HE launched inhouse training for police officers should also focus on stamping out “deep rooted” corruption among the men and women in uniform, the Green Party has advised Inspector General of Police, Kakoma Kanganja. Green Party president, Peter Sinkamba prodded Mr Kanganja to ensure that officers were trained on how to avoid corruption in their line of duty. The police command yesterday launched an in-house training for police officers aimed at enhancing proficiency and effectiveness in the service. Mr Sinkamba however said the command should ensure police officers remain
professional and uphold the integrity of the service by broadening the training. He said that it was important for the police to avoid corruption and remain non-partisan and leave politics to politicians. Mr Sinkamba was speaking following the launch of the Zambia Police Service, in-service training aimed at equipping police offers with appropriate skills to perform their duties meeting expectations of the community. Launching the training programme at Zambia Police College yesterday, Mr Kanganja said his command attached great importance to training because as it was the foundation of any functional system. He said training was a critical tool to enhancing proficiency and effectiveness
in every organisation, the Zambia Police Service inclusive. “I wish from the onset to announce that this programme is not only commencing here at Lilayi but also in the other two police training schools and a total of 150 officers will undergo training during the initial refresher course in crowd management. “I have directed that all trainees be imparted and exposed to similar skills in order to obtain standardised skills in handling and dealing with riotous behaviour,” he said. Mr Kanganja said the training programme would be ongoing and that his command would ensure that almost every police officer was exposed to the training as it was for purposes of adequately preparing for policing of the 2021 general elections and beyond.
He added that Government had acquired modern equipment in line with the United Nations Standards on Crowd Management. He said that the assorted equipment and tools would help enhance operational efficiency in the police service as officers will now be able to swiftly respond to any form of crime. Mr Kanganja stated that the equipment would enable officers to proficiently police the 2021 general election. He said the procurement of modern equipment was meant to meet proper policing methods of modern times. Mr Kanganja wondered why some quarters of society were circulating lies on social media suggesting that arming the police with equipment was meant to intimidate the public.

THE Lusaka Magistrate's court has closed the case in which NDC leader Chishimba Kambwili is charged with forgery, uttering a false document and giving false information to a public officer after his defence lawyers failed to appear. When the matter came up for continued defence, yesterday, the prosecution informed Principal Magistrate David Simusamba that they were ready to proceed with the matter. However, when Kambwili took the stand, his lawyers, Mr Keith Mweemba and others
were not present prompting the court to order the closure of the case and set October, 12, 2020 as date of judgment in the matter. Despite a lawyer from Christopher Mundia’s law firm applying for an adjournment, stating that Kambwili's lawyers were appearing before higher courts, Magistrate Simusamba refused to grant the application because of the conduct of the lawyers not coming to court. THE Ministry of Labour and Social Security has assured employees of Sinoma Mpande Limestone Company in Chongwe that they will still have their jobs following an agreement with the employer to let them be free from mandatory quarantine. In an interview, Permanent Secretary Chanda Kaziya said that the employees must not feel intimidated after the ministry intervened in the matter in which they were being quarantined at the plant against their will. He made the remarks following concerns by some employees who alleged that their jobs were now at stake as the employer had earlier warned them that whoever leaves the company yard will be fired. The ministry over the weekend visited the plant after the employees downed their tools demanding to be released from mandatory quarantine. The employees complained that they were being quarantined against their will and could no longer take it. Mr. Kaziya disclosed that the employees demanded that they be released and report for work from home. He said that they also demanded that a union
branch be formed and their contracts be revised. He disclosed that these matters were resolved and the workers were free to go home. He also said that management agreed to have a union branch at the plant. According to Mr Kaziya, a union branch would be formed by the end of the month and the conditions of service be agreed with those who will opt to stay in quarantine. He however revealed that the employees were divided as some wanted to stay. He said that those who opt to stay must not blame his ministry as this was their own choice. He stressed that the ministry could not force matters on them if they agree to be quarantined as this was between the employer and employees. Mr Kaziya assured the employees that management agreed that no one will lose their job if they decide to be coming from their homes. He said it was this fear of losing jobs that employers take advantage of. He said the workers must not even be intimidated by their supervisors because they were protected by the agreement made in a meeting between his ministry and management.

