SANCTIMONIOUS EXPIRED FORCE IT is quite unseemly for the so-called retired eminent citizens to use privations created by Covid-19 to champion a political cause under the guise of civic education. It is disingenuous to suggest that the organisation is intended for Civic education. Civics is taught in schools, and outside of a pedagogical setting this is called politics. It is common knowledge that the pandemic has created dire economic circumstances which are yet to reach their peak with rising infection, mortalities, and as the collateral negative economic effects manifest. Adversity is undoubtedly, fertile ground for ready political capital, but taking advantage of these circumstances to promote a political agenda is wrong. The eminent and some not remotely eminent persons would have done well to enter the political arena and join the fray to exercise their civic duty than cower behind an NGO, that claims not to be political per se, whatever this means. This country has been through very difficult and trying times including, drought which affected electricity generation, flooding which has damaged homes and literally rendered thousands of families food insecure, arson and gassing attacks which are yet to be explained and a general economic malaise. We, as a newspaper suffered an arson attack in which an attempt was made to burn our offices through an incendiary attack. Aristotle, the Greek philosopher who coined the term politics also defined the golden mean, being the moral centre, which exists between excess and deficiency. He also coined the Seven Heavenly Virtues being Faith, Hope, Charity, Fortitude, Justice, Temperance and Prudence. The manifesto or foundation statement of this organisation is a total deviation from the moral mean. It is instead a bitter and confrontational document that leaves very little room to judge as to the mental frame of those who drafted it. The bitterness is extreme, completely eschewing the notion that the history of man and of humanity is the history of the redeeming love of God. President Edgar Lungu’s Government is made up of mortals, fallible human beings who also have redeeming virtues as they contribute towards God’s creative purpose. To suggest therefore that governance has disintegrated to irredeemable levels is neither fair nor moral. It is morally unconscionable to try and replicate in Zambia the Malawian model which saw youth demonstrations masterminded by the Human Rights Defender Coalition (HRDC) and the Public Affairs Committee (PAC) which was a pressure group of religious communities and related activist groups. The greatest tragedy is the abuse of the generation shift to recruit the services of the youth in a campaign that evokes primordial sentiments of envy, greed and jealousy to mask the deep political intent of those who previously had but squandered their chance to make this country a better place. They cannot now in retirement, hope to make up for lost opportunity. Your time is gone.

ONSTITUTIONAL lawyer John Sangwa should bring forward his presidential petition regarding President Edgar Lungu's eligibility which he claims is ready, Eastern Province Minister Makebi Zulu has said. Mr Zulu, a lawyer and PF Malambo Member of Parliament (MP), said the presidential petition was a non-issue which had already been settled. He was reacting to Mr Sangwa's sentiments that a petition against President Lungu contesting the 2021 elections was ready. Mr Zulu said Mr Sangwa's petition should be brought

forward and would be dealt with immediately. "Mr Sangwa represented LAZ in that case and the judgement was very clear. He says he has this petition on his laptop, let him bring it, we will respond and we will make sure he pays costs personally," Mr Zulu said. He said Mr Sangwa was trying to be oblivious on a matter that was already settled but urged him to continue talking if his interest was to remain relevant on the political field. He also described Mr Sangwa's suggestion to prove Bill 10 popularity by subjecting it to a referendum as laughable. CHITA Lodge Limited has argued that the delay by four Lusaka men to prosecute a matter where it has been sued together with Kaizer Zulu for alleged kidnapping, is inexcusable. The lodge has complained that it has continued to incur expenses in an effort to defend the matter. Chita Lodge Limited has, therefore, asked the Lusaka High Court to dismiss the matter for want of prosecution. In this case, Bernard Nshindo, Sengelwayo Jere, Saul Masikoti who are qualified surveyors and businessmen, as well as, Mason Mweemba, a driver, sued Zulu and his two acquaintances; Kachingwe and Rashid in September last year. They sued for alleged

