A
PLOT in which an opposition political party has lined up individuals to attack the integrity and competence of the Electoral Commission of Zambia (ECZ) has been exposed. And the Zambian DNA warned that unsubstantiated election rigging claims by surrogates of the UPND are a recipe for anarchy. Patriotic Front (PF) Secretary-General, Davis Mwila, said the opposition had lined up a string of disgruntled individuals, both locally and internationally who would attack the ECZ and its top-ranking officials. Mr Mwila said that the opposition had even hired some media organisations in the propaganda campaign against ECZ. “In the coming days and weeks, you shall witness a
heightened onslaught on the integrity and competency of ECZ to hold free and fair elections. “They have further hired certain media houses which will continue to give screaming headlines to this propaganda campaign against ECZ,’’ Mr Mwila said at a media briefing in Lusaka yesterday. He said the ECZ was an autonomous institution which did not take instructions from any person, not even the Republican President in the discharge of its duties and accusing it of favouring the PF was unfounded. Mr Mwila urged the opposition to desist from maligning the ECZ but rather engage the commission in a sober and mature manner whenever they were aggrieved, like the ruling party did when ECZ hiked nominations fees for candidates in the fourthcoming elections. GOVERNMENT has warned truck drivers in the road transport sector who are inciting their colleagues to stage a countrywide strike. Labour and Social Security Minister, Joyce Simukoko, said Government was aware that some drivers calling themselves ‘professionals’ were inciting others to stage a countrywide strike on October 19. She said the action was not supported by the law especially sections 75 to 78 of the Industrial and Labour Relations Act Cap 269 of the laws of Zambia. Ms Simukoko said that the law clearly provided the procedure that must be followed before a strike action or work stoppage is undertaken. Minister of Local Government, Charles Banda says his office has continued to receive applications from people intending to change land use designated for play parks and recreation facilities for personal gain, despite the 2018 circular on change of land use for parks or open spaces still in effect. Dr Banda was speaking in Lusaka yesterday, when he visited some selected parks and open spaces located in different parts of the city where he discovered that houses and other buildings have been erected on the land meant for recreation. Dr Banda lamented that in spite of the important role that these facilities play in creating a conducive urban environment, all the parks and open spaces in the country are either in a bad state or some people have changed the use of the land to other activities. The minister directed the Lusaka City Council to demolish such structures, adding that they were built without following the right procedures of land acquisition. “I would like to state that we will not tolerate and allow the change of land use that is meant for play parks and open spaces for other personal gains such as residential and commercial by unruly individuals, I also want to note that the 2018 circular on change of land use for parks or open spaces is not permitted,” he said. Mucheleka and three others allegedly destroyed and grabbed NRC issuance equipment from the officers who were conducting mobile registration exercise on September 4, this year in Chitamba village in Kasama. He said accountability in public life is an issue that needs to be taken seriously. Mr Kabimba said this is because accountability defines the quality of leaders people would desire to have lead them and this demand must not be considered to be a partisan dimension. “We have to take the issue of accountability in public life very serious because it defines the quality of leaders that we would like to have to lead this nation. It should be a non-partisan issue and immediately we try to take the dimension
of partisanship, then we will not correct the moral values that are demanded of leaders” Mr Kabimba said. He said without this demand, people will not feel accountable in public office at all levels, including those in the opposition and the church among others. And Mr Kabimba said the demand for accountability must be extended beyond political players but everyone wishing to assume the role of leadership to be accountable to the people. “It saddens me when I read on social media people trying to divert from this argument of holding people accountable in public life and trying to move the problem into the realm of becoming personal,” he said. Meanwhile, a Patriotic Front official, Lemmy Bwalya urged UPND president, Hakainde Hichilema to clear allegations that he amassed wealth from the privatisation process.

