Lungu wants mining woes resolved collectively PRESIDENT Edgar Lungu has called for enhanced cooperation between Government and the players in the mining sector. Mr Lungu said it was vital for the Government and the players in the industry to work together and improve the working conditions of miners. He said Government would support any initiative by the mine unions aimed at improving the working and living standards of the mine workers. The President said this at the State House in Lusaka yesterday when officials from the Mineworkers Union of Zambia (MUZ) paid a courtesy call on him. “As Government we are going to make sure that we support you in your efforts to improve the lives of miners, because we share and serve some constituencies, your members are also our members, they are voters and we need to serve their interest and we will support you,” he said. President Lungu encouraged the union leaders to also engage relevant Ministries on specific issues that were affecting the industry. He explained that due to the
coronavirus pandemic and other economic challenges, the mining sector was among the industries that had been hit hard hence the need for collaborative efforts from Government and the interest groups to find a lasting solution to the problems. “There are a lot of issues that I may have and which you may also have so it is important that we meet regularly especially during these critical times when the situation is very difficult on account of the COVID-19. “The issues you have raised, some of them have been tabled before me, in future ensure that the Ministry of Mines who are your partners are brought closer to you so that certain things are interrogated immediately with relevant Ministries and those that require consultations we shall consult other interest groups,” he explained. Earlier, MUZ president Joseph Chewe praised President Lungu for the decision he took concerning Konkola Copper Mopani (KCM) and Chambishi Metals. Mr Chewe noted that the decision which the Head of State took played a critical role in saving the mining sector in the country from collapsing. “Your Excellency we want to thank for your intervention in the KCM, Mopani and Chambishi issues without your interventions, the sector in the country would have grounded to a halt and all the blame would have been heaped on you, but the decision you made is unprecedented and will be appreciated even by the future generations, “he stressed. - ZANIS

MORE relief needs to be provided to manufacturers to stimulate a sector that has been significantly affected by the economic woes of 2019 and the current devastating Covid-19 pandemic. This has resulted in negative growth for the sector during 2020, says Zambia Association of Manufacturers (ZAM) Chief Executive Officer, Florence Muleya. Ms Muleya said Government should specifically incentivise production capabilities and supplier development for the manufacturing sector to grow. “ZAM urges the government to reduce the manufacturing CIT rate from 35 percent to 25 percent. Increase the period requirement for presenting proof of exportation from three to four months. “Reinstate the implied duty rates under the Duty Draw-Back Scheme,” she said in her write up on Unveiled 2021 Budget: Unsustainable for Manufacturing. Ms Muleya said some other pronouncements made in the 2021 Budget would harm the manufacturing sector. She said the measures included the introduction of an excise duty on reconstituted milk of K1.5, the introduction of a surtax at the rate of 20 percent on imported un-denatured ethyl alcohol and the introduction of excise duty on plastic flat bags at the rate of 30 percent. Ms Muleya said, the measures would serve to directly increase the cost of doing business in the manufacturing sub-sectors. “Government should remove these measures and seek audience with affected industries. The plea arises because the manufacturing sector still faces structural issues that require policy interventions to grow,” Ms Muleya said. She said Covid-19 had exposed delinked value chains in the country that suppressed local content growth. She observed that specific measures aimed at promoting economic recovery to boost manufacturing especially the distressed subsectors were missing from the 2021 national budget. “Factors including the closure of the tourism sector, constrained supply chain movements and slowed down economic activity combined, have impacted negatively on the manufacturing sector,” Ms Muleya said.

THE move by the UPND to torch its own offices in Nakonde is a manifestation that the party is violent, treacherous and ready to do any evil to form Government, Patriotic Front national chairperson Samuel Mukupa has said. Muchinga Province Commissioner of Police Joel Njase revealed that investigations into the burning of the UPND offices have indicated the opposition party burnt its own offices. Mr Mukupa said the UPND were headed for political oblivion because they were so desperate. He said UPND attempts to get the PF implicated were tantamount to “last kicks of a dying horse.” “Crime has all manner of manifestation, when you have a leadership with a criminal mind then you are headed for political oblivion,” Mr Mukupa said He said it was unfortunate that UPND could go to an extent of burning their own offices to gain political mileage. Mr Mukupa said God has continued to expose UPND violence for every Zambian to see that it has been a source of violence

