YALI president, Andrew Ntewewe demanded that the issue of Director General be resolved now because the country cannot afford to have such a big institution being led by a person in an acting position for a long time.

Import cover has slightly declined despite the marginal move on account of increased imports following Zambia’s ease in lockdown protocols which increased border traffic. The realised surpluses on the current and capital accounts more than covered net outflows in the financial account, resulting in an increase in gross international reserves, Bank of Zambia (BoZ) Governor, Denny Kalyalya, said this yesterday in Lusaka at a press briefing. Dr Kalyalya said gross international reserves, at US$ l.4b (equivalent to 2.3 months of import cover) at end-June 2020, were US$49.6m higher than at

US$91 .0m were mining tax receipts, which combined with other receipts more than offset Government debt service payments. “For the first half of the year, net foreign exchange purchases amounted to US$283.4m, of which US$140.8 million were mining tax receipts,” Dr Kalyalya said. He said preliminary data indicated that the current account surplus narrowed to US$2 l 0.3m in the second quarter of 2020 from US$446.2m in the first quarter. Dr Kalyalya said this was largely driven by the deficits on the primary income and services accounts, which more than outweighed improvements in the balance of goods surplus. He however said the on-going fiscal spending pressures were compounded by measures taken to contain the Covid-19 pandemic. At the same time, he said, the pandemic had precipitated a sharp drop in revenue. “In light of the high external debt and expansion in domestic borrowing, bringing the fiscal deficit to sustainable levels over the medium-term has become even more challenging,” Dr Kalyalya

The organisation had carried out raids on four companies namely, Lafarge Zambia Plc, Dangote Cement Zambia Limited, Zambezi Portland Cement Limited and Mpande Limestone Limited. Ms Kasumpa said despite investigations being hampered by the outbreak of Covid-19, they had made great progress contrary to media reports.
“CCPC reiterates that it will not condone any exploitation of consumers by any company and wishes to inform the general public and the media that the outcome of the investigation will be communicated as soon as investigation are concluded,” she said in a statement. Ms Kasumpa warned all perpetrators that cartelistic conduct was criminal in nature and any company found wanting would be punished.

The NDC leader however told the Daily Nation that he was in a stable condition and recovering very well. “Yes I tested positive but recovering very well. Check, I have issued a statement on my Facebook page,” he said. Dr Kambwili said since he was diagnosed with the virus, he had physically stopped engaging in politics. “As some of you might have noticed, I have not been physically engaging in politics. Most of my communications and political engagements with the public have been through my Facebook page and other social media platforms,” he said. He said the doctors did the best they could to ensure his condition was stable. Dr Kambwili thanked his family and party members and Zambians at large for their support and prayers.
THE Lusaka High Court has nullified the decision of the Labour Commissioner, Chanda Kaziya, to terminate the recognition agreement between the University of Zambia Lecturers and Researchers’ Union (UNZALARU) and the University of Zambia management. Management has been ordered to forthwith comply with the provisions of the recognition agreement. According to a letter addressed to UNZALARU members by union secretary general, Kelvin Mambwe, the court also ordered the losing parties to meet legal costs incurred by the union in prosecuting the matter. In this matter, UNZLARU had sued the Attorney General, in representative capacity for the Labour Commissioner, and UNZA

Fugitive PF youth surrenders to cops By SIMON MUNTEMBA & TROY MUKUPA FUGITIVE Eastern Province PF youth chairperson, Emmanuel Banda, who was wanted for allegedly invading and attacking police officers at Lusaka Central Police station has handed himself to police. Recently, Police in Lusaka launched a manhunt for Mr Banda, who is alleged to have let PF cadres into an attack on Lusaka Central Police station where they assaulted unsuspecting officers on duty. Mr Banda who was escorted by a few of his supporters arrived at Lusaka Central Police at around 11:00 hours and was immediately led into an interrogation room. After about two hours of interrogations, the police announced that Banda together with four others were jointly charged with aggravated assault. In an interview, Police spokesperson, Esther Katongo, said that Mr Banda handed himself over to the police and was charged with aggravated assault. “I wish to confirm that Mr Emmanuel Banda commonly known as Jay Jay has handed over himself to our officers and has been charged jointly with four others who were initially arrested with aggravated assault with intent to steal, ending the long manhunt,” Ms Katongo said. She said Mr Banda who was released on police bond yesterday would appear in court today.

