HE UPND has thanked the Catholic church for helping in the fight against Bill 10. Leader of the opposition in Parliament, Jack Mwiimbu lauded the stance taken by the Catholic Bishops on Bill 10 at a press briefing at the party secretariat. Earlier, the Speaker dismissed a point of order which was as a result of a Constitutional Court challenge of Bill 10 by Dipak Patel. Catholic bishops, who are now calling for the withdraw of Bill 10 from Parliament have fought tooth and nail to see to it that the bill does not pass. Mr Mwiimbu said at a pressing briefing after UPND Members of Parliament walked out of the House in protest of the Speaker nodding the debating of Bill 10 that his party was thankful to the Catholic bishops. You’ll be fired, corrupt passport officers warned By NOEL IYOMBWA GOVERNMENT will fire officers found engaging in corrupt activities at the passport office, Home Affairs Permanent Secretary, Chileshe Mulenga has warned. Dr Chileshe said Government did not tolerate corruption hence any officer found wanting would be dealt with immediately. This follows complaints of corruption at the passport office in Lusaka as citizens wonder why the AntiCorruption Commission (ACC) was paying a blind eye to the scourge in public offices. Several Lusaka residents complained that people were being made to pay for a “faster service” at the passport office to have documents cleared quickly. In an interview, the source whose identity has been withheld, described the passport office as one of the most corrupt departments in the Ministry of Home Affairs. He explained that a

number of people wishing to have a passport were vulnerable because they were in a hurry to travel, hence were willing to offer money just to get their documents done on time. “Most people are in a hurry to travel so for them to get a passport in no time, they have to pay and it doesn’t matter whether they want an express one or not,” he said. The source said there were a number of individuals involved in one transaction hence it was difficult for one to report activities of an employee. But when contacted, Dr Mulenga said a number of officers at the passport office had been dismissed in the past for engaging in corruption. Dr Mulenga said that in the past when people were paying for passports or any registration direct on the counter, the money was pocketed. He however said with the new system of paying through the bank, the situation had improved as there was less room for corruption. Meanwhile, Dr Mulenga has advised the public to report any corrupt activities that they come across.

Lubinda sues Lukuku for defamation By CHINTU MALAMBO

JUSTICE Minister Given Lubinda has sued Republican Progressive Party (RPP) leader, James Lukuku in the Lusaka High Court, for defamation, accusing him of being a foreigner and questioning his patriotism. Mr Lubinda who is also Kabwata PF Member of Parliament is seeking damages for libel and an order of interlocutory injunction restraining Mr Lukuku, his servants and agents from publishing similar libelous and malicious videos and articles relating to him. He is also claiming an order of permanent injunction, punitive and exemplary damages, interest on the said damages and costs. In his statement of claim filed yesterday, Mr Lubinda, stated that sometime in June this year, Mr Lukuku recorded himself in an untitled video in which he confidently stated that he (Lubinda) was a foreigner, and questioned his patriotism to Zambia. “The defendant (Lukuku) particularly stated as follows: ‘When you look at Given Lubinda you should ask him before you start talking about Bill 10; where is your National Registration Card? It’s going to be interesting for you to check on the National Registration Card of Given Lubinda so that you can ascertain if that person has got the nation at heart. When you meet Lubinda, before he talks about Bill 10, ask him who is his Chief, Chief wake ni ndani? The other question that you are supposed to ask Given Lubinda is, ask him what’s the name of his father and mother?… “...And ask him what kind of a nationality he is because some of these people you don’t even know ku sukulu kwamene bana yenda ngati ni kuti. They have formulated a new Bill 10 nomba ewo bepwishe ni nani pali iyo Bill 10 iyo apangile iya new. Why is it that at every corner it is foreigners invading this country? Once Parliament is destroyed Given Lubinda is not going to be affected by any chaos that we can have in this country because even his children don’t stay in Zambia’.” Mr Lubinda stated that the said words in their natural and ordinary meaning meant and had been understood to mean that: he was an impostor, a fraud, a cheater and was not patriotic to Zambia.

