THE Chamber of Mines (ZCM) does not cease to amaze us in the manner it operates – constantly misleading the nation and international community. We feel the ZCM is always trying to dissuade potential investors from venturing to Zambia on account that the government treats mining firms unfairly. It wants to portray a situation that the Zambian government not only imposes unfair tax on mining firms, but that it also does not want to meet its obligation. Yet, all this is hogwash. Today, the ZCM claims that Government owes the industry US$1 billion (equivalent to K18 billion) in unpaid Value Added Tax (VAT). But according to our investigations, supported by documents, it is the mining industry that owes Government in excess of K19.68 billion in unpaid tax revenue. Quite clearly, this misinformation is intentional. It wants to portray the government in a bad light. In a document titled “A policy brief for a post Covid-19 Zambian Economy: The road to Recovery, the Chamber of Mines claimed that Government through the Zambia Revenue Authority owed the mining industry in excess of US$1 billion in unpaid VAT refunds. But investigations conducted by the Daily Nation show otherwise, that claims from ZCM were untrue as outstanding VAT refunds due to the mining companies amounts to K10.4 billion and not the claimed US$1 billion (K18 billion). It is in fact the mining companies, with the full knowledge of the Chamber of Mines that have been stealing from the Zambians by using every trick to avoid meeting their financial obligations. It is an established fact, proved in the country”s highest court – Supreme Court – that some mining firms have been playing double standards in their dealings with the Zambia Revenue Authority. Their treachery came out in the open when the Supreme Court charged Mopani Copper Mines US$13 million after it established that the firm colluded with its parent company Glencore International AG (GIAG) to undervalue the price of copper. Since 2008, the mining companies have either been refusing or have failed to provide required documentation for them to claim VAT on their exports of minerals. According to our investigations, it was impossible to export copper from Zambia to anywhere in the world without documentation, as a result mining companies have been refusing to provide documents because prices declared to ZRA at the time of export and on which basis taxes were to be paid were far much higher than the price they actually charged for the same minerals when sold in foreign countries. Their actual fear was that, if genuine documents were used, ZRA would impose additional taxes, interest and penalties. Is it not because of cheating by mining companies that Government acted, showing its determination to the scourge by imposing tougher testing measures to stem the submission of low-grade samples to undervalue mineral exports and consequently, loss of revenue earned by the government through mineral royalty tax payment? Government decided that from July 1, officers from the Ministry of Mines and Mineral Development will be going to the mine sites and traders’ warehouses to collect the required samples instead of relying on samples submitted by exporters. Mines and Minerals Development Permanent Secretary Barnaby Mulenga in June disclosed how the country has losing millions of Kwacha in revenue through cheating by mining companies that submit low grade assay, instead of the high quality minerals they export. The Zambia Chamber of Mines lacks the moral authority to even try and defend the mining companies for in the view of the public, it has lost its credibility. Until it convinces its paymasters to be transparent in their dealings, it won’t receive any sympathetic hearing from a country that has suffered betrayal and treachery, robbed of billions that the nation desperately needs to develop.

T IS obnoxious for Government to watch media houses plunge into financial desolation without any bailout initiative amid the ravaging Covid-19, the 3RD Liberation Movement has said. The opposition party noted that the media plays a very critical role in national development Mr Enock Tonga, the 3RD LM president, said the party was boggled by Government’s move to turn a blind eye to the economic challenges facing
the media despite stakeholders donating to the fight against Covid-19. Mr Tonga said media houses were among the most hit businesses in the country but that nothing had been done to provide a stimulus package for them. According to Mr Tonga, no media has received any funding for publicity in the fight against Covid-19 even when some of the funds were donated specifically for publicity or campaign messages to sensitise the public. “We believe that part of the funds which have been donated be given to media houses as a token of appreciation and

