WHAT would Zambia gain from promoting instability in Rwanda? Absolutely nothing. Yet, this is what desperate individuals want Zambians and the international community to believe, that President Edgar Lungu is funding unrest in that country. It is preposterous that President Lungu’s political opponents could sink so low as to want to poison the warm relations between Zambia and Rwanda. Zambia has a huge population of refugees from Rwanda and Burundi who have sought shelter from the ethnic killings in their home country. Rwandese make a sizeable chunk of refugees from the Great Lakes region and it does not make sense that President Lungu would use some of them to create political instability in their home country. It is not surprising therefore that even Rwandese refugees in Zambia are shocked that President Lungu’s local enemies want to drag him into Rwandese armed insurgency politics where he is not involved. They have scoffed at suggestions by a Rwandese Major, Calliixte Nsabimana Sankara who claimed that President Lungu gave him US$150, 000 to launch attacks in that country. Their differences with the government of Paul Kagame in Rwanda is something that is best left to themselves to deal with – peacefully. It is quite clear that the accusations made against President Lungu of bankrolling insurgents in Rwanda is nothing but a plot to dent his international image. But this won’t work because his works speak for him. Surely, how could someone who enjoys respect across the continent sink so low as to want to cause instability in another independent African country? For once, we agree with Mr Chishimba Kambwili, the leader of the National Democratic Congress (NDC) who says allegations that President Lungu is financing a Rwandese organisation to launch attacks in that country are not only childish and irresponsible but can bring misunderstanding between the two countries. Mr Kambwili, who once served as Minister of Foreign Affairs under late President Michael Sata advised politicians to learn to have boundaries and not politic to an extent of involving the President in fabricated stories in an effort to gain political mileage. He said that even the amount of money mentioned in the story could not even be enough to match the allegations. As we have alluded to earlier, President Lungu commands respect across Africa. He has chaired the SADC Organ on Politics Defence and Security which is responsible for promoting peace and security in the SADC region. It is mandated to steer and provide Member states with direction regarding matters that threaten peace, security and stability in the region. We therefore do not see how a person entrusted with such responsibility would want to go and cause civil strife in Rwanda, a country that all are praying for to find peace after the genocide it went through. And quite rightly, State House has rubbished the claims, saying that the allegations were false and must be treated with the contempt they deserve. In a statement, State House said, the President had never engaged in such activities and that Zambia and Rwanda continued to have cordial relationship. Zambians should be aware that some people will do anything to get into State House, even cooking up such stories through their surrogates to try and destroy President Lungu’s character.. They must be on their guard lest they are led astray.

ZRA to review water allocation

THE Zambezi River Authority (ZRA) is in the process of reviewing the water allocation levels for Zambia and Zimbabwe which will determine the pace at which Zesco can reduce load shedding hours. The current dialogue, expected to be concluded next month, will guide ZRA to either increase, reduce or maintain the current water level allocation for both countries. At the beginning of this year, ZRA allocated 22 billion cubic meters (BCM) of water to Zesco and Zimbabwe Power Company (ZPC), but later reviewed it to 23 BCM in April with each utility company accessing 11.5 BCM. The water levels at Lake Kariba as of Tuesday this week was at 481.22 meters with 40.97 percent of 26.55

THE Electoral Commission of Zambia (ECZ) will today hold a meeting to analyse responses from stakeholders of the proposed nomination fees. ECZ Public relations manager, Margaret Chimanse said the Commission had taken note of the positions taken by different political parties on the new proposed fees. Ms Chimanse said in an interview that all the concerns raised by political parties under the Zambia Centre for Interparty Dialogue (ZCID) would be reviewed today to come up with a way forward.

"We have taken note and the Commission will sit to come up with a position on the matter," Ms Chimanse said. She said the commission would release a comprehensive statement after analysing what political parties are saying. Political parties under the ZCID have rejected the proposed nomination fees by the Electoral Commission of Zambia for 2021 general elections. "The political parties unreservedly rejected the nomination fees announced by ECZ for the 2021 general elections," Ms Chimanse said.

