OVERNMENT should seriously consider setting aside a financial bailout package specifically for private schools in the wake of the Covid-19

By NATION REPORTER

EDUCATE CARELESS SOULS THE carefree attitude by some citizens in the face of the ravaging Covid-19 pandemic in many parts of the country is worrying and calls for a paradigm shift in the way awareness programmes are being crafted. Officials from the Ministry of Health and others in the multi-sectoral teams need back up enforced by regulation which should make certain measures mandatory. As it stands now, certain preventive measures such as wearing of masks and social distancing are being ignored with impunity, hence the imperative need to make critical measures mandatory by law. Thus Government should pass a law even through a Statutory Instrument to make it mandatory for all citizens to wear masks in public places. Some people have been moving around with masks in their pockets while women shove them in their handbags and only pull them over their faces when getting into banks and supermarkets that are strict on protective wear. Others have exhibited ignorance dangerously by insisting that the pandemic does not exist and this is the portion of a population that requires intense awareness about the pandemic. During outbreak of cholera, most Zambians flick upon seeing a patient and statistics about the cases, but play ignorance about the Covid-19, which is equally a killer disease. Invariably, people pay attention to cholera awareness programmes than they do to Covid-19 initiatives because it is a new disease. With deaths standing at 120 and 1, 398 active cases, Zambia is certainly in a precarious position which requires enhanced enforcement of preventive measures backed by law; sanctions must be imposed on individuals abrogating regulations. The lackadaisical attitude in this country towards Covid-19 will only be addressed through regulations which prescribe sanctions. It is inconceivable that with rising numbers of infections and deaths, people can still go binging in night clubs carelessly as was the case in Solwezi where law enforcement officers rounded up 52 patrons including 24 women in the dead of the night. Naturally, one would have thought that careless behavioural patterns should have ended in March when the first case was reported in the country. It is sad that adults are risking their lives and putting their families and communities at risk of contracting the disease. They are fully aware of the consequences of their careless conduct and have been following statistics of how the Covid-19 is unfolding in the country. It is in fact very clear to all including the careless souls that Covid-19 pandemic has exerted tremendous strain on the country’s economy to the extent that a number of companies have closed, sending workers out of employment. The very people that are going against preventive measures have seen the negative impact including the closure of schools which has affected their own children. Therefore, all law-abiding citizens must join in the fight against this pandemic and where possible effect citizens’ arrest on people getting into bars which are operating illegally. They should also report bar owners that are operating clandestinely. Markets, bus stations and other public places need policing not only by members of the multi-sectoral teams but also by ordinary citizens. Thus citizens must raise alarm whenever they spot passengers on buses without masks on their faces or better still take note of the registration numbers of such public vehicles. Citizens must come together and fight this pandemic which is claiming lives of productive citizens.

PRESIDENT Edgar Lungu and his counterpart President Xi Jinping of China have agreed to further enhance cooperation at bilateral and multilateral levels for the mutual benefit of the two countries. And President Lungu called for debt relief and cancellation in light of reduced revenue due to the negative impact of the Covid-19 pandemic, as well as competing needs for the country to secure adequate resources to fight the pandemic and to stimulate the economy. This was in a telephone conversation yesterday according to a statement issued by Special Assistant to the President for Press and Public

pandemic, the National Action for Quality Education in Zambia (NAQEZ) has said. NAQEZ executive director, Aaron Chansa, said statistics showed that private schools had employed more than 30, 000 teachers.

Mr Chansa however said it was troubling that most of these essential workers had not been receiving salaries since March. He said in a statement that the teachers and families clearly needed governmental aid. “In other countries like Nigeria, the government

They undertook to further enhance cooperation at bilateral and multilateral levels for the mutual benefit of the peoples of the two countries. They also called for concerted global efforts and commended the World Health Organisation for its leadership and coordinating role in the fight against Covid-19. President Lungu, in addition, thanked President Xi for China’s support to Zambia’s Covid-19 response. The two leaders agreed to

continue working closely together to safeguard common interests, including on matters concerning the United Nations Security Council. President Lungu reaffirmed Zambia’s commitment to the aspirations of the Forum on China-Africa Cooperation which has yielded tangible benefits for Zambia through a number of developmental projects. He also reaffirmed Zambia’s continued support for the “One China Policy” and applauded the introduction of the National Security Law that will ensure the long-term security and prosperity of Hong Kong.

Lubinda keen to adopt probe report on poll inquiry GOVERNMENT is eager to implement the recommendations of the Commission of Inquiry into Voting Patterns and Electoral Violence, Minister of Justice Given Lubinda has said. Mr. Lubinda said the government agrees with almost all recommendations made but that to reform some of the proposed amendments, the outcome of Constitutional Amendment Bill number 10 of 2019 will dictate what will happen going forward. He said the Political Parties

Bill and the Electoral Process Act as some of the proposals whose outcome would be informed by the outcome of the bill. Meanwhile, the Southern African Centre for Constructive Resolution of Disputes (SACCORD) said there was need to ensure that all the recommendations were observed by all stakeholders to ensure peaceful transition in general elections. SACCORD Executive Director, Boniface Cheembe said there was need to have respect among

political leaders through practicing issue-based politics. And Patriotic Front Deputy Secretary General, Mumbi Phiri said the party leadership had guided its members not to retaliate to provocation. And UPND Deputy Secretary General Administration Gertrude Imenda said to end political violence and intolerance it was important for President Edgar Lungu and UPND leader Hakainde Hichilema to dialogue on the way forward. - ZNBC

Expedite 48 houses case, ACC urged By PETER SICHALI

THE Anti-Corruption Commission (ACC) and National Prosecutions Authority should expedite the prosecution of the case involving 48 (now 51) houses, Zambia Jubilee Coalition (ZJC) Secretary General Kwaela Mwanza has said. Mr Mwanza said the ACC and Director of Public Prosecutions should expedite the matter and ensure that it's brought to a logical conclusion. Mr Mwanza said the matter has dragged for too long and innocent people’s reputation damaged. He said it was important for ACC and DPP to prosecute it to avoid unnecessary speculations. "We call upon the AntiCorruption Commission

has come through for private school teachers during this turbulent period,” Mr Chansa said. Mr Chansa also called on Finance Minister, Bwalya Ng’andu, to seriously consider setting aside a financial bailout package specifically for private schools.

