HALT LAND SCAMS THE wanton desecration of land, some of which is reserved, has reached alarming proportions with some individuals in local authorities taking the lead in this illegal trend. Simply put, almost all spaces in the urban areas have been encroached on including river beds, land reserved for service lines, school sports fields, play parks and in worse scenarios, grave yards. Fake estate agents in collusion with councillors and council employees have pounced on land reserved for markets and other social amenities in new residential areas, which they later sell to unsuspecting residents. Stories of innocent residents, including retires, being swindled out of their hard-earned cash abound. Some people have paid for plots, but later discover that such a piece of land was earlier sold to another client, hence they end up losing money. In Kitwe, some councillors went on a daring mission of demarcating plots near the Presidential Lodge at the edge of Ndeke Township, much to the chagrin of Local Government Permanent Secretary, Ed Chomba, who annulled the action. The urban areas, especially Lusaka and Kitwe, have lost shape, what with the haphazard allocation of plots even on the railway tracks. Zambia Railways Limited (ZRL) has had its reserve land illegally shared while the railway sleepers have been uprooted and houses constructed on what used to be the inter-mine railway network. A case in point is the area between the Ndola Golf Course and Kafubu River, where the railway line has been turned into an access road while in Kitwe, the ZRL land in the industrial area has been demarcated into 14 plots where people are building some properties. A church is one of the structures coming up on the same piece of land as the railway firm management is battling to reclaim the property. In Lusaka, the city is slowly getting swallowed in ugly unplanned settlements as “developers” are putting up structures haphazardly. Boundary walls that are being erected around these structures are not helping matters; in one yard, there will be a borehole being sunk while in another, a sewer soakaway lies within 10 metres, only separated by the fence. As a result, underground water contamination is rife while the ecological outlay is being disturbed. All this confusion is being perpetrated by the very people that are supposed to administer land professionally. Councils which are by law hold the land agency on behalf of the government have become agents of illegal land deals and agents of confusion. It is common in some areas of Lusaka for political cadres to invade a farm and any other private property and demarcate land as the rightful owners watch helplessly. Some legal land owners have been maimed in the process even as law enforcement officers issue warning after warning. Under the circumstances, Government must immediately take pragmatic action to rid the country of illegal estate agents while the local authorities must be cleansed of rogue employees and greedy councillors. Citizens should play a role by ensuring that they only vote into office councillors of high integrity while law enforcement officers must move swiftly to arrest rampaging political cadres whot are desecrating land with impunity. More importantly, residents must not buy plots from councilors because they are not full time council employs and do not have any mandate to deal with land matters apart from discussing them in the full council meeting. Zambia’s beauty must not be dishevelled by a few dishonesty civic leaders and their allies while citizens watch helplessly.

20, 000 COVID ADMISSIONS PROJECTED

And Dr Chilufya has projected that the number of deaths and new cases might escalate to unsurmountable levels if people continued abrogating health preventive measures. And Zambia has continued to record more cases of Covid-19 with 197 new cases recorded in the last 24 hours. Giving an update on the pandemic yesterday, Dr Chitalu Chilufya said the country had recorded 197 new cases of COVID-19 out of 844 tests conducted bringing the cumulative total to 3,583. “We have recorded 197 new cases of Covid-19 detected out of 844 tests conducted bringing

The Minister said 19 patients were on oxygen support with three in critical condition, while the rest of the patients were in stable condition. Fortunately, he said, we have not recorded any deaths in the last 48 hours and so the total death toll remains at 128. Meanwhile, Dr Chilufya has reaffirmed Government’s commitment towards combating the Coronavirus pandemic in the country. Dr Chilufya said Government through his ministry is making fundamental investments in the testing and other guidelines that are already in place. He was speaking in an interview yesterday with journalists at Parliament buildings in Lusaka during the on-going testing for Covid-19 for all Members of Parliament. Dr Chilufya explained that
his ministry has also embarked on enhanced capacity building among frontline officers to quicken the diagnosis of the virus. He urged the public to mask up, observe social distancing and test for Covid-19 regularly. Dr Chilufya advised that it is important for both public and private institutions to preach about Coronavirus prevention measures so that the number of positive cases can decline. “It should be everyone’s responsibility to advocate for testing for Covid-19. Testing is the lifesaving intervention as it leads to the change in the landscape of the pandemic. “It is important that everyone goes for testing, masks up and strict adherence to the social distancing so that we save lives,” stressed Dr Chitalu. UNITED States President, Donald Trump has reaffirmed his Government’s support to Zambia in fighting the Covid-19 pandemic. President Trump said the US government was committed to help Zambia in fighting the disease. According to a statement issued by First Secretary for press and public relations at the Zambian mission in Washington D.C, Eric Mwanza, President Trump said this when he met Zambia’s ambassador Lazarous Kapambwe at the White House. During the meeting Mr Kapambwe took time to brief Mr Trump on how Zambia was dealing with Covid-19. This was after President Trump asked Mr Kapambwe about the Covid-19 situation in Zambia and how the country
pandemic affects everyone. Speaking to journalists after being tested, Mr Ngulube emphasised that Covid-19 is real and the testing for all MPs is timely. He pointed out that it is important for law makers to test for Covid-19 before they go back to their constituencies to avoid the spread of the disease. THE Zambian people are expecting newly elected Law Association of Zambia (LAZ) executive led by Mr Abyudi Shonga to be firm and fair when dealing with issues affecting the nation, Lusaka based lawyer Rabson Malipenga has said. Mr Malipenga said LAZ had lost the confidence of the public because of taking political sides at the expense of sticking to what was enshrined in the LAZ Act. He said LAZ should always strive to be politically impartial and aim at serving the interests of the citizens of Zambia. Mr Malipenga said most of the senior lawyers had lost interest in the activities of the association because of taking political sides. He said it was the wish of Zambians to see the association criticising both the government and the opposition when they went wrong as opposed to being biased. Meanwhile, Mr Malipenga has urged LAZ to look into the conduct of some State Counsels. He said when one is conferred with the status of State Counsel, they automatically become advisors to the government, and wondered how the same people can start insulting their client in public. Mr. Malipenga said State Counsels are expected to give advice to government in a respectable manner as opposed to what is happening.