UPND’s Nakonde office on Monday around 20:00 at Ntindi village in Chief Waitwika’s area caught fire and destroyed property valued at K10, 020. “Brief facts are that Machila Joram on Monday around 20:30 hours whilst at his house, received a call from Pastor Chakulanda Peter who stays near the office that their office was on fire. “He then rushed to the scene together with other members of the party and found that the office was gutted by unknown people and the following items were burnt, two office tables, one office chair, electrical wirings and all documents valued at K10, 020 were burnt,” Mr Njase said. He said police rushed to the scene and observed that a tire and grass were used to burn the property.
Suspended Kitwe mayor asks for guidance By SANFROSSA MANYINDA EMBATTLED Kitwe Mayor, Christopher Kang’ombe, has said there was clearance to proceed with the press conference from the necessary authorities, the reason for which he has been suspended from the Patriotic Front (PF) for alleged gross misconduct. Mr Kan’gombe was suspended together with former Kitwe District Commissioner, Binwell Mpundu from the Patriotic Front. According to the letter of suspension, Mr Mpundu has been suspended for gross misconduct. But Mr Mpundu, who confirmed receiving the letter of suspension, insisted that the move was a political process meant to take his eyes off the ball. “But I wish to assure you all that I am not moved as I remain resolute in my quest to help mobilise for President
Edgar Lungu for 2021 and I will continue to support the party even behind prison walls,” he said. Mr Kang’ombe confirmed receiving the letter of suspension but asked the party to guide him as he had personally sought guidance on how to proceed with his ambitions to stand as an MP. He also said that there was no element of insubordination on their part in having the press briefing since the press briefing took place after the vice President had left the City. “I decided to consult the party on the possibility of me contesting where I grew up in Ndeke and Ndeke Village (currently Kamfinsa Constituency) which would form part of the new Constituency to be created after the delimitation exercise,” he said. Mr Kang’ombe said he was guided to begin establishing
himself in Kamfinsa Constituency as well in order to avoid friction with Kwacha Constituency MP Joseph Malanji who he said kept complaining about his mayoral work in the six wards of his constituency for three years. According to the party, the suspension was in line with the PF constitution under the discipline and sanctions act number 26 and 29 (a) (b) (c) and (p). PF Kitwe district chairman Evaristo Chilufya, said the ruling party had noted that Mr Kang’ombe had continued campaigning in Kamfinsa constituency disregarding the directive from the Central Committee not to campaign in constituencies held by PF Members of Parliament. The Central Committee has also directed members not to campaign in constituencies held by Independent MPs, who were working with the party.
PIA bosses’ lawyer axed from case
By CHARLES MUSONDA A LAWYER representing Pensions and Insurance Authority (PIA) Registrar Christopher Mapani and two others has been ordered to stop handling the case because of his conflicted interests in the matter. Lusaka Magistrate Felix Kaoma yesterday ordered Mr Kaumbu Mwondela and his law firm to recuse themselves and be expunged from the case record after a trial within trial. In this case, Mapani is charged with PIA deputy Registrar Titus Mkhwale and PIA insurer Nicholas Mbiya for alleged abuse of authority of office concerning the approval of Tobias Milambo as principal officer for Ultimate Insurance Company Limited. The shareholding dispute in Ultimate Insurance Company Limited has resulted in the arrest and subsequent prosecution of Milambo, Nachi Musonda, and Richard Lubemba- all directors of Marshland Consortium Limited - who are facing 15 counts of forgery, uttering false documents, and obtaining money by false pretences among the numerous charges before another court. In Mapani and two others’ case, particulars of the offence in the first count are that between January 1, 2018 and March 30, 2020 in Lusaka, the three abused their positions, office or authority by approving Milambo as Ultimate Insurance Company Limited principal officer. In count two it is alleged that between the same
dates they directly or indirectly abused their positions, office or authority by issuing a 2020 insurance licence to Ultimate Insurance Company Limited against the interests of the Zambian government. Before taking Mapani and his co-accused to court, on Friday June 12, 2020 the National Prosecution Authority (NPA) had arranged a pretrial briefing with PIA board chairperson Petronella Mwangala and board secretary Kabisa Ngwira at Twangale Park. Director of Public Prosecutions (DPP) Lilian Shawa-Siyunyi attended the meeting which Kaumbu Mwondela joined later and he was introduced to the DPP and her NPA team as a PIA institutional lawyer. But on Monday June 15, 2020 when the case was called before Mr. Kaoma, Mr. Mwondela placed himself on record as one of the defence lawyers from a private law firm Kaumbu Mwondela Legal Practitioners representing Mapani, Mkhwale, and Mbiya. This led the State to object to Mr. Mwondela representing the accused persons because just a few days before he had been introduced as an institutional lawyer for the PIA, which is a Government entity. Mr. Kaoma then ordered a trial within trial leading to yesterday’s hearing in which a public prosecutor, Mr Noah Mwanza, who attended the June 12, 2020 meeting, testified against Mr. Mwondela.
Cop faces murder charge over Kamanga riots death By SIMON MUNTEMBA A ZAMBIA Police reserve officer who recently shot a 17-year-old boy of Kamanga Compound in Lusaka during a riot has been arrested and charged with murder, Minister of Home Affairs Stephen Kampyongo has disclosed. And Mr Kampyongo told Parliament yesterday that police officers were trained how and when to use firearms and anyone guilty of taking life illegally would be prosecuted. Mr Kampyongo said this when he delivered a ministerial statement on incidences involving police shootings in Lusaka and North-Western Province, and an update on mobile issuance of National Registration Cards (NRCs). He explained that police in the early hours of September 27 fought running battles with residents of Kamanga compound in Chelstone after reserve police officers and members of the neighbourhood watch went to close a night club which was operating after the stipulated hours. In the confusion, a stray bullet caught Timothy Zulu aged 17 years who later died. Mr Kampyongo said the unfortunate development resulted in riotous behaviour by the mob which went and attacked a local police post and smashed vehicles and injured some officers. “Investigations were immediately instituted. The police reserve officer involved in the shooting of a juvenile has been arrested and charged with murder,” Mr Kampyongo said. He said rioters had been arrested and would appear in court soon.

