ITH six dramatic Covid-19 deaths in one day, health authorities have observed an increase in home deaths meaning that people are not going to hospitals when they are sick. Ministry of Health Director for Infectious Diseases, Lloyd Mulenga said the increase in deaths was an indication that people were shunning hospitals. STIMULATING ECONOMY THERE is no doubt that there is a lot of goodwill towards efforts to revive the country’s economy. This is not only coming from the government, which has already launched a K10 billion economic stimulus facility, but even from special interest groups and international agencies. But while all this makes happy reading, it is important that the nation takes full advantage of the incoming funds and ensure that they are used prudently. We are talking about the K10 bn stimulus facility from Government through the Bank of Zambia – not to forget the K30 million earmarked for artists. Then there is the K13.5 million Zambia is set to access from the International Fund for Agriculture Development’s (IFAD) newly established Rural Poor Stimulus Facility for rural sustainability. The country is one of the 59 selected countries that will benefit from the US$40m fund, announced by IFAD Regional Director for East and Southern Africa, Sara Mbago-Bhunu, in a letter addressed to the Finance Minister, Dr Bwalya Ng’andu. At local level, the Economic Association of Zambia (EAZ) has launched the citizen entrepreneur development programme aimed at enhancing wealth creation through promotion of entrepreneurship. EAZ president, Lubinda Haabazoka, said the association had mobilised both domestic and international stakeholders to create the programme. All these programmes could have far-reaching results for the country but only when there is proper coordination among all the organs providing support. The rural areas, which are the primary targets might end up with nothing if the programmes are done in isolation. The K13.5m IFAD Rural Poor Stimulus Facility will effectively supplement the rural sustainability interventions that Government has so far developed in response to the Covid-19 induced economic slowdown,” said Finance Minister Bwalya Ng’andu IFAD’s Rural Poor Stimulus Facility resources are intended to support the government’s interventions in responding to the Covid-19 crisis, by financing targeted investments that support rural based small-scale producers and poor households. Some of the areas to be financed through IFAD’s Rural Poor Stimulus Facility, include providing inputs and basic assets to enable small-scale producers to maintain production and establish fast-maturing alternative agriculture enterprises. On the other hand, the EAZ initiative would focus on agri-business, mining and urban development modules, said Dr Lubinda Haabazoka, the association’s president. “The initiative brings together the public and private sector in supporting business creation through the provision of funds, business skills, capacity building, and input support on commercial terms and provision of market for goods produced,” he said. Dr Haabazoka said the initiative was designed especially for women and youth groups and would take advantage of President Edgar Lungu’s directive to enhance local participation in the retail sector. What the nation should do now is to ensure that all these programmes are coordinated with proper follow-up schemes to see how they are working. If farmers are producing vegetables for example, there must be a ready market for them. In the same vein, this could apply to those ventures producing industrial goods. The catchword must be team work even though coming from different organisations.

CCM-IH has started mining and processing alluvial gold ore at Kasenseli Gold Mine after being granted the mining licence last month. In another development, a Zambian-owned company has requested for the partnership in setting up a gold processing plant. ZCCM-IH Public Relations Manager, Loisa Kakoma, said the company anticipated fullscale operations regarding alluvial gold at Kasenseli by the end of this month. Ms Kakoma said Kasenseli was the first project in which ZCCM-IH had partnered with small-scale mining licence holders. She said in an interview yesterday that many other smallscale exploration licence holders had approached ZCCM-IH and the firm intended to extend the same model of operation. "But the strategies being
employed depends on what type of licence one has, and to what extent they have gone in developing geological data and any works. She explained that for artisanal miners who have been conducting alluvial mining, the formalisation of their activities is a collaborative effort between Zambia Gold Company Limited (ZGC) and the two ministries - Ministry of Mines and Minerals Development and the Ministry of Commerce, Trade and Industry. "The role of the Ministry of Commerce and Industry is to help the artisanal miners form, register and provide training to cooperatives. The role of Ministry of Mines and Mineral Development is licencing of the cooperatives with gold panning certificates," she said. Ms Kakoma however said ZGC would work with the gold mining cooperatives by providing mechanised micro gold processing and exploratory equipment. ZGC, she said, would also
provide technical expertise to ensure responsible and environmentally friendly mining and processing methods, drill water boreholes in areas with water challenges, and conduct exploration for primary gold resources. "Whatever is produced by these cooperatives, will be bought by ZGC," she added. Ms Kakoma said the first areas of operations for the strategy was being rolled out in Rufunsa, Lundazi, Lumezi and Vubwi. "First, ZGC is partnering with existing small scale exploration licence holders who have no capacity to conduct exploration works to estimate the volume, quantity of the resource. If results prove commercial viability, ZGC will then invest to develop the mine and start production and processing. The licence holders are incorporated as equity partners. “Further, for those exploration licence holders who have geological information but have no capacity to develop the