And they should know that the Bemba Traditional Council, Bashilubemba, are the ones and the Paramount that sit on the same council to appoint senior chiefs and other chiefs, and it has been given that power by the constitution.

MINISTER ORDERS ZESCO, CEC TO END IMPASSE By SILUMESI MALUMO
GOVERNMENT has instructed Zesco and Copperbelt Energy Corporation (CEC) to resume talks on the Bulk Power Supply Agreement impasse. Minister of Energy Mathew Nkhuwa said he instructed the the two firms last Thursday to ensure that the talks start to iron out the differences to come to conclusion on the new terms for the agreement. Mr Nkhuwa said he expected the two parties to resume the talks so that all the issues could be resolved without fail. Zesco and CEC failed to agree on a new agreement following the dispute on the new terms after the BPA lapsed in March. Zesco suggested that it would agree on new terms if only the new Bulk Power Supply Agreement was to last for 12 months but CEC rejected the proposal and asked for a longer period. This resulted in the talks breaking down because nothing tangible was coming from both parties. After failing to agree on terms, Mr Nkhuwa then signed a Statutory Instrument number 57 of 2020 declaring all transmission and distribution lines operated by the CEC as common carriers. This means that this infrastructure was now available to other players in the electricity market to use for commercial purposes at agreed terms and conditions by the parties to allow power to be supplied to the mines and other clients on the Copperbelt. But in an interview yesterday, Mr Nkhuwa said after meeting the two parties at his office in Lusaka last week he directed that the talks resume so that issues are resolved soon. He said it was Government’s view that the matter be resolved in an amicable manner.

THE mines have never been load-shedded, not even under the current load management and therefore reduced copper production cannot be blamed on the impasse between Zesco and CEC, Minister of Energy Mathew Nkhuwa has said. The minister was refuting claims by the Chamber of Mines that copper production has reduced drastically due to the dispute between Zesco and Copperbelt Energy Corparation (CEC). Mr Nkhuwa said that at no time did the power utility company cut power supply to the mines. He Zesco has been supplying power to the mining houses for operations to continue.

THE International Monetary Fund (IMF) will not force harsh policies on the Zambian government for implementation but instead assist to stabilise the macroeconomic vulnerabilities. This is according to the Consumer Unity Trust Society (CUTS) Programmes Officer, Kangwa Muyunda. She was speaking yesterday in Lusaka at a media briefing on Enhancing Public Debt Management in Zambia. Zambia is eligible to access up to US$1.3 billion IMF package. Mr Mwale who recently self-quarantined at home after testing positive for
Covid-19 made the announcement on his official Facebook page yesterday. The minister said repeated Covid-19 tests done on him had revealed that he recovered from the pandemic. "One really has to carefully zoom to see what’s on the image but there is really great news here, my repeat test shows negative results for Covid-19," Mr Mwale said. He thanked God for the recovery and Zambians for the goodwill messages and encouragement they sent him when he was in self-quarantine. "To God be all the glory now and forever. Thank you all for the good will messages and encouragement you gave to me," Mr Mwale said. Mr Mwale who is also Patriotic Front Chipangali Member of Parliament was one of the three MPs that were said to have contracted Covid-19.

LATE Independent Lukashya Member of Parliament Mwenya Munkonge was yesterday put to rest at Lusaka’s Memorial Park after a requiem mass at Mary Immaculate Parish. Mr. Munkonge died last Sunday in Lusaka. President Edgar Lungu who was represented by Northern Province Minister, Chungu Bwalya described Mr Munkonge as a strategic partner for government in delivering development to the people of Lukashya constituency. tanbic Bank Zambia launched the Buy-a-Brick campaign last year to help spearhead the country’s fight against the growing housing deficit. The project seeks to construct 1,000 houses for the urban poor. Buy-a-Brick – whose patron is Republican President HE Edgar Chagwa Lungu – builds upon the success of the ‘Stanbic Build’ initiative where the bank committed to construct low-cost houses for vulnerable families in Zambia’s urban areas. Buy-a-Brick is anchored by People’s Process on Housing
and Poverty in Zambia, Slum Dwellers International, and the Zambia Homeless and Poor Peoples Federation in collaboration with the Ministry of Housing and Infrastructure Development. Staff from various departments within Stanbic Bank support the project by acquiring building materials using their own resources, which the bank proceeds to double. They also participate in the actual construction of the houses under close supervision from the project constructors. Further, any citizen or organisation can participate by donating building materials or depositing any amount in
the Buy-a-Brick bank account, and help combat poverty housing among low-income households. The goal is to use Stanbic’s extensive sustainability investment policy to consolidate stakeholder power to help the less fortunate and compliment government efforts in the fight against inequality and poor housing. This campaign will have an even bigger impact on the national housing deficit if more institutions and other stakeholders join Stanbic Bank, come on board and help turn the dreams of vulnerable families in our communities to reality.

