Dora gives emotional testimony I don't sell human beings, I don’t engage in sexual activities for cash. I am a human being, I am not infallible and what I have done is the best I can. Yes, I maybe single, I may have failed relationships, I maybe divorced but that does not make me a high level prostitute,” an emotional Siliya told Magistrate Mwale.

IN A SPECTACULAR collapse the corruption case against health Minister Chitalu Chilufya, crumbled dramatically as the Anti Corruption Commission (ACC) acting Director Khuzwayo pleaded hypertension in her failure to attend and explain why a witness was suspended for testifying against the commission. The ACC then proffered “no contest” as they failed to provide more evidence resulting in the Magistrate acquitting Dr. Chilufya.

Back off, PRISCCA tells UPND BY KETRA KALUNGA UPND should back off with its retrogressive suggestions that the prison vote should be deferred until all stakeholders are satisfied on how it will be done because this is a constitutional matter and not a political debate, the Prisons Care and Counselling Association (PRISCCA) has said. PRISCCA executive director, Dr Godfrey Malembeka wondered why the UPND have u-turned on their earlier position on the ruling from the Constitutional Court on the matter which they had fully embraced. Dr. Malembeka said in an interview that all the political parties including the UPND accepted the ruling of the Constitutional Court and their only concern was how it would be done, a matter the Electoral Commission of Zambia (ECZ) was
addressing. He said the inmates should be allowed to vote in the 2021 general elections in line with the court ruling because as human beings they too have the right to elect leaders of their choice through the ballot. Dr. Malembeka said the right to vote of the inmates has been de-franchised since independence, therefore backward suggestions on the matter were not welcome although people are entitled to their opinion. Dr. Malembeka clarified the ECZ earlier statement that the prison vote might be restricted to a Presidential vote was not its final outcome but a suggestion because the collective agreement on the voting process was not yet reached. He said the technical working committee selected to collect data on how the voting process would be done had taken a neutral stance and are not interested in inmates voting for a certain political party but in ensuring that their right to vote is exercised. Dr. Malembeka said the Constitutional Court ruling on the prison vote should not be delayed merely because certain political parties are not satisfied on how it would be done because even in the next election they would be saying the same thing.
School holiday cut to 2 weeks BY OLIVER SAMBOKO GOVERNMENT has reduced the school holiday period to two weeks in a bid to recover the time lost during the abrupt closure of schools following the outbreak of covid 19, Education Minister Dennis Wanchinga announced yesterday. Dr Wanchinga said at a media briefing in Lusaka, that the holiday will be for a period of two weeks only from August 28, 2020 to September 14, 2020. The Minister also advised parents to consider allowing their children to remain in boarding school in order to reduce the strain on family resources and allow their children to study and catch up and prepare for their examination. He however, said the pupils who are going to remain during the two weeks holiday will be expected to pay K200 for upkeep. Dr Wanchinga called on school authorities in the country to ensure that all learners that wish to stay in school during holidays are accorded opportunity to do so and ensure they continue providing a safe environment. He also disclosed that during the same two weeks holiday, the Ministry was going to conduct GCE and Grade 9 External examinations. He explained that government understood that the holiday period will be very short thereby making it challenging for learners to travel to their homes but however, said that it was up to the individual families to decide to allow their child to join them during the two weeks break.
Govt dangles K80m for women By PETER SICHALI GOVERNMENT has set aside K80 million for women’s empowerment, Gender Minister Elizabeth Phiri has said. Ms Phiri said 500 women groups across the country would benefit from the empowerment programme. The minister was speaking when she handed over climate smart irrigation equipment to women-led cooperatives in Iwula area of Isunda ward in Nakonde. She said the equipment worth over K50, 000 would help women in the area to fight poverty and inequality. “The Ministry of Gender has a mission to scale up and fast track the programme of empowering women-led cooperatives with various agriculture equipment to help them increase production and productivity, add value to primary products and diversify their income sources,” she said. Ms Phiri said the move was aimed at empowering women to fight inequality. And Nakonde Member of Parliament Yizukanji Siwanzi, said the project was a demonstration of Government’s commitment to end poverty and inequality in the country. Nakonde District Women’s Association official, Chola Sichizya, appealed to Government to help women cooperatives in Nakonde with sun flour and rice processing equipment to promote value addition.
DORA GIVES EMOTIONAL TESTIMONY

DORA SILIYA yesterday emotionally testified before the Lusaka Magistrate court that her being divorced or single did not mean she was a high level prostitute as alleged by Photographer Cornelius Mulenga also known as Chellah Tukuta. This is in a matter in which Tukuta, 34, is charged with criminal libel after he published defamatory matter affecting Ms Siliya in the form of a video on Facebook alleging that Ms Siliya was a pimp and hooks up girls for high profile people like ministers and permanent secretaries. "I don't sell human beings, I don’t engage in sexual activities for cash. I am a human being, I am not infallible and what I have done is the best I can. Yes, I maybe single, I may have failed relationships, I maybe divorced but that does not make me a high level prostitute,” an emotional Siliya told Magistrate Mwale. By SILUMESI MALUMO GOVERNMENT has started giving occupancy licences to residents as part of the national upgrading programme of unplanned settlement. In Makululu compound in Kabwe, residents have started receiving the occupancy licences and the exercise would soon be extended to other towns. Ministry of Local Government Permanent Secretary, Ed Chomba, said paper work was being done to ensure that other residents in Lusaka’s Kanyama, Chibolya and Misis compounds begin to obtain their occupancy licences which would serve as full certificate of title. Bishop Chomba said the awarding of occupancy licenses was part of the initial stages of upgrade of unplanned
By SIMON MUNTEMBA SOUTH Africa Finance Minister Tito Mboweni, has deleted his tweets and backtracked on his attacks against Zambia. Mr Mboweni, who is also former Governor of the Reserve Bank, deleted his scathing tweets following wide condemnation and reprimand from President Cyril Ramaphosa. The tweets were in relation to the sacking of Bank of Zambia Governor Dr Denny Kalyalya. Mr Mboweni took a bizarre route of threatening to mobilise and unseat President Edgar Lungu. He tweeted in response to the announced sacking of Dr Kalyalya that: “Presidents in Africa must stop this nonsense of waking up in the morning and firing a central bank Governor, you cannot do that. This is not some fiefdom of yours! Your personal property?” Mr Mboweni followed through with another even more undiplomatic and relationship damaging socio media post. He demanded that reasons for sacking of Dr Kalyalya
Ms Siliya Ms Siliya said Tukuta alleged in the video that she was a high level prostitute and asked the people who were watching the video to publish it to the whole world. Ms Silya who is chief Government spokesperson and Information and Broadcasting services minister, denied the allegations by Tukuta that she was selling young girls for sex. She further denied
being engaged in the business of selling human beings as alleged. She said she decided to report Tukuta to police because his allegations against her were injurious and damaged her good reputation. Ms Siliya said after the video in which Tukuta is alleged to have uttered the injurious words, went viral, she received several phone calls from her colleagues, including Infrastructure Minister Vincent Mwale and former State House aide Kaizer Zulu alerting her about it. She also testified that she received a WhatsApp message from United States Embassy charge de affairs David Young who described the video by Tukuta as misogynistic and disgraceful. Ms Siliya said after watching the video, she felt angry, embarrassed because the comment by Tukuta not only injured her but also government and also the people of Zambia who elected the government she was working for.
Settlement upgrade starts settlements. In an interview yesterday, Bishop Chomba said upgrading of the unplanned settlements had several components which needed to be followed keenly. He said Government was making headway in ensuring that the programme came to fruition. “Progress has been made in upgrading unplanned settlements. We are on course to ensure that the programme is actualized. Upgrading of Makululu compound in Central Province which is the largest unplanned settlement in the country has already begun,” he said. Last year President Edgar Lungu revealed that Misisi and Chibolya compounds in Lusaka
would be demolished and modernised. President Lungu said Misisi, Chibolya and other unplanned settlements were overcrowded, with most urban residents lacking adequate access to proper housing, energy, clean and safe drinking water. Residents also lacked proper sanitation, transport services, quality health services, quality education and employment opportunities. He said these factors exacerbate environmental degradation and diseases such as cholera. But Bishop Chomba indicated that the upgrading programme included planning, infrastructure provision and improving tenure of land. “Our part as Local
Government on this important programme is the planning aspect. We have been having a number of meetings to ensure that everything goes on well. “So we are doing all what we can to ensure that the programme is actualised. Like on the issue of Makululu resident are being issued with occupancy licences, this a step we have made everything will go on well for our people to live decent lives like anybody else,” he said. Bishop Chomba said that soon progress would be made to start the upgrading of Kanyama area in Lusaka. He said that resources would be made available to ensure that the progress began in the area.
Mboweni deletes offensive tweets
South Africa Finance Minister Tito Mboweni be availed failure to which, he would mobilise against President Lungu. The social media post which he has since deleted stated that, “why do we do these things as Africans, The Zambian President must give us reasons why he dismissed the Governor, or
else, hell is on his way. I will mobilise!” A further check showed that this was not the first time Mr Mboweni was taking a jab at the Zambian Government. He is on record to have issued remarks disparaging Zambian Airways during a
stopover in Lusaka while on his way to Kigali, Rwanda after attending the African Union‘s 12th Extra-Ordinary Summit of the Assembly of Heads of State in Niamey, Niger. Mr Mboweni reportedly tweeted: “I recall the days when this airport was populated by the Zambia Airways fleet. There is none now. Zambia Airways does not exist anymore. Reality check. But I am on Rwanda Air. A small African country doing big things.” He also did not categorically apologise on this incident and got away with it. President Lungu appointed Mr Christopher Mvunga as new Governor to take over from Dr Kalyalya last Saturday pending ratification by Parliament. South African President Cyril Ramaphosa on Monday issued a statement strongly reprimanding Mr Mboweni and assured Zambia that the views expressed by his finance minister did not represent his government’s view.

