COURT SUMMONS ACC BOSS
By OLIVER SAMBOKO
A
N T I - C O R R U PTION Commission (ACC) acting Director General, Rosemary Khuzwayo has been ordered to appear before the Lusaka Magistrate’s court today to show cause why she should not be cited for Contempt of Court. This is in a matter where Health Minister Chitalu Chilufya is charged with four counts of possession of properties suspected to be proceeds of crime. The summoning of Ms Khuzwayo by the court follows application by lawyers representing Chilufya, led by Mr Tutwa Ngulube, to have contempt proceedings instituted against her for suspending Mr Chipampe Chipili Manda, 34, an Investigation officer who testified under cross examnination that Dr Chilufya did not corruptly acquire the properties which he was being prosecuted for. In his submissions, Mr. Ngulube said he prays that the court institutes an inquiry, as the ACC’s actions were
By BUUMBA CHIMBULU ZAMBIA’S Gross Domestic Product (GDP) will rebound to a growth of 2.8 percent in 2021 despite suffering a worst set back this year in over 25 years due to the Covid-19 related impact. This is according to the latest Zanaco quarterly report which indicated the Covid-19 pandemic would sink Zambia’s 2020 GDP growth to its worst in over 25 years. Zanaco was however confident that growth would rebound to a growth of 2.8 percent next year. “We expect the positive momentum of copper prices to continue due to good news regarding Covid-19 vaccine with the Oxford team already in the final stages of human trials,”
contemptuous and may intimidate other witnesses into lying to the court. He said the court should enquire whether any action was taken against Mr Manda, in view of an ACC Internal Memorandum, dated August 7, 2020. He said according to the Internal Memorandum, addressed to all ACC regional managers, management allegedly decided to suspend Mr. Manda, pending disciplinary proceeding, as the position he gave in court, was not that of the Institution. Mr Ngulube also submitted that the alleged suspension of Mr Manda following his testimony had the potential to scare truthful witnesses. In his ruling Chief Resident Magistrate, Lameck Mwale said the acting DirectorGeneral should appear before him to explain her actions, saying the allegations against her were of serious nature as they touched on the administration of justice. During his testimony, Mr. Manda had stated that his investigations revealed that Dr Chilufya did not commit
any crime, as the properties in question, were of less value than his total earnings from legitimate sources of income. Meanwhile, a state witness yesterday testified that there was nothing wrong with the transfer of the 6000 and 2000 shares in the Samfya Marines and Tourism Services Zambia limited to Chitalu Chilufya by Den Daas and Leo Jonas Ngosa respectively. PACRA assistant Inspector, Patrick Chilekwa, said the share transfer submitted by Dr Chilufya met all the requirements including payment of taxes to ZRA as required by the law. Mr Chilekwa also said he did not believe that Dr Chilufya concealed any property as far as PACRA was concerned. In the first count Dr Chilufya is alleged to have on a date unknown but between December 1, 2016 and December 31, 2017 at Lusaka possessed US$200,000 which was used to buy 6,000 shares in Samfya Marines and Tourism Service Limited from Den Daas Investment Zambia Limited, property suspected to be proceeds of crime.
In count two, Chilufya on a date unknown but between January 1, 2017 and December 31, 2017 at Lusaka possessed K270, 000 cash which was used to buy 2,000 shares in Samfya Marines and Tourism Services Limited from Leo Jonas Ngosa Investment Limited, property suspected of being proceeds of crime. In the third count, Chilufya on an unknown date but between January 1, 2018 and December 30, 2019 possessed K3, 000, 000 which was used to buy Lot No. 365/366 also known as Spark Guest House situated in the Mansa district of Luapula Property, property reasonably suspected to be proceeds of crime. In count four, it is alleged that Chilufya on a date unknown but between January 1, 2017 and December 32, 2017 at Lusaka possessed US$52,000 which was used to buy a passenger boat also known as Transport 32 from Smart Own FZE of Dubai in the United Arab Emirates, property reasonably suspected to be proceeds of crime. Trial in the matter continues today.
‘Zambia’s GDP will rebound’ the report said. In the first quarter, Zanaco had estimated that Covid-19 pandemic would be controlled by end of June and consequently, projected a moderate growth of 0.7 percent for this year. It however indicated that with a resurgence in pandemic cases in the country, the outlook now looks gloomier than it was projected. “Given the foregoing, it was now projecting that Zambia would record a recession of negative 2.4 percent in 2020. “Although our GDP growth forecast for 2020 will be the worst in 25 years, it is still more optimistic than the negative
REPORT “We expect the positive momentum of copper prices to continue due to good news regarding Covid-19 vaccine with the Oxford team already in the final stages of human trials,” 5.2 percent and negative 3.0 percent projected respectively by International Monetary Fund and Bloomberg consensus but more pessimistic than
the negative 0.8 per cent being seen by the World Bank,” the report said. Zanaco said growth in 2020 stems from both domestic and global factors, stating that globally, central banks and governments have put in place stimulus packages, which in turn have put copper prices, Zambia’s major export on a positive trend. This has sent net exports to a positive trajectory. According to the latest Zambia Statistics Agency monthly report, Zambia’s trade surplus widened 72.2 percent in May 2020 thereby stretching a trade surplus run to three months.
Regime-change clique not going anywhere, says pact By AARON CHIAYANZO THE ill-conceived scheme for regime change being orchestrated by some disgruntled political parties will fail in 2021 because noone becomes a Republican President unless the Zambian people give him the mandate, a consortium of political parties and non-governmental organisations has said. Consortium spokesperson, Spuki Mulemwa said Zambians in their collective intelligence would renew their social contract or extend President Edgar Lungu’s
mandate to govern for another five years given his exemplary performance during the few years he had been in office. Mr Mulemwa however said the group was alive to a clique of disgruntled elements’ attempt to agitate for regime change by manipulation and peddling lies about President Lungu in an effort to erode the people’s confidence in him and influence their perception about his leadership style. “Zambians will recall that the said disgruntled elements in an alliance with media outlets hostile to Government have been fighting President Lungu as they
never wanted him to be a Republican President. “For example, the ill-conceived Third–Term Debate has been orchestrated to influence Zambians’ perception that President Lungu is not eligible to contest the 2021 polls when in fact he is eligible,” Mr Mulemwa said in a statement. Mr Mulemwa said the Constitutional Court delivered a landmark judgment that declared that President Lungu was eligible to contest the 2021 polls. He said all law-abiding citizens were expected to respect the court’s decision. Mr Mulemwa said it was
now clear that those fighting President Lungu were scared of him contesting 2021 polls as he would crush their preferred presidential candidate yet again. “But no matter what those fighting President Lungu are scheming against him in favour of their preferred presidential candidate, the Zambian people will renew President Lungu’s mandate to govern for another five-year term,” he said. Mr Mulemwa urged Zambians not to be swayed by the lies of President Lungu’s enemies as they were driven by selfish interests.

