IMPROVE VOTER REGISTRATION THE voter registration exercise kicked off on a shaky note with most stakeholders complaining of the slowness of the process. It has also become clear that the Electoral Commission of Zambia (ECZ) did not anticipate the overwhelming response received so far. It seems the ECZ had anticipated fewer people to show up for voter registration and had placed less personnel to man the registration centres. In fact, in most cases, there is one one person and a security officer manning the registration centre. Not at all adequate to cater for the number of people turning out to register. For the past three days, there has been a general complaint concerning slowness of the process and how long it is taking for one person’s voter’s card to be processed. On top of this, there is the technical glitches of the machines failing and people have to wait for the system to be rebooted. This is not what was anticipated when the ECZ announced that it would run the voter registration for 30 days and capture nine million potential voters. At the rate the exercise is going, the possibility of achieving the target may seem way too ambitious. However, all hope is not lost and it is definitely not too late to make changes and improvements to the system so that the set targets could be achieved. The ECZ has admitted that there are issues with the process which need to be improved on. That is a starting point which stakeholders have been asking for in the last three days. Yesterday, the ECZ said it would be beefing up staff and registration kits to enhance capacity of registration centres. ECZ acting Public Relations Manager Sylvia Bwalya said they had noted a number of concerns from stakeholders and the general public. She said the ECZ has since started deploying additional kits and officers in some registration centres. “At the beginning we thought the process would take about seven minutes but we have realised that it is taking a little bit longer and we are addressing that concern,” Ms Bwalya said. Indeed, it is taking more than seven minutes for one person to be processed and issued with a voter’s card. Most reports indicate that it was taking between 10 to 30 minutes for one person to be issued with the card because there is only one officer responsible for noting down details, taking pictures, printing and laminating the same before eventually issuing the card. This has resulted in people taking more than five hours on queues to be processed, a situation that may discourage some into giving up. It is therefore imperative that this matter is resolved quickly so that the ECZ can remain confident of meeting its nine million target within the 30-day period. The worry for most stakeholders is that the ECZ has indicated that it would do away with the old voters’ registers, meaning a totally new register will be created from the same slow process. Therefore, the quicker the glitches noted are sorted the better for restoring public confidence in the process.

RTISANAL and Small-scale miners have accessed funds which have been provided by United Nations Development Programme (UNDP) and Ministry of Mines and Mineral Development. Small-scale Miners Association of Zambia president Kunda Chani said the small-scale and artisanal miners who were members of the association have accessed funds meant to cushion operational challenges being faced during the Covid-19 era. He said in an interview yesterday, many artisanal and small-scale miners had been negatively affected by the pandemic therefore the fund which had been provided was helping them to enhance operations. Mr Kunda said the outbreak of Covid-19 had impacted negatively on the growth of artisanal and small-scale mining businesses and the help

rendered by government and the UNDP was welcome. Mr Chani said even though the fund which had been provided may seem not to be enough, it would go a long way in helping the miners to improve operations. Early this month, Ministry of Mines and Mineral Development Minister Richard Musukwa said the government and UNDP had secured about K730, 000 for artisanal and small-scale miners to cushion challenges they were faced with during this period. He said the grant would be utilised to support key mitigation measures towards emergency response, provision of personal protective equipment, enhancing occupational health and safety at work places among others. And Mr Chani said the funds which the miners had accessed would be used for the intended purpose so that their operations can be expanded during this difficult period. “Yes, our members have

received the funds which our government with the UNDP provided and this is helping them in their mining activities. Remember we applied for these funds just after the ministry requested and we have been waiting patiently and it is good that members have now received this money,” Mr Chani said.

Minister testifies in secretary’s forgery case By RABECCA BANDA MINISTER of Labour and Social Security Joyce Simukoko has told the Lusaka magistrates court that she discovered that her secretary stole K15, 000 after receiving a sms showing that the amount had been debited from her bank account. This was during cross examination before magistrate Felix Kaoma. Nyembezi Masiye, 47, of Chilenje Township is charged with three counts of forgery, uttering false documents and theft. It is alleged that on August 26 last year, Masiye, with intent to defraud and deceive, forged

cheque number 000354 purporting to show that the signatory had paid her K15, 000 when in fact it was false. In the second count, it is alleged that on October 10 last year, Masiye uttered the false cheque number 000354 to Indo Zambia Bank. In the third count, it is alleged that on the same date, Masiye stole K10, 000 belonging to Ms Simukoko. Masiye: After I deposited the 15, 000 in my account, did I not inform you? We’re ready to defend ECL eligibilty – Mundubile By NOEL IYOMBWA and SILUMESI MALUMO THE Patriotic Front is ready to defend the eligibility of President Edgar Lungu for the 2021 presidential election if anyone chooses to challenge it in court, the ruling party’s chairperson for legal affairs, Mr Brian Mundubile has said. Mr Mundubile, who is Government Chief Whip in Parliament, said the eligibility debate which had resurfaced two years after the matter was settled was not only a waste of time but also designed to distract people from focusing on issues that affected them. Mr Mundubile is Mporokoso Member of Parliament. He said the PF was not