Threats to sack alleged PF civil servants divisive Dear Editor,
WE wish to condemn the threats by six-time losing Presidential candidate and also UPND life president Hakahinde Hichilema who has indicated his desire to dismiss PF sympathisers from the civil service. Firstly, it is the civic duty of every citizen to participate in political and public affairs of Zambia and affiliation to political parties is one of the reliable ways one is guaranteed to make a political impact. In the same vein, affiliation with PF is not an offence, it is a democratic right in as much as it is to belong to UPND. Therefore only people who have never won elections can take offence against those who exercise their freedom to associate themselves with PF. Speaking for myself, when PF was in opposition, my late mother was an active PF member while she was in the civil service. She held a party position at ward level but the government of the day at a time did not harass her. We also wish to remind Mr Hichilema that there are top civil servants who are known to be UPND supporters but President Lungu has not exercised his prerogative to terminate their contracts. Mr Hichilema should emulate the whole inclusive leadership approach of President Edgar Lungu’s government. It is also wrong to assume that PF supporters do not deserve to serve in government or work for parastatals. We do not need to agree with HH for us to have the opportunity to serve our country. The statement has unequivocally blacklisted all suitably qualified PF sympathisers to serve their country in the unlikely event UPND formed government. The careless remarks by HH are therefore unfortunate and explains why he will never be President. Serving the nation should not be the preserve of the HH praise singers. We wish to categorically disagree with the route that HH is taking, it is unrewarding. Zambia is a multiparty participatory democracy and no one should be threatened to be excluded from serving their nation on the basis of affiliations to PF. By NOEL IYOMBWA GOVERNMENT should consider closing places like City Market in Lusaka to avoid the spread of coron virus, Zambia Republican Party President Cosmo Mumba has said. Dr Mumba said as the cases of Covid-19 keep rising, Government should put up measures that would check the spread of the virus. He said in an interview that it was inevitable that some places such as markets, and other public places were closed to avoid the spread of the virus which was spreading fast in the country.. Dr Mumba also advised the government to consider suspending examinations in schools. “We should consider cancelling examinations. The department of health should should also ensure that people in the streets are living in line with the health preventive guidelines,� he said. He also said that the Lusaka City Council public health department must see to it that people are living in line with Covid-19 guidelines. Meanwhile, the Dr Mumba joined the rest of the country in mourning Mwansabombwe and Lukashya Members of Parliament Rogers Mwewa and Mwansa Munkonge respectively.

SELL MAIZE TO FRA, FARMERS URGED By PETER MALASHA

UANO farmers have been implored to sell their Food Reserve Agency (FRA) to promote food security in the country. In an interview, Luano District Agriculture Committee chairperson, Buster Chaponda, said farmers should not attempt to sell maize to bogus dealers. Mr Chaponda said small-scale farmers get inputs under Farmer Input Support Programme (FISP) which in which Government invested a lot of money as subsidy.
He noted that in an event of disaster and natural calamities such as floods breaking out, the same maize from FRA would be given as relief food to affected communities. Mr Chaponda said it was only fair that farmers sell their maize to FRA for the country to be food secure. "The motive behind is that farmers are given inputs under FISP. It is only fair for them to sell some maize to FRA for national food security,� Mr Chaponda said. Mr. Chaponda said money was readily available in banks for the transaction for farmers who sell maize to FRA.

Illicit drug abuse threatening Africa, global security - USA THE United States of America (USA) has expressed fear at the rising numbers of abuse of drugs around the world and Africa in particular. Deputy Assistant Secretary of State for the Bureau of International Narcotics and Law Enforcement Affairs (INL), Heather Merritt has described the problem as a threat in many ways, not only to public health but also to security. Ms Merritt noted that in Africa illicit drug production, trafficking, and consumption are linked to organized crime, illegal financial flows, corruption, and increasingly terrorist financing. She cited porous borders, poorly patrolled coastlines, weak institutions and enforcement regimes being causes of Africa being an attractive location for traffickers.

Ms Merritt concludes that the U.S Department cares not just about stopping the supply of drugs, but also the demand saying cooperation between Africa and the United States in drug prevention, treatment, and recovery has been ongoing. INL works around the world to counter international crime, illegal drugs, and instability while helping countries improve their civilian security and justice sector institutions. Government lauds World Bank Chongwe school project By JOHN KOMBE GOVERNMENT is impressed with the speed and quality of works of Palabana secondary school constructions in Palabana ward in Chongwe. Chongwe District Commissioner, Mr. Robster Mwanza made observation when he visited the school to check on the project which he described as a milestone achievement. He said the project was being funded by the World Bank Group of Africa and managed by the Zambia Education Enhancement Project (ZEEP). Mr. Mwanza thanked the World Bank group for the project and noted that this would increase classroom space and thereby improving the education standards of the local population. He also observed that the project was being executed with impressive speed and quality. He said that the quality of the works was commendable as it would ensure that the infrastructure stands the test of time. He promised to work closely with the district education office during the project period. He also said that the project had a community contribution of 25 percent and that the community of Palabana had so far constructed a 1X2 classroom block as part of its contribution towards the project. He commended the residents for their commitment to the project, observing that the residents had shown their commitment because some were also contributing food rations during the project period. Mr. Mwanza stressed that there was a need for the community who include corporates to come on board and contribute to ensure that the community contribution was met. He said that this would help to ensure that the project was completed on schedule. And Chongwe District Education Board Secretary (DEBS), Ms. Ruth Phiri thanked the government for considering the district by offering to construct the school. She described the project as a timely gift.