Lubinda castigates hypocritical UPND By SIMON MUNTEMBA PARLIAMENT yesterday heard how the UPND leadership has continued denying Zambians their human rights with impunity. Minister of Justice, Given Lubinda said it was disappointing that the UPND members of Parliament (MPs) who actively decampaigned the referendum on the bill of rights, and currently decampaigning the progressive bill 10 are now crying for human rights. Debating the motion on African Peer Review Mechanism, UPND Mazabuka MP Gary Nkombo said human rights and freedom of expression had been clamped down by the PF Government. Mr Nkombo said the closure of Prime Television was evidence that freedom of speech is under threat. Opposition leader of the house, Jack Mwiimbu also said there was human rights violation under the PF regime. Mr Mwiimbu who is UPND Monze MP further said the ruling party was not tolerant to divergent views. But Mr Lubinda said it did not make sense that the UPND MPs that had asked people to vote against the referendum on the bill of rights were now saying there was no human rights in Zambia when they had denied Zambians a blissful opportunity. The Minister said he was dismayed by the UPND’s inconsistencies.

But PTAZ secretary-general Benson Tembo said the tanker was in the hands of ZRA. He added if the country was to curb illegalities in the petroleum subsector, ZRA should implement the tracking system which countries like Tanzania and Zimbabwe were using. Mr Tembo said Government was losing huge sums of money through smuggling, hence the need to expedite the tracking system to stop the scourge. He said it was not possible for any Zambian truck driver to engage in any such illegalities because PTAZ, working with the association of drivers, was able to track each vehicle that was loaded with Government procured fuel. Mr Tembo said once the tracking model was implemented, no foreign tanker driver would have the loophole to engage in any illegal activities in Zambia.

Mr Njase said Mr M’membe had been released on bond and would appear in court soon. Police last year recorded a warn and caution statement from Mr M’membe for the offence of being in possession of property suspected to be proceeds of crime. This is in connection with a (property) building located in Mwika Village of SubChief Mwabawankulungwe in Senior Chief Nkula of Shiwang’andu District. IT is mischievous for the Law Association of Zambia (LAZ) to always side with the UPND on matters of national interest, Young African Leaders initiative (YALI) president Andrew Ntewewe has said. And Mr Ntewewe said the Law Association of Zambia (LAZ) has lost its moral fibre and public trust to contribute to national discourse. He was reacting to the recent stance by LAZ that the Speaker, Patrick Matibini was out of order to expel Chishimba Kambwili as Roan Member of Parliament, saying the association was always siding with the opposition. Mr Ntewewe said LAZ had been political on various positions on matters of national interest contrary to its statutory obligations. "LAZ today is not an institution the nation can look up to for guidance, the association was supposed to guide the nation on matters of law and legal framework and should have stood tall so that people would have been running to them as an aorta of neutrality," Mr Ntewewe said. He said LAZ having been

established with statutory instrument it was expected to be neutral of affairs of the state as opposed to always taking partisan stance. Mr Ntewewe said LAZ is no longer an institution people can look up to because its positions on several matters are synonymous with that of the UPND. He said it was clear that the association vowed to always contradict Government and take the position of UPND. Mr Ntewewe said it was disappointing that LAZ has always taken opposite and antagonistic views against Government. Mr Ntewewe said LAZ has taken the position of UPND on bill 10 and President Edgar Lungu's eligibility among others. And Citizens Democratic Party leader Robert Mwanza said LAZ has lost its credibility by always siding with the opposition UPND on many issues of national interest. Mr Mwanza said it was unfortunate that the LAZ as an institution mandated by law to provide guidance to the nation on legal matters had decided to side with the opposition.

MINE CONTRACTORS STILL IN LIMBO By SILUMESI MALUMO

MOPANI Copper Mine (MCM) has not given clear terms to the few contractors who have been recalled, making them reluctant to start operations, Mine Suppliers and Contractors Association of Zambia (MSCAZ) has said. According to the association, the mining firm has not recalled other contractors whose contracts were terminated. MSCAZ president Augustine Mubanga said a number of contractors had failed to mobilise and start work because the mining firm had not given a clear picture in the new contracts. Mr Mubanga said in an interview that the association had made efforts to arrange for a meeting with Mopani to formalise the new terms but there was no tangible response. "On April 8, 2020 after Government rejected the care and maintenance proposal by Mopani, contractors remained out of contracts and even when Mopani rescinded its decision, the contract were still under termination. Very few were recalled. He said it was shocking that Mopani had failed to inform the nation on the status of contractors who were re-engaged and those whose contracts were terminated.