considering any other person to contest the 2021 presidential election on its ticket because its leadership was convinced President Lungu qualified to contest the election. State ordered to explain voter registration staff shortages By NOEL IYOMBWA DEPUTY Speaker of the National Assembly Catherine Namugala has summoned the Executive through the Vice President to come to the house and give a statement regarding the shortage of manpower at voter registration centres in most parts of the country. Ms Namugala was making a ruling on a point of order raised by leader of the opposition Jack Mwiimbu who wanted to know whether the Vice President was in order to remain quiet over the shortage of manpower conducting voter registration in different parts of the Country. Ms Namugla said that in view of the seriousness of the voter registration exercise the executive through the Vice President Inonge Wina to come through to the house not later than Tuesday next week to give a statement regarding the matter. “In view of the seriousness of this exercise in ensuring that every citizen exercises their right I will order the executive through her honor the vice President to come not later than Tuesday next week to give a statement at large. “Today being a Wednesday (yesterday), the executive will need some time to prepare before updating the house,” she said. Mr Mwiimbu told the house that members of public who were advised to go and register as voters are complaining that most polling stations are managed by one person, making the process slow.

Lusaka Hotel sued over K1m bill By GRACE CHAILE-LESOETSA

LUSAKA Water Supply and Sanitation Company Limited (LWSC) has sued Lusaka Hotels Limited in the Lusaka High Court for failure to settle a sewerage services bill amounting to over K1 million. According to the statement of claim filed yesterday, Lusaka Hotels Limited has an accumulated bill of K1, 004, 662.70 which it has refused and/or neglected to pay. LWSC states that the defendant (Lusaka Hotels Limited) has been its customer with account number 03001502 receiving sewerage services which it is billed for. It says the hotel has its own borehole which is metered and LWSC only bills it for sewerage

based on metered volumes. LWSC says it has on several occasions tried to resolve the matter amicably but the defendant has neglected to pay the bill citing lack of business or disputing the billing on the basis of inaccurate meter readings. It states that it engaged Lusaka Hotels Limited to resolve the dispute on billing and that it even changed the defendant's meter but even after doing this, the defendant has neglected to pay the bill. "Further to changing the defendant's meter the plaintiff, at the request of the defendant, issued a bill of quantities (BoQ) on or about February 12, 2020 for leak detection to see where the defendant might be losing water, but to date, the defendant has not acted upon this,” LWSC states.

I’ll stand in 2021 - Lungu From page 1 Some opposition parties and their allies in the civil society organisations and private media have revived the debate on the President’s eligibility and have threatened to petition courts of law to stop President Lungu’s nomination as the Patriotic Front’s presidential candidate. They have argued that should the President stand as a presidential candidate he will be going for a third term in violation of the Constitution which restricts the presidency to only two terms of office since he has twice been sworn in. But the ConCourt has said in its judgement that under the current Constitution a person who has held the office of the presidency for less than three years has not served a term. President Lungu first took office in January 2015 after the death of President Michel Sata in London on 28 October 2014. Mr Sata had only served three years of a five-year term. President Lungu had been in office for less than two years when he was again sworn in on September 13, 2016 after winning the August 11 presidential election. The ConCourt explained in its judgement that a full term should be from three to five years, which means President Lungu is serving his first constitutional term of office and has one more term to go. And the President says the United Party for National Development (UPND) is determined to see Zambia destroyed because it is against different progressive government programmes. President Lungu said the decision by the UPND to completely reject Bill 10 was a clear indication that the opposition party and its top

leadership wanted to see the country destroyed. “What the UPND wants is to see the country destroyed because if they wanted to see the country going forward, they would have accepted Bill 10. They would have agreed to some of the clauses and rejected some, rather than completely rejecting the entire document,” he said. He met Chief Chitina, Chief Mulungwe and Chief Shaibila of Mkushi District to discuss the welfare of the people in their chiefdoms. President Lungu said he was aware that the UPND wanted to cause confusion during the next general elections because all they wanted was to destroy the country's peace. He said the UPND did not want to see the peace the country had after the 2016 general elections. President Lungu said if the UPND wanted to work with the people it would have at least tried to explain to them the content of Bill 10. “UPND still wants confusion after 2021. They don't want the peace we had after the 2016 general elections. We told them we increase the days to petition an election, they refused. They don't want development,” President Lungu said. Chief Shaibila told President Lungu not to be distracted by those who are still questioning his eligibility for the 2021 presidential election. The traditional leadership in the district has done its research on the eligibility case and it is aware that President Lungu is eligible. The traditional leader told the President to start preparing himself for the 2021 general elections. He said President Lungu had the support of the traditional leaders in the district.