TEACHERS URGED TO ACQUIRE PRACTICING LICENCES THE Teaching Council of Zambia(TCZ) has called on all school administrators in public and private schools to ensure that all teachers are registered and licensed by the Council. TCZ spokesperson, Ngoza Malonga appealed to all school administrators and head teachers to ensure that their respective schools have qualified teachers by encouraging them to be registered. Ms Malonga emphasised on the need for a wellqualified teaching work force which will impart knowledge and good morals to the leaners thereby not compromising on quality of the education of pupils in the country. She stated that the mandate of the Teaching Council, is to ensure that all teachers are qualified, licensed and registered and given a certificate for them to practice as a teachers or lecturers in both public and private schools and Colleges of Education in the country. Ms Malonga urged teachers and lecturers to continue registering for the practicing licenses with the council using various platforms such as the mobile platform. She however, stated that the Council has also decentralized its services to selected parts of the country to make it easier for teachers to register and acquire licenses. Ms Malonga said the council is steadily decentralizing the process of teacher registration stating that so far it has presence in Copperbelt Province, Northern, Muchinga and Southern which also carters for Western respectively. The Teaching Council of Zambia was established in 2013 by an Act of Parliament and is mandated to provide for the regulation of teachers, their practices and professional conduct as well as provide for the accreditation and regulation of Colleges of Education. THE Economics Association of Zambia (EAZ) and the Luapula Provincial Administration are considering a partnership to launch the Citizens Entrepreneur Development Programme (CEDP). The Citizen Entrepreneur Development Programme is aimed at increasing people’s income at household level in Luapula Province. According to EAZ President Lubinda Habazooka, CEDP is also aimed at helping the Province to lift people out of poverty through entrepreneurship. The EAZ has since gone into partnerships with the African Green Resources (AGR), the Programme Against Malnutrition (PAM) and other investors to successfully run CEDP, Dr. Haabazoka explains. He says the CEDP which was one of the key takeaways from the 2019 EAZ National Economic Summit, is meant to improve the living standards of people in both rural and urban areas across the country by investing in various projects. And Luapula Province Minister Nickson Chilangwa has assured EAZ and its partners of government’s support adding that any initiative aimed at combating poverty in the Province will receive full attention. Mr. Chilangwa who has held various engagement meetings with EAZ in Lusaka says he is impressed with the proposals that the EAZ has so far made. The Minister says CEDP resonates well with the Luapula Expo agenda whose major purpose is to increase economic activities in the Province. -ZANIS

THE Lusaka High Court has fined a 30-year-old Lusaka man K3, 000 for causing death by dangerous driving. Before Lusaka High Court Judge Mathew Chisunka yesterday was Willie Simwanza, who readily pleaded guilty to the charge. Particulars of the offence are that on March 11, around 20:45 hours, along Great North road, Simwanza who was driving a Mitsubishi Canter registration number AHB5776 , did cause the death of a pedestrian Jason Phiri, 97. Simwanza was driving in a manner which was dangerous to the public and other road users having regard to all the circumstances to the case including the nature, condition and use of the road and the amount of traffic which was actually at the time on the road or which might reasonably be expected to be on the said road. In mitigation read by Legal Aid Board counsel Kambone Bukali, the accused pleaded with the court for leniency, that he was a first offender, family man with a child and youthful. And that he readily pleaded guilty therefore did not waste the Court’s time and was remorseful.

CHONGWE LINES UP YOUTH SYMPOSIUM By JOHN KOMBE CHONGWE constituency will hold a youth symposium to explore the various government empowerment programmes and how to access them, Chongwe Member of Parliament, Japhen Mwakalombe has said. Mr. Mwakalombe said this when he addressed residents of Kasenga ward during a community meeting. He disclosed that his office was organising a youth symposium to discuss government youth empowerment programmes and how youths can access them. He said the symposium would be held on a date to be announced, but during August. He noted that the government had formulated various programmes aimed at empowering the citizens. He stressed that the government was ready to empower people who were organised and showed commitment to pursue a chosen business path. In responding to concerns over the lack of empowerment in the district, Mr Mwakalombe said people needed to have the right information to access the empowerment programmes. He said this was one of the reasons reason for the youth symposium. Mr. Mwakalombe, who is also Copperbelt Province minister observed that youths and women in other provinces had benefitted from the many empowerment programmes because they were organised. He challenged the youth, women and men to form cooperatives so as to attract empowerment. He said that the government cannot target individuals because following up an individual would be difficult. He said that people must learn to work in groups to attract empowerment programmes or achieve much. He said the government finds it easy to work with cooperatives because they are more organised. He said that the culture of working in isolation is not always the best especially if one does not have their own capital. Mr Mwakalombe pointed out that some cooperatives in the district had benefitted from government empowerment programmes such as the Presidential solar milling plants. He said that Chongwe had benefitted from the Solar milling plants because of the cooperatives which were well organised. He challenged the youth and women to emulate the cooperatives that were operating the Presidential Solar milling plants.

KAZUNGULA VILLAGERS CRY FOR CLEAN WATER By ANDREW MUKOMA VILLAGERS in Chief Nyawa's area in Kazungula have appealed for more boreholes to ease water shortage. They have appealed to Government and Non-Governmental Organisations (NGOs) to drill more boreholes in the area, explaining that they face water shortage during the winter season. The villagers have told the Daily Nation that, at times, they walk long distances to the nearest boreholes or streams to fetch water. “At this time of the year going into November, the water is scarce. We walk for at least three kilometres to the nearest borehole. Some of our parents are elderly and cannot endure the long distances,” said Nelly Mukwana, of Singwamba area in Nyawa Central Ward. Another villager, Anna Mweemba, of Mabwa area said she would walk for 4km to the nearest stream to fetch water as the stream and that the scenario had posed serious challenges to her livelihood and that of her family. “People wash in it, animals drink from the same stream and there is no place where one can dig in the sand to try and get underground clean water. If we had a borehole, our lives would be better,” she said. Chief Nyawa concurred with the complaints from his subjects, saying the area required more boreholes. "So we appeal to Government and Non-Governmental Organisations to put more funding on water. On sanitation, my people are building their own pit-latrines, but when it comes to water, we cannot compromise, there is need of clean water,” he added. Chief Nyawa said his chiefdom needed help so that people could have easy access to clean and safe drinking water.