He said there was need for Government to seriously address the issue of conditions of service for teachers for extension of the 2020

"The collective agreement which expired in July has been extended to December this year, so beyond that we expect the budget to address salaries for our members," Mr Sinkala said. Mr Sinkala said the agreement that gave a pay rise of four percent to our members came to an end in July 2020 therefore teachers are very expectant of an increment. He said teachers are expectant of a pay rise of 10 percent and above. "If coffers would allow, we expect an increase of 10 percent and above."

OCAL contractors have petitioned the Road Development Agency (RDA) over alleged lack of transparency in the awarding of contracts for maintenance and repair of roads. National Association for Medium and Small Scale Contractors president, Mutale Mpepo, said it was the
same contractors being awarded tenders for periodic maintenance of roads while others were being sidelined. Mr Mpepo said the trend of awarding contracts for routine maintenance of roads to the same contractors should not be entertained this year. Minister of Foreign Affairs, Joe Malanji announced yesterday at a press briefing that Dr Chakwera was scheduled to undertake his first official visit outside Malawi since he was elected in June this year.

THE 2021 national budget must be planned with a focus of cushioning key sectors of the economy from the negative effects of Covid-19, says Policy Monitoring and Research Centre (PMRC) Executive Director, Bernadette Deka-Zulu. Finance Minister, Bwalya Ng’andu, is this Friday expected to present the 2021 national budget. Ms Deka-Zulu stressed that it was imperative to factor in counter and cushion measures that would shield the economy in an event that the negative effects of Covid-19 continue next year. She emphasised the need to make a strong resolve to continue working towards the path to recovery and growth as the 2021 national budget was being formulated. “Key sectors that have been negatively affected by the Covid-19 pandemic must be prioritised in the 2021 national budget. “Further, key components/ programmes in the 2020 national budget that may have not been implemented due to the Covid-19 pandemic, may be considered under the 2021 national budget,” she said in a statement yesterday. PMRC, she said, remained optimistic with the 2021 national budget, as it had worked

UNITY IN DIVERSITY ZAMBIANS have always cherished their ability to live together amidst political differences. This is what has made Zambia a unique country. It is therefore disheartening that cadres belonging to an unnamed political party had the audacity to attack the business premises of a perceived enemy in Lusaka. The unfortunate incident happened on Saturday in Lusaka’s sprawling Bauleni Township when the unruly cadres attacked a bar owned by Mr William Banda, a member of the United Party for National Development (UPND). According to Mr Banda, two of his sons were injured and property damaged when the cadres attacked the bar. To make it worse, the cadres, said Mr Banda, also attacked his two daughters, chasing them up to his house. Mr Banda said in an interview that the cadres who were having a meeting in the area went to the bar where they beat up his sons and destroyed property while others, carrying different kinds of weapons chased his daughters up to his house. We do not know what prompted the cadres to attack Mr Banda’s business premises, who is not a rookie in Zambian politics. Senior citizens will testify that Mr Banda, who has served in UNIP, MMD and now UPND has been a resident of Bauleni since its birth. Yes, he might have crossed paths with a lot of people in the country’s political history, from the one-party state of the UNIP era to the plural politics of the multi-party era under the MMD. Yes, he might have been a terror to his political opponents as many would testify, but that does not mean that he should be punished now for his political transgressions. We would think that the political leaders who encouraged that barbaric attack would take stock of what the country stands for – notably the rule of law and respect for other people’s divergent political beliefs. No Zambian must be punished because he or she belongs to a different political party. Zambia has just come through two parliamentary by-elections in Kasama’s Lukashya constituency and Mwansabombwe. There were a few isolated cases of violence which all leaders across the political divide condemned. Zambians must resolve as a people not to allow petty political differences to destroy what the country’s founding fathers sacrificed their lives for – the freedom to decide their political destiny. And even as the country edges closer to the Presidential and general elections next year, the whole world will be watching how Zambians conduct themselves. If the Bauleni incident is a harbinger of things to expect next year, then the political leadership in the country must speak with one voice and denounce any acts that threaten the country’s peace. If anything, Zambians must resolve to shame the doomsayers who are predicting mayhem come next year. Let the Bauleni incident be the last where unruly cadres will run riot and cause mayhem. As any true democrat would say, Mr Banda has every right to belong to a party of his choice, just as the cadres have a party they support. The onus also falls on the Zambia Police Service to act as honest brokers and ensure that they isolate and identify the perpetrators of the Bauleni fracas and bring them to book. They must be seen to be firm and fair, that they would defend and protect every citizen regardless of their political leanings so as to protect the integrity of the nation. There must be unity amidst the diversity in our politics.

