Kambwili’s wife describes hubby’s K300, 000 cash bail conditions as outrageous By CHARLES MUSONDA CHISHIMBA Kambwili’s wife Carol reportedly described the bail conditions on her husband as outrageous and unreasonable. Principal Resident Magistrate, David Simusamba has said NDC leader Chishimba Kambwili’s conduct during trial was bad and he was going to stiffen the bail conditions. Kambwili has been granted K300, 000 cash bail with two working sureties. Ms Kambwili however said K300, 000 cash bail was unreasonable. “This is outrageous,” she said. High Court deputy Registrar, David Simusamba, sitting as Principal Resident Magistrate in the matter, yesterday ordered Kambwili to pay K100, 000 and the two sureties to pay the similar amount each, bringing the total to K300, 000. But one of his lawyers, Mr Musa Mwenye cried foul, saying K300, 000 was a lot of money for a person of fixed abode and a prominent citizen. The State had objected to Kambwili’s application for bail pending appeal on grounds that he had not shown

exceptional circumstances warranting him to get bail. This was after Mr. Mwenye told the court in his application that Kambwili might fully serve his 12 months sentence if bail was not granted. He said Kambwili, who was jailed on October 14, this year for forgery and uttering false documents, would have served four percent of his sentence by tomorrow. In this matter, Kambwili, was sentenced to 12 months imprisonment with hard labour for forgery and another 12 months for uttering false documents but the sentences were pronounced to run concurrently, meaning that he will only serve one year. Earlier yesterday, Kambwili appeared before another magistrate Nsunge Chanda on a charge of contempt of court for allegedly tampering with Patents and Companies Registration Agency (PACRA) documents. The case however failed to take off because his previous lawyers Keith Mweemba, Gilbert Phiri, and Christopher Mundia, who are representing him before Mr. Simusamba, had withdrawn from the contempt case without informing the court.

By SILUMESI MALUMO GOVERNMENT has suspended the controversial Lusaka-Ndola dual carriageway project due to financial constraints. Housing and Infrastructure Permanent Secretary, Danny Mfune, said the government would not proceed with the project. Mr Mfune said there had been challenges to finance the much-talked about project because of unavailability of funds. He said in an interview yesterday until such a time when funds would be secured the works would not resume. “For now, I don’t think Government is going to proceed because of the same finances. The government has not yet secured the funds so we may not start in the near future. “So at the moment it has been put on hold that is what I can say not until the funds

Sister Akuffor Assumptor aged 48 and Sister Matildah Mulenga, aged 57 were attacked on August 24, this year at around 21:00 hours at Kataba Parish convent house. They were attacked at their convent by a masked man who wanted to steal from them.

Sister Mulenga sustained a deep cut on the forehead and injuries on the eye while Sister Akuffor sustained a deep cut on the head after being hit with an iron bar. Police in the district launched a manhunt for the criminals behind the brutal attack.

Utilise digital platforms - Mvunga By BUUMBA CHIMBULU THE Bank of Zambia (BoZ) has warned that the usage of cash can be hazardous during the current Covid-19 pandemic period. The central bank has therefore encouraged the use of electronic transactions during business transactions. BoZ Governor, Christopher Mvunga, said the central bank was mindful of the risks involved in conducting cash transactions during the Covid-19 period. Mr Mvunga said this yesterday in Lusaka when he officiated at the opening of the Absa Bank Zambia East Park Mall Branch. “I think one of the things we are mindful is that cash can be hazardous to Covid-19. So please try and use electronic transactions,” he said. Mr Mvunga said BoZ welcomed Absa Bank Zambia’s dedication to consistently providing financial services to customers while adhering to the Covid-19 health guidelines. He pointed out that since the launch of the Absa brand on the Zambian market in February

this year, the institution had shown commitment to continue opening new doors to clients in the midst of Covid-19. He urged Absa Bank Zambia to continue being innovative and providing customers with global banking products and solutions that met their evolving financial needs. Absa Bank Zambia Managing Director, Mizinga Melu, said K4.5 million was spent on the newly opened East Park Mall Branch. Ms Melu said Absa has spent K120 million on upgrading its branches Absa, she said, had enhanced digital platforms with 86 percent of the transactions conducted on the platforms. “We have partnered with all mobile service providers to make payments. This promotes payment. This has been done to ensure that we become a payment bank,” she said. Zambia has 5 covid-19 patients

