‘COVID CAN WIPE OUT NATIONS’ By AARON CHIYANZO

HE Covid-19 pandemic has the potential to wipe out nations when preventive measures are not followed seriously, frontline health workers and a Covid-9 patient have said. Frontline health workers and a Covid-19 patient, Robert Kolala at Levy Mwanawasa Isolation Centre in Lusaka have warned against taking the coronavirus outbreak as a hoax. Speaking from the isolation centre through a virtual chat with Health Minister, Dr Chitalu Chilufya, Mr Kwalala said Covid-19 was real and not a hoax. He said when he was taken to the isolation centre he could not speak and had an

endless cough. Mr Kolala who is recovering after being on oxygen for several days emphasised the need for going to health facilities early when one was not feeling well. He said it was important to detect the virus early to ensure that it was managed promptly before worsening. “I must tell you friends, brothers, sisters, mothers and fathers out there that Covid-19 is real, it’s not a hoax. It is also not just a disease for foreigners, anyone can get it and it has the potential to wipe out nations. So let’s ensure we get help early,” Mr Kolala said. And some frontline health personnel called on the public not to trivialise any symptoms as not being Covid-19. Meanwhile, Dr Chilufya urged the public to adhere

to Covid-19 preventive measures, saying that there were many cases in the community than those picked up so far. He also said Zambia had in the last 24 hours recorded 71 new cases, out of the 209 tests carried out. Dr Chilufya said the new recorded cases were from Lusaka, Solwezi, Ndola and Kalulushi. He said 465 Covid-19 patients have been discharged. Dr Chilufya explained that 21 patients were on oxygen support machines and that two were in critical condition. He also says the total death toll stands at 140. Dr Chilufya also said several Members of Parliament who tested positive were under care but some were discharged.

THE United Party for National Development (UPND) should demonstrate and display the character of a party ready to rule the country and not advocating for anarchy, Government Chief Whip Brian Mundubile has said. Mr Mundubile said that there would be chaos in the country in the unlikely event that the opposition was given chance to rule the country. "There would be bad governance in the country should the UPND be given even one hour to rule this country because the party is relying on calamity such as deaths, COVID 19, and adverse climate change, to make political

Mr Mundubile, who is also Mporokoso Central Member of Parliament, said irresponsible conduct in the opposition party leadership had led to total breakdown of control and management. He charged that leaders in UPND lacked the requisite qualities and wondered how such leaders would manage a country like Zambia. Mr Mundubile advised Zambians to closely scrutinise such leadership as the country goes to the polls next year. He said that the Monze experience where President Edgar Lungu was booed was one of the unfortunate events that was supposed tobe condemned by the opposition party leaders.

Zambian students back from China By NATION REPORTER ZAMBIAN students who recently graduated from various universities in China are back in the country. The students started arriving yesterday. Due to existing international flight restrictions brought about by the Covid-19 pandemic, flights into and out of China are limited and fares of the few available flights were quite steep. Dr Banda said that the decision to suspend the two councils has also been arrived after a tour which was undertaken in Emmasdale, Lusaka on Friday, where some irregularities in the planning permissions were discovered. He noted that there are some irregularities in many councils across the country but that Lusaka and Kitwe have gone overboard. The minister hoped that councillors in the two councils will come back as good civic leaders after the three-month suspension. “This press briefing is a follow up to the altercation between Matero Member of Parliament Lloyd Kaziya and Matero councillor for ward 28 Annie Chinyanta,’’ he said Dr Banda has also directed the LCC to immediately revoke the temporal licence of an individual who wanted to erect a container at Vubu road. Mr Kafwaya was the third minister who had suffered from the deadly pandemic after Minister of Health Chitalu Chilufya and Minister of Information and Broadcasting Dora Siliya. In a statement yesterday, Mr Kafwaya said he had recovered and was now back at work. ‘‘Thank you to the health professionals both at Kasama General Hospital where I was initially admitted and at Levy Mwanawansa Teaching hospital where my healing was completed” Mr Kafwaya said.