HARLES Kabwita is clueless about the Patriotic Front (PF) job creation policy, PF Lusaka Province Secretary Kennedy Kamba has said. Mr Kamba said the PF Government had made strides in ensuring that jobs were created especially for youths. He was reacting to assertions by National Democratic Congress ( NDC ) national youth chairperson Mr Kabwita that the President Edgar Lungu lied to the people of Zambia that about 1000 jobs would be created under Industrial Development Corporation (NDC). He said in an interview yesterday that the PF had continued with its ambitious programme of empowering young people so that they could improve their livelihoods and contribute to economic development.

"We have aquaculture, manufacturing and agriculture empowerment programmes that are being formulated and being implemented right now, and thousands of job opportunities await young people from across Zambia and without any form of discrimination," Mr Kamba said. Mr Kamba appealed to young people to ignore doomsayers or any negative energy that was being propagated. He said many of them had no moral right or authority to talk about good governance or make attempts to ridicule the good will of the PF Government on young people.

Mr Chipampe said the President respected the independence of the Judiciary and other organs such as the Police, the Anti-Corruption Commission, and the Drug Enforcement Commission and would do nothing to interfere in their operations. This is contained in a statement issued yesterday. “Despite being charged with criminal offences, in this case corruption allegations, Hon. Chilufya is currently innocent until proven otherwise by the courts of law. This assumption is predicated on the principle of presumption of innocence which is enshrined in the Constitution of Zambia and is consistent with according an accused fair trial,” he said. Mr Chipampe said the Constitution was clear that every person who was charged with a criminal offence shall be presumed to be innocent until he or she was proved or pleads guilty “The principle of presumption of innocence until proven guilty by the courts of law is also enshrined in the African Charter on Human and People's Rights and the International Covenant for Civil and Political Rights,” he said.

Ministry of Health Director for Infectious Diseases, Lloyd Mulenga said the increase in deaths was an indication that people were shunning hospitals. Zambia’s Covid 19 deaths now stand at 30, with 6 deaths reported yesterday alone. Professor Mulenga wondered why people die from homes if they are not shunning health facilities because if someone died of Covid they would have experienced some symptoms at some point. “What is happening is that someone might have been sick at home with another condition, then they also have covid-19, they may have died from the other condition or it may purely be covid-19,” Prof Mulenga said. He said in as much as Government had put up restrictions on visiting health facilities, people should ensure that they visit the facilities when sick so that interventions could be implemented. Prof Mulenga emphasised that people exhibiting respiratory challenges, fever or headache should ensure
that they seek medical treatment to avoid deaths. “Also what is important from this is that, sometimes even if someone is exhibiting respiratory symptoms, sometimes just a fever or headache, it can be a sign of Covid-19 and people may die in the community,” he said. And Prof Mulenga said the coronavirus prevalence survey which would be conducted in six provinces would provide necessary information on the burden of the disease in the hospitals and communities. “The survey will help us to see the burden of the disease in the hospital and community, and if we see that there is a high burden of disease in the community, there will be need to enhance sensitization to tell the community to come to the hospital when they are sick,” he said. Prof Mulenga said the Ministry of Health did not want a situation where people only go to the health facility when they experience extreme symptoms which could lead to death.