CHIEF Mukwikile of Shiwang’andu has allocated an additional 5, 720 hectares to Zambia Forests and Forestry Industries Corporation (ZAFFICO) for extension of the plantation. The trational leader said three years ago, allocated 2, 000 hectares to ZAFFICO to enable the firm establish a tree plantation. He said so far, the tree plantation had created about 250 jobs for his subjects. Chief Mukwikile said he was happy with the Government for creating jobs for local people which he said had greatly uplifted their living-standards. By ANDREW MUKOMA SOME political parties in Livingstone have welcomed the decision by the National Assembly to adjourn the proceedings in the wake of the COVID-19 cases at Parliament. United National Independence Party (UNIP) Southern Province Chairman Captain Robert Mukengami observed that the decision has come at the right time and that Members of Parliament (MPs) needed to keep safe. Captain Mukengami said that the decision would help stop a further spread of COVID-19 among MPs and Parliament staff. He told the Daily Nation in reacting to the adjournment on Tuesday that UNIP fully supported the decision. And UPND District Youth Chairman, Gerald Kuyewana, said that his party fully supported the move by the National Assembly to adjourn proceedings. In a separate interview with the Daily Nation, Mr Kuyewana said that COVID-19 was a worldwide challenge, hence the decision to keep the MPs and Parliament staff safe was timely. He said clearly, MPs were not able to freely debate and interact amongst themselves because of the threat of the pandemic. “It is a welcome move because the situation was complicated for Members of Parliament. We support the decision and it is the right thing to do especially with the escalating cases the country is witnessing. “As UPND youths in Livingstone, we support COVID-19 measures which are not discriminatory and we welcome measures which are fairly and genuinely done,” he said

CHIEFS TASKED TO FORMULATE BY LAWS ON ENDING CHILD MARRIAGES MWINILUNGA District Administrative officer, Kelvin Ndandanda has implored traditional leaders in the district to help stakeholders develop strategies on how best to implement measures aimed at ending child marriages in their chiefdoms. Mr Ndandanda said government places child protection activities such as ending child marriages on top of its agenda but requires the involvement of key stakeholder such as chiefs and non-governmental organizations in order to successfully curb the vice. He said this during a training session on the formulation of bye-laws on ending child marriages organized by World Vision Zambia in the area. “Your royal highnesses, your presence is very key in this training. We realize that even if we developed the by-laws, there is need for us to see how best they can be implemented and our call for your participation this morning is to see how best this can be done”, Mr Ndandanda said. He thanked World Vision Zambia for the various child development centered programs being implemented in the district and called on participants in the training to develop by laws which can be used as a model for other chiefdoms in the country. And World Vision Zambia National Campaign Coordinator on ending child marriages, James Zimba said the organization has taken the approach of engaging stake holders at community level because issues of child marriages are community problems. Mr Zimba said current policies in the country which defines the age of a child are inconsistent with regards to child protection issues hence the need to engage communities through the formulation of by-laws which will fill in the gaps that come as a result of policy inconsistencies on child protection matters. “The formulation of by-laws in the various communities will help fill in the gaps within the various provisions of the law on child marriages and will be the basis upon which law makers will formulate adequate laws to address child marriages because consensus would already have been reached at community level on these laws” he said. The three-day by-law formulation meeting on ending child marriages is being attended by senior chief Sailunga, Chiefs Kanyama and Chibwika, village headmen and councilors from the three chiefdoms as well as representatives of various government departments under the district child protection committee-ZANIS

AMBIANS should be wary of propaganda from opposition leaders and their allies who want to tarnish the image of the ruling party and that of the President ahead of the 2021 elections, a political activist Kelvin Chipili has warned. Mr Chipili said said some opposition leaders were out to cause confusion and create a bad image of the government. He said that opposition politicians would be coming up with all lies against President
Edgar Lungu, but that such kind of lies should not be entertained by Zambians. The activist was speaking in an interview in Kitwe. GOVERNMENT should come up with a deliberate policy that will ensure women have more access to finance in order for them to venture into entrepreneurship, the Forum for African Women Educationalists of Zambia (FAWEZA) has said. FAWEA Executive Director, Costern Kajele, said in Ndola that Government should ensure women had the capacity to venture into entrepreneurship. Mr Kajele stated that entrepreneurial skills would enable a good number of women to earn an income and take care of themselves and their families. In an interview, he said women were subjected to vulnerabilities such as Gender-Based Violence (GBV) and failed to voice out their concerns because they had no means of taking care of them-

KALULU TAPUSUKA MIPYA IBILI …Bashilubemba could sink the boat (Part II)
In the 2011 election, the majority of the Bemba people voted PF. The President’s ingratitude has brought about discontent and resentment in the Bemba kingdom.

“KALULU tapusuka mipya ibili,” is a Chibemba proverb which can literally be translated as: “The hare does not escape the burning plains twice.” The actual lesson is that no one should take his luck for guaranteed or push one’s lucky star too far. “Now to our surprise, when we thought a golden opportunity had occurred for a Bemba to rule us, a tree fell on our foot,” lamented one of the Bemba traditional councillors known as Bashilubemba. In other words, the Bembas have shot themselves in the foot. It has since become clear that President Michael Sata has ruffled the Bemba kingdom and fallen out of favour. He has drawn much blood and needs to suture the gaping wound before it becomes cancerous and spreads to his own party. His interference in the kingship of the Bemba is so offensive that an outraged Bemba council is prepared to die for its king. If Sata does not gazette Henry Kanyanta Sosala as Paramount Chief Chitimukulu, and make peace with him, Bashilubemba, who comprise Bemba chiefs and influential elders (Bachilolo na Bakabilo) will sink the already rocking Patriotic Front boat, and President Sata’s 2016 re-election bid will go down the drain. When he’s out and done, Bashilubemba will declare him a pariah, and caution him never to step a foot in Mpika - remember KK? The Bemba council has made it categorically clear: “Bashilubemba fye ebakwata amaka ukusonta imfumu neshamfumu” (The Bemba council is the only assemblage empowered to appoint a paramount chief and other chiefs). This is in accordance with the Bemba tradition, and has been from time immemorial. The decision of the council is unquestionable. No one, in the more than forty exogamous matrilineal clans (imikowa), has a right to object, including Sata who belongs to the mushroom clan out of which a chiefdom was carved by Bemba princes, putting the Bisa in line of a distant succession to the paramountcy. It has become apparent that the president is against the installation of the current paramount chief. He will not gazette a man who, according to him, has been “masquerading as Senior Chief Mwamba,” a man who has confessed that, as Senior Chief Mwamba, he did not undergo “the