Mr Sikota said those that are opposing pre-online voter registration have not taken time to look at what they are opposing. "It is really unbelievable that some people can focus their energies opposing online pre registration when this is something that should
not raise eyebrows," Mr Sikota said. He said online registration is optional and should not be made an issue. Mr Sikota said online pre voter registration is a good thing as it will decongest registration centres. He said it could have been wrong if online pre voter registration was the only op-
tion. "There is no problem with that because it is optional. In fact it is very good initiative because it will decongest the registration centres," Mr Sikota said. He said those that are against online pre registration should come out clearly and state why they were against it.
He said there were some people who could not manage to go to the registration centres due to time but can have time to go to the centres to complete the process. Mr Sikota said it was import for the opposition to understand that online registration is optional and those that are not comfortable with online pre registra-
tion can do physical registration. He has advised the opposition to stop making issues out of non issues such as online pre registration and invalidation of the old register. And Mr Sikota challenged the opposition to state why they are insisting on having the old voters’ register. He said UPND is on the re-
cord of having taken ECZ to court of the same register in 2016. "It is the same opposition that took ECZ to court in 2016 because they wanted a new register and today they want the same old one, so we do not know which is which, therefore they should tell the nation what they stand for," Mr Sikota said.

He said that the guns, some with five rounds of ammunition were hidden in a sack near the stream. Mr Belemu stated that the weapons were discovered by passersby who immediately alerted the authorities.

THE Lunda Kingdom of Mwata Kazembe of Luapula Province has distanced itself from a person impersonating a prince from the Lunda kingdom. Lunda Kingdom spokesperson Peter Chanshi said they were disturbed with news going round that there is a person who goes round to business houses, public and private institutions and government offices claiming to be a prince from the Lunda Kingdom. Mr Chanshi said in a statement that the imposter is said to be in the company of some people who may as well be of the same plans and intentions. He explained that the imposter does not only end by claiming to a prince but also asks for money from those he approaches for the upkeep of
the palace. Mr Chanshi explained that the imposter has not only enraged Mwata Kazembe but the entire establishment. He explained that being a relative does not warrant one to be a prince.

CLIP SMUGGLERS THE desire to sell maize beyond the national borders stems much more from greed and can spark a shortage and sharp rise in the price of the staple food. For now, the export ban of maize and mealie meal still subsists to guarantee national food security and ensure the prices of mealie meal are within affordable levels. With the ban in force, some greedy “traders” are buying the grain from small-scale farmers around the country with an illicit aim of selling the commodity across the border; this is greed of the highest order. It will be important to put issues into context through a simple analysis of maize production figures for this year. Zambia has this year produced about 3.4 million tonnes of maize, the second largest output on record and 65 percent above the level in 2019 of 2, 004, 389 tonnes. Out of the total output, the Food Reserve Agency (FRA) has been tasked to buy one million tonnes for strategic reserves while the private sector is expected to buy the rest from small-scale farmers. The FRA has fixed the maize price at K110 for a 50kg bag while soya beans of the same weight is going at K150 and paddy rice at K70 for a 40kg bag. With a projected population of over 17 million people, the total maize required for both industrial and human consumption is about 3.3 million tonnes, just slightly above this year’s total output. Government, therefore, would not risk opening the borders for maize exports because that could lead to food shortages as traders and other people alike will start flocking to frontiers to sell the grain, especially to the Democratic Republic of Congo (DRC). In the wake of the Covid-19 outbreak, it is safer for Zambia to maintain the ban on maize and mealie meal exports. One of the effects of the pandemic is the unavoidable breakdown in food supply chain, which poses a threat to food availability. Secondly, the reduction in economic activities and loss of income are likely to curtail capacity in many households to access food, hence the need to maintain the export ban. It is surprising, therefore, that even with the critical factors being very clear, some unscrupulous elements still want to smuggle the maize to neighbouring country without due regard for the local people who are in dire straits. The story of the 23 truckloads of maize which were impounded before being transported into Zimbabwe is a case in point. Smugglers should appreciate that the maize they are attempting to haul out of the country was grown from subsidised inputs at Government expense. Therefore, the output must be consumed locally until such a time that the strategic reserves are full and the open market has excess grain. Millers should have enough maize in the storage facilities all the time so that the mealie meal prices are affordable to the ordinary citizens. Smuggling of maize is counterproductive and a smudge in Zambia’s quest to diversify the economy from heavy dependency on copper mining to agriculture. For several years, the Zambian economy has relied on the mining sector, which has been affected by fluctuations in commodity prices. This is the more reason why stakeholders have been calling on accelerating economic diversification to agricultural and other critical sectors. Smugglers must be clipped!