Mr Justice Muma has also convicted the other accused Maxwell Pito after he pleaded guilty to a charge of assault. This was after the State amended the initial charge of aggravated assault to disorderly conduct in a police station and another charge of assault when the case came up yesterday. The five had pleaded not guilty to the initial charge of aggravated assault last week. Banda, 35, John Lungu, 26, Morris Silwonde, 27, and Lyford Phiri, 21 have been charged with disorderly conduct in a police station. Particulars of the offence are that Banda and the other three on July 6, this year, in Lusaka did act in an indecent, disorderly and insulting

Mr Bwalya said it was misleading for the senior to say that he has nothing against the PF government. He said Senior Chief Mukuni of the Toka Leya people of Kazungula had never seen anything good from PF as he had been relentlessly demeaning President Edgar Lungu, the ruling party and the government. Mr Bwalya said Senior Chief Mukuni had never commended Government for any of the many positive strides it had achieved. He challenged Senior Chief Mukuni to state whether the PF had never done anything positive for him to be attacking it all the time. Dr Chilufya said countries around the region and globe have had the third wave of COVID-19 which has ravaged economies. Dr Chilufya however said the ministry of Health through Zambian National of Public Health Institution (ZNPHI) has since heightened surveillance in communities including points of entry and that contact tracing is enhanced at community level. Speaking in Lusaka yesterday during a COVID-19 update, Dr Chilufya said although the country had continued to record a down fall in COVID-19 cases

, people should continue masking up as a health precaution in order to avoid further transmission of the pandemic. Dr Chilufya however disclosed that, Zambia in the last 24 hours recorded 39 new cases of COVID, out of 4,018 tests that were conducted and no death has been recorded, but there were 616 active cases across the country in different isolation facilities. And Dr Chilufya yesterday received Intensive Care Unit (ICU) mechanical ventilators, accessories and refrigerators from Southgate investment through Turkish Ambassador Sebnem Incesu meant to support the quality health delivery towards covid-19 response. Dr Chilufya said the donation made would help to fight the novel coronavirus that as affected the whole world . Meanwhile, Turkish Ambassador Sebnem Incesu said the two countries had been enjoying bilateral relations for a long and hoped the donation would make a huge impact especially during this time of COVID-19 pandemic.

By KETRA KALUNGA GOVERNMENT should set up security structures that will protect our taxes because a few Zambian taxpayers cannot meet the obligation of running the State, former minister of Finance Katele Kalumba has said. Dr Kalumba said Zambia should change the narrative of failing to protect trade through porous borders and increase its revenue base through taxes. He said the issue of Zambia’s borders being porous was not new.

Dr Kalumba said in an interview Zambia had security systems needed to monitor the porous borders and ensure nothing went out without going through proper customs. “The issue of porous trade is not new; it has always been there. Our failure to protect trade through porous borders that are not protected or monitored through security

systems. We have officers trained to do this, it is one of Zambia National Service’s roles,” he said. By law people paid for what they imported or exported. “Therefore, as the country we should not claim to be poor because we are failing to collect money that is available,” Dr Kalumba said. And Dr Kalumba says

the government should find structures of formalising tax in the informal sector because the country needs more taxpayers to contribute to national coffers. He said Zambia should not depend on the small middle class that pays tax because more people are earning income from the informal sector than the formal sector. Dr Kalumba urged the

government to find creative ways of taxing the informal sector so that they, too, could contribute to the tax base. “I remember the women who were crushing stones along Kafue Road. They beat Stone Crush Sales Limited. So I have confidence in the power of the informal sector, but they have to contribute to the tax base,” he said.

Minister warns dormant mining licence holders By SANFROSSA MANYINDA GOVERNMENT will not shy away from taking action on dormant mine licence holders who are defaulting and are now developing a tendency of abusing the court process once their licences are cancelled, Minister of Mines Richard Musukwa has said. And Mr Musukwa has disclosed that applications of the cancelled licences are managed through an online platform in order to allow accountability and transparency. He said that the government through his ministry would continue following the law and ensure that all non-performing licences were cancelled and replaced with credible investors and the locals that were able to develop the resources. The minister was speaking in an interview with the Daily Nation in Kitwe yesterday. “We have noted as a ministry that many licence holders who default have a tendency of abusing the law but we will not sit idle and wait for them to abuse the court processes in order to ensure that they keep holding on to licences that they can not make use of. “ It does not make sense for someone who has not done anything on the licence for more than four years to rush to court when the ministry cancels their licence,” he said. Mr Musukwa maintained that this would however not stop the ministry’s time from ticking and dealing with such licence holders. He said it was the mandate of the ministry to ensure all dormant licences receive default notices and that those who give unsatisfactory responses have their licences cancelled.