FORTY-NINE suspects who were arrested for spraying choking chemicals in homes and schools early this year are still appearing court, Home Affairs Minister Steven Kampyongo has told Parliament. Delivering a ministerial statement on gassing incidents which hit the country, Mr Kampyongo said Zambia police recorded 570 cases of spraying incidents in homes ,schools and colleges and that 68 lives were lost. He said Copperbelt recorded the highest number of cases, standing at 369, Lusaka 56 while Muchinga and Western had 37 each while central recorded 19 cases. Luapula Province had 17, Southern 16 Northern 13 and Eastern Province recorded six cases. The minister stated that the spreading of false information through social media platforms to some extent incited members of public to take the law into their hands. Arising from this, three people were arrested for promotion of hatred, violence and public disorder and were still appearing in the courts of law. Mr Kampyongo disclosed that 367 persons were arrested for disorderly and
riotous behaviors across the country. “Mr Speaker with regard to incidents of instant mob justice, a total of 116 people was arrested in connection with mob justice incidents, the arrests recorded were in Central 35, Muchinga 30, Copperbelt 13, Northern 12, Southern and Luapula 10 arrests each. “Investigations into the death of all those who have died at the hands of instant mob justice have also continued. "It is my sincere hope that the long arm of the law shall in due course bring all those responsible for deaths of our people through instant mob justice to book," he said. He explained that the incidents of gassing created widespread public insecurity up to March 4, this year. GENEVA - The outlook for the global labour market in the second half of 2020 is “highly uncertain” and the forecast recovery will not be enough for employment to return to pre-pandemic levels this year, the International Labour Organisation said on Tuesday. In its latest report, the U.N. agency said the fall in global working hours was “significantly worse than previously estimated” in the first half of the year. The Americas was the hardest-hit region, losing 18.3 percent of working hours. Worldwide, an estimated 14 percent of working hours were lost in the second quarter, equivalent to 400 million full-time jobs, due to the pandemic, the ILO said. It estimated that workinghour losses were likely to still be in the order of 4.9 percent in the fourth quarter, equivalent to 140 million full-time jobs. Under a pessimistic scenario in a

RBZ INJECTS MORE CASH INTO CIRCULATION

ARARE - The Reserve Bank of Zimbabwe (RBZ) says it injected approximately $64 million cash into circulation during the week ending June 19, 2020. According to statistics released last Friday by the central bank, cash in circulation increased to $1.661 billion for the week to June 19, 2020 up from $1.552 billion for the week ending 12 June 2020. The central bank is however, taking a cautious approach in injecting cash into circulation given the lack of confidence in the market. Both RBZ governor Dr John Mangudya and Finance Minister Mthuli Ncube have
said cash will be injected into the economy on a gradual basis. The local currency is thus still limited in supply resulting in endless queues at banks. Consumers have also resorted to paying premiums to access cash from illegal traders. As of that date, cash in circulation is now 11.6 percent of all the currency (not cash) issued by the central bank amounting to $13.903 billion. Overall money supply is however, much higher at more than $35 billion. The RBZ last provided overall money supply figures for the period to December 2019. International benchmarks say the ratio of cash in circulation to overall money supply
(M3) should be between 10 percent and 15 percent. Meanwhile, the central bank said preliminary reserve money stood at $13.90 billion as at June 19, 2020 from $13.34 billion recorded on June 12, 2020. 'On our knees': Kenya's tourism revenue collapses NAIROBI - Kenya has lost US$752 million so far in tourism revenue, about half of last year’s total, due to the coronavirus crisis, its tourism minister said on Monday. The sector is one of the leading sources of foreign exchange, earning $1.54 billion last year, which had been expected to grow one percent in 2020. Tourism Minister Najib Balala said things would get worse before they can improve. “The second half is almost as good as zero. So we have a major problem,” he told reporters after launching his ministry’s study on Covid-19’s impact. The estimated losses include cancelled bookings for the high season months of July-October, said Mohammed Hersi, the chairman of the Kenya Tourism Federation, a private sector lobby. From Indian Ocean beaches to the Maasai Mara wildlife reserve, tourism contributes 10 percent of Kenya’s annual economic output and employs over two million people. Kenya, which so far has confirmed more than 6, 000 cases of the disease, shut its airspace to commercial flights in March. It has also banned movement into and out of the capital Nairobi and the coastal resort city of Mombasa. – REUTERS.