The political parties have demanded that the fees be reduced by 50 per cent based on the 2016 nomination fees structure. Political parties have also threatened to withdraw from political parties liaison if ECZ does not meet its demands. ECZ has revised its proposed to K95, 000 for male Presidential candidates, K75, 000 for female candidates and K70, 000 for youth candidates. It has also pegged fees for Parliamentary aspirants as K15, 000 for male candidates, K13, 500 for female candidates and K10, 000 for youth candidates. ECZ has also proposed to increase nomination fees for councilors to K1, 500 for male candidates, K1, 000 for female and youth candidates respectively.

HE Zambia Revenue Authority (ZRA) should introduce car carriers to curtail smuggling of motor vehicles, Customs Clearing and Freight Forwarding Agents Association of Zambia president Bruce Kaemba has said. Mr Kaemba said ZRA has not done much to seal the

loopholes where some unscrupulous importers were evading tax through illegal business practices. He also explained that some traders importing motor vehicles transiting Zambia to DRC have also resorted to using bush paths instead of the designated borders thereby denying the clearing agent exit data. "This use of bush paths by these importers has com-

pelled us to implore ZRA to ensure that it introduces the use of car carriers for the vehicles that are transiting Zambia for consumption to other countries for easy monitoring and accountability," he said. Mr Kaemba said ZRA was sufficiently empowered and legally mandated to strictly enforce among others the routing law to collect more revenue. He said it was unfortunate

that some transporters had continued exiting Zambia using the border that was not originally declared as the exit point. Mr Kaemba noted that there was a growing trend among truckers carrying goods in transit to vie off the designated route and park the trucks anywhere both in residential areas and around towns. He said many trucks that were parked in Chunga, Cha-

wama, Mandevu and other townships in Lusaka, all carrying sensitive goods like cooking oil, flour, batteries and minerals were ignoring the five-day period they had been given to exit the country. When the matter came up for possible trial before Senior Resident Magistrate Peggy Banda, the state informed the court that they were still waiting for consent from the Director of Public Prosecution (DPP). ZRA constructing provincial office complexes By PETER SICHALI THE Zambia Revenue Authority ZRA has started the construction of provincial offices across the country to enhance service provision. The Muchinga Province offices costruction are on going and would cost K8 million. ZRA Commissioner General Kingsley Chanda said the project was part of ZRA’s modernisation agenda. Mr Chanda said ZRA had planned to have offices in all districts across the country. ZRA started with construction of provincial offices across the country before extending to districts. He said the Muchinga Province project was at 40 percent and was expected to be completed by September, this year. Mr Chanda said the construction of the provincial and district offices was

aimed at enhancing tax compliance and revenue collection. He said it was the duty of every Zambian to pay taxes hence the move by ZRA to bring services closer to the people. ZRA was expanding its geographical scope so as to bring tax services closer to the people in all corners of the country. He said the organisation had also bought a building in Mongu which was being renovated and converted into provincial offices while the Southern Province office construction had started in Choma. ZRA constructing provincial office complexes By PETER SICHALI THE Zambia Revenue Authority ZRA has started the construction of provincial offices across the country to enhance service provision. The Muchinga Province offices costruction are on going and would cost K8 million. ZRA Commissioner General Kingsley Chanda said the project was part of ZRA’s modernisation agenda. Mr Chanda said ZRA had planned to have offices in all districts across the country. ZRA started with construction of provincial offices across the country before extending to districts. He said the Muchinga Province project was at 40 percent and was expected to be completed by September, this year. Mr Chanda said the construction of the provincial and district offices was

aimed at enhancing tax compliance and revenue collection. He said it was the duty of every Zambian to pay taxes hence the move by ZRA to bring services closer to the people. ZRA was expanding its geographical scope so as to bring tax services closer to the people in all corners of the country. He said the organisation had also bought a building in Mongu which was being renovated and converted into provincial offices while the Southern Province office construction had started in Choma. Embattled BA looks to cash in on its art collection LONDON - Struggling airline British Airways is planning to raise more than $1 million from the sale of paintings and prints from its corporate art collection at Sotheby’s this month. The 17 artworks will be offered in two auctions and are expected to fetch 920, 000 pounds ($1.16 million) to 1.4 million pounds, Sotheby’s said on Tuesday. The top lot of the group - an abstract painting by British artist Bridget Riley - will be part of Sotheby’s Rembrandt to Richter evening sale on July 28. The rest of the works will appear in an online sale of modern British art, running July 20-30. The carrier is selling the art at the time when global airlines are reeling from the impact of the Covid-19 pandemic, which effectively shut down air travel. The industry expects to see $84 billion in losses in 2020, the International Air Transport