LUSAKA Magistrate Felix Kaoma has ruled that he will hear in open court the case in which a lawyer has complained against her lover for allegedly exposing her to a health risk through sex. Mr. Kaoma made the ruling yesterday after the lawyer, Ms Naomi Sithole dropped her request to have the case heard in camera on grounds that she would be prejudiced by publicity of the case, following a media frenzy the matter received at the weekend. In this case, Ms. Sithole, an assistant researcher at the Lusaka High Court, has complained against Kelvin Milambo, a World Food Programme employee, that he knowingly and negligently exposed her to an infection dangerous to her health. Particulars of offence are that between March 26, 2020 and June 21, 2020 in Lusaka, Milambo unlawfully and negligently did acts which, and which he knows or has reason to believe to be, likely to spread the infection of any disease dangerous to

Ms. Sithole’s life, contrary to Section 183 of the Penal Code, Chapter 87 of the Laws of Zambia. When the case came up for commencement of trial yesterday, Ms. Sithole applied to the court to clear the gallery following wide publicity of the case by major media outlets, saying where such publicity is likely to prejudice justice, the court has discretion to clear the gallery in line with Article 18 (11) (a) of the Republican Constitution, adding that last weekend’s publicity has prejudiced her. But defence lawyer Osborne Ngoma objected to her application on grounds that Article (18) (10) of the Constitution of 1991 as amended in 2016, provides that there has to be an agreement between the parties for the case to be heard to the exclusion of a particular audience. Mr. Ngoma said the cited provision talks about civil rights and obligations and that the case before Mr. Kaoma is a criminal matter which Ms. Sithole started by way of Sections 90 and 92 of the Criminal Procedure Code. “This is a criminal case that is in public domain. It is the people versus Kelvin Milambo. The people themselves must be present and it is a notorious fact that prosecution is done on behalf of the people of Zambia. “The public have the right to information and access to information is limitless.

Speaking at the 10th United Nations Woman Police Officer of the Year award ceremony in New York, Dr Simbyakula said Zambia was among the top 20 member states who were contributors of uniformed personnel to the UN peacekeeping operations. As part of this project, Ms Malambo created a network of groups led by male local police officers to engage other men in the community to disseminate information and promote the protection and advancement of the rights of women and girls. She also contributed to UNMISS’ efforts to disseminate information on COVID-19 prevention to vulnerable communities, including those with disabilities. Dr Simbyakula said Zambia valued the contribution by women in peacekeeping operations and would continue to champion the involvement of the female gender in peacekeeping. SADC sends locust outbreak SOS

HE Southern African Development Community (SADC) has appealed for international help in mitigating the impact of the African migratory locust outbreak following a resurgence of the swarm. This comes following a devastating outbreak of the destructive African migratory locust which has affected the region since the beginning of 2020. The first outbreak was reported in February this year and initially affected eight member states which are Botswana,

Eswatini, Malawi, Mozambique, Namibia, South Africa, Tanzania and Zambia. Speaking during the virtual launch of the regional appeal yesterday, SADC Executive Secretary Stergomena Lawrence Tax said there had been a resurgence of the locusts and the outbreak needed international assistance to combat it. Dr Tax said despite the affected member states trying to control the ravenous swarms, there was a resurgence of the locusts in May this year affecting five countries. She said the current outbreak has a potential to spill beyond the five affected

member states if not urgently controlled. The launch of appeal was aimed at complementing the efforts of member states, civil society organisations and international cooperating partners towards addressing the impact of the outbreak. The latest poses a serious threat to the region’s collective food security. Welcoming the launch of appeal Minister of Agriculture Michael Katambo said there was an urgent need for other countries to join in the emergency response. Mr Katambo said coordination would harmonise the management of the locusts among the affected countries.

JOHANNESBURG - South Africa plans to introduce a new short-dated bond to help lower government borrowing costs by lessening dependence on more expensive long-term debt, National Treasury officials told investors. The Treasury is discussing the possibility of issuing a fixed- or floating-rate shortdated note to ease pressure on the yield curve, acting director for debt issuance and management Thembi Mda said. This is according to two people who listened to the call with domestic investors. They asked not to be identified because access to the call was restricted. Details are likely to be announced in the February budget, according to the people. The National Treasury's media desk confirmed by email that the government is considering issuing a shorterdated funding instrument. South Africa's yield curve has steepened as slowing inflation dragged short-term rates lower, while concern about the government's burgeoning debt pile sent longdated yields soaring. Debt-service costs are the government's fastest-growing expenditure item and will increase by an annual average of 16 percent over the next three years, according to Treasury forecasts. Reducing spending is key to Finance Minister Tito Mboweni's plans to target a primary budget surplus in fiscal year 2026, when debt is expected to peak at 95.3 percent of gross domestic

