TREACHEROUS MINES WE are not surprised that some mining companies have been sending large sums of money to offshore jurisdictions while declaring losses to evade tax.

These mining firms have been acting with impunity taking advantage of the government’s ‘off hands’ approach to the mines.

But the damning report from the Financial Intelligence Centre should dismiss all doubts that these mining firms are not here to develop the sector and the country at large, but to get the most of our meagre resources.

It is scandalous that the mining firms, while always complaining about the “high” taxes have in fact been milking the country out of billions through fraudulent schemes.

According to the 2019 Financial Intelligence Centre 6th Money Laundering and Terrorist Financing Trends Report, some mines in the country are repatriating proceeds to offshore jurisdictions while declaring losses to evade tax.

The report also disclosed that some precious stones and base metals that were exported to foreign jurisdictions were undervalued.

If anything, the FIC disclosures should shame the doomsayers who have been criticising the government over its dealings with Mopani Copper Mines.

The conduct of the mining companies borders on treachery to say the least. There is not a mining firm operating in the country that can honestly claim to be operating above board.

The firms have at every turn used loopholes in the taxation system to avoid paying what is due to the government.

As we have noted before, it is an established fact, proved in the country’s highest court – Supreme Court – that some mining firms have been playing double standards in their dealings with the Zambia Revenue Authority.

Their treachery came out in the open when the Supreme Court charged Mopani Copper Mines US$13 million after it established that the firm colluded with its parent company Glencore International AG to undervalue the price of copper.

Since 2008, the mining companies have either been refusing or have failed to provide required documentation for them to claim VAT on their exports of minerals.

According to our investigations, it was impossible to export copper from Zambia to anywhere in the world without documentation, as a result mining companies have been refusing to provide documents because prices declared to ZRA at the time of export and on which basis taxes were to be paid were far much higher than the price they actually charged for the same minerals when sold in foreign countries.

Their actual fear was that, if genuine documents were used, ZRA would impose additional taxes, interest and penalties.

Is it not because of cheating by mining companies that Government acted, showing its determination to the scourge by imposing tougher testing measures to stem the submission of low-grade samples to undervalue mineral exports and consequently, loss of revenue earned by the government through mineral royalty tax payment?

This is exactly what the FIC report has again brought out – that some precious stones and base metals that were exported to foreign jurisdictions were undervalued.

What the FIC report proves, with backing from the Supreme Court ruling is that the mining firms must not be treated with kid gloves because they are prepared to cheat at every turn smiling all the way to the banks while leaving Zambians in misery.

AW enforcement agencies should take interest in revelations of irregular privatisation transactions and how UPND president Hakainde Hichilema acquired his wealth, Chief Chikwanda of Mpika has said.

Chief Chikwanda said many people have died because of the manner in which privatisation was handled.

He insisted that the law enforcement agencies should investigate Mr Hichilema over the privatisation process.

Chief Chikwanda said revelations by FDD president Edith Nawakwi that there

were some irregular transactions involving Mr Hichilema should be investigated.

The traditional leader said it was disappointing that law enforcement agencies including the Anti-Corruption Commission (ACC) had not taken interest in investigating privatisation.

“It is sad that our investigative wings have not taken interest to probe privatisation. The continued silence of the law enforcement agencies will force Zambians to effect citizen’s arrest so that he can account for his wealth,” Chief Chikwanda said.

The traditional leader said revelations by Ms Nawakwi are an indication that Mr Hichilema benefitted from

privatisation.

“Because Mr Hichilema is vying for the presidency of this country, it is importation that people know the role he played in privatisation and how he suddenly became rich after privatisation,” Chief Chikwanda said.

He has challenged Mr Hichilema to come out and clear and state how he amassed wealth and his role in privatisation during which many state-owned enterprises were sold cheaply even though there were better offers.

Minister, Kopulande sue Cornelius ZNFU cites maize export Mweetwa for defamation

UPND deputy spokesperson, Cornelius Mweetwa and three others have been sued by Energy Minister Mathew Nkhuwa and Sebastian Kopulande for defamation.

Mr Mweetwa, who is also Choma Member of Parliament is alleged to have accused the two PF officials of being involved in corrupt oil deals and the proceeds therefrom.

Limited trading as The Mast newspaper, Editor-in-Chief Larry Monze and reporter Speedwell Mupuchi as defendants in the matter.

The plaintiffs stated that on July 8 this year, an inflammatory and false article was published in the Mast newspaper with the headline: “Nkhuwa, Kopulande stranded with fuel, reveals Mweetwa.”

This is contained a statement of claim filed in the Lusaka High Court.

Mr Kopulande and Mr Nkhuwa stated that they would show at trial that the words in their ordinary and

natural meaning were understood to mean that they were corrupt individuals.

The duo are now seeking a declaration that the article complained of was defamatory against them.

They want an order directing Mr Mweetwa and the Mast newspaper to publish a retraction and apology to them, which retraction and apology must carry the same prominence as the inflammatory article.

They also want damages for emotional distress, anguish and public ridiculed occasioned as a result of the publication of the article.

Zambia needs value out of infrastructure projects - Lungu

Speaking to journalists immediately after being sworn in, Mr Mfune said infrastructure development was cardinal to economic growth.

“Like the President has said, getting value for money is what will be done. We shall ensure that as we roll out this infrastructure we need to put up that which will stand the test of time,” he said.

And Dr Masiye said the priority for now was to bring the economy on track.

“Our efforts will be concentrated to bringing the economy on track. We need to bring the economic fundamentals on track so that we can stabilise for us to go forward,” Dr Masiye said.

By KETRA KALUNGA POLICY inconsistency on the export of agricultural products has hindered farmers who are intent to produce enough food for consumption and export, the Zambia National Farmers Union (ZNFU) has said.

ZNFU public relations officer, Kelvin Kaleyi, said lack of policy consistency on the part of Government with regard to the export of products, especially the maize grain was a drawback to farmers.

Mr Kaleyi said despite having the capacity to produce enough, farmers had on several occasions not been allowed to export the surplus.

He said this had to some extent hindered farmers especially the small-scale to expand the market for their produce.

“The issue is policy inconsistency, farmers have the capacity to produce enough for the country and for export to other countries but the government is not consistent with the policies that have been put in place of the export of agricultural products,” he said.

Mr Kaleyi said that smuggling of agricultural products to Malawi and the Democratic Republic of Congo would be curtailed with a consistent policy on exports in place.

He said Zambia’s agricultural products were being smuggled to neighbouring countries because there was a huge market.

“Government is increasing its shareholding in Mopani and not taking over,” he said.