TRANSPORTERS BOYCOTT INPUT DISTRIBUTION T
RANSPORTER in Chipangali have boycotted participation in the distribution of farming inputs under the Farmer Input Support Programme (FISP) for the 2020/2021 farming season. They complained that Government still owes them money for transporting seed and fertiliser during the 2019/2020 farming season. Government has in the past engaged transporters to move seed and fertiliser from the central sheds to cooperative centres.
However, transporters in the distributions of inputs from Mugubudu sheds to cooperatives centres have shunned the exercise this year because they have not been paid for previous season's exercise. A check at the Mugubudu shed revealed that farmers were organising their own transport to ferry inputs to their destinations. One of the farmers, Mr James Nkhoma, said transporters complained that they had not been paid for the transportation of inputs last season.
Mr Nkhoma, who is from Chanje East Agricultural block, said that leaders of cooperatives societies were now asking their members to contribute money to facilitate the transportation of inputs to their destinations. ''We have no option but to ask our members to contribute money so that we are able to deliver inputs closer to them," he said. Meanwhile Mr Nkhoma commended Government for the timely distribution of inputs to farmers, despite the
challenge of transport to ferry fertilisers and seed to farmers’ destination. Early this year, a meeting was held in Chipangali where transporters complained that they had not been paid after Government engaged them to transport inputs from Mugubudu shed to different cooperatives. Some of the transporters said they had to sell some of their assets to buy fuels in order to remain in business because they had not being paid. - ZANIS.

Speaking during the launch Minister of Community Development and Social Services Kampamba Chewe said that according to the 2015 survey 4.4 per cent of children aged two to 17 were living with disability. Ms Chewe said that disability rates were found to be higher in urban areas, and that in terms of gender there more females with a disability than males. KALENGWA Mine in Mufumbwe should re-open immediately to promote economic activities, the North-Western Province Council of Chiefs has demanded. Provincial Council of Chiefs chairperson, Senior Chief Kanong'esha, said it was important that the mine was operating to improve the economy of Mufumbwe and the country as a whole. The traditional leader said through the Council of Chiefs consultative meeting held last year, chiefs in the province resolved that the mine be reopened to provide jobs to the local people. Senior Chief Kanong’esha presented a petition to Mines and Mineral Development Minister, Richard Musukwa, signed by all traditional leaders, seeking the immediate reopening of the mine. He said any matters before the courts of law concerning the mine should be resolved quickly so that benefits from the mine could start accruing to the residents. Meanwhile, the traditional leader has applauded Government for the massive infrastructure development. Senior Chief Kanong’esha said Government had achieved most of the programmes outlined in the PF manifesto such as building of hospitals, roads and communication towers. WTO sees less sharp trade plunge, but more muted rebound BRUSSELS - The World Trade Organisation (WTO) upgraded its forecast for trade in goods this year due to improvements from June, but saw a more muted rebound in 2021 with further lockdowns from a second wave of Covid-19 infections posing clear risks. The WTO said on Tuesday that global merchandise trade would fall by 9.2 percent this year and then increase by 7.2 percent in 2021. Europe and the Americas would be heaviest hit this year. The forecast suggested the drop would not be as steep as the 12.8 percent decline in goods trade during the global financial crisis in 2009, although the recovery would fall short of the 13.8 percent surge of 2010. The Geneva-based trade body said aggressive fiscal and monetary policies had supported demand. It also noted that consumers had shifted spending from services, notably travel, to goods. South African miners ‘almost unscathed’ by Covid-19 pandemic, PwC report says JOHANNESBURG - The local mining industry has weathered the Covid-19 pandemic better than other sectors, according to a mining report released on Tuesday which highlighted the bullish impact of stronger commodity prices and a weaker rand on the key sector. According to the 2020 PwC SA Mine report, the favourable market conditions pushed the total market capitalisation of companies by 52 percent to R1.2 trillion, cushioning the sector from the devastating impact of the global pandemic which affected other sectors. Although local mining houses operated at lower capacity as a result of the national lockdown, the platinum basket price rally supported growth as gold reached record highs in the early months of the years, with investors turning to the metal amid Covid-19 jitters and global
trade tensions. The gold price has gained 14.9 percent in six months, currently trading at $1910.64, while platinum was 18.6 percent up, in the same period. The total revenue generated by the South African mining industry for the year ended 30 June 2020 grew by four percent. This was mainly driven by Platinum Group Metals (PGMs), gold and iron ore, which saw increases in revenue for the 12-month period, the report said. “The mining industry weathered the Covid-19 storm, mostly unscathed, and certainly better than
many other sectors,” according to the report. PGMs generated the largest portion of revenue at 28 percent, in what is a 56 percent increase from the previous year, overtaking coal for the first time since 2010. “The long-term future is unknown however as there is little consensus on how the pandemic will impact the mining industry. HARARE - Zimbabwe’s insurance and pensions sector is targeting to complete assessment of its exposure to money-laundering crimes. The assessment is expected to “inform a Risk-Based Approach to Anti-Money Laundering and Combating of Financing of Terrorism (AML/CFT) supervision.” The Financial Action Task Force (FATF) recommends that countries are required to identify, assess, and understand the money laundering and terrorist financing risks for the country, and should take action, including designating an authority or mechanism to coordinate actions to assess risks, and apply resources, aimed at ensuring the risks are mitigated effectively. The insurance sector is typically vulnerable to white-collar crimes due to high levels of financial flows. The Insurance and Pensions Commission (IPEC) is currently in the process of implementing a sector risk assessment, which is expected to be completed by year end. “We envisaged completion of IRAs and Sectoral Risk Assessment by December 2020,” said IPEC director for pension supervision Cuthbert Munjoma during the AML/CFT awareness workshop for the insurance sector recently. Following the completion of the assessment, IPEC has said there will be enhanced focus on AML/CFT supervision going forward. Because of the role and structure of insurance and pensions business, players in the sector typically operate by moving funds from parties with excess capital to parties needing funds. All things being equal this financial intermediation works to create efficient markets and lower the cost of conducting business. But it also makes the sector a target for money launders. COVID aid could bring years of austerity, charities warn IMF LONDON - Five hundred of the world’s leading charities and social groups have sent a letter to the International Monetary Fund warning that its support programmes, which have had to be ramped up to cope with Covid-19, were condemning many countries to years of austerity. The concern raised before the IMF and World Bank annual meetings next week said current programmes would see 80 countries required to implement austerity worth on average 3.8 percent of their annual economic output between 2021 and 2023. An analysis by one of the 500 signatories of the letter, the European Network on Debt and Development, estimated that future fiscal consolidation would represent almost five times the resources allocated to this year’s Covid-19 packages. More than half the projected consolidation measures equivalent to two percent of gross domestic product - will take place next year, they added. Some 56 countries would be left with higher public debts by 2023; 30 would end up paying an additional amount equivalent to their 2020 Covid-19 packages to creditors as debt service costs rose every year. “For 46 countries for which data is available, a decade of austerity measures will reduce public expenditures from 25.7 percent to 23
percent of GDP between 2020 and 2030,” the analysis said. The letter called on the IMF to “immediately stop promoting austerity around the world.” The IMF has responded to an unprecedented number of calls for emergency financing as a result of this year’s pandemic and lockdown measures driving the global economy into a severe recession. More than 100 countries have requested its help so far. The IMF has doubled the access to its emergency facilities - the Rapid Credit Facility and Rapid Financing Instrument - expecting demand for support to reach about $100 billion. On Monday, the Fund’s board also approved a second six-month tranche of debt-service relief for 28 member countries under the Catastrophe Containment and Relief Trust. The trust has already provided over $30 billion and is backing an extension of the G20-led Debt Service Suspension Initiative for over 70 of the world’s poorest countries. “Where debt is unsustainable, it should be restructured, the sooner the better,” IMF chief Kristalina Georgieva said as part of a blog post last week. – REUTERS.