Lungu calls for stronger ties with Saudi Arabia PRESIDENT Edgar Lungu has called for strengthening of ties between Zambia and the Kingdom of Saudi Arabia. President Lungu said Saudi Arabia had helped Zambia in the area of health, energy and education. Mr Lungu said the two countries should encourage private sector participation so that ordinary citizens can reap the benefits of good friendship. President Lungu said Zambians were also looking forward to the commencement of the export of Goats to Saudi Arabia. The President said this when Saudi Arabian Ambassador to Zambia, Osamah Krenshi paid a courtesy call on him at State House yesterday. And President Lungu
said Zambia and Saudi Arabia should inform each other whenever they want support for election to various positions in international organisations. He also urged the two countries to share best practices on how to fight the Covid-19. President Lungu said Zambia like other countries should not hesitate to share best practices including vaccines, if found. Speaking earlier, Mr. Krenshi said it was unfortunate that a team of Saudi investors who want to invest in mining cannot come to Zambia due to Covid 19. He said his country wants to continue working with Zambia for the benefit of the two nations - ZNBC.
ACC CASE COLLAPSES From Page 1 With the acquittal the subpoena against Ms Khuzwayo was cancelled, sparing her the ordeal of appearing before the court to explain why the Commission suspended an officer who preferred to tell the truth than parrot prosecution lies. So far all the four witnesses thus far presented to court to support all the four charges exonerated Dr. C Chilufya from wrong doing. Witnesses confirmed that there was evidence of loans obtained by the minister to pay for the transactions. These included K15 million from the Zambia Development Bank and K2 million from CEEC. In count one the ACC had alleged that Dr Chilufya on a date unknown but between December 1, 2016 and December 31, 2017 in Lusaka possessed US$200,000 which was used to purchase 6, 000 shares in Samfya Marines and Tourism Services Limited from Den Daas Investment Zambia Limited. But its own officer, Chipampe Chipili Manda, 34, who investigated the case, told the Lusaka Magistrate that after analyzing evidence in the matter, he concluded that the total value of Dr Chilufya’s assets was less than his known legitimate sources of income. He also testified that Dr Chilufya’s assets were valued at K5,542,500 while his earnings during the indictment period, which is from December 2016 and April 2019, was over K19 million. And another state witness testified that there was nothing wrong with the transfer of the 6000 and 2000 shares in the Samfya Marines and tourism services Zambia limited to Dr Chitalu Chilufya by Den Daas and Leo Jonas Ngosa respectively. PACRA assistant Inspec-
tor, Patrick Chilekwa, said the share transfer submitted by Dr Chilufya met all the requirements including payment of taxes to ZRA as required by the law. Mr Chilekwa also said he did not believe that Dr Chilufya concealed any property as far as PACRA was concerned. In count two the ACC alleged that Dr Chilufya on an unknown date but between January 1, 2018 and December 30, 2019 possessed K3, 000,000 which he used to purchase Lot No. 365/366 also known as Spark Guest House situated in Mansa district of Luapula Property. Mr Manda told the court that during his enquiry into the case, he found out that Dr Chilufya did not corruptly acquire the said properties which he was being prosecuted for. In count Three, Dr Chilufya was accused of corruptly possessing K270, 000 cash which was used to purchase 2,000 shares in Samfya Marines and Tourism Services Limited from Leo Jonas Ngosa Investment Limited. Mr Manda in his testimony, informed the court neither did he find that Dr Chilufya corruptly possessed K270,000 cash which was used to purchase 2,000 shares in Samfya Marines and Tourism Services Limited from Leo Jonas Ngosa Investment Limited. In count four, the ACC alleged that Dr Chilufya on a date unknown but between January 1, 2017 and December 32, 2017 at Lusaka possessed US$52,000 which was used to purchase a passenger boat also known as Transport 32 from Smart Own FZE of Dubai in the United Arab Emirates, property reasonably suspected to be proceeds of crime. MOPANI: ZCCM-IH SET TO TAKE OVER MOPANI By SANFROSSA MANYINDA

CCM- IH is in the process of acquiring additional shares in Mopani Copper Mines from Glencore International, the majority shareholder. Mopani, which runs assets in Mufulira and Kitwe in June tendered a notice to suspend operations, citing low copper prices, high operational costs and negative impact of the Covid-19. The Zambia holding firm, a minority shareholder in the mine, submitted an expression of interest to Glencore which has responded favourably to the interest. As a result, Government has constituted a team to liaise with ZCCM-IH on negotiations with Glencore International. The Zambia Government, through ZCCM-IH, holds 10
ing to Henry Courtyard Limited, a company in which Dr Chilufya is a shareholder and director and summed up the figures from December 2016 and April 2019, including cash withdrawals. He also told the court that the K19 million was a combination of earnings from Henry Courtyard, National Assembly and PMEC, prompting Magistrate Mwale who was presiding over the matter to wonder why the accused was appearing in court. He also revealed that Dr Chilufya had obtained two loan facilities, K15 million from the Development Bank and K2million from CEEC. And when the matter was called for continued trial, yesterday, Anti-Corruption Commission director Clifford Moonga indicated to the court that they were not calling for any more witnesses or evidence in the matter prompting Defense lawyer Tutwa Ngulube to ask the court to acquit the accused for lack of evidence. In his ruling, Chief resident Magistrate Lameck Mwale said following the indication from the state, and the evidence adduced before court so far, it was prudent to set the accused free on all the four charges. Earlier, ACC Acting Director General, Rosemary Khuzwayo who was supposed to appear before court to show cause why she should not be cited for Contempt of Court, did not show up due to high blood pressure. The summoning of Ms Khuzwayo by the court followed application by lawyers representing Dr Chitalu Chilufya, led by Tutwa Ngulube to have contempt proceedings instituted against her for suspending Chipampe Chipili Manda, 34, an Investigation officer who testified during trial that Dr Chilufya did not corruptly acquire the properties which he was being prosecuted for.
percent shares in Mopani while Glencore Plc has 73.1 percent with 16.9 percent residing with First Quantum Minerals Limited. ZCCM-IH is therefore in a process of engaging a transaction advisor to assist with the evaluation of a potential transaction. Mines and Minerals Development Minister, Richard Musukwa, said that Government was working closely with the trade unions to ensure that the welfare of the employees was safeguarded. Mr Musukwa was speaking in Kitwe yesterday. "Government is committed to protecting the jobs of all the employees of Mopani, contractors and suppliers. We also want to assure all stakeholders that during the negotiations, operations at Mopani will continue in the current manner
for both Kitwe and Mufulira," he said. The minister reaffirmed Government's commitment to the promulgating dialogue and negotiations as a platform of generating an all draw situation for the employees, Mopani mine and all stakeholders. Mr Musukwa also disclosed that the request for care and maintenance from Mopani had led to a slowdown in both mining and procurements at the mine. He observed that this had caused anxiety among stakeholders as contracts for some service providers were only done up to the end of August 2020. Mr Musukwa said that the care and maintenance would not be tolerated as mineralisation at Mopani allowed the mine life of the operations to continue beyond 25 years with
room for further exploration. He said it was therefore not in question that the mine had potential to continue producing and that the capital projects by Glencore had further made this dream of a continued mining reality. Mr Musukwa appealed to all stakeholders to be patient as the Mopani transaction details would be given in due course. "The negotiating teams have since commenced the talks and is expected that the transaction will be concluded as soon as possible. “The talks are meant to ensure that in the transition period, aspects affecting various stakeholders are reviewed to ensure a smooth takeover of the controlling stake by ZCCM-IH that guarantees the future of Mopani and all stakeholders," said Mr Musukwa. In April 2000, Mopani bought assets of the Zambia Consolidated Copper Mines Limited (ZCCM) comprising underground mines, a concentrator, a smelter and a refinery at Mufulira mine site. The firm also acquired underground mines, open pits, a concentrator and a cobalt plant at Nkana mine site in Kitwe.

