A State witness yesterday testified before the Lusaka Magistrate court how Lusaka lawyer Martha Mushipe and other UPND members formed a crack squad with the intention to cause violence ahead of the 2016 general elections. NXIETY has hit Parliament after six legislators tested positive to coronavirus. The lawmakers are admitted in different hospitals in Nairobi, with one said to be in the Intensive Care Unit (ICU). Meanwhile, sources revealed that many other legislators who had come into contact with their positive colleagues rushed to get tested during the weekend, raising fears that the number of the positive cases could rise once their re-
sults are released. Among those said to be in the hospital is a ranking member of the National Assembly, who by virtue of his office, is feared to have exposed himself to many of his colleagues, with confidential sources indicating to The Standard that more than 20 legislators had gone for tests after learning of his hospitalisation. YOUTH EMPOWERMENT THERE is a danger that Government’s attempts to empower youths might not yield the desired results if these are not based on a strong foundation. It is well and good that the government is taking pragmatic steps to answer to the cries of the youth – particularly those without jobs by releasing funds aimed at empowering them. But this, without a well laid out programme might just be pouring money into a bottomless pit which will merely leave a huge deficit in the country’s finances. Just on Sunday, Youth, Sports and Child Development Minister, Emmanuel Mulenga disclosed that Government was mooting out another empowerment scheme for the general youth populace He said this was for those not covered by the K30 million stimulus fund announced by President Edgar Lungu for artists. The minister said, a consortium of ministers would be meeting at Mulungushi International Conference Centre this Thursday to hammer out an empowerment scheme to cover the rest of the youth with various entrepreneurship skills. Government must look at past failures to ensure that this time round, it comes out with a win-win situation. We say so because in 2015, Government initiated a Youth Empowerment Fund to provide startup capital for youths with viable business plans. Through the Youth Empowerment Fund, 1, 300 youths benefitted from the K52 million which was disbursed. Government also acquired Higer buses on loan which were distributed to youth associations as a way of empowering them. But there are no success stories to sing about. The initial beneficiaries have failed to honour their obligation of paying back so that others could benefit. Of late, the youth have been in the news – the good and the ugly. However, those who have attracted much attention appear to be those who can best be described as social misfits active on social media. But it is those youths who have a genuine desire to improve their economic standing and make a meaningful contribution to the country’s growth who must be given all the support to give them a kick-start. Our advice to Government is that it must spearhead the formation of a national taskforce that should then be broken to provincial and district levels to ensure that there is coordination. At district level, which will be the anchor, the taskforce should comprise churches and community leaders who will identify areas in which the youth need financial input from the state. We note that the government has for example through the Citizens Economic Empowerment Commission (CEEC) created industrial hubs through which it is promoting welding, plumbing and promoting aquaculture. There is mining for gold, manganese, emeralds which could absorb a lot of youths needing help from the CEEC. These if well monitored and supervised could help reduce unemployment among youths. The youth empowerment drive must not be viewed as a partisanship scheme restricted to those viewed as Patriotic Front followers. It must from the start convince the sceptics that it is a national programme for employment creation that does not differentiate within the political divide. Those youths in Sinazongwe for example doubting its effectiveness must be brought on board and assured that no one will be left behind. The more reason why we have suggested that the taskforce must start from district level. The youth population is a potent force that must be harnessed in a productive manner for them to play their role in national affairs. They must not be used as foot soldiers to spread terror during election campaign as has been witnessed in past elections. Their vote must be earned through programmes that identifies and promotes their interests. They must be embraced in the nation’s governance programme.

