THAT Government has not forgotten the so-called down-trodden people in some of the country’s sprawling townships should send a big sigh of relief to these areas. This is because Government has announced plans to carry out a feasibility study into the possibility of upgrading unplanned settlements in Lusaka such as Kanyama and Misisi. This is a programme that we hope will transform the lives of the people residing in these compounds as it will entail improved services. If anything, it also tallies with the Patriotic Front government’s pro-poor policies, that of among other things improving the living standards of the people through improved social services, not forgetting housing. Government will partner with the Romanian government to carry out this feasibility. The Romanian government is expected to spend US$1 million into the feasibility study. According to Romanian Foreign Affairs Analysis Manager, Any Ivan, the project which is aimed at improving the living standards in the two areas would start in the next six months. Ms Ivan said the feasibility study would be conducted over 18 months. This is a welcome initiative and we hope the parties will move in one direction so that at the end of the day, residents in the two compounds will be smiling. Providing decent housing and social services is not an easy undertaking and Government should be commended for this initiative. We hope that the study, though confined to Kanyama and Misisi in the initial stages might eventually be spread to the rest of the country. This is because there are other Kanyamas and Misisis in other parts of the country where residents are clamouring for decent social services and housing. Examples are many - there is Mulenga and Racecourse townships in Kitwe, Kawama East and West in Mufulira, Sinia in Ndola as well as in districts off the line of rail. According to Ms Ivan the Romanian government and Ministry of Housing and Infrastructure on behalf of Zambian Government and Ministry of Local Government on behalf of Lusaka City Council signed a memorandum of understand in 2018 aimed at upgrading Kanyama and Misisi compounds. She said the Romanian government through Romanian Aid Agency had contracted Premium Audit Consultant to conduct feasibility study. “The full feasibility study will cover how to best improve the dwelling environment of unplanned settlements and by studying garbage collection and dumping accessibility to clean water and sanitation for households and living in unplanned settlements in the Covid era. Misisi and Kanyama compounds represent the worst in unplanned settlements in that the authorities, even with the best of intentions, find it hard to provide social services. In Kanyama for example, the rainy season becomes a nightmare for the residents as they suffer from perennial floods. Although there have been attempts in the past to improve the drainage system, the haphazard manner in which the houses are constructed make it difficult to improve the situation. But with this feasibility study on the way, there is hope that the problem could be solved once and for all. The residents in the area should also be prepared to see some of the structures razed so as to create more space for a proper road network and drainage system. Often times, it is the residents themselves who have stood in the way of development by refusing to give way to progressive ideas. May be the need to be reassured that they will receive first priority in the re-allocation of plots if it came to that. But with the assurance by Ms Ivan that no one will be displaced during the feasibility study, that should lay the residents’ fears to rest that the project is for their own good.

AMBIA risks losing out in taxes if Mopani Copper Mines goes ahead with its plan to move its procurement office to South Africa, Zambia Institute of Purchasing and Supply (ZIPS) has said. ZIPS president Mwelwa Chibwe said 70 percent of the cost of production was procurement which could be used to avoid paying tax. Mr Mwelwa said the mining company could deliberately inflate the cost of procurement
to be seen to be making losses and in the end the avoiding of taxes. He said it was prudent the mining company was not allowed to take that route because Zambia would lose revenue. He was reacting to sentiments that Minister of Mines and Mineral Development Richard Musukwa had given a go ahead to the mining firm, saying procurement and supply remain in Kitwe and Mufulira where Mopani operates. Mr Musukwa said Government would not allow Mopani to go with its plans.
And Mr Chibwe said it was prudent that the mining firm was not allowed to take the office to a foreign country when it was operating in Zambia. Meanwhile, Mr Chibwe appealed to Government to consider introducing the office of the Procurement General to oversee operations of procurement officers. He said introducing such an office would help to curb misappropriation of funds. Mr Chibwe said procurement officers needed to be supervised in all their procurement processes to prevent the scourge.
Marshlands directors’ bench warrant extended TWO Directors of Marshlands Consortium Limited, charged with forgery pertaining to the ownership of Ultimate Insurance Company, remain in custody until further notice. This follows the Lusaka Magistrate Court’s verdict to extend the bench warrant for the two namely Tobias Malambo-47 of Lusaka’s Woodlands area and Richard Lubemba-31 of Lusaka’s Chalala area. Last week, Lusaka Resident Magistrate Alice Walusiku issued the bench warrant against Mr. Malambo and Mr. Lubemba, as the two failed to appear in court. But their co-accused, Nachi Musonda has escaped detention as defence lawyers

