EXPOSE ROGUE COUNCILLORS
THE suspension of the two city councils coming on the heels of the wanton desecration of land, will provide an opportunity to identify culprits and also give the state the requisite muscle to remedy the situation. Some councillors at Lusaka and Kitwe City Councils, who should have been providing policy guidance and oversight, went on rampage selling any piece of land they set their eyes on including Zambia Railways Limited reserved portions. The civic leaders also scrambled for land in waterlogged areas such as river beds and streams, endangering the ecological outlay of the community. Their ill-fated conduct did not end at that; they also looted playparks, school sports fields and reserve land near grave yards. They also went on a reign of terror in new residential areas where they illegally converted land reserved for markets and other social amenities into residential plots and issued ownership documents. In many instances, councillors cowed down council employees to generate letters of offer and recommendation letters to the Ministry of Lands and this led to legalising an illegality. They also threatened to run over council chief officers who did not yield to their ways and in the end some full time employees joined in the melee of illegal land sales. Civic Centres were always teeming with “clients” and a horde of councillors flaunting site plans and offer letters in defiance of the fact that land administration does not fall in their ambit as they were merely part-time officials. They walked with their heads high, throwing their weight around and retorted at anyone who addressed them as “Mr” in preference to the erroneous title of honourable. Yes, the title honourable crept into the Local Government parlance when in fact it is not supposed to be used among councillors. A message must be sent in clear terms that councillors are not full-time employees, but are there for policy guidance and should also play an oversight role. It is not the duty of a councillor to be running around the council in day-to-day operations including land administration. They must not involve themselves in physical inspection and land allocation, but only look at the final documents which come to the full-council meeting for deliberations and approval. Civic Centres are not play grounds neither are they dens where to cut deals by the very people entrusted to provide oversight. It is sad that councillors became anarchists. Such a scenario can be likened to a home where the parents misbehave by way of bastardising personal values and traditional norms in the presence of their children. To remedy this growing cancer in councils, the Ministry of Local Government must strictly monitor operations of the councils so that councillors stick to their lane. The Town Clerk or Council Secretary cannot sufficiently guide councillors, hence the need for Government to create a monitoring mechanism through the office of the Provincial Local Government Officers. The principal officers and their chief officers are not able to do so adequately because they are subordinate to councillors. Secondly, many councillors have no clue about the local government system as they are at sea with operations of formal organisations. They come from communities via elections. This means, therefore, that anyone with a green National Registration Card, a Grade 12 qualification can be elected to the position of ward councillor, even with barest understanding of governance, development and administrative knowhow. A filtering system must be introduced to prevent rogues from standing as councillors.

CEEC public relations and communications manager, Michelo Mukata said the CEEC board would soon sit to provide a road map on how the money would be recovered. Mr Mukata said the nonrepayment of loans was affecting the CEEC’s mandate

The latest Auditor General’s report indicates that CEEC was owed about over K150m in unpaid loans which included amounts totalling K1, 042, 472 in outstanding loans owed by 23 clients who could not be traced by the organisation.
The CEEC had failed to recover the collateral pledged for the loans. “These loans that CEEC gives to citizens are revolving funds therefore nonpayment of loans affects the mandate of the authority,” Mr Mukata said. Mr Mukata however said CEEC had several ways of recovering unpaid loans that may include possession of collaterals from citizens. He said CEEC had also
embarked on close monitoring and evaluation of the funded businesses to ensure that funds are recovered. Mr Mukata said CEEC could also seize collaterals as a last resort for clients that fail to settle the loans. “If all interventions that CEEC has put in place fail, we will go the legal route for clients that provide collaterals and see how we can recover money that was pumped into the business,” Mr Mukata said. On the over K150m unrecovered funds, Mr Mukata said CEEC was waiting for guidance from the board on how the matter could be dealt with.
No more external borrowing - minister By BUUMBA CHIMBULU GOVERNMENT has stopped borrowing externally to reduce the current debt stock as it negotiates for relief, says Finance Minister, Bwalya Ng’andu. Zambia’s current external debt stands at US$11.2 billion. Dr Ng’andu indicated that Government was focusing on negotiating with relevant stakeholders for debt relief as it puts in measures meant to reduce the debt burden. He was speaking yesterday when making a submission to the Parliamentary Committee on budget via webinar. “As far as external debt is concerned, we have stopped borrowing and at the same time we are currently negotiating with the view to get some relief in that space, so as far as external debt is concerned, we are not touching. “Only domestic debt. There is provision
that is available under both bonds as well as treasury bills, but in this instance we are going for specifically bonds and these are long terms bond with maturity going beyond seven years, perhaps going as far as 15 years,” Dr Ng’andu. The minister expressed optimism that Government would be able to deal with the external debt by the time the bonds were maturing. “If you take that together with the kind of measures we are taking in terms of trying to reduce the current debt, I think by the time we are getting into the fifth year, we should be in a better position to manage the debt within the existing debt of the time. “If we had contracted short term debt, it could have been more of a problem but given that they are long term in nature, they will give us the space that we need at the same time to be able to manage the debt situation before we get to that point,” Dr Ng’andu said.