HOSE who are known for plundering the resources of this nation by engaging in underhand methods such as corruption to enrich themselves must never be allowed to vie for nay position in this country, says good governance activist Edward Mumbi. And Mr. Mumbi says those at Anti-Corruption Commission (ACC) who are using their positions to destabilize the PF by chasing after ministers with frivolous corruption cases must step down and wait for their promised change of Government. Mr. Mumbi, in an interview said all those vying for office in the 2021 election but know that they have skeletons in their closet must not be allowed to stand if the country is serious with fighting corruption and plunder of national resources. He said there are some people who were known for auctioning the country to the highest bidders and that putting

Foreign mining firm must partners with locals By PETER SICHALI GOVERNMENT should amend the Mining and Minerals Development Act to compel foreign companies to partner with local firms in all mining activities to reduce externalization of funds, Small Scale Miner Danny Mwila has said. Mr Mwila said the government should amend the Act to make it mandatory for foreign firms to be in partnership with Zambian companies before being awarded mining licenses. “We have been calling on Government to amend the Mining and Minerals Development Act to stop giving mining licences to foreign investors unless they partner with local

Cops ward off illegal Petition against Lungu land dealers By ROGERS KALERO ARMED police in riot gear have been deployed in ZAMTAN area in Kitwe to stop unscrupulous people from encroaching on a piece of land belonging to an individual only identified as Nshimbi. The police presence has been prompted by a court order which the owner obtained to stop people from invading his land. Recently, there had been an upswing I illegal land allocation on the Copperbelt and other areas, with some claiming to be political cadres. The police were deployed in the area at the weekend to stop people from illegal allocation of land which had become rampant in many areas. A check by Daily Nation showed several police officers in riot gear, keeping vigil on the land in question in Zamtan area on the Kitwe-Ndola dual carriageway. Copperbelt Police Commissioner Charity Katanga told the Daily Nation that officers had been deployed to prevent land invasion after receiving a complaint from the property owner. Ms Katanga said the heavy police presence in the area was an operation to stop people from encroaching on the piece of land which belonged to an individual. In a separate interview, Kitwe Town Clerk Mbulo Seke said the owner of the land got a court order to stop people from illegally allocating plots on his land.

And Mr Mundubile has castigated some section of society peddling lies that the Patriotic Front (PF) was hurrying to amend the constitution in order to give a chance for the Head of State to contest the 2021 general elections. He said in an interview yesterday that people who want to petition President Lungu’s nomination claiming that he was not eligible, could do it now so that they sought clarification from the Concourt. Mr Mundubile was reacting to claims by constitutional lawyer John Sangwa whom was quoted in some section of the media that he had already drafted the petition to challenge President Lungu’s nomination in 2021 because he was not eligible to contest the elections. “The issue to do with the President Lungu’s eligibility was taken to the Constitutional Court, the court came up with the judgment and as we stand we need to respect it. “As Patriotic Front we know that President Lungu is eligible to stand in 2021 according to the interpretation of the Concourt, so the decision of the Concourt is final. Constitutional lawyer counsel Sangwa has the right to petition but we don’t expect the different outcome. Local contractors cry for payment By PETER SICHALI LOCAL contractors subcontracted to work on the Nakonde-Kanyala road have bemoaned nonpayment of over K5 million. The affected contractors include, Riverford Logistics (z) Ltd, Chalibert Investments, Jafro Enterprises and Yason Investments. Speaking on behalf of other affected contractors, Kelvin Sitali, said all the local contractors from Muchinga Province who were subcontracted on 20 per cent sub-contracting policy had not been paid despite completing works in September last year. Mr Sitali said the four local contractors did not get any advance or mobilisation fees and therefore they executed the project on borrowed money. He said Government should speed up the payment of contractors so as empower local contractors. Mr Sitali said the nonpayment had resulted in the contractors failing to pay workers some of whom had families they were looking after. “The problem that we have is that we, the small scale contractors, are the largest employers in Zambia and we all know and have been hearing people talk about local contractors not performing and not doing a good job, these are some of the reasons,” Mr Sitali said. He said it was unfortunate that the local contractors had been waiting for months despite Road development Agency (RDA) regional engineer inspecting the works. Mr Sitali said the Chinese engineer in-charge of the project had since left for China without signing the necessary payments for Government to release the funds.

They had stated that while the Speaker was well within his power to respond to the point of order that was raised on the floor of the house, he exceeded his powers when he proceeded to apply the purpose canon of interpretation of statute in order to cure the lacuna that he identified in Article 72 of the Constitution. The judges stated that Dr Matibini exceeded his power as the function of interpreting the law in the Constitution was vested in the judiciary, the branch of government to who he is assigned that delicate task.