ACC nabs social welfare officer By SIMON MUNTEMBA AN assistant social welfare officer in Mafinga, has been arrested and charged for corrupt acquisition of public property and revenue amounting to more than K200, 000 by the Anti-Corruption Commission (ACC) in Kasama. ACC public relations manager Timothy Moono who confirmed the incident in a statement identified the suspect as Jonathan Maruzah, aged 36 of house number 201, Kombe Drive, Top Shops in Mufulira. Mr Moono said Maruzah had been charged with 11 counts of fraudulent or unlawful diverting of public property for purposes other than what it was intended for. He said Maruzah had also been charged with Sydney Mutale Nkole, a former assistant programmes officer under Social Welfare Department in Mafinga, with one count of fraudulent or unlawful diverting of public property for purposes other than what it was intended for contrary to section 34(1)(b) of the AntiCorruption Act. He said the offences were committed when the two served at Mafinga District Social Welfare Department in Muchinga Province. Mr Moono said Maruzah has since been released on bond and would appear in court soon.

When the case came up for judgment yesterday, Livingstone Magistrate, Michael Mulalelo said he had noticed inconsistencies in the statements that were given by the state. The magistrate said assistant superintendent Kalema Manjomba, who is officer in
charge at Livingstone Central Police Station and constable Fridah Simasho gave inconsistent statements when they appeared as witnesses. Mr Mulalelo said the accused did not commit any offence because the witnesses failed to give evidence and the definition of assault.

ZAMBIA needs to adopt stress testing factors of economic variables such as investing in data mining tools to attain realistic targets for the 2021 National Budget. Finance Minister, Bwalya Ng’andu, is expected to present the 2021 National Budget on the 25th of this month. Zambia’s 2020 National Budget was sized at K106 billion with estimates of attaining a 6.5 percent fiscal deficit and growth target of 4.2 percent. Going forward, it will not be adequate to only get budget proposals from stakeholders and the districts, but focus should be on how quick estimates could be revised and robust data reservoirs. This is according to the Economics Association of Zambia (EAZ) National Secretary, Mutisunge Zulu. Mr Zulu said factors ranging from the exchange rate to commodity price forecasts were becoming critical