THE Patriotic Front (PF) in Lusaka has taken on deputy Inspector General of Police, Bonny Kapeso for allegedly having said the ruling party knew where fugitive Eastern Province youth chairperson, Emmanuel Banda was hiding. It is alleged that while he was featured on a radio programme at UNZA Radio, Mr Kapeso said the PF officials knew where Banda, who is wanted for aggravated robbery related cases, was hiding. PF Lusaka provincial secretary, Kennedy Kamba said Mr Kapeso should stop dragging the name of the ruling party in a case involving an individual. Testifying in the case before Lusaka Magistrate Nsunge Chanda yesterday, Esther Mwanza, a banker from ABSA, said she had not seen anything illegal about 11 withdrawals that were made between 2012 and 2014 from Chimese’s account held at then Barclays Bank Longacres branch. In her evidence-in-chief, Ms. Mwanza had presented to court 11 withdrawal vouchers and a public prosecutor Sipholiano Phiri showed her a bank statement, which was already presented in a previous sitting, to support her testimony. She said the account in question was a joint one held by Chimese and his wife Sharon but that she did not know the signing arrangements. Ms. Mwanza said she was

She said she is aware that Chimese has property but does not know the exact location of the houses, also admitting that there is nothing illegal about buying a building. Govt warns against Covid drug abuse By SANFROSSA MANYINDA GOVERNMENT has warned of stern action against people who are promoting the use of some of the drugs used to treat Covid-19 patients in communities without authorisation. Permanent Secretary for Technical Services in the Ministry of Health Kennedy Malama said the ministry had observed that a number of people had been prescribing the alleged Covid-19 drugs to the people in the communities they live in. He was speaking during the daily Covid-19 update in Lusaka yesterday. The ministry has since directed the Zambia Medical Regulatory Authority (ZMRA) and other relevant authorities to move in and stop the perpetrators. And Dr Malama said the ministry was carrying out a serial prevalence survey in six districts to establish the disease burden of the outbreak in the country. Zambia recorded 146 new cases and four deaths in the last 24 hours. Thirty-seven patients are on oxygen while three are on ventilators. The total number of cumulative cases in the country stands at 5, 249 which includes 146 deaths and 3, 285 recoveries.

WE have sent an invitation to Copperbelt Energy Corporation (CEC) to resume talks on the Bulk Power Supply Agreement but there is no official response, Zesco has said. Zesco Corporate Affairs Manager James Kunda said the power utility company was more than ready to resume talks to arrive at an agreement on new terms. Dr Kunda said Zesco was looking forward to ensure that talks were concluded. He said in an interview yesterday that the team which had been holding talks with the private power supplier had sent an invitation to CEC but there was no response to date. Recently, the Minister of Energy, Mr Mathew Nkhuwa directed the two firms to resume talks and agree on new terms. Mr Nkhuwa said Government wanted to ensure that the impasse between the two parties was resolved amicably. The minister said he was expecting the two parties to resume talks by now so that all the issues which were raised could be resolved and reach at an agreement. "I had a meeting with Zesco and Copperbelt Energy Corporation team at my office on Thursday
last week and I directed them to resume talks as soon as possible and by now I expect them to start the talks," Mr Nkhuwa said. But Dr Kunda said the power utility company had made efforts to ensure that talks began but the private power supply had not made effort to communicate as to when talks could resume. "Our doors have remained open to have that conversation with CEC, we have not refused to meet them, we are very available. So let the CEC make necessary appointment then we sit. Our team can even go to the Copperbelt just to meet them," Dr Kunda said. Meanwhile, CEC corporate communications officer, Chama Nsabika said that while CEC had always been and continues to be keen to engage with Zesco to resolve any outstanding matters, the corporation had not been invited to any meeting in the recent past. Ms Nsabika said CEC had not received any invitation from Zesco to resume talks and that it was not true that they had sent an invitation which was not responded to. Matafwali injunction tossed out By CHINTU MALAMBO
THE Lusaka High Court has withdrawn an injunction it earlier granted to former Lusaka City Market Manager Mwenya Matafwali, restraining Lusaka Mayor Miles Sampa and the Zambia Daily Mail Newspaper from allegedly defaming him. High Court Judge Wilfred Muma vacated the order of injunction granted to Matafwali because he (Matafwali) was claiming damages for defamation as well as an injunction. This is in a matter where Sampa and the Zambia Daily Mail newspaper have been sued by Matafwali for defamation of character when they accused him of stealing K12 million market funds. Mr Matafwali accused the Daily Mail of having published on its Page 1 of April 4 a story under the heading "12 million vanishes from the Lusaka City Market account” He wants the Lusaka High Court to grant him an interim injunction retaining Sampa and the newspaper whether by themselves or their agents from further publishing the said words or any similar libel against him. Mr Matafwali is also seeking damages for libel and a public apology by the two defendants, in a newspaper of wide circulation though out the country.
On April 30 this year, the court granted Matafwala an ex-party order of injunction restraining Sampa and the Daily Mail Newspaper from publishing similar libel. But Mr Sampa and the newspaper opposed the injunction and asked the court to vacate it. And now the court in its ruling, relied on the holding of the Supreme Court that a claim for damages in the originating process, was an acknowledgement that damages would serve as an adequate compensation and that there would be no irreparable injury to be suffered without injunction. Judge Muma went on to say that the burden was on the applicant for an injunction to prove that the respondents have no financial capacity to pay damages. “I note from the endorsement that the plaintiff claim damages for libel and in the same vein the plaintiff had made a claim for injunction to restrain the defendants whether by themselves, their servants from further publishing the same or similar words. “The endorsements invariably flies in the teeth of the holding of the Supreme Court in Kekelwa case as cited. It is on the foregoing that I now vacate the order of injunction granted in April 30, 2020,” Judge Muma said. Meanwhile the claim for damages still stands.

