of the Covid-19 pandemic ravaging the country. It is distressing that at this unprecedented time of extreme danger when lives are being lost every day and the prognosis is not any better for the future, the church mother bodies abandon their flock in preference of maintaining their traditional turfs. We understand that both the Council of Churches in Zambia (CCZ) and the Zambia Conference of Catholic Bishops (ZCCB) have shunned the planed National Church and Religious, State Dialogue Platform that should have taken place today. ZCCB Secretary-General, Cleophas Lungu said they were not obliged to attend the dialogue platform, and yet being the largest denomination in Zambia, the Catholic membership has suffered among the highest infection and death rate from the Covid-19 pandemic. Internal blogs within church groups report an upsurge of deaths. This is a very sad and disheartening development, which the church must work with Government to address in earnest. At least CCZ Secretary-General Emmanuel Chikoya said they would have participated if the dialogue was scheduled for another day. The church should be about Christians and existential realities facing them and not a tool for institutional egotism. People are dying, hundreds are being infected and thousands others have lost jobs and capacity to earn a living on account of the global Covid-19 pandemic which is likely to get worse before it gets any better. The effects of the pandemic will encompass the social, economic and even political fortunes of this country for many years to come. Pope Francis has repeatedly said that the church leadership, just as the disciples, should remain ever connected to the branches attached to the vine, feeling for and empathising with the flock. Being a Christian, he said, meant “the Christian life is following the path of the beatitudes, following the works of mercy as the Lord teaches in the Gospel; and one must do that.” He has emphasised that ecumenism was a union of blood, based on the common experience of Christianity. It is particularly sad that in the absence of proper church guidance vultures, crooks and political opportunists seeking power in 2021 have taken centre stage. They have absolutely no concern for the pain and suffering the nation is facing. As Nigerian author Wole Soyinka mused: “Only in Nigeria will thieves be regrouping to loot again and the youth whose future will be stolen will be celebrating it.”

THE Council of Churches in Zambia (CCZ) and the Zambia Conference for Catholic Bishops (ZCCB) have shunned the planned National Church and Religious, State Dialogue Platform that is scheduled to take place today. The dialogue, which is organised by the Ministry of National Guidance and Religious Affairs is expected to among other issues focus on the role of the church and religious bodies before and during the 2021 elections, including tabling the role of the
church amidst the Covid-19 pandemic. The two church mother bodies however confirmed to the Daily Nation yesterday that they were not available to attend the dialogue platform. ZCCB secretary-general, Cleophas Lungu said that the conference was not obliged to attend the dialogue platform. “We will not be part of the dialogue platform, and we are not obliged to,” he said. And CCZ secretary-general, Emmanuel Chikoya said that the council would have taken part if the dialogue was scheduled for another day. “The programme was
scheduled to take place today (yesterday) but has been moved to tomorrow (today) which has caused a bit of a challenge for us,” he said. Fr Chikoya however maintained that the council would stick to its role on issues of development and governance. However, considering Covid-19, the Ministry of National Guidance and Religious Affairs only invited a limited number of participants to the Dialogue Platform. The invitation was extended to all church mother bodies, religious bodies and the churches.
All applicants to K30m youth empowerment to get money By SILUMESI MALUMO PRESIDENT Edgar Lungu has directed that all artists who will apply for the K30 million youth empowerment scheme must access the funds. And Minister of Tourism and Arts Ronald Chitotela said Government was eager to transform the arts industry because it was critical to the country’s economic growth. President Lungu in a speech read for him by the Vice President Inonge Wina yesterday during the launch of Presidential Choral Arts Festival and the K30 million youth empowerment scheme targeting artists, said it was prudent that even artists in remote parts of the country benefited from the stimulus package which had been provided by the Government. The Head of State said “The scheme will enable the youths to transform the communities through the talent that God gave you. President Lungu urged the National Arts Council to take a consultative approach so that the scheme benefited many artists. He said all the artists who would apply must be given an opportunity to access the funds. “I am also reliably informed that the guidelines of the scheme were developed in consultation with art leaders and the Citizen Economic Empowerment Commission. Police get tough on Covid regulations enforcement By PETER SICHALI POLICE will consider using Edwin Imboela Stadium for detaining people who will be arrested for disregarding Covid-19 guidelines, Police spokesperson Esther Katongo has said. Ms Katongo said police will also liaise with Lusaka City Council to establish a fast track court to avoid congesting detention facilities. Ms Katongo said those found in public without a face mask will be arrested and made to pay a fine of K750 or serve a prison sentence of six months. She said Police have embarked on sensitisation of citizens on the Covid-19 guidelines and that those who fail to comply will be arrested. “We will give them information first of all and if they do not want to follow we will pick them,” she said. Ms Katongo said failure to wear a mask while in a public place is actually a criminal offence and those found wanting will be arrested under Section 6(1)(b) as read with section 11 of the regulations. “If found guilty you are liable to a fine of K750 or imprisonment for six months or both,”Ms Katongo said. Ms Katongo said police will find several other ways of dealing with the perpetrators.