Mr. Phiri said during the meeting Ms Mushipe prepared an oath of secrecy which was administered to those in attendance as a commitment that they will not disclose what was discussed to anyone. He told the court that the seditious document was found in one of the offices at Ms.

CONTRACTION of bonds by Government must be done in a strategic manner so that the country does not slide into debt stress, former Minister of Finance Katele Kalumba has advised. "Any contraction of bonds must be thought through carefully. I believe there are people with the technical knowhow in the Ministry of Finance and Bank of Zambia who have intellectual capacity to look into the implications of contracting bonds,” he said.
Dr Kalumba was reacting to the decision by Government to contract K8 billion bond to pay contractors and retirees. But Dr Kalumba said Government should ensure that the money being contracted did not give the country the burden when repaying back. He said that it was important to look into the component of when the bond would mature so that the country could not slide into stress when paying back as it was supposed pay other bonds which were about to mature. THE UPND has vowed to start holding meetings and interact with the electorates despite the ban on gatherings in the wake of Covid-19 pandemic. UPND deputy spokesperson, Cornelius Mweetwa, said the decision had been reached after noticing that the ruling PF had been holding meetings throughout the country without adhering to the Covid-19 guidelines. Mr Mweetwa said UPND had been facing challenges holding meetings including intra-party elections in the face of the Covid-19. The problem he said, had been worsened by the alleged biased application of the Public Order Act. Mr Mweetwa, who is also Choma Central Member of Parliament was speaking during a media briefing at Nokemu Lodge in Livingstone yesterday. Bumper harvest should benefit famers and consumers Dear Editor, THE Minister of Agriculture, Mr Michael Katambo announced that Zambia had recorded bumper harvest of maize for the 2019/2020 farming season. This entails that it should benefit both the farmers and the consumers. In a nutshell, farming is a business and as such, farmers should get real value for their money. This can be done by offering the farmers a reasonable price for their produce so that they can recoup the cost they incurred in producing the crop. Farmers, especially those in remote areas are in most cases exploited through lower prices by unscrupulous or briefcase buyers. This is not good on the part of farmers who work very hard and spend dearly in producing the crop. Worse still, this scenario negates agribusiness in general by downplaying the morale of farmers. This problem can be averted if the Food Reserve Agency (FRA) can resort to buying maize from farmers in remote areas of the country. In this way, farmers will benefit. It is a well established fact that nshima is the staple food for the majority Zambians, In view of this, I implore the millers to consider reducing the price of mealie meal. Ultimately, the consumers will benefit through the lower price of mealie meal as a result of the bumper harvest. AS PRICES SPIKE IN ZIMBABWE, IS IT ON THE EDGE AGAIN? of the Zimbabwean dollar continues to tumble, pushing official annual inflation to 785.6 percent in April. Poverty is deepening among the majority of the population - UN aid agencies say some 7.7 million people, or half of the population, require food assistance. A loaf of bread went up 36 percent last month and last week a 10kg sack of cornmeal jumped 30 percent. On Wednesday, the price
of fuel soared by up to 152 percent. A similar rise in January 2019 sparked countrywide demonstrations in which at least 17 people were killed. “Things cannot continue this way. These people should just admit they have failed,” said Harare resident Timothy Bhaureni, referring to President Emmerson Mnangagwa’s government. Mnangagwa, who took power
in 2017 following a military coup pledging to revive the moribund economy, now blames the economic malaise on unnamed “political detractors.” “We are witnessing a relentless attack on our currency and the economy in general through exorbitant pricing models,” Mnangagwa told his ZANU-PF party’s politburo on June 10. “This battle is being fuelled by our political detractors, elite
opportunists and malcontents who are bent on pushing a nefarious agenda,” he added. “It has become apparent that among us there are wolves in sheep’s clothing,” he said last week. In a dramatic move, and adding confusion to an already restless population, the government on Friday night suspended all mobile money transactions, the most widely used platform to make and