Embattled NAREP president wins reprieve BY GRACE CHAILE-LESOETSA STEVEN Nyirenda will continue as National Restoration Party (NAREP) president following an ex-parte order of an interim injunction granted to him and three others by the Lusaka High Court. The ex-parte order of an interim injunction prohibits NAREP vice-president, Charles Maboshe, and six others from interfering with party matters and use of its secretariat. “Upon reading the affidavit on ex-parte summons for an order for an interim injunction deposed by NAREP national chairperson Jimmy Mubambwe, it is hereby ordered that an ex-parte order of an interim injunction be and hereby granted to the plaintiffs restraining the defendants from interfering with the administration, governance and the use of NAREP secretariat situated,” ordered Justice Wilfred Muma. Justice Muma also ordered that Mr Maboshe and six others are banned from issuing statements regarding the party and its leadership. The Judge directed for inter-parte hearing on August 27, this year In this case, Mr Nyirenda and others have sued Mr Maboshe and the six to the Lusaka High Court challenging his expulsion as NAREP president. Mr Nyirenda, his secretary-general Ezra Banda, along with Mr Mwelwa Ngosa and Mr Mubambwe took the matter to court. They sued Mr Maboshe, Mr Ezra Ngulube, Mr Maybin Kabwe, Mr Frank Sichone, Ms Evelyn Malango, Ms Susan Chipeta and Mr Thomas Kayola, seeking a declaration that his (Mr Nyirenda) expulsion was null and void. They also want a declaration that he was duly elected as president of the party, arguing that there was no provision for the removal of a sitting president through a vote of no confidence than what was indicated under Article 37.
On August 15, the defendants are said to have regrouped after a failed meeting and decided to expel Mr Nyirenda and immediately replaced him with Mr Maboshe as interim party president.
Lubambe mine gets new lease of life BY NATION REPORTER LUBAMBE Copper Mine has discovered a new ore body containing 235 metric tonnes of Copper and Cobalt which is expected to extend the Chililabombwe Base Mine’s lifespan to 30 years. The company’s chief executive officer, Mr Nick Bowen said the new ore deposits would need an injection of US$10 billion before it could be exploited. Mr Bowen said the mine in phase one would produce 90 metric tonnes of Copper and in phase two produce 160 metric tonnes. “We have discovered a new ore body containing 235 metric tonnes of Copper and Cobalt which is expected to extend the Chililabombwe Base Mine’s lifespan to 30 years,” he said. And Mines and Mineral Development Minister, Richard Musukwa expressed happiness at the discovery, saying most mines in Zambia had a life span of 10 years. Mr Musukwa said the new innovation and exploration programme going on which give a lifeline of over 30 years at four percent was a milestone in Zambia and world over. He prodded Lubambe Copper Mine workers to rally behind management and make a difference.

REGAIN TRUST IGNORING the public’s outcry on their failure to investigate certain criminal activities allegedly committed by key figures in the opposition political parties will not do the Anti-Corruption Commission (ACC) and Drug Enforcement Commission (DEC) any good. The two institutions owe it to the public to explain what the status quo is regarding the numerous complaints lodged by several aggrieved parties over the conduct of certain individuals in the past. Their silence can only be interpreted as a sign of guilt, that they are guilty as charged - selective investigation of cases based on one’s political leanings. But that is not what is expected of these wings. A prima facie case has been established against the ACC that it has not acted or responded to queries on cases in which a leading opposition figure has been implicated. UPND president Hakainde Hichilema’s involvement in the privatisation programme has raised a lot of queries. Key among these is the sale of Intercontinental Hotel in Livingstone and withholding the secret forensic audit of Saturnia. New Congress Party president Peter Chanda is right over his complaint that despite a public outcry on the need to investigate Mr Hichilema’s role in the Saturnia scandal, press queries on the same have remained unanswered. We too are appalled over the manner the Saturnia pension scam reported by former BP workers has been handled. According to Mr Expendito Chipalo, a former BP employee, he and others had submitted a dossier of how employees’ pension was stolen to the ACC but nothing had been done. As Mr Chipalo noted in an interview, theft of employees’ funds was a serious criminal offence but the ACC was reluctant to investigate the matter. Mr Chipalo said it was shocking that even though it was given evidence four years ago, the ACC had not shown any seriousness to deal with the matter. This is why the public has questioned whether the two institutions have been infiltrated and are thus only going after those aligned to the ruling Patriotic Front – particularly ministers – in an effort to get at the Presidency. President Edgar Lungu is also on record to have questioned the impartiality of the ACC – a damning indictment – which should actually lead to an internal clean up exercise to restore its reputation. Pastor Chanda believes both the ACC and DEC are compromised because they are just targeting certain individuals who have not even indulged in corrupt activities. They have left some opposition leaders responsible for some of the current economic ills stemming from the privatisation era through the dubious sales of national assets. The public is yet to be told what has come of the 48 mysterious houses in Lusaka’s Chalala area that the ACC initially said they could not trace the owner. We are glad that former Vice President Enoch Kavindele, using his influence, has questioned the failure by the ACC to prosecute the owner of the 48 houses which are most likely proceeds of crime. Mr Kavindele said the owner of the 48 houses must face the law like some ministers were being prosecuted for alleged corruption. As Mr Kavindele noted, someone on Government payroll could not build such houses worth millions of Kwacha. The nation demands that both the ACC and DEC must be proactive in their operations. The fight against corruption must be fair and not target people because of their political inclinations. The must restore professionalism and regain the people’s trust by going back to the basics.