product. Shorter-dated issuance would be a cheaper way to finance the shortfall, with investors currently demanding a return of around 6.92 percent for 2026 notes compared with 8.86 percent for benchmark 2030 securities on Tuesday. The Treasury plans to reduce projected spending by about R300 billion over the next three fiscal years, mainly by paring a salary bill that’s surged by 51 percent since 2008 and is now equal to 11 percent of GDP. The plan risks backlash from politically influential labour groups that are already trying to compel the state to honour a previously agreed pay deal through the courts. The pay-freeze plan depends on arbitration processes ending in favour of the government, Edgar Sishi, the acting head of the Treasury's budget office, said on the call, according to the people. ARARE - Zimbabwe is importing up to 600MW of electricity from regional producers so as to cover the supply gap, which is created by subdued energy generation capacity mainly by ageing thermal power stations. Zimbabwe is producing an average of about 900MW electricity daily against a demand of between 1, 400MW and 1, 500MW. Kariba Dam Power Station currently dominates domestic output while Hwange, the largest thermal station with 920MW installed capacity and three smaller thermals - in Bulawayo, Harare and Munyati - are producing below capacity. tract a rate of $15.57 instead of the old $10.38. press my disgust and disappointment at the conduct of some legal practitioners, some opposition leaders, some members of the clergy and some politically-inclined organisations, masquerading as civil society, electoral and governance experts, who have refused to respect the judgment of the Constitutional Court on the definition of a term and consequently, the question as to whether or not Edgar Lungu is eligible to stand. These groups of individuals have decided to trash the ConCourt judgement and have come up with their own interpretation of the law. They are insisting that their interpretation should stand and not that of the court. I appreciate the fact that certain things are difficult to stomach,

hence the conduct of some legal practitioners who started throwing stones at the Judiciary, in the aftermath of the judgement. Realising that the ConCourt Judgment is not appealable, these individuals are trying to find a way of taking this matter back to court, hoping that the ConCourt will quash its earlier Judgment and accept their interpretation of the law. These groups of individuals and organisations have argued that their actions are intended to uphold the rule of law. According to them, allowing Edgar Lungu to contest the elections will be an illegality. How can it be an illegality when the court has guided on the matter. Court judgements are part of the rule of law and therefore, they must be respected just like any other law. You cannot say that we stand for the rule of law, but you continue to be disrespectful to court Judgements. In fact, by defying the court judgement, they are the ones who are promoting illegalities by misleading the nation that Edgar Lungu is not eligible. The fact that the judgement did not mention Edgar Lungu by name, does not mean that his eligibility was not

addressed. Edgar Lungu was the subject of this court case, because he was the President between 2015 and 2016. In the judgement, the court has expressly stated that this period did not constitute a term. The fact that the court discounted this period as not being a term, means that it will not count towards Edgar Lungu’s two terms of office. As a law abiding citizen, I would rather go by the court’s interpretation of the law, than the interpretation coming from these individuals and organisations. MWEWA. Lusaka.

KCM should be given stiffer penalty Dear Editor, I WRITE to appeal to relevant authorities to give Konkola Copper Mines (KCM) a stiffer penalty for polluting emitting poisonous effluent in Kafue River which is of health hazard. This is the river where the water utility firm Mulonga Water and Sanitation Company gets it raw water to pump into their purifying tanks for domestic distribution to customers. KCM is always found wanting for negligence in this area but have continued to do it maybe because

the penalties they are always given are not stiff. It is for this reason that I call on the relevant authorities to start giving heavy penalties to not only KCM but any other organisation or persons fond of polluting water bodies so that the scourge can reduce. 2 men hacked to death In Kabwe WO men of Kabwe have been brutally murdered by unknown criminals after being hit with unknown objects. The victims identified as Francis Chabu 46 and Samuel Sikaona 26 were murdered around 04:00 hours in the Makandanyama area. Central Province Police Commissioner, Chola Katanga who confirmed the murders said the criminals attacked Mr. Chabu in his garage as they tried to steal. Mr. Katanga said the other victim, Samuel was attacked as he tried to rescue Mr. Chuba who shouted for help. He said Mr. Chabu, a businessman of Bwacha Township sustained two cuts on the navel and one cut on the left side of the chest. Mr Katanga said Samuel, a barber man of Kasanda mine township sustained four cuts on the left side of his chest, two on the right side, and one on the right arm. School inspectors get 155 vehicles By SIMON MUNTEMBA

GOVERNMENT has distributed 155 motor vehicles to be used by public school district supervisors in their official school monitoring and other activities in Zambia. The Nissan vans were distributed to the newly created districts and those that were in dire need of transport to improve service delivery in the general education system. Minister of General Education Dennis Wanchinga flagged off the distribution exercise in Lusaka yesterday. Dr Wanchinga said the purchase and distribution of the vehicles demonstrated Government’s commitment to investing in the sector to provide quality education. In a vote of thanks dean of DEBS Chrispin Chilufya thanked Government for the vehicles. Mr Chilufya, who is Ndola DEBS, said the transport would help provide quality education. He said the vehicles had come at the right time as various district education offices lacked transport. He assured Dr Wanchinga that the vehicles would be put to good use.

The Zambia Electronic Single Window project is part of government effort to modernize infrastructure and

information communication technology (ICT) systems in order to among others, improve public service delivery and improve on the ease of doing business by expediting the movement, release, and clearance of goods at its border points. The implementation of the project is being spearheaded by the Zambia Revenue Authority (ZRA)

Because of its pivotal role in the development of the country, the government has prioritised the automation of the trade facilitation documents under the Ministry of Agriculture that include; 1. 2. 3.