TIMELY ACTION FOR those who have followed the land scandals in the country, the suspension of two of the country’s biggest councils – Lusaka and Kitwe - is not surprising. These are councils in which illegal allocation of land is rife, with some cases pending in the courts of law. Ideally, by virtue of being city councils, they should be acting as role models to smaller local authorities. Minister of Local Government and Housing Charles Banda yesterday announced Government’s decision to suspend the two councils. At the same time, the government also announced the suspension of their land agency through Lands Minister Jean Kapata. The minister said that he has decided to suspend the two councils under section 58 of the Local Government Act. He said this will give chance to correct ills in the two local authorities. Dr Banda said that the decision to suspend the two councils has also been arrived after a tour which was undertaken in Emmasdale, Lusaka on Friday, and discovered some irregularities in the planning permissions. This is hardly surprising to keen observers on the operations of the Lusaka City Council on its dealings with land issues, particularly in Emmasdale residential area. This is one area in which this newspaper has reported repeatedly on how some roads have been closed because “a person of influence” managed to “persuade” the city fathers to allow for the construction of a wall. This has not only inconvenienced ordinary citizens but even government institutions as illegal developments have been allowed near their premises thereby disrupting the flow of traffic. But these issues have all been ignored. What broke the camel’s back appears to be a public alternation between Matero Member of Parliament Lloyd Kaziya and a Matero councillor for ward 28 Annie Chinyanta that went viral – though that could be one of the few instances one could thank social media. That public quarrel between the two leaders that was roundly condemned by the public prompted Dr Banda with Ms Kapata to make an on the spot visit. Dr Banda said after touring the site to establish whether the land in question was indeed a road reserve and not suitable for any form of development. It was found that an individual was given temporal permission by the council to install a trading container on temporal basis for six months. Dr Banda explained that the land in question is on a road reserve and directly under the 11 KV Zesco pylon hence the area is unsuitable for the intended development. He said that the government will not tolerate any illegality and disorderly allocation of land and that any officer or civic leader found wanting would be reprimanded. Dr Banda, while conceding that illegal land dealings were rife throughout the country, noted that Lusaka and Kitwe had gone overboard, and we agree. Just last week, Local Government Permanent Secretary Bishop Ed Chomba was forced to cancel all approved permits for plots near the Presidential Guest House in Kitwe. Some plots were barely five metres from the building. And the strange thing about the Kitwe saga was that councillors were implicated as being behind the allocations. It is such illegal acts in local councils that result in the public losing confidence in local authorities, which are supposed to bring government closer to the people through decentralisation. Of concern is that some people seek elective office not to serve but to enrich themselves by abrogating their civil and legal obligations to engage in shady land deals. But hopefully, the decisive action taken against Lusaka and Kitwe will serve as a warning to other councils to get back to serious work and deliver.

PURSUING JUSTICE AND EQUITY WITH INTERGRITY

LAWYER ARRESTED OVER FRAUDULENT CONSENT JUDGEMENT POLICE in Lusaka have arrested a Lawyer, Charles Siamutwa in connection with a fraudulent procurement of a consent Judgement pertaining to legal contest over the ownership of Ultimate Insurance Company. Mr. Siamutwa of Charles Siamutwa Legal Practitioners has been arrested in Lusaka, together with a Ms. Mulemba Mudenda of the same legal firm. Police spokesperson Esther Katongo confirmed the development yesterday. Mr. Siamutwa allegedly prepared the Consent Judgment and signed the same jointly with a non-legal practitioner Howard Simutumba of Imasiku Law Firm which is nonexistent. It is alleged that Mr. Siamutwa, occasioned the Consent Judgement, without the knowledge of a Mr. Chanda Katotobwe, who claims to be the rightful owner of Ultimate Insurance Company. Mr. Siamutwa has been allegedly eluding the police for over two months. The fraudulent Consent Judgement allegedly procured by Mr. Siamutwa in the Lusaka High Court, relates to the case where three Marshlands Consortium Limited

Directors have been charged with forgery and uttering false documents over the ownership of Ultimate Insurance Company. The three are Tobias Milambo, Nachi Musonda, and Richard Lubemba. Mr. Milambo, 48 of Lusaka, Mr. Musonda, 33 of Chongwe and Mr. Lubemba, 31 of Lusaka, are facing 15 counts of forgery, obtaining money by false pretenses, and uttering false documents. It is alleged that the accused forged documents purporting to show that they had been appointed as Directors at Ultimate Insurance Company Limited. It is also alleged that between January 1, 2018 and December 31, 2019, the trio, with intent to defraud, forged a Valuation Report or stand 9192/35 situated on Manunga Road, Ndola. The trio allegedly forged the document by purporting to show that it was genuinely issued and authorised by Bitrust Real Estate Innovation Solution for Investors, when in fact not. Last week, the Lusaka High Court quashed an application for Judicial Review where the trio wanted to stay proceedings on the legal contest over the ownership of

