THE proliferation of political parties from the Bemba stronghold is a danger to peace and unity in the country because this is driven by selfish interests, Chief Chikwanda of Mpika has said. Chief Chikwanda said the greed and insatiable appetite for power being exhibited by some Bemba politicians was worrying. He wondered why Bemba politicians would fail to work together and attributed this to being power hungry. Chief Chikwanda said politicians from Southern Province have shown that they were united and cooperating to achieve their desired goals. He pointed out that Bemba politicians were dividing votes by working in isolation through the formation of several political parties fighting to bring each other down out of bitterness. Chief Chikwanda said the intentions for the formation of some political parties were selfish as the aim was just to fight opponents. “You will never find Southerners creating 2, 3 or 4 political parties, they have maintained one party because they do not want to divide the vote. This proliferation of political parties is not happening in Southern and other provinces but only in Bemba regions. It’s because of greed and power hungry politicians,” he said. Chief Chikwanda warned that the divisions that the Bemba politicians were encouraging among themselves were a danger. He advised Bemba
Chief Chikwanda politicians to reconcile and learn to fight for common aspirations together and in unity. Chief Chikwanda said mere differences among political leaders should not lead to national disunity. Recently, The Bemba Paramount Chief, Chitimukulu Mwinelubemba warned that Bembas would cry if they did not vote wisely and in huge numbers. The chief was speaking against voter apathy and compared his region to the Southern province where he said people voted in huge numbers. Chishimba Kambwili is now leading the National Democratic Congress, Harry Kalaba is president of Democratic Party, Charles Chanda (UPPZ) , Peter Chanda (National Congess Party), Peter Sinkamba, Green Party, Nevers Mumba, the MMD, Cozmo Mumba, NRP and former Finance minister, Felix Mutati reportedly planning to form his own party.

The Zambia Republican Party (ZRP) has said `umulandu taubola’(a case does not die) and so if Hakainde Hichilema shortchanged the country with a fraudulent sale of Intercontinental Hotel, then he must be prosecuted and pay back the difference of what the hotel sold for and what it could have fetched. “If found answerable, Mr Hichilema and his friends must pay back the money,” ZRP president Wright Musoma said. He said the failure by Hakainde Hichilema to declare interest in the sale of Intercontinental Hotel in Livingstone to Sun International by fraudulently advising Government to seal a deal with the lowest bidder should trigger a commission of inquiry by the State. BY SILUMESI MALUMO ZCCM-IH will mobilise the necessary resources to acquire all 90 percent shares in Mopani Copper Mines which have been offered by Glencore, Minister of Mines and Mineral Development Richard Musukwa has said. Mr Musukwa disclosed yesterday that Glencore had initially offered Government 90 percent shares and not 73.1 percent. The minister said the other stake owned by a minority shareholder Calister had been offered to Government by Glencore bringing the shares to 90 percent. He said ZCCM-IH would ensure that all shares were bought to have total control of the mine. Mr Musukwa said ZCCM-IH may not have money sitting on its profile now but it would use other vehicles to mobilise the resources. Government, he said, would not spend any money during the process of acquiring the shares. The minister said, "ZCCM-IH has stake in various mines and it would use the same platforms to

into the mining sector after privatisation. Media reports last week indicated that Glencore had reportedly decided to sell its entire 73.1 percent stake in Mopani Copper Mines to ZCCM-IH. This follows Government’s decision to increase its shareholding in Mopani to 51 percent or even more from the current 10 percent. Glencore’s plans to put Mopani on care and maintenance prompted the government to threaten in April to revoke the firm’s mining licences. Government objected to the move as it would have thrown thousands of miners on the streets. According to media reports, Glencore is looking to exit the asset entirely.

IT is illegal for traditional leaders to get bribes from foreigners coming to mine gold and the long arm of the law must catch up with such leaders, Chief Mulilo of Chama has warned. Chief Mulilo said gold was for all Zambians and should not only benefit a few individuals. This follows revelations that foreigners who have invaded gold sites in Zambia were paying royalties to some chiefs to legalise their activities. Chief Mulilo said in as much as chiefs should benefit from natural resources in their chiefdoms it should not be at the expense of the entire nation. He said Government had made it clear that new gold discoveries were for all Zambians and not just a section of society. “Government has made it clear that gold should benefit Zambians and I do not see why some chiefs should get bribes at the expense of their subjects,” Chief Mulilo said. He said bribes had potential to retard development in chiefdoms, therefore there was need for traditional leaders to be selfless and avoid illegal activities. The traditional leader said revelations that some traditional leaders are getting bribes from foreigners to mine gold are disappointing. Chief Mulilo advised law enforcement agencies to take interest and investigate any illegal dealings in areas where gold has been discovered.
Hichilema and Senior Chief Mukuni must pay back the money that was lost during the sale of the hotel if found wanting after the inquiry. This follows revelations by former Finance Minister, Edith Nawakwi that Mr Hichilema did not declare interest in the sale of Intercontinental Hotel in Livingstone to Sun International but only advised Government that the lowest bidder, a firm he was a shareholder in, was the best because it would invest US$50 million and create more jobs unlike other bidders. The privatisation documents for Intercontinental Hotel indicate that Sun International of South Africa, with a bid of US$5.65 million for the hotel was the lowest bidder even if it was offered the deal. The transaction document states that Victoria Falls Travel Bureau, a private company incorporated in Zambia bid US$20 million but was sidelined. Mr Musoma said Mr Hichilema should have declared interest in the sale of Intercontinental Hotel after his company had participated in the bidding processes.