THE National Action for Quality Education in Zambia (NAQEZ) has demanded a 21 percent allocation to the education sector as the nation awaits the presentation of the 2021 National Budget later this month. NAQEZ Executive Director Aaron Chansa said the education sector had for too long been “forsaken” in terms of funding. "From 20.2 percent funding to the sector in 2015, education just received 15.3 percent and 12.4 percent in 2019 and 2020 respectively. This kind of funding will not take the country anywhere," he said. Mr Chansa said the current funding to education offended the guidance by SADC and was against the aspirations of the 7th National Development Plan, which he noted would prevent the country from attaining Vision 2030. He, challenged Finance Minister, Bwalya Ng'andu, to demonstrate the country's
seriousness to education through an increase in the 2021 budget. He observed that with more than 50, 000 trained but unemployed teachers and the sector needing more than 1.3 million desks, there was an urgent need for good teacher motivation, more funding to universities and colleges, purchasing of more computers and books. Mr Chansa said that it would be shocking if the Finance Minister would once again undermine the importance of education through a small allocation to the sector. "We strongly believe that Zambia will never sustainably develop with insignificant investments in education. Countries such as Singapore, China, Malaysia and India have developed faster because of their huge investments in education. “It is either we take a leaf from these economic tigers or we continue with our underdevelopment," Mr Chansa said.
Lungu explained that he was aware of such allegations and that students had been told to provide evidence so that any action could be taken against such lecturers.
Cops still hunt Itezhitezhi nuns’ assailant By NOEL IYOMBWA
POLICE are still looking for a suspect who hacked and injured two Catholic nuns of St Barbara Parish in Itezhi-tezhi. Acting police spokesperson Danny Mwale confirmed in a telephone interview that the suspect was still at large and that police had launched a manhunt. Mr Mwale disclosed that one of the victims had been discharged from the University Teaching Hospital and that she was in a stable condition. “The lone suspect is still at large and we are still looking for him, however one of the victims Sister Mulenga Matilda who sustained a deep cut on the forehead and injuries on the eye has been discharged while Sister Akuffor Assumptor, who sustained a deep cut on the head is still admitted to University Teaching Hospital where they were referred,” he said. Police in the area received a report of aggravated assault with intent to steal from the victims identified as Sister Akuffor Assumptor, 48, years and Sister, Matildah Mulenga aged 57 both of Saint Barbara Parish in Kataba Township in Itezhi-tezhi District. He said the two were attacked at their convent by a masked man who wanted to steal from them. Sister Matilda Mulenga sustained a deep cut on the forehead and injuries on the eye while Sister Akuffor Assumptor sustained a deep cut on the head after being hit with an iron bar. This happened when the victims found the criminal attempting to break in Sister Mulenga's apartment.

THE low number of registered valuation surveyors is a source of concern for Government, Works and Supply Minister Sylvia Chalikosa has said. Ms Chalikosa said that the number of valuation surveyor graduates in the country since independence is 800 and that from the figure only 100 are

GOVERNMENT has warned the public not to let their guard down when it comes to Covid-19 precautions, or risk endangering their own lives and that of others. Ministry of Health Permanent Secretary for Technical Services, Kennedy Malama said it was evident that people in the communities had prematurely dropped the guard. Dr Malama urged Zambians to continue adhering to all other public health guidelines so that the fight against the Covid-19 pandemic could be
won. Speaking at the daily Covid-19 briefing in Lusaka yesterday, Dr Malama noted that the public was still disregarding Covid-19 guidelines. Dr Malama said most of the people that tested positive for Covid-19 had a history of having attended social events or visited public places such as bars without wearing face masks. He said Government was concerned with the laxity on Covid-19 preventive measures in markets, bus stations, and in public service vehicles. He warned that failure to
adhere to public health guidelines would endanger their lives and that of others. Meanwhile, Dr Malama announced that Zambia had recorded 60 new Covid-19 cases out of 727 tests conducted and 74 patients had been discharged in the last 24 hours. He however stated that 47 patients were still admitted to health facilities across the country with 31 at Levy, of which 14 were on oxygen, while seven are in ICU and two on mechanic ventilation. Dr Malama said the recoveries stood at 11, 748, while deaths remained at 295.

LUSAKA businessman, Prince Siame says the Lusaka High Court cannot dismiss the case in which UPND has failed to settle a K520, 000 debt because the opposition party breached the contract. Siame and Prospect Tech Limited also want an order that UPND be declared bankrupt for failing to pay debts and that the party be dissolved and deregistered. He says the claim is anchored on breach of contract and the issue of liquidating the UPND is only a default position which in any case naturally arise upon a failure to settle debts on time. They sued UPND president Hakainde Hichilema, Steven Katuka in his capacity as UPND secretary-general, Miriam Masando, organising committee chairperson for the card renewal and UPND
registered trustee. According to an affidavit in support of summons to set aside originating summons for irregularity filed last month, Katuka said the documents filed by the plaintiffs were defective as they did not disclose any actionable cause against the defendants and therefore the case should be struck off. But Siame in an affidavit in opposition to summons to set aside originating process for irregularity, said they did attempt to serve court process but the defendants refused to acknowledge receipt and advised that the same be channeled to their lawyers Messrs Muleza Mwiimbu and Company. He said that upon attempting to serve on Messrs Muleza Mwiimbu and company,they refused to acknowledge it citing lack of instructions to receipt the documents. Siame believes the documents are not defective in
that they clearly spill out the cause of action. He argued that the application by UPND to dismiss the case lacks merit and is only calculated to waste the court’s time. “That the cause of action is clear and straight forward in this action as it is anchored on breach of an agreement in writing as the statement of claim will show and the defendants have no defence to this action hence resorting to baseless technicalities and piecemeal calculating to defeat the ends of justice,” he stated. The plaintiffs said they have already suffered great prejudice by the negligence and or refusal of the defendants to settle their indebtedness and will suffer even much prejudice should their action be set aside on frivolous applications.