“We want to assure those who think that ZCCM-IH and Zambians can not take centre stage, that we have an opportunity to ensure that ZCCM-IH makes a difference,” Mr Musukwa said.

It is sad, Mr Musukwa said, that there are Zambians, even some respected economists, who always wanted to be on the part of multinationals and want to ensure that Zambians are relegated to the worst portfolio.

“We are not expropriating Mopani. Far from that.

It is a commercial transaction. We have fair and exclusive discussions with Glencore over the matter,” Mr Musukwa said.

He urged Zambians with ideas on how best ZCCM-IH can operate to come

forward.

He also said those who run mines in Zambia do not come with money but source at the international platform and that ZCCM-IH would do the same He said ZCCM-IH will structure a form in which they will source for funds to invest in Mopani because government wants to save 15,000 jobs at stake.

“ZCCM-IH is equal to the task. Where ZCCM-IH will have no capacity, it will be built by Zambians so I expect Zambians to indicate where capacity needs to be built rather than doubt the ability of the company,” the minister said.

He also said for a long time, ZCCM-IH has been a holding company and has been dealing with legacy issues of ZCCM and it has the necessary experience.

“ZCCM-IH should partner with both local and foreign entities but local entities should be a priority,” the minister said.

Mr. Musukwa says Government at the time of expressing interest to increase its shareholding in Mopani Copper Mines knew that pessimists would discredit the process under claims of lacking capacity.

AKAINDE Hichilema has demanded US$3 million from former Finance Minister, Edith Nawakwi for alleged defamation of character following an expose’ that he allegedly fraudulently handled the privatisation of State owned enterprises.

Ms Nawakwi claimed that the UPND president, Mr Hichilema did not declare interest in the sale of Intercontinental Hotel in Livingstone to Sun International despite having interest in it but only advised Government that the lowest bidder was the best because the firm would invest US$50 million and create more jobs unlike other bidders.

The privatisation documents for Intercontinental Hotel indicate that Sun International of South Africa, with a bid of US$5.65 million for the hotel was the lowest bidder even if it was offered the deal.

In a letter dated September 2, 2020 addressed to Ms Nawakwi, Mr Hichilema, through lawyers Malambo and Company threatened to sue the former minister if she does not pay US$3 million within 24 hours.

Mr Hichilema however said he was amenable to receiving reasonable proposals from Ms Nawakwi on how she intended to

settle the said sum.

SOME mines in Zambia are repatriating proceeds to offshore jurisdictions while declaring losses to evade tax, the 2019 Financial Intelligence Centre 6th Money Laundering and Terrorist Financing Trends Report has revealed.

The report also disclosed that some precious stones and base metals that were exported to foreign jurisdictions were undervalued.

According to the report, the FIC disseminated 44 intelligence reports to law enforcement agencies with suspected losses valued at K984 million compared to the ZMW 6.1 billion reported in 2018 from 80 intelligence reports disseminated.

FIC Director General, Mary Chirwa also said in her introductory message that Government continued to lose revenue through laundered funds which negatively affect revenue mobilisation necessary for provision of public goods and services.

Ms Chirwa said as a result of the disseminations made by the FIC, the Zambia Revenue Aauthority (ZRA) assessed taxes amounting to K27.7m in 2019, compared to K62m in 2018.

She said in the period under review, 99 percent of the Suspicious Transaction Reports received came from the financial institutions with the banking sector accounting for 89.5 percent of the reports.

Ms Chirwa said the FIC received 149, 625 Currency

Transaction Reports (CTRs) in 2019 compared to 75, 592 CTRs received in 2018 representing a 98 percent increase.

“The other type of report the FIC receives are the Cross Border Currency Declaration Reports (CBDR). In 2019, 1, 126 CBDRs were received by the FIC compared to 2, 169 reports in 2018.

“The Centre further receives Cross Border Currency Declaration Reports (CBDR). In 2019, a total of 1, 126 CBDRs were received by the FIC amounting to US$72m compared to 2, 169 reports in 2018 amounting to US$102m.

Of these reports, 96 percent were from Kasumbalesa border post and were declarations made by Congolese nationals,” she said.

Ms Chirwa said during

the period under review, the FIC received 790 reports comprising 748 Suspicious Transaction Reports (STRs) and 42 Spontaneous Disclosure Reports (SDRs).

She said this compares to 799 reports received in 2018 comprising 724 STRs and 75 SDRs. Ms Chirwa said of the total STRs received in 2019, 101 were analysed out of which 44 were disseminated and 57 were closed as there were no reasonable grounds for dissemination.

“One of the major drivers for generation of proceeds of crime is corruption associated with public procurement. During the period under review, STRs received related to procurement corruption reduced,” Ms Chirwa said.

90pc Covid-19 patients recover - Minister ABOUT 90 percent of Covid-19 patients have recovered, Health Minister Chitalu Chilufya has said.

Dr. Chilufya said the recovery rate was good and was only possible through early presentation by patients to health facilities.

He said 15 patients had recovered in the last 24 hours, bringing the total number of recoveries to 11,494.

Speaking during the rou-

tine updates on Covid 19 in Lusaka, Dr. Chilufya said 34 new cases had been recorded in the last 24 hours out of 729 tests conducted.

He said three deaths were also recorded and that two were health facility deaths while one was a Brought In Dead.

Dr. Chilufya explained that one of the victims was a 55-year-old hypertensive patient with underlying

challenges of obesity who passed away at UTH in Lusaka.

He said the other victim was from Levy Mwanawasa isolation centre while the BID case was recorded in Lundazi.

Dr. Chilufya said new districts are recording Covid 19 cases with the latest being Mkushi with 1 case and that Covid 19 is now present in 71 districts.

And Libala Baptist Church Reverend Peter Mwila said the church must provide moral guidance to the country in the wake of Covid 19.

Meanwhile, Covid survivors Lawrence Thompson and his wife Nakasafya commended the staff at Levy Mwanawasa isolation centre for exhibiting high levels of professionalism.

KBF hypocrisy over Hichilema exposed

IT is hypocritical for Kelvin Bwalya Fube to claim that there will be bloodshed if UPND president, Hakainde Hichilema is prosecuted over the fraudulent sale of Intercontinental Hotel in Livingstone because Zambia is governed through the law, Young African Leaders Initiative (YALI) president Andrew Ntewewe has said.

Mr Ntewewe said Zambians know that criminality is prosecutable and that they would not stoop so low as to defend an individual who had broken the law.

He said Mr Fube, popularly known as KBF was only trying to protect his friend, Mr Hichilema from facing the law over his failure to declare interest during the sale of the hotel in Livingstone to himself and his friend, Senior Chief Mukuni.