and the Director of Public Prosecution to urgently put this matter concerning the 48 now 51 houses to rest. This matter is painting a bad picture of our top government officials and generating unnecessary speculations among the general public," Mr Mwanza said. He wondered why the matter involving the mysterious houses has taken so long to be prosecuted when other cases especially those involving top Government officials are acted upon at lightning speed. "We have seen a lot corruption cases being rushed and arrests being made without hesitations. Our concern is that, what is so special about those that the ACC have found with the case to answer over these houses which are believed to have been acquired from proceeds

of crimes?" he wondered. He said the continued delay to prosecute the suspected owners of 48 houses has led to continued rumour mongering and debate, hence the need to expedite it. "Every delay is generating too much rumour mongering in public debate, some accusing innocent people of being the owners of the houses," Mr Mwanza said. He said the matter had already delayed and more delays by DPP to clear ACC to prosecute the case are unjustifiable. "As long as the ACC has informed the general public on their findings, there is no need for the DPP to delay any longer because what is in public domain must be addressed publicly to avoid further speculations," Mr Mwanza said.

Lungu mourns Mwewa, Munkonge By NATION REPORTER PRESIDENT Edgar Lungu has described the late Member of Parliament for Mwansabombwe, Rodgers Mwewa as a helper who took care of children in need. In his letter of condolences to Ms Anne Mwewa, the widow, President Lungu said he had known the MP for a long time and would invite him each time he visited Luapula Province where his constituency was. “Hon. Mwewa brought immense value to Parliament just like he did to the Patriotic Front. I am also aware that he was a benefactor to more than 300 children at his Fountain of Hope orphanage in Kamwala. His demise is, therefore, not just a great loss to the family but to the entire nation,” the President said. President Lungu has also wished Professor Lupando Munkonge strength during the mourning of his son, Lukashya MP, Mwenya Munkonge who died on Saturday. And PF secretarygeneral Davies Mwila has paid glowing tribute to Mr Mwewa for his loyalty to the party and hard work for his constituency.Speaking when he visited the funeral house yesterday, Mr Mwila said the late parliamentarian had a heart for the party and the people in his constituency. He said Mr Mwewa’s works were evident by the development projects he initiated in the constituency.

‘WE ARE COMING FOR YOU’ By SILUMESI MALUMO

OPPOSITION leaders with unexplained wealth and those involved in dubious privatisation deals should expect to be challenged if they aspire for Presidency. Those who sold companies for a song and those who borrowed heavily from public institution and later failed to pay taxes should not expect the Zambian people to sit idly as they file nominations for Presidency. Zambia Republican Party President Wright Musoma said apart from everything else UPND leader Hakainde Hichilema would be challenged to explain his role in the privatisation and in particular the sale of Intercontinental hotels for a song. Similarly, Socialist Party president Fred M’membe will have to explain his role in the K15 million Zambia Airways loan debacle and his tax evasion case through which he lost his Post Newspaper company. Mr. Musoma has since urged the Anti- Corruption Commission (ACC) to widen its net and stop treating some individuals as sacred cows when it comes to corruption prosecution. Mr Musoma said corruption allegations against some political figures have been in the

public domain for a long time but the ACC was giving a blind eye. He said Mr Hichilema should not think that people had forgotten about what he did during privatisation and neither should M’membe assume that there are no questions over his questionable handling of tax issues of the defunct Post Newspaper. Mr Musoma said he would ensure that the opposition leader explained to the people how he made the country to be in disarray because of his selfish interest. Mr Musoma said as the country was drawing towards the 2021 general elections, he would challenge Mr Hichilema so that he would tell the people the truth, stating this when the people of Zambia would decide who was better to govern the nation. He said it was important that the people Zambia elected a leader who had the interest of the nation at heart than those who want to go to State House for personal gains. Mr Musoma said Zambia needed a person who would take it to the next level and not worsen the situation. He said it was obvious that the country would not be in safe hands if Mr Hichilema was voted into power because of the previous record he had during the privatisation. Mr Musoma said many Zambians were suffering because the people who were involved in the privatisation programmedid not put the interest of the nation at heart but instead considered their selfish interests.

‘DRAFT LAND POLICY READY’ …foreigners won’t have it easy, says minister

By SANFROSSA MANYINDA

F

OREIGN nationals will not have it easy to acquire land in Zambia in the new land policy, Lands and Natural Resources Minister Jean Kapata has said. Ms Kapata said Government wanted the new land policy to benefit Zambians. "We will only give land to foreign investors through the Zambia Development Agency (ZDA) of which the land will be taken back by the government after about 30 years when the investment period comes to an end," she said in an interview.

Ms Kapata said that the new policy would allow youths to acquire land at the age of 18 and not the 21 years that was in the current policy. She also said the draft Land Policy was complete and stakeholders would soon be invited for validation. Ms Kapata said that the draft has been sent to all stakeholders to ensure that the issues that were raised during the drafting process were included. According to the minister, the new Land Policy would empower citizens as many would start benefitting from the natural resource. She said that the new poli-

cy would provide a favourable environment for the country to realise a diversified and resilient economy. In its current form, the land administration system leaves little room for the empowerment of citizens especially the poor and vulnerable in rural areas. Many stakeholders have been complaining about the weakness in the administration of land in the country. "We are hoping to start the validation that was disturbed by the outbreak Covid-19 outbreak soon enough. We want to ensure that stakeholders see that what was discussed is what has been included in

Yes if they want to appeal they can appeal but let me tell you that I have talked to their CEO and I convinced him that the mines cannot be put on care and maintenance. She said that the adoption and validation of the policy would also pave way for citizen-centred amendments to land-related statutes. Improve Coronavisus prevention compliance levels, says JCTR By SIMON MUNTEMBA THERE is urgent need for Government and other stakeholders to aggressively step up community education on Covid-19 and enforce compliance levels to preventive measures before a lot of people die, says Jesuit Centre for Theological Reflection (JCTR). Father Alex Muyebe, the executive director at JCTR said if government did not enforce compliance levels, laxity on Covid-19 preventive measures would kill a lot of people. Fr. Muyembe said it was worrying that laxity on Covid-19 preventive measures in Zambia had come at a time when community transmission of the deadly pandemic was steadily increasing. He said in a statement that it was evident that people in the communities had prematurely dropped the guard. For instance, he said, it is common these days to see large crowds of people in the communities moving up and about without wearing face masks. Fr Muyembe noted with sadness that recently, compliance to preventive measures had never been the same again since after the daily updates by the Ministry of Health stopped. He said the JCTR was of great concern with the laxity on Covid-19 preventive measures in markets, bus stations, and in public service vehicles.