Traders livid as KPA offers transit goods free storage NAIROBI - Kenya Ports Authority has declined to increase free cargo storage period for domestic containers, leaving a bad taste in the mouths of local traders. KPA has extended goods free storage time it had announced in May by another 90 days but still left out domestic importers who have four days to clear them or risk hefty penalties. The move is viewed by many stakeholders as favouring goods destined to neighbours such as Uganda essentially making them cheaper. Kenya Shippers Council chief executive Gilbert Langat said the four days’ duration is not even sufficient
to clear cargo, setting up Kenyan importers to fines associated with delays. “This is a matter we had raised to the highest possible level and we had hoped KPA board was going to address it. The turn-around-time at the inland container depot now is about seven days so that means the four days still leave the local importer with a higher bill,” Langat told the Nation. KPA had in May extended the free storage period for those importing cargo for export to other countries from nine to 15 days at the Mombasa port, and to 14 days for those handling at the ICD in Embakasi. OHANNESBURG - The Covid-19 coronavirus pandemic has caused major disruptions to economic activity, forcing businesses to adapt and rethink how they operate. Redflank – a specialist management consultancy – conducted a BeyondCovid Business Survey which found that 76 percent of South Africa’s businesses reported revenue losses because of the coronavirus pandemic. Findings also show that four percent of businesses have permanently shut down while 19 percent of business are still temporarily closed
with the expectation that they will re-open. The BeyondCovid Business Survey used data collected from June to August with more than 1, 800 respondents. Overall, 56 percent of survey participants are currently operating under reduced capacity. Most of these companies operate in the beauty, hospitality, food and agriculture sectors Redflank director Lings Naidoo said they interviewed key industry leaders to analyse the impact of Covid-19 on South African businesses. Naidoo said the worst hit businesses were micro-enterprises which were only allowed to operate at 14 percent
capacity and small enterprises which were only operating at 17 percent capacity. The survey found that sectors most affected were accommodation and food services outlets, construction, arts, entertainment and recreation, service providers such as hairdressers and beauty salons, wholesale and retail, and travel support services companies such as car hire and travel agencies. – NEWS24.