Mr Ntewewe said Mr Fube’s manoeuvres were hypocritical because as a lawyer he knew that breaking the law was prosecutable.

“Mr Fube himself is even accepting that there is a case to answer in Mr Hichilema’s dealings during the privatisation of Stateowned enterprises.

“Now why say that there will be chaos if Mr Hichilema is prosecuted? Does he want Mr Hichilema to be treated as a sacred cow?”

Mr Ntewewe said a commission of inquiry must be instituted on the privatisation of state-owned enterprises so that if any wrong doing was proved, culprits could be prosecuted.

Meanwhile, former UPND presidential advisor Richard Kachingwe said there was need for President Edgar Lungu to set up a commission of inquiry on privatisation.

He said those who illegally benefitted from privatisation must be held accountable for the sufferings many Zambians went through.

Major Kachingwe said people perished because of the selfishness of those who were entrusted to handle privatisation on behalf of Government.

And Patriots for Economic Progress (PeP) has said it supports calls for a commission of inquiry to be instituted to look into the manner in which privatisation was handled.

PeP president Sean Tembo said that the terms of reference of such a commission of inquiry must include identifying all those who could have unduly benefitted from the privatisation process and establishing whether such undue benefit constituted a criminal offence or not.

Mr Tembo said the terms of reference should also include an identification of all policy mistakes that were made by the government at the time.

STOP HYENA THREATS, MUKUNI TOLD

T is a sign of cowardice and guilt for Senior Chief Mukuni to start issuing threats over calls for UPND president, Hakainde Hichilema to be probed over the alleged fraudulent manner in which he handled the privatisation of state-owned enterprises, says Zambia Republican Party president Wright Musoma.

Meanwhile, the Patriotic Front (PF) is shocked at the levels of bitterness and aggression that Senior Chief Mukuni exhibits every time Mr Hichilema is called to account for his wealth.

Senior Chief Mukuni has warned that the battlelines would been drawn if Mr Hichilema was arrested for the role he played in the privatisation of State-owned enter-

prises.

Mr Musoma observed that Senior Chief Mukuni was now shaken because the privatisation scandal of which he was a beneficiary had resurfaced.

He warned that all the dubious dealings that surrounded the privatisation of state companies would be exposed and that those founding wanting would face the law.

Mr Musoma said the traditional leader had every right to shiver now that Government had assured of taking action in the matter because he allegedly benefitted from the fraudulent sale of Intercontinental Hotel in Livingstone.

He urged the chief to stop his empty threats, saying it was a sign of cowardice.

“Those threats by Senior Chief Mukuni are cowardly, I am sure he can now sense

PF Lusaka Province secretary, Kennedy Kamba, said the levels of bitterness, agitation and aggression from Senior Chief Mukuni every time Mr Hichilema is called

to account for the role he played in privatisation was utterly shocking, Mr Kamba said he was surprised at the levels of bitterness that Senior Chief Mukuni has against the PF and President Edgar Lungu.

Senior Chief Mukuni is alleged to have said the PF wanted to arrest the UPND leader, poison him and completely eliminate him ahead of the 2021 general elections.

Mr Kamba wondered why Senior Chief Mukuni would get agitated every time Mr Hichilema was called to account for the role he played during privatisation.

“Why it is that Mr Hichilema and his close allies that include Senior Chief Mukuni gets so bitter when the man is called to explain himself and tell the nation about his wealth and the role he played in the country’s privatisation programme?” Mr

Kamba asked.

He accused the traditional leader of having resorted to divisive and tribal approach to issues.

“We know the chief is UPND but his position and status requires him to approach issues with high levels of sobriety. He is more of a UPND cadre and a tribalist than a chief! This country expects traditional leaders to be a uniting factor,”Mr Kamba said.

He said Mr Hichilema was not above the law and if he was involved in any criminality at a time of privatisation, he must face the law like anybody else.

Mr Kamba said the courts would either exonerate or convict him on the allegations against him by Ms Nawakwi who served as Finance Minister at the time of privatisation.

‘Create ProcurementGeneral position’

GOVERNMENT must consider establishing an office of Procurement-General to oversee procurement process in Government ministries.

The move would eradicate the rampant misappropriation of funds, Zambia Institute for Purchase and Supply (ZIPS) has said.

This came to light yesterday when ZIPS delegation led by the president Chibwe Mwelwa paid a courtesy call on President Edgar Lungu at State House yesterday.

Mr Mwelwa said the procurement process especially in Government ministries was mired in corruption which needed to be curbed immediately.

He said that one of the ways to stop the scourge was to introduce the position of Procurement-General who would monitor all procurement processes.

Mr Mwelwa said: "Procurement officers do things on their own without supervision and they intend to

use dubious means in order to robe public resources.

He appealed to President Lungu to consider the proposal as it was critical in curbing corruption in the procurement system.

"We have been talking to the Minister of Finance your Excellency over the matter. So we even decided to inform you over the matter so that this proposal can be considered.

“Procurement officers are really misappropriating public funds which need to be used for developing the nation. You will find that instead of buying a bottle of water at K10 this officer will go for the one for K50, so if the procurement general comes in will be able to put things in order," he said.

And President Lungu said he was hopeful that the Ministry of Finance would consider the proposal.

He said Government want to see to it that there was prudent use of funds and added that the proposal was cardinal as it would address the scourge.

Jay Jay granted bail SUSPENDED Patriotic Front Eastern Province youth chairperson Emmanuel Banda, commonly known as, Jay Jay, has been granted bail by the Chipata Magistrate Court.

Banda, 35, appeared for plea before Senior Resident Magistrate Boniface Mwala and pleaded not guilty to a charge of unlawful assembly.

The accused, who was on a wheelchair, had been in police custody for more than 10 days.

It is alleged that Banda on August 20 in Chipata did hold

a procession from Protea Hotel to Luangwa House.

Banda and other persons allegedly conducted themselves in a manner as to cause persons in the neighbourhood reasonable fear and breach of peace.

After taking plea, Banda through his lawyer John Phiri of JMP Associates, applied for bail from the court.

Mr Phiri told the court that the case Banda was charged with is a misdemeanor.

Government warns tanker drivers’ union

GOVERNMENT has directed the Zambia Union of Tanker Drivers (ZUDDAW) to cease the collection of K370 from members and would-be members.

The union has also been directed to desist from imposing membership on tank truck drivers.

Ministry of Labour and Social Security Permanent Secretary, Chanda Kaziya, said the union was contravening the law with its activities.

Mr Kaziya directed the union to cease performing functions which were contrary to its core mandate of protecting and upholding workers’ rights.