Last week, PF information publicity secretary for Eastern Province William Phiri apologised on behalf of the provincial leadership over the behaviour of Mr Banda. M. Phiri said that the party was supposed to show leadership and that it would not defend any member who broke the law.
Lungu warns law breakers By SIMON MUNTEMBA in Sinazongwe
THERE is no room for violence in the Patriotic Front (PF) and any law breaker should be dealt with firmly, President Edgar Lungu has said. And President Lungu said as the 2021 elections were approaching, he would not like to see any person injured or killed just for one individual to enter State House or Parliament. The head of State said he would not allow lawlessness from any person regardless of political affiliation because it was him who would be blamed once there was arnachy in the country. He said this in Sinazongwe yesterday when he addressed the people at Zongwe Crocodile Farm who came to welcome him. "There is no room for violence in PF. Please ndakomba
(I beg you), stop it," the President said. Mr Lungu urged the police to deal firmly with any lawbreaker regardless of political affiliation. He said there was no one above the law, adding that, "when you break the law, you are alone". The President also warned the opposition to stop misbehaving because he would not hesitate to firmly deal with them. "If you misbehave, I will not stop to fall on you like tonne of bricks" he warned. Meanwhile, the President has urged Zambians to always look to God whether in problems or not. He said he always believed in God because He was the most powerful. Mr Lungu said he believed that with God's intervention, the Covid-19 pandemic would soon come to an end and life back to normal.
Irresponsible talk could affect Kwacha, warns graft activist By PETER SICHALI IRRESPONSIBLE and negative sentiments on the appointment of Mr Christopher Mvunga as Bank of Zambia Governor will negatively affect the already volatile Kwacha, Zambia Youths Association in the Fight Against Corruption Executive Director Maurice Malambo has said. Mr Malambo decried the irresponsible and speculative sentiments by some opposition figures and their allies in the financial market in response to the change of leadership at the central bank, sentiments not anchored on good faith.
He said the usual negative sentiments were being generated by the opposition and allies in the civil society organisations and individuals fuelled by the retrogressive attitude of opposing anything from the Head of State and government. He said this was sheer vindictiveness and malice against others regarding their personal achievements. Mr Malambo said the president has authority to nominate technocrats of the prescribed professional qualifications and relevant work experience to the position of Governor of the country's central bank pending parliamentary ratification in line with the constitution.

Govt, mines set for tax ‘indaba’ From Page 1 A lasting solution, he said, would have to be found during the meeting. “We shall be meeting the mining houses before the end of this week,” he stressed. Government, he said, would address the issues of concerning in the mine tax regime so that a win-win situation could be sustained. Meanwhile, Zambia Chamber of Mines president, Goodwell Mateyo said the chamber had not received formal communication from the Ministry of Mines and Mineral Development over the stakeholder meeting scheduled to take place this week. Mr Mateyo in a separate interview yesterday, said the chamber would therefore be waiting to receive formal communication from the ministry. He said “I will not confirm on the planned stakeholder meeting, I will do so once we are communicated to about it. “So will confirm to you over the matter when we receive the formation communication,” Mr Mateyo said. Taxation has been a major source of contention between the Mining industry and international observers of the extractive industry who have suggested
that Zambia was losing up to US$3billion in taxaes a year through undervaluation, transfer pricing and other tax evasion schemes. Last week, Mr Musukwa said Government intended to hold a stakeholder meeting with management of all mining companies to resolve issues surrounding the mine taxes. Meanwhile, Mr Musukwa said he would give a comprehensive statement regarding what was prevailing at Mopani Copper Mine, which had tendered a 90day notice to place Mufulira and Nkana assets on care and maintenance. Mr Musukwa said Government was keenly following all the issues at the mining firm and would give its position this week. “I should say that I will give a comprehensive statement on the matter by this week,” he said. Mineworkers Union of Zambia president, Joseph Chewe, complained that Government’s silence on decision by Mopani to suspend operations was saddening. Mine Suppliers and Contractors President Augustine Mubanga complained the mining firm had resorted to award contractors one month contracts and appealed to Government to intervene.

NO EARLY REPRIEVE FOR BANNED COUNCILS – MINISTER

THERE is completely no chance of early lifting of the suspension of the Kitwe and Lusaka city councils before the three-month period elapses, Local Government Minister Charles Banda has said. Dr Banda maintained that the two councils would remain suspended as investigations continued. The two local authorities were last month suspended for three months for illegal allocation of land.
The suspension was meant to allow Government to deal with the ills at the institutions and identify the culprits. "Thinking of lifting the suspension early before the three-month period is over is a non-issue. People should just wait until the whole investigation process is complete," Dr Banda said. ‘Guard against fake medicines’ THERE is need to implement a strong regulatory framework against counterfeit medicines that have flooded the African market, Zambia’s Ambassador to Ethiopia, Emmanuel Mwamba has said. Mr. Mwamba said this in response to the latest report released by the African Union titled, “Low and Middle-Income Countries Worst Affected by Poor Pharmaceutical Governance, Weak Technical Capacity and Poor Supply Chain Management.” Mr. Mwamba said the illicit medicines were costing both lives and huge financial losses to the continent’s economies.

