STOP SMUGGLERS IT would indeed be not only a shame but an unmitigated disaster for Zambia to experience a shortage of maize in the foreseeable future all because the country failed to secure its staple food. But that could happen if Government does not take drastic steps to ensure that smuggling was nipped in the bud. The grim warning by Ministry of Agriculture Permanent Secretary Songowayo Zyambo should be a chilling reminder of the harsh consequences that could befall the country. Mr Zyambo has warned that the country’s food security is at risk because of rampant smuggling of maize. What is even more worrying is that this maize is produced at great cost to the government’s coffers because the bulk of the produce is under the subsidised Farmer Input Support Programme (FISP). This maize should ideally be bought by the Food Reserve Agency (FRA) which is responsible for looking after the country’s strategic food reserves. However, there are unscrupulous Zambians without any conscience who would rather sell the maize illegally in neighbouring countries and deny their own people food. The more reason why these unscrupulous scoundrels should be treated harshly. As Mr Zyambo noted, they are getting the maize at ridiculously low prices from the vulnerable farmers. They are actually helping neighbouring countries improve their food security at the expense of Zambia. Would it not be strange for Zambians to begin trekking to neighbouring countries to buy maize? Mr Zyambo said because most countries in the East African region did not produce much maize, there was a ready market for the commodity. Moreover, some also had to contend with ravaging locusts He said if the rampant smuggling continues, Zambia’s national food security would be under threat despite the bumper harvest that was recorded in the last farming season. “Unscrupulous traders are buying our maize cheaply from farmers when it was produced at high cost under the Farmer Input Support Programme especially in the northern part of the country and exporting to Tanzania while some maize pass through Democratic Republic of Congo (DRC),” Mr Zyambo said. He said Government was spending colossal sums of money through FISP and that it was not right for outsiders to come and buy it cheaply and smuggle out of the country. We agree. At the rate the maize and mealie meal are being smuggled out of the country, it won’t be long before the country runs out of the staple food. Just recently, the Zambia National Service (ZNS) intercepted a smuggler with about 1, 500 by 25-kg bags of mealie meal on the Copperbelt which was on its way into neighbouring Congo DR. The driver abandoned the truck and escaped. A few months ago, ZNS also intercepted trucks that were about to smuggle maize into Malawi. There is no way Zambia could achieve food security when smuggling is so rife. This, as Mr Zyambo noted, is however being addressed at the highest level. “A team of defence, security and other key stakeholders has been constituted at Cabinet Office to curtail smuggling of maize out of the country,” he said. What is even more baffling is why people do not want to trade legally because the government has not banned genuine trade with the neighbouring countries. There is in fact an undertaking to export maize to Congo DR. The bottom line though is that smuggling must be curbed otherwise all the hype about producing a bumper harvest would count for nothing.

AMBIA can prevent tax evasion by multinational corporations through strengthening the law on double taxation agreements. These are agreements between two countries that reduce the tax bill for an individual who is a resident of one country but has citizenship in another country. The agreements strive to prevent the taxpayer from paying tax to both countries. Policy Monitoring and Research Centre (PMRC) Executive Director, Bernadette Deka-Zulu, however observed that the legal provisions regarding double taxation agreements in the Income Tax Act did not adequately address issues of tax evasion.
Ms Zulu emphasised that tax evasion was another challenge facing the Zambia Revenue Authority (ZRA). She said this in the Taxation in Zambia Achievement and Challenges Infographic. “Despite ZRA having double taxation agreements in the Income Tax Act, which was meant to deal with reciprocal taxation arrangements on multinationals and foreign residents, these provisions do not adequately address tax evasion,” Ms Zulu said. She suggested that the company income tax be simplified as it was considered to be a complicated tax, thus making it vulnerable to tax evasion. Ms Zulu said it was important for ZRA to simplify the tax laws to make it easier for individuals and businesses to understand and comply with.
Apart from addressing double taxation agreements, she said, it was important for ZRA to improve the Value Added Tax (VAT) refund administration. Ms Zulu observed that the mining sector received 90 percent of the high tax refunds and has dictated the performance of VAT. She said there should be greater investment in VAT administration process using Information Communication Technology options. Ms Zulu said there was therefore need to broaden the tax base by spreading to other sectors and individuals indicating that this was because the middle class were faced with the highest burden of taxation. “As the economy has grown over the years, so has the