LUSAKA Principal Resident Magistrate David Simusamba, yesterday fumed over the absence of NDC leader Chishimba Kambwili's lawyers in court in a matter he is facing three criminal charges. When the matter was called for continued defense, all of Mr Kambwili's lawyers were not before court and instead different lawyer Joseph Akafuma, stood and addressed the Magistrate. Mr Akafuma who produced an affidavit in support to adjourn the matter, informed the court that Mr. Kambwili's lawyers were not available because they were attending to other matters in different courts. But Magistrate Simusamba wondered how possible it was for all Mr. Kambwili's lawyers to be attending to other matters when the last adjournment was triggered by them. Magistrate Simusamba who reluctantly adjourned the matter to today after perusing through the affidavit, also
wondered why the lawyers did not indicate exactly which courts they were appearing before. He ordered that Mr Kambwili and his lawyers appear before him today and tomorrow to conclude the defence saying the mater has dragged on for a long time and shoule be concluded. In this matter, Mr Kambwili is charged with three counts of forgery, uttering a false document and giving false information to a public officer in relation to the registration of Mwamona Engineering and Technical Services. It is alleged that on October 29, 2013, Kambwili, with intent to defraud or deceive, forged a ‘no change return’ (Companies Form 71) purporting to show that it was genuinely signed by his son Mwamba when in fact not. Eskom had argued that Nersa treatment of the equity injection, which was converted into tariff subsidies for electricity consumers, was unlawful, and placed its finances in jeopardy. It had further stated that the reason why government support was necessary was because Nersa’s tariffs decisions had resulted in cash from operations being insufficient to service its debt. The power utility, which reported a net loss after tax of R20.7bn for the 2019 financial year, previously blamed the regulator’s lower tariff adjustments for its revenue shortfall. HARARE - National airline Air Zimbabwe is working on acquiring smaller aircraft to service local routes as part of efforts to enhance connectivity within the country and boost domestic tourism. At an online tourism stakeholder engagement hosted by the Hospitality Association of Zimbabwe (HAZ), the national airline acknowledged the air connectivity gap in the country despite having several other airports outside the three major international airports in Harare, Bulawayo and Victoria Falls. The airline’s head of marketing, Tafadzwa Zaza, said the country has smaller airports but the airline does not have smaller planes to service those airports. He added there is urgent need to complement each other within the tourism and hospitality sector to boost the domestic market, which has now been identified as the launch pad for sector growth and recovery after setbacks caused by the

JOHANNESBURG - In a victory for Eskom, the High Court has reviewed and set aside a decision by the National Energy Regulator of South Africa to deduct a R69-billion equity injection from the power company’s allowable revenue for the current three-year period, instructing instead that the full amount must be reinstated to the embattled utility’s allowable revenue for the next three years. This, in turn, will impact Eskom’s tariff increase application for the three-year period to 2022 - meaning it can charge a higher tariff. In a judgment delivered on Tuesday, the Johannesburg High Court ordered that the first R23bn should be added back into the revenue considered allowable for Eskom for the 2021/2022 financial year. “There is simply no way for the harm caused by Nersa’s 2019/22 decision, to be rectified other than by reinstating the misappropriated R23bn in each of the next three available financial years,” read the judgment. The court ordered that the average standard Eskom tariffs approved by Nersa for the 2021/2022 financial year would be increased by from 116.72 c/ kWH to 128.24 c/kWh. The R69bn over the next three years was allocated to Eskom in the 2019 Budget to help the ailing state-owned power generator service its skyrocketing debt.
JOHANNESBURG - Standard Bank says lower transaction volumes due to depressed spending during the lockdown, coupled with decreased loans and debt relief for customers have negatively impacted its earnings by some R2 billion. In June, Africa’s largest lender had already detailed in another trading update how the lockdown had put the brakes on ATM volumes. It added then that on lending activities, its home loans division had to halt payouts of mortgage as deeds offices were closed during the hard lockdown, while vehicle and asset finance saw disbursements tank 70 percent in April. Both transactional and lending activities have improved since then, but Standard Bank said it was still receiving additional requests for debt repayment holidays from clients in June. Total relief provided to clients increased from May to June. By May 28, Standard Bank’s personal and business banking division had already provided R92bn in relief to individual clients and businesses in SA. A further R11bn and R30bn was extended to commercial clients in Africa, as well as Corporate & Investment Banking division clients respectively. As more clients sought relief in June, Standard Bank has now warned shareholders that this will cause its headline earnings to tank by between 30 percent and 50 percent compared to June 2019. The group’s earnings per share would be more severely impacted, declining by between 60 percent and 80 percent. Standard Bank said it would provide more details when it presents its half year results on 20 August 20. But it said the gains from sale of its 20 percent stake in ICBC Argentina to the Industrial and Commercial Bank of China, finalised in June, was the reason for the discrepancy between its headline earnings and its earnings per share. – FIN24.