Will he brazen his way out of this and make Bashilubemba cow, stoop to instinctive obedience and for the first time in the history of the Bemba chiefdom, nullify the appointment of a chief picked in accordance with the Bemba tradition?
Or, will Bashilubemba stand their ground and force the President into submission, castigate him, demand an apology, and make him swallow his ego and bow before Chitimukulu Henry Kanyanta Sosala? Still, will Sata, known to be unpredictable, raid the palace and arrest Bashilubemba and the paramount chief for insubordination? In all this kerfuffle (yes, kafwafwa is an English word), the loser is Sata. It has become evident that he’s better an opposition leader than a president. Before he was elected he was tenacious, indefatigable, imposing, convincing, omnipresent, timely, and often splendid. As President he is irresolute, lackadaisical, and complacent. Hallowed with the aura of incontestable authority, he has become the colossus who never admits to being wrong; one who takes people for granted; one who makes choices based on his ideas and judgment, and who thinks his actions have no consequences because they are a matter of prerogative. Well, the interference in the Bemba chiefdom at the level of paramount chief is unprecedented and could have dire consequences. What the President is forgetting is that he owes a life-time allegiance to the Bisa tribe that falls under the sovereignty of Paramount Chief Chitimukulu. As a subject of the Bemba kingdom, the moral and practical rightness of his actions is beyond his presidency. If things went really bad between him and the paramount chief, he would tarnish the name of his family. He must also not forget that he owes gratitude to the Bemba people for putting him in State House. The President and his PF were ushered
into power, in most part, by Bembas. By the 2010 census, the population of Northern Province was 1, 759, 600, predominantly Bemba. Luapula Province had a population of 958, 976. Add the population of the Copperbelt 1, 958, 623 of mainly Bembas, and a large number in Lusaka (population 2, 198, 996), and you have the largest ethnic group in the country. Bembas have not taken kindly to the way he has publicly defamed, antagonised, humiliated, and dishonoured their current Paramount Chief.
litical career and future. He can’t see that the lamentations of Bashilubemba have been heard throughout Bembaland and are drawing sympathy and solidarity for the Paramount Chief. He does not know that the Paramount Chief is now in a position to fight back - that he is already fighting back. It is his lack of an avenue for the expression of his displeasure at the President that has led to the audio tape being covertly released on the Internet and other media. Let me comment on the audio tape. The sound is so crisp it could only have been handled by a professional. There is no loss of quality in the voices of speakers like Ba Masembe, and Chief Chimba.
Their frustration began when Sata refused to recognise him (Paramount Chief) as Senior Chief Mwamba and informed the press to shun him. They are further riled by the President’s failure to attend the burial of the previous Chitimukulu, something they regard as highly disrespectful. Further, they are incensed that he has continued to subject the Paramount Chief to ridicule by refusing to gazette him. The President can’t read the tea leaves from the infusion. He can’t see the irreparable damage he is causing his po-

What does all this mean? It means that Bashilubemba have risen against the President for attempting to desecrate the Bemba traditional laws of succession.

Bashilubemba think this is a ploy. Rumour has it that the President prefers young brother of Professor Nkandu Luo, Bob, who is from the Bisa cluster. They want to publicly and courageously express their contempt for him. They want to show him that they are impregnable. They want to assure their subjects around the country that they are diligently performing their duty of protecting the Bemba chiefdom. They are asking the Bemba people to rally behind the new Chitimukulu. Also, they are intimating that they may withdraw support of the President and his party in future elections. In other words, Bashilubemba have put their indelible stamp on the Bemba kingdom, for better or worse. They are tough men with profound influence. They believe they have a mandate from their people and see themselves as defenders of the kingdom. If they choose to withdraw support for the President, they will do so with tremendous backing. This possibility is inwardly welcomed by political opportunists within the PF party. Some, including confidantes of the President, see this as a window of opportunity to succeed him. They are praying that he does not append his signature and gazette the man he has rejected so they can exploit the mess for their political gain. President Sata’s trial of strength is his own making and has come too soon in his reign. The Paramount Chief’s succession cockup and the latest fiasco between the “endorsers” and “successors” have weakened him. The latter underscores the deep divide in the PF party….. HARARE - Zimbabwe will undergo a "dark-to-dawn" daily curfew, during which only essential services will be allowed to operate, President Emmerson Mnangagwa announced on Tuesday evening. From Wednesday, businesses will open between 08-15 hours while all non-working sections of the population will be required to stay at home except for the purposes of securing food, water and health services, said Mnangagwa. Only registered small to medium enterprises which have been allocated work places will be allowed to operate, and must comply with the parameters and protocols set by the World Health Organisation. Fresh food markets will also be allowed to remain open. President Mnangagwa said the rise in local transmissions of Covid-19 called for urgent and necessary measures including a suspension of freedoms. The new measures will be in place until further notice and will be reviewed once the situation has improved, said Mnangagwa.