AS Born Short Living Tall (BSLT), we would like to express our concern that people living with disabilities are not included in the mainstream development agenda of the nation. We have observed that persons with disabilities face discrimination and barriers that restrict them from participating in many areas of public life, including: employment, education and participation in governance as well as social protection among others. This status quo will only be altered when government and disability organisations begin pulling together in one direction. Unfortunately, the rights of people living with disabilities have continued being shelved and the status quo can only change when we begin treating differently-abled persons as equals. As an organisation concerned with the plight and welfare of differently-abled persons, we are therefore calling for an audit to ascertain how many differently abled people have benefitted from Government empowerment initiatives and how many Government contracts or tenders have been awarded to companies run by differently-abled persons. We have also noted that even the current stimulus packages for Covid-19 do not include people living with disabilities who if anything are supposed to be given first. It is important to note that people with disabilities have been marginalised for a long time and no major specific measures for their particular needs and interests have or are being addressed. Furthermore, we are appealing to the ministry of Community Development and Social Welfare to ensure that the plight of people living with disabilities is addressed. In addition, the ministry should come up with a specific empowerment programme for people living with disabilities which must include free skills trainings, startup capital for businesses and referrals for obtaining funds through other line ministries and agencies. Until such deliberate measures are taken people with disabilities will remain relegated. We urge the government to draw up programmes that meet the needs of all Zambians regardless of their physical status. The inclusion of minority groups in the governance mainstream is essential in building stable democracies including for our country Zambia. Dear Editor, EFERENCE is made to a recent article “Zambia’s Zimbabwe Redux” wherein the writer gave his two cents regarding South Africa’s Finance Minister Tito Mboweni’s snide remarks on the appointment of a new Bank of Zambia Governor. This was before UPND leader Hakainde Hichilema brought privatization fires on himself maybe its by God’s providence that this matter is being interrogated by Zambians, both young and old, today. Coming to the issue for this piece, and never mind that Mboweni has since been severely reprimanded by his own Head of State -President Cyril Ramaphosa - for meddling in the affairs of a sovereign nation. The piece attributed to Greg Mills of the BrentHurst Foundation and published in sections of international media is at best simplistic and at worst morbidly disingenuous. Simplistic for its disregard of Zambian statutory provisions for the appointment of a Central Bank Governor; disingenuous, because it is part of a poorly concealed scheme to trigger an erosion of confidence in Zambia’s Central Bank and the country’s economy as a whole. It is part of elaborate regime change agenda that has been hatched to prop-up the political interests of Greg Mill’s “anointed
candidate” Hakainde Hichilema, who just so happens to be defacto Life president of Zambia’s main opposition party –the United Party for National Development (UPND). Mill’s political interests arising out of common interests known between his foundation and the Zambian opposition leader explains his ad hominem attacks on the Zambian political leadership of the country’s ruling party and the newly appointed Central Bank Governor even as he awaits ratification by Parliament. His remarks have nothing to do with corporate governance. On the other hand, they have everything to do with cheap attempts to lay a basis for op-eds with anti-Zambian sentiments across the regional and western media landscape, in which the country can be used as a bad case of “erosion of independence” of Central Banks in the Region. RUNNING A MILL FOR REGIME CHANGE AT ALL COSTS Is it a coincidence that Africa Confidential Volume 55 no. 23 in article, entitled “Foreign boost for opposition” claimed that some dignitaries and “South African businessmen” are bent on galvanising Zambia’s fractious opposition by uniting them against Zambia’s ruling party- the Patriotic Front (PF)? The piece by the London based investigative journal outlines an alleged conspiracy linked to Brent
Hurst Foundation – an institution headed by Greg Mills – to agitate regime change and facilitate the installation of Hakainde Hichilema as President of Zambia. It alleges that Hichilema perhaps Africa’s longest serving opposition leader with a highly questionable “rags to riches” story is being funded and supported by some South African mining interests that are apparently motivated to install him, having mobilised themselves to oust President Edgar Chagwa Lungu and Patriotic Front, whom they view as a major impediment to their schemes. Mills and his South African mining interests are reportedly and allegedly bent on installing a “user friendly” Zambian President that would ostensibly be used as a proxy in their bid to take over Zambia’s state assets and resources. AAC managed the Konkola Copper Mines (KCM) Nchanga Open Pit Mine and the Chililabombwe mine in Zambia’s Copperbelt Province, until 2001 when Mazoka lost Presidential elections to the Late Levy Mwanawasa. Is it a coincidence that after their erstwhile employee and business partner lost the 2001 Presidential election, AAC hurriedly packed its bags and left Zambia reportedly leaving thousands of mine workers in a lurch? Fast forward, after the death of Mazoka, in 2006 a hitherto politically unknown Hakainde Hichilema controversially took over the reins of UPND in what was widely seen as an intra-party coup d’état inspired by tribalism, regionalism and nepotism. Considering Hichilema’s rather curious campaign promise of 2015 that he would “bring back Anglo American Corporation to KCM if elected into office” coupled with Greg Mill’s alleged interests in Anglo American Corporation, would Mills be expected to be anything other than uncomplimentary about Zambia? …Or wouldn’t he be expected to do what he is doing now; Milling around with an axe to grind! Lets help promote good government programs Dear editor I WRITE to appeal to government to make sure that its good intended programs are strictly monitored to actually benefit the intended many marginalized poor of this great nation Zambia. I have observed with dismay how for instance the much talked social cash transfer programme has not benefited many intended beneficiaries. I am on the ground and has actually spoken to many people in Western Province who claim not to only have received but even heard the much talked about social cash transfer. My question is, who then are the beneficiaries of this well intended government programme? I may be in town but our people in Limulunga La Mulena in Western Provence yet has not just benefited but even heard of this good government programme meant to improve their lives. It goes then to say that someone somewhere is not doing his/her job correctly and should face the wrath of the authority. If President Lungu can take development to Dundumwezi when all are alive to the perceived bad story it is known for politically, why shouldn’t technocrats advance the good government programmes to the intended people. LIVINGSTONE Member of Parliament Mathews Jere says he has managed to deliver massive development to the people in his constituency during the five years he has been in office. Mr Jere said he has managed to initiate and complete 20 projects through the Constituency Development Funds (CDF). He said he was not worried about PF members, who were jostling to stand against him in the constituency. Mr Jere cited the Dambwa North police post as one of the outstanding projects, boasting that he had a track record that spoke for itself and anyone could follow. “I am not worried about the works at Libuyu Bridge or anywhere as I know that the PF shadow candidates are babies in politics. I am ready to meet any of the people that will be adopted,” he said. Mr Jere said that politics was not for people who were weak but the strong one. Meanwhile, Livingstone Town Clerk, Gertrude Chibiliti, said the council had received the CDF amounting to K1.6 million. She called for submissions of projects from the people in the communities in the city. “Livingstone City Council wishes to invite applications from the general public to apply for the available fund. The public is therefore advised to submit project proposals of capital and developmental nature through district planning unit,” she said.