SISHUWA Sishuwa should stop arguing out of ignorance, President Edgar Lungu has the legal authority to appoint an acting Bank of Zambia (BoZ) Governor, Lusaka lawyer Tutwa Ngulube has said. In an interview, Mr Ngulube, who is PF deputy parliamentary Chief Whip said according to article 185 of the constitution of Zambia, President Lungu has constitutional power to hire an acting BoZ Governor pending ratification of the substantive Governor by the National Assembly. He was reacting to remarks by a University of Zambia (UNZA) lecturer, Sishuwa Sishuwa, that President Lungu had no power to appoint an acting central bank governor.
Dr Sishuwa was quoted arguing in one of the local tabloids that the appointment of Dr Francis Chipimo to act as Governor was illegal as it is not supported by law. But Mr Ngulube said the UNZA lecturer was arguing ignorantly because the constitution was clear that the President enjoyed constitutional authority to appoint anyone to act in the public office. Mr Ngulube said Dr Sishuwa should stop misrleading himself and others on matters he did not understand fully. “He should stop misleading himself and the public. He is actually arguing under the influence of ignorance. “The constitution is very clear about that. The President has power to hire and fire a BoZ governor and that is why he fired

The power to appoint a substantive Governor includes an acting governor. So, Sishuwa is misleading himself,” he said. Last week, President Lungu appointed BoZ deputy Governor for operations, Francis Chipimo to act as Governor, pending ratification of Mr Christopher Mvunga by the National Assembly. President Lungu appointed Mr Mvunga as Governor on August 22, subject to ratification by Parliament after firing Dr Kalyalya.

HE manufacturing sector remains central as the country seeks to boost the domestic economy because the industry provids value-addition which is one of the keys to economic growth. Many lessons can be drawn from the Covid-19 pandemic to enhance the local manufacturing industry, says Policy Monitoring and Research Centre (PMRC) Executive Director, Bernadette Deka-Zulu. Ms Zulu observed that there had been a surge in the production and demand of essential items such as pharmaceutical supplies, cleaning and disinfecting agents and surgical masks among other products. She was speaking during the PMRC second discussion forum focusing on Zambia’s post Covid-19 economic recovery under the theme: “Zambia’s post Covid-19 economic recovery: Enhancing prospects in manufacturing and the role of Small and Medium scale enterprises (SMEs).” “The manufacturing sector has considerable investment potential as the domestic economy is relatively well endowed with necessary factors of production such as; large labour force, capital and natural resources,” Ms Zulu said. Ms Zulu regretted that the sector was one of the hardest-hit by Covid-19.
Court rejects Tukuta’s application
THE Lusaka magistrate court has dismissed photographer, Chellah Tukuta’s application to refer his matter to the Lusaka High Court, for constitutional reference. Tukuta is charged with one count of libel against Information Minister, Dora Siliya. When the matter came up for continuation of trial, Tukuta’s lawyers made an application to have the matter referred to the High Court for constitutional referencing. Tukuta’s lawyer, Linda Kasonde argued that the section in the penal code used to charge Tukuta contravenes an article on Freedom of Expression in the Zambian Constitution. But Chief Resident Magistrate, Lameck Mwale dismissed the application saying the application lacks legal basis.ZNBC.

KALABA’S BETRAYAL IT is a great betrayal for one who has served in cabinet at a very senior level starts spewing venom at the system that he claims to have served so faithfully. This is more so when such statements do not border on the truth, but are designed to mislead the public. There is nothing wrong for one to resign from Government based on one’s principles, when they are uncomfortable with the policies being pursued. But it is wrong for someone to start telling lies about policy decisions that they must have initiated while in Government. It is in this vein that we find the behaviour of the former minister of Foreign Affairs, Mr Harry Kalaba baffling when he comments on the ties between Zambia and China. We would think that Mr Kalaba, even though he is not in Government, owes it to Zambians to defend the system and sovereignty of the nation. Mr Kalaba who is leader of the Democratic Party was yesterday quoted in the Mast Newspaper alleging that the Chinese would take over Zambia should PF win in 2021. Mr Kalaba claimed the PF would put Zambia in the hands of the Chinese for financial assistance, adding that Zambians should not risk the country’s sovereignty by voting for them next year. We do not agree with Mr Kalaba”s claims and support Foreign Minister Joel Malanji who says it is not only misleading but irresponsible for Mr Kalaba, to claim that the Chinese will take over Zambia if the PF wins the 2021 general elections. As Mr Malanji pointed out, Mr Kalaba initiated and signed some of the existing Memorandum of Understanding (MoU) between Zambia and China during his tenure as minister of Foreign Affairs, and it is therefore mischievous for him to make allegations that the latter would take over Zambia. Yes, Zambia owes China billions of Kwacha but this does not mean that the country has been mortgaged to the Chinese government. We expect leaders like Mr Kalaba to be the voice of reason when they speak about foreign affairs. After all, as a former minister for that portfolio, he understands better how international relations work. “It is unfortunate that Mr Kalaba made such unfounded allegations because he knows very well as a person who worked in this office how these contractions of loans are done,” said Mr Malanji. What Mr Kalaba should tell the nation is whether he advised the government wrongly on some policy issues in regain to foreign affairs. Mr Kalaba is not being economical with the truth to start criticising the ties between Zambia and China. China has been Zambia’s all-weather friend and as Mr Malanji pointed out, the country would continue working with Beijing because it regarded that country as the most reliable strategic partner. The minister said China was one of the world’s largest economies which no country could ignore. It is about time that Zambian politicians started to debate national issues at an intellectual level. Let them talk how Zambia can gain from China’s economic might than try to undermine what the government is doing. It is ironical that people like Mr Kalaba want to portray an image of piety to the public when they have nothing to offer. The best they can do is to keep quiet and not exhibit their ignorance to the public. Let them not remind the nation that it was a mistake to allow them serve in those lofty positions.