ZAMBIA has seen a significant downward trend in Covid-19 infections with only five patients admitted throughout the country. Health Minister Dr Chitalu Chilufya said three of the five patients are admitted to Levy Mwanawasa Covid-19 Centre and two are in North-Western Province. Dr Chilufya, speaking during the routine updates in Lusaka yesterday attributed the reduction to low level infections at community level. He has however called for responsible and full adherence to the health guidelines. He said this is being done by retraining staff and equipping health facilities. -ZNBC

RTSA bans 8 from driving By NATION REPORTER EIGHT drivers have had their driving licences revoked or suspended by the Road Transport and Safety Agency over various traffic offences. RTSA has also warned and cautioned three Public Service Vehicle (PSV) operators for abrogating the terms and conditions under which the Road Service Licences were granted. RTSA head of public relations, Fredrick Mubanga said individuals whose licences had been revoked or suspended had been rendered ineligible to drive on Zambian roads. He said drivers whose licences had been revoked or suspended included Hezron Kapembwa, Anthony Mwamba, Enock Malama, Robert Banda, Bisalomo Tembo, Steven Matongo, Davie Lumombe and Kedrick Simusokwe.

RUFUNSA GOLD MINERS EXPLAIN REJECTION OF ZCCM-IH DEAL By JOHN KOMBE

OLD miners in Rufunsa refused to sign a supply agreement with ZCCM-IH because the parastatal company wants to be the sole owner of the mining equipment Government had provided, the Daily Nation has learnt. Chimwetu Gold Mining Cooperative chairman, Emmanuel Tembo confirmed the development. “For example, the agreement says that ZCCM-IH shall be the owners of the gold mining equipment. This was not what we were told when we were given the equipment," Mr Tembo said. He said the board of directors for the four cooperatives, Pokela, Kamandu, Chimwetu

and Chipeketi agreed not to sign the agreement saying it was unfair for ZCCM-IH to claim ownership of the equipment donated by the State. Last week, ZCCM-IH delivered agreement forms to the gold mining cooperatives in Rufunsa but they were rejected on account that the terms and conditions were unfair. The forms have not been signed to date. Mr Tembo said the agreement would create an impression that the cooperatives were just custodians and not owners of the equipment. “This creates a sense of insecurity because the cooperatives will not be motivated to take responsibility for any loss or damage,” he said. Mr Tembo said the cooperatives sensed mistrust in other clauses in the agreement.

He demanded that cooperatives be given the right to own the equipment because this was what they were told when the equipment was donated. And Pokela Gold Mining Cooperative vice chairman, Josias Malunga also confirmed that the groups had resolved not to sign the agreement. He wondered why ZCCMIH was insisting on ownership of the equipment when this

was not what was earlier communicated. He said that the proposed agreement needed to be crafted in the interest of both parties and as such each part needed to be redone. Meanwhile, efforts to get a comment from ZCCM-IH proved futile as the spokesperson’s phone went unanswered by press time.

"Investigations in the gassing incidences are more less concluded because some people are appearing in the courts of law," he said. Mr kampyongo said the investigations had however somehow continued in the sense that they sparked other incidences such as the damaging of about 11 police stations. According to Zambia police, about 43 people were killed in the incidences which started in Chingola. Some people who were suspected to have been behind the gassing were burnt to death by angry mobs with a number of people being arrested. About 511 households are reported to have been gassed involving 1, 683 victims. Earlier, Mr Kampyongo announced that the 26 gassing suspects arrested across the country were now appearing before the courts of law for various charges. He said some of the suspects arrested had been charged under the terrorism Act Section 9 while other suspects are appearing in court for cases such as murder. Mr Kampyongo said one