He urged unions to equip themselves with knowledge about the law and study their constitutions for them to understand the reason for their existence.

He warned that Government would not tolerate trade unions which cause industrial unrest premised on ignorance of the law.

“This contravenes Article 21 of the Constitution of Zambia and Section 5 of the Industrial and Labour Relations Act. Article 21 of the Constitution guarantees the freedom of association while Section 5 of Industrial Relations Act provides for the right of an individual to belong to a trade union of their choice,” Mr Kaziya said in a statement.

Mr Kaziya revealed that the concerns were raised by tank drivers during a recent meeting.

OPEC August oil output rises for second month as cut eased - survey LONDON - OPEC oil output has risen by about 1 million barrels per day (bpd) in August, a Reuters survey found, as the group and allies eased record oil supply curbs as the global economy and demand began to recover from the coronavirus pandemic.

The 13-member Organisation of the Petroleum Exporting Countries pumped 24.27 million bpd on average in August, the survey found, up 950, 000 bpd from July’s figure and a further boost from the three-decade low reached in June.

An easing of lockdowns and lower supply from OPEC, Russia and allies, known as OPEC+, have helped oil climb above $46 a barrel from April’s 21-year low of below $16. Still, concern of a

coronavirus second wave is weighing on price gains and focusing minds in OPEC. “Now we are on better ground, but a full recovery is not there yet,” said an OPEC delegate. “We must continue to monitor the market and coronavirus situation very carefully.”

OPEC+ from May 1 made a record cut of 9.7 million bpd, or 10 percent of global output, after the virus destroyed a third of world demand. From August 1, the cut tapered to 7.7 million bpd until December, of which OPEC’s share is 4.868 million bpd.

In August, OPEC countries bound by the deal delivered 99 percent of the pledged reduction, the survey found.

Compliance in July was revised up to 95 percent.

August’s increase is similar to that seen in July and means OPEC is now pumping almost two million bpd more than June’s figure, which was the lowest since 1991 based on Reuters surveys and OPEC data. - REUTERS.

SA’s vehicle sales to remain low as tight budgets, load shedding add to lockdown woes JOHANNESBURG - New vehicle sales for August are down 26.3 percent from the previous year, but this is still an improvement from the rate of declines reported in the prior four months of the year.

The National Association of Automobile Manufacturers for South Africa (Naamsa) on Tuesday released the new vehicle sales data for August. July had registered a decline of 35.8 percent. Vehicle sales had declined by a record 98.4 percent in April as a result of lockdown.

Domestic sales for new light commercial vehicles, bakkies and mini-buses fell 19.4 percent compared to last year.

Medium commercial vehicles, however, ticked up 7.7 percent, while heavy trucks and buses increased nine percent compared to last year.

Passenger sales declined 32.6 percent.

"Indeed, consumer confidence is at near historic lows, with many households cancelling or delaying discretionary, high value purchases," said Investec economist Lara Hodes.

For the year to date, sales have fallen 40 percent compared to the same period last

year.

Export sales declined 46.9 percent compared to last year.

"Positive news is that the domestic automotive industry's major export destinations are starting to ease their lockdown restrictions with many actively stimulating their new vehicle markets with financial government incentives," Naamsa said.

Naamsa noted that new vehicle demand had "improved slightly", especially as lockdown restrictions eased to Level 2 during August. But activity in the new vehicle market is expected to remain low for the remainder of the year, it said. This is due to "uncertainties" relating to the economic impact of Covid-19, consumers and businesses have to adapt to short-term budget pressures.

"Not only will the economy have to contend with consequences of the economic lockdown, it now has to deal with further rolling blackouts which comes at the worst possible time for the South African economy," the Naamsa statement read.

Treasury officials on Tuesday briefed the Standing Committee on Appropriations on the first quarter expenditure report. They also gave a brief overview on state-owned enterprises, including Eskom, Denel, the SABC and the Post Office, among others.

Both the SABC and the SA Post Office (SAPO) have requested additional financial support of R1.5 billion and R4.9 billion respectively, due to the impact of Covid-19.

Treasury's chief director of sector oversight, Ravesh Rajlal, noted that the Post Office had not achieved its financial sustainability targets for the first quarter – as a result of the national lockdown due to the Covid-19 pandemic. A net loss of R2.1 billion is projected for the year, compared to the initial budget's

projected loss of R177 million.

Of the R4.9 billion requested for Covid-19 support, R2.7 billion is needed for operations, R1.4 billion is for the liabilities owed to Postbank and R300 million for voluntary severance packages and the remaining R525 million is for other liabilities.

"SAPO is at a critical juncture. If the shareholder

"Government must decide whether SAPO has a role to play as a delivery arm to government; if not, then SAPO must be drastically restructured, as the entity will not be able to continue in its current form without yearly funding from government to cover its losses."

Treasury also said the Department of Communications and Digital Technologies has not done enough to repurpose the Post Office. "The draft SAPO Bill has still not been passed. This Bill deals with a revised mandate for SAPO and solidifies its strategic intent as a citizens post office," Treasury's presentation read. – FIN24.

Bill to effect fiscal changes gazetted HARARE – The government has gazetted the Finance Bill (H.B.4, 2020) to give effect to the fiscal changes proposed by Finance and Economic Development Minister Professor Mthuli Ncube when he presented his Mid-Term fiscal policy review in July.

The Bill will amend the Finance Act (Chapter 23:04), the Income Tax Act (Chapter 23:06) and the Capital Gains Tax Act (Chapter 23:01).

The Bill seeks to give effect to proposals on tax, value-added tax, customs and excise duties and mining royalties, which were made by Prof Ncube.

In his statement, the minister raised the tax-free threshold to $5, 000 while

those earning $100, 000 and above would be taxed at 40 percent with effect from August 1. According to the Memorandum, Clause 2 of the Bill will amend section 4A of the Finance Act that requires certain taxes to be paid in foreign currency in specified circumstances.

“The effect of this amendment is to update the cross-reference to the relevant taxing provision under Chapter VII of the principal Finance Act. “The clause will also create a presumption that all taxable amounts received are received in United States dollars, unless the recipients of the amounts furnish invoices or other documentary proof to the contrary,” reads part of the Memorandum.

Clauses 3 and 4 of the Bill will amend section 14 of the Finance Act that prescribes income tax paid by various classes of taxpayers.

“With effect from the 1st August, 2020, this Bill proposes to alter the income bands used in the calculation of income tax for the balance of the year of assessment, and in doing so will increase the tax-free threshold to $25 000,” further reads the Memorandum.