ACC DRAMA THE dramatic manner in which the high-profile corruption case involving Health Minister Dr Chitalu Chilufya fizzled out yesterday raises more questions than answers. And at the centre of the whole drama is the Anti-Corruption Commission (ACC) which was prosecuting the case. The case, heard before Chief Resident Magistrate Lameck Mwale in Lusaka was held against a backdrop of accusations against the ACC that it was biased in the manner it prosecuted cases. It was more interested to prosecute alleged shortcomings, even if mere hearsay of those close to Government than cases that involved prominent opposition figures. The accusations were based on facts because Dr Chilufya is not the first cabinet minister to have been hauled before a court of law. Tourism Minister Ronald Chitotela suffered a similar fate earlier in the year when he also appeared before the courts of law to answer to corruption charges. His case too collapsed for lack of evidence. No wonder there has been widespread calls for the ACC to be scrapped, having been accused of being infiltrated by “politically-aligned” operatives. We stand by our observation made in the Monday edition in which we stated that President Edgar Lungu has been overly tolerant with totally disloyal cabals in sensitive law enforcement agencies - Police, ACC and DEC that have abused the trust he has bestowed on them. “These should have been dismantled at the time President Rupiah Banda disbanded the infamous Task force on Corruption, but which survived by vigorously campaigning for and eventually claiming credit for the electoral victory of late President Michael Sata, thereby exercising executive power from the wings. “Indeed, for a while under President Sata, attempts were made to revive the infamous evil “clutch” of thieves and tax evaders resulting in destabilisation of law enforcement agencies, judiciary and other higher levels of governance. “Although the attempts failed, the scattering of operatives has been left intact in these institutions. They have actually been assured tenure of office if the “new” regime comes in power in 2021. “These operatives have deliberately refused to investigate clear cases of serious abuse of office and money laundering involving their principals, preferring instead to mount a witch-hunt against politically high profile personalities.” Enter Dr Chilufya in the dock. In this matter, Dr Chilufya was facing four counts of having property suspected to be proceeds of crime. But its own officer, Mr Chipampe Chipili Manda, 34, who investigated the case, told the court that during his investigation, he found out that Dr Chilufya did not corruptly acquire the said properties which he was being prosecuted for. He testified that Dr Chilufya's assets were valued at K5, 542, 500 while his earnings during the indictment period, which is from December 2016 and April 2019, was over K19 million. Mr Manda also told the court that the K19m was a combination of earnings from Henry Courtyard, National Assembly and PMEC, prompting the Magistrate Mwale who was presiding over the matter to wonder why the accused was appearing in court. Yesterday, the ACC was left smarting from the bungled prosecution. When the matter was called for continued trial, ACC director Clifford Moonga indicated to the court that they were not calling for any more witnesses or evidence in the matter prompting the defence to ask the court to acquit Dr Chilufya for lack of evidence. The Magistrate said following the indication from the state, and the evidence adduced before court so far, it was prudent to set the accused free on all the four charges. Quite clearly, the public has established a prima facie case against the ACC – incompetence and it remains to be seen how the institution will redeem itself.

STATE MUST DETACH FROM FUEL PROCUREMENT -ENERGY EXPERT By SILUMESI MALUMO
G
OVERNMENT must stay away from participating in procurement of fuel and set up a task team to dismantle the colossal amounts of money owed to fuel suppliers, the Energy Forum Zambia (EFZ) has said. EFZ chairperson, Johnstone Chikwanda, said in an interview yesterday it was important that the procurement was left in the hands of the private sector so that Government concentrated on policy matters and dismantling debt.
"Government needs to pay a lot of attention to fuel and electricity poverty. Inadequate electricity has affected the economy and Covid-19 has affected it. “So Government must stay away from procurement of fuel and must set up a task force team to dismantle debt," he said. Mr Chikwanda also said Government must broaden its tax base in the energy sector to reduce the high fuel tax in the petroleum sector. He said the high taxes in the petroleum sector resulted in high fuel pump prices,
Bankers demand increased Covid-19 stimulus package By FLAVIOR KANUNGO
THE Bankers Association of Zambia says banks may need more Covid-19 stimulus package as evidenced by the appetite for funds created by the K10 billion being offered by the Central Bank. BAZ chief executive officer Leonard Mwanza has however stated that the decision on whether to increase funds or not will be determined by the quality of applications and the availability of funds.
Mr. Mwanza also said the central bank will have to analyse the demand and the extent of Covid 19 effect on banks and other financial institutions. Mr. Mwanza explained that the central bank has already indicated that applications made by banks and other financial institutions have surpassed the K10 billion which has been set aside for loan issuance. "As it stands the Central bank has already approved over K5 billion with more applications pending approvals
therefore, the matter could be addressed when Government expanded the revenue base in the energy sector. Mr Chikwanda said the tax regime in petroleum industry in Zambia was the highest in the entire region. Mr Chikwanda said as the country begun to reform the energy sector, it was important that the tax regime in petroleum sector was broadened. He said Zambians were badly affected by the high taxation because they were buying fuel at high prices compared to other countries. “Generally speaking, Zam-
bia has a high tax regime in the petroleum sector as compared to other Africa countries. Yes we agree that Zambia has a low tax base in energy sector that is why they have decided to increase tax in the petroleum sector. “Like in South Africa they have a broad tax revenue that is why fuel is cheap, so it is even possible that Government can also find other means of revenue in the energy sector so that it can reduce the taxes in the petroleum sector, truly speaking the taxes are too high,” Mr Chikwanda said.
an indication that the whole K10 billion will be taken up soon," Mr. Mwanza said. Mr. Mwanza said the overwhelming response from banks is an indication that banks are still in a market distress and having challenges. He said that although banks are still offering credit solutions and other services Covid19 period has been a difficult and challenging economic situation for banks. Earlier in the year, the Central Bank announced a K10 billion stimulus package to mitigate Covid-19 related financial and economic shocks on businesses and the nation’s Gross Domestic Product -GDP.

PRESIDENT Edgar Lungu says he will continue working hard for Zambians and not be derailed by critics who always condemn him. He said this yesterday when he met church leaders from the Independent Churches of Zambia (ICOZ) who expressed solidarity for his leadership. This is according to a statement released to the Daily Nation by special assistant for press and public relations, Isaac Chipampe. Mr Lungu said some people will always criticise him as long as he remains in office as President of Zambia. "President Kaunda, President Chiluba, President Mwanawasa, President Banda, and President Sata are all good people now that they are no longer in this job. For me the critics will never say anything good but what is important for me is to do my best for the Zambian people," he said. President Lungu also thanked the church leaders for the messages of encouragement and observed that because of some people's penchant for criticism, their advice is lost in the maze of criticism. And ICOZ President Bishop David Masupa, representing Bishops from all the provinces of Zambia, said President Lungu has shown distinguished leadership, citing infrastructure development and how Government has handled the covid-19 pandemic as one of the examples.

Govt intent on serving vulnerable By PETER MALASHA
GOVERNMENT continues to prioritise agriculture as a social protection in achieving development, community Development and Social Services Minister Kampamba Mulenga-Chewe has said. Ms Chewe said Government was committed to improving food security and nutrition especially among the poor as well as the vulnerable categories. The minister said this during flagging off of 20202021 food security pack held at Mkushi show grounds. She said the memorable event signified beginning of distribution of 36,000 packs to vulnerable but viable in 116 districts countrywide. Ms Chewe said Government would serve all Zambians regardless of political affiliation, race, tribe, sex and religion. The minister also reminded the people to ensure that followed health guidelines in order to prevent the further spread of Covid-19. She said President Edgar Lungu had been emphasising the need to keep reminding each other the dangers of the Covid-19 which was affecting citizens in various communities.
"Today's event could not have come at a better time now when Government continues to prioritise agriculture as a social protection strategy in achieving the overall national development as outlined in the Seventh National Development Plan," she said. Ms Chewe added that her ministry implements other social protection programmes aimed at not only breaking the intergenerational transfer of poverty but also promoting the livelihood and empowerment of the vulnerable. She added that the cash grants to women's clubs and groups was one of such programme under which women groups were provided with financial, material and technical support to engage in various empowerment activities. She said there was also the Supporting Women’s Livelihood component of the Girls Education and Women Empowerment and Livelihood project. The project, she said, was aimed at providing productivity grants and life and business skills to 75, 000 vulnerable women in 51 selected districts of Zambia. Ms Chewe said in central province, the project was being implemented in six districts targeting 3,508 women. She said once the identified women had been trained and financially empowered they were organised in saving groups and receive mentorship support.

He said that the stakeholders felt that the establishment of the commission was critical to the growth of the sector.
PF geared for Lukashya by-election THE Patriotic Front (PF) in Northern Province has declared itself ready for the forthcoming Lukashya Parliamentary by-election in Kasama district set for September 17. And some candidates who had applied to contest the Lukashya seat have pledged to rally behind the PF adopted candidate, Mr George Chisanga. PF Northern Province chairperson, Chungu Bwalya said at a media briefing in Kasama yesterday the party has adopted a credible candidate, adding that it is very confident of winning the seat. “As a province, we will en-
sure that we work as a team and campaign together so that we can win the byelection,” Mr Bwalya said. He explained that the party has constituted a formidable team of campaign managers headed by Parliamentary Chief Whip, Brian Mundubile, and assisted by vice national mobilisation committee chairperson, Geoffrey Mwamba and Lubansenshi Member of Parliament George Mwamba. Mr Bwalya has since challenged members to go in full force once campaigns officially start tomorrow. Mr Bwalya has also commended the candidates who