GOVERNMENT should quash the ban on Mukula trade and export but introduce equitable taxes to enable Zambians to benefit from the natural resource, Mukula traders have said. The traders feel that a series of measures, in particular log-export and production bans adopted over the years, do not work and only disadvantage locals from benefitting from natural resources. Bans only make sense when coupled with other measures, like effective enforcement or a system of incentives, the traders Kaona Liki and Middy Sikapila said in separate inter-
views. The two called on Government to lift the ban and instead come up with controlled measures on the trade and export of the logs for the country to benefit from the God given resource. Mr Liki, a trader from Isoka said as people involved in the business they were willing to pay a reasonable amount of money as tax for the trade and export of Mukula. Mr. Liki said the traders have on a number of occasions engaged the ministry of Lands and Natural Resources on the matter but were not successful. He said by paying tax Mukula traders would be helping the government raise revenue which would trickle down to the Zambian people through
an improved economy. Mr. Liki who is now trading in timber suggested that if the government says timber traders would be paying $100, 000 per 26 tonnes, that would be a welcome move. Another Mukula trader, Mr Sikapila of Nakonde echoed Mr. Liki’s sentiments on the need for the government to come up with controlled measures on trade and export of Mukula. Mr. Sikapila who is not doing any business after losing money invested in the Mukula trade said he would be grateful to the government if the ban is lifted because the business uplifted his living standards and that of others in the district.

ABSA wants ZUFIAW action set aside By GRACE-CHAILE LESOETSA
ABSA Bank Zambia Plc has asked the Lusaka High Court to set aside the action in which the Zambia Union of Financial Institutions and Allied Workers (ZUFIAW) is seeking a declaration that the change of name from Barclays Bank Zambia Plc to ABSA Bank Zambia is a sham intended to mask the real nature of the corporate transaction. ZUFIAW through its general secretary Msiska Chingati claims that the corporate transaction, being a transfer of the business undertaking from Barclays Bank Zambia to the ABSA Group Limited is therefore unlawful, null and void. He wants a declaration that the unilateral and non-consensual transfer of the employees of Barclays Bank to ABSA Bank is a terminating event entitling the employees of Barclays Bank Zambia to payment of redundancy benefits under the applicable Collective Agreement being 4.7 months' pay for each year served. But according to the affidavit in support to set aside writ of summons and statement of claim for irregularity, Absa Bank Zambia through company secretary Mwape Mondoloka said Barclays Bank Zambia Plc and Absa Bank Zambia Plc are one and the same legal entity.

LUSAKA lawyer Martha Mushipe has walked to freedom after the Magistrate's court cleared her on one charge of seditious practices. In this matter, Mushipe was alleged to have on unknown dates but between July 1, 2015 and April 11, 2016 in Lusaka, with other persons unknown and without lawful excuse, had in her possession seditious material namely, “Strategy of domination, PF against opposition UPND 2015, 2016 and beyond - UPND at crossroads transition or conflict / PF’s use of ethnic divide and rule as a means of maintaining political control in Zambia 2015-2016 and beyond” by General Tendai Muduli, Dr. Ngosa Simbyakula and Dyd-
mus Mutasa. When the matter came for ruling before Magistrate Felix Kaoma on case to answer or not to answer, the court discharged her due to lack of evidence. Magistrate Kaoma said after considering the evidence adduced by the state and submission by the defence, it was the court’s finding that the accused was innocent. "I have given due consideration to the evidence adduced as well as the defence submissions. It is worth stating that from the evidence adduced, particularly the document admitted in evidence and marked P1, on which the offence of possession of seditious material is anchored, does not appear by any stretch of imagination to contain any
seditious words or seditious intentions as defined in section 60 of the Penal Code of the Laws of Zambia," ruled Mr Kaoma. He said what the prosecution seemed to suggest to be seditious intentions was what was discussed in the meeting alleged to have taken place at Ms Mushipe's office, particularly on the formation of a crack squad which he found to have no bearing on exhibit marked P1. "In light of the foregoing therefore, it is plain that the prosecution have failed to establish a prima facie case against the accused for the offence of seditious practices and as such, I find her with no case to answer and accordingly acquit her," said the magistrate. During trial, a state
witness, Bernard Phiri testfied how Mushipe and other UPND members allegedly formed a crack squad with the intention to cause violence ahead of the 2016 general elections. Mr Phiri told the court that a meeting to plan violence was attended by UPND members, including former Evelyn Hone lecturer Clayson Hamasaka, who is also the owner and Chief Admin of Zambian Watchdog, Emmanuel Chilekwa and Ephraim Shakafuswa at Ms. Mushipe’s law firm in Lusaka. He told the court that during the said meeting Ms. Mushipe prepared an oath of secrecy which was administered to those present as a commitment that they will not disclose what was discussed to anyone.