IMF SET FOR ZAMBIA’S ECONOMIC PROGRAMME By BUUMBA CHIMBULU

THE International Monetary Fund (IMF) is now mandated to discuss an economic programme for Zambia. This is according to the IMF mission Chief, Dhaneshwar Ghura, who is in Zambia with his team. Dr Ghura said the IMF staff team was now mandated to discuss an economic programme for Zambia. “Since 2017, this is the most important stage in our relationship with Zambia,” Dr Gupta said on Monday evening in Lusaka during virtual consultative and information exchange mission for Zambia. In response, Finance Minister, Bwalya Ng’andu, welcomed the decision of the IMF Management. Dr Ng’andu confirmed that the government, at the highest level, was in support of the process and was looking forward to the best possible outcome for the economy from the engagement. “The President ( His Excellency

Dr Ng’andu Edgar Lungu) and the rest of Cabinet have today (Monday) reiterated their endorsement of our engagement with you. “We are all looking forward to an outcome that will push our economy

The minister also briefed the Fund on various legislation that would be tabled on the floor of Parliament during the current session such as, the Planning and Budget Bill and the Public Procurement Bill. Among the preliminary issues tabled in the initial contact virtual meeting is the overall macro-economic environment, public financial management, fiscal accountability, the public debt situation, contracting of liability management advisors, and commitment to economic reforms. During the current mission which ends on 1 July 2020, the IMF team will not only conduct virtual consultative and information exchange sessions with Central Government, but also engage the Bankof Zambia, Zambia Revenue Authority, and other stakeholders in the economy. TEN of Zambia’s international bondholders have formed a creditor group ahead of what is expected to be a complex restructuring of its debts, they said on Tuesday. Zambia owes money to four main types of creditor. It has $3 billion of Eurobonds outstanding and owes $2 billion to commercial banks, $2 billion to the IMF and World Bank and a further $3 billion to China. The new bondholder committee did not name any of its 10 members but said they were all based in the United States or Europe and in aggregate hold approximately 35 percent of the total amount of Zambia’s outstanding Eurodollar bonds. “The Committee has organised to engage with Zambia with regard to its present situation, to facilitate communication among creditors, and to pursue any appropriate actions,” the group said in a statement from advisors Newstate Partners.

It added that it was “in close contact” with other bondholders representing an additional 30 percent of Zambia’s outstanding Eurobonds and that many of the holders were also significant investors in the Zambian domestic government bond market. Zambia’s government appointed debt specialists Lazard in May to advise on a foreign-currency debt restructuring. The government has said that debt totalled $11.3 billion as of the end of 2018. World Bank data estimates it added up to 45 percent of Zambia’s gross domestic product (GDP) last year, while its total debt stock was the equivalent to 89 percent of GDP. Zambia was earlier this year listed among countries eligible for relief under the G20 Debt Service Suspension Initiative, which aims to help nations respond to Covid-19 health challenges and economic shocks. This month it asked the Paris Club of creditor nations to let it suspend principal and interest payments on all its “official sector” debt from May until the end of December.

OVER K7.80 billion has been processed through retail payment system this year, as the country makes strides towards the use of digital tools to achieve the social and economic transformation goals set in the vision 2030. Bank of Zambia (BoZ) Governor, Denny Kalyalya, attributed this positive development to the outbreak of Covid-19 where most transactions were processed through the digital platforms. Dr Kalyalya was speaking in Lusaka yesterday during the launch of the Zambia Digital Economy Diagnostic Report developed by the World Bank. “If there is one area where the Covid-19 pandemic has had a positive impact, it is in the retail payment system. In our market, we have seen the values processed through the mobile channel peaking at K7.80 billion in April 2020,” he said. World Bank Country Manager, Sahr Kpundeh, said Zambia needed to develop a digital transformation strategy that would streamline the payment processes at the borders and reduce Government transaction costs. Dr Kpundeh believed that Zambia had the opportunity to build upon the rapid progress made in digital financial services.