Dear Editor, I WRITE to urge all media houses to stop being entangled in political battles which have erupted prior to the 2021 general elections. It is sad that some media houses are exhibiting un-professionalism in the way they report or/and conduct their interviews with their guests. Sun FM is such a media house that need condemnation from firstly IBA for unprofessional conduct when its presenter Kausa Mbasela hosted Rehoboth Kafwabulula from the Socialist Party where she was asked who she slept or is sleeping with, away from the tenets of ethical journalism. To me and everyone that was following that programme, it sent two messages namely, the presenter was either tailored to get to Rehoboth’s private indulgence by some political enemies or the presenter is ill-trained for the job and should therefore be fired. A trained journalist should always endeavour not to sway away from ethical presentation and should never fight people’s battles. The IBA board and indeed all political and Zambians should be heard condemning Sun FM as a media house and its journalist Mbasela for such an attack on Rehoboth just the same way everyone stood up for Edith Nawakwi when we felt she was publicly insulted, failure to which we are going to set a bad precedence not only for ourselves but the future of this great nation. It is even worse when you listen to some media houses’ production where their reporting is even predetermined. Worse for print media where ethical reporting that require balancing has been lost. What crop of journalists then do we have in these media houses who have diverted from the likes of late Charles Mando and Frank Mutubila, to name but a few. It is important therefore that these media houses don’t get abused by politicians for the sake of survival, which is currently obtaining, which should not be the case. AS an educationist, research shows that we are getting fewer boys in schools than girls as school grades go up. This could be due to many reasons, but one of the reasons could be that the boys have been left to defend themselves while the girls have received a lot of support. I feel that whilst most of the NGO world protect and advocate for the girl-child and women, this has brought fear and uncertainty on the boy-child. This has impacted the lives of most boys in our society. The boys feel vulnerable and insecure and this puts them in a situation that is making them make bad decisions in life. My advice to all NGO advocates is, let us not only promote the interests of the women and the girls, but let us be inclusive of both genders. Everyone needs a secure and promising environment to grow in. Let us create a balanced, healthy and promising community for both boys and girls. Most boys are lacking motivation for the future and hence drop out of school and resort to drugs and alcohol. Please, let us show some love to both the girl-child and the boy-child. They both need it, or else we will find out in the near future a boy-child that messed up because they raised themselves up as criminals, boys who have learned how to survive on their own in a world that pushed them away in support of a sister that was loved. MKUSHI MINER DIES IN ROCKFALL By PETER MALASHA

MINER has died after a rock fell on him at Mkushi Copper Mine while
working underground. The accident occurred on Tuesday around 13:30 hours at 93 metres level section nine. Central Province Commissioner of Police, Chola Katan-
ga, confirmed the accident in an interview and identified the victim as 34 year-old Palazi Zulu. At the time of the accident, Mr Zulu was working as a
driller underground. Mr Katanga explained that after the rock fell on the miner, he suffered a deep cut on the left thigh and was rushed to Mkushi Copper Mine clinic.
He was treated at the clinic but was referred to Mkushi District Hospital where he died upon arrival due to excessive bleeding. "Brief facts are that the vic-