“This is a recipe for disaster. We risk being overrun by the pandemic which

is silently infiltrating our communities. “In the light of the above concerns, JCTR urges Government and other stakeholders to aggressively step up community education on Covid-19; scale up screening and testing; resume daily detailed updates on Covid-19; put in place measures to enforce compliance to Covid-19 preventive measures especially in communities, in markets, bus stations and in public service vehicles; and prioritise public health interest over and above political interest. Together we can defeat Covid-19,” Fr Muyembe said. He added, “Another great concern is that of late we have seen non-compliance to Covid-19 preventive measures by party cadres.”

PS INTERVENES IN KASUMBALESA BORDER REVENUE COLLECTION By SILUMESI MALUMO in Chililabombwe and Masaiti GOVERNMENT is shocked at how the revenue collection at Kasumbalesa border has been politicised. This came to light yesterday when council workers informed the Local Government Permanent Secretary Ed Chomba that the local authority was failing to collect much needed revenue at the border post because it had been politicised. But Bishop Chomba said the council was the only entity mandated to collect the revenue for their respective operations and no one else.

He said that he would engage the area Member of Parliament Richard Musukwa to find out what was happening. He said the local authority depended on the revenue collected from various business areas and if they were stopped from collecting then they would not be able to operate accordingly. "You have the mandate to collect and nothing will change. You have the mandate to collect the revenue and the mandate is in the constitution. There is a law that protects you. HE Constitutional Court has ordered the State to pay costs to Livingstone Magistrate Benjamin Mwelwa for delaying to file an answer to his petition where he wants the court to deregister political parties that have not practiced democratic tenets since 2016. This is in a matter where Mwelwa, who is also an advocate of the High Court is seeking an order to direct the Registrar of Societies to deregister all political parties that have not held party elections since 2016. Magistrate Mwelwa is also seeking a declaration that any political party which was registered and in existence as of January 5, 2016 and which

has not promoted and practiced democracy through regular, free and fair elections, within its political party, has breached article 60(2)(d) of the Constitution of Zambia (Amendment) Act no. 2 of 2016 and therefore, such a political party ceased to exist as a political party in Zambia on January 4, 2017. Mwelwa has cited Attorney General Likando Kalaluka and the Electoral Commission of Zambia (ECZ) as the respondents in the petition. The UPND, PF and the MMD have joined the petition as interested parties. Earlier, the State asked the court to allow it file its answer and affidavit in opposition, out of time. In its ruling however, Constitutional Court judge Mungeni Mulenga exercised her discretion and allowed the State to file its answer and affidavit in opposition by July 24 this year or its application will stand dismissed. The court however, condemned the State to pay costs to Mr Mwelwa. “Having considered the circumstance of this case, I am satisfied that this is a case where discretion can be exercised and the 1st respondent condemned to costs. “I hereby grant the 1st respondent’s application for leave to file its answer and affidavit in opposition out of time. Chief Mulilo said yesterday the government through relevant authorities should enforce the implementation of Covid-19 measures to stop community spread of the disease. Chief Mulilo said it is sad that people have taken a casual approach toward a very dangerous disease. He said the increase in the of Covid-19 case is worrying and that there is need to scale up enforcement of Covid-19 preventive measures in line with statutory Instruments. cases are rising," Chief Mulilo said. He noted that people have stopped masking up and observing social distancing despite various sensitization by Government and other stakeholders. Chief Mulilo said Covid-19 has had adverse effects on the economy and general wellbeing of the country therefore there was need for all to join the fight by observing the preventative guidelines. He said it was unfortunate that even some shop owners have stopped providing hand washing facilities and are allowing customers to enter their shops without masking up. Chief Mulilo said Government should scale up enforcement of Covid-19 measures to protect the public. "So far Government is doing well in as far as fighting of Covid-19 is concerned but I would like to appeal to relevant authorities to scale up the enforcement, if it means arresting those that are flouting Covid-19 measures let it be so that the public is protected," he said. He has also appealed to his subjects to cancel unnecessary travels in and out side the country to protect their families from the coronavirus.

Petra Diamonds sells Botswana exploration assets JOHANNESBURG - Petra Diamonds has agreed to sell its Botswanan exploration assets to Botswana Diamonds for $300, 000 and a five percent royalty on future revenue, the diamond miner, which is in the process of restructuring, said yesterday. The purchase price will be payable in two equal instalments on or before August 31, 2021 and August 31, 2022, Petra said. Botswana Diamonds has the option to buy out the royalty for $2 million in cash. Petra’s subsidiary Sekaka Diamonds Exploration (Pty) Limited, which Botswana Diamonds would take over, holds three prospecting licences including the KX36 project, which has an indicated resource of 17.9 million tonnes at 35 carats per hundred tonnes. Botswana Diamonds managing director James Campbell said KX36 would be the company’s most advanced project in southern Africa, and Sekaka’s exploration database would also be “hugely complementary” to its current activities. Petra, which has been

Nigerian banks to limit debit card spending abroad to ease forex risk ABUJA - Nigerian banks plan to reduce the amount customers can spend abroad using debit cards, two lenders said, as banks try to limit foreign currency settlement risk. The country is facing dollar shortages because of the sharp fall in the price of oil, Nigeria’s main export, and domestic banks are trying to avoid transactions with hard currency. Stanbic IBTC Bank, the local unit of South Africa’s Standard Bank, said it will halve the spending limit for offshore card transactions to $500 per month from yesterday and will limit cash withdrawals to $100. Another top tier lender Zenith Bank said it will temporarily suspend the use of debit cards abroad for cash withdrawals and cut the monthly spending limit abroad by more than half to $200.

Analysts

“The first tranche of the purchase consideration is not expected to be received until August 2021, making the sale too long-dated to help with Petra’s immediate cash flow challenges,” planning to sell Sekaka since June 2018, said the deal is separate to the sales process it announced last month as part of its restructuring. “The first tranche of the purchase consideration is not expected to be received until August 2021, making the sale too long-dated to help with Petra’s immediate cash flow challenges,” said BMO analyst Edward Sterck. The sale still requires approval from the Botswana Competition Commission, ministerial consent in Botswana, and approval from Petra’s lenders and debtholders. – REUTERS.