Gold edges closer to $1, 800 as virus cases surpass 10 million JOHANNESBURG - Gold futures edged closer toward $1, 800 an ounce - a level last seen at the end of 2011 - as demand for haven assets surged amid concerns over rising coronavirus infections. Bullion is heading for its best quarter since 2016 as deaths surpassed 500 000, worldwide and confirmed cases exceeded 10 million, according to Johns Hopkins University data. The increasing numbers are a chilling reminder that the deadliest pandemic of the modern era is stronger than ever. The precious metal has rallied 17 percent this year as governments and central banks implemented stimulus measures to aid economies battered by the pandemic. Liquidators start auctioning SA Express’ assets and soliciting buyers JOHANNESBURG - SA Express’ provisional liquidators have started auctioning more of the airline’s assets as they race against time to avoid a final liquidation. GoIndustry DoveBid SA has advertised auction of SA Express’ Bombardier jets, engines, other equipment as well as licences and other infrastructure “required to operate an airline in Southern Africa.” In the advert which GoIndustry DoveBid SA says was ordered by the airline’s joint liquidators, it also said that it is accepting offers for either
the assets or “the sale of the business in its entirety as a going concern.” The North Gauteng High Court in Pretoria gave the joint SA Express provisional liquidators the greenlight to sell and transfer property of the state-owned airline in midJune. It also allowed them to try and attract new investment for the airline. SA Express was placed into provisional liquidation in April after its business rescue rescue practitioners and the Department of Public Enterprises could not agree on a rescue plan. This followed the placing of the regional airline into business rescue by one of its service providers, ZieglerSA, in February. The joint provisional liquidators are trying to avoid final liquidation so that the airline will not lose its operating licence. IMF endorsement crucial - Mutati By BENNIE MUNDANDO

N International Monetary Fund (IMF) endorsed Economic Programme for Zambia will provide an immediate confirmation to the global financial community that Zambia’s economic plans are credible, former Finance Minister Felix Mutati has said. The IMF and Government have commenced the virtual consultative and information exchange mission for Zambia, with the Bretton Woods institution describing the engagement as the most important stage of its relationship with Zambia since 2017. IMF Mission Chief Dhaneshwar Ghura announced during the meeting that his staff team now had the mandate of IMF management to discuss an economic programme for Zambia.
Mr. Mutati And speaking to the Daily Nation yesterday, Mr. Mutati said if an agreement were to be reached with the IMF, it would provide an immediate confirmation to the global financial community that Zambia’s economic plans are credible. He said the financial assistance that would come with an IMF agreement would be crucial in providing policy support to correct macro-economic challenges. He said an IMF endorsed Economic Plan would address challenges such as exchange rate volatility, declining domestic revenue collection, addressing the budget deficit, providing a basis for debt restructuring with commercial lenders as well as bilateral lenders, provide stability in capital flows especially from portfolio investors and restore confidence, stability, and growth. He said once that is attained, Zambia was assured of similar responses from other Bilateral and Multi-lateral agencies in supporting Zambia’s financial plans. “As an illustration, the World Bank has already stated its intention to provide Zambia with budget support provided an agreement is reached with the IMF on an Economic Programme. Similar responses are likely to come from other Bilateral and Multi-lateral agencies in supporting Zambia’s financial plans. “Critical in moving this process forward, it is essential that IMF re-instates a Resident Representative based in Lusaka, as this would help improve coordination among cooperating partners engaging Government as well as strengthen the on-going consultations between Government and the IMF,” Mr. Mutati said.

ZESCO’s vision is to sell bulk power in the region and generate the much needed revenue, says company Senior Manager Corporate Affairs, John Kunda. Dr Kunda said the Zesco would strive to have as many big customers in the region as possible to ensure that enough revenue was generated. “Our vision is to sale power into the region once we fully meet the local demand for power. And we would like to have as many big customers as we can have. We are looking forward to having a many of them,” he said in an interview recently. Dr Kunda indicated that Zambia was currently exporting power to neighbouring countries but quickly mentioned that the electricity exported was in small quantities.