OME houses that Government constructed for villagers who were relocated from their land to pave way for the construction of the Kazungula Bridge have started developing cracks. In 2014, Government constructed 40 houses valued at K12. 9 million for Lumbo villagers who were relocated from their land to pave way for the construction of a road and Bridge at Kazungula Border across the Zambezi River. Headman Lumbo disclosed that as a result, some of the families were no longer living the houses for fear that the structures could collapse. According to the Headman, the houses were not properly done to suit the terrain and environment of the area. Headman Lumbo appealed to Government to rehabilitate the structures before the houses become inhabitable. He was speaking when Road Development Agency (RDA) board

Stay away from beer, youths advised By ROGERS KALERO IT is worrying that some youths crying for empowerment funds are able to find money to buy beer, but cannot find money to start small projects to win the confidence of Government and other financiers, Kantanshi Member of Parliament Anthony Mumba has said. Mr Mumba said youths should be exemplary in their conduct to inspire Government and other financiers and completely stay away from wasteful activities such as beer drinking and drug abuse. He said it was through being innovative that youths would motivate Government and other organisations to support them in various ways. Mr Mumba was speaking in an interview in Mufulira. “Yes, times are difficult and youths have the right to demand for employment and other opportunities. But before they can demand for business opportunities, their conduct must win the confidence of the Government and well-wishers. “Obviously, the culture of