LAND MISUSE GOVERNMENT must indeed act fast to save the beauty of the country’s towns and cities from the wanton damage being carried out through uncalled for structures. Demolitions have not been ruled out where rules and regulations have been flouted. If such measures will bring sanity, then they must be speeded up. In residential areas, open spaces that were left as play parks have disappeared as greedy developers have grabbed the plots and built houses on them. Local Government Minister Charles Banda is right to voice his concern and his warning must be a clear signal to councils throughout the country that the game is up. It is sad that residential areas have become concrete jungles, what with concrete wall fences and every available space hosting a building. What boggles the mind is what has happened to the concept about town planning, that designates residential and business premises. We welcome the statement by Dr Banda in which Government has warned local authorities against approving unnecessary change of land use from play parks or open spaces to any other use. The minister noted that his office has continued to receive applications from people intending to change land use designated for play parks and recreation facilities for personal gains, despite the 2018 circular on change of land use for parks or open spaces still in effect. In the first place, how do these individuals pick out play parks and apply to convert them to other uses for which they were not intended for in the initial stage? Dr Banda was prompted to issue the warning after he visited some selected parks and open spaces located in different parts of Lusaka and discovered that houses and other buildings have been erected on the land meant for recreation. Dr Banda lamented that in spite of the important role that these facilities play in creating a conducive urban environment, all the parks and open spaces in the country are either in bad state or some people have changed the use of the land to other activities. It is good that the minister is taking a pro-active stance against the ills going on in the misuse of land not only in Lusaka but is obviously an everyday occurrence in other parts of the country. What this proves is that the local authorities have lost control over the use of land in their localities. Or could it just be plain greediness among the local leaders who disregard regulations for a “wad of notes.” It definitely appears to be the case because as Dr Banda explained, there is actually a standing 2018 circular on change of land use for parks or open spaces still in effect. With this no-nonsense approach, we expect the Lusaka City Council to act swiftly and demolish such illegal structures as directed by the minister. The minister noted that they were built without following the right procedures of land acquisition. “I would like to state that we will not tolerate and allow the change of land use that is meant for play parks and open spaces for other personal gains such as residential and commercial by unruly individuals. “I also want to note that the 2018 circular on change of land use for parks or open spaces is not permitted,” Dr Banda said. It is quite demoralising that budding athletes in residential areas have to play their football, basketball and other sports activities on roads because play parks have been seized by politically-connected individuals. Moreover, Dr Banda’s tour in Lusaka is a clear signal that Government is on the right track for having suspended the Lusaka and Kitwe city councils to pave way for investigations in the mismanagement of land. Let sanity return to residential areas with clearly designated housing units and open spaces where people could breathe freely. Dr Banda must not relent in his efforts to restore orderliness in the manner that land is administered.

GERMANY GIVES ZAMBIA K30M COVID-19 RELIEF SUPPORT By NOEL IYOMBWA

ERMANY has given Zambia K30 million for Covid-19 relief emergency support project towards the Zambian component of the Kavango Zambezi Trans-frontier Conservation Area. Annie Wagner Mitchell, the German Ambassador to Zambia, said the tourism sector had been hit hard by the consequences of the covid-19 pandemic. Dr Wagner-Mitchell explained that the K30 million support was part of the broader support by Germany government to the KAZA project which was aimed at bringing relief to communities, tourism sector and management of protecting
tourism areas. The envoy said project has two major components community life taking up 70 percent of funds and biodiversity conservation getting the remaining 30 percent. Meanwhile, Tourism and Arts Minister, Ronald Chitotela, said that the funds were
aimed at bringing relief to local communities, the tourism sector and management of protected areas. Mr Chitotela said the protected areas are in the respective components of TFCA where Zambia contributes approximately 25 per cent of the 520,000 kilometre
squared landscape. He said the funds would enable his ministery implement a two tier Covid-19 relief project, comprising support efforts towards community livelihoods and biodiversity conservation in Kafue, Mosi-oa-Tunya and Sioma Ngwezi national parks. The minister said that another 10 game management areas would benefit adding that the grant shall provide relief to affected communities and households that depended on conservation and for their livelihood. A LUSAKA married man wept loudly after the Lusaka High Court sentenced him to death by hanging for murdering his girlfriend. Allan Lungu, 22, was found guilty and sentenced to death by hanging for strangling to death his girlfriend, Misozi Soko, 20, on May 2, 2019, at her apartment in Mandevu. Misozi had been a good friend of the convict’s wife, Aliness. His four family members who attended the session broke into tears when Ms. Justice Sharon Newa made the pronouncement. Particulars of the offence are that on May 2 in Lusaka, Lungu did murder Soko but denied the charge. In his defence, Lungu said his relationship with Soko ended on Valentine’s Day in 2018 after he told her that he could not continue dating a person that drunk beer. He also denied that the items (a doormat, floor mat and a curtain) found in his house belonged to Soko. Ms Newa however said the state represented by Counsel Bob Mwewa who brought five witnesses had proved the case beyond reasonable doubt. She said the postmortem results showed that Soko died due to strangulation and also that the convict was in a relationship with her before she died.