were not adopted for their stance to support Mr Chisanga. Mr Mundubile urged members to base their campaign on the PF manifesto. “As you go out to campaign, we should remember to refer to our party manifesto for 2016-2021. This document will explain to people what we promised and what we delivered,” Mr Mundubile said. He said it would be easy for PF to sell its candidate because the party has worked according to its manifesto which is based on pro-poor policies. Mr Mundubile who is also Mporokoso MP said PF is a party of choice stating that this
This commission, Mr Mulenga said, would oversee the activities and would help the sector to grow significantly. "So for now, the matter is awaiting Cabinet approval which is always the procedure and once approved things will start moving. “So when we invited the stakeholders they all made submissions and in their submissions they all agreed with the establishment of the commission. So right now all we are waiting for is the approval by Cabinet," Mr Mulenga said.
explains why 11 people applied to stand on its ticket while the opposition were struggling to identify people. Meanwhile, one of the candidates who had applied to stand on the PF ticket in Lukashya has declared that he together with other candidates will rally behind the party’s adopted candidate. Mr Daniel Bwalya, who was among the five candidates that attended the briefing said he will support the adopted candidate and promised to work hard to ensure the party wins the seat. He said Government was interested in ensuring that local people benefitted from the natural resources. Mr Chitotela said Zambians should get fully involved in the management and utilisation of their natural resources. "Zambians should be involved in management and utilisation of natural resources and these CRBs are there
to represent the community therefore they should be engaged," Mr Chitotela said. Mr Chitotela therefore directed Department of Wildlife and National Parks to hold elections for all CRBs. "I will not recognise any CRB without community involvement. Already there are CRBs that I have refused to recognise," Mr Chitotela said.
‘Opposition want to loot public funds’ By ROGERS KALERO
SOME opposition politicians are desperate to win next year's election so that they form government and start looting public resources, PF Copperbelt Province youth chairman Don Mungulube has charged Mr Mungulube said the ruling party was aware that some opposition leaders were under pressure from their financiers to pay back the money they owed, hence their desperation to get into power and loot public resources. In an interview in Kitwe, Mr Mungulube said the opposition politicians had resorted to all forms of propaganda and lies to discredit the ruling party. "They are so desperate to form government so that they start using public resources to settle huge personal debts which they have accrued in the last few years they have contested and lost elections. They are under pressure from their financiers to pay back the money,'' Mr Mungulube said. Mr Mungulube said the opposition had no agenda to improve the country's economy, but were only try-
ing to gain political mileage with sugar-coated campaign promises to win people's hearts He said Zambians should not fall prey to such lies of some opposition parties that wanted to get into Government and later dump the masses in preference to their personal interests and foreign allies. Mr Mungulube said while the opposition were making an issue out of the debt which the PF-Government has accrued, the opposition wanted to form government to settle personal debts. He said the roads and other infrastructures which the PF had put up from the borrowed money was benefitting all Zambians. "The good roads which has come out from the borrowed money is benefitting even the most vocal opposition politicians, but because the opposition want to make political mileage out of things which also benefit them, they have continued to make noise. Mr Mungulube also advised Zambians who value peace and unity not to incite citizens against the government, but to preach a culture of hard work.

RBZ extends banks capitalisation deadline 7 / Daily Nation, Wednesday 26 August, 2020 JOHANNESBURG - Absa’s earnings plunged in the first half of 2020 due to the impact of the Covid-19 pandemic on South Africa’s economy. The group did not declare an ordinary interim dividend, citing guidance from the Prudential Authority of the SA Reserve Bank and the need to preserve capital. In an earnings report on Monday, the banking group said headline earnings declined 93 percent to R559 million from R7 650 million in the previous period, while diluted headline earnings per share fell 93 percent to 67.7 cents from 920 cents. On a normalised basis, which adjusts for the consequences of the group’s separation from Barclays, headline earnings per share fell 82 percent to 173.4 cents from 975.8 cents. “Even as August data show a clear slowing of the spread of the virus in most parts of South Africa, the group expects a continued difficult environment for the consumer, while heightened uncertainty will continue to dampen business confidence and investment,” it said. Meanwhile, the rand firmed against the dollar on Monday in anticipation of economic intervention by the US Federal Reserve on Thursday, dipping below R17/$. It firmed sharply against the
Facebook agrees to pay France €106m in back taxes LONDON - Facebook has agreed to pay the French government €106m (£95.7m) in back taxes to settle a dispute over revenues earned in the country. The payment covers the last decade of its French operations from 2009. The social networking giant has also agreed to pay €8.46m in taxes on revenues in France for 2020 – 50 percent more than in 2019. “We pay the taxes we owe in every market we operate,” said a Facebook spokeswoman. “We take our tax obligations seriously and work closely with tax authorities around the world to ensure compliance with all applicable tax laws and to resolve any disputes, as we have done with the French tax authorities.” The social networking giant did not share details of the tax dispute, but France has been pushing tech companies to pay more tax inside the country where it is generated. Other tech giants like Google, Apple and Amazon have reached similar agreements with the French tax authorities. BBC.

pound and euro as well, as the top performing emerging market currency alongside the Mexican peso. Bianca Botes, executive director at Peregrine Treasury Solutions, said the local currency is taking advantage of the current risk-on environment
which is creating an opportunity for emerging markets to gain momentum. According to Botes, this strengthening of the rand, after a few weeks trading above R17/$ and hitting a 10-week low at the beginning of August, is due to the US Jackson Hole
symposium, set to start on Thursday. The symposium will bring together economists, academics, market participants and government representatives to discuss long-term policy considerations. - FIN24.
Government kicks off procurement process for 2000MW of emergency power JOHANNESBURG - The Department of Mineral Resources and Energy has officially kicked off the process for procuring 2000 MW of emergency power, with a request for proposals it says it expects to attract some R40 billion in investment. The Risk Mitigation Independent Power Producer Procurement Programme (RMIPPPP) is set to address an immediate shortfall in supply that is contributing to ongoing load shedding. Government has issued a Request for Proposals (RFP) seeking bidders that can commit to job creation, socio-economic development, supplier and enterprise development, and skills development. Broad-based black economic empowerment initiatives will be supported, the DMRE said in a statement. All power procured under the programme is expected to be fully operational by no later than June 2022. The department said the emergency procurement programme was a "direct response to the short-term electricity supply gap" noted in the Integrated Resource Plan
of 2019 and that it aimed not only to alleviate current electricity supply constraints, but also to reduce the use of diesel-based generators. "The programme seeks to procure 2000 MW from a range of energy sources and technologies," the statement said. It added: "This RFP is expected to attract investment in the region of R40 billion." Late in July, government said that documentation inviting bids would be released by the latest at the beginning of August. Fin24 recently reported that according to state research institute the CSIR, 2020 could be the worst year yet for load shedding unless key decisions are taken to stem the energy crisis. By 2022, the energy shortfall was expected to reach 4500 GW/h, the institute added. – FIN24.
HARARE - Zimbabwe’s apex bank, the Reserve Bank of Zimbabwe (RBZ), has extended by a year the deadline for local financial institutions to meet the new minimum capital requirements. The regulator said it had taken into consideration the impact Covid-19 has had on the financial services sector. Said RBZ governor Dr John Mangudya in the mid-term Monetary Policy Statement (MPS): “Cognisant of the prevailing challenging environment exacerbated by the negative impact of the Covid-19 pandemic, the bank is extending the deadline for compliance with the requirement for meeting the minimum capital levels, by one year from 31 December 2020 to 31 December 2021. “In this regard, banking institutions are required to submit to the bank updates of capitalisation plans by 31 December 2020 and 30 June 2021,” said Dr Mangudya. Earlier in January, the RBZ Governor said large indigenous banks and all foreign banks will now need to have minimum capital equivalent to US$30 million, effectively hiking the threshold. Last year the central bank had set 2020 minimum capital threshold for large indigenous commercial and all foreign banks at $200 million, but kept them at $25 million for small
commercial, merchant and development banks, building societies, finance and discount houses. Commercial banks, merchant banks, development banks, finance and discount houses are now required to have minimum capital equivalent to US$20 million while deposit taking institutions must have equivalent of US$5 million. The minimum capital threshold for micro-finance institutions has been set at US$25, 000 local currency equivalent. Analysts at regional-focused GCR Research, have already claimed that the Covid-19 pandemic will eat away at local banks’ capacity to meet the new minimum requirements. They add that the health pandemic’s impact on South African economy – which is Zimbabwe’s largest trading partner and where a huge Diasporan community dwells – will adversely affect the local economy in terms of foreign currency generation. “The cash strapped financial institutions have been facing persistent foreign currency shortages for years. The level of local money supply is too high and needs to be supported by foreign currency reserves. “In addition to exports, the economy still relies on Diaspora remittances for forex funding, most of which is from South Africa. Severe Covid-19 outbreaks may significantly slow down business in South Africa, thereby, affecting incomes of the employees, especially in non-regulated industries where most Zimbabweans are employed,” said GCR Research at the beginning of the second quarter. - THE HERALD, Zimbabwe.
Safe bet? Sovereign funds rethink oncereliable real estate
LONDON - The Covid-19 pandemic has forced sovereign wealth funds to think the previously unthinkable. With prime office blocks lying empty around the world, hotels half-vacant and retailers struggling to stay afloat, the funds are retreating from many of the real estate investments that have long been a mainstay of their strategies. Sovereign wealth funds (SWFs) invested $4.4 billion in the sector in the first seven months of 2020, 65 percent down from the same period a year ago, according to previously unpublished data provided to Reuters by Global SWF, an industry data specialist. The nature of property investments is also shifting, with funds increasingly investing in logistics space, such as warehousing, amid a boom in online commerce during the pandemic, while cutting back on deals for offices and retail buildings. Such shifts in behaviour can have seismic effects on the global real estate market, given such funds are among the largest investors in property and have interests worth hundreds of billions of dollars in total. Three sovereign funds sit within the top 10 largest real estate investors, according to market specialists IPE Real Assets. A big question is whether the changes are structural for the funds, for which property is an asset-class staple at about eight percent of their total portfolios on average, or a temporary response to a huge, unexpected and unfamiliar global event. “Real estate is still a big part of sovereign wealth fund portfolios and will continue to be so,” said Diego López, managing director of Global SWF and a former sovereign wealth fund adviser at PwC. “What Covid has accelerated is the sophistication of SWFs trying to build diversification and resilience into their portfolio and hence looking for other asset classes and industries.” Property capital value globally is expected to drop by 14 percent in 2020 before rising by 3.4 percent in 2021, according to commercial real estate services group CBRE. Analysts and academics question whether the pandemic’s impact may prove long-lasting, with more people working from home and shopping online.-Reuters