He said youths should register their cooperatives and show seriousness in engaging in various forms of entrepreneurship. Youths, he said, must actively involve in advising Government how best the culture of entrepreneurship could be develop to benefit them instead of thinking of getting money for beer drinking. “If there is a way on how best entrepreneurship can develop to benefit the youths, youths should, through their Members of Parliament or councillors advise Government how best things can be done. “When something is being introduced, it will have some challenges and the best is to work together to refine the whole thing and make issues better,” he said. I AM not shaken that a number of people are aspiring to contest the Kankoyo parliamentary seat in Mufulira because in my small way I have provided solutions to various challenges people have been facing in the constituency, Member of Parliament Brian Mushimba has declared. Dr Mushimba said his conscience was clear that he was firmly on course towards fulfilling his campaign promises and that he was not be unsettled by the “noise” being made by those aspiring for Kankoyo constituency in the 2021 elections. He was speaking in an interview with the Daily Nation. Dr Mushimba, who is also Higher Education Minister, said that he had been running a scholarship supporting 500 vulnerable children passing grade nine and also paying counterpart funds for 107 cooperative farmers in the constituency annually. He said it was such kind of programmes that made people to feel that, as MP, he was part of them because he was trying his best to solve their problems. "So even if 20 people rise against me,

"The 2021 elections will be critical and so it is important that we get to the ground and tell the people why the PF is a better party than some of these parties which are driven hate and bitterness. "Some political parties are always criticizing the PF, but can't explain what they will do for the country and its people. These are liars who are only interested in political power to serve their own personal interest,” he added.

Maamba Collieries: A decade of sustainable growth and excellence MCL celebrates 10 years of unwavering support and commitment to Zambia’s energy security and development of the community
T
his year marks a decade since the privatisation of Maamba Collieries Limited (MCL). Maamba Collieries is the country’s largest coal mine and Independent Power Producer generating 300 megawatts of electricity for the national grid – about 10.6% of Zambia’s installed capacity. Over the past four years since commissioning in August 2016, MCL has been pivotal in reducing load-shedding hours, thanks to its two eco-friendly coal fired generators in Sinazongwe District, Southern Province. Zambia’s largest coal mining concession was incorporated as Maamba Collieries Limited in 1971, under ownership of the government, following the dissolution of the National Coal Board of Zambia. However, as the years rolled by, lack of recapitalisation and general neglect eroded the company’s value, sending the once-vibrant mine spiralling into growing operational and financial distress, prompting the Government, through ZCCM-IH, to pursue privatisation, seeking a strategic partner to achieve normalcy in mining operations, to contain the degradation and improve the environment and set up a coal-fired power plant to diversify energy security of the country. The privatisation which took place in 2010, took the form of a joint
venture between Nava Bharat Singapore Pte Limited (NBS), which acquired a 65 percent stake, with ZCCM-IH retaining the balance 35 percent. NBS is the external investment wing of Nava Bharat Ventures Limited, India. Under the new management, MCL was able to attract new financiers, which greatly improved its financial outlook, and within a year succeeded in recommencing mining operations. However, decades of neglect had left the once picturesque valley littered with mining waste, which mainly comprised polluting thermal-grade coal. In keeping with the Government’s mandate and its stated aim of setting up an environment friendly power plant, Maamba Collieries, with its new sponsors and a new management embarked on the ambitious project to set up a state-of-the-art 300 MW thermal power plant, that could use polluting thermal-grade coal as fuel, cleaning up the environment and at the same time contribute significantly to alleviate Zambia’s growing power shortage. The construction of the plant, funded to the tune of over US$900 million by the sponsors and a consortium of international lenders and comprising two 150MW generators, a 48km 330kV double-circuit transmission line and raw water pump house with a 21km-long pipeline from Lake Kariba started
in 2011. The plant was completed in Aug 2016 and was commissioned on August 6, 2016, by the Republican President His Excellency Mr. Edgar Chagwa Lungu. His Excellency, in his commissioning speech, said: “We are here today to witness the inauguration of this magnificent project, which goes a long way to demonstrate our resolve to diversify our energy production. “All forms of energy are part of our plan: thermal plan will be part of this drive to make Zambia energy-secure. “Zambia is currently dependent on hydropower, which is being impacted negatively whenever there is a deficit of rainfall and in this climate change situation in which we are, we don’t know how much rain we will receive next time, so it is important we have a good mix of sources of energy. “Maamba Power Plant meets the baseload needs of the nation, thereby reducing the deficit that Zambia is facing due to declining water levels in key reservoirs. This power plant will provide the much required source of energy. I just hope you can expand to 600MW in due course. “The power plant will provide dependable and sustainable electricity supply to the nation and will contribute significantly to reducing the energy deficit. The power plant has been constructed as by international standards and certainly is a role model for the entire sub-