HE porous security situation in the gemstone mining area in Lufwanyama on the Copperbelt has seen an influx of people engaged in illegal activities, gemstones miners have complained. Gerntina Mines Limited chief executive officer, Moffat Mukwala, said the porous security situation in the restricted gemstone area was a serious problem which needed urgent

CABINET has approved the 2021 national budget for presentation to the National Assembly by the Finance minister, Bwalya Ng’andu this Friday. Chief Government Spokesperson, Dora Siliya said Cabinet through 2021 budget was looking for economic stabilization of the economy which had been hit by the Covid-19 pandemic. Ms Siliya said Government had in the interim already undertaken macroeconomic stabilization measures that include the
medium refinancing by the Bank of Zambia and the issuance of the special Covid-19 Bond. She said the measures would assist particularly the small and medium enterprises accessing affordable financing enhancing the fight against Covid-19, reduce the backlog of domestic arrears and revitalizing the financial sector. Ms Siliya said Cabinet looked forward to restoring the budget to enhancing domestic resource mobilization and fiscal governance, ensuring greater economic stability, job creation and scaling up social protection pro-
grammes. The decisions were made by Cabinet at its 19th meeting held virtually at State House yesterday. Cabinet also approved the Economic Recovery Program (ERP), the successor program of the Economic Stabilization and Growth Program (ESGP) that was implemented between 2017 and 2019. Ms Siliya said the ERP was a stabilization, recovery and growth plan with a focus on restoring macroeconomic stability, attaining debt stability, restoring growth and diversifying the economy.

RUSSIA has donated 5, 000 Covid-19 test kits to the Ministry of Health. Russian ambassador Alexander Vilovich Boldyrevs said this was a sign of solidarity with the Zambian government in the fight against Covid-19. Mr Boldyrevs said the donation was a good sign of joint efforts between the two countries to overcome the pandemic. He thanked the Zambian government for the efforts to stop the further spread of the disease. He said said the donation was a symbol of the long history of friendship
between the two countries. He said Russia has for a long time been a partner with Zambia in the training of medical practitioners. "We will continue partnering with the Zambian government in improving the provision of health care services," he said. Health Minister, Chitalu Chilufya on receiving the donation thanked the Russian government for the gesture. Dr Chilufya said the donation was not only appropriate but timely as it will help determine the extent of the disease in the country. Dr Chilufya said the donation will contribute to stop the spread of
the disease. "This donation shows the solidarity and friendship the two countries have enjoyed since 1964," Dr Chilufya said. Splinter unions in teaching profession worries ZCTU By ANDREW MUKOMA
THE Zambia Congress of Trade Union (ZCTU) is worried with the proliferation of splinter unions in the teaching profession in country. ZCTU Secretary General, Cosmas Mukuka, said the mother body worried that the sad development could diminish the bargaining power. Mr Mukuka charged that too many unions in one sector reduced the vibrance of the labour movement. He said that the teaching profession now has six unions, a situation which he said was worrisome and needed to be checked with a serious approach. "We are fully aware of the provisions of section five (5) of the industrial and Labour Relations Act Cap 269 of the Laws of Zambia which provides for the formation of unions. "The Congress does not blame the people behind the formation of these unions but rather those who go to join them. We are hoping as a Congress that one day, the teaching profession will be represented by one strong and vibrant union," Mr Mukuka said. This is contained in a speech read on his behalf by ZCTU Deputy Secretary General in charge of Finance Joy Beene at the opening of the central Province provincial conference for Professional Teachers Union of Zambia (PROTUZ) at the weekend. He cautioned labour movement leaders in the country against engaging in partisan politics as the country headed towards the general elections next year. SCHOOLS should desist from imposing the purchase of identical face masks on pupils at the school as the practice is unfair and against the law, the Competition and Consumer Protection Commission (CCPC) has warned. The CCPC has warned all schools that such unfair trading practices were punishable
by law and that any school that shall be found guilty would be liable to pay the Commission a fine not exceeding ten percent of its annual turnover. Senior Public Relations Officer, Namukolo Kasumpa said such practices erode consumer welfare as they limit consumers’ choices and appears to tie students’ and pupil’s retention in the schools to the purchasing of the face masks.
Ms Kasumpa said the use of face masks is meant for the protection of individuals against contracting the Coronavirus and should not be used as a money-making venture. “The Commission would like to remind the schools that the use of face masks is meant for the protection of individuals against contracting the Coronavirus and should not