of the suspects arrested on the Copperbelt Province was believed to be one of the coordinators of the gassing incidences. He said the perpetrators operate in groups with various coordinators. In September this year, Two Chingola men were committed to the Kitwe High Court for trial for gassing residents with poisonous substances. This was after a lengthy trial in the Chingola Magistrate Court. This is in a case where Aubrey Mulemfwe, 22, and Derrick Munuka 27, stand charged with four counts of administering a poisonous substance contrary to the Laws of Zambia. Particulars of the offence are that on January 22, 2020, the duo jointly and whilst acting together with other people unknown with intent to cause harm, maliciously administered a poisonous substance endangering lives of four different people in all four counts. The state informed the court that the Director of Public Prosecutions had issued instructions to commit the matter for trial.

Support Bill 10, MPs urged By NATION REPORTER CONSTITUTION Amendment Bill number 10 of 2019 must be supported because it is crucial for the delimitation of constituencies to place, opposition political parties have demanded. And Chairperson for the Select Committee Raphael Nakachinda said it was ridiculous to allege that some opposition Members of Parliament (MPs) have been bought to support Bill 10 when it comes for second reading on Thursday. The four political parties are Robert Mwanza’s Citizens Democratic Party (CDP), Peter Chanda’s New Congress Party (NCP), Zambia Republican Party(ZRP) led by Wright Musoma and Cosmo Mumba’s New Revolutionary Party. They said at a media briefing in Lusaka yesterday that Bill 10 must be supported. CDP President, Danny Pule called on all Members of Parliament (MPs) to support Bill 10 when it comes up for second reading in Parliament. Dr Pule said the delimitation process could best be prescribed in the Constitution as it was the Supreme Law of the land. He said sentiments by some individuals that delimitation of constituencies could be done without passing Bill 10

were mere politicking. Mr. Mwanza said the process of coming up with a new voter’s register should be supported because the current voters register had a number of deceased voters. Meanwhile, Mr Musoma said Bill 10 should be supported by all well-meaning Zambians. Meanwhile, Mr Nakachinda said: “That is the malice which has been instigated by the UPND against those who have not agreed with the stance their leader has taken.” He said in an interview yesterday, that PF MPs, who were the majority, would apply themselves fully when the bill comes up for second reading. Meanwhile, a consortium of civil society organisations has urged MPs to reject Bill 10 when it comes to parliament for the second reading this Thursday. The consortium also accused Government of wanting to eliminate political competition in the country by way of using state institutions such as the police and ECZ among other institutions.

EX-FREEDOM FIGHTERS’ WELFARE EVERY independence anniversary and African Freedom Day commemoration, voices have resonated on the imperative need to look into the welfare of former freedom fighters. Various commentators and former freedom fighters themselves have poured out touching stories of the woes they have been facing after having sacrificed so much to liberate this country from the colonial shackles. Some of them have complained that they have remained forgotten heroes and only remembered during independence anniversary when they are invited for the routine processions. During independence anniversary, the media gets hyped about the former freedom fighters, interviewing them to generate the narrative about the liberation struggle. Thereafter, the heroes recoil to their homesteads and get forgotten until another commemoration. Yes, Zambia’s independence in 1964 was a result of collective efforts of the freedom fighters, who sacrificed to ensure the success of the liberation of the country from the British colonialists. The men and women shed blood while others died at the hands of the colonial masters who resisted giving up power until more tactics and pressure were exerted to the hilt. Thus the freedom fighters made a great deal of impact on the entire liberation struggle under Harry Mwaanga Nkumbula’s African National Congress and Kenneth Kaunda’s United National Independence Party. Certainly, apart from the medals bestowed on them, the country should find a way of looking after the heroes in practical terms. Of course, some of them are fairly comfortable while others are swallowing in poverty in advanced age; they are living in squalor. Therefore, Government, the private sector and many other organisations should come together and mobilise resources, which could be deposited into a trust or invested in a cooperative or any other sustainable model. For instance, with sufficient resources, stakeholders can come up with resource centres comprising political libraries and museums, tracing Zambia’s history from the ancient era through British South African Company (BSA) and British colonial administration. Such repositories should also have post-independence era of coalition Government, multi-party, single party from 1973 to 1991 when multiparty set up was re-introduced up to date. Such resource centres could be run on Public Private Partnership with representatives of the former freedom fighters making much of the Board of Trustees. Such a project can be carried out by all stakeholders including political players from both sides of the divide. There are many other models which can be adopted to raise and grow resources for the heroes whose efforts resulted in the birth of Zambia we live in today. Heaping such a task on Government, as suggested by some quarters, may not work at the moment, considering the contorted fiscal space. It is time Zambians came together to initiate a viable and long-term project instead of just narrating stories of how some independence heroes are suffering. The British had demonstrated the importance of recognising heroes when in 1964 the Queen bequeathed BCEL, MOTH, RAOB, Anzac Arms and other properties to the ex-service community, which consisted of black Zambians who fought along the British allies in the First and Second World Wars. The properties, which are still standing today, were given to the world war veterans and post-independence ex-servicemen in Zambia along the line of rail. Therefore, a model needs to be worked out quickly for the purposes of looking after the welfare of the former freedom fighters. Former freedom fighters are a repository of the entire narrative of the emergence of black political consciousness, which birthed the liberation struggle.