“This review is in response to today’s economic realities,” Zenith said in a notice, advising clients to request prepaid dollar cards. Other lenders - Ecobank and Fidelity Bank - have also lowered withdrawal limits for individuals while abroad. Such moves have previously been at the behest of the central bank, but it was not clear if the regulator was behind the latest action. The central bank did not respond to a request for comment. The bank is battling to conserve dollar reserves that are down 19 percent from a year ago. Last week it depreciated the currency on the official market prompting the naira to weaken on the black and over-the-counter spot markets. Bankers told Reuters that it now takes more than six months to settle foreign lines of credit. Nigeria is yet to resume forex sales to retail currency traders after it banned international travel as part of a lockdown measure to slow the spread of the coronavirus that has killed 778 people and infected more than 36, 000. – REUTERS.

YOUNG TURKS …Ramaphosa lauds young entrepreneurs as ‘silver lining to the dark Covid-19 cloud’

J

OHANNESBURG - President Cyril Ramaphosa has praised what he calls a “new breed of young entrepreneurs” for coming up with “home-grown solutions to the contemporary challenges we face” as the country continues to battle the economic shock of the Covid-19 pandemic. South Africa was already in recession when the nationwide lockdown was instituted in late March, and the country’s already-high official unemployment rate is expected to surge as a result of the pandemic’s impact on businesses, while tax revenue is expected to plunge by around R300

billion. According to a new study, roughly three million people may have lost their jobs between February and April. The country’s youth unemployment is particularly acute. In his weekly newsletter yesterday, Ramaphosa said even in South Africa’s “darkest hour,” the country has had to focus on green shoots of renewal, namely young entrepreneurs, which he said were the “silver lining to the dark Covid-19 cloud.” “Our economic recovery cannot wait until the coronavirus pandemic is over. It needs to start now. One of the defining developments during the lockdown was how

Gordhan says SAA money yet to be found JOHANNESBURG Minister of Public Enterprises, Pravin Gordhan, said the government has yet to determine how the rescue of South African Airways will be

funded. His ministry and the National Treasury said last Thursday they would mobilise the additional R10 billion rand the bankrupt airline’s administrators said is needed

to effect the rescue. In a July 17 Twitter posting Finance Minister Tito Mboweni denied planning to bail out SAA. “What government has committed to is to mobilise funding,” Gordhan said in an interview on The Fix, a programme on Johannesburg-based television station eNCA. “Now where it comes from, the form it comes is something that is still being worked on.” Meanwhile, Gordhan said South Africa is considering an independent board for its ailing national airline, with a shareholder structure similar to that of part state-owned telecoms firm Telkom. Debt-ridden SAA has been in a form of bankruptcy protection since December. Its creditors approved a rescue plan last week that involves scaling down its fleet, shedding thousands of jobs and a commitment of over 10 billion

rand ($599.6 million) from the government “Telkom is an interesting model that we could actually look at as we go forward,” Gordhan said, adding that the new SAA cannot be run by a “bunch of amateurs.” He did not specify if the revamped airline will be a listed entity. Telkom SA among the top three telecom service providers in Africa’s most industrialised country, is run independently and not bound by government guidelines set up for most South African sate-owned enterprises. The government directly holds a 37 percent stake in the listed entity and stateowned fund manager Public Investment Corp. owns around 15 percent. The rest is owned by institutional investors and the public. – BLOOMBERG NEWS/REUTERS.

Zim on course to meet 2020 budget deficit target - finance minister HARARE - Zimbabwe’s Finance Minister Mthuli Ncube said yesterday the country was on track to meet its budget deficit target of 1.5 percent of GDP in 2020 in a key update that was absent from his mid-term budget last week. Ncube, said he would not seek additional funding this year since the national treasury had spent less than half of its budget despite pressure from the Covid-19 pandemic.

“I am still focusing on a budget deficit of 1.5 percent of GDP and we are well on our way to achieving that,” Ncube said during a review of the half-year budget held virtually. This would be an improvement on last year’s four percent deficit. It was not clear why that figure was omitted from last week’s presentation. Economic analysts are worried that President Emmerson Mnangagwa’s government is

trying to balance the budget at the expense of spending more on social services and the health sector, even as it grapples with the coronavirus pandemic. Zimbabwe is in the grip of its worst economic crisis in more than a decade that has seen a sharp devaluation of its currency and inflation running above 700 percent, one of the highest in the world. The government has spooked investors by temporarily shutting the stock

exchange saying it was being used to sabotage the economy. Ncube said the local bourse would only be re-opened once investigations into its activities are concluded in two weeks and the government receives recommendations. He added that a planned U.S. dollar stock exchange in the resort town of Victoria Falls was set to open next month after parliament enacts a law for its establishment. – REUTERS.

HH has held UPND hostage for far too long Dear Editor, THE dictator Hakainde Hichilema now stands defiantly in violation of not just the party constitution, but the Republican Constitution as well. Article 60 of the Constitution requires a political party to promote and practice democracy through regular, free and fair elections within the party; and further, to respect the right of its members to participate in the affairs of the political party. Mr Hichilema was elected president of the United Party for National Development (UPND) on Friday, July 14, 2006 at a convention held at the Mulungushi International Conference Centre in Lusaka. Today, over 14 years and six presidential elections later, Mr Hichilema is still president of UPND. And the real shocker is that the last convention at which Mr Hichilema reaffirmed his legitimacy is the same 2006 one that elected him. For a party that is contesting elections in a democratic country, the UPND has displayed a contrary style of internal governance. Despite calls for a convention that date as far back as 2008, Mr Hichilema has managed to hold the UPND hostage by being its major source of funding. Indeed, in December 2008, Mr Hichilema said that there is no money to hold the convention. This was in response to some members of the UPND National Management Committee (NMC) who challenged their president to call for a convention before the 2011 elections in the wake of his two consecutive losses and expiration of his tenure in 2011. The lack of money has been the reason for the lack of a convention ever since. Yet, the billionaire president has been able to source funding for presidential campaigns featuring nationwide helicopter tours, road shows and billboards. Mr Hichilema’s stranglehold on the party has been consolidated by having its leadership walking the same anti-convention line. Unsurprisingly, many of the leadership were handpicked by Mr Hichilema, such as his former party Vice President, Geoffrey Bwalya Mwamba (GBM) who at that time before defecting back to the PF declared that there would be no national convention and Mr Hichilema will still be the presidential candidate in the 2021