Recently Paramount chief Chitimukulu revealed that Mr Hakainde Hichilema and the UPND had resolved to dethrone him as Chitimukulu as soon as they stepped into the corridors of power. The traditional leader however said he was not waiting for this and would act to prevent this from happening, “I think the only option is: PREVENTION IS BETTER THAN CURE. The problem is that some people create their own storms, but get mad when it rains,” he said in a veiled warning against the opposition party. But Senior Chief Mukuni came out with a scathing attack on Mwinelubemba for his revelations about the UPND and its leader Mr Hichilema whom he accused of plotting

his dethronement. Chief Mukuni claimed that the Bill 10 which Paramount Chief Chitimukulu appears to be a proponent of was what would dethrone him and not the UPND. He said he was initially reluctant to comment on the matter but he was forced to do so because the circumstances in which the accusations were being made could no longer be termed as ordinary. Senior Chief Mukuni also said that the Chitimukulu appears to overwhelmingly dependent on mere hearsay to find Mr Hichilema guilty by association, which by law of natural justice was unjust and unacceptable and draws dangerous precedent for future discourse. And PF Member of the Central Committee and Copperbelt Province chairman, Nathan Chanda has asked Mr Hichilema to write a bill of the 20 cows and a vehicle he purportedly gave the Chitimukulu so that UPND can be refunded. Earlier, Mr Hichilema, through his Northern Province youth chairman, Justine Mumbi, unleashed venom on Paramount Chief Chitimukulu demanding for the 20 cows and vehicle allegedly donated to him to be given back.

THE Patriotic Front (PF) has dropped almost its entire North-Western Province executive led by former chairperson, Jackson Kungo from their positions for being implicated in illegal gold mining activities and theft of gold exhibits in Mwinilunga. PF Secretary-General, Davis Mwila announced yesterday the sacking of Mr Kungo and other officials after recommendations by the central committee. Mr Mwila said the decision was made after receiving a detailed report regarding illegal gold mining at Kasenseli Mine by the PF officials in the region.

Mr Mwila who warned that the ruling party would not tolerate any form of illegality and criminality from its members said the leadership will soon replace all those who had been dropped. Mr Mwila said the ruling party would not allow a few selfish individuals to engage in corrupt practices because they deny Zambia’s mothers, fathers and children in the rural areas access to basic services such as healthcare, education and proper sanitation. Further, he said, a team comprising Central Committee members will be deployed to North Western Province to ensure that affected Party structures in the province continue with

their usual programming. Meanwhile, Mr Mwila has urged the police to arrest PF Eastern Province youth chairperson, Emmanuel Banda who was in hiding for allegedly having attacked police officers at Lusaka Central Police with his friends. He said the central committee condemned the despicable reported incident at the Lusaka Central Police where Banda and his friends allegedly attacked law enforcement officers. He said the central committee had since called for the immediate stern action, which should culminate in the effective arrest and prosecution of all the perpetrators.