Government Chief Whip, Brian Mundubile however said UPND was jittery over Bill 10 because some of its MPs decided to support it. Mr Mundubile said contrary to UPND assertions, Bill 10 was still legally active before the House. He said that continued appearing of Bill 10 on the order paper beyond June 4th 2020 when parliament adjourned was illegal. “Bill 10 lapsed on the 4th of June. It died and was buried on the 4th of June, there is no such Bill anymore. Whatever parliament and the PF through the Ministry of Justice is doing is illegal and we are not going to be part of the illegality,” said Mr Mwiimbu. Mr Mwiimbu said PF should bring a new bill to the House if they wanted the support of the UPND in amending the constitution. Meanwhile, the much anticipated debate and subsequent voting on the Bill 10, which was on the Order paper yesterday for the Second Reading on the floor of the House, has been deferred to a later date. YOUTHS are just being used by an external force to start protesting and cause anarchy in the country, says Ngande Mwanajiti, a governance and human rights expert. In an interview yesterday, Mr Mwanajiti said there was no justification for youths to call for demonstrations because no Government world over could employ everybody. He wondered what the issue was for youths to resort to protests when Government

BOTH the Speaker of National Assembly and the Constitution Court have constitutional powers to interpret the law and constitution within their jurisdictions, Lusaka-based lawyer, Hobday Kaabwe has said. Mr Kabwe said the Speaker of the National Assembly, Dr Patrick Matibini did not exceed his constitutional powers when he declared vacant the Roan Parliamentary seat which was held by Mr Chishimba Kambwili. In an interview, Mr Kabwe said in as much as the ConCourt was the overall authority in the land to interpret the law, Dr Matibini also acted within his constitutional powers. He was commenting on remarks by Dr Matibini that he did not agree with the Constitution Court that he exceeded his constitutional powers when he declared the Roan Parliamentary seat vacant on allegations Mr Kambwili had crossed the floor of the House when he accepted his appointment as a consultant for the National Democratic

Congress. Speaking in Parliament on Tuesday, Dr Matibini openly differed with the ConCourt saying he had powers and jurisdiction to interpret the law and constitution, as well as to preside over some of the external matters arising from the proceedings of the house. Mr Kabwe said the Speaker as the custodian of parliamentary procedures and business was constitutionally empowered to make a declaration upon receiving information to be acted upon. “The Speaker has powers to decide how things are constitutionally run-like within Parliament. But if there is a dispute, obviously, it can be decided by the Constitutional Court which is the overall authority in the land to interpret the law and use given powers. “So the ConCourt might also have a valid point to say they are the ones to make an interpretation of the law when there is a dispute, but the Speaker also acted within his constitutional powers,” Mr Kabwe said.

DANGEROUS POLITICS IT is very dangerous for the Catholic Church to associate with and promote a group that is suggesting that there is systemic tribalism against the Tonga, Lozi and North-Westerners. This suggests that a Bemba led group was suppressing them. This is how the Catholic Church found itself supporting genocide in Rwanda. It started by pitting one ethnic group against another. And this is exactly what the so-called new third force of retired, old and failed politicians called the Our Civic Duty Association (OCIDA), to which the Catholic Church hierarchy has associated itself is about to do. It is not lost to the public and especially to dissenting Catholics that this so-called association was formed and launched at Lusaka’s Kapingila House, the seat and venue of the Church Like in Rwanda, OCIDA, claims that there is an anti-TongaLozi-North-Western tribalism in Zambia, meaning that the other group which is obviously Bemba-led is the oppressor. This in fact is a shorthand of the outcome of the last presidential and general elections which divided the country into two. On one side was the UPND-led group and on the other the PF-led group. On the other hand it should not be forgotten that the Bemba-led groups also feels very uncomfortable and suspicious because law enforcement systems particularly the ACC, DEC and to some extent, police are more inclined to investigate and arrest them. Among the most recent arrest being that of Health Minister Chitalu Chilufya, former ZAF commander Eric Chimese, former Minister of Information Chishimba Kambwili and Tourist and Arts Minister Ronald Chitotela. Allegations of corruption and mismanagement of resources are a worn ruse used by despots to demonise their adversaries. Indeed, nothing has been said about the irregular and abusive privatisation of Intercontinental Hotel in Livingstone which is now a foreign company domiciled in Panama. Similarly, a forensic audit of Saturnia Funds remains secret while thousands of pensioners are still pursuing cases in courts of law. The Catholic hierarchy has been quiet about these matters. This is very dangerous. Tribalism in any form should not be entertained. In Rwanda, 800, 000 Tutsis and hundreds of Hutu moderates who supported them, lost their lives, because the Church and particularly the Catholic Church decided to support the Hutus who claimed to be victims of tribal prejudice. We have said it before and would like to repeat that multi-party democracy is a broken and totally unsuited practice in Africa because it has been hijacked by elitist politicians. We testified as much before the constitutional review parliamentary committee when we supported proportional representation or indeed a coalition government at the worst. The winner takes all or one past the post is a recipe for anarchy. Our position is vindicated by the very tragic failure of the Bill of Rights referendum, which failed on account of tribal loyalty which passes for ethnicity or party affiliation when in fact it is no more than an elitist political machination by a few selfish people that want to dominate for personal gain and for those who surround them. It is a fallacy in Zambia to talk about ethnicity because polarisation is across diverse and desperate groups that cannot claim any form of common ancestry or indeed traditional proactive and is instead an amalgamation or artificial unit that is supposed to give legitimacy succor and nurture to very selfish intentions. It is a practice to which the churches, such as the Roman Catholic Church which enjoys diverse membership should never acquiesce nor condone The greatest danger to modern day politics is polarisation of the political elite that conveniently uses ethnicity or tribe to make political capital in the hope of gaining or indeed maintaining power. This is true of Zambia as it has been of Kenya and as of now Malawi, where regional preponderance rather than ideology are determining factors in power assumption. Zambia for all its faults is a constitutional democracy guided by a written constitution and led by a democratically elected government. There is no room in this structure for a non-political pressure force whose confrontational role is to undermine and subvert the status quo whose legitimacy is based on a popular vote. Any attempt to address the so-called anti- Tonga, Lozi, North-Western Province tribalism by any other means than the ballot box will spark conflict that the tired and retired old people in OCIDA may never contend with. The ballot box and the franchise provide an avenue for redress but even then only an electoral system that takes account of the diversity and full range of interests will assuage restive inclinations of those who feel under represented. Anything else will simply be a postponement of chaos..