EAKENING of consumer demand as a result of risks associated with Covid-19 has led to the exceptionally cutting of the benchmark interest rates to 8.0 percent by the Bank of Zambia (BoZ), levels never seen before. This is the lowest policy rate since 2012 when the central bank pegged it at nine percent. The move, which is the second consecutive rate cut in the year, is meant to safeguard financial stability and protect people's livelihood in the
wake of Covid-19 pandemic. BoZ Governor, Denny Kalyalya, announced the cutting of the rate by 125 basis points to 8.0 percent from the previous 9.5 percent in Lusaka at a press briefing. This brings the rate cut quantum to 450 basis point year to date. The development means that the cost of borrowing is further expected to be adjusted downwards to support stability in the financial sector and economic activity. Dr Kalyalya said the Monetary Policy Committee noted the significant worsening in economic conditions over the
second quarter and the much weaker growth prospects in 2020 than earlier anticipated. Dr Kalyalya however said: “although projected to remain above the upper bound of six to eight percent medium term
target range, inflation is expected to steadily decline and reach the upper bound by the end of the forecast horizon. "This is premised on the expected moderation in food prices due to the improvement in the supply of food items following the notable increase in crop production from the 2019/2020 farming season," he said. Dr Kalyalya stressed the need for urgent macroeconomic adjustment measures, underpinned by the reorientation of expenditures to address the adverse impact of the pandemic to save peoples’ lives.

According to statement issued by special assistant to the President for press and public relations, Isaac Chipampe, the Ministry of Health sent experts to evaluate her. “She underwent a comprehensive medical assessment that included history taking, clinical examination, radiological and laboratory testing. The clinical care team then recommended that she be managed under home isolation under the community model with intensive and clinical and nursing monitoring. “Her Honour the Vice President has some mild symptoms that are being managed appropriately and her condition is stable. She is in high spirits and working virtually under the new normal. She looks forward to returning to office after recovery and will continue to advocate for a Covid-free Zambia,” the statement read.
THE Electoral Commission of Zambia (ECZ) has revised voters’ registration budget from the initial K842 million to K674 million. ECZ chief electoral officer, Patrick Nshindano, said the reduction was because of the Covid-19 and reduced fiscal space. At a media briefing yesterday, Mr Nshindano said the ECZ has received almost half of the required funds for the voter registration exercise. He said that the Treasury had released K325m
out of the K674m and expressed confidence that the remaining amount would be availed as scheduled. Mr Nshindano said that the budget for the 2021 polls was estimated at K1.5 billion. He added that the procurement of voter registration and election materials had reached an advanced stage And Mr Nshindano said ECZ had made progress towards preparations to facilitate voting in prisons. Mr Nshindano said a technical team recently returned from a provincial tour of the correctional fa-
cilities to access and check the suitability of the facilities in view of the forthcoming voter registration exercise and subsequent conduct of the elections. He said that it is expected that the team will conclude drawing up of the specific operational procedures by mid-September 2020, which will be in time for the voter registration exercise in October. Mr Nshindano also disclosed that the ECZ is engaging other stakeholders to see if the prisoners can participate in other elections apart from the Presidential polls.

And the PF central committee has advised members to embrace peace, restraint and exemplary behaviour as they start
mobilising for the by-elections. The by-elections follows the deaths of Lukashya MP, Mwenya Munkonge and Mwansabombwe MP, Rodgers Mwewa. Announcing the adoptions at a media briefing in Lusaka yesterday, PF Secretary-General, Davis Mwila, said the party was confident of scooping the two seats. Mr Mwila said the central committee chaired by President Edgar Lungu adopted Mr Chisanga and Mr Kampampi for the
upcoming parliamentary by-elections. Building on the good works of departed MPs, Mr Mwila said, the PF was certain to win both seats. He said people would vote based on development, peace and national unity which is offered only the by PF under President Lungu. He also called on all party structures, members and the general citizenry to continue actively promoting strict adherence to Covid-19 guidelines.
Ministers haven’t refused to pay back salaries, court told By GRACE CHAILELESOETSA THE 64 ministers who continued to earn a salary after dissolution of Parliament prior to the 2016 elections have not objected to the K4.7 million quantified by the State, as emoluments which they are supposed to pay back. However, Dr Ngosa Simbyakula and 63 others through their lawyers Messrs Ellis and Company, H Kemp and Company and Lungu Simwanza and Company said they were not paid their repatriation al-
lowances amounting to K15, 000 each. This is according to a notice of non-objection to the quantum settled by the Attorney General. "Take notice that the respondents do not object to the quantum of emoluments as quantified by the first respondent (Attorney General). Save (I) that the said respondents were not paid their repatriation allowances in the sum of K15, 000 per person. “The (ii) the 31st respondent Obius Chabu Chisala did not receive his June and
July 2016 emoluments as his contract of employment was terminated on June 8, 2016," read the notice. Last month, the Ministry of Finance told the Constitutional Court that former Cabinet Ministers and Deputy Ministers who continued to earn a salary after dissolution of Parliament between May and July 2016 owe the State K4, 778, 664.10. The State through the Attorney General’s Chambers had asked the Constitutional Court to assess the amount the ministers were required to
pay back. This follows a judgement of the Constitutional Court on August 8, 2016, which ordered them to payback emoluments accrued during that period. The judgement was as a result of a matter where LAZ and UPND challenged the continued stay in office of the ministers after Parliament was dissolved ahead of the 2016 general elections. PF secretary-general, then Justice Minister Dr Simbyakula and 63 others were petitioned in their personal capacities.