Forcing pupils to buy masks from schools is against the Competition and Consumer Protection Act (CCPA) No.24 of 2010,” she said Ms Kasumpa called on all schools to allow pupils to purchase affordable face masks from sources of their preference to avoid contravening with the Law.

LONDON - A government plan to end VAT-free shopping for international visitors at the end of the year could cost the UK billions of pounds in lost income, travel and retail bosses have warned. In a letter to the chancellor, the heads of firms such as Marks & Spencer, Heathrow and Selfridges said the move also put 70, 000 jobs at risk. I write this in my personal capacity as a citizen and a holder of a voter’s card. The same applies to politics. I followed closely the campaign of the UPND during the just ended by elections. That gave hope to our men and women in uniform that once Sata formed government, he would be their person. Then also you can’t use macroeconomic figures to explain to citizens that they are suffering. Suffering is felt at household level. When campaigning, you need to identify issues that really citizens are facing. A woman in Mwansabombwe doesn’t care about Eurobonds. All she wants are roads, food, clinics and that’s what the other camp is providing. So a new formula has to be developed to counter the PF. Even for this article I will be insulted. Now when you insult me and I keep quiet, genuine people will sympathise with me and will be scared of your aggressiveness. Zambians are more likely to vote for soft leaders and less aggressive parties. The attacks and hate speech

Dear Editor, WE are shocked with the revelations by the representatives of the Konkola Copper Mines retirees who have expressed their lamentations in the pension scheme which turned out to be a scam. The relevant authorities must lend their ears to the aggrieved miners and ensure that the owners of the scheme account and take responsibility for their action. While we are objectively looking at the circumstances under which they are robbed, as believers of the pro poor policies of the PF, we sympathize with the pensioners. We have learnt that a opposition leader Hakainde Hichilema has proprietary interests in the firm which is at the heart of the controversy, Saturnia Pension Trust Fund. We wonder why the tag of fraud continues to hang on his head especially that he masquerades as an infallible person who has no stains of financial malpractices. This with some outstanding issues that he has failed to answer with the national broadcaster Zambia National Broadcasting Corporation (ZNBC) extended an olive branch to him in the interest of fairness. The named opposition leader should know that the questionable misapplication of Pensioner’s money is a political question which should be given political answers to our satisfaction. He needs to be courageous and account to the ex-miners especially that most of them have since passed on and their labour has been thrown in a dry cast ocean. Even though the opposition leader may not entirely own the company, his ties with the company that has been found culpable for defrauding pensioners by the Courts of law brings the integrity of his Presidency into disrepute. Although this was a private commercial transactions, it becomes a matter of public interest looking at his ambitions to be entrusted with state power. The questions of inappropriate commercial affiliations should be resolved so that Zambians make an informed decision. We therefore plead with people who have an opportunity to talk to the unapproachable HH, to engage him and in turn he can explain himself. We also hope he will comply with the ultimatum which has been given by retirees. On the other hand, the Anti Corruption Commission and other law enforcement agencies must proactively pursue this matter so that the issue can be brought to rest. Dambwa residents cry for police post By ANDREW MUKOMA RESIDENTS of Mwandi Township in Dambwa North in Livingstone have appealed for the establishment of a police post to save them from rising criminal activities. Crime is rising particularly in Freedom Ward. The residents charged that crime was on the increase in the area and called for the formation of a neighbourhood watch as the community waited for the construction of a police post. A resident of Mwandi Extension, Mailos Tembo, said the only police presence was far away from the Township and that the residents were finding it difficult to report cases to security authorities. Mr Tembo said in an interview with the Daily Nation that some hard-core criminals had made the area their abode. He said they had made numerous calls for a police post in the past, but all had proved futile hence their appeal to the police command to come to their aid to save them. Another resident, Junior Mweemba, said that the persistent attacks on people at night and burglary and theft cases had led to heightened insecurities among residents. “It will surprise you to know that they [the criminals] even attack people in their homes. The insecurity is now too alarming,� he said. Mr Mweemba said that the area was growing rapidly and crime was on the rise. He said that criminals of all sorts were taking advantage of the lack of police presence in the area to commit crimes. “Thefts, muggings and fighting are common because there is no police presence to deter the criminals. “So as residents of Dambwa North where Mwandi Township belongs too, we request the police command to consider putting up a police post,� he said