The plant import permit and phytosanitary certificate issued by the Plant Quarantine and Phytosanitary Service (PQPS) under the Plant Pests and Diseases Act (CAP 233) and the Noxious Weeds Act (CAP 231) of the Laws of Zambia aimed at prevention of introduction of alien species; pests, diseases and weeds. Notice to import seed issued by The Seed Control and Certification Institute (SCCI) through the plant variety and seeds act (cap 236) of the laws of Zambia aimed at controlling seed imports and exports and Agricultural import, export and transit permits issued by the Department of Agribusiness and Marketing under Control of Goods Act (Import and Export) (Agriculture) Regulation, CAP 421 of the Laws of Zambia aimed at regulating agricultural imports and exports and data collection.

This innovation is in line with the identification of agriculture as one of the key sectors for economic development and the larger government development agenda of transforming the public sector and the Smart Zambia Initiative. The programme is also government’s response to Article 10.4 of the World Trade Organisation Trade Facilitation Agreement (WTO - TFA) to which Zambia is a signatory. The expected benefits of the e-Permits include among others: 1. Streamlined and faster application processing; 2. Saving on time and reduced cost of doing business for the importers and exporters as the permit application process can be completed without physical movements to and from the Government offices; 3. Environmentally friendly with savings on the usage of paper and related resources. The automation of the issuance of the above-mentioned trade facilitation documents is through a web-based system that will require the client to make a single application on the system which will then be processed by the relevant agencies. The final certificates and permits will then be electronically sent to the Zambia Revenue Authority’s ASYCUDAWorld for Customs clearance of the goods. The system will allow the applicant to apply for permits from any location using any internet enabled devices such as computers, laptops and smart phones. The programme has been developed through consultation with various stakeholders that included importers, exporters and clearing agents. The Ministry has been piloting the system with 22 companies before it is rolled out. The pilot phase has been running for over 9 months. The Ministry would like to thank these companies for accepting to be part of this milestone in our drive to make public service delivery more accessible to our clients. The Ministry plans to roll out the electronic permit system on 16th November, 2020. The manual process will be completely phased out a month from the date of the roll out of the electronic system. As we near the end of the pilot phase and therefore the roll out, I wish to inform all importers, exporters, clearing agents and all those that transit Agricultural goods through Zambia to familiarise themselves with the electronic permit system under Zambia Electronic Single Window platform through the link https://www.zesw.gov.zm/zesw/ to avoid being inconvenienced when the system is rolled out.

UPND challenges ECZ Leadership wrangle erupts in Sekute chiefdom

NITED Party for National Development (UPND) has challenged the Electoral Commission of Zambia (ECZ) to redeem itself by ensuring that the ongoing voter registration exercise becomes successful. The party says that as it stands, the exercise was not meeting stakeholders' expectations. Provincial Information and Publicity Secretary Neto Halwabala has told the Daily Nation in Livingstone that the last few days since the exercise started have been a disaster. Mr Halwabala charges that his party has continued to monitor and interact with relevant authorities and it has been discovered that the process was very slow. "From the past three days, we have had negative experiences with this important exercise and we urge the Electoral Commission of Zambia (ECZ) to redeem themselves from further embarrassment after what the stakeholders religiously advised that it is not possible to meet 9 million voters target in one month," he said. "The voter registration exercise has been a total mess and we expected some improvements, but the situation is not getting any better," Mr Halwabala said. AR ES SALAAM - Tanzania's opposition presidential candidate left for Belgium on Tuesday where he said he will campaign for democracy following a disputed election that the incumbent President John Magufuli won with 84 percent of the vote. Tundu Lissu, candidate for leading opposition party Chadema, was the main challenger to Magufuli in the October 28 polls. Last week, Lissu sought refuge at the German ambassador's residence in Dar es Salaam after receiving death threats. He rejected the election results, citing widespread irregularities. Police said there were no threats against Lissu. "I am heading to Europe to continue our fight," Lissu told Reuters via text message. "Our country needs freedom, justice and people's development." Magufuli was sworn in on Thursday for his second, five-year term and has promised to work with his rivals. Lissu said the German, Belgian and United States ambassadors intervened on his behalf, and the Magufuli administration allowed him to leave the country. – REUTERS.

COVID-19 DISFIGURES THE GLOBAL SOCIO-ECONOMIC SCENARIOS AND IMPELS ENHANCED STRUCTURED THINKING FOR ALL COUNTRIES By ALEXANDER B. CHIKWANDA

T

hus, poverty levels have been accentuated instead of reducing. Currently, adversities in the global economy which in turn have occasioned acute paucity of available foreign currency reserves have induced apparently inexorable downward spiralling in the Kwacha parity.