Association said last month. British Airways, the UK unit of IAG SA, has been “fighting for its survival,” according to IAG Chief Executive Officer Willie Walsh. The company has come under fire from unions and members of Parliament over plans to eliminate 12, 000 jobs, or about 30 percent of its staff. “During this unprecedented time we have made the decision to work with Sotheby’s, one of the world’s leading and most trusted auction houses, to sell a number of pieces by artists including Bridget Riley and Damien Hirst,” Carolina Martinoli, British Airways’ director of brand and customer experience, said in a statement. “We are fortunate to have been able to showcase a wealth of artists and creativity through our artwork collection, many of which have been a special part of the design of our lounges worldwide.” The most valuable painting of the group is Riley’s 1982 painting “Cool Edge,” estimated at 800, 000 pounds to 1.2 million pounds. HAME controls our lives in many powerful ways. And even though its rules are not written, we expect people to follow their sense of shame as a moral compass. When it comes to public figures, political leaders such as Cornelius Mweetwa, the public has even greater expectations for his moral standards as it relates to parliamentary decorum, etiquettes and respect for elders. It is worrisome that political leaders have become shameless and more grave is that their political establishment approves of it. While shameful behaviour, defined as a transgression of accepted social conduct, is part of everyday life, shamelessness is actually a threat to social order. That’s because it involves refusing to abide by agreed-upon social rules as was exhibited by Mr Mweetwa on the material day. Ultimately, by disregarding the values on which we have built our parliamentary business processes, is a sure sign that such a leaders can easily abuse power if given opportunity to run national affairs. More worrisome is that Mr Mweetwa’s political establishment, by having their MPs walk out of parliament; approved such shamelessness. This is a telltale sign of what they would be capable of if given opportunity to run national affairs. Zambians should not overlook this as an isolated incident but as a tip of an iceberg of what is in store. Mind you, this kind of shamelessness came from Creme de la Crème of their party establishment, what do you expect from those on the tail end? “Zambians open your eyes.” It is a rule of a thumb that sense of shame is supposed to prevent

leaders from actions that hurt people. It was very clear and with no shadow of doubt, based on the Speaker’s evidence-based deliberation on the subject matter, Mr Mweetwa attacked and hurt the persona of the Republican Vice President. The disparaging remarks were not directed at the Republican Vice President‘s statement as he intimated in his press briefing but on the persona of the VEEP. The position is evidence-based and this fact cannot be disputed. Thus it is not right on his part to misinform the public on the subject matter for political expediency. More importantly, it is clear that there was failure on his part to live up to parliamentary decorum, etiquettes and respect for elders; so admitting to feeling ashamed and apologise was an attempt to repair relations broken by a disregard of those values. Unfortunately, we seem to be entering an era in which we can no longer expect publicly elected officials to rely on a sense of shame to act with contrition and make amends. Criticism of Mr Mweetwa’s crossing of moral standards seems to provoke even more brazen behaviour, testing the boundaries of what is considered acceptable. Zambians should take note that becoming accustomed to the lack of apology and impudence from public figures has grave consequences. As writer Michiko Kakutani notes in her excellent analysis of Trump’s America, T h e Death of Tr u t h , people