THE World Bank Board of Directors has approved additional financing to support the Girls Education and Women’s Empowerment (GEWEL) Project in Zambia meant to empower women and girls. This financing includes a US$142 million credit from the International Development Association (IDA) and US$35 million in co-financing grants from the UK Department for International Development and the Swedish International Development Association. These are jointly funding the programme under a Bank-administered multi-donor trust fund. This support augments the existing US$65 million GEWEL Project which was approved in 2015. Government and the World Bank have therefore signed a credit agreement for additional financing to support the GEWEL Project.

SOME councillors in Kitwe attempted to resign from the Patriotic Front (PF) in frustration following their suspension, but the move was aborted after realising that they could not muster enough support. Some ring-leaders organised a meeting in an attempt to incite others, but their manoeuvres
crumbled. Councillors who were interviewed confirmed that there were manoeuvres to organise mass resignation, but that such moves had failed. But Itimpi ward councillor Mpasa Mwaya pledged that she would remain loyal and committed to the PF despite the council being suspended. Ms Mwaya said while the suspension of the council would affect service delivery, it would
also facilitate the process of identifying councillors who were involved in the illegal land allocation. Ms Mwaya, who is also PF Copperbelt vice provincial Youth Secretary, noted that not all councillors were involved in illegal deals. Some master minds had even proposed for a lunch on Tuesday, but Luangwa ward councillor who is also PF Kitwe District chairman Evaristo Chilufya advised them against
the idea. And Kawama ward councillor, Bonnie Kaonga, said he would continue serving as a loyal member of the PF and was not part of those inciting other councillors to resign from the PF. Mr Kaonga, who is PF Copperbelt Youth Treasurer, said the council had been suspended and that people patiently wait for investigations to be done.
"As councillors, let us not say all sorts of things, but wait for the outcome so that we know who is innocent and who is not innocent. For those who are not innocent, they should be ready to defend themselves,” Mr Kaonga said. GOVERNMENT has scale up enforcement of Covid-19 preventive guidelines on the Copperbelt following the escalation of cases. The state would ensure that adherence to the Covid-19 guidelines improved among citizens, who had dropped the guard. Copperbelt Minister, Japhen Mwakalombe, said Government was saddened that many people on the Copperbelt were not following preventive measures, even when indications were that cases were escalating. He said Copperbelt, which only had two cases when Covid-19 broke out about five months ago, had struggled with cumulative cases standing sat 704. He said with the swelling cases, there was need for Government to respond quickly in order to protect the lives of people. According to the minister, Copperbelt has 367 active cases, who were in quarantine while three were in the hospital. Mr Mwakalombe said there was one patient at Masaiti District Hospital, one at Ndola Teaching Hospital and the other at Kitwe Teaching hospital. He said Copperbelt had recorded nine deaths and further directed District

He said the province only had the Tropical Disease Reach Centre (TDRC) and Arthur Davidson Hospital as testing centres whose testing equipment capacity could not handle hundreds of tests a day. Dr Zulu said the machinery was turned off at least twice a week to ensure that it was in good condition for accurate results.

BBC Tanzania reporter SAMMY AWAMI writes that President John Magufuli’s faith-based approach to coronavirus has caused tension in his family INCE the first case of coronavirus was confirmed in Tanzania in March, I have been bombarded with messages and phone calls from colleagues, friends and family members living abroad. They’ve been wondering: how did a country with some of the most relaxed coronavirus measures in Africa manage to so far escape the kind of crisis which has visited many parts of the world. It’s a question puzzling even those of us who are living in the country. President Magufuli was among the few leaders who declined to impose any sort of lockdown and has scorned what he’s termed unnecessary panic in other countries Yet, despite what many of his critics - and the more anxious among us - feared was a woefully reckless approach, the nation seems to have avoided for now the catastrophic number of deaths that many anticipated. The most confusing thing about all of this, is that no-one

One of the issues is that we don’t have any figures to go on. President Magufuli chose to put statistics in lockdown rather than people. As a devout Catholic, he told a congregation of worshippers that prayers are where “true healing” is found, and the disease had been been “eliminated thanks to God.” The president’s stance made things awkward between me and both my immediate and extended family. Most of my close relatives are supporters of the president and all of them are die-hard, thoroughly devout Christians.