In’utu Mwanza. Mr Mwamba said the prevalence of fake medicines was a threat to attaining the Sustainable Development Goal for good health and well-being. The report has established that Africa accounts for 42 percent of substandard, counterfeit, and falsified medicines in the world. And Mr. Mwamba said he was confident the creation of the Africa Medicines Agency (AMA) as a continental regulatory body on medicines, will help mitigate the vice of counterfeit medicines present on the markets in Africa. He also says AMA, which
is Africa’s second Continental Health Agency will help strengthen the capacity to manufacture drugs in member states than the current scenario where medicines are imported. Meanwhile, the global market volume of falsified medicines and medical products is estimated around US$200 billion, and up to 70 percent of the total medicine in circulation is falsified and prevalent in many parts of Africa. Kalyalya messed up, says Kalumba By SILUMESI MALUMO
DISMISSED Bank of Zambia (BoZ) Governor, Danny Kalyalya, had lost focus in the last few years and President Edgar Lungu needed to inject fresh leadership at the central bank, former Finance Minister, Katele Kalumba has said. Meanwhile, former Finance Deputy Minister, Danny Pule, said South African President Cyril Ramaphosa must fire his minister of Finance, Tito Mboweni, because his statement against President Lungu would affect the bilateral relationship between the two countries. And Bemba chiefs are optimistic that the newly appointed BoZ Governor, Mr Christopher Mvunga, would help revamp the dwindling economy. Dr Kalumba said Dr Kalyalya had failed to improve the monetary policy. He said in an interview yesterday that fiscal and monetary policies were macroeconomic tools used to manage or stimulate the economy and that failure to improve them had negatively impacted the economy. He said that Zambia right now needed strong actions to arrest the downhill trend of monetary and fiscal policies. The former minister said that Dr Kalyalya did not put aggressive measures to stabilise the Kwacha. Such actions, Dr Kalum-
ba said, showed that the former governor had no new idea that could foster improvement in the economy. “There was also misdirection by the team led by Dr Kalyalya to position itself to engage the International Monetary Fund, all these are failures. “I pray that Mr Mvunga will coordinate the team at the Central Bank and the financial institutions. He must ignore the critics and pay attention on improving the economy,” Dr Kalumba said. When contacted, Dr Kalyalya declined to comment on the matter. ACC AT CROSSROADS THE Anti-Corruption Commission (ACC) has of late come under spotlight, smarting from inadequacies and ebbing public trust. It appears the ACC is facing a myriad of woes some of which have not come under public scrutiny and perhaps it is time the graft body laid bare the underlying burning issues. The ACC has been bashed left, right and centre in the manner it has been handling investigations, prosecutions and its inherent poor response to public outcry. Selective application of the law on the part of the ACC is one of the most outstanding allegations in the public domain and if this matter is not addressed adequately, trust or lack of it will reach the lowest ebb. Poorly handled investigations have rendered court cases an academic exercise while officers have been accused of being lackadaisical in their approach to reports presented to them. Clearly, the ACC needs to do more in investigating corruption in the private sector rather than magnifying the vice in the political arena, targeting those in the ruling party. Very few opposition political leaders have been investigated on the questionable acquisition of wealth, yet the tab has been stamped on politicians in the ruling party. Yes, political leaders in the ruling party are closer to public resources, but this does not preclude opposition leaders from investigations; they too must be made to account for the massive wealth acquired fraudulently. Therefore, the ACC must come out clean and redeem itself from such snares especially that the atmosphere will be getting highly-charged as the country draws closer the 2021 general elections. For the purposes of driving the point clearly, it will be prudent to run through a few salient points. Firstly, it should be appreciated that it was under the PF Government that the Anti-Corruption Act, 2012 (No. 3 of 2012) was born to repeal and replace Anti-Corruption Act 2010, which had some noticeable loopholes. As outlined in the amendment, the Act provides for the prevention, detection, investigation, prosecution and punishment of corrupt practices and related offences based on the rule of law. This must be based on integrity, transparency, accountability and management of public affairs and property; the ACC must provide for the development, implementation and maintenance of coordinated anticorruption strategies through promotion of public participation. But one wonders if the ACC has ever encouraged genuine public participation! Additionally, the Act provides for the protection of witnesses, experts, victims and other persons and also provides for nullification of corrupt transactions. In fact, the Act is so rich that it extends to international conventions such as the domestication of the United Nations Convention Against Corruption, the African Union Convention on Preventing and Combating Corruption. It also touches on the Southern African Development Community Protocol Against Corruption and other regional and international instruments on corruption to which Zambia is a party. There are other areas which the ACC is mandated to superintend over. With the foregoing, it is clear that the ACC has not met the benchmarks to be held in high esteem or to exude any integrity as outlined in the Act. It is thus incumbent upon this important institution to reclaim its glory and apply the law fairly and without fear and favour. The ACC will need to strengthen the education unit and also enhance its link with the public so that indeed integrity and fairness are restored.

GOVT PURSUES $6.2M REFUND FOR UNDELIVERED DREDGERS By SILUMESI MALUMO
G
OVERNMENT, through the Attorney General, is still pursuing a refund of about US$6.2 million from MCD Civil and Mechanical Engineering owed for undelivered 12 dredgers. Transport and Communications Ministry Permanent Secretary, Misheck Lungu,
said the Attorney General, Likando Kalaluka, would advise his ministry on the way forward. Mr Lungu said Government would ensure that the supplier paid back all the money owed. He said in an interview yesterday the Government was following the due legal process. He said the government and
the supplier signed a contract which was backed by legal documentations, therefore, it must be handled through the legal process. “So for now what I can say is that the matter is still under the Attorney General and we are still waiting to hear the way forward. I cannot give more details because it will be prejudicial,” Mr Lungu said.
Lusaka, CB still hotspots, warns Govt By SANFROSSA MANYINDA
THE Ministry of Health has warned that Lusaka and Copperbelt provinces have continued to be hotspots of the deadly coronavirus in the country. And the ministry has expressed happiness that the recovery rate has continued to improve. Health Permanent Secretary for Technical Services, Kennedy Malama, said that
new cases had however spread to all parts of the country. "The recovery rate has continuously been at 85 percent, a situation that is encouraging. This also indicates that our health workers are working very hard to save the lives of many people," he said. Dr Malama appealed to all citizens to always remember that prevention was better than treatment as regards Covid-19. He also commended health
workers as well as other stakeholders who have been in the forefront to fight the pandemic. The country has recorded 66 new cases out of 346 tests done in the last 24 hours bringing the cumulative number of cases to 11, 148. The total number of deaths remains at 280 while no death was recorded in the last 24 hours. A total of 146 people have been discharged making 10, 208 recoveries.

Reduce mining taxes - Hamududu By SILUMESI MALUMO
GOVERNMENT must address the high taxes in the mining sector because it is negatively affecting its growth of the sector, economist Highvie Hamududu has said. And Mr Hamududu says the reinstating of Statutory Instrument (SI) number 3 of 2012 whose object is to reinforce the use of Kwacha will collapse the economy. He said in an interview yesterday that the current tax regime in the mining sector was hindering mining firms to improve production which had negatively impacted the country’s economy. Mr Hamudud, speaking in an interview said: “If we want to improve the country’s economy we need to ensure the fiscal regime (taxes) in the mine supports the growth of the sector. “Currently, the Government is only looking forward to collecting tax without noticing that things are not well with the mines. “So what we need to do is to ensure that the mining sector operates in an environment that is good which will enhance production. If all this is looked into we shall see that the Kwacha appreciate just in six months,” Mr Hamududu said. Mr Hamududu, who is also Party for National Unity (PNU) president, said Bank of Zambia (BoZ) policies were only short term remedies to stablise the currency. He said, therefore, that efforts should be channelled towards growing the mining sector to realise meaningful economic growth. Meanwhile, Mr Hamududu opposed reinstating the SI number 3 of 2012, stating that this almost collapsed the economy when it was introduced. He said the SI was retrogressive and should never be reinstated.