were slow to recognise the danger of Hitler because he unravelled his plans in small doses, carefully observing what people would tolerate along the way. Thus, the shamelessness on the part of Mr Mweetwa is not an isolated occurrence but an epitome of the big picture of the political establishment to which he belongs. It is prudent for the Zambian citizens, to critically interrogate this occurrence as we prepare for the 2021 general election. To my brother, an apology will not hurt; in fact an apology is a lovely perfume, it can transform the clumsiest moment into a gracious gift. Epompelele. Dear Editor, FIRSTLY, it is disappointing for the self-proclaimed democrats such as UPND to claim to be champions of freedom of expression yet they are intolerable to divergent views of those they believe to be PF. Ever since some civil societies started speaking on behalf of youths who have endorsed President Edgar Lungu as a sole candidate in 2021, they have received threats of persecution and UPND cadres have declared them enemy number one of the Hichilema Administration. The Young Leaders Initiative is among the activists who are endangered if the political party led by foreign interests assumed state power. YALI has made relentless efforts to defend the constitution and good governance. It has been firm and consistent in the constitution refinement process. They have endured that what was agreed at the all stakeholders’ engagement is what the legislature confined itself to. I’n this vein, we are encouraged that a youthful organisation can manage to mobilise enormous financial resources for the purpose of popularising Bill 10. The initiative to summarise the contents of Bill 10 on billboards will influence the electorates to hold their MPs accountable regardless of how they will vote. We wish to express our disappointment with the double standards played by the opposition and their surrogates. Not too long ago, they came up with fliers, radio adverts to denounce the proposed amendment to the constitution. That was regarded as freedom of expression. Today, YALI has expressed its view and proactively defended its decision the opposition and their surrogates have attempted to discourage them from enjoying their democratic rights. What is good for the goose, is good for the gander. The intolerance that the UPND has shown does not pass the test of being reasonably justified in the democratic society. ‘SHE OPTED TO PAY ME WITH EVIL’ By BENNIE MUNDANDO

I

HAVE gone through a painful divorce after giving my wife everything a loving husband can give out of love, including selling my studio equipment to raise money to send her to college, a Seventh-Day Adventist Church elder has revealed. Narrating his predicament yesterday, Crodwell Sikaala of Kalomo, said what started as a loving affair in 2011 and culminated into marriage two years later had left scars in his heart which he says he will remember for the rest of his life. Read the full interview here: Reporter: Tell us how this whole affair started. Mr. Sikaala: It was in 2011 when I met this beautiful young lady by the name of Doreen Muntanga. We became best friends before our affair started. Doreen did not hide anything from me. She told me that she had a problem which she suspected to be fibroid or ovarian cyst. As a young man brought up in the church, I never cared because I knew v e r y

well how God is capable of changing seemingly impossible situations. I told her that I would share in her problems and that God would see us through. On December 29, 2013, we got married with a beautiful wedding which took place in Kalomo. A few weeks after our marriage, I discovered that my wife had a spiritual husband but when I asked her about it, she denied. One Friday evening, I was preparing a sermon and I went to bed very late. Before sleeping, I heard my wife talking to herself but I could not hear anything she was saying. After a few minutes she started acting like she was making love. I woke her up and when I inquired what was happening, she said she was dreaming that we were making love. Reporter: So, how did you resolve this problem? Mr. Sikaala: I did not keep quiet. I informed her parents about the strange things happening to us, and they promised to help us. I also engaged men of God to pray for us and they did their best. We were in and out of hospitals frequently but the problem worsened. In April 2017, her parents demanded that I take their daughter to college. I accepted though at that time, my business was not doing well because I was spending so much on my wife’s medication. So, for me to send my wife to school, I sold a pair of studio equipment for K10, 000 and got her enrolled in the school of education where she pursued primary school diploma. In 2018, I sold the remaining pair of studio equipment at K15, 000 and all the money

went to her education but I did not give up because I loved my wife so much. For your own information, we got married soon after completing my diploma in Travel and Tourism under the London Centre of Marketing in South Africa. I also did Purchasing and Supplying at Evelyn Hone, as well as International Tourism at the Livingstone Institute of Business and Engineering Studies (LIBES) in Livingstone. In 2019, my mother in-law came to our house. It was on a Wednesday. A day after, around 13:00 my wife’s uncle called me, asking where I was as they were at my house. I went home, only to find that my father in-law was also there. They inquired where my parents were but I told them that they were not around and it was not possible to call them because they were not aware that there was going to be any meeting on that day as no one had told us. After a four-hour discussion, it was agreed that my wife must go and stay at her uncle’s place because my mother in-law insisted that the problem that was causing her daughter to be sick was in my house. However, the problem worsened after my wife was taken out of my house. After a week, I received a call saying my wife’s condition had worsened. When I got there, my wife was almost lifeless. I took her to Choma from Kalomo for medication and her condition improved a bit.