From the very start of the outbreak, when daily reports of case numbers started to climb, I became increasingly worried about their safety. But the creeping politicisation of coronavirus in the country made it hard to convince some of my loved ones that they needed to take precautions. The family WhatsApp group became a battleground. It was flooded with a cocktail of re-shared media supporting the president and pseudoscience urging people to throw caution to the wind and hope for the best. They were also anxious about the loss of income that could result from a fierce lockdown. And as we learnt of the police brutality used in neighbouring countries to enforce such restrictions, this was only compounded. Take three of my uncles for instance, all of whom are fulltime pastors. For them, the church is not only their core spiritual and social community, it is also their main source of income.

It’s their sole source of income and a spot where they meet with their neighbours and friends on a daily basis. Because they are older I was concerned that their daily movements put them at risk. So, I set out to craft WhatsApp messages tailored to older family members to try to educate them about the pandemic, and convince them to stay at home. Unlike people living in other countries, they do have a choice. Do they listen to me, stay at home and lose their livelihood? Or follow the president’s advice to carry on their business and pray for the best?
‘Inventing a new enemy’
Of course they believe the virus is deadly. But they also believe in prayers - perhaps even more so when their earnings are on the line. In a country where almost everyone identifies with one religion or another, and where the majority of people live handto-mouth, the president honed in on faith and income to promote his strategy. The president also made sure to invent a new enemy in the fight against the pandemic - the West.
He consistently refers to powerful Westerners as “mabeberu,” literally “male goats.” The term was coined during the independence struggle which referred to a colonialist. This resonates well with the older generation, like that of my parents and uncles. Facts before court were that on July,17 , 2020 around 15:30 hours , the complainant in the matter Zacharia Makwayanga, the Manager at Pep Store was on duty standing at the entrance of the store when Chelebela entered the store
for shopping. The court heard that Chelebela was treated like any other customer and after a while the offender left the shop but the Shop Manager observed that his posture and demeanor was different as compared to the time he entered the store. It was also disclosed before the court that when Nchimunya reached at the corner of the store,
Makwayanga called the offender back but he opted to run out of the shop until he was pursued and searched and was found with four ladies cycle pants hidden under his garment. Makwayanga then apprehended Nchimunya and reported the matter to Itezhi Tezhi Police Station where he valued the stolen property at K211.60. After conducting
investigations, Police charged and arrested the offender for the subject offence. During the same court session State Prosecutor Sydney Jere stated that Nchimunya had had no justification to steal the items in question and had no bonafide right to the stolen property. In passing judgment, Magistrates Chalwe found
the offender guilty of the charge and sentenced him to 30 days simple imprisonment with effect from the day he was arrested. In mitigation, Nchimunya appealed for leniency as he had realized that what he did was wrong in consideration of him being the first offender and that he was on drugs arguing that if sent to jail, he would lose focus on the treatment. - ZANIS

THE Livingstone City Council (LCC) has begun the process of placing on title all its properties spread across the city. Town Clerk, Gertrude Chibiliti, said that properties being titled included the Maramba stadium and many others which had not been on tittle for a long time. She said this during a full council meeting. Nansanzu ward councillor, Sakubiwa Nyambe asked during the meeting when Maramba Stadium was going to be on title following interest by the World football governing body, FIFA to revamp the facility. Ms Chibiliti said the process of placing properties across the city had started and that Maramba Stadium was also on the list. “The process of putting all council property on tittle is on-going and we are working with the Ministry of Lands to ensure that is done,” Ms Chibiliti said. Ms Chibiliti informed the full council that the rehabilitation of the playing surface at the stadium had been completed and was being maintained. Ms Chibiliti assured that Livingstone Pirates Football Club would no longer play their games at Busiku Ground. During an inspection of the facility by FAZ officials in June this year, the Council was advised to expedite the processing of title deeds that was a requisite for FIFA to release funds. FIFA would only release funds for infrastructure if the stadia was in the hands of a member club or association, Livingstone Pirates in this case.