The bank’s board of governors last week unanimously voted for a second five-year term for Adesina, giving him a mandate to renew a focus on the institution’s priorities, including closer continental integration, boosting renewable energy sources and developing infrastructure.

The election of the president was the centrepiece of the two-day meetings, held virtually for the first time in the bank’s history amid the ongoing Covid-19 pandemic.

The pandemic formed a backdrop that underscored the bank’s critical leadership role in assisting African countries to marshal responses to its health and economic impacts.

A wider commitment to grow Africa’s resilience by building back its economies post-pandemic with an eye

We also note that UPND sympathisers have not disputed that Mr. Hakainde Hichilema and his partner Senior Chief Mukuni of the TokaLeya people has intere s t and

It is also in the interest of natural justice that we wish the commission of inquiry be instituted and afford all the aggrieved parties be given a fair hearing.

Like we have said in the past, there are two conflicting interests thus; the interest of the public to demand for accountability and the interest of Mr. Hichilema to become President.

It is our long held view that the interest of the public to demand accountability in the manner privatisation assets were disposed of cannot be inferior to Mr. Hichilema’s personal interest to become President.

As the nation maybe aware, Mr. Hichilema had in the past challenged those who had apprehension of suspicion that he had improperly acquired wealth to seek redress within the law.

It is therefore surprising that today the same Mr Hichilema who challenged us to seek redress within the law can take offence when we demand for a commission of inquiry on the manner he conducted himself.

We are most interested in knowing how much income Mr. Hichilema had prior to the privatisation and after privatisation process. This matter cannot be settled on the narrative that Mr. Hichilema is a political figure.

We are disappointed with the gross intolerance of Mr. Hichilema’s supporters who have unfairly been intimidating the proponents of the commission of inquiry in the manner the assets were disposed of.

They must be reminded that the proponents of the Commission of Inquiry on privatisation means well and they are doing the civic duty to preserve the national resources on behalf of the future generations.

While Mr. Hichilema elects to be posting social media memes in the comfort of the lavish apartments, suspected proceeds of privatisation, we hold the view he owes us an explanation.

It is our desire that the commission of inquiry will be constituted in the soonest possible time so that the nation can properly be informed what transpired.

Mr. Hichilema is not above the law and if found wanting must sternly be dealt with accordingly.

Dr. Chilufya said this during the daily update on Covid-19 and 72 people tested positive for the corona-virus.

The 72 people who tested positive for Covid-19 were from the 1, 169 tests that were conducted in the last 24 hours of Monday.

The minister advised the diabetic and hypertensive patients to take their medication regularly because if they don’t adhere to it, they can easily die when attacked by the corona-virus.

Dr. Chilufya implored people to exercise regularly and eat a balanced diet to avoid suffering from the non communicable diseases such as diabetes and high blood pressure, among others.

The non communicable diseases if not treated in good time can culminate into a stroke and cardiac arrest commonly known as heart attack.

With the high prevalence cases of Covid-19 being recorded on a daily basis, Dr. Chilufya said that there is need for people to adhere to the health guidelines.

of hands with clean water and soap, observing social distancing and avoiding gatherings at funerals and weddings, among others.

One notable thing about Covid-19 is that the pandemic is real and it does not segregate.

This is because it can attack anyone regardless of one’s status whether rich or poor. The novel corona-virus has claimed many lives in the world so far.

If truth be told; it is this one: there is no country that has been spared by the corona-virus. Hence, the need to adhere to the World Health Organisation (WHO) Covid-19 guidelines.

Let me hasten to mention here that it is imperative to take Dr. Chilufya’s disclosure that the diabetic and hypertensive patients are most likely to die once diagnosed with Covid-19 owing to their compromised immune system. This is according to the Ministry of Health analysis on deaths related to the corona-virus pandemic.

The mining towns we knew Dear Editor FOR some of us, it's personal. That's all we ever knew. We were born in ZCCM hospitals. We lived in ZCCM houses.

The play parks and other social amenities were built and maintained by ZCCM. Our parents worked underground in ZCCM mines earning a living for us. The schools we went to were built and run by ZCCM. The water we drank and clothes we wore, came from ZCCM. Even the food we ate came from ZCCM owned and operated farms. ZCCM was our parent!

When we completed high school at a ZCCM secondary school, they sent us abroad to train as engineers, doctors and other specialty fields. This was the ultimate goal and we all aspired towards this; a chance to go abroad so young and get that exposure!

Now, as we were graduating, at a great cost to the nation, ready to come and pay back and plough all the newly acquired training, knowledge and skills back into ZCCM, we were served with redundancy notices before we even worked for one day! Who fires people before they even work one day sure?

So for some of us, this discussion about ZCCM (and by extension all the other state assets that were negligently disposed off) and shuttered our life trajectories in a way that we didn't plan for was extremely painful. This discussion therefore is personal to some of us.

And asking for truthful and honest explanation on what truly transpired from those that were given the fiduciary responsibility of disposing of of these companies is not too much to ask. They owe us some answers. They owe answers to those many kids whose chances of going to train abroad was cut short.

Power plant planned for Chunga dumpsite

AN American energy company, Ivory Energy has expressed interest to set up a power plant at Chunga dumpsite in Lusaka at cost of US$2.2 million.

National Congress Party president, Peter Chanda, who had engaged the investor said the company intends to generate power from the waste at the dump site.

Pastor Chanda said the plant would generate about 50 megawatts of power, stating this would be another measure to cushion the energy challenges in the country.

He said in an interview yesterday that the investor was more than ready to start the process of setting up the power plant.

Pastor Chanda said the only issue delaying the entire process was the approval by the Lusaka City Council.

Maximise revenue collection – RAP

THERE is need for Government to maximise the collection of taxes from mobile phone service providers by sealing all loopholes that lead to tax inversion, Reasoning Assurance Party (RAP) leader Charles Ngesa has said.

He said once his party was voted into office next year, the first act in office was to raise K1, 614.54 billion annually from mobile companies for fusion in the economy.

He said while other opposition parties in the country were opposing everything the ruling party was doing, his party was going continue offering alternative solution to the challenges the country was faced with.

Mr Ngesa said his party believed in round table discussions to find solutions as opposed to always insulting those in power.

He said the country was in heavy debt which had the potential to compromise

its territorial integrity hence the need for all right thinking Zambians to come together to find a lasting solution to the debt question.

Mr Ngesa said the contracted debt has distorted the image of Zambia and that the only way to come out of the situation was for Zambians to come together and take a common stand on the debt crisis.

He claimed the Zambian Government offered land as surety on all loans borrowed from China and that since the country was in default, risk losing the land to the Chinese Government.