Court warns No-show ACC over delaying Kambwili case By OLIVER SAMBOKO LUSAKA principal resident magistrate Mwaka Mikalile has threatened to invoke relevant provisions of the law and free NDC leader Chishimba Kambwili and four of his co-accused if ACC continue causing unnecessary delays in the matter before her. This was after the defence lawyers expressed displeasure over the absence of the prosecutors in court without giving any reason. Kambwili, his son Mwamba and three others are facing several counts including dishonestly obtaining US$105, 220.07 from China Henan. The matter yesterday failed to take off after ACC prosecutors did not show up in court. Magistrate Mikalile said it was unacceptable for the matter to drag on for a long time without any progress. Kambwili, Mwamba, Mwamona Engineering and Technical Services, Lukwesa Musonda Brano and Mulenga Makasa Kapilima are charged with making a document without authority, uttering a false document and obtaining pecuniary advantage by false pretense. It is alleged Mwamoma Engineering and Kambwili on dates unknown but between August 1, 2014 and September 30, 2016, in Lusaka, dishonestly obtained US$105, 220.07 from China Henan, purporting that Mwamoma, a company which was subcontracted, was executing the works on Luwingu-Mansa road when in fact not. Kambwili and four others are also alleged to have presented a false ZRA tax clearance certificate to Zesco purporting that it was genuinely issued, resulting in the award of a contract of K8 million for the construction of houses and toilets under the Lunzua Hydro Power project, thereby obtaining pecuniary advantage of a contract sum of K1, 652, 482.81. When the matter came for trial, Magistrate Mikalile who expressed concern by the failure of ACC prosecutors to appear in court warned that if the ACC continue failing to prosecute the mater she was going to invoke some provisions of the law so that the case can restart when they are ready to proceed. The matter has since been adjourned to July, 31, 2020 for mention and setting up new trial dates.

HARARE - Reserve money, local banks’ balances sitting with the central bank, declined from $14.96 billion recorded on July 10, 2020, to $14.36 billion as at July 17, 2020, according to latest data released by the Reserve Bank of Zimbabwe (RBZ). The central bank said the decline, was largely due to a decrease of $1.09bn in RTGS balances, attributable to purchases of foreign exchange through the foreign currency auction trading system. RBZ governor Dr John Mangudya is on record saying, through the auction system, the bank has found a working formula to deal with the problem of exchange rate volatility, which had driven exponential price increases since February.

Since inception of the auction system, economic players have used their RTGS balances to buy foreign currency and in the process depleting the level of reserve money in the economy. During the week under review, businesses bought foreign currency worth US$15.98

Dear Editor, THE Statutory Instrument (SI) on street vending came into effect following the outbreak of cholera, a waterborne disease which claimed many lives mostly in Lusaka. The outbreak of the epidemic, Cholera spreads at an alarming rate and it affects many people across the country. The cause of the disease is attributed to poor sanitary conditions in our streets by street vendors and in some residential areas; the slums like Kanyama compound to mention but a few. The outbreak of the cholera epidemic once prompted President Edgar Lungu to directing Zambia Army personnel and their counterparts, the Zambia Air Force to be deployed in Lusaka’s central business district (CBD). This was in a bid to rid Lusaka of street vendors and cleaning of the city. The military personnel were in the CBD for five months that year. During this period, sanity was upheld in town. But alas! street vendors have gone back to the streets. Given this scenario, the government through appropriate authority should intensify the SI on street vending because this is now law. This can be done by redeploying security personnel in the CBD. Ultimately, the measures can prevent recurring of outbreak of cholera. But in response, Mr Bweupe said the councillor was an embarrassment to the local authority and to the party hence stern disciplinary action must be taken

against him to send a warning to others. I must say something because the councillor is inciting people to protest. “Inciting people is not leadership. You don’t do that, no matter the motive. Leaders must show people the procedure of doing things. You don’t teach people jungle law. It is unacceptable,’’ he said. THE Zambia Aged People’s Association (ZAPA) has condemned members of the public who are going around persecuting and accusing the elderly in society of being witches and wizards. ZAPA National Secretary, Cyprian Pombolokani said the manner in which society was treating the old people by suspecting them of being wizards was very unfortunate. In an interview, Mr Pombolokani said that there was too much stigma directed to the aged in society due to the mere appearance of white hairs. He said he was saddened by the knowledge that the perpetrators were the younger generation and family members of the aged. He stated that the younger generation and family members needed to embrace and accept the aged as they would not exist without them. Mr Pombolokani indicated that there was also a need to safeguard the Nation’s cultural values which were passed down by the elderly. He therefore, warned society to respect the elderly men and women in society and refrain from persecuting them.

Days numbered for criminals By SANFROSSA MANYINDA DAYS are numbered for the free-reigning criminals in Ndola’s Mitengo residential area as measures are being put in place to stop the escalating crime levels. Thieves in the area have gone on a rampage, stealing household items and pulling down Zesco cables. This has been happening for the past six months, raising concern among residents who have now mobilised to bring down the organised crime ring. Community members and Chifubu Member of Parliament Frank N’gambi will organise full police patrols to ensure that all criminals were wiped out. Mr Ng’ambi said in an interview that efforts were being made quietly and that all criminals would soon be brought down. Mr Ng’ambi warned that it certainly would not take long for perpetrators to be brought to book as the police service was well equipped and ready to arrest them.