RESIDENT Edgar Lungu has shown commitment to improving the welfare of Zambians in the midst of the Covid-19 pandemic, says the Zambian DNA. According to the Zambia DNA, naysayers must give President Lungu space to work because he still has the mandate to offer his services to the country. Zambian DNA spokesperson, Spuki Mulemwa, said there was no question about the source of the current economic challenges the country was facing because it was a global phenomenon. Mr Mulemwa said said in an interview that despite the ugly face of Covid-19 which was ravaging economies across the globe, President Lungu had not succumbed to external pressures aimed at making him lose focus on how to lead the country through the crisis. He said Government had put in place a number of stimulus intervention to revive the economy and that credit must be given where it was due as the President had done a fantastic job thus far. He said it was for the reason that the President Lungu deserved a fresh mandate in 2021 because he had performed beyond expectations despite the economic challenges brought by natural occurrences.

THE ruling Communist Party of China (CPC) has donated epidemic prevention materials to the Patriotic Front (PF) aimed at helping the country to enhance the fight against Covid-19. PF Secretary-General, Davies Mwila, said the donated items included 30, 000 surgical masks, 500 sets of medical protective garments and 240 forehead thermometers. The donated batch of material were handed over to Mr Mwila on behalf of the CPC central committee by Chinese Ambassador to Zambia Li Jie at the embassy in Lusaka yesterday. Mr Jie said the CPC decided to donate epidemic prevention materials to ruling PF to as solidarity in helping Zambia combat Covid-19. “We are very delighted to present these donations on behalf of CPC. We are together in the fight against Covid-19,” Mr Jie said. In receiving the donations, Mr Mwila said the gesture would go a long way in fighting the pandemic. Mr Mwila said China had always been an all-weather friend of Zambia and the two parties shared common national and social values including prosperity, civility, harmony and friendship. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The

Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access.

Dear Editor, ONE opposition leader has a habit of forming unholy political alliances both in Zambia and outside. The desperation to become President has even made that opposition leader to auction sovereignty to the foreign consultants who may likely hold his government hostage. This gives any discerning mind to wonder why this politician is obsessed with foreigners in the country’s internal problems. Although he is aspiring to be President, he still have faith that only outsiders can resolve Zambian problems. This is typical of a politician who is war minded and ready to set the country on fire for the sake of his political project. This is perhaps the reason why his party does not want electoral reforms such as the Political Party Bill which will make politicians accountable in the administration of the internal politics. Political party funding is another crucial issue that should not be undermined. We want to know where the opposition leader gets funding from for him to run such flamboyant campaigns. There is no doubt these inappropriate international links are tied to some financial interests. We expect in 2021 all political parties to disclose the source of their financial resources. After all the opposition leader has lamentably failed to give a satisfactory explanation on his relations with Cambridge Analytica. We will not allow any foreign interest to subvert the people's will especially their unstoppable determination to renew President Edgar Lungu's mandate for another five years. We have traversed this country and the people's plea to maintain PF and the President is loud and clear. We also remind the Financial Intelligence Centre and all concerned security agencies to be alert for any illicit financial transactions for this treasonous deal. FIC should flex its muscle and promote financial integrity. Lastly, we advise this opposition leader to test his popularity within his party by subjecting himself to a transparent party convention.

UPND deputy national spokesperson, Cornelius Mweetwa, said that the resignations of the four councillors had not affect the party in anyway, insisting that the opposition party was the people’s choice in Lufwanyama. He said that come 2021, his party was positive of forming the next government. Mr Mweetwa said in Livingstone that before the recent resignation of the four councillors, the party had 50 councillors on the Copperbelt. “Before the resignation of four UPND councillors in Lufwanyama, UPND had 50 councillors on the Copperbelt. That was far back in 2016...you can imagine in 2021 what is going to happen. “Copperbelt is flipping and there is no question about it. Even the victory of Roan Member of Parliament is substantially attributable to the UPND,” Mr Mweetwa said. Mr Mweetwa, who is also Choma Central Member of Parliament (MP), charged that PF had been coercing UPND councillors to defect. “And now we here they are in the tune of K300,000 for a councillor to resign and join the PF. And people are asking...is the UPND losing ground and grip to the PF? No, that is not the situation,” he said. He charged that councillors were resigning because the amounts of money being put on the table were too colossal for weak souls.