While the employment figures reflected the largest decline in employment between the second and first quarter since 2008, Stats SA on Tuesday said unemployment fell substantially as well, decreasing by 2.8 million to 4.3 million. The official employment rate is now 23.3 percent, compared to the first quarter’s 30.1 percent. The proposal, aimed at boosting local sales of new cars as rising coronavirus cases threaten demand in key export markets, was presented to the government on Monday by the National Association of Automobile Manufacturers of South Africa (NAAMSA), its chief executive Mike Mabasa said. NAAMSA represents global car giants like Nissan and Toyota which produce vehicles in South Africa, with around 64 percent marked for export. AMBIA and the music fraternity has lost budding musician by the name of David Phiri commonly known as Daev in music circles. Daev aged 25 died in a road traffic accident last Sunday around 14:00 hours with three others on board. There was only one person who survived but sustained serious injuries. Daev was the driver when the crew met their fate. This was when they were travelling from Chirundu to Lusaka. It was reported that the accident occurred due to excessive speed and the vehicle burnt as a consequence. It is sad that four lives were lost in the road mishap. Daev was a budding musician, he was talented and came into limelight with the hit song,”Never Been Easy.” The song is loved by many music enthusiasts across the country. Following his death last Sunday, Social media was awash with messages of condolences as a tribute to this great son of Zambia and the upcoming musician. The way people eulogized Daev goes to show that many people loved
and appreciated his music. He was interred yesterday at Leopards H i l l Memorial Park. The burial was prece de d by the church service at Cathedral of the Holy Cross. UPND is desperate, JK says Dear Editor, BEFORE I say anything, “I belong to the Patriotic Front PF party and I support ECL”. The song circulating on social media was released in 2015 when Late President Michael CHILUFYA Sata died. UPND and his team contacted me through my friend Hamoba and we ran to the studio to produce the same campaign song. The offer for the song was US$10,000 and we agreed. We used our money to pay the producer a named DJ and the song was released but it was kept waiting for the payment as we agreed. Unfortunately, when we went to ask for the money so that we could give it to the public, Ruth Dante told us that the Party (UPND) was not aware of any deal with me and Hamoba. I remember that day at the UPND secretariat office, Ruth Dante and Edwin Lifwekelo never paid attention to us and we waited for almost three hours. Nobody attended to us not even considering the time we wasted and the effort we made. Hamoba and I, left their offices around 16:00 and we agreed not give the song to their party neither to the public. The named DJ, decided to keep the CD of which we all agreed. Let me tell the public that whoever has given the song to the public via the website has not contacted me, maybe my friend Hamoba can explain. I belong to the Patriotic Front party and I am happy to be part of them. President Lungu is my President and come 2021 I’ll vote for him. Teenagers patronising bars worrying Dear Editor, THE number of teenagers patronising drinking places such as bars in Zambia is worrying and surely something must be done to avert the situation, especially the Covid-19 outbreak. It has become a common trend for the teenagers as young as 14 years to abuse alcohol with impunity. Both boys and girls are involved in the scourge of alcohol abuse. The problem is most common in the compounds such as George, John Laing, Kanyama and Misisi, among others. Besides abusing alcohol, these teenagers abuse drugs and other substances which are detrimental to their health. When these teenagers get intoxicated, they resort to illicit activities like unprotected sex which puts them at high risk of contracting the sexually transmitted diseases (STDs) including HIV and AIDS. The boys become violent and attack unsuspecting members of the public and steal their valuables such as phones and wallets for instance. This is not right. It has been said that the youths of today are the future
leaders. Looking at the current crop of youths and in view of their bad behaviour, they cannot make good leaders. Moving forward, the law enforcers should intensify the patrolling of the drinking places on days they are allowed to open and apprehend the culprits. On the other hand, the owners of these drinking places should be arrested for allowing the underage to patronise the drinking places. The local authority should intensify the by law which bars the underage from patronising the drinking places. All said and done, teenagers patronising the drinking places and abusing alcohol is degradation of morals. Isoka farmers get food security packs By PETER SICHALI OVER 300 vulnerable farmers in Isoka will benefit from the Food Security Packs (FSP) for this 20202021 farming season, the Daily Nation has learnt. Isoka District Community Development Officer, Monde Mbindo, said the 300 farmers were selected to benefit from the FSP in line with Government stipulated selection criteria of choosing vulnerable but viable farmers. Ms Mbindo said the district had received 300 packs of fertilizers and seed to be distributed to the selected beneficiaries. “As Isoka district, about 300 vulnerable but viable farmers have been identified to benefit from this programme this farming season. The beneficiaries have been identified in line with Government guidelines,” Ms Mbindo said.