HARARE - Seven babies were stillborn at Harare Hospital in Zimbabwe on Monday night after urgent treatment was delayed because of staffing issues, two doctors have confirmed. Nurses are on strike nationwide because of a lack of personal protective equipment (PPE) and other concerns, and the maternity wards were overwhelmed. One doctor said Monday’s deaths were “the tip of the iceberg.” The health sector has recently been hit by a Covid-19 procurement scandal. It is alleged that multi-million dollar contracts were awarded to buy supplies at inflated prices - and the health minister has been sacked over the allegations. A doctor tweeted that the bodies of the seven babies were wrapped up in green cloth. Peter Magombeyi, who tweeted, “We have been robbed of our future, including our unborn babies. Please stop the looting.” Two doctors with direct knowledge of the situation at Harare Hospital confirmed
to the BBC that on Monday night eight Caesarean section operations were performed. Seven of the babies were stillborn. “There was very, very late intervention,” said one
doctor, speaking on condition of anonymity because he did not have official permission to talk to the media. “Two of the mothers had ruptured uteruses and needed early operations. The other operations were done because of obstructed labour, but were not done on time so the babies died, stuck in their mothers’ pelvises.” The doctor described “dire” scenes at Harare’s two main state hospitals, with only a handful of nurses and doctors at work because of a strike. “These are not isolated incidents. This is repeated every day and all we can do is watch them die. This is torture for the families, and for the junior doctors,” said a second doctor. Probe starts on police beating Mugabe coup plotter dies at 65 of Kenyan lawmaker HARARE - Zimbabwe’s Agriculture Minister Perrance Shiri, a retired general who helped plot the ouster of Robert Mugabe in a 2017 coup, has died, President Emmerson Mnangagwa said yesterday. Shiri, who commanded the Air Force for 25 years until he joined the government in 2017, was admitted to hospital on Tuesday, two government sources said. He died in the early hours of yesterday. “Shiri was a true patriot, who devoted his life to the liberation, independence and service of his country,” Mnangagwa said in a statement. He did not say how Shiri died. But domestic media said Shiri, 65, succumbed to complications from the respiratory disease caused by the coronavirus, which has infected 2, 817 and killed 40 in Zimbabwe. A liberation war veteran, Shiri had a chequered past. He commanded the army’s Fifth Brigade unit that carried out the 1980s massacres of thousands of civilians in western Zimbabwe as the government sought to quell an insurgency. The army massacres, known as “Gukurahundi,” a Shona term meaning the “early rain that washes away the chaff,” remain a sore point for the people of the Matabeleland region, many of whom demand justice and reparations. NAIROBI - Kenya’s police watchdog has launched investigations into Tuesday’s brutal conduct of four police officers pictured beating a female lawmaker in the capital, Nairobi. The police were deployed to the Nairobi County Assembly to disperse lawmakers who had tried to impeach the Speaker amid chaotic scenes, according to local media. A standoff between the police and lawmakers ensued and the four police officers were pictured assaulting local representative Patricia Mutheu. The country’s police watchdog said it had “contacted some of the people who were present during the chaos” to get testimonies. “The preliminary enquiry seeks to establish the role played by police officers who were deployed at the premise,” it said in a statement. The local affiliate of Amnesty
International has called on the police officers to be held accountable. Meanwhile, Kenyan police arrested a fugitive wanted in the United States on charges of trafficking ivory and rhino horn, who arrived in the coastal city of Mombasa from Yemen, authorities said yesterday. Abubakar Mansur Mohammed Surur was detained for alleged “ivory-related offences” after he landed in a chartered plane, the Directorate of Criminal Investigations said on Twitter. In a June 2019 indictment, the U.S. Drug Enforcement Administration charged Surur and three others with conspiracy to traffic at least 190 kilograms of rhino horn and 10 tonnes of ivory worth more than $7 million. Surur was also charged with conspiracy to launder money and distribute heroin. Gbagbo wants passport to return to Ivory Coast
BRUSSELS - Ivory Coast’s former president Laurent Gbagbo, freed conditionally by the International Criminal Court (ICC), has applied for a passport so that he can return home, his lawyer said in a statement on Tuesday. Gbagbo is the first head of state to stand trial in The Hague. He and his deputy Charles Ble Goude were cleared in early 2019 of crimes against humanity - eight years after the former Ivorian strongman’s arrest and transfer to the court. Belgium agreed to host Gbagbo after he was released under strict conditions, including his return to court for a prosecution appeal against his acquittal. An ICC spokesperson has said Gbagbo can travel provided the destination agrees to receive him. After multiple unsuccessful requests to the foreign minister in Abidjan for a diplomatic passport, Gbagbo had gone to the Ivory Coast embassy in Brussels to request an ordinary passport and clearance to visit, his lawyer, Habiba Toure, said.
After Gbagbo’s acquittal by The Hague court “it is high time for president Laurent Gbagbo to return home,” Toure argued. The return of Gbagbo to Ivory Coast is a sensitive political issue three months before the presidential election. His party the Ivorian Popular Front (FPI) is urging him to throw his hat in the electoral ring. Gbagbo, 86, and Ble Goude were acquitted of four counts of crimes against humanity over the 20102011 bloodshed following a disputed vote in Ivory Coast: murder, rape, persecution and other inhumane acts. They had always maintained their innocence. Technically, Gbagbo could be jailed on his return, having been sentenced in absentia to a 20-year term last November for the “looting” of the local branch of the Central Bank of the West African States during the post-election crisis. SA prosecutor nabbed for graft JOHANNESBURG - A control prosecutor based in Standerton, Mpumalanga, was arrested on Tuesday in an intelligence-driven operation on allegations of corruption as well as defeating the ends of justice. According to provincial police spokesperson Brigadier Leonard Hlathi, the prosecutor is alleged to have solicited bribes in exchange for cases to either be withdrawn or struck off the court roll. The term work is used in our everyday interactions. For example, people normally say I have gone for work. Children also usually say that Daddy or Mommy has gone for work. However, in physics, the term work has a different meaning. The term work is defined as the product of force and the displacement in the direction of force. The SI unit for work is joule(J) or Newton- meter(Nm). The formula for work is expressed as follows:
This means that when a force is exerted on an object and the objects moves through some displacement in the direction of force, then work has been done. However, if force exerted on the object and the displacement are not in the same direction, then then there is no work done. For example, a man carrying a log on his shoulder through some distance is not doing any work because the force he is exerting on the log and the distance covered are not in the same direction. The only instance when this man does work is when lifting the log putting it on the shoulder. We should also be quick to state the similarity and difference between work and moment. Both work and moment are measured in Joules or Newton-meter. Moment is the product of force and the perpendicular distance from the line of action while work is the product of force and the displacement in the direction of force.