In august 2019 I paid her exam fees and that was the last time I talked to my wife. She just disappeared. She was neither at her uncle’s house where we had resolved she must stay nor at her mother’s place in Mapanza. I tried to communicate with her but to no avail. I involved the church but it never worked out. In September 2019 I was just told your wife is admitted at Zimba

Mission Hospital. I went there and found that she had just had an operation and I had to incur all the costs with the hope that she will come back to her senses and get back but even as I was doing all these things Doreen never changed her mind. In November 2019 I paid for her teaching practical and in December, she went back to school. After that she disappeared again. This forced me to go to court where I sued my mother in-law to reveal where my wife was. While at court, my mother in-law requested that we talk about the matter outside court, to which I obliged. She apologised for the disappearance of my wife and promised she would tell her daughter to start picking my calls but never told me where she was. Reporter: how did you divorce since you did not know where she was and she avoided all your calls during this period? Mr. Sikaala: From the time I took my in-law to court, nothing changed. I still did not know where she was and she never picked my calls. So, in April 2020, I went to Mapanza where her mother lives and when I got there, she told me she did not know where my wife was. While I was still there, I called her and fortunately, this time, she picked my call and when I asked where she was, she lied that she was at her mother’s place in Mapanza. When I told her that I was with her mother at her place and that she had told me she did not know where she was, she cut my call and never picked again. Realising that I was fighting a losing battle after spending so much on her medication and school, I decided to sue her for legal divorce. She used to come to Kalomo to attend to court sessions until when the divorce was granted on Friday last week. She claimed that she was coming from her mother’s place in Mapanza but I don’t know how true that was because there are rumours that she is actually already married in Choma but I could not ascertain whether that was true or not. Reporter: So, how do you feel now that you have divorced? Mr. Sikaala: It is very painful because I wasted a lot of time, money for medication and her education. I did this out of love but after losing everything, she has her education while my business grounded to a halt. I am starting afresh from the scratch because of the sacrifice I made for her. The most painful part is that she even went to the extent of telling the court that she did not object to divorce because I was the one responsible for her health problems yet she had told me about it before we even got married. I still loved her even when we did not have any child but she opted to pay me with evil.

Ex-Nigerian leader appointed to mediate Mali crisis ABUJA - Former Nigerian President Goodluck Jonathan has been appointed a special envoy for Mali to try resolve the political crisis in the country. His appointment was announced by Jean-Claude Kassi Brou, head of the West African economic bloc, Ecowas. OVERNMENT has released about K17.5 million for the purchase of crops from a farmers in North-Western Province. The money will be disbursed to farmers through financial institutions in all the districts in the region. Provincial Permanent Secretary, Willies Mangimela,

told journalists in Solwezi that of the total amount, K3.61 million has so far been used. He said Kasempa would get the biggest amount of K5.775 million followed by Solwezi and Mufumbwe which would have K3.5 and K2.8 million respectively. He said Kabompo and Mwinilunga had been allocated K2.450 million each while Zambezi and Chavuma would get K350,000 and K175,000

respectively. Mr Mangimela said K7.970 million has been committed to maize while K9.52 million is awaiting for deliveries. "I wish to announce to the public that Government has released funds for the purchase of maize from all the farmers in the region, and as I speak, the Food Reserve Agency is already on the ground buying the crop," he said.

Mr Mangimela called on farmers to stop offering their maize to briefcase buyers. He said this was because most of the briefcase buyers use adjusted scales thereby stealing from the farmers. Mr Mangimela instructed the Provincial Joint Operation Committee to scale up operations to curb the rampant smuggling of maize and mealie meal to neighbouring countries.