SOLWEZI NGO JOINS COVID-19 FIGHT By JACKSON MAPAPAYI FAMILY Development Initiative (FDI), a NonGovernmental Organization (NGO), has donated five drums, stands and basins to Solwezi Municipal Council to help fight against spread of Covid-19. FDI Leader Knowledge Management, Fatima Musa Ayemi, said the organization decided to supplement efforts of the local authority and Ministry of Health in the fight against the spread of the Covid-19. “We believe we are partners in the fight against the pandemic and that is why we decided to make this donation,” Ms Ayemi said. On hand to receive the items was Solwezi Mayor, Nicholas Mukumbi, who commended the organisation for the gesture. Mr Mukumbi indicated that the donation will go a long way in saving lives as the district had not been spared by the pandemic. He noted that the handwashing facilities will help in preventing the spread of Covid-19, especially that living in the ‘new normal’ requires the frequent washing of hands. “As a municipality, we are very grateful to the organisation for this gesture, we pray that other organizations can emulate your initiative,” he said. The Mayor assured that the donated items would be strategically placed in highly-populated places such as markets and bus stations which were key and busy establishments. He urged other wellwishers and the business community at large to come on board and support the Local Authority.

VER 700 hectares of fields which have been infested by the African migratory locusts in Mwandi and Sesheke have been sprayed by Zambia Air Force (ZAF). The operation which commenced yesterday was aimed at combating the insects which if left unattended to would

ZAF officer commanding flying wing, Lieutenant-Colonel Zacharia Mbewe said the exercise would be rolled to other parts of Western Province as and when the locusts attack. Lt-Col Mbewe said that the two helicopters assigned to
carry out the aerial spraying had been equipped with 400 litre tanks of chemicals each to cover a wider infested area. Lt-Col Mbewe said that the team had commenced the aerial spraying in Simalaha and Mahondo areas of Mwandi and Sesheke districts and about 700 hectares had so far
been covered. He said the exercise was important because it had to do with national food security. Meanwhile, Chief of Operations Brigadier General, William Lungu, said ZAF was mandated to cooperate with assist civil authorities in emergencies, relief and disaster
management operations. Brig-Gen Lungu explained that ZAF would, therefore, not leave the eradication of the locust to the International organisation alone, but ensure that the operation was carried out perfectly. He said the team would spray the breeding grounds

and in all affected fields in order to fulfil the obligation of assisting Government in managing disasters. And International Red Locusts Control Organisation (IRLCO) Scientist, Ayoub Nchimbi, said the mapping of locusts infested areas had been extended to other districts. He said his team would continue surveying to ensure that all infested areas are mapped.