Schools are ready with classes By KETRA KALUNGA
GOVERNMENT says schools are ready to reopen after closing in March when the Coronavirus Pandemic hit the Country. President Edgar Lungu declared all learning institutions could be reopened under strict adherence to set public health guidelines. When contacted, General Education Permanent Secretary, Jobbicks Kalumba said schools were ready for the reopening as directed by the Head of State. “All I can tell you is that schools are ready for the reopening,” Dr Kalumba said. Several schools across the country reopened
yesterday after 6 months of closure. Earlier, Kabwe District Education Board Secretary, Zikani Kaira said schools in the district were ready to reopen because they already had examination classes running and measures to prevent the spread of COVID-19 had already been put in place. Dr. Kaira stated that classes would be conducted in sessions depending on the size of a particular school as guided by the ministry of General Education. Dr. Kaira assured that the children are much safer in the schools than they are at home because in schools they are compelled to observe all the COVID-19 guidelines. And Dr. Kaira has urged parents to work with the school management in preventing the spread of COVID-19 in schools.

HE Southern African Centre for the Constructive Resolution of Disputes (SACCORD) has appealed to all citizens of Zambia and political players to jealously guard the peace that the country has enjoyed since independence as 2021 was fast approaching. SACCORD executive director, Boniface Cheembe said it was every Zambian’s responsibility to ensure peace prevailed as there were a few months left before the 2021 general elections. In a statement to mark the celebration of the International Day of Peace under the theme “Shaping Peace Together”, Mr Cheembe told
the Daily Nation that peace had to be cultivated and nurtured by the nation’s leaders and the citizens of the country. He said peace does not come by accident, but required the cultivation of a peace culture whose responsibility falls on the shoulders of all citizens who belong to a country. Mr Cheembe said the challenges to peace required the concerted efforts of everyone to address them as they were not challenges that could be done by one stakeholder. He urged Civil Society Organisations (CSOs) to also play their role in undertaking peacebuilding with the masses, and the media to observe and engage in conflict
sensitive reporting. Mr Cheembe also implored the traditional leaders to engage in peace by peacefully upholding traditional practices and culture, and politicians to play a role in preserving and sustaining the peace of the nation. He said, all stakeholders and citizens of Zambia have a duty and responsibility of playing a key role in fulfilling this year’s theme of ‘Shaping Peace Together.’ “As we only have a few months left before the 2021 general elections, we appeal to all citizens of Zambia and our political to remember that we must never take the peace that we have enjoyed since independence for granted, “he said.