Saharan region.” The value addition MCL brings is the conversion of waste polluting coal to much needed baseload electricity for use by all sectors of Zambia’s economy. Aside from its contribution to Zambia’s energy security and diversifying the nations’ energy basket mix, MCL also runs numerous community development projects in and around Sinazongwe District and remains a shining example of corporate social initiatives helping sustainable development. “At MCL we believe our role in this country is not just to help grow the coal mining and electricity sectors, but equally to bring tangible sustainable development to the communities in which we operate. To achieve this, MCL, on privatisation, created Maamba Development
Trust – a special purpose vehicle that spearheads all our community development projects,” explained Maamba Development Trust (MDT) Manager Jethro Sikalunda. MCL’s community work extends from running the biggest private school while supporting other schools, improving health care through support of Maamba General Hospital and running periodic outreach medical camps, building key public infrastructure like township roads, a dam for local livestock farmers, and a modern health centre for remote communities at Lake Kariba. We are also in the process of setting up an eye clinic at Maamba General Hospital in partnership with other stakeholders. The Trust also runs facilities which provide
skills development and livelihood training, environmental restoration and running the ‘Green Maamba’ campaign, as well as providing sporting facilities for the locals and other interventions, all aimed at sustainable development of the community. In the past decade since the privatization of Maamba Collieries Ltd., Sinazongwe district has seen the impact of this huge investment in the district and has seen significant development thanks to the company’s multiplier effect and community sustainability initiatives. And if the last decade is anything to go by, Sinazongwe and the surrounding areas are destined for further growth and development, even as the thermal power plant continues to augment the country’s energy security.

ABIDJAN - Two Nigerian men have been arrested for allegedly scamming a German state that tried to buy 2.3m euros (£2m) of personal protective equipment (PPE). Nigerian police say they cloned the website of a Dutch company to obtain an order from the German state of North Rhine-Westphalia. When the PPE didn't show up, a state government representative visited the company's offices in the Netherlands. The company then informed him that they had never done business with him. The representative notified the Dutch police and investigations led to Nigeria where the two suspects were arrested in the capital, Abuja. They are due to appear in court soon. The suspects, Babatunde Adesanya and Akinpelu Hassan Abass, were members of a "sophisticated transnational criminal network," Nigerian police said in a statement. The pair allegedly cloned the corporate website of ILBN Holdings BV to carry out the scam on Freiherr Fredrick Von Hahn, who represented North Rhine-Westphalia. - BBC.

OOTBALL Association of Zambia president Andrew Kamanga has urged Zambia's CAF Champions League and CAF Confederations Cup envoys to prepare adequately to be able to compete against the best teams on the continent.
Thirteen-time Zambian champions Nkana and continental debutants Forest Rangers will represent the country in the CAF Champions League while Green Eagles and Napsa Stars will play in the Confederations Cup. Kamanga said there is need for the four continental envoys to diligently prepare for their engagements because they will be flying the country’s flag. Kamanga said a good showing by the four teams at continental level will ensure that Zambia retain its statue as a top league and move to a level where the country can have six clubs in continental championships. He said FAZ will play its role of providing the needed support as the clubs prepare for the crucial games which feature the best teams in Africa. "On our part, we are always available to provide support to our members. I am aware that the national team coach Milutin ‘Micho’ Sredojevic and his technical bench have offered themselves to the teams participating in continental games on an advisory capacity," Kananga
said "Naturally we will expect the whole country to rally behind the continental envoys as they defend our country’s pride and honour." "Ultimately a cadre of competitive clubs in our leagues will translate into a stronger national team," he said. Kamanga said the association will be looking to have a strong squad selected from the local clubs to represent Zambia at the 2021 CHAN in Cameroon. He said the league enjoys massive following across the continent and has become a model with other countries following Zambia's example in terms of management.