Open up rural areas - farmers

By OLIVER SAMBOKO GOVERNMENT should unlock the potential of small scale farmers by improving the feeder road network in rural areas, Zambia Alliance of Women (ZAW) Executive Director Edah Chimya has said. Recently, President Edgar Lungu urged chain stores to priorities local agricultural products in the wake of COVID-19 pandemic, which has triggered closure of borders. Ms Chimya said improved feeder road network was not only a catalyst for rural development but also national economic growth as it would open farmers to ready markets in urban area. She said Government should work on the road network to enable farmers transport their produce to the reedy market. Ms Chimya said rural farmers had a lot of potential that should be unlocked to contribute to national development and improve both household and national food security. She also bemoaned lack of water irrigation schemes in some parts of the country that had continued hindering farmers from producing enough for household and national consumption. Ms Chimya also appealed to Government to improve health care services in rural areas in order to reduce maternal deaths which she said was on rise. And Rural Women Assembly(RWA), Mumbwa area focal person Mary Sakala appealed to Government to promote value addition to farm produce. Ms Sakala called for capacity building for women farmers, empowerment initiatives and investments through provision of farming equipment.

AST week, rumour of a political earthquake did the rounds in Lusaka. Initially I thought it was one of the usual Lusaka rumours until I saw it on the WhatsApp chats that normally tell the truth. Third Force is finally born read the announcement; 13 months ahead of the 2021 elections, a Third Force known as OCiDA is launched by retired citizens. Space will not allow me to list all the senior citizens in the group but the Chairman as announced is 95-year-old Simon Zukas who came to the then Northern Rhodesia as a refugee running away from Hitler’s Holocaust during the Second World War. The others are two former Secretaries to the Cabinet Sketchley Sachika and Lesley Mbula, former Lusaka Diocese Archbishop Telesphore

SENEGAL LIFTS CORONAVIRUS STATE OF EMERGENCY DAKAR - Senegalese President Macky Sall has said a state of emergency and nighttime curfew imposed to curb the spread of coronavirus has been lifted. In a televised address, the president also announced the resumption of international flights from July 15 but under stringent safety measures. Sall warned that the country’s economic growth would slow from 6.8 percent to 1.1 percent, or even less, due to the impact of the pandemic. He urged people to resume their normal activities to get the economy back on track. Civil servants will now work from 08:00 to 17:00 local time, but entertainment spots will remain closed. The closure of public markets one day per week for cleaning will continue. Wearing face masks remains mandatory in public spaces, workplaces,

INSHASA Congolese President Felix Tshisekedi said on Monday he would not accept any reforms that undermined the independence of the Judiciary, the latest salvo in a standoff within the ruling coalition over proposed judicial changes. The disagreement over a proposal to give the Justice ministry more control over criminal prosecutions

has highlighted strains in the coalition between Tshisekedi and allies of his long-serving predecessor, Joseph Kabila. It led last week to the brief arrest of the Justice minister, prompting the Prime Minister to threaten the resignation of the government. In an address to the nation to mark Democratic Republic of Congo’s 60th anniversary of independence from Belgium, Tshisekedi alluded to the dispute. “Under no circumstances will I accept reforms in this sector which, by their nature and content, would harm the fundamental

principles governing justice,” he said. Tshisekedi came to power in January 2019, forming a coalition with Kabila, who maintains extensive powers through his parliamentary majority and control of most cabinet ministries and the Prime Minister’s office. Gambia mulls unbanning skin-lightening creams BANJUL - The Gambia is considering a bill sponsored by the government to repeal a 24- year-old law banning skin-bleaching creams. The law prohibits their importation, sale, possession and use. Those pushing for the law to be repealed say it is discriminatory against women and girls in the country and not in line with the constitution. Despite the decades-old