By GRACE CHAILE-LESOETSA FORMER Tourism minister, William Harrington, has discontinued a legal suit in which he had applied for judicial review to challenge the refusal by the deputy Chief Justice to appoint a tribunal to investigate Forest Reserve number 27 matter. Mr Harrington and an environmentalist, Robert Chimambo, had filed an application in the Court of Appeal to renew the judicial review seeking to challenge the decision by the deputy Chief Justice, Michael Musonda to decline to appoint a Tribunal to investigate the conduct of

Lusaka High Court Judge, Catherine Phiri, on April 15, this year threw out the application, stating that it fell below the required standard. But Mr Harrington and Mr Chimambo in a fresh application said they were not served with any documents to the effect. This prompted the two to file the application in the Court of Appeal to be heard on the matter and cited the Attorney General as a respondent in the matter. But this month, the duo filed the notice of discontinuance.

“Take notice that pursuant to the order of the honourable Ms Justice C Lombe delivered in September 29, 2020 granting the applicants leave to discontinue this suit, the applicants hereby discontinue the suit against the respondent herein with immediate effect,” the notice stated. By SIMON MUNTEMBA PRESIDENT Edgar Lungu has pardoned 966 inmates from various correctional facilities to mark the country’s 56th independence anniversary. Mr Kampyongo announced that out of the 966 pardoned inmates, 883 were ordinary while 10 were due to old age. "Among the inmates pardoned, 886 are males while 80 are females," he said. The minister said President Lungu has also considered petitions from 26 petitioners who included lifers and long term inmates. He said the President had the seven inmates commuted from death to life inprisonment, two from death to 35 years, and seven from 35 years to 20 years. He said one was commuted from 30 to 20 years, three from 30 to 15 years, one from 20 to 15 years, while four were pardoned.

A MEMBER of a royal family claiming to have been chosen as the next Chief Mwanachingwala has applied to be joined as an interested party to a matter where Mr Jackson Mweene has sued the council of the chiefdom for delaying the installation ceremony. Mr Richard Chizuma, a resident of Mazabuka, stated that he was chosen by 158 family members to be the next Chief Mwanachingwala and has applied to be joined to the case as an interested party. In this matter, Mr Mweene, suing as a next heir to the throne, has cited Elina Cheemauna as leader of ba Chindu clan, Joshua Ng’andu as chairperson of the ba Chindu clan council, Field Mumba as chairperson of Mwanachingwa traditional council. He has also cited Hamanzila Mweemba as secretary of Mwanachingwa traditional council, Banji Malambo as the executor of the will of the estate of the late Charles Malambo, as defendants in the matter. Mr Mweene wants the Lusaka High Court to direct the defendants to install him as Chief Mwanachingwala of Mazabuka. He maintained that his claim was in line with the Tonga tradition following his selection as Chief Mwanachingwala by the ba Chindu royal family members as shown in the minutes of August 4, 2020. But in an affidavit in support of summons for an order to intervene, Mr Chizuma stated that on August 19, this year a meeting was convened and all royal clan members and other interested parties including Mr Mweene and some government officials were invited to attend. On that same day, Mr Chizuma was chosen by 158 family members to be the next Chief Mwanachingwala. He stated that following his selection to the throne, a letter was written officially introducing him to the Mazabuka District Commission. Mr Chizuma contends that the succession from the first Chief Mwanachingwala was initially matrilineal. Mr Chizuma stated that the current procedure of selecting Chief Mwanachingwala could either be matrilineal or patrilineal and it is the Bachindu royal clan members who select the next heir from among themselves after several traditional and nontraditional considerations. He contended that Mr Mweene had colluded with his mother and other defendants to use the court to rubber stamp their illegal claims to the Chief Mwanachingwala throne.