Chief Mukwikile canes vulgar politicians By PETER SICHALI
OPPOSITION parties should avoid derogatory and insulting language against the Head of State, Chief Mukwikile of Shiwang'andu has said. Chief Mukwikile said it was disappointing that the opposition leaders had continued to use disparaging remarks against President Edgar Lungu. He said use of derogatory and language had potential to cause chaos in the country. The traditional leader was speaking in an interview with the Daily Nation. "Zambians love peace and we will not allow those that use any available opportunity to insult those in Government. Use of insulting language has been responsible for pockets of violence that this country has recorded," Chief Mukwikile said.
He said it was the responsibility of every Zambian to safeguard the peace that the country has enjoyed since Independence. "This peace that the country is enjoying today should not be taken for granted. We should by all means avoid statement that may plunge the country on fire," he said. He said statements that suggested that there would be bloodshed in Zambia should not be entertained. LUNGU PRODS FARMERS TO PRESENT BUDGET PROPOSALS By SIMON MUNTEMBA in Sinazongwe
PRESIDENT Edgar Lungu has urged stakeholders in the farming sector to make their challenges known as the Minister of Finance prepares the 2021 national budget so that their concerns could be addressed. And President Lungu said value addition could help stabilise the economy and create employment for the Zambian people. Speaking after touring the Zongwe Crocodile Farm in Sinazongwe yesterday, President Lungu said there was need for people in the farming sector to say what they were expecting from the upcoming 2021 budget to help the Minister of Finance come
up with a budget that could address their challenges. "As the minister prepares the 2020 budget, tell him what your expectations are so that your concerns could be taken care of," the President said. He said it was his Government's desire to focus on boosting investments, and come up with a clear roadmap on how to deal with their challenges. Mr Lungu encouraged the people in the farming sector to feel free to communicate with his ministers on how they would want to be assisted. And President Lungu said value addition was key to diversifying the economy and for creation of quality jobs.
He said adding value to crocodile skins could play a key role in growing the economy and in job creation in Zambia than exporting it to Europe where items such as waist belts, wallets and other end products. On the diversification programme, Mr Lungu encouraged farmers to consider switching to other crops, from the traditional maize crop. He said farmers needed to tap into the production of other nutrious crops to survive. Meanwhile, Zongwe Farming Enterprises managing director, Johann Jordaan said poor road network was hampering growth of the farming sector in the area. GOVERNMENT has spent over $100 million on a water and sanitation project in Luanshya aimed at improving service delivery, Water Development, Sanitation and Environmental Development Minister, Jonas Chanda has disclosed. Dr Chanda said Government was committed to improving the provision of water and sanitation to all citizens.
He said to achieve this goal, the Government invested $104 million in new water and sanitation infrastructure in Luanshya to address water shortages and sanitation services. He was speaking when he toured Makoma Water Treatment plant and sewerage ponds in the company of Luanshya Mayor, Nathan Chanda and Roan Member of Parliament (MP) Joseph Chishala. Dr Chanda said Govern-

The minister said the investment was going to result in an additional 10,000 cubic metres of water which was currently at 45,000 cubic meters of clean water per day. He said the completion of the ongoing $450 million Kafulafuta Water Supply System Project would greatly help in provision of clean
water to the residents. Luanshya currently receives 35, 000 cubic meters of water from Makoma Treatment Plant while 10, 000 cubic meters is pumped from Mikomfwa Treatment Plant. He said water shortage was as a result of old leaking water pipes installed in the 1920s.
Private sector credit will improve - Absa By BUUMBA CHIMBULU
CREDIT to the private sector will begin to recover in the long term following the reduced monetary policy rate by the Bank of Zambia (BoZ), says Absa Bank Zambia Country Treasurer, Boston Nkuname. KABWE Shopping Mall has started attracting clients after reducing rental fees in an effort to keep the business running in the advent of Covid-19. cent, the lowest ever recorded since May 2012. In response, Mr Nkuname said his bank had therefore reduced interest rates by 1.25 percent in line with the latest policy rate adjustments. “The policy rate reduction is a signal that interest rates will be declining and therefore, the expectation is that, in the long term, credit to the private sector should begin to recover, supporting consum-
er demand, wholesale and trade,” he said. Mr Nkuname said the lowering of the policy rate as indicated by the Central bank was to primarily support economic growth recovery. So far, he said, the impact of Covid-19 had seen reduced economic activities, with weakening demand, reduction in productivity and negative impact on employment. Mr Nkuname explained
that a number of sectors had been impacted with the most notable being wholesale and trade, construction, transport and tourism. “Private credit expansion has also declined, meaning less funds are going to support the real economic activity,” he said. Mr Nkuname said the measures that the Central Bank had taken such as Medium Term Financing and the

vacant shops will soon be occupied,” he said. Mr Lupeke said that business at the mall was ongoing contrary to speculations that the mall would become a white elephant following closure of Cashbuild, Ackermans, Kwesu and Pep Stores among others. “We have signed an agreement with a new local tenant
who will fill up a gap where Kwesu was and it’s a pub and grill. They will be starting very soon and we are talking to two to come where Cashbuild and Ackermans where, it's still in process,” he said. Mr Jordan also appealed to the President to consider suspending the 10 percentage export duty on crocodile skins as part of measures to support the sector amid the global Covid-19 pandemic. And minister of Finance, Bwalya Ng'andu said Government would consider extending the suspension of the 10 percent export duty to cushion business from economic impact posed by the pandemic. Dr Ng'andu said Government had recently suspended the export duty to provide relief to businesses but would consider extending it.

Bond buyback programme had seen increased liquidity on the market. Therefore, he said, increased funding to sovereign through securities auctions and reduction in short term interest rates, although, bond yield rates still remained high as investors still perceived long term risk. on a daily basis. He said management was also considering partitioning some of the bigger stores to accommodate clients that had shown interest to rent smaller shops. “We are full time on the ground trying to do the gaps and we are getting inquiries from people wanting shops. We are considering partitioning to accommodate those who want something smaller so we have all these options open,” Mr Lupeke said.

UK-EU trade deal 'seems unlikely' says Michel Barnier BRUSSELS - A post-Brexit trade deal between the UK and the EU "seems unlikely" at this stage, the bloc's negotiator has said. Speaking after the latest round of talks, Michel Barnier said he was "disappointed" and "concerned." His UK counterpart David Frost spoke of "little progress," amid differences on fisheries policy and state aid rules. The EU has said it would like to agree a deal by October so it can be approved by the European Parliament before the post-Brexit transition period expires. The transition period ends on December 31 and, if a deal has not been secured by then, the UK would have to trade with the EU on WTO (World Trade Organisation) terms. This means most UK goods would be subject to tariffs until a free trade deal was ready to be brought in. The UK has said it will not extend talks if an agreement cannot be reached by the December deadline. In a statement released
after the seventh round of talks, Frost said the EU had made it "unnecessarily difficult" to make progress by insisting that differences over state aid and fisheries have to be resolved before "substantive work can be done in any other area of the negotiation, including on legal texts." In a bid to break the deadlock, the UK has presented the EU with a draft legal text for a free-trade agreement. Frost, who reports directly to Prime Minister Boris Johnson, said the UK was seeking a deal which "ensures we regain sovereign control of our own laws, borders, and waters." Speaking at a press briefing in Brussels, Barnier accused the UK side of "wasting valuable time," suggesting the draft text was "useful" but downplaying its significance in reaching any agreement. "Too often this week it felt as if we were going backwards more than forwards," he said. The next round of talks is due to begin on September 7 in London. – BBC.