Mr Kambwili
Kambwili’s call for Bishop Banda’s resignation show dictatorial traits Dear Editor, WE are concerned by the unguarded statement coming from a foul mouth and aspiring running pate to multiple losing presidential candidate Hakainde Hichilema, Mr Chishimba Kambwili in which he demanded for the resignation of Bishop Alick Banda. While we sympathise with his ongoing recovery from Covid-19 virus, we do not take kindly to any comment tingling with utmost sarcasm especially if it threatens the unity of the nation. The statement by our dear elder brother Mr Kambwili in which he is on record of having demanded for the resignation of Archbishop of Lusaka Dr Alick Banda is a vindictiveness of the possible politicisation of the church bythe opposition. We are tempted to assume that the opposition are not only intolerable to divergent views but they collectively want to undermine the independence of the church. In our estimation, the Bishop like any other citizen of mass following is entitled to offer guidance for the flock that dearly crave for the dire parental guidance. Therefore, as unfortunate as it may seem, the demands from Mr Kambwili to compel the resignation of the religious leader is a manifestation of dictatorial tendencies where they can at will demand the resignation of any religious leader merely for their dissenting views. We therefore do not take pride or pleasure or pride to see respected church leaders being demeaned in the manner the unelected NDC leader is doing. We therefore elect to stand by Dr Banda whose admirable leadership has facilitated the co-existence of the Catholic Church and the government. We wish to remind Mr Kambwili that the respected leader has immense experience hence his ascendancy to the biggest religious organisation which is far much bigger than the political dwarf of an organisation calling itself NDC. It is therefore immoral for a person who despite riding on the Bemba political party has lamentably failed to beat the regional party, UPND in the northern region can stand on an anthill to throw mad at a distinguished religious leader of a mass movement. Mr Kambwili should instead find a decent way of campaigning for the running mate position on UPND as opposed to firing misguided missiles on wrong targets of nonpartisan and nonpolitical actors such as the clergy. We therefore wish to denounce Mr Kambwili as we stand in solidarity with Bishop Banda who has so far earned himself an enviable reputation as a unifying factor. We also wish to assure the Bishop of our usual unflinching support and he should not be moved by the foul language emerging from the venomous tongue that has fallen out of favour with the Zambian people. Dear Editor,
TITO MBOWENI IS A PATHETIC DEMAGOGUE - ISIFEBE ESILISA Dear Editor, A FEW years back, Tito found himself having to deal with allegations that he unleashed the Hawks on a woman he impregnated and later forced to have an abortion. The woman allegedly wanted Tito to pay a fine for impregnating her and the minister was not happy with that. Just recently, Mboweni was involved in a serious sex triangle scandal with Gwede Mantashe and a 26-year-old woman, Lerato Makgatho. Did any Zambian minister or citizen lift a finger to judge him? NO. Conclusively, Mboweni is a serial humaniser who hides behind his lonely tweets and has never been married, Isifebe Esilisa. It is diplomatically and morally despicable for a man of Mboweni’s stature to comment on the firing of a central bank governor in a foreign country just because he is an associate of his, more so that he is a current serving Minister of Finance of South Africa. Does his rantings present the views of the ANC government of South Africa? Who gives Mboweni the authority to commit such a diplomatic blunder? We are interested in seeing how Ramaphosa’s ANC government deals with this blunder as it has the potential to strain the good relationship that Zambia has shared with South Africa from their days of the freedom struggle.
We all know about Mboweni’s numrous scandals and his closet is full of skeletons that if they were all exposed, he would not occupy that position he has today. We all know how Mboweni used to patronise clubs and brothels in the 90s and engage in all kinds of orgies with numerous prostitutes. Mboweni used to patronise clubs like the Calabash in Benmore Gardens, Sandton, a den of sins owned by a notorious drug dealer Uncle Louis and we have pictorial evidence of him engaging in immoral activities with strippers and prostitutes. We also know that when he was appointed as the first Bank Governor, he used to pick up other people’s wives from a restaurant in Randburg, called Tsa Africa and he was almost shot dead by an enraged husband of Phumelelo Muloi, who was a close associate of the owner of Tsa Africa Cynthia. So who gives Mboweni the moral right to meddle in other people’s businesses in another country? Tito is one of those big ANC bigwigs - guys who have this idiotic habit of sexing their futures away in the most inappropriate of venues and we can confidently say that he leads the pack. In a public statement, Lerato Makgatho spoke out about her alleged relationships with Mineral Resources and Energy Minister Gwede Mantashe and Finance Minister Tito Mboweni and exposed
Tito of being weak in bed. In her words, she said, “I just said he’s traditional, he’s different from Gwede. Yes, Gwede is a tiger in bed but Tito doesn’t last long.” She went on to say that Mboweni, who is not married, is a control freak who didn’t last long in bed as Mantashe.” Mboweni, like Mantashe, is another ANC politician who has found himself trapped in love scandals for the fourth time in a short space of time. Early last year he opened a case of extortion against a woman whom he claimed he never personally met but she threatened to leak private conversation after he refused to give her R7, 000 she wanted for rent when images of them having sex where available as evidence. In the run-up to the 2017 Nasrec conference of the ANC, Mboweni was ousted as a blesser by the opaque clickbait news site, Weekly Xpose. The site published salacious WhatsApp exchanges allegedly between Mboweni and a woman described as a 23-year-old Unisa student. When approached for comment about the scandal then, Mboweni, back then, said: “I do not want to talk sex now, I want to discuss conference. It is a deflection.” Conclusively, Tito is serial humaniser who hides behind his lonely tweets and has never been married. DR JOZE MANDA.
I REFER to the media reports in which Mr. Tito Mboweni has criticised President Edgar Lungu for relieving Bank of Zambia Governor Dr. Denny Kalyalya of his duties and replacing him with Mr. Christopher Mvunga, former Deputy Secretary to the Cabinet in charge of Finance and Economic Affairs. Zambia is a sovereign state and its Head of State and Chief Executive can appoint and dismiss staff in the name of the people of Zambia. In this case, Article 214 (1) of Government Act No.2 of 2016 which is the Constitution of Zambia, states that: There shall be a Governor of the Bank of Zambia who shall be appointed by the President subject to ratification by the National Assembly and who shall be – A citizen. A person who has specialised training and experience in economics, finance, accounting, banking, law or other field relevant to banking as prescribed. A person of proven integrity. The relinquishment of the appointment in this position is a prerogative of the President. In this case in point, I concur with the Minister of Information, Ms Dora Siliya on what she said in her reaction. Mr. Mboweni has attacked the President of Zambia over the relinquishment of Dr Kalyalya’s employment as Governor of the central bank. And I quote, “in a series of tweets Mr. Mboweni demanded the reinstatement of Dr. Kalyalya, threatening to mobilise hell.” Is this hell the South African Army or his personal army? Zambia is a sovereign state and the President who is the Head of State and Commander In Chief of the Army is elected to serve and protect the nation at all costs. Zambia should request the extradition of Mr. Mboweni through the President of South Africa Mr Cyril Ramaphosa to Zambia to justify his statement to President Lungu. PROFESSOR PATRICK FRANCIS MANDA.

engagements with stakeholders. He stated that his office was taking a paradigm shift from policing to consultative engagement in order to curb audit queries in Government institutions. Mr Mulonda was speaking in Ndola yesterday when he paid a courtesy call on Copperbelt Permanent Secretary, Bright Nundwe yesterday. He emphasised the need for prudent management of resources in order to have zero audit queries. Mr Mulonda indicated that his office intended to engage both the controlling officers and internal auditors for them to work closely together. He said that internal auditors would be sent to all districts where the Ministry of Finance had no presence. Meanwhile, Mr Nundwe said there was need to be firm with civil servants to bring queries to zero. Mr Nundwe emphasised the need for discipline among civil servants in handling public resources as well as those from donors. He said that he would ensure that the Copperbelt Province had zero audit deficiencies.

participate in the exercise as it was only for the Zambian citizens, hence all loopholes must be sealed. The minister, who toured registration centres in Ndola, warned the public against aiding foreigners to obtain NRCs, especially those in the neighbouring countries. "Some people may take this opportunity to manipulate the situation and obtain NRCs illegally," he said. Mr Mwakalombe indicated that anyone found aiding a foreigner to obtain an NRC would be arrested as the act was illegal. He also stated that the elderly who wanted to obtain or renew their NRCs needed to visit their chiefs and have them write to confirm they were Zambians. The minister noted that a number of elderly women at Lubuto Secondary School were alleging to have never obtained NRCs and also were not clear on which villages they came from. Copperbelt Provincial
Mr Mwakalombe Registrar at the National Registration Passport and Citizenship, Kabanda Lisuba, said the exercise was being conducted at three centres. The centres were Twatasha Primary School in Overspill, Lubuto Secondary School and Kang'onga Community Hall. Mr Lisuba said the exercise
would go on until September 9, this year and urged parents and guardians to take their children and dependants to get the NRCs. He said his office was conducting serious screening to ensure that only eligible people obtained NRCs to avoid foreigners obtaining green NRCs.

IMPROVE LAND ADMINISTRATION, CHIEFS TOLD
G
OVERNMENT has called on traditional leaders to ensure that customary land administration systems are more effective and transparent. North-Western Province Permanent Secretary, Willies Mangimela, said land was an important natural resource
essential for national development. Land, he said, if properly utilised could sustain people’s livelihoods especially those living in rural areas, hence the need for traditional leaders to ensure accountability and transparency in administration of the vital natural resource. Mr Mangimela said this
when he officially opened the Chiefs “indaba” in Solwezi yesterday, under the theme “land, environment and accountable mining.” “The 2010 population census indicates that 61 percent of Zambians live in rural areas, which are predominantly customary lands and cheaper alternatives to leasehold.
“For this reason it is important that the customary land administration system should be more effective, transparent and accountable as the majority of people in Zambia depend on customary land for their livelihoods through farming activities,” Mr Mangimela said. - ZANIS.