Ethically, I could not represent him in Court and so he asked me to get him a lawyer but who is staunch churchman. I looked to my friend - Hobday Kabwe who graciously accepted the instructions. As the matter progressed, Hobday became very close to my father as they both run own Churches, hence me calling him “my father’s lawyer” whenever we met. But then we also had some political connections. When I was in State House, he was a man to go to ease tempers in Chiengi with Senior Chief Puta who was his putative uncle. Even though the MMD did not adopt him in 2011 to represent the people of Chiengi Constituency, he was always ready to serve them without a position. When Covid-19 pandemic broke out, Hobday was one of the few lawyers who used personal resources to buy masks and sanitisers for the rural dwellers of Chiengi. Such was Hobday- always ready to help the vulnerable. Recently, he constructed a house for a nonagenarian woman in Lusaka as part of his church corporate social responsibility. Hobday did not shy away from debates, be it legal or political. He always voiced his position even at the expense of sanctions from the Law Association of Zambia (LAZ). He refused to be gagged! Just a few days ago, he was defending the Speaker of the National Assembly Dr. Patrick Matibini that he had powers to interpret the Constitution and the Laws of Zambia. The press loved him as he was an easy source on controversial matters. In recent days, he had also become a lay preacher of the word of God. Today, he suddenly passed on after an illness. I am sure his soul will be received by the Heavenly Father - Go well my learned brother - Go well my Father’s Lawyer - Go well MP for Chiengi who never was. Until we meet again...he turned 50 in January this year!

T is a matter of urgency that Zesco explains to the Zambian people why it should spend US$40 million buying equipment and meters that will remotely control electricity management instead of investing that money in power generation. I am prompted to ask this question because I am made to believe that “”RWANDA achieved a fast solar power project with $23.7 million while Zesco has announced that it will spend $40 million on smart meters with which they will switch off appliances in people’s homes.”” The 8.5 Megawatt solar power plant in in Rwamagana District, Eastern Province was completed in less than two years when the meter project by Zesco will take five years to complete and will not add to power sourcing. The plant was built with help from the
Dutch firm, Scatec Solar Company and Norway’s Gigawatt Global Cooperatief. I am aware that we have experience with solar power projects in Zambia. Last year President Lungu inaugurated the Bangweulu solar project, sponsored by French company NEOEN, built with IFC financing and letters of credit backed by International Development Association (IDA) partial risk guarantees. At the same time Zambia entered a second round with Scaling Solar to develop additional solar plants. At the time Energy Minister , Mathew Nkhuwa, said the projects would not only only curb power shortages and provide a source of energy that complements Zambia’s hydro-based system, they but would also l allow the government to reduce its electricity purchase from expensive diesel power plants, including imports at peak time from o t h e r countries.