THE Food Reserve Agency (FRA) has so far bought 10, 117 bags of maize translating into 505.85 tonnes from farmers in five districts of Southern Province. FRA has also paid out K1, 112,870 million to farmers who supplied the commodity in Region ‘B’ comprising Monze, Mazabuka, Namwala, Gwembe, and Chikankata. FRA Region ‘B’ Marketing Manager, Stephen Liato, said his organisation was making steady progress in the purchase of the commodity and was confident that the 42, 900 tones target would be met. Mr Liato explained that most farmers still have

unshelled maize in their bans as they never expected the FRA to start buying maize early this year. “We started on a slow rate because most farmers never expected the agency to start buying their commodity early and have unshelled maize in their bans. “However, I am optimistic that farmers will start bringing their maize to the agency so that by the end of the marketing season we shall be able meet the target of 42, 900 metric tonnes in region B,” Mr Liato said. Meanwhile, Mr Liato complained that some civic and traditional leaders in certain parts of Monze and Gweembe were threatening farmers with evictions from their land if they sold their white maize to the FRA. He said such retrogressive action was detrimental to Government’s vision to ensure national food security and ultimately household food security. Mr Liato said FRA was buying maize for strategic food reserves for the benefit of all Zambians and expected people to support the exercise.

HE Football Association of Zambia (FAZ) says it is still waiting for FIFA to communicate when it will meet warring sports administrators who recently signed a consent document aimed at ending the wrangles in football circles. The warring football administrators who had sued FAZ signed a consent judgement and agreed to drop the court cases as they await FIFA who had given the association a 10-day ultimatum to resolve wrangles, to meet them and decide on the way forward. With over five days gone since FAZ wrote to FIFA informing the international soccer governing body of the key role it will have to play to end the squabbles, FIFA hasn’t

communicated on the much anticipated meeting involving FIFA, FAZ and aggrieved individuals. FAZ vice president Rix Mweemba said the association is yet to receive official communication concerning the scheduled meeting to be chaired by FIFA officials. Mweemba is however hopeful that FIFA will in the next two weeks guide on how the meeting will be held having provided an option for the meeting to be held via teleconference because of the escalating cases of Covid-19. “We are still waiting to hear from FIFA. We will have this very important meeting with FIFA and other stakeholders but we are yet to receive communication on whether we can have it online depending on the status of the Covid-19 pandemic.

“If it will be conducive for FIFA officials to travel, then within the next two weeks I think we will be able to conclude on everything,” Mweemba said. Meanwhile, Mweemba has reaffirmed FAZ’s commitment to continue with developmental projects such as the ongoing goal keeper coaches training course in Kitwe. By MUKWIMA CHILALA CONFUSION has continued to reign over the lease of Matero Stadium as Lusaka Mayor Miles Sampa has warned the Lusaka City Council (LCC) to desist from advertising invitations for lease of the facility or he would institute legal measures to stop them from doing so. And Sampa has maintained that he still enjoys lease of tenancy for Matero Stadium, an agreement which would only come end in 2021. In a letter by his lawyers Mambwe Lisimba, Siwila & Lisimba Advocates, addressed to Lusaka City Council Town Clerk, Alex Mwansa, Sampa noted that the local authority had not given him any letter nor had any discussion that the lease agreement for the stadium was being terminated before the contract ends. He noted that he had also not been furnished with details of decisions which was made by the finance Committee meeting chaired by Mwembeshi Ward 28 Councillor Kelvin Kaunda to terminate a contract duly signed in 2011. “Your office has neither had any discussion with our client nor has our client received any formal letter stating that the lease contract is being terminated before expiry date,’’ read part of the letter. “Our Client informs us that you

have now decided to proceed and advertise the said stadium without die regard or notice to our client’s accrued rights. We have instructions to commence action against the Council and seek to obtain any preventive order that would ensure our client’s rights are protected. Our writing to you is to demand that you desist and in fact stop all maneuvers intended to frustrate our client’s legal rights in the lease.’’