HE Zambia Revenue Authority (ZRA) has reduced its online system operation costs by US$5 million (equivalent to K90 million) since the implementation of the locally developed tax-online system. ZRA this year launched the new taxonline system which is the largest Information Technology solution ever built in Zambia by Zambians and for the local market. As a result, ZRA has made huge savings because the current system only gobbled US$3 million without added costs, says organisation Commissioner General, Kingsley Chanda. Tensions loom between tobacco producers as ban lifts JOHANNESBURG - British American Tobacco South Africa has urged government to ratify the World Health Organisation’s Illicit Trade Protocol now that the ban on cigarette sales has been lifted, in a bid to combat illicit trade it fears has taken root under the ban. In a statement issued on Monday, BATSA noted South Africa had signed the comprehensive international rules. Batsa, which previously held the lion’s share of market share in the country, said it had lost a significant amount of market share under the sales ban, yet research had shown that most smokers had been able to buy cigarettes. Illicit traders were cashing in, it said. Batsa also charged in its statement that cigarette companies associated with the Fair-Trade Independent Tobacco Association took over the tobacco market over the past five months, when the trade of tobacco products was banned - something FITA, for its part, strongly denied. The ban on cigarettes has been a bone of contention for the tobacco industry, with FITA contesting the ban in court. The Supreme Court of Appeal in Bloemfontein granted FITA leave to appeal in its case against the tobacco ban after the North Gauteng High Court in Pretoria dismissed the appeal. THE University of Zambia (UNZA) is developing a method for the rapid detection of the coronavirus that will be low cost and based on easy-to-use point of care devices. UNZA acting head of communications, Brenda Bukowa, said the multidisciplinary research project drew expertise in virology from the School of Veterinary Medicine. It would use low power and was being undertaken by a team of researchers in the Department of Chemistry and Biological Sciences under the School of Natural Sciences. Dr Bukowa said the goal of the research was to develop a method that would have a portable device and could detect the virus in a much shorter period compared to the conventional methods. Furthermore, she said, the method would require less expertise to perform, involve lower costs, and be less labour intensive. Meanwhile, UNZA acting Vice Chancellor, Dr Tamala Kambikambi was happy that the team of experts was developing the novel method for the detection of the CoronaVirus. Dr Kambikambi stated that when faced with a crisis such as the COVID-19, the country looked for answers from researchers from institutions like UNZA. She said the team of experts had shown commitment to finding solutions to the global crisis through the efforts being put in place to develop a method for testing COVID-19. Dr. Kambikambi said she was optimistic that the portable device to be developed would be of great importance in monitoring those that have the virus during therapy. She added that the method for testing to be developed would add value in surveillance efforts being carried out in the communities and at strategic points owing to its ease in deployment and use. The acting Vice-Chancellor ENGLISH expressed gratitude to the National Science and Technology Council (NSTC) for providing initial funding for the research.

MULTICHOICE Zambia has donated Personal Protective Equipment (PPEs) worth K2.5 million to frontline workers in the fight against COVID-19. A total of 10,000 KN95 face masks and 10,000 disposable isolation gowns had been donated. MultiChoice Zambia Chief Customer Officer, Leah Kooma, said the core focus for the donation was delivery of PPEs to people at the frontline of the fight against COVID-19. Ms Kooma stressed that MultiChoice Zambia would continue to support the fight against Covid-19 by ensuring that staff and customers visiting the branches were adhering to the health guidelines. “Today, the support we bring through this donation comes in the form of Personal Protective Equipment (PPE) that includes a total of 10,000 N95 Face Masks and 10,000 Disposable Isolation Gowns – valued at K2,593,787,” she said during the donation recently. While receiving the donation at Ministry of Health offices, Health Minister, Chitalu Chilufya, extended his gratitude for the support from MultiChoice Zambia towards the safety of health care workers. “This protective equipment is very important when it comes to health workers because it facilitates a healthy working environment and provides a safeguard against contracting or spreading the virus among fellow medical colleagues and re-infection of patients,” Dr Chilufya said. NATIONAL Democratic Congress (NDC) Northern Province Secretary Bwalya Chipepo has resigned from his party to join the ruling Patriotic Front. Mr Chipepo announced his resignation at the PF provincial office in Kasama. He said he could not continue to criticise the PF Government and its leadership when everyone was able to see the massive development delivered across the country. CHASEFU constituency aspiring candidate, Chanoda Ngwira, has presented a water pump to the people of Kaimbonye in Chasefu. Mr Ngwira who is a PF member has urged the people not to always ask what Government should do for them, but ask what they can do for Government. He said the Kaimbonye community which had over 500 families had challenges of water for almost two years after the borehole stopped functioning. “With pleasure today, we presented to the community of Kaimbonye, Susa ward in Chasefu Constituency of Chasefu District, a fully functional water borehole. “This will enable the people access clean water after about one year and half without clean water due to a dysfunctional borehole,” he said. He said he donated funds for repairing the broken borehole last month and was happy to see the work completed within the stipulated time. He bought spare parts such as a pump, pipes, rubber among others. Mr Ngwira also distributed face masks, hand side and has also been sensitising the public on Covid-19. He donated funds for roofing a one by three classroom block at Champeta Basic School. He explained that a school had no roof since 2018 and ENGLISH took it upon himself as a former resident and child of Chasefu to help with funds for iron sheets among other things.