BILL 10 DEBATE GOES AHEAD - SPEAKER By SIMON MUNTEMBA

HE debate on Constitutional Amendment Bill number 10 of 2019 should go on because the Constitutional Court has no jurisdiction to impeach or question any Bill before Parliament, Speaker of the National Assembly, Patrick Matibini has ruled. Dr Matibini said the National Assembly was not debarred from discussing urgent matters of public im-

portance such as Bill 10 because it was supreme and sovereign in the exercise of its legislative power. This follows a point of order raised by Mazabuka Central Member of Parliament Garry Nkombo on whether the House was in order to debate a motion on Bill 10 when there was an active matter in the High Court. The matter borders on Article 63 of the constitution on debt contraction. Mr Nkombo had requested the Speaker to make a ruling

on whether Bill 10 should proceed when there was a High Court case filed by former minister of Commerce Dipak Patel. In his lengthyy ruling which started on Tuesday, Dr Matibini said the ConCourt had no jurisdiction to stop the House from debating any Bill. “Therefore, since the Constitutional Court has no jurisdiction to impeach or question a Bill, it cannot in any way be prejudiced, by the National Assembly proceeding to debate the Constitu-

I WILL have people jailed for messing up the operations of councils because this is hindering development, Local Government Permanent Secretary Ed Chomba has warned. Bishop Chomba said it was annoying that procurement officers were messing up operations which was denting the image of local authorities. He said this when he addressed management at Mwinulunga District Council. Bishop Chomba said he would ensure that officers abusing public funds were prosecuted and jailed. He expressed shock that the procurement department at the council single sourced a contractor to construct a market shelter at a cost of K200, 000.