general elections. It is now clear that Mr Hichilema and his handpicked allies will preside over UPND until the end of their days unless the party wins power before then. When members of the UPND have attempted to exercise their constitutional right to participate in its affairs or aspire for leadership positions, Mr Hichilema’s machinery has ensured that they are silenced and hounded out. Members are afraid to speak, but the silence of everyone in the party is too loud – Mr Hichilema has become a dictator. A good example is how HH and his cronies humiliated one of its former Vice President Canisius Banda and to all of us that was clear evidence of the dictatorial workings of the party under Mr Hichilema. Because of his now established and continuing party dictatorship, Mr Hichilema has lost the moral right to criticise the legitimately elected President of the Patriotic Front and the Republic of Zambia, Edgar Lungu. The ruling PF went for a convention in 2014, and has publicly announced another convention to reaffirm the legitimacy of its leadership. Similarly, the National Restoration Party (NAREP) recently a convention reaffirming the legitimacy of leadership. It is now only a matter of time before a courageous UPND member takes the matter of Hichilema’s dictatorship before the courts of law. There are many hardworking but frustrated men and women in the UPND who can engineer this long awaited democratic coup. Garry Nkombo, Cornelius Mweetwa, Jack Mwimbu, and many others have painfully stayed on while others such as Canisius Banda, Geoffrey Bwalya Mwamba, Richwell Siamunene and Greyford Moonde were frustrated or hounded out for their democratic and developmental ambitions. For Mr Hichilema, it will take underhand tactics, for him to continue as UPND president. However, this is sure to damage his and the party’s image in the eyes of the Zambian people. If the party does not split as a result of this, it would nonetheless have damaged its chances of unseating the PF in 2021. DR JOZE MANDA, Political Analyst, Lusaka.

Sleep under a treated mosquito net

WE CAN’T LOCKDOWN Dear Editor,

J

UST wear a mask. We can’t afford a lockdown with the economy predicted at -5 prcent growth. If we lockdown it will be a complete meltdown and almost unrecoverable. Secondly, all constitutional offices must continue no compromise there, government must continue. Most people in Lusaka can’t even afford two days in lockdown, it will lead to more chaos and riots. Most Zambian men cannot stand seeing their children starving, they will come out even if it means facing police. For a lockdown to be effective it’s has to be at least two weeks… At the rate Covid-19 has spread it’s useless to lockdown without

plan or information, it’s already in the room. The only thing to do is to try to keep the sick numbers manageable by the hospital and mandatory facemask. Let’s start immediately mass testing, contact tracing and isolation. We can’t afford to touch the economy. We can’t! This is now war for this nation and we must fight with everything we have; the dying economy and Covid-19 must be fought at both fronts. This time we fight not from slavery or colonisation but annihilation. Right to live has a nation. “We will not go quietly into the night. We will not vanish without a fight. We’re going to live on. We’re going to survive” independence day speech… NKOKOMALIMBA

KAPUMPE.

Dear Editor, DO you know that most Zambians sleep under a mosquito net and not inside a treated mosquito net? In Practical Preventive medicine we encourage people to sleep inside a treated mosquito net and not under a mosquito net. Today, most adverts on malaria prevention encourages people to sleep under a mosquito net, that’s why a lot of people sleep with their nets folded and hanged above their sleeping beds. Today the world has shifted attention to Covid-19, when in actual sense Malaria claims millions of people worldwide, ranked second from Liver disease. Therefore our adverts on radio should be more of practical wordings and objective than standard English. That’s what Health promotion targets. It aims at behavioural changes than theories. Looking forward for Ministry of Health changing the adverts on media to promote People sleeping inside a treated mosquito net as they serve as a barrier not just on mosquitoes but from both reptiles and vectors, especially this cold season. INSP. RABBSON WA DAKA, Luangwa Feira Ext.

Merchants of death should tame their political ambitions Dear Editor, FIRSTLY, we wish to convey our deepest condolences to the families of Mr Mwenya Munkonge and Mr Rodgers Mwewa for their untimely deaths and all those who have lost loved ones to Covid-19. We also sympathise with the ruling Patriotic Front party as well as the electorates for losing gallant sons of the soil at the time they were needed. This is the tragic loss and each life is unique and can never be substituted. We have noted a number of insensitive comments by opposition sympathsers especially the growing speculations on the cause of death. We have also noted that some UPND sympathisers as well as NDC Copperbelt provincial chairman George Sichula who has openly resisted to hide their joy upon hearing the sad news.

The pro-death comments that are flying on social media have not been condemned by the UPND leadership. We are also in possession of a screenshot by the UPND leadership in which he tweeted linking the death of the two to the constitution of Zambia Amendment Bill number 10. We are also in possession of the screenshot by a Mr Mainda Simataa, a member of UPND media team in which he celebrated the death of the two. Again, UPND has not condemned the inhuman behaviour by the member of its media team. We also recall that a few years ago, the UPND and other merchants of death used to mock President Sata's ill health until he answered the Lord's call. The same cartel has now regrouped with the same inhuman behaviour wishing their political enemy death. We find the cited behaviour not only criminal but it is immoral as

well as against the tenets of the declaration of Zambia as a Christian nation. This is also against our culture, it is unZambian as well as unAfrican. Under Zambian culture, during the time of mourning family members and friends, including enemies bury their differences and allow themselves to give the departed soul a dignified departure. We challenge the UPND to disown the statements that have been issued by their sympathisers as a way of promoting national healing. We also wish to remind them that death is a natural cause, it is not a preserve of PF members, it knows no political affiliations. We therefore urge the merchants of death to disband and offer the necessary support to the bereaved families. May the gentle souls of Mr Mwewa and Mr Munkonge rest in peace. MARVIN CHANDA

L/STONE COMPLIANCE LEVELS DROP By ANDREW MUKOMA

LACK of adherence to Covid-19 preventive measures in Livingstone is worrying, especially in crowded markets in the city, a civic leader has complained. A number of marketeers and customers alike have abandoned masks and are not observing social distancing while handshakes have become common again. Namatama ward councillor, Kelvin Maambo, complained that people were treating Covid-19 as an ordinary disease without appreciating how deadly it was. Mr Maambo said it was disappointing and worrying to see people crowding public places like markets without taking precaution measures as guided by health authorities. In an interview with the Daily Nation in Livingstone, Mr Malambo said many people in the tourist capital had become complacent in following the guidelines. He added that the situation was worrying and could result in a serious health problem if left to continue. Mr. Maambo who represents one of the densely populated areas, Ngwenya and Namatama, said people in Ngwenya compound resorted to be doing their usual activities with total disregard for preventive measures. He advised residents to take preventing measures seriously in order to protect themselves and their families against COVID-19, whose cases were rising. In view of the situation, Mr Maambo has acquired about 200 disposable face masks to be distributed at Ngwenya Market. This, he said, would encourage traders to continue masking up and protect themselves from catching the virus.