Look, supply, demand, inflation, and other economic factors will cause changes to a currency's price or value. It is these changes that ultimately determine the strength of a currency and what it can buy. Our Zambian Kwacha is the ninth strongest currency in Africa which has 54 nations at most. Meaning our Kwacha is stronger than 45 nations and it was recently beating the South Africa rand before the Covid affected our trades. It is this strength that makes the goods and services cheaper in our nation, the very reason some Zambian companies would prefer selling outside the country to maximise their profits because our neighbours pay more and we pay less. Is it not strange that the foreigners are appreciating our nation more than ourselves. They have found the greener pasture some of you are looking for. Truth be told, the PF has worked tirelessly to bring order and sanity in the party and the nation. So instead of choosing to be ignorant and arrogant for nothing, first put your house in order, find a running mate, find a manifesto and find a sane leader who will put the interests of the people first, unlike promising them the return of Anglo American. Some men are built to lead and others are built to rear cattle, either way one cannot do without the other because one needs to feed and the other needs to eat to lead, so let's stay in our lanes. We wish to convey our deep and heartfelt condolences to his dear wife, and children on their tragic loss. We pray to God Almighty to comfort them at this difficult time as they feel the pain of the passing of a beloved husband, father, grandparent, uncle and indeed a relative and friend to many. The late Cde Zulu served the party and the nation at large with distinction during his period of service. As a freedom fighter he was a committed nationalist who sacrificed and shared selflessly his time and resources for the cause of freedom and independence for our country. As a leader both in the Party and its
Government he was firm, disciplined and dedicated to duty. He worked for the sake of his fellow Zambians and humanity at large. Cde Zulu contributed immensely to the development of human capital and institutions both in Zambia, and the African continent, In particular the Southern Africa region where he was a reliable ally of the struggle against the forces of reaction, racism, apartheid, neocolonialism and imperialism. He was truly committed to the cause for human freedom, peace and progress across the globe. Cde Zulu was a hero of the national struggle, a builder of our nation, and a friend to the underdog, the vulnerable, the displaced and the common people of our country. Dear Editor, TO DAY, Zambia mourns one of the most distinguished leaders of our country. Hon Grey Zulu epitomises all that is moral in public office. He represents a fading species of leaders who ascended to public office through pain and sacrifice. He was one of the few remaining members of Zambia’s first cabinet led by Dr Kenneth Kaunda. Hon Zulu was a loyal servant, not only to his President, Dr Kenneth Kaunda but more so to his country. He spent all his life in the struggle and in the shaping of a new nation we now call our own. Unlike most leaders of our time, Hon Zulu did not serve his country for profit.
He served to prepare a future for those of us who were to come later. His death continues to scratch on the conscience of those in government who have power to ensure that those who have served this country do not die in poverty but in honour. Hon Zulu as Secretary-General of UNIP was the equivalent of Vice President. He however spent his entire life out of government with no benefits or official support. He shall only be remembered in death with a state funeral. As a nation we need to summon our conscience and give honour to whom honour is due and the best way to do this was to honour such valiant national
leaders with a constitutional package to sustain them in the later years of their lives. On behalf of my wife Florence and the New Hope Movement for Multiparty Democracy, we send our deepest condolences to the widow, Dr Kenneth Kaunda, UNIP and President Edgar Lungu and government on this national loss. RAFFIC flow at Kasumbalesa border in Chililabombwe has improved following the implementation of the coordinated border management between Zambia and Democratic Republic of Congo (DRC). The Zambia Revenue Authority (ZRA) said that the measures that were put in place at Kasumbalesa border had seen enhanced flow of traffic. ZRA Kasumbalesa Senior Manager, Malama Chiwama, said that Zambia had embraced the coordinated border management for a successful flow of traffic. Mr Chiwama said that Zambia created a good working relationship with the DRC officials which he said was vital in that aspect. Previously, hundreds of trucks were marooned at the border especially those that were headed to the DRC due to certain procedures and the size of the road. The border sees between 600 and 1000 trucks
being cleared on a daily basis. "The Congo bound trucks had so many procedures to go through and our yard could not hold many trucks hence having congestion," he said. Mr Chiwama said that the one more lane of the road getting into Congo was created making them three in order to help the flow of traffic. He stated that the Zambian side made an agreement with their Congolese counterparts to have certain procedures carried out on the Zambian side so that trucks were not taking long to be cleared. Mr Chiwama said that with the small yard that the border had, it was difficult for traffic of about 600 to 1000 trucks to flow. He said that the two countries also agreed that the working hours be adjusted with knocking off time being from 18:00 to 21:00 hours. Mr Chiwama said all the agreements had been documented and signed by both sides that were also holding daily review meetings so that they could be moving on the same page.