Villagers struggle for clean, safe water By ANDREW MUKOMA A CRITICAL shortage of safe and clean drinking water has hit Livingstone’s Mulala, Samson and Nyanzabili Villages in Shungu ward. Residents have complained that they do not have piped water and although the area has five boreholes to cater for over 1, 000 families, only three are working. They have called on the water utility company, SWASCO to look into their plight by providing a water bowser to be delivering water to address the situation. This came to light during a community mobilisation meeting led by PF Livingstone constituency aspiring candidate Ikuka Muleta, former acting Livingstone District Commissioner James Zimba and other party officials. The residents observed that for a very long time, they have had a challenge of water in their areas. And Nyanzabili headman Jackson Nyambe Muliwana said, the boreholes are not enough to cater for all the families in the area as they take long hours to access the commodity. Mr Muliwana, however called on the government to consider sinking more boreholes to lessen the burden of residents especially women from standing for long hours in queues and fighting for water. He said that the situation leaves much to be desired. When contacted, Southern Water and Sanitation Company (SWASCO) Public Relations Manager Lungowe Mutumwenu said, the water utility does not supply water to these areas due to limitations of their water supply network. Ms Mutumwenu said that SWASCO would however consider the residents’ plight. Meanwhile, Mr Muleta has encouraged the affected communities to mobilise and establish committees and apply for Constituency Development Fund (CDF) so that more boreholes can be sunk. He said that now that the CDF was available, communities must apply for the funds provided they have viable proposals.
Sinazongwe market shelter takes shape By ANDREW MUKOMA CONSTRUCTION of a market shelter at Maamba Market in Sinazongwe has advanced. The project which has been spearheaded by Sinazongwe Member of Parliament Gift Sialubalo started in June this year and was expected to be completed next month. Executive Director for
Mr Sialubalo “Our traders have had a challenge during the rainy season because there was no proper structure for them to conduct business in a conducive environment. So, I felt compelled after listening to their cries,” the Construction Company, Blackwell Mantele, said about 85 per cent of the works have been done and what remains is the floor and the stands. More than K 45, 000 would be spent on the project. Mr Mantele said the market shelter which was being erected at a space of 25 by 15 metres surface would accommodate 120 traders once commissioned. He told the Daily Nation in an interview that the market shelter had come about after
complaints from the traders, especially during the rainy season. “My company was engaged by the Member of Parliament Mr Gift Sialubalo to construct a market-shelter at a cost of more than K 45,000. This project came after the MP’s visit to the market where some traders complained of having challenges during rainy season. “That is how the project started and I can proudly say that we have done more than 85 per cent. What is remaining is the putting up of the floor and stands,” Mr Mantele said. And Mr Sialubalo said that he was indebted to work for the people of Sinazongwe as their representative. Mr Sialubalo said in a separate interview that for a very long time, some traders at Maamba Market have had no proper shelter. “Our traders have had a challenge during the rainy season because there was no proper structure for them to conduct business in a conducive environment. So, I felt compelled after listening to their cries,” he said. Market Secretary Josephine Hamaimbo thanked the Sinazongwe lawmaker for the gesture and assured him that the facility would go a long way in helping the traders. Ms Hamaimbo urged her traders to guard the facility jealously as it is meant to benefit them.

Chemistry: Chemical Reactions Chemical Reactions Specific learning outcomes § Describe rate of a chemical reaction § Demonstrate the factors that affect the rates of a chemical reactions § Interpret data on the rate of chemical reactions § Describe methods of controlling the rate of chemical reactions Chemical substances undergo chemical reactions to produce products. In a chemical reaction, subsatnces that are present at the beginning of the reaction are called reactants and substances found at the end of the reaction are called products. To understand what goes on in a chemical reaction, collision theory is used. Collision theory states that a chemical reaction occurs when the particles of the reactants collide with each other. For collision of the reactants to be effective, the particles of the reactants must have enough energy to overcome the activation energy(Ea) of the reaction. Activation energy is the minimum energy required to make the reaction take place. In addition, the particles of the reactants must collide in the proper orientation. There are two types of chemical reactions namely endothermic reaction and exothermc reaction. An endothermic reaction is a reaction that absorb heat energy from the surrounding. For this reaction, the products have more energy than the reactants. The diagram below shows the energy level diagram for an endothermic reaction.
Concentration Concentration is the amount of solute in a solution. When the concentration of the reactants is high, the particles of the reactants will be colliding frequently and this will result into the increase in the speed of the reaction. Therefore, increasing the concentration of reactants increases the rate of the reaction and vice versa. The graph below shows the results for two experiments conducted on the reaction of calcium carbonate with hydrochloric with different concentrations.
In experiment 1, 0.5M of HCl was used and in experiment 2, 2.0M of HCl was used. When a high concentration was used, less time was taken for the reaction to complete and when low concetration was used, more time was taken. This shows that when when concentration is high the rate of reaction is also high and vice versa. Pressure Pressure is defined as force per unit area. Like the above factors, pressure also affect the rate of reaction. It shoud be noted that pressure only affect the rate of reaction where the reactants are gases. When pressure is high, the volume occupied by gaseous reactants reduces and particle become close to each other. This will increase the frequency of collision and as the particles collide at a fast rate , the speed of reaction will be increased. On the other hand, when pressure is low, the rate of the reaction also becomes low. See the figures below.
(a) Describe how the reaction changed during the experiment. (b) How much carbon dioxide was produced when the reaction ended? (c) How long did it take to produce 20cm3 of carbon dioxide (d) State two things that can be done to increase the rate of the above reaction. (e) Explain why the reaction stopped. Solutions (a) At the beginning, the reaction was fast then it became slow and eventaully stopped. (b) 40cm3 of carbon dioxide was produced when the reaction ended. (c) 2 minutes [ from the graph] (d) Increasing the concentration of hydrochloric acid and reducing the particle size of calcium carbonate (e) The reaction stopped because hydrochloric acid reacted completely since calcium carbote was in excess.

The chemical reaction can be described as very fast, fast, slow or very slow. This is what is refered to as rate of reaction. The rate of reaction explains how fast or slow the reaction is. In the manufacturing industry the speed of the reaction is important because it determines how much products will be produced in a specified period of time. Measurement of the Speed of a chemical reaction. The speed of a chemical reaction can be determined by: § Measuring the amount of product formed in a specified period of time. For example, the reaction of Magnesium ribbon and Sulphuric acid can be used to study this by meauring the amout of hydrogen gas produced in a given time. See the chemical equation below. MgSO4(aq) + H2(g) Mg(s) + H2SO4(aq) Collecting the volume of hydrogen gas produced using a gas syringe in a specified time say 30 seconds can help to determine the speed of the reaction. See the figure below.
Page 4 of 7 Figure 1 figure 2 In figure 1, the gas molecules do not frequently collide because they are further apart, hence the reaction is slow. However, in figure 2 the gas molecules are closely packed and they collied frequently. Therefore, the reaction in figure 2 is very fast. Particle size Reducing the particle size of the reactants reduces the increases the surface area. When the surface area of the reactants increase the rate of the reaction will increase. Therefore, the smaller the particles size of the reactants, the faster the rate of the reaction. On the other hand, the larger the particle size of the reaction, the slower the rate of reaction. The graph below shows the effect of particle size on the rate of reaction. Catalyst A catalyst is a substance that speed up the chemical reaction but remains chemically unchanged at the end of the reaction. A catalyst speeds up the chemical reaction by lowering the activation energy(Ea). Activation energy is defined as the minimum energy required for the reaction to take place. There are different types of reactions and each reaction requires a specific catalyst. Transition elements or their compounds are used as catalysts. It should also be noted that the catalyst does not change the amount of the product but instead it just reduces the time taken for a certain amount of product to be produced. For example, if 400cm3 of a gas is produced in a certain reaction without using a catalyst, then this same amount will be produced with a short time when a catalyst is used. See graph below.
If less time is used to produce more hydrogen, then the reaction is fast and vice versa. § Measuring the time taken for the reaction to be completed. If the reaction takes a lot of time to be completed, such a reaction is slow and if it takes less time then that reaction is fast. For example, the reaction of Magnesium ribbon with Hydrochloric acid of concentration 2.0M will take less time than the reaction of Magnesium ribbon with same hydrochloric of concentration 0.5M. Page 2 of 7
§ Measuring the amount of reactant left after a specified time. The amout of the reactant left after a certain period of time can help to determine how fast or slow the reaction is. If in a specified period of time only little amount of the reactant remain, then the reaction is fast, if a lot of the reactant remain, then the reaction is slow.
Temperature Concentration Pressure Particle size. Catalyst
Temperature Temperature is defined as the degree of hotness or coldness of an object or a place. When temperature is high, particles of the reactants have more kinetic energy and move at a high speed and this increases the frequency of collision. When the rate of collison is high the rate of reaction will also be high. Hence when temperature is high, the rate of reaction will also be high and vice versa. The relationship between time taken for the reation to complete and temperature can be plotted as follows:

HEALTH MINISTER ZWELI MKHIZE CONFIRMS COVID-19 ANTIBODY TESTS ARE NOW LEGAL
J
OHANNESBURG The national Department of Health has confirmed that antibody testing is now legal in South Africa. News24 first reported on this story after a staff member had blood drawn at a commercial private healthcare facility, Lancet Laboratories, on the afternoon of Monday, August 24. On Monday evening, Health Minister Zweli Mkhize announced: "Today I am pleased to announce that the director-general for health has issued guidelines for the use of SARS CoV 2 antibody tests a n d that
Health Minister Zweli Mkhize
Sahpra announced its approval of several test kits, both lab based and point of care or bedside rapid tests. "I am sure this is a very welcome development and I would like to especially thank the Ministerial Advisory Committee on Covid-19 and the various members of the strategic management bodies in the Department of Health for all the hard work that has gone into ensuring that antibody tests are used appropriately and effectively as we continue to battle Covid-19. It will be important to understand the limitations of antibody testing." The department's announcement follows a week of confusion in which antibody tests were first advertised by private laborator y companies, and then withdrawn days later, pending the release of a national algorithm.
But on Monday, the South African Health Products Regulatory Authority (Sahpra) updated its website and provided an updated "list of authorised serological test kits." It included seven companies offering a "Serological Corona virus IgG/IgM Rapid", pointof-care test kit, by Zheijiang Orient Gene Biotech: Tip Top Trade (Pty) Ltd Link Medical Solutions (Pty) Ltd Direct Retail Goods (Pty) Ltd Nu-world Industries (Pty) Ltd Inqaba Health Solutions (Pty) Ltd Sinosa Trading (Pty) Ltd Doctor Four You Practice Managers (Pty) Ltd Also announced were three companies offering different "SARS CoV-2 ELISA IgG" laboratory-based serology tests: Roche Diagnostics (Pty) Ltd Abbott Laboratories South Africa (Pty) – with tests from its division in Ireland Euroimmun Medical Laboratory Diagnostics Referring to the "rapid, point-of-care tests", Sahpra explained: "The difference between the molecular PCR test and the serology tests is that the PCR tests are able to detect and diagnose whether one has been infected with Covid-19 and thus give a clinical diagnosis." Tests can't be conducted at home, must be validated
Commenting on the laboratory-based tests, it added: "Whilst the latter, ie serology tests, can detect if one has developed antibodies for Covid-19 or not. Serology tests cannot be used for clinical diagnosis. “Serology tests cannot be conducted at home, they have to be administered by qualified healthcare professionals and must have been validated. These tests should only be used within the national Department of Health's surveillance strategy. “Licence holders are required to report any product quality problems identified with their products in accordance with Regulation 40 of the Medicines and Related Substances Act, 1965 (Act 101 of 1965)." Sahpra CEO Dr Boitumelo Semete-Makokotlela said: "Rapid test kits cannot be used to clinically diagnose Covid-19 cases, but they may play a role in research, epidemiological as well as sero-surveillance studies. Rapid test kits are not recommended by (the World Health Organisation) for clinical diagnosis of SARS-Cov-2 infection." Sahpra said the regulatory requirements for rapid test kits were published on March 30 on its website and the specification criteria for serological test kits had been developed (MD007) and published on April 20, 2020.
The rapid test kits "may only be manufactured or imported by Sahpra-licensed medical device establishments once the test kits have been validated by an independent laboratory." Limitations to test In his announcement on Monday night, Mkhize said: "Use of SARS-CoV-2-specific IgG antibodies for epidemiological purposes, that is to identify and track the transmission of certain geographical areas or populations - this will be a particularly useful application that will complement our surveillance strategies." But the minister also issued the following warnings about the antibody testing: "Antibodies are usually detected more than 10 days after onset of symptoms or even only during convalescence (recovery). "A negative antibody test result does not reliably rule out prior SARS-CoV-2 infection. For instance, someone may not generate the antibodies or high enough titres for antibodies to be detected. "A positive antibody test result does not reliably prove prior SARS-CoV-2 infection. There is known cross-reactivity with other viruses and there may be antibodies already existing in someone's system that look like Covid-19 antibodies. "The detection of antibodies does not necessarily mean one is immune," Mkhize insisted. – NEWS24.

GRAFT PROBE …Uganda recalls embassy staff amid graft accusation
KAMPALA - Uganda's Foreign ministry has recalled some members of staff in its embassy in Denmark to pave way for investigations following a newspaper report of a plot to misappropriate public funds. The Ugandan Daily Monitor newspaper highlighted a leaked audio recording of people discussing the plan. But there has been no official confirmation that the voices belong to embassy staff. The Foreign ministry, through Permanent Secretary Patrick Mugoya, has released a statement saying it will investigate the report. "In the meantime, the officers implicated have been recalled to the ministry headquarters to pave way for investigations. Depending on the outcome of the investigation additional measures may be taken as appropriate," he said.. – BBC.
Mali talks end in deadlock
BAMAKO - Talks between West African mediators and Mali’s military coup leaders ended on Monday after three days of discussions without any decision on the make-up of a transitional government, a junta spokesman said. West Africa’s regional bloc dispatched negotiators to Mali at the weekend in a bid to reverse President Ibrahim Boubacar Keita’s removal from power last week. But talks had focused on who would lead Mali and for how long, rather than the possibility of reinstating the president, diplomats said. The coup has raised the prospects of further political turmoil in Mali which, like other countries in the region, is facing an expanding threat from Islamist militants. Colonel Ismael Wague said mediators would report to regional heads of state ahead of a summit on Mali this week but, highlighting the backing the soldiers enjoy, the final decision on the interim administration would be decided locally. “Nothing has been decided. Everyone has given their point of view,” Wague told reporters. “The final decision of the structure of the transition will be made by us Malians here.” - REUTERS.
MALEMA,EFF MEMBERS DEMAND MBOWENI SACKING UPPORTERS of the EFF and its leader, Julius Malema have condemned the decision not to remove Finance minister, Tito Mboweni from the Cyril Ramaphosa led Cabinet. Mboweni posted on Twitter at the weekend, saying: “Presidents in Africa must stop this nonsense of waking up in the morning and fire a central bank governor! You cannot do that. This is not some fiefdoms of yours! Your personal property? No! Mboweni remained defiant after Zambia’s Minister of Information and Broadcasting Services Dora Siliya reacted with disdain to his Twitter comment. Siliya said: “We are very surprised with Tito Mboweni’s immature and improper criticism of a sovereign decision by Zambia. The minister should be attending to Covid problems facing the South Africans We will pursue the matter diplomatically.” Mboweni hit back: “I stand by my statement. Central Bank independence is key. Not negotiable. Let all central bankers speak out!” “The president of Zambia must give us the reasons why he dismissed the governor or else hell is on his way. I will mobilise!” But was strongly reprimanded by President Ramaphosa as he distanced himself and the South African republic from the ‘disrespectful’ tweets. Ramaphosa said he wished to assure the government and Zambians that the unfortunate remarks did not reflect the views of the South African government
S
Julius Malema and its people. “The issue is being addressed to ensure that such an incident does not occur again.” One South Africa Movement leader Mmusi Maimane has lambasted President Cyril Ramaphosa over his decision to reprimand Finance Minister Tito Mboweni over his comments about the removal of Zambia’s central governor by Zambia’s President Edgar Lungu. Maimane on Monday night accused Ramaphosa of allegedly being silent on human rights violations and police brutality in neighbouring Zimbabwe. In his tweet, Maimane said: Can we see the same level of energy from you @ PresidencyZA. In the same manner that you strongly reprimanded @tito_mboweni for his comments on President
Edgar Lungu in Zambia. “Can you issue the same level of strong reprimand to @ edmnangagwa for the behaviour of his police force.” The ANC has also urged former finance minister, Trevor Manuel to “use appropriate platforms,” including experience gained over the years, in sharing ideas that would help shape the country’s economy for the better. This comes after Manuel allegedly said, at a webinar hosted by the Catholic Parliamentary Liaison Office and Hanns Seidel Foundation, that the ANC’s 26 years in power since the dawn of democracy in 1994 were “almost three decades wasted”. In a statement, the ANC said that Manuel should not fall into the trap of blasting the ANC as its detractors had done. -Political Bureau
At least 15 dead as rebels attack southern Burundi NAIROBI - At least 15 people were killed when gunmen attacked an area in southern Burundi, three local witnesses told Reuters on Monday. It was unclear whether the dead were members of the security forces, civilians or the attackers. The witnesses asked not to be named for fear of repercussions. The fighting in Bugarama district in Rumonge province began on Sunday and continued into Monday and people were hiding in the bush, a resident who escaped the attack told Reuters. “The gunmen kidnapped everyone they met and killed them before engaging in fighting with the army on Sunday morning,” the man said. He asked for anonymity to avoid reprisals. A senior government official said the attack, which occurred as the country was holding local elections, was not unexpected and potentially linked to the imminent repatriation of refugees from Rwanda. “The government anticipated that armed groups opposed to the government will attempt to carry out attacks ahead of the first repatriation of refugees from Rwanda,” the official said. Rwanda hosts thousands of refugees from
neighbouring Burundi who fled violence in 2015. A message posted on Twitter claiming to be from Red Tabara, a Burundian rebel group that says it is based in Congo’s South Kivu region, claimed responsibility for the attack and said it had “neutralised” nine policemen and about 20 militants. The veracity of the account or the message could not be verified. The statement on Twitter said presidential elections in May, won by the ruling party’s candidate Evariste Ndayishimiye, were “a farce” and called for a new vote. The statement also called for the disarmament of several militia groups such as the Democratic Forces for the Liberation of Rwanda (FDLR), a group founded by Hutu officials who fled Rwanda after orchestrating the 1994 genocide, which it claims has infiltrated security forces in Burundi. Burundi has an ethnic Hutu majority and Tutsi minority, the same split as in Rwanda. It has been plagued by decades of ethnic and political violence, including a bloody civil war which lasted 12 years in which 300, 000 people, mostly civilians, were killed. – REUTERS.