State closes its case in Mushipe’s seditious trial By OLIVER SAMBOKO THE state has closed its case in the matter where Lusaka lawyer, Martha Mushipe, is charged with seditious practices. When the matter came for continuation of trial, the state informed Magistrate Felix Kaoma that it had closed its case. Mr Kaoma has since set August 28, this year for submission of argument and thereafter a ruling on the case to answer would be made. In this matter, Mushipe is alleged to have had in her possession seditious material between July 1, 2015 and April 11, 2016 in Lusaka. The material was code maned, “Strategy of domination, PF against opposition UPND 2015, 2016 and beyond-UPND at crossroads transition or conflict / PF’s use of ethnic divide and rules as a means of maintaining political control in Zambia 2015-2016 and beyond.” During trial for one of the state witnesses, Bernard Phiri, a police officer testified that Mushipe and other UPND members formed a crack squad whose objective was to cause violence against the State and citizens ahead of the 2016 elections. He also testified that a meeting was held at Mushipe’s law firm in Lusaka to the plan and was attended by UPND members who included, Clayson Hamasaka, Emmanuel Chilekwa and Ephraim Shakafuswa. The court also heard how Ms Mushipe, code named C-zero prepared an oath of secrecy which was administered to those in attendance as a commitment that they would not disclose what was discussed to anyone.

Mr Zyambo said the increased smuggling of maize was a threat to the country's food security and that the Ministry of Agriculture was working with security and defence forces under the national food security task force at Cabinet office to curtail the trend. "A team comprising defence, security and other key stakeholders has been constituted at Cabinet Office to curtail smuggling of maize out of the country," he said. Mr Zyambo said a lot of efforts are being made to fight smuggling which was rife in North-Western, Copperbelt and Northern part of Zambia. He said the food security taskforce is in the process of beefing up security in these regions. Mr Zyambo has attributed the rampant illegal export of maize to increasing demand from the neighbouring countries including, Zimbabwe, Congo DR and East Africa. Mr Zyambo said Government is concerned with the country's food security and would want the Food Reserve Agency to buy maize as quickly as possible to secure national food security. He said it would be very embarrassing for the country to experience hunger when it had recorded bumper harvest. And Mr Zyambo said Government is not arm twisting farmers because they are selling to FRA of their own free will because it was paying cash. He said claims that Government is arm twisting farmers to sell their maize to FRA with threats that farmers selling their maize to briefcase buyers will be blacklisted from FISP are not true. Mr Zyambo said FRA has so far bought 168, 000 of white maize as of Friday last week. Mr Zyambo said the ministry has urged FRA to spread themselves widely so that they can buy more in the shortest possible time especially in view of widespread smuggling taking place.

T will be a big mistake for Government to leave the petroleum sector in private hands, Private Sector Development Association Chairperson Yosuf Dodia has said. Mr Dodia said allowing the private sector to run the petroleum industry would lead to high prices of fuel which would in turn lead to high cost of doing business. "In countries where petro-
leum sector is run by Government, prices of fuel have been kept low and allow those economies to develop," Mr Dodia said. He said it was not a good idea for Government to privatise the petroleum sector because this could lead to economic recession. Mr Dodia said Government should remain in the driving seat and improve operations at the Ndola-based Indeni Petroleum Refinery to reduce the prices of petroleum products.
Mr Dodia said it was unfortunate that Government was running the petroleum industry as a money making venture. He said it was unbelievable that prices of fuel in Zambia had remained high despite the reduction of crude oil prices on the international market. "The problem we are having with Government is that they are turning the petroleum industry into a money making venture where the price of fuel is so expensive even though
the prices of fuel on the international market have come down," Mr Dodia said. Mr Dodia said there was need for Government to ensure that fuel comes into the country at cost effective price for the development of the economy. Government, he maintained, should continue to be in the forefront of importing fuel stock for Indeni and ensure that prices of fuel supported economic growth.

GREEN Party president Peter Sinkamba has commended Government for approving the introduction of bills in parliament to provide for the cultivation, processing and exportation of cannabis. Mr Sinkamba said in an interview that the move was a step in the right direction in sorting out the missing links in the registration of cannabis as a business. “We are very excited that finally we are almost there because it has taken a long time to materialise,” he said. Mr Sinkamba said about 20, 000 hectares had been secured for the production of hemp for medicinal and industrial purposes across the country with support from chiefs Kaputa, Chikanta and Chipepo.
He said ZamHemp was working with traditional leaders across the country through the Traditional Authorities Association of Zambia. The 18th Cabinet meeting held on Monday approved the bill on cannabis in accordance with the United Nations Single Convention on Narcotic Drugs of 1961. “We have 5, 000 hectares allocated in Luapula Province by Chief Kaputa for that project, we have also another almost 5, 000 allocated by Chief Chinakila, Northern Province, and we have a huge chunk of land allocated by chiefs Chipepo and Chikanta for Southern Province,” Mr Sinkamba said. He once implemented the project would create about 100, 000 technical jobs and two million labour based jobs countrywide.