A BUSINESS woman and three of her family members of Kitwe have been arrested by the Drug Enforcement Commission (DEC) for trafficking in cocaine and attempting to bribe a DEC officer. DEC public relations officer Theresa Katongo said, Lizzy Chuba Chileshe, 30, of House number 2880, Chimwemwe Township in Kitwe was arrested for allegedly trafficking in 7.55 grams of cocaine. She said the woman has been on the DEC dragnet for a long time before she was apprehended from Chililabombwe. Other three members of the family are Moses Chuba Chileshe, 40, Danny Chuba Chileshe, 28, and Brian Mwansa, 42, who allegedly attempted to bribe a DEC officer with K10, 000 to have Chileshe released. She said the case involving the trio has since been handed over to the Anti-Corruption Commission for more investigations and possible prosecution. Ms Katongo also said DEC arrested five people in Lusaka or impersonation of DEC, Zambia Revenue Authority and Zambia Information and Communication Technology officers. She identified the alleged impersonators as Donald Chimase, 26, Lyson Ngoma, 25, Kalata Chanda, 26, Nicholas Mwansa, 25, and 26 year-old Jimmy Ashly Sichimba. Ms Katongo said the five were picked from Carousel Shopping Mall where they had gone to demand money from a Chinese who owns a shop by purporting that they were officers from DEC, ZRA and ZICTA. Initially, the suspects had extorted K30, 000 from the same shop owner and had taken with them two laptops, a CCTV server and control unit.

L O B A L Contractors, a company engaged to repair and construct bridges in Serenje is ready to start the works. This is according to Serenje District Patriotic Front

Digital cash boxes launched By BUUMBA CHIMBULU A PARTNERSHIP to develop 50 digital cash boxes which will benefit 900 rural savers in village banking groups has been launched by Atlas Mara Zambia, World Vision and Rural Finance Expansion Programme (RUFEP). This will involve the use of phone technology. With US$66,000 investment in a pilot project from RUFEP, about 900 households from Chongwe, Rufunsa, Katete and Kasenengwa would benefit by using the App, translating into 5,000 beneficiaries. The digital cash boxes which have been placed on the Atlas Mara Zambia’s mobile Tenga platform were meant to reduce risks of losing money and promote transparency. Atlas Mara Zambia Chief Executive Officer, James Koni, said with Tenga group solution, a group of people can automate their village savings and loans association paper based system to a computer based system. Mr Koni said under the new App, saving groups would be able to define their own rules including the value of the contributions and loans. He said this yesterday during the launch of the App in Lusaka. “As a Bank we have introduced various initiatives that provides convenient financial services for the un ranked in line with Government policies for financial inclusion for all,” Mr Koni said. Lubambe explores use of excess water By ROGERS KALERO LUBAMBE Copper Mines has begun exploring alternative strategies to utilise excess water, which is pumped out during operations. The mining firm in Chililabombwe has thus started pumping water from a 750-meter deep borehole to monitor ground water levels and recharge rates. Lubambe General Manager for projects, Tommie van der Walt, said that an opportunity had been created to investigate alternative strategies to utilise the excess water. Mr Walt said the test pumping was also being undertaken to ascertain the effectiveness of dewatering boreholes. He said the initiative would also provide alternative and preferable water supply to the mine and to determine the aquifer parameters. Mr Walt was confident that this would update and reduce uncertainties in ground water model and estimated inflows
THE United Party for National Development (UPND) has advised the ruling Patriotic Front (PF) to end violence within the party. UPND Copperbelt Information Publicity Secretary, Lawrence Mwanza, said that the PF being the party in power should condemn and end violence. This comes a few days after a video of two PF camps fighting one another at the graveyard during the burial of one of their members in Kitwe went viral. Mr Mwanza said that violence should never be tolerated in a democratic country like Zambia and that the PF should end the feuds within its ranks. He was speaking in Kitwe in an interview. SOUTH African company has delivered water supply pipes for water tap connections in Kasama’s Musenga Township and Chilongoma Town-
ship in Mbala respectively under phase one of the project. Chambeshi Water Supply and Sanitation Company Managing Director, Luckson Simumba, said the material arrived in Kasama on Monday.
Mr Simumba explained that the project was supposed to start in March this year but was halted due to the outbreak of Covid-19 He said the supplier had failed to transport the water supply pipes on time following the lockdown which
some countries imposed. Chambeshi Water Supply and Sanitation Company in partnership with Zambia World Vision has come up with a K27 billion improved access to safe and clean water supply and sanitation project.
The project is aimed at improving water supply to 150,000 people in both Kasama and Mbala districts. Mr Simumba said areas that would benefit from the project include Kasama’s Ntema, Lua-Luo and Kasama villages, while in Mbala
district Nyambulu, Zesco Compound and Maroundi areas would benefit. The project will also include the construction of 10 water borne toilets for identified vulnerable people in the villages and townships that had been earmarked.