Mufuchani power cables stolen By SANFROSSA MANYINDA
ABOUT 50 metres of 220 volts power supply cable meant for supplying power to the 25 street lights at Mufuchani Bridge in Kitwe have been stolen. According to Kitwe City Council, after the contractor China Henan International handed over the project to the council in 2017, the power supply to the street lights was cut off because the Project Transformer that was used to supply power to the Street Lights was handed over to ZESCO after the project was completed. Unfortunately, residents of Musonda Compound took advantage of the power cut to the street lights and stole the power supply cable and the switch to the feeder box. The local authority warned that it would not condone thefts of public infrastructure and that legal action would be taken against anyone found wanting. "Vandalism is a serious offence and is a derailment to infrastructure development and economic growth of the district. "However, the Local Authority will soon move on site and reinstall a new power supply cable and apply for a service line from ZESCO to supply power to the Street Lights," KCC Public Relations Manager Chola Mwamba has said. Ms Mwamba urged all residents of Musonda Compound to take ownership of all developmental projects in their area and guard them jealously. The 160 metre Mufuchani Bridge was constructed at the cost of about K62 million to ease the movement of residents on either side of the river.

Luanshya water blues to end
THE water challenges and sewer blockage in Mpatamatu Township will soon be resolved, Luanshya Mayor Nathan Chanda has assured. Mr Chanda said Government was aware of the challenges the people were facing and that they were currently receiving attention. The mayor was speaking in Luanshya when he held a meeting with the residents of Mpatamatu’s section 21 and 22 areas. “I can assure you that this challenge will soon be a thing of the past. We saw President Edgar Lungu coming to check on the Kafulafuta dam project which will improve water supply in Masaiti, Mpongwe, Ndola and Luanshya districts” he said. Mr Chanda explained that the project would supplement the $104 million DANIDA project that was being undertaken at Kafubu water treatment plant and Makoma dam. He said that once the project was completed, people would live normal lives as they would have plenty of running water. The mayor however added that the Kafubu Water and Sanitation Company was working on a project called the Kafubu water and sanitation project. The project, he said, involved unblocking sewer lines once and for all.

The Electoral Commission of Zambia wishes to inform all stakeholders and members of the public that the Online Voter Pre-Registration was launched on Monday, 21st September 2020. The exercise will end on 6th November 2020. The Online- Voter Pre-registration is not a final registration. All those who will preregister online will be required to visit a physical Registration Centre to submit their biometrics, have their details verified and obtain a voters card. Registration Centres will be open during the period 28th October to 30th November 2020. Registration Centres will operate from 07:00hrs to 18:00hrs hours each day. Those who may not have access to internet to enable them to pre-register online can visit any registration centre to register and obtain their Voters cards.

PF wants own MPs in North-West By JACKSON MAPAPAYI THE Patriotic Front has challenged its members in North-Western Province to produce Members of Parliament (MP) in the 2021 general election. PF National Mobilisation Chairperson, Richard Musukwa, said there was no reason why North-western Province should fail to have a PF MP in next year’s election with all the development taking place in the region. Mr Musukwa said, in fact, the ruling party had been enjoying support as could be seen from the victory in several local government elections in the region. “As a party, we are banking on North-western province to give us a winning a vote. And that can only come when you work extra hard by producing some members of Parliament,” he said. He was speaking when he met with party officials in Mwinilunga District on Monday. Mr Musukwa, who is Mines and Mineral Development Minister, said the opposition had lost grip in the province because of failed promises. He said the opposition UPND failed to bring meaningful development to the province despite having representation in parliament. Meanwhile, North-Western Province PF provincial youth chairman, Aminon Hara, urged young people to form cooperatives and benefit from Government empowerment programmes. Mr Hara said Government had numerous empowerment schemes that were meant to benefit young people.

ENVIRONMENTAL EDUCATION The word environment refers to the surroundings and things found on earth both physical and cultural which differ from place to place. It also means conditions within which something exists. It is made up of components Which do not work independently but depends on each other. COMPONENTS OF THE ENVIRONMENT The components of the environment are divided into living and non-living components. If human activities are considered central, then the environment is divided into natural and cultural components. i.
Natural Component: Physical and living environment, atmosphere, hydrosphere, lithosphere, animal and plant. ii. Political Environment: Political instructions – decision – making. iii. Economic Environment: Economic systems, Economic Institutions, Rural and Urban landscape. iv. Social and Cultural Environment: Cultural and Social Institutions, beliefs, customs and Traditions. Causes of environmental degradation. Environmental degradation refers to any action that makes the environment less fit for human, plants and animal life. And the following are some of the causes of environmental degradation. a. Over population: More people concentrated in one area. This brings a lot of environmental problems such as cutting more trees for construction, charcoal, production and many more. b. Pollution: It refers to the reduction in the quality of environment by introducing harmful material in it. Generally pollution takes two (2) forms.