OVERNMENT should come up with a stimulus package for media houses to counter the Covid-19 negative impact on business, Young African Leaders Initiative (YALI) has said. The organisation observed that the media are key part-
ners in national development and should be considered by government for help during these trying times. YALI president, Andrew Ntewewe said it was important for the government to think about the media as they formulate policies on stimulus packages for key sectors of the economy.
Mr. Ntewewe said in an interview that most media houses would not survive without a bailout and this would have a huge impact on democracy which he said thrives on freedom of expression. He said if the media which is the mouth piece of freedom of expression is destroyed by
the effects of Covid-19, the fundamental rights such as freedom of expression would suffer because the public would be starved of information. "The biggest danger of closure of most of the media houses due to Covid-19 is that the public will be starved of information and you want
to understand that democracy thrives on sharing of information, that democracy thrives on freedom of expression," he said. He urged the government to think broadly on the issue of the stimulus package and include the media especially as the country heads towards the 2021 general elections.
Mr. Ntewewe said the media has had challenges over the years and these have become worse with the outbreak of Covid-19. He highlighted high taxation and the high cost of publishing newspapers for print media as some of the challenges faced by the media houses.

Ms Justice Chibabuka said in her memorandum for recusal that there was potential conflict of interest in the matter as one of the defendants was known to her. HE Covid-19 pandemic has reached fourth phase in Zambia, the Ministry of Health has indicated. This means that the virus had spread everywhere in all the categories of the Zambian population. And Mr. Fu disclosed that a contractor engaged to construct the power substation within the MFEZ has started the design works of the project. He said the contractor was
working in collaboration with the power supply company to come up with the design of the power substation after which construction works would commence. All six steel plants at the Industrial park have been completed and would house more than 30 factories among them shoe manufacturing, tobacco processing, and generator assembling plants.

ZAMTEL has been ranked as the best network in terms of quality of service by the Zambia Information and Communications Technology Authority (ZICTA). This is contained in the ZICTA’s latest report on Quality of Service (QoS) for Mobile Netwoek Operators. Zamtel has worked hard to improve the quality of service to customers, says company Head Corporate Affairs and Government Relations, Reuben Kamanga. Mr Kamanga said with the continued roll out of the network, Zamtel was now the network with the largest
footprint. He was speaking yesterday at the launch of Ndoka site in Kalabo. “So far 717 new sites have been rolled out in different parts of the country and the remaining sites are planned for completion before end of this year,” Mr Kamanga said. He said Ndoka site was part of the 1009 communication towers earmarked for construction across the country as part of Government’s communication tower project. In Kalabo, he said, Zamtel had added four new sites bringing the total sites in Western Province to 74. 118 sites.

He said Zamtel planned to add 48 across the province before end of the year. “Zamtel has noted massive potential that Western Province has especially in the area of Rice production, tourism and fishing. “The coming of infrastructure such as communication towers will help realise this potential,” Mr Kamanga said. He said farmers would be able to communicate with buyers of fish in larger markets such as Lusaka. Kalabo District Commissioner, Fridah Luhila, said the seven towers installed in Kalabo had revolutionised communication for the people of Kalabo.

ECONOMY STILL ON DE-DOLLARISATION PATH HARARE - Reserve Bank of Zimbabwe (RBZ) governor Dr John Mangudya, insists there is no going back on the process of de-dollarising the economy despite the growing use of the US dollar in most transactions, more so in the informal sector. Despite allowing some transactions to be in foreign currency, Government insists de-dollarisation is on course, although the market has seen increased use of the United States dollar. A fortnight ago Government said everyone providing goods or services in Zimbabwe must now quote prices in both Zimbabwe dollars and US dollars, but using the standard exchange rate set each week as the weighted average in the Tuesday weekly foreign currency auctions. The legal instrument giving effect to this was gazetted on July 24, 2020 by President Emmerson Mnangagwa, as an addition to the Exchange Control (Exclusive Use of Zimbabwe Dollar for Domestic Transactions) Regulations. Government’s stance comes after the Confederation of Zimbabwe Industries (CZI) said in a research note on June 2020 inflation that the market remained sceptical about the sustainability of the forex auction market given the lingering uncertainty over the currency direction.The manufacturing industry lobby group is worried that redollarisation was taking root again in light of the fact the Government itself was also now paying its workers US dollar allowances while collecting some levies, taxes and fees in foreign currency. CZI also noted widespread use of the US dollar for transactions in the informal sector, fuel sector, payment of wages and salaries by private sector, pricing by large supermarkets and provision of most private medical and educational services. But Dr Mangudya said Zimbabwe was not relapsing into redollarisation given the bulk of transactions remained in local currency while an economy, technically, is considered dollarised if the volume of US dollar transactions exceeded 30 percent. – THE HERALD, Zimbabwe.