He said such activities would not be allowed, hence those involved in illegality would face the wrath of the law. Bishop Chomba said procurement officers in local authorities were engaging in corrupt activities which were messing up operations and this would not continue as he would have them arrested. And Bishop Chomba said there was no need to engage a contractor to construct a market at a cost of K200, 000 instead of engaging locals. He said the scope of the project needed the engagement of local people so that they could benefit from the projects. And Mwinulunga District Council chairperson, Allan Kanyemba, expressed concern with the continued misappropriation of funds at the council. LABOUR and Social Security Minister Joyce Simukoko has told the magistrates court how a secretary forged a cheque of K15, 000. This is in a case in which Nyembezi Masiye, 47, of Chilenje Township in Lusaka is charged with three counts of forgery, uttering false documents and theft. It is alleged that on August 26 last year, Masiye, with intent to defraud and deceive, forged cheque number 000354 purporting to show that the signatory had paid her K15, 000 when in fact not. In the second count, it is alleged that on October 10 last year, Masiye uttered a false cheque number 000354 to Indo Zambia Bank. In the third count, it is alleged that on the same date, Masiye stole K10, 000 belonging to Ms Simukoko. Ms Simukoko, 63, of Woodlands told Magistrate Felix Kaoma that she left a cheque of K5, 000 with her temporary Secretary Masiye. She said Masiye was brought in as a temporary typist and secretary. She said on August 26, she was going out on duty and filled in a cheque of K5, 000 in figures and the date. HEALTH Minister, Chitalu Chilufya has been arrested by the Anti-Corruption Commission (ACC) for alleged possession of property reasonably suspected to be proceeds of crime. Dr Chilufya has however been released on police bond and is expected to appear in the Lusaka Magistrate court on July 9, 2020. Dr Chilufya, 47, has been

charged with four counts of possession of property reasonably suspected of being proceeds of crime. This is contrary to section 71 sub section 1 of the Forfeiture of Proceeds of Crime Act no. 19 of 2010. ACC corporate affairs officer, Jonathan Siame, made the announcement yesterday. Mr Siame said the arrest

was as a result of the investigations the ACC had been conducting against the minister. Last month, ACC warned and cautioned Dr Chilufya. Daily Nation proactively fighting fake news

Dear Editor, I WISH to commend your newspaper for correcting the attempted misinformation by some other online tabloids regarding the purported sale of Lumwana Mining to NAPSA. The newspaper as a concerned stakeholder managed to proactively pursue the concerned stakeholders and who disputed the transaction. There is no doubt the research and efforts by the newspaper was informed by the desire to dig the truth on matters of national interest. The rumour related to the sale of Lumwana Mining is something that could threaten the peace of the nation. We assume the intention of the originators of the story was to depict the situation that would create an impression that the fictitious transaction lacked

transparency. Had the Daily Nation not exposed this malicious project, we could have seen the likes of UPND life president Hakainde Sammy Hichilema and his surrogates stepping in and igniting the political tone with the view to breeding tension between the government and the citizens. It is also worrying to see how some politicians are treading on fake news and wishing to even set the country on fire for the sake of wrestling state power. The opposition sympathisers have lately been copying and pasting the unverified social media rumours and share them to the unsuspecting audience. These are early warning signs that the mainstream media will need to put in more efforts as we head toward 2021 as far as fake news is concerned. In most instances the originators of

social media rumours are not easily known and the trail can be traced from as far as outside the borders of Zambia. This is where the mainstream media becomes necessary; to become the pioneer of factual and objective journalism. Personally, I have been following the articles in the Daily Nation consistently from as far back as 2014 and I appreciate the sense of objectiveness and thoroughness in their reporting. As we head toward 2021, the mainstream media who apparently are at the mountain of information should take individual and collective responsibility to ensure that misinformed social media rumours are bruised with the ugly punch. We are also cheerful of the assurance by the Government to initiate the process of reforming our media laws