Sick Kambwili misses court By OLIVER SAMBOKO SICKNESS yesterday prevented NDC leader Chishimba Kambwili from attending court in a case he is charged with defaming President Edgar Lungu. When the matter was called before Magistrate Felix Kaoma, for continuation of trial, both Kambwili and his lawyers were not present in court leading to an adjournment. The prosecutor informed the court that Kambwili had sent a representative who wanted to address the court. Meanwhile, Kambwili’s representative, Brian Chimba, 47, of Libala South told the court that Kambwi was absent because he has been in hospital for the past three days. In this matter, Kambwili is facing one charge of defamation of the President following a complaint filed in the Lusaka Magistrates’ Court by New Congress Party leader Peter Chanda. The matter has since been adjourned to August, 26, 2020, for mention and fixing of trial dates.
Govt to promote trade with Angola By NATION REPORTER GOVERNMENT is determined to ensure that it promotes trade between Zambia and Angola through the promotion of investment in existing and new railway lines, Transport and Communications Minister, Mutotwe Kafwaya has said. Mr Kafwaya said there was an investor willing to invest in the railway sector connecting North-Western and Western provinces to Angola. He said this when he paid a courtesy call on the Ngambela (prime minister) at Barotse Royal Village in Limulunga yesterday. “We see that railway transport is becoming significant. As a matter of fact, not too long ago I was speaking with Heola. “There is an investor who is willing to come and invest in this part of the country and set up railway transport connecting Mulobezi through to Angola,” he said. Mr Kafwaya said there were many investors who want to do a better railway infrastructure along the existing line of rail. He said that this would mean extending into Democratic

He also said Western Province has been opened up by way of constructing communication towers. Speaking earlier, the Ngambela said the people in the area appreciated the improved mobile connectivity through the construction of towers. He said that people were now able to communicate easily.

"We further advise members of the public to ensure that they mask up when in public places as that is a direction given by health experts in a bid to avert Covid 19,” she said. According to Regulation number 14 of the Statutory Instrument number 22, any person who fails to comply with a direction, prohibition or restriction of an authorised officer, commits an offence. Wearing of mask is one such direction given by health authorities.

Mary Help of Christians Parish Priest in charge Fr Fabian Pikiti said the community started a new Church and have moulded bricks for the project. He said it had become important to turn St Mark the Evangelist into a parish following the growth of the church in the area. Fr Pikiti said the new parish will cater for Chiombo, Bulanda , Munkonge, Mubanga Lupiya , Yumba , Chanda Katebo , Kabila , Kasakula, Kasesha , Maipambe , Kanyanta , Masangwa , Lunina , Kapelelembe , Malanda ,Kafukula, Chifwembe and Chisokolo. The priest has thanked the family to the late Edgar Munkonge for giving part of the land for the construction of the priest’s house. And Fr Pikiti said the Church is grateful to the family of Chief Munkonge Chilekwa Mwamba for their support to the Catholic Church in Kalundu area. Fr Pikiti said the chief had contributed significantly to the establishment and building the Church in Kalundu area which has been part of Chilubula Parish.
K249, 600, 000 CDF funds released By NOEL IYOMBWA GOVERNMENT has released constituency development budgetary allocation for 2020 amounting to K249, 600, 000. Local Government Minister Dr Charles Banda said the amount is meant for distribution to all the 156 constituencies of which each will receive K1.6 million. “I wish to inform the nation that in 2018, K209, 337, 616.00 was released from the treasury and the ministry in turn disbursed the funds to 132 constituencies. “The 24 constituencies not funded from the CDF were constituencies that had members of Parliament who were Cabinet ministers. I URGE Government to formulate a statutory instrument (SI) on corporate social responsibility to help councils countrywide to counter irresponsible business houses and companies in their jurisdiction. Currently, councils can only lobby or rather engage companies to more or less like beg them to address a few challenges the districts grapple with due to these companies' action. It is for this reason the government should pen it down on paper that any company neglecting to mend, repair or otherwise compensate for any infrastructure it has put to tear and wear with legal connotations. The tarmac by Chigayo on the road going to Lulamba township in Chingola is half gone due to tear and wear caused by heavy laden trucks that pack at Chigayo, leaving other motorists with only one lane to share, which is
very dangerous. Yet these companies are seeing the tear and wear they have caused to the road there but they carry on as if its business as usual when we are almost two months before the rain season. If it will be left unattended to, this spot will be a deadly spot for accidents because even the adjacent road going into loop area become unpassable right from the tarmac during the rain season. This adjacent road getting in loop area however can easily be done through the office of the ward councillor who definitely sees the bad state of the point in question. So, can Government make it mandatory for such situations to be addressed through an SI that gives powers to councils to summon such companies to mend or/and repair the damage caused by their action without any hustle but with full legal backing. OR some time now, Government has been fighting the Football Association of Zambia (FAZ) using some ministries but we are shocked that sports facilities like the Heroes Stadium have become a den of snakes and rodents. We checked on the Heroes Stadium and the drainage around this sports facility is blocked, road in a bad state and grass which is not slashed making it easy for one to spot a snake or mice that have now found a new home. This is a facility that hosts many important events that range from football matches, church gatherings, musical; concerts, weddings and other state functions. Leaving it in its current state will disadvantage the government revenue the stadium can generate. As youths in Matero, we want to challenge the Youth and Sports Minister Emmanuel Mulenga who has for a long time now been
fighting the football association and his counterpart at Works and Supply madam Chalikosa to come and see what this national asset has turned into.
A number of sports facilities in Lusaka have been leased out to private investors, a situation that continues to disadvantage the young in society as it is evi-