Natural Waste (Organic/Inorganic). Organic waste are things like grass, leaves which do not pollute the environment while inorganic wastes include elements of compounds such as lead, Sulphur and copper found in rocks and one found in small quantities in our bodies. However, they are very poisonous, once mined. They contaminate rivers, streams, lakes, ground water supplies, soil and even air. Synthetic Waste: People are able to make new chemical compounds called synthetic chemicals such as pesticide, fertilizers, clothes, cleaning material, plastics, cosmetics, building materials. Some of these materials are proved to be harmful to the environment.
Note: Biodegradable Substance is the material that decomposes in the environment as a result of biological action. Non Degradable substances: These are synthetic substances that do not decompose so easily for example; plastics can remain in the environment for hundred years because organisms that feed on them are rear. c. Depletion of Resources: A Resource is any source of raw material or object that human being are able to use to sustain life or produces wealth. A resource is depleted or used up when it becomes less available for its intended function or use. Resources can get depleted in three (3) ways: (converting them into another substance; displaced to another location; and by being polluted). Examples of resource depletion

Soil Erosion: Comes as a result of the removal of the vegetation cover due to human activities. Deforestation: The high demand for timber and domestic use has led to the destruction of forests. Desertification: If a gradual destruction of the capacity of semi and lands for plant and animal production. Also overgrazing and over cultivation of grasslands leads to rapid decrease in soil nutrients reducing the chance for further growth of vegetation. Loss of plant cover promotes aridity and desertification.

Climate Change: Human beings have altered the environment through many activities such as excess emission of carbon dioxide from burning fuels, chlorofluorocarbons (CFCS), from refrigerators, aerosol sprays, our conditions and methane into the atmosphere. This has led to global warming (increase in global temperature resulting in the melting of glaciers and rise in mean sea levels which in turn may cause flooding of the coastal regions).
Note: The gases contribute to the destruction of the ozone layer which filters harmful ultraviolet rays from the sun. Further, global warming has resulted in changes in the weather pattern globally. - War: War is a combination of all environmental problems. NAIROBI - A court in Kenya has found two men guilty of helping Islamist militants to attack an upmarket shopping mall in 2013. At least 67 people died in the assault by al-Shabab on the Westgate shopping complex in the capital, Nairobi. The state said the four militants who carried out the attack were found dead in the shopping centre’s rubble. The militants occupied the mall for four days, in one of the deadliest jihadi attacks in Kenya. A third man was found not guilty on all counts of conspiracy to commit a terrorist act. The trial is the only one so far over the Westgate shopping mall attack. More than 140 witnesses testified in the case. The accused denied conspiring to commit terrorism. Moz probes fake Covid-free certificates MAPUTO - The health authority overseeing Mozambique’s capital, Maputo, has said an investigation will be opened following reports of an ongoing trade in documents certifying a negative result for Covid-19. Mozambique and neighbouring South Africa require travellers to present a Covid-19 free certificate from a test taken 72 hours before travel. The tests, however, are mostly done in private hospitals, and cost between $41 and $97, which many consider to be very expensive. The Maputo Provincial Health Director, Daniel Chemane, said on Tuesday that the authorities will try to find out who was behind the fake Covid-19-free certificates which are being sold for $7 on the black market. Mozambican traders cross the border into South Africa frequently to buy stock for their businesses and want the government to come up with a Covid-19 testing system that they can afford. In Kenya, the education ministry has said masks will be distributed to needy students. The Education Minister George Magoha said the government would begin sending funds to public schools starting from today. Face coverings reduce the spread of coronavirus droplets from coughs, sneezes and speaking. When worn correctly, they should cover the nose and mouth, which are the main confirmed sources of transmission. Women creators of genetic ‘scissors’ win Nobel Prize in Chemistry STOCKHOLM/BERLIN - Two women scientists won the 2020 Nobel Prize in Chemistry yesterday for creating genetic ‘scissors’ that can rewrite the code of life, contributing to new cancer therapies and holding out the prospect of curing hereditary diseases. Emmanuelle Charpentier, who is French, and American Jennifer Doudna share the 10 million Swedish crown ($1.1 million) prize for developing the CRISPR/Cas9 tool to edit the DNA of animals, plants and microorganisms with precision. “The ability to cut the DNA where you want has revolutionised the life sciences,” Pernilla Wittung Stafshede of the Swedish Academy of Sciences told an award ceremony. Charpentier, 51, and Doudna, 56, become the sixth and seventh women to win a Nobel for chemistry, joining Marie Curie, who won in 1911, and more recently, Frances Arnold, in 2018. It is the first time since 1964, when Britain’s Dorothy Crowfoot Hodgkin alone won the award, that no men are among the chemistry prize winners. Charpentier, of the Max Planck Institute

Belgium arrests 3 Rwandans over 1994 genocide BRUSSELS - Belgium’s federal prosecutor’s office said on Tuesday it had arrested three people of Rwandan origin who were charged with serious violations of international law linked to the 1994 genocide. The arrests come as survivors of the genocide have demanded an acceleration in the pace of international justice, and Belgium, the former colonial power in Burundi and Congo as well as Rwanda, seeks to do more to come to terms with its past. Militants from Rwanda’s Hutu ethnic majority killed about 800, 000 minority Tutsis and Hutu moderates in 100 days during the genocide in 1994. Kidnapped Cuban doctors freed in Somalia
MOGADISHU - The authorities in Somalia say two Cuban doctors, kidnapped in neighbouring Kenya and held in the country for about a year and a half, have been released. The two doctors were abducted in April 2019 in the northern Kenya town of Mandera by suspected members of the al-Shabab Islamist militant group. $145M KCM DEBT CHOKES CEC