Y early take on Joe Biden was that the weaknesses that made it harder for him to secure the Democratic presidential nomination would ultimately make it easier for him to win the presidency. At a time when the Democratic Party was lurching leftwards, his pragmatic centrism would be advantageous because hard-hat voters in the Rust Belt and Starbucks moms in the swing state suburbs would find it unthreatening. Nor was his inability to rouse a crowd necessarily a drawback. Many Americans, after all, were yearning for a presidency they could have on in the background: soothing soft jazz after the roundthe-clock heavy metal of the Trump years. Biden's geniality was the key, his smile almost his philosophy. In a politics often driven by negative partisanship - odium for your opponent more so than fervour for your own party's nominee - Biden would be hard to turn into a hate figure. Certainly, he was nowhere near as polarising as Hillary Clinton, whose negatives helped Trump pull off his unexpected victory in 2016.

In 30 years of covering US politics, he was the most lacklustre front-runner I had seen, worse even than Jeb Bush in 2016. Then I went to Iowa and New Hampshire and was shocked to see how the 77-year-old could barely hold a tune. Speeches became rambling soliloquies, a reminiscence from his Senate career here, a name drop from his vice-presidential tenure there. Looping and meandering, his train of thought regularly careered off the rails. Anecdotes did not seem to make any political point; and while he spoke in vague generalities about redeeming the soul of America, he never thrashed out what
precisely that meant. Still he could flash his mega-wattage grin, but he appeared before us as an ambient presence who struggled to light up a room. Moderate rivals, such as Pete Buttigieg and Amy Klobuchar, left the race, coalescing around the establishment candidate deemed to stand the best chance of fending off the insurgent challenge from Bernie Sanders. Faced with the alarming prospect of a one-time socialist emerging as the party's nominee, they smashed the emergency glass in the hope that amiable Joe could put out the firebrand. Days later, following his cascade of victories on Super Tuesday, some pundits marvelled at how Biden had triumphed in states where he

pandemic has taken the heat out of the ideological battle within the Democratic Party. Biden has reached a unity accord with Bernie Sanders without granting too many concessions to the left; one
which stops short of promising universal healthcare and a Green New Deal, and avoids altogether polarising issues such as abolishing ICE (the Immigration and Customs Enforcement agency), or decriminalising unauthorised border crossings. Biden will doubtless lose some progressive support, especially amongst the young, but his campaign calculates this will be offset by attracting the backing of seniors and retirees, many of them one-time Trump supporters. Not only do the elderly vote at a higher rate than any other age group, they are also the demographic most vulnerable to Covid-19. After the troubled start to his candidacy, it is as if the coronavirus has given Biden a political version of antibodies offering protections from his own underlying conditions. His personal narrative also finds a mournful echo in these sorrowful times. Just after winning election to the Senate in 1972, he suffered the trauma of losing his first wife, Neilia, and 13-monthold daughter, Naomi, in a car accident. Then in 2015 he watched his son, Beau, who had survived that car accident, die from a rare form of brain cancer. Biden is naturally empathetic. It puts him on the same emotional plain as many of the 140, 000 families who have recently suffered bereavement as a result of Coronavirus. But Covid-19, of course, has decimated the economy, causing the most serious economic shock since the Great Depression. Voters who pointed to their soaring 401K retirement plans to rationalise their support for a president whose behaviour they often found distasteful, are shopping around. Many, the polls suggest, have already checked out. Even some of his supposed loyalists, the non-college-educated white voters who comprise his base, are deserting him. Earlier in the year, he enjoyed a 31-point lead among this demographic, but recently that has slipped by 10 points.
Polling shows that an unexpectedly high number of white voters disapprove of the president's handling of the racial protests following the alleged murder of George Floyd. They have not responded to Trump's tough law and order stance, which borrowed from Richard Nixon's winning presidential campaign in 1968 that followed a long summer of racial turbulence. Maybe Trump has failed to appreciate a key difference between then and now. In 1968, Nixon was not the president. Elections are often framed as a choice between continuity and change. Yet a selling point for Biden is that he offers voters a version of both. To the eight in 10 Americans who polling suggests believe the country is heading in the wrong direction, he is promising a course correction. Thus, he can plausibly present himself as a candidate of change. But by pledging to serve as a conventional president, returning to the norms of behaviour that Republicans and Democratic incumbents have abided by for decades, he also represents a continuum. The repair of a chain in which Trump became the missing link. Because of the false prophecies of 2016, pundits are understandably reluctant to make predictions, and to call time on a president with a double-digit deficit in most national polls and in some battleground state surveys, too. The caution is well-advised. As Biden ventures out more often from his basement redoubt, he will face closer scrutiny. – BBC.