Extremely optimistic figures were given that Zambia’s savings over the first 25 years would be about $163 million per 50 MW power plant. Meanwhile the country has been warned that intermittent load shading would continue because our mainstay power generation source, hydrogeneration, was subject to erratic performance because of season variability. Given this unpredictable situation why would Zesco invest in load management that would in effect reduce power consumption instead of investing in power generation through solar generation. I understand that the company has shares in a meter manufacturing plant, but is this really the type of expenditure they would want to engage in at this time when there is serious climate variability which will impede hydrogeneration at any time. FINDECO House poor sanitary conditions Dear Editor, I WISH to raise concerns on the poor sanitary condition of one of the tallest buildings in Lusaka City, Findeco House owned by National Housing Authority (NHA). This building is between Cairo Road and Independence Avenue and it houses many corporate entities including the one of the notable radio stations, Millennium Radio. The toilets at this building are in a bad state in such a way that an outbreak of an epidemic can occur any time. The water is also erratic and the tenants survive through the capricious mercy of God. Worse yet, the appearance of the building let alone the surroundings is not attractive at all and ultimately killing the whole essence of keeping Lusaka clean, green and health. One may wonder whether this building is in the capital city or a typical rural area. What is even mind boggling is the fact that NHA as the landlord collects a lot of money from the tenants despite failing to maintain this building in a good state befitting human habitation. Lusaka City Council last month gave NHA a sevenday ultimatum to improve the sanitary conditions at Indeco House, the other building which this quasi government institution owns. This was a good step which the local authority took against NHA. In conclusion, I earnestly appeal to NHA improve the sanitary conditions a Findeco House which are currently in a deplorable state. A check by the Daily Nation in Kitwe revealed that people were not consistently wearing masks even in public places like Chisokone market and in the city centre itself, while others were only using them when asked to do so. In Chain stores like Shoprite, Pick ‘n’ Pay and Choppies people were being compliant just as was the case when getting into commercial banks which were strict on preventive measures. At some bus stations, bus operators were no longer as strict as they were previously when the fear of Covid-19 gripped the nation after it claimed many lives in the United States, Italy, Spain and other European countries

In Ndola, Luanshya, Kalulushi and Chingola the situation was similar as residents had become reluctant in adhering to preventive measures. Some people said they were no longer wearing masks, but only did so whenever they wanted to access chain stores and commercial banks. The Mast portrayed me as a dangerous person – PF official By ANDREW MUKOMA A PF official has told the Livingstone High Court that his two companies lost business as a result of a story published by the Mast newspaper which likened him to the notorious Luano Valley Mailoni brothers. In this case, Southern Province PF youth vice chairman, Obby Mweemba, has sued the Mast newspaper for defamation and he is claiming damages the court may deem fit. Mr Mweemba is represented by Brian Gombwa of MAK Partners, who sat in for Phillip Mukuka of AMC advocates. The Mast newspaper is represented by Nkandu Chibuye and Chisuwo Hamwela of Nchito Nchito and Advocates.
Mr Mweemba “I am a businessman dealing in construction logistics. In the political realm, I am eyeing to be minister. I want the court to award me damages,” Mr Mweemba told High Court Judge Mathews Zulu that on November 14, 2018, the Mast Newspaper published a story, in which it liked him, with Southern Province PF chairman, Lawrence Evans and Omar Munsanje to the late notorious Mailoni brothers. Mr Mweemba, 38 of house 508 off Airport Road, said when he read the story, he called Edwin Mbulo to find out if the article in the newspaper represented the truth of what he wrote. He said in his response, Mr Mbulo confirmed what was contained in the article as the truth. He told the court that the article reduced his chances of being appointed Minister as he was a politician. He said he spent three to four months trying to build the reputation the Mast newspaper had injured. Mr Mweemba said the Mast Newspaper implied that he is a criminal and a danger and felt that being likened to the Mailoni brothers was defamation. “I am a businessman dealing in construction logistics. TWO youths who allegedly murdered three Chinese and set fire to a factory in Lusaka’s Makeni area have been committed to the High Court for trial by the Lusaka Magistrate court. The calm looking youthful murder suspects arrived at court amid tight security where five counts of aggravated robbery, arson and murder were explained to them before being committed to the High Court. The murder suspects Victor Kabaso, 22 and Henry Mudenda 18, both of Garden House area, were appearing before Magistrate Mwaka Makalile for explanation of the charge. In the first count, they are charged with aggravated robbery involving a laptop and cash all valued at K36, 000. In count two, three and four, the two are charged with murder while in count five the suspects are facing arson on a warehouse valued at K1, 000, 000 contrary to the laws of Zambia.
It is alleged that the two, with other people unknown on May 24, 2020, murdered 52-year-old Cao Guifang and her two male employees, Bao Junbin 58, and Fan Minjie, 33 The suspects also set on fire a warehouse before disappearing with a laptop and cash before they were apprehended by the police. Magistrate Mikalile explained that the Magistrate court had no jurisdiction to hear the matter and therefore committed the two to the High Court for trial at the next appearance.