Ndeke Hospital project awaits funds By SANFROSSA MANYINDA WE are working hard to ensure that funds for the completion of Ndeke Mini Hospital in Kitwe are made available so that the contractor is back on site, Copperbelt Provincial Health Director Robert Zulu has said. Residents of Ndeke and surrounding areas said they

Dr Ntalasha “We have noted some challenges caused a delay in the completion of the mini hospital such as funding from Government and I know it is difficult to state exactly when the project would be completed but we hope it would be soon,”

needed better health services with in-patient, admission wards, maternity and labour services. For the past decades only a small outpatient clinic had been providing health services to over 20,000 people. The residents have for a long time now been complaining about the delay in the completion of the hospital. Dr Zulu said that the long awaited hospital would see its completion once funds were made available for the contractor. “We have noted some challenges caused a delay in the completion of the mini hospital such as funding from Government and I know it is difficult to state exactly when the project would be completed but we hope it would be soon,” he said. DR Zulu said that his office was working hand in hand with the provincial administration and the headquarters in Lusaka to ensure that funds were made available for the contractor.

Nkana constituents want realistic pledges

By ROGERS KALERO

THE electorates in Nkana constituency in Kitwe have demanded that anyone aspiring to stand as a Member of Parliament (MP) must clearly spell out a feasible development model. They demanded that this time around, aspiring candidates must not present an overambitious development programme, which they would fail to deliver. This was after former Rokana ward councillor, who is aspiring to be adopted on PF ticket, Gift Kalumba, pledged to change the face of the constituency by doing a 100 per cent turn around in various areas once elected. In his posting on Kitwe residents’ blog, Mr Kalumba said he would do a 100 per cent turn around starting with giving people opportunities they have missed in last five years. He said once voted into office, he would ensure true representation within the parliamentary decorum, etiquette and roles. Mr Kalumba said he would fight for the constituency to get the desired share in national development, making sure Constituency Development Fund (CDF) was delivered on time. "I will also ensure that Nkana has a voice on the floor of the house. In terms of youths, I want to revamp sports facilities, from schools to clubs, township roads and fighting for upgrading of shanty area so that social amenities can be taken to the people. "I would want to create at

least one skills centre for artisan course relevant to Nkana business model and current and future needs and fighting miners plight, mine suppliers and contract to have a law that will compel mine industries to portion a good number jobs, contracts to Zambians,'' Mr Kalumba said. But some bloggers told Mr Kalumba that some of his plans were over ambitious and demanded to know how he would achieve them. The bloggers urged Mr Kalumba to think through the whole model because it was a very important question which needed an answer that would give a clear roadmap with a time frame. "Please think through this very important question and give us a clear road map with a time frame if possible once elected ...will see if CDF be enough to implement all the above plans? How will you decongest the CBD ? Will CDF also reconstruct your roads? ,'' one of the bloggers said. They also asked Mr Kalumba to spare some time in planning for the challenges Nkana constituency was facing. "May be take time to understand problems in your area as well this might help you in coming up with workable solutions. "Upgrading of informal settlements clearly also comes with huge challenges please tell us how you will make a difference and which informal settlements are you targeting? I hope it's not kamakonde,'' another blogger added. More bloggers demanded that there should be honesty in the manner

5000 EX-MINERS PETITION OVER BENEFITS By MUYANI SHINJABALE

O

VER 5000 ex-miners in Luanshya have petitioned President Edgar Lungu to intervene for them to get their benefits. The ex-miners gathered at Mpatamato Secondary School where they presented their petition to Luanshya Mayor Nathan Chanda to present to the Head of State. Former Roan Antelope Mining Cooperation, Chairman, Martin Chisanga said the aggrieved ex-miners were former Roan Antelope Mine Company (RAMCOS) workers. Mr Chisanga said the ex-miners were subjected to great hardships due to the loss

of employment and the delay in the release of their National Pensions Scheme Authority (NAPSA) and Mukuba Funds. He pleaded with the Head of

State to look into the matter as it had negatively affected their livelihoods. And RAMCOS Secretary, Joseph Mwenya stated that the

ex miners needed the money they worked for from January 2000 to January 2004 so that they would venture in agriculture. Mr Mwenya indicated that the release of the NAPSA deductions and Christmas bonuses deducted from their salaries had to be done urgently. He said the ex-miners made huge contributions to the national treasury through the payment of taxes and should therefore be cared for. Also Luanshya Mayor Nathan Chanda blamed the Administrator General for the delay in addressing the matter. Mr Chanda encouraged the ex-miners to take up farming as a way of life in order to promote diversification in agriculture.