All we ask is that this matter of the sale of government resources that ended up in the hands of the government lead negotiator and his close associate be probed. Why was Intercontinental sold for a song when there was a higher bidder offering $20 milllion but we settled for peanuts? At what point did Mr Hichilema and his friends become gain shareholding in such companies. Should we ignore this when this has had a huge bearing on the economy? There have been calls for a forensic audit of the whole privatisation process and find out what happened to the national assets and where they have ended up. This should be taken seriously by the government and to rest the matter once and for all. It will clear all the hanging information that leads to questions such as the role Mr Hichilema played. Y recollection of the late Chief of Intelligence Mr Samuel Nkhoma spans from 2011 when PF first won the general elections. Straight from the corporate world, late President Michael Sata appointed me as the first PF provincial minister for Lusaka Province. I had no clue what my roles were as there was no proper orientation on the job from anyone. In any case, we were all in cloud 9 having formed Government against all odds. I remember writing a letter to President Sata alerting him that a certain chief was admitted at UTH. He wrote back to me with a one liner. “It is not your job to inform me on such matters.” Lol. A few days later, I got a visitor walk in my ministerial office. He introduced himself as Samuel Nkhoma, the Lusaka Province Director of Intelligence. Instantly, I thought or assumed he came to say that he reports to me given he is in charge of Lusaka at Red brick. So I then asked him, “So tell me any interesting events happening in Lusaka.” To this day nine years later I still remember verbatim his measured response. “The Honourable Minister may wish to ask His Excellency the President.” I thought he did not hear me properly. I asked him again but paraphrased with “… I am just asking about matters that may be of interest to my office.” “The Honourable Minister

Dogs abandoned in cemeteries By ANDREW MUKOMA
A NEW trend of abandoning dogs at grave yards has emerged in Livingstone, raising complaints from the local authority. Some unknown persons have been tying their dogs to trees and leave them for dead in the grave yards, perhaps after failing to look after the dogs. The Livingstone City Council has expressed concern over the trend saying it is saddening and illegal. Council Public Relations Manager, Melvin Mukela, who confirmed the development to the Daily Nation, said anyone found abandoning their dogs at the grave yard would face the law. Mr Mukela said that the local authority was concerned with the growing trend by unknown people who were abandoning their dogs at the grave yard. He said it is disheartening how some dogs were found tied to trees and deserted at the old cemetery by unknown people. Mr Mukela said the act had compelled the council to organize a stakeholders meeting to chart the way forward.

That UPND election has demoralised many of its elections,’’ Mr Mungulube. In the second incident, the criminals locked a family in their house by placing new padlocks on all outlets but fled after failing to get away with a vehicle. In another attack, they attempted to open a Toyota Regius, but failed and only managed to get away with the battery and a wallet. UJUMBURA - A court in northern Burundi has sentenced two men and a woman to 30 years in prison for attempting to assassinate new President Evariste Ndayishimiye after they threw stones at his convoy. The prosecutor requested the court in Kayanza province to jail the three to seven years for causing insecurity for the president. But the court decided to convict them of trying to kill him and sentenced each of them to 30 years in prison, a local radio station Isanganiro reported. The three, who were employed at Engen petrol station in Kayanza town, were accused of stoning the convoy
from their work place when President Ndayishimiye visited the area last Wednesday. They denied the charge. “Many people were arrested after the incident, some

Backlash against Malawi's new Covid-19 restrictions LILONGWE New Covid-19 measures announced in Malawi over the weekend have met with a backlash, with at least one civil society organisation threatening to take the government to court. In the new restrictions, public gatherings of more than 10 people have been banned, except for funerals which can have up to 50 people in attendance. Nkana, who were crowned 2019/2020 FAZ Super Division champions on Sunday were handed a transfer ban by FIFA after failing to pay Ghanaian goalkeeper Stephen Adams US$27, 000 plus five percent interest per annum. The former Black Stars shot stopper joined Nkana as a free agent in January 2018 and signed a three-year-deal which was terminated after six months. No boxing until Covid-19 cases reduce By MICHAEL MIYOBA AT the moment we can’t even force the government to lift the ban on contact sports such as boxing because we have seen the cases of Covid-19 keep rising and a lot of people are dying, says Exodus Boxing Academy director Antony Mwamba. Mwamba said Government will decide when to lift the ban on full contact sports which remains prohibited during the Covid-19 pandemic period. “When things return to normal obviously Government will open contact themselves. However, Nkana FC Chief Executive Officer Charles Chakatazya reaffirmed the club’s commitment to pay Adams his arrears and have the ban to engage new players lifted. Chakatazya said the club was still searching for funds to pay off the debt owed to the Ghanaian goalkeeper who featured at the 2014 FIFA World Cup with the Black Stars. “The first thing first we have to find money to pay Adams once we pay the ban will be lifted. The most important thing for now is to look for money to clear that issue. “We had the Walter Bwalya issue which we have cleared now and we are remaining with the Adams issue and once we clear the Adams issue, then the transfer issue will be sorted out,” Chakatazya said.