There are cases were some proprietors were declining local dollars. But oddly, this has not been the same in terms of tax compliance with some businesses cheating Government but either total failure to declare transactions conducted in foreign currency or under-declaring for tax purposes. ARARE - The Zimbabwe Revenue A u t h o r i t y (Zimra) and the Reserve Bank of Zimbabwe (RBZ) have warned businesses transacting in foreign currency but not remitting taxes in forex that they face heavy censure if caught. The two institutions issued a joint appeal for voluntary compliance with tax laws. This comes amid indications that some businesses were charging foreign currency for goods and services but were recording the sales in local dollars. Zimbabwe, which for over a year had officially been using a mono-currency for trading, in June this year allowed businesses to dually price their goods and services in local currency and in foreign currency, primarily

The tax authority established that to avoid paying tax in foreign currency, some businesses were allegedly not recording transactions being tendered for in foreign currency while where transactions had been recorded, part of the foreign currency was not being declared for tax purposes. – NEW ZIANA/ FINANCE & BUSINESS.
Tunisia's incoming PM plans restructuring of economic ministries TUNIS - Tunisia’s premier-designate plans to gather the ministries of finance, investment and state property into a single department to be led by economist Ali Kooli under plans to revamp government and revive the economy, political sources said. While it’s hard to establish a price for such stones before cutters can evaluate them, it could sell for as much as $18 million, Edward Sterck, analyst at BMO Capital Markets, wrote in a note. Given the rarity of such large stones, demand for big diamonds has traditionally been resilient, even at times when the wider industry has
struggled. The Letseng mine is famous for the size and quality of the diamonds it produces and has the highest average selling price in the world. Two years ago Gem Diamonds found a 910-carat stone, the size of two golf balls, that sold for $40 million. The find comes as the global diamond industry has been brought to its knees by the pandemic. hailed Tunisia for its comparatively successful transition to democracy since the 2011 revolution that ended decades of autocratic rule. Many Tunisians have grown frustrated since then over economic stagnation, a decline in living standards and decay in public services while political parties often seem more focused on staying in office instead of tackling problems. MNANGAGWA COULD LEAD AU OBSERVER MISSION TO USA POLLS W Dear Editor,
ITH his long experience in hosting foreign observer missions to Zimbabwe elections, President Emmerson Mnangagwa would be an ideal leader of AU observer mission to the coming USA elections. The American President is concerned about imminent massive rigging, while on his part, he is seen as suppressing voters by tampering with postal delivery system, and has vowed to deploy troops at polling centres to intimidate voters. He has indicated his refusal to accept election results if he loses. All these sound familiar in Africa where our young democracies have looked to America for moral leadership in our democracy journey. Of course, the US will not accredit the AU mission, and the regular EU mission will not be fielded because election observer missions like the International Court of Justice are western countries’ instruments for monitoring and controlling developments in Africa. While Africa has its fair share of dictators, the Idi Amins of Africa have come through the gun rather than through the democratic processes. The most important lesson from the Trump presidency for America and the world is that a dangerous dictator can be created in a deeply democratic system to destroy the foundations of democracy. Thus in rare departure from tradition, President Obama exposed his incumbent successor as a serious risk to democracy. A coward who escaped military service had the impudence to denigrate Senator McCain, an internationally recognised and respected US hero and gold star families, and to deploy US military against his own people. A President incapable of using substantial scientific resources at his disposal to contain Covid-19 and save lives and the economy, and
to provide world leadership in the fight against climate change. A man who lacks empathy to recognise – let alone provide national leadership against the pandemic of systemic racism. In spite of his obvious weaknesses and clear signs of dictatorship, the excessive partisan stance has led to open complicity or silence which have sustained Trump’s tenure of office and his quest for second term. May God save America if Trump is given second term. What are the lessons for Africa as we try to develop our democracy? Stop looking to America or western countries for moral leadership. At national and regional levels, we should take total responsibility for effective democratization of our countries. Within each country, the elected representatives, the democratic institutions, and civil society should avoid direct complicity or accommodating silence whenever democracy is threatened. Botswana is a good example of a country whose internal democracy has given its leaders the courage to speak with moral authority on violations or risks to democracy in sister countries. Africa needs more countries like Botswana to develop national and supportive regional capacity to sustain democracy on the conti-
nent. Otherwise, Africa does not need tourist missions from the US and Europe to monitor our elections.

CHRISTOPHER Mvunga, is new Bank of Zambia Governor, pending National Assembly ratification. He replaces Dr Denny Kalyaya, whose contract has been terminated. Mr Mvunga, is immediate past Deputy Secretary to Cabinet in charge of Finance and Economic Development. According to the constitution, a person holding the office of Governor must have the following qualifications; He or she must have specialised training and experience in economics, finance, accounting, banking, law or other field relevant to banking, as prescribed; and a person of proven integrity. Here are the qualifications and past work experience of Mr. Mvunga; Fellow of the Zambia Institute of Chartered Accountants and the Association of Chartered
Christopher Mvunga is qualified to lead BoZ Dear Editor, NEW Bank of Governor Christopher Mvunga is an accomplished professional accountant with extensive business knowledge gained across industries, ranging from local to multi-national companies. He has vast experience in business and banking with specialties in company valuations, receiverships and liquidations, raising capital for a number of local and multi-national companies, investment advisory services and facilitating strategic planning sessions. With over 25 years as a fellow of the Zambia Institute of Chartered Accountants (ZICA) and the Association of Chartered Certified Accountants (ACCA- UK) Mr Mvunga is more than qualified and equal to the task of heading the central bank. What we need to understand is that, the position of Bank Governor worldwide is not the preserve of economists only, but any individual who fulfills the required criteria and examples are many. Locally, the late president Michael Sata appointed Michael Gondwe, a Lawyer by profession to be BoZ governor because our constitution permits it and Mr. Gondwe was qualified for the task. “Article 214 of The Constitution of Zambia (Amendment) Act No 2 of 2016 provides that; “214. (1) There shall be a Governor of the Bank of Zambia who shall be appointed by the President, subject to ratification by the National Assembly, and who shall be (a) a citizen; (b) (b) a person who has specialised training and experience in economics, finance, accounting, banking, Law or other
Certified Accountants (ACCAUK). Qualified as an Associate Member of both ZICA and ACCA in 1994 and progressed to a Fellow in 1999. Worked for Deloitte and Touche from 1988 to 1993 as a Senior Auditor. Joined DevCorp Business Consultants from 1993 to 2002, a local Zambian Consultancy firm as Director: Corporate Finance. Gained extensive experience ranging from Company Valuations, Receiverships/ Liquidations, Raising capital for a number of local and multinational companies, rendered investment advisory services and facilitating strategic planning sessions for clients. field relevant to banking, as prescribed;” On an international level, we can pick an example of Christine Lagarde who is a French politician and was once head of the International Monetary Fund (IMF). Christine Lagarde is a French lawyer and politician currently serving as President of the European Central Bank (ECB). She was Managing Director of the IMF but relinquished her responsibilities following her nomination for the ECB position. She had held the post since July 5, 2011 and was in her second five-year term. What we also need to understand is that any Bank governor does not work in isolation but in partnership with a lot of technocrats who are all well educated and experienced to manage the many functions and sections of the central bank that they head. The opposition must also try and understand how financial markets work before they become prophets of doom. As explained by Business Analyst, Francis Chipili: “When you discuss market depth there are many financial dynamics that you factor in. A mere change of a central bank Governor in Zambia will surely get the attention of international investors but it will not have the same responses as when for instance the USA changes the Federal Reserve Chairman. “The investors that will respond on the Zambian financial market are speculative. However changes in monetary policy such as the lending rates will produce different investors and banks responses. “Financial markets are simply a marketplace for investors to buy and trade financial assets such as bonds, stocks, foreign exchange commodity markets and other derivatives. The role of the financial markets on the success of an economy can’t be underplayed but each country has some element of uniqueness with regards to the specific responses allowing for localisation. The Zambia Kwacha for instance is not an international preferred currency reserve and is highly speculative given our nature of the economy as well as our major foreign exchange earns which are primarily speculative commodities. - DR. JOZE MANDA.