DBZ recently launched the five year strategic plan, spanning from 2020 to 2024. In the plan, DBZ has committed to reserve specialised services to support novel projects, which have an innate po-
tential for stimulating developmental impact. This is according to the DBZ Managing Director, Samuel Bwalya. Dr Bwalya said such projects met the criteria for accessing credit at affordable rates and conditions from DBZ. He indicated that it was such high developmental impact projects that DBZ would prioritise in lending operations moving forward. WE are happy that farmers in Eastern province have heeded our call to sell their maize to government for enhancement of national food security, the Food Reserve Agency (FRA) has said. FRA executive director, Chola Kafwabulula said he was happy that farmers in Provinces like Eastern province have decided to sell their maize to FRA instead of briefcase buyers. Mr Kafwabulula said he and his colleagues in management have taken it upon themselves to go round the whole Zambia to boost maize purchases through the agency's newly introduced mobile satellite grain buying. "As chief executive officer for FRA, I am paying particular attention to mobile purchasing. In the past we had relied on the traditional way of purchasing maize where we had set up mobile depots and then farmers had to follow us but we are also following farmers

especially those with a lot of maize. "I'm going round the whole Zambia to comb the whole country and see how the purchases are going on. The beauty is that when I am on the spot in the field and on the ground I am able to make certain decisions which I can't make from the office because this is about national food security," Mr Kafwabulula said. He said considering issues of climate change, Zambia might have a bumper harvest this year but there is no guarantee that the country will record another bumper yield next year. "So we want to make sure that whatever grain we lay our hands on as FRA this year we buy," he said. Calls for privatisation commission of Inquiry welcomed By SIMON MUNTEMBA
THE recent calls for a commission of enquiry on privatisation is welcome, but it should be for the public Interests and not just to fix political opponents, the Movement for National Transformation (MNT) has said. MNT president Daniel Shimunza has advised the ruling party not to pursue a policy of fixing political opponents before 2021. Dr Shimunza who welcomed calls for privatisation said it should not however be used by those in power to disadvantage certain political players. "The recent calls for a commission of enquiry on privatisation is welcome if we mean well in public Interests. "However, if it is to just fix one Hakainde Hichilema, it is unjust, misplaced, frivolous , and malicious," Dr Shi-
munza said. He said using the law dubiously, to fix political opponents on flimsy, and tramped- up charges, was an injustice which must be condemned by all. Dr Shimunza said as a christian nation, Zambia's leaders should not oppress others but seek to serve them well and unify the nation. Therefore, he said, as MNT, we call on our competent courts, to remain judiciously, independent, impartial , and with integrity in managing Judicial matters before it. Dr Shimunza further called on all competent lawyers in the country to uphold the professional ethics of the legal profession, and not be used for corruption or selfish aggrandizement for pecuniary gain. He said integrity and constitutionalism, must be the criterion upon which all actions on merit are judged.
Mr Cheembe said Zambians must ensure that everyone understands their role in contributing to the peace they enjoyed and the fact that they all have a responsibility to shape peace together. He said Zambia had been fortunate to have enjoyed her peace since independence in 1964. Taking into consideration the multi-cultural diversity of the country, he said, all citizens have grown up in believing in the motto of ‘One Zambia, One Nation. He added that the country had to nurture and cultivate a culture of tribal balancing of all the nation’s 72 tribes into the governance system of the country so that no one is left behind.
Jere ‘builds’ classroom block in Matero By SIMON MUNTEMBA
LUSAKA-BASED lawyer, Dickson Jere has delivered over 2, 000 blocks for the construction of a new classroom block at Muchinga School in Matero’s Zingalume area to cater for the recent transformation of the school into secondary. Mr Jere said he was approached by the school authorities to help construct four-classrooms at the school which was recently expanded into a combined school to host both primary and secondary education. “I promised to help the school when I was approached two weeks ago. I am glad to deliver the first consignment of 2,500 blocks. I really want to see this project materialize in a short period of time,” Mr Jere said when he headed over the blocks to the school. He said he had approached a number of friends to assist in procure materials for the project and that one of the lawyers in Lusaka has agreed to pay for the consignment, which will push the construction to roof level. Meanwhile, Mwembeshi Ward Development Committee chairperson Mathew Kangwa thanked Mr Jere for the gesture and support towards the construction of the new classroom blocks at Muchinga school. Mr Kangwa said the support rendered saying it would go a long way in improving the learning environment. “You are really a man of your words. I was here when you promised to mobilize resources for the school and we did not think you will do this quick. We thank you on behalf of the parents in the area,” Mr Kangwa said. Muchinga School is situated in Zingalume area but caters for the children from Lusaka west, balastone Park, Chunga, Desai, George Compound, Paradise and other surrounding areas. The school currently enrolls over 3,000 learners and share classrooms. Mr Jere has also set-up a computer Laboratory with over 40 computers which he donated to the school to help them with ICT lessons, which the school did not have since inception.