Who are the beneficiaries, if the intended beneficiaries (media houses) have not yet received it up to now?” Mr. Tonga asked. AS the country heads to 2021 elections, all political parties should have a platform to campaign peacefully without any interference, Deputy Inspector of police in charge of operations Bonny Kapeso has said. Mr Kapeso said that police officers do not campaign for anyone but to maintain law and order hence the need for respect from all political parties. He said this during a dialogue meeting with the United Party for National Development (UPND). The Deputy Inspector-General said police officers would be professional towards each and every political party because their job was to maintain law and order without being selective. Mr Kapeso observed that the Zambia police service has had enough of political violence from cadres who insult officers for merely doing their job. It was for this reason, he said, that the
police decided to engage all political players as the country heads to 2021. Mr Kapeso stated that despite insults from political cadres, the police would continue to maintain law and order with respect for human dignity. He has therefore urged political parties to give chance to the police officers to do their work and also advised political parties to work together to end political violence. Meanwhile, UPND deputy youth chairperson, Gilbert Liswaniso, blamed the police for the escalating political violence. He said police officers did not carry out their mandate effectively. Mr Liswaniso said that due to police officers’ selective application of the law, political violence had escalated in the country. He, therefore, advised the police to be professional and ensure that the law was applied fairly. He however pledged that his party would ensure that peace was maintained before and after the 2021 general elections.

THE Zambia Communications and Te l e c o m m u n i c at i o n s Authority (ZICTA) will advertise for a fresh tender for the fourth mobile service provider. Transport and Communications Minister, Mutotwe Kafwaya, said ZICTA would soon start the process to attract players willing to invest as the fourth mobile service provider in the country. He said ZICTA was only processing paper work to ensure that the process was done. Recently, Uzi failed to set up operations after expiry of the operating licence. After the expiration of the licence, Mr Kafwaya said Government would not extend the period the licence but invite other investors with capacity to invest in the fourth mobile service provider. On Monday, Government warned individuals and organizations of stern action should they interfere in the operations of the on-going mobile registration exercise. Recently an MP in North-Western Province accompanied by cadres stormed a registration centre and started intimidating Registration officers. Speaking in an interview in Lusaka yesterday, Pastor Chanda challenged CSOs and MPs who are calling for the monitoring of the mobile issuance of NRC’s to state which law compels them to monitor Government operations. “I am very disappointed with the conduct of some CSOs and MPs who are trying to block the smooth running of the mobile issuance of NRCs. “We want to state here that those calling for the monitoring of the mobile issuance of NRC’s should ask themselves when it became law to monitor all the operations of Government,” Pastor Chanda said. He reminded CSOs that issuance of NRCs was the preserve of the Ministry of Home Affairs. Pastor Chanda said he was aware of some fears in the UPND camp because they had sensed electoral defeat in the 2021 elections. “We are aware of the jittery and fears in the UPND circles because they know that they are not making sense to the Zambian people and headed for a huge electoral defeat in the 2021 elections. “This is evidence enough going by the Facebook post of the UPND leader that his supporters are threatening to beat him up if he loses the next years’ elections,” he said.