Stop politicising rodents at Kitwe Hospital - MP By ROGERS KALERO POLITICIANS should not show their relevance to the people only through condemnation of Government on matters such as the presence of rodents at Kitwe Teaching Hospital (KTH), Nkana Member of Parliament Alexander Chiteme has said. He said ti was unfortunate that some people want to gain political mileage on a matter, which has since been resolved. Mr Chiteme said responsible citizens must not be quick to gain political mileage out of the unfortunate incidents, but learn to provide solutions to challenges of a more national nature. Recently, a video went viral of rodents which had invaded Mkushi ward at KTH, prompting Health Minister Chitalu Chilufya to instruct for restructuring of management at the institution to ensure quality health services. Mr Chiteme, who is also National Development Minister, said it was surprising that some people were quick to blame Government on an issue, which was purely a management problem. He also said he was disappointed that the two boreholes which were donated at the hospital early this year had been vandalised.

ABOUT K1.5 million will be spent on the construction of a maternity clinic in Ipusukilo Township to reduce the distance for pregnant women who travel to Kitwe Teaching Hospital and other farflung areas for maternity services, Kwacha Member of Parliament Joe Malanji has said. The money would come from the Constituency Development Fund (CDF). Apart from the construction of the maternity clinic in the area, a classroom block would be constructed at Riverside Extension Primary School to upgrade it into a secondary institution. Mr Malanji said he had spearheaded the construction of clinics and upgrading of primary schools into secondary schools because education and health were of vital importance to the people in the area. North-West PF gets winning tips By JACKSON MAPAPAYI THE Patriotic Front (PF) in the North-western province has been urged to mobilise and improve all structures from the grassroots upwards ahead of the 2021 general elections. PF chairperson for mobilisation, Richard Musukwa, said that it was time all structures were improved in order to make the campaign for the 2021 general elections effective and easy. Mr Musukwa, who was speaking in Solwezi, said the provincial executive and the mobilization committee should work hand in hand in ensuring that they delivered victory at 100 percent. He stated that the party did not want “stories” but hard work because time was running out. ‘’We need to go back to the grassroots where the people are, the marketeers, taxi and bus drivers, civil servants, men and women from all walks of life and tell them the things that Government has done,’’ he said. Mr Musukwa said the party was counting on the province to produce enough votes for all Members of Parliament and President
Edgar Lungu. ‘’We want to you to produce Members of Parliament, councillors and mostly importantly, produce a Presidential vote. So, we need to ensure that we change the voting pattern by recruiting more members,’’ he said. He was speaking when he met the provincial committee members at the weekend. Mr Musukwa, who is also Chililabombwe MP, said next year’s general elections would be scientific, requiring enough numbers for one to win. He said the party leadership in the province should ensure that the bar of popularizing the party was maintained. ‘’And to do that, we need to work as a united front, so let us stop these pet differences,’’ he said. Mr Musukwa mentioned that the party has President Lungu as presidential candidate and nothing would change. He said the highest courts of Zambia declared President Lungu as eligible to contest in next year’s elections. ‘’So, the propaganda by the opposition will not work out, we have a candidate already and they cannot force to change simply because they are scared of him,’’ he said. Earlier, provincial acting PF chairperson, Koshita Shengemo, assured Mr Musukwa that the party would scoop all the five ward by-elections slated for September 17, this year.

CUBA JOINS THE RACE FOR VACCINE AGAINST THE CORONAVIRUS WITH SOBERANA-01
According to the director of biomedical research at CIGB, Gerardo Guillen, Cuban research is focused “on developing vaccines using virus-resembling particles that are potentially able to activate and strengthen people’s immune system.” Such vaccines, which are usually administered after infection, are known as therapeutic vaccines. AVANA - Cuba has a lot of experience in vaccine research. The Caribbean island is currently working on one against the novel coronavirus called Soberana-01, while Russia is planning to have its own vaccine produced in Cuba. Cuba is the first country in Latin America to register a vaccine against Covid-19. Up until recently, Cuba had handled the pandemic quite efficiently. However, over the past couple days, the Caribbean island has reported a rising number of people infected by the novel coronavirus. This is why last week the government imposed a fresh lockdown for Havana. Restaurants and bars were closed again. Public transport ground to a halt and beaches were cordoned off. People believe that only an efficient vaccine against SARS-CoV-2 can bring long-term relief. The head of epidemiology at Cuba’s public health ministry, Francisco Duran, announced yesterday that the country was working on such a vaccine. “Finding an efficient vaccine to