Chief Nkambo pledges support to Masaiti DC CHIEF Nkambo of Masaiti District on the Copperbelt Province has pledged to work closely with the newly appointed District Commissioner Patrick Zulu in order to foster development in his Chiefdom and the rest of the district. The traditional leader disclosed that Mr Zulu grew up in his chiefdomin Masaiti and

hoped that being a local person he would work to develop the area. Chief Nkambo said this when Copperbelt Permanent Secretary Bright Nundwe formally introduced the new DC to the chief at his residence in Ndola. He added that for many years, the Nkambo Chiefdom has produced leaders who

have worked at various levels of leadership in the country. Meanwhile, the chief thanked Government for delivering farming inputs to the farmers in his chiefdom on time. Earlier, Mr Nundwe urged chief Nkambo to always

collaborate with the DC whenever he has issues to discuss with Government. The Permanent Secretary encouraged the traditional leader to continue sensitising members of his Chiefdom on COVID-19 pandemic. - ZANIS

‘Kitwe should have more roads repaired’ By ROGERS KALERO GOVERNMENT should consider giving Kitwe an additional number of kilometres of roads for rehabilitation including the badly damaged Chibuluma road. Kitwe District Commissioner (DC) Chileshe Bweupe and Mayor Christopher Kang'ombe made the appeal at the weekend. The two officials said the 53 kilometres which Kitwe had been allocated on the rehabilitation programme were not enough because a large part of the network was badly damaged. They said it was for this reason that kilometres should be increased so that stretches like Chibuluma road could be covered. The two leaders were

speaking at the weekend when Local Government Permanent Secretary Ed Chomba paid a courtesy call. Mr Bweupe said the city was facing a number of challenges which included low levels of compliance of COVID 19 guidelines and bad state of some roads. He cited Independence Avenue and Chibuluma roads as some of the roads which were in bad state and needed urgent attention. "As a district, we have a challenge of bad state of roads and we think something should be done. We think the number of kilometres which we were given must be increased to cover the other roads which have not been done. "The 53 kilometres which we were given are not enough.

Mr Masumba

‘SUPPORT NEW DCs’

FORMER NorthWestern Province Minister, Stephen Masumba, has called on people in the province to support the newly appointed District Commissioners. Mr Masumba said people should respect the President’s appointments and work with the new DCs to deliver to people’s expectations. He said there was no need for acrimony over the appointments as all loyal members of the Patriotic Front and other citizens should support President Edgar Lungu’s appointments which were done on merit. Mr Masumba who is also former Mufumbwe Member of Parliament pledged to support and offer guidance where needed to the newly appointed Mufumbwe DC Haggai Kalota. Speaking in an interview in Solwezi, Mr Masumba thanked the Head of State for giving an opportunity to every citizen to serve in public offices. He called on the people in the region to support President Lungu’s development agenda which was being rolled out across the country. He said there is need for people in NorthWestern to put aside political differences and work together in developing the province. Mr Masumba said the province had lagged behind in terms of development due to politicking by those in the opposition. President Edgar Lungu earlier in the month appointed new DCs for seven districts in North-western Province. - ZANIS

U O Y R O F E R HE ‘ALCOHOL ABUSE RIFE IN MUKUNI CHIEFDOM’ By ANDREW MUKOMA

A TRADITIONAL leader in Livingstone has bemoaned the high rate at which young people are abusing alcohol amidst the ravaging Covid-19. Headman Nyanzabili in Shungu Ward bordering with Mukuni Chiefdom of Kazungula lamented that the youth were consuming alcohol at a higher rate and did not observe preventing measures. The traditional leader, whose name is Jackson Nyambe Muliwana, said many youths in the area were not productive resulting in excessive beer drinking. He said in an interview in Livingstone that excessive alcohol consumption was hampering development in Nyanzabili settlement area. “As headman Nyanzabili, I have a big concern with the situation in my area. I have noted with concern the high levels of alcohol abuse by young people even when these bars and taverns are closed because of this Coronavirus. “Today when you come to my area, you will be shocked to find youths drunk as early as 09:00 hours. There is a lot of brewing of local beer called Kachasu in our settlement area. Yes, we agree that employment is a challenge but, drinking of beer instead of engaging in productive activities is worrying me,” he said. The headman observed the need for people especially youths to make positive life choices that would contribute to their improved livelihoods in the community. He has since called on the Livingstone City Council to help control excessive drinking of alcohol among youths in his area. Headman Nyanzabili said youths usually misbehave after getting intoxicated and that there was no way they could even wear face-masks or observe social distancing.

…Caught flouting curfew in bar, Kenyan official quits Covid committee

N

AIROBI - The chairman of Kenya’s senate committee overseeing the government’s response to the coronavirus crisis has quit the post after police said he flouted an overnight curfew to enjoy drinks with others in a Nairobi bar.

“I will bear responsibility ... I apologise to Kenyans and I will face the full consequences of the law,” Johnson Sakaja, who represents Nairobi county and is a close ally of President Uhuru Kenyatta, told reporters yesterday. Police said Sakaja was caught in the early hours of Saturday morning drinking with about 10 others, long after a 21 hours – 04 hours curfew had set in. He is the first Kenyan official to lay on his sword after breaking the myriad lockdown rules. His lawyer and fellow senator Mutula Kilonzo said Sakaja would appear in court today to face undisclosed charges.

Kenya began easing its lockdown earlier this month, but kept the curfew in place as well as a prohibition on bars. There have been a string of arrests for people drinking illegally. The nation has so far reported just over 13, 000 confirmed cases of Covid-19 and 234 fatalities. Sakaja, 35, is one of a crop of youthful lawmakers who joined the legislature for the first time in 2013 on behalf of Kenyatta’s ruling party. Meanwhile, a popular Kenyan actor Charles Bukeko, who passed away on Saturday at 58, died in a car while waiting for admission to a hospital in the capital, Nairobi, his widow has told mourners. – REUTERS/BBC.

Ivory Coast ruling party says it has asked president to run again PARIS - Ivory Coast’s ruling party said yesterday it had asked President Alassane Ouattara to stand for a third term after the death of his chosen successor. Ouattara, 78, had said he would step down and named his close ally, Prime Minister Amadou Gon Coulibaly, as the RHDP party’s candidate for the October 31 ballot. But Gon Coulibaly died on July 8, leaving the party without a candidate in the run-up to an election that is expected to test political stability in the world’s top cocoa producing nation. The vote is expected to be the most hotly contested since

2010, when Ouattara’s victory over incumbent Laurent Gbagbo sparked a brief civil war in which 3, 000 people died. Coulibaly’s death, less than a week after he returned to Ivory Coast from an extended medical leave in France for heart issues, had raised fears of a scramble for power. “A majority of our supporters have turned to President Alassane Ouattara. He is our solution, and I have explained this to him,” the party’s executive director, Adama Bictogo, told RFI radio. Ouattara’s candidacy would help avoid bitter succession battles, Bictogo added.

Burundi arrests local administrators for robbing residents

BUJUMBURA - Police in Burundi have arrested 12 people, including local administrators, on charges of robbing residents returning from neighbouring Tanzania, a police spokesman said.