by integrating social media in our penal laws. Perhaps the pioneers of fake news are comforted with the fact that their lies go unchallenged. This therefore is the lonely fight which every concerned citizen should not relent. I would like to personally put this challenge on the traditional mainstream media to defend the integrity of the noble journalism profession. It is my desire that the Government will continue holding the Daily Nation newspaper as one of the partners in the fight against fake news owing to its proven track record in suppressing misinformation. Dear Editor ZAMBIAN youths have a lot of questions to ask regarding a number of issues affecting them and the country at large. Currently there is an impulse between the youth and the government. As an institute we urge President Edgar Lungu to call for a national youth “indaba� where a number of issues concerning youths will be genuinely addressed. The current state of affairs where there is an impulse between youths and the government is hopeless and needs practical solutions other than avoiding the whole situation which doesn’t inspire confidence to the youth. The President should be in attendance of the national youth “indaba� and key ministers should be present too to answer questions raised by youths in various sectors such as Minister of Youth, Minister of Lands, Minister of Justice, Minister of Energy, Minister of Agriculture, and Minister of Mines among others. Other key stakeholders such as the private sector and civil society should also be drawn in this “indaba.� The earlier youth engagement meeting that was held didn’t meet the aspirations of the youth, as it was a cosmetic talk show that didn’t yield any results. We call on a threeday national “indaba� that will address the concerns of the youth. We call on genuine dialogue between the government and the youth through the national youth “indaba� that will draw different youth actors from different disciplines and different parts of the country to attend. We also want to take this opportunity to remind the PF government that youths played a major role for them to be in power and it’s the same youths that need the government to hear their concerns. There is nothing wrong with that. The issues of using state agencies to silence youth is not democratic and it’s wasting tax payers’ money that can be used for other important operations. We call on Government to address this issue in an amicable manner. Zambia has enjoyed peace for a long time and lapses in decision making by the state can set this country on fire if care is not taken. THREE orphanages in Solwezi will receive water and sanitation facilities worth K230, 000 from Kansanshi Mine. The three orphanages are Emmanuel, Kilela Balanda and Gigal which would have access to fresh and clean water from new pumps and boreholes under the ‘Walk for Water’ initiative supported by First Quantum Minerals (FQM). FQM’s Kansanshi Mine raised the funds through ‘‘Walk for Water’’, a socially distanced event in which members of the Kansanshi community were encouraged to walk, jog, or cycle as much as possible over a four-week period. The mine pledged to donate K10 for every kilometre walked or run, and K5 for every kilometre cycled by participants between May 18 and June 14, this year. Members of the Kansanshi community covered 35,091 kilometres during the month-long

event while Cyclists covered 23,867 kilometres, while runners and walkers completed 10,693 kilometres, with swimmers and rowers, completing 53 kilometres respectively. Event organiser Theresa Roomer said the event was beneficial to community. “To lend a helping hand to some of our community’s most vulnerable members. Apart from that, it also helped people to stay fit and healthy, at a time when Covid-19 has ruled out most recreational activities,” she said. Ms Roomer said the three orphanages had some problems with sanitation, which was a big challenge and that children had to be re-homed in wake of covid-19. “They are hoping to reopen, out of town, in a few months and when Covid-19 restrictions die down,” she said. GOVERNMENT has threatened to terminate a contract awarded to Roads Pave to do township and feeder roads in Zambezi for failure to fulfil contractual obligations. This came to light when local Government Permanent Secretary Ed Chomba paid a courtesy call on the Zambezi District Council Chairperson Michael Saviye, who disclosed that the contractor had failed to do the works since being awarded the contract in 2015. This development angered Bishop Chomba who then threatened to cancel the contract. Bishop Chomba said the government cannot hold on to a contractor who had failed to do the works. He said the ministry would look into the termination clauses and ensure that the right procedure was done when cancelling the contract.

Man stabbed to death By NATION REPORTER

A 45-YEAR-OLD man of Kabanda Compound in Mwinilunga district has been stabbed to death in unclear circumstance. The victim identified as Manjayi Kutela was stabbed in the stomach. North-Western Province Commissioner of Police, Elias Chushi, confirmed the incident which happened on Tuesday around 15:00 hours in Kabanda compound.

He explained that Mr Kutela was stabbed in the stomach by Edward Mwansa aged 25 of Musela compound. He said the victim sustained a deep cut, which exposed some intestines before he died. “He was quickly rushed to Mwinilunga District Hospital, where he was admitted but died later around 23:00 hours, on the same day,” he said. Mr Chushi said the suspect has since been arrested and will be charged for murder before appearing in court soon.

Govt acts to control locusts A TOTAL of 3,896 hectares of land in Kazungula district has been sprayed to control the spread of the African migratory locusts The International Red Locust Control Organisation for Central and Southern Africa undertook the exercise to control the marauding locusts. Southern Province acting Agricultural Coordinator Paul Nyambe confirmed the development in an interview with NAIS. Mr Nyambe said the International Red Locust Control Organisation for Central and Southern Africa used ground motorized knapsack spraying and helicopter aerial spraying Locust control methods. He said the ground motorized knapsack spraying comprised 10

sprayers which were used on the 96 hectares of land. Mr Nyambe named the areas sprayed by the ground team as Kamadobe, Kapongo, the area stretching along Sibbulo road, Silenga, Sikaunzwe plain, and Kabuyu plain. He observed that the helicopter aerial spraying area covered was 3,800 hectares, exclusively in the Simalaha plain. The pesticide used was Fenitrothion, 96 per cent ultra-low volume of about 2,000 litres of the chemical. He pointed out that the control of locusts in the Simalaha plain had averted the loss of crop production during the 2020/2021 agricultural season for Kazungula district of more than 40,000 hectares of field crops.