the disease in our country,” he said. The president of BioCubaFarma, Eduardo Martinez, said on Twitter that “a look at the nation’s Finlay Institute showed how much progress could be made in this field in a very short time.” The Finlay Institute is a state-run science centre in Havana dedicated to research on and the production of vaccines.
Cuba no stranger to vaccine research “Cuba produces almost 80 percent of the vaccines used within the national immunisation programme – there’s the Finlay Institute plus a big technology and innovation sector we can fall back on,” Jose Moya, the director for Cuba of the Pan American Health Organisation, said in a
developing vaccines using virus-resembling particles that are potentially able to activate and strengthen people’s immune system.” Such vaccines, which are usually administered after infection, are known as therapeutic vaccines. In an interview Guillen cited as an example the therapeutic vaccine developed in Cuba meant to fight chronic hepatitis B. Globally, it was the first vaccine against a chronic infectious disease that was administered through the nose. “Now that we are again talking about a respiratory disease (Covid-19), we believe that immunising the mucous membranes may have the most efficient impact when it comes to neutralising the virus,” he says. In contrast to many other developing nations, Cuba has a strong biotech sector and laboratories of its own. The experience that the
nation has accumulated over the years in developing vaccines now comes in handy in research on SARS-CoV-2. And it makes the country interesting for cross-border cooperation. Guillen has pointed to joint research projects with the EU and China. Media reports suggest that Cuba is among the group of nations that would be capable of jointly producing the coronavirus vaccine developed by Russian scientists, named Sputnik V. The announcement of the vaccine last week made a splash worldwide but has also drawn criticism as crucial phase III clinical testing was skipped. Cuba is not expected to risk the same, known as it is for strictly adhering to WHO regulations. “Cuba has excellent abilities to produce vaccines,” says the director of the state-owned Russian Direct Investment Fund, Kirill Dmitriev.
“We believe that Cuba can become one of the world’s most important centres for the production of vaccines,” he told DW. According to Dmitriev, production of the Russian vaccine could start in Cuba as early as November, provided cooperation with the government and the companies involved will advance according to plan. The details of the deal have yet to be hammered out. Cuban epidemiologist Duran warns that despite the announcement of the Russian vaccine and the progress made so far in research on SARS-CoV-2, an efficient vaccine will not be available in huge quantities anytime soon. “Let’s remain realistic,” he says, and adds: “For the time being,” he added, “the only effective protection against the virus is to wear a mask and observe hygiene and distancing rules.” – DW.

The Gas Laws The gas put in a conatiner exerts pressure on the walls of the container. If the container is elastic, it will expand. If gas molecules are heated, they exert more pressure on the walls of the conatiner. On the other hand, if the gas is cooled, the molecules of the gas will exert less pressure on the walls of the container. The behaviour of the gas can be understood using the gas laws. The gas laws relates three factors that affect the gas and these are: temperature, volume and pressure.
THERMOPHYSICS PART 2 THERMOPHYSICS PART 2 Expansion of solids liquids and Gases
Learning Outcomes: § Describe expansion and contraction § Explain the effects of expansion § Describe the application of expansion § Descibe the gas laws When a substance is heated there is a change of state that occurs. If the substance heated is a solid, it will change to liquid. But this changes only occurs when melting point is reached. Before melting point is reached, what happens to the substance? Matter in general expands when heated and contracts when cooled. Expansion is the increase in volume when a substance is heated. On the other hand, contraction is the degreese in volume when a substnce is cooled. According to kinetic theory of matter, matter is made up of particles that are in a constant motion. In a solid particles are closely packed together and they just vibrate to and fro. When a solid is heated the particles vibrate at a faster rate and eventually separate a bit. This separation brings about expansion. This also happens when a liquid or gas is heated. Gases expand more than liquids and solids. This implies that gases expand the most and solids expand the least. Gases expand the most because particles in a gas are further apart from each other and have a lot of kinetic energy. The effect of expansion in gases can be noticed when an inflated baloon is left on the sun. After some time, the baloon will burst. This is due to the expansion of the air inside the baloon. When air molecule gain more kinetic energy, they will be exerting presure on the walls of the baloon making it to burst. Tyre bursts are usually common in hot season because of this effect of expansion of gases. During construction of buildings and other structures, the effect of expansion of solids should be taken into consideration. Some spaces should be left for expansion so that the building does not crack and collapse. For example, a railway is constructed in such a way that there are some spaces left between the rails. These spaces are left for expansion. See the figures below.
Charles’ Law This law relates volume of the gas and its absolute temperature. Charles’ Law states that the volume of a fixed mass of the gas is directly proportional to its absolute temperature if the pressure is kept constant. This implies that increasing the temperature of the gas at constat pressure will also increase its volume. See the graphs below.
Given that the pressure of a gas is P1 at the absolute temperature of T1, when temperature is increased to T2, it pressure will be P2. The equation for pressure law is therefore expressesed as follows.
Given that V1 is the volume of the gas temperature T1. When the temperature of Pageat3 of 8 the gas is increased to T2, the new volume will be V2. This law is therefore expressed as follows. 1

Expansion is used in a liquid -in glass thermometer. A thermometer is able to measure temperature of the object because of expansion of the liquid in the bulb. The above eqaution combines all the three factors that affect a gas which are pressure, volume and temperature.
Boyle’s law relates pressure and volume of a gas at a constant temperature. Boyle’s law states that the pressure of a fixed mass of a gas is inversely proportional to the volume at constant temperature. This implies that when pressure of the gas is increased at constant temperature, the volume of the gas is reduced because the gas is compressed. See the figures below.

Expansion can also be used when opening a tight metal lid. This can be done by dipping the metal lid into the hot water. When the metal lid is dipped into hot water, the lid will expand making it loose. Expasion is also used in hot air balloons. When the air enclosed in the balloon is heated, it will expand making the balloon to less dense than unheated air around it. Therefore the balloon will be lifted up as shown in the figures below.

Given that P1 is the pressure at volume V1, then when pressure is increased to P2 the volume will be V2 This law is expressed as follows: P1V1 = P2V2 = constant The Unusual Expansion of water Most substances expand when they are heated and contract when cooled. However there is a perculiar behaviour of water when it is cooled. When water is cooled to a temperature of 40C , it contracts. Therefore water has the highest density at 40C.When it is cooled beyod this temperature, it begins to expand. See the graph below.