DEBT owed by Konkola Copper Mines (KCM) to the Copperbelt Energy Corporation (CEC) for power consumed has escalated to US$145 million, posing the largest business risk for the power company. CEC Chief Executive Officer, Owen Silavwe said in his presentation at the virtual annual general meeting that KCM debt to CEC stood at $145m at May 2020 and remained unpaid to date.
“KCM continues to run away from its contractual obligation to settle the debt. CEC continues to seek all options available to get KCM to pay,” he said. He complained that despite the initial legal commitment by KCM and the provisional liquidator to pay for power consumed, KCM continued to default on payment obligations. Mr Silavwe noted that the non-payment had become the largest business risk for the CEC.
“While a one-off payment arrangement was agreed towards year end to settle part of the debt, non-payment generally continued in 2020 culminating in a debt of US$145m by May 2020,” he said. Mr Silavwe said the first round of negotiations for a new agreement between CEC and Zesco that started in February had failed by March 30, 2020 He explained that efforts to resolve the impasse were yet to yield positive results as parties had continued trading on disputed terms.

Pay levies, Samfya council appeals By KALOBWE BWALYA
SAMFYA Town Council Secretary Francis Nkhoma has appealed to businesses and individuals to pay their levies as the enforcement of council levies cannot be a success if those eligible do not comply. Mr Nkhoma has taken a step further by getting on the ground to monitor how levies are being collected by the revenue collectors. Mr Nkhoma said the local authority has embarked on a five - day programme to help its officers in collection of funds in all revenue points which includes markets, barriers and bus stations. He said that the team which is being headed by chief officers from the six departments were on the ground monitoring and collecting levies to alleviate financial constraints faced by the local authority. He disclosed that it was
time his management team went on the ground to appreciate how funds were collected and the challenges faced by officers in collecting revenue. He said in as much as he understood the efforts made by the revenue collectors in bringing funds in the coffers of the Council, he, however felt that a lot has to be done in terms of revenue collection if the local authority had to deliver sufficient services to its residents. “Our revenue base is too low, so as a management we have decided to physically get involved and monitor all activities in relation to levy collections. We also want to grasp the challenges our officers might be encountering in the field," Mr Nkhoma said. And Mr Nkhoma said residents required to pay the levies must do so if they want to see improved service from the council in their localities.

THE Department National Parks and Wildlife and crocodile farmers have been urged to address the human-animal conflict in Sinazongwe. Sinazongwe Member of Parliament Gift Sialubalo said there had been an increase in the number of people being attacked by reptiles particularly on the shores of Lake Kariba. According to Mr Sialubalo, about 20 people have lost their lives this year while doing their gardening near the lake. He said that the sad development had raised concerns among residents in Sinazongwe and surrounding areas. He said in an inter-
view that the human-animal conflict must be addressed through the Department of National Parks and Wildlife before more lives could be lost. “The reptiles were not very vicious towards the people in the olden days, but now things have changed, maybe it is due to the increase in the number of the reptiles in the area," he said. Mr Sialubalo suggested that the crocodiles should be cropped to reduce the number of reptiles that were on the loose. “If they crop the reptiles, they would still have enough to sell to the outside market which can in turn contribute to the country’s gross domestic product,” he said.

THE United Nations Population Fund (UNFPA), the African Union (AU) and Germany have launched a new quarterly series of Government to Government Policy Dialogues on Demographic Diversity and Dividends (4D). This dialogue would facilitate government to government exchange on policy lessons and innovative practices for promoting human potential and planning well for demographic change. Zambia was selected to
participate in the 4D launch as one of the African countries making strides towards development, as well as implementation of population and development policies, plans and Programmes that promote human-centred development. The early 1990s were difficult times for Kenya. There was an aid embargo as Western countries put pressure on Kenya to allow for multiparty elections. This left the government with a huge Budget hole. NAIROBI - The government, like any other individual or business, occasionally runs out of money, with its bank account at the Central Bank of Kenya (CBK) reading zero. However, it has certain statutory obligations that it must meet, whether it is broke or not. Some of them, such as debt payments and pension, are urgent and leave no room for delays. The easiest way out is for the Treasury to request its bank to credit some money into its account as a temporary measure, allowing it to meet its obligations. This type of facility is known as an overdraft facility. But in plain language, this is printing of money that is not supported by any economic activity. This is what happened between September 18 and September 25, when the government took an overdraft facility of Sh15 billion that experts say was precipitated by the adverse effects of Covid-19,

As a result, inflation touched an all-time high of 61.54 per cent in January 1994. There was too much money chasing too few goods. In other words, Sh1, 000 in January 1994 could barely buy half of what it bought in January the previous year. Three years later, the Central Bank converted this overdraft facility that exceeded statutory limits into a loan at an interest rate of three percent, which is repayable by 2039.