IMF TO OFFER LOW-COST LENDING INTO NEXT YEAR AS LOANS HIT $15.6M

ASHINGTON The International Monetary Fund has pledged to continue loaning sub-Saharan countries into 2021 after the Bretton Woods body hit Sh1.7 trillion loans over the last six months. IMF said this year, it released $16 billion in loans and debt relief as emergency assistance but more would be needed since the global financial markets have become too expensive for small economies. The multilateral lender said the emergency loans to countries like Kenya have put them near limits set by the institution and hence they have temporarily increased annual limits. “The IMF is stepping up efforts to continue this support in 2021. Many of the countries that have received funding from the IMF have reached, or are approaching, their relevant limits for annual access,” IMF said in ‘Sub-Saharan Africa regional Economic Outlook.’ “So the IMF has temporarily increased these annual limits and has allowed for more frequent disbursements under the Rapid Credit Facility, allowing members to obtain further financial support from the IMF during this extraordinary period.”

In May, the IMF approved a $739 million (Ksh79.3) billion loan to Kenya to help the country fight Covid-19. They joined the World Bank which gave Kenya’s health ministry Sh5.3 billion ($50 million) and a further Sh106 billion ($1 billion) loan to help fund the budget during thepandemic. KRA probes Sh100m tax racket NAIROBI - Investigators from the Kenya Revenue Authority are probing a tax evasion syndicate at the port of Mombasa involving export of hides and skins, with allegations of drug trafficking also emerging. The syndicate, according to a confidential investigation brief has led to loss of more than Sh100 million in taxes in a year. The schemes involve fictitious declaration of taxes, understatement of weights and values and cross-stuffing cargo in the suspicious trade in raw hides and skins. In one of the trade patterns that attracted the attention of the detectives, an alleged transit of raw hides from South Sudan passed through the port of Mombasa destined for Colombo in Sri Lanka. The same consignment was offloaded from the Sri-Lankan Port and eight days later returned to the port for shipment to Nigeria. “We had first suspected that the cargo may have originated in Kenya but was concealed as a transit outward consignment. The shipment to Colombo and then a transshipment to Nigeria just a week later through the Mombasa port added to our suspicion and triggered an investigation that has flagged various anomalies in the suspicious trade,” an investigator involved in the probe disclosed in confidence. The detectives had for a while suspected the use of raw hides and skins to conceal drugs owing to the strong