A SUSPECTED UPND member in North-Western Province has declared that opposition members will kill Bill 10 advocates who are in the region to sensitise people on the process and contents of Bill number 10. The member called one of the advocates urging the team not to hold any radio programmes and stop the sensitisation process. The opposition member warned that if the team continued to advocate and spread Bill 10 information, there would be a bloodbath in the province. RATE Chitambo residents have blocked the road being used by Broken Hill Manganese Company for failure to honour an agreement to repair the road. The 40-km Chito-Mpempa road which starts from the junction of Great North Road was in a deplorable state.
HEALTH Minister Dr Chitalu Chilufya had over K22 million in earnings from employment and business-related income by February 2020, the Lusaka Magistrate's Court heard yesterday. This is in a case in which Chilufya is facing four charges for possession of property suspected to be proceeds of crime contrary to the laws of Zambia. He is appearing before Lusaka Chief Resident Magistrate Lameck Mwale. Testifying as first state witness, ACC investigator Chipampe Chipili Manda, 34, of Chelstone in Lusaka said in December 2019, they received a report of suspected crime involving Chilufya. During in-
vestigations the ACC made inquiries from the National Assembly and PMEC to establish the earnings for Dr Chilufya. Mr Manda said according to a response from National Assembly, Chilufya was from November 2013, to December 2019 paid K7m in allowances, while through PMEC, he earned slightly above K3m from 2013 to February, 2020. The witness also told the court that during investigations, it was established that Chilufya earned over K12m from his interests in a company called Henry Court Yard Zambia Limited. GOVERNMENT should find an amicable solution to the impasse between Zesco and the Copperbelt Energy Corporation (CEC) because it risks injuring many players in the mining sector, says the Mine Suppliers and Contractors Association of Zambia. The contractors fear that many jobs and businesses would be lost if the issue of the Bulk Power Supply Agreement was mishandled. Association president, Augustine Mubanga said it was prudent that the matter is resolved amicably to avert a lot of people from being negatively affected. Mr Mubanga said many contractors depend on CEC, therefore, if the two parties did not agree on the agreement then many jobs would be lost. He said in an interview that CEC would not be able to keep all its clientele if was not making meaningful profit. Mr Mubanga said reaching an agreement on new terms for the BSA would save many jobs. He said, “The two must be able to sit down and iron out the business transaction, because if they don’t negotiate well and CEC is not given the contract obviously the CEC clientele base will be affected and that will scale down to the contractors .
“What they should think about is the welfare of the contractors who are attached to the company. These are Zambian people and if the contract is not given to CEC then they will really suffer. This time is very critical and if nothing happens between Zesco and Copperbelt Energy Corporation then many people will be thrown on the street which will be a sad development because many families will be affected. “Our appeal to the two is that they sit down and negotiate so that things can come back to normal. As we speak many contractors do not know what to do whether they will be told to stop work or not. As things stand contractors are not in safe hands,” Mr Mubanga said.

JCTR CALLS FOR IMPROVED AGRO E-VOUCHER SYSTEM By BENNIE MUNDANDO

O V E R N MENT should maintain the E-voucher programme with the target of one million farmers and ensure timely distribution of inputs, the Jesuit Centre for Theological Reflection (JCTR) has said. The JCTR called on Government to address the challenges that affected efficient implementation of the programme in 2019/2020 farming season. This is contained in its proposals for the 2021 National Budget submitted to the Ministry of Finance. JCTR said an improved E-voucher system would capture the right beneficiaries and reduce loss of limited financial resources. It added that the use of the E-voucher agricultural input programme had high potential to encourage farmers adopt sustainable agriculture methods and promote agricultural diversification. E-voucher is an electronic voucher system which facilitates and makes it easy to generate, design and issue digital