OVERNMENT has released K200, 000 for the Zambia National Service (ZNS) to open up the area for settling both Mindolo demolition and flood victims in Kitwe.

The 15 hectares that was identified by the Kitwe City Council (KCC) will benefit 499 affected families when cleared.

Demolitiion and flood victims from some areas in the district are accommodated at Buchi hall awaiting relocation.

The Copperbelt Provincial Administration has since confirmed receipt of the funds made available through the Disaster Management and Mitigation Unit (DMMU).

DMMU National Coordinator, Chanda Kabwe, assured that building materials would be given to families that would be willing to relocate to the area once it has been opened up.

The national coordinator was speaking when he paid a courtesy call on Kitwe District Commissioner (DC) Chileshe Bweupe shortly before he visited the victims' transit centre.

Marketeers in Kitwe complain over foreign traders

CHISOKONE market traders in Kitwe have complained against foreign traders, accusing them of intruding in their business.

Traders complained yesterday that there was a growing number of Tanzanians, who were ordering goods from their country and selling them cheaply at Chisokone, thereby undercutting the locals.

They said Congolese nationals had also dominated the clothing business, especially chitenge materials, hence Zambians were facing unfair competition.

A team of traders said that foreign traders had taken over the business in the market and that they were receiving favourable treatment from market associations.

But Cross Border Integrated Business Association (CBIBA) Publicity Secretary, Poster Jumbe, said it was unfortunate that some local traders had continued with the tendency of complaining about foreign traders.

Mr Jumbe said that the issue was resolved some years back and wondered why it had resurfaced.

Covid-19 compliance in Zimba drops

By ANDREW MUKOMA THERE is low compliance in Zimba district among residents of Kamuchezya community in Mapatizya area.

Many residents were not adhering to the Covid-19 guidelines and preventive measures, Zimba District Commissioner Elizabeth Kalaluka has noted.

Ms Kalaluka said residents in Kamuchezya in Mapatizya were not adhering to the measures.

She said that residents in the area were making unnecessary movements, failing to wear face masks and were not observing social distancing.

She said that people of Kamuchezya were crossing anyhow into Zimbabwe to buy essential items without taking precautionary measures.

Ms Kalaluka said despite her district recording only one case, the virus could spread

at a faster rate especially in rural areas such as Kamuchezya.

“The health team has been going to Mapatizya time and again to check on the situation and sensitising the people including those working at the mine. “However, the challenge we have is people in Kamuchezya in Mapatizya cross into Zimbabwe every now and then to get things from there. So they are not following the restrictions on unnecessary movements,” Ms Kalaluka said.

She said despite such challenges in the rural areas, the district administration in conjunction with stakeholders doing everything possible to ensure the district remains COVID-19 free.

“That is the biggest challenge we have because if we recorded any case in that area, the virus will spread very fast and people will die.

“As a district, we are trying because since the outbreak, we have only recorded one case. For the rural areas, let them know that COVID-19 is real and it is killing people so let them follow the guidelines and take precaution measures the Government has put in place,” she said.

“It will be very difficult for us as a district to manage the virus if it spread into our rural communities,” Ms Kalaluka said.

Mwinilunga school roof blown off

By JACKSON MAPAPAYI A HAILSTORM has blown off a roof of a classroom block at Muwozi Primary School in Mwinilunga.

Mwinilunga District Education Board Secretary, Derby Jipila, confirmed the incident which happened on Monday afternoon.

Mr Jipila, who visited the school to assess the extent of the damage, said the damage was largely caused by the strong wind.

He said despite it being a primary school, it has three fish ponds and a pine tree plantation with over 100 trees.

The school head teacher, George Mulele, informed the authorities that the school would expand the plantation to 1, 000 trees.

“So far, we have 400 trees and polyethylene bags for use to expand the plantation to 1,000 trees in addition to the 100 trees we have already planted,” he said.

CIVIC EDUCATION: Gender equity and equality On today’s pupil’s forum in civic education will look at a topic: Gender equity and equality. At the end of this lesson, learners should be able to;

GENDER EQUITY AND EQUALITY Gender is defined as socially constructed and varying roles that men and women play in their daily lives.

Gender Equity • Gender equity refers to a process by which women and men are treated fairly in accordance to their respective needs in society.

• A policy that has been used to promote fairness and foster equal opportunities is Affirmative Action, which is also referred to as positive discrimination.

• Positive discrimination is a policy with special measures which are aimed at creating a state of equality between females and males through the implementation of policies and programmes aimed at elevating the status of the disadvantaged.

• For example, the Ministry of Education has been following a policy of affirmative action to maintain the proportion of girls at the Grade Seven (7) and Nine (9) levels of education.

• The selection pass mark for girls is relatively lower than that of boys. This is done in order to encourage and retain female participation in the school system.

Gender Equality • This is a concept which states that all human beings, that is, girls and boys, women and men are free to develop their personal abilities without limitations set by stereo- typed rigid gender roles and prejudices.

• It means that the different behaviours and aspirations of all human beings are considered, valued and favoured equally.

• This does not mean that women and men have to become the same, but rather that their rights, responsibilities and opportunities will not depend on whether they are female or male.

• For Example, job offers in the employment sector should be done on merit as all human beings must enjoy the same rights and opportunities.

The Historical background to gender equity and equality.

The Background to Gender Some issues that affect women’s socio-economic needs include: • Violence against women in general.

• The persistent and increasing burden of poverty on women • Inequalities and inadequacies in and unequal access to health care education and related services.

• Inequality in economic structures and policies in all forms of productive activities and in access to resources.

• Inequality between men and women in the sharing of power and decision making at all levels.

• Lack of respect for and inadequate promotion and protection of the human rights for women.

• Gender inequalities in the management of natural resources and in the safe-guarding of the environment.

• Persistent discrimination against and violation of the rights of the girl-child.

• Stereo-typing of women.

The difference between gender roles from sex roles.

Gender Roles • Gender roles are prescribed activities, tasks and responsibilities which are assigned to female or male by a society. They are influenced by cultural, political, economic, religious, age, class and racial factors.

The following are some of the examples of common gender roles: • Business enterprise • Water resource management • Farming • Gathering • Tourism • Crafts Work • Environment Management Some of the specific roles assigned by society for women include: • Health care provision • Food preparation • Pottery making • Mat and basket weaving • Crop harvesting • Cutting grass for thatching • Harvesting Sex Roles • Sex is a biological term which refers to the exclusive physiological differences between females and males.

• Sex roles are, therefore, roles which females and males perform on the basis of their reproductive physiological or biological make up.