With high volumes of imports, this process has unsatisfactory inflationary consequences which compound hardships especially for segments of our population who have no leeway for belt tightening as the belts have long snapped! Even as the ruling Patriotic Front (PF) has vigorously pushed a transformative development agenda to far-flung areas of our country which have not seen any form of development from time immemorial, daunting challenges still remain to be tackled – poverty which is entrenched by extremely low wages below the minimum it takes for even the most modest of living, is itself the greatest hindrance or inhibition to meaningful sustainable growth. Poor people have no buying power and, in any economy, growth and development are only meaningful and sustainable when they are consumer-driven. Herein lies the challenge for all Zambians, especially those in leadership whatever side of the political divide. We need greater resolve and structured intellectual tools to address the issues of poverty. People can respond positively as evidenced by the government programmes of social cash transfers. It is amazing how focused and determined individuals can use the smallest of resources to uplift themselves. We need to pool our resources, particularly intellectual ones, to get the country to move sustainably forward. The biggest failure of the political systems in Africa and even more pertinently here in Zambia is the lack of recognition that people as individuals must be active participants to ensure progress in the development process. From the onset of our independence we have intensified myth making and elaborate re-cycling of sloganism. We were very good at developing false hopes in the United National Independence Party (UNIP) and regrettably we passed on this adverse culture to subsequent ruling and opposition parties in the new dispensation of plural politics. From day one, we should have created a lasting perception in people that they are the determinants of progress and that there will never be a government which will have resources other than what citizens individually and collectively create or generate. When people work hard years on end, as do our compatriots in the rural communities, and their plight does not improve then there is something that is fundamentally flawed. Invariably, those noble innocent people are victims of a combination of inadequate agronomy and producing wrong mixes in most inappropriate ecological zones with inevitable results of low and sub-economic yields. This perpetuates and deepens poverty. We should collectively address the impediments to development with our pooled intellectual resources. And it is gratifying when leaders across the broad political spectrums see the dire need for collective resolve. In the Covid-19 induced environment, collective resolve is a useful tool and strategy for survival. Zambia is our common property and responsibility. The party in power becomes the custodian of the composite interests of people by the very act of presiding over their fate and destiny.

Its duties, responsibilities and obligations include listening to everyone and fostering and safeguarding tolerance and accommodation to maintain unity in unavoidable diversity. The other side of the political divide are not exempt from responsibility and duty to the country. They should not play to foreign galleries. Powerful countries at the global level which have domination and hegemony syndromes always have inclination to meddle and the arrogance to want to design growth patterns of others. Obscenities directed at the ruling party, malice and hate are inappropriate platforms and certainly not a recipe for moving any country forward. Perpetual anger and endless axes to grind entail convoluted thinking which cannot provide veritable solutions for the monstrous development arrears we have as a country. Young people should be on the alert to desist from being victims of hate schemes. The good lord designed life in such a way that our social existence is only complete in the context of others who in their weaknesses and strengths are our mirror images. Inevitably, hatred of others diminishes and erodes our own humanity; it is an exceedingly de-humanising process. With rapid population growth and a

remarkably predominantly young population, our social and economic challenges will become increasingly intractable. These challenges are by no means insurmountable, but only when we can stream-line the thinking by removing the caveat that has been, rather inadvertently, slapped on thinking to enhance a structured thought process by, inter alia, giving greater attention to detail which is not generalised cultural attribute. Zambia has all it takes to succeed in the development endeavours. The bearings have to be correct which precludes spending precious time demonising each other instead of critically looking at the efficacy of public institutions as valuable means and tools that can deliver. I attended two United Nations summits on sustainable development goals in April 2012 in Stockholm, Sweden and in July 2015 in Addis Ababa, Ethiopia. My uncharitable conclusion was that the exceedingly ambitious goals, especially with regard to Africa would be an exercise in futility because of the absence of appropriate institutions as delivery vehicles to bring the noble goals to fruition. At no time at all at these summits has institutional capacity been a major component of the agenda. With the acute Covid-19 afflictions, more attention will have to be paid to the effectiveness of

institutions of development. Indolent public service institutions with no direction and purpose will abort even the best policy intentions and programs. Covid-19 consequences in America and Europe When Covid-19 infections started to manifest in Europe and America beginning in February this year, the tendency was to think that the evil virus would wane. Then the virus started spreading quickly and scientific communities embraced a grim view and restrictions were imposed ranging from closure of businesses, bars, restaurants, schools and colleges, and ports of entry. Leaders in Europe were in the forefront of sensitising citizens about safeguards. On the other hand America, under the robust Mr. Donald Trump, veered in the opposite direction. Even currently with daily infections hitting heights of 100, 000 Mr Trump continued to hold rallies with most attendees not wearing masks nor social distancing. Thus, the election on November 3 became a choice between sanity and mis-direction. Governments in both Europe and America have moved quickly to stimulate their impaired economies by providing huge affordable financial resources. Central banks have continued with more vigorous programmes of printing money, a measured process with a fancy name – quantitative easing. Central banks pass on or lend money to commercial banks at zero interest rates. The vexing issues are what happens if Covid-19 has a longer span and the money printing continues. What would be the sustainability of negative interest rates for the banking system? The combined economies of Europe and America account for nearly half the global GDP. Serious slippages in those economies spell doom for the global economy. China in the global context A globalising world can never be wished away. The corona virus had its origins in China and within four months of its outbreak it spread to every corner of the world. China quickly recovered and its economy registered a 4.9 percent growth rate in the third quarter of 2020 when all major economies were in negative territory. The astronomical upsurge of C hina has had profound effects on the world. China is a vast market for all countries; that country’s thirst for commodities raised commodity prices which was particularly