WORKERS at CCGP farms (former Zambeef farms) in Sinazongwe yesterday staged a protest over delayed salaries for July. The protest comes barely a week after Sinazongwe Zambia Member of Parliament Gift Sialubalo made an appeal to the Ministry of Labour 717 / 09687289948 and Social Security to take keen interest in the welfare of workers at the Chineseowed farm. A large number of workers gathered at the farm to express their concerns and frustration over their delayed July salaries. Mr Sialubalo told the Daily Nation yesterday that CCGP employees were agitated about the delayed payments, hence the resolve to stage a protest. He said that it was saddening that workers were not paid their July salaries amidst the negative impact of the Covid-19 outbreak

In an interview, one of the workers said their grievances were not about salary increments but delayed July salaries. “At the end of the month, they (management) kept quiet and never told us anything about our salaries.
So we opted to protest after noticing a number of days have passed without being paid,” he said. When contacted, Sinazongwe District Commissioner Shenah Muleya confirmed the protests stating that
it was due to lack of communication between management and employees. This came to light when Water Development, Sanitation and Environmental Protection Minister, Jonas Chanda, inspected the water upgrade project being undertaken by the water utility firm. Project Engineer Mufalo Kabika said that if project was completed, the issue of erratic water supply would be 3, resolved. 2018 He attributed the delay in completing the project to lack of a dedicated ZESCO power supply line to avert the impact of load-shedding. Women in Kasiya ward want empowerment By ANDREW MUKOMA WOMEN in Kasiya ward in Livingstone have appealed to Government to come up with empowerment projects for them. The women who convened for a PF mobilisation meeting, said Government should assist them to start self-help projects. Livingstone Constituency Chairlady, Alice Mwela, Akapelwa ward acting chairperson, James Zimba, and parliamentary aspiring candidate, Ikuka Muleta, organised the meeting. The women said there was high unemployment levels and the worst affected were women who were now fending for their families with money generated from vending since cross border trading had been suspended. Ms Barbra Moyo said women should be presented with opportunities to enable them sustain themselves and become independent. “As women, we need self-help projects so that we become self-sufficient. Some of these projects may be poultry farming or vegetable farming where women will then sell their produce and make a living,” she said. Ms Moyo said Government

She said that the party in Livingstone has an empowerment programme for women which was launched last year. Ms Mwela said the programme was an ongoing one and seeks to empower all women regardless of their political affiliation. “Women have done a lot in life in so far as women empowerment is concerned. We are not yet there as women but we are heading somewhere,” she said. And Mr Muleta assured the women that given an opportunity to represent them as an MP, he would fight for more empowerment programmes for women and youths. He said that was the more reason why he was also in the women empowerment committee led by Ms Mwela and Mr Zimba.

ANDEVU Constituency in Lusaka is one of the province’s biggest and highly populated constituencies. The name “Mandevu” which means beard is believed to have originated from the earliest Zimbabwean male settlers in the area. These men always shaved their heads but maintained a beard making people refer to them as “Ba Mandevu.” Currently under Patriotic Front’s Jean Kapata as member of Parliament, Mandevu is a vast constituency comprising seven wards with a mixed economic and social lifestyle. It shares its borders with Matero, Lusaka Central, Katuba and Munali constituencies. Ms Kapata, who has served in different ministerial positions and is Lands and Natural Resources minister, has represented Mandevu since 2006. She first was elected under PF while in opposition and has served two terms including the current one under PF as a ruling party. This makes her the longest serving MP for the area and one with a lot of success stories to share. In an interview after a tour of Mandevu Constituency facilitated by the Zambia Women Parliamentary Caucus (ZWPC) with support from Hivos, Ms Kapata said she is pleased that Mandevu has witnessed more development in her time. “When I went into Mandevu, a lot of things were not in place, things like road network, bridges, secondary schools, police stations, markets and many other infrastructures,” she said. She said no sooner was she voted into power in 2006, than she embarked on a serious development plan that prioritised infrastructure development, education, health, water reticulation and community empowerment. Amongst her main priorities under infrastructure development, as evidenced from the tour, Ms Kapata advocated for the construction of bridges and improvement of roads. She said