Public transport, social gatherings, meetings and celebrations have also been allowed. Schools, universities and other educational establishments will reopen on August 3, while places of worship, stadiums, airports and international borders will be reopened from August 15. The state of emergency was announced on March 24 after a surge in confirmed cases of coronavirus. ABUJA - Police have freed 15 children from an Islamic school in central Nigeria where they were kept in chains and tortured, police said on Tuesday. The children, aged between two and 10, were discovered on Sunday in a “dehumanising condition” at an informal Koran school in the town of Suleja in Niger state, regional police spokesperson Wasiu Abiodun said. In the house where they were found, “three chains used to tie their legs were also recovered,” he said. Abiodun said signs of torture, including scars and wounds were discovered on the children when they were rescued. He said the cleric who ran the school was arrested during the raid. “The case is under investigation and the suspect will soon be arraigned in court for
prosecution,” he said. Informal Islamic religious schools, called almajiri schools, are common in Nigeria, where there is a chronic lack of government services. They are widely criticised for squalid conditions, poor treatment and making pupils beg on the streets. Many also operate as so-called rehabilitation centres, for drug addicts and children with behavioural problems. Last year, police rescued hundreds of inmates in a string of raids on such institutes. Those released complained of torture and sexual abuse by their teachers. Growth at the Apices (Tips) of Roots and Shoots There are three regions of growth at the apices of shoots and roots in plants. These are

12 14 Functions of Seed Parts Testa (seed coat): This is the outer-most layer of seed and is responsible for protecting the seed against physical damage and infection. It is also responsible for dormancy in certain seeds where it prevents imbibition (entry of water into the seeds) • Plumule: This is the embryonic shoot. It develops into a shoot after germination • Radicle: This is the embryonic root. It develops into roots after germination The plumule and radicle together make up the embryo of the seed. The region of the embryo next to the plumule is called the epicotyl while the region next to the radicle is called the hypocotyl. • Cotyledons: These store food and enzymes in non-endospermic seeds, mainly dicot seeds. In most monocot seeds, food is stored in another tissue known as the endosperm. Seeds, which have the endosperm, are called endospermic seeds while those without the endosperm are called non-endospermic seeds. The main forms of foods stored in seeds include starch, oils and proteins. In some monocot seeds such as maize, the plumule is protected by a sheath called the coleoptile while the radicle is protected by a sheath called the coleorrhiza. These prevent damage during germination.

Experiment to Show that Oxygen is Necessary for Germination of Seeds Suggested materials: Soaked maize seeds, cotton wool, two conical flasks, alkaline pyrogallol, two strings and two stoppers. Method: Label two conical flasks, A and B Put 10 cm3 of water in flask A and 10 cm3 of alkaline pyrogallol in flask B

Wrap two sets of maize seeds in moist cotton wool Hang one set of seeds in flask A and the other in flask B as shown below Leave the seeds for about seven days. The set up of the experiment is shown in the following diagram:

Observation The seeds in flask A germinate. However, the seeds in flask B fail to germinate because the alkaline pyrogallol absorbs oxygen from the air inside the flask. As such, the seeds lacked oxygen for respiration. Conclusion Oxygen is necessary for germination of seeds. It is required for respiration which provides energy for germination. Experiment to Show that Water is Necessary for Germination Suggested Materials: Soaked maize seeds, dry maize seeds, cotton wool, three petri dishes Method: Label the petri dishes A, B, and C Put five soaked seeds in petri dish A Put another five soaked seeds on top of moist cotton wool in petri dish B Put five dry seeds in petri dish C Cover the seeds in dish A completely with water Keep the cotton wool in petri dish B moist all the time by sprinkling it with water. Leave the seeds for at least seven days. Observation: Seeds in petri dish A do not germinate; seeds in petri dish B germinate while those in petri dish C do not germinate. Conclusion Seeds require suitable amounts of water (moisture) in order to germinate. The water is imbibed (absorbed) by the seed and is important in the following ways: It softens the testa so that it can split to release the plumule and radicle. It activates enzymes and provides an aqueous medium for metabolic reactions to take place. It is involved in hydrolysis of complex nutrients in a seed e.g. hydrolysis of starch to maltose. Too much water makes the seeds rot. For this reason the seeds in dish A do not germinate. Seeds in dish C do not germinate because no water is provided for them to soften the testa and activate enzymes.

Experiment to Show that a Suitable/Favourable Temperature is Necessary for Germination of Seeds Suggested Materials: Soaked seeds, cotton wool, 3 pyrex beakers, a fridge and an oven. Method Label the beakers A, B, and C Wrap three sets of five seeds in moist cotton wool. Place one set in beaker A, one in B and the other in beaker C Put beaker A in a refrigerator at a temperature of 0oC, beaker B at room temperature (about 25oC) and beaker C in an oven at a temperature of 50oC Leave the set up for at least seven days ensuring that the cotton wool remains moist. Cell Elongation: This is a process by which cells grow bigger and develop their vacuoles by absorbing a lot of water. The greatest increase in length occurs in the region of cell elongation during growth. After being vacuolated all cells still look identical. Cell Differentiation: This is a process by which cells become suited for specific functions by developing specific shapes and undergoing specific chemical changes in their cytoplasms. After specialisation, plant cells may develop into any of the following cell types: collenchyma, parenchyma, sclerenchyma, cambium, phloem or xylem.