Chief Mwamba wants more people to obtain NRCs SENIOR Chief Mwamba of Kasama has called on his subjects to take advantage of the ongoing mobile National Registration Cards (NRCs) exercise to obtain the document. The traditional leader said NRCs were useful documents not only for voting purposes but as an identity for citizens of the country. "We are encouraging people to obtain NRC's so that they could register as voters and elect leaders of their choice in the 2021 general elections," Senior Chief Mwamba said. ZAMBIA has 26 petroleum blocks still available for licensing, Zambia Extractive Industry Transparency Initiative (ZEITI) report has revealed. The ZEITI was updating the global Extractives Industry Transparency Initiative (EITI) on what has been transpiring in the mining sector. According to the report, Zambia had a total of 38 demarcated petroleum blocks and 26 were available for li-
censing in order to ascertain the scope of oil in the country. The 2018 report which was published in June this year, indicated that in order to make investment in the petroleum upstream sector attractive, the Petroleum (Exploration and Production) Act, 2008 and its subsidiary legislation was currently undergoing review. This would attract more investors in the remaining 26 petroleum blocks. The report said that stakeholder inputs had been incorporated in the Act and the
draft had been submitted to the Ministry of Justice for legislative drafting. Enactment of the Act, the report said, was expected to commence after legislative drafting by the Ministry of Justice. “Zambia has a total of 38 demarcated petroleum blocks of which 26 blocks still available for licensing. “In August 2017, the British company Tullow Oil announced the start of exploring for oil and gas in Zambia. This is contrary to claims by the Zambia Chamber of Mines (ZCM) that Government owes the industry US$1 billion (equivalent to K18 billion) in unpaid Value Added Tax (VAT). The Chamber has now beeen accused of making false and inflamatory statements intended to undermine Zambia as a credible investment destination. Government sources have slammed the Chamber for the unfounded claims which had the potential to harm the economy in terms of investor confidence and undermine tax compliance in Zambia. Many of these arrears relate to infrastructure projects, and so it is perhaps no surprise that companies in the construction and infrastructure sectors are currently at greatest risk of business failure 22. Recognising the seriousness of the problem, the President of Zambia, H.E. Edgar Chagwa Lungu, announced in June that part of the COVID bond funds would be directed at reducing the arrears owed to domestic suppliers of goods and services. No mention was made of VAT arrears, however.

Valued conservatively, the amount owed to the mining sector alone is at least $1 billion.
For a fiscal plan for economic recovery to have the necessary credibility, it must address these outstanding liabilities and make provision for the payment of future VAT refunds. It is difficult to see how external budget support could be made available with these remaining unaddressed. A repayment plan for historic refunds (which could mean offsetting amounts against future tax liabilities, amongst other options) and a guarantee of timely settlement of refunds going forward, would provide certainty and dramatically ease the cashflow pressures on the private sector, and especially on many of Zambia’s miners.

LUSAKA mayor Miles Sampa yesterday broke his silence and welcomed the suspension slapped on the Lusaka City Council (LCC) last week by Local Government Minister, Charles Banda, saying it was long overdue. Mr Sampa said the land saga in Lusaka had been one of the thorny issues he has been dealing with since assuming the mayoral office in 2018. Speaking through his Boba TV, Mr Sampa said it was true that there was a problem of illegal land allocations in Lusaka but that the real problems were historical even before him or
current councillors took office. The mayor said while it was good that all councillors were being investigated as regards to land abuse, he hoped that the investigations could be cast wider within and outside LCC so as to ensure that the real and actual individuals within and outside LCC that engage in illegal land brokering were sorted out once and for all. Mr Sampa said he was confident that the investigations would also exonerate the innocent amongst councillors, management and staff at LCC. He also amplified on the meaning of the LCC suspension by quoting Mr Banda who explained that he had not sus-
pended the mayor and Councillors from conducting their elected duties but merely suspended them from holding formal decision making meetings at the Council until further notice. Mr Sampa disclosed that he had never been suspended or fired before in his long professional life and deliberately took time off in silence to absorb the implication of the current suspension. He promised to continue working hard for the people of Lusaka away from the Council Chambers and employed Councillors to do the same and also continue delivering to their electorates and party that sponsored them.