‘SURVEILLANCE CAMERAS WILL IMPROVE SECURITY’ By ANDREW MUKOMA

HE installation of security cameras in public places and roads in Livingstone will lead to reduction in crime, the Livingstone City Council has observed. The local authority has had challenges in dealing with issues of public safety due to levels of crime and vandalism in particular. Council Public Relations Manager, Melvin Mukela, noted that once the cameras were operational, public safety and that of property would be guaranteed. Mr Mukela said the installation of security cameras would also help in reducing vandalism of public properties. He told the Daily Nation in Livingstone that the project of installing security cameras by

the Ministry of Home Affairs has come at the right time when the city has had challenges in fighting crime. "We have had issues with vandalism so, the security cameras will help us in protecting public infrastructure. "We have received the project with both hands, we are

excited as a local authority that the city for once will have security cameras," Mr Mukela said. He urged Livingstone residents to take the project as their own saying that it would help everybody. “As a local authority, we shall cooperate with the Ministry in ensuring that we

Bush fire kills 4 in Kasempa FOUR people in Kasempa were burnt to death when a bush fire engulfed the vegetable garden where they were working from. LOVE-HATE relationship is probably the best way to define the rapport that exists between the government and the mining sector. It is a love relationship because the government must adore it when the players in the sector pay their statutory dues whether in form of mineral royalties, Pay-As-You-Earn (PAYE) or income taxes. It is reported that more than 30 percent of government revenues were derived from the mining sector in 2019. The government must also love it in the event that any dividends are declared and paid by any one of the mining entities in which it has shares through ZCCM Investment Holdings. That tens of thousands of people on the Copperbelt and North-Western provinces earn their living working in the mining sector has to elate the government enormously, as must the fact that apparently up to five indirect and induced jobs are created for every one job in the mining sector. The government cannot but love it when mining companies procure from local suppliers and in the process inject hundreds of millions of Kwacha into the local economy per year, with the attendant externalities into the provincial and national economies. And ultimately, it must put a big smile on Government whenever those foreign exchange earnings flow in from the export of minerals, as it indeed must love it when more foreign direct investments flow into the mining sector to contribute to the growth of the sector and in turn to that of the economy of the country. Close to 80 percent of the country’s foreign earnings per year come from exports of minerals and several billions of dollars have been invested in mining operations over the last few years. But there is a flip side to the mining sector that the government cannot help but hate. The government must hate it when some mining business has to be dragged to the courts to prove that it was involved in under-pricing its copper, no doubt to get benefits of transfer pricing on one hand, while minimising the amount of tax paid in the country on the other hand. Surely such conduct, unearthed after conducting some audits, cannot endear the mining businesses to government. If the government were to

IT’S A LOVE-HATE RELATIONSHIP BETWEEN GOVERNMENT AND THE MINES hate that the multinational corporations that own most of the mines can afford to hire the most sophisticated and expensive tax advisors and lawyers because after all, these are paid for from the tax they avoid paying to the Zambian government, this should be fathomable. No government, let alone the government of Zambia, through its tax authority, can afford to hire the same level of tax expertise, especially with the constrained revenue base due to the tax arrangements of some of the mines. And no government loves to be in that position. It should be understandable if Government was to hate it when the mines know that the major reason it turned to increasing mineral royalty as a means of taxing them is because the mines resort to complex tax structures to avoid

It also cannot augur well when some of the mining operations threaten to discontinue operations due to revision of taxes. The only communication that this sends to Government is that such entities have managed to recoup substantial enough returns from their hefty investments, despite not having been declaring profits, to be prepared to walk away. And no sane person would blame the government if it hated the fact that despite some institutions, both locally and internationally, having quantified the illicit financial outflows from Zambia into billions of dollars annually and specifically identifying the minerals sub-sector as being involved, that despite eminent persons like the Secretary