Video analysis course excite coaches By MICHAEL MIYOBA NAPSA Stars assistant coach Dominic Yobe has hailed Zambia National team technical bench led by Serbian Milutin “Micho” Sredojevic for facilitating the Video Analysis training course implemented by the Football Association of Zambia (FAZ). Yobe said the capacity building programme facilitated by the Chipolopolo coaches would help the local coaches because they will be able to use the knowledge at their respective clubs. He was speaking after participating in the course which saw 41 coaches from Super Division and National Division One clubs trained. Yobe said what Micho and his team had done is unprecedented in Zambia. “Many people have come to this country to come and coach our national team but have never initiated something like this. You came with your team and recognised areas of development and initiated this capacity building for coaches within a short period and we give you the appreciation,” Yobe said.
Yobe urged coaches to put into use what they had learnt during the Video Analyst training course. “To my fellow coaches, we have a duty to implement what we have learnt at our clubs. Yes we have learnt and now we must act,” Yobe said. Meanwhile, FAZ president Andrew Kamanga said the association has done its research and has been monitoring modern trends to introduce Video Assistant Referee technology in Zambia. “We can begin to prepare to match up with the developed world through the utilisation of technology such as Video Analysis. “I am happy that our technical bench has embraced this technology wholeheartedly and are taking it across our leagues. As FAZ, we shall continue to invest in capacity building for our coaches at various levels to ensure that we sustain the momentum currently underway with our grassroots football,” Kamanga said. He said the association will continue to conduct various capacity building workshops which are part of the 10-year FAZ strategic plan for coaches and administrators to develop the Zambian game. Kamanga said the association shall keep true to its pledge to build a solid foundation for the future of the Zambian game after 88 coaches were trained in the last three weeks in Goalkeeping and Video Analysis.

SOME members of the Zambia Athletics (ZA) have appealed to the National Sports Council of Zambia (NSCZ) to take an interest in the association’s election slated for this year and ensure that the constitution was followed. In a letter addressed to the NSCZ chairperson Patrick Mutimushi and accessed by the Nation Sport, Young Mokola Athletics club secretary Misheck Chilombo has expressed concern that the Zambia Athletics executive intends to postpone the elections from October 1 to an unknown date which was against the
association’s constitution. Chilombo said that moving the date from October was not only unconstitutional but against the rights of the members of the association who wished to participate in the competition. He also noted that the ZA executive committee had been misleading the public by alleging that the athletics body was established under an Act of Parliamen. GREEN Eagles missed out on an opportunity to claim top position on the MTN/FAZ Super Division table after suffering a shocking 1-0 defeat to Zanaco in a rescheduled week-19 fixture at Independence Stadium in Choma. A lone goal from striker Rodger Kola, who converted a penalty in the first half of the game gave Zanaco the much needed victory which propelled them to seventh on the 18-team Super Division table with 39-points. The home loss was disappointing for Green Eagles coach Aggrey Chiyangi who described it as a painful defeat. “It is painful, we really wanted to win this game but we conceded a penalty and there is nothing we can say about it. SUPER Division side Napsa Stars has recorded 19 Covid-19 cases ahead of their fixture against Buildcon to be played tomorrow in Lusaka. Napsa Stars Board chairperson Greg Nsofu said the club undertook Covid-19 tests on Monday in line with FAZ guidelines and that results that came out yesterday indicates that 15 players, and four officials tested positive. Nsofu said all the positive officials and players had gone into self-isolation in line with Ministry of Health guidelines. He said that the club was in touch with the ministry to ensure that the cases were closely monitored so as to avoid the spread of the virus and that the rest of the team would continue preparation for upcoming fixtures. Nsofu however said that the club was committed to
fulfilling its fixtures despite the prevailing circumstances that had compelled it to make some important adjustments. “The health and safety of our players and officials is of utmost importance to us therefore we will continue to conduct our football activities under strict guidelines recommended by the health authorities and the Football Association of Zambia (FAZ). I would like to appeal to our players, fans and the general football fraternity to adhere to guidelines including wearing masks, sanitising and social distancing among others,” Nsofu said.