He added that more than 20,000 hectares of maize had been saved from destruction from the devastating pests in 2020/2021 season. Mr Nyambe noted that the locust control had reduced the loss of pasture for cattle grazing in the Simalaha plain of Kazungula district in Southern Province. He asserted that the outbreak of the African migratory locust and red locust in Sikaunzwe agriculture camp of Kazungula district was reported in April this year. ‘’The Ministry of Finance and Ministry of Agriculture released emergency funds during the last week of May 2020 to the International Red Locust Control Organisation for Central and Southern Africa to control the spread of the locusts,’’ Mr Nyambe said.

Mr Liomba says successfully collect information during the exercise, enumerators were required to conduct themselves with utmost dignity. The Permanent Secretary was speaking when he addressed about 260 enumerators in Livingstone on Tuesday. Mr Liomba said as a mandatory pre-requisite, the Government was mandated to hold a mapping census before holding the main and actual census slated for August this year. He said it was imperative for the enumerators to do a good job that would satisfy the whole nation. Mr Liomba said the objective of the census mapping was to compile a frame or list of all housing structures within each enumerator’s area.

Broken water taps irk marketeers By MUYANI SHINJABALE TRADERS at Masala’s Baila market in Ndola have called on Kafubu Water and Sewerage Company (KWSC) to quickly repair the damaged taps. The irate traders at the market called on KWSC to work on the two taps as soon as possible in order to reserve water. Speaking in an interview, Mr Joe Mwape, said the traders had already informed the water utility company to work the non-stop running tap. Mr Mwape said despite engaging the water utility company on several occasions on matter, the problem remained unresolved. Another trader, Ms Tamara Mulenga, stated that if the problem remained unresolved, it would result in the outbreak of water borne diseases as the water was running across the market and forming stagnant ponds. Ms Mulenga indicated that water borne diseases such as cholera would emerge as food stuffs were sold around the area. Mr Terrence Chisenga said the non-stop flow of water from the broken taps was an eye-sore, adding that water was being wasted at such an alarming rate. In a separate interview, KWSC Public Relations Officer, Fales Mwanza acknowledged being aware of the problem and attributed the leaking taps at the market to vandalism. She said measures such as sealing up the taps as well as building a kiosk on the other tap to manage water in the markets were underway Ms Mwanza however encouraged shops owners at the market to have individual water taps connected to their shops as opposed to having a single top where everyone fetched the commodity from.

Zimbabwe fuel prices shoot up 150 pc HARARE - The Zimbabwe Energy Regulatory Authority yesterday increased the pump prices of fuel by about 150 percent. Diesel will cost 62.77 Zimbabwe dollars (ZWL) and petrol 71.62 ZWL, up from the June 4 prices of 24.93 ZWL and 28.96 ZWL for diesel and petrol respectively. Those buying in U.S. dollars will also pay slightly more, with diesel and petrol costing US$1.09 and US$1.28 respectively. The increases came amid reports that the Reserve Bank of Zimbabwe would remove subsidies on fuel. Zimbabwe blends its petrol with ethanol as a foreign currency saving measure. But many motorists are worried that the high blending ration of 20 percent blend will have long-term negative effects on their engines. The increases also came as the central bank abandoned the fixed foreign currency exchange rate of US$1 to 25 ZWL in favour of a foreign currency auction system which kicked off on Tuesday with the weighted average rate more than doubling to 57.3582 ZWL to US$1. – XINHUA.

Hugh Riddell, World Bank country manager for Somalia, said the policies will strengthen fiscal management and promote inclusive private sector-led growth. The supplemental financing helps Somalia ease the effects of the global Covid-19 crisis and continue implementing the reform programme supported by the Somalia re-engagement and reform supplemental Development Policy Financing (DPF). According to the lender, the DPF delivers critically needed financing for Somalia’s revised 2020 budget, which allocates funds for an integrated and national response to the pandemic, including increased grants to sub-national governments to ensure continued service delivery. – XINHUA.