useful for many developing countries. China has financed expensive infrastructure in Africa, albeit at inflated prices, which western donors shunned. The expedition with which these projects are delivered mitigates the high cost. China has altered the global political landscape by restoring a polycentric global power structure. With the collapse of the Soviet bloc in the 1990’s the global political scenario was essentially a Washington driven unipolar and monocentric power structure. The emergence of China has rendered domination of the world by the western power bloc a pipedream and a futility. Western Europe should not join America in futile efforts to contain China; better to get China on board and induce responsibility in the Chinese as a very significant member of the global community who does not eternally jar the sensibilities of neighbours. China not only has the vast numbers and commensurate talent but their unprecedented growth is underpinned by rare pragmatism. Communism/Socialism is an ethic of distribution and a tool for monolith but recognised as dysfunctional as a strategy for development. Therefore, enter capitalism as a strategy for development with some modifications as need arises or dictates. This pragmatism was epitomised by Deng Xiaoping when in response to insinuations about capitalist tendencies, he boldly asserted that it did not matter whether a cat was black or white as long as it caught the mice. The Americans have imposed tariffs on Chinese goods but there isn’t even the remotest evidence of China adjusting export prices; thus, the result of tariffs is to pass high prices to American consumers and stoke long-term inflation expectations. The North Atlantic axis should mentally adjust to the reality that both the political and economic epicentres have shifted to Asia and that China’s economy is far bigger than the $14 trillion GDP assigned to it using the dollar market pricing. China using the PPP route is the number one economy in the world and a good market for everyone, including America which benefits from the $1.1 trillion Chinese investment in U.S. Treasuries. Footnote on global togetherness Since the end of the Second World War, the global community has moved on putting together global institutions like the United Nations (UN) to forestall ugly incidents like world wars. Despite its many flaws the UN has executed its mandate and what needs to be done is reinforcement and not dismantling. On the economic front, the global community designed the Bretton Woods institutions – the World Bank and the International Monetary Fund. These institutions can do with reforms instead of becoming increasingly bloated organs. The IMF rushes to help emerging economies with preordained scripts which do not take account of acute time sensitivities of intended rescue proposals. Covid-19 is not the last scourge to afflict mankind. There will be many other viruses, not to forget the serious ravages and afflictions of climate change. The world warming up and rising oceans pose grave danger, especially for countries below sea level. The earth is predominantly water – the total surface area of land is 134 million square kilometres while the Pacific Ocean, at 160 million square kilometres, is bigger than all countries’ combined land mass. The human race faces multi-dimensional challenges and it is gross folly for any country to think that it can circumvent the dire need for global solidarity which the corona virus compels to foster with enhanced resolve.

ZAMBIA’s quest to qualify for the 2022 Cameroon Africa Cup of National comes under scrutiny today when the Chipolopolo face the Zebras of Botswana in a must-win fixture at the National Heroes Stadium in Lusaka. The Chipolopolo who are yet to win any match in Group H of the AFCON qualifiers which has Algeria, Zimbabwe and Botswana will need a win to redeem their chances of qualifying for the AFCON. Today’s fixture will be Milutin ‘Micho’ Sredojevic first crucial fixture as Chipolopolo coach since he took over in January. The Serbian who has guided Zambia to five wins and one loss in his first six friendly matches against Malawi, South Africa, and Ethiopia has declared his Bullets ready for the crucial AFCON tie against Botswana. Meanwhile Red Bull Salzburg star Enock Mwepu has arrived for the game against Botswana. Mwepu whose presence in Micho’s squad was uncertain after Salzburg rejected international call-ups before u-turning said he is confident and looking forward to face the Zebras. And Botswana First Assistant Coach Carolin Braun says the “Zebras” have prepared adequately for Zambia to get a positive result.

GOVERNMENT has finally head the cries of soccer fans by allowing their return back into the stadia for the 2020/2021 football season. However, today’s crucial Afcon qualifier against Botswana will be played behind closed doors in line with CAF rules. Minister of Sports Youth and Child Development Emmanuel Mulenga said the Ministry of Health has released guidelines that the Football Association of Zambia (FAZ) will have to follow as fans return to the stadia. Mulenga said there is need for the association to ensure clubs do not turn stadia into breeding grounds for Covid-19.