And the Town Clerk said the council management was in the process of providing the plots for churches that congregate in schools to build structures. BRIEFS French court backs extradition of Rwanda genocide suspect PARIS - France’s top appeals court has agreed to extradite the alleged financier of the Rwandan genocide, Félicien Kabuga, to face trial in Tanzania. Kabuga, in his 80s, was arrested in May at his home outside Paris after 26 years on the run. Kabuga is alleged to have funnelled money to militia groups as chairman of the national defence fund. First and second half goals from striker Stephen Phiri and Harry Milanzi Junior were enough to hand City their second win in the play-offs after they beat Malole Police 2-0 in their first play-off on Tuesday. The win propelled unbeaten
City to six points, on par with Livingstone Pirates who were beaten 3-1 on penalties by Malole Police. The win over Pirates was Police’s first win in the playoffs after they dropped points with defeats in the first two games. Today’s action will see Blessings FC seeking redemption when they face Petauke United while Livingstone Pirates take on City of Lusaka in the battle of titans at Police College. Miller Ground will play host to group B games involving Luena Buffaloes who face Kashikishi Warriors while Real Nakonde will take on Trident. Mosimane confirms Sundowns resignation THE Mamelodi Sundowns' treble-winning coach Pitso Mosimane released a statement announcing his resignation from the league champions yesterday. Mosimane has been at the helm of Sundowns for seven years where he had a major haul of trophies including the CAF Champions League and the Super Cup. "It is with a sense of pain and sadness that I announce my departure from Mamelodi Sundowns Football Club. I have accepted an offer to join an international team," said Mosimane in a statement. ORMER Chipolopolo captain Rainford Kalaba’s absence at national team has continued after Chipolopolo coach Milutin ‘Micho’ Sredojevic declared interest in two Mazembe players out of the three Zambians who play for the Congolese giants. ‘Micho’ has called defenders Tandi Mwape and Kabaso Chongo for the three friendly fixtures against Malawi, South Africa and Kenya. TP Mazembe confirmed that ‘Micho’ has only invited the two defenders in Mwape and Chongo while Kalaba, the 2012 AFCON winner who is also the captain for TP Mazembe, has not been con-
sidered. It is however not the first time Kalaba has been left out of the team as he was also sidelined by former Chipolopolo coach Wedson Nyirenda who had assembled a young Chipolopolo squad which went on to beat Algeria home and away in the 2018 World Cup qualifiers. ‘Micho’ who has summoned 40 local players said he would call seven players from Europe while six players would be called from various African Leagues. The Serbian said he would use the game against Malawi to observe some local players and some of the foreign players who need more assessment. “We shall make a compet-
itive squad where the first match against Malawi we are looking to give chance mostly to the local players and some of the players playing outside that we have not seen enough” “We are going with the combined squad to Kenya. In the first two matches against Kenya and against Malawi we want to see what the best amongst the local players so that we have the general check up against Bafana Bafana we see where we are, how we are and which direction to go,” said ‘Micho.’ He said the technical bench was looking at adding a bonus friendly against any of the top three South African Premier Soccer League clubs before travelling to Kenya for the last friendly game.

ZAMBIA Table Tennis Association (ZTTA) vice president Wisdom Kaunda says there is need for early preps if Zambia is to qualify for the 2023 World Table Tennis Championships to be held in South Africa. The International Table Tennis Federation (ITTF) has announced that Durban will become the first South African city to stage the World Table Tennis Championships after South Africa beat 2017 host Dusseldorf 90-39 in a vote by members of the ITTF. “We are continuing to see benefits from the forthcoming changes to the format of the World Championships Finals, which will be introduced from next year onwards, leading to more countries bidding from different regions of the world,” said ITTF Deputy President Khalil Al-Mohannadi in a news release. “This also reflects the ever-increasing international appeal of table tennis, which