Radical socialism and chaos - Trump, fellow Republicans paint dire portrait of a US under Joe Biden CHARLOTTE, US – President Donald Trump and his fellow Republicans opened their national convention on Monday by painting a dire portrait of America if Democrat Joe Biden wins the White House in November, arguing he will usher in an era of radical socialism and chaos. Trump set the tone early in the day when he addressed delegates in Charlotte, North Carolina, after formally securing their nomination for another term, and claimed without evidence that Democrats were trying to steal the election. Republicans had vowed to offer an inspiring, positive message in contrast to what they characterised as a dark and gloomy Democratic convention last week. But the first night’s prime-time programme featured speakers who peppered their remarks with ominous predictions if Democrats win power. Trump campaign adviser
Kimberly Guilfoyle said: They want to destroy this country and everything that we have fought for and hold dear. “They want to steal your liberty, your freedom. They want to control what you see, and think, and believe, so they can control how you live.” The four-day convention opened at a critical juncture for Trump, 74, who trails Biden, 77, in national opinion polls during a pandemic that has killed more than 176, 000 Americans and erased millions of jobs. Democrats drew their own dismal picture of what four more years under Trump would look like at their convention last week. Like its Democratic counterpart, the Republican convention was largely virtual. Most speakers addressed a quiet auditorium in Washington, DC, bowing to the reality of the pandemic despite Trump’s having pushed for a big event in front of thousands of raucous admirers. Trump says the only way Democrats can win election is by rigging it In an impromptu appearance at the Republican National Convention, U.S. President Donald Trump again railed against mail-in voting, calling it a “scam” and a way for Democrats to steal the election. – REUTERS.
Magufuli cleared for second term bid DAR ES SALAAM - Tanzania’s President John Magufuli has
been cleared by the electoral commission to run for re-election in October. The president returned his nomination papers to the commission yesterday. He is expected to face-off with opposition Chadema party nominee Tundu Lissu who returned to the country last month from Europe after surviving an assassination attempt in 2017. – BBC.
Sudan PM, Pompeo talk about removal from terror list KHARTOUM - Sudanese Prime Minister Abdalla Hamdok said he held “direct and transparent” talks with U.S. Secretary of State Mike Pompeo in Khartoum yesterday, including over removing Sudan from a U.S. state sponsors of terrorism list. Pompeo landed in Sudan after flying non-stop from Israel on what he said was the first official non-stop flight between the two countries, as the United States promotes stronger SudanIsrael ties. – REUTERS.
Algeria to hold referendum on constitution on Nov. 1 ALGIERS - Algeria has set November 1 as a date for
a referendum on a new constitution aimed at boosting democracy and giving parliament a greater role, the presidency said on Monday, after months-long protests demanding reforms. Elected last December, President Abdelmadjid Tebboune has repeatedly pledged to introduce political and economic reforms and to meet demands raised in demonstrations that toppled veteran president Abdelaziz Bouteflika in April 2019. – REUTERS.
7 teens ‘killed during Covid-19 enforcement’ in Angola LUANDA - Angolan security forces have killed at least seven people - all of them teenagers - between May and July while enforcing measures to curb the spread of coronavirus, an investigation by international rights body Amnesty and Angolan campaign group Omunga has found. The rights body urged Angolan authorities to ensure their ongoing investigations are swift, independent and impartial. They also called for those suspected to be responsible for human rights violations and abuses be held to account and families provided justice, truth and reparation. – BBC.

He said that he hopes to go into the group stage in the continental competition, and that he was optimistic the team he was assembling will carry out the task diligently. “We have achieved our target for 2020 and our plan now is to push the team to go into the group stage and if we can push beyond then it will be good for the team and the country,” Fathi said. “We are working on the recruitment with management and the club president and the sponsors have given us backup on this one because it is a plan from the Board of Directors led by our president Greg Nsofu to go to the group stage so we are working on this and we will announce the players once the paperwork is done.” NAPSA are said to have lined up a number of high profile signings from the Zambian Super Division they make their debut participation in the Confederations Cup having finished fourth in the 2019/2020 season.
Pirates ‘abandon ship’ From page 16 with the playing surface being worked on, Livingstone Pirates would no longer need to use Busiku Ground. Mukela said the contract between the owners of Busiku and the local authority has been terminated because the club’s home stadium is almost ready for use. Mukela said it had become expensive for the local authority to continue paying money when its facility was ready for usage. “The council was renting Busiku ground. Now we have rehabilitated our
Maramba Stadium and it is ready for use, so there’s no need to continue paying when we shall no longer use their facility,” he said. And Njekwa also confirmed the development but could not comment more on the matter. The Bupe Chewetutored Livingstone Pirates, a councilsponsored football club has been renting Busiku Ground since 2013 to train and play its home games. This was because its home ground, the Maramba Stadium was going through renovations.
Serena Williams reaches Western and Southern Open third round SERENA Williams overcame a scare against Dutch qualifier Arantxa Rus to reach the Western and Southern Open third round in New York. American Williams, 38, stopped Rus serving out the match at 6-5 before winning 7-6 (8-6) 3-6 7-6 (7-0) in almost three hours. Two-time champion Williams will play Greece's 13th seed Maria Sakkari in the third round. Fourth seed Naomi Osaka of Japan beat Karolina Muchova 6-7 (5-7) 6-4 6-2. The world number 10 was playing her first match since the WTA resumed after it was suspended because of the coronavirus pandemic. Osaka will face 16th seed Ukrainian Dayana Yastremska in round three. It was a far from convincing performance from
Williams, who appeared to struggle in the New York heat in the second set, and failed to serve out victory at 5-3 in the deciding set. "It was a real physical match," said 23-time Grand Slam champion Williams. "I played pretty well, I was being aggressive and hit some good shots, but she just kept fighting." Williams, ranked ninth in the world, will be looking for a record-equalling 24th Grand Slam title when the US Open starts on August 31 at Flushing Meadows. It will be the first major since the professional tours resumed earlier this month, having been suspended in March because of the coronavirus pandemic. The Western and Southern Open is usually held in Cincinnati but has been moved to Flushing Meadows to create a two-tournament safety bubble. Williams, seeded third, is the highest-ranked player left in the draw after Czech top seed Karolina Pliskova and American Sofia Kenin lost their opening matches. – BBC.

DAKA STUNS LIVERPOOL From page 16
Daka benefitted from slack play from Liverpool defender Fabinho before he pounced on the ball high up the pitch. Liverpool almost grabbed the equaliser in the ninth minute but were unlucky as Mohamed Salah wasted a decent opening after really good work from Sadio Mane in the buildup. It took Daka 10 minutes to complete his brace on 13th minutes after the Reds were carved open down the right. The former Nchanga Rangers and Power Dynamos striker slid across low from the left and managed to find the corner of the net via a deflection from Alisson who couldn’t quite get enough on it.
Liverpool had a chance to pull one back in the 24th minute after they were gifted a free kick from a dangerous position outside the 18-yard. Salah rolled the free kick for Fabinho who promptly directed it high into the stands. Liverpool’s best chance so far came from Firmino who dragged his shot wide of the keeper’s right-hand post five minutes before half time. Salzburg survived another dangerous opportunity in the 45th minute and Sedio Mane’s close range strike was scrambled off the line by a Salzburg defender for the hosts to maintain their 2-0 advantage at half time. After a quiet last quarter of the first half which was dominated by the English Champions, Daka almost completed his
hat-trick in the 54th minute when Alison’s clearance hit Van Dijk before finding Daka who couldn’t quite get on the ball as he sent it wide. Another near hat-trick opportunity for Daka came in the 68th minute as he fired a chance past Alisson’s near post. Liverpool finally pulled one goal back through substitute Rhian Brewster in the 73rd minute after benefitting from Minamino and Milna’s beautiful exchange of passes in the build up to the goal. Brewster completed his brace in the 85th minute, firing home his second goal of pre-season with a well-taken finish inside the box after excellent approach play from James Milner as Liverpool came from 2-0 down to collect a draw in Austria.
Paris StGermain's Ligue 1 opening game against Lens postponed CHAMPIONS League finalists Paris St-Germain will have another 12 days to prepare for the 2020-21 season after the French authorities agreed to rearrange their opening Ligue 1 game. PSG were due to play Lens on Saturday, six days after losing the Champions League final 1-0 to Bayern Munich. But it will now be played on Thursday, 10 September - straight after the international break. The French top flight started last weekend without PSG. Last season's Ligue 1 was the highest profile European league which did not resume after the coronavirus pandemic, with PSG - who were 12 points clear at the top - handed the title. - BBC

The friendly fixture saw Daka and midfield genius Enock Mwepu producing superb performances before they were substituted in the 73rd minute. NAPSA Stars seek ‘fresh legs’ BY MUKWIMA CHILALA ZAMBIA’S envoys in the CAF Confederations Cup NAPSA Stars are on a hunt for new recruitments to reinforce their team ahead of their debut participation in the continental tournament after having finished fourth in the just ended season. But coach Mohamed Fathi however says the club will only announce their signings for the season once the paperwork was done. Fathi said that recruiting new players would help boost the team in its objective of qualifying to the group stages of the CAF Confederations Cup. And Fathi says having achieved this season’s target of qualifying for continental football, his team’s target was to qualify to the group stages and try to also push a bit higher on the domestic front by winning it next season. FAZ mourns ex Chipolopolo coach Fred Nasilele BY MICHAEL MIYOBA FORMER Red Arrows coach and physical trainer of the national team at the 1996 AFCON finals Fred Nasilele has died. Football Association of Zambia (FAZ) general secretary Adrian Kashala confirmed the news in a statement issued by the associations’ communications manager, Sydney Mungala. Kashala said the association was saddened by the death of Nasilele who died in the early hours of yesterday at Lusaka’s Maina Soko Military Hospital. Kashala said Nasilele served the game diligently in various capacities over the years with stints at City of Lusaka where he was before he served as national team physical trainer at the 1996 Africa Cup of Nations where Zambia emerged third. “The late Nasilele lived and breathed football.