Kudos to Chingola Municipal Council Dear Editor, I MUST appaud the Chingola Municipal Council for listening to the calls of residents to install traffic lights at the junction of Kabundi Coad and Consort/ Independence Avenues near the Civic Centre. The installation of the traffic lights at this junction could not
have come at the right time than now when the junction had become a death trap in the recent past because of failure by most road users to know who has the right of way at any given time. In this regard, I commend Chingola Municipal Council under the leadership of Mayor Titus Tembo and the administration of Town Clerk Kabombo Mutakela for moving fast to address the situation. Moving forward, I also appeal to the council to address the situation at Mokorro where the traffic lights are most times not functioning, creating a safety hazard. To all Chingola residents, I urge everyone to guard these installations jealously as they are installed at a higher cost and doing the same works over and over because of vandalism would be retrogressive to not only the treasury but the residents at large. MNANGAGAWA’S BETRAYAL OF ZIMBABWE AND AFRICA Dear Editor,
T
HE announcement of the Zimbabwean government’s deal to compensate white farmers who lost land during the Zimbabwe land reforms comes out as historical betrayal not only of the Mugabe legacy, but also of all the Africans especially Zimbabwean liberation heroes that laid their lives for their God given land and freedom. While all the noise about land loss has been on white farmers, there has been no mention of land grabbing by colonial regimes from blacks for distribution to white settlers. The colonial land grabbing from Africans was as recent as when Mugabe was escaping from the then Rhodesia to Mozambique to lead the liberation war from exile. The escape cover for Mugabe was provided by tribesmen who were themselves refugees after being forcefully uprooted from their ancestral land by colonial regime that gave their land to white settlers. Thus the whole independence struggle in Zimbabwe was about land and personal freedom. When Zimbabwe got independence, Mugabe was persuaded by other African leaders to delay the land settlement issue to avoid hardening the liberation struggle in South Africa that remained as the last area of African liberation war. Thus the land issue was settled after South Africa’s liberation. For the western countries, especially former colonial masters,
the Zimbabwe land settlement is not simply a Zimbabwean issue, but more fundamentally is a model that should not be held up for South Africa and Namibia where land remains in the hands of a few white people. Hence the special interest of UK and Germany in particular, Europe in general and USA as big brother in the Zimbabwean land issue and Mugabe as messenger of bad gospel. Land resettlement in South Africa and Namibia would affect mainly British, German and other European citizens and descendants with significant economic vibrations for their national economies. It is mainly for this reason that western countries united to demonise Mugabe and the land settlement model and to destabilise Zimbabwe’s economy. Mugabe‘s repossession of land from white settlers may correctly be seen as no more than what independence meant for Zimbabwe. But Mugabe faced all manner of pressure from western powers and domestic forces to abandon or reverse the land settlement. That in spite of these pressures, Mugabe remained steadfast is evidence of his commitment and faithfulness to the ideals of the liberation struggle and the dream of Zimbabwe. In the land settlement, he left a worthy legacy for Zimbabwe and Africa even when you consider the considerable administrative challenges. As a member of the Mugabe- led liberation heroes, Mnangagwa was
expected to treat the land issue as closed with regard to compensation, and this was his publically stated stand when he assumed office. We may not be privy to the nature and weight of pressure he has gone through on this issue since assuming office. In a world where an internationally recognised political buffoon can head a democratic superpower (possible dictatorship in a democracy is topic for another day) is able to impose his will on the developed western countries, one can understand Mnangagwa’s surrender to external pressure to reopen the land issue in Zimbabwe. After all, he is not Comrade Bob or a Mandela, but his betrayal of the Mugabe legacy will haunt him. The deal is reportedly worth US$ 3.5 billion. Is payment to come from the colonial master? If so how much is provided for the Africans, whose land was originally grabbed without compensation? In this age of Black lives matter, this should be part of a legitimate equitable settlement. If the money is coming from the Zimbabwean treasury what are the financing methods? If is from the ordinary budget, what are the underdevelopment implications of the essential expenditure lines to be sacrificed to meet this questionable expenditure? If it is from an international loan, what are the additional underdevelop-
ment burden for Zimbabwe when exchange rate fluctuations double or treble the repayment burden in domestic currency terms? If those with interest in model of land grab with compensation can finance this deal, they can gain by projecting the model they want to South Africa and Namibia. If payment is to be made by the Zimbabwean government, Zimbabwe will be condemned to deeper and unsustainable economic problems, and the compensation itself may not be tenable. Answer to SA’s debt problem is growth not on cutting spend alone - IMF JOHANNESBURG - Government can make bigger gains in stabilising its debt by focusing on lifting growth through structural reforms as opposed to reining in public expenditure, said IMF senior representative of SA, Montfort Mlachila. During a webinar hosted by asset managers Ninety One, Mlachila unpacked details on the $4.3 billion loan the multilateral institution extend to SA last week to fight Covid-19. During the discussion, Ninety One head of SA investments Nazmeera Moola pointed out that the impact of a one percent lift in growth would reduce the debt-to-GDP ratio substantially, to which Mlachila agreed. “The pay-off from growth is so much more than the pay-off from fiscal consolidation. Fiscal consolidation is needed – but it is definitely not sufficient. Too much fiscal consolidation undermines growth and makes reaching debt targets a lot more difficult,” said Mlachila. Government can start by doing the easier things such as the emergency spectrum which was rolled out during lockdown, something which was spoken about for years. Part of lifting growth means reviving business confidence, he added. Government should take a lesson from first-year medical students and “do no harm,” he quipped. “Speak with one voice, be consistent, deliver on few concrete actions,” he said. Investors and consumers want to be able to see things are changing. “In SA there is a high correlation between growth in private investment and the degree of investor confidence. We are clearly in a situation where both of them are low,” said Mlachila. He highlighted that government is undertaking to boost business and consumer confidence by undertaking the reforms in Treasury’s economic paper, released last year. “SA has a good track record on producing nice plans, they just need to execute on them.” – FIN24.