• Sex roles are generally the same in all societies because they are biologically determined.

• For example, sex roles for women may include child bearing and feeding, while those of men include siring.

Sex Roles Stereo-type

This is a belief that males and females, by virtue of their sex, perform certain roles.

It is a belief or myth (not necessarily factual) that associates certain traits of behaviour or acts with different sexes.

The agents of socialisation Some of the agents of socialisation are; The Family • The family is the primary agent of socialisation.

• It provides the first teaching for boys and girls.

• Socialisation is carried out by parents and relatives living within the family.

• From childhood, girls and boys are socialized to believe that girls are inferior to boys in all aspects of life.

• The social and cultural attitudes tend to favour the boy child. For example, the birth of a male child in a home gives parents more joy than that of a female child.

The School • There are persistent sex differences in educational processes within schools, based on cultural beliefs about sex differences between women and men in both character and ability.

• Female and male learners are subjected to different socialization in the school system.

• The formal education provided tends to confine girls to domestic and household levels seen through the kind of subjects they take.

• The school curriculum also has an impact on the process of socialization in the system. Some textbooks that the learners use usually portray females and males differently.

• They depict women and men in traditional roles and occupations which are sexually segregated.

The Media • The Media in Zambia, like other agents of socialization, has continued depicting the position of women as being subordinated to men.

• The relations between women and men should not be antagonistic, but rather friendly.

• Unfortunately, the messages in most songs are based on the patriarchal nature of society, normally describing the place of a woman as a wife in the home.

• Some of the songs played on radio and television describe the immoral behaviour of women while others emphasise their total submission to men.

• It is also important to note that most of the Zambian popular song lyrics are sung by men.

• Women are usually used as dancing “Queens”.

• This gender stereo-typing is also portrayed on television and in newspaper advertisements, most of which are biased against women.

Religious Institutions

• • •

Religious institutions play a key role in the socialisation process from early childhood. In general, all religions teach that women should be submissive to men.

Men are recognised as leaders. They preside over all religious ceremonies while females are assigned subordinate roles such as cleaning the church.

However, in modern societies, some religions allow women to assume leadership positions.

Gender based violence Gender based violence is violence involving men and women in which the female is usually the victim. It is not only about men who abuse women, but also includes women who abuse men physically and verbally. Gender violence takes various forms: physical, psychological and structural.

Physical Violence: This form of violence is directed on the body. Physical violence can take the form of fondling, beating, slapping, punching, shooting, kicking, stabbing, rape and sexual assault.

Psychological Violence • This is one of the most destructive types of violence.

• It is concerned with violence towards the mind and often takes the form of humiliation, threats, harassment and attack on another person‟s self-worthy.

• Psychological violence leads to depression, frustration, madness and suicide.

Structural Violence • This form of violence includes all the violence that exists within the structures of institutions.

• Structural violence occurs in the economic, political, social and military systems. It arises from unjust and repressive social structures.

• Gender- based violence emanates largely from the patriarchal gender system that violates women‟s rights at all levels.

• Individuals or certain groups of people in society may perpetrate it.

• Gender based violence includes poverty and all forms of violence such as land eviction or lack of access to services.

Causes of Gender-Based Violence There are several causes of gender- based violence: • Socialization- learned behaviour based on cultural practices and beliefs that disadvantage women and children, especially the girl child.

• Gender roles-stereo-typing, societal beliefs, myths or attitudes that men and women by virtue of their socialization should perform certain tasks.

• Low self-esteem by the perpetrator.

• Insecurity- social and financial economic dependency by the abused.

• Beliefs that women provoke men by answering back.

• Suspected extra-marital affairs.

• Refusal or delay to serve food.

Common forms of Violence The most common forms of violence are:

Physical (Spouse battering).

Verbal abuse, for example, insults.

Rape and defilement.

Incest.

Threats.

Property grabbing.

Cruelty by guardian.

Lack of child or spouse support. ect for the husband.

Belief that men show love by beating wives.

Failure to get permission from male partners to do something.

Drunkenness.

Petty jealousy.

Effects of Gender-Based Violence Gender-based violence has several effects:

Oppression of the spouse: The abused cannot realise his or her potential and contribute fully to the development of the family and society.

The abused may be fearful, angry or pre-occupied with their own safety and may not be willing to perform duties that are expected of them.

Sexual violence contributes to the spread of HIV and AIDS and risk of contracting other Sexually Transmitted Infections (STIs).

Physical mental injury and death.

Permanent disability.

Unplanned pregnancies.

Suicide.

Depression or trauma.

Loss of self- esteem and confidence.

Family disruption, for example, divorce.

Ways of Reducing Gender-Based Violence The following are some of the ways in which gender-based violence can be reduced: • Speaking out about the problem.

• Sensitising the community about gender violence and the need to work together to stop the vice.

• Assisting couples to discuss and resolve their problems.

• Reporting cases of violence to the Police Victim Support Unit for legal action and counselling.

• Encouraging victims to go for legal advice to NGOs or Drop-in Centres dealing with gender-based violence.

Measures to curb Gender-Based Violence and Child Abuse

Lobbying for changes in the laws and enforcement of laws regarding gender-based violence.

Making others aware of the extent and true nature of genderbased violence and child abuse through public education, training, public performance, newspaper articles, radio and television programmes.

Establishing counselling centres for victims.

Putting pressure on the community to make conditions safer for vulnerable people such as improving street lighting in certain areas.

Researching and keeping records on child abuse and genderbased violence for social action and policymaking.

Formulation of community based gender violence committees.

Institutions that Address Gender-Based Violence

Mali’s ousted leader ‘admitted to hospital’

BAMAKO - Mali’s ousted President Ibrahim Boubacar Keïta has been admitted to a hospital in the capital Bamako, the Associated Press reports, quotting two anonymous sources at a clinic where the former leader is reportedly being treated.

The 75-year-old politician was detained for 10 days by the military junta before he announced his resignation and was later freed to stay at his home. – BBC.

Kenya Airways gives ticket offer to health workers

NAIROBI - Health workers around the world can travel to any destination for up to half the fare courtesy of Kenya Airways. The offer will be for both business and economy class in the month of September.

Mauritius demands nearly $34m from Japan after oil spill

TOKYO - Mauritius has demanded that Japan pay 1.34 billion Mauritian rupees (almost 34 million dollars) to help fishermen affected by a catastrophic oil spill caused by a Japanese vessel, Japan’s Kyodo News reported late on Tuesday, citing a Mauritian government document.

Mauritius has estimated the construction of 100 fishing boats will require 1.2 billion rupees, with 9.7 million rupees needed to provide training for 475 fishermen and 60 skippers unaccustomed to fishing in rough seas, Kyodo said. – IOL.