stench that comes from the consignments, which largely make it hard for thorough inspection by port officials. The raw hide is said to be left to rot inside closed containers to produce a strong stench that few can come close to. Port officials have also questioned the link to Sri-Lanka, a major narcotics hot spot, according to the United Nations Office on Drugs and Crime and the final destination to Nigeria raised further questions. The use of raw hides and skins, apart from providing easy camouflage for the drugs, is also said to be a lucrative tax evasion mechanism. Kenya levies as high as 80 percent tax on raw hides and skins to encourage value addition within the country before export. Once processed, there is no export duty on the products. The syndicate is said to have thrived in the declaration that the raw hides and skins were on transit, even when sourced locally, evading the millions in taxes, according to the analysis covering January to August. The analysis found that 43 such consignments had passed through the port of Mombasa with understated weight by 325, 344 metric tonnes and suspected to have evaded Sh25.3 million in export duty. UPND is using violence to achieve its political agenda Dear Editor, UPND members live under an illusion that the police will not arrest them for fear of being blamed for not respecting human rights, what a joke. The party has a tendency of perpetuating violence (both physical and verbal) towards those with opposing views and cry police brutality when they are brought forward to account for their actions. We can only hope our judicial system will deal with such case firmly without fear or favour, more so as to send a message to all those would-be offenders. As we get closer to our next general elections, absolute peace is of paramount importance and must be guaranteed by everyone. No one in his or her right frame of mind should glorify violence and criminality in the name of exercising any right or freedom, be it the right to assemble or freedom of speech. UPND’s Romeo Kang’ombe is not the only young politician we have in Zambia, we have a lot of respected young people today in leadership but they are well versed with the law and know their boundaries when it comes to the confinement of the law. Mr Kang’ombe being an elected law marker should have known the consequences of his action and must not blame the police or the PF for his luck of a better judgement but must blame his party, the UPND that used him as a tool of violence. Abducting people, especially law enforcement officers in the name of exercising any rights or freedoms is a criminal offence, which carries a maximum sentence of 10 years in prison; such is the magnitude of this offence. Whether he is UPND, PF, FDD, MMD or UNIP, the bottom line is that Mr Kang’ombe broke the law; you can’t abduct police

officers in any part of the civilised world and get away with it. In rough places like Sudan or Somalia, he would immediately be beheaded publicly. The police represent the President (The Commanderin-Chief) and the President represents the power of the people, which he holds temporarily for a fixed term of office. Anyone who disrespects that power must be made to suffer the consequences of their offence, because without laws there is no order or peace. HH and the current crop of UPND members must learn to campaign with a convincing message and sell their manifesto (if they have any) to win the hearts of voters like the founder of UPND Anderson Mazoka did who had a message that gave hope and won the hearts of people across the country. Those engaging in criminal activities to please their leader will have themselves to blame; Mr Kang’ombe is now in cells, while HH is busy enjoying his coffee in the comfort of his mansion in New Kasama. We are tired of having opposition politicians using violence to win elections. This is actually the right time for Home Affairs Minister Stephen Kampyongo and his police officers to sort this political violence problem once and for all before it gets out of hand. Why is it that every time there are elections in UPND’s strongholds, there is always bloodshed and death? If the UPND now feel they were acting in self-defence, did they report any acts of violence against them to the relevant authorities, NO? Why then claim self-defence after you have already been cited for an offence of violence? That is the childishness the police have to deal with in the UPND and its leadership. DR. Here we go: 1) Bill 10 will make sure that as a country we reaffirm our character as a Nation is that of Christian. All other religions are welcome but as a Nation we will be under the servitude of our Lord Jesus Christ. Which bird has flown away? "For Blessed is the nation whose God is the Lord; and the people whom he hath chosen for his own inheritance." 2) Bill 10 seeks to revise the principles and values of our Constitution. ILLAGERS in Muziyo and Munzuma areas of Sinazongwe District have complained that the mobile National Registration Cards (NRCs) has delayed to the reach their areas. The villagers have protested that despite being informed that a team

of officers conducting the exercise would visit the two areas, the officers had not been to the area as promised. They have accused the office of the District Commissioner and the officers deployed to carry out the exercise of deliberately ignoring them. Headman Munzuma told the Daily Nation in Munzuma that a good number of young people were eligible to acquire the national

documents but had not managed to do so because the mobile team had not reached the area. The headman said that people were eager to acquire NRCs but were disappointed by the way the exercise was being handled. Other villagers appealed to Southern Province Minister, Edify Hamukale, to take keen interest in the welfare of the people without being selective.

Mr Jonas Simunkongwa said that people in Muziyo and Munzuma deserved development as they had been taking part in national affairs. "We also vote and PF got votes from here so we want the Minister, the DC and the MP to come here and listen to our challenges. We are also human beings just like those that live in town," Mr Simunkongwa said.