KCM pyrite output shoots up By BUUMBA CHIMBULU
KONKOLA Copper Mines (KCM) has increased pyrite production to about 500, 000 tonnes, breaking a decade long record during the second quarter of the year. Pyrite is a mineral containing Iron and Sulphur, which is used in the process of smelting copper at the Nchanga smelter in Chingola. KCM is producing pyrite at its Nampundwe Mine in Shibuyunji District. The previous highest monthly production was 4, 100 tonnes per month in 2011, says KCM General Manager for Corporate Affairs, Shapi Shachinda. Mr Shachinda said prior to April 2020, the mine was producing around 2, 000 tonnes of pyrite per month. In April and May, the production level increased to over 4, 000 tonnes before reaching 5, 000 tonnes in June. He indicated in a statement yesterday that the Nampundwe pyrite mine
Tuesday 1 September, 2020 had not produced more than 5,000 tonnes of pyrite in the past 10 years. “In July, the mine produced the record breaker of 5,216 tonnes against a target of 3,997 tonne for the month. “The increase in production has been achieved through Management’s sustained focus and support to production teams in the last one year, and the support of the hard-working employees,” Mr Shachinda said. Mr Shachinda attributed the performance to combined teamwork of all Nampundwe employees and contractors and suppliers. He said the mine was current with payments for labour hire and mining standards are improving, especially available underground ore stocks. Mr Shachinda also noted that the mine was in a much better position now since last year, with a sustainable future. At the start of the financial year in April, the business plan was to ramp up production to 4,000 tonnes per month. The increase in the demand for the commodity at the Nchanga Smelter necessitated a revision of the plan to ramp-up production to 5,500 tonnes per month by October and, 54,247 tonnes for the year.

Mkushi residents demand termination of ‘failed’ road contract By PETER MALASHA
MKUSHI residents have intensified calls to terminate Stalwart Investment Limited contract for alleged failure to complete construction of 20.2km township roads. The contractor only managed to work on about two kilometres stretch since inception of the contract in 2018 and the rainy season was around the corner. “On the Mkushi township roads the contractor is still on site though not active. The Provincial administration is engaging Stalwart Investment Limited through Ministry of Local Government Ministry,” Mr Mushanga said.
As a result, the community has asked Government to replace the contractor with a serious company to complete the remaining 20km stretch. Central Province Minister Sydney, Mushanga was briefed about the delay in completing the project. Mkushi District Commissioner Emmanuel Sinkonde complained
about failure by the contractor to complete road works when the Minister paid a courtesy call on him. In random interviews, motorists called for immediate termination of the contract saying the contractor was a let-down. They said it was unfortunate that the contractor could not do the job to the expectation of the community despite assurances. Commenting on the same matter, lmbalasa ye Lala ne Swaka Association secretary Getson Kapotesha said the township roads should be done. Mr Kapotesha said there was need for Government to bring the new contractor to give what the people needed. "As Mkushi community all we need is the new contractor who is able to do good roads for the community," Mr Kapotesha said. GOVERNMENT should consider introducing a tax holiday for Small and Medium Enterprises (SMEs) during the Covid-19 period as they have adversely been affected by the pandemic. Introducing a tax holiday for SMEs will protect their businesses from collapsing, says Western Chamber of Commerce and Industry (WCCI) Regional Coordinator, Fred Mulozi. Mr Mulozi regretted that small businesses in Mongu and Western province as a whole, had significantly been affected by the Covid-19 pandemic. He explained that most
businesses were in the hospitality industry and that with the effect of the pandemic,
tourists had stopped visiting the Province and the country. Mr Mulozi was speaking in an interview in Mongu. "With the Covid-19 it means we do not receive tourists anymore, meaning our economic activities have been seriously affected. “We would like to strongly appeal to Government through ZRA to come up with some sort of a tax holiday for the business community operating in the region by exempting them from pay tax as majority are struggling due to the Covid-19," he said. Mr Mulozi said Government should consider giving small businesses even a 50 percent exemption as it could go a long way in helping the local
businesses remain sustainable. He said the hospitality industry in Western province was one of the key sectors attached to tourism. “As the country makes strides in diversifying the economy from mining, tourism has also being identified as one of the key sectors with the potential to contribute to economic growth and job creation. “Western Province is endowed with vast natural resources and tourist sites which attracts international tourists to visit sites such as the Zambezi plains, Sioma-Ngwezi National Park and the Liuwa Plain National Park among others,” Mr Mulozi said.