And when the mining sector appears to mock the government that it is because it is poor at tax administration that it chose to burden the sector with simple mineral royalty tax, this cannot augur well. And to compound these issues, the government must passionately hate it that some of the mining companies would resort to mis-reporting the assays of the minerals they are due to export out of the

that it shoulders, together with the unbearable cost of servicing the same, by entities that would have made the government’s burden much easier and lighter if they had allegedly not been involved in illicit financial flows amounting to billions of dollars per year. Indeed, the Chamber of Mines in publishing a policy brief for a post-Covid Zambian economy entitled the Road to Recovery seems to either be completely oblivious to these dynamics of the relationship between government and the mines, or it has just deliberately chosen to completely ignore them. Unfortunately, whichever the case, it is very likely that Government would take the policy prescriptions in its report with a lot of scepticism. It is said that he who comes into equity must come with clean hands. Surely, given the adverse impact of Covid on economies, with Zambia projected to have its GDP grow -5.1 percent in 2019, it would have been a greatly welcome gesture if the Chamber of Mines were to bring an offer from the parent companies of the mining businesses to refund some of the gains they have enjoyed from illicit financial outflows, tax structures, transfer pricing, etc. For by that one measure alone, several billions of dollars could be returned and retained in the country and that would further go a long way to mitigating some of the adverse impact of Covid on the economy of Zambia, naïve as this may sound. Truly, the Chamber of Mines would cement its relationship

with Government on the love side if it were but to bring to the table one or two owners of mining companies to not only commit to paying back a few billions of dollars to go towards the costs of mitigating the impact of Covid-19, but to also further commit to start 2021 on a new footing of no illicit outflows, no adverse tax structuring, no mis-invoicing, no transfer pricing, etc. Undoubtedly, that would go a long way to turning around the fortunes of the Zambian economy post-Covid. Over and above addressing the issue of ill-gotten wealth, going forward, the Chamber of Mines would do well to put in its policy prescriptions for its members to embrace more environmentally and socially beneficial business practices such as impact investing and shared value strategies. Such practices if implemented would potentially ensure that the mining businesses avoid engaging in some of the dark sides of their trade, as well as promoting value-addition to the minerals in the country.

Furthermore, the mining businesses would do well to follow the Circular Economy approach in their operations which would ensure that they conducted their businesses more sustainably across the board. Finally, while the Chamber of Mines seeks to have access and dialogue with the government over relief measures during and post Covid, it would be a very welcome gesture for them to also host engagements with civil society organisations, church mother bodies, and indeed the public at large, to answer to some of the dark sides of mining practices and to commit to pursuing more fiscally beneficial business conduct among its members. Taking cognisance of some of the above dynamics, and indeed pursuing, if not implementing some of the measures, would not but set up a completely different basis for engagement and relationship between government and the mines, weighing more on the side of love.

WHO says travel bans cannot be indefinite

GENEVA - Bans on international travel cannot stay in place indefinitely, and countries are going to have to do more to reduce the spread of the novel coronavirus within their borders, the World Health Organisation said yesterday. A surge of infections has prompted countries to reimpose some travel restrictions in recent days, with Britain throwing the reopening of Europe’s tourism industry into disarray by ordering a quarantine on travellers returning from Spain. Only with strict adherence to health measures, from wearing masks to avoiding crowds, would the world manage to beat the Covid-19 pandemic, the WHO’s director general, Tedros Adhanom Ghebreyesus, said at a virtual news briefing in Geneva. “Where these measures are followed, cases go down. Where they are not, cases go up,” he said, praising Canada, China, Germany and South Korea for controlling outbreaks. WHO emergencies programme head Mike Ryan said it was impossible for countries to keep borders shut for the foreseeable future. “...It is going to be almost impossible for individual countries to keep their borders shut for the foreseeable future. Economies have to open up, people have to work, trade has to resume,” he said. “What is clear is pressure on the virus pushes the numbers down. Release that pressure and cases creep back up.” Ryan said Spain’s current situation was nowhere near as bad as it had been at the pandemic’s peak there, and he expected clusters to be brought under control, though it would take days or weeks to discern the disease’s future pattern. “The more we understand the disease, the more we have a microscope on the virus, the more precise we can be in surgically removing it from our communities,” he added. – REUTERS.