HARARE - Government should come up with legislation that makes it mandatory for service stations to sell fuel in both foreign and local currency in line with the prevailing exchange rate, motorists have said. The dual pricing system, motorists say, would make it easy for people without access to foreign currency, especially the United States dollar, to also buy fuel from any service station based on the prevailing rate. As of Mondday in Gweru, only foreign currency service stations had fuel, while pumps were dry at those selling in local currency. This has seen motorists without access to foreign currency, including the majority of public workers, parking their vehicles due to non-availability of fuel. In June, Zera announced new fuel prices which saw petrol rising to $71.62 per litre from $28.96, while diesel went up to $62.77 from $24.93. Zera said fuel could also be bought in hard currency, with prices set at US$1.28 and US$1.09 per litre for petrol and diesel respectively. This publication observed that Zuva, Flo and Engen service stations in Gweru had the commodity but were only selling in US dollars. We have brought this matter to our councillor, but his response has not been so good. “Even the people carrying out some constructing works have no regard for the people. Disability Rights Watch (DRW) said there was need for proper management of Covid-19 prevention among people living with disabilities. DRW Programme Coordinator, Bruce Chooma, said community involvement in the management of people living with disabilities was important because Covid-19 would not be wiped out soon. He was speaking in an interview in Livingstone. “Covid-19 is here to stay. It therefore calls for community based initiatives of how to manage the people living with disabilities so that they are not at risk,” he said. Mr Chooma said there was need for cooperating partners and Government to do enough in helping those with disabilities in Covid-19 prevention.

Criminal and civil cases Criminal Cases: A case is a matter being examined or judged in a court of law. • • • • •
A crime is any wrongful act or omission in society, which the particular society thinks affects the interest of all members. If the wrongful doing does not affect the safety, security and wellbeing of the whole community, then it is not a crime. Failure to pay debt is not a crime; failing to fulfil a promise is equally not a crime because it only affects the people involved. What constitutes a crime varies from one country to the other. For example, kissing in public, drinking alcohol and adultery are crimes in most Islamic countries but are not crimes in Zambia.