Currently, the cattle in 27 villages in the two areas have only one dip-tank which villagers depend on for dipping. Zambezi Valley Must Developed Chairperson, Winter Muvombo, pleaded with Government to help both the people and their animals in the area. Mr Muvombo said that the two area had a single dip-tank and a dam for all the 27 villages in Muziyo and Munzuma. "We feel it is unfair for people who live in this area to only have one diptank to carter for the over 2,000 of cattle. People are made to walk for about 14 kilometres just to access

the only dip-tank. So at least if we had four or five then the better. "Otherwise, our cattle are dying due to lack of water and proper dipping services. We may have grass for grazing but where do these animals get the water from,” Mr Muvombo said. Mr Muvombo pleaded that the people of Muziyo and Munzuma, who were moved from Kariba Dam when it was being constructed some years ago, deserved a decent life like any other Zambian. "Our calling is if the Government can come on board and construct a number of dip-tanks and dams, it will go a long way in helping address people's challenges. "Our plea also is for the government to help us even drill more boreholes so that our people can access clean water," he said.

Manyinga farmers appeal for feeder roads rehab By JACKSON MAPAPAYI FARMERS in Manyinga district have expressed concern over the poor state of most feeder roads as the rainy season has set in. Amon Kalunjika, a local farmer and a member of the Manyinga Stakeholders Association, said that it would be difficult for most farmers to move as most of the feeder roads would be flooded. "Even after harvesting our crops, it will be difficult to transport our produce to nearby markets," he said in an interview at the weekend. He cited some of the stretches that would need to be worked on urgently as ChongoChifuwe, the ManyingaMwinilunga, Ndunga-Chiteve and other roads. Mr Kalunjika appealed to

the Road Development Agency and Rural Roads Unit to look into the matter urgently. However, Government recently made a commitment to work on the ManyingaMwinilunga road, which was a vital link in the Northj-western province. North-western Province Permanent Secretary, Willies Mangimela, said Government was concerned with the bad state of most feeder roads in the province. Mr Mangimela added that the Ministry of Housing and Infrastructure Development had been engaged to address the matter. "We understand the need of infrastructure development in our province and h we have engaged the ministries and institutions concerned," Mr Mangimela said.

He said that according to EIA regulations, SI 27 of 1997, the farmers must stop their agricultural activities or risk being penalised by ZEMA. He said that if they stopped their agricultural activities, more than 70 per cent of the maize will not be produced in Zambia. He added that according to the regulations, in addition to hiring environmental experts to prepare

the EIA reports, the peasants and small-scale farmers were required to pay ZEMA about K14, 000 fees for review of the reports. “These farmers we are talking about cannot even afford to pay for fertilizer and seed. Government buys for them through FISP. “So, where do you expect them to find money to hire environmental experts to prepare EIA reports? And where are they going to find the K14, 000.00 to pay ZEMA for review of the EIA reports?" he wondered. Mr Sinkamba said it was pointless to keep on the laws that could not be implemented and suggested a complete overhaul of the regulations.