ZIM CUTS WAGE BILL TO BELOW 50PC HARARE - The Government has managed to bring down the proportion of the public wage bill in the national budget from 92 percent in 2017 to below 50 percent, resulting in fiscal surpluses that have been invested in other key areas, Treasury said in a recent update. The progress report contains a summary of the extensive progress the New Dispensation has recorded on a wide range of economic and Government reforms since coming into power in November 2017. The Government promised to eradicate corruption and other forms of vices that have been scuppering efforts to turn around the economy and indeed it has lived to its word. Significant milestones have been recorded on reforms cutting across disciplines that include the general economy and specifically areas such as mining, key infrastructure (roads, airports, new parliament building), education system, agriculture, power generation, political and legal systems. Most of the reforms thus far have come through under the transitional stabilisation programme (TSP), which ends this year and will be succeeded by the first five-year development plan. Manufacturers seek regulations audit to end duplication NAIROBI - Kenya Association of Manufacturers (KAM) Vice Chairman Rajan Shah said while regulations should create a predictable environment for businesses to thrive, the current set is predatory, allowing the national and the county governments to tax manufacturers at source as well as during delivery of goods across counties. “We pay levies within host counties while our distributors also pay levies to their host county governments, but ideally we should not be charged a levy for distribution and garbage disposal every time our goods enter a county,” said Shah. Counties have in the past seven years struggled to raise their own revenue to supplement allocations from the exchequer. Manufacturers have been easy targets, with counties imposing several fees to allow them to operate in their territories. To promote competitiveness and a level playing field, KAM has been calling for establishment of a high level government

JOHANNESBURG - National Treasury is conducting research on wealth taxes, and has already started working out how to implement zero-based budgeting, members of the National Economic Development and Labour Council heard. The council was last week briefed by Treasury’s deputy director general Edgar Sishi on the economic and fiscal considerations for the 2020 medium term budget policy statement. Echoing the supplementary budget, tabled in June, Treasury’s presentation, seen by Fin24, warned of a debtto-GDP ratio exceeding 90 percent. It noted that if “active measures” are not taken, a debt crisis in the form of a “debt distress episode” or a “permanent squeeze of the investment channel” will follow. Under a fiscal crisis, interest on debt alone could take up 39 percent of main budget revenue. If South Africa takes active steps to ensure fiscal consolidation and economic reforms, debt could stabilise by 2023/24 – this will require spending cuts and revenue adjustments amounting to approximately R250 billion over the next two years, the presentation read. This includes spending reductions of R230 billion in 2021/22 and 2022/23, with the wage bill being a “key area” to meet fiscal targets, Treasury said. Tax increases of R5 billion in the next fiscal year and R10 billion and R15 billion in the outer two years will also be implemented - these additional tax measures will be announced in February. “These measures require difficult choices that will affect the distribution of public resources,” the presentation read. Further details will be revealed in the medium-term budget policy statement. Treasury said research and analysis is being conducted on wealth taxes, and improvement in collections by SARS will also assist efforts to raise revenue. – FIN24.

Europe to start Boeing 737 Max test flights LONDON - EU aviation regulators have scheduled flight tests for Boeing’s troubled 737 Max plane. The European Union Aviation Safety Agency (EASA) said the tests would take place in Vancouver, Canada in the week beginning September 7. Boeing’s best-selling aircraft was grounded last year after two crashes killed all 346 people on the flights. The announcement comes two months after US regulators began similar test flights for the jet. However, EASA has maintained that clearance by the US Federal Aviation Administration will not automatically mean a clearance to fly in Europe. The agency said it had been “working steadily, in close co-operation with the FAA and Boeing, to
return the Boeing 737 Max aircraft to service as soon as possible, but only once it is convinced it is safe.” It said the process of scheduling the test flights had been hindered by Covid-19 travel restrictions between Europe and the US It added: “While Boeing still has some final actions to close off, EASA judges the overall maturity of the re-design process is now sufficient to proceed to flight tests. These are a prerequisite for the European agency to approve the aircraft’s new design.” EASA said simulator tests would take place from 1 September at London’s Gatwick airport. Meanwhile, the FAA has put forward a wide-ranging list of changes it wants to be made before the planes can fly again commercially. These include updating flight control software, revising crew procedures and rerouting internal wiring. Boeing hopes to get the 737 Max back in the air early next year. I CALL upon President Edgar Lungu, ACC and Minister of Lands Jean Kapata and her ministry to investigate the land grabbing currently happening at Gymkhana in Chingola by the elite. There is a vicious cartel that has targeted the vulnerable people in Gymkhana who have been on the pieces of land there, that are even on title or offer from Ministry of Lands. How then is the Chingola Municipal Council re-planning people’s small holdings without their consent and calling the people living there as squatters? Is land ownership only for the well to do and civil servants that are being taken there? We don’t want another Armageddon in Chingola and hence call on President Lungu, ACC and the Lands minister to put this rot to the end before it leaves a bad dent. The cartel involves some official who expressly gives offer letters that don’t even pass through a council sitting using a company linked to another council official. Let ACC investigate how these offer letters are being issued by the Town Clerk. Just a week ago, some police officers, teachers and DEBS officers were allocated land on already occupied land scaring the owners of the plots with arrests something that we shall resist and die protecting our land if need be. Mr President, the land illegality in Chingola is being advanced by some of your people who are supposed to be your vision carriers. The small holdings in question that council is manipulating to re-plan or have re-planned are 8428, 8429, 8431, 8438 and 8438 where there are already people who are not even given first priority. Is this the Zambia we want to have where the poor are only important when it comes to voting? AFFECTED GYMNKHANA RESIDENT.