Compensation for False Imprisonment A person who is unlawfully arrested or detained can sue for compensation for false imprisonment through the courts of law. The Wrongful act or omission, which creates the offence such as rape, burglary or defilement, has an element of physical act taking place. In a theft, there is the taking away of something and keeping it while in murder; there is the action of killing. This physical act is called actus reus in Latin. The intention or desire to cause harm, loss or injury known as the guilty state or blameworthy state of mind on the part of the offender. The Latin phrase for this is mens rea, which simply means a guilty mind or malice aforethought.
Civil Case • A civil case is a wrongful act that affects only the individuals or parties involved. It is any case that does not have a criminal element. For example, failing to settle a debt has no criminal element in it but the person who owes money can be sued in a civil case and the courts will compel him or her to repay the debt. Civil law is sub-divided into several
sections. For example, Family Law, Employment Law, Law of Contract, Law of Tort, Land Law, Administrative Law and many more.

Both the civil and criminal trials in the Zambian courts are based on an adversary procedure. This is a system where the prosecution and the defence treat each other as opponents but not enemies. If one is too poor to afford a lawyer, the state should provide one through the Legal Aid Department of the Ministry of Justice. The Legal Aid Department is mandated to provide legal services to all persons accused of offences that are supposed to be tried in the appellant courts.

In an interview Munaile said FAZ could have avoided an uproar had they consulted extensively. According to him, some teams will feel disadvantaged
if they fail to stay in the top flight or fail to clinch the top slot. Munaile however, admitted that the ending of the league at this stage was the best decision considering the surge in Covid-19 cases coupled with challenges in timely release of Covid-19 test results. He also observed that a number of players had tested positive to Covid-19 and as such the decision to end the league was a welcome move. Munaile though noted that the decision to end the league
should have come earlier to ensure that the teams accept the decision wholeheartedly. Munaile, who is also an aspiring candidate for the FAZ presidency stressed that the association should have involved all the teams on the possibility of resuming the league. He noted that some teams were already crying foul on account of losing points for failure to pitch up for games. He said these reactions are likely to increase given the current circumstances.

THE African Hockey Federation (AfHf) has revised its 2020 roadmap and fixtures due to the outbreak of the Covid-19 pandemic that has disrupted all sporting activities worldwide. According to the AfHf, Africa Cup for club champion-
ships (Accc) will be hosted as earlier planned in Blantyre, Malawi from November 30, 2020 to December 5, 2020. The tournament will comprise of all participating countries which are national associations. Southern and Central Senior Africa Cup 2021 regional qualifiers (men and women) will be hosted by Zimbabwe
at St. Johns College in Harare from February 19, 2021 to February 27, 2021. Zambia is among the participating countries that also includes Botswana, Malawi, Mauritius, Namibia, Swaziland and Zimbabwe. The federation had also announced that the Junior Africa Cup which will also serve as qualifiers for 2021 Junior
World Cup will be hosted in Accra, Ghana from March 22, 2021 to March 28, 2021. The participating countries for this competition are national associations. The AfHf fixtures for 2020 had been affected due to the global outbreak of the Covid-19 pandemic that saw Zambia also suspend its activities.
CLUBS in next season’s European competitions could be forced to forfeit matches if they fail to inform Uefa of travel restrictions in place to curb the spread of Covid-19, according to guidelines issued by European soccer’s governing body. Uefa said it would publish a list of known travel restrictions between countries before each draw is made. Clubs would then have to inform Uefa of any other unknown restrictions at least 48 hours before the draw, failing which they will be handed a 3-0 defeat. “If a club fails to inform the Uefa administration two days prior to the relevant draw of any restrictions other than those published by Uefa ... the club will be held responsible ... and the match will be declared to be forfeited by the club in question,” the governing body said. Uefa also said that if a club was drawn against an opponent that was not allowed to travel to the country then it must find a neutral venue for its home fixture. If the home club failed to propose a suitable alternative venue it would have to forfeit the game. The rules will apply for the qualifying rounds and playoffs of next season’s European competitions. This season’s remaining Champions League and Europa League round of 16 second-leg ties that were postponed because of Covid-19 in March will be played in the stadiums of the home teams. – SUPERSPORT.