Rationale of this study This is an end of project evaluation of the ENT project at Beit Cure Hospital to be completed in December 2020. The evaluation shall provide all partners with a better understanding of how the project has progressed and whether it yielded its intended results. Targets were set out from the outset based on assumptions available at the time and partners invested time, energy and resources for the establishment of this project. A report should be prepared at the end of this evaluation that should outline the methodology for evaluation, what base line materials were used, who was interviewed and how the consultant went about the evaluation process. The consultant will give an independent opinion of the successes/failures, lessons learnt of the project and make recommendations on the way forward.

KINSHASA - Two public officials were sentenced to three years at hard labour after being convicted of embezzling public funds in the Democratic Republic of Congo on Tuesday, three days after the unprecedented conviction of top presidential aide Vital Kamerhe. Benjamin Wenga, directorgeneral of the Office for Roads and Drainage, and Fulgence Bamaros, head of the National Road Maintenance Fund, were found guilty of diverting money earmarked for unfinished roadworks in Kinshasa and the eastern cities of Goma and Bukavu. Their co-defendant Modeste Makabuza, head of the local construction company SOCOC, was sentenced to one year at hard labour by the Kinshasa-Gombe High Court. Like the death penalty, sentences of hard labour are still allowed under the DRC’s penal code but are rarely applied. The prosecutors had sought 15year sentences for the three. On Saturday, the court followed the prosecution’s recommendation by sentencing Kamerhe, President Felix Tshisekedi’s chief of staff, to 20 years at hard labour, also

The Gambia hunts escapees from quarantine

BANJUL - The Gambian health ministry said yesterday it was hunting two escapees from a quarantine centre. “The Ministry of Health regrets to inform the public that four passengers out of 140 who arrived in the country on the 22nd June 2020 with the SN Brussels flight escaped from quarantine,” a statement from the ministry stated. According to the ministry, out of the four escapees, one surrendered himself to the health authorities. The second was reported by a neighbour and subsequently picked up. The ministry expressed disappointment, indicating that the government has rented standard hotels as quarantine sites for convenience purposes, unlike other countries that use school halls. – XINHUA.

Dorothy Semu, vice chair of the Wazalendo Alliance for Transparency and Change (ACT Wazalendo), one of the fastest growing opposition parties, said Kabwe and the others had been arrested in Kilwa district, southern Tanzania, as they attended an internal meeting. “This is a perfectly legitimate activity ... SADC ministers approve guidelines to ease cross-border transport amid Covid-19 DAR ES SALAAM - The Southern African Development Community (SADC) Council of Ministers has approved revised regional guidelines to ease cross-border transport operations in the region amid the Covid-19 pandemic. A statement issued on Tuesday night at the end of a one-day extraordinary virtual meeting of the SADC Council of Ministers hosted by Tanzania

said the approved guidelines were aimed at harmonising and coordinating Covid-19 response measures. The approved guidelines were tailored to promote safe trade and transport facilitation for economic growth and poverty alleviation in the SADC region, said the statement. The statement added that the approved guidelines were also aimed at facilitating the adoption and implementation of

harmonised standard operating procedures for management and monitoring of cross-border road transport at designated points of entry and Covid-19 checkpoints. Palamagamba Kabudi, Tanzania’s Minister for Foreign Affairs and East African Cooperation and chairperson of the SADC Council of Ministers meeting, called on the SADC region to continue exhibiting determination and solidarity while addressing the Covid-19

WHILE Chipolopolo coach Milutin “Micho” Sredojević is working without a contract, his predecessor Sven Vandenbroeck has sent a reminder on the need to pay him the US$22, 500 (K400, 000) owed to him. Vandenbroeck, who dragged the Football Association of Zambia (FAZ) to FIFA in April confirmed in an interview that his case was still active as failure to pay risks sanctions on Zambia. “Yes, FAZ still have to pay. The FIFA case is running,” he said. In February, FIFA ruled that FAZ pay Vandebroeck his dues by March monthend. However, FAZ failed to meet the deadline which forced the Belgian to take the association to the world