Kalulushi Covid-19 boosted By ROGERS KALERO THE rising cases of Covid-19 has forced Kalulushi Municipal Council (KMC) to renew the contract of 35 temporary employees who were engaged specifically to handle matters related to the pandemic. Workers were engaged in disinfection of public places, sensitisation and other duties. Council Assistant Public Relations Manager, Lidah Kamanga, said the 35 temporary employees were engaged in May and contract was expected to end in July, but following the rising cases of Covid 19, the local authority decided to extend their contracts for the next two months In an interview in Kitwe yesterday, Ms Kamanga said the employees were engaged following the outbreak of Covid 19 to boost the Public Health Department. "In an effort to intensify the fight against Covid 19, the local authority has put in place a number of measures which includes
boosting the Public Health Department through the engaging of 35 temporal employees. “These are engaged specifically to handle matters related to the deadly pandemic. We have decided to renew their contract for two months in order to renew the vigour of fighting the Covid 19,'' she said. Ms Kamanga said the local authority had intensified its operation in various areas to ensure that bar and restaurant owners adhere to the stipulated health guidelines. She expressed concern that some people were buying beer from bottle stores and drinking from crowded car parks without observing social distancing. She added that the behaviour of people drinking beer from car parks and open spaces was defeating the purpose of fighting the Covid-19. "We have a situation where people buy beer from bottle stores and then they go and drink it from play parks and open spaces without observing social distance and are not even wearing masks. For them what matters is beer and not get,'' she said. olition of illegal structures in Mindolo North had left more than 40 families in serious problems and so it was imperative that the ring leaders of the illegal sale of land were punished severely. In an interview in Kitwe yesterday, he said the demolition should also send a warning to other squatters like those in the Nkana Polo Club not to cling on to the pieces of land which were not legally theirs.
He said crooks who were involved in the illegal sale of land were always causing problems to people whom they were selling land. "Yes, they should brought to book and punished accordingly because they have caused the sufferings of those people whose structures were demolished because they sold them land which was not theirs," Mr Bweupe said Mr Bweupe said it was sad

FARMERS with cattle in Pemba have been advised to be on high alert and avoid mixing their animals with those from other districts. District Commissioner Reginald Mugoba has said doing so will help in the prevention of Foot and Mouth Disease (FMD) which has already been reported in other districts of Southern Province. Mr Mugoba told the Daily Nation that farmers should also start dipping their animals regularly. He said that failure to do so will put the animal population in the district at high risk. Mr Mugoba said that farmers in the district rely on cattle for farming and therefore, if FMD wipes the cattle in the district, then it will be a disaster. He has also advised farmers not to sell their animals for whatever reason. He said that the farming season is around the corner and so, farmers should start preparing as such.

with Mnangagwa, they returned without honouring meetings with the main opposition party MDC's two factions, the MDC-T and the MDC Alliance. It is expected that the envoys returned to brief Ramaphosa, and will at a later time return to Zimbabwe. The MDC-T, led by Thokozani Khupe, confirmed that there was meant to have been a scheduled meeting with the envoy on Monday. – FIN24.

Joe Biden picks Kamala Harris as running mate
Kamala Harris WASHINGTON - Democratic US presidential hopeful Joe Biden has selected US Senator Kamala Harris as his running mate. She is the first black woman to serve in the role. Harris, 55, was once in the running to be the Democratic candidate, but dropped out in December. 81 killed as disarmament drive erupts in violence JUBA - At least 81 people have been killed in the South Sudan region of Warrap State following heavy fighting between armed civilians and government forces carrying out a disarmament exercise, the military’s spokesman said on Tuesday. Lul Ruai Koang said the two-day clashes erupted over the weekend after some armed youths in the Greater Tonj area started engaging the security forces. The authorities are investigating. – REUTERS.

WE are still committed to holding the meeting with stakeholders and have been in constant communication with the soccer governing body FIFA but was only waiting for Covid-19 guidelines to be relaxed, says the Football Association of Zambia (FAZ). But former FAZ executive Committee member Elijah Shenko Chileshe has noted that the association and the Ministry of Sports needed to speed up the process of call-
ing for the meeting if wrangles are to end in Zambian football. Shenko expressed concern that the meeting which should have been called ten days after signing the truce between the warring parties was taking long.