The arrests in southern Makamba province took place two days after security minister Gervais Ndirakobuca warned police and administration officials against engaging in bribery and other corrupt practices.

Police spokesman Pierre Nkurikiye said the 12 arrested included three administration officials he said had robbed citizens of their money after they returned from working in Tanzania. "They stripped their victims of their belongings and money. And those who escaped paid exorbitant amounts of money as transportation fees to reach their home villages," he said in comments aired on state television. new president, Evariste Ndayishimiye, took office last month promising to unite the country and uphold citizens' rights. Mali mediators call for power-sharing government BAMAKO - West African mediators trying to resolve Mali’s political crisis have proposed a power-sharing government and a new constitutional court, following huge demonstrations. President Ibrahim Boubacar Keïta had already made a similar offer, which was rejected by the opposition. The demonstrators are insisting that the president resigns, saying he has failed to address jihadist violence, corruption and Mali’s economic challenges. – BBC.

Nigerian Foreign Minister Onyeama tests positive for coronavirus

ABUJA - Nigerian Foreign Minister Geoffrey Onyeama said on Sunday he had tested positive for Covid-19, and became the first member of President Muhammadu Buhari’s cabinet to contract the new coronavirus. Onyeama, 64, said on Twitter he had taken a Covid-19 test because of a throat irritation. Buhari’s cabinet has been conducting executive council meetings virtually as part of measures to keep the government working while abiding by social distancing rules. – REUTERS.

Brazzaville’s ex-mayor imprisoned for corruption

BRAZZAVILLE - A court in Congo-Brazzaville has sentenced the former mayor of the capital Christian Roger Okemba to five years in prison for corruption. His wife wife was given a threeyear suspended sentence. Okemba, who was elected Brazzaville’s mayor three years ago, was accused of transferring $2m of public funds into a private bank account. They must both pay a fine of $350, 000 to the mayor’s office. – BBC.

Charles Taylor’s ex-wife back in Liberia

MONROVIA - Agnes Reeves-Taylor, the ex-wife of Liberia’s former President Charles Taylor, has returned to the country after a UK court dismissed war crimes charges against her seven months ago. She was charged in 2017 over a string of offences - some involving children - during the West African country’s civil war. She denied wrongdoing. Her ex-husband is serving a life sentence for war crimes in Sierra Leone. – BBC.

Nigerian official collapses at graft hearing

“Why should we take the risk when we have this certainty,” he said. “If he (Ouattara) refuses, we then we’ll look into it and make a decision. For now, I have no other candidate in mind.” Ouattara would announce his decision in the next few days, Bictogo said. Ouattara has previously said he would prefer to hand over power to a new generation, although he also says he has the right to run again under a new constitution adopted in 2016. Octogenarian ex-president Henri Konan Bedie of the former ruling PDCI party has declared that he will run in the election. – REUTERS.

Nkurikiye

“They stripped their victims of their belongings and money. And those who escaped paid exorbitant amounts of money as transportation fees to reach their home villages,” accused local administrators, security services and the youth wing of the ruling party of torture, gang-rape and murder of political opponents. The government has dismissed the accusations. – REUTERS.

ABUJA - A Nigerian government official answering questions on mismanagement of funds collapsed on live TV while facing lawmakers. Daniel Pondei, who is the acting managing director of the Niger Delta Development Commission (NDDC), was

being questioned by a committee in the House of Representatives when he slumped forward in his chair. There was a commotion as attempts were made to revive him, with several people fanning him while a man who looked like an aide, stuck his hands into Pondei’s mouth to stop him from choking. Thereafter, he was helped out of the auditorium leaning on two men. Pondei had been grilled for about 45 minutes on alleged mismanagement of funds at the NDDC, where details of massive spending have come to light in recent weeks in a hearing that has shocked Nigerians. He has said that the spending was justified. – BBC.

…as Ministry of Health announce 10 positive Covid-19 cases from Ndola

T

By MICHAEL MIYOBA HE Ministry of Health has indicated that only 10 people tested positive for Covid-19 in Ndola. Minister of Health Chitalu Chilufya said out of the 178 positive cases, four were from health care facilities in Ndola, five were from routine tests while one had contact with an infected person. During yesterday’s Covid-19 update at the Ministry of Health, Chilufya said the death toll related to Covid-19 has continued to rise with the country recording 128 deaths. The 178 Covid-19 positive cases out of 959 tests conducted, brings the cumulative number to 3, 326 positive cases in the country. “The new cases include 104 that were screened in our health care facilities, 97 in Lusaka and four in Ndola, one in Mufulira, one in Chililabombwe, and one in Chingola, 35 cases where contact to known cases and these include 19 from Lusaka, six from Lufwanyama, four from Mufulira, two from Mpongwe, two Chipata, one Ndola and one Kitwe. “Twenty-nine were out of routine screening, 22 Lusaka, five from Ndola, one Mufulira, one Chililabombwe and six were health care workers, four from Kalulushi and two from Lusaka,” Chilufya said. However, the statistics given by Chilufya dispute what Forest Rangers FC stated on Saturday that 28-members of the club had tested positive for Covid-19. “In accordance with the health guidelines that have been put in place by the Ministry of Health and FAZ for football teams to take Covid-19 tests before the league resumes, Forest Rangers players and staff took the tests earlier this week,” Forest Rangers communications manager Christine Zulu. “A total number of 58 took the test from which 30 were negative as earlier reported and 28 positive cases. The club is in touch with the District Health team for necessary precautions.” Rangers broke the news a few hours before they faced Zanaco in a league opener which was eventually cancelled by health officials, a move which shocked Zanaco FC who demanded to be given three points for the cancelled game. Efforts to get a comment from Forest Rangers proved futile by press time.

Have patience, Mulenga tips contact sports disciplines By MICHAEL MIYOBA MINISTER of Sports, Youth and Child Development Emmanuel Mulenga has urged sports federations that haven't resumed their games to remain patient. Mulenga said Government continues to monitor non and semi contact sports which have been allowed to resume before it can guide on contact sports. And Mulenga expressed delight that some FAZ Super Division fixtures were fulfilled despite some teams

having recorded positive cases of Covid-19. A total of 32 players from Forest Rangers, Zesco United and Power Dynamos are reported to have tested positive for Covid-19.