There is no doubt HH is vying the highest and most powerful post in the nation. It is folly that we can exempt him from forensic scrutiny including demanding for answers from him in the manner state strategic national assets such as RAMCOZ were sold for a song. As a professional then, he is expected to exercise his professional calling with diligence as any person professing his
skill and especially that he is a Zambian for that matter. It is inconceivable that we can pile blame or fault his then clients (MMD Government) who acted in good faith. We find it immoral for HH to gather the audacity and insolence to mock the “sleeping Government” as he apparently took the manipulative approach. We still retain liberty to raise questions on the suspicious conflict of interest. We cannot be told to keep quiet because we are asking how come a hired evaluator ended up becoming a shareholder in the privatised company. We cannot be told to keep quiet when we demand that HH tells us how a viable company like Lima
Bank which was entrusted to be under receivership ended up being liquidated despite having prospects of redemption save for its indebtedness. We cannot be told to keep quiet when we are not told how much was Mr Hichilema worth before and after privatisation. Our honest questions deserves answers and not threats. We have received constant threats for our courageous step. We wish to assure you despite the threats, we will not stop, we may consider engaging 24/7state security to thwart any criminal attempts to harm us. We are determined to defend the interests of Zambians and the future of our children’s children. MULOBEZI COUNCIL EXPANDS REVENUE BASE 5 murder suspects By ANDREW MUKOMA IN an effort to expand its revenue collection base, Mulobezi Town Council has started hiring out its newly acquired 30 tonne-tipper truck to the public. This is one of the ventures that the local authority is using to generate income, Public Relations Officer Elvis Muleya said in an interview. Mr Muleya said that the rates for hiring the tipper truck had been set in a way that they
would be affordable for both local residents and those coming from outside the district. "This decision follows other revenue collection ventures that the local authority has engaged in such as the construction of a council lodge which has been completed," he said. Mr Muleya explained that for the lodge, the local authority has made it flexible for hire to the public for conferences and weddings apart from just accommodating visitors to the district.
"The public is therefore informed of the availability of the Tipper truck for hire across the country at competitive rates as this will help us generate enough revenue to be able to run service delivery activities to the public. "As a local authority, we are determined to increase our revenue collection base by all means and we will engage in every venture available to make sure that we have enough resources to be able to deliver services to public," he said.

Mr Limbalambala, one of the instrumental youth wing members, has been suspended for expressing his grievances through a PF whatsapp group. PF Livingstone chairperson, John Mukosho, confirmed the development to the Daily Nation. He said Mr Limbalambala had been suspended from the party activities for using whatsapp platform to air his grievances. Mr Mukosho said that PF was a party with regulations which must be followed. “PF as a party, we are governed and guided by the constitution and a person who is aggrieved must follow the right channels

The FinScope Survey is a nationally representative household survey that provides information on the demand, access, use of and behaviour towards financial services by the adult population. This survey is undertaken over a cycle of 3-5 years and this will be the fourth time that the survey is being conducted in Zambia. The last survey was done in 2015. Purpose of the Survey The purpose of the survey is to collect data which will be used to: a) Measure the landscape of access to financial services across all the main product categories such as: transaction banking, savings, credit, insurance in both formal and informal sectors of the financial sector; b) Provide measures of financial inclusion; c) Assess the financial health of the adult population; and d) Measure progress that has so far been made in the implementation of the National Financial Inclusion Strategy (2017 – 2022), which was launched by the Ministry of Finance in 2017. The survey will also provide useful information to policy makers, regulators, financial service providers and supporting agencies for the design of policy interventions, including financial products and services, aimed at improving service delivery and pursue greater financial outreach. Target Population A sample of 12,990 households will be selected across the country, targeting adults who are aged 16 years and above. The rationale for this minimum age is that, it is legally the age at which one is eligible to open a bank account.

FIVE suspects who allegedly murdered a fellow suspect while in custody in an Itezhi Tezhi Police Station last week have been committed to the High Court for trial. The suspects of Itezhi Tezhi, appeared before Magistrate Kegan Litiya on one count of murder. They allegedly beat a fellow suspect in a police cell reportedly saying they wanted to teach him a lesson after they differed with him. It is also reported that the quintet appointed themselves as police officers who were in charge in the cells to instil discipline in other inmates. The magistrate explained to the accused persons that they could not take plea before his court as the charges were tried in the High Court. THE United Party for National Development (UPND) in NorthWestern Province has called on Government to consider putting up a university in the region. UPND provincial Information and publicity secretary, Emmanuel Samapimbi, said the people in the province deserved a fair share of the national cake. He said the province currently contributed between 15 to 18 percent to the Gross Domestic Product (GDP) but had not received a fair share in terms of development. Mr Samapimbi claimed that from 2011 when the PF formed Government, it had deliberately ‘forgotten’ about constructing a university in the region. “We therefore demand that the PF immediately considers putting up a University in North-Western province to enable our people compete favourably both on the job market and political positions,” Mr Samapimbi said. He however stated that his party was not surprised that nothing was being done despite promises from Government that it would put up a university. Mr Samapimbi said the people from Northwestern have to compete for bursaries for the few places at the Copperbelt University and University of Zambia.