Charles’ Law

Total and Moz sign security pact MAPUTO - French oil major Total has signed a security pact with the Mozambique government to protect a $20 billion natural gas (LNG) project being developed in the country, the company said yesterday. “This ... bolsters security measures and endeavours to create a safe operating environment for partners like Total which enables their ongoing investment in Mozambican industry,” Ernesto Elias Tonela, minister of Mineral Resources and Energy, said in the statement. – REUTERS.
2 killed as Nigerian security clash with Biafra separatists ONITSHA, Nigeria - At least two people were killed in a clash between Nigerian state security officers and a group campaigning for the secession of a part of southeastern Nigeria formerly known as Biafra, security services said on Sunday. The incident between Department of State Services agents and members of the outlawed Indigenous People of Biafra took place in southeastern Nigeria’s Enugu state. – REUTERS.
USTELreassures Israel’s security concerns AVIV - The United States will ensure Israel retains a
military advantage in the Middle East under any future U.S. arms deals with the United Arab Emirates, U.S. Secretary of State Mike Pompeo said yesterday after a meeting with Prime Minister Benjamin Netanyahu. A U.S.-brokered deal on normalising relations between Israel and the UAE was announced on August 13. But there has been some dissent in Israel over the prospect of the Gulf power now obtaining advanced U.S. weaponry such as the F-35 warplane. – REUTERS.
Protests erupt after US police shoot black man WASHINGTON - Protests have erupted in the US state of Wisconsin after police shot a black man many times while responding to what they said was a domestic incident. JUNTA’S TERMS …Mali junta wants three-year military rule, agrees to free president Ibrahim Boubacar Keita
BAMAKO - – The junta that seized power in Mali wants a military-led transitional body to rule for three years and has agreed to release the ousted president, a source in a visiting West African delegation and the rebel soldiers said on Sunday. Last week’s coup – Mali’s second in eight years – followed months of protests calling for Ibrahim Boubacar Keita to resign as public discontent with the government grew over the collapsing economy and a brutal Islamist insurgency. “The junta has affirmed that it wants a three-year transition to review the foundations of the Malian state. This transition will be directed by a body led by a soldier, who will also be head of state,” a source in the ECOWAS delegation told AFP after talks with the junta. “The government will also be predominantly composed of soldiers” under the
proposal, the source said on condition of anonymity. A junta official confirmed to AFP that “the three-year transition would have a military president and a government mostly composed of soldiers.” The source and the official added that the soldiers have agreed to free Keita, detained along with other political leaders since the coup on Tuesday, and he would be able to return to his home in the capital Bamako. “And if he wants to travel abroad for (medical) treatment, that is not a problem,” said the source from ECOWAS, which stands for the Economic Community of West African States. Prime Minister Boubou Cisse, who has been held with Keita at a military base outside the capital where the coup began, would be moved to a secure residence in the city. While the coup was met with international condemnation, thousands of opposition supporters celebrated the president’s ouster in the streets of Bamako. – AFP.

SA STUDENTS RESUME CLASSES
J
OHANNESBURG - South Africa’s students in all grades resumed classes yesterday after weeks of closure because of the coronavirus pandemic. Final-year students had resumed classes earlier to prepare for examinations. President Cyril Ramaphosa closed the schools in July after they were briefly reopened following a public outcry on
rising virus cases. Yesterday’s resumption of classes comes as the country registers a decline in new infections. Health Minister Zweli Mkhize says South Africa is “over the surge” of Covid-19 infections, but warns that a resurgence might be on the cards if people neglect precautionary measures. Last week, UN agencies asked African governments to
reopen schools with measures to prevent the spread of coronavirus. The authorities in South Africa say they have prepared for safe resumption of learning starting this week. In Rwanda, the country recorded 200 coronavirus cases on Sunday - the highest number in a single day since it reported its first case in March. Most of the new cases were reported in the capital, Kigali.
The country now has more than 3, 000 cases of the virus, with almost 1, 000 of them recorded in the last two weeks. The rising cases have led to concerns on the possibility of new restrictions being imposed in the capital. Rwanda was the first country in sub-Saharan Africa to impose total lockdown after confirming its first cases. – BBC/NEWS24.

…as FAZ prioritises grassroots football growth
By MICHAEL MIYOBA
O
UR dream of playing at two World Cups and five Africa Cups in 10 years will only materialise if we invest in the future, says Football Association of Zambia president Andrew Kamanga. Kamanga said FAZ shall continue to provide a platform to nurture talent and ensure that it builds champions for the future. He said his executive committee, has committed to tracking talent from a very tender age with its strategic plan incorporating eight-yearolds in the structure. Kamanga said the FAZ executive has been keeping an eye on the establishment of an under-15 national team closely monitored by Chipolopolo coach Milutin ‘Micho’ Sredojevic. He said the constitution of the under-15 national team
fits into the 10-year FAZ strategic that focuses on talent identification, development and management as priority number one. Kamanga said the selected under-15 boys will have their first test of international action at the Croatia Invitational Tournament that will draw participation from eight countries next month. He said the youthful tournament will be helpful to the young players in grooming them for future high pressure engagements. Kamanga said there is a network of coaches that are working with the technical directorate to help identify talent in the provinces. “Talent identification is not a one-off event but a continuous process that espouses development and management. “Our decentralisation programme has birthed provincial leagues that are expected to run age-group leagues. The lower division leagues in the
Kambole finds scoring boots By MICHAEL MIYOBA
“Grieve not, nor speak of me with tears, but laugh and talk of me as if I were beside you. I loved you so.” Psalm 23. The Lord is my Shepherd, I shall not want.
ZAMBIAN international Lazarous Kambole finally broke the jinx of failing to find the back of the net in Amakhosi colours as he got his first goal for Kaizer Chiefs after what has been a frustrating season and helped the side earn a vital 1-1 draw against Stellenbosch at Orlando Stadium in Soweto. The PSL Fixture played on Sunday saw the former Zesco United hit man come in as a second half substitute to make an immediate impact with a 57th-minute effort which was superbly palmed by goalkeeper Lee Langeveldt. Kambole finally found the equaliser in the 70th minute after he was picked out by team mate Reeve Frosler for the PSL League leaders to avoid defeat in a match which saw country-mate Nathan Sinkala being withdrawn in the 45th minute for Stellenbosch after picking an injury.
Meanwhile, Zambian striker Mwape Musonda scored a brace for the relegation battling Black Leopards side that battled to a hard-fought 2-1 win over Golden Arrows on Friday. Former Zanaco midfielder Salulani Phiri played the last ten minutes as Polokwane City picked up a point after a tense 1-1 draw with Highlands Park while goalkeeper Cyril Mwenya Chibwe missed the match against Highlands Park owing to an injury. Zambia’s most capped player Kennedy Mweene was an unused substitute for the Mamelodi Sundowns side that dropped two vital points following their 2-2 draw in their ABSA Premiership encounter against Maritzburg United. At Orlando Pirates, the Zambian trio of Augustine Mulenga, Austin Muwowo and Justin Shonga were left out of the 18-man squad which was stunned 1-0 by Cape Town City.
provinces will have an age cap to ensure that opportunities for promising young talents are created at the grassroots,” Kamanga said. “The provincial leagues will be firmly tied to development through age-group competitions. We expect that the divisions will be categorised according to age-groups.” Kamanga said the opportunities for ambitious young men and women are immense in the game as the association is implementing a number of programmes for the continued development of the Zambian game. He said COSAFA has announced that it is lining up an under-15 regional tournament through its partnership with the UEFA Assist programme. Kamanga said the proposal from COSAFA to introduce an under-15 championship will add an incentive to the associations’ efforts to have a long standing under-15 national team.