He said there were times, especially in areas near the borders, where Zambia had to also depend on other countries to supply power to those areas. “Zambia does import power especially in border towns, Malawi and Zambia. So you will find that sometimes we get power from the other side and sometimes we give them power as well. “So because we are part of the Sothern African Power Pool, there are moments when we do those purchases. It is not much that we can talk about, but it is negligible in terms of the demand,” Dr Kunda said. Dr Kunda explained that the exchange of electricity was a common phenomenon in the region. TAZARA retirees commend government for releasing funds to dismantle arrears THE Association for Retirees of the Tanzania Zambia Railway Authority (TAZARA) and TAZARA Crews and Allied Workers Union (CRAWUZ) have commended government for releasing funds to dismantle pension arrears for former workers at the railway company. Retirees’ Association Chairperson, John Kangwa said the money will provide relief to the total of 330 ex-TAZARA workers on the Zambian side who are on the waiting list for pension benefits. Mr Kangwa regretted that most of the former workers have died without getting their terminal benefits. He said the families of the deceased former worker who include widows, widowers and orphans will receive the money which government has released. “We want to thank government for thinking of us especially during this rough time… as you know some of our members retired as far back as 2003 and are still waiting for their benefits at the same time some have died leaving behind their money,” Mr Kangwa said. Government has transferred a total of K14 million to Zambia State Insurance Company (ZSIC) Life Limited and the National Pension Scheme Authority (NAPSA) to pay exTAZARA employees.

The K14 million is from the K30 million which government released to dismantle domestic arrears for Ex-employees of TAZARA, ZAMTEL and former Railway Systems of Zambia. Mr Kangwa has since advised ZSIC Life Limited and NAPSA to ensure that intended ex-workers benefit from the allocation. And CRAWUZ President, Bevis Silumbe has urged government to be consistent in the disbursement of funds towards dismantling of pension arrears. By ANDREW MUKOMA ALL institutions and ministries responsible for administering youth initiative funds must discharge their duties without any political favouritism, Sinazongwe Member of Parliament Gift Sialubalo has said. Mr Sialubalo said in many instances, youths from other political parties were left out by authorities, opting for those from the ruling party to dominate. He said that as a way of empowering every Zambian youth regardless of their political parties, the money that President Edgar Lungu had directed to be given out must benefit everyone.
He told the Daily Nation in an interview that youths from Sinazongwe were expectant of the funds. He explained it was not just the youth in Lusaka or Copperbelt had been affected by the COVID-19 but all youths in the 10 provinces of Zambia. Mr Sialubalo said that going by President Lungu’s pronouncement on youth funds, he expected the funds to reach out to everyone. “Usually such incentives do not benefit other youths from other political parties but those from the ruling party alone. “For this one, it is our expectations that institutions and ministries charged with the responsibility to administer funds like we heard from the pronouncement, must be shared equally among youths without giving priorities,” Mr Sialubalo said. But UPND Sinazongwe district youth chairman, George Bbabi, doubted if the money would benefit those from opposition political parties. Mr Bbabi said that in the past those from the opposition never benefited from such. “We in opposition can’t even waste time over that money because we are not counted...we know that we can’t benefit,” he said.

Mwinilunga roads project resume By JACKSON MAPAPAYI TOWNSHIP roads construction project in Mwinilungu has resumed with the contractor, Nakangea Construction Limited, working at full throttle. This is after being inactive for some months. Mwinilunga District Commissioner, Anort Mapulanga, said about 66 percent of works on the 16 kilometre project had been done. He said the upgrading of township roads to bituminous standard would help the people of Mwinilunga in many ways especially motorists.

Activist takes on ECZ over ward byelection By CHINTU MALAMBO
GOVERNANCE activist Isaac Mwanza has accused the Electoral Commission of Zambia (ECZ) of having conducted a by-election in Chilongozi ward where a Councillor had resigned but retracted his resignation. Mr Mwanza was replying to the ECZ’s submission to the Constitutional Court that councillors who resign from their positions are best placed to account for the circumstance leading to the resignations. In this matter, Mr Mwanza has petitioned the Constitutional Court following the decision by two UPND councillors of Chilongozi ward in Sinda district and Munyambala ward to rescind their decision to resign from their positions. He asked the Court to determine whether Article 157(2)(b)permits a councillor who resigns from his position to rescind the decision before the lapse of 30 days. Mr Mwanza has further asked the court to determine the validity and constitutionality of a by-election conducted when a councillor resigns but later withdraws the resignation letter. He has cited the ECZ and the Attorney General as respondents in the matter. “ECZ conducted an election in which a councillor had resigned but retracted his resignation based on a reason that the Constitution does not provide for withdrawal or retraction of a resignation as was guided,” argued Mr Mwanza. He contended that ECZ had not responded to his question on whether the Constitution provided for a councillor who resigns to rescind their resignation. “The view expressed by the petitioner remains subject to interpretation by this honourable Court as Artical 157 (2) (b) read together with 158 (1) (a) of the Constitution do not expressly disclose the point at which a vacancy occurs,” he argued.