Mr Musenge, who was initially Secretary-General in the National Democratic Congress (NDC), was forced out after differing with its leader Chishimba Kambwili. It was at that point that Mr Musenge formed the National Democratic Congress Party (NDCP), but registration became difficult because of similarities in name with the Kambwili-led opposition party. Mr Musenge explained in Kitwe yesterday that the Registrar of Societies could not register the NDCP because of the similarities with the NDC, hence changing the name to AHD. He said in an interview that the details regarding the change of name from NDCP to AHD had already been submitted

According to Mr Musenge, the submission to the Registrar of Societies was done two months ago and was hoping that in the course of this week, a positive response would be communicated. "Initially our party was called NDCP, but we had issues to be registered because of similarities with NDC of Kambwili. The matter was taken to court but it took long to be disposed of and so we decided to rebrand our party and give it a new name,” he said. Mr Musenge said his party would provide hope to the frustrated Zambians and politicians who were not happy with the way
politics were being run in the country. He said the political landscape in Zambia was vast and there were a number of issues which were affecting the Zambian people but political parties including the ruling party were not addressing them. His party, he said, would focus on education, health, poverty alleviation and empowering ordinary Zambians. "So education is one area of human development. We are talking of 56 years of independence, but we still have children and adults who have been denied access to education opportunities," he said. He said the first foundation towards
human development was education, adding that the backbone of every nation was also education. "It is through education that people can be economically empowered, hence the poor, the rich, the deaf, the blind and the lame should have access to education," he said. Mr Musenge said those opposition parties who talk about job and wealth creation should convince the people how they would achieve that. "As politicians, let us talk about things that will convince the people as opposed to being rhetorical in order to gain political mileage out of lies and fake promises," he said.

Namulambe vows to put UPND to rest By SANFROSSA MANYINDA I PROMISE to tirelessly campaign for the ruling Patriotic Front (PF) especially in rural parts of the country and put the United Party for National Development (UPND) to rest, Gabriel Namulambe has said. He said he ditched the UPND to re-join the PF because President Edgar Lungu was tolerant to divergent views and accommodating compared to other political leaders in the country. Mr Namulambe resigned from his position as chairman for Labour and from the party in July this year after the UPND demanded that he should apologise for supporting the Constitution Amendment Bill number 10 of 2019. He was speaking in an interview in Mpongwe. “I have realised that the PF is the only party that is tolerant and understanding after analysing all the political
parties in the country. “I know I erred the time I left the PF but they were good enough to welcome me back. This is what makes them outstanding,” he said. Mr Namulambe said he would work hard to persuade the people especially those in the rural parts of the Copperbelt to vote for the ruling party. He said it was time for him to boost the PF’s popularity and put the UPND to rest as a perpetual losing organisation. He said he would explain to ensure that voters in Copperbelt rural did not remain in the opposition. Mr Namulambe also said the PF’s continued development agenda attracted him to rejoin the party. He was Mpongwe Member of Parliament under MMD, but switched to PF and was subsequently appointed Foreign Affairs Deputy Minister by late President Michael Sata. Mr Namulambe advised the opposition not to politicise everything but rather support developmental projects that were taking place across the country.

HOTEL RWANDA FILM HERO ARRESTED KIGALI - A man who inspired a Hollywood film about the 1994 Rwandan genocide has been arrested for leading "terrorist movements," officials say. Paul Rusesabagina, a Hutu, became well known after Hotel Rwanda depicted his efforts to save hundreds of Tutsis at his hotel during the 1994 genocide. He later launched an opposition party, which had an armed wing based in the Democratic Republic of Congo. About 800, 000 Tutsis and moderate Hutus were killed in the genocide. They were killed by Hutu extremists who were forced from power by President Paul Kagame and his Tutsi-dominated Rwandan Patriotic Front. Rusesabagina, 66, has received several human rights awards for his life-saving efforts, including the US Presidential Medal of Freedom in 2005. He was paraded by the authorities at
a press conference in the capital, Kigali, after he was arrested under an international warrant. He had been living in exile. Ghana denies Nigerians are being ‘harassed’ ACCRA - Ghana’s Information ministry has denied reports that Nigerian citizens are being “harassed” in the country. On Friday, Nigeria’s Information Minister Lai Mohammed had said Nigerians in Ghana were “being made... objects of ridicule.” He cited the demolition of a diplomatic property in Ghana’s capital Accra in June, deportations of Nigerians and the closing of shops owned by Nigerians. Ghana’s Information Minister Kojo Nkrumah said “the outline of issues by my Nigerian counterpart is not reflective of the developments in Ghana.” The demolition of Nigeria’s property was not carried out by the government and was subject to a legal dispute, he said. Regarding the deportation, the minister said those deported had been involved in criminal activities. On the closing of shops, the Ghanaian government said the closures affected all shop owners without correct documentation and also affected other nationalities including Ghanaians. Sudan signs historic peace deal with five rebel groups JUBA - Sudan’s powersharing government signed a peace agreement with the country’s five key rebel groups yesterday, a significant step towards resolving deep-rooted conflicts that raged under former leader Omar alBashir. The civilian and military leaders sharing power following Bashir’s overthrow in April 2019 say ending decades-long internal conflicts is a top priority of a 39-month transition. The deal, signed in the South Sudanese capital Juba, offers rebel groups political
representation and devolved powers, integration into the security forces, economic and land rights and the chance of return for displaced people. The groups that signed include the Justice and Equality Movement and Minni Minawi’s Sudan Liberation Army, both of the western region of Darfur, and the Sudan People’s Liberation Movement-North led by Malik Agar, present in South Kordofan and Blue Nile. More than 300, 000 people are estimated to have been killed and 2.5 million displaced after the conflict in Darfur spread after 2003 as government forces and mainly Arab militia moved to repress mostly non-Arab rebels. South Kordofan and Blue Nile remained within Sudan when South Sudan seceded in 2011 and communities there complain of marginalisation by the government in Khartoum. – REUTERS.