She was concerned by a number of school-going children drowning at different crossing points during the rainy season because there were no bridges. “At the time, Mandevu needed about 32 bridges. We were experiencing a lot of calamities. I am happy to say that 26 bridges have so far been done through CDF and NRFA (National Road Fund Agency),” Ms Kapata said, tying the construction of bridges to improvement of the road network system in Mandevu. “Many roads were a very sorry site,” she said, adding that in response to her advocacy, Mandevu now has most of its major roads done by government. These include, among the over 30 that have been done so far, the creation of a link between Meanwood and Zambezi Road, tarring of Chazanga-Kabanana road, improving and expansion of Katima Mulilo, Great North and Zambezi roads to name only a few. “Chanzanga-Kabanana road was a difficult road to use especially in the rainy season. and businesslady of Chazanga compound said. With education, Ms Kapata admits that Mandevu being a high density constituency, has always faced a challenge of not having enough schools. For this reason, her commitment has been to build and upgrade schools. New schools such as Kabanana Day Secondary School have been built to increase enrolments at high school level and curb the problem of school-children walking long-distances to access secondary education. This was the same case with schools like Mejocama Primary and Secondary School as well as Mandevu Primary School. Added to construction of schools is the financial support given to community schools. Over eight schools in Mandevu have received support from the MP. Ms Kapata is also aware that despite the challenges in education, her constituency has proudly produced academic achievers and through her office again, she continues to facilitate the need to have several children on university bursaries. “Mandevu has very intelligent children. We have sent more than 500 kids to university through the bursaries. My office takes this

Another major area of development undertaken by Ms Kapata to change the face of Mandevu was to improve security. This she achieved by lobbying for police posts in almost every ward. As a result, Ngombe, Lesoleil, Kasisi, Garden, Chipwalu, Marrapodi, Northgate, Mandevu and Kabanana police posts have since been constructed with more on the way. “I can say crime is now under control, not 100 percent of course but we have continued working well with the police in Mandevu. I have called for night patrols and police posts have been done in almost every ward,” Ms Kapata said, emphasising that residents are now happy with the improved security. “There is now sanity and we really thank the MP for improving our security in Mandevu Constituency. We also thank the police for the patrols which have reduced criminal activities especially in the night,” Ms Foster Awards Ngandwe, a resident

However, Ms Kapata is happy that in the three terms she has served, most of her priority goals on health have been met. These five are Ngo’mbe-Kasisi, Fumbelo-Kabanana, Garden, and Kabanana Site and Service health posts. “We have clinics in almost every ward. The success in the health sector can also be extended to water reticulation. Bearing in mind that water and sanitation still remains a challenge for Mandevu, Ms Kapata has continually advocated for the provision of safe drinking water through the creation of Water Trusts. “We have water trusts in every ward. We still have few places with water problems but we have written to responsible ministries for response. We are now putting

up boreholes away from the compounds because of the high population and most of our underground water is contaminated in Lusaka,” Ms Kapata said. She said her office is working with relevant offices like Lusaka Water and Sanitation Company to improve water and sanitation as well as general hygiene. In 2015 for example, her office procured a tractor for garbage collection. In women and youth empowerment, Ms Kapata is proud that the constituency is part of the 5, 000 Family Empowerment Programme under Kalumbila Cooperative Limited. Recently, the Cooperative handed over a Higer Bus to youths of Mandevu. Under the same, Mandevu women and youths have acquired land in Kanakantapa area where they are growing vegetables like tomatoes and rearing livestock.

This is as result of her vigorous approach to see her constituents become self-sufficient. “We are happy about this project. We are also involved in the Pass on Project where 20 chickens have been given to each community group to rear. We have also given out pigs and goats,” Ms Kapata said. Occasionally, Ms Kapata uses her own resources to support and fund these initiatives. She for instance, supported the 2019 Mr Mandevu Bodybuilding Contest. She has on several occasions empowered youth and women through the donation of bales of second-hand clothes for them to sell. “Sometimes you have to dig in your pockets to fund these projects,” she said, adding that from time to time, she has also gotten support from corporates but going forward she is looking at creating strong partnerships. Ms Kapata has also lined up a number of other projects she hopes to achieve before her term ends. She believes what she has achieved so far is as a result of her leadership style especially as a female parliamentarian. “I have been a performer and I have been on the ground. No fights have ever derailed me, I have been focussed,” says Ms Kapata.

GOVERNMENT has handed over various modern anti-riot equipment to the Zambia Police Service to allow officers to deal with any situation to maintain law and order especially during next year's general elections. And Minister of Home Affairs Stephen Kampyongo says only criminal minded elements should be worried that government has procured such equipment adding that this should instead make peace loving Zambians happy. Mr Kampyongo said Government will continue to equip and modernize the police service to capacitate them in dealing with any situation to preserve peace. The new equipment handed over include armoured and horse carrier vehicles, water cannons, ambulances, crime scene investigation vehicles, dog carrier, recovery motor vehicles and other assorted specialized equipment. And speaking earlier at the same occasion, Inspector General of Police Kakoma Kanganja thanked Government for the continued support rendered to the police service. Mr Kanganja pledged to reciprocate government gesture by ensuring that law and order prevails during and after the 2021 Presidential and general elections.