PPOSITION Movement for Change and Equality Party has discontinued a petition in the Constitutional Court where it was seeking a declaration that conducting of the 2016 Presidential nominations without an enabling legislation, contravenes the law. Peter Kachama, suing as deputy secretary general, had cited the Attorney General Likando Kalaluka and the Electoral Commission of Zambia (ECZ) as the respondents in the matter. Mr Kachama however discontinued the matter without disclosing reasons. "Take notice that the petitioner hereby discontinues this petition wholly against the respondents herein," read the notice of discontinuance of the petition. The Pensions and Insurance Authority, in its 2020 budget, has made a provision towards the cost of engaging firms to conduct various consulting services and intends to apply part of the proceeds for this provision to cover eligible payments under the contract for provision of actuarial consultancy to undertake a study on funding/ minimum contributions rate and income replacement adequacy for the defined benefit and defined contribution schemes respectively. The Authority is hereby calling for Expressions of Interest for provision of said consultancy services. 2.0 OBJECTIVE OF THE ASSIGNMENT The objective of the study is to enhance understanding of the subject matter and inform policy formulation on funding levels and minimum contribution rate for the defined benefit and defined contribution schemes. 3.0 DELIVERABLES FOR THE ASSIGNMENT The Consultant will be expected to submit a report which will include recommendations comprising of funding/minimum contribution rate, income replacement adequacy, minimum contribution period, last age of entry, expenses and minimum return contribution. 5.0 EXPERIENCE OF THE FIRM AND STAFF The Authority invites eligible Consultant(s) with requisite expertise to undertake a study on funding/minimum contributions rate and income replacement adequacy for the defined benefit and defined contribution schemes respectively. Experience in conducting research in the financial sector with at least five years in the pensions industry. ii. The Pensions and Insurance Authority, in its 2020 budget, has made a provision towards the cost of engaging consultants and intends to apply part of the proceeds for this provision to cover eligible payments under the contract for provision of consultancy services for development of the curriculum for trustees of occupational pensions schemes in Zambia. The Authority has been providing training to the Trustees for over 10 years. It is now the intention of the Authority to properly structure the training so as to enhance capacity building of trustees of occupational pension schemes in Zambia. Rebels and in modern days, citizens who coalesce, in the name of democracy to oppose a decision that the government of the day proposes. There is NOTHING wrong with opposing a decision, but there is everything wrong, when ANY and EVERY decision is opposed. For I know, when and if this is the case, you have an extremist, you have a fundamentalist and you have a potential rebel/murderer! There is very little that anybody can do about Natural laws, if order is a factor. There is a lot we can do about artificial laws, since they respond to our specific needs. You see laws as made by man, should not be a source of tension or problems. The reason is simple. Laws as made by man cannot cause tension because they respond to a particular need for ORDER. So, when there is tension as a result of LAW – in the making or existing, then there is a bigger problem in the tension between A and B. Both A and B are reading the same book but reading different chapters. Let’s take it that A is reading from the chapter called Zambia and B is reading from the chapter called Aliens, the only time that the two will see the same thing in a similar manner is when there is a combination of forces, seeking triumph in the favor of either. Here, one cares and the other does not. The one who cares is pushing for stability and order, using law. The one who does not care is using instruments A can only reach if he stood on a stand mounted on a mountain surrounded by eggs. They can easily break if there is no care and trust me, uproar then is inevitable! The other has national obligations, imposed by law and the other has very few - all close to the chest. F you believe in God, the God of Abraham, Jacob and others, you will agree that the God Christians pray to and I suspect others, is a God of Order. Our God has supernatural laws, which are superior to laws/rules made by man. It is a fact that Men and Women too, make Law. However, for the purpose of this article I will call Gods’ super natural laws as NATURAL LAW and those made by men as ARTIFICIAL LAW. Here we go! For society to hold and function properly, artificial law, rules, regulations and order are inevitable. As a basic example, no parent, of whatever description and standing in society, would be happy if and when his or her child tells lies. Equally, no parent would be happy if their child was in anyway, involved in theft or in some gangster activities. Any activity which seeks to destroy society is an abomination. That being the case, I doubt if anybody would disagree that it is important to have artificial laws, which laws must apply to all equally and equitably, depending on circumstances. As we all know, such terms are both relative and contextual but a very important aspect, is WITHOUT FEAR OR FAVOUR. Here is an example of a distinction between the two. Every action has a reaction. This is a natural law! It is important for there to be Traffic rules and regulations; otherwise, there