BRAZZAVILLE - Congo-Brazzaville’s jailed opposition leader Jean-Marie Mokoko has returned to the country a month after he was taken for treatment in Turkey’s capital, Ankara. Mokoko was serving a 20-year jail term when he became sick and was flown to Ankara. His lawyer Yvon Eric Ibouanga said he was allowed to see the politician and they were working on a request for him to be freed. – BBC.
12 elephants die mysteriously in Zimbabwe HARARE - Park authorities in Zimbabwe are investigating the death of 12 elephants at Hwange National Park. The elephants were found dead with their tusks intact. The authorities say they do not suspect cyanide poisoning used by poachers instead of rifles - as no other wild animal was affected. The Hwange National Park is near the border with Botswana where hundreds of elephant carcasses were found early this year. – BBC.
India accuses China of border breach NEW DELHI - Indian forces foiled an attempt by Chinese troops to occupy a hill on the Asian giants’ disputed border in the western Himalayas, officials in New Delhi said yesterday, following the latest flare-up between the two nuclear-armed neighbours. China rejected the accusation that People’s Liberation Army troops had breached the border, but tensions between the two armies in the freezing snow deserts of the Ladakh region have been running high for several months. – REUTERS.

FIFA MEETING IN DOUBT By MICHAEL MIYOBA
THE much anticipated meeting involving aggrieved individuals in the Football Association of Zambia (FAZ) wrangles will not take place today following a request by the lawyers representing Damiano Mutale, Patson Lusaka and Kalusha Bwalya for the meeting to be chaired by FIFA to be held on Friday, September 4. And Mutale has denied social media reports indicating that the
aggrieved individuals are unwilling to attend the meeting on the proposed date by FIFA because they are fighting a losing battle. Mutale also noted that it is not true that the aggrieved parties do not want to end the wrangles as alleged by some reports. Mutale said the aggrieved have the right to propose a date for the meeting just like FIFA who proposed for the meeting to take place today. Mutale expressed disappointment that people at FAZ failed to interpret
the letter from FIFA who proposed for the meeting to be held today, a month after the warring administrators signed a consent judgement which compelled the aggrieved to withdraw their court cases to avoid a FIFA ban. The consent judgement also compelled FAZ not to go ahead with their elections which were set for March 28. Mutale said the letter from FIFA stated clearly that September 1was a proposed date and not the final date for the meeting. Meanwhile, Mutale confirmed
that the aggrieved are yet to meet to select three individuals who will represent them during the meeting as proposed by FIFA. He said the lawyers representing them as the aggrieved have written to both FIFA and FAZ requesting them to clarify on the number to represent the aggrieved who are more than three. FIFA set September 1 as the day the warring football administrators would meet with FIFA and government officials via a video conference to resolve the wrangles that have
affected the Zambian game. FIFA chief Member Association’s officer Veron Masengo Omba confirmed that the meeting would be held on Tuesday through a video conference. In a letter addressed to FAZ General Secretary Adrian Kashala, Omba said the vitual meeting would comprise of representatives from FAZ, Ministry of Sports, National Sports Council and a maximum three representatives from the aggrieved parties.

By SPORTS REPORTER FOOTBALL Association of Zambia (FAZ) presidential aspirant Joseph Nkole says his administration will place equal emphasis on the development of women’s football as the men’s game. Nkole, who is one of the three candidates vying for the FAZ top seat, said women football is as important as the male version of it. He said his committee will strive to develop women’s football from below the age of eight. “Our emphasis is bottom-up. We believe the girl-child with football skills should first be in school, college or university,” Nkole said. He said his administration will create a bursary scheme where girls who excel in football will be sponsored to advance their education. “Our programme will start with Under-8 girls’ football under Zambia schools through the Federation of Colleges and Universities up to the senior national team,” Nkole added. “Already existing clubs and new ones will be aided to form into affordable league or tournament or cup formats. We believe club football must break even.” Meanwhile, Nkole has welcomed the latest FIFA intervention to resolve the FAZ wrangles. He hopes this matter can be resolved amicably and allow for the election programme to proceed. Nkole noted that among his priorities, when in office, will be unity.