TRIAL in which former Zambia Air Force (ZAF) Commander Eric Chimese is charged with concealing of property suspected to be proceeds of crime yesterday failed to take off. The trial failed to proceed before Lusaka Magistrate Nsunge Chanda due to the absence of deputy Chief State Advocate Gamaliel Zimba who has been prosecuting the matter. When the case came before Ms Chanda yesterday, a public prosecutor representing Mr Zimba told the court that the latter was not in court because he had a sick child. In this case Chimese, is charged with Chita Lodge Director James Chungu over alleged concealing of property suspected to be proceeds of crime. The former ZAF chief is also charged with abuse of authority of office and money laundering among other charges relating to the Ibex Hill property. Chimese is accused of concealing the property under Chungu’s name. BAMAKO - Soldiers who ousted Mali’s president and government in a military coup that drew condemnation abroad promised yesterday to restore stability and oversee a transition to elections within a “reasonable” time. President Ibrahim Boubacar Keita resigned and dissolved parliament late on Tuesday hours after the mutineers detained him at gunpoint, plunging a country already facing a jihadist insurgency and mass protests deeper into crisis. It was still not clear early yesterday who was leading the revolt. But a spokesman for the mutineers, calling themselves the National Committee for the Salvation of the People, said they acted to prevent Mali from falling further into chaos. The coup was quickly condemned on Tuesday by Mali’s regional and international partners, who fear Keita’s fall could further destabilise the former French colony and West Africa’s entire Sahel region. Mutineers’ spokesman Colonel Ismael Wague invited Mali’s civil society and political movements to join them to create conditions for a political transition. “Our country is sinking into chaos, anarchy and insecurity mostly due to the fault of the people who are in charge of its destiny,” he said while flanked by soldiers in a statement broadcast on state-owned television. “We are not keen on power,

It would be sad if the vaccine becomes property of this or that nation, if it is not universal and for everyone,” Francis said at his weekly general audience. The World Health Organisation (WHO) said on Tuesday that any nation which hoards possible Covid-19 vaccines while excluding others would deepen the pandemic. WHO chief Tedros Adhanom Ghebreyesus, who has warned against “vaccine nationalism,” urged countries to join a global pact by an August 31 deadline to share vaccine hopefuls with developing countries. More than 150 vaccines are in development, about two dozen are in human studies and a handful are in late-stage trials. Faction of DR Congo rebel group surrenders KASHUGA, Democratic Republic of Congo Almost 500 fighters from a faction of one the largest armed groups in eastern Democratic Republic of Congo have surrendered to the government just over a month after they attempted to overthrow the group’s leader. Soldiers from the NDC-R, a rebel group seen as having close ties with the national army, sang and danced before handing over an assortment of small arms at a ceremony on Monday in the village of Kashuga, about 75 km north of Goma. Fighting has raged between two groups of the NDC-R since July 9 when a section loyal to deputy leader Gilbert Bwira Shuo attempted to oust their leader Shimiray Guidon, who is the target of U.N. sanctions, accusing him of human rights abuses. “As you have just consented to become a government soldier, each of you come and lay down your weapon,” Bwira told
the group of fighters, who wore a hodge-podge of camouflage, European football shirts and rubber boots. The surrender does not necessarily mean an end to their involvement in rebel fighting, said Christoph Vogel, a researcher at Ghent University in Belgium. There was a big risk that the combatants might take up arms again after a year or two, he said. “That’s been happening many, many times across eastern Congo over the past 20 years,” Vogel said. Before the split, the NDC-R controlled vast areas of North Kivu province near the border of Rwanda and Uganda. It earned money from the illicit gold trade and was frequently accused of being used by the army as a proxy force against other armed groups. “Today we think it’s time for us to surrender, lay down our arms and take part in the pacification of the country,” said spokesman Desire Ngabo Kisuba. - REUTERS.

CITY of Lusaka general secretary Chomba Mumba says Yamoto will rise and bounce back to the Super Division. Mumba said management is putting everything in place to ensure that the team wins promotion to the national division one league before going into the Super Division. He was speaking after
unveiling former Kabwe Warriors FC manager Justine Palmer as the club’s general manager, Mumba said the appointment of Palmer is the first step to ensuring that Yamoto returns to the Super Division within two years. Mumba directed Palmer, a former football director at AC Milan and Juventus Youth Camps to ensure that the club achieves football success while remaining financially sustainable.
“Justine coming in is testament that we are now moving to the next level. We anticipate that we will be in national division next season and there after we don’t see any reason why we shouldn’t go to the super division so we are talking about a possible time of two seasons, that is two years. “We are not leaving any stone unturned, including the players. Obviously as we move to the super league, the cost get high, because the players are more
expensive and they need to be motivated to a higher extent, we are looking to win every game and that doesn’t come cheap because as you know every football player wants his winning bonus and our job is to take all of that and put it together and deliver a great team,” Mumba said.