ban skin bleaching is practised by many Gambian women and it is believed that many local men prefer lightskinned women. A popular Mandika saying says that “light-skinned ladies are a cure for flu-like symptoms.” Some men use the products as well. The bill had its first reading in parliament on June 22 and will be tabled for a second reading by the Attorney General and minister of Justice tomorrow. AFCON moves from January next year to 2022 THE Confederation of African Football (CAF) have confirmed the postponement of the 2021 Africa Cup of Nations and major changes for the current Champions League and Confederation Cup campaigns. In the online CAF executive committee meeting yesterday, the leaders of the continent came to the decision for drastic changes in response to the coronavirus crisis on the continent. Starting with AFCON 2021 in Cameroon, president Ahmed Ahmed confirmed the tournament will be moved to January 2022, while the African Nations Championship (CHAN) will be played out in January 2021. For the club commitment in relation to the African Champions League and Confederation Cup, the semi-finals will no longer be contested over two-legs for home and away fixtures. T’S not easy to score that many goals especially in Europe and hence there is need to respect Patson Daka for showing character, says former national soccer team coach Nchimunya Mweetwa. Mweetwa has also commended Daka for remaining focussed after having endured insults a few seasons ago from Zambian fans while on the books of Power Dynamos during which he underwent a dry spell. Daka increased his goal tally in the Austrian Bundesliga after he scored his 24th goal over the weekend, a tally that makes him the first Zambian to record such a feat in any European league and is second on the top scorers’ charts to Tom Welshman who has 26 goals. Boxers cry for youth empowerment By MICHAEL MIYOBA EXODUS Boxing Academy director Antony Mwamba has called on government to consider empowering athletes. Mwamba who hailed the government for empowering youths and artists with financial assistance, said it must extend its empowerment programmess to sportsmen and women. In an interview, Mwamba said, Mwamba like all youths in the country, boxers have also been hit hard by the Covid-19 pandemic. Mwamba said the pandemic has had a negative impact on boxers as they are not able to find income because of luck of boxing tournaments which remain halted in the country. “I have seen the Minister of Sports donating a block making machine to the youth in Ndola and I head the government released K30 million for the artists but they are not doing much to empower youths in sports. “Boxers are languishing at the moment because it is hard to find sponsors and the job we are doing some of us, we get kids from the streets to make them boxers but currently things are tough because now a boxer can’t make money because the only time a boxer can make money is when they fight,” Mwamba said. “That money which is given to the youth is meant for all youths and we have a lot of youths who are engaged in sports and right now they are not doing fine because of the pandemic.” Mwamba said there is need for Government to treat youths equally regardless of the sector they represent.

HE Ministry of Health has urged Super Division and National Division one clubs to strictly adhere to the guidelines provided by government to prevent Covid-19 cases from escalating when the local league resumes on July 18. Ministry of Health expert Dr Raymond Hamonga said all semi contacts sports which have been allowed to resume next month risk being halted if the pandemic continues to escalate at a rapid scale when games resume. He was speaking during the consultative meeting involving government, FAZ and Super Division clubs at Heroes Stadium in Lusaka yesterday. Hamonga urged clubs to ensure that the sporting environments are assessed and certified by health inspectors to minimise the risk of those participating from getting infected by Covid-19. He noted that clubs which will not adhere to the guidelines provided risk being suspended from taking part in the games. “In the event that we do get localised outbreaks in some areas, there will be need for us to restrict some of the activities that have been opened up already. “If clubs do not adhere to the guidelines and get overwhelmed by localised outbreaks either in communities or camping houses that may lead to the league being suspended for lack of safety” Hamonga said Meanwhile, Ministry of Sports, Youth and Child Development director of sports, John Zulu urged clubs to follow the guidelines from the government to preserve lives. FAZ president Andrew Kamanga said the association has engaged the authorities at every stage in ensuring that everything is done in conformity with the guidelines provided by the Ministry of Health. Kamanga urged lower division teams to exercise some patience as the association ENGLISH continue to engage the authorities because its desire is that all the leagues are decided on the pitch.