Equally, when the Cold Season called winter sets in, one can only use heating to keep warm. Similarly, in the rain Season, it pours, sometimes leading to destructive floods. Nobody has any control over natural occurrences/events! The best any government can do is to advise/counsel its people but cannot in a democratic dispensation (as in Zambia), force them out of their ancestral grounds, serve; in instances of national development as happened during the construction of Kariba Damn. The residents of Gwembe Valley (my Ancestors – National Heroes) were forcibly removed by the Colonial government from the lower lands along the Zambezi River, to make way for the damn financed by the World Bank and some Mining houses. (Chief Chipepo and other Chiefs in the Valley and the National Archives have all the details.) Talking about the Dam, that is an artificial creature and it is no wonder dams around the world have either collapsed or have developed faults, which require engineering solutions on a regular basis. Natural creations do not need engineering solutions. Have you ever heard of a mountain requiring fixing and tending? (Only if such is driven by human desire)

Now, it is important to note that the very existence of LAW suggests an expectation of civic responsibility, so that a society – in this case Zambia, must have ORDER. Order is good for commerce and industry. Order is good for government and governance. Order is good for the health of a Society and it is important for the fabrics that hold society together. Seeking to break these bonds of Sisterhood and Brotherhood is not only criminal but as good as drinking poison and expecting the other person to die. Lying, deception and treachery are forms of illegality and disorderly manner that result in trouble. All these offend LAW and ORDER. For avoidance of doubt, we need to observe the laws that we set for ourselves otherwise the laws, rules and regulations become useless and ornamental. As a matter of fact, in as far as Order is concerned, it is not reasonable to make a permanent decision when faced with a temporally challenge. For instance, it would be unwise to quit your Job because it is very cold. The Pensions and Insurance Authority has recognised the urgent need to build and strengthen capacity of the pension industry to undertake financial consumer protection. It against this background that a provision was made, in its 2020 budget, towards the cost of engaging consultant to develop a market conduct regulatory framework. The Authority is hereby calling for Expressions of Interest for provision of consultancy services to develop a market conduct regulatory framework. 2.0 OBJECTIVE OF THE ASSIGNMENT The objective of the assignment is to develop a market conduct regulatory framework with focus on the pension industry. The framework must encompass consumer protection principles applicable to pensions industry such as fair treatment of pensions scheme members and disclosure and transparency among others. 3.0 DELIVERABLES FOR THE ASSIGNMENT The Consultant will be expected to formulate a market conduct regulatory and market supervision framework aimed at consumer protection while drawing lessons from regional and international best practices taking into account Zambia’s specific requirements. 5.0 EXPERIENCE OF THE FIRM AND STAFF The Authority invites eligible Consultant(s) with requisite expertise for the development of a Market Conduct Regulatory Framework (Pensions Industry). Kamanga said the guidelines that have been prescribed for football to return may not be strictly applicable for the lower leagues. In his weekly column on the FAZ football platform, Kamanga said the association had heard the concerns from the lower league on wanting to start their games together with the Super Division and National Division One but they will however have to rely on the authorities to give them guidance. Kamanga noted that in the lower leagues ,the requirement for matches to be played behind closed doors, sanitise venues, camp sites, sanitise equipment and testing of everyone involved may be hard to implement in the short term for everyone involved in the game.