BUSHIRI IN PERMIT FRAUD

OHANNESBURG Bushiri who is reportedly planning to relocate to Zambia may have obtained his South African permanent residence fraudulently. Two senior Home Affairs officials involved in serving Shepherd Bushiri and his wife Mary with notices from the department have been suspended. According to Home Affairs spokesperson Siyabulela Qoza, the officials were suspended for unrelated wrongdoing. In addition to the charges racked against the pastor and his wife, which include fraud, money laundering and theft, they are also accused of contravening certain provisions of the Immigration Act. Home Affairs officials alleged to have served notices to embattled Enlightened Christian Gathering church leader, Prophet Bushiri and his wife Mary have been suspended, eNCA reported on Sunday. Bushiri and his wife are Malawian nationals. Sudan says it will discuss trade, migration deals with Israel KHARTOUM/JERUSALEM - Sudan and Israel will discuss agreements to cooperate on trade and migration issues in the coming weeks, the Sudanese Foreign Ministry said on Sunday, signalling steps to implement a normalisation pact after decades of hostilities. Israel for its part said it will send wheat worth $5 million to “our new friends of Sudan,” Prime Minister Benjamin Netanyahu’s office tweeted. The U.S.-brokered accord made Khartoum the third Arab government after the United Arab Emirates and Bahrain to establish relations with Israel in the last two months, and only the fifth since 1948. But prominent political factions in Sudan have rejected the accord. Some Sudanese officials have said it should be approved by a transitional parliament that has yet to be formed over a year after mass unrest ousted Islamist autocrat Omar alBashir. Khartoum’s Foreign Ministry said Sudanese and Israeli delegations would meet in coming weeks to negotiate deals for agriculture, aviation, trade and migration. Nkana midfielder Chrispin Mulenga dies in car crash By MICHAEL MIYOBA NKANA FC’s quest to begin the 2020/2021 Soccer season with a formidable squad suffered a setback after the club lost one of its midfielders Chrispin “Wado” Mulenga who died in the early hour of yesterday following in a car crash. Nkana confirmed that “Wado” was involved in a fatal accident in the Ndeke area before he was taken to Kitwe Central Hospital where he was declared dead. “On a sad note our midfielder Chrispin Mulenga was involved in a road accident around 23:00 hours last night around Kitwe’s Ndeke area and died around 02:00 hours at Kitwe Central Hospital,” read the statement from Nkana FC. The calm and friendly midfielder is said to have sustained head injuries and some broken bones in the accident. “Wado” as he was popularly known came on as a second half substitute in Nkana’s 2-0 win over Indeni in the Samuel “Zoom” Ndhlovu Charity Shield on Saturday played in Kitwe. THE Football Association of Zambia (FAZ) has set October 31st as the date for the return of the much anticipated MTN/FAZ Super Division. FAZ General Secretary Adrian Kashala confirmed the date in a statement issued by FAZ Communications Manager Sydney Mungala. Kashala said all the hurdles have been cleared to ensure that the season kicks off on October 31, 2020. “Following the approval of fixtures by the Executive Committee of the Football Association of Zambia (FAZ) the Zambian Premier League will kick off on October 31 weekend. “We are very happy to announce the fixtures of the 2020/2021 season for the Zambia Premier League. The fixtures have been approved by the Executive Committee clearing the way for the league to kick off,” Kashala said.

He said clubs will be expected to adhere to the Covid-19 health protocols as the league commences. Meanwhile, NAPSA Stars coach Mohammed Fathi has set winning the league and reaching the group stage of the CAF Confederations Cup as NAPSA Stars’ main priorities for the new season. Monze George whitewash CSS Petauke By MICHAEL MIYOBA MONZE George Futsal Club were the biggest winners in the Premier Futsal League (PFL) after they handed CSS Petauke one of their worst defeats following a 9-0 thumping in a week seven fixture played over the weekend at Automotive Futsal Arena. The win over Petauke propelled the Witson Nyirendatutored Monze George to fifth on the 10-team PFL table dominated by defending champions Automotive FC. In other fixtures, league leaders and defending champions Automotive FC maintained their unbeaten run

after beating Chipata Boys FC 7-0. Autos’ win over Chipata Boys pushed them to 21 points, three points ahead of second-placed Kabwe K-Line who were also tasted victory over the weekend. K-Line overcame DS Isoka 6-3 in an exciting game characterised with end to end action. The win over Isoka redeemed K-Lines’ hopes of challenging Automotive for the PFL title. Meanwhile, after dropping points in a week six fixture following a 3-2 defeat to Chipata Boys, Kitwe Bullets bounced back with an exciting 5-3 victory over Kafue Saints. It was a second consecutive defeat for struggling Saints who were humiliated 13-2 by Kabwe K-Line during a week six fixture played on October 10 at Automotive Futsal Arena. Struggling Livingston Pirates suffered a disappointing 5-4 loss to Siavonga Beetles who moved to seventh on the league table with nine points. (To page 15)