Growth is defined as a permanent increase in size, mass, number of cells and complexity of a living organism. Growth of multicellular organisms involves life cycles. A life cycle is a sequence of stages that an organism passes through during its development from the embryonic stages to maturity. Growth in Plants Plants undergo two types of growth, namely, primary growth and secondary growth. Primary growth is the increase in the length of the shoots and roots while secondary growth is the increase in the width or girth of shoots and roots. Primary growth enables the roots to penetrate the ground and the shoots to grow towards sunlight. Plant growth involves three stages. These are cell division, cell vacuolation (cell elongation) and cell specialisation (cell differentiation) which may be described as follows: Cell division: The process by which new cells (daughter cells) are formed from cells that are already existing (parent cells). The type of cell division involved in growth is called mitosis. This is a type of cell division where one parent cell produces two daughter cells that are genetically identical to the parent cell. Immediately after cell division, all cells look alike. Regions of active cell division are known as meristems, or meristematic tissues. There are two types of meristematic tissues in plants, namely apical meristems and cambial meristems (or simply cambium). Apical meristems occur at the tips of shoots and roots and are responsible for primary growth. There are two types of cambium, namely, vascular cambium and cork cambium; both are responsible for secondary growth.

Conclusion Very low and very high temperatures are not favourable for seed germination. Seeds at very low temperature fail to germinate because the enzymes in the embryo become inactive or less active and as such they do not catalyse the metabolic reactions necessary for germination. High temperatures (temperatures above optimum) denature the enzymes and as such no metabolic reactions take place. Hence seeds require a favourable temperature in order to germinate. Types of Germination
There are two types of germination, namely epigeal and hypogeal germination. Epigeal Germination This is a type of germination where the cotyledons are pushed above the ground by elongation of the hypocotyl. The plumule is covered by cotyledons and comes out of the ground with a hooked shape in order to protect the delicate shoot. The cotyledons also carry out photosynthesis during the first few days before the leaves develop fully. Examples of seeds that carry out this type of germination are beans (Phaseolus vulgaris), sunflower, castor oil and groundnut seeds. This type of germination is commonly associated with dicotyledonous seeds but there are exceptions such as the broad bean. Diagram Illustrating Epigeal Germination
Hypogeal Germination This is a type of germination where the cotyledons remain underground, due to elongation of the epicotyl. The plumule is covered with a sheath called the coleoptile to protect it from abrasion as it pushes out of the soil. Examples of seeds which undergo this type of germination are monocotyledonous seeds such as maize, sorghum and millet seeds.
In non-endospermic seeds the cotyledons are the food store. However, the function of the cotyledon/scutellum in endospermic seeds is to a) synthesise GA and b) absorb the digested products of the endosperm and pass them on (via vascular tissue) to the embryo.

DBSA joins local funders in financing mega Moz LNG project JOHANNESBURG - The Development Bank of Southern Africa has committed about R2 billion to fund the flagship Mozambique Liquified Natural Gas (LNG) project. The private project, headed by French oil and gas giant Total, will explore about 150 trillion cubic feet of gas reserves in Mozambique, and is expected to deliver LNG in 2024. It has attracted funding commitments from banks, development finance institutions and export credit agencies around the world. The DBSA, a state-owned financier of large infrastructure projects, says it will finance $120 million of Mozambique’s Area 1 LNG project, which is expected to cost approximately US$24 billion in total. Other local funders who have committed to finance the project include Standard Bank, Rand Merchant Bank and Absa. On Friday Total announced that it had signed a $14.9 billion senior debt financing agreement for the project. The DBSA said its funding will be used for upward and downstream project development activities required to extract natural gas offshore before conversion to LNG for export. The bank said the project would present significant opportunities for South African equipment suppliers and other service providers, as well as gas export opportunities. “This investment aligns with the DBSA’s mandate which seeks to promote regional development by partnering and leveraging skills and expertise from both the private and public sectors. “Together with other similar initiatives in the Rovuma basin, the project will catalyse South Africa’s gas industrialisation aspirations and the implementation of gas to power projects,” said Mpho Mokwele, head of project finance at the DBSA. – FIN24.

Second half goals from Chrispine Mulenga, Mubanga Kampamba and Idris Mbombo were more than enough to see the “Red Devils” dislodge Forest Rangers from the number one spot on the 18-team Super League table. Nkana, who dominated play from the first whistle in their first fixture of the post Covid-19 era, broke the deadlock within a minute into the second half while, Kampamba doubled the advantage five minutes later with a beautiful strike from outside the 18-yard box. Mbombo made the game beyond reach for the Chris Kaunda-tutored Lusaka side when he dribbled past goal keeper Toaster Nsabata before slotting the ball behind an empty net to make it 3-0 in favour of Nkana. The win propelled Nkana to 46-points on par with Forest Rangers who dropped to second but Nkana dominate the league because of having a better goal difference. Meanwhile, Government has approved Zambia national soccer team coach Millutin ‘Micho’ Sredojevic’s contract, says Minister of Sports, Youth and Child Development Emmanuel Mulenga. Mulenga urged FAZ to follow the conditions outlined by the Ministry of Justice in the recruitment of “Micho” as Chipolopolo coach.
Daka, Mwepu Austria’s MVPs By MICHAEL MIYOBA ZAMBIA’S export to Austria, Chipolopolo striker Patson Daka has been ranked as the second most valuable player in the Austrian where he features for Red Bull Salzburg, a team he helped scoop the 2019-2020 Bundesliga. According to the latest rankings by the transfer market, Daka is worth €18 million Euros which is equivalent to K380 million. Daka is only behind team mate at Red Bull Salzburg striker Dominik Szoboszlai, who is the most valuable player in Austria worth €22.5 million Euros. Twenty-four goals in 31 league matches and a €30 million offer from LOSC Lille has seen Daka’s value rising from €7.2 million to €20 million. Meanwhile, Salzburg are said to have rejected a record offer from LOSC Lille for Daka. And Daka’s country-mate and former Napsa Stars midfielder Enock Mwepu is ranked third most valuable player in Austria as he is worth €10 million. Mwepu, 22 is also said to have attracted interest from other European clubs and has seen his market value rising from €5.4 million to €10 million and now occupies third place on the Bundesliga’s internal market value ranking.