The two men - Meliad Farah, 39, an Australian citizen, and Hassan El Hajj Hassan, 32, a Canadian citizen - were tried in absentia over the July 18, 2012 attack at Burgas airport on the Black Sea, and their whereabouts is not known. ‘Toxins’ killed more than 300 elephants in Botswana GABERONE - The deaths of more than 300 elephants in Botswana this year were caused by toxins produced by cyanobacteria in water, but there were still many unanswered questions, wildlife officials have been quoted by Reuters news agency as saying. The deaths in the Okavango Delta sparked widespread alarm and left conservationists and veterinary surgeons baffled,
especially as there was no sign of other animals dying at the same time. Reuters quoted Mmadi Reuben, a senior veterinary officer in Botswana’s Department of Wildlife and National Parks, as saying that latest tests had “detected cyanobacterial neurotoxins to be the cause of death.” “These are bacteria found in water. However, we have many questions still to be answered such as why the elephants only (died) and why that area only. We have a number of hypotheses we are investigating,” he added. OHANNESBURG - Chairperson of the state capture commission of inquiry Deputy Chief Justice Raymond Zondo has announced that the new dates for former President Jacob Zuma’s appearance to give evidence will be from November 16 to 20. He said on October 9 at 09:00 the commission will hear an application brought by the legal team of the commission for the issuing of summons. “We will not negotiate dates with witnesses,” Zondo said. Zuma was initially scheduled to appear before the commission between September
21 and 25. However, his lawyers said he would not be appearing. The former president’s attorney, Eric Mabuza, wrote to the Zondo commission, saying it was unfair to expect his client to simultaneously consider evidence and affidavits of more than 30 witnesses to prepare himself to appear this month. Mabuza also said Zuma was currently preparing for his much-anticipated criminal trial, “the importance of which cannot be over-emphasised.” He also said Zuma was engaged in several other cases which required his full attention. – NEWS24.

LESSON #1: CLARITY ON THE USE OF PRONOUNS Personal, relative, and demonstrative pronouns often require their respective antecedents i.e. a word, phrase or clause referred to by a pronoun. Sentence ideas are sometimes confused by the use of a pronoun which does not have a clear antecedent. If the reference of a pronoun is ambiguous (having two meanings), or too general, or too vague, the sentence may lack clarity. Let’s Get it Right 1. Avoid ambiguous reference. This occurs when a pronoun refers confusingly to two possible antecedents. In recasting such a sentence, don't use the awkward device of a parenthetical insert: Example 1 (a) Ambiguous: Sechelani told his father that he was too smart to fail the examination. (b) Awkward: Sechelani told his father that he (Sechelani) was too smart to fail the examination. (c) Clear: Sechelani said to his father, " I 'm too smart to fail the examination." (d) Clear: Sechelani felt that he was too smart to fail the examination. He discussed the matter with his father. Example 2 (a) Ambiguous: They took up the chairs from both classrooms and cleaned them thoroughly for the ceremony. (b) Clear: They took up the chairs and cleaned both classrooms thoroughly for the ceremony. Example 3 (a) Ambiguous: One of the boys brought his elder brother, but he didn't enjoy the party. (b) Clear: One of the boys, who brought his elder brother, didn't enjoy the party. (c) Clear: One of the boys brought his elder brother, but the elder brother didn't enjoy the party. 2. Avoid general reference. This occurs when a pronoun refers confusingly to a general idea which is vague to the reader: Example 1 (a) General: She has a fleet of vehicles but never parks them in any good order, which I find confusing. (b) Clear: She has a fleet of vehicles, but I am confused by the disorder in which she keeps them. Example 2 (a) General: Read the instructions on the cover page. It will help you a great deal to avoid making a mistake. (a) Clear: Reading the instructions on the cover page will help you avoid making a mistake. 3. Avoid weak reference. This occurs when an antecedent has not been definitely expressed, or when it appears only as a possessive modifier:

Avoid the impersonal use of they and it, except in common idiomatic expressions: "It's beginning to rain"; " It must be about six o'clock." Example 1 (a) Wrong: In the Kasaba Bay, they have the most beautiful species of birds in the world. (b) Correct: The Kasaba Bay has the most beautiful species of birds in the world. Example 2 (a) Wrong: In today's edition of Daily Nation newspaper, it says that the economy is improving. (b) Correct: Today's edition of Daily Nation newspaper says that the economy is improving. Example 3 Informal: They don't allow trucks on the new road. Correct: Trucks are not allowed on the new road. Exercise Rewrite the following sentences to make the pronoun reference clear.

FIFA TONIC …Clubs receive Covid-19 relief funding from FIFA

O far all the Super Division teams and National Division One have received their allocation of the FIFA Covid-19 relief funds while the lower division clubs have also started receiving, FAZ president Andrew Kamanga has said. The first batch of US$500, 000 of the US$1.5 billion meant to support the MAs through the FIFA Covid-19 Relief Plan and approved by the FIFA Congress has already been disbursed to the 211-member associations. “The first batch of US$500, 000 has already been disbursed to the 211 FIFA member associations and on our part we have
received this allocation and have proceeded to disburse it to our membership. “We have been prompt in disbursing to our membership given the financial stress that the Covid-19 has caused in the game,” Kamanga said. Kamanga cautioned clubs not to divert the funds to non-football expenditure. He said any misuse of the funds will attract sanctions including the possibility of being excluded from the next cycle in January 2021. Kamanga said FIFA places a high premium on transparency and accountability and the association expect that its members will apply the same levels of prudency. Meanwhile Kamanga said the regulations governing the
application of the FIFA statutes were amended to include new provisions relating to the exceptions to the general prohibition on changing associations and the access to national-team football for stateless players. On June 25, 2020, the FIFA Council recommended that the amendments to the regulations, as presented, be submitted to the FIFA Congress for approval, will enter into force immediately after the close of the 70th FIFA Congress. Various recommendations of the Football Stakeholders Committee through a technical working group were adopted by the Congress on September 18. Kamanga said the changes approved by the FIFA Congress on Friday will open win-
Ghana lifts ban on football league GHANA’S President Nana Akufo-Addo has lifted a ban on contact sport including football. The Ghana Premier League and the Division One league are expected to resume on October 30. All players, technical teams and management staff of clubs will be tested regularly for Covid-19. Spectators will be allowed to fill only 25 percent of the seating capacity in match venues. Wearing of masks will also be mandatory. No spectators will be allowed at training facilities. President Akufo-Addo said the decision was based on the drastic decrease of Covid-19 active cases and the need for national teams to prepare for international competitions. Ghana currently has 507 active Covid-19 cases and has confirmed nearly 300 deaths. The restrictions were imposed in March to stop the spread of coronavirus. – BBC.

NKANA Football Club president Joseph Silwamba has denied reports that Mopani Copper Mines has terminated sponsorship for the 2019/2020 FAZ Super Division champions. In a statement, Silwamba said contrary to social media, Mopani has supplemented Nkana FC’s funding for this year by giving the club additional support since last month when the club depleted
its allocation for the 2020 financial year. “Mopani is further assisting Nkana FC to ensure that the 13-time Zambian champions fulfil their 2020/2021 CAF Champions League engagements by ensuring that the necessary finances and other requirements are sourced,” Silwamba said. He said the Kitwe giants will compete in the CAF Champions League without fail after more sponsors joined Mopani in sponsoring Nkana. Silwamba said Mopani and the new sponsors will motivate the club to go beyond their last achievement in the continental competitions.