BACK IN COMMAND ‌Malawi leader reinstates sacked army chief

ILONGWE Malawi’s new President Lazarus Chakwera has reappointed the country’s army commander sacked by his predecessor after troops protected protesters contesting elections marred by fraud.

Chakwera said the appointment of General Vincent Nundwe as commander of Malawi Defence Force took effect immediately.

Violent protests rocked

the country in May last year following the controversial re-election of Peter Mutharika.

The election was later annulled by a panel of five top judges because of irregularities and a re-run ordered within five months. Chakwera won the fresh elections.

Gen Nundwe at the time told a news conference that the army had a role to maintain constitutional order.

The president on Tuesday said the general’s sacking was

“without justification.� “My purpose is to heal the injury and injustice of an unfair decision inflicted on our entire military as a professional institution,� he said at a media address.

The fate of Gen Nundwe’s then successor, Gen Peter Namathanga, is still unclear, but local media quote the president as saying that he will soon convene the defence council to discuss the appointment of a new deputy commander. – BBC.

Zim protest organiser freed on bail, banned from posting on Twitter HARARE - Zimbabwe's High Court granted bail yesterday to an opposition politician detained after calling for anti-government protests in July over corruption and the worst economic crisis in more than a decade.

Jacob Ngarivhume was arrested along with journalist Hopewell Chin'ono on July

20, on charges of inciting violence. Ngarivhume had called for the protests on July 31 and Chin'ono wrote about the call.

Both men had been denied bail three times, but yesterday High Court judge Siyabona Musithu said the politician would be released from detention at a maximum security prison after paying 50, 000

Zimbabwe dollars. The judge said a lower court had erred in denying Ngarivhume bail.

As part of bail conditions, Ngarivhume, who leads a small opposition party, Transform Zimbabwe, was barred from posting on Twitter until his case is finalised, must surrender his passport to the court and report to

the police three times a week.

Prevented from protesting by restrictions the government says are needed to stop the spread of Covid-19, activists have used a Twitter hashtag #ZimbabweanLivesMatter to criticise President Emmerson Mnangagwa and encourage global pressure on his government. – AFP.

The World Health Organization is expected to release new guidelines encouraging their use.

International clinical trials published on Wednesday confirmed the hope that cheap, widely available steroid drugs can help seriously ill patients survive Covid-19, the illness caused by the coronavirus.

Following release of the new data, the World Health Organization on Wednesday strongly recommended

steroids for treatment of patients with severe or critical Covid-19 worldwide. But the agency recommended against giving the drugs to patients with mild disease.

The new studies include an analysis that pooled data from seven randomized clinical trials evaluating three steroids in over 1,700 patients. The study concluded that each of the three drugs reduced the risk of death.

That paper and three related studies were published in the journal JAMA, along with an editorial describing the research as an “important step forward in the treatment of patients with Covid-19.�

Dexamethasone was the first steroid shown to be effective in severely ill Covid-19 patients.

PATIENTS

Steroids like dexamethasone, hydrocortisone and methylprednisolone are often used by doctors to tamp down the body’s immune system, alleviating inflammation, swelling and pain. Many Covid-19 patients die not of the virus, but of the body’s overreaction to the infection.

Corticosteroids should now be the first-line treatment for critically ill patients, the authors added. The only other drug shown to be effective in seriously ill patients, and only modestly at that, is remdesivir.

Steroids like dexamethasone, hydrocortisone and methylprednisolone are often used by doctors to tamp down the body’s immune system, alleviating inflammation, swelling and pain.

Many Covid-19 patients die not of the virus, but of the body’s overreaction to the infection.

The analysis of pooled data found that steroids were linked with a one-third reduction in deaths among Covid-19 patients. Dexamethasone produced the strongest results: a 36 percent drop in deaths in 1,282 patients treated in three separate trials.

“Discipline is very important and the more you get matured, the more football becomes easier and because of experience I’m enjoying my football,” said the 36-year-old striker who recently launched his football academy in his hometown of Luanshya.

Meanwhile, Mbesuma reaffirmed his commitment to helping youths in Luanshya develop their talents through his football academy which is set to hold trials for young footballers at under-15 and under-17 levels.

He said it is unfortunate that young people in Luanshya are deprived of empowerment because of the closure of some mines.

“I just want to give back to the community. I came up with Collins Mbesuma

King David Foundation and I thought I had to empower the youths through football because I grew up in Luashya, where I grew up there are no activities for the youths so I thought I can help the young ones through football,” Mbesuma said.

“I came from nothing, I was just a boy from nowhere but I have been all over, in England, Portugal, Turkey and now I’m in South Africa so I thought of giving back to my community to help someone.”

He urged companies to work with the Collins Mbesumba Academy to help youths from Luanshya be exposed to football at international level because they will be able to travel to other countries for international youth competitions.

THE Football Association of Zambia (FAZ) has slammed the aggrieved party in the FAZ wrangles for refusing to attend Tuesday’s meeting which has been moved to a later date by FIFA. FIFA was compelled to postpone the much anticipated meeting with FAZ and the aggrieved parties after the latter wrote to FIFA asking the world soccer governing body to postpone the meeting because it was called at short notice.

However, FAZ vice president Rix Mweemba said the aggrieved were not serious as they are not interested in resolving the issues affecting the Zambian game because they are focusing on their interest as individuals.

Mweemba said FAZ will not continue to tolerate their behaviour which is derailing the progress of a lot of programmes at the association.

“We cannot tolerate this anymore. Those people are not even members of FAZ but they are running academies which is different.

“Let them be serious we want to bring these issues to an end. We have duties to fulfil with CAF FIFA and FAZ constitution and the national team is of paramount importance,”

Mweemba said.

“We are interested in the nation going forward, not individuals but some individuals want to behave more Zambian than others which is unfortunate,” Mweemba said.

Mweemba urged the aggrieved to be serious and follow the rules of the game noting that Zambian football is more important than individuals.

Meanwhile, Damiano Mutale said the aggrieved had the right to propose a date for the meeting just like FIFA who proposed for the meeting to take place on September 1 before it was postponed to October 31.

Mutale said they requested FIFA to adjust the dates of the meeting because the notice given was too short and the legal representatives were not present to conduct the necessary last liaisons with the aggrieved parties.

Mutale who had earlier threatened to go back to court for what he called FAZ and FIFA’s delay to set a date for the meeting, said the aggrieved are determined to end the squabbles which arose after some prospective candidates were disqualified by the FAZ electoral committee from the

elections.