Tanzania opposition leader who survived 2017 gun attack to return from exile DAR ES SALAAM - A Tanzanian opposition leader and potential presidential candidate said yesterday he had started his return journey to the East African nation, days after police warned his supporters against gathering unlawfully to welcome him. Tundu Lissu, a strong critic of President John Magufuli’s government, was shot 16 times in an attack by unidentified gunmen outside his home in the administrative capital Dodoma in September 2017. At the time, Magufuli condemned the shooting and ordered the country’s security forces to investigate, but no one has been arrested. Lissu was arrested eight times in the year leading up to his attack and charged with incitement, among other alleged offences. His most recent arrest was in August 2017. He was released and shot more than two weeks later. Since then, he has been living in exile in Belgium, where he had undergone

OYDC resumes sporting activities By SPORTS REPORTER THE OYDC Zambia – Sports Development Centre has resumed its sporting activities at its facility having gone on an indefinite suspension in March following the outbreak of Covid-19 pandemic in Zambia. OYDC Chief Executive Officer Frederick Chitangala said in an interview the centre had been cleared by Health Authorities to resume all sports activities which were suspended indefinitely on the March 17, 2020 following the outbreak of the Corona Virus. Chitangala, expressed happiness that the the permit was granted and that before resuming activities key stakeholders such as national sports federations will be engaged to formulate a roadmap on how to resume sport at the facility as the country continue to record a surge in Covid-19 cases. He however said they would still hold on to their plans of immediately starting games due to the surge in Covid-19 cases. “We will be engaging national sports federations on how best we can resume selected sports disciplines with strict health measures. We are happy that we finally got the permit we have been waiting for,” Chitangala said. “However, given the t Covid-19 situation, we won’t resume any sport activity until further notice.” he said. Football has however started at the facility with Kafue Celtic who use the pitch at the Centre as its home ground having already started using it for their matches after the National Division One League resumed last week. Celtic are expected to host Prison Leopards in the coming few days in a week 25 postponed fixture.

‘LEAGUE SHOULD’VE WAITED’ …Medical expert sceptical about league resumption By MUKWIMA CHILALA

E cannot equate our scenario regarding to resumption of our league to that of Germany and the UK where their leagues are coming to an end because their level of preparation compared to Zambia are not at the same level, former national soccer team doctor Joseph Kabungo has said. Kabungo, is very sceptical at Zambia resuming leagues amid a surge in community transmission of Covid-19 cases. He said that unlike Europe and South Africa, there hasn’t been much that had been done in terms of preparation such as strict adherence to guidelines. He said that ideally what should have happened was

that before players returned for training, every participant in football including referees should have undergone tests and only start training after results were out. He noted that it was better just to suspend the league if there were challenges in getting results in good time unlike relying on getting the test results just minutes before a match was played. “The thing which we could have missed is paying attention to the details regarding preparation for the teams before they get back to training and even before they could actually resume active competitions,” Kabungo said. If we are not able to support the league in terms of having tests and results availed in good time, then I think it’s not the best time to start the league. The most responsible suggestion is not to go on with the league at the moment not until it is safe to do so. And Kabungo noted that the huge numbers of new cases that had been recorded in the last seven days was of great concern and that football was no exception. The Zambian Super Division resumed last week with the Football Association of Zambia insisting that the league would only end after all the matches had been concluded on the log.

Keep fit, Olympics squad urged By MUKWIMA CHILALA THE National Olympic Committee of Zambia (NOCZ) has called on athletes who have already qualified to the rescheduled 2020 Olympics slated for next year to continue preparing for the tournament without ceasing. NOCZ president Alfred Foloko said that as role models and given the challenges at hand, there was need for athletes to lead by example in preparing for the games which have been moved to July in Tokyo. Foloko was speaking in commemoration of exactly twelve months to the tournament which should have officially opened on July 26, 2020 but has since been moved to the same date in 2021. He noted that qualification to the world’s greatest sporting showpiece still remains valid and that his executive remains committed in making sure the athletes’ Olympic dream come true. ‘’Since athletes are among our best role models in our society and given the challenges we have at hand, let me take this opportunity to urge you all ‘athletes’ to continue preparing for these Olympic Games without ceasing until such a time so that we are over these unprecedented times and the Olympic flame calls, you will then be able to perform at your level best,” Foloko said. The 2020 Olympics were moved to next year due to global outbreak of the Covid-19 pandemic that had also seen suspension of all sporting activities around the globe.