In this matter, Mr Mwelwa is seeking an order to direct the Registrar of Societies to deregister all political parties that have not held party elections since 2016. He is also seeking a declaration that any political party which has been in existence as of January 5, 2016 and which has not practised democra-
cy through regular, free and fair elections, should ceased to exist in Zambia on January 4, 2017. He insists that such a party has breached article 60(2) (d) of the Constitution of Zambia (Amendment) Act number two of 2016. Mr Bukali urged the people of Western province to use evidence and science to debate load-shedding and the power deficit in the country. He observed that people were playing the blame game even on issues that were straight forward. Mr Bukali said this yesterday in Mongu at the close of a meeting to review the performance of the province against planned targets in view of the corona virus pandemic. He said the biggest problem citizens were faced with was being engaged in conversations with no regard for the use of evidence as an input to forming opinions. “We equate loudness to rightness. “Surprisingly, on Tuesday, some mourners who had gone to bury their beloved one noticed that the grave was tampered with,” The parents and other relatives discovered that some people had exhumed the coffin and removed the body. “And the reason for this horrific action is not known. However, the police and the bereaved family buried the body since it was found intact,” he said. He said a docket has been opened and police have intensified patrols around the grave yard. Meanwhile, a 40-yearold man of Chavuma was found dead in unclear circumstance. Mr Chushi said Mr Henry Samukonga was found dead in Mbunda farming area near Kakoma village after he went missing for eight days. “The deceased went missing from last week but was found dead on Tuesday around 10 hours,” he said. He explained that after police visited the scene, they found the partially decomposed body with a perforated forehead.

UNIDENTIFIED people have exhumed a body of a three-years-old boy at the graveyard in Kamano area in Mufumbwe and went away with the coffin. The incident occurred between Monday and Tuesday in Chief Chizela’s chiefdom. North-Western Province Commissioner of Police, Elias Chushi, said that the exhumed body was discovered by a group of mourners who went bury at the same graveyard. He explained that the dead child identified as Prince Yowane. He died on Sunday after an illness and was buried on Monday. “Surprisingly, on Tuesday, some mourners who had gone to bury their dead noticed that the grave was tampered with,” he said. Mr Chushi said the mourners immediately alerted the police and the parents who later went to the scene.

The road back to the top of the Premier League is long and it is impossible to say that United will be challenging for the title next season, given the ridiculous levels of Liverpool’s current superiority. But a Bruno Fernandes-inspired performance on the south coast brought that most precious of commodities – hope. It is what routinely kills supporters and goodness knows there have been false dawns for United in the years since Sir Alex Ferguson was manager. But with Fernandes roaming with menace behind a pacy and dangerous front three – in which the 18-year-old Mason Greenwood was the star turn – and Paul Pogba and Nemanja Matic providing the control in the centre of the pitch, it was an evening when United made a statement. A criticism of Solskjær has been that the team have been overly reliant on balls up the channels for their quick forwards; that they have been too reactive rather than proactive. Now, with Fernandes on board and every other key player fit, United are better equipped to play through opponents. They can still counterattack as they did to devastating effect for their third goal, which was superbly finished by Fernandes. But when they needed to unpick Brighton’s two banks of four, to seize the initiative, they did so with authority. Their movement and interplay was extremely easy on the eye, particularly in the first half.
